DIMAPUR, AUG 15 (NPN): Accusing the UDA government of trying to delay Urban Local Bodies (ULB) polls despite a clear direction from the Supreme Court, Janata Dal (United) Nagaland unit said the party has decided to start demo cratic process of agitation to demand the conduct of ULB polls at the earliest. JDU unit general sec retary Kitoho S Rotokha stated that since the assem bly elections was due by February 2023, it was “very exigent” that ULB polls are held within this year. How ever, since the government was unmoved, JD(U) state unit said it has decided to launch phase-wise agitation. As part of phase-I, par ty would launch a poster campaign from August 16, 2022. In this regard, the JD(U) Nagaland has ap pealed to “all conscious citi zens” to extend cooperation.

Rio expressed the hope that the “negotiating” par ties would continue their hard work till all issues were resolved. Extending greet ings on the occasion of the Independence Day, Rio said India achieved indepen dence after a long struggle. He paid tributes to the free dom fighters who gave their all to free their motherland. He urged upon every citizen of Nagaland to rededicate themselves to continue working for mak ing their State one of the most developed and progres sive States in the country. The chief minister said Nagaland has made good progress along with the rest of the country since 1963 and lauded successive govern ments for their contributions towards the development of Nagaland. He said the successive governments had redoubled efforts to harness the talents of people by pro viding them a supportive and a facilitative environment by way of better infrastructure and services. Resultantly, he mentioned that there had been a significant improve ment in the lives of people. Rio also highlighted various progress made by government departments and assured that his govern ment will continue to make efforts so that the fruits of development and progress reached everyone, particular ly “the last man in the line”.

DIMAPUR, AUG 15 (NPN): As part of ‘Azadi Ka Amrit Mohatsav’ cel ebration to commemorate 75 years of India’s Inde pendence, Rs. 1.31 crores loan from Nagaland Rural Bank was awarded to 75 Self Help Groups (SHGs) under Nagaland State Rural Livelihoods Mission. The cheque was hand ed over to NSRLM-SHGs by chief minister Neiphiu Rio during the Indepen dence Day celebration at the Secretariat Plaza, Kohima on August 15. The bank credit will support SHGs and their households in taking up income generating activities covering Farm Livelihoods, Non-Farm livelihoods and Non-Timber Forest Produce (NTFP) Micro-enterpris es. This will also foster the national goal of creating “Lakhpati SHG Women” to enable SHG women to earn at least Rs. 1 lakh per annum. According to DIPR, the credit linkage will con tinue to become an annual event, thereby enhancing the State Rural Livelihoods Mis sion’s effort towards build ing the credit¬worthiness of rural women in Nagaland. It may be mentioned that the State Mission has also created an SHG corpus of more than Rs. 160 crore, which remains as a collec tive fund at the community level, and had also accessed Rs. 28.41 crore through bank credit till date.

DIMAPUR: A total of 56 under trial prisoners (UTPs) from Central Jail and 10 district jails in Nagaland were released under the “campaign for the release of prisoners” by Under Trial Review Committees (UTRCs) to commemorate Indian Independence Day. In a press release, PRA, Naga land State Legal Services Auhtor ity (NSLSA), Ketholeno Neihu in formed that the district level UTRC committees headed by district & sessions judge, with district mag istrate, superintendent of police, secretary, District Legal Services Authority (DLSA) and officer in charge of prisons as members con ducted 35 UTRC meetings during the period of July 16 to August 13. Through this campaign, the National Legal Services Authority (NLSA) along with the NSLSA and DLSAs identified prisoners eligible to be considered by UTRC and reviewed all eligible cases of prisoners during a series of meet ings and recommended for release of such cases that the UTRC took up for consideration.

DIMAPUR: Nagaland Garo Tribal Council (NGTC) has strongly condemned the hit and run incident, which occurred at 3rd mile, Chümoukedima on August 9, where late Leya Engtipi Sangma succumbed on the spot.Ina condemnation note, NGTC joint secretary Cliff Sangma appealed to the re sponsible authorities to give the culprit befitting punishment as per the law for his “inhumane behaviour”.Theculprit instead of hav ing any remorse for his misdeeds fled from the scene without giv ing any help, according to the eye witness, NGTC stated. Further, the council ex pressed its gratitude to Vika Yeptho of Eralibill village for his quick presence of mind and bravery in chasing and nabbing the culprit. Trialsfordrone-basedhealthcare network launched in Arunachal ASF in Mizoram begins to subside AIZAWL, AUG 15 (PTI): The African Swine Fever (ASF) outbreak in Mizoram has begun to subside, an official said on Monday. The number of piggery deaths has significantly declined over the last few days, Animal Husbandry and Veterinary Department Joint Director (Livestock Health) Lalhmingthanga said. However, the situation is not pre dictable as the outbreak could surge at any time because almost the entire state has been affected by ASF, he said. Last month, carcasses of wild boars were found in jungles near the Myanmar border, and the National Insti tute of High Security Animal Diseases in Bhopal recently confirmed that they died of ASF. Lalhmingthanga said that the state government is yet to inform the Centre about the detection of the highly contagious pig disease in wild boards. He said that the government would also write to the Centre, urging it to import vaccines for ASF from Vietnam. Mizoram Police feted for seizure of drugs AIZAWL, AUG 15 (PTI): The Mizoram Police has been inducted into the UK-based World Book of Records for its performance in curbing the drug menace and seizure of smuggled exotic animals, a senior officer said on Monday. The state police was included in two editions of the World Book of Records for carrying out disposal of narcotics substances worth over Rs 2,362.9 crore on June 24 this year and for the seizure of 468 species of exotic animals near the Myanmar border in Champhai district in May, the officer said. The Mizoram police, in a statement, expressed grati tude to the authorities of the record book for recognising the efforts of the force in curbing the drug menace and smuggling activities.

Mizoram Chief Minister Zoramthanga said his govern ment has been taking concrete steps to strengthen the internal security of the Addressingstate.the people on the occasion of 76th Indepen dence Day in Aizawl, the chief minister said there has been no major law and order problem in the state due to the “proactive measures taken by the police in the past one year”. The law enforcement agen cies have arrested 2,425 people for violation of the Mizoram Liquor (Prohibition) Act since its implementation in May 2019, and 517 drug traffickers were apprehended and prosecuted during the last one year, the CM said. Redwing Labs, a start up, would provide made in India hybrid Vertical Takeoff and Landing (VTOL) drones and run end-to-end operations for the project. The healthcare drone pilots in Arunachal Pradesh are an outcome of the state’s partnership with the World Economic Forum’s Medi cines From the Sky (MFTS) initiative.“In mid-2021, we undertook a field study in Arunachal Pradesh to learn more about the local health distribution system, disease profile and nature of the terrain. Traversing the Seppa-Bameng belt by road in particular made it evident that drones were an absolute necessity,” said Vi gnesh Santhanam, lead for aerospace and drones at the World Economic Forum. “Through our learn ings in Telangana, we are looking to stress test our sys tems in Arunachal Pradesh under the liberalised drone regime while factoring in economic principles right from the point of initia tion,” he added. The drone network is being set up on a limited experimental basis to pilot aerial healthcare deliveries in the state. The network would enable diagnostics and emergency treatments in the local health centres. By enabling care at the local level, the drone network aims to reduce out-of-pocket expenditure (OOPE) for patients, in crease immunisation rates and improve welfare gains. Govt hell-bent on trivialising freedom fighters’ sacrifices: Sonia MP: 2 killed after explosive thrown during scuffle BHOPAL, AUG 15 (IANS): At least two persons were killed and over a dozen were injured after an explosive was thrown during a scuffle between two groups in Madhya Pradesh’s Mhow district, police said. The incident occurred late on Sunday, when people from two groups in Berchha village were preparing for Independent Day celebrations. As per reports, the scuffle began after some people were having alcohol and making comments on the other group. The police said that both groups are very familiar with each other and they often fight over property issues. Sources told IANS that police had reached the spot after receiving information regarding the scuffle and the situation was normalised. However, after the police left the spot, people from both sides indulged into fight again. Meanwhile, someone threw an explosive, which killed two persons and left several others injured.

NEW DELHI, AUG 15 (PTI): Chief Justice of India (CJI) N V Ramana on Monday said the executive, legislature and the judiciary are “equal repositories” of constitutional trust, and the Constitution dispels the notion that delivery of justice is the responsibility of courts only. The CJI, who hoisted the national flag on the 76th Independence Day on the Supreme Court premises here, referred to Article 38 of the Constitution on the Directive Principles of State Policy and said it was the responsibility of the state to secure a social order in which “justice, social, economic and political,” are rendered.“Under the constitutional framework, each and every organ has been given an obligation, and the notion that justice is the only responsibility of the courts is dispelled by Article 38 of the Indian Constitution which mandates the state to secure social, economic and political justice,” the 48th CJI said.“All the three organs of the state -- executive, legislature and judiciary -- are the equal repositories of the constitutional trust,” he said. The CJI said the apex court gives strength to pursue disputes to the citizens and they know that it would stand with them when things go wrong. He said the judicial system goes by the commitment to the written Constitution and enjoys immense faith reposed by the people.“People are confident that they will get relief and justice from the judiciary. NEW DELHI, AUG 15 (PTI): Supreme Court Bar Association (SCBA) President Vikas Singh on Monday said 43 per cent of lawmakers have criminal antecedents and the country needs a course correction by enacting a law to prevent such persons from getting elected.Singh, addressing a function at the Supreme Court on the 75th anniversary of India’s independence, also urged the Collegium to elevate people from the lower judiciary to the Supreme Court “only on the basis of the disposals they do rather than on the seniority”. He said these were the two areas with regard to the justice delivery -quality of legislators and appointment of judges -where serious reforms and serious introspection were needed. “Today, after 75 years if we see 43 per cent of our legislators having criminal antecedents, I think we need a course correction. I think we need to amend (law) because no individual political party can take the initiative of ensuring that people with criminal antecedents are not elected. Because if a party does not give a ticket to somebody who has been winning, the other party will,” he said. Chief Justice of India (CJI) N V Ramana, who was the chief guest at the function, hoisted the national flag at the Supreme Court premises. The SCBA president also urged Law Minister Kiren Rijiju, who was present on the occasion, to “seriously think on this line”.“If there’s a law, if there’s a level playing field, then definitely we will be able to have a better Parliament, better law making, and more lucid discussion on law making. A Land of Yoga Alternative Nagas have their cul tural fashion based on ethicoriented exercises of dance, yelling and lyrics for every occasion, wrestling, and in cantation modes, traditional chanting, and praying ges tures which are equally yoga alternatives. The practice of Yoga is honestly a gesture of Hindu fundamentalism and is educationally and cultur ally irrelevant to the souls of the land. In view of such an unwelcomed and unsecular fashion, mandatory enforcement and imposition of Yoga may be exempted for Christian students and youth in the land. Exclu sion of Yoga in schools for Christian children will not be a loss to academic and physical fortune. Or, yoga may be relevantly contex tualized under an appro priately indigenized model like Discipline Day, Cultural Day, Prayer and Fasting Day based on the Bible.

Social metanoia need of the hour for Nagas U niqueness of the Land The pre-Chris tian religion of the Nagas was a Judeo-Animism. The ancestors of the Nagas were arguably believed to be a people who became Jews during Queen of Xerxes, Esther (8:17) eventually who were deported, mi grated or waved to their present homeland through Mongolia and China. Prac ticing a religion and culture closely similar to that of the Jews (practices common in Torah), they accepted the Gospel, the message of Messiah, beginning from 1872.Hence, from time im memorial, monotheistic faith, the faith of Abraham, became the faith of the Na gas with the Bible as their spiritual heritage. Majority of the population of the land became adherents of biblical faith with church buildings in conspicuous points in every village to worship God. It is a clean faith as it points towards an uncontested single God who is both transcendent and immanent. The fol lowers follow a non-violent path of peace. It is a vertical faith with believing heart. Preserving Identity ‘A secular country’ does mean ‘suppressing and destroying the identity and uniqueness of a people.’ Rather a secular nation has freedom and provision for a people to choose and protect its distinctiveness. Nagas have fundamental right to be free from external socio-religious ideological indoctrination. Protecting our faith in God and pre serving our unique culture has nothing to do with the issue of secularism while liv ing in peaceful coexistence with others. It is high time for people to raise their voice to protest against elements that will eventually harm and detrimentally dimin ish our distinct values. Secularism with distinctiveness of Nagaland

3. A Land of Natural Sanctity Value of natural sanc tity is still in existence. Na galand must have a code or a yardstick for unscrupulous influx of infiltration in the absence of entry restriction. Having a basis, Nagas have right to declare a charter for outsiders flowing to Nagaland to comply with. Continuing the present rate of unrestrained entry of outsiders will thoroughly destroy the beauty of the land in a couple of decades from now. Sharing resources with others is different from pollution by massive infiltra tion. Clean natural eco-envi ronments such as hills and mountains, rivers, bridge milieus and meadows, and exotic and scenic beauties must be free from defilement and desecration with scary images of religious idols and statues, and representations of religious deities, and even building prayer centers and houses at the expense of panoramic scenery. It is a crime to destroy the peaks, tops and roofs of our moun tains and hills. The wealth of Nagaland is its natural intactness.

Speeches by leaders of various Naga political groups on the occasion of the 76th ‘Naga Independence Day’ on August 14 had more or less the same message of appealing to Nagas for unity. Though the word may have been used in common but yet they meant differently. Naga leaders have been appealing to the people to ‘come together’ to unite for the common goal. This goes the same for state political leaders, who just don’t seem to have gotten away from using the same message. The message of uniting for the common goal would obvi ously mean different things. For the NPGs coming together is like a willful thinking because factional ism had taken deep roots since the first major split in the NNC after the Revolutionary Government of Nagaland (RGN) was formed. Since 1968 the NNC has further split into factions and the factions them-selves got split down the line that today there are at least nine NPGs and counting. Therefore, in Naga political lexicon ‘unity’ is merely a politically correct word that has been pursued on many oc casions and during different periods. Political lead ers sought to bring unity among all NPGs through deliberations with sections of tribe hohos, CSOs. This led formation of the Joint Legisla-tors Forum (JLF) in 2012. By the 2020 those who attempted to bring unity among all NPGs split when NPF walked out of JLF and formed its own Political Affairs Mis sion (PAM) on August 28, 2020. Nevertheless, the legislators re-united and formed the Parliamentary Core Committee on Naga Political Issue in June 2021. Added to this charade of pursuing solution as ac-tive/proactive facilitator which has given the excuse of the second ‘opposition-less government’ in the state’s political history when opposition NPF with 26 MLAs joined the government and renamed the PDA (NDPP-BJP-Ind) as United Democratic Al liance (UDA). This brilliant piece of inspiration was meant to bring all legislators together for pursuing solution to the Naga politi-cal issue. Earlier also on May 10, 2015 eight Congress MLAs joined the ruling DAN coalition with BJP as one of the constituents. AICC was livid with rage but the Congress MLAs justified that they joined the government for Naga political issue. Eventually on November 25, 2015 the eight Congress MLAs merged enbloc with NPF. The plea of doing such thing under the specious plea of Naga unity for Naga political solution has not brought unity or solution anywhere near in 2015 and today under the UDA. To further bring the plea of unity and solution closer, the oppo-sition Congress has attacked the UDA government for virtually playing a double role- running with the hare and hunting with the hounds. Despite talks between the government of India and the NPGs having officially concluded on October 31, 2019 and later despite the Centre’s official Interlocutor R.N. Ravi having resigned and the Centre appointing a Representative and not an Interlocutor, the state government had consistently referred to A.K. Mishra as Interlocutor and not Rep resentative. It was only on July 16, 2022 at one of the many consultative meetings in the past, did the UDA eventually acknowledge that talks had concluded on October 31, 2019. In-stead of talking in the air, perhaps the elected members could promote unity if they heeded to the cries of people who are groaning against multiple taxations and act in unity under UDA to stop such unwanted activities that has destroyed society and economy. You must be born again. —John 3:7 The answer to Nicodemus’ question, “How can a man be born when he is old?” is: Only when he is willing to die to everything in his life, including his rights, his vir tues, and his religion, and becomes willing to receive into himself a new life that he has never before experienced (John 3:4). This new life exhibits itself in our conscious repentance and through our unconscious holiness. “But as many as received Him…” (John 1:12). Is my knowledge of Jesus the result of my own internal spiritual perception, or is it only what I have learned through listening to others? Is there something in my life that unites me with the Lord Jesus as my personal Savior? My spiritual history must have as its underlying foundation a personal knowledge of Jesus Christ. To be born again means that I see Jesus. “…unless one is born again, he cannot see the kingdom of God ” (John 3:3). Am I seeking only for the evidence of God’s kingdom, or am I actually recognizing His absolute sovereign control? The new birth gives me a new power of vision by which I begin to discern God’s control. His sovereignty was there all the time, but with God being true to His nature, I could not see it until I received His very nature myself. “Whoever has been born of God does not sin…” (1 John 3:9). Am I seeking to stop sinning or have I actu ally stopped? To be born of God means that I have His supernatural power to stop sinning. The Bible never asks, “Should a Christian sin?” The Bible emphatically states that a Christian must not sin. The work of the new birth is being effective in us when we do not commit sin. It is not merely that we have the power not to sin, but that we have actually stopped sinning. Yet 1 John 3:9 does not mean that we cannot sin— it simply means that if we will obey the life of God in us, that we do not have to sin.

While the bodies of 15 soldiers were recovered, those of the other five could not be found and Harbola was one among them. His wife Shanti Devi, originally from Almora, currently lives in Saraswati Vihar Colony here. His body is expected to reach here late on Monday. Haldwani sub-collector Manish Kumar and teh sildar Sanjay Kumar, who reached Harbola’s house, said his last rites will be performed with full military honours. Shanti Devi said at the time, they were married for nine years and that she was 28. Their elder daughter at the time was four and the younger one was one and a half years old.

NEW DELHI, AUG 15 (PTI): The commerce min istry is proposing a host of direct and indirect incen tives such as deferral of import duties and exemption from export taxes to revamp Special Economic Zones through a new legislation, an official said. In the Union Budget this year, the government proposed to replace the ex isting law governing Special Economic Zones (SEZs) with a new legislation to enable states to become partners in ‘Development of Enterprise and Service Hubs’ (DESH). The official said the commerce ministry has sought views of differ ent ministries, including finance, on the new bill. After collating the feedback, the ministry would seek ap proval of the Cabinet and then introduce the new bill in Parliament. The proposals seek to provide incentives such as retention of zerorating of IGST (integrated goods and services tax) on domestic procurement by a unit in an SEZ; continuation of indirect tax benefits to de velopers of these zones; and allowing depreciation on sale of used capital goods cleared to domestic tariff areas. There is also a plan to extend the corporate tax rate to 15 per cent without any exemptions for units under taking authorised operations in these development hubs. States can also provide support measures to these zones to boost manufactur ing and job creation. The existing SEZ Act was en acted in 2006 with an aim to create export hubs and boost manufacturing in the country. However, these zones started losing their sheen after imposition of minimum alternate tax and introduction of sunset clause for removal of tax incentives. These zones are treated as foreign entities in terms of provisions related to cus toms. Industry has time and again demanded continua tion of tax benefits provided under the law. Units in SEZs used to enjoy 100 per cent income tax exemption on ex port income for the first five years, 50 per cent for the next five years and 50 per cent of the ploughed back export profit for another five years. In the Budget 2016-17, the government had an nounced that the income tax benefits to new SEZ units would be available to only those units which commence activity before March 31, 2020. As on June 30, 2022, the government has given formal approvals to 425 SEZ developers, out of which 268 are operational. These zones have attracted about Rs 6.5 lakh crore investments and employ about 27 lakh persons. During April-June this fiscal, exports from these zones rose by 32 per cent to about Rs 2.9 lakh crore.

Later in 1979-80, CSOs said that the erstwhile Kiyevi village was relocated to the Dhansiripar sub-division with the per mission of the state govern ment and subsequently was renamed as Kiyeto village and recognized as such on February 3, 1993. Therefore, it said that Kiyevi village no longer existed. However, after the entire village shifted to the new site, it claimed that “late Yesheto, Moho urer, PWD”, was allowed by Lamhai village to stay at the erstwhile Kiyevi village on humanitarian ground as he was compelled by his cir cumstances as a government servant. However, it claimed that “without the knowledge and permission of the Lam hai village”, some families drifted in and made their home on the site, and after which the trouble began all over again. Therefore, CSOs said there was no question of peaceful co-existence. It also recalled that September 25, 2020, a coordination meeting was held between Western Sumi Hoho (WSH) and Zelian grong Baudi Nagaland, Nagaland Zeliang People Organization, Zeme Coun cil Nagaland and Liangmai Council Nagaland where it was firmly resolved to co-exist peacefully in a true spirit of brotherhood. A coordination committee com prising five members each from both organizations was also formed to continue the peace mission and resolved the unresolved issue. As the co-ordination committee became defunct following the March 22, 2021 incident, CSOs said the declaration of WSH withdrawing from the co-ordination committee was a “mere Remindingrhetoric”.that the Zeliangs by nature were peace loving friendly people, CSOs said whenever out siders approached them with goodwill and requested for establishing village on their land, they were never denied permission. Other Naga tribesmen who have established such villages on Zeliang land have remained grateful to the Zeliangs and were faithfully abiding by the customary laws of the Zeliang and recognizing the Zeliangs as their godfather, the CSOs stated.

In a statement, the CSOs said that since time immemorial, the Naga tribes have existed side by side abiding by set codes of hon our and respect for each other.It said each village and tribe knew and knows as to with which village/villages or tribe/tribes their land has traditional boundary, adding that every inch of land within Nagaland was deemed as having an owner. With regard to Peren district, CSOs said all Naga tribes recognised it as the land of the Zeliang tribe with historical borders with Chakro Angami land and no other tribe. Citing Naga cus tom of seeking adoption and permission from the land owner village for settlement in a village, CSOs said this well-established Naga cus tom had been “violated and trampled upon” by forcefully settling inside traditionally recognized Zeliang land. “On the other hand, villages other than the Sumi villages such as Jalukie New, Jalukie Zandi, Jalukielo, Mhaikam, etc, were set up following the established Naga custom with permis sion and blessing of the orig inal landowner and contrary to the WSH allegation that these villages were set up by migrants from Manipur,” CSOs stated. It claimed that the settlers of these villages were indigenous Nagas com prising all Naga tribes, who have taken Zeliang names as their village name, and estab lished in accordance with the Zeliang Naga custom.

NEW DELHI, AUG 15 (PTI): State Bank of India (SBI) has said it expects to sustain credit growth of about 15 per cent in the current fiscal with rising demand from retail and corporate borrowers despite hardening of lending rate. Previous sleep duration studies show that sleep ing too much or too little both may raise the risk for cardiovascular disease. But whether napping is good or bad has been unclear. In the new study, re searchers analyzed sleep patterns for 12,268 adults in the Swedish Twin Registry. Participants were an average of 70 years old at the start of the study, with no history of major cardiovascular events. A questionnaire was used to collect data on night time sleep duration; daytime napping; daytime sleepiness; the degree to which they considered themselves a night person or morning per son, based on the time of day they considered themselves most alert; and symptoms of sleep disorders, such as snoring and insomnia. Participants were followed for up to 18 years to track whether they developed any major cardiovascular problems, including heart disease and stroke. People who reported sleeping between seven and nine hours each night were least likely to develop cardio vascular disease, a finding in keeping with prior research. Compared with that group, those who reported less than seven hours were 14% more likely to develop cardiovas cular disease, and those who reported more than 10 hours were 10% more likely to de velop cardiovascular disease. Compared with people who said they never napped, those who reported nap ping up to 30 minutes were 11% more likely to develop cardiovascular disease. The risk increased by 23% if naps lasted longer than 30 minutes.
