Nagas want solution but some against it: Patton Correspondent

WOKHA, MAY 14 (NPN): The two-day get togethercum-cultural programme of the Central Nagaland Tribes Council (CNTC) held at Tiyi Hall, Wokha on May 13 to 14 where various Central Nagaland Legislators Forum(CNLF) members ventilated their views of common interest to CNTC and Nagas in general. Speaking on the occasion, state deputy chief minister and also treasurer of the Central Nagaland Legislators Forum (CNLF) Y. Patton stressed CNTC should play a role in strengthening unity among Nagas for securing settlement of the Naga political issue. Asserting that he was speaking for the Nagas, Patton said Nagas have to speak up boldly and that time has come for Nagas of Nagaland to unite and exclude those who were not in favour of solution to the Naga issue. He said “enough is enough”, as Naga political solution can no longer be delayed.

As a member of the Core Committee, headed by chief minister Neiphiu Rio, Patton said they will meet Prime Minister Narendra Modi and Home minister Amit Shah in Delhi in a day or two. Patton said he will bluntly tell the two leaders that- if Naga solution cannot be achieved then impose President’s Rule. Patton also said when the committee meets with NSCN (I-M) and WC, NNPGs delegation at Delhi, he will also call a spade, a spade. He said there was no point in talking behind or backout in fear but ask them directly whether they want

solution or not. Patton said those who don’t want solution want to continue living comfortable life by extorting from people. He insisted that solution to the Naga political issue should be arrived at before the 2023 assembly election and for which all should work towards that goal. He said “enough is enough. How long will Nagas continue to wait?” He also asked CNTC to work towards resolving land acquisition issues that hamper development in their respective areas. Patton also said that along with the chief minister, he has been pursuing completion of Foothill Road with the Centre. Patton also pointed out that even if Doyang bridge project which is to be inaugurated within two weeks, the purpose will be incomplete without a proper road (Foothill Road). He suggested submission of a memorandum to the Centre for early completion of the road project. Patton said that though he was part of the govern-

ment, it was a fact that areas under CNTC- the three districts of Mokokchung, Wokha and Zunhebotowere deprived of development while some districts were favoured. CNLF convenor and minister Kaito Aye urged upon CNTC to send a strong message to the Centre and the negotiating groups, to secure solution before the 2023 assembly election. In his speech, CNLF co-convenor Imkong L. Imchen, MLA said reservation in the state needs to be revisited and was disinclined towards creation of districts just for the sake of it. Imchen also echoed the same concern that CNTC districts were being deprived of development. He also said the three CNTC tribes should not be punished because they were wrongly termed as “most advanced “. In Kiphire, out of 12 cases taken up for listing, five cases were disposed with a total settlement amount of Rs. 2,90,187.50. At Peren, 21 cases (bank loan defaulters) were settled a total amount of Rs. 16,73,341 was recovered. Mon DLSA held NLA at DLSA front office and took up 20 bank recovery cases out of which five cases were settled with a total settlement amount of Rs. 258000. Wokha DLSA conducted Lok Adalat in the conference hall of the District Court Complex Wokha where out of 11 cases, mostly were pre litigation, criminal compoundable and bank recovery. 10 cases were disposed of with a total settlement amount of Rs. 43,76,358.

In Mokokchung, seven cases were disposed, out of eight cases taken up which included bank recover y at pre litigation stage and criminal compoundable with a settlement amount of Rs. 332568.6. Zunheboto DLSA conducted National Lok Adalat at Nagaland State Co-operative Bank, Zunheboto where three cases were taken and two were disposed. In Longleng, the DLSA dealt with nine banks and disposed of nine cases with total settlement of Rs. 3,49,500. Tuensang DLSA conducted National Lok Adalat where 24 cases were taken up and 19 cases were disposed with a total settlement amount of Rs.9,70,468. Under Dimapur DLSA, 59 cases were taken up and the total settlement amount was Rs. 1,93,77,678. Phek DLSA conducted National Lok Adalat where 26 cases were taken up and 21 were disposed. DIMAPUR: Expressing serious concern on the slow progress of road construction from Sanis Zero point to Lakhuti village under Pradhan Mantri Gram Sadak Yojana (PMGSY)II, Lotha Middle Range Students’ Union (LMRSU) had urged the concerned contractor to speed up the work. In a press release, LMRSU media cell informed that on May 10, the union inspected the

This is not an eviction drive but a land acquisition process, which is going on for a key infrastructural project in Barak Valley that has allegedly been neglected for a long time, Roy said. The Cachar district administration has started clearing the Doloo tea estate to set up the greenfield airport amid protests as the workers are fearing that they will lose their livelihood. There will be no job cuts and none would be evicted from their homes as the interest of the workers of Doloo tea estate is paramount, the Cachar Lok Sabha MP claimed, alleging that people with vested interest are trying to bring

Altogether 170 workers have already received their due payments and all pending payments will soon be cleared,” he said in a statement. The Doloo tea garden said it has already deposited Rs 1.57 crore in the workers’ Provident Fund (PF) ac-

count. The gratuity cheques were handed to the garden workers at a function on Monday. Only 2500 bighas are being used for the airport while the rest of the land will be used for planting more trees and the Doloo tea estate management has given its consent to the district administration regarding this, he said. There are 1200 permanent and 500 casual workers in the tea estate and none will lose their jobs, he claimed. ‘’We stand by the cause of these labourers, are sympathetic towards them and have taken care of everything. The memorandum of understanding (MoU) was signed by all stakeholders,” the BJP MP said. Representatives of the government, the tea estate management and unions have signed the MoU. IMPHAL, MAY 14: One person was injured in a bomb blast that was reported in Imphal late on Friday. After the explosion, locals staged a protest alleging security lapses on the part of the Manipur police. The explosion tore through the Telepati near Durga Mandir, a non-local dominated area of the city under Porompat police station of Imphal East district, around 8.30pm. In the blast, 27-year-old Subham Prasad of Telipati sustained splinter injuries and was immediately evacuated to JNIMS hospital. He was out of danger, hospital sources said. The impact of the blast also damaged two four-wheelers parked nearby besides shattering window panes of nearby houses. Initial investigation suggested that the explosive material was planted on the roadside near the temple, the police said. The target of the attack was not immediately known.The blast angered the locals who alleged security lapses on the part of the state police department in the backdrop of recent instances of triggering similar blasts in and around the locality.

Acting on a tip-off, a team of Guwahati city police conducted a raid in Jorabat area, bordering Meghalaya, and seized the contraband, he said. The tr uck was on its way to Tamil Nadu from Manipur, when the vehicle was intercepted, the official said. During his recent threeday (May 8-10) visit to Assam, Union Home Minister Amit Shah said that 10,700 bighas encroached upon by infiltrators have been freed. The Assam government has also cleared over 3,800 hectares of forest land of encroachments during the past few years. Before Assam’s BJP led government’s eviction drive, the saffron party led Tripura government after coming to power in March 2018 bulldozed a large number of opposition party offices across Tripura. The Assam government had last year undertaken eviction drives in different districts to free government land encroached by hundreds of people for years. Various opposition parties including the Congress had criticised the BJP government for evicting the people without making alternate settlements.

NEW DELHI, MAY 14 (PTI): The Mundka building, ravaged by a blaze that killed 27 people, did not have a no-objection certificate from the fire department while its single entry and exit point could be the reason for the high number of deaths, a top fire department official said on Saturday. Following the incident, the North Delhi Municipal Corporation (NDMC) has sought from Narela Zone authorities a detailed report, including the type of area and tentative year of construction of the building, officials said. NDMC Commissioner Sanjay Goel has asked the local civic authorities to treat the matter with “top priority”. Three cops killed in firing by poachers in MP BHOPAL, MAY 14 (PTI): Three policemen were killed after poachers opened fire on them in Guna district of Madhya Pradesh in the wee hours of Saturday, while two of the assailants were also killed, officials said. One of the accused was believed to be killed in retaliatory fire by the policemen, while another was killed in an encounter with police later in the evening, they said. The administration also demolished the houses of some of the accused. Chief Minister Shivraj Singh Chouhan held a highlevel meeting after the incident, and announced financial assistance of Rs one crore each and government jobs for the next of kin of the slain policemen. He also transferred Inspector General (IG) of Gwalior zone Anil Sharma for “delay” in reaching the site of the incident. The incident took place on Sahrok Road near Saga Barkheda village under the jurisdiction of Aron police station, 60 km from the state capital, around 3 am, said state home minister Narottam Mishra. The police personnel had gone to the area after receiving a tip-off about the presence of poachers there, he said. “As the police personnel surrounded them from all sides, the poachers opened fire. Punjab to abolish VIP culture in jails CHANDIGARH, MAY 14 (IANS): In a major crackdown on the nexus of gangsters and criminals operating from jails, the Punjab government teams have confiscated 710 mobile phones from prisons in a specially-launched drive. Additionally, Chief Minister Bhagwant Mann has decided to abandon the special cells in jails for VIP prisoners. Divulging the details, the Chief Minister said that “during this special drive carried out between March 16 and May 10, a total of 710 mobile phones have been recovered from jail inmates”. He said these phones were used by gangsters and smugglers to run their rackets from inside the jail. The Chief Minister said that a probe is on to nab the persons on whose names these numbers were registered. He also said that action will be taken against the jail staff who were involved in sneaking these phones into the prisons.

Drug worth Rs 2.95 crore seized in Gujarat AHMEDABAD, MAY 14 (PTI): The crime branch here has seized ketamine hydrochloride (date rape drug) from a consignment being smuggled from Rajasthan to the US via Gujarat through the foreign post office, an official said on Saturday. Acting on a tip-off, crime branch officials directed the foreign post office of the Ahmedabad customs department to intercept a parcel that was sent from Pushkar (Rajasthan) to Navsari in south Gujarat to be transported to the US, the official said. When the content of the consignment was inspected in the presence of customs officials, two plastic

boxes containing 590 gm of white powder apart from some cosmetics and clothes were recovered, he said. “The powder was sent to the forensic science laboratory (FSL) in Gandhinagar for examination. It was confirmed to be ketamine hydrochloride, a drug banned under the Narcotic Drugs and Psychotropic Substances (NDPS) Act,” the official said. The contraband is worth Rs 2.95 crore in the international market, the official said, adding that the sender of the parcel has been booked under the NDPS Act, and further investigation was underway.

ith more people today eating in hotels, restaurants or roadside eating stalls, health safety and hygiene has become a critical issue that needs to be addressed. Complaints of food poisoning or unhygienic conditions are commonly head and this should be taken up by the health authorities for the safety of the public. The watchword of today’s food and restaurant business is ‘fast, tasty and plenty’. It is accepted that any stall or restaurant wanting to thrive must serve food at the earliest, with taste and cheap. These demands also come with a cost on the health and well being. To serve food fast, the cooking is expected to be done in short time. This means oils are always under heat for immediate use. In most cases, these oils are again re-used a number of times as it drastically cuts cost and ensures bigger profits. Cooking food by reusing cooking oil can also increase free radicals in the body, which can cause inflammation - the root cause of most diseases including obesity, heart disease and diabetes. High inflammation in the body can also reduce immunity and make you prone to infections. According to studies, reheating of cooking oil leads to release of toxic substances and also increase free radicals in the body causing inflammation and various chronic diseases. Also, in order to cut cost, many fast food joints are use of adulterated cooking medium. This is like slow poisoning and therefore cannot be immediately detected unless health authorities undertake stringent checks. Merely insisting on license is not the answer but by conducting regular surprise checks. There is one-year imprisonment and a fine of Rs.1 lakh even in those cases in which food does not result in illness. A few years ago, the food standard authority in UP had established higher than permissible limits of the popular taste maker- monosodium glutamate (MSG) at roadside Chinese fast food centres including some popular noodle brands. According to health sources, the presence of monosodium glutamate (MSG) beyond permissible limit leads to some complications in the nervous system. In some people, it has shown up as Chinese restaurant syndrome. In this condition, people usually experience anything in between heart palpitation and numbness. Another threat to the health on those who frequent eateries, come from health and hygiene of workers and environment. Workers in hotels are over worked and underpaid and most are unfit to handle food items. Water borne diseases such as amoebic dysentery, worm infestations or other intestinal diseases are spread due to unhealthy hygienic conditions or contaminated food items. Presence of cockroaches, insects and even rats in kitchens and storerooms testify to the unhygienic conditions in a number of kitchens. Again, items such as beans, lentils and vegetables have high levels of insecticides and pesticides as they are laced with chemicals to make them look green or fresh. Some years back, in Hyderabad, authorities cracked down heavily against traders using dye and artificial ripening agents. According to reports, most green vegetables like peas, gourds and cucumbers are dipped in harmful chemicals such as copper sulphate which is crystalline blue in colour but gives the vegetables a fresh green look. People frequenting roadside eateries and food joints should be vigilant while authorities need to gear up and ensure they are not compelled to act only after something goes wrong.

We have to develop godly habits to express what God’s grace has done in us. It is not just a question of being saved from hell, but of being saved so that “the life of Jesus also may be manifested in our body.” And it is adversity that makes us exhibit His life in our mortal flesh. Is my life exhibiting the essence of the sweetness of the Son of God, or just the basic irritation of “myself” that I would have apart from Him? The only thing that will enable me to enjoy adversity is the acute sense of eagerness of allowing the life of the Son of God to evidence itself in me. No matter how difficult something may be, I must say, “Lord, I am delighted to obey You in this.” Instantly, the Son of God will move to the forefront of my life, and will manifest in my body that which glorifies Him. You must not debate. The moment you obey the light of God, His Son shines through you in that very adversity; but if you debate with God, you grieve His Spirit (see Ephesians 4:30). You must keep yourself in the proper condition to allow the life of the Son of God to be manifested in you, and you cannot keep yourself fit if you give way to self-pity. Our circumstances are the means God uses to exhibit just how wonderfully perfect and extraordinarily pure His Son is. Discovering a new way of manifesting the Son of God should make our heart beat with renewed excitement. It is one thing to choose adversity, and quite another to enter into adversity through the orchestrating of our circumstances by God’s sovereignty. And if God puts you into adversity, He is adequately sufficient to “supply all your need” (Philippians 4:19). Keep your soul properly conditioned to manifest the life of the Son of God. Never live on your memories of past experiences, but let the Word of God always be living and active in you.

Realising a child’s Right to Education

fter years of debate and deliberation, I ndia , in 2009, adopted the Right to Education Act as a justiciable legal entitlement for children in the age group of 6-14 years. The RTE Act clearly laid down muchneeded norms for physical infrastructure; including classrooms, toilets, boundary walls, playgrounds, and the like, as well as for teacher-pupil ratios in both the primary and upper-primary stages of education, covering grades I-VIII. The Act has various other provisions as well and some of those, under the head of ‘Curriculum and evaluation procedure’, d i r e c t ly r e l a t e t o t h e educational experiences of a child. These are of grave importance from the perspective of equity and learning. These include, among others, that the curriculum and the evaluation procedures shall take into consideration (i) conformity with the values enshrined in the constitution; (ii) the building up of a child’s knowledge, potentiality and talent, (iii) learning through activities, discovery and exploration in a childfriendly and child-centred manner; (iv) medium of instructions shall, as far as practicable, be in child’s

mother tongue; and (v) making the child free of fear, trauma and anxiety and helping the child to express views freely. These are the RTE provisions that define the spirit of the law and, unfortunately, these are the aspects that have remained largely untouched in terms of the RTE compliance and reporting, whether by the government or by civil society groups. There is no doubt that these are far more difficult to accomplish, monitor, measure and act upon. These are also far more political: it is easy to analyse publicly available data on infrastructure and teachers and advocate for better compliance, but it is much more difficult to go to schools and understand how ‘child-unfriendly’ the pedagogical process can be; or how discrimination is common and remains completely unrecognised. The ver y political economy of power and structural inequalities that have allowed rigid and hierarchical pedagogies to continue and thrive also prevents open exploration and reporting on these issues. But then, these are the very issues that are forcing exclusion and damaging learning. Unless we pay attention to these, we cannot address the issue of education.

Let me share a few instances from our research studies in Andhra Pradesh and Bihar to unpack what I am trying to say. In Bihar, we were implementing an actionresearch mentoringbased programme where our mentors were going to a small number of gover nment schools to implement a theme-based module with the objective of developing critical thinking skills among children of grades VI and VII. The idea was also to demonstrate that it is possible to use mentoringbased active pedagogical practices in ‘normal’, lowresourced gover nment schools. One of the major challenges that the mentors faced was the ‘culture of silence’ among children who were not at all used to saying or expressing anything, let alone question anything. Our colleague, Ranjeeta, described it aptly in an interview, saying, “I faced initial resistance when I insisted that children would have to think, reflect and discuss rather than just listen because they viewed ‘thinking’ also as a chore that they were not used to doing.” The absence of any form of discursive pedagogy – which is crucial for developing critical skills

– is fairly common across all kinds of schools all over India. For instance, it is not unusual for both private schools and Kendriya Vidyalayas (central schools) to set aside the exercises where children are expected to think and take a position rather than just memorise information. One clear example comes from the way the chapters on ‘diversity’ and ‘equality’ in the social science textbooks starting from grade V are taught. All portions that ask children to take a position on these issues are marked as ‘not-important’ by teachers with respect to examinations. The main reason for this is the belief that the questions with no one correct answer cannot be ‘tested’ and, therefore, children need not ‘prepare’ them for tests. Children obviously take the cue and consider these bits unimportant in general, choosing to spend their energy memorising facts rather than learning to build opinions, right from a young age. This, too, is a violation of the right to education and is damaging to learning as it prevents children from learning about the “values enshrined in our constitution”. The ruling Bharatiya Janata Party may be anathema to the cosmopolitan classes and the pitifully small (but globally influential) Woke activists, but it has established a very impressive record of electoral victories. A cocky generation that wasn’t exposed to the gloom of an earlier era has put its faith in India’s emergence a s a g l o b a l p owe r o f consequence. The faith in the future of India, which often converges in a belief in the prime minister’s magic touch, is very real. It may not be that evident in West Bengal where the fruits of economic growth have been inadequately sampled. In most other parts of India, however, the physical reality of upgraded infrastructure, efficient banking, moderate taxation and an explosion in consumer choice have turned age-old scepticism and despondency to hope and optimism. Let us now take the example of language and medium of instruction from our Andhra study. The state followed a policy where all students had a right to choose either Telugu or English as their medium of instruction when entering class VI. More often than not, however, it was not a choice. Both parents and teachers told us that the school decided based on the ‘backg round’ and ‘potential’ of the student, which meant that all children coming from the poorest and most deprived families were streamed towards the Telugu medium. This, consequently, meant that the Telugu-medium students needed extra attention from teachers since they had less support and resources at home. However, we saw the contrary in the classes, which were often held together for both the sets of students. This is, indeed, another violation of their right to education as their experiences had been anything but ‘free of fear, trauma and anxiety’. Therefore, it is time for us to talk about the Right to Education Act with reference to its letter and spirit in its entirely, and not get lost in the mode of compliance to easily measurable provisions. This becomes relevant even in our efforts to advocate for the extension of the Right to Education to secondary education. The question we need to ask ourselves is whether we simply want an extension of the ‘Right’, in terms of defining legal entitlements, or do we also want the realisation of this ‘Right’. While securing legal entitlements are critical, it is important to do so in a manner in which the accountability extends itself to the legal entitlements in their entirety and institutional arrangements are put in place for securing that right. The NIA identified the arrested overground workers (OGWs) as Muzamil Mushtaq Bhat of Baramulla and Fayaz Ahmad Khan of Kupwara and said they were in contact with their Pakistan-based handlers for providing logistic support for terrorist activities, spreading terrorist propaganda, radicalising and recruiting new members of TRF. The case registered by the NIA on November 18 last year relates to activities of TRF and its self-styled commander Sajjad Gul, who has been actively radicalising, motivating and recruiting youngsters in Jammu and Kashmir for indulging in violent activities in the Union Territory and other parts of the country, the spokesperson said. The spokesperson said Gul, along with other associate commanders of the LeT, has been recruiting OGWs to conduct reconnaissance, coordinating and transporting arms, ammunition and explosives to support the terrorists of LeT and TRF.

Landowners ask Indian Army to vacate land

(From p-1) The landowners claimed that a sale and lease deed was proposed by Dimapur deputy commissioner (DC) on April 8, 2016 to the defence authorities, alleging that a draft was prepared in this regard without consulting them, whereby the rate was fixed as per the rate that prevailed in the 1990s. The landowners said they had submitted a representation to the DC on July 12, 2017, requesting

revision of the rate to Rs 700 per square feet as per the prevailing market rate. Thereafter, a meeting was convened where defence authorities failed to appear. The landowners then submitted another representation to the DC seeking eviction of RMS from the land. Then, after several meetings between the landowners and civil administration, the rate of the land was renegotiated to Rs 435 per square feet on October

9, 2018 and the same made known to the Defence Estate Officer by the DC. The landowners however regretted that despite repeated reminders and communication, the district administration and Defence Estate Officer representing the Indian Army had turned deaf ears to their demands, whereby leaving them with no option but to demand vacating the land. time if their demand was not met. Only Ukraine finished ahead of the 10-strong Indian contingent, with six gold and an overall tally of 12 medals. It was a commendable performance by the Indian shooters in ensuring the country’s best-ever performance at Deaflympics. India currently ranks eighth on the medals table with seven gold, one silver and four bronze medals. B E I J I N G , M AY 1 4 (IANS): The 2023 Asian Cup football tournament will be relocated from China to a new host, the Asian Football Confederation (AFC) and the tournament’s Local Organising Committee announced on Saturday. “Due to the COVID-19 pandemic, the Chinese Organising Committee cannot pledge at this moment to hold next year’s Asian Cup competition under a fully open model. After negotiations between the AFC, the Chinese Football Association (CFA) and the Local Organising Committee, a joint decision has been made to remove the 2023 Asian Cup from China to a new host which is to be confirmed soon,” read a statement published by the Chinese Organising Committee. “The Organising Committee hereby expresses sincere gratitude to the AFC, all host cities and the whole society for their great support during the tournament’s preparations,” the statement added, reports Xinhua. Details about the next steps related to the hosting of the Asian Cup will be announced in due course, the AFC said.

DIMAPUR, MAY 14 (NPN): To nurture young talents, Department of Youth Resources and Sports has introduced the Grassroot Football Festival (Baby League) in Nagaland on May 14 at Indira Gandhi Stadium Kohima. A press release by DYRS stated the baby league saw a huge turnout of 120 participants including 85 boys and 35 girls from the age group of U-12.

Three state football coaches from the Department of Youth Resources and Sports mentored the baby league. Different categories such as U-12, U-10, U-6 age group were divided among the participating teams. The kids were let to enjoy the game mixing both genders inside a small pitch. Deputy director YRS, Dovo Chase said the festival was initiated to groom

professional footballers and also nurture the young talent at the very young age. He said the festival was to give children an exposure to competitive football to instill confidence and discipline while enjoying the beautiful game football in the pitch. He further informed that the baby league will also have the second phase of festival in the coming months.
