business establishments, CNCCI would stepup agitation. They also solicited full support and cooperation of the public in this regard. It may be mentioned that the Dimapur Chamber of Commerce & Industry (DCCI) made a clarion call for one-day total shutdown of all shops and business establishments in Dimapur September 16 against rampant multiple and illegal taxation by various groups as well government agencies, affecting the business community. Noting that pursuant to several directions of Supreme Court in WP(C) 684 of 2016 (Ashwini Kumar Upadhyay Vs Union of India &Others) the Gov-

ernment of Nagaland had enacted the Nagaland Lokayukta Act, 2017, he pointed out that considering the importance of the role the Lokayukta would play, the Act mandated peremptorily to fill up the vacancies of Lokayukta or Upa Lokayukta as soon as possible and certainly within six months of the vacancy arising. Consequent to the vacancy of Lokayukta arising on February 5, 2021 upon the incumbent resigning from the post, Ravi said three reminders were sent from this office for filling up the vacancy on April 7, 2021, June 8, 2021 and July 23, 2021, which the government should have acted upon. Considering the pivotal role that the Lokayukta plays under the Act,

no wishing away masks even next year as the battle against Covid will require a studied combination of vaccines, effective drugs, and disciplined social behaviour, according to Dr VK Paul, a member of NITI Aayog, India’s public policy think-tank. Hoping the world would be as lucky with the medicines as it was with vaccines, veteran paediatrician Dr VK Paul -- not ruling out a third wave of the pandemic -- cautioned that the country was entering a risky period, especially with several public festivals lined up. “Wearing the mask will not go away...for some time...We will continue to wear the mask even through the next year...” Dr Paul told NDTV in an exclusive interview today. “My view is that it will be a combination of vaccines, drugs, and reasonably disciplined behaviour

against the interest and welfare” of the citizens of Dimapur. It said that posting ADC to Chumoukedima circle was “an indicative” that the government was serious to meet the genuine demand and needs of citizens of Chumoukedima and Dimapur. Similarly, with the development progress in the area, both in terms of infrastructure and population, the Naga Council said that the state government would “initiate holistically approach” in a phased manner and upgrade administrative authority to that of DC status to facilitate public in the area, which is the “ultimate demands of the people.” (Cont’d on p-8)

month-end. He addressed what is perhaps the most pressing question among most Indians: Will there be a third wave of COVID-19? “It cannot be ruled out. There is a period of the next three-four months when the vaccine is rolling up to build the Great Wall of herd immunity. We need to protect ourselves and avoid the outbreak. To me that is possible if we are all together in this show,” Dr Paul said. He also cautioned against the season of big festivals like Diwali and Dussehra that are coming in the next few months, which, if not managed well, could potentially lead to a massive spread of the illness. When asked if he recommended restrictions on people under such circumstances, the senior doctor was unsure of that even possible in India.

(NPN): Khiamniungan Menyiu Hoikam (KMH)—the apex women organisation of the Khiamniungan community—has lamented over the delay in delivering justice to the two minor victims of molestation, which allegedly took place in Noklak district. KMH stated that different inquiry teams had conducted series of investigation and interrogation, but there had been no result so far. It said that FIR was lodged on July 27, 2021 and later a memorandum was submitted to the governor demanding fair investigation and justice at the earliest. KMH said that the case was initially taken up by Noklak police and later

investigation team (SIT) from PHQ Kohima. It said the SIT investigated and interrogated several other individuals apart from the two victims. However, KMH said there was no progress, adding that the case has been at stake. KMH has, therefore, urged the law enforcing authority to expedite the case and deliver justice without further delay. It said that the accused, who was a high profile, should not hinder justice in any form. The organisation claimed that there were also “high possibilities of stigmatising the victims”, which could eventually result in “shattered future of the two young girls.”

CCCPO slams vested interest

Chümoukedima Circle Chakhroma Public Organisation (CCCPO) has slammed “some vested interests”, who it alleged were “unreasonably determined” to oppose shifting of Dimapur DC office headquarters to Chümoukedima. In a press release, CCCPO president Neikhriehu Kense and general secretary Khriebulie Peseyie said the opposing the shifting of DC office was “an outright illegality” amounting to obstruction of government officials to smoothly

dispense their required services to the district and state. The organization asserted that such individuals/organisations should be booked as per provisions of the law. “It is most unfortunate that few persons should don grandiose nomenclatures, assume the mandate of the entire citizenry and threaten a democratically mandated Government with dire consequences if it, the Government, performs its duty,” CCCPO stated.
