India logs 20,044 fresh Covid cases, 56 deaths in a day NEW DELHI, JUL 16 (PTI): India’s COVID-19 case tally rose by 20,044 in a day to reach 4,37,30,071 while active cases increased to 1,40,760, according to Health Ministry data updated on Saturday. The death toll has climbed to 5,25,660 with 56 more fatalities, the data updated at 8 am stated. Active cases increased by 1,687 in a day and now comprise 0.32 per cent of the total infections while the national recovery rate is 98.48 per cent, the ministry said. The daily positivity rate was recorded at 4.80 per cent while the weekly positivity rate was 4.40 per cent. The total number of people who have recuperated from the disease surged to 4,30,63,651, while the case fatality rate was 1.20 per cent.
State logs six fresh Covid-19 cases
DIMAPUR, JUL 16 (NPN): Nagaland on Saturday recorded six fresh cases of Covid-19 taking the total caseload to 35,598. Of the six cases, five cases were reported from Kohima and one case from Dimapur With total of 61 total samples tested in the last 24 hours, today’s sample positivity rate stands at 9.84%. Currently, there are 60 active cases in the state. While seven patients (five from Kohima and two from Mokokchung) have recuperated from the virus taking the recoveries to 33,278. The death toll remained unchanged at 763 (including 5 non-Covid deaths but with positivity).
DCOAN extends support to NIDA DIMAPUR, JUL 16 (NPN): Drugs Control Officers Association Nagaland (DCOAN) on Saturday extended “unconditional support” to the proposed Nagaland In-Service Doctors’ Association (NIDA) agitation that begins July 18, 2022. In a press release, DCOAN president Ethungbemo Ezung and general secretary Imlilila Aochen appreciated the “sacrificial services” rendered by the government doctors during pandemic. Stating that the doctors deserved due recognition from the state government, the association appealed to the state government to revisit and review the current cabinet decision on superannuation age and grant favourable superannuation age that was agreeable to all.

PM, HM urged to invite NSCN (I-M) PCCONPI RESOLVES TO INVOLVE GOI TO CLEAR DECKS FOR NAGA SOLUTION

KOHIMA, JUL 16 (NPN): Parliamentary Core Committee on Naga Political Issue(PCCoNPI) resolved to urge upon the prime minister Narendra Modi and union home minister Amit Shah, to invite NSCN(I-M) to clear the decks so as to secure early solution to the Naga political issue. The resolution read: “Since the talks has been concluded officially on 31st October 2019, the prime minister and the union home minister, is urged upon to invite the NSCN(I-M)leaders for an early conclusion.” The resolution was one among four others adopted at the meeting held at the Chief Minister’s residential complex here Saturday by some 52 out of 60 UDA legislators present. The two MPs of Lok Sabha and Rajya Sabha were at Delhi for the presidential election on July 18. The resolution was signed by leaders of UDA constituents- chief minister Neiphiu Rio(convenor), deputy chief minister Y .Patton (co-convenor), UDA chairman T.R. Zeliang (coconvenor) and UDA cochairman and NPF legislature party leader Kuzholuzo (Azo) Neinu. Addressing media persons after the meeting at the State Banquet Hall, minister planning & coordination, land revenue and parliamentary affairs and also spokesperson of CCoNPI Neiba Kronu informed that in view of official conclusion of all negotiations on October 31,2019 members decided to urge upon the Centre to invite NSCN(I-M)
to clear the decks for settlement. With respect to the WC of 7-member NNPGs, Kronu the group has no issue and was prepared for a final agreement any time. As reported earlier regional parties ruling the government at various periods -NPF and presently NDPP and with BJP as an alliance partner- had made Naga political issue as the top of the agenda since 2003. The ruling and opposition parties also initiated the formation of legislators’ forum-JLF/ PAM and presently, CCoNPI - to act as facilitator for securing early solution since 2017. After 25 years of endless negotiations, NSCN(IM) signed the Framework Agreement with the government of India, represented by then Interlocutor R.N.Ravi on August 3,2015. It signalled a major progress towards peaceful solution. Again on November 17,2017 the WC of 7-member NNP-
Gs also signed the Agreed Position with the government of India’s Interlocutor R.N.Ravi to make the final agreement inclusive. R.N.Ravi, the then Interlocutor who was appointed as Nagaland governor, had announced that all talks would conclude on October 31,2019 with the ultimate stage being signing of a broad-based agreement with Naga political groups. However, the expectation for eventual solution hit a roadblock when NSCN(I-M) insisted on flag and constitution to be part of the solution on the ground that it was the basis of the Framework Agreement. The government of India said the demand was unacceptable under any circumstances. Legislators had been holding a series of consultations with various apex Naga tribal bodies and CSOs during the past decades and end
with the same clarion call to the Naga groups to unite for one solution and also urging the government of India to secure early solution. Delegations of legislators used to go on the much-hyped trip to Delhi to meet with central leaders to impress upon them for early solution. When NPF joined the NDPP-led PDA in 2021, to form the second oppositionless government (the first was in 2015) under the plea for the Naga political issue, there was no headway as solution was nowhere in sight as in the past years. The Centre, especially union home minister Amit Shah had rejected outright the demand for flag and constitution and instead, asked state legislators to convince the NSCN(I-M) to sign the agreement since that ball was in the court of the NSCN(I-M). RESOLUTIONS ADOPTED AT PCCoNPI MEETING The Parliamentary Committee welcomes the positive initiatives being taken by the Government of India and the Working Committees of the NNPGS in regard to the ongoing peace dialogue between the Govt of India and the Naga national political groups. The Committee also appreciates and welcomes the efforts made by the Naga political groups in taking the talks forward. The Parliamentary Committee, while welcoming the statements and observations made by various organisations and individuals calling for unity and early solution, appeals to all sections to refrain from making statements that may create misunderstanding and disunity, and that may stand in the way of our common and collective endeavour to achieve genuine and lasting peace. The Parliamentary Committee appeals to the negotiating parties to refer to the competencies as reflected in the Framework Agreement of 3rd August 2015 signed between the Government of India and the NSCN-IM to arrive at a mutually acceptable definition of competencies to resolve this contentious issue at the earliest, and bring about a final solution that is honourable, acceptable and inclusive. Since the talks has been concluded officially on 31st October 2019, the Hon’ble Prime Minister and the Hon’ble Union Home Minister is urged upon to invite the NSCN (IM) leaders for an early conclusion. While the Parliamentary Committee is not a party to the Naga political negotiations, it is playing the role of facilitator, representing and reflecting the voice of the people; and this role will continue to be pursued in a serious manner. We stand by the commitments of the constituent political parties as reflected in their respective manifestoes to pave way in the event of political solution being arrived at.

Further, no vehicle will be allowed to be parked by the roadside from 6 a.m. onwards during the polls-from BSNL telephone exchange till Classic Island; from Raj Bhavan till M.S

KOHIMA, JUL 16 (NPN): Kohima district administration led by SDO (C) evicted land encroachers residing inside the Nagaland Legislative Assembly (NLA) complex, here on Saturday morning. two demolished structures, one was used as a shop while the other was used as a residence. One of the encroachers claimed that they had not received any prior eviction notice and came to know about it only on Friday night.
However, district officials claimed that they had served more than one notice to the occupants. Around four families were reportedly residing in three of the structures. Sharing their plight, one of the residents said
they had nowhere to stay since the eviction was carried out suddenly. Talking to the media, SDO (C) Chompenthung said the administration carried out the eviction drive of illegal occupation of public land and government property. “The land belonged to Nagaland Legislative Assembly. After receiving report from RO office, DC Kohima had detailed the magistrates to evict the persons and illegal occupiers and we have done so,” he added. He said the authorities dismantled two temporary structures and sealed off buildings, area and evicted the illegal residents.
Power dept informs pre-paid consumers DIMAPUR, JUL 16 (NPN): With the Nagaland Electricity Regularity Commission (NERC) Nagaland notifying the new electricity tariff for all the category of consumer as per the Tariff Schedule FY 2022-23 effective from July 1, 2022, the department of power Nagaland has informed that the existing pre-paid consumer would be provided with a onetime recharge token containing the updated tariff as follow in their next recharge. In a statement, Dimapur electrical circle superintending engineer (E) Er. Nitovi A Wotsa requested the consumers to enter 120 digits (Kohima consumers) and 40 digits (Dimapur consumers) in the same manner as the usual recharge token. Consumers facing difficulties have also been requested to contact the pre-paid helpline (8415900400) for assistance. DIMAPUR, JUL 16 (NPN): Sochet Sosoly, father of Health minister, Pangnyu Phom, passed away in Dimapur on July 15. Expressing deep pain over the demise, chief minister, Neiphiu Rio said late Sochet Sosoly-- born on July 25, 1922, was just 10 days short of his 100th birth anniversary. In a condolence message, Rio thanked God for giving late Sosoly a long and successful life, and for blessing him with illustrious children and grandchildren. Rio said late Sosoly was among the first batch of Christian coverts from his native village Yachem and that he also became
the first Pastor of Yachem Baptist Church. “His death is a great loss for the Phom community, however, the Phom community should praise God for giving them a good Christian leader at the crucial time when Christianity was beginning to make inroads among the Phom community”, Rio said. DIMAPUR: Principal director, department of Health and Family Welfare ( H & F W ) , D r. Vi k a t o Kimini inaugurated a subcentre at Sankiton village, Wozhuro-Ralan block under Wokha district on Saturday. A press release from the office of chief medical officer (CMO) Wokha informed that Kimini in his speech congratulated Sankiton Village Council and village community for their effort in setting up a health centre and assured all medical facilities would be available in the health centre at the earliest. DIMAPUR: A seminar for artisans under Ambedkar Hastshilp Vikas Yojana (AHVY) was held at Nazareth School, Pfütsero under Phek district on July 1 and 2, sponsored by the office of development commissioner (Handicrafts), ministry o f Te x t i l e s a n d implemented by Nagaland Empowerment of People through Economic Development (NEPED). In a press release, NEPED POU member, Er Renbenthung Humtsoe informed that during the programme, extra assistant c o m m i s s i o n e r ( E AC ) Pfütsero, Dr Riku Khutso said Chakhesangs produced “unique handicrafts” but were unaware of how to sell and promote them.
In this regard, he urged upon them to come together as a group and work collectively so that they could do and achieve more. If a group in a village manages to make 300 baskets in a month and sell it for Rs. 1000 each, they would be able to sell it for Rs 3 lakh, he stated. The EAC said their produce of handicrafts in different forms held value and thus, he urged upon the participants from several villages under Phek district to make the best use of the workshop. Police arrest two with heroin in Kohima DIMAPUR: Nagaland police narcotic cell (NC) on Saturday, arrested—Md. Maniqur Rahman (25), s/o Md. Abdur Rahim and Md. Warish (25) s/o Sahidun Bibi, residents of Lilong village, Thoubal, Manipur on charges of possessing 143 grams of suspected heroin at NH-2, Kohima. DIMAPUR: A team of 50 students from Madhya Pradesh reached Dimapur on Saturday, for a five-day visit under the nationwide “Azadi Ka Amrit Mahotsav-Ek Bharat Shreshtha Bharat” (AKAM-EBSB) student exchange programme. According to PIB Kohima, the students were led by dean Student Welfare, LNCT Group, Bhopal, Madhya Pradesh, Dr. Amit Shrivastava and three coordinators. On arrival at Dimapur railway station, the students were received by coordinator of the programme, associated dean SA, National Institute of Technology, Nagaland Dr. Rosang Pongen and his team. Addressing the inaugural session at the National
Institute of Technology (NIT), Chümoukedima, Dr. Rosang informed that NIT Nagaland was the nodal institute for the programme. He opined that the programme was a good approach towards uniting the people of the country and expressed hope that the students would become ambassadors in spreading knowledge of the rich cultures and traditions of Nagaland to other parts of the country. Speaking on the occasion as chief guest, consultant, NIT Nagaland, Dr. R P Acharya said all cultures, if looked closely, were similar and that “Ek Bharat Shreshtha Bharat” was an initiative to share these cultures and respect them, as envisaged by the
constitution. He said Indians today have been able to occupy all prime positions in the world by their intelligence and sincerity. In his speech, Dr. Amit Shrivastava, expressed happiness that people from different places could gather in one place to embrace the diversity of the country. He said the aim of AKAM-EBSB was to understand each other’s views on how people lived in different corners of the country and still happen to be united. The programme is a great opportunity and method to explore the people, culture, tradition, language and geography of other states, he stated. It may be mentioned that the programme is be-
ing initiated by the union ministry of Education and All India Council for Technical Education (AICTE), New Delhi. Madhya Pradesh and Nagaland are paired states under the prog ramme, which aims to enhance interaction and promote mutual understanding between people of different states and union territories through the concept of state/union territory pairing, PIB informed. During their stay in Nagaland, the students will learn about the culture, tradition, society and the people. They will also explore the local vegetables, fruits and traditional attires of Nagaland. The activities of the visiting students will include site visitation to Agriculture University (SASRD) Medziphema and the first green village in India, Khonoma. They will also be taken for site-seeing to Dzüleke, Naga Heritage Village Kisama and State Museum in Kohima. Later, the team will experience traditional method of cooking in Chümoukedima district and visit Nagaland Handloom and Handicraft Corporation Limited.

DIMAPUR: Konyak Union (KU) has appealed to the state government to set up three more government colleges at Tizit, Aboi and Tobu, in order to accommodate the increasing number of college-going students in the district. In a press release, KU president Tingthok Konyak and general secretary Manpang W Wangyen said Mon district being the most populated district “should not always be treated as equals with the rest of the districts in the state.” KU said population ratio should be taken into account while distributing developmental projects. “It is high time that the government of Nagaland understand this issue and take the matter seriously”, it stated. The union also pointed out that it could not afford “to see Mon district being left out as backward district even among the backward districts of the state.” Meanwhile, KU acknowledged advisor for School Education, K.T. Sukhalu and DUDA advisor Bongkhao Konyak for successfully upgrading Government High School (GHS) Tobu to Government Higher Secondary School (GHSS). It hoped that the responsible department would deploy adequate number of teaching staff without delay for the newly upgraded school. DIMAPUR: Tuensang District Task Force (DTF) for COVID-19 held a meeting in the conference hall of the deputy commissioner (DC) Tuensang on Friday. According to a DIPR report, the members discussed the COVID scenario in Nagaland and how to tackle the situation in the district. The DTF members agreed to intensify awareness campaigns and continue focusing on the vaccination drives and also advise employees to go for precautionary doses. The house discussed collecting data on vaccination among security personnel and advising vaccination to those who were yet to get vaccinated. It also discussed collecting data from vaccination portal and to text and call beneficiaries who were due to get their second and precautionary dose. Case against Mahua Moitra for ‘Gogoi’ tweet
SIVASAGAR (ASSAM), JUL 16 (PTI): A complaint has been lodged with the police in Assam’s Sivasagar district against Trinamool Congress MP Mahua Moitra for her tweet which allegedly links the expression ‘sexual harassment’ with an Assamese surname. A local organisation, Jatiya Sangrami Sena had filed the written complaint alleging that Moitra had insulted the entire Assamese community with her tweet and demanded an unconditional apology from her. Moitra had allegedly posted the tweet in reference to a list of unparliamentary words. “My first of new twitter series on replacements for unparliamentary words. Banned word- Sexual Harassment ReplacementMr Gogoi,” she allegedly wrote on Thursday. This led to criticism, especially by netizens from Assam, who pointed that ‘Gogoi’ is a surname of a large section of Assamese people and the tweet was deemed by them as an insult to the entire community. A former staff of Supreme Court had in 2019 accused Gogoi, who was then the chief justice of the country, of sexual harassment and the apex court took suo motu cognisance of the matter. An in-house committee of three judges had later given a clean chit to Gogoi. The Jatiya Sangrami Sena has also threatened not to allow TMC to hold any meeting or rally in upper Assam if she failed to
apologise for her comment. A police official confirmed that a written complaint against Moitra, who had created an uproar with her Goddess Kali comment, had been received on Friday but no FIR has been registered as yet. “A complaint has been filed at Sivasagar sadar police Station. We are examining it. No case has been registered yet,” he said. The ruling BJP in Assam Saturday demanded an apology from Moitra for her Twitter post. “The unparliamentary word used by Mahua Moitra is an insult to all the people of Assam. She must tender an apology for it,” BJP state spokesperson Mominul Awal said in a statement in Guwahati. He maintained that the state TMC president Ripun Bora should also apologise to the people for the remark. A complaint had been lodged on July 6 by Bajrang Dal with the police at Hailakandi in Assam for Moitra’s Kali comment in which she said she imagined the goddess as meat eating and alcohol accepting.

Assam committed to resolve border disputes: Sarma GUWAHATI, JUL 16 (PTI): Assam is committed to resolve the border disputes with its four neighbouring states to realise Prime Minister Narendra Modi’s vision of a “united North East”, Chief Minister Himanta Biswa Sarma said on Saturday. Assam has disputes with Meghalaya, Arunachal Pradesh, Mizoram and Nagaland and ‘’we have already taken significant steps with the first two states in resolving the issues’’, Sarma said at a press conference here. ‘’The signing of the Namsai Declaration with Arunachal Pradesh on Friday is a historical step and we have already brought down the number of disputed villages from 123 to 86’’, he said. Chief ministers of the two North-eastern neighbours on Friday met at Namsai in Arunachal Pradesh and signed the agreement to resolve border issues. The two states were fighting for over 15 years in the Supreme Court on the border dispute and when ‘’we got down to resolve the issues, it was found that 28 (contested) villages are not within Assam since the beginning but were 15 to 20 kilometres inside the constitutional boundary of

ULFA (I) issue is Assam’s internal matter: CM
Assam Chief Minister Himanta Biswa Sarma on Saturday said the ULFA(I) issue is an “internal matter” of the state and not of the entire North East, which can be resolved through dialogue. Addressing a press conference, Sarma said Prime Minister Narendra Modi and Union Home Minister Amit Shah have been keen to solve problems of the North East so that the region can remain united in the path of progress and prosperity. Asked whether the issue of the banned ULFA(I) is expected to be resolved soon, the chief minister said this is not related to the entire NE region but is Assam’s “internal matter”. “Border disputes, flood, issues related to electrification, communication, internet connectivity and others are related to the North East. We are going to deal with these and make the region strong and prosperous in line with the vision of the prime minister and the home minister,” he said. ULFA(I) chief Paresh Barua views Assam from a different perspective while “we do it in a certain way and will resolve the issue through talks”, Sarma said. He, however, did not elaborate whether talks with the banned outfit would be held soon. The proscribed ULFA (Independent) had announced a unilateral ceasefire on May 15 last year for three months after Sarma took charge as the chief minister of the state and called the outfit to come forward for talks. The outfit has been extending the ceasefire every three months since then but there has been no announcement regarding negotiations with the banned organisation.

The incident had taken place about three days ago and the matter was brought up soon after the maid was admitted to the institute, they said. “A notice under section 41A is being served to Juleemoni Bharali after a case has been registered against her based on the investigation into the incident which led to the hospitalization of her maid,” a senior police officer told PTI. IMPHAL, JUL 16: With one more body recovered on Saturday, the death toll from the devastating landslide at the railway construction site in Manipur’s Noney district climbed to 55. The dead body whose identity could not be ascertained immediately was retrieved from the debris on the bank of Ijei River around 12.20 pm on Saturday, an official source said. With the recovery of one more body, six out of 79 affected by the devastating landslide hit the railway construction site at Marangching area of Noney district where a camp of the 107 Territorial Army (TA) also located, were still missing. The landslide hit on the intervening night of June 29-30. The search and rescue operation launched by a Joint Task Force comprising Army, Assam Rifles,
Army Medical Doctors, Manipur police, fire service personnel and local volunteers entered its 17th day. The devastating landslide affected 79 people, mostly personnel of the TA and on the first day of the rescue operation, 18 persons were rescued alive. A Joint Task Force comprising Army, Assam Rif les, NDRF, SDRF, CRPF, Army Medical Doctors, Manipur police, fire service personnel and local volunteers have launched the search and rescue operation. Of the 79 missing, the search team has so far recovered 55 dead bodies including the one recovered today. State disaster management minister Awangbou Newmai recently asserted that the state government will review the ongoing operation with all stakeholders on Monday to decide if the operation can continue.

Train service for passengers to Tripura, parts of NE to resume from July 22 AGARTALA, JUL 16 (PTI): Train service for passengers to Tripura and parts of the North East, suspended for more than two months due to the massive landslides in the LumdingBadarpur section in Assam, is scheduled to resume from July 22, a Railway official said on Saturday. On the first day Kanchanjunga Express will leave Sealdah station in Kolkata for Agartala. The down train service will begin its journey on July 23, the following day, NFR chief public relations officer Sabyasachi Dey said. The Deoghar Express will also leave Agartala on
July 23 and New DelhiAgartala Tejas Express is scheduled to resume service from July 26, Dey told PTI. “The NFR has announced resumption of train service to Tripura and other parts of the North East from July 22. All the long distance trains will resume operation gradually,” he said. The devastating landslides, triggered by unprecedented downpour on May 14 had completely snapped railway links and caused extensive damage to an 83 km-long train track spread across several stations. Train services through Lumding-Badarpur section
were thrown out of gear in Cachar in Assam, Tripura, Manipur and Mizoram. “The badly damaged railway track has been cleared in Assam’s North Cachar Hill by the NFR authority on a war footing. Goods train service began between the LumdingBadarpur section on July 12. Now passenger train service will resume from July 22,” he said. The NFR has not cancelled any tickets booked two or three months ago. “The ticket holders can take the journey as usual and people are allowed to book tickets from today,” he added.

Three Udaipur murder accused Charges against Ahmed to absolve Modi : Cong sent to judicial custody till August 1
AHMEDABAD, JUL 16 (PTI): The Congress on Saturday alleged that the charges levelled by the Gujarat government against late party leader Ahmed Patel were part of Prime Minister Narendra Modi’s “systematic strategy to absolve himself of any responsibility for the communal carnage” of 2002. It also said that it was his “unwillingness and incapacity” as the then Gujarat chief minister “to control the carnage” that had led the then prime minister Atal Bihari Vajpayee to remind him of his “rajdharma”. The grand old party made the allegation a day after the Gujarat police’s Special Investigation Team (SIT) submitted an affidavit in a court here stating that arrested activist Teesta Setalvad was part of a “larger conspiracy” carried out at the behest of Ahmed Patel with the political objective of “dismissal or destabilisation of the elected government in Gujarat by hook or by crook”. “The charges against Ahmed Patel are part of

Setalvad, along with former Director General of Police (DGP) R B Sreekumar and former IPS officer Sanjiv Bhatt, was arrested by the city crime branch for allegedly fabricating evidence to implicate innocent persons in the 2002 riots cases, under Indian Penal Code (IPC) sections 468 (forgery) and 194 (giving or fabricating false evidence with intent to procure conviction for capital offence), among other offences. Citing the statements of a witness, the SIT, while opposing Setalvad’s bail plea, told the court on Friday that the conspiracy was carried out at the behest of late Ahmed Patel. At Patel’s behest, Setalvad received Rs 30 lakh after post-Godhra riots in
2002 after meeting him on two occasions soon after the Godhra riots incident. Meetings were also held at Patel’s residence in New Delhi, where Setalvad and Bhatt met the Congress leader “four months after the riots in a clandestine manner”, it said. Setalvad used to meet the leaders of a “prominent national party in power at that time in Delhi to implicate names of senior leaders of the BJP government in riot cases”, the SIT further claimed. In several meetings held with political leaders after the riots, it was discussed by the accused person “with leaders of a prominent national party in power at the time to implicate senior leaders of the BJP government of Gujarat in these riots cases.” The record shows that “top Congress leaders of Gujarat’’ were in constant touch with Bhatt during the period in consideration. Bhatt was “holding personal meetings with senior Congress leaders as well,” it said.

JAIPUR, JUL 16 (PTI): A designated National Investigation Agency (NIA) court on Saturday sent three Udaipur tailor murder case accused to judicial custody
till August 1, according to a government lawyer. Riaz Akhtari, also known as Riyaz Attari, Ghouse Mohammad and Farhad Mohammad Sheikh
were under NIA custody, and were produced in the court by a team of the antiterror probe agency amid tight security. “The court ordered to send them to judicial custody till August 1,” special public prosecutor T P Sharma said, adding the accused were being shifted to a high-security jail in Ajmer. The NIA has arrested a total of seven people so far over the gruesome murder four of whom -- Mohsin, Asif, Mohammad Mohsin and Wasim Ali -- are already under judicial custody till August 1. Kanhaiya Lal, the 48-year-old tailor, was killed by cleaver-wielding men -- Riaz Akhtari and Ghouse Mohammad -- at his shop on June 28 in Udaipur’s Dhan Mandi police station area over a controversial post on social media. The two had posted a grisly video of the crime online. Both of them were nabbed in Rajsamand within hours of committing the crime. The rest five were arrested subsequently.

Uttar Pradesh MLAs’ vote value highest, Sikkim’s lowest NEW DELHI, JUL 16 (PTI): As elected lawmakers from across the country gear up for voting in the presidential poll on Monday, those from Uttar Pradesh will have the maximum vote value among MLAs, while the vote value of those from Sikkim is the lowest. Members of Parliament have a much higher vote value at 700. The vote value of each of the 403 MLAs of Uttar Pradesh is 208, which pegs the cumulative value at 83,824. Each MLA of Tamil Nadu and Jharkhand has a vote value of 176 followed by that of Maharashtra (175), Bihar (173), Andhra Pradesh (159). The cumulative vote value of the 234-member Tamil Nadu assembly is 41,184 and that of 81-member Jharkhand is 14,256. The vote value of the 288-member Maharashtra assembly is 50,400 and 243-member Bihar house is 42,039 and 175-member Andhra Pradesh assembly is 27,825. The vote value of an MLA is calculated on the basis of the total popula-
tion of the state, based on the 1971 census. Among smaller states, the vote value of each MLA of Sikkim is 7, followed by Arunachal Pradesh and Mizoram (8 each), Nagaland (9), Meghalaya (17), Manipur (18) and Goa (20). The vote value of an MLA of the Union Territory of Puducherry is 16. The vote value of 72-member Sikkim assembly is 224, 40-member Mizoram assembly is 320, 60-member assembly of Arunachal Pradesh is 480, 60-member Nagaland assembly is 540, 60-member Meghalaya house is 1020, 60-member Manipur assembly is 1080 and 40-member Goa assembly is 800. NEW DELHI, JUL 16 (PTI): The AAP will support opposition candidate Yashwant Sinha in the Presidential Poll, Rajya Sabha MP Sanjay Singh said after a political advisory committee (PAC) meeting of the party on Saturday. The decision to rename these cities was taken in the previous Maha Vikas Aghadi (MVA) government’s last cabinet meeting chaired by the then chief minister Uddhav Thackeray on June 29, just before he resigned. Nature’s response to human activities
W
ith global temperature gradually rising through the decades, scientists have termed it as ‘global warming’, a term that describes the impact of rise in global temperature in decades brought about by the emission of green house gases caused by fossil fuel emissions, pollutants and other human activities. There are many evidences of changing weather patterns happening across the world. When climatologists speak of changing weather pattern and its resultant effect in throwing nature’s weather out of gear; it means that the nature is not longer in control and therefore out of control. According to the India Meteorological Department the unusual heat is attributed to the lack of rainfall due to the absence of active western disturbances over north India and any major system over south India. The country as a whole recorded a rainfall of 8.9 mm, which was 71 per cent less than its long period average rainfall of 30.4 mm. It was also the third-lowest precipitation in March since 1901 after 7.2 mm in 1909 and 8.7 mm in 1908. Temperatures recorded during March and April surpassed earlier recorded values in the last 122 years 2,3. In March 2022, the average maximum temperature over India was 33.1ºC, highest for March on record. In April 2022, the average temperature over India rose to 35.3ºC against a normal of 33.94ºC (normal calculated based on the period 1981-2010). It was the third highest on record for April in 122 years. The average minimum temperature in April also shot up to 23.51ºC, second highest for the same period. Future effects of climate change will continue through this century and beyond during which temperatures will continue to rise. This will mean that frost-free season (and growing season) will lengthen, with more droughts and heat waves, hurricanes which will become more intense as the sea level is projected to rise 1-4 feet by 2100. Human interference on the environment through emissions of chemicals and pollutants, had brought changes being witnessed through changing climatic winds, oceanic currents and rising heat and humidity. The current heat wave coupled with heavy rains across India also call upon the central, state governments including people and various voluntary organisations to act with urgency to eradicate or greatly reduce factors that contribute to pollution of the environment. According to environmentalists, there can be no compensation for the loss of natural forests because open forests are often classified as degraded. A dense or closed forest, as it is known in scientific terms, is characteristic of that area and climatic conditions. When a natural forest is felled what is lost is the ecological system, including rare species of flora and fauna. What replaces it is a monoculture plantation of fast-growing species. No government in the state should overlook the role of sustainable development while pursuing economic growth. Ignoring this matter would only create an unfavourable climate literally and geographically and disturb the need to maintain equitable and healthy rates of growth.

Indian army’s ‘tour of duty’ is a sound plan T h e I n d i a n gover nment is considering a proposal to introduce the “Tour of Duty (ToD)” sc hem e, under whic h soldiers will be recruited only for three to five years. The model is somewhat similar to the short-service commission that allows officers to serve for 10 to 14 years. While the plan is radical in many ways, critics feel that ToD’s implementation will affect the cohesion and effectiveness of the armed forces. While it is true that the concept is new for the Indian defence forces, similar schemes have been implemented in several other countries, without any adverse impacts. Initially, the concept was meant for officer ranks, but now the scheme will be only for Personnel Below Officer Ranks (PBOR). However, the final contours are yet to be announced, and so those criticising the plan must wait for the final guidelines on the selection process, Terms of Service, severance package for those who are not intended to
be retained beyond the initial planned period, and subsequent absorption in the Central Armed Police Forces/private sector/who want to start their ventures. I have culled out some features of the scheme from open source documents: •The scheme is only for PBOR. •Intake will be from All India All Class (AIAC), even for units with a fixedclass composition. •While yearly vacancies will be announced, this will be the primar y mode of recruitment in due course of time. •Initial service will be for four years, including six months of training. •There will be a severance package after completing four years of service for all those who are not retained. •Approximately 25% will either be retained or re-inducted to complete balance service on par with soldiers with current terms and conditions. •Since partial medical cover is already available to all non-pensioners, except those out on disciplinary
grounds, the same level of medical care can also be extended to this category. •While there may not be assured side-stepping in paramilitary forces or in any other government organisation, help and guidance will be provided to soldiers for their employment, including in the private sector. There will also be provisions for easy access to loans and skill development opportunities. If the ToD concept comes even close to those mentioned above, it could unleash several benefits. •While officer corps undergo a stringent selection process, PBOR primarily moves on a length of the service-based model. The real selection is done at the subedar major level, too little and too late. The proposed concept will give an immediate qualitative surge in the units as only 25% will be retained/re-inducted. This qualitative edge will result in better leadership at the NCO level, besides better equipment handling capability and technical orientation.
•Some units have a specific class composition, which has been modified over the years because the intake process has not been proper. As we rise as a nation, national integration will be the key to handling both external a n d i n t e r n a l t h r e a t s. The All India All Class (AIAC) will be better as a nationalistic model as ethos will be related to the unit and the country against laying too much focus on class composition. Since ToD soldiers from AIAC composition will have representation from all the classes, some course corrections can be done as and when needed. M a n y c o u n t r i e s h ave successfully implemented this model, and there is no reason why India can’t. The proposed model will also eliminate the possibility of class-based units revolting/ leaving the lines. •There are varying training models for officers’ entry into the Indian Army (10-12 to 18 months). There is no document that shows those who have been trained for a lesser period perform less than those
who have been prepared for a longer duration. Each category is mandated to be given similar tasks in peace or counter-insurgency areas. Therefore, it is fair to induct these soldiers after six months of training as time spent in the unit also remains part of the “on job training”. In any case, their numbers will be small in a unit initially. By the time their strength increases, bulk would have been adequately trained and experienced and, therefore, there will be no adversity by adopting this model with six months of training. The planning committee can further look at inducting National Cadet Corpstrained cadets who have already been trained to a reasonable degree. • Certain skill sets are common in civil and armed forces. Picking ToD soldiers from those skill sets will be advantageous for the armed forces. However, TOD soldiers trained in those skill sets can also b e e m p l oye d o u t s i d e the Army. These areas need to be identified as manpower and equipment/
infrastructure should have multiple uses, at least dual uses. •With even ₹10 lakh as the minimum severance package, part ExServicemen Contributory Health Scheme facilities on the lines of non-pensioners and facilitation for subsequent employment make the proposal a r e a s o n a b ly a t t r a c t ive package. • ToD soldiers will ensure a large quantum of dedicated and skilled workforce, thus enhancing the output of the government/ private sector organisations. • ToD soldiers can be employed in merchant shipping (since they would be more capable of taking on emerging threats such as piracy) and protection duties for key infrastructure projects. I am being abused. I want to ask the people of India, where am I wrong?” said Kejriwal in a press briefing. Earlier in the day, the Prime Minister, while inaugurating the Bundelkhand Expressway in Uttar Pradesh warned against what he called the ‘revdi culture’ of offering freebies for votes and termed it ‘very dangerous’. “I am providing free quality education to the poor children of Delhi. NEW DELHI, JUL 16 (PTI): Wholesale and retail grain markets in the city remained closed on Sat-urday due to a protest by traders against the GST Council’s decision to levy a 5 per cent GST on pre-packed and labelled food items. Wholesale grain markets at Narela, Bawana and other parts of the city wore a deserted look due to the market bandh called by traders. Many retail grain markets in the city were also closed. Delhi Grain Merchant Association President Naresh Kumar Gupta said that this is for the first time when non-branded food items are being brought under the GST and claimed that the deci-sion was not in favour of the general

On the microblogging site Twitter, the tech honcho mentioned the car prices on being asked by a user if the company plans to down the cost of cars after the pandemic or supply chain matters. “If inflation calms down, we can lower prices for cars,” the tech billionaire wrote on Twitter. Meanwhile, traders in the APMC market at Navi Mumbai in Maharashtra also observed a bandh. IMA urges Govt to withdraw GST on healthcare services
NEW DELHI, JUL 16 (IANS): The Indian Medical Association (IMA) on Saturday requested the Centre to immediately withdraw the imposition of GST on healthcare services. In a letter to Finance Minister Nirmala Sitharaman, it said that the decision is unfortunate and unfair for people of the country, and without input tax credits, will lead to a rise in healthcare costs. “The 47th GST Council meeting has recommended that ‘Like CTEPs, common bio-medical waste treat-ment facilities for treatment or disposal of biomedical waste shall be taxed at 12 per cent so as to allow them ITC’. This is to be effective from 18th of July 2022. This was earlier in GST exempted category,” said the
IMA, the largest association of modern medicine doctors, representing more than 4 lakh doc-tors and their healthcare establishments, said in the letter. “The GST Council, in its meeting, has also recommended that ‘Room rent, excluding ICU, exceeding Rs 5,000 per day per patient charged by the hospital will also be taxed at 5 per cent, without ITC’. This is to be effective from 18th of July 2022. This was earlier in GST exempted category. “We, as collective voice of all establishments and doctors of the country express our serious concerns and objections to these new taxes in healthcare sector. This step will add big additional cost to the healthcare of people,” the IMA said in the letter.

NEW DELHI, JUL 16 (PTI): The Reserve Bank of India and Bank Indonesia on Saturday entered into an agreement to expand cooperation in payment systems, digital financial innovation, and anti-money laundering and combating the financing of terrorism (AML-CFT). The two central banks signed a Memorandum of Understanding (MoU) in Bali on the sidelines of the G20 Finance Ministers and Central Bank Governors Meeting to improve mutual coopera-tion. “With this MoU, RBI and BI committed to deepen relations between both central banks and strengthen the exchange of information and cooperation in the area of central banking, including payment systems, digital innovation in payments services, and regulatory and supervisory frame-work for AML-CFT,” the RBI said in a statement. The MoU will be implemented through policy dialogue, technical cooperation, exchange of information and joint work. Appreciating the revenue generated by the department, the chief secretary impressed upon the need to put in place the online payment gateway at the earliest for ease of transactions and to avoid inconvenience to the service users. BEIJING, JUL 16 (PTI): President Xi Jinping has asked officials to ste p up efforts to uphold the principle that Islam in China must be Chinese in orientation and religions in the country should adapt to the socialist society being pursued by the ruling Communist Party of China. Xi visited the volatile Xinjiang region, where the Chinese security forces for the last several years have made efforts to control protests by Uygur Muslims over settlements from Han Chinese from outside the province. During his four-day tour of the region which started on July 12, Xi met with officials. He stressed fostering a strong sense of community for the Chinese nation, promoting exchanges, interactions and integration among different ethnic groups, the official media reported. Xi underlined the need to improve the governance capacity of religious affairs and realise the healthy development of religions. Enhanced efforts should be made to uphold the principle that Islam in China must be Chinese in orientation, and to adapt religions to socialist society,

He pointed out that within 3 months of his presidency in 2019, the whole world came to be hit by the COVID-19 pandemic. “I took action to protect people from the pandemic despite being constrained by the already poor economic environment that prevailed at the time,” he said. “During 2020 and 2021 I was compelled to order lockdowns and the foreign exchange situation deteriorated. In my view, I took the best course of action by suggesting an all-par ty or a national government to tackle the situation,” Rajapaksa said. “I decided to resign as you indicated to me on July 9 the wish of the party leaders,” he said in the letter. Rajapaksa, who arrived in Singapore with his wife and two bodyguards from the Maldives, no longer has legal immunity as a head of state. The Singapore government has said that Rajapaksa has been allowed entry into the country on a “private visit.” “He has not asked for asylum and neither has he been granted any asylum. diseases, or is merely a sign that other body processes are going awry. “The question is, is loss of Y simply a marker of aging, like graying hair?” said study co-author Kenneth Walsh. His team’s findings suggest the answer is no: In lab mice, loss of Y in blood cells made heart tissue prone to scarring and led to an earlier death. It’s evidence that chromosome loss is a direct player, not just a bystander, according to Walsh, who directs the Hematovascular Biology Center at the University of Virginia School of Medicine. In parallel with that work, research has linked a loss of Y to various disease risks. To get at the why, Walsh and his team con-
ducted studies in both humans and lab mice. For the former, they used a large research database with medical and genetic information on about 500,000 British adults. They found that men who entered that study with a significant loss of Y -- in over 40% of their blood cells -- fared worse over the ensuing years. They were 41% more likely to die of any cause over the next seven years, versus men without loss of Y. Specifically, they were about two to three times more likely to die of heart failure or heart disease related to longstanding high blood pressure. To directly test the effects of Y loss, Walsh’s team used “gene-editing” technology to create lab mice that lacked the chro-
mosome in many of their blood cells. They found that in aging male mice, that Y loss sped up age-related changes in heart structure and function, and made the animals more vulnerable to scarring in the heart, as well as the lungs and kidneys. In one experiment, the chromosome loss made existing heart failure worse. Walsh said that Y chromosome loss appeared to alter the function of immune cells that operate in the heart, leading to tissue scarring. There is “exciting potential” for discovering new therapies for common diseases of aging, said Kim Simpfendorfer, an assistant professor at Feinstein Institutes for Medical Research in Manhasset, N.Y. In the future, Walsh said, screening might identify men who could benefit from further testing for signs of fibrosis, or tissue scarring. He noted that there are already some anti-fibrotic medications, used for scarring of the lungs. One question is whether men with Y loss would

The research is the latest to look at the phenomenon of “mosaic loss of Y” -- where the Y chromosome disappears from a portion of a man’s blood cells. Researchers do not know why it happens, but it is associated with aging: It’s detectable in an estimated 40% of 70-yearold men, and more than half of those who live into their 90s. At one time, researchers thought that losing Y -- a small, stumpy chromosome -- was just a part of normal aging. But in recent years, studies have linked Y loss to increased risks of conditions like Alzheimer’s, heart disease and certain cancers, as well as a shortened life span. The tournament will be held between August 7 to 26 in Mysore. The coveted trophy and logo of the tournament was unveiled in a starstudded ceremony attended by Roger Binny, President

The 21-year-old Indian stamped his class and got the better of 2018 Youth Olympics champion Zalan Peklar of Hungary 16-12 to claim the top prize. Reigning junior world champion Tomar had earlier topped the qualification round with a score of 593. This was Tomar’s second
Shooting World Cup gold, having won his first in New Delhi last year. The Madhya Pradesh shooter’s gold was India’s fourth in the ongoing competition. India consolidated its position as the leader in the medal tally with a total of nine medals (four gold, four silver and one bronze). EUGENE (OREGON), JUL 16 (IANS): Two of India’s top medal prospects at the World Athletics Championships 2022 here, 3000m steeplechaser Avinash Sable and long jumper M Sreeshankar, qualified for the finals in their respective categories, raising hopes of bringing home elusive medals from the global competition. Sable finished third in his heat, clocking 8:18.75 to make the cut for the men’s 3000m steeplechase final, while in men’s long jump at Hayward Field, Sreeshankar was the only Indian among the three to qualify for the final, which will be held later on Saturday, according to Olympics.com. Sreeshankar also became the first male long jumper from the country to advance to final. Sable was way off his personal best of 8:12.48 -a national record -- but he made it to the final, where the top three from each of the three heats along with the next six fastest make the cut. Koulibaly joined Napoli from Genk in 2014 and made 317 appearances for the Italian side. He made his senior debut for Senegal in September 2015 and has since earned 62 caps, captaining the team to victory at the 2021 Africa Cup of Nations. “I’m very happy to be here with this team at Chelsea. It’s a big team in the world and my dream was always to play in the Premier League,” Koulibaly said in a statement. NEW DELHI, JUL 16 (IANS): The draft constitution of the All India Football Federation (AIFF), which has been framed by the Committee of Administrators (CoA), has been submitted to the Supreme Court for its approval on Friday (July 15). AIFF acting general secretary, Sunando Dhar said, “After a lengthy set of discussions with various stakeholders, the draft Constitution of the AIFF has finally been submitted to the honourable court. I would like to congratulate everyone involved in the process, on this swift move forward, and hope that with the new constitution in place, we can move ahead with developing Indian football.” The CoA, which had been appointed by the apex court on May 18, 2022, is comprised of Justice (retired) Anil R Dave, former Chief Election Commissioner of India, Dr. SY Quraishi and former India captain Bhaskar Ganguly. The apex court directed the CoA to assist
with these set of changes, the Federation will now be in a good position to guide Indian football further ahead.” Justice Dave said, “We have taken into consideration all the stakeholders involved in Indian football and their respective valued point of views over the newly-framed constitution. We also received some suggestions from football lovers across the country and studied them minutely and seriously. NEW DELHI, JUL 16 (PTI): The Indian Olympic Association on Saturday announced a 322-strong contingent including 215 athletes and 107 officials and support staff for the upcoming Birmingham Commonwealth Games. The Games are scheduled to be held in British city from July 28 to August 8, and the India contingent will look to improve upon its Gold Coast 2018 CWG performance, where it finished third behind traditional powerhouses Australia and England. Sharing his thoughts, IOA secretary general Rajeev Mehta said, “We are sending one of our strongest squads ever to the CWG and even with a strength sport for us like shooting not being there, we are confident of bettering our performance from the last edition. “Make no mistake, the competition will be world class and fierce but our athletes have prepared well and are fit and raring to go. Some of the disciplines where India look to perform well include traditionally strong sports like boxing, badminton, hockey, weightlifting, women’s cricket (making its debut at the CWG) and wrestling. The Indian squads in athletics, cycling, swimming and table tennis are also strong and primed up for the challenge. Various members of the squad have already reached Birmingham over the past few days, depending on their training regimes laid out by their respective coaches. Some members are competing at various global tournaments and would reach the venue directly while the rest of the contingent will leave from New Delhi. The CWG village will officially open its doors to contingents on July 23.

Indian women’s team finished a poor ninth at the mega event. “We are disappointed with the outcome. I think we could have done better, but at the end, you need to accept, move on and focus on the positive learnings from the campaign. We will work on the mistakes and start afresh for the Commonwealth Games,” said Lalremsiami, who featured in all the six World Cup matches. India finished ninth at the FIH Hockey Women’s World Cup.
