3rd wave: Next 100 days crucial, warns Govt NEW DELHI, JUL 16 (AGENCIES): Niti Aayog member (health) VK Paul on Friday said the warning about the third wave of the Covid-19 pandemic which the World Health Organization has recently issued is for the global situation, which indeed is reflecting the impact of the third wave. “Leaving North and South American regions of WHO, all other WHO regions are moving from good to bad and bad to worse. The world is moving towards a third wave and this is a fact. Prime Minister Narendra Modi too has asked us to take this as a red flag... the PM has given us the target to stall the third wave and it is possible,” Dr Paul said during the press briefing of the Union health ministry. Spain has seen a 64% hike in weekly Covid-19 cases while the Netherlands has recorded a 300% spike in Covid-19 cases. The situation was stable in Thailand for a long time but now it is also reporting a spike. Africa too has clocked a 50%

‘India likely to see 1 lakh cases daily’ It is likely that India will see almost 1 lakh cases every single day with the onset of the third wave of the viral infection in August, “sometime towards the end”, a senior scientist at the Indian Council of Medical Research (ICMR) has said. “In the current situation, if the virus doesn’t mutate to lead to more transmissibility, the situation will be similar to the first wave,” Prof. Samiran Panda told India Today TV. He however added that if the virus mutates further, then the situation could be worse. Professor Panda is head of the division of epidemiology and communicable diseases at the ICMR. He said mathematical modelling done by the ICMR and the Imperial College London has indicated that low vaccination rates and easing restrictions will lead to a possible surge in Covid-19 case. However, this may not be as severe as the second wave. increase in Covid-19 cases, the ministry said. So it does not matter whether it is the 3rd wave or the 4th wave, as this is the natural interaction between virus and human being,” Health ministry joint secretary Lav Agarwal said. Mask usage will go down: The Health ministry has cautioned against the declining usage of masks among people and said that the second wave, though limited in a few pockets, is not yet over. With the resumption of activities, mask usage is declining, joint secretary of the Health ministry Lav Agarwal said during the weekly press meet of the ministry. In a graph, which projected the decline in mask usage, it was revealed that mask usage spiked during MarchApril and reached its peak in May, which witnessed the peak of the second wave, but now the trend has been on a steady decline in June and July. As projected, the usage of masks will decline further, against which the government warned.

PM asks states with rising cases to take proactive steps

PTI: Prime Minister Narendra Modi said on Friday that rising COVID-19 cases in some states remain a matter of concern as he asked them to take proactive measures to rule out a third wave. In a video interaction with chief ministers of Tamil Nadu, Andhra Pradesh, Karnataka, Odisha, Maharashtra and Kerala, Modi said the country stands at a point in its battle with the pandemic where apprehensions about a third wave are being continuously expressed. “It’s very important that states with a rising number of cases take proactive measures to rule out any possibility of a third wave,” Modi said in his remarks. “We have to move forward with our strategy of test, track, treat and tika,” Prime Minister Modi said.

DIMAPUR, JUL 16 (NPN): Wester n Sümi Kükami Hoho (WSKH) Friday announced its decision not to entertain any form of taxation from any Naga political groups on the agri-allied and forest products within the Western Sümi areas during the current pandemic period. In a press release, WSKH president Vihuto Yeptho and general secretary Kawoto X Aye stated that the resolution was adopted during a meeting with the advisory board and area chairman of all Western Sümi areas held at Western Sümi Hoho office on July 15, 2021. The hoho stated that

KOHIMA, JUL 16 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K Therie lambasted the ruling PDA coalition government of failing to check rising prices of essential commodities in the state which have escalated over 100% due to failure of administration to enforce price control and curbing extortion by various factions and multiple organisations. He was addressing media persons at Congress Bhavan here on Friday after submitting a memorandum to the governor as part of All India Congress Committee’s 10-day nationwide agitation and peaceful protest that began on July 7. Therie said every illegal collection and taxation only pushed up prices and said if the PDA government was not willing to prevent them then it should be blamed for encouraging such activities. Kohima DTF holds district review, sensitisation prog

DIMAPUR: Kohima District Task Force (DTF) under minister in-charge, minister, PWD (housing & mechanical) Tongpang Ozukum conducted a district review & sensitisation programme on COVID-19 at Sechu-Zubza, Kohima on July 16. According to DIPR report, Tongpang exhorted the gathering and stated that the government could not make the people get vaccinated by force but that it was their responsibility to follow the SOPs. Lauding the service of the task forces and surveillance teams for their sacrifices to the cause, he asked them to reaffirm their commitment by remaining vigilant as entrusted by the administration and people. He also requested village council members to set up task forces in every village for prevention and protection of the community from COVID-19. DC Kohima, Gregory Thejawelie called upon each individual to ponder on their responsibility and to act towards the present situation. Pointing out that the state government had empowered DTF to take action under Epidemic Diseases Act 1897 and other relevant section, DC informed that DTF may have to act as per the district micro plan and

implement such action if necessary in future. While sensitising the gathering on COVID-19 status, CMO Kohima, Dr. Vezokholu Theyo highlighted the three important tools to stop COVID i.e. appropriate behaviour, testing and vaccination. She said that the present delta virus was aggressive where the whole household and families get infected in a day or two. Therefore, she stressed on the importance of early testing and self-isolation for early treatment and recovery. Representative from Angami Public Organisation, KT Vilie who also spoke said that government has been trying its best to protect and safe his people, therefore, he said that everyone must come together and joint hands with the government. Sechü Zubza village council chairman, Khriengulie also

raised the necessity requirement of community health centre for the area people by converting the present public health centre into community health centre and requested the team to look into the matter. An interaction session was also conducted during the programme where doubts raised by the participants were cleared. DIMAPUR: Wokha women police apprehended one woman for allegedly circulating fake news on social media, on July 14. According to DIPR report, the accused uploaded “disturbing” pictures and a voice message of one patient on July 11, claiming that the deteriorating health condition was due to the COVID-19 vaccine. The police conducted an investigation and found that the news was fake and not related to the vaccine In this connection, a case was registered with Wokha women police station and the accused was sent to judicial custody. Meanwhile, ADC, Wokha Lankonsen Tsanglao lauded Wokha police for the prompt action and urged the public to refrain from spreading fake and unconfirmed news. Mizoram rejects Himanta’s encroachment charge

Says Assam laying claim on its territories

AIZAWL, JUL 16 (PTI): The Mizoram government alleged on Friday that neighbouring Assam was laying claims on its territories, which the residents of its border villages have been occupying for over 100 years. Speaking to PTI, Mizoram Chief Secretary Lalnunmawia Chuaungo claimed that it did not encroach even an inch of Assam’s territory as alleged by Chief Minister Himanta Biswa Sarma of the neighbouring state. “Assam is laying claims on Mizoram’s territories, which the residents of border villages have been occupying for over 100 years. Satellite images will prove that what Assam claims to be its territories have been inhabited by the Mizos for over a century. There is no encroachment by Mizoram on Assam’s territory. It is the other way round,” Chuaungo said. He alleged that Assam officials encroached on Mizoram’s territories under the supervision of the Assam Police and the state’s Forest Department

during June-July despite the decision to maintain status quo in the disputed areas. “The filing of lawsuit by the Assam government against Mizoram officials is just a gimmick to cover up their massive encroachment on Mizoram’s territories,” the chief secretary said. While Mizoram accepts the 509 sq mile stretch of the inner-line reserve forest notified in 1875 under the Bengal Eastern Frontier Regulation of 1873 as its actual boundary, the Assam side agrees with the constitutional map drawn in 1933, a top official of the Mizoram Home Department had earlier said. The 1933 map was an imposed boundary as Mizoram’s consent was not taken at the time of demarcation and the boundaries were not verified on the ground jointly by both the

states, she had said. On Monday, the Assam chief minister had told the state legislature that a total of 1,777.58 hectares of land in the Barak Valley region was taken over by encroachers from Mizoram. The Assam government had also filed a suit before a court in Cachar district on Thursday against certain officials of the Mizoram government over the alleged encroachment of its forest land and intentional destruction of forests across the state border. Mizoram’s Kolasib district Deputy Commissioner H Lalthlangliana said they did not encroach on Assam’s territory but was protecting the land that they have been occupying since “time immemorial”. Though the situation along the inter-state border is normal now, tension is palpable, he said. Mizoram shares a 164.6-km-long border with Assam. The recent border dispute flared up on June 29 when the two Northeastern states accused each other of encroachment at Aitlang hnar near Vairengte, which borders Assam’s Hailakandi district.

Correspondent SHILLONG, JUL 16: Meghalaya Chief Minister, Conrad Sangma is scheduled to meet with his Assam counterpart Himanta Biswa Sarma in Dispur on Saturday at an “unofficial level” to discuss the decade long boundary dispute between the two states. “As I have mentioned many times before that we have been having unofficial discussions on the very important subject many times and tomorrow is a continuation of that…while we sit we will also fix a date for an official meeting,” the Chief Minister said at a media briefing here on Friday. On the other hand, Sangma, who is also president of the National People’s Party (NPP) informed that a meeting of the ruling Meghalaya Democratic Alliance (MDA) partners convened by him discussed issues, especially regarding the upcoming visit of the Union Home Minister Amit Shah to the state, the boundary issue with Assam, besides alleged irregularities in the power department and the social welfare department. He mentioned that besides the Assam-Meghalaya boundary dispute,

issues relating to the implementation of the Inner Line Permit (ILP) system would be discussed with the Union Home Minister, who is likely to visit the state on July 24. “Many issues are there on the cards. Definitely we will be discussing about the boundary issue with the Home Minister. He is also very keen to discuss about the afforestation and conservation work, especially in Sohra area. All the Chief Ministers of the North East have been invited,” he said adding that the Union Home Minister being the chairman of the North Eastern Council (NEC), several issues in this regard too would be discussed. Issues pertaining to the proposed amendment of the Sixth Schedule and Eight Schedule to the Constitution would also be taken up, he said. “All these matters will also be discussed with the home minister, But as I said a lot of homework has gone into how we plan to go forward in this,” the Chief Minister said, adding that a solution to the boundary issue between Meghalaya and Assam had to be largely acceptable to the people of both the neighbouring states.

Correspondent IMPHAL, JUL 16: Entire Manipur will be under strict curfew for 10 days as the state government decided to take up stringent measures to break the chain of transmission of COVID-19. The curfew will be effective from July 18 (Sunday) and last till July 27, an order of the state home department said on Friday. The order imposing curfew in the entire state came a day after the state health department stressed the need for stringent measures to break the chain of transmission with the wide prevalence of Delta variant in the state. Apart from this, the state has been witnessing a sharp rise in the number of daily COVID-19 infections above 1000-mark in the last three days. The state had registered 1104 positive cases on July 14, 1039 on July 15 and 1,128 on July 16. The 1,128 new cases reported in the last 24 hours was the highest ever single day spike recorded in the state since the first case of COVID-19 reported in March last year. Until today, the 1,104 cases recorded on July 14 was the highest single-day spike. The state is also wit-

nessing an average of 10 deaths daily due to the COVID-19 complications since the devastating second wave hit the state in the last week of March this year. With the COVID-19 situation remaining alarming, the Manipur government on Friday ordered the curfew in the entire for 10 days with effect from Sunday (July 18). State chief secretary Dr Rajesh Kumar who is also the chairman of the State Executive Committee of the State Disaster

He said that it is too high compared to the small population of the state and sought the cooperation of the people while appealing to bear with the hardships to be faced due to the curfew. Singh also cautioned that this time, the curfew will be a stringent one and the state government will not leave any stone unturned in imposing curfew strictly.

GUWAHATI, JUL 16 (PTI): The Assam Assembly on Friday witnessed uproarious scenes during a discussion on the COVID- 19 vaccination drive in the state, which prompted Speaker Biswajit Daimary to adjourn the proceedings of the House. During the discussion, Health and Family Welfare Minister Keshab Mahanta said the immunisation programme has been progressing smoothly but the opposition Congress refused to accept it, and the party MLAs alleged that the state has a shortage of doses and raised a slogan, ‘We want vaccine’. Daimary adjourned the proceedings till 3 pm as the BJP and the Congress legislators created a ruckus in the House. At the current rate of vaccination, it would take 18 months

to inoculate all the eligible people in the state, Leader of Opposition Debabrata Saikia claimed. “The government said there would be 3,000 vaccination centres in the state from June but non-availability of vaccines at the camps left people disappointed,” he said. He also asked what steps the government is taking to hasten the inoculation process. Replying to Saikia in the Question Hour, the health minister said that 30 per cent of eligible people have been vaccinated so far with seven per cent of beneficiaries having received both doses of vaccines. Of the 3.5 crore estimated population in the state, about 2.37 crore are above 18 years of age and eligible for the COVID-19 vaccine, he said.

SILCHAR, JUL 16 ( AGENCIES): In what could be called a major success in the fight against drugs, Cachar police seized 50,000 YABA tablets and arrested a person on Friday. Cachar SP Vaibhav Nimbalkar informed that the operation was led by OC of Lakhipur police station and staff and the arrested person has been identified as Md. Salimuddin of Imphal East in Manipur, reports The Assam Tribune. Further the SP said that in another incident, based on secret inputs, SDPO Lakhipur and staff conducted raid and search in the house of Dilip Singh of Lakhipur and recovered 5.5 kgs of suspected cannabis (Ganja) from his possession and accordingly he was apprehended. Moreover, Additional SP (HQ) Partha Pratim Saikia along with other policemen conducted a raid in the residence of a person named Md. Abul Uddin Choudhury in Athal Basti under Silchar PS and recovered 27.69 grams suspected heroin. In this regard, two persons have been arrested namely, Md. Ikbal Uddin Choudhury and Md. Abul Choudhury. Legal action is being followed, the SP maintained.

Summertime blues

S

ummer brings with it some of the best fruits that nature has to offer- mangoes, juicy litchis, sweet musk melons, mouth watering pineapples, grapes, watermelons, red plums, kiwis and bright red strawberries and many more. These are the sugar-coated side of summer. The bitter side is that summer also brings the dreaded load shedding that are imposed intermittently. These perennial problems not only make days and nights hard to bear but also financially unbearable for those who chose to buy stand by generators. The commercial capital of Nagaland, Dimapur, has been under siege due to regular load shedding. Power is critical for running and maintaining commercial enterprises. Load shedding is primarily due to worn out equipments that are being gradually replaced but also because of shortage of supply. These two combine to land Nagaland with a huge power and financial deficits that have become part of the power equation. As per estimates, Nagaland buys electricity worth around Rs. 400 crore annually and after selling to consumers, the Department of Power (DoP) is able to recover only Rs.162 crores (as per 2019-2020 statistic). Over the past five years, Nagaland has lost around Rs.1000 crores annually due to inability to effectively recover electricity bills. In the past several years, it was almost a regular feature of the department to announce loss amounting to around of around Rs.200 crore annually which was blamed on supposed theft and pilferage. There is a limit to using the same excuse- pilferage of power(or power theft) or inability to collect billed amount from consumers. Most states in India are making serious efforts to tackle the problem which has proved to be the bottleneck for efficient distribution to a power hungry nation. Power loss in Nagaland attributed to transmission loss is among the highest in the country. When the power loss in Nagaland, as per the official figures, is almost double the national average, it only calls for serious probe on why this abnormal figure continues to plague power supply and most interestingly, even accepted as fait accompli for many years till now. Inefficiency cannot be allowed to get away under the guise of ‘transmission loss’, when consumers are handed contestable bills owing to improper metering or inefficiency. If the real culprits responsible for power losses are not identified, then even additional power generation in future with thermal power will end up in a similar manner. The accumulated total loss from all these has been pegged at around 55% to 60% which is equivalent to 30MW to 40MW out of the total power that the state receives. Shortage of power totally defeats the very concept of economic development since business without power means powerless business. Expensive and sensitive equipments are damaged due to power fluctuations; causing huge losses to business, especially storage and small units that are wholly dependent on power supply. There are several options for improvement of the power sector such as construction of viable hydro power projects, thermal power from coal and modern solar power projects. In all these, the issue of land acquisition turns out to a great hindrance over demand for compensation and other “rights”. The state needs to first clean up its own backyard on the issue of so-called power losses, revenue shortfalls and efficiency otherwise it will be like putting the cart before the horse, all over again.

Jesus said there are times when God cannot lift the darkness from you, but you should trust Him. At times God will appear like an unkind friend, but He is not; He will appear like an unnatural father, but He is not; He will appear like an unjust judge, but He is not. Keep the thought that the mind of God is behind all things strong and growing. Not even the smallest detail of life happens unless God’s will is behind it. Therefore, you can rest in perfect confidence in Him. Prayer is not only asking, but is an attitude of the mind which produces the atmosphere in which asking is perfectly natural. “Ask, and it will be given to you…” (Matthew 7:7).

Of Crude Oil Price and High Tax

rude oil is one of the most highly traded commodities and an important source of energy for the world’s economy as a result of that global crude consumption is growing at its fastest pace. Benchmarks of crude is marked in various blends like West Texas Intermediate (WTI from New York), Brent (North West Europe based), Dubai and OPEC (Organization of the Petroleum Exporting Countries) Reference Basket. They’ve different varieties and grades. With 14 member countries, OPEC holds the major volume of the world’s oil reserves and they’re mostly from the Middle East. Oil prices are very volatile and highly affected by supply and demand balance, geo-political issues and political shifts. High crude production influence or less drilling are factors in the international market. Suez Canal and Straits of Hormuz are major waterways, where most crude exported. During Arab spring (2011), Egypt caused fears of concern to the world for closing waterway followed by Iran’s threatening witnessed in the past. Covid-19 pandemic and subsequent lockdown wiped out oil demand around the world. The prices plunged to 18-year low as demand dropped but it’s picking up amid post pandemic recovery. Now oil prices jumped to a three-year high after OPEC and their allies failed to meet global demand for not raising oil output. Uncertainty and deadlock over crude supply has fueled oil

price above $77 a barrel, the highest since late 2018. The world needs more oil. If continues, crude prices may hit 100 $ per barrel soon. As the fuel price on petrol soars, the government is under increasing pressure to cut price on fuel. The basic reason behind the hike has been the upward trajectory of global crude prices. India’s dependence on global crude is an astounding 85%, which is the biggest reason for India’s high fuel prices. India is also the world’s third largest oil market and depends heavily on crude oil to fuel its development. India does not have enough reserves and new oil fields have also not been explored. It gets oil from Iraq, Saudi Arabia, UAE, USA and Canada. During pandemic, OPEC and allies including Russia, a group known as OPEC+ have abandoned output limits to raise the demand. The international crude oil price comes roughly `36 per litre. Although there’re minimal costs involved in refining, capital cost for refinery, transportation and commission, Indians are paying close to `100 a litre for petrol affecting every household. Not many are aware about the huge quantum of taxes and duties levied on fuel prices. Almost 2/3rd of what a buyer pays is Excise Duty and Taxes. The Base Price of the fuel, Transport Charges and Dealer Commission make up just a portion of the Pie. For example, the price of petrol is `94.49 a litre. Of `94.49 a litre for price of petrol, the Base Price of

petrol is just `35.99. Excise Duty stands at `32.90, which is levied by the Union Government. Dealer Commission stands at `3.79 and can change with Freight depending on location. Next is VAT or Value-Added Tax, at `21.81, which is levied by the State Government. Ironically, India levy more than double the rate (28%) of luxury items including tobacco under the GST regime. State and Central Governments can make oil cheaper by reducing VAT and Excise. Petrol prices are deregulated in 2010 in quarterly basis. Diesel fell in 2014 and marketing companies are allowed to revise fuel rate daily from 2017. Currently Oil Retailers fix prices of petrol and diesel after factoring in their own cost and profits. Earlier prices were regulated by the Government by giving subsidies to Oil Marketing Companies (OMC) which shielded consumers against turmoil in the international oil market. The oil bonds were issued worth `1.4 lakh Crore to OMCs between 2005 and 2010 and now it has come up for redemption over a term of 15-20 years. A principal instalment of `10,000 crore worth of bonds will mature for repayment this year the first since 2015 and an equal amount as interest is payable. Bond redemption so far has been just `3,500 crore was made in 2015. However oil bonds can’t be the sole reason for the skyrocketing prices. The strategies to save the expenditure options are limited and no option left

for the government other than paying as per the commitment and this annual interest due of around `10,000 crore is already accommodated in the budget. Due to Covid-19, the current fiscal situation is weak but at the same time the central government’s income from taxes and surcharges on petrol and diesel topped `3 lakh crore in FY21. Why are tax-payers of today paying for the subsidy dished out to consumers more than a decade ago? And they will continue to pay for the next five years as the redemption of the bonds continues until 2026. Oil from Iran and Venezuela is cheaper, but both countries have been sanctioned by the Trump Administration that costs dearly for India. With Joe Biden in office, India resumes diversifying imports other than the mercy of OPEC+. Whenever OPEC+ pulls the harness, India feels the pressure. The unimpressive achievements of India’s failure to drill its own oil have reflected now. But government will continue taxing high on fuel to mobilise additional revenue for Covid relief as it’s facing the economic fallout of the pandemic. Higher retail price is also not an option at this juncture as it could push further inflation. At the same time, center’s fiscal situation is stretched and many states badly needed shortfall of GST compensation and fiscal deficit is estimated at a high of 8 percent of GDP now. RNPC on JACAS demand of autonomous statehood

his is becoming a rather infantile practice on the part of JACAS to come up with redundant records from the 1900s. Spamming the media with the government notifications and orders related to the creation of Mikir Hills and Karbi Anglong as such is just irrelevant and unnecessary wastage of space, no one denies what happened in 1951 or 1976. Kindly save space and stop copy pasting these details from the KAAC website. When Mr. Mills said, “About a hundred years ago or more…….” In page 2 of his book the “Rengma Nagas”, it is very apparent that he wasn’t sure of the exact time of the Rengma migration wave that he speaks about. He could be referring to a century or several centuries, his reference is of an uncertain timeline. Another reference that the Mikirs makes is of a book by John Butler, “Travels and Adventures in the Province of Assam” 1885. Here Butler said, “The Rengma Nagahs are evidently descended from the Angahmee Nagahs; it is said that, in consequence of oppression and feuds in their own tribe, they emigrated to the high hills occupied by the Tokophen Nagahs…” Like we mentioned in our earlier write up, if one is interested in our migration history, one needs to comprehend the various migration waves of our people. Like we said, no tribes germinated from the soil and that all indigenous people have migration history to some extent. And in the above passage, Mr. Butler wasn’t aware of the fact that the Tokophen Nagas he refers to is a Rengma Naga Village which still exist as Toko-Pahar or Kunyilajong. What does it signify?? It means that even before the migration wave he talks about, there were already Rengma Nagas of an earlier wave with a well-established territory as the Tokophen Nagas. The Name “TOKOPHEN” consists of two words,

“Toko” in Assamese which mean “Thatch Palm” and “Phen” in Rengma which means a village. Today the Toko-pahar/Tokophen falls under the Naga Rengma Mauza. Again, the Mikirs makes a reference to the book, “The introduction of the Lhota Nagas 1922” Written by J.H Hutton where it is written, “That the Rengma Nagas migrated to mikir Hills only a hundred year ago”.After 14 years, Mr. Mills in his book, “The Rengma Nagas” which the Mikirs loves so much to quote more than the Rengmas, on page 2 under footnote 1, Mr. Mills makes it clear that Dr. Hutton was wrong in assuming that the Rengmas migrated in bulk. As stated above, our migration consists of several waves spanning across several centuries and thus one must not assume like J.H Hutton or the JACAS. Also, the reference “Mikir Hills” doesn’t imply that Rengmas Migrated to the Mikir lands but by the time the book was written in 1900s, the Mikirs had already occupied those portions of the Rengma ancestral lands and thus the recent visitors refered to those hills occupied by the Mikirs as “Mikir Hills”. We don’t deny history and we don’t deny being a Naga with common source of origin but it is also a fact that our ancestors were first to walk and cultivate the lands, drank from its rivers and streams and the whole of the Rengma hills was their hunting ground. The Mikirs initially dwelled in Cachar region but they were chased out by the Cachari King. On being chased out, they ran towards the Khasi Jaintia Hills and served the Jaintia king as slaves. Later due to the disobedience of Rongpharpi Rongbe, they were again chased out of the Khasi Jaintia Hills by the Khasi King. Running for their lives, Rongpharpi Rongbe led her Mikir People towards Rengma Naga Hills crossing over the Kopili River and occupied the

present location claiming it as the Mikir Hills. From here, they get connected with the leftover Mikirs in Cachar area now known as the Hamren district or West Karbi Anglong (their original homeland). John Butler in his book, “Travels and Adventures in the province of Assam” in page 126 and 127 wrote…. “According to the traditions of the tribes, they were originally settled in Tooleeram Senaputtee’s territory, under petty chiefs of their own selection. Some years ago, they were conquered by a Rajah of Cachar, from whose oppression they were driven to take refuge in Jynteea. Meeting there with the same treatment, some emigrated to Deemoroo, Beltollah, and Ranee in the district of Kamroop; the remainder took up their present abode in the locality described above…” Edward Stack and Charles Lyall in their book. “The Mikirs” 1908 wrote in page 4 2nd Para… “The traditions of the race point to the Eastern portion of the Khasi and Jaintia Hills, bordering on the Kopili (or Kupli) river (where many still remain), as their original abode”. Again, In page 153, third para… “ W h e n Ro b i n s o n and Stewart wrote, it was still remembered that the Mikirs had once been settled in strength in the country (now called North Cachar) to the immediate north of the Barail Range, and in contact with the Angami, the Kacheha, and the Kabui Nagas”. The first three pages of the book gives a detailed account of the habitat of Meekirs on the vicinity of North Cachar, Khasi and Jaintia Hills. In fact, the whole book talks about the Nomadic nature of the Meekirs. The Meekirs never ruled themselves as the JACAS claims, they were Ruled by the Cachar King, The Jaintia King, The Ahom King. The Meekirs were nomadic in nature without any permanent

settlement, moving from place to place. In fact, even the Mikir Hills in Cachar didn’t actually belonged to them but permission was granted to them to inhabit and cultivate by the Ahom and the Cachar kings. In the same book, “The Mikirs” so is written on page 5 1st Para last sentence…. “They are a mild and unwarlike people, and are said to have given up the use of arms when they placed themselves under the protection of the Ahom kings”. Unlike the Mikirs, Rengma Nagas were warrior tribe who lost some and won some but always kept their sovereignty intact. We never paid any tributes to anyone neither seek any permission, in fact our people even refused to pay tax to the British until 1848 though the whole of Assam was annexed by the British after the Yandaboo treaty of 1826. The Mikirs who migrated to the Rengma Hills in the later part of1700 from the Cachar and Khasi Jaintia Hills occupied a small stretch of plains bordering the Rengma Hills and Nowgong/Sibsagar. By the time the Britishers arrived in the 1800s and 1900s, Mikirs had already migrated and settled in those area and thus the recent visitors started referring to those hills as the Mikir Hills. However, Mikir Hills origin is in Cachar and Jaintia Hills (Hamren) and throughout the book “The Mikirs” this fact is reflected. In the book, “A Descriptive Account of Assam” by William Robinson, in page 308 Last Para “….. possessing no written language, it is no easy matter to trace their origin. They have a tradition that their ancestors originally came from Jaintia Hill….” Finally, in regard to the source of our origin as per folklore, J.P Mills wrote that, “They, with the Angamis, Semas and Lhotas, belong to the group of tribes that place their point of dispersal at

Khezha-Kenoma”. The Mikirs tries to be sarcastic by mentioning the above passage by and by…. However, we are proud of our oral history brought down by our ancestors in the form of folklores. We are proud to be Naga and it’s a blessing that we share our history of origin with our fellow Naga brothers… If they are so interested in folktales, they should read the following passage from the book, “History of the Relation of the Government with the Hill tribes of the North-east Frontier of Bengal” written by Alexander Mackenzie in 1884, on page 215 under the Journal of Mr. Masters it is written, “Formerly there were no Nagas in this world. It is here necessary to premise that the “world” of the Rengma naga includes all the tracts of the country which can be seen from the highest peak of the Rengma hills, but no

more. It includes Upper and central assam, and is bounded on all sides of lofty mountains inhabitated by Abors, great enemies of the Rengma Nagas”. “… They lived comfortably together, and in course of time had four sons- Ram, Krishna, Ahom and Naga…” “…. Naga immediately set to work and very soon cleared the house of mice, with which his father was so pleased that he gave Naga the first portion of the inheritance and allotted him all the high peaks on the Rengma Hills.” There is no point of denying one’s history, it can never be manipulated or changed. A humble appeal to DMC, PWD, NSDMA

Heavy down-pour of last evening torrential rain has flooded some of the colonies of Dimapur especially those colonies lying in the low land area. One of them is Ragailong Colony, Burma Camp, Ward No 4, Dimapur. This is not a phenomenon of a few years back; but a regular phenomenon since 5 decades. All the drainage water from Burma Camp bazaar to Charali traffic point are allowing to flow down alongside the main road for about three hundred feet and then turns towards the left side of the Ragailong colony beside the foot-path lane and reached behind the colony at last. On the other hand, water coming from the opposite side of Nagarjan through Civil Hospital also runs down through the back of the colony through outlet which was supposed to outflow water from the Charali traffic point due to lower level of the kutcha-nala. Hence, water coming from both directions at last stays behind the colony and flooded the houses. This is because original course of drain from Nagarjan was blocked by National Highway. Until and unless RCC drainage is constructed by the concerned authority, the problem will continue to face by the colony. For being the nature of the project big, the colony cannot do this with their fund. Government has constructed many new drainage systems here and there, but they do not think for the proper outlet of the water. Therefore, I on behalf of the Ragailong Colony Council humbly appeal the authorities to send official representative to take stock of the situation and do necessary course of action later. NEW DELHI, JUL 16 (PTI): Newly-appointed Leader of the House in Rajya Sabha Piyush Goyal on Friday met senior opposition leaders including former prime minister and Congress leader Manmohan Singh, his party colleague Anand Sharma and NCP leader Sharad Pawar ahead of the Monsoon session of Parliament beginning July 19. The interactions with senior opposition leaders are being seen as an outreach exercise by the government ahead of the session. The interactions come days after Union minister Goyal was named as Leader of the House in Rajya Sabha in place of Thaawarchand Gehlot who has been made governor of Karnataka. The session beginning Monday would conclude on August 13. The government has listed 17 new bills for introduction in the session, including three to replace ordinances issued recently.

NEW DELHI, JUL 16 (PTI): The Delhi Cabinet led by Arvind Kejriwal on Friday rejected the city police’s proposal to set up a panel of lawyers for fighting the cases related to the farmers protest against the central farm laws, government sources said on Friday. The decision was taken during the cabinet meeting here. It was decided that the Delhi government’s lawyers will be public prosecutors in court matters related to the farmers’ agitation, they said. The cabinet decision will be sent to Lieutenant Governor Anil Baijal for approval. On Thursday, the Delhi government had accused the BJP-ruled Centre of putting pressure on it to replace its prosecutors appearing in cases related to the anti-farm laws stir, with those of the Delhi Police.

The LG has stopped the Delhi government lawyers from fighting cases. The Centre is putting pressure on the (Arvind) Kejriwal government for replacing the lawyers of the state with its own to fight the cases against the accused farmers protesting against the farm laws.” The city government had formed a panel of lawyers for an “impartial” hearing of the cases against the farmers, it added.

The profile had the Goa Chief Minister’s photo and lotus symbol of the Bharatiya Janata Party (BJP). I was sure it was genuine,” Asolkar added. It was only when the hacker asked him for money that Asolkar realised that something was amiss. “People need to be careful with their social media accounts, especially when the Chief Minister’s account itself has been hacked,” Asolkar said.

The apex court also emphasised that it will soon develop a secure electronic transmission mechanism for the jail authorities to access orders, for expeditious release of prisoners. A bench of Chief Justice N.V. Ramana and Justices L. Nageswara Rao and A.S. Bopanna made the observation during the hearing on a suo motu case in connection with the delay in releasing convicts by prison authorities even after being granted bail by courts.

Addressing reporters at the party’s Tamil Nadu headquarters, Satyamoorthy Bhavan on Friday, he said that Tamil Nadu Finance Minister P.T.R Thiagarajan had informed him that the Central government is levying a cess on fuel prices and that 96 per cent of the cess collected is retained by the Centre. “Cess is a very divisive idea as it is not divisible or shared with the states. When the Centre keeps 96 per cent of the cess by itself, then the onus is on it to reduce the taxes on fuel and bring down prices, and not on the state governments,” he said. ROME, JUL 16 (AGENCIES): Italy is considering making a bid to host the 2028 European Championship or the 2030 World Cup but must improve its stadiums if it is to succeed, the head of the Italian Football Federation (FIGC) said on Thursday. Italy beat England on Sunday to win their second European Championship. The two countries could also be rivals to host the World Cup, which is held every four years, as British Prime Minister Boris Johnson has backed plans for a bid by the United Kingdom and Ireland for the 2030 finals. “We will evaluate an Italy candidacy for the 2028 European Championship and the World Cup of 2030, in which the centenary of the world championship is celebrated,” FIGC president Gabriele Gravina told a news conference. “Let’s try for the Euros first, then we’ll think about

Ugandan weightlifter goes missing from Tokyo hotel OSAKA, JUL 16 (IANS): A Ugandan weightlifter, who was training in western Japan ahead of the start of the Tokyo Olympics next Friday, has gone missing. Yahoo Japan reported on Friday that the authorities are looking for 20-year-old Julius Ssekitoleko of the Ugandan delegation who has been in Izumisano, Osaka Prefecture, for a pre-Olympic training camp. Apparently, he failed to show up for a daily PCR test around noon and was not found in his hotel room. “One member of the Ugandan delegation, which the city received as a host town, has gone missing and cannot be reached. The city is making all efforts to search for the individual. We have reported the matter to police,” said the city of Izumisano in a statement. The statement added that Ssekitoleko was last seen shortly after midnight inside the hotel by a fellow athlete.
