State Covid-19 caseload breaches 32k-mark; 2 dead D I M A P U R , N OV 1 5 (NPN): Nagaland Covid-19 cumulative caseload crossed the 32,000 mark after 17 fresh cases were reported while two more patients succumbed to the infection. Of the fresh cases, 12 were from Dimapur, four in Mokokchung and one in Zunheboto, taking the total caseload to 32014. With two more fatalities reported in Kohima, the death toll rose to 694 (including 16 non-Covid deaths but with positivity). PTI: India’s Covid tally rose to 3,44,47,536 with 10,229 more people testing positive, while the death toll reached 4,63,655 after 125 new fatalities were reported, the Health ministry stated.
DRDA Kohima employees call for office shutdown
D I M A P U R , N OV 1 5 ( N P N ) : E m p l oye e s o f DRDA Kohima, who claim to have not been receiving salaries and wages since February 2021, have called for a “total shutdown of office”. Employees of DRDA Kohima, in a press release issued through deputy project director, said that the matter has been communicated to higher authority several times in the form of appraisal and representations. However, the employees said that they have not received any response from the department (rural development). The aggrieved employees, therefore, said they arrived at a decision to call for a “total shutdown of office” with effect from November 16 in protest against nonpayment of salary for the past nine months. The employees affirmed that the agitation would continue until all the pending salaries and wages were cleared in full. They also expressed regret for inconveniences caused to the general public in transaction of official matters.
SARFAESI Act won’t clash with Art. 371 A, says Kronu
KOHIMA, NOV 15: Despite opposition from the Nagaland Bar Association (NBA) on implementation of the SARFAESI Act, 2002, minister for planning & coordination, land revenue and parliamentary affairs Neiba Kronu on Monday informed that the state government will be tabling the SARFAESI Act, 2002 in the forthcoming Assembly session, scheduled to be held from November 25 and subsequently bring in state land laws to limit auction of confiscated properties of borrowers in Nagaland to locals. Speaking to media persons on the sidelines of a programme here, Kronu said after thorough deliberations on the implication of the SARFAESI Act, 2002 to the provisions of Article 371(A) of the Constitution and also taking the opinion of the Advocate General of Nagaland through video conference, the Committee decided to table it in the next Assembly. The decision was taken at a meeting of the Assembly (NLA) select committee on SARFAESI Act, 2002 on
Monday, headed by chief minister Rio Neiphiu Rio and also attended by NPF leader TR Zeliang and chief secretary, J Alam.
Govt to table SARFAESI Act in Assembly On potential conflict of the SARFAESI Act with Art. 371 (A), Kronu said the issue was examined and assured that land would be protected. “We have thoroughly studied whether the Act and Article 371(A) will clash and it is clear (it won’t)”, he said. He said banks might confiscate land, but they would not be allowed to sell it to outsiders. It is a central Act and even the court cannot interfere if the property is confiscated by the bank, “but we will have our own land law so that the mortgaged property is not allowed to be sold to outsiders,” he said. Asked on the proposed Land Laws of the State, the minister said the Land Reve-
nue department was working hard to have “our own land law as the State cannot continue using the Assam Land Laws.” The government has given two months time to the Land Revenue department. The State Assembly on February 15 referred the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest (SARFAESI) Act, 2002 to the select committee, contending that provisions of the legislation were in conflict to Art. 371A, which says that no act of Parliament shall come into effect in Nagaland without the assembly adopting it. Asked if the government would amend/add a clause on safeguarding the land and property in the Act, Kronu said being a central Act it cannot be amended by the State but “even if it is there it won’t affect our land and economy”. He asserted that the State Level Bankers Committee has agreed to the letter of the state government that the confiscated land and property should not be sold to the outsiders. (Correspondent/PTI)

Centre to disburse ₹95,082 crore to States Spl. Correspondent
NEW DELHI, NOV 15 (NPN): Union Minister for Finance Nirmala Sitharaman on Monday said the Centre would release Rs 95,082 crore as tax devolution to the states this month after including one advance instalment to help them push their capital expenditure. After a meeting with Chief Ministers and Finance Ministers of all states/ Lt Governors of UTs via virtual conference, Sitharaman said states had said that it would be helpful for them if the tax devolution is front loaded. “I have suggested the Finance Secretary that on November 22 instead of normal Rs 47,541 crore, the states be given one more instalment. So Rs 95,082 crore will be given to states on November 22,” Sitharaman told reporters. So, with this, states would have more money in their hands so that they can consider spending it for infrastructure creation, she added.

The central investigating agency is waiting for the final orders before it takes over the case, Republic TV reported Meanwhile, Assam Rifles and Manipur police have reportedly apprehended two militants on Monday. As per reports, the suspected militants belonging to PLA have been handed over to state police for further investigation.

In her opening remarks, Finance Minister emphasized that the economy has been growing signif-
icantly post the second wave of pandemic and indicators such as imports, exports, PMI manufacturing, digital payments, etc. have already reached pre-pandemic levels. Sitharaman highlighted that with favourable international perception of India’s growth and in light of the structural, sectoral & financial, reforms undertaken by Government of India, global and domestic investors are upbeat about the investment attractiveness of the country. She said that states should leverage this opportunity to scale up investments and growth. The Finance Minister also said that the Centre has taken concrete steps to increase capital spending and drive an infrastructure and investment-led growth. She further emphasized that since in many cases land is one of the major bottlenecks for project on-grounding, states must contrive to smoothen land acquisition procedures. She also urged the states to strengthen their urban local bodies (ULBs) in light of the fact that there
has been decidedly a larger allocation to ULBs than earlier and are increasingly been encouraged to pursue resource mobilization. The Finance Minister said that she was looking forward to listening from states and understand their ideas and plans in the direction of investment enhancement. Sitharaman said that the recently launched National Monetization Pipeline includes only Central government assets and State assets have been out of its purview as of now.

KO H I M A , N OV 1 5 (NPN): With barely 15 days remaining for the 21st Hornbill Festival, Ao and Chang tribe members are busy erecting their respective morungs at Kisama. Morungs of the two tribes were gutted in a fire on November 11. However, while the Ao morung was completely gutted, the Chang morung was partially burnt. To catch up with rest of the tribal morungs, members of the two tribes are leaving no stone unturned to ensure that their respective morungs are ready before the start of the festival. Lego said that the rebels were taking the abductees to Myanmar, bordering the Longding district, when the operation was launched

According to Superintendent of Police V H Meena, Assam Rifles (AR) and Longding police, on learning about the abductions, launched a joint raid in various places, including Khogla village in Wakka circle of the district, around 8 am, and intercepted members of the insurgent group, asking them to surrender. “The insurgents, however, opened fire on the security personnel, injuring
one jawan. The soldiers and police personnel then retaliated, killing three members of the NSCN(K) Yung Aung faction on spot,” the SP explained. India allows quarantine-free entry for travellers from 99 countries NEW DELHI, NOV 15 (AGENCIES): India on Monday allowed fully vaccinated (with approved jabs) arrivals from 99 countries-- including US, UK, UAE, Qatar, France and Germany-- to travel quarantine-free in the country. The decision comes as the country allowed foreign tourists on non-charters. India had suspended tourist visas last March and resumed them from October 15 by allowing them in on charters. Apart from a Covid negative report within 72 hours of departure to India, travellers
from these 99 countries (called Category A) will also need to upload their fully vaccinated certificate on the Air Suvidha portal. “There are countries which have an agreement with India on mutual recognition of vaccination certificates of nationally recognised or WHO recognised vaccines. Similarly, there are countries which presently do not have such an agreement with India, but they exempt Indian citizens fully vaccinated with nationally recognised or WHO recognised vaccines. On the
basis of reciprocity, the travellers from all such countries which provide quarantine-free entry to Indians are allowed certain relaxations on arrival (Category A Countries),” say guidelines issued by the Union health ministry on November 11. Thailand open for Indian tourists
Tourists vaccinated against COVID-19 virus from more than 60 ‘low risk’ countries, including India, can now visit Thailand and do not have to quarantine in hotels, reports said. “As of now they can travel to Phuket, Samui Island and Krabi. These are all open to international tourists,” says Vachirachai Sirisumpan, Director, Tourism Authority of Thailand (TAT) New Delhi. Visa on arrival is back. We are looking forward to welcoming tourists from India to Thailand,” says Sirisumpan. “We are looking at reopening Pattaya, Chiang Mai and hopefully Bangkok as well. But only after over 60 per cent population is vaccinated,” he adds. However, travellers have to obtain the Thailand Pass, through the free-of-charge web-based Travel Pass System.

SAMD launches intensive fogging drive

DIMAPUR, NOV 15 (NPN): Shree Agarwal Mahasabha Dimapur (SAMD), on Monday launched intensive fogging drive at Dimapur Municipal Council (DMC) office in the presence of DMC, SAMD and chief medical office (CMO) staff. Addressing the gathering, SAMD president, Mahesh Agarwal stated that the intensive fogging drive was carried out to control the outbreak of dengue cases in Dimapur. He informed that the fogging would be carried out at localities under DMC jurisdiction and that priorities would be given to affected colonies. Mahesh added that they would coordinate with staff of CMO Dimapur and DMC. He also informed that the fogging would continue for 10 days and would try to cover as much

DLCC meeting held in Kiphire DIMAPUR: District Level Coordination Committee (DLCC) meeting with an aim to effective implement section 4, 5, 6 and 7 of COTPA Act 2003 conducted a meeting on November 11 in the conference hall of the deputy commissioner (DC), Kiphire. According to a DIPR report, the committee decided to form an enforcement team which would officially function as flying squad in the district. The team would visit shops from time to time and impose fines on defaulters. NTCP Kiphire, district nodal officer, Dr. N Moa Jamir informed that posters were pasted in all the offices and institutions to create awareness among the public. He also informed that the committee would select “tobacco free institutions” within the district and would be given certificates during the Statehood Day celebration on December 1.

KOHIMA: Kohima excise personnel manning excise check gate Peducha arrested one Md Islam Khan (23), resident of Thoubal, Manipur on charges of possessing assorted Indian-made foreign liquor (IMFL) on November 15. According to assistant commissioner of Excise (Zonal), Kohima, P Koi Khiamniungam, while conducting normal checking, the duty party signalled the truck bearing registration no. NL01L 6018 to stop and on searching, detected 600 cases of assorted IMFL sealed under 150 bags of salt.
On preliminary investigation, it was found that the consignment was loaded from 9th mile, Meghalaya and was to be delivered to Imphal, Manipur. In this connection, the accused was booked under relevant section of NLTP Act 89 and the case is under investigation. DIMAPUR: National Newborn Week (NNW) was launched across Nagaland on Monday. NNW which is observed from November 15-21 is aimed at raising awareness about the care of newborns on the theme, “safety, quality and nurturing care - birth right of every newborn”. Kohima: Under the aegis of National Health Mission (NHM), office of the chief medical officer (CMO, Kohima along with Naga Hospital Authority (NHAK) organised the launching programme of NNW. A press release from the CMO’s office informed
that while chairing the programme, NHAK pediatrician Dr. Avono Sophie said that NNW initiated by former prime minister Atal Bihari Vajpayee in 2000 was celebrated every year during to reinforce the importance of newborn health as a key priority. Neiba Kronu: Minister of planning and coordination, land revenue and parliamentary affairs, Neiba Kronu has expressed grief over the demise of Khuosatho Nyusou. In a condolence message, Kronu described late Khuosatho as a humble, dedicated and an inspiring leader who immensely rendered his service for the society in various capacities as a politician and a social worker. PMA: Pochury Mothers’ Association has expressed deep grief over the untimely demise of Khuosatho Nyusou who it said was a dynamic leader with outstanding leadership qualities and whose connection on the grassroots level was truly remarkable.

DIMAPUR: Tenyimi Students’ Union Dimapur (TSUD) has extended its support to the demand for upgrading Tseminyu subdivision to a full-fledged district. In a press release, TSUD president Vibozo Tetso and general secretary Idizeung Reunim said that the primary reason for the demand to upgrade Tseminyu as a separate district was “undeniably justified for administrative convenience and economic development of the Rengma people.” Stating that the Rengmas played a major role in the formation of the state and their contributions in this regard were well docu-
mented, TSUD reiterated its support for the formation of Tseminyu district. Addressing the gathering as chief guest, agricultural production commissioner (APC), Y Kikheto Sema said that although Nagaland was the second oldest state in NE, the state was not able to concentrate much on the socioeconomic development as leaders were focused on

He however added that by the grace of God and support and initiative rendered by citizens, Churches, organisations and leaders, there was now peace in the land for more than a decade. In this regard, Kikheto urged the gathering to take full advantage of it and to head towards bringing changes in the state.
Speaking on citizens of the state engaged in agricultural production for their livelihood, the APC informed that about 70% of the state’s population lived in rural areas, engaged in agri and allied activities. Out of the 70%, he informed that 73% of farmers were engaged in jhum and shifting cultivation, while only 27% were practicing wet terracing cultivation. While pointing out that they should not break away from traditional way of cultivation, Kikheto also said that farmers should not only depend on jhum and shifting cultivation but also focus on other valueadded cultivation. Agri and allied consisting of nine departments should come together to learn from each other and to boost production, he maintained. APC also briefed on the importance of postharvest management and requested the trainers to
provide proper training on it. Acknowledging the trainees, he said that they had taken up the right decision and urged the participants to take full advantage of the training. Delivering a short speech, programme coordinator, chief scientist, CSIR-CFTRI, Mysuru, Dr. Ng. Iboyaima Singh informed that the main objective of the training programme was to turn participants into entrepreneurs. IMPHAL, NOV 15: An MLA of the ruling BJP in Manipur has threatened police of lodging a complaint of breach of privilege with the Speaker of the Manipur Legislative Assembly. BJP MLA Tongbram Robindro of Thanga Assembly constituency in Bishnupur district alleged that the district SP has failed to comply with a complaint lodged by him three days ago. The non-compliance was enough to hurt his privilege as a legislator of the state. “I will write to the Speaker to take action against the district SP for breach of privilege as per rule,” he said. Three days ago, a lone woman (identified as N Mema Devi of Keibul Lamjao village) armed with a stick threatened to attack him while preventing the MLA from paying a visit to a house at Keibul Lamjao village. AGARTALA, NOV 15 (PTI): Two women journalists, arrested by Tripura police over their writings on the recent communal incidents which allegedly created a “sense of hatred between communities”, were granted bail by a magistrate’s court on Monday. Samriddhi Sakunia and Swarna Jha, journalists with HW News Network, were produced before the court of Chief Judicial Magistrate (CJM) of Gomati district Shubhra Nath, who granted them bail on bail bonds of Rs 7,500. They have been asked to mark their attendance at Kakrabon police station of the district on Tuesday before leaving the state. Presenting his arguments for bail, their advocate Pijush Biswas asserted there was no evidence that they spread communal hatred. “The charges made against the journalists are completely baseless. Police filed the case with mala fide intention,” he insisted. Biswas said his clients will move the Supreme Court for quashing the case. The duo was detained by Assam police in Karimganj district on Sunday, when they were on way to Silchar airport, at the request of Tripura police, and kept at a government-run shelter home for women. A senior Tripura police official had claimed the journalists planned to fly outside the state. Officials asked them to meet some police officers before leaving. The duo then started for Silchar in Assam without informing the authorities, prompting Tripura police to request their Assam counterparts to detain them. The official said the

GUWAHATI, NOV 15 (PTI): A tearful farewell was accorded to Suman Swargiary, an Assam Rifles personnel killed in a militant ambush in Manipur, at his residence in Assam’s Baksa district on Monday, with his inconsolable wife saluting the mortal remains for the final time amidst heartwrenching cries. The two-and-a-halfyear-old son of the couple lay flowers at his father’s coffin, oblivious of the grief and loss engulfing the family. The body of Swargiary reached Guwahati airport in the morning from Jorhat airport, where a military flight carrying the mortal remains of four Assam Rifles personnel and family members of one of them killed in the ambush on Saturday had remained overnight. The flight had to land at Jorhat airport on Sunday due to some technical issues while en route from Manipur’s capital Imphal to Guwahati, an Army spokesperson had said. The bodies of the other martyrs and the family members were flown onward to their respective destinations from Guwahati airport, while Swargiary’s was taken by road to his residence in Baksa, the spokesperson said.

Purandare, 99, an authority on the Maratha warrior king Chhatrapati Shivaji Maharaj, was admitted to the Deenanath Mangeshkar Hospital here in Maharashtra three days ago and was being treated for pneumonia. He breathed his last shortly after 5 am on Monday, a statement from the hospital said. Prime Minister Narendra Modi, Union Home Minister Amit Shah, RSS chief Mohan Bhagwat, and a host of other leaders expressed grief over the demise of Purandare and lauded his contribution in the fields of history and culture. NEW DELHI, NOV 15 (PTI): Centre on Monday allowed conducting postmortem after sunset in hospitals with adequate infrastructure, except in cases of homicide, suicide, rape, decomposed bodies and suspected foul play. Referring to the development, Union Health Minister Mansukh Mandaviya in a tweet in Hindi said, “An end to the system put in place by the British! Post-mortem can be conducted round-the-clock. In furtherance of Prime Minister Narendra Modi’s idea of good governance, the health ministry has decided that post-mortem can be conducted even after sunset in hospitals which have the facility to carry out the procedure at night.” “In response to the multiple references received by the Union Health Ministry from various sources and in line with the government’s commitment to promote ease of living by reducing burden imposed due to compliance to gov-

Strict action will be taken against perpetrators,” he said. Sharing pictures and videos on Facebook, Khurshid wrote, “I hoped to open these doors to my friends who have left this calling card. Two Delhi lawyers h ave f i l e d c o m p l a i n t s on Thursday with Delhi Police against Khurshid, for allegedly defaming and comparing Hinduism with terrorism in his book which was released last week. Advocate Vivek Garg in his complaint is seeking to file a case against Khurshid. The complaint alleges that senior Congress leader Salman Khurshid has compared Hindutva to radical terrorist groups like ISIS and Boko Haram. Meanwhile, advocate Vineet Jindal in his complaint said that the statement published in the said book is not only instigating and provoking but also stirring emotions among followers of the Hindu religion. Khurshid’s new book on the Ayodhya verdict was released last week. It explored the Apex Court’s landmark judgment on the Ayodhya dispute. Manipur ambush: Martyred colonel cremated RAIGARH, NOV 15 (PTI): Cries of ‘Jai Hind’ rend the air as a large number of people bid a final adieu to Colonel Viplav Tripathi, his wife and five-year-old son, who were killed in a militant attack in Manipur two days back, in their hometown Raigarh in Chhattisgarh on Monday. The last rites of the colonel were held with full military and state honours while his wife and son were cremated and buried, respectively. The atmosphere turned more sombre when the colonel’s grieving mother, Asha Tripathi (70), saluted the mortal remains of her son and chanted ‘Jai Hind’ after all his family members laid floral wreaths at coffins in the crematorium here. Colonel Tripathi, the Commanding Officer of Khuga Battalion of the Assam Rifles, his wife Anuja (36), son Abeer (5) along four personnel of the paramilitary force were killed in an ambush by militants in the northeastern state on Saturday. The mortal remains
were kept at the Ramleela ground for the public to pay homage and from there the funeral procession was taken out to the crematorium near the circuit house. Personnel of Assam Rifles paid floral tributes and accorded a Guard of Honour to the departed colonel. The mortal remains of Colonel Tripathi and his wife were consigned to flames while their son was buried at the crematorium.
The colonel’s younger brother, Anay Tripathi, who is also an Army officer and posted as Lieutenant Colonel in Shillong, lit the funeral pyre. Chhattisgarh Higher Education Minister Umesh Patel, Raigarh BJP MP Gomti Sai, MLS and senior officials also paid floral tributes to the martyred colonel, his wife and son. From ‘vaccine colonisation’ to ‘carbon colonisation’

A tough call
ost cases that involve crucial matters requiring enactment or implementation in Nagaland , have been stymied by various organizations. This has raised serious questions on whether the elected members lack political will when they seem to be satisfied with unending deliberations. Among many issue which are still on the government’s backburner, the Securitisation And Reconstruction of Financial Assets And Enforcement of Security Interest Act, 2002 (SARFAESI Act) is to meet its fate soon when the assembly convenes. The SARFAESI Act 2002 was enacted with the purpose for securitization and empowering banks and financial institutions to take possession of the securities and to sell them without the intervention of the court. Under the SARFAESI Act, a lender can take possession of the property or mortgaged assets after a 60day notice. The Act is applicable to home loans, loan against property and loan against collateral for micro small medium enterprises (MSMEs). Before this Act took effect, financial institutions had to take recourse to civil suits in the courts to recover their dues, which is a lengthy and time-consuming process. The BAN has been urging upon the government to enact the SARFAESI Act 2002 in order to provide much needed loans to local entrepreneurs for setting up businesses. It has been stated that many local entrepreneurs are unable to start their business ventures since commercial banks and lending institutions are not forthcoming in providing loans. On the other hand, banks are not willing to lend money since some local laws prevent them from obtaining full guarantee from borrowers. What the banks want is full guarantee for loans and this they can obtain through SARFAESI Act. As stated the Act enables banks to provide loans and when borrowers default, the mortgaged properties can be taken over after following the due process before auction. What has held up the credit flow from banks to the local entrepreneurs is due to non-enactment of the Act in Nagaland. This is where entrepreneurs notably the Business Association of Nagas(BAN), have pitched for tabling and passage of the Act in the state legislative assembly. BAN held the view that unless banks provide loans to entrepreneurs the economy of the state will continue to stagnate and also double unemployment and related social problems. BAN also said banks do not immediately take over mortgaged land and building but extend repayment period including easy installments. It also said even if mortgaged properties are to be auctioned, the state government may enact law to prevent ownership from being transferred to non-indigenous people. However, the Nagaland Bar Association(NBA) has expressed opposition against enactment of the Act in Nagaland. The reason so stated is that the Act will spell a death knell for Article 371A with regard to ownership of land. NBA maintained that loan recovery to fulfill banking norms for the economic interests of the proponents cannot be allowed to pave a destructive path where it will eventually spread its financial clout. NBA contended that the Act will surely mean dispossessing native of their lands in the event of loan default. NBA felt that collateral should not insist only on fixed properties and land but other assets. The Select Committee of the house will have to unambiguously decide on the matter through informed discussions in the interest of the future of the people of Nagaland.

It takes a long time to realize the danger of being an amateur providence, that is, interfering with God’s plan for others. You see someone suffering and say, “He will not suffer, and I will make sure that he doesn’t.” You put your hand right in front of God’s permissive will to stop it, and then God says, “What is that to you?” Is there stagnation in your spiritual life? Don’t allow it to continue, but get into God’s presence and find out the reason for it. You will possibly find it is because you have been interfering in the life of another— proposing things you had no right to propose, or advising when you had no right to advise. When you do have to give advice to another person, God will advise through you with the direct understanding of His Spirit. Your part is to maintain the right relationship with God so that His discernment can come through you continually for the purpose of blessing someone else. Most of us live only within the level of consciousness— consciously serving and consciously devoted to God. This shows immaturity and the fact that we’re not yet living the real Christian life. Maturity is produced in the life of a child of God on the unconscious level, until we become so totally surrendered to God that we are not even aware of being used by Him. When we are consciously aware of being used as broken bread and poured-out wine, we have yet another level to reach— a level where all awareness of ourselves and of what God is doing through us is completely eliminated. A saint is never consciously a saint— a saint is consciously dependent on God.

A
s the COP26 ended at Glasgow though an agreement was reached but without a definitive call on key issues like extending financial assistance to the countries that are solely dependent on fossil fuels and carbon market. The world we live continues to be dictated by the rich and powerful countries. One glaring example is that the wealthy countries emit enormous carbon into the atmosphere. A group of 22 countries including India – termed as “Like-Minded Developing Countries” (LMDC) – protested strongly against “carbon colonization” as the developed nations tried to enforce 1.5-degree Celsius warming limit. Is limiting the climate to 1.5 degree Celsius possible or feasible? The rich West say that invest on noncarbon energy and eliminate coal energy and thus foresee ‘phase out coal’ -- ‘coal is dead’ in the long-run. This is the tipping point for India and China – a death-knell for many countries. The LMDC group including India, China, Sri Lanka, Bangladesh, Pakistan, Bolivia and Indonesia termed the move as ‘carbon colonialism’ “Developed countries are pushing this narrative of 1.5 degrees Celsius hard. LMDC countries feel that the rich countries have failed by not extending financial assistance to the developing countries, but want the LMDC to agree 1.5 degrees Celsius.
The developed countries are the largest emitters of carbon at different levels, instead want the LMDC to follow 1.5 degrees Celsius which characterizes colonial tendencies. Gradually they are employing control mechanisms at global-South. We do not know what would happen in 2050. However, new ways of hegemonic control would come into play and be employed in a world contradiction where those countries especially the vulnerable countries that are not able to achieve net zero target by 2050, would be ethically and financially controlled. Rich and developed countries tend to promise many things, but do not live up to their promises, after which they extend apologies. Towards the reduction in carbon emission to 1.5 degrees Celsius without getting into the brass-tacks and translating the assurance given by developed and wealthier nations tantamount to betrayal. Pushing for 1.5 degrees Celsius by making the low-income and low-lying countries to agree to the document without promising any financial incentives shows the ploy of the wealthier countries harvesting oil and coal in their backyards is nothing but neo-colonial tendency. One thing is clear that the climate change is the greatest challenge in our time. Two weeks ago, when COP26 Summit began at Glasgow, there was immense hope and optimism, but
post-Summit posits that the vulnerable nations view the proceedings and the outcomes not promising but just bla, bla, bla. Everyone seemed to have agreed with the text, but have not gone far. This is the moment of truth, a moment of truth to us, to our children and grandchildren. Coal and fossil fuels have been the biggest challenges of our times. Nevertheless, many poorer nations use coal as the popular energy and livelihood source as many poorer countries live by it. These are the critical elements of the poorer countries hold on, but these have been watered down vis-à-vis mitigation, adaptation and facilitation. More financing for the developing countries should be promised because of the historical emissions that the global-North practiced and now asking the poor-South to agree to .1.5 degrees Celsius is absurd. Global-North is hitting at coal emissions by covering up its excessive use of oil and others energies. Undoubtedly, the use of coal by all means in the long-run should be phasedout, but as of now, is to be phased-down. This is the crux that the developing and those countries situated in the low-lying areas are arguing and voicing out. Insisting on 1.5 degrees by pushing the poor and developing countries is antithetical to climate justice. Further, LMDC group called the conference presidency not to adopt a “mitigation-centric approach” by keeping
1.5-degree Celsius goal as a “collective responsibility” of all nations in the Glasgow decision text and requested to remove paragraph om mitigation” in the revised text. Speaking on behalf of the LMDC group at a press conference, Diego Pacheco, Bolivia’s lead negotiator, said, “We request developed countries to achieve real reduction of emissions immediately and by 2030, within this decade. They cannot take targets very distant in the future … We as LMDC do not accept that this COP will be a scenario for transferring historical responsibility to the developing countries.” The member countries representing LMDC also expressed the need for higher mobilization of finance from the developed countries instead of trying to change the narrative towards mitigation.” There is no iota of doubt that the priorities of the rich-North and poor-South vary. Arriving at a meeting point is difficult but what is that agreeable based on the reality that these opposing views that echo their points of view. India being part of LMDC g roup opposed during the final plenary session that the draft failed to accommodate the concerns of the poor and developing countries because India exemplifies the bewildering complexity of climate mitigation efforts. India has a large number of people dependent on the
coal economy for job and 70% dependence on coal for energy needs. The grim reality is coal has large carbon footprints across the country and within the states. Transition from coal to some other non-emitting energy needs huge capital investments, technological transfer and technical know-how. Over and above, climate changes are also changing the political economy that includes industries like thermal power cement, iron and steel are the major economic players that many states are involved. And so, transition from coal not only affects allied industries it also can result in intense regional political pushbacks. In addition, over half of India’s population wants an escape route that too young millennials are tied down to agriculture and thus looking out for. But coronavirus has changed to an extent as there are some who are returning to agriculture. In such a context, India is gradually shifting towards promoting more and more small-scale manufacturing units. Demands for more airconditioners and cars on the rise. As a consequence, we see these contributing and adding to climate-negative. In view of drastic climatic changes, for the humanity to survive we need to go for clean technology which is a must. In reality poor and developing countries cannot expect the developed and rich countries financing for green technology and mitigating the emitting carbon
by way of financial aid. A lesion that the poor and developing countries learnt during severe coronavirus that the rich and developed countries behaved by securing more vaccine doses and in turn not at all concerned about many other countries who could not afford. Now, we are in a different proposition is that of climate mitigation. Lowincome countries and developing countries including India will have to depend on rich and developed countries for financial assistance as part of mitigation. India being a fast-growing economy, the rich and technologically advanced countries would dictate in terms of capital and transfer of technology and technical knowFinal agreement of the Summit was disappointing. At one point it was in jeopardy as China and India had initially opposed to the drafts especially on coal. However, almost all the rich and developed countries wanted to see that from COP26 should be the beginning of the end of coal energy. Old foes poised against each other again Toxic air knows no boundaries
I
ndia and Pakistan are poised against each other, to play a more proactive and constructive role in Afghanistan’s redevelopment, trying to negate each other’s initiatives. The ascendancy of Taliban to power in Afghanistan almost two-and-a-half months ago, after the hasty and chaotic withdrawal of the US forces from the country had raised hopes that Afghanistan may see the dawn of a peaceful era and the Taliban 2.0 might be able to establish a stable and secure government in the country. Since August a lot of regional and multilateral meetings and conferences have been hosted to find a roadmap to lead Afghanistan to peace and stability, besides various country’s representatives meeting Taliban representatives in Doha. Countries that have a lot of stake in Kabul and are affected by the Afghanistan affairs both internally and externally have taken most of these initiatives. Meetings on Afghanistan Russia hosted the first regional conference titled Moscow Format Consultations on Afghanistan in which all the Central Asian republics, China, Iran, Pakistan and India and a high-level Taliban delegation also participated. Its objective was to find “a regional consensus” amongst the participants regarding the Taliban2.0. But the primary objective was to get the Taliban to form a broad-based government in Kabul, reflecting the country’s ethnic and religious diversity, ensure basic human rights of all Afghans, particularly the women and children, and get an assurance from the Taliban that Afghan territory will not be allowed to be used as a launchpad for terrorist attacks on other countries. Soon after, Tehran hosted a similar conference of regional and neighbouring states to discuss how to deal with the Taliban. Once again, the de facto objective was to find a regional consensus and to pressurise the Taliban to adhere to its commitments. Its additional aim was to ensure the welfare and safety of the Hazara community and other Shias of Afghanistan. DRSD and T+ Meetings However, the most curious meetings were hosted by India and Pakistan on 10 and 11 November in New Delhi- called Delhi Regional Security Dialogue and Islamabad-called Troika Plus, respectively. It seems as if the two regional foes wanted to establish
their supremacy over each other, in order to play a crucial role in the redevelopment of Afghanistan. But more curious play out during these meetings was that no Taliban representative was present at either of the two, though the acting foreign minister of the Taliban government, Amir Khan Muttaqi was present in Islamabad from 10 to 12 November. He had to contend with meeting the participating special representatives of Pakistan, US, Russia and China and Pakistan’ prime minister and foreign minister separately. In yet another twist Russia, issued a statement of its own after the release of the Delhi Declaration, based on a twist of words and technicalities, but this is uncalled for in diplomatic circles. Pakistan and China didn’t attended the DRSD, Pakistan’s NSA Moeed Yusuf said he would not attend the New Delhi meeting saying ‘…a spoiler can’t be a peacemaker”. India called Pakistan’s decision unfortunate and said it reflects its mind-set of viewing Afghanistan as its protectorate. Its comments against India are an unsuccessful attempt to deflect attention from its pernicious role in Afghanistan On China skipping the dialogue, sources said that though it is not attending the conclave because of the scheduling difficulties, it has conveyed its readiness to maintain contacts with India on Afghanistan through bilateral and multilateral channels. Why so much worry about Afghanistan? Now the question that arises is why are different regional and international players so interested in Afghanistan? The US which entered Afghanistan twenty years back, following the traces of its one time prodigy in the name of War on Terror, is also seen kowtowing to the same Taliban with which it fought for twenty long years. The underlying reason seems to be based on reports, which originated at different times during the last twenty years, but were described as controversy theories and were brushed under the carpet. But now the turn of events shows that they indeed were true. According to reports published by Afghanistan’s Ministry of Mines and Petroleum, the country possesses at least $1 trillion of untapped mineral resources. A country of 38 million people is estimated to hold more than 2.2 billion tonnes of iron ore, 1.3 billion tonnes of marble and 1.4 million tonnes of rare earth
minerals like Lithium, Chromite, Aluminium etc. besides Gold and Silver. According to geologist Scott Montgomery, a minimum of seven to 10 years is required to develop large-scale mining in Afghanistan, to become a major source of revenue for the poor country. On September 2, the Taliban said that the group would rely primarily on financing from China, which already holds several long-term mining leases around the country. So one can deduce that this newfound love for Afghanis and Afghanistan is based on the hunger for these minerals. During the last twenty years the American geologists might have identified the key areas and processes to be adopted to mine these resources, yet the US based on experience understands very well that to commercially exploit this natural wealth of Afghanistan, a peaceful and business conducive atmosphere is needed, otherwise in a war ravaged country the cost of mineral commercialisation may shoot up very high. That’s why it seems to have propped up Taliban 2.0, ensuring that they are able to establish their government and promising them to give a small percentage of the revenues back to it as Developmental Aid and pocket the big chunk of revenue and utilising the rare minerals for its industries. The rest of the international community too seems to be following on this blueprint. A classic case of present day economic imperialism. As far as India is concerned, it wants to play a constructive role in Afghanistan, so as to ensure that the still present rogue terrorist elements in Afghanistan do not find their way to Indian Kashmir. Though it established contacts with Taliban last, but was seen as lagging behind to pursue them proactively, perhaps because of internal political dynamics. But it will have to take a calculated risk to engage with Taliban with foresight, so as to manage Pakistan’s rude attitude on the issue, which considers Afghanistan as its protectorate and can’t tolerate any Indian play. recisely one week ago, China’s capital city went into high alert about its dangerously deteriorating air quality. The municipal government in Beijing immediately clamped down on unnecessary traffic, shut down some major highways, closed all children’s playgrounds, and warned citizens to stay indoors until the crisis could be brought under control. Beijing’s administrative authorities responded with such alacrity because the AQI (air quality index) had soared to 220, which is considered to be just one step below full-scale emergency in that country. Here’s the kicker. On that very same day, it was business as usual in New Delhi, even though its own AQI was hovering at an abysmal 313. And many other cities across the subcontinent were even worse, with Meerut peaking at an almost unbelievable 440. All this was just one more lowlight, in an unremitting pageant of bad news for all of us in South Asia. There is no getting around the facts. When it comes to this most vital category of health -the literal air that we breathe -- our part of the world performs worst, right across the board. Thus, at the very moment of my writing -- noon on November 11 -- the worst AQI of any city on the planet is in Lahore (468), followed by New Delhi (265). Also, in the bottom ten are Karachi (175), Mumbai (162) and Dhaka (157). According to IQAir, the Swiss technology experts who maintain the excellent AirVisual real-time air quality information platform (www.iqair.com), amongst the 30 cities with the worst air quality in the world in 2020, an appalling 20 were in India alone, along with Manikganj and Dhaka in Bangladesh, and Lahore, Bawahalpur, and Faisalabad in Pakistan. Aggregated slightly differently by country, which takes into account many additional locations outside the major cities, the IQAir results are not particularly different. The three worst polluted in the world are ranked like this: Bangladesh, Pakistan, and India. It should be noted these awful findings exist on a continuum, where very few cities or countries can legitimately claim they are doing a good job at managing air quality. For years, the World Health Organization has been warning that over 90% of children in the world are compelled to breathe air that fails to meet safety guidelines. But even by those very poor standards, air quality is especially bad -- and only getting worse -- in South Asia, and the roots of that problem are exactly the same as most of our other problems: Poor
governance, lack of accountability, and the disenfranchisement and disempowerment of the vast majority of our citizens. If you are looking for a pithy bottom line, it is this: Poverty kills. This is why, on releasing the WHO data in 2018, Director-General Dr Tedros Adhanom Ghebreyesus said, “air pollution threatens us all, but the poorest and most marginalized people bear the brunt of the burden. If we don’t take urgent action on air pollution, we will never come close to achieving sustainable development.” He was being remarkably polite. In fact, our reality of murderously toxic air quality puts the lie to every national claim to progress and betterment. What is the point of any soaring stock exchanges, or burgeoning imports and exports and ramped-up consumer data, if the very act of breathing is killing us? Make no mistake, that is where we have reached. Just a few weeks ago in September, the University of Chicago released its Air Quality of Life Index, which warned that all across Bangladesh, India, Nepal, and Pakistan, the average citizen would live an astonishing 5.6 additional years, if air pollution was curbed to meet WHO guidelines. If the levels of pollution persist at 2019 levels (actually they have become significantly worse) the residents of Delhi and Kolkata will lose 9 years of life expectancy. For Dhaka, that number is an equally unpalatable 7.7 years. It doesn’t always have to be this way. For an example of how to turn things around, we only have to look at Beijing. From being the international byword for toxic air at the turn of the new millennium, it has brought the situation well under control. In the 2020 data from IQAir, the giant Chinese capital isn’t even in the worst 100 cities in the world. The same can happen everywhere, it takes only political will along with visionary leadership. When the University of Chicago released its index earlier this year, Michael Greenstone, the director of its Energy Policy Institute, summarized the situation very nicely: “High levels of air pollution are a part of people’s lives in [South Asia], just as they were in the US, England, Japan, and other countries in the past. The last several decades have seen tremendous progress in many of these countries, but this progress did not happen by accident -- it was the result of policy choices.” Vivek Menezes is a writer based in Goa. NEW DELHI, NOV 15 (AGENCIES): Prime Minister Narendra Modi is scheduled to launch the National Cadet Corps Alumni Association in Uttar Pradesh’s Jhansi on Friday (November 19, 2021). Defence Secretary Ajay Kumar on Monday informed that PM Modi will also be the first member of the association. The Defence Secretary said that PM Modi will also dedicate eight programmes and projects to the nation, which would include 100 Sainik Schools which would be started in the next two years. “Prime Minister Narendra Modi will launch the National Cadet Corps Alumni Association. This will help the former cadets of the organisation to keep in touch with it. PM Narendra Modi would be the first member of the NCC alumni association to be launched on November 19 in Jhansi,” the Defence Secretary said. Kumar also informed that 1,283 schools in border and coastal districts will have the NCC. “896 schools in border areas, 255 in coastal areas and 132 in stations where Indian Air Force is present,” he added.

Naxal commander killed in encounter in Chhattisgarh
NARAYANPUR, NOV 15 (PTI): A Naxal commander was killed in an encounter with security personnel in Chhattisgarh’s Narayanpur district on Monday, a senior police official said. The gunfight took place at around 11.30 am in the forest of Bahker under Chhotedongar police station limits when a team of the District Reserve Guard (DRG) was out on an area domination operation, Narayanpur Superintendent of Police Girija Shankar Jaiswal said. When the patrolling team was cordoning off the forest in Bahker, located over 300 km from the state capital Raipur, a group of Naxals, positioned on a hill, opened fire at the security personnel leading to the gunfight, he said. However, the ultras soon fled the spot on finding the security personnel zeroing-in on them, he said.

NEW DELHI, NOV 15 (PTI): Uttar Pradesh government on Monday agreed to the Supreme Court suggestion that a former judge of its choice may be appointed to supervise the state SIT’s probe on day-to-day basis into the Lakhimpur Kheri violence in which 8 people including four farmers were killed on October 3. A bench headed by Chief Justice N V Ramana also raised the issue of lowrank police officers being engaged in the SIT probe and sought names of the IPS officers who are of the UP cadre but not natives of the state, for being included in investigation team. The bench, also comprising justices Surya Kant and Hima Kohli, said that it will have to take the consent of the judge concerned and will consider names of even former apex court and high court judges for monitoring the probe in the sensational case and pronounce the same on Wednesday. While consenting, senior advocate Harish Salve said that the state has no issues with the apex court appointing a former judge of its choice to monitor the probe, but the point that he should not be a native of Ut-

B H O PA L , N O V 1 5 (AGENCIES): Police in Madhya Pradesh state have summoned Amazon.com Inc’s local executives as it investigates a case where the e-commerce platform was allegedly used for smuggling marijuana, a police official said on Monday. The police on Sunday arrested two men in the state with 20 kg of marijuana and found they were using Amazon’s India shopping website to order and smuggle the substance further to various states. Smugglers used the Amazon India platform to order and deliver the drug, which was listed under the guise of dry stevia leaves, a natural food sweetener. The Amazon platform was allegedly used for 1,000 kilograms of such marijuana sales so far, worth $148,000, police alleged in its statement. On Monday, Manoj Singh, a senior police official in the district, said Amazon executives have been asked to explain how their platform could be used for the sale of banned sub-
stances. “The international company has the power of artificial intelligence, so it`s a big thing happening on their platform,” Singh said. “There is involvement of Amazon at many levels in this marijuana delivery - from providing logistical support to delivery.” “The lawyers from Amazon will probably visit us tomorrow.” An Amazon spokesperson said in a statement it was investigating whether there was any non-compliance by a seller. “We do not allow the listing and sale of products which are prohibited under law to be sold in India,” the statement said, adding the company would cooperate with the authorities.
The U.S. company in India operates a marketplace website where sellers can list their products and Amazon also provides logistics and warehouse servicing to them. Police officer Singh said his team also visited one of Amazon’s delivery hubs in Gwalior city in Madhya Pradesh as part of the investigation to get details of alleged marijuana delivery consignments. Indian authorities have in recent years intensified their efforts to crack down on illicit drugs. Many high-profile Indian actors and TV personalities have been under scrutiny from narcotics officials since last year.

Centre amends rules to facilitate extension of ED, CBI chiefs’ tenure
NEW DELHI, NOV 15 (PTI/AGENCIES): The Centre on Monday amended Fundamental Rules (FR) to facilitate extended tenure and in-service benefits to CBI and ED directors. It comes a day after it effected two ordinances that empowered it to extend tenures of CBI and ED chiefs up to five years from existing two years, drawing criticism by opposition parties terming it as “elected autocracy”. The FR is a set of guiding principles applicable to all government servants and covers the entire gamut of their in-service and post-retirement working scenarios. It bars extension in service to any government servants beyond the age of retirement of sixty years except a few including Cabinet Secretary, those dealing with budget-related work, eminent scientists, Cabinet Secretary, IB and RAW chiefs besides the CBI director among others with certain conditions. The Delhi Special Police Establishment (DSPE) Act and The Central Vigilance Commission (CVC) Act have been amended to give the government the power to keep the two chiefs

91.43 per litre. Across the country as well, price of the fuel largely remained unchanged on Monday but the retail rates varied depending on the level of local taxes. The global crude prices which touched a threeyear high of over $85 a barrel on several occasions in the past one month, has softened now to around $ 81.5 a barrel.

Despite record purchases of Rs 1.25 lakh crore during Diwali 2021, the currency in circulation (CIC) remained constant over the previous year, which has happened for the first time since 2014, the report titled ‘A guide to formalisation of economy since FY18’ by SBI Research said. “Indian consumers now prefer convenience in payments through the click of a button...consumers have now migrated big time to better technology platform like UPI that does not require the intervention of a POS machine and factor authentications,” it said. MUMBAI, NOV 15 (PTI): The rupee slipped 3 paise to settle at 74.48 (provisional) against the US dollar on Monday amid a muted trend in the domestic equity market. However, lower crude prices in the international market restricted the rupee’s fall, forex dealers said. At the interbank forex market, the local unit opened at 74.38 against the greenback and witnessed an intraday high of 74.31 and a low of 74.49. It finally ended at 74.48 against the American currency, registering a fall of just 3 paise over its previous close. On Friday, the rupee had finished at 74.45 against the American currency. T h e d o l l a r i n d ex , which gauges the greenback’s strength against a basket of six currencies, declined 0.06 to 95.06. On the domestic equity market front, the BSE Sensex ended 32.02 points or 0.05 per cent higher at 60,718.71, while the broader NSE Nifty inched 6.70 points or 0.04 per cent higher at 18,109.45.

India will double its oil and gas exploration acreage in the northeast part of the country. “In the northeast, we will increase the area under E and P (exploration and production) from 30,000 square km to 60,000 square km,” he said. BEIJING, NOV 15 (AP): China has confined nearly 1,500 university students to their dormitories and hotels following an outbreak of COVID-19 in the northeastern city of Dalian. The order was issued Sunday after several dozen cases were reported at Zhuanghe University City and hundreds of students were transferred to hotels for observation. Students were attending class remotely and having their meals delivered to their rooms. The lockdown is the latest example of China’s zero-tolerance approach to the outbreak, which has brought considerable disruption to people’s lives and livelihoods. Quarantines, obligatory testing and travel restrictions have become the new normal for those even remotely caught up in outbreaks. The country’s vaccination rate is among the world’s highest and authorities have begun administering booster shots as winter descends. The 6.4 quake originated near the small inland town of Fin at 3.37 p.m. on Sunday, Xinhua news agency quoted the Iranian Seismological Centre (ISC) as saying in a monitoring report. Less than two minutes later, there was a 6.3-magni-
tude aftershock, very close to the same location in the southern province of Hormozgan. Among the 17 quakes registered by the ISC in the next five hours following the first aftershock, eight had magnitudes between 4 and 4.5 on the Richter scale. According to the Iranian Red Crescent (IRC), the 22-year-old victim was killed in Bandar Abbas, capital city of Hormozgan province, by a falling electric post. PARIS, NOV 15 (IANS): France has detected several cases of a new Covid-19 variant, raising concerns amid a surge in cases of the infectious disease in Europe. The variant, known as B.1.X or B.1.640, was detected in October in Bannalec and Finistere, French dailty Le Telegramme reported. It was discovered after 24 people, including 18 students, were infected at a school in the Brittany region. The school where the outbreak occurred was forced to close 50 per cent of its classes, according to Le Telegramme. The outbreak is now under control with no new infections found in France since October 26, the French regional health agency said. However, the variant remains under surveillance,

The documentary focuses on the people of Mimi village area who are called Longphurrs on the Indo-Burma border of partitioned Nagaland in Pungro subdivision, Kiphire. The Longphurrs have eight villages in Nagaland and 11 villages in Myanmar. They come under the Yimkhiung (Yimchunger) tribe in Nagaland. Anchored through stories of migration, they continue to seek

limate change is having an increasing impact on the structure of the Earth’s atmosphere, and may cause planes to fly higher to avoid turbulence, a new international study shows. The research, published in the journal Science Advances, draws on decades of weather balloon observations and specialised satellite measurements to quantify the extent to which the top of the lowest level of the atmosphere -- called tropopause -- is rising. The analysis of weather balloon observations alarmingly showed that the tropopause has increased in height at a steady pace since 1980: about 58-59 metres per decade. Of these, 50-53 metres per decade is attributable to human-induced warming of the lower atmosphere. This trend has continued even as the influence from stratospheric temperatures has waned, demonstrating that warming in the troposphere is having an increasingly large impact. “This is an unambiguous sign of changing atmospheric structure,” said Bill Randel, a scientist at the National Center for Atmospheric Research and co-author of the new study. The satellite observations taken since 2000 verified that the height of the tropopause has increased over the past two decades. “These results provide independent confirmation, in addition to all the other evidence of climate change, that greenhouse gases are altering our atmosphere,” Randel said. ICC must make sure there is level-playing field: Gavaskar NEW DELHI, NOV 15 (PTI): The advantage teams have had batting second in the just-concluded T20 World Cup is something the ICC can look into to ensure a level-playing field, Indian batting great Sunil Gavaskar said on Monday. In the T20 showpiece that concluded in the UAE on Sunday with Australia’s triumph over New Zealand in the title clash, teams batting second have won almost all their matches, including the semifinals and the final. “The commentators were saying that the dew factor wasn’t there today so I don’t think it really came into play that much in this game but I think it has in the previous games and maybe that is something that needs to be looked at,” Gavaskar told Sports Today. “But you may also say that if the group matches are played at the same time then why change for the knockouts. “But again, I feel that it is something for the ICC Cricket Committee to get their heads around and make sure that there is a level playing field for both teams,” said Gavaskar.
