Manipur attack: Massive combing ops launched IMPHAL, NOV 14 (PTI): A massive manhunt has been launched in the jungles of Churachandrapur district of Manipur near the International border with Myanmar to search for militants belonging to two shadowy outfits who have claimed responsibility for a deadly ambush which killed personnel and family members of the para-military Assam Rifles. Officials said that the combing operation conducted jointly by Assam Rifles and state police was on in the jungles surrounding the village of Sekhen where the ambush was laid on Saturday. Meanwhile, Manipur chief minister N. Biren Singh, host of Assam Rifles officials and others paid tributes to those killed in the ambush at Imphal airport. Singh said that security along the Myanmar border through which militants are believed to have slipped in and ambushed an Assam Rifles Colonel, his wife, son and four other riflemen, was being beefed up.

Top Maoist leader Teltumbde among 26 killed in Maha NAGPUR, NOV 14 (PTI): Maharashtra police authorities on Sunday confirmed that top fugitive Maoist Milind Baburao Teltumbde was among the 26 members of the outlawed Communist Party of India (Maoist) who were killed in the November 13 encounter in the State’s Gadchiroli district. The killing of top Naxal leader Milind Teltumbde is a “big setback” to the outlawed Maoist movement in the Maharashtra-Madhya Pradesh-Chhattisgarh (MMC) zone, Deputy Inspector General of Police, Gadchiroli Range, Sandip Patil said on Sunday. Develop resources to better governance: Modi tasks entire council of ministers NEW DELHI, NOV 14 (PTI):In a major push for a hands-on approach to governance, the Narendra Modi government is planning to rope in young professionals, seek suggestions from retiring officials and make the best use of technology for project monitoring, besides various other steps to be overseen by eight different groups comprising of members from the entire Council of Ministers, sources said. The 77 ministers have been divided into eight groups to develop technology-based resources, create a pool of professionals for recruiting in their teams and other similar initiatives to be adopted in the offices of all Ministers’ offices to bring more transparency and further improve and efficiency of the Modi government, the sources said. This exercise of dividing the ministers into eight groups was done following ‘Chintan Shivirs’ (brainstorming sessions) of the entire Council that were chaired by Prime Minister Narendra Modi, with each meeting lasting for nearly five hours. Developing a portal in each Minister’s office that gives updates on the performance of the Centre’s flagship schemes and policies, a dashboard for monitoring decisions made by the respective Ministers and a system to schedule meetings and managing correspondence are among the tasks assigned to these groups. They have also been asked to create profiles of all districts, States and Ministries and develop stakeholder engagement programmes. One of the groups has been assigned to set up a mechanism for creating a team of at least three young professionals with command over research, communication and other key areas, the sources said. Similarly, a group has been assigned to create a portal that maintains feedback and experiences of the retiring employees, sources said. Union Ministers Hardeep Singh Puri, Narendra Singh Tomar, Piyush Goyal, Dharmendra Pradhan, Smriti Irani, Anurag Thakur are among the Ministers who are the coordinators of their respective groups, sources said.

BAN urges govt to initiate steps on SARFAESI Act DIMAPUR, NOV 14 (NPN):

Making a strong pitch to initiate measures for clearing implementation of the SARFAESI Act 2002 in Nagaland, Business Association of Nagas (BAN) said even without the Act, banks were selectively extending loan on mortgage of landed property as primary collateral. BAN president L Mongkum Jamir and general secretary Dr Yan Murry pointed out that though banks had extended thousands of loans with mortgaging land in Nagaland, yet very few suits have been filed for possession of the mortgaged property. They said that under the SARFAESI Act, bank issue 60 days’ notice to the defaulting borrower to repay the loan after the loan account becomes a nonperforming asset (NPA). If the loan was not repaid, banks took only symbolic possession, while ownership and occupation remained with the borrower concerned, BAN claimed.

Thus, asserting that the question of exploitation from outside did not arise, the BAN stressed that economic progress would not happen in the State unless the government implemented a series of investor-friendly measures on economic policies whereby banks and financial institutions can extend financial assistance to the needy entrepreneurs. BAN said banks were reluctant to take landed property as security and instead insisted from the prospective borrowers other collateral securities, which they were often unable to arrange and their loan and business ventures failed to take place.

They clarified that it was not as if that once the State government approved implementation of the SARFAESI Act in Nagaland, banks were going to extend loan just by simply mortgaging the property and that many local people would fall under dept trap or banks were going to take their land and sell it to outsiders. According to the duo, banks generally extended loan by properly appraising the economic viability and technical feasibility of the project and insist land patta/jamabandi issued in the cadastral surveyed area. They claimed that barring wilful defaulter, in all genuine cases banks initially extended measures of assistance to borrowers, if the loans became bad or NPA, like one time settlement (OTS), rescheduling of repayment schedules, etc. They further claimed that banks use the mortgaged property to recover their dues only as a last resort. services. “The activity will be performed starting from the intervening night of November 14 and 15 to the night of November 20 and 21, starting at 23:30 hours and ending at 0530 hrs,” it said. During these six hours (from 23:30 to 05:30 hours) period, no PRS services like ticket reservation, current booking, cancellation, enquiry services, among others, will be available. Besides railway personnel will ensure advance charting for the trains to start during the affected timings. Except for the PRS services, all other enquiry services, including 139 services, will continue uninterrupted, the ministry noted. K Y M C
