Heavy rainfall to continue in NE till June 19 GUWAHATI, JUN 15 (AGENCIES): The India Meteorological Department (IMD) has said that heavy rainfall is expected to continue in the North East till June 19. A red alert has also been issued in parts of Assam and Meghalaya. “Widespread thundershowers very likely over Northeast India and adjoining Sub-Himalayan West Bengal and Sikkim during next 5 days,” the IMD said. Heavy rainfall is also likely over Nagaland and Manipur between June 15-18. Isolated extremely heavy rainfall also likely over Arunachal Pradesh and over Assam and Meghalaya during next 5 days, the weather department said.
Kma police issue traffic regulations
DIMAPUR, JUN 15 (NPN): Kohima police on Wednesday issued traffic regulations for heavy vehicles, which would be enforced with immediate effect till further order. In a press release, Sr.SP Kohima, Kevithuto Sophie stated that the traffic regulations have been issued in order to facilitate the smooth flow of traffic and ease traffic congestion in Kohima town. As per the new traffic regulation, entry of heavy vehicles into Kohima would be restricted from Khuzama inter-state police check gate from 7 a.m. till 7 p.m. Further, entry of heavy vehicles coming up towards Kohima from Dimapur side would be restricted from Chapru from 7 a.m. to 5 p.m. Entry of heavy vehicles into Kohima town would be restricted from Bye-Pass Traffic Police Booth from 8 a.m. till 6 p.m. while heavy vehicles would be restricted to ply in the Kohima town from 8 a.m. till 6 p.m.
Monsoon session likely from July 18 NEW DELHI, JUN 15 (PTI): The Monsoon session of Parliament is likely to commence from July 18, the day presidential poll will be held, and could conclude on August 12. Besides the presidential poll, the election for vicepresident’s post, will also be held during the session. The term of the vice president, who is also Chairman of Rajya Sabha, ends on August 10. This time secretary general of Rajya Sabha is the returning officer for the president’s election, while Secretary General Lok Sabha will be the returning officer for the vice president’s election.

NEW DELHI, JUN 15 (AGENCIES): Congress leader Rahul Gandhi has been summoned again on Friday by the Enforcement Directorate in a money laundering case linked to the National Herald newspaper. He has been questioned for nearly 30 hours since Monday, the first day of questioning. Gandhi was Wednesday questioned by the ED for the third straight day for about eight hours. The agency is seeking answers about his “personal role” in taking decisions with regard to the media organisation and its owner Young Indian. Meanwhile, amid the Congress’ protest against the BJP and Enforcement Directorate for “implicating” Rahul Gandhi in a money laundering case, senior Congress leaders Wednesday alleged that the Delhi Police forcibly entered the AICC Headquarters in New Delhi and thrashed the party workers. Several Congress members alleged they were not allowed to reach the office and
participate in the protest.
“They entered the Congress office and detained and manhandled workers and leaders... Democracy has been crushed under bulldozer,” Congress chief spokesperson Randeep Singh Surjewala said. Surjewala condemned the incident and demanded an FIR against guilty police officials and their suspension. “Today, Delhi Police forcibly entered the HQ of India’s oldest political party. As they burst the doors open to the AICC HQ, they trampled upon the democracy our forefathers fought and gave their lives for. BJP has truly killed Indian democracy. It doesn’t get darker than this,” Congress General Secretary KC Venugopal said in a tweet. Delhi Police DCP Amrutha Guguloth has denied entering the party office premises. “No such incident took place,” the DCP said in response to queries on the incident.
In the past two days, the Delhi Police detained over 250-450 Congress leaders and workers for illegal assembly and violating police orders. Section 144 CrPC has been imposed in the area.

EC announces Presidential election schedule NEW DELHI, JUN 15 (PTI): The process to file nominations for the presidential election began on Wednesday with the Election Commission (EC) issuing a notification calling upon the electors to fill the vacancy. The election is scheduled to be held on July 18. The nomination process began on a day when various opposition parties held a meeting in Delhi to decide on a presidential candidate. The nominations can be filed till June 29 and the scrutiny of the papers will take place on June 30. July 2 has been decided as the last date of withdrawing from the electoral battle, the poll panel stated. The counting will be held here on July 21. The term of incumbent President Ram Nath Kovind ends on July 24.

NASSA stir: Parl panel intervenes Correspondent
KOHIMA, JUN 15 (NPN): Eight-member Parliamentary committee on Wednesday held a meeting with Nagaland Assembly Secretariat Staff Association (NASSA) and Joint Action Committee (JAC), which had been protesting against the appointment of Dr. PJ Antony (a retired officer) as administrative head of the department and arbitrary amendment of service rules, for almost two weeks now. The panel headed by Chotisuh Sazo, MLA (former speaker) as convenor, has seven other members, ministers-- Metsubo Jamir, Tongpang Ozukum; advisors H Khehovi Yeputhomi, Mhathung Yanthan, KT Sukhalu, Medo Yhokha and Dr. Imtiwapang, MLA. According to sources, the panel requested NASSA to keep the stir in abeyance and resume work. However, the agitating bodies said they were now mainly on the
lookout to prevent Dr. Anthony from entering the assembly complex. The panel reportedly assured NASSA that it would not let Antony enter the NLA complex until everything was resolved. The committee further assured the two bodies that it would
soon hold another meeting with them. HC hearing on June 21: Meanwhile, Gauhati High Court Kohima Bench heard the petition filed by NASSA on Wednesday. HC fixed the next hearing for June 21.
Cancel service extension of Antony, demands NSF Naga Students’ Federation (NSF) has sought immediate intervention of the NLA speaker to ensure that the notification extending the service length of Dr. PJ Antony was rescinded without further delay. In a letter to the speaker, NSF vice president Atokiho Sumi and secretary education Medovi Rhi objected to the extension of Antony’s service as principal secretary of the NLA secretariat. NSF stated that the promotion accorded to him as the head of department, despite him being a superannuated Central government employee was “truly
unfortunate”, which it said needed to be rectified without any delay. NSF stated that if his service was “so deemed indispensable”, an alternative arrangement (either in the capacity of a consultant or otherwise) to retain his service should be the way forward and not the present arrangement NSF alleged that the officer in question had been overriding the ban imposed by the State government on extension of service and reemployment of government servants who had attained the age of superannuation on completion of 35 of service or otherwise.
ED has become a political tool, says NPCC DIMAPUR, JUN 15 (NPN): As Rahul Gandhi was being grilled by the Enforcement Directorate (ED) for the third consecutive day Wednesday, the Nagaland Pradesh Congress Committee (NPCC) Wednesday accused the ED of being a political tool of the Modi government. ED has asked Congress leader Rahul Gandhi to appear for the fourth time on Friday. Addressing a press conference Wednesday, NPCC president K Therie expressed anguish at the “continued harassment” of Rahul Gandhi by ED and also condemned the attitude and actions of the agency. He said ED was
only trying to find faults with Rahul but despite over 25 hours, the agency has not been able to do so. Therie claimed that even ECI had previously maintained that the allegations against the Gandhis were false and left the matter there. However, Therie said the ED, at the instance of the BJP government, was questioning Congress president Sonia Gandhi and Rahul Gandhi, who fell under the ambit of Sec-25 ‘Not for Profit’ company. He said the Gandhis were targeted “because they are spirited democratic leaders questioning the wrongs of
Prime Minister Modi and his Government.” Therie expressed strong condemnation of the BJP-led NDA government at the Centre for the continued attacks on opposition leaders by using government agencies. He asserted that the use of government agencies against any leader questioning the government “amounts to Legal Terroranother face of Fascism.” Therie said that while ED accused Rahul Gandhi of non-cooperation, the agency would get the same answers since there was no guilt. Single-use plastic ban: DTFs to conduct extensive market survey DIMAPUR, JUN 15 (NPN): As the date of enforcing ban on single-use plastic across the state draws closer, the Special Task Force (STF) on Plastic Waste Management (Amendment) Rules 2021 and elimination of Single-Use Plastic (SUP) has decided that the District Task Force (DTFs) would conduct extensive market survey for assessment of availability of SUPs in the market. According to a DIPR report, the STF, which held its first meeting on June 2, 2022 under the chairmanship of the chief secretary, J Alam, discussed the need to conduct extensive survey
for identified SUP waste generation. It may be mentioned that manufacture, import, stocking, distribution, sale, and use of single-use plastic including polystyrene and expanded polystyrene, commodities would be prohibited from July 1, 2022. At the meeting, the members suggested that shops, vendors and commercial establishments keep two separate bins for segregation of waste at source. In the regard, the chief secretary stressed on the need to update waste collection system. He suggested that separate trucks or trucks with separate containers/ chambers to be used for
waste collection. The house decided that each town/ULB have its own action plan according to its need and situation. On the issue of checking and inspection, the chief secretar y reminded the house that intensifying inspection and monitoring of stockist and vendors of identified SUP should be carried out stringently. He, however, said that they should avoid harassments vendors. Further, the house decided that penalties on traders/vendors dealing with non-permitted plastics would be levied and collected on the spot. For systematic identification and monitoring of
SUPs, it was agreed that booklets along with samples of banned items would be sent to all ULBs and DTFs for ready reference. The house agreed that due significance should be given to encourage the practice of carrying own bags while shopping and also promote use of jute bags. In this regard, the suggestions were made to tie up with telecom service providers to serve reminders in the form of SMS, flash message etc. to encourage shoppers to carry their own bags while shopping. The meeting agreed that tea stalls should use only stainless steel, glass,
paper cups, earthen cups or any other permissible material other than plastic. State chief secretary suggested allotting selling points at the entrance of markets for sale of plastic bags alternatives. The meeting decided that departments of urban development, municipal affairs and rural development formulate its own working plan and bring forth the same for discussion and approval. Earlier, Nagaland Pollution Control Board presented the draft comprehensive action plan on elimination of SUP and discussions were made point wise on the action plan.
NEW DELHI, JUN 15 (PTI): The Union Cabinet has approved the auction of airwaves capable of offering fifth-generation or 5G telecom services including ultra high-speed internet, and gave its nod for setting up of captive 5G networks by the big tech firms. The auction of over 72 GHz of the spectrum will be held by July-end, said an official statement detailing the decision taken by the Union Cabinet headed by Prime Minister Narendra Modi, at its meeting held on June 14. Spectrum auction will commence on July 26. Sources told PTI that the Cabinet has approved 5G auctions at
reserve prices recommended by sector regulator Telecom Regulatory Authority of India (TRAI). TRAI had earlier recommended about a 39 per cent reduction in the reserve or floor price for the sale of 5G spectrum for mobile services. While the 5G spectrum in nine frequency bands will be auctioned to telecom operators like Bharti Airtel and Reliance Jio, the Notice Inviting Applications -- bid-related document issued by DoT -- said big tech firms for the time being will be allowed to take the 5G spectrum for their captive non-public network, on lease from the telecom companies.
Home ministry to give priority to ‘Agniveers’ for jobs in CAPFs, AR NEW DELHI, JUN 15 (PTI): ‘Agniveers’, soldiers recruited in the Army, Navy and the Air Force on shortterm contract under a special ‘Agnipath’ scheme, will get priority in recruitment to the central armed police forces (CAPFs) and the Assam Rifles, the Union Home Ministry announced on Wednesday, June 15. It said that those who complete four years of service under the scheme will be given priority in the recruitment process. The government had, on Tuesday, unveiled the transformative scheme in a major overhaul of the
decades-old selection process to bring in fitter and younger troops to deal with future security challenges facing the nation. Under the scheme, around 46,000 soldiers will be recruited this year between the ages of 17-anda-half and 21 years into the three services, the defence ministry said. In a tweet, Union Home Minister Amit Shah’s office on Wednesday said the Agnipath scheme is a visionary and welcome decision by Prime Minister Narendra Modi for a bright future of the country’s youth. DIMAPUR: The deputy commissioner (DC) Kohima, Shanavas C said one of the responsibilities of the District Planning and Development Board (DPDB) was to efficiently discharge government activities across the district. According to a DIPR report, the newly appointed DC and vice chairman Kohima DPDB was addressing the monthly DPDB meeting on Wednesday, in the conference hall of the DPDB Kohima. The meeting was held under the chairmanship of chairman DPDB Kohima, Keneizakho Nakhro, MLA. Shanavas maintained that DPDB was a platform which has a “bigger meaning” in discharging government activities in the district. Kohima being the state capital, he said the district activities are more visible to many of the districts and
requested the members to note the importance of the platform and participate regularly in the meeting. In government sector, the DC said all government activities need convergence of the departments for the successful implementation of the program. He then requested the departments to share their respective ongoing, challenges and proposed activities in the DPDB so as to have a fast delivery mechanism. Reviewing the last DPDB minutes in regard to registration of Asain Christian School, the house decided to recommend the matter to the government based on the report submitted by the sub-committee for spot verification on the feasibility for opening the school as entrusted by the board in the last meeting. In this connection, the DC also reminded the con-
cerned department to be cautioned on any proposal for opening of new school in the district stating that mushrooming of private schools have been at large specially in Kohima and Dimapur districts, which needs to be discouraged. On the agenda for registration of Alumni Kohima College Association, the house referred the matter to the committee for verification and to submit the report to take up in the next meeting. On Village Adoption Committee (VACs) 2022 - 2023, the DC said the purpose of the committee was to adopt one village or wards in each constituency under the district to assist and address issues in whatever ways possible by the committee members and further requested the committees to initiate the activities. The constitution of VACs 2022 to 2023 was read out by DPO and member secretary DPDB Kohima during the meeting while Chief Medical Officer (CMO) Kohima volunteered to present its departmental activities in the next DPDB meeting. The meeting was also attended by advisor Urban Development, Municipal Affairs and Smart City, Dr. Neikiesalie Nicky Kire.

He however lamented that among many communities, the Lotha community did not give priority to the Lotha language and that even at home, parents and children communicated either in English or Nagamese which he said, was not a good trend. Yathan reminded that losing the language would lead to loss of identity and said students excelling in Lotha subject was a proud moment for the Lotha community. He also mentioned that Wokha district HSLC results were declining each year and during the DPDB meeting, it was decided to have a brainstorming session very soon. RS Guraya, expressed confidence that the new change would bring new and vigorous confidence in the Indian army making it more stronger and capable. Briefing the media persons about the key features of the scheme at Rangapahar Military Station here on Wednesday, Maj Gen Guraya highlighted the benefits of scheme for armed forces, individuals and the nation and eligibility. Even with the implementation of the scheme, he stated that the army will continue to retain the rich legacy, history, traditional, military values and cultural based on the cohesiveness, comradery spirit and the honour code “Nam, Namak aur Nishan”. Naga ethos was limited to the idea that ideas were formed on the basis of practice and observation and that Nagas had a strong belief that experience and practice comes before learning. Dr. Zavise added that Nagas followed a philosophy where experience preceded ideas and accordingly, children were guided by the reality of the real world and that philosophy of foundational learning forms the basis of all future learning experiences. He infor med that NEP 2020 was committed to promoting tribal knowledge, indigenous ways of learning and to introduce specific courses in tribal ethno-medicinal practices,
natural farming, etc. He observed that the moder n education system required its own basis founded on “our own culture, tradition and values practiced by our own people.” He opined that the education in Nagaland should be firmly built around its own social and traditional practices. Former SCERT director, Vipralhou Kesiezie said traditional knowledge refers to traditional ways of life and sustenance of their subsistence. He pointed out that i n d i ge n o u s e d u c a t i o n strengthened cultural identity & continuity, customary laws & customary governance systems and restores a key role for the elders. Kesiezie said although Nagas did not have written records of their history, culture and tradition, everything was passed down through word of mouth. He further pointed out that despite the absence of modern education, Nagas survived this far, based on tested primitive ways of life.

As part of an initial pilot over a three-month period, Mon DC office informed that four health centres in Mon were solar powered with co-funding from the local elected members. Building on the success of this effort, the current project has integrated solar energy solutions and efficient medical equipment across 55 healthcare facilities in the Mon district. The release said the initiative was directly in line with the Nagaland National Health Mission’s commitment to ensuring timely health services to people in rural, remote and under-served regions across the state. DC Mon office stated that communities in Mon district face challenges of difficult terrain, remoteness, vulnerability to climate risks and natural disasters.
It said the communities would greatly benefit from solar energy that can power critical healthcare services including immunization, maternal care, deliveries, diagnostics and contribute to increasing monitoring and vaccination that can curtail the spread of COVID 19. Being part of the programme from inception, DC Mon, Thavaseelan K said the district was grateful to SELCO Foundation and Crypto Relief for providing integrated solar energy solutions at 55 Health Units including the District Hospital at a cost of approximately Rs 2.86 crores. GUWAHATI, JUN 15 (PTI): Fresh landslides were reported from various parts of Guwahati for the second consecutive day on Wednesday amid incessant rainfall, which also led to heavy waterlogging in most parts of the city, officials said. There was no report of any fresh casualty during the day. The state has registered 42 deaths due to floods and landslides this year, including the four who were buried under a huge mass of earth in Boragaon area on Tuesday. An official of Assam State Disaster Management Authority (ASDMA) told PTI that debris pileup caused by landslides have blocked thoroughfares in Geetanagar, Sonapur, Kalapahar and Nijarapar areas. NEW DELHI, JUN 15 (PTI): As monsoon rain pummelled the Northeast, Cherrapunji in Meghalaya recorded a massive 811.6 mm of rainfall in 24 hours ending 8.30 am on Wednesday, the highest in June since 1995, the India Meteorological Department (IMD) said. At an aerial distance of 10 km from Cherrapunji, Mawsynram, the wettest place in India, gauged 710.6 mm of rainfall in the same period, the maximum since June 1966. One of the wettest places in the world, Cherrapunji has recorded more than 750 mm of precipita-tion on a June day on 10 occasions since the IMD started keeping records, the IMD data showed. On June 16, 1995, the town nestled in the East Khasi Hills gauged 1563.3 mm of rainfall. A day before, on June 15, 1995, it received 930 mm of precipitation. On June 10, 1966, Mawsynram had recorded 717.6 mm of rainfall. On June 7, 1966, it had received

SHILLONG, JUN 15: A new species of thickthumbed bat discovered by an Indian zoologist Dr. Uttam Saikia in the forests of Meghalaya has been christened Glischropus meghalayanus in honour of the State which is celebrating its 50th statehood year. The present discovery is the first report of a thick-thumbed bat from India and also from South Asia. Saikia, a scientist from the Zoological Survey of India, along with two other European bat taxono-mists Dr Gabor Csorba of Hungarian Natural History Museum and Dr Manuel Ruedi of Natural Histo-ry Museum of Geneva, reported this new species from a bamboo forest near Lailad village in Ri-Bhoi district, adjoining Nongkhyllem Wildlife Sanctuary. “This genus Glischropus (thick thumbed bat) is the first report from South Asia; the only new discovery from India in over a decade. There is always
possibility of new (Bat) species from Meghalaya and the north eastern states,” Saikia said.. “The discovery of Glischropus meghalayanus from a forest patch adjacent to Nongkhyllem Wildlife Sanctuary from where another specialized bamboo- dwelling species (Eudiscopus denticulus) was reported recently also underscore the importance of the area from a conservation point of view,” the Zooligist underscored.

NEW DELHI, JUN 15 (PTI): The CBI has s u m m o n e d Tr i n a m o o l Congress MLA Saokat Molla for questioning in a case of alleged coal theft from the mines of the Eastern Coalfields Ltd in West Bengal, officials said on Wednesday. The CBI asked Molla, an MLA from Canning Purba constituency, to appear for questioning at its office in Kolkata on Wednesday to answer questions pertaining to alleged theft and payments made thereof, they said. A team of the central investigating agency had interrogated Trinamool Congress MP Abhishek Banerjee’s wife at their residence for over seven h o u r s o n Tu e s d ay i n connection with the alleged coal pilferage scam. This was the second time that the CBI had interrogated her in connection with the case. She was interrogated for the first time in February 2021. The CBI had registered an FIR in November 2020 against the alleged kingpin of the pilferage racket, Anup Manjhi alias Lala, ECL general managers Amit Kumar Dhar and Jayesh Chandra Rai, ECL security chief Tanmay Das, Kunustoria area security inspector Dhananjay Rai and Kajor area security in-charge Debashish Mukherjee.

eports of surge in covid-19 cases across the world only heighten suspicions that there is no protection against the rampaging and mutating virus. Of course medical science does not accept such an eventuality but at the same time, cannot fully explain the phenomenon of re-infections taking place. Re-infection with the virus that causes COVID-19 means a person was infected, recovered, and then later became infected again. The reason why medical science is still unable to get a grip on the virus is because there is still a lot to be known about covid-19. It used to be explained that when a person got infected with covid-19 (before vaccination was developed) and if that person survived then he/she would have developed anti-bodies which would serve as protective shield in future against the virus. However, even those who are vaccinated, boosted, and previously infected—are again testing positive as Omicron relatives like BA.2 and BA.2.12.1 circulate throughout the country. Viruses are constantly changing, including the virus that causes COVID-19. These changes can lead to the emergence of variants (new strains of the virus) that can increase the risk of re-infection. After recovering from COVID-19, most individuals will have some protection from repeat infections. However, reinfections do occur after COVID-19. By now, it is apparent that anyone can get COVID-19 - the vaccinated and unvaccinated, those who have had it already and those who haven’t. Both COVID-19 vaccinations and prior disease provide some protection against future illnesses, but they’re better at preventing severe disease than infection, says Dr. Rachel Presti, medical director of the Infectious Disease Clinical Research Unit at the Washington University School of Medicine in St. Louis. Medical science is still learning more about these re-infections. Ongoing studies of COVID-19 are helping the world more and more even as the virus continues to mutate. As explained by epidemiologists, people with immune problems are at a higher risk for COVID-19 re-infection than the general public. Re-infections hint that immunity against COVID-19 may be fragile and wane relatively quickly, with implications not just for the risks facing recovered patients, but also for how long future vaccines might protect people. COVID-19 vaccines continue to be highly effective in protecting against severe illness. Vaccines are recommended for all people 5 years or older, including people who have been infected before.Unlike viruses like measles, which strike once and leave behind lifelong immunity, SARS-CoV-2 has proven that it’s capable of re-infecting people since at least the summer of 2020. The U.S. Centers for Disease Control and Prevention recently warned that people who have had COVID-19 around 60% of the U.S. population, by the agency’s estimates-should not assume they won’t get sick again. The rise in the number of daily Covid cases that India has been reporting over the past few days should not be a cause for panic, said top health experts, while dismissing fears of the emergence of any new variant of the virus. AIIMS chief Dr Randeep Guleria cited poor turnout for booster doses and non-adherence of Covidappropriate behaviour as the top reasons behind the spike. That may be true in general but certainly more investigation is needed since, despite having taken booster doses and adhering to covid protocols, reinfections have taken place.Certainly, a lot of answers are forthcoming on why these are happening.

We all have those times when there are no flashes of light and no apparent thrill to life, where we experience nothing but the daily routine with its common everyday tasks. The routine of life is actually God’s way of saving us between our times of great inspiration which come from Him. Don’t always expect God to give you His thrilling moments, but learn to live in those common times of the drudgery of life by the power of God. It is difficult for us to do the “adding” that Peter mentioned here. We say we do not expect God to take us to heaven on flowery beds of ease, and yet we act as if we do! I must realize that my obedience even in the smallest detail of life has all of the omnipotent power of the grace of God behind it. If I will do my duty, not for duty’s sake but because I believe God is engineering my circumstances, then at the very point of my obedience all of the magnificent grace of God is mine through the glorious atonement by the Cross of Christ.

The sight of the blind suffering is the spring of the deepest emotion.” It is shocking and surprising to see how brutal and low a man can get in their life. The dark shadow of a Murder of the Great Indian Hornbill is bound to haunt murderers, their supporters and silent witness to the murder (those heartless villagers who were present at the scene of crime) whole their life but also to a people like me who became disturbed and devastated for a moment seeing the naked celebration of insane cruelty to a beautiful Bird. The video of brutal abuse of the Great Indian Hornbill Bird (designated as endangered bird), who is not only a pride of Nagaland but also the entire India, shaken the conscience of humanity. In video, as I have seen, he was painfully stretched, hold tight, abused and brutally beaten. If you can see the video, you may observe the pain and suffering Hornbill was going through in his torturous ordeal in the hands of his murderers. That entire gory scene, compel me to inquire into the mind of all those people who were actively participating in the CRIME. What could have been their motivation to brutally assault a helpless Bird? What made them so violent? Did Bird assault them? Did bird arrive in
their homes, their fields with Guns and Swords? Did Bird abuse them or their family members with swear words? What instigated their anger? My friend in Germany, who is a noted Psychiatrist once told me that the acts of cruelty to animals are symptomatic of a deep mental disturbance. Research in psychology and criminology shows that people who commit acts of cruelty to animals do not stop there—many of them move on to their fellow humans. Murderers often start out by killing and torturing animals as kids and continue their gory fascination for the same as adults. She was trying to discover the seeds of potential human killers in the actions of Men and Women who tortured animals to death. Can we all recall the murder of pregnant Elephant after she ate pineapple filled with firecrackers? In 2018, a horrific tale of animal abuse surfaced when it was reported that 4 men allegedly gang-raped a male dog in Mumbai. Also, an animal abuse video went viral after a group of men were seen torturing a dolphin on camera. On July 29, 2018 a news surfaced as to the rape of pregnant goat by 8 men in Haryana, on May 18, 2018 Hyderabad was shocked to read that 100 stray dogs were culled and dumped in a forest area in Kongara, on January 12, 2018 Eleven monkeys were found killed near the National Highway-8, about 66 km from Jaipur, in Rajasthan. Forest officials said they were beaten with sticks and then splashed with an abrasive chemical, probably an acid. There have been many incidents of animal cruelty
that came on surface in the media. The first question that comes instinctively is why would someone inflict such pain on a helpless and harmless animal? A study on childhood experiences of psychopaths by Marshall and Cooke revealed two distinct factors — familial and societal — both of which were highly correlated with adult psychopathy scores. These results indicate a connection between the experiences psychopaths have in childhood, and their influence on the adult outcome. Robert Agnew explained in the article “The Causes of Animal Abuse — A Social-Psychological Analysis”, published in the journal Theoretical Criminology, that the first cause is ignorance about the abusive consequences of our behaviour for animals, the belief that abuse is justified, and the perception that abuse is personally beneficial. Second, a set of factors including individual traits, like empathy, the individual’s socialisation, the individual’s level of strain or stress, level of social control, the nature of the animal under consideration, and the individual’s social position, together determine the behaviour of the abuser. Other studies have explained the third — and worst — reason. They enjoy hurting things — because it makes them feel good and powerful. They simply enjoy pain and violence. This group of people suffer from serious psychological problems that will probably not go away on their own. Psychological intervention is essential for them.

Hitting, shouting or incurring any type of violence against an animal without feeling is a very worrying trait in a person. Also, there have been cases wherein the observations made as to the dual nature of personalities of perpetrators, for e.g. a person who is very kind, caring and good to pet animals, shown visible tendency to become abusive, violent and ultra-cruel towards street and wild animals. The tendency to enact cruelty toward animals is closely linked to a mental illness. Such psychological pathologies seriously affect a person’s ability to feel and reason. Such people do not stop with animal abuse, but escalate their abusive behavior towards closely related people for e.g. Lovers, Parents, Friends, Husband/Wife/Children etc. There have been observations made that domestic violence or relationship abuse is closely related to intentional animal abuse tendency in Men. Law will make sure that they will not escape the punishment. However, what I personally feel is that, the culprits should be made to undergo mental health evaluation as well. Simply by observing the nature of crime, extent of involvement of the accused, nature of actions involved, emotions of accused towards the crime he/she committed, gravity of cruelty involved, visibility of abnormal tendencies, authorities can very well construct psychological picture of perpetrators which can help them to decide as to whether the perpetrators also need to be sent for mental evaluation. Even, after the court convicted the culprits charged in offences related to animal abuse and cruelty, they should also be regularly put under the supervision of highly trained mental health expert so that the ‘violent tendencies and their uncontrolled expressions’ can be dealt with the help of modern medical science. I think we have to understand certain things very clearly. Animals have emotions and they deserve right to life as much as we all do. Here, there is no reason to challenge the liberty of Man as to what to eat and what not to eat, but as there is an international consensus- even the animals and birds reared for food must be killed by inflicting as little pain as possible. The point is- treat Animals and Birds with human sensitivity whether they are systematically reared for food or they are wild creatures. The law of land must be respected and followed unquestionably. We have Wild Life Protection Act 1972, Prevention of Cruelty to Animals Act 1960, Sec. 428 & 429 of Indian Penal Code-which provides for punishment of all acts of cruelty such as killing, poisoning maim-
ing or rendering useless of animals. These legislations have been enacted to obviate unnecessary pain and suffering of animals and similar legislations continue to be enacted according to changing circumstances. Also, we have to understand that all these legislations are very much applicable to Nagaland and they do exist here to protect Animals and Birds. Moreover, The Constitution of India makes it the “duty of every citizen of India to protect and improve the natural environment, including forests, lakes, rivers and wildlife, and to have compassion for all living creatures.” This constitutional duty of animal protection is supplemented by the Directive Principle of State Policy under Article 48A which state that: The state shall endeavor to protect and improve the environment and to safeguard the forests and wildlife of the country. We have a mature legal system which reflects the collective conscience not only of all of us, but the entire world. However, what we need is a mature human mind. Sensitive and Sensible human being. Mankind has been around on this planet for more than Five to Seven Million years, and it is surprising that we have not learned anything. I have no hopes from the people of the past but since I believe in the Law of Evolution- I have firm conviction that the future generations will be better than us. NEW DELHI, JUN 15 (PTI): Government advisory panel NTAGI will meet on Thursday to review data on Covaxin and Corbevax vaccines for the 6-12 age group and also deliberate on reducing the gap between the second and precaution doses from the current nine to six months. The National Technical Advisory Group on Immunisation (NTAGI) will hold its meeting amid a fresh spike in COVID-19 cases in the country. Currently, those aged 12 years and above are vaccinated against COVID-19. The agenda for the NTAGI’s Standing Technical Sub-Committee (STSC) meeting includes discussion on a study by the

Considering programmatic challenges, it was decided that the matter would be discussed in the NTAGI’s STSC meeting for final recommendation.
SRINAGAR, JUN 15 (PTI): Two Lashkar-eTaiba (LeT) militants were killed in an encounter with security forces in Shopian district of Jammu and Kashmir on Wednesday, police said. The encounter broke out between the militants and security forces at Kanjiular in Shopian after the personnel launched a cordon and search operation in the area, they said. Inspector General of Police, Kashmir zone, Vijay Kumar said one of the slain militants was identified as Jan Mohammad Lone, who was allegedly involved in the recent killing of a bank manager, Vijay Kumar in Kulgam district, Jammu and Kashmir on June 2, 2022.

The Minister’s clarification came following the controversy over the circular issued by the Deputy Director for Pre-University Education Department (Bengaluru South). “Neither the Centre nor the state government have given instruction that knowledge of Hindi or English language is mandatory for students to take part in a tour programme to other states, as part of Azadi Ka Amrut Mahotsav (75 years of Independence),” Nagesh said in a tweet. The department will take disciplinary action against officials or staff responsible for creating confusion, he said. As part of the tour programme, a total of 50 students will be sent to Uttarakhand in a batch and as many students will be travelling from the northern state to Karnataka.

Exports rise 20.55% in May; trade deficit at record $24.29 bn
NEW DELHI, JUN 15 (PTI): India’s merchandise exports in May rose by 20.55 per cent to USD 38.94 billion, while the trade deficit ballooned to a record USD 24.29 billion, according to the government data released on Wednesday. Imports during May 2022 grew by 62.83 per cent to USD 63.22 billion, the data showed. The trade deficit stood at USD 6.53 billion in the same month last year. Cumulative exports in April-May 2022-23 rose by about 25 per cent to USD 78.72 billion. Imports in April-May 2022-23 increased 45.42 per cent to USD 123.41 billion. The trade deficit during the first two months of this fiscal widened to USD 44.69 billion against USD 21.82 billion in the year-ago period. Petroleum and crude oil imports during May 2022 surged 102.72 per cent to USD 19.2 billion. Coal, coke and briquettes imports jumped to USD 5.5 billion against USD 2 billion in May 2021. Gold imports increased to USD 6 billion during the month under review from USD 677 million in May 2021. Engineering goods ex-
ports in May increased by 12.65 per cent to USD 9.7 billion, while petroleum products exports grew by 60.87 per cent to USD 8.54 billion. Gems and jewellery exports stood at USD 3.22 billion in May compared to USD 2.96 billion in the same month last year. Exports of chemicals rose 17.35 per cent to USD 2.5 billion in May. Similarly, shipments of pharma and ready-made garments of all textiles grew by 10.28 per cent and 27.85 per cent to USD 2 billion and USD 1.41 billion, respectively. Export sectors that recorded negative growth in May include iron ore, cashew, handicrafts, plastics, carpet and spices. The commerce ministry said the estimated value of services import for May is USD 14.43 billion, exhibiting a positive growth of 45.01 per cent compared to USD 9.95 billion in the same month last year. “The estimated value of services imports for April-May 2022 is USD 28.48 billion exhibiting a positive growth of 45.52 per cent vis-a-vis April-May 2021 (USD 19.57 billion),” it added.
Ford resumes production at Tamil Nadu plant after strike since May 30 and the unit was operating in double shifts. ‘’Some employees have joined duty. About 100-150 of them. Others who were striking inside the factory have now come out of the unit and continue the strike outside...,’’ the official told PTI. Ford said the severance package would only be available to those employees who resume production from June 14 and support the company in completing the production schedule. The company said it has very limited export production left to complete and warned that if employees do not resume production from June 14, there is a ‘high likelihood’ that the company would be required to call off production of remaining export volumes and bring vehicle production to a close. Asked about the severance package, the union official said his colleagues were yet to take a call and were keen on discussions with the management for a better severance package. On the severance package offered to the employees, Ford said many of the employees are having ongoing queries about the severance

The union official said the employees were keen on getting a better severance package and taking up the matter with the management. ‘’Another meeting in the presence of the Deputy Commissioner of Labour along with the management and the employees has been fixed on June 20,’’ he said. According to Ford, the company has offered severance packages for approximately 115 days of gross wages for each completed year of service (of an employee) which was significantly higher than the statutory severance package. The cumulative package accounts to an ex gratia amount equivalent to 87 days of last drawn gross wages as on May 2022, a fixed Rs 50,000 for every completed year of service benefits equivalent to a lumpsum amount of Rs 2.40 lakh and current medical insurance coverage until March 2024.

NEW DELHI, JUN 15 (IANS): Bank of Baroda has hiked fixed deposit interest rates on domestic term deposits, including NRO and NRE Term Deposits, of below Rs 2 crore by up to 40 basis points. The new rates would be applicable with immediate effect. Interest rates have also been hiked on saving deposits of Rs 100 crore and above to less than Rs 200 crore and Rs 500 crore and above by 5-10 basis points. The upward revision in interest rates comes close on the heels of the RBI’s hike in repo rate by 50 basis points at its latest monetary policy review.

NEW DELHI, JUN 15 (PTI): Production at the Tamil Nadu factory belonging to auto major Ford has resumed after a section of employees consented to work after striking work since May 30 demanding a better severance package, officials said. While Ford India, the subsidiary of the United States car maker, said more than 300 people gave their consent to resuming production and the plant has resumed operation in double shifts from June 14, employees said only 100-150 of them (of the total about 2,600) have joined to commence work. In a statement to PTI, the company said, ‘’The Chennai plant has resumed operation in double shifts with effect from June 14. More than 300 people gave their consent to resuming production and it continues to increase.’’ ‘’For employees continuing to be on an illegal strike, a loss of pay as per the Certified Standing Orders has come into effect with effect from June 14,’’ Ford said. His next three attempts were all fouls and he finished with 85.85m in his sixth. Not since a 5-1 defeat at the hands of Scotland’s ‘Wembley Wizards’ in 1928 had England been beaten by four goals at home, but they were torn apart by Hungary in Wolverhampton and are now in real danger of being relegated from League A to the less glamorous second tier of European international football. Hungary had already beaten England 1-0 in Budapest 10 days ago and they went in front in the 16th minute at Molineux as Freiburg forward Roland Sallai controlled the ball on his thigh and volleyed in after a free-kick was nodded down. Sallai scored again 20 minutes from time before England collapsed, with Zsolt Nagy making it 3-0 from an emphatic strike. Home defender John Stones was sent off and then substitute Daniel Gazdag wrapped up a famous Hungarian triumph with a cool finish over goalkeeper Aaron Ramsdale. Remarkably, Hungary are the first
team to score four goals in an away match against England since the Hungarians themselves, with Ferenc Puskas starring, won 6-3 at Wembley in 1953. England have just two points from four games and defeat in their next match in Italy in September would condemn them to relegation to League B. “It was a night to forget but we’ve got to take it on the chin. We’ve got to move forward,” said England captain Harry Kane. “We are preparing for a big World Cup and that’s the most important thing. We’ll learn a lot from this camp.” Hungary are top of League A, Group 3, a point above Germany who leapfrogged Italy thanks to their thumping win over Roberto Mancini’s experimental side in Moenchengladbach. Joshua Kimmich’s close-range finish gave Germany an early lead and they doubled their advantage thanks to Ilkay Gundogan’s penalty in first-half stoppage time. Thomas Mueller fired in the third after the restart before Serge Gnabry set up Timo Werner to score two quick-fire goals midway through the second half. Italy had not conceded five goals in a game since a 6-1 defeat in Yugoslavia in
1957. The visitors pulled one back when 18-year-old FC Zurich striker Wilfried Gnonto scored 12 minutes from the end to become Italy’s youngest ever goalscorer. Alessandro Bastoni then further reduced the deficit in injury time but the result still allowed Germany to match their biggest ever win over Italy, recorded in 1939. “If we play like we did today, many teams will have a hard time against us,” said Gundogan.
Depay downs Wales
Meanwhile the Netherlands remain clear at the top of League A, Group 4 after beating Wales 3-2 in a dramatic finish in Rotterdam. Goals from Noa Lang and Cody Gakpo had the Dutch 2-0 up midway through the first half, but Brennan Johnson rapidly pulled one back. Gareth Bale then appeared to have salvaged a point for Wales when he converted a stoppagetime penalty, only for Memphis Depay to sweep in a 93rd-minute winner for the Dutch. The Netherlands are three points ahead of Belgium, who won 1-0 against Poland in Warsaw thanks to Michy Batshuayi’s early header.

NEW DELHI, JUN 15 (IANS): The Sports Authority of India has sanctioned the release of Rs 6.52 crore as ‘Out of Pocket Allowance’ (OPA) for 2189 Khelo India athletes (KIAs) across 21 disciplines, including para, for the months of April to June 2022. A financial assistance of Rs 6.28 lakhs is allocated for each residential athlete training at the ac-
credited academies as per the annual Khelo India scholarship scheme. That includes an out of pocket allowance of Rs 1.20 lakh. The OPA (Rs 1.20 lakh annually) is transferred directly to the athlete’s bank account, whereas the rest of the amount is spent on the athlete’s training, fooding, lodging and education at the Khelo India Academy where the athlete trains.
WOMEN’S IPL FROM 2023 MUMBAI, JUN 15 (IANS): The Board of Control for Cricket in India (BCCI) president Sourav Ganguly has said the roaring success of the IPL Media Rights e-auction (2023-27) was an indicator of the extremely strong foundation the sport of cricket has in the country, adding that the numbers should be the “biggest motivation for all the young players”. The richest cricket board in the world got richer when it sold the IPL Media Rights for an astronomical sum of Rs 48,390.32 crore, but Ganguly said that the sport was not about money but talent. “The game has never been just about money, it is about talent. The IPL e-auction just showed how strong the game is in our country. The numbers should be the biggest motivation for all the young players to take their ability and Team India to the highest level,” said Ganguly in a statement on BCCI. The successful bidders will now acquire the Media Rights from IPL Season 2023 to IPL Season 2027 for a cumulative figure of Rs 48,390.32 crore, subject to execution of documentation and completion of formalities as required by BCCI. BCCI secretary, Jay Shah said the latest round of auction had catapulted the IPL into the big league of global sport. He added that the money coming into the sport will help the game at the grassroots, adding that the Board was committed to the women’s IPL next year. “The whole idea is to balance cricket and commercial interests as BCCI is committed to developing sports in the country through cricket. The money we generate through media rights will ultimately benefit grassroots cricket in India and that is what ultimately matters. The BCCI is also committed to launching the Women’s IPL in 2023 apart from creating maximum opportunities for the growth of women’s cricket in the country.
