Dr. Jamir asks media to play futuristic role

D I M A P U R , N OV 1 6 (NPN): Veteran Naga politician and recent Padma Shree awardee Dr. SC Jamir has urged upon the media in the state to focus attention towards the welfare of the common people by highlighting their problems instead of focussing mostly on speeches of politicians. He called upon the media to remind people that they are living in 21stcentury and should prepare for 22nd century. “Nagas should have a forwardlooking attitude, vision and thinking,” and therefore urged Nagas to script a new history. The 90-year-old Dr. Jamir, the five-time chief minister of Nagaland and who had a prolonged stint

as governor of Goa, Maharashtra, Gujarat and Odisha from 2004 to 2018, and the only surviving member of the Naga People’s Convention (NPC) which negotiated the 16 Point Agreement with the government of India in 1960, also called for a harmonious relationship between the media and people. Dr. Jamir was speaking as guest speaker on the occasion of National Press Day organised by DPC at DBIDL Hall here on Tuesday. He also urged upon the press to be messengers of truth, reality and unity among Naga people even as rapid advances in the field of science and technology have made today’s society “information society”. He spoke of the role of Right To Information (RTI) Act that was paramount for society while reminding media about the Fundamental Rights (FR) enshrined in the Constitution of India. Dr. Jamir however pointed out that certain restrictions were being put on these rights in the name of security, decency, morality. He noted “Though there is freedom of press and freedom of expression, there are areas where we cannot go beyond.”

He also maintained that even though democracy provided citizens freedom and rights, these had to be complemented with certain obligation and responsibilities. He said unlimited freedom of speech and expression could become dangerous beyond a particular point. On his vision for Nagaland, Dr. Jamir held the belief that Nagas were living in a confused world. He explained that the peculiar feature of Nagaland was that “Though we speak about advancement in science and technology, Nagas are too much obsessed with the past.” Dr. Jamir also pointed out that Nagas generally only talk of politics and completely neglecting economic development, social reformation and cultural enlightenment. He said there was need to move away from this trend. He also mentioned that Nagas have two identities- a Naga identity and Christian identity. According to Dr. Jamir Naga identity was manifest in honesty, courage, bravery and endurance, while Christian identity was manifest in love, peace, goodwill and harmony.

The oldest living veteran Naga politician Dr SC Jamir reiterated that 16-Point Agreement was not a hurdle in the resolution of Naga problem. He said this while interacting with media at DBIDL Hall here on Tuesday on the occasion of National Press Day. Dr. Jamir said “We are already a part of Constitution of India due to the 16-Point Agreement” and underlined that the Government of India (GoI) had agreed to hold further negotiations to resolve the Naga political problem. Dr. Jamir said if at all the 16-Point Agreement was a hurdle, then the government of India would have refused to negotiate for solution to the Naga issue. He also narrated the chronology of events that ultimately led to creation of Nagaland. Jamir recalled that a draft was placed before representatives of 16 tribes at the third Naga National Convention held at Mokokchung in 1959. Asked what would be solution the Nagas and whether they should leave the demand for sovereignty, Jamir said that neither the Framework Agreement of August 3, 2015 nor the Agreed Position of November 17, 2017 made any mention of sovereignty or integration. He remarked that those who were fighting for sovereignty and integration had perhaps realised that sovereignty was not possible under the present political context and hence signed the agreements without any mention of sovereignty. He also referred to the meeting of leaders of all Naga political groups held at Agri Expo on February 29, 2012 wherein late Khole Konyak had in his speech, lauded Th. Muivah “for his honesty and courage in declaring at the three-day meeting at Niathu Resort in 2011 that independence in the international context and integration of Naga areas in India and Myanmar was not possible”.

State govt bans collection of taxes, fees against GST items DIMAPUR, NOV 16 (NPN): In pursuance to the minutes of the meeting held on September 13, 2021 under the chairmanship of deputy chief minister Y. Patton, the Municipal Affairs Department on Tuesday notified that collection of any kind of taxes/fees on items/goods that comes under the Goods & Services Tax (GST) regime shall be immediately stopped by all the Municipal and Town Councils across the state. In this regard, the government has directed all Urban Local Bodies to strictly comply with the notification.

NU has grown quantitatively and qualitatively: Gov Mukhi D I M A P U R , N OV 1 6 (NPN): Governor of Assam and Nagaland, Prof. Jagdish Mukhi, who is also the chief rector of Nagaland University (NU), during his visit to the NU Headquarters at Lumami on Tuesday, said that NU has grown quantitatively and qualitatively ever since its inception in 1994 despite the challenges of geography, transport and communication. Speaking at the function, the governor said that the University stands for encouraging and empowering the young minds to be enlightened citizens to take care of the needs of society, a DIPR report stated. Mukhi expressed belief that the University has been providing quality education to the young minds to make them capable of protecting and preserving the traditional values of Nagaland in terms of honesty, simplicity, hard work, commitment, love, compassion and fraternity. Underscoring India’s pledge to achieve net zero carbon emissions by 2070, Prof. Mukhi said that rainforest of North East and Nagaland would help in fulfilling the voluntary commitment in meeting global environment needs by achieving the objective of net zero and reducing the use of fossil fuel. He said that the need for rainforest, which provides fresh oxygen, was desperately felt during the second wave of the pandemic. NH affirms to stand by ‘White Paper on Naga Integration’ DIMAPUR, NOV 16 (NPN): Naga Hoho (NH) Tuesday affirmed to stand by its “White Paper on Naga Integration”, which was published in 2002 and approved by the Federal Assembly, and continue to stand on the foundation of Naga history. In a press release, NH president HK Zhimomi and general secretary K Elu Ndang said that “White Paper on Naga Integration”, which was widely accepted by every Naga tribe, stands as the “testimony of who Nagas were, is and will be.” Seeking to place on record its standpoint with special reference to “Indo-Naga political issues visa-vis conflicting outlook of Naga society”, the NH said that since there was “not a single absolute mandated Naga organization” at

the moment, it was “illogical” to denounce each other based on “vested and regional interest leaving aside the larger Naga issues.” During the darkest period of Naga history where killings became the norm of the day, NH said the Naga elders and intellectuals, realizing the need for a collective effort to usher in peace and a voice for unified Naga Homeland without borders, came together and gave birth to Naga Hoho. Till today, NH said it stands firmly on the foundation of Nagas political and historical rights for self-determination and recognition of Naga homeland. Asserting that it was mandated to pursue and mediate for unity among various Naga political groups and early “Indo-Naga” political settlement, NH said that

any political solutions without inclusive of Naga ancestral land and its people were, therefore, not acceptable to the Nagas. “This has been endorsed by the Naga leaders from different tribes before the emergence of new organisations in recent times,” NH said. NH termed as “unfortunate” that there were “some groups of people” who claim to represent some sections of the society and “has been continuously spiting venom against the Naga Hoho.” However, the hoho said that Nagas’ struggle for self-determination for more than 70 years was for a common homeland under one administration and not based on the “artificial boundaries demarcated by British-India and Burma.” (Cont’d on p-8)

Further, ANCSU also expressed dismay that Fazl Ali College and Mount Tiyi College were functioning without principal for more than months, which it said “directly invite chaos in the institution.” The union has, therefore, appealed to the responsible authority to immediately appoint principals in FAC and MTC.

DIMAPUR, NOV 16 (NPN): State government has decided to introduce the payment of salaries and wages through e-pay bill system. According to a DIPR report, the decision was made based on a comprehensive data on employees collected from all departments by the personal information management system (PIMS) Cell, personnel and administrative reforms (P&AR) department. Effective from the month

of November 2021, it said payment of salaries and wages under e- pay bill would be enabled only for government employees who have been registered in the PIMS database. The process of building up the PIMS database started in 2016 with the cooperation of all the departments and trainings have been imparted to all DDOs and bill assistants on the functioning of the e-Pay bill system. As such, the government said it was expected that remuneration

payment for employees on e-Pay bill system would be smooth and would also receive the necessary support and commitment from all concerned to make it successful. Difficulties, if any, could be brought to the notice of the PIMS Cell, P&AR and Finance department. All the departments have been directed to strictly adhere to the procedures and guidelines issued by the P&AR department for updating the employees’ details /data in the PIMS portal.

SARFAESI Act: CNCCI welcomes govt’s move to introduce Bill D I M A P U R , N OV 1 6 (NPN): Confederation of Nagaland Chambers of Commerce and Industry (CNCCI) has expressed its gratitude to the State government for its move to table a Bill in connection with implementation of SARFAESI Act during Winter Session of the Assembly (NLA). CNCCI chairman Dr Khekugha Muru and general secretary Dr Seyievilie Mor in a statement recalled that they had been demanding implementation of the Act for the past three years,

had written several letters to the chief minister and chief secretary, even imposed one-day State-wide shutterdown strike on September 16 this year, followed by submission of letters to chief secretary by all 12 district chambers of commerce & industry seeking immediate implementation of the Act. They said NLA’s Select Committee headed by chief minister Neiphiu Rio gave a public statement and assured that SARFAESI Act would be tabled in upcoming session.

Noting that implementation of the SARFAESI Act had been pending in Nagaland for almost last two decades and was to see its fruition, the CNCCI leaders appealed to all the legislators and political parties to support implementation of the Act as this would usher in enormous changes in the lives of Naga entrepreneurs, business community and economy of the State. Acknowledging Nagaland Bar Association for its valuable opinions and appreciating it for taking active

participation in the public debate, the duo pointed out that tribal States like Meghalaya had already successfully implemented the Act in tune with customary land holding practices of the tribal inhabitants of the State. Consequently, they said the Nagaland government too had made it clear that the Act would be implemented in consonance with Article 371 (A).
