Nagaland logs 12 fresh Covid-19 cases; 1 death Covid-19 cases in Nagaland has been on the rise as 12 fresh cases were reported on Thursday, while one more patient succumbed to the infection. Of the fresh cases, nine were from Kohima, two in Dimapur and
one in Mokokchung, taking the total caseload to 35578. Further, one more patient from Dimapur succumbed to the viral disease, pushing the death toll to 763 (including 4 non-Covid deaths but with positivity). Active cases in the state rose to
52 with daily sample positivity rate at 18.18%. In Dimapur, 19 persons are currently under home isolation (UHI) and four been admitted to Covid-19 hospital. In Kohima three UHI, Mokokchung four UHI and one admitted to hospital and in Peren five UHI.
Covid cases rise for the 5th week: WHO
GENEVA, JUL 14 (AP): The number of new coronavirus cases reported worldwide rose for the fifth week in a row while the number of deaths remained relatively stable, the World Health Organisation reported Thursday. In the UN health agency’s weekly review of the COVID-19 pandemic, WHO said there were 5.7 million new infections confirmed last week, marking a 6% increase. There were 9.800 deaths, roughly similar to the previous week’s figure. Earlier this week, WHO Director-General Tedros Adhanom Ghebreyesus said the pandemic still qualifies as a global emergency and he was “concerned” about the recent spike.

The list of unparliamentary words also says some terms may not be deemed unparliamentary unless read in conjunction with other expressions spoken during the parliamentary proceedings. Congress leader Rahul Gandhi derisively termed the compilation the “New Dictionary for New India”. “Words used in discussion and debates which correctly describe the PM’s han-
dling of the government, now banned from being spoken.” “Example of an unparliamentary sentence: ‘Jumlajeevi Tanashah shed Crocodile Tears when his lies and incompetence were exposed’,” he said. TMC leader Derek O’Brien showed even greater belligerence, declaring he will use those words and dared the government to act against him. As the political temperature soared, Speaker Om Birla hastened to address the issue. “No word has been banned. Members are free to express their views. No one can snatch that right, but it should be as per decorum of Parliament,” Birla told reporters. The Speaker’s clarification, however, failed to cut ice with the Congress. “Clarification from @ombirlakota about ‘unparliamentary’ words doesn’t mean much…,” Jairam Ramesh said in a tweet.

India records 38 new Covid fatalities NEW DELHI, JUL 14 (PTI): India recorded over 20,000 new coronavirus infections after a gap of 145 days while the active cases increased to 1,36,076, according to the Union Health Ministry data updated on Thursday. A total of 20,139 new COVID-19 cases were reported in a span of 24 hours, pushing the total tally of cases to 4,36,89,989. The death toll climbed to 5,25,557 with 38 new fatalities, the data updated at 8 am stated. The active cases comprise 0.31 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.49 per cent, the ministry said.

NEW DELHI, JUL 14 (AGENCIES): The Supreme Court on Thursday slammed the Nagaland government for delaying the implementation of 33% women’s reservation in local bodies for years which has, in turn, impacted the conduct of elections to urban local bodies in the State, The Hindu report stated. The court said it was “really shameful” to see a State where women’s employment and education were high treating them shabbily. “This is a part of the country where women are educated, employed and contribute to economic development. This is really
shameful,” a Bench of Justices S.K. Kaul and M.M. Sundresh addressed the Nagaland side on Thursday. Reservation for women had in the past invited opposition from sections of the Naga society, who had contended that it was against their customary laws protected under Article 371(A) of the Constitution. The State had seen violence over the contentious issue. The Bench was hearing a petition filed by the People’s Union for Civil Liberties (PUCL) in 2016, challenging a resolution by the Nagaland Assembly rejecting 33% reservation for women in urban local bodies.
India’s first monkeypox case reported in Kerala T H I RU VA N A N T H A PURAM/NEW DELH, JUL 14 (AGENCIES): A man who travelled from the UAE has tested positive for monkeypox in Kerala, state Health Minister Veena George said Thursday. He landed at the Thiruvananthapuram airport and is “quite stable, with all vitals normal”, she told the news agency ANI. “There is nothing to worry about or to be anxious about. All the steps are being taken and the patient is stable,” the minister said. His primary contacts have also been identified, including his father, mother, a taxi driver, an auto driver, and

States asked to step up surveillance
The Union Health Ministr y on Thursday asked states to increase surveillance on monkeypox, which has been reported in many countries across the world. According to a DIPR report, assistant director of social audit unit (SAU) Nagaland, Imlirenla Sanglir in her introductory speech highlighted the importance
of social audit under MGNREGA. She said the social audits were a “critical mechanism” through which they empowered citizens and strengthened democratic action thereby bringing about social transformation, community participation, and a tool to bring transparency and accountability. To attain its objectives, she asked implementing agencies and programme functionaries to judiciously follow the guidelines.

DIMAPUR: Peren District Committee for Lighthouse School Complexes (DCLSC) held a meeting on July 13, in the conference hall of the deputy commissioner (DC), Peren under the chairmanship of DC Peren, Vineet Kumar. According to a DIPR report, EAC Peren, Kevethito Rose while highlighting the concept of NECTAR project informed that the project was funded by World Bank and was implemented by the department of School Education (DoSE) for five years. Kevethito said it also had various components and one of its main objectives was to seek and improve community ownership. Addressing the members at the meeting, DC Peren said in Peren, 12 schools passed the criteria for selection after being scrutinised and verified by the administrative K Y M C

He informed that the schools included—GHS Ahthibung, GHS Azailong, GHS Dungki, GHS Heningkunglwa, GHS Ngwalwa, GHS Lilen, GHS Mbunglwa, GHS Nsong, GHS Ntu, GHS Tening, GHS Jalukie Town and GHS Peren Town. DC said out of 12 shortlisted schools, only one school would be selected and after sending the proposal to the state government, feasibility and final selection would be done at state level. In his concluding remarks, he acknowledged the members for their presence and for sharing their views and valuable inputs. Further, he said meetings with regard to the Lighthouse Project could be convened anytime for which he sought coordination from stakeholders and line departments.

After a gap of four days, one person succumbed to the infection, the bulletin issued by the National Health Mission said. The state registered a nearly 36 per cent jump in daily infections from the previous day. It had recorded 434 cases on Wednesday. Kamrup Metropolitan district, which primarily comprises Guwahati city, reported the highest number of new cases at 60, followed by Kamrup (59), Dhubri (55) and Goalpara (50).

BJP offering money for crossMurmu set to get over 60 pc votes in prez poll voting in Prez poll: Kamal Nath
NEW DELHI, JUL 14 (PTI): With the support of regional parties like the BJD, the YSR-CP, the BSP, the AIADMK, the TDP, the JD(S), the Shiromani Akali Dal, the Shiv Sena and now the JMM, NDA nominee Droupadi Murmu’s vote share in the July 18 presidential poll is likely to reach nearly two-thirds and she is set to become the first woman from the tribal community to occupy the top constitutional post. Murmu’s vote share is now likely to go past 61 per cent, while it was earlier estimated to be around 50 per cent at the time of her nomination. The Jharkhand Mukti Morcha (JMM) announced its support on Thursday in favour of Murmu, who is a former governor of Jharkhand. The National Democratic Alliance (NDA) nominee now has over 6.67 lakh votes after the support of various regional outfits, out of a total of 10,86,431 votes. Party (BJP) and its allies. The Biju Janata Dal (BJD) has around 32,000 votes in the electorate, which is around 2.9 per cent of the total votes. The ruling party in Odisha has 114 MLAs in the 147-member state Assembly, while the BJP has 22 lawmakers. The BJD has 12 MPs in the Lok Sabha and nine in the Rajya Sabha. Murmu has also received the support of the AIADMK (17,200 votes), the YSRCP (with around 44,000 votes), the Telugu Desam Party (around 6,500 votes), the Shiv Sena (25,000
votes) and the Janata Dal (Secular) (around 5,600 votes). The ruling Bharatiya Janata Party’s (BJP) strength in the Upper House of Parliament is 92 after the results of the just-concluded Rajya Sabha elections. It has a total of 301 MPs of its own in the Lok Sabha. The saffron party’s empathic win in four state Assembly polls, including in Uttar Pradesh, where the value of the vote of each MLA is more than their counterparts in any other state, has only added to its overall advantage. Though the BJP and its
allies in the NDA have fewer MLAs than they had during the 2017 presidential poll, their numbers of MPs have gone up since. The saffron party had sprung a surprise by picking tribal leader Murmu to succeed Ram Nath Kovind, a leader from the Dalit community, for the president’s post. After being elected, Murmu will be the first president who was born post-independence. According to the latest official figures, the BJP on its own has 393 MPs, excluding four nominated Rajya Sabha members who cannot vote, of the current strength of 776 members in both houses of Parliament, giving it a clear majority. The BJP’s numerical advantage in Parliament, which has almost half of the votes in the electoral college that also comprises all the MLAs, is further enhanced when the strength of its allies like the Janata Dal (United), which has 21 MPs, the Rashtriya Lok Janshakti Party, the Apna Dal and several from the northeastern
states is added. While there are 776 MPs in the Lok Sabha and the Rajya Sabha, each having 700 votes, there are as many as 4,033 legislators in the states with a different vote value who will also elect Kovind’s successor. Though the final list of electors will be notified after the bypolls to three Lok Sabha seats and the Rajya Sabha elections to 16 seats, the NDA has 440 MPs in its favour, while the opposition UPA has around 180 MPs, besides 36 MPs of the Trinamool Congress (TMC) who are expected to support the opposition candidate. Among the states, the BJP has a maximum of 56,784 votes from Uttar Pradesh, where it has 273 MLAs. Each MLA in Uttar Pradesh has 208 votes. The NDA will get its secondhighest number of votes among the states from Bihar, where with 127 MLAs, it will get 21,971 votes as each legislator has 173 votes, followed by 18,375 votes from Maharashtra where it has 105 MLAs and each of them has 175 votes.

B H O PA L , J U LY 1 4 (IANS): Congress leader and former Madhya Pradesh Chief Minister Kamal Nath on Thursday alleged that state’s ruling BJP was trying to woo his party MLAs with offers of big money to vote for their candidate in the July 18 presidential polls. Addressing a press conference, along with opposition presidential candidate Yashwant Sinha, he said that a Congress MLA informed him about receiving phone calls to vote for NDA candidate Draupadi Murmu
in return for money. Nath, however, assured that all Congress MLAs will vote for Sinha. According to party sources, the MLA concerned is a former minister and prominent tribal MLA. ‘Not seeking independence but autonomy for Tibet’ JAMMU, JUL 14 (PTI): Tibetan spiritual leader the Dalai Lama on Thursday said more and more people in China are beginning to realize that he is not seeking “independence” but meaningful autonomy and preservation of the Tibetan Buddhist culture. Advocating resolution to all disputes through dialogue, he asserted that all human beings are equal and they need to rise above the narrow-minded approach of “my nation, my ideology” which is the main trigger for fights among people. The Dalai Lama arrived here to a warm welcome by his followers who turned up in large numbers despite heavy rains. This was his first visit outside
Dalai Lama Dharamshala in Himachal Pradesh in the last two years. He is likely to visit Ladakh on Friday. “Some Chinese hardliners consider me a separatist and a reactionary and always criticize me. But now, more Chinese are realising that the Dalai Lama is not seeking independence and only wishing China (to give) meaningful autonomy (to
Tibet) and (ensure) preservation of Tibetan Buddhist culture,” the 87-year-old spiritual leader told reporters. Asked about China’s objection to his visit, the Dalai Lama said, “This is usual. The Chinese people are not objecting... more and more Chinese are showing interest in Tibetan Buddhism. Some of their scholars are realising that Tibetan Buddhism is very scientific. Things are changing.” The Dalai Lama, whose real name is Tenzin Gyatso, received the Nobel Peace Prize in 1989 and is feted worldwide for his advocacy of independence for Tibet and other causes. Earlier this month, Beijing criticized Prime Minister Narendra Modi for
greeting the Dalai Lama on his 87th birthday, saying India should stop using Tibetrelated issues to interfere in China’s internal affairs. However, India rejected China’s criticism and asserted that it is a consistent policy to treat the Dalai Lama as an honoured guest of the country. The spiritual leader’s visit to Ladakh, where he is likely to spend over a month, is expected to rile China further as it comes amid the lingering military standoff between Indian and Chinese troops at several friction points in eastern Ladakh. “I am leaving for Ladakh tomorrow (Friday) to take part in some programme. The weather did not cooperate,” the Dalai Lama said.

On July 12, the Uttar Pradesh Police constituted a Special Investigation Team (SIT) for a “transparent” and expeditious probe into cases lodged against Zubair
in various districts of the state. The SIT is headed by Inspector General (Prisons) Preetinder Singh while IG Amit Verma will be its member. Separate FIRs have been lodged against Zubair in Sitapur, Lakhimpur Kheri, Ghaziabad, Muzaffarnagar, and Hathras districts on charges of allegedly hurting religious feelings, making sarcastic remarks on news anchors, disrespecting Hindu gods, and inflammatory posts. The top court had till further orders granted interim bail to Zubair in a case lodged against him in the Sitapur district of Uttar Pradesh for allegedly outraging religious sentiments. The accused has sought quashing of FIR lodged in
Sitapur saying no case is made out against him. His plea against the Sitapur FIR is listed for hearing on September 7 before the top court. Zubair was arrested by the Delhi Police on June 27 for allegedly hurting religious sentiments through one of his tweets. The Delhi Police has invoked new provisions -- sections 120B (criminal conspiracy) and 201 (destruction of evidence) of the Indian Penal Code (IPC) and section 35 of the Foreign Contribution (Regulation) Act -- against Zubair. Meanwhile, a Delhi court Thursday reserved the order on the bail plea filed by Zubair in a case related to an “objectionable tweet” he had posted in 2018 against a
Hindu deity for Friday On July 1, the Delhi High Court sought a response from Delhi Police on Zubair’s plea challenging the legality of his police remand in a case related to an alleged objectionable tweet he had posted in 2018 against a Hindu deity. The matter is listed for hearing before the High Court on July 27. On July 8, a vacation bench of the top court had granted five-day interim bail to Zubair in the case lodged at Sitapur in Uttar Pradesh and subsequently, on July 12 it was extended till further orders. It had barred Zubair from posting anything on Twitter and said he shall not tamper with any evidence, electronic or otherwise.

NEW DELHI, JUL 14 (PTI): Top Congress leaders met here on Thursday to discuss the party’s strategy for the upcoming Monsoon session of Parliament. The meeting of the Congress Parliamentary Strategy Committee group chaired by party president Sonia Gandhi lasted for an hour during which the leaders decided on issues to be raised during the upcoming session. “We have decided to give priority to issues of LPG and price rise that affect the common people,” senior party leader Mallikarjun Kharge told reporters after the meeting. “We will also raise the issue of Agnipath scheme of army recruitment in the upcoming session,” he said. The Monsoon session of Parliament will begin on July 18 and continue till
August 12. Among other issues to be raised include unemployment, besides the falling value of the Rupee and the economic situation in the country. The party will seek a discussion in Parliament on the Chinese transgressions along the border in eastern Ladakh. The Congress party will also seek answers from the gover nment on the demands of the Samyukt Kisan Morcha, which spearheaded the agitation against the now-scrapped farm laws, and the setting up of a committee on Minimum Support Price. odi and his inner core of political strategists have always got it right on political moves and that has ensured that the BJP is always ahead of the divided, confused and bickering opposition parties. The two aspirants for the post of President of India- BJP candidate on behalf of the NDA Droupadi Murmu( a politician from Odisha) and TMC/NCP sponsored joint opposition candidate Yashwant Sinha, former Janata Party turned BJP, who joined TMC and resigned as vice president to contest the election as opposition candidate. Of 17 opposition parties, who had “unanimously” backed the 84-year-old Yashwant Sinha, a Vajpayee aide and staunch critic of the ModiShah duo, several like JMM(a ruling alliance partners of the Congress in Jharkhand), TDP in Andhra Pradesh, sections of Samajwadi Party, SAD a critic of BJP and even AAP are set to vote for NDA candidate Murmu. The Janata Dal (Secular), which had attended a meeting called by chief minister Mamata Banerjee to decide on a joint Opposition name as the presidential candidate, indicated that it would back Droupadi Murmu. Even the Trinamool Congress in West Bengal is trying to play down Yashwant Sinha’s candidature as the party is disinclined to spearhead his campaign. Trinamool Congress is walking a tightrope on the candidature of NDA presidential nominee Droupadi Murmu, as it fears that going all guns blazing against her in support of Yashwant Sinha might alienate the tribal voters in West Bengal ahead of the panchayat elections next year and the 2024 Lok Sabha polls. Tribals constitute 7-8 per cent of the state’s population, and are a deciding factor in 47 assembly seats and seven Lok Sabha constituencies spread across the Junglemahal districts of Purulia, Paschim Medinipur, Bankura and Jhargram in southern Bengal and Jalpaiguri and Alipurduar in the north. With several opposition parties now breaking ranks to support Murmu and not necessarily the BJP, cracks have appeared within the opposition ranks. It is expected that the NDA candidate Murmu already has the backing of a little of 60% of MPs and MLAs but the BJP is not satisfied. It wants her victory margin over Sinha to surpasses that of Ram Nath Kovind had over Meira Kumar in 2017. Kovind had won with more than 65 percent votes. Party sources say that Modi wants the first tribal president to win with a record votes from across the political spectrum.The BJP on its own has 392 MPs, excluding four nominated Rajya Sabha members who cannot vote, out of the current strength of 772 members from both Houses. The BJP is in power in Uttar Pradesh, Uttarakhand, Manipur and Goa, Madhya Pradesh, Karnataka, Bihar and Assam. The BJD, YSRCP, and the AIADMK leaders even filed nomination papers proposing Murmu. The way prime minister Narendra Modi and his closest aide Home Minister Amit Shah checkmated the opposition parties over fielding Droupdi Murmu, a tribal woman and former Governor of Jharkhand as the NDA’s presidential candidate, has once again proved their unassailable political acumen over rival politicians. Her victory to the highest constitutional post of India, in the pending poll process, is just a mere formality now. The opposition parties played their cards so badly as most of them realised that they were fighting a losing battle and in a way, indicated the most likely scenario in 2014.

The teaching of the Sermon on the Mount is not, “Do your duty,” but is, in effect, “Do what is not your duty.” It is not your duty to go the second mile, or to turn the other cheek, but Jesus said that if we are His disciples, we will always do these things. We will not say, “Oh well, I just can’t do any more, and I’ve been so misrepresented and misunderstood.” Every time I insist on having my own rights, I hurt the Son of God, while in fact I can prevent Jesus from being hurt if I will take the blow myself. That is the real meaning of filling “up in my flesh what is lacking in the afflictions of Christ…” (Colossians 1:24). A disciple realizes that it is his Lord’s honor that is at stake in his life, not his own honor. Never look for righteousness in the other person, but never cease to be righteous yourself. We are always looking for justice, yet the essence of the teaching of the Sermon on the Mount is— Never look for justice, but never cease to give it.

Need for investments in urban sanitation
I
ndia has made huge strides in its sanitation journey since the launch of the Swachh Bharat Mission in 2014. Accelerating its ambitious goal of making the country open defecation was not a small achievement and has driven the country towards significant sanitation gains. However, this is where sustainable sanitation starts from. To move towards ‘safely managed sanitation’, it is essential to ensure that the faecal waste from these toilets is safely collected and treated. After flushing, if the waste is not contained properly, or is not treated and disposed safely, it ends up contaminating water bodies and soil which can pose severe health and environmental hazards. Through schemes such as Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Swachh Bharat Mission (SBM 2.0), the government is also moving beyond access to toilets, to ensuring safe access to sanitation services, provide a safer livelihood to sanitation workers, improve the socio-economic status of urban poor, adopt decentralised methods like faecal sludge and septage management and mechanised technologies. While we have seen significant progress over the years, adequate funding can bolster opportunities towards ensuring inclusive and equitable approaches to benefit the most marginalised communities and overcome the challenges of rapid urbanisation. Mostly supported by public funding, urban sani-
tation has seen low private sector investment, mainly in isolated CSR activities. Since 2006, the private sector has invested about $620 million, mostly towards Swachh Bharat schemes and behavioural change communication. However, driving investments towards other aspects of the sanitation value chain, that ensure safety and equitable inclusion of marginalised groups, is crucial. One of the reasons for the low involvement of the private sector is primarily because of less awareness of underlying issues of sanitation that might not be visible immediately. The Iceberg Syndrome in philanthropy dictates that giving is strongly linked to issues where tangible outcomes – the tip of the iceberg – can be seen. For example - funding infrastructural initiatives such as building schools or toilets where the results are visible. However, philanthropic investments in the invisible and massive part of the iceberg representing the underlying causes and systemic issues can create sustainable impact and >overcome the challenges of rapid urbanisation. These crucial outcomes can be achieved by directing the discourse from infrastructural sanitation goals to a more sustainable approach to city-wide inclusive sanitation (CWIS)— which aims to ensure everyone has access to safely managed sanitation by promoting solutions tailored to the realities of rapidly growing cities. Considering the role of philanthropy in combatting critical challenges, there
is hope that increased philanthropic involvement can also catalyse the achievement of inclusive sanitation outcomes. Fostering inclusive sanitation About 30 per cent of women in urban India are assaulted every year while accessing sanitation facilities, and 23 per cent of young girls drop out of school due to a lack of toilets. Marginalised groups, particularly transgender persons, menstruating individuals and people with disabilities, are vulnerable to exploitative situations in the absence of specially designed sanitation services suitable to their needs. With the recent infrastructure boost, it becomes important to evaluate the extent and mechanisms to which sanitation services are accessed by all. This further underscores the need to include marginalized sections across the sanitation value chain and the creation of road maps outlining CWIS. Alongside access, representatives of vulnerable groups must be provided with the opportunity to be in decision-making positions throughout the formulation, implementation and monitoring of policies that aim to cater to their needs. Philanthropists are well placed to use their influence to move the needle towards truly inclusive sanitation where women, transgender persons and people with disabilities have access to safe sanitation services, authority, and representation as decision-makers across the sanitation value chain.
Building resilience in cities and supporting them to manage growth sustainably and equitably through long term interventions requires collaborative action at the local level, focusing on supporting local government bodies and local leaders. Most ULBs in the country are understaffed and lack skilled human resources, primarily due to limited funds. India’s 85000+ councillors form the closest link between the communities and the government bodies, and building their capacity plays an integral role in ensuring that community-specific solutions are designed. Legally, a minimum of 1/3rd of seats in ULBs must be reserved for women, with many states even raising this to half. Investing resources in the empowerment and leadership of women councillors in ULBs, who can bring an inclusive, gender-sensitive lens, could be the best bet we make for transforming cities and in the process, surmount the foremost societal challenges of the 21st century (climate change, water and sanitation, gender equality, jobs, migration and economic growth, social cohesion, etc.). The private sector and philanthropists can adequately support strengthening ULBs and driving collaborative action by investing in the capacity building of leadership and governance systems. Such support will result in inclusive policies and outcomes across the sanitation sector, ensure the efficiency of sanitation solutions, and timely payments to grassroots sanitation en-
trepreneurs and professionals. Collaborative bodies such as the National Faecal Sludge and Septage Management Alliance (NFSSM Alliance) have made immense progress toward testing approaches and scaling them up. Their interventions have strengthened the foundation of India’s sanitation sector, focusing on multi-stakeholder collaborations across ULBs, governments, private sector players, and citizens, and community-based organisations. Ensuring safe working conditions for sanitation workers Out of five million sanitation workers employed in the sector, almost two million work in high-risk conditions. Their work includes emptying toilet pits and septic tanks, cleaning and maintaining sewers, segregating or managing waste, cleaning community toilets, and operating pumping stations and treatment plants. These jobs expose them to hazardous situations, making it necessary to adopt an inclusive and technical approach for their safety. One such system is Occupational Health and Safety (OHS), a slow, multifacet process that spans across levels, from the community to stakeholders, to foster sustainable impact. It reduces the health risks sanitation workers are exposed to and ensures dignified livelihoods. Philanthropic investments for OHS can play a key role in the safety of sanitation workers by providing them with safety equipment such
as designed Personal Protective Equipment (PPE) and facilitating skill-building of sanitation workers. A WHO finding highlights the significance of sanitation in socioeconomic improvement: a dollar spent on sanitation saves $9 spent on health, education, and economic development. Achieving equitable sanitation solutions as mentioned in SDG 6.2 and ensuring adaptability of cities to rapid urbanisation in India require a multi-facet approach. Here, collaborative efforts driven by government, private sector, philanthropic investments, and communities, play a crucial role in acting collectively, to ensure the development of the urban poor and vulnerable groups. Philanthropists are thought leaders across sectors and have the potential to support local governments and direct attention towards the sanitation needs of vulnerable communities using their influence and expertise. The role of philanthropic investments in the sector is paramount to building an inclusive and resilient infrastructure across cities. With the rapid increase in urbanisation, many of us for years have been on the fence about directing our energy toward sectors like WSH. However, now is the time to act beyond the tip of the iceberg and focus on underlying issues, solving which shall ensure an equitable and resilient future. According to this participant, “a place-based charter” can detail what the Government of India can extend under Part 3 of the Indian Constitution that deals with Fundamental Rights. xploring a middleground to break the current impasse The Naga Rising (TNR) undertook the initiative to tap into the rich knowledge and experiences of experts/thinkers to explore a middle-ground on the Naga flag that may be acceptable to the Government of India (GoI) and the Naga Political Groups (NPGs). The intention behind the initiative is to offer new ideas and formulations to help break the current impasse in the negotiations so that the Indo-Naga peace process moves forward towards its logical conclusion of an early solution as desired by the Naga public. The key task involved reaching out to a few individuals to seek their views on how a meeting point may be arrived at with a specific focus on the Naga flag. For this, a few questions were shared with the selected participants to respond. Participants were also asked to share their thoughts beyond the questions provided. On receiving the responses of the participants, TNR has prepared this release offering some fresh ideas on the way forward for the peace process ranging from the Naga flag, the Naga constitution, the notion of shared sovereignty and the question of Nagainhabited areas. It may be mentioned that the views expressed here are that of the participants, not of TNR and they may not necessarily represent or reflect the views and position of TNR. The Naga Flag The participants were of the view that recognizing the Naga flag would neither “challenge” the Indian tri-colour nor “compromise” the sovereignty of the Indian union. According to a participant the Naga flag is “a con-
stituent of India’s multiethnic identity” and that it would be “to recognize the history of sacrifice and nation-building” by the Nagas. Another participant pointed out that the Indian state should recognize the Naga flag and that there is nothing wrong to accord “similar treatment” to other states demanding recognition of distinct identity. Naming the flag A participant offered the idea that the Naga political flag should be recognized and it could be called the “Naga Identity Flag” based on “the distinct historical roots and antecedents” of the history of the Naga nation. As extension of state emblem According to a participant, all the Indian states already have their emblems and the Naga flag could be viewed as “an extension of the state emblem.” Asserting that there exists “no contradiction” between the state emblem and the national emblem (Ashoka Chakra) and the flag can be viewed in a similar way. Projection and use of flag As regards projection of the Naga flag, a view was made that the Naga flag should not be “projected as a parallel” to the Indian tri-colour, but rather “project” it in the nature of a state emblem. Echoing this view, a participant suggested that the Naga flag should fly in Nagaland alongside the Indian tri-colour “but placed slightly lower” than the Indian union flag and offered the model of European Union flag flying alongside flags of member states of the Union. As far as the use of the flag is concerned, while a participant pointed out the use of the Naga flag should be “restricted to within the state of Nagaland” and for
“purely representational purposes” in the capital, another participant noted that the Naga flag “should not be used outside the territory of the Union of India.” The Naga Constitution The participants were of the opinion that Article 371-A of the Indian Constitution could be “enhanced” or “recast” to accommodate the Naga Constitution and incorporate the new understanding. “Shared Sovereignty” On the question of shared sovereignty, a participant suggested that the Indian Constitution already has a feature that addresses this issue under Schedule 7 that deals with the state list, centre list and concurrent list of responsibilities to be shared by both the states and centre. It was suggested that “modification” could be made to realign these responsibilities that might also help realize the felt need for asymmetric federalism. The participant also pointed out that the very first article of the Indian constitution says “India, that is Bharat, will be a union of states” and that some “variations” among the constituent states should not be anathema to Indian nationhood, rather should be encouraged. At the same time, another participant opined that the sovereignty and integrity of the Indian union should be “explicitly recognized” in the new understanding with “shared sovereignty” limited to what is defined in the new understanding, including the right to a distinct flag. The Naga-inhabited areas To address the question of Naga-inhabited areas, a participant offered the idea of “a specific

n retrospection of the Naga history, it is vividly seen that the Nagas were not always free from being used by the outside invaders in their devilish schemes to contain the Nagas. History is being repeated today when we study the factual state of circumstances leading to the formation of the so-called NNPGs among the Nagas who claimed to be fighting for the Naga political cause. It is never hidden from our eyes that the main objective of the NNPGs was to create havoc among the Nagas engineered by the Indians using the Nagas and usurp the Framework Agreement signed between the Government of India and the National Socialist Council of Nagalim (NSCN) on the 3rd August, 2015. Without an iota of doubt the Agreed Position of the NNPGs is nothing more than the 16 Point Agreement of 1960 which was outrightly rejected by the Nagas at large. It is very amusing why some Naga leaders from Arunachal Pradesh who wanted to know the factual status of the Indo-Naga political talks were stopped from reaching Hebron on the 29th June and July 9. However, many Naga civil society organizations (CSOs) from Tirap, Changlang and Longding of Arunachal Pradesh were able to attend the meeting to have fruitful interactions at Hebron Camp. Significantly, the CSOs with clear political consciousness affirmed by raising hands that they fully support the Framework Agreement as it covered not only the present Nagaland state but also all the Nagas of the India occupied Naga territories in present Arunachal Pradesh, Assam, Manipur and even Myanmar. Therefore, the Naga CSOs of Tirap, Changlang and Longding (TCL) appealed to both the Government of India and the NSCN leadership to bring out the Naga political settlement based on the Framework Agreement at the earliest possible time in the best interest of both the two entities. With due respect, I am aware of unwanted situations where officers use government properties randomly. Your car which the Government has issued to you is not for dropping and picking up your children to/ from school. Government vehicles are not school vans, trucks are not for domestic use, drivers and cops are not domestic helpers. All these should be used only when official duty calls. Drivers and cops are also Government properties who should not be used without official duty. They should not be burdened unnecessarily. We are now living in the computer age and the people are more conscious than before. Everyone should be careful because the eyes everywhere. I convey this awareness as I have seen many government vehicles practice unauthorised works. MUMBAI/NEW DELHI, JUL 14 (PTI): The Maharashtra government has given all the clearances for expediting the MumbaiAhmedabad bullet train project, Deputy Chief Minister Devendra Fadnavis said on Thursday. The development comes barely a fortnight after the change in government in the western state. The previous Maha Vikas Aghadi (MVA) government headed by Shiv Sena president Uddhav Thackeray had not taken any step to put the project on fast-track. Addressing a press conference in Mumbai after the state cabinet meeting, Fadnavis said Chief Minister Eknath Shinde has given all the clearances for the project. The pending issues were related to the forest clearances and land acquisition, among others, he said. Sources in Delhi said that over the past few days, the Shinde government cleared long pending issues related to the project. The Mumbai Metropolitan Region Development Authority (MMRDA) has issued directives to shift a petrol pump of BPCL

NEW DELHI, JULY 14 (IANS): The Punjab Police on Thursday arrested two accused, Ankit Sersa and Sachin Chaudhary, in connection with the Sidhu Singh Moosewala murder case. The two had been in custody of the Delhi Police, which had held them in a separate case. On Thursday, the Punjab Police visited Delhi and arrested them. They moved a plea before the concerned court which allowed them the custody of both the accused. The Punjab Police have claimed that the accused were involved in the murder of Moosewala and,
hence their interrogation was required. The Punjab Police told the court that sufficient steps have been taken for the safety and security of both the accused. “Sufficient steps have been taken for the security and safety of accused Sachin Choudhary and Ankit Sersa during the transit remand and a team of 36 armed police personnel and total six vehicles have been arranged for their safe transit from Delhi to Punjab. Videography of transit remand from Delhi to Mansa (Punjab) of the accused shall be carried out for his safety,” the Punjab Police said.
Heavy rains continue in Gujarat; many areas in Navsari under knee-deep water
AHMEDABAD, JUL 14 (PTI): Heavy rains lashed several parts of Gujarat in the last 24 hours and many areas in Navsari went under knee-deep water as some rivers in the district were in spate, officials said on Thursday. Authorities rescued 45 people stranded in Tapi and Vadodara districts in the early hours of Thursday, a state government release said. Heavy showers have been lashing many parts of the state since the last four days. The India Meteorological Department (IMD) has predicted heavy rains during the day at several places across Gujarat, including north and south parts of the state and the Saurashtra region. Vansda taluka in south Gujarat’s Navsari district received a whopping 394 mm rainfall in the last 24hour period ending at 8 am of Thursday, a release from the State Emergency Operations Centre (SEOC) said. ED arrests ex-NSE MD in phone tapping case UP Minister ‘worshipped’
NEW DELHI, JUL 14 (PTI): The Enforcement Directorate on Thursday arrested former NSE MD Chitra Ramakrishna in a money laundering case connected with alleged illegal phone tapping and snooping of stock exchange employees, after getting the nod from a Delhi court to probe the matter. Special Judge Sunena Sharma allowed four-day custodial interrogation of Ramakrishna. “ED has sufficient grounds to proceed with the investigating into the allegation of money laundering and to seek custodial interrogation of the accused to unearth the deeper conspiracy, the involvement of other accused persons, and their entire modules operandi. Accordingly, the accused is remanded to ED custody till July 18,” the judge said. The former NSE MD was produced in the court from Tihar central jail on a production warrant issued by the judge against the accused on a plea filed by the ED. After the accused was produced, the ED took permission from the court to interrogate her. Later, the ED formally arrested Ramakrishnan on

the ground of non-cooperation and again produced her before the court and urged for her nine-day custodial interrogation. The court, however, granted her four-day custody to the agency. Ramakrishna was arrested by the CBI in a separate case and was currently in judicial custody. Seeking her custody in the current case, ED’s Special Public Prosecutor N K Matta told the court that Ramkrishna was required for custodial interrogation as she was “directly or indirectly indulging in or knowingly assisted in and was actually involved in all process or activity connected with the proceeds of crime including its concealment, possession, acquisition or use and further in projecting or claiming it as untainted property.” Matta submitted that
custodial interrogation of Ramkrishna was essential to further determine her role as well as that of various other persons who facilitated the offence of money laundering and to determine the entire modus operandi employed for the generation of proceeds of crime and projection thereof as licit payment for “Periodic Study of Cyber Vulnerabilities’ of NSE. He further submits that custodial interrogation of Ramkrishna is essential to establish a money trail of Proceed of Crime as well as projection thereof as she may be required to be confronted with the other suspects named in the FIR. “She is also required to be confronted with various documents collected during the course of the investigation. The custodial interrogation of Ramkrishna is necessary to ascertain her complicity with other key players involved in launder-
ing the proceeds of crime, her relationship, and modus operandi adopted with such other persons,” the prosecutor said. The custodial interrogation of Ramkrishna would enable the ED to ascertain and identify the modus and for an effective investigation of the case to bring the instant case to a logical conclusion, the agency said. According to the probe agency, during the year 2009 to 2017, former NSE CEO Ravi Narain, Ramkrishna, Executive Vice President Ravi Varanasi, and Head (Premises) Mahesh Haldipur and others conspired together to cheat NSE and its employees and for said purpose, iSEC Services Pvt Ltd was engaged for illegal interception of phone calls of employees of NSE in the guise of Periodic Study of Cyber vulnerabilities of NSE.

He noted that as per World Health Organisation (WHO), from January 1 to June 22, a total of 3,413 laboratory confirmed cases of monkeypox and one death have been reported from 50 countries and territories. Sputnik V vaccine, the Centre asked states to increase it. The uptake of precaution dose of Sputnik V is only 0.5 per cent of those who are due for it. In a letter to all states and UTs, the Health Ministry on Thursday suggested some measures to increase the uptake of Sputnik V booster doses. “Private CVCs (Covid vaccination centres), which were providing S p u t n i k V v a c c i n e, may reach out to due beneficiaries to receive the due doses (both second and precaution dose). Targeted communication may be established for the due beneficiaries of the precaution dose of Sputnik V,” it added.

Rajapaksa, the 73-year-old leader who had promised to resign on Wednesday, appointed Prime Minister Ranil Wickremesinghe as the acting President hours after he fled the country, escalating the political crisis and triggering a fresh wave of protests. At least 84 people were hospitalised when protesters clashed with the security forces at the prime minister’s office and at the main access junction to Parliament since Wednesday afternoon after Rajapaksa fled the country.

The missile strike ignited a fire that expanded to engulf 50 cars in an adjacent parking lot. The governor of the Vinnytsia region, Serhiy Borzov, said Ukrainian air defence systems shot down another four missiles over the area. The singer was arrested by the police in October 2003 along with his brother after the complainant said he was duped of a huge sum of money by the two, who had promised to take him abroad as part of their musical group and to leave him in some western country to settle there. Police officials, after investigations, had stated that the singers and other performers had got into a well-organised racket to
illegally take youth out of Punjab to western countries by making them part of musical troupes. The youth were charged up to Rs 2 million in each case. But after police started the proceedings that Daler Mehndi had nothing to do with the immigration fraud case, the complainant moved court again objecting to the singer being discharged. He said that both the brothers had duped him. Daler Mehndi’s arrest was quite controversial at a police station in Patiala in 2003 as he was asked to strip by a few junior police officers during interrogation. He spent a few days behind lock-up before being released on bail. His younger brother, singer Mika, who accompanied him during the surrender in 2003, had to beat a hasty retreat near the police station when an “organised” mob surrounded their vehicles. (IANS)

court in Punjab’s Patiala on Thursday dismissed the plea of leading bhangra-pop singer Daler Mehndi against his two-year jail in a 19-year-old human trafficking case. He was subsequently arrested and sent to a local jail. He was convicted along with his brother in March 2018 and later released on bail. As his bail plea was dismissed by the court of Additional Sessions Judge H.S. Grewal, Daler Mehndi was taken into custody. Police had registered a case against the singer, his brother Shamsher Singh -who died in October 2017 -- and two others, after it was alleged that the accused took money from people to the tune of Rs 1 crore on the pretext of taking them abroad. Kickboxer suffers grievous injury in ring; dies 2 days later
BENGALURU, JUL 14 (PTI): A kickboxer from Mysur u who went into coma after suffering grievous injury at a kickboxing event in the city on July 10 has died in a private hospital, police said. A FIR has been registered at the Jnanabharathi police station in this connection. According to police, the state-level ‘K1 Kickboxing championship’ was organised at a gym at Jnanajyothi Nagar in the city on July 10 by the Kengeri-based K-1 Kick Boxing Organisation, Karnataka. D u r i n g t h e eve n t , Nikhil S, 23, suffered a blow from his opponent and collapsed inside the ring. He was immediately rushed to a private hospital where he remained in coma for two days and succumbed to his injuries on July 12. Naveen Ravishankar on a complaint by Nikhil’s father Suresh P, who is also said to be a former kickboxer. Suresh said in his complaint that there were many lapses committed by the organisers due to which his son died. He alleged that the thickness of the cushion was insufficient due to which after falling on the floor, he suffered severe head injury, which led to his death.
There were no paramedical team, oxygen cylinders, stretcher and no vehicles to ferry the injured to the hospital. “There were no arrangements either for first aid, or ambulance. He was taken to the hospital in the most unscientific way. Due to their carelessness, my son died in Manipal Hospital at Manipal Hospital in Yashwantpur,” he alleged.

NEW DELHI, JUL 14 (IANS): India climbed to the top of the medal tally at the half-way stage of the International Shooting Sport Federation (ISSF) World Cup Rifle/Pistol/Shotgun stage in Changwon, Korea, picking up one gold and three silver medals on day five of competitions. The day began on a golden note for India as the Men’s 10m Air Rifle team beat Korea 17-15 in a nerve-wracking final. Arjun Babuta, Shahu Tushar Mane and Paarth Makhija combined effectively to ward off the Korean challenge after being down 11-15 at one stage. It was Arjun and Shahu’s second gold of the competition. It was all silver after that as the Women’s Rifle team of Elavenil Valarivan, Ramita and Mehuli Ghosh
fought hard and were as close as 10-12 before the Koreans won the last two series of single shots to nail it 16-10 in their favour. It was the turn of the Pistol shooters next as Shiva Narwal, Naveen and Sagar Dangi fought tooth and nail with a determined Italian side to be level 1515 before the final series. Paolo Monna, Alessio Torracchi and Luca Tesconi proved too experienced for the new look Indian team to clinch the deal 17-15 in the end. India’s third silver of the day came in the 10m Air Pistol Team Women event. S A R A J E VO, J U L 1 4 (IANS): The 21-time Grand Slam champion Serbian tennis star Novak Djokovic has been awarded the honorary citizenship of Visoko, a small town in Bosnia and Herzegovina. Three days after winning his seventh Wimbledon trophy, Djokovic arrived in Bosnia to kick off a tennis tournament in Visoko and took part in exhibition singles and doubles matches, reports Xinhua. Mayor Mirza Ganic presented Djokovic with an honorary citizenship certificate and thanked Djokovic for bringing Visoko to the world. More than 70 media from around the world attended and covered the event, the state-run Federal News Agency of BiH reported on Wednesday. In his speech, Djokovic said he enjoyed the event and had a lot of fun on the court. “In a spirit of solidarity, we have sent a message of health, sport and peace to the future,” he said.

Russian basketball boss defends Griner in drugs trial
KHIMKI, RUSSIA, JUL 14 (AGENCIES): A Russian basketball club director gave evidence in support of U.S. star Brittney Griner on Thursday in her third appearance in a Russian court on drugs charges carrying a possible jail sentence of up to 10 years. Defence lawyer Maria Blagovolina said UMMC Yekaterinburg club boss Maxim Ryabkov had testified to her good character during the hearing, which was closed to reporters. She said Ryabkov told the court of Griner’s “outstanding abilities as a player and personal contribution to
strengthening team spirit”. Team captain Yevgenia Belyakova also testified in Griner’s defence at the court in Khimki, on the outskirts of Moscow, where Griner had earlier arrived under guard and in handcuffs. Blagovolina, of law firm Rybalkin, Gortsunyan, Dyakin and Partners, said the defence was pleased with the latest session. “It was an extremely emotional day for Brittney, who was touched by the appearance of the club director, head physician and her teammate, who gave an extremely positive de-

Kohli, Bumrah, Chahal to miss T20Is against West Indies Manchester United manager Erik ten MUMBAI, JUL 14 (IANS): India on Thursday announced an 18-man squad for the T20I series against West Indies, beginning on July 29 in Trinidad with big names -- Virat Kohli, Jasprit Bumrah and Yuzvendra Chahal -- missing out. Kohli, who was out of the 1st ODI against England with a groin injury, has not been included for the T20Is in the Caribbean as well. However, BCCI in its official release hasn’t mentioned whether he has been rested or not picked due to injury. On the other hand, the names of pacer Bumrah and leg-spinner Yuzvendra Chahal are also missing in the squad. The squad will be led by Rohit Sharma while KL Rahul and Kuldeep Yadav, who had missed the home series against South Africa due to respective injuries, have made their comeback. However, their inclusion in the squad is subject to fitness. “The inclusion of KL Rahul and Kuldeep Yadav is subject to fitness,” a BCCI release said.

Hag shuts down questions on Ronaldo
MELBOURNE, JUL 14 (IANS): Manchester United manager Erik ten Hag was in no mood to talk about Cristiano Ronaldo’s future as club’s pre-season tour arrived in Melbourne on Thursday. “We made a statement and nothing has changed,” said ten Hag ahead of Friday’s friendly match against A-League outfit Melbourne Victory at the MCG. The Portuguese striker missed the flight to Thailand and is currently training on his own at the Portuguese national team’s training base after being given additional time off due to a ‘family issue’. A day before, ten Hag had emphasised that star forward Ronaldo is in his plans for the season ahead and the 37-year-old Portuguese is not for sale.
