Covid cases rise for the 5th week: WHO

GENEVA, JUL 14 (AP): The number of new coronavirus cases reported worldwide rose for the fifth week in a row while the number of deaths remained relatively stable, the World Health Organisation reported Thursday. In the UN health agency’s weekly review of the COVID-19 pandemic, WHO said there were 5.7 million new infections confirmed last week, marking a 6% increase. There were 9.800 deaths, roughly similar to the previous week’s figure. Earlier this week, WHO Director-General Tedros Adhanom Ghebreyesus said the pandemic still qualifies as a global emergency and he was “concerned” about the recent spike.

NEW DELHI, JUL 14 (PTI): The opposition on Thursday went straight for the government’s jugular over the “gag order” on using certain words in Parliament, insisting indignantly every expression used by them to describe how the BJP was destroying India has now been declared unparliamentary. The clamour forced Lok Sabha Speaker Om Birla to step in to soothe frayed tempers by making it clear no word has been banned from use in Parliament but will be expunged on contextual basis. The opposition was brimming with anger after a new booklet by Lok Sabha Secretariat said on Wednesday the use of terms like ‘jumlajeevi’, ‘baal buddhi’, ‘Covid spreader’, ‘Snoopgate’ and even commonly used words like ‘ashamed’, ‘abused, ‘betrayed’, ‘corrupt’, ‘drama’, ‘hypocri-

sy’ and ‘incompetent’ will henceforth be considered unparliamentary in both Lok Sabha and Rajya Sabha. The list of unparliamentary words also says some terms may not be deemed unparliamentary unless read in conjunction with other expressions spoken during the parliamentary proceedings. Congress leader Rahul Gandhi derisively termed the compilation the “New Dictionary for New India”. “Words used in discussion and debates which correctly describe the PM’s han-

dling of the government, now banned from being spoken.” “Example of an unparliamentary sentence: ‘Jumlajeevi Tanashah shed Crocodile Tears when his lies and incompetence were exposed’,” he said. TMC leader Derek O’Brien showed even greater belligerence, declaring he will use those words and dared the government to act against him. As the political temperature soared, Speaker Om Birla hastened to address the issue. “No word has been banned. Members are free to express their views. No one can snatch that right, but it should be as per decorum of Parliament,” Birla told reporters. The Speaker’s clarification, however, failed to cut ice with the Congress. “Clarification from @ombirlakota about ‘unparliamentary’ words doesn’t mean much…,” Jairam Ramesh said in a tweet.

NEW DELHI, JUL 14 (AGENCIES): The Supreme Court on Thursday slammed the Nagaland government for delaying the implementation of 33% women’s reservation in local bodies for years which has, in turn, impacted the conduct of elections to urban local bodies in the State, The Hindu report stated. The court said it was “really shameful” to see a State where women’s employment and education were high treating them shabbily. “This is a part of the country where women are educated, employed and contribute to economic development. This is really

shameful,” a Bench of Justices S.K. Kaul and M.M. Sundresh addressed the Nagaland side on Thursday. Reservation for women had in the past invited opposition from sections of the Naga society, who had contended that it was against their customary laws protected under Article 371(A) of the Constitution. The State had seen violence over the contentious issue. The Bench was hearing a petition filed by the People’s Union for Civil Liberties (PUCL) in 2016, challenging a resolution by the Nagaland Assembly rejecting 33% reservation for women in urban local bodies.

India’s first monkeypox case reported in Kerala T H I RU VA N A N T H A PURAM/NEW DELH, JUL 14 (AGENCIES): A man who travelled from the UAE has tested positive for monkeypox in Kerala, state Health Minister Veena George said Thursday. He landed at the Thiruvananthapuram airport and is “quite stable, with all vitals normal”, she told the news agency ANI. “There is nothing to worry about or to be anxious about. All the steps are being taken and the patient is stable,” the minister said. His primary contacts have also been identified, including his father, mother, a taxi driver, an auto driver, and

11 fellow passengers from adjacent seats, she added. The vir us- usually found in Africa — causes fever symptoms besides distinctive bumpy rashes. The illness is usually manageable, though one of two strains is more dangerous. The Congo strain causes death in up to 10 per cent of the patients. The West African strain is milder, with a fatality rate of around 1 per cent. It was first found in monkeys in 1958, hence the name. Rodents are now seen as the main source of transmission. It spreads through close contact, both from animals and, less commonly, between humans.

States asked to step up surveillance

The Union Health Ministr y on Thursday asked states to increase surveillance on monkeypox, which has been reported in many countries across the world. In a letter to the states and UTs, Union Health Secretary Rajesh Bhushan reiterated that there should be a rigorous surveillance system at all points of entry to quickly identify and isolate suspected cases. “Continued expansion of spread of monkeypox disease globally calls for proactive strengthening and operationalisation

In the previous hearing on April 12, the State had however informed the court about its new resolve to hold elections to the urban local bodies as per the 74th Amendment Act of the Constitution. C o n s e q u e n t ly, t h e court had noted in its April 12 order that “there is now no impediment to holding of the elections providing for reservation for women”. The court had even recorded the State Election Commission’s decision to go ahead and use the Assembly electoral rolls as the basis for the municipal elections. But, on Thursday, the court found that the sched-

galand was known for insurgency and as a disturbed State where the Armed Forces Special Powers Act, 1958 was imposed. He said when the “outside world hears about these issues” it is wrongly assumed to be true and so the

world outside “fail to appreciate who we really are.” Rio mentioned that enterprising youth coming together and doing good things would lead to a positive lifestyle and encourage other youth. “When you partner

with TaFMA, you simultaneously ally with the government and therefore it is a joy to meet the youth as they take part in activities they like such as music and event man-agement and work together,” he added. He thanked the youth for

administrative approval to the State Election Commission to implement the reservation. But the court was not appeased, saying the approval came only a few days ago. “It is only when the matter is listed before the court and on the anvil of hearing, that something is done. The notification will now be issued by the State Election Commission belatedly on account of the failure of the State,” the Bench observed. It refused to dispose of the matter, saying “we have no trust in the way the State government is doing things”.

The Centre, in the letter, has said that orientation and regular re-orientation of all key stakeholders including health screening teams at points of entry, disease surveillance teams, and doctors working in hospitals about common signs and symptoms, differential diagnosis, case definitions for suspects, probable or confirmed cases should be carried out.

ule for the election had still not been notified. The Bench pulled up the Nagaland government for the delay. The court directed the State Election Commission to inform it within two weeks about the complete schedule of the polls. It posted the case for July 29. The Bench said the delay in the elections was a result of the State’s failure to uphold women’s rights at every stage for all these years. Nagaland’s claim: Nagaland’s Advocate-General, senior advocate K.N. Balgopal countered that the State cannot be blamed for the delay. He said the government had already given its

partnering with TaFMA and also congratulated them for becoming beneficiaries. He claimed that the musical talent among the local youth was huge, adding that the State had immense potential in this sector. With the corpus fund, he said had youth, including musicians, were getting assisted. Irrespective of whether they were into music or any other discipline, he urged the youth to take pursue their interest seriously and try to grow to become professionals.

The meeting also resolved to urge the business community to contact “antiextortion team help-line” at 8787893133 for any assistance.
