Army to analyze CoI, SIT on Oting; Kalita assures justice

GUWAHATI, MAY 16 (PTI): The Indian Army’s Eastern Command chief on Monday said that the force has completed the Court of Inquiry into the firing incident in Nagaland’s Mon district where soldiers gunned down 14 civilians in December last year. Following the killings in Oting area of Mon district in a botched operation and its aftermath, the Army started a Court of Inquiry (CoI), while the state government set up a Special Investigation Team (SIT) to probe the incident. “It was a case of mistaken identity and error of judgement. The Army CoI is complete and it is being examined now. We also received the SIT report and both are being analysed,” General Officer Commanding-in-Chief of the Eastern Command, Lt Gen R P Kalita, said. If there is any lapse or fault by anyone, action will be taken irrespective of his rank, he said. Lt Gen Kalita said Armed Forces (Special Powers) Act (AFSPA), which has been in force in the North-eastern state for decades, gives some operational support to the forces working in difficult terrains, but the law was not absolute.

Panel on Naga issue: CNTC for equal representation

D I M A P U R , M AY 1 6 (NPN): Central Nagaland Tribes Council has appealed to the convenor of the Core Committee on Naga Issue to have equal representation in the committee from among the three main blocks— ENPO, TPO and CNTC. This was so as CNTC said it had resolved to urge the Centre and negotiating groups to expedite the Naga solution with the knowledge of the stakeholders before the upcoming Assembly polls. CNTC president T. Lanu Imchen and general secretary Er. Tsungroshan Kithan opined that the Committee was not a political body, but a platform to represent the voices of the people.

“There are SOPs (standard operating procedures) to be followed. At times, deviations have taken place. Whenever there is deviation, strict actions were taken against the defaulters. The AFSPA empowers security forces to conduct operations and arrest anyone without any prior warrant besides giving immunity from arrest and prosecution to the security forces if they shoot someone dead. The Act was withdrawn from 15 police station areas in 7 districts in Nagaland with effect from April 1. Panel to probe alleged misuse of MGNREGA funds D I M A P U R , M AY 1 6 (NPN): State government has constituted a threemember departmental enquiry committee to enquire into the alleged misuse of funds under MGNREGA by VDB, Longzang village under Phomching Block, Mon district. MOKOKCHUNG, DIMAPUR, MAY 16 (NPN): Following reports of suspected African Swine Fever (ASF) and Porcine Reproductive & Respiratory Syndrome (PRRS), even deaths, Department of Veterinary & Animal Husbandry has urged people engaged in rearing pigs and owning piggeries in Mokokchung district to be extremely cautious and follow preventive measures to be safe. The department has issued a public advisory for maintenance of bio-security by stopping consumption of meat from unknown sources, avoiding feeding of kitchen waste as far as possible and not allowing poultry birds into piggery sheds. Officials said samples have also been collected and sent to North Eastern

Regional Disease Diagnostic Laboratory (NERDDL), Guwahati, whose results were expected in a week’s time. They added that serosurveillance had also been conducted at various places.

No swine fever in Dmu

Meanwhile, veterinary surgeon of Dimapur District Veterinary Hospital Dr KN Zubemo Humtsoe, who is also the president of Nagaland Veterinarian Association (NVA), has clarified that the department had not received any report of swine fever in Dimapur.

CSU slams Patton for backward quota remark NSDMA warns of flash floods, waterlogging D I M A P U R , M AY 1 6 (NPN): Chakhesang Students’ Union (CSU) has slammed the state deputy chief minister Y Patton over his purported remark that Chakhesang tribe should be removed from the Backward Tribe reservation. In a press release, CSU president Avezo Kevin Kapu and general secretary Pei Kezo claimed that Y Patton, during CNTC function, said “the Chakhesangs are more advance than the Ao, Lotha and the Sumis and therefore, the Chakhesang tribe should be removed from the BT reservation”. The apex Chakhesang student body maintained that it considered the deputy CM’s statement as “an ill intent to create division

among the Naga society on tribal line”. CSU stated that “such dirty intent” should be condemned by all intellectual student organization and all right-thinking citizens of the State “to avoid further cracks in the Naga society.” Further, CSU said that the “careless and irresponsible statement” of deputy CM questioning the policy of his own government was “shocking and unbelievable”. CSU reminded that the Backward Tribe (BT) reservation policy was created by the state government based on the information available before the policy makers and legislated by the assembly. It said that BT reservation policy has mandatory provisions for

periodical review after every 10 years. However, CSU said due to the failure of the successive governments the policy could not be reviewed and updated thus denying the deserving sections of the community to get full benefits. It alleged that the state government had put all the BT reservation committee reports namely “Banuo Committee Report – 2008”, the “Kevichusa Committee Report – 2010” and the “Temjen Toy Committee Report – 2010” in cold storage and their findings were never brought before the assembly for review nor amendment. In a press note NSDMA joint CEO Johnny Ruangmei said there had been a spike in weather activity during the past week, with rainfall reaching 191.25mm in Dimapur, 351mm in Peren and 342mm in Kohima, as per the data obtained from the NSDMA Weather System. Hence, there was a likelihood of flash flooding and waterlogging. Asking the public to be vigilant during this period, NSDMA urged all not to take shelter under large trees or picnic near river banks to prevent unnecessary risk to life from lightning and flash floods. It also urged all DDMAs and line departments to be on high alert during this period.

DGCA issues show cause notice to IndiGo over Ranchi airport incident NEW DELHI, MAY 16 (PTI): IndiGo staff inappropriately handled a speciallyabled child and his parents at the Ranchi airport on May 7, aviation regulator DGCA stated on Monday while citing “prima facie” findings of its panel. A show-cause notice has been issued to the airline over “non-conformances” with regulations, asking it to respond by May 26, the Directorate General of Civil Aviation (DGCA) said, adding appropriate action under the law would be taken after

hearing the submissions. IndiGo had on May 9 said the specially-abled boy was denied boarding as he was “visibly in panic”. As the boy was prohibited from boarding the Ranchi-Hyderabad flight, his parents - who were accompanying him - also decided not to enter the plane. In a statement, the DGCA said its three-member fact-finding committee - formed on May 9 after outrage over the incident has submitted its report on the Ranchi incident. The proceedings of

the committee were partly held in the open and partly in-camera in line with the request of the affected family, it said. “The findings of the committee prima facie indicate inappropriate handling of passengers by the Indigo staff thereby resulting in certain non-conformances with the applicable regulations,” it mentioned. In view of this, it has been decided to issue a show-cause notice to the airline through its authorised representative to explain

why suitable enforcement action should not be taken against them for the nonconformances, it said. “To meet the ends of justice, the airline has been provided an opportunity for a personal hearing as well as for making written submissions in the next ten days from today i.e. till May 26, 2022. After hearing their submissions, appropriate action as per law would be taken,” it added. When asked about the DGCA’s statement on Monday, IndiGo said, “We have

received the communication from DGCA on the matter and will respond in due course.” The regulator had on May 9 announced that its three-member fact-finding inquiry team will investigate this incident and submit a report within a week. IndiGo CEO Ronojoy Dutta had expressed regret over the incident and offered to buy an electric wheelchair for the specially-abled child.
