Army to analyze CoI, SIT on Oting; Kalita assures justice

GUWAHATI, MAY 16 (PTI): The Indian Army’s Eastern Command chief on Monday said that the force has completed the Court of Inquiry into the firing incident in Nagaland’s Mon district where soldiers gunned down 14 civilians in December last year. Following the killings in Oting area of Mon district in a botched operation and its aftermath, the Army started a Court of Inquiry (CoI), while the state government set up a Special Investigation Team (SIT) to probe the incident. “It was a case of mistaken identity and error of judgement. The Army CoI is complete and it is being examined now. We also received the SIT report and both are being analysed,” General Officer Commanding-in-Chief of the Eastern Command, Lt Gen R P Kalita, said. If there is any lapse or fault by anyone, action will be taken irrespective of his rank, he said. Lt Gen Kalita said Armed Forces (Special Powers) Act (AFSPA), which has been in force in the North-eastern state for decades, gives some operational support to the forces working in difficult terrains, but the law was not absolute.

D I M A P U R , M AY 1 6 (NPN): Central Nagaland Tribes Council has appealed to the convenor of the Core Committee on Naga Issue to have equal representation in the committee from among the three main blocks— ENPO, TPO and CNTC. This was so as CNTC said it had resolved to urge the Centre and negotiating groups to expedite the Naga solution with the knowledge of the stakeholders before the upcoming Assembly polls. CNTC president T. Lanu Imchen and general secretary Er. Tsungroshan Kithan opined that the Committee was not a political body, but a platform to represent the voices of the people.

The AFSPA empowers security forces to conduct operations and arrest anyone without any prior warrant besides giving immunity from arrest and prosecution to the security forces if they shoot someone dead. The Act was withdrawn from 15 police station areas in 7 districts in Nagaland with effect from April 1. Panel to probe alleged misuse of MGNREGA funds D I M A P U R , M AY 1 6 (NPN): State government has constituted a threemember departmental enquiry committee to enquire into the alleged misuse of funds under MGNREGA by VDB, Longzang village under Phomching Block, Mon district. MOKOKCHUNG, DIMAPUR, MAY 16 (NPN): Following reports of suspected African Swine Fever (ASF) and Porcine Reproductive & Respiratory Syndrome (PRRS), even deaths, Department of Veterinary & Animal Husbandry has urged people engaged in rearing pigs and owning piggeries in Mokokchung district to be extremely cautious and follow preventive measures to be safe. The department has issued a public advisory for maintenance of bio-security by stopping consumption of meat from unknown sources, avoiding feeding of kitchen waste as far as possible and not allowing poultry birds into piggery sheds. Officials said samples have also been collected and sent to North Eastern
Regional Disease Diagnostic Laboratory (NERDDL), Guwahati, whose results were expected in a week’s time. They added that serosurveillance had also been conducted at various places.

Meanwhile, veterinary surgeon of Dimapur District Veterinary Hospital Dr KN Zubemo Humtsoe, who is also the president of Nagaland Veterinarian Association (NVA), has clarified that the department had not received any report of swine fever in Dimapur.

CSU slams Patton for backward quota remark NSDMA warns of flash floods, waterlogging D I M A P U R , M AY 1 6 (NPN): Chakhesang Students’ Union (CSU) has slammed the state deputy chief minister Y Patton over his purported remark that Chakhesang tribe should be removed from the Backward Tribe reservation. In a press release, CSU president Avezo Kevin Kapu and general secretary Pei Kezo claimed that Y Patton, during CNTC function, said “the Chakhesangs are more advance than the Ao, Lotha and the Sumis and therefore, the Chakhesang tribe should be removed from the BT reservation”. The apex Chakhesang student body maintained that it considered the deputy CM’s statement as “an ill intent to create division
among the Naga society on tribal line”. CSU stated that “such dirty intent” should be condemned by all intellectual student organization and all right-thinking citizens of the State “to avoid further cracks in the Naga society.” Further, CSU said that the “careless and irresponsible statement” of deputy CM questioning the policy of his own government was “shocking and unbelievable”. CSU reminded that the Backward Tribe (BT) reservation policy was created by the state government based on the information available before the policy makers and legislated by the assembly. It said that BT reservation policy has mandatory provisions for
periodical review after every 10 years. However, CSU said due to the failure of the successive governments the policy could not be reviewed and updated thus denying the deserving sections of the community to get full benefits. It alleged that the state government had put all the BT reservation committee reports namely “Banuo Committee Report – 2008”, the “Kevichusa Committee Report – 2010” and the “Temjen Toy Committee Report – 2010” in cold storage and their findings were never brought before the assembly for review nor amendment. In a press note NSDMA joint CEO Johnny Ruangmei said there had been a spike in weather activity during the past week, with rainfall reaching 191.25mm in Dimapur, 351mm in Peren and 342mm in Kohima, as per the data obtained from the NSDMA Weather System. Hence, there was a likelihood of flash flooding and waterlogging. Asking the public to be vigilant during this period, NSDMA urged all not to take shelter under large trees or picnic near river banks to prevent unnecessary risk to life from lightning and flash floods. It also urged all DDMAs and line departments to be on high alert during this period.
DGCA issues show cause notice to IndiGo over Ranchi airport incident NEW DELHI, MAY 16 (PTI): IndiGo staff inappropriately handled a speciallyabled child and his parents at the Ranchi airport on May 7, aviation regulator DGCA stated on Monday while citing “prima facie” findings of its panel. A show-cause notice has been issued to the airline over “non-conformances” with regulations, asking it to respond by May 26, the Directorate General of Civil Aviation (DGCA) said, adding appropriate action under the law would be taken after
hearing the submissions. IndiGo had on May 9 said the specially-abled boy was denied boarding as he was “visibly in panic”. As the boy was prohibited from boarding the Ranchi-Hyderabad flight, his parents - who were accompanying him - also decided not to enter the plane. In a statement, the DGCA said its three-member fact-finding committee - formed on May 9 after outrage over the incident has submitted its report on the Ranchi incident. The proceedings of
the committee were partly held in the open and partly in-camera in line with the request of the affected family, it said. “The findings of the committee prima facie indicate inappropriate handling of passengers by the Indigo staff thereby resulting in certain non-conformances with the applicable regulations,” it mentioned. In view of this, it has been decided to issue a show-cause notice to the airline through its authorised representative to explain
why suitable enforcement action should not be taken against them for the nonconformances, it said. “To meet the ends of justice, the airline has been provided an opportunity for a personal hearing as well as for making written submissions in the next ten days from today i.e. till May 26, 2022. After hearing their submissions, appropriate action as per law would be taken,” it added. When asked about the DGCA’s statement on Monday, IndiGo said, “We have
received the communication from DGCA on the matter and will respond in due course.” The regulator had on May 9 announced that its three-member fact-finding inquiry team will investigate this incident and submit a report within a week. IndiGo CEO Ronojoy Dutta had expressed regret over the incident and offered to buy an electric wheelchair for the specially-abled child. DIMAPUR: Naga Students’ Union Shillong (NSUS) and its federating units in collaboration with well-wishers observed ‘Naga Plebiscite Day’ on the theme “Rekindling Our History” at Shillong on Monday. He pitched for unification of all the Nagas and articulated a defining vision for the future. The professor also stressed on the inclusive strategy of “check and balance.”

Cancel transfer orders without relievers: USSC DIMAPUR: United Sangtam Students’ Conference (USSC) has asked the department of School Education (DoSE) to “immediately cancel all the transfer orders without relievers”. In a press release, USSC president Samuel B. Sangtam and assistant general secretary, Tiakaba Sangtam appealed to the department to “avoid transfer of teachers with post” or without reliever under Kiphire and LongkhimChare (under Tuensang district) jurisdiction. USSC warned that the responsible authority would be “solely held responsible for any untoward consequences.” The student body also directed all PT, GT and PGT teachers to remain in their respective postings and adhere to their duties. ANEFWA extends support to PDJESA representation DIMAPUR: All Nagaland Electricity Field Workers Association (ANEFWA) has extended support to the Power Department Junior Engineers’ Service Association (PDJESA) representation dated February 18, 2022, with regard to the service stagnation of junior engineers. Two quakes rock Assam, Meghalaya GUWAHATI, MAY 16 (PTI): Two earthquakes of 3.9 magnitude each hit Meghalaya and Assam in less than 24 hours, official reports said on Monday. The first quake, recorded at 9.47 pm on Sunday, had its epicentre in Nongpoh area of Meghalaya at a depth of 12 km, the second in Nagaon of Assam at a depth of 55 km. According to the reports, tremors were felt in parts of central and northern Assam after the second quake jolted the state at 3.22 pm on Monday. No report of loss of life or damage to property has been received in either of the quake, officials said. The northeastern part of the country falls in high seismic zone, making earthquakes a frequent phenomenon in the region. A 6.4-magnitude quake had shaken Assam and parts of North East on April 28 in 2021, making it one of the most severe ones to shake the region in recent years.

SHILLONG, MAY 16: A social activist on Monday lodged a complaint before the Lokayukta seeking an investigation into the shoddy construction of Inter-State Bus Terminus (ISBT) in Shillong. In her complaint to Lokayukta Chairperson Bhalang Dhar, social activist Angela Rangad said the ISBT which is merely a year old has already developed major cracks and has been leaking pointing to the shoddy construction. The Rs 48-crore ISBT project was executed by Meghalaya State Public Works Department (PWD) and was inaugurated by Union Home Minister Amit Shah in July, 2021 and became functional only six weeks ago. “The building which is almost a year old has already developed major cracks and has been leaking pointing to shoddy construction which can only be due to lackadaisical superintendence of the construction by the public servants of state PWD over the contractors and construction agencies of
the project,” Rangad said. The social activist also pointed out the failure of the Meghalaya Transport department to examine the structural integrity of the construction before handing over the project and corrupt practices by the contractors/construction company in executing the public infrastructure project and conflict of Interests in execution of the project. The shoddy construction of the ISBT has been exposed due heavy rains that wreaked havoc across the state on May 13. Videos and pictures of the cracked walls and ceilings of the ISBT went viral on social media raising questions about the quality of the work being done. Meanwhile, the opposition Trinamool Congress has sought a reply from Chief Minister Conrad Sangma over the shoddy construction of the ISBT. “Meghalaya, the state with the highest rainfall, is weathered down under Conrad Sangma’s rule even before the monsoons have set in. It seems Conrad Sangma’s House of Cards is falling apart,” the TMC statement said.
SHILLONG, MAY 16 (PTI): Meghalaya police on Monday said it has identified at least 10 people, including women members of a local market committee, for being allegedly involved in parading, heckling and tying a woman to a post at a market place in Jowai. The police also registered a suo moto case in the incident in which a woman in her 20s was seen being taken to a shed and later being tied to a pole in full public view at a local market in Jowai last week. “Summons have been issued to prominent members of a local market committee based on a video evidence of the incident which was shared by a concerned person,” a senior police officer told PTI. He said a case has also been registered against those involved in the crime following the direction by Meghalaya State Women Commission chairperson, Phidalia Toi. Toi had directed the police to register a suo moto case after the woman who was heckled refused to file an FIR against those who had allegedly tortured here.

IMD issues weather update: According to the IMD office in Guwahati, four states in the region witnessed excess rainfall than normal from May 1 to May 16. While Meghalaya recorded 115% excess, Assam 49%, Manipur 27%, Nagaland 18% and Arunachal Pradesh 11%. Tripura recorded 44% deficit rainfall than normal and Mizoram 41% less rain than normal in this period. “We are witnessing heavy rainfall because of moisture incursion from Bay of Bengal due to strong lower-level southerly/south westerly winds. In the past as well, the northeast witnesses heavy to very heavy rainfall in May,” said Sunit Das, scientist at Guwahati office of the Indian Meteorological Department (IMD). According to the IMD office, widespread to fairly widespread rainfall accompanied with heavy to very heavy rainfall at isolated places till May 19 in Arunachal Pradesh and thunderstorm/ lightning and heavy to very heavy rainfall at isolated places in Assam, Meghalaya, Nagaland, Mizoram, Manipur and Tripura is “very likely” till Friday.

NEW DELHI, MAY 16 (PTI): Claiming that the ongoing anti-encroachment drive in Delhi will render 63 lakh people homeless, Chief Minister Arvind Kejriwal Monday said it will be the “biggest destruction” in Inde pendent India, and accused the BJP of “misusing” power. He also questioned the moral, constitutional and legal authority of the BJPruled civic bodies to launch such a large-scale drive at the fag end of their terms. “Delhi has not developed as a planned city. More than 80 per cent of Delhi can be called illegal and encroached upon. Does that mean you will destroy 80 per cent of Delhi?” he asked. In a virtual address after holding a meeting with AAP MLAs on the issue, he demanded the deferred municipal corporation polls be held now to elect new civic bodies that can take a decision on the matter. “You will make 63 lakh people homeless and spoil their daily lives by bulldozing their houses and shops. It will be the biggest destruction in independent India. Nobody is going to tolerate it,” the AAP national convener said, attacking the BJP.

The mosques in villages and localities should be kept alive as evil forces want to deprive us of our culture. They should get the message that the Muslims are not ready to lose a mosque in India again,” Owaisi said. Although the Junglemahal area is scattered over three districts o f We s t M i d n a p o r e, Bankura and Purulia, this time the chief minister will restrict her activities in West Midnapore district only. In the coming days, the chief minister will make similar visits to Purulia and Bankura as well, confirmed sources from the state secretariat of Nabanna. NEW DELHI, MAY 16 (PTI): Southwest monsoon advanced into the Andaman and Nicobar islands on Monday, the India Meteorological Department (IMD) said here, signalling the start of the four-month seasonal rains that are crucial to the largely agridependent economy. The Andaman and Nicobar islands and adjoining areas have been experiencing rainfall due to strengthening southwesterly winds in the lower tropospheric levels, the weather office said. The onset of monsoon over Andaman and Nicobar islands happened a day late as the IMD had earlier said that the seasonal rains would cover the region on May 15. “Conditions are favourable for fur ther a dva n c e o f s o u t h we s t monsoon into some more par ts of south Bay of Bengal, entire Andaman Sea & Andaman Islands and some parts of east-central Bay of Bengal during next 2-3 days,” the IMD said in a statement here. Nor ther n par ts of
India, which were reeling under intense heat wave conditions on Sunday, also got a slight breather on Monday with Dholpur in Rajasthan recording t h e h i g h e s t m a x i mu m temperature of 46.1 degrees Celsius. The highest maximum temperature recorded at Banda in Uttar Pradesh on Sunday was 49 degrees Celsius. At least 16 cities re por ted temperatures in excess of 44 degrees Celsius, the highest being Dholpur (46.1), followed by Jhansi (45.6), Nowgong (45.5), Bhatinda (45.1) and Varanasi, Patiala and Sidhi (45 each). NEW DELHI, MAY 16 (PTI): The CBI has sent a judicial request to Hong Kong seeking assistance in its probe into a racket that allegedly imported diamonds with inflated invoices worth Rs 156 crore to camouflage its money l a u n d e r i n g a c t iv i t i e s, officials said. The central agency has dispatched the letters rogatory (LR), a judicial request, to the Secretary for Justice, Hong Kong Special Administrative Region of the People’s Republic of China, seeking details about transactions and accounts flagged during the probe. The CBI had first approached the Home Ministry with its application for the go-ahead for sending the LR. After getting the nod under Section 166 A of the Code of Criminal Procedure, the application was submitted to a special court in Mumbai which had ordered the issuance of the LR. The letters rogatory are a legal plea from a court of one country to another seeking assistance in the
probe of a case. The agency had in January 2020 booked 17 individuals and companies, including three Mumbaibased senior Customs officials, for allegedly being part of a money laundering racket using over-invoiced import of diamonds worth over Rs 156 crore. The diamonds were imported to India from Hong Kong, hence the CBI sought assistance from its law enforcement agencies to collect required information, they said. The agency refused to give details of information sought by it as it may hamper its probe. The case was referred to the CBI after a Directorate of Revenue Intelligence probe found
alleged involvement of Customs officials in the conspiracy, they said. The DRI probe had alleged that Hong Kongbased businessman Girish Kadel had imported rough diamonds from Switzerland to Hong Kong in the name of his four companies. Kadel, having Belgian passports and business interests in India, had exported some of these diamonds to India through 14 consignments in the name of two companies -Antique Exim Pvt Ltd and Tanman Jewels -- showing over-invoiced value of Rs 156.28 crore. The DRI had found during revaluation that the actual value of the consignments was Rs 1.03 crore. The CBI investigation so far has shown that Kadel allegedly used importer exporter codes (IECs) of Antique Exim Private Limited and Tanman Jewels Private Limited through his aide Atul Paldecha for siphoning off the money outside India through import of overvalued goods.

scorching heatwave hit Delhi on May 15 when temperature surpassed 49°C to record 49.2°C. The national capital has been experiencing high temperatures surpassing 40°C during May. Heat waves usually occur in the months of March to June and in some rare cases even in July. The peak month of the heat wave over India is May. A heatwave is considered if the maximum temperature of an IMD weather station reaches at least 40C or more for plains and at least 30C or more for hilly regions. A 4.5 to 6.4-degree departure from normal is considered to declare a heatwave and a more than 6.4-degree departure for a severe heatwave. India reported record temperatures in March 2022, making it the hottest in 122 years since records began. Scientists say the accumulation of greenhouse gases in the atmosphere is contributing to India’s increased temperatures. Extreme heat disproportionately affects the poor and marginalized, who often have labour-intensive jobs that require long hours in the heat. The states of Himachal Pradesh, Haryana, Uttarakhand, Punjab, and Bihar have particularly witnessed soaring temperatures in the past few days, India’s weather department said. The heat wave has adversely affected agriculture especially wheat growers. Farmers say the unexpected temperature spikes have affected their wheat harvest, a development that could potentially have global consequences given supply disruptions due to the Ukraine war. As a consequence of fall in wheat production, the government of India has prohibited wheat export till the situation improves. Neighboring Pakistan has already experienced 50°C. The extreme heat wave across South Asia is a direct manifestation of rising global temperatures, an impact that climate scientists had predicted with certainty years ago. The problem of extreme heat that lasts for weeks on end will only get worse as rising levels of greenhouse gases continue to trap more heat in the atmosphere, and it will be compounded by the arrival of more people to crowded cities in India and elsewhere. India’s urban population is expected to double by 2050 - and so too is the loss of productivity from people unable to work in the heat. The north east is facing consequences of climate change with abnormal weather causing heavy rains. Extreme rains upstream across the border in India and inside Bangladesh for the second consecutive day, has also triggered floods in the north-eastern region where water levels in more than 80 per cent of the rivers rose during the past 36 hours. Several states in the region experienced heavy rainfall, more than the usual for the month that triggered landslides, flooding and damages to infrastructure and properties besides resulting in several deaths. One of the reasons the short-lived spring season has metamorphosed into summer is the accumulation of greenhouse gases in the atmosphere, besides local weather conditions, scientists said. The number of heatwave days in India is increasing at a rapid pace every 10 years, an ongoing study by the Met Department showed. From 413 in 1981-90 to 575 in 2001-10 and 600 in 2011-20, the number of days that see extremely hot days is persistently increasing at 103 weather stations, mostly in inland areas, the study showed. These serve to remind on how human activities for development has instead contributed immensely towards climatic catastrophe and unless it is slowed, the green planet earth will turn desert yellow.

We think it is a sign of true humility to say at the end of the day, “Well, I just barely got by today, but it was a severe struggle.” And yet all of Almighty God is ours in the Lord Jesus! And He will reach to the last grain of sand and the remotest star to bless us if we will only obey Him. Does it really matter that our circumstances are difficult? Why shouldn’t they be! If we give way to self-pity and indulge in the luxury of misery, we remove God’s riches from our lives and hinder others from entering into His provision. No sin is worse than the sin of self-pity, because it removes God from the throne of our lives, replacing Him with our own self-interests. It causes us to open our mouths only to complain, and we simply become spiritual sponges— always absorbing, never giving, and never being satisfied. And there is nothing lovely or generous about our lives. Before God becomes satisfied with us, He will take everything of our so-called wealth, until we learn that He is our Source; as the psalmist said, “All my springs are in You” (Psalm 87:7). If the majesty, grace, and power of God are not being exhibited in us, God holds us responsible. “God is able to make all grace abound toward you, that you…may have an abundance…” (2 Corinthians 9:8)— then learn to lavish the grace of God on others, generously giving of yourself. Ladies and gentlemen, Greetings on behalf of the Office Bearers of the Naga National Council (NNC), to every Naga member on this auspicious day. May 16 is a red letter day in the annals of the Naga nation. For on this day, a Voluntary Plebiscite was launched by the Naga National Council with the main purpose to dispel the Indian propaganda that “the talk of Naga Independence is the voice of only a few educated Nagas”. Participation in this voluntary Plebiscite was undertaken from the age of 16 years and above. And the response of the Nagas for this rightful call to stay an independent nation was overwhelming. On an occasion like today, it is proper to revisit the historic event. Where, I would like to quote from the inaugural speech of the then President of NNC, A.Z.Phizo, where he stated the very purpose of this voluntary Plebiscite of the Nagas; This is not whether Nagaland should become a part of India or not. This is to show India and the world of Naga unity as one effective nation in order to let INDIA know the position of NAGALAND. Again, I quote; Lastly, let me state that the Nagas stand for indepen-

dence, that is, the continued existence of Nagaland as a sovereign state, is not a challenge to India. We stand on, and try to re-affirm, our own right as a nation. Nagas are not against Indians. We never want enemies. We only hope that India shall not become our enemy. Nagas are united and very clear from day one as far as the Naga national stand is concerned. Since the submission of memorandum to the British India Statutory Commission, popularly known as Simon Commission in 1929, the formal declaration of the Naga Independence on 14th August, 1947 and the Voluntary Plebiscite of 16th May, 1951. And thereby, the formation of the Federal Government of Nagaland (FGN) on 22nd March, 1956. All these landmarks of the Naga nation sealed the Naga nationhood following the due process, at the right time that no one can refute and challenge. So, when all is established and accomplished, any Naga preaching another gospel or singing another tune is tantamount to sacrilege. We are thankful to the Almighty God for giving our nation the pioneer Naga national leaders who had gathered the Naga families into a nation

y dear Naga brothers and sisters, greetings you all in the name of Jehova, Almighty God, on this historic plebiscite day the 16th May 1951. NNC policy are all nonviolence, non-cooperation and no force taxes, we still stand most faithful to the right stance. Naga political exodus started in the year 1929 asking British to leave Nagas as a free nation in May 16th 1951 Nagaland political covenant called plebiscites was conducted 99.9% Naga citizens participated in that pledge but we still are not able to enter into our promise land. Here is the covenant of an Act to safeguard the interest and security of Nagaland 27th April 1955. Any person who in order to destroy or undermine the integrity and the wellbeing of Nagaland and who for this purpose act or set up organisations against or opposed the political
administration and traditional institutions of the nation or an attempt to do so whether into or without the aid of another country shall be deemed to have committed treason. My dear citizen, it is high time to come out and face the situation United together all the factions to work out the Naga Political problem on the principle of 1929 memorandum of the Naga Hills (all Naga inhabited area) and 1951 plebiscite (a political referendum) for permanent solution. he Indo-Naga history remains alive to testify who is who that has played a destructive role that led to this sorry state of affairs as we find today. The root of the never-ending Naga political problem lies in the 16 Point Agreement and the only living person who is still kicking around being one of the architects of the 16 Point Agreement is none other than Dr. SC Jamir. The Nagas have suffered much because of the depths of cruelty and treachery in the hands of SC Jamir. Tragically, the Government of India (GoI) is turning to this same destructive person seeking his guidance. Significantly, nothing is more annoying for the National Socialist Council of Nagalim (NSCN) when the Ministry of Home Affairs (MHA), GoI, is hobnobbing with SC Jamir. As uttered by SC Jamir, he is scheming with the centre to destroy the very foundation of the Naga political identity that the Naga people have shed blood, sweat and tears over the decades. Needless to say, Jamir has a penchant for creating bloodshed as testified by the pages of the Indo-Naga history. Naturally, the peace process under ceasefire is something anathema to him. The Indo-Naga political history is alive to the fact that when the 16 Point Agreement was signed and the state of Nagaland was created, the first Indian Prime Minister Mr. Jawaharlal Nehru sensed something missing and made a
statement in the Lok Sabha to express his desire to meet Mr. AZ Phizo in London. There was immediate panic reaction from SC Jamir, the then Parliamentary Secretary, MHA, GoI and wrote to Shilu Ao, the first Nagaland State Chief Minister, dated March 22, 1963: “Uncle Shilu, what is that the Prime Minister is talking about of meeting Phizo, a terrorist? If his meeting with Phizo becomes a reality then I will come back home packing my bedding.” He also mentioned that he is capable of more troubles than the hostiles could do. He was so determined that the 16 Point Agreement should not be touched. Ultimately, Shilu Ao and colleagues in Nagaland fall in line with Jamir’s threatening letter as they rose against the proposal of Nehru’s meeting with Phizo. What followed was that peace could not prevail in Nagaland and many precious lives were lost. This same man (SC Jamir) is still alive repeating the same thing he loved most, to defend the 16 Point Agreement. Why is the GoI not willing to learn from history and why is the GoI giving space to Jamir to block a genuine, honourable and lasting solution to the IndoNaga political issue? The 16 Point Agreement which was rejected and condemned by the Naga people years ago can never be brought back as the basis for the Naga political solution. MIP, NSCN/GPRN
Speech of Royim, NNC (PB) UNPG president on ‘Naga Plebiscite Day’ My Dear countrymen Seventy-one years ago, Naga people, irrespective of tribe, age, gender and socio-economic status, with one voice and one vision, declared their earnest desire to self-determine our own future. On this historic day, known as the Naga Plebiscite Day, 99.9 % of the Nagas gave the referendum to the Government of India that the Nagas wanted to be independent of any foreign control. Today, the same spirit and vision continues to burn in every heart of the Naga sons and daughters. Our firm determination to be independent has let the Indian Arm Forces to mercilessly seek and destroy countless number of Naga sons and daughters. We are here todaybecause of the countless sacrifices of our own brothers and sisters who have paid the ultimate price so that we can all live to see tomorrow. Today, we remember them and salute them. I also salute each and every one of you for remaining firm and unwavering to the aspirations and vision for which they laid their precious lives. I stand here today with great humility and a heart filled with thanksgiving. Despite the treacherous and a very journey of our struggle, God has not forsaken us. He continues to be our strength and our hope. We have come this far, not because of our might, but because of God’s grace and the ultimate sacrifices of the Nagas. As a democratic people and nation, we have embraced the idea of one Naga National Political Group (NNPG). After much consultations with political leaders, tribal leaders, civil societies, church leaders, senior officials and prominent citizens of Nagaland, NNPGs took the responsibilities to sit across the table with the representatives of Government of India. Our negotiations are grounded on the ‘Agreed Position’ of the Nagas and GOI. Throughout our negotiations, we have had numerous consultations with Naga civil societies and political parties and we have incorporated their valuable visions and ideas. On 31st October 2019, we have completed the talk with GOI. We are now awaiting the Prime Minister of India to officially sign it and declare the Naga solution. From the year 2019, Nagaland government under PDA and UDAhas formed committees on several occasions to serve as felicitators for the Naga solution. They have passed and adopted resolutions after
resolutions in the Assembly. However, those resolutions simply seem to be an appeasement towards the unrelenting hard works of the Naga cause. In the recent months, some of our Naga legislators have started politicking for Nagaland State Assembly electionin 2023 under the GOI Election Commission. How did they become felicitators of Naga solution to NagaState election? When the entire Naga stakeholders are persistently demanding for an early solution, why are some of the UDA leaders mobilizing the Naga citizens for another State election? Why are some of the UDA leaders gearing up for State election while others are demanding for early Naga solution? The Government of India has genuinely expressed its desire to sign and declare the Naga Solution as early as possible. The former interlocuters R. N. Ravi as well as the present REPRESENTATIVE OF Home Affairs A. K. Mishra have time and again conveyed the same desire. The top Indian political leaders have also expressed the same. So what is holding it back? How long shall we wait? Who is trying to sabotage the desires of the people? Is the delay caused by some individuals and felicitators who represents Nagas with selfish with ulterior motives?Every works will be recorded in the annals of Naga history. Nagas will not forgive the betrayers and justice will be served. Our journey is a common Naga journey. Today, we are carrying the torch that our predecessors have passed on to us. Let us not be selfish and prideful but remain humble to uphold the Naga torch with dignity and respect. It is therefore our solemn duty to remain fixed to the prize that awaits us. As we fight tirelessly to conclude our issues, our eyes must be sharp and our minds alert against any hurdles and obstacles. Let us remain vigilant against those individuals and groups who continues to derail and misdirect our Naga struggle. On this auspicious day, I urge every rank and member to uphold the ideals and vision of our predecessors and the aspiration of our Naga people. May the Almighty God continue to guide us with His divine wisdom and strengthen us to complete the race before us with dignity and honour. May God continue to the anchor of our hopes and aspirations. Growing heat, vanishing wheat, shrinking size

hen I bought a packet of sandwich bread in the morning, the vendor said that the ‘price has increased’. Then I saw news in my newspaper that wheat is in short supply in many countries of the world. India has already banned the export of wheat. Russia and Ukraine have been two leading exporters of wheat in the past, who are locking horns for the time being affecting global affairs. In such a situation, there has been a shortage of wheat everywhere. This shortfall will go on in the coming days. People are criticizing Russia’s stubborn leader Putin for aggravating troubles. After Corona, the absurd and protracted war between Russia and Ukraine has increased problems in the world. Prices of packaged ‘namkeens’, bread, chips and biscuits are increasing due to shortage of wheat and edible oils, but clever brands are playing a trick. Instead of increasing the printed price, they are reducing the size of the packets. The customer does not doubt due to the same price, although there is some confusion after getting the smaller packets. It is also happening that some products are being sold expensive in the cities, but the weight has been reduced in rural markets instead of increasing price. Summer is in full swing. Banda - a small town in UP, is melting. The temperature there reached 49 degrees the other day, highest in the world. If not for anything else, it flashed on the international weather map at least for scorching heat. Who grabs the headlines and for what, nobody knows exactly. So one should always be ready for every situation. As actor Anupam Kher says in one of his shows – ‘Kuchh Bhi Ho Sakta Hai’! Monsoon is expected to reach Kerala on May 27, slightly ahead of its scheduled time. Although the state is getting rains daily, even though it’s not monsoon rain. When the temperature goes up, people travel to higher places. If the element of religion is added to the
mountains, things get better. Perhaps that’s why there is a rush to go for Chardham Yatra. Over 34 pilgrims died on the way. From May 3 to May 16, more than 1.3 million pilgrims have registered for the Yatra. Most of those who died on the way had got Covid infection affecting their lungs. There is a lack of Oxygen at high altitudes and weak lungs do not support, hence death occurs. Those whose lungs have weakened due to Covid should avoid going to high places like Chardham or Ladakh, or they should go only after getting a medical consultation. The mantras of worship are often in Sanskrit and there is good
news for Sanskrit lovers. Google has included Sanskrit in the list of 133 languages in its translation app. Apart from Sanskrit, 23 other languages of India including Bhojpuri, Dogri are part of Google Translate. Translation is of great importance in the exchange of knowledge and culture in the world. It is only after translation that the literature of one language is read among those who know the other language. If there is no translation, then the literature of different languages of India and languages of other countries of the world could not see the light. Suggestion for redeployment of teachers for Longleng district
Sir,
School education department should collect the ground reality and the fact performances of the teachers from their respective school in charge before releasing the transfer order. Posting of teachers should be purely on the basis of qualification to where he/she is posted. Posting without reliever/replacement affects the student performance while in the middle of the learning. Department should eliminate proxy teachers who are living somewhere without performing their duty and stop transferring those dedicated teachers who are discharging their duty whole heartily from the day one of their appointment. The practice of unqualified person replacing the qualified teachers who are trained, hamper the growth of child’s education. So, highly trained teachers should be directed in doing their job. Often it is seen in many cases where political influence undermine the transfer of teachers. So, political influence should be stopped and dedication of the teaches to their jobs should be appreciated. NEW DELHI, MAY 16 (PTI): The National Green Tribunal has directed the Uttar Pradesh and Bihar governments to inform it about the number of human corpses found floating in the river Ganga besides bodies buried on the river bed in the two states before the onset of COVID-19 till March 31 this year. NAGPUR, MAY 16 (PTI): Maharashtra Congress chief Nana Patole on Monday said he has conveyed to the party high command about recent political moves of the Sharad Pawar-led NCP to allegedly weaken the Congress in the state. Notably, Congress and NCP joined hands with Shiv Sena to come to power in Maharashtra in November 2019 after the state Assembly polls when the Uddhav Thackeray-led Sena snapped ties with the BJP. To a query from reporters at the Nagpur airport, Patole said it seems that in the last two-and-ahalf years, NCP has been trying to “weaken” the Congress in Maharashtra. Even the Congress representatives of zilla parishads and other civic bodies are not getting enough funds to carry out development works, he claimed. He said 19 Congress corporators in the Bhiwandi-Nizampur Municipal Cor poration joined the NCP. Besides, the NCP joined hands with rival BJP to elect the president of Gondia Zilla Parishad earlier this month, he noted.

NEW DELHI, MAY 16 (AGENCIES): Amid soaring temperatures, the Delhi Jal Board (DJB) on Monday (May 16, 2022) informed that the water supply in the capital will be affected from Tuesday. The officials said that the production capacity at Wazirabad, Chandrawal, and Okhla water treatment plants has dipped further as the Yamuna has “almost dried up”. “Due to depletion of pond level of Yamuna at Wazirabad Water Works 669.40 feet against the normal level of 674.50 feet and reduction in the release of raw water by Haryana in river Yamuna, water produc-
tion has been affected from Water Treatment Plants at Wazirabad, Chandrawal, and Okhla. Water supply shall be affected since the morning of 17.05.2022 & till the pond level improves to normal,” the DJB said in a statement. The areas where the water supply is likely to be affected are Civil Lines, Hindu Rao Hospital, Kamla Nagar, Shakti Nagar, Karol Bagh, Paharganj, and NDMC areas, Old and New Rajinder Nagar, Kalkaji, Govindpuri, Tughlakabad, Sangam Vihar, Ramlila Ground, Delhi Gate, Punjabi Bagh, Jahangirpuri, South Extension, Greater
Kailash, Burari, parts of Cantonment area and South Delhi. It also advised people to store sufficient quantities of water in advance and issued helpline numbers to put in a request for water tankers. RANCHI, MAY 16 (PTI): Jharkhand may face shortage of food soon as traders have stopped importing consumable items from other states in protest against the proposed introduction of a market fee by the state government. The decision to introduce the fee, under the Jharkhand State Agriculture Produce and Livestock Marketing Bill 2022, had received assembly nod in March. It is currently awaiting governor’s approval. Manoj Kumar, the managing director of Jharkhand State Agriculture Market Board (JSAMB), told PTI, “Once the new rule comes into force, 2% market fee will be realised on non-perishable items and 1% on perishable items.” Kumar said the rule to impose ‘Krishi Bazar Shulk’ (market fee) had been “put in place by the Centre, and the Jharkhand government has merely adopted it”. “Different states have different market fee slabs. The fee is aimed at modernising and improving the infrastructure of mandis in the state,” he explained. Jharkhand has six mandis – one each in Ranchi, Dhanbad, Bokaro, Ramgarh, Jamshedpur and Deoghar. Trade bodies under the banner of Federation of Jharkhand Chamber of

SBI hikes lending rate by 0.1%, EMIs to go up
NEW DELHI, MAY 16 (PTI): The country’s largest lender State Bank of India has raised its marginal cost of funds based lending rate by 10 basis points or 0.1 per cent across all tenures, a move that will lead to an increase in EMIs for borrowers. This is the second hike in a month raising the cost by 0.2 per cent with the two consecutive increases. The revision follows an off-cycle rate increase by the Reserve Bank earlier this month. The central bank hiked the repo rate — at which it lends short term money to banks — by 0.40 per cent to 4.40 per cent. The lending rate revision by SBI (State Bank of India) is likely to be followed by other banks in the days to come. With the increase, EMIs will go up for those borrowers who have availed loans on MCLR (Marginal Cost of Funds based Lending Rate), not for those, whose loans are linked to
other benchmarks. SBI’s External Benchmark based Lending Rate (EBLR) is 6.65 per cent, while the Repo-Linked Lending Rate (RLLR) is 6.25 per cent effective April 1. Banks add Credit Risk Premium (CRP) over the EBLR and RLLR while giving any kind of loan, including housing and auto l oans. The revised MCLR rate is effective from May 15, as per the information posted on SBI website.With the revision, one-year MCLR has increased to 7.20 per cent from 7.10 per cent earlier.
An overnight, onemonth and three-month MCLR rose by 10 basis points to 6.85 per cent, whereas a six-month MCLR increased to 7.15 per cent. Most of the loans are linked to the one-year MCLR rate. At the same time, twoyear MCLR increased by 0.1 per cent to 7.40 per cent, while three-year MCLR rose to 7.50 per cent. Following the rate revision by RBI, several banks have already raised interest rates and some more are expected to follow in the coming days.

ATF price hiked by 5.3 pc, 10th increase this year
NEW DELHI, MAY 16 (PTI): Jet fuel prices on Monday were hiked by a steep 5.3 per cent - the tenth straight increase this year -- to an all-time high, in line with a surge in global energy prices. The price of aviation turbine fuel (ATF) -- the fuel that helps aeroplanes fly -- was hiked by Rs 6,188.25 per kilolitre, or 5.29 per cent, to Rs 1,23,039.71 per kl (Rs 123 per litre) in the national capital, according to a price notification of state-owned fuel retailers. This is the 10th straight increase in jet fuel prices this year. Meanwhile, petrol and diesel prices remained unchanged for the 41st straight day after rising by a record Rs 10 per litre each. Jet fuel prices are revised on the 1st and 16th of every month, while petrol and diesel rates are revised daily, based on equivalent rates in the international market. Petrol and diesel prices were hiked by Rs 10 a litre between March 22 and April 6 and have remained on freeze thereafter. State-owned oil firms have offered no reason for keeping petrol and diesel prices on freeze while raising ATF rates. Petrol costs Rs 105.41 a litre in the national capital and diesel is priced at Rs 96.67 per litre. The increase in ATF price comes on the back of the steep-

Rates differ from state to state, depending on the incidence of local taxation. Fuel rates have been increased in India because energy prices globally have risen on the back of supply concerns following Russia’s invasion of Ukraine and demand returning after being hit by the pandemic. India is 85 per cent dependent on imports to meet its oil needs. While oil prices have eased from a near 14-year high of USD 140 per barrel, it continues to trade above USD 100. On Monday, Brent - the world’s most used benchmark - was trading at USD 109.76 per barrel. To compound things, the rupee has depreciated against the US dollar, making imports costlier. It closed at an all-time low of 77.55 to a US dollar on Friday. Forex markets were closed on Monday on the account of Buddha Purnima.

The EU’s gross domestic product will expand 2.7 per cent this year and 2.3 per cent in 2023, the bloc’s executive arm said Monday — its first economic predictions since Russia invaded Ukraine on February 24. The European Commission’s previous outlook expected growth of 4 per cent this year and 2.8 per cent in 2023. The EU economy expanded 5.4 per cent last year following a deep recession prompted by the COVID-19 pandemic. GDP shrank 5.9 per cent in 2020. “Russia’s invasion of Ukraine has posed new challenges, just as the union had recovered from the economic impacts of the pandemic,” the commission said when releasing the forecast. “The war is exacerbating pre-existing headwinds to growth.” The war darkened what was generally a bright economic picture for the EU.

Check With an Expert Everyone needs to use good form when they exercise. But it’s even more important when you’re overweight. Extra weight can throw off your center of gravity and change the way you hold your body. It also puts extra stress on your joints. Book an appointment or two with a trainer or physical therapist who knows about weight issues. They can show you the right posture and help you build up your balance so you can exercise safely. Exercise Options The best exercise is something you enjoy and will stick with. Try different things that interest you, and see what you like. Remember that a well-rounded program includes both cardio and strength training. Check out the options at your local gym or community center. If you find a class or teacher you like, become a “regular.” If you’re uncomfortable working out in front of other people, there are lots of DVDs and online programs to try. Start With Cardio This is exercise that gets your heart pumping. Walking is one of the easiest kinds. You can do it just about anywhere and anytime, and all you need are comfortable clothes and a good pair of walking shoes.
If you have sore joints, try biking, either stationary or outdoors. It puts less stress on your hips, knees, and ankles. So does exercising underwater. See if there’s a pool near you where you can try aqua jogging or water aerobics. Add Strength Training Wo r k i n g o u t w i t h weights or other resistance equipment makes your muscles stronger, and that makes everyday tasks easier. The weight machines at the gym control the way you move and help keep you in the right form. But make sure they’re comfortable and can support you. If you’re not sure how to use the equipment, ask a trainer for help. You can also use free weights, kettlebells, or resistance bands at the gym or at home. Include Flexibility and Balance Exercises like yoga, Pilates, and tai chi help build muscle mass too. But they also keep you flexible and build your balance, which can protect you from falls and injuries. And they make it easier to do everyday things like bending over and reaching for things. Balance and flexibility are especially important as you get older. Use a Chair if You Need It If it’s hard for you to walk or stand for long periods of time, start your fitness program with exercises you can do sitting down. Remember, any amount of activity is better than none.
You can get cardio with chair aerobics or a portable pedal device. Weight or resistance training and stretching are easy to do while seated. Plan for Success It may take a while, but if you stick with it, fitness can become a lifelong healthy habit. You may have an easier time staying motivated if you make a plan and track your progress. Set specific, achievable goals you can celebrate, like adding a quarter-mile to your walk or 10 minutes to your bike ride every week. A fitness tracker, diary, or app can help keep you accountable. So can working out with a friend or in a group. Head Off Setbacks It’s easy to overdo it when you’re starting a fitness program. Take a couple of days off if you’re really sore. But if you think you’re hurt, see your doctor. Your body will fight to keep the status quo, so don’t be surprised if you feel extra hungry or tired at first. Be sure to fuel yourself with healthy foods. Take the Long View A fitness routine is like any habit: It takes time to make it part of your life. China withdrawal could see Asian Cup heading west M E L B O U R N E , M AY 16 (REUTERS): China’s withdrawal from hosting the 2023 Asian Cup could see the showpiece shift west to the Gulf, where new infrastructure and voracious demand for major events has made the region a magnet for international tournaments. Having planned to hold the Asian Cup across 10 cities in June-July next year, China dropped the 24-team tournament due to “exceptional circumstances caused by the COVID-19 pandemic”, the AFC said over the weekend. The AFC said it would name a new host in due course but provided no detail and declined to provide immediate comment to Reuters. AFC member nations were in the dark on Monday a b o u t t h e n ex t s t e p s. “This is quite an unusual situation and so there’s no specific process that we are aware of on how things could go,” a spokesperson for the Korean Football Association (KFA) told Reuters.

KO H I M A , M AY 1 6 (NPN): A dominant New Market FC opened their campaign with a thumping 10-1 win over Crimsoune Club in the Kohima Super Cup played at Indira Gandhi Stadium, here on Monday. In a one-sided match, six players from New Market FC took their turns to score the goals. Nyithong Magh scored the first hat-trick of the
championship by netting in the 71st, 72nd and 75th minutes. Limakumzuk Ao and Rhitso Mero each scored a goal while Selhouvi Belho scored the face saver goal for Crimsoune Club in the first session. After the break, Limakumzuk Ao scored again while his teammates Visalie Mezhü and Haotingmang each scored to bring the game to a disappointing closure f o r C r i m s o u n e C l u b.

N E W D E L H I , M AY 16 (IANS): Indian badminton ace Kidambi Srikanth has said the title triumph over 14-time Thomas Cup champions Indonesia would not have been possible without the contingent showing “pure resilience and mental strength”. In a heartfelt letter posted on twitter on Monday, the 29-year-old Wo r l d C h a m p i o n s h i p silver medallist, who won the deciding third rubber against world No. 9 Jonatan Christie 21-15, 23-21 to earn a historic maiden title for India in the prestigious team event, said, “I don’t even know where to even begin this. The journey to this podium is nothing short of once in a lifetime experience. This has been a result of pure resilience and mental strength.” Srikanth said the victory will remain closest to his heart as the contingent had chosen him to be its captain. “As a sportsperson, I have seen more losses than wins but this will remain the closest to my heart because of the team and my boys. Sonam, who recovered from a left leg injury, had made it a habit of beating the 2016 Olympic bronze medallist at the WFI trials but the day belonged to Sakshi, who beat the young wrestler 8-1.
