PM launches `100L cr national master plan
NEW DELHI, OCT 13 (PTI): Prime Minister Narendra Modi on Wednesday launched a Rs 100 lakh crore national master plan for multi-modal connectivity that aims to develop infrastructure to reduce logistic costs and boost the economy. PM Gati Shakti targets to cut logistic costs, increase cargo handling capacity and reduce the turnaround time, Modi said at a function to launch the plan. The plan aims to lend more power and speed to projects by connecting all concer ned departments on one platform, he said, adding the infrastructure schemes of various ministries and state governments will be designed and executed with a common vision. Modi said taxpayers’ money in the past was ‘insulted’ through a lethargic approach to development work, with departments working in silos and there was no coordination on projects. Development, he said, is not possible without quality infrastructure and the government has now resolved to develop it in a
Centre notifies MTP Rules NEW DELHI, OCT 13 (PTI): Centre has notified new rules under which the upper limit for termination of a pregnancy has been increased from 20 to 24 weeks for certain categories of women. According to the Medical Termination of Pregnancy (Amendment) Rules, 2021, these categories include survivors of sexual assault or rape or incest, minors and women whose marital status changes during an ongoing pregnancy (widowhood and divorce) and women with physical disabilities. The new rules also cover mentally ill women, cases of foetal malformation that has a substantial risk of being incompatible with life or if the child is born it may suffer from such physical or mental abnormalities to be seriously handicapped and women with pregnancy in humanitarian settings or disaster or emergency situations as may be declared by the government. The new rules are under the Medical Termination of Pregnancy (Amendment) Act, 2021 passed by Parliament in March.

In five years prior to the BJP government coming to power in 2014, 1,900-km of the rail line was doubled, while in the last 7 years 9,000-km of rail line doubling has happened. Similarly, against 3,000 km of railway line electrifi-
cation in five years prior to 2014, 24,000 km rail line doubling has happened in the last 7 years. From 250-km of metro in 2015, the metro rail network has expanded to 700km and work is on another 1,000-km, he said, adding 1.5 lakh village panchayats have been connected with optic fibre network in last 7 years as compared to only 60 village panchayats in five years prior to 2014. Modi said that over the years, the signage ‘work in progress’ became the symbol of lack of trust, He said progress requires speed, eagerness and collective efforts. Today’s, 21st century India, he said, is leaving behind old systems and practices. “Today’s mantra is‘Work For Progress’ Wealth for Progress. Plan for progress. Preference for progress,” Modi said. Modi said his government has not only developed a work culture of completing the projects within the stipulated time frame but efforts were being made to complete the projects ahead of time.

Kitovi says WC, NNPGs pursuing Naga solution with transparency DIMAPUR, OCT 13 (NPN): Set against the backdrop of leaders of NPGs and all-party United Democratic Alliance(UDA) government presently in Delhi to restart the finishing touch in the process for finding a solution to the long pending Naga political issue, N. Kitovi Zhimomi, Convenor of WC,NNPGs has issued an open statement to the Nagas about the status of the issue. Kitovi said when Naga leaders take God’s Holy name outwardly but have selfish unholy plans inwardly, they sin against God and betray the Naga people. Kitovi cautioned that political solution cannot be “designed to appease, quench and inflate the pride, ego and ambition of any leaders” otherwise it will be “thrown into the bin of history”. “Naga political issue is not a commercial enterprise under the monopoly
With the introduction of Gati Shakti project, Centre plans to add around one lakh kms of road network to expand the national highways network in the country to around 2 lakh kms by the next four years. The project aims to set up a multi-nodal connectivity to various economic zones, a centralised portal to unite the infrastructural initiatives planned and initiated by as many as 16 central ministries and departments. NEW DELHI, OCT 13 (NPN): United Democratic Alliance (UDA) legislators led by chief minister Neiphiu Rio met with the Working Committee of the NNPGs led by its convenor N. Kitovi Zhimomi here at Nagaland House on Wednesday. Highly placed sources informed Nagaland Post that the meeting between the UDA legislators and WC/ NNPGs was an “informal” meeting over lunch. Though both sides had also dis-
cussed about the ongoing Naga issue in order to push for an early political settlement, no further details were made known. Later, the UDA legislators also held a separate meeting with government of India representative/ interlocutor, AK Mishra at Nagaland House. Earlier, during their meeting with Mishra on Sunday, Rio reportedly conveyed the resolution of the UDA all-party government for early settlement of the Naga political issue. It may be recalled that

DIMAPUR, OCT 13 (NPN): NNC (Parent Body) has appealed to all Naga national political groups to sit across the table and thrash out the differences and work out an honourable, acceptable and inclusive solution for peace in the region. DIMAPUR, OCT 13 (NPN): United Democratic Alliance consensus candidate and NDPP nominee, S. Keoshu Yimchunger was declared elected unopposed to the Nagaland Assembly for the by-election to the 58-Shamator-Chessore constituency on Wednesday. Chief Electoral Officer Nagaland, V. Shashank Shekhar said that Keoshu was the only candidate to file nomination for the bypoll which was scheduled for October 30 and was therefore, declared elected uncontested on Wednesday, the last date for withdrawal of candidature. ADC and returning officer, B. Henok Buchem handed over the election certificate to Keoshu at his
office. The by-poll necessitated to fill the vacancy caused after the demise of Toshi Wungtung. With Keoshu being elected to the 13th NLA, as the 60th member, the tally of NDPP rose to 21 while NPF has 25 seats, BJP-12 and two independents. Meanwhile, NDPP leader and Nagaland chief minister, Neiphiu Rio took to twitter to congratulate S. India may need Covid booster by mid-2022, says eminent scientist NEW DELHI, OCT 13 (IANS): India may require the third dose of Covid vaccine by the middle of next year, said eminent scientist and biochemist Prof G. Padmanaban, as breakthrough cases even after full vaccination have been prevalent, even though mostly mild. Prof. Padmanaban, who is Chancellor of Central University of Tamil Nadu and a Padma Bhushan recipient, said that his opinion of a third dose is based on “scientific understanding”. “In an infection by the Delta
variant, which is widespread, there is a six-eight fold drop in the potential of antisera from vaccines to neutralise the variant compared to the wild type (used for vaccination- spike or whole virus). “Nobody still has a clear answer to how long the protective antibodies will last, it has been variably estimated to be between six months and one year. If the virus has not weakened by itself, by that time, there is possibility for a re-infection,” he said. As scientists’ understanding
of cell-mediated protection (cellular immunity and humoral immunity) is still evolving in the case of Covid, “a third dose (sometime mid to late next year) by mix and match, also gives an opportunity to give a different vaccine against the variant,” he noted. A source said the government aims to procure a total of 60 lakh vaccines in October for this. The source said that the government will procure over 28 crore vaccines in October. It includes 22 crore Covishield vaccine shots, six crore Covaxin and 60 lakh DNA vaccine. The ZyCov-D vaccine was approved by India’s regulatory authority in August 2020. The three-dose DNA built vaccine has 66.6 per cent efficacy against Covid. Instead of a needle, it uses an applicator to inject the skin with lab-produced DNA. The Zydus Cadila vaccine was scheduled to be rolled out in

aban, the former Director of Indian Institute of Science, said at a weekly health show by the New-Delhi-based HEAL Foundation. While many countries, including the US, the UK, France, Germany, have rolled out of Covid booster, India is still weighing the need for it. For India, a booster dose is not the central theme at the moment and getting two doses remains the major priority, media reports quoted ICMR director general Balram Bhargava as saying.
