Nagaland loses two veteran leaders
DIMAPUR, OCT 15 (NPN): Nagaland lost two veteran leaders and former ministers-- Kihoto Hollohon and Lhiweshelo Mero. Veteran politician and former minister Kihoto Hollohon (91) born on April 15, 1930, passed away on October 15 at a private hospital in Dimapur after a prolonged illness. Hollohon, who had successfully contested seven times, is survived by three daughters, one son, three sons-in-law, two daughtersin-law, 20 grandchildren, two great-grandsons and his present wife Hozheli Hollohon. Late Kihoto married Vitoli Zhimomi in 1963 but she pre-deceased him in 1996. Funeral service would be held at Grace Home Darogapathar on October 16 at 8am, family sources said. Hollohon first contested general elections in 1977 and was successfully elected to the fourth Nagaland Legislative Assembly (NLA) from 34 Aghunato assembly constituency and re-elected from the same constituency in 1982 and 1987. In 1989, 1993 and 2003 general assembly elections, he was

elected from 3 Dimapur III A/C. In the 2008 general assembly elections, he was elected from 5 Ghaspani II A/C. He held various portfolios in the state cabinet including excise, social welfare, industries and commerce, food and civil supplies. After retiring from active politics, he served as the head GB of his ancestral Khukishe village till 2019 and head GB of Daniel village till his last breath. While studying in Shillong, he joined Naga movement (Naga National Council) sometime in 1948 and subsequently rose to the rank of “brigadier”. On October 20, 1962, he gave up arms along 257 other members and was appointed as an Inspector in
the Nagaland Armed Police, but he resigned in 1966. Condolences: Nagaland governor Prof. Jagdish Mukhi and chief minister Neiphiu Rio led a host of other leaders and organisations in mourning the demise of former minister Kihoto Hollohon. In a condolence message, Prof. Mukhi said late Hollohon would be remembered for his relentless and selfless services towards the society. “He was a warm hearted and cheerful human being,” governor said, adding that his contribution to the people of Nagaland would be remembered for many years to come. Governor on behalf of the people of Nagaland conveyed heartfelt condolences and prayed to God to bestow the needed solace and fortitude to the family members to bear the loss at this hour of pain. CM: State chief minister Neiphiu Rio expressed deep sadness over the passing of K Hollohon and said that his contributions in the service of the people would always be remembered.
L Mero passes away: Earlier former minister Lhiweshelo Mero died on October 13, after a prolonged illness in Kohima. Late Lhiweshelo Mero was elected to the fourth Nagaland Legislative Assembly (NLA) from Pfutsero constituency in 1977 and served a minister of state in-charge of Works & Housing and Jails in 1978. He was also the president of Naga Students’ Union Darjeeling and vice president of Chakhesang Students’ Union Kohima. Late Mero was also elected as the member of Regional Council, Pfutsero and joined state politics in 1977.. In his demise, Rio said that the Chakhesang community in particular and the Naga society as a whole have lost a visionary leader, a mentor and a father figure. KU withdraws ‘null and void’ letter DIMAPUR, OCT 15 (NPN): Konyak Union (KU) has announced withdrawing its letter “null and void” considering the need for creating new district bifurcating Mon district in order to remove administrative inconveniences. In a letter to the chief minister, KU president S Howing and general secretary Wango Konyak said both the district demand committees (Aboi and Tobu) and KU held a meeting at Mon on Friday where the committees agreed to cooperate without interrupting the government’s wisdom in granting the district status either to Aboi or Tobu. While believing in the State government’s wisdom, they said both the committees aspired for early declaration of new district without further delay. They sought his early initiative for granting new district bifurcating Mon district.
Flag & constitution face of Naga struggle: NSCN (I-M)
DIMAPUR, OCT 15 (NPN): NSCN (I-M) has reiterated that it would not give up on its demand for a separate Naga flag and constitution (yehzabo) as they were the face of Naga political struggle and identity. In a statement, NSCN (I-M), through its MIP, asserted that Naga flag with divine origin could not be traded or bargained to make the Nagas “infidel people”. Further, NSCN (I-M) pointed out that the huge burden of Naga political issue that the Government of India (GoI) was struggling to unload was not the making of Naga people, but deeply rooted in India’s malicious pleasure violating the historical and political rights of the Naga people for more than six decades. Accusing the government of India of starting to indulge in divisive policy and flattery in the name of finding the Naga political solution, NSCN (IM) alleged that “made in India collaborators” had (Cont’d on p-3) been planted to confuse
and hoodwink the Nagas with typical high sounding promises but having no political commitment to fulfil as done in the past. NSCN (I-M) said it was however no longer naïve to be carried away by such outrageous flattery, adding that the Naga national flag and constitution were holding up the Naga solution. “The chequered history of the Indo-Naga political issue is clear enough before us, with accords and agreements that were never meant to be implemented in letter and spirit. Naturally, the Nagas are still haunted by this flamboyant show of dealing on the Naga issue,” the NSCN (I-M) stated. Fuel prices rally to highest ever levels DIMAPUR, OCT 15 (NPN): Petrol and diesel prices rallied to their highest ever levels across the country on Friday as State-owned oil marketing companies (OMCs) hiked fuel rates again by 35 paise per litre. This is the second straight day of 35 paise per litre increase in petrol and diesel prices. There was no change in rates on October 12 and 13. As per the IOCL website, petrol price in Dimapur rose to Rs.103.57 per litre and diesel increased to Rs.96.01 per litre. In Kohima, prices of petrol and diesel surged to Rs.104.57 per litre and Rs.96.82 per litre respectively.
Since the ending of a three-week-long hiatus in rate revision in the last week of September, this is the 14th increase in petrol price and the 17th time that diesel rates have gone up. Shedding its modest price change policy, state-owned fuel retailers have started passing on the larger incidence of cost to consumers. This is because the international benchmark Brent crude has soared to over USD 82 per barrel after the decision by OPEC+ not to increase output more than 0.4 million barrels per day, fuel rates are being increased by a larger proportion.
State logs 31 fresh cases, 1 Covid death
DIMAPUR, OCT 15 (NPN): Nagaland on Friday recorded 31 fresh Covid-19 positive cases while one more patient succumbed to the virus. Of the fresh cases, 21 were from Dimapur, five in Kohima and one each in Mokokchung and Peren, taking the total caseload to 31547. Following the death of one more patient in Kohima, the death toll rose to 674 (including 15 non-Covid deaths).

The house, which adopted six-point resolution, noted that Nagas were ‘One’ and the only way forward was “to settle differences through dialogue within the
Naga family and to be unified in purpose by agreeing to converge at a non-negotiable position for recognition of the identity of the Nagas and integration of Naga ancestral homeland.” On strengthening the Naga Hoho, the house resolved to pursue with all the dissociated units of the Hoho to reconsider their decision and work towards larger interest of the Naga people and to strengthen the hands of Naga Hoho. The house also resolved to appeal to the government
of Assam not to further divide the Nagas living in Assam with special reference to Rengma Hills following the signing of Karbi Peace Accord. With regard to the Nagas of Arunachal Pradesh, the Federal Assembly unanimously condemned the order of the Government of Arunachal Pradesh for removing the word ‘Naga’ from the recognised tribes of Arunachal Pradesh of Tirap, Changlang and Longding districts. GNF said late Horam would be remembered as a true Naga son who remained consistent in his unwavering commitment to the Naga cause. The objective of the training was to capacitate nurses on HIV and syphilis testing and provide services to all pregnant women and the general population at grassroots level. During the training, nurses were imparted on the importance of early
testing, linkage and treatment through “Prevention of Parent to Child Transmission” (PPTCT) services and Community based Screening (CBS). Hands on training on whole blood finger prick test on HIV and syphilis testing was also demonstrated to the trainees. Altogether, 49 nurses from Phek and 21 from Kiphire district attended the training.

Kiphire battalion: Kiphire battalion of Assam Rifles (AR) organised a medical camp cum interaction with village guards on October 9 at Thonoknyu village, Kiphire. The interaction was organised to discuss about security related aspects and enhance sharing of inputs, intelligence and coordination between Assam Rifles and VGs. DIMAPUR: Ao Baptist Arogo Mungdang (ABAM) and Yimkhiung Baptist Boru Amukhungto (YBBA) organised a Clean Election Movement (CEM) exchange programme on October 13 at Shamator, the mission center of YBBA, A press release, ABAM informed that ABAM executive secretary, Rev. Dr. Mar Pongener said that crookedness of electioneering system had halted people from progressing and that it could be obliterated only by practice of truth during election. He added that this movement was a direction towards maintaining true Christian disciplines which saw no human status but located true character of person while electing leaders.

ABAM CEM representatives Rev. Dr. Noklen, convener, ABAM CEM, Puryapang, Pastor Yimyu BC, and secretary, ABAM YM, Toshi Sanglir also said that election in Nagaland had been deteriorating Nagas in all corners. They exhorted that the livelihood was under challenge, which they said was a direct outcome of “leadership crises”. They called the people to abide by the rules and maintain a fair and clean election by saying “no to money, power, and employment promises”, so that the people would have a future with cluster of developments and opportunities for young people in particular. CEM; YBBA, Yimkhiung Tribal Council, Women, and Students’ Union stated that they were determined to work for fair and clean election at any cost. Referring to malpractices during election, they stated that economic instability was one big reason for malfunctioning. Yimkhiung Tribal leaders also stated that success significantly depended on how determined and committed the church was. “If church could give total commitment, change is very near”, they said. The programme was attended by representatives of ABAM CEM, YBBA CEM, Yimkhiung Tribal Council, Women, and Students’ Union.
SAWO launches yearlong jubilee celebration DIMAPUR: In view of its 25th jubilee which would be celebrated on October 13, 2022 on the theme “let us transmit the values and conducts pursued by our forefathers”, Southern Angami Women Organisation (SAWO) launched the yearlong celebration on October 13, 2021 with its first president Zakieviü Kechü who unfurled the SAWO flag at Viswema. During the programme, SAWO president Khriesino Rikha chaired the programme, SAWO advisor Thono Kechü said the invocation while convener of jubilee steering committee, Ako S Sale briefed on the jubilee theme and highlighted about the intended programmes marked for the yearlong celebration. Abonmai laid to rest in Imphal CM LAYS FOUNDATION STONE FOR MEMORIAL PARK
Correspondent IMPHAL, OCT 14: The body of former Zeliangrong Baudi (Assam, Manipur and Nagaland) president Athuan Abonmai was finally laid to rest in Imphal’s Langol Tarung village on Thursday. Abonmai was murdered after he was abducted by armed miscreants in Tamen¬glong district headquarters on September 22 last. People from different walks of life including state chief minister N Biren Singh along with some cabinet colleagues, MLAs and leaders from various civil society organizations attended the funeral service at late Abonmai’s residence in Imphal West district. After the body was kept at RIMS morgue, Imphal for several weeks, the family members finally accepted the body of the social activist and brought to his residence in Imphal.

Phillobari school incident: Assam govt orders inquiry, AASU issues apology
GUWAHATI, OCT 15 (AGENCIES): After the shocking incident in which a teacher was made to kneel at Phillobari Senior Secondary School in Tinsukia, the Assam government has ordered an inquiry into the incident, reports The Assam Sentinel. On October 11, a female teacher was made to kneel and apologize by the students who were protesting against the fee hike after an altercation broke out between the two parties. A video of the incident which soon went viral invited sharp criticism by the general public. An inquiry was immediately ordered by the Tinsukia District Administration, and a report was asked to be submitted within 3 days. The All Assam Student Union (AASU) also issued an apology and revealed that the union has suspended a member who was present during the incident. Manipur woman arrested for abandoning child
AHMEDABAD, OCT 15 (AGENCIES): The Vejalpur police recently arrested a woman from Manipur for allegedly trying to abandon her own child. She was caught trying to escape after leaving behind her child by the residents of a society who later called the police, reports The Sentinel Assam. One of the residents of Shrinandnagar Phase 4, Manisha Shah, filed a complaint after which an FIR was lodged against the Manipur woman under section 317 of IPC. In a statement by Manisha Shah, it was revealed that the woman has passed by her as she walked to her apartment after offering prayers. When she reached her apartment she found that her neighbours were curiously wondering about the origin of the wails of a child. The discovery of the child on the staircase alarmed the residents and immediately looked out for the unknown woman who was later caught by the nearby passerby. Upon being questioned by the crowd about her relation to the child, the woman confessed to being the mother. She further revealed that she was abandoning the child as she did not want her secret to be out. The residents later called the police who arrested the woman. The woman is now in police custody.

IED found near army camp

IMPHAL, OCT 15: Security forces foiled militants attempt to stage a deadly attack by detecting and defusing an improvised explosive device (IED) near a security force camp in Manipur’s Kangpokpi district, reports said on Friday. The IED was found planted near the gate of 33 Assam Rifles camp at Motbung Bazar under Sapermaina police station. Troops of the camp intercepted the
planting of the IED Thursday afternoon. When examined by the bomb disposal squad, a live hand grenade was also found fitted on the IED weighing 1.5kg, a police source said. It was later destroyed in a controlled explosion by the experts around 6 pm of the same day, the source added. Police suspected the IED was planted by cadres of an armed group actively operating in the district with an intention to harm security forces.

Total shutdown called by rebel outfits hit normal life in Manipur
Shops in Imphal’s Paona Bazar keeping their shutters down during the rebel sponsored anti-merger shutdown in Manipur on Friday Correspondent IMPHAL, OCT 15: Normal life was affected in Manipur on Friday following separate total shutdowns called by rebel groups to mark a protest against India’s annexation of Manipur. Shops, business establishments, financial institutions and petrol pumps remained closed in the capital city. Public transport was off the roads, while only a few private vehicles plied on the streets across the city. Almost all the streets across the capital city and its outskirts wore a deserted look during the day. Government offices functioned with very thin attendance. However, armed personnel of state police and state security forces were seen detailed at almost all the main roads and sensitive areas of Imphal and its outskirts as a part of security measures during the strike hours. There were however no reports of any law and
order problem from any part of the state during the strike hours, police said. Similar reports of shutdown were received from other parts of the state, particularly from the valley districts. It did not largely affect the hill districts. Except for non-reaching interdistrict service vehicles, most of the shops, business centres and other establishments were open as usual , reports said. Rebels resorting to armed struggle to regain Manipur’s lost sovereignty have been observing October 15 each year as “National Back Day’’ for the last around three decades. On this day (October 15) in 1949, the then kingdom of Manipur was declared merged to the Indian union after signing the infamous ‘Merger Agreement’ on September 21 of the same year. Among others, the Coordination Committee (CorCom) of four rebel
groups PLA, UNLF, PREPAK and KCP gave a 12hour total shutdown as a part of observance of its “National Black Day”. The shutdown commenced today at 6am and ended at 6 pm. Other rebel groups like ASUK, UPRFM, newly formed SOREPA, etc. have also given the total shutdown call. ASUK (Alliance of Socialist Unity Kangleipak) gave a 12-hour total shutdown while observing the day as “Dark Day” which coincided with that of CorCom, while UPRFM gave an 18-hour total shutdown which was commencement from last midnight declaring observance of the day as “National Black Day”. The newly formed Socialist Revolutionary Party (SOREPA) also gave a 12hour general strike (from 5 am to 5 pm) to oppose the forceful merger and annexation of Manipur into India.
Over 50 food poisoned in Bokajan Moderate earthquake in DIPHU, OCT 15 (AGENCIES): On Friday, about 50 villagers residing at Arlongpira, Bokajan were hospitalized due to food poisoning. An eight-year-old girl had also died under the same circumstances, reports The Sentinel Assam. As per reports, the residents of the village had consumed tea and biscuits at a household in the village following which they all complained of ill health. The symptoms that were common in all the cases were stomach aches, vomit-
ing and diarrhoea. Due to food poisoning, an eight-year-old girl lost her life while the others have been hospitalized. The villagers are currently undergoing treatment at Bokajan Community Hospital. However, two of the villagers had to be shifted to a hospital in Dimapur, Nagaland as their health had deteriorated. Pabitra Rangpi, who is a member of the Nilip Council, checked upon the patients in the hospital and promised to thoroughly investigate the
matter. Assam, no damage reported GUWAHATI, OCT 14 (IANS): Amid Durga Puja festivities, a moderate quake, measuring 3.3 on the Richter Scale, occurred in eastern Assam bordering Arunachal Pradesh on Thursday, but no loss of life and damage to property was reported. The National Centre for Seismology (NCS) said that the tremors were felt in Assam’s Lakhimpur district and adjoining Arunachal Pradesh on Thursday noon. The quake occurred at
a depth of 10 km from the surface. Disaster management officials in Guwahati said that so far there have been no reports of any injury or damage to the property and other assets. Successive earthquakes in the northeastern states, especially in Assam, Mizoram and Manipur, are keeping the authorities worried. A 6.4 magnitude quake had shaken Assam and parts of northeast region on April 28 causing damages to buildings, roads and other assets.

ECI issues guideline on transfer of officials in poll-bound Manipur Correspondent IMPHAL, OCT 14: Ahead of the elections to the state Assembly, the Election Commission of India (ECI) has instructed Manipur chief secretary and chief electoral officer (CEO) that no officer connected directly with election duties should be allowed to continue in the respective district if she/he is posted in her/his home district. The elections to the 60-seat Manipur legislative Assembly is expected to come up by the
early part of next year, most possibly by February-March, along with four other states - Goa, Punjab, Uttarakhand and Uttar Pradesh. The term of the current Manipur legislative Assembly ends by March 19, 2022. The ECI has sent an advisory to chief secretaries (CSs) and CEOs of these five poll-bound states on transfer/posting of officers connected with the conduct of elections. The advisory dated October 13 reads, “The Commission
has been following a consistent policy to the effect that officers directly connected with conduct of elections in an election going State/UT are not posted in their home districts or places where they have served for a considerably long period.” Officials who completed three years in the respective district during the last four years or would be completing three years on or before March 31, 2022 would also be not allowed to continue in the same district.

NEW DELHI, OCT 15 (PTI): There is more transparency, trust and technology-driven approach in India’s defence sector now than ever before and major reforms are taking place for the first time since Independence while discarding stagnant policies, Prime Minister Narendra Modi said on Friday. In an address at an event to dedicate seven new defence companies to the nation, Modi, referring to the self-reliant India campaign, said the goal is to make the country the world’s biggest military power on its own. In a major reform initiative, the seven staterun defence companies were created after dissolving the over 200-year-old Ordnance Factory Board (OFB). The assets of the OFB including its 41 ordnance factories were transferred to the seven new firms. Modi mentioned that the target should be that the companies not only establish expertise in their products but also become global brands. He urged that while competitive cost

For the first time after Independence, so many major reforms are happening in our defence sector and instead of stagnant policies, a single-window system has been arranged,” he said. “These seven defence companies will play a major role in changing this situation,” he said. The prime minister hoped that the new companies would play an important role in import substitution. An order book of more than Rs 65,000 crore reflects the increasing confidence of the country in these companies, he added. Noting that the decision on reform of the OFB was pending for the last 15-20 years, Modi said works stuck for decades are being completed and India is taking new resolutions to
build a new future. “In the 21st century, whether a country or a company, its growth and brand value is determined by its research and innovation. Modi said the government has given full functional autonomy along with giving a better production environment to all the companies, adding it has also been ensured that the interests of the workers of these factories are fully protected. The prime minister also underlines the need for giving maximum opportunity to research-oriented youth and give them full freedom to think. “I will also tell the start-ups of the country,
through these seven companies, the new beginning that the country has started today, you should also be a part of it,” he said. “You should think about your research, how your products can benefit from each other’s capabilities in conjunction with these companies,” he added. Defence Minister Rajnath Singh and representatives from the defence industry associations were present on the occasion. Singh has already clarified that there will be no change in service conditions of nearly 70,000 employees of the erstwhile organisation and the decision to corporatise the OFB is driven by efforts to boost India’s defence manufacturing sector. The new defence companies are Munitions India Limited (MIL), Armoured Vehicles Nigam Limited (AVANI), Advanced Weapons and Equipment India Limited (AWE India), Troop Comforts Limited (TCL), Yantra India Limited (YIL), India Optel Limited (IOL) and Gliders India Limited (GIL).
JAMMU, OCT 15 (PTI): Two army personnel were killed in an encounter with terrorists in Jammu and Kashmir’s Poonch district, officials said on Friday. The operation is still going on in a forested area in the district’s Mendhar sub-division, they said. “In an ongoing counter-terrorism operation in the general area of Nar Khas forest in Mendhar sub-division there was an exchange of fire between army troops and terrorists during the evening hours of Thursday,” a defence public relation officer (PRO) said. During the exchange of fire, two army personnel were critically injured and they later succumbed to their injuries, he said, adding that the operation is still going on. Earlier, the PRO had said that the body of a junior commissioned officer (JCO) is yet to be recovered. However, he later said the body was identified of that of a jawan and not of the JCO. Efforts are being made to trace the missing JCO and the area is prone

A big row had recently erupted after Rajnath Singh targeted the critics of Savarkar, saying the freedom fighter was being defamed over the mercy petitions. “Time and again, it was said that he filed mercy petitions before the British government seeking his release from jail...The truth is, he didn’t file mercy petitions to get himself released. It is a regular practice for a [jailed] person to file mercy petitions. It was Mahatma Gandhi who asked him to file mercy petitions,” Singh had said, drawing criticism from BJP’s opponents who called it an “attempt to rewrite history”.
NEW DELHI, OCT 15 (PTI): Seven new defence public sector undertakings, carved out of the erstwhile Ordnance Factory Board (OFB), were on Friday dedicated to the nation by Prime Minister Narendra Modi as part of a major reform initiative to boost India’s defence production. Defence Minister Rajnath Singh said the government will provide support to the companies initially through financial and nonfinancial interventions if required. The defence ministry said the companies commenced work on October 1. The event to launch the new companies was organised on a day the country celebrated ‘Vijayadashami’. The Union Cabinet on June 16 had approved a long-pending proposal to restructure the over 200-year-old Ordnance Factory Board that operated 41 ammunition and military equipment production facilities into seven stateowned corporate entities to improve its accountability, efficiency and competitiveness. The OFB was dis-
solved on October 1 and its assets, employees and management were transferred to the seven companies. In his address, Modi said the seven new comp a n i e s wo u l d f o r m a strong base for the military strength of the country in the times to come. Singh said the move reflects the government’s resolve of achieving self-reliance in defence production. Noting that the new companies will have full potential for growth, Singh said, if required, the government will provide support initially through financial and non-financial interventions. He said the reform measure will provide autonomy to these companies and improve accountability and efficiency. “The objective of this restructuring is to transform ordnance factories into productive, and profitable assets, improve expertise in the product range,
increase competitiveness, improve quality, enhance cost-efficiency and ensure self-reliance in defence preparedness,” he said. Singh hoped that in the times of come, these new companies would not only play an important role in the defence manufacturing ecosystem but would also be engines of growth for the Indian economy. He added that restructuring is a continuing process, not an end in itself. The defence minister stated that all employees of the erstwhile OFB (Group A, B and C) belonging to production units will be transferred to the corporate entities on deemed deputa-
tion for a period of two years without any change in their service conditions as central government staff. “The country’s defence sector has scaled greater heights due to the reforms taken by the government in the past few years. We have created a conducive ecosystem for exports and FDI,” he said. Singh added that the Ministry of Defence has set a target of achieving a turnover of Rs 1.75 lakh crore in aerospace and defence goods and services by 2024, including exports of Rs 35,000 crore. Jayant Patil, President of the Society of Indian Defence Manufacturers (SIDN) welcomed the setting up of the seven companies. “Defence Industry of our country is aspiring to become a global brand. As envisioned by the prime minister, the industry can leverage mutual strengths to enhance India’s competitiveness with global quality, reliability backed by research and development and innovation to be a force to reckon with in the global stage,” he said.

JASHPUR, OCT 15 (PTI): One person was killed and over 20 others were injured when an SUV ran into a religious procession at Pathalgaon in Jashpur district of Chhattisgarh on Friday afternoon, police said. The incident took place when residents of Bazarpara locality had taken out procession for the immersion of Goddess Durga idols, an official said. The deceased man was identified as Gaurav Agrawal (21). Two occupants of the vehicle, Bablu Vishwakarma (21) and Shishupal Sahu (26), natives of Singrauli in neighbouring Madhya Pradesh, were later arrested from the outskirts of the town while the vehicle itself was found burning, he said. Locals claimed that the two were smuggling ganja and set the SUV on
fire themselves to destroy evidence as they were being chased. Tension prevailed in the town and a large number of people gathered outside the Pathalgaon police station. Terming the incident as “sad and heart-wrenching”, Chief Minister Bhupesh Baghel said the accused were immediately arrested and action has also been taken against some police officers who were prima facie found at fault. “An inquiry has been ordered. No one will be spared. Justice will be done to all. May the departed soul rest in peace. I pray for the speedy recovery of the injured,” Baghel tweeted in Hindi. Senior BJP leader and former Chief Minister Raman Singh demanded a compensation of Rs 50 lakh for the kin of the deceased.

Myopic economic policy

ndia is facing a difficult situation on the ground where those under below poverty line and the jobless are experiencing a kind of existential crisis. Petrol and diesel prices have shot through the roof this year, impacting the household budget of citizens already reeling from the economic devastation caused by the COVID-19 pandemic. Prices of food items are rising while incomes are not increasing. The problem has been conveniently and popularly blamed on the pandemic and not the government’s mishandling of the pandemic and the continuing insulation against acknowledging the cries of the poor and the small businesses. The government keeps talking about the market growth and the projections by international financial institutions and feel justified that its policies are on track to make India a $5 trillion economy. The fact is that prices of petrol and diesel have reached unprecedented levels, leading to massive discontent. The simple reason why retail prices of petrol and diesel are high in India is because of the high incidence of Central excise and state VAT imposed on these commodities. For every litre of petrol, the Central government currently collects an excise duty of Rs 19.48; for diesel the excise duty is Rs 15.33 per litre. The state governments impose VAT over and above this. The rate of indirect taxes (central excise and VAT taken together) have crossed 100% in the case of petrol and 70% in the case of diesel. Without taxes, the retail price of a litre of petrol or diesel would be around Rs 40, even at the current level of international crude oil prices. Whenever there is reaction against the government over continuing with high excise taxes on fuel, the Modi government never fails to blame all on the previous UPA, despite the fact that its excise duty collections on fuels have almost quadrupled since 2014-15. Union finance minister Nirmala Sitharaman had said “They (the UPA) took credit for keeping the prices of fuels low. Today, the government(NDA) is paying through the nose for the trickery the UPA indulged in. I can’t provide any relief due to the oil bonds worth Rs. 1.44 lakh crore issued in 2012 by the UPA. These were compensated by the government through the issuance of oil bonds. OMCs subscribed to these bonds having tenures of 15-20 years and earned interest annually. The excise duty collected on fuels during the last seven years of the NDA rule is Rs. 15.6 lakh crore, more than 12 times the bonds outstanding. These could easily have been used to retire/repay the UPA bond burden. For all of the seven years, except the first (2014-15), the excise duty collections have been more than the principal and interest outstanding on oil bonds. Just one year of excise duty collection is more than sufficient to pay off the entire oil bonds. The blame game is illogical and not factual as much as the other factor being the refusal of the NDA government against bringing fuel under the GST regime and its pro-corporate bias of the revenue mobilisation strategy. The break-up of excise duty for petrol and diesel reveals that more than 60% is infrastructure cess. The government is more interested in creating a physical facelift than for hunger and health as the Modi 2.0 has announced an ambitious Rs. 100 lakh crore Gati Shakti plan as long-term assets that will generate employment and fuel growth.

The key to the missionary’s message is the propitiation of Christ Jesus— His sacrifice for us that completely satisfied the wrath of God. Look at any other aspect of Christ’s work, whether it is healing, saving, or sanctifying, and you will see that there is nothing limitless about those. But— “The Lamb of God who takes away the sin of the world!”— that is limitless (John 1:29). The missionary’s message is the limitless importance of Jesus Christ as the propitiation for our sins, and a missionary is someone who is immersed in the truth of that revelation. The real key to the missionary’s message is the “remissionary” aspect of Christ’s life, not His kindness, His goodness, or even His revealing of the fatherhood of God to us. “…repentance and remission of sins should be preached…to all nations…” (Luke 24:47). The greatest message of limitless importance is that “He Himself is the propitiation for our sins….” The missionary’s message is not nationalistic, favoring nations or individuals; it is “for the whole world.” When the Holy Spirit comes into me, He does not consider my partialities or preferences; He simply brings me into oneness with the Lord Jesus. A missionary is someone who is bound by marriage to the stated mission and purpose of his Lord and Master. He is not to proclaim his own point of view, but is only to proclaim “the Lamb of God.” It is easier to belong to a faction that simply tells what Jesus Christ has done for me, and easier to become a devotee of divine healing, or of a special type of sanctification, or of the baptism of the Holy Spirit. But Paul did not say, “Woe is me if I do not preach what Christ has done for me,” but, “…woe is me if I do not preach the gospel!” (1 Corinthians 9:16). And this is the gospel— “the Lamb of God who takes away the sin of the world!”

High unemployment in Nagaland
nvestments in education are determined by two main reasons. One is to secure a decent job and the other is to earn a decent income. The benefits of education to the individual and the society are enormous, but the prospects of good employment and income are the primary factors that induce learners and parents to invest in education. Nagaland was a late entrant into the modern education system, mainly because of the territorial isolation from the rest of the Indian subcontinent. This is evident from the fact that the literacy rate of Nagaland in 1951 was only 10.5 percent. As more people understood the value of education, they invest more in education. This pushed the literacy rate to 79.5 percent in 2011, which is higher than the national average of 74 percent. However, the increase in education and literacy were not accompanied by proportionate expansions of the labour market. The end result is high unemployment rate, which has become a huge socio-economic problem. If the problem is not addressed urgently, it could even create law and order and political problems. High unemployment and underemployment exacerbate poverty and inequalities, fueling a sense of resentment and despair, often leading to conflicts and crime in the society. Aristotle once said, “poverty is the parent of crime and revolution”. Evidently, many revolutions in the past and present were linked to poor governance, inequalities and poverty. The psychological, economic and human cost of unemployment are multifaceted. Whitney Young said “the hardest work in the world is being out of work”. Not being able to find a job,

with no income, no security, burdened by debt and poverty after investing lakhs of rupees on education cannot be a pleasant experience for anybody. But again, the impacts are more severe for those who comes from poor financial background. James Baldwin summarized it in one sentence when he says “anyone who has struggled with poverty knows how extremely expensive it is to be poor”. During the great depression in the 1930s, unemployment in the US rose to 24 percent. This was considered as abnormal and an economic mess. The current rates of unemployment in Nagaland are worse than that. Yet, it seems to ring no bell nor stir an action. As per the periodic labour force survey (PLFS, 2019-20) released this year, unemployment rate for the working population (15-59 years) is 27.8 percent- the highest in the country, against the national average of 5.2 percent. Youth unemployment (15-29 years) is more troublesome at 70.1 percent - also the highest in the country, against the national average of 15 percent. Educated unemployment is also unreasonably higher at 26.7 percent for secondary, 34 percent for higher secondary, 46.3 for graduates and 56 percent for individuals with post graduate degree and above. Ironically, the unemployment rates for the illiterates are zero, while it is 6.3 for primary education. If we regress these data, we would get an inverse relationship between education and unemployment; implying that acquiring more education reduces the prospects of employment. These results are contrary to the theory of human capital, which otherwise posits that education
leads to lesser unemployment, better and varied job opportunities and higher income. In that case, is it worthwhile to invest in education? Many of us might have come across some individuals negating the value of education. We often hear from them that it is useless to pursue education when one can’t even find a job of a peon or a chowkidar. But this anomaly in the relationship between education and employment is not the fault of the educational system alone. It is mostly economics, in that the economic system fails to generate enough jobs to absorb the teeming graduates. High or mass unemployment is often the result of poor economic growth. But if we observe the state’s gross domestic product, the average economic growth for the period 2012-13 to 2019-20 (8 years) is 12.2 percent at current price and 5.6 percent at constant price. An average growth rate of 5 to 6 percent is not bad for a resource poor state like Nagaland. This shows that unemployment in our state is not cyclical, which is caused by deficient demand leading to low growth. Ours is more of a chronic and structural one that requires structural reforms. This takes us to another pertinent question as to who benefits from this economic growth? If growth does not translate into creating more jobs in the economy, it certainly is not an inclusive growth. It would then imply that only few sections of the economy are benefitting from this growth. Such jobless growth will only redistribute resources in favour of the affluent sections and thus escalate inequalities and other economic problems. This is another issue
Pakistani Taliban a cause of concern for Islamabad
he attacks carried out by Tehrik-e-Taliban Pakistan (TTP) aka Pakistan Taliban have increased to the highest level in over four years as the US left Afghanistan and the Afghan Taliban took power. TTP has been emboldened by the developments in next-door Afghanistan. This has complicated the internal security scenario for Pakistan as the country is also fighting the Baloch insurgency in its province of Balochistan. It was believed for some time now that TTP has been marginalized and in disarray. As Pakistan army operations had ousted the Taliban insurgents from their most prized tribal sanctuary. But now this terror soutfit has experienced a reversal of fortunes, through the merger of various splinter factions and change of circumstances in Afghanistan. Tehrik-e-Taliban Pakistan renewed its pledge of allegiance to the Afghan Taliban after the fall of Kabul. Also, the Afghan Taliban freed hundreds of TTP operatives, including the group’s deputy leader, Maulvi Faqir Mohammad, who was detained by Afghan authorities in 2013. And was jailed in Pul-E-Charki prison situated on the outskirts of capital Kabul. A U.N. Security Council report in July 2021 estimated the TTP had 6,000 trained fighters on the Afghan side of the border. Pakistani deep state has asked the Afghan Taliban to help in negotiations with the TTP. Presumably, to facilitate formal talks, Pakistan’s government offered amnesty if TTP leaders would disarm their fighters and accept the constitution as the supreme law of the land. This offer has been rejected by TTP on the grounds that there can be no dialogue with the state unless sharia law is fully implemented in the country. While Pakistan still expects its Afghan Taliban
allies to rein in the TTP. Taliban leaders have no pressing reason to alienate their TTP allies—a calculus that exposes the Taliban to charges of betraying the jihadist project and risking dissension in its own ranks by bowing to Pakistan’s demands. Also, the Afghan Taliban’s leverage over the Pakistani Taliban is limited as well. Even If the Afghan Taliban tried to force the TTP, on persuasion from Pakistan then some of its commanders can join Islamic State Khorasan (ISK). Moreover, TTP’s rhetoric is consistent with the Afghan Taliban’s stand of not recognizing the Durand Line as a legitimate border and opposing its fencing by Pakistan because it has divided the Pashtun tribes. Hence Afghan Taliban doesn’t want to make TTP an enemy. TTP’s emir, Mufti Nur Wali Mehsud is working extensively to revive the group by bringing in those who had parted ways with the TTP since 2014. He is able to unite many old commanders and their groups under the banner of TTP. In July 2020 Hakimullah Mehsud Group headed by commander Mukhlis Yar and Amjad Farouqi group has joined the ranks. In August last year the Ameer Usman Saifullah Kurd group of Lashkare-Jhangvi, headed by Maulvi Khush Muhammad Sindhi also joined. Most importantly the two major and violent Taliban factions Jamaat-ul-Ahrar (JuA) under Omar Khalid Khurasani and Hizb ul-Ahrar (HuA) led by Omar Khurasani re-joined the TTP conglomerate last year. TTP is not a monolith. In December 2007, about 13 groups united under Baitullah Mehsud to form the organization. According to the Nagaland economic survey 2019-20, there are currently over 90,000 unemployed individuals registered at the employment exchanges. With an unemployment rate at 27.8 percent, this figure is an understatement. Even a conservative estimate puts the current number of unemployed at around 3 lakhs. Taking a minimal average monthly income of `7500 (`300 * 25 days), if we calculate it for 90000 individuals registered at the employment exchanges, the amount comes to `67.5 crores per month. Multiply it into 12 (one year), we get `810 crores. That’s the potential income lost due to unemployment in a year for just 90000 individuals. If we do the math for 3 lakhs individuals, the figure would come to `2700 crores in a year. Imagine the effect it would have on people’s welfare and economic growth if these people somehow find gainful employment and earns money. Apparently, nothing is more alarming than having lakhs of our population not being able to find work, unable to remain productive or contribute towards the progress of the society. The higher unemployment rate among the educated workers could be due to the mismatch between the output of our educational systems and the demands of the labour market. This is a classic case of structural unemployment prevalent in developing economies. This kind of unemployment cannot be corrected by fiscal measures alone. According to the Friedman’s natural rate of unemployment, the
impact of money, in the long run, is primarily on the price level. Real variables such as output and employment are determined by real factors (such as, factors of production, technology and institutions of the economy). Therefore, it is important to invest in infrastructure, accelerate industrialisation, strengthen economic institutions, integrate technological solutions and upgrade human capital to address such structural deficiencies. Textbook economics recommends providing government sponsored trainings focusing on specific skills and qualifications to enable the unemployed to qualify for the job openings. Such training or skill upgradation programs can be intensified by outsourcing training programs to private firms. Mismatch of jobs and employment can also occur due to geographical immobility. This occurs when workers are unable to move from areas of high unemployment to areas where jobs are available. This could occur due to barriers in language, cultures, or difficulties in accommodations. It could also be due to family attachments to their current area. Barriers in language and cultures can be corrected through education or sensitization programs. With regard to accommodation problems, both in terms of costs or availability, government can either provide housing subsidies or construct houses in select cities and provide rents at affordable price. Attachment towards our own land or community is very common among the Naga society. Forget about working outside Nagaland, we find many people not willing to work outside of our home towns. Such attitudes or perceptions should change
and young people should be encouraged to take advantage of the globalized labor market. Another way to increase employment is to invite industries located outside by providing fiscal incentives and other concessions. Focus should be given to the labor-intensive production units including medium, small and micro enterprises. According to economist Wicksell, “cheaper credit to businessmen [entrepreneurs] is the most effective measure to fight unemployment”. The debate on credit problems faced by entrepreneurs have been going on for a while vis-à-vis the SARFAESI act. Government should apply its best mind to remove the bottlenecks in the credit flow so that deserving entrepreneurs find access to credit. The state may also consider constituting an ‘employment commission’ by roping in experts from various fields to devise a comprehensive and practical plan to address employment issues. Huge unemployment, in our case, reflects not just the failure of the economic systems but also the political systems. Nagaland has been embroiled in political conflicts for decades. These conflicts have kept away potential investors and restricted the expansion of industries. In addition, multiple taxation, extortions, unfair trade practices and corruption in governance have created non-conducive environment for growth. e have seen the role of a woman in any family as they are the home maker apart from all other works. The condition of rural and urban women is different and we can see more engagement of rural women in household activities. The global data says that rural women - a quarter of the world’s population - work as farmers, wage earners, and entrepreneurs apart from being home makers but the irony is that less than 20% of landholders worldwide are women. As women are concentrated in both unpaid care and household work and their role in subsistence farming is often unremunerated, their contribution to the rural economy is widely underestimated. Achieving gender equality and empowering women is not only the accurate thing to do but is a vital ingredient in the fight against extreme poverty, hunger and malnutrition. On average, women make up more than 40 percent of the agricultural labour force in developing countries, ranging from 20 percent in Latin America to 50 percent or more in parts of Africa and Asia. But the challenge is women face significant discrimination when it comes to land and livestock ownership, equal pay, participation in decision-making entities, and access to resources, credit and market for their farms to flourish. As most of our population lives in rural areas, it is necessary for us to improve the lives of rural women. Women in the rural areas must get opportunities in different spheres and they must participate in democratic process and get involved in the governance system. The crucial role that women and girls play in ensuring the sustainability of rural households and communities, improving rural livelihoods and overall wellbeing, has been increasingly recognized by all. Structural barriers and discriminatory social norms continue to constrain women’s decision-making power and political participation in rural households and communities. The UN Women supports the leadership and participation of rural women in shaping laws, strategies, policies, and programmes on all issues that affect their lives. The International Labour Organization (ILO)’s Decent Work Agenda offers an integrated framework for rural women’s empow-

that the body was found tied to an overturned police barricade near a stage put up by the farmers protesting at the site for over 10 months. The farmers’ protest site is located close to the DelhiHaryana border at Singhu. “The Kundli police station received information at 5 am that a body was found near the farmers’ protest site,” a Sonipat police official said. He said the deceased was found wearing only a pair of shorts. “We have registered a case and further investigations are on to find out
the culprits,” Additional Director General of Police, Rohtak Range, Sandeep Khirwar told PTI over the phone. The Sonipat police said they tried to question some people near the protest site regarding the incident. Initially, some people resisted the entry of the police force in the area and were not cooperating, they added. The video clip shows the Nihangs asking the man where had he come from. Asked about the video clip circulating on social media platforms, a Sonipat police official said the matter is being investigated. The body has been sent to the Sonipat civil hospital for post-mortem. When the police tried to take the body away, they protested. After some efforts, the body was brought to the civil hospital,” the spokesperson said. NEW DELHI, OCT 15 (PTI): Mridul Agarwal from Delhi zone has topped the JEE-Advanced this year by scoring the highest marks ever in the IIT entrance exam, results for which were announced on Friday. The 17-year-old Agarwal, who plans to pursue B.Tech in Computer Science from IIT Bombay, has scored 348 out of 360 marks in the Joint Entrance Exam (JEE)-Advanced. Agarwal, who hails from Rajasthan, had also scored 100 percentile in JEE-Main exam and shared the top rank with 17 others. Kavya Chopra, also from Delhi zone, who became the first female to top the JEE-Main exam, has emerged as the topper in JEE-Advanced among females. She has scored 286 marks out of 360 with her overall rank being 98.
A total of 41,862 candidates have qualified in JEE-Advanced this year, of whom 6,452 are female candidates, according to officials. This year, IIT-Kharagpur conducted the exam, which is the qualifying test for admission to the prestigious Indian Institutes of Technology (IITs). A total of 1,41,699 candidates had appeared in both paper 1 and 2 of JEE-Advanced. “While 97 foreign candidates had registered for the exam only 42 of them appeared out of which seven have qualified,” a senior official said. While the JEE-Mains is conducted for admission to engineering colleges across the country, it is considered as a qualifying test for JEE-Advanced. Starting this year, JEEMain was conducted four times a year to offer flexibility to students and a chance to improve their scores. The first phase was held in February and the second in March. The next phases were scheduled for April and May but those were postponed in view of the second wave of the COVID-19 pandemic that raged through the country affecting lakhs.
KANPUR(UP), OCT 15 (IANS): Twenty-four empty wagons of a goods train derailed near Ambiyapur in Uttar Pradesh on the busy Delhi-Howrah rail route on Friday morning. The derailment took place about 50 km from Kanpur and no loss of life
has been reported. However, train services on the route have been affected. Chief PRO of North Central Railway (NCR) Shivam Sharma said efforts are on to resume rail traffic on the route. The wagons have been badly damaged and rail
tracks were uprooted due to the accident, he said. Sharma also said that operation of some longdistance trains has been disrupted, and efforts are on to restore them. Apart from this, the routes of some trains have been diverted.

Centre claims less farm fire incidents since Sep 15
NEW DELHI, OCT 15 (IANS): The Central government on Friday claimed that paddy residue burning events have been reduced by 69.49 per cent in Punjab, by 18.28 per cent in Haryana and by 47.61 per cent in the eight NCR districts of Uttar Pradesh during the onemonth period since September 15 compared to the same period last year. As the air pollution situation in the national capital region (NCR) started worsening slowly over the last few days, the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) has been actively monitoring paddy residue burning events from September 15. According to a release from the Ministry of Environment, Forests and Climate Change, the total reported residue burn-
ing events in Punjab are 1,286 since September 15 as against 4,216 for the same period of last year. Similarly, in Haryana, the reported fire incidents were 487 as against 596, and in the eight districts, the total stubble fire incidents reported during this period are 22 as against 42 for the corresponding period of last year. No fire counts have been reported from Delhi and two NCR districts of
Rajasthan. The first paddy residue burning was reported on September 16 in Punjab, September 18 in the NCR and September 28 in Haryana. The major hotspots of paddy residue burning in the state of Punjab are Amritsar, Tarn Taran, Patiala, and Ludhiana. These four districts account for 72 per cent of stubble burning events. The major hotspots in Haryana are Karnal, Kaithal and Kurukshetra,
which account for 80 per cent of the stubble burning incidences. The Commission is taking up with the state governments of Punjab, Haryana, and Uttar Pradesh on a daily basis to ensure strict implementation of the action plan and the framework to curb paddy residue burning events. CAQM has also held series of meetings with state government officials including the district collectors/ district magistrates of Punjab, Haryana, and Uttar Pradesh. Out of a total 1,795 sites, where burning has been reported in Punjab, Haryana and eight NCR districts of Uttar Pradesh till October 14, as many as 663 fields have been inspected by the enforcement agencies and officials concerned of the respective states.

“The minds should meet. The relation of any Indian with the country is not a business transaction. We need to inculcate that feeling in the minds of people of Kashmir,” Bhagwat said. The government and people are working towards it and these efforts have to be stepped up, he stressed. “After (nullification of special provisions of Article 370), the fear for them (terrorists) has vanished. But since they would use fear to achieve their means, (they feel) it is important for them to bring back that fear (in the minds of people). “This is why they resort to targeted killings to demoralise, as they would do before. Their objective is to again instil fear,” he said, referring to the recent killings of Sikhs and Hindus in the Valley. The government has to deal this with them effectively so that the battle can be won, he added. His statement comes in the wake of the killing
of at least seven civilians in Jammu and Kashmir by militants in just five days earlier this month. Of those killed, four belonged to minority communities and six of the deaths were reported in Srinagar. Speaking about the Taliban takeover of Afghanistan, Bhagwat said their predisposition — “passionate fanaticism, tyranny and terrorism in the name of Islam” is sufficient to make everyone apprehensive of them. But now China, Pakistan and Turkey have coalesced in an “unholy coalition” with the Taliban, he said. “We cannot retire in complacency. Our military preparedness on the borders needs to be alert and sound on all ends and at all times,” he said. In such a situation, the internal security and stability of the country must be secured by the government and the society with caution and vigilance, he added. Bhagwat said efforts to achieve self-sufficiency in the domain of defence and security and to become upto-date with newer concerns like cyber security must be ramped up. “We should be self-sufficient at the earliest when it comes to domains like security,” he said.

Stalin has urged his counterparts in Delhi, Odisha, Rajasthan and Haryana to reconsider the ban on sale of firecrackers and allow sale of green crackers. In a letter to his four counterparts, Stalin requested them to allow the sale of firecrackers that falls within the norms set by the Supreme Court and the National Green Tribunal (NGT) in their states during this Diwali. Citing the apex court’s
order of allowing green crackers, Stalin said a blanket ban was not reasonable. “Such a ban is not prevalent in other countries. Moreover, such a ban if imposed by other states also, would lead to the closure of the entire industry, jeopardising the livelihood of around 8 lakh persons,” Stalin said. “You would also appreciate that bursting of firecrackers is an integral part of Indian festivals, especially Diwali. In a video clip that has gone viral on social media platforms, some Nihangs are seen standing as the man lies on the ground in a pool of blood with his chopped off left hand lying next to him. The Nihangs are heard in the clip saying the man has been punished for desecrating a holy book of the Sikhs. MUMBAI, OCT 15 (PTI): Aryan Khan, son of Bollywood actor Shah Rukh Khan, who is lodged in Arthur Road prison in central Mumbai in a case of alleged seizure of drugs from a cruise ship, has spoken to his parents through a video call from inside the prison once, an official said on Friday. Aryan also received Rs 4,500 though money-order sent by his father, he said. Aryan (23) was arrested by the Narcotics Control Bureau (NCB) on October 3 from the cruise ship off the Mumbai coast. He will have to remain in jail at least till October 20, as a special court has posted his and two others’ bail pleas for orders on that day. Sitharaman, Yellen discuss money laundering Nagaland premium gold tea launched WASHINGTON, OCT 15 (PTI): Union Finance Minister Nirmala Sitharaman and her American counterpart Janet Yellen on Thursday discussed among other issues fighting illicit finance, money laundering and combating terrorism financing. The two dignitaries had a wide-ranging discussion during the eighth IndiaUSA Economic and Financial Partnership meeting. The importance of fighting illicit finance and the need for continued cooperation in tackling money laundering and combating the terror funding was underpinned by Sitharaman and Yellen, the Finance Ministry said in a tweet, as the two countries issued a detailed joint statement after the meeting. We continue to strengthen our cooperation in tackling money laundering and combating the financing of terrorism through increased information sharing and coordination, said the joint statement. Both sides agree on the importance of fighting financial crimes and on the effective implementation of the Financial Action Task Force standards to protect our financial systems from abuse, it added.

During the first IndiaUS Economic and Financial Partnership meeting since the onset of the COVID-19 pandemic, the two countries also agreed on further engagements on emerging financial sectors such as cross-border payments, payment systems and the development of an International Financial Services Centre. Gunbattles erupt in Beirut protest; 6 die Over 30 dead in Kandahar mosque blast
BEIRUT, OCT 15 (AP): Heavy gunfire broke out Thursday in Beirut during a protest organised by the Hezbollah group against the judge leading the probe into last year’s blast in the city’s port. At least six people were killed and dozens wounded in the most violent street fighting in the Lebanese capital in years. The exchanges of fire along a former front line from the 1975-90 civil war involved pistols, automatic rifles and rocket-propelled grenades, and were reminiscent of that conflict. Gunfire echoed for hours, and ambulances rushed to pick up casualties. Snipers shot from buildings. Bullets penetrated apartment windows in the area. Schools were evacuated and residents hid in shelters. The chaos raised the specter of a return to sectarian violence in a country already embroiled in multiple crises, including one of the world’s worst economic crises of the past 150 years. It was not clear who started the shooting, which began shortly after the start of the protest organized by the Iran-backed Hezbollah and its Shiite allies from the Amal Movement against

Hezbollah and its allies accuse the judge of singling out politicians for questioning, most of them allied with Hezbollah. Tensions over the port blast have contributed to Lebanon’s many troubles, including a currency collapse, hyperinflation, soaring poverty and an energy crisis leading to extended electricity blackouts. Officials from both Shiite parties, including Hezbollah leader Hassan Nasrallah, had attacked Bitar for days, accusing him of politicizing the investigation by charging and summoning some officials and not others. They want him removed.
None of Hezbollah’s officials have so far been charged in the 14-month investigation. The probe centers on hundreds of tons of ammonium nitrate that were improperly stored at a port warehouse that detonated on August 4, 2020. The blast killed at least 215 people, injured thousands and destroyed parts of nearby neighbourhoods. It was one of the largest non-nuclear explosions in history and further devastated the country already beset with political divisions and financial woes. Bitar is the second judge to lead the complicated investigation. His predecessor was removed following legal challenges. On Thursday, shortly before the planned protest,
an appeals court turned down a request to remove Bitar from his post filed by two lawmakers who are defendants in the case, both of them allies of Hezbollah. The calls for the judge’s removal upset many who considered it blatant interference in the work of the judiciary. The right-wing Christian Lebanese Forces mobilized supporters Wednesday evening after Hezbollah and Amal called for the protest at the Justice Palace, located on the former front line separating predominantly Muslim and Christian areas of Beirut. Videos circulating on social media Wednesday night showed supporters of the Christian Lebanese Forces marching in the streets, carrying large crosses. In a statement Thursday, the two Shiite groups said their protesters came under fire from snipers deployed over rooftops. Among the dead — all Shiites — were two Hezbollah members. The army also said protesters came under fire, but later in the evening said an “altercation and exchange of fire” occurred as the protesters were headed to the Justice Palace. The violence unfolded
while U.S. Undersecretary of State for Political Affairs Victoria Nuland was in town, meeting with Lebanese officials. Her schedule was slightly thrown off by the action on the streets. Nuland later told an airport news conference that an impartial judiciary is the guarantor of all rights, in apparent criticism of Hezbollah. “The Lebanese people deserve no less, and the victims and the families of those lost in the port blast deserve no less,” she said. “Today’s unacceptable violence makes clear what the stakes are.” As the clashes erupted, an Associated Press journalist saw a man open fire with a pistol and gunmen shooting in the direction of protesters from a balcony. Several men fell immediately and bled on the street. The army sent patrols to the area following the gunfire between the Muslim and Christian sides of the capital. The Lebanese Red Cross said at least 30 people were wounded. One of the dead, a mother of five, was shot in the head. Hezbollah said it planned a funeral for the woman, and two of its fighters, for Friday.

Pictures from inside the Bibi Fatima mosque show shattered windows and bodies lying on the ground with some other worshippers trying to help. The explosion’s cause is not yet clear, but it is suspected to be a case of suicide bombing. Witnesses said that there were three blasts in the mosque.
IS-K, a local branch of the Islamic State, is expected to claim responsibility for the attack, the BBC reported. Kandahar is Afghanistan’s second largest city and the spiritual birthplace of the Taliban, so an attack in the city by IS-K, which is extremely hostile towards the Taliban, would be significant. NEW DELHI, OCT 15 (IANS): Girls in Afghanistan must be allowed to return to secondary school and continue their education, Amnesty International said on Friday as it published new testimonies from pupils and teachers documenting Taliban threats and violence. Witnesses told Amnesty International that the Taliban used four schools for military purposes during fighting prior to their takeover of the country: Tughani High School and Khetib Zada High School in Sar-e-Pul; Zakhail-eKhondon High School in Kunduz; and Alishing High School in Laghman province. Such use of schools places them at risk of attack, and is likely to make it extremely difficult to deliver an adequate education.
Many families remain fearful of the Taliban, and are too nervous to send their children to school, particularly girls.
While male students nationwide were allowed to return to secondary school on September 17, the Taliban insisted that a “safe learning environment” was required before girls could return. However, in more than 20 new interviews, students, teachers and school administrators told Amnesty that intimidation and harassment by the Taliban are causing school
Myanmar issues gag order on senior lawyer defending Suu Kyi BANGKOK, OCT 15 (AP): The main lawyer for Myanmar’s ousted leader Aung San Suu Kyi, who is being tried on multiple criminal charges, said late Thursday he has been issued a gag order barring him from talking about her cases. Lawyer Khin Maung Zaw wrote on his Facebook page that the action against him was taken under Section 144 of the Code of Criminal Procedure, a broadly worded statute from British colonial times intended to deal with emergency situations
that threats to public safety. “My mouth is under 144,“ is how he explained his situation. The law is normally used to restrict public gatherings and impose curfews, and has been employed that way by the military after it ousted Suu Kyi’s elected government in February. UK MP David Amess dies after being stabbed in a church ESSEX (ENGLAND), OCT 15 (AGENCIES): A British lawmaker was stabbed to death on Friday in a church by a man who lunged at him at a meeting with voters from his electoral district, knifing him repeatedly. David Amess, a 69-year-old lawmaker from Prime Minister Boris Johnson’s Conservative Party, was attacked at around midday at a meeting at the Belfairs Methodist Church in Leigh-on-Sea, east of London. “He was treated by emergency services but, sadly, died at the scene,” police said. “A 25-year-old man was quickly arrested after officers arrived at the scene on suspicion of murder and

a knife was recovered.” Armed police swooped on the church and detectives said they were not looking for anyone else in connection with the incident. There was no detail about the motivation for the attack. Emergency services had fought to save his life inside the church - where a sign says “All are welcome here” - but in vain. The severe economic situation has forced many families to take their children out of school and send them to work. T
he amount of sunlight that Earth reflects back into space — measured by the dim glow seen on the dark portions of a crescent moon’s face — has decreased measurably in recent years. Whether the decline in earthshine is a short-term blip or yet another ominous sign for Earth’s climate is up in the air, scientists suggest. Our planet, on average, typically reflects about 30 percent of the sunlight that shines on it. But a new analysis bolsters previous studies suggesting that Earth’s reflectance has been declining in recent
years, says Philip Goode, an astrophysicist at Big Bear Solar Observatory in California. From 1998 to 2017, Earth’s reflectance declined about 0.5 percent, the team reported in the Sept. 8 Geophysical Research Letters. Using ground-based instruments at Big Bear, Goode and his colleagues measured earthshine — the light that reflects off our planet, to the moon and then back to Earth — from 1998 to 2017. Because earthshine is most easily gauged when the moon is a slim crescent and the weather is clear, the team collected a mere 801
data points during those 20 years, Goode and his colleagues report. Much of the decrease in reflectance occurred during the last three years of the two-decade period the team studied, Goode says. Previous analyses of satellite data, he and his colleagues note, hint that the drop in reflectance stems from warmer temperatures along the Pacific coasts of North and South America, which in turn reduced lowaltitude cloud cover and exposed the underlying, much darker and less reflective seas. “Whether or not this
is a long-term trend [in Earth’s reflectance] is yet to be seen,” says Edward Schwieterman, a planetary scientist at University of California, Riverside, who was not involved in the new analysis. “This strengthens the argument for collecting more data,” he says. Decreased cloudiness over the eastern Pacific isn’t the only thing trimming Earth’s reflectance, or albedo, says Shiv Priyam Raghuraman, an atmospheric scientist at Princeton University. Many studies point to a long-term decline in sea ice (especially in the Arctic), ice on land, and tiny pollut-
ants called aerosols — all of which scatter sunlight back into space to cool Earth. With ice cover declining, Earth is absorbing more radiation. The extra radiation absorbed by Earth in recent decades goes toward warming the oceans and melting more ice, which can contribute to even more warming via a vicious feedback loop, says Schwieterman. Altogether, Goode and his colleagues estimate, the decline in Earth’s reflectance from 1998 to 2017 means that each square meter of our planet’s surface is absorbing, on average, an extra 0.5 watts of energy. For comparison, the researchers note in their study, planet-warming greenhouse gases and other human activity over the same period boosted energy input to Earth’s surface by an estimated 0.6 watts of energy per square meter. That means the decline in Earth’s reflectance has, over that 20-year period, almost doubled the warming effect our planet experienced. (By Sid Perkins)
Aparna Sen’s ‘The Rapist’ wins top award at Busan film fest

parna Sen’s hard-hitting social drama, ‘The Rapist’, was declared the joint winner of the Kim Jiseok Award at the 26th Busan International Film Festival (BIFF), which concluded here on Friday. The film, starring Konkona Sen Sharma, had been premiered at the festival’s ‘A Window on Asian Cinema’ section on October 7. Describing it as one of the best works directed by the veteran filmmaker and actress, Variety.com says it is “a gripping Indian social drama” about a middle-class academic who wants her rapist, to whom she has
fallen pregnant, and who has been sentenced to death, to tell her why he committed such a crime. ‘The Rapist’, whose highlight is a standout performance by Konkona, is “a deeply affecting portrait of personal trauma and an intelligent examination of social and cultural factors fueling the horrifying prevalence of sexual violence in India,” according to Variety.com. The film, incidentally, has been produced by Sameer Nair for Applause Entertainment, which had earlier been behind the critically acclaimed web series, ‘Scam 1992’. igns of poor heart health do not appear as visibly in women as it does in men. What this means is that if a man has a heart issue, there are specific symptoms like angina which can be spotted easily and the right course of action be recommended. The same issue in a woman may not result in a sign or symptom that can be easily spotted. So often, their symptoms go ignored or unrecognised and they do not receive timely intervention to correct the problem. The issue is so acute that today 1 in 3 deaths among women is due to coronary heart disease. There is also a significant lack of self-awareness among women about risk factors and the prevention of CVDs. Women don’t only attend to matters of the home, but they hold positions at leading companies, and continue to rise to the occasion and meet impossible demands on their time. Through all of this, they take care of the emotional needs of their family members and loved ones; and still culturally are predisposed to putting the needs of others before their own. The stress they experience, among other common risk factors, often goes unnoticed by those around them. And stress has a
greater influence on CVD risk in women vs men. Along with stress, other factors like diet quantity and quality also have a greater influence on CVD risk in women vs men. Additionally, women are also impacted by female-specific risk factors for CVD like polycystic Ovarian syndrome PCOS, preeclampsia, pregnancy induced hypertension and gestational diabetes. In such a situation where symptoms of a heart problem do not manifest visibly, it is extremely important for women to be aware of their own risk factors and adopt proactive measures to take care of their heart health. For example, one risk factor, stress has been linked to a greater intake of energy and nutrient-dense foods, mainly sources of sugar and fat, and to poor diet quality. Women can take simple steps like reducing unhealthy fats and products with high content of sugar and salt to improve the quality of their diet. Choose ingredients that are good for the heart, like oatmeal, wholegrains, fiber rich vegetables, blended oils with the right balance of fatty acids, legumes, soy products, and the like. Regular and consistent exercise, adequate sleep, and other such lifestyle modifications can help maintain heart health in the long term. (IANS)

NEW DELHI, OCT 15 (AGENCIES): Rahul Dravid is likely to be approached by the Indian cricket board to be the interim coach for India’s home series against New Zealand. Head coach Ravi Shastri and the core of the support staff will move on after the T20 World Cup but the board has realised the search for a new coach could take longer than expected and hence wants an experienced hand like Dravid at the helm as a stop-gap arrangement. It’s learnt that a few Australian coaches expressed interest in the job, but the BCCI isn’t keen as they are focussing on an Indian for the role, before they look elsewhere, The In-
dian Express reported. The BCCI had wanted Dravid to become the full-time coach of the Indian team but he had refused, it’s learnt, as he didn’t want to travel too much. Dravid is the in-charge of the National Cricket Academy in Bengaluru. The BCCI has not officially put out an advertisement for the coach but has been looking around for a candidate who could fit the bill. The Indian cricket board is first trying to find out the availability of potential candidates before putting out an advertisement. “We wanted the candidate whom we feel is best suited for the job to agree first (to apply for the job),” a BCCI official explained their rationale to delay the advertisement. “We don’t want a situation where we get applications but no one is seen as ideal. It will be embarrassing for the board and for the candidates too. So it’s better to find a suitable candidate first, till then Dravid can be interim coach,” a BCCI official said.

ICC, UNICEF to partner for mental wellbeing of children
DUBAI, OCT 15 (IANS): Ahead of the T20 World Cup in the UAE and Oman, the International Cricket Council (ICC) and UNICEF have said that they would partner to help break the stigma around mental health by raising awareness about the issue amongst children and adolescents. “The ICC and UNICEF are aiming to raise awareness of mental health and wellbeing amongst children and adolescents and encourage greater conversation and understanding of it throughout the ICC Men’s T20 World Cup 2021 beginning on Sunday,” a joint statement said on Friday. “The partnership will highlight the need for more conversations around mental health and wellbeing. Mental health is defined as a state of wellbeing in which every individual realises his or her own potential, can cope with the normal stresses of life, can work productively and fruitfully, and is able to contribute to their commu-
nity,” said the statement. More than one in seven adolescents aged 10-19 is estimated to live with a diagnosed mental disorder globally, UNICEF-SOWC 2021 survey has said. The COVID-19 pandemic has exacerbated the issue. “Lockdowns and other pandemic containment measures, in addition to the direct impact of COVID-19, have resulted in mental stress of parents’ and care givers. This has in turn affected their ability to provide a protective and nurturing environment for their children,” said the statement. Through the initiative, ICC will use its global platforms, including its broadcast and digital channels to support UNICEF’s work and drive the message around, “what affects children’s mental health, how to break the silence and talk about mental health wellbeing, destigmatise mental health issues, how to reach out and seek support and what can parents and adults do to improve the mental wellbeing of children”.

DUBAI, OCT 15 (IANS): Adding another feather to his cap, Chennai Super Kings (CSK) skipper MS Dhoni on Friday became the first captain to lead a side in 300 T20 matches when he made his way for the toss in the high-octane IPL 2021 final against Kolkata Knight Riders (KKR). Apart from Dhoni, Daren Sammy (208) is the only other player to have captained teams in more than 200 T20s. This is also the ninth IPL final for Dhoni as a CSK leader. “We started T20 in around 2005-06 and most of the games have been franchise cricket and in the last five years, there have been a lot of T20 games in international cricket as well,” said the former India skipper at the toss about his historic feat. The 40-year-old has led CSK to three IPL titles in 2010, 2011 and 2018. Dhoni retired from international cricket in 2020 but had stepped down as T20I captain in January 2017. DUBAI, OCT 15 (IANS): Former Sri Lankan off-spinner Muttiah Muralitharan has said that with no team being a clear favourite to win the trophy, it has made the ICC T20 World Cup extremely exciting. The tournament starts on October 17 in Muscat and ends on November 14 in Dubai. “The most exciting thing about the T20 World Cup 2021 is that there are no clear favourites. Coming into the competition in the United Arab Emirates and Oman, it feels like there is no standout side and as a result, any one of a large number of teams could end up lifting the trophy,” wrote Muralitharan in his column for the ICC on Friday. Muralitharan believes that the power-play overs will be crucial for the teams, irrespective of batting or bowling first. “The crucial factor will be the first six overs. That is what teams need to focus on, whether they are batting or bowling. I think that 70 to 80 per cent of the game depends on those first six overs and the result comes down to how well you do in that period. “People will look at the latter overs and, of course they are important too, but

As the final delivery was bowled, the old ‘Band Master’ had that lingering smile at the far corner of his lips having orchestrated his ‘Men’, who knows may be one last time. Unarguably, the most loved and revered Indian captain of all time led a team of old warhorses with oodles of experience as they first posted a formidable target of 192 for 3 and then squeezed Knights for only 165 for 9 despite a promising opening stand of 91 between Shubman Gill (51 off 43 balls) and Venkatesh Iyer (50 off 32 balls). Josh Hazlewood (2/29 in 4 overs), Ravindra Jadeja (2/37 in 4 overs), Shardul Thakur (3/38 in 4 overs) got the wickets at regular intervals but it was the wily old Dwayne Bravo (1/29 in 4 overs), whose first two overs for eight runs with five dots which actually became a game-changer. He smashed 31 off 15 balls with three sixes. Then it was left to the recently-retired Test cricketer, the 34-year-old Moeen Ali (37 off 20 balls), who found gaps with ease to give
the perfect finishing touch. When it came to bowling and fielding, the main job was done by 38-yearold Bravo and 32 year-old Jadeja. The only aberration was ‘Orange Cap’ winner Ruturaj Gaikwad (635 runs), who probably would be synonymous with the franchise for years to come. These are players who decided they would make this ‘Charge of the Old Brigade’ a reality and show that T20 is a format where experience worth its weight in gold is way more important
than mere youthful exuberance and brilliance of talent. IPL success requires game awareness, an attribute which the ‘Man from Jharkhand’ possesses abundantly. When KKR chased, Dhoni took some time to gauge that the pitch was slowing down and once Bravo operated post Powerplay, it was CSK’s game to win and they did it in style reaffirming that Dhoni in retirement remains the ‘Captain of Captains’ even when there is another world champion skipper at the other
end. CSK needed a slice of luck at the start and former Proteas skipper du Plessis got that reprieve in the third over when Dinesh Karthik bungled an easy stumping chance. He then made full use by smashing seven fours and three sixes and also finished as the second highest run-getter behind Gaikwad. All standout shots came off Lockie Ferguson and there was a cracking over drive and two sixes over the long-off region. Ferguson (0/56 in 4 overs) had a forgettable day in office. An opening stand of 61 in eight overs with ‘flavour of the season’ Gaikwad (32 off 27 balls) set the tone and then Uthappa, who had decided to roll back the years, hit his signature pick-up sixes over the deep mid-wicket region. The 63 runs added in only 5.2 overs did derail KKR’s bowling with only Sunil Narine (2/26 in 4 overs) getting his length and variations in pace right. If that wasn’t enough, another veteran Moeen joined the party as suddenly du Plessis played the second fiddle letting the England international go hammer and tongs at the KKR bowling. They added 68 in 6.3 overs.

The midfielder’s two sensational goals in crucial moments made him an instant hit among the fans back home. Though Simranjeet missed out on playing the semifinal, he was geared up for the bronze medal match, eager to make a mark. Recounting the mentality of the team as they headed into arguably the most important match of their careers, the midfielder said, “Before that match, we were aware that this
