Govt invokes ESMA; NIDA suspends stir

DIMAPUR, JUL 17 (NPN): A three-day strike from Monday to Wednesday (July 18 to 20) called by government doctors under Nagaland In-Service Doctors’ Association (NIDA), that could have led to confrontation with the government was averted when NIDA decided to keep its stir in abeyance even as the government had on July 17 (Sunday) invoked Section 3 (1) of the Nagaland Essential Services (Maintenance) Act, 1978 (ESMA). Under Section 4 of Nagaland Essential Services (Maintenance) Act, 1978, any doctor going on cessation of work or strike would be punished on conviction with imprisonment for a term that might extend up to one year, or with fine that could extend up to Rs 1,000 or with both. In the order, state

Alam IAS also informed that the governor had been satisfied that the call given by NIDA for ceasing of work by doctors employed/deployed in government health units/ facilities from Monday would seriously impact the delivery of essential health services, thereby putting in grave jeopardy the life and well-being of the people of the State. As per the order, no doctor employed/ deployed in any government health unit/facility should go for agitation or cessation of work and any such act would be considered illegal. India achieves historic 200cr vax milestone NEW DELHI, JUL 17 (IANS): India on Sunday reached the historic milestone of 200 crore mark in Covid-19 vaccination. The milestone has been achieved after 18 months when the nation began the mass vaccination on January 16, 2021. According to the CoWin Portal, with a total 1.91 lakhs of vaccine being administered so far on Sunday, the number crossed the milestone mark of 200 crore. A total of 199.97 crore Covid vaccine doses were administered across the country until Saturday night, which includes 5.48 crore doses of the precaution dose. The nation completed 200 crore mark again after nine months on July 17, 2022. It took 277 days to reach the earlier milestone of 100 crore doses. On September 17 last year, the highest 2.5 crore vaccine doses were administered in a single day. Congratulating the nation on this historic mark, Union Health Minister Mansukh Mandaviya said that India has made a new record. “India has set a new record by completing the target of 200 crore vaccinations in just 18 months. Hearty congratulations to all the countrymen on this achievement”, said Mandaviya in a tweet. He said that this day is to be remembered forever. The 3-day strike would have been followed by an indefinite strike in all government health centres and hospitals from July 21 if government failed to accede to NIDA’s demand.

NIDA stir under ‘suspended animation’ Nagaland In-Service Doctors Association (NIDA) Sunday night decided to suspend the proposed three-day agitation which was scheduled to be held form July 18-20. “The Core Committee will keep the agitation in suspended animation and meet on July 18 to discuss further course of action,” a circular issued by Core Committee coconvenor Dr. Kheshito Zhimo stated. Dr. Zhimo said the committee also decided to suspend the agitation in view of the withdrawal of Tuensang, Noklak and Shamator NIDA units from the proposed agitation and also based on the request of the Health & Family Welfare minister to not disturb the Presidential Election slated to be held on July 18.

It may be mentioned that NIDA on July 11 announced a three-day agitation in the form of delivering only emergency services followed by total shutdown of all health centres through cease work for an indefinite period from July 21, if they failed to receive any positive response from the State government. NIDA said it had written to principal secretary health & family welfare on April 26 and chief minister on June 10, with a request to review the cabinet decision on the superannuation issue. In the letter, NIDA expressed its opposition and inability to accept the decision of the cabinet to raise the superannuation age of all the doctors from 60 to 62 years, through “re-employment”.

ASU, NMDA support NIDA demand DIMAPUR, JUL 17 (NPN): Angami Students’ Union (ASU) and Nagaland Medicine Dealers’ Association (NMDA) have come out in support to Nagaland In-Service Doctors’ Association (NIDA) proposed threeday agitation programme scheduled from Monday over the issue of increasing superannuation age of government doctors. ASU: Angami Students’ Union said it supported NIDA for outrightly rejecting the State government’s decision for re-employment of retired doctors for two years, insisting the service extension of doctors from 60 to 62 years and its agitation programme as a mark of

resentment. ASU in a press release implored the State government to concede to the genuine demands of NIDA vis-à-vis other States regarding enhancement of superannuation age of doctors. It wondered and questioned why the government was still adamant on requisitioning the required doctors’ posts and failing to conduct timely examination, which was depriving the unemployed doctors. According to ASU, acute shortage of doctors in government health institutions was adversely affecting public healthcare system, particularly affecting the poor and needy people. It also expressed concern over the

snail pace of development of the two proposed medical colleges, both in terms of infrastructure as well as outsourcing human resources and urged the government to expedite the projects on a war footing to make the dream of medical colleges in Nagaland a reality as assured in the recently-concluded session of Nagaland Legislative Assembly. To mitigate the shortage of doctors and ensure timely commencement of the medical colleges, ASU cautioned that besides its support to the agitation, it could also come out against the State government if the genuine demands of NIDA were not met at the earliest. State logs 5 fresh Covid cases, 1 death DIMAPUR, JUL 17 (NPN): Nagaland on Sunday recorded five fresh Covid-19 positive cases, while one more patient succumbed to the viral infection. The five fresh cases were from Kohima, taking the total caseload to 35,603. One patient ,in Mokokchung, succumbed to Covid-19, pushing the death toll to 764 (including 5 nonCovid deaths but with positivity). The State currently has 59 active cases out of which seven are admitted to Covid hospitals and 52 under home isolation. According to the health bulletin report, one patient has been admitted to the ICU (with ventilator), two

in ICU without ventilator, two patients on oxygen with moderate symptoms, 30 with mild symptoms and 24 asymptomatic cases. The sample positivity rate as on July 17 stood at 15.63%. Though Nagaland has been witnessing a steady rise in Covid-19 cases, health professionals were of the opinion that at-home tests go unreported to local health officials, so case counts are undercounted. As on July 17, Kohima has 30 Covid cases (all under home isolation) and one patient admitted to Covid hospital. In Dimapur, out of 19 cases, 13 are under home isolation and six admitted to

Covid hospital. Peren has six active cases (all under home isolation) while Longleng, Mokokchung and Zunheboto have one case each under home isolation. Heavy rainfall expected over NE NEW DELHI, JUL 17 (AGENCIES): Indian Meteorological Department (IMD) has predicted heavy rainfall at isolated places over Nagaland, Manipur, Mizoram and Tripura, SubHimalayan West Bengal and other parts of the country. IMD said that the depression over Northeast Arabian Sea off Saurashtra and Kutch coast is moving in the northwest direction away from India. NEW DELHI, JUL 17 (PTI): Nearly 4,800 elected MPs and MLAs will vote on Monday to elect the 15th President of India, with NDA candidate Droupadi Murmu having a clear edge over Opposition’s Yashwant Sinha as over 60 per cent votes are expected to be cast in her favour. The polling will take place in Parliament House and state legislative assemblies for which ballot boxes have already reached their destinations. The counting of votes will take place at Parliament House on July 21 and the next President will take oath on July 25. With the support of regional parties such as BJD, YSRCP, BSP, AIADMK, TDP, JD(S), Shiromani Akali Dal, Shiv Sena and now JMM, Murmu’s vote share is likely to reach nearly two-thirds and she is set to become the first woman from the tribal community to occupy the top constitutional post. The National Democratic Alliance (NDA) nominee now has over 6.67 lakh votes after the support of various regional parties, out of a total of 10,86,431 votes. According to a DIPR report, the DPDB at its monthly meeting in the DPDB conference hall, Kohima decided to recommend—Life Connect Nagaland, Nagaland State Social Audit Agency, CUE Academy E d u c a t i o n a l S o c i e t y, Spartan Gym Societyand Nagaland Yogasana Sports Association. The meeting also decided to recommend Kohima College Alumni Association, which was taken up in the last meeting to the gover nment for necessary action. DIMAPUR: Dimapur excise narcotic cell (NC) enforcement duty party on Friday arrested one Manoj on charges of possessing Indian-made foreign liquor (IMFL) and beer. 1st mountain-warfare training school in NE

NEW DELHI, JUL 17 (PTI): The Indo-Tibetan Border Police (ITBP) has created its first mountainwarfare training centre in northeast India, its second overall, to skill its troops in high-altitude combat and survival tactics as part of their mandate to guard the Line of Actual Control with China. The facility has come almost after five decades of the establishment of its first such school called mountaineering and skiing institute (M&SI) during 1973-74 at Auli near Joshimath. The M&SI is located at a height of more than 9,000 ft in the Himalayan ranges of Uttarakhand and has trained thousands of ITBP, army, Air Force and other security personnel in this domain and that for adventure sports. The new centre has been established in remote Dombang, abutting the LAC, and is located at a height of 10,040 ft in Sikkim that shares a 220 km front of the India-China LAC. However, two legislators from the alliance won’t be taking part in the election process due to their prior engagement outside the state,” Sangma said. “We do expect crossvoting from the opposition in favour of the NDA presidential candidate,” Sangma, who is also president of the National People’s Party (NPP), which is a constituent of the NDA, said. Over 30K Myanmar refugees residing in Mizoram Assam CM launches plantation AIZAWL, JULY 17 (PTI): As many as 30,316 Myanmar nationals, including 11,798 children and 10,047 women, have taken refuge in various parts of Mizoram since the military seized power in the neighbouring country in February last year, a senior official said on Sunday. Fourteen lawmakers are also among those who fled the trouble-torn country and moved to Mizoram, the official said, citing data compiled by the state home department earlier in the month. Of the 30,316 people, profiling of 30,299 has been completed, he said. Also, identity cards, certifying the holder as a refugee, have been issued to over 30,000 refugees. The card, being issued by the state government, could only be used for identification purposes in Mizoram and would not be a valid document for availing government schemes. “Identity cards are being issued for proper documentation of Myan-

GUWAHATI, JUL 17 (PTI): A plantation drive aimed at conservation of native plant species, beautification of government office premises and collective participation for climate action was launched by the Assam government on Sunday. Christened ‘Chief Minister’s Institutional Plantation Programme’ (CMIPP), the drive will cover over 80,000 campuses of government offices, urban local bodies, corporations, autonomous councils, registered societies and educational institutions in the state, before its conclusion on August 15, a release here said. Sarma kicked off the programme by planting a sapling at Janata Bhawan premises and then took part in a meeting to mark the launching ceremony. The CMIPP is an initiative of Science, Technology and Climate Change Department, according to the release. During the month-long programme, saplings of na-

tive species will be planted in various places, which will be followed by proper upkeep by officials. The growth of saplings will be monitored through a dedicated web-portal, where geo-tagged photographs of the plants would be uploaded, the release said. Speaking on the occasion, Sarma asked the education, health and home departments, which have maximum number of field offices, to ensure proper implementation of the programme. He urged all state government departments to register on the web-portal. Underlining factors responsible for the scourge of floods, Sarma pointed to the loss of forest cover as one of the major reasons for such natural calamities. He highlighted the larger role that can be played by the forest department in reclaiming green cover through plantation, clearance of encroachment among other measures.

At least 55 people, including Territorial Army soldiers,railway workers and local villagers were killed in the landslides, while search operations were still underway in inclement weather to locate six missing. The disastrous landslides at a railway construction site at Tupul in western Manipur’s Noney district on June 29-30 buried alive over 60 people mostly of the Territorial Army soldiers. After the unprecedented tragedy, Manipur’s Direc-

torate of Environment and Climate Change has formed an expert group to identify the causes of the enormous landslides. The seven-member expert group headed by Prof. Arun Kumar of the Manipur University, has identified non-resistant soil condition, prevalence of micro-seismicity, besides changing land use patterns on the top of hills such as deforestation and unscientific “Jhum” (shifting and burn method of farming) cultivation as some of the factors which triggered the landslides. The experts, which along with Union Minister of State for External Affairs Rajkumar Ranjan Singh, who hails from Manipur, visited the site on a number of occasions stated:

“Geologically, non-resistant lithology (shale interbedded with mudstone, siltstone and sandstone) of Barail Group exposed in the study area after the modification of the slope geometry that impedes the mountain’s ability to resist the existing gravitational force may become one of the causes of mass wasting and landsliding.” According to the expert committee report, geologically, western Manipur consists of tertiary strata (rock formations), which are most vulnerable to the landslide hazards due to the seismically active tectonic terrain. One more body of a local woman was retrieved from the landslide debris on Sunday by the search and rescue operation team in Manipur’s Noney district, said official sources. According to sources, the recovered body has been identified as Thuisinliu Gondaimei, 27. She was among the 79 confirmed victims, including her husband Lungpuilan Gondaimei and three other locals, of the tragic landslide which struck at Makhuam railway construction camp on June 30. However, her husband and four other persons remain untraceable even after 18 days since the search and rescue operations launched following the catastrophe, sources said. So far, the search and rescue team has recovered 56 bodies trapped under the landslide debris, while 18 injured persons were rescued safely from the disaster-hit site. Over 700 personnel from NDRF, SDRF, Police, Fire services, Territorial Army, Assam Rifles, CRPF and local volunteers are engaged in the ongoing rescue work. The team continued its operation till the 18th day to search for the five missing persons from the site with the help of over 30 heavy machinery. The five missing persons include one Territorial Army personnel, one railway worker and three locals. A review meeting on the ongoing search and rescue operations by Disaster and Relief Management minister Awangbow Newmai was scheduled to be held on Saturday. However, the meeting has been postponed till Monday. Until then, the search and rescue team will continue its operation to trace the remaining missing victims, added the official sources.

G U WA H AT I , J U LY 17 (IANS): The Assam government has started providing textbook grants to more than 1.1 lakh flood-affected students and Rs 10.15 crore has been earmarked for the purpose, Chief Minister Himanta Biswa Sarma has announced. Sarma on Saturday tweeted: “In our humble effort to provide relief to students affected during recent floods in the state, we have provided an assistance of Rs 1,000 each to more than one lakh student beneficiaries, from Chief Minister’s Relief Fund. It’s our sincere commitment to stand by the students during this tough time.” Assam witnessed two waves of floods between April 6 to June 15 which affected 90 lakh people in 34 districts and killed 195 men, women and children. Due to the flood and landslides in different districts, 37 people are still missing. More than 2.4 lakh hectare of crop land was also damaged. While talking to the media, the Chief Minister said that more than 7.42 lakh people were sheltered in relief camps and relief materials were provided

to them. In southern Assam and hilly districts, the Indian Air Force (IAF) made 77 sorties and relief material were air dropped among the marooned people. More than one lakh flood-hit people were evacuated by the IAF, Army, Disaster Management forces and volunteers. Sarma added that more than 1.89 lakh families were provided with assistance of Rs 3,800 and Rs 76 crore was spent for this purpose. “Many people and organisations have contributed to the Chief Ministers’ Relief Fund. Those who lost their lives are provided with a financial compensation of Rs 4 lakh. There are nearly 25,670 houses which are fully

damaged and more than 2.78 lakh houses partially damaged. We would also extend support to those whose houses were completely washed away,” the Chief Minister said. Sarma added that Rs 1,000 crore would be spent on restoration of bridges, embankment, schools and other infrastructure. “Centre is providing 90 per cent financial support and the state is spending 10 per cent. Union Home Minister Amit Shah during a recent meeting has assured that the Centre would pay and asked the state government not to worry about it,” he said. The Chief Minister added that Assam floods are termed as “severe calamity” and accordingly money is pumped in.

SRINAGAR, JUL 17 (PTI): A CRPF officer was killed in a militant attack in Pulwama district of Jammu and Kashmir on Sunday, police said. A police spokesman said at about 2:15 pm, terrorists fired at a checkpoint jointly manned by police and CRPF at Gangoo crossing area of Pulwama. In the terror incident, assistant subinspector (ASI) of CRPF Vinod Kumar was critically injured and was immediately shifted to a hospital, where he succumbed to injuries and attained martyrdom, he said. Senior police officers, along with reinforcement, reached the spot and the preliminary investigation revealed that terrorists t a k i n g a d va n t a g e o f nearby apple orchards fired indiscriminately upon the security forces near Gangoo crossing area of Pulwama in south Kashmir, the spokesman said. He said a case has been registered and investigation initiated. On July 14, IndiGo’s Delhi-Vadodara flight was diverted to Jaipur out of precaution as vibrations were observed in the engines of the aircraft for a second. The Directorate General of Civil Aviation (DGCA) is investigating both the incidents, officials noted. ith rising fresh COVID cases in India, the Union Ministry of health and family welfare has cautioned against complacency and reminded people that the pandemic is not over and advised that it was ‘important to be alert’. As of Saturday, India recorded a total of 20,528 fresh COVID cases which has alarmed health authorities that COVID is still around and believed to be undergoing mutation. The union minister further stressed on the five-fold strategy of Test, Track, Treat, Vaccination and necessity for Adherence to CAB. The spread of coronavirus is facilitated by a number of factors. While some of these factors are driven by the nature of viruses like mutation and creation of variants, there are several human-mediated factors as well, that are very much within our control. Development of vaccines against the coronavirus raised high hopes that the spread of the virus will be greatly contained. The other belief was that a person cured of COVID will not be re-infected with the virus. Both these are misplaced beliefs and may have led to complacency. According to health authorities, COVID-19 vaccines are effective at preventing severe disease, hospitalization, and death. However, since vaccines are not 100% effective at preventing infection, some people who are up to date with the recommended vaccines will still get COVID-19. When people who are vaccinated develop symptoms of COVID-19, they tend to experience less severe symptoms than people who are unvaccinated. Those who have been cured of COVID-19 are still vulnerable since the virus has various mutants. During the height of the pandemic in 2020-21 the virus spread like a wildfire. When the virus was novel to medical science, it went on affecting chunks of the population at a time. During that period, government bodies and health agencies could only think of the most practical and simplest way of advising people to remain indoor and avoid travel. To cut down the transmission of the virus, several governments restricted human and goods movements within and outside of the country. Drawing attention on the current spurt in number of fresh COVID cases, Dr Ambrish Mithal, Chairman, Endocrinology and Diabetes, Max Health Care stated that the reasons why COVID cases are popping up all around is mostly because of the large meetings, as most of the cases are coming to fore after mass gatherings; and people who had escaped COVID earlier are getting it now; many people are getting re-infected. All these points stated by the expert point out to one common observation, the virus has decided to stay among us. With a virus in the close vicinity, it is expected that the frequency of infections ought to rise further if people do not take precautions against it.In states like Nagaland where testing has more or less stopped, it would be advisable if authorities urge on more testing. After lockdown measures were lifted, except for COVID protocols, there has been the advise going around, that anyone with COVID symptoms should self-isolate and in case of severity, then get admitted to hospital. More than two years into the pandemic, health leaders have to pass the message down that there is need to ramp up testing. Since cases are rising and since the virus will be around, and despite people being COVID-fatigued, COVID appropriate behaviours will never be outdated in their effectiveness.

The preacher is there as the representative of God— “…as though God were pleading through us…” (2 Corinthians 5:20). He is there to present the gospel of God. If it is only because of my preaching that people desire to be better, they will never get close to Jesus Christ. Rupee squirms for global leap; neighbours key to the dream

T

he Rupee is on at least an 11-year-journey in its quest for quasi international status even as it slides below record 80 to a dollar. The Reserve Bank of India circular is testimony of an anxiety for raving up the economy by endorsing a bid that began in 2011. Since India has taken many baby steps to keep dollar at bay. A dream of former Prime Minister Atal Behari Vajpayee may come true if the neighbours do not envy and rupee and economy remain stable. Would Bangladesh, Sri Lanka, Myanmar and ASEAN accept it despite RBI paving the way for currency swapping? These are good dreams for enabling having an international currency status though RBI circular does not make it convertible. The goals are not easy to achieve when rupee continues to slip rapidly slowing down growth to 4.7 percent as per Nomura. It stresses on policy changes, softer taxes to strengthen the purchasing capacity of individual citizens and protect their wealth to contend with the mighty dollar. Soviet Union had a rupee-rouble trade arrangement but reincarnated Rus-

sia scrapped it in 1990s. Recently too Russia was given the offer to go back to the old arrangement. It has not expressed interest in accepting rupee though it wants payments in rouble, postUkrainian war. It does not help India as only through a dollar conversion it can pay in rouble. Iran till recently having a close relationship accepted rupee payment amid US sanctions. This was undone by India due to the US pressure. Iran still may work it out provided the sanctions do not deter. But neither Bangladesh nor Sri Lanka despite high trading ever accepted the swap. Would Indians accept Bangladesh ‘taka’? Rupee is accepted unofficially, in, legal or not, border trades but taka still is not a preference. The enabling provisions apart, Sri Lanka through its worst crisis takes $ 3 billion loan from India in foreign exchange. The country feels that it would have ready acceptance to its offer from smaller neighbours. Sri Lanka got into the trap of China and today in turmoil. Bangladesh with over dozen large projects with Chinese assistance is witnessing discontent within. Despite a favourable Awami League

rule under Sheikh Hasina, sentiments are less pro-India. Myanmar has recently agreed to accept Thai baht in border trade dealings and reportedly plans a similar arrangement for Indian rupee seeking to limit reliance on the US dollar. The Russia-Ukraine war has led to shortage, protectionism and a wave of defaults. It has led to weakening of world growth, high inflation and uncertainty for India with myriad issues like consistent trade deficits of $ 20 billion a month for Shivaji almost a year. The currency reserves now reduced to $ 588 billion as 50 percent of imports have seen price surge. Trade deficits may touch $ 250 billion this year. India’s trade with Gulf countries crosses $ 175 billion in 2021-22, for much of its oil imports and has investments of $ 16 billion. The Comprehensive Economic Partnership Agreement sealed by India and the United Arab Emirates on February 2022 is expected to facilitate Indian exporters gain access to the Arab and African markets besides increasing the two-way trade to USD 100 billion in the

next five years from current USD 60 billion. But the region does not want rupee trading. The latest RBI move is not a new deal. The UPA government in 2013 had finalized a list of 23 countries with which India could have swap trade in local currencies to save precious foreign exchange. The list included Angola, Algeria, Nigeria, Oman, Iran, Iraq, Venezuela, Qatar, Yemen and Saudi Arabia and a task force was set up under the then special secretary Rajiv Kher, which in 2014 endorsed the Sarkar traditional swap model. In 2011, India and Japan agreed to $ 15 billion currency swap as Japan’s then prime minister Yoshihiko Noda agreed to support the troubled Indian rupee, Asia’s worst performing currency then at Rs 55.39 to a dollar. It was proposed to be increased to $ 75 billion in 2018 by the NDA government. For this a conversion rate is decided and later both the countries repay the amount at the same exchange rate. These are linked to London inter-bank rate, called Libor. Japan has done this with a number of countries like China,

Malaysia, Singapore, Indonesia and Thailand. Madan Sabnavis, chief economist CARE ratings observed that such arrangements were there but never used nor it impacted the market but gives some leverage to RBI. India’s three free trade agreements with the ASEAN, Japan and South Korea have not turned out to be favourable for the country as these resulted in growing deficits in merchandise trade, according to a study published by think-tank Third World Network. It means the FTAs need a review as the perceived benefits elude. It is erroneous to believe that rupee is losing only because of the present Ukrainian war. There are many other reasons and details have to be listed. The inherent conditions in the country, the 7.1 percent retail and 15.18 percent (down from 15.88 percent) wholesale price rises, 32 percent hike, in a year, of commodity prices and flight of foreign manufacturers significantly contributed to the crisis. One may wonder why despite 9.1 percent US inflation the dollar values increase. It is attributed to the US

Fed Reserve decision to increase real interest rates. It assures higher returns to the investor. India has yet to develop that intrinsic strength. Some peculiar policies also affect India’s economic performances. High taxes on fuels, and the quixotic idea of junking two crore Euro IV and VI cars by 2025 does not add to the value of the rupee. It hits below the belt on its march to atmanirbhar Bharat. It adds to severe plastic pollution Blasting of Himalayas and forests has become fad for development. It hurts every citizen, the image of the country, great wealth loss and impoverishes the country. It overlooks that each new car have components that have to be imported and cause further erosion in foreign exchange. Each new car production also hits air quality. The silly UPA rule brought in through the National Green Tribunal has destablised the market. Prime Minister Narendra Modi should personally intervene to scrap it. A mix of policy changes and push to the real growth would make the rupee more acceptable and not a mere official circular.

few days ago, I came across a primary school boy leaning under the weight of his school bag while going to school. It was visibly much bigger than himself. It looked very enormous for a tiny little boy of that age to be carrying that much weight upon his shoulders! I offered him a helping hand. As I got hold of his bag, one could only imagine how a kid who hardly would weigh 20kgs or so was carrying that 8-10kg (perhaps heavier) school bag! If I may, can I ask, “Are the children carrying bags of books or burdens?” Indeed, it is nothing out of the ordinary for many of us because we are used to such sights. As a result, it neither bothers us nor gets our attention, which in reality is not only bothersome but disturbing. Many studies show that carrying a heavy school bag can have severe effects on a child’s back, shoulders and spine. It hampers their physical growth. As such, experts suggest that the weight of the school bag should be below 10 per cent of the body mass of the child. For instance, a child who weighs 20kgs should carry a school bag of less than 2kg (empty bag plus books). This culture of heavy loads (bags) merits our attention and awareness. Some of the strategies which we can adopt to address this problem are:1. Provisions for Locker Shelves. Schools may, in consultation and coordination with the parents, develop the necessary infrastructure and formulate policies and guidelines to provide locker shelves for students at school, where they can keep their books/belongings which aren’t required back at home on that particular day. Minimum service and maintenance fees may be exacted from the students for the same. It may not be made mandatory but voluntary. 2. Students be Informed of the Books to be Brought. The contribution of the respective subject teachers in dealing with this problem would be immense. They can achieve this by keeping the students informed in advance about the books to be brought to

Experts recommend the use of a school bag with two straps for the shoulders (e.g. backpack). This way the burden is evenly distributed on both shoulders and hence lessening the effects of carrying heavy bags. 5. Strategy of One Subject One Notebook. Maintaining different notebooks for classwork, homework, class tests, etc. for a single subject appears novel and trendy but it is not only adding extra weight on the shoulders of the children but also an additional hole in the parents’ wallets. As far as feasible, the strategy of a notebook per subject may be encouraged. 6. Formulate and Implement Policies and Strategies to Resolve the Problem. This can be done by the State Government or the mechanisms/agencies that look after the affairs of school education and the rights of children. In India, states like Odisha and Delhi have already started enforcing such policies of fixing the weight of school bags and the like to address the burden. Those few actions on the part of the schools, teachers and parents along with the State government can address, unpack and remove much of the weight that is crushing our children. s we advance in the coming decade, a new approach to nation building has to emerge. India needs to base its ecosystem on meritocracy as against continuing on the path of mediocrity. This is needed in all echelons of the government, be it at the Central or the State level. To ensure that the new approach of meritocracy emerges and becomes a national norm, we will have to revamp our educational system, our skill development and skill enhancement system and also the way we look towards jobs. While private sector has some mechanisms in place to weed out non-performers, the Governments have not entered this domain, despite there being existence of enabling mechanisms. It has resulted in a situation wherein a Government-run establishment or PSU-run establishment fails, while the same shines once it enters the private sector. The defence forces are our last bastion of hope as well as our saviour on multiple counts, whether it is fighting the external aggressors or insurgency or extending a helping hand to the civil administration during calamities. To ensure that the defence forces are able to execute the assigned tasks in sync with the rising challenges, human resources of the defence forces have to be given a new look altogether. A human resource based on absolute merit from each and every part of the nation is the need of the hour for an empowered soldier to join the defence forces. While the current method of recruitment does allow the entry of the best youth out of the available lot of youth who volunteer to join the defence forces, however, once they join, there is a tendency to get comfortable with the surety of a permanent job followed by a handsome pension. Of course, he/she is willing to lay down his/ her life and gives the best and performs to the best of the ability. Despite being emotionally involved with the organisation and the nation, not all of them are able to enhance their qualitative edge while in the service, more so, at a time when technical growth in warfare is substantial. Knowingly or unknowingly, a state of mediocrity sets in the organisation, resulting in repetitive training, but still leaving large gaps in the desired capability.

This state results in heavy burden on officers and compromises our ability to lead small team operations both during peace and war when these recruits become NonCommissioned Officers (NCOs), whereas this should not be the case as these recruits need to form the backbone of a future-ready defence force. Not only that, a majority of the soldiers find it pretty difficult to handle and operate technologically advanced equipment as well as lack the ability to function in a networked environment, an emerging need wherein future wars are transiting from the kinetic domain to the hybrid domain of warfare. Agnipath scheme is an excellent initiative which conceptually strikes at mediocrity in the defence forces, wherein the best of the available in the country are recruited as Agniveers initially and then trained for four years, including on the job training with units posted. An objective and transparent criteria thereafter will select only the very best 25% to be retained and thus a major boost is given to meritocracy which is the crying need of the hour. While meritocracy is needed everywhere, it is of the most critical need in the defence forces as in war there are no runner-ups and only those who are at the ace game must be its part. While the current selection system for officers looks at this issue, albeit only to some extent and requires further refinement, it is almost negligible amongst personnel below officers rank (PBOR). It is the first time that merit has been given due attention both at the entry level as Agniveer and thereafter a major merit surge, wherein only 25% top performing recruits are taken ahead making transformational changes in the defence forces. While the scheme may have certain challenges in other domains and hopefully all those will get addressed in due course of time, but on the front of meritocracy, it is a master stroke and a much-needed reform. I walked away feeling great from the Lutyen’s architecture that makes my heart swell with pride. I saw the panoramic view on the top of Raisina Hill zooming Rashtrapati Bhavan was truly scenic. I took some snaps from my vintage Agfa. Come this July 18 and the 15th President of India will be elected, however my run for the PMO at Raisina Hill was recalled memorable moments of my life. NEW DELHI, JUL 17 (PTI): Finance Minister Nirmala Sitharaman and External Affairs Minister S Jaishankar will brief leaders of various political parties on the Sri Lankan crisis during an all-party meeting on Tuesday, Parliamentary Affairs Minister Pralhad Joshi said on Sunday. During a meeting of all parties convened ahead of the Monsoon Session of Parliament, Tamil Nadubased DMK and AIADMK demanded that India should intervene in the crisis surrounding the neighbouring country, Sri Lanka, which is facing a debilitating economic crisis. Both DMK and AIADMK raised the Sri Lankan issue, especially the condition of the country’s Tamil population. Talking to reporters after the meeting, AIADMK leader M Thambidurai said India should intervene to resolve the crisis in Sri Lanka. DMK leader T R Baalu also demanded India’s intervention in addressing the situation confronting the island nation.

Briefing reporters after the meeting, Union minister Joshi said the government would hold an all-party meeting on the Sri Lanka situation on Tuesday which will be chaired by union ministers Sitharaman and Jaishankar. Sri Lanka is facing its worst economic crisis in seven decades, with a severe foreign exchange shortage hampering the import of essentials including food, fuel and medicines. The economic crisis also sparked a political crisis in the country after a popular uprising against the government. Citing an office memorandum dated July 16, a senior government official said that the briefing by

NEW DELHI, JUL 17 (AGENCIES): A Supreme Court bench led by Chief Justice of India NV Ramana will hear on July 20 the plea by Maharashtra chief minister Eknath Shinde and 14 other Shiv Sena MLAs challenging the disqualification proceedings initiated by the deputy Speaker. The court will also hear the plea by Uddhav Thackeray-led Shiv Sena group challenging the decision of the newly elected Speaker recognising the whip nominated by the Shinde faction as the Chief Whip of Shiv Sena. Both the groups have sought the disqualification of legislators from the rival faction. After his rebellion led to the collapse of the Thackeray-led MVA government, Shinde took oath as the CM on June 30 along with BJP leader Devendra Fadnavis as his deputy. In a relief to Shiv Sena MLAs of the Thackeray faction, the SC had asked the newly elected Speaker Rahul Narwekar not to proceed with the plea seeking

Debate over the emblem atop the new Parliament building rages with several historians dismayed that the essence of the original “protective” Ashokan lions has been effaced while others say the differences are minuscule and no two pieces of art can be identical. India’s emblematic lions have been under a close scanner since Prime Minister Narendra Modi last week unveiled the cast of the national emblem. The discourse it evoked was immediate and polarised. According to several historians, including Harbans Mukhia, Rajmohan Gandhi, Kunal Chakrabarti and Nayanjot Lahiri, the ‘new lions’ are “dissimilar” when compared to the Ashokan specimens and don’t exude the same calm and peace. acter. “The artists who created them are more than 2,500 years apart, hence the craftsmanship will understandably differ. KODERMA/GIRIDIH (JHARKHAND), JUL 17 (PTI): Eight people, including seven children aged between six and 16, went missing after the boat they were on capsized in Panchkhero Dam in Jharkhand on Sunday, police said. The incident took place between 11.30 AM and noon when two men and seven children, hailing from Kheto village in Rajdhanwar Police Station area in Giridih district, hired a country boat for a water ride. “Ten people, including three girls, were on board the boat when it capsized. The boatman and one of the visitors, however, succeeded in swimming to the shore,” Koderma Deputy Commissioner Aditya Anand told PTI. The dam is located along the boundary of Giridih and Koderma districts. “A National Disaster Response Force (NDRF) team has been deployed for rescue operation, which is underway. A motorboat from the Fisheries Department has also been engaged but we haven’t found any trace of the missing people so far,” he said. Rupee fall fuels inflationary pressures

NEW DELHI, JUL 17 (PTI): Rupee depreciation has impacted the current account deficit and fuelled inflationary pressures but at the same time it has made Indian exports more competitive, according to experts. The Indian rupee has been depreciating against the USD dollar and is nearing the psychologically key mark of 80, making imports expensive. “The depreciation of the rupee has multiple impacts on the economy. Given we have a negative trade balance, though a depreciation of the rupee makes our exports more competitive, our import bills go up significantly. “It has an impact on the current account deficit thus further putting pressure on the rupee as well as imports inflation too as the price of imports in rupee terms is higher,” said Ranen Banerjee, Leader, Economic Advisory Services, PwC India. finance ministry cautioned that India’s current account deficit (CAD) is expected to deteriorate in the current fiscal on account of costlier imports and tepid merchandise exports. Primarily driven by an increase in the trade deficit, the CAD stood at 1.2 per cent of GDP in 2021-22. Rumki Majumdar, Economist, Deloitte India, said the US dollar has strengthened amid economic uncertainties marked by rising global inflation and commodity prices, rapidly tightening monetary policy in advanced nations, rising geopolitical tensions, fears of a global economic slowdown, and even a possible recession in the US and a few major European

nations. However, not always does currency depreciation hurt an economy, she added. “The opportunity to boost services exports revenue on the back of the global digitisation wave is promising. A weaker domestic currency also is an opportunity for FPIs to enter the equity market to earn handsome returns in the medium to long term,” she opined. Foreign portfolio investors (FPIs) were net sellers in the Indian equity market for the ninth consecutive month in June, with an outflow of Rs 49,469 crore -- the highest since March 2020. The sell-off has continued this month, with net outflows to the tune of Rs 7,432 crore during July 1-15. Overall, FPIs have withdrawn Rs 1.2 lakh crore from the Indian equity market in 2022-23 so far, but the sell-off has been absorbed by domestic institutional investors (DIIs). Aditi Nayar, Chief Economist, ICRA Limited, was of the opinion that a

weaker rupee will partly counteract the slide in commodity prices, lessening the fall in the wholesale (WPI) and retail (CPI) inflation expected over the next few months. “Similarly, the beneficial impact of the fall in input costs on corporate margins will be tempered. The weaker INR will help to protect some export competitiveness, given the sharper fall recorded by many emerging market (EM) currencies than the INR in the recent period,” she added. Khalid Khan, vicechairman of exporters’ body FIEO, said while a depreciating rupee will help exporters, exporting goods which have import content in terms of raw materials will not be benefited that much. An article published in its recent bulletin said that amid a hostile international environment, close and continuous monitoring of the widening trade deficit and portfolio outflows is warranted, strong reserve buffers notwithstanding.

As per the latest data, the country’s imports expanded by 57.55 per cent to USD 66.31 billion in June compared to the year-ago month. The merchandise trade deficit in June 2022 was estimated at USD 26.18 billion as against USD 9.60 billion in June 2021, which is an increase of 172.72 per cent. Crude oil imports in June almost doubled to USD 21.3 billion. Coal and coke imports more than doubled to USD 6.76 billion in the month as against USD 1.88 billion in June 2021. It is widely expected that the Reserve Bank of India (RBI) may go for the third consecutive hike in the key interest rate next month as retail inflation continues to rule above 7 per cent -- higher than its upper tolerance limit of 6 per cent. Banerjee further said the matching rate hikes by the RBI in response to the US Federal Reserve actions will also provide support to the rupee.

It opined that if the medical colleges materialise by this year, there could be an acute shortage of doctors, which was a reason for panic. Hence, NMDA appealed to the State government to take up the matter in a proper perspective and agree to the proposal of NIDA in the interest of the public and the State.

Bills to amend competition, insolvency laws likely NEW DELHI, JUL 17 (PTI): The government is likely to propose amendments to the competition and insolvency laws as it seeks to further strengthen the regulatory regime as well as address the needs of new age markets. The bills to amend these laws have been listed for introduction, consideration and passing in the monsoon session of Parliament that starts on Monday. The Competition Act, 2002, and the Insolvency and Bankruptcy Code, 2016 are being implemented by the corporate affairs ministry. The Competition (Amend-

ment) Bill, 2022 seeks to carry out certain essential structural changes in the governing structure of the CCI and changes to substantive provisions to address the needs for new age markets, according to a Lok Sabha bulletin. In recent times, the Competition Commission of India (CCI) has ordered probes as well as passed various orders with respect to alleged unfair business practices in the growing digital markets. CCI, set up under the Competition Act, has the mandate to promote competition and curb unfair business ways across sectors.

NEW DELHI, JUL 17 (PTI): India’s demand for petrol and diesel fell in the first half of July over the previous month as the onset of monsoon chipped away consumption in some sectors and restricted mobility, preliminary industry data showed on Sunday. Diesel, the most widely used fuel in the country, saw consumption drop 13.7 per cent during July 1-15 to 3.16 million tonnes from 3.67 million tonnes demand in the same period of the previous month. The arrival and intensity of monsoon weighs

heavily on diesel demand in the country and consumption traditionally is lower in July-September than in April-June. NEW DELHI, JUL 17 (PTI): Customers will have to pay 5 per cent GST on pre-packed, labelled food items like atta, paneer and curd, besides hospital rooms with rent above Rs 5,000 from Monday with the GST Council’s decision coming into force. In addition, hotel rooms with tariff of up to Rs 1,000/day, maps and charts, including atlases, will attract a 12 per cent Goods and Services Tax (GST), while 18 per cent GST will be levied on tetra packs and fees charged by banks for the issue of cheques (loose or in book form). Last month, the GST Council, chaired by Union Finance Minister Nirmala Sitharaman and comprising her state counterparts, had pruned the exemption list and imposed tax on a host of goods and services.

dults who get COVID-19 could have antibodies circulating in their blood for nearly 500 days after infection, new research suggests. “ We n ow h ave a good estimate of how long antibodies last after a COVID-19 infection,” said study author Michael S wa r t z , a n a s s o c i a t e professor and vice chair of biostatistics at the University of Texas Health Science Center at Houston. “Our research shows that the level of antibodies in those previously infected increases for the first 100 days post-infection and then gradually declines over the next 500 days and beyond.” For the new study, S wa r t z a n d h i s t e a m analyzed data from more than 57,000 volunteers older than 20 enrolled in the Texas CARES survey. It was launched in October 2020 to track COVID-19 antibody status over time. Most of the volunteers self-reported a COVID-19

infection before October 2020. The researchers examined blood samples collected from participants between Oct. 1, 2020, and Sept. 17, 2021. While individual results varied based on age, weight, smoking or vaping, and severity of infection, all of the volunteers had a similar decrease in antibodies, according to the report published recently in The Journal of Infectious

Diseases. Even though antibodies can last for nearly 1.5 years after C OV I D - 1 9 i n f e c t i o n , Swartz emphasized that vaccination provides the best protection against infection, reinfection and hospitalization. “We know that the rates of reinfection or hospitalization after being vaccinated are a lot lower than not being vaccinated,

ISSF WC: India clinch silver, bronze

C H A N G W O N, J U L 17 (PTI): India’s Anjum Moudgil won a bronze medal in the women’s 50m rifle 3 positions event at the ISSF Shooting World Cup on Sunday. Anjum shot 402.9 in the final round to finish third behind Germany’s Anna Janssen (407.7) and Italy’s Barbara Gambaro (403.4), who won the gold and silver medals respectively. Sanjeev Rajput, Chain Singh, and Aishwary Pratap Singh Tomar clinched the silver medal in the men’s 3P team event. The Indian trio, which had finished second in the qualification stage, faced a strong Czech Republic team in the gold medal match. But despite putting up a good fight, the Indians went down 12-16 to the trio of Petr Nymbursky, Filip Nepejchal, and Jiri Privratsky. MANCHESTER, JUL 17 (PTI): Rishabh Pant’s maiden ODI century and Hardik Pandya’s all-round heroics fired India to an emphatic five-wicket win over England in the seriesdeciding third match here on Sunday. The visitors claimed the three-match rubber 2-1. After India were in a spot of bother at 72 for four in a chase of 260, the crack team of Pant (125 not out off 113 balls) and Hardik (71 off 55 and 4/24) engaged in a battle to outdo each other, as the tourists completed the task with 47 balls to spare. Hardik g rabbed a career-best 4/24 as a disciplined India bowled out England for 259 with more than four overs left in the innings. Skipper Jos Buttler top-scored for England with an 80-ball 60. Sindhu wins Singapore Open title

SINGAPORE/NEW DELHI, JUL 17 (IANS): Star India shuttler PV Sindhu clinched the women’s singles title at the Singapore Open 2022 BWF Super 500 tournament after beating China’s Wang Zhi Yi in the final, here on Sunday. World No 7 Sindhu took 58 minutes to defeat world No 11 Zhi Yi 21-9, 1121, 21-15 and win her third title of the year. Sindhu, a former world champion and seeded third in the tournament, started the final at the Singapore Indoor Stadium with purpose. After Zhi Yi scored the first two points of the game courtesy lucky deflections off the top of the net, Sindhu came roaring back to take the next 13 points on the trot before pocketing the opening game with ease to take the lead. With the change of ends for the second game placing Sindhu against the drift, the momentum of the match seemed to turn as Wang Zhi Yi raced to a 6-0 lead before the Indian could get on the scoreboard. GALLE, JUL 17 (AGENCIES): Babar Azam, the captain of Pakistan, crossed the 10,000 run milestone in international cricket on Sunday, becoming the fastest batsman from Asia and the twelfth overall from his country. At the Galle International Stadium during the first Test match between Pakistan and Sri Lanka, Babar scored an undefeated 34 from 72 balls to reach the milestone. He has broken the previous record held by talismanic Indian batsman Virat Kohli, who scored 10,000 runs in 232 innings, to become the fastest Asian player to do so in international cricket. Babar is the fastest Pakistani hitter to achieve the 10,000-run milestone in international cricket, needing just 228 innings as opposed to the previous mark of 248 innings held by great batter Javed Miandad. Legendary West Indies cricketer Vivian Richards tops the chart in this regard after scoring 10,000 runs in just 206 innings during his brilliant career.
