NIDA’s 3-day mass CL from today; govt renews appeal to refrain from stir

DIMAPUR, APR 17 (NPN): On the eve of the government doctors under Nagaland In-service Doctors’ Association (NIDA) going for three-day mass casual leave (CL) from April 18, the State government has renewed its April 10 appeal on NIDA not to go ahead with the proposed agitation in view of the present Covid situation in the state and the threat of another wave. Nagaland chief secretary J. Alam made the appeal, at the meeting with 11 representatives of NIDA led by its president Dr E Phyantsuthung and vice-president Dr Leomnyie held at the conference hall of chief secretary’s office Kohima on Sunday afternoon. The chief secretary also assured NIDA representatives that the State government was actively considering the matter relating to increase in the superannuation age of doctors with the

offer to resolve the matter “within a period not exceeding one year”. The meeting was also attended by principal secretary, health & family welfare Amardeep Bhatia, former principal secretary Menukhol John and home commissioner Abhijit Sinha. The meeting deliberated on the issue of superannuation age of doctors and the proposed agitation of NIDA in this regard. It may be recalled that the state government had on April 17, 2021 requested NIDA to give it time to resolve the issue within a period not exceeding one year. NIDA had outrightly rejected the government’s verbal offer of 60 years for doctors in administrative (office) works and 62 years for doctors in clinical (hospital) works as superannuation age. NIDA reiterated its scaled-down demand for 62 years as retirement age

for all doctors irrespective of clinical or administrative roles to maintain uniformity and smooth practical implementation. However, as the waiting period passed, NIDA decided to re-ignite the issue and with decision still pending, it has decided to go ahead with its proposed agitation. The state government, in a memorandum issued by the chief secretary on April 16 to principal director (PD) H&FW department conveyed the government’s decision to not grant any leave to medical officers including health workers during the proposed 3-day mass casual leave. Further, the chief secretary also reminded the PD on the April 14 that barred government doctors from communication with the media on matters not connected with their official duty. As a measure to minimise the likely impact of the proposed mass-casual leave

on public, the government decided to form the State Level Control Room headed by the PD and other medical officers at Kohima to monitor the scenario at various government hospitals. District Level Control Rooms are being set up at various districts headed by administrative officials including CMOs etc to ensure that health services to public do not suffer. In case of requirement, DLCRs may also utilise services of medical/ ayush doctors on contractual/ temporary appointments. Even as the proposed stir attracts public concern, Nagaland Medical Students Association has differed with NIDA over increasing superannuation for government doctors. NMSA maintained that appointment of more doctors to fill the shortage will solve the shortage of doctors instead of increasing superannuation of serving government doctors.

Zelenskyy, in an interview with CNN, said, “Not only me -- all of the world, all of the countries have to be worried because it can be not real information, but it can be truth.” “Chemical weapons, they should do it, they could do it, for them the life of the people, nothing. That’s why. We should think not be afraid, not be afraid but be ready. But that is not a question for Ukraine, not only for Ukraine but for all the world, I think,” the media outlet quoted him as saying. He added that about 10,000 Ukrainian troops have been injured in the war and it’s “hard to say how many will survive.” Speaking on civilian casualties, he said, “It is very difficult to talk about civilians, since south of our country, where the towns and cities are blocked -Kherson, Berdyansk, Mariupol further east, and the area to the east where Volnovakha is -- we just don’t know how many people have died in that area that is blocked,” according to the media outlet. As a result of this, the Western countries have imposed several crippling sanctions on Moscow.

Home ministry seeks compulsory India stopping WHO to make global Covid deaths public: NYT central deputation for SPs, DIGs NEW DELHI, APR 17 (AGENCIES): Ministry of Home Affairs (MHA) has sent a proposal to the Prime Minister’s Office, seeking to make it compulsory for IPS officers at the Superintendent of Police (SP) and Deputy Inspector General levels to come for the Central deputation, if they want to be considered for Additional DG and upwards empanelment, failing which they will be barred from the Central posting for their remaining career, according to sources. A DG rank officer at the Centre welcomed the move. “This is doable. Agencies like CBI and IB get of-

ficers at the DIG, SP level on deputation but para military forces, other central organisations struggle for man power. This proposal if implemented would solve the problem,” he told News18. An IG rank officer in a state, however, pointed out how this could unnecessarily victimise the junior officers since without the No Objection Certificate from the state, no officer can go on the central deputation. “Today, states have become very inward looking. Earlier, Tamil Nadu and West Bengal were known to not release officials for central deputation.

Now, the malaise has spread to other states too. If the proposal is implemented, this lacuna of state NOC must be addressed,” he said. The MHA proposal comes after the Centre sent the draft to the states to amend the All India Service Rules that would allow it to call any IAS or IPS or IFS officer on Central deputation. The Centre has been facing a shortage of officials at the DIG and SP level since states have refused to release junior officers. Most opposition-ruled states have opposed this proposal. NEW DELHI, APR 17 (IANS): Terming it “flawed,” the government has questioned the World H e a l t h O r g a n i z a t i o n’s (WHO) methodology for estimating the deaths caused by Covid-19 in India, media report says. According to the New York Times, the Indian government said that the WHO’s methodology to estimate the deaths caused by Covid-19 in India is flawed. “India feels that the process was neither collaborative nor adequately representative,” the Indian government was quoted as saying in a statement to the United Nations Statistical Commission in February. It also argued that the

process did not “hold scientific rigor and rational scrutiny as expected from an organisation of the stature of the WHO”. According to the report, the global death toll from the pandemic has found that vastly more people died than previously believed -- a total of about 15 million by the end of 2021, more than double the official total of six million reported by countries individually. But the release of the staggering estimate has been delayed for months because of objections from India, which disputes the calculation of how many of its citizens died and has tried to keep it from becoming

DIMAPUR, APR 17 (NPN): Government of India’s representative for Naga talks, AK Mishra will be arriving Dimapur on Monday to hold another round of parleys with Naga Political Groups (NPGs) here in Dimapur. He is scheduled to meet leaders of the NSCN (I-M) and the Working Committee of the Naga National Political Groups (NNPs) during his week-long stay. Sources said that the former special director of the Intelligence Bureau, will also meet the Core Committee on Naga Political Issue headed by chief minister Neiphiu Rio. Though Mishra has

held several meetings with the NPG leaders and legislators in Delhi, his visit to Nagaland will be the second. Mishra was sent to Nagaland, in September 2021, to reconnect with the NSCN (I-M) after the talks hit a deadlock following a

fallout between the former Interlocutor RN Ravi and the NSCN (I-M). During his visit, Mishra also held closed-door meetings with the WC/NNPGs and chief minister Neiphiu Rio and his Assam counterpart, Himanta Biswa Sarma.

Extension of ceasefire with NPGs

As the ceasefire agreements with the three NPGs and Government of India set to expire by month end, the Centre will be extending the peace pact for one more year, sources said. In this regard, representatives of the respective NPGs will be meeting Home ministry officials in Delhi this week. It was earlier decided to extend the ceasefire agreements for a further period of one year with effect from April 28, 2021 to April 27, 2022 with NSCN/NK and NSCN/R and from April 18, 2021 to April 17, 2022 with NSCN/K-Khango. These Agreements were signed on April 12, 2021.

Easter Sunday commemorates Jesus Christ’s resurrection from the dead. In Kohima, the day began with Sunrise Service as in previous years despite torrential downpour at Kohima War Cemetery under the aegis of Kohima Baptist Pastors’ Fellowship (KBPF), besides special mass in churches. Bringing the message of Easter, senior pastor of Kohima Ao Baptist Church Rev Sentisashi Aier said the resurrection of Jesus brought joy into human minds. “Our mornings have been turned into joy through the resurrected Lord which ultimately grows into something which cannot be hindered by pain or suffering,” he remarked. Acknowledging that everyone’s short stay on Earth was often marred by hardships and sorrow, he said the joy felt due to resurrection of Jesus lessened human sorrows, Aier proclaimed, adding that resurrection had given Christians a permanent joy despite fac-

NBC initiates prayer for ‘global peace’

DIMAPUR: Nükmen Baptist Church (NBC), Darogapathar has initiated a prayer programme for global peace with emphasize on the conflict between Russia and Ukraine under the theme “Restoration of peace”. At the programme,

ATMA Sechü-Zubza conduct demonstration

DIMAPUR: Agricultural Technology Management Agency (ATMA) SechüZubza conducted demonstration and training on April 12-13 at Khonoma and Sechü-Zubza respectively. In a press release, ATMA official stated that demonstration was conducted on “ package of practices of French beans and hybrid maize (HQPM-1)” with BTM, Kajini Isabella Zinyü as the resource person by ATMA Sechü-Zubza. Farmers were given hands-on demonstration on

field preparation, line sowing and spacing for both the vegetable crops. The block also conducted a training on “Oyster mushroom cultivation” at Sechü-Zubza with ATM, Ketsivino Nakhro as the resource person. She spoke on methods of cultivation practices of mushroom, its nutritional and medicinal properties as well as its economic benefits, which was followed by hands-on training with equal participation of farmers and functionaries.

Leiriechazou Panchayat restore road DIMAPUR: Leiriechazou Panchayat, with free will donation carried out restoration work of the colony approach road from LFHSS to NST Colony Junction (NH2) under Ward No.16, Kohima Town Municipal, Kohima. RSZ holds foundation day

DIMAPUR: Rengma Selo Zi (RSZ) held its foundation day on April 16 at Extra Assistant Commissioner (EAC) Headquarters Tsogin with professor, Dr. G. T Thong of Nagaland University (NU) as the guest speaker. A press release by RSZ stated that the guest speaker advised the youth to stand united for the district irrespective of any political affiliation, and asked them to help the government in developing the district. He also challenged the youths to make Tseminyu a model district and a model headquarter. The program was hosted by Tsogin Range Public Organization, Rosy Kemp pronounced the invocation, AloKhing delivered the welcome note, Logwesunyu, Women Cultural group presented a folk song and brief origin on the birth of Rengma Selo Zi and its vision was shared by RSZ president, Kenneth Kath. IMPHAL, APR 17: Remembering the two students who laid down their lives during the ‘anti-migrant’ movement of 1980 on its 42nd anniversary, student leaders in Manipur on Sunday asserted that the struggle for protection of indigenous people of the region is not yet over. All Manipur Student Union (AMSU) remembered sacrifices made by the two students while observing the day as Realization Day (Meekap Thokpa Numit) as in the previous years. On April 16 and 17, 1980, two students were killed in firing by the police and security force to take control of an uprising of the students demanding a mechanism to check ever increasing migrant population in the state. Students held a massive rally to mark the anniversary and called for effective implementation of the Inner Line Permit System (ILPS) in the state. in the state three years ago, the rules and regulations were yet to be framed and published in the state gazette. “Assimilating and dominating” process of the smaller racial groups by the larger groups entering the region from mainland India was yet to be effectively checked, he added. The issue was a serious one as it is the question of the existence of the indigenous people who were on the verge of extinction, the AMSU president lamented. “Who knows what would be the situation when the train links Imphal with mainland India,” he said. He appealed to all indigenous communities and tribes of the state to unite in the efforts for protecting the indigenous people while urging the state government to work sincerely in the interest of the indigenous people. At the concluding part of the meeting, All Manipur Student Union re-affirmed its commitment to fight against influx of illegal immigration in the state.

Easter Sunday observed in Mizoram AIZAWL, APR 17 (PTI): Easter Sunday, which marks the resurrection of Jesus Christ for the redemption of mankind, was celebrated across Christian-majority Mizoram in the usual festive spirit after it was observed in a low-key manner in the last two years due to coronavirus-induced restrictions. The celebrations began on Saturday night with Catholic Church members holding Easter vigil. Sunrise services were organised by the youth wings of both the Presbyterian and the Baptist Churches in their respective local churches. Bands of different cor ps of the Salvation Army in various parts of the state on Sunday morning came out on the streets playing the hymn “He’s arisen”. Special prayer services were held by the churches of different denominations. SHILLONG, APR 17: The Crime Investigation Department (CID) of the Meghalaya Police has cautioned the public in general against certain individuals who have been using the internet and social media to dupe the people by impersonating high ranking officials and employees in government departments, a police official said on Sunday. In a media statement issued , Superintendent of Police (CID), Supriya Das said that it has come to its notice that some individuals were gathering available information about a particular organization or department and its employees from the internet by using the names, designations, contact numbers, pictures of superior officials and sub-ordinates. “Thereafter, they impersonate the superior official of a particular organization/department by using their name and picture obtained from the internet in social media sites and other messenger apps, especially Whatsapp, in order to dupe his/her sub-ordinates,” She said. AGARTALA, APR 17(PTI): ONGC has successfully drilled three gas wells in Tripura by using new technology, a senior company official said on Sunday. The new technology - Managed Pressure Drilling (MPD) proved to be beneficial in the state because conventional drilling could not be used in these geographical locations, said ONGC Tripura Asset Manager, Tarun Malik while speaking at a function. “For the first time, MPD based drilling was done successfully in Tripura last year to reach out to those areas in West Tripura and Sepahijala districts where conventional drilling system falls short”, he said, adding that testing of two drilled wells is yet to be done. E a r l i e r, O i l a n d Natural Gas Corporation (ONGC) had trouble in undertaking drilling work in some locations because of different geographical formations.

GUWAHATI, APR 17 ( AGENCIES) : Assam Police on Sunday brought back the three suspected operatives of the terrorist outfit Jamaat-ul-Mujahideen Bangladesh (JMB) from Tripura, reports The Sentinel Assam. The three suspected JMB operatives were taken into custody by the Assam Police in Tripura on Saturday, 16 April. This came after the Assam police were granted transit remand by the Chief Judicial Magistrate (CJM) of Sonamura for the three accused. As per reports, the Sonamura CJM in Tripura granted the transit remand after reviewing the case diary of the Assam police in connection with a case registered against the trio at Jogighopa police station in Bongaigaon district of Assam. The Assam police were directed by the Sonamura CJM court in Tripura to produce the three suspected JMB operatives before the Ab-

The three suspected JMB operatives go by the name of Imran Hossain (24), who happens to be an Imam in a mosque in Tripura, Abul Kashem (33), who works as a teacher and Hamid Ali (33), a farmer. Earlier, the Tripura Police arrested the trio on April 3 based on inputs from the Subsidiary Intelligence Bureau (SIB). The three suspected operatives of the radical organization were booked under several non-bailable sections – 120B, 121, 124a of the Indian Penal Code (IPC) and 13(2), 18, 18b, 38 and 39 of Unlawful Activities Prevention Act (UAPA). However, the trio was granted bail by a local court in Tripura on April 8 on the grounds that the police were unable to present any evidence to justify the charges slapped against them under IPC and UAPA.

GUWAHATI, APR 17 ( AGENCIES) : The Assam State Disaster Management Authority (ASDMA), on Sunday, said that the death toll due to severe storms, lightning, and heavy rainfall in the state has climbed to 14, reports The Sentinel Assam. Notably, thunderstorms and rains have lashed several parts of the state since Thursday. “At least four people were killed in a thunderstorm in Tingkong revenue village in Dibrugarh district on Friday evening after a strong storm lashed out and uprooted trees in the area,” Assam State Disaster Management Authority (ASDMA), Dibrugarh district project officer, Deepjyoti Hatikakoti was quoted as saying by media reports. In addition to this, three more persons lost their lives in a storm in Barpeta district on Thursday and a 15-year-old boy died in lightning in Goalpara district. In Tinsukia, three people more were killed after a heavy storm on Friday evening. At least 7,378 houses and other establishments have been damaged in the state during the last two days, it added.

Police officials said that the victims, part of a Rongali Bihu troupe, met with a road accident when the driver of the vehicle in which they were travelling, lost control and the vehicle overturned at Gohpur in Assam’s Biswanath district late on Saturday night. The Bihu troupe, comprising 20 boys and girls, was returning home after performing Husori (traditional Assamese Rongali Bihu song and dance). SILCHAR, APR 17 (AGENCIES): BJP MP Rajdeep Roy urged the Union home ministry to set up an intelligence bureau office in south Assam’s Barak Valley, reports East Mojo. At a news conference in Silchar on Saturday evening, Rajdeep Roy said he placed a proposal in Parliament recently for the setting up an intelligence bureau office in Barak Valley under the supervision of an IPS officer and drew the attention of the Union home ministry. “Barak Valley has international borders (with Bangladesh), and crimes like illegal drug sale and human trafficking have increased here over the years. Setting up an IB office will help in reducing crimes,” he claimed. On being asked if he placed the proposal because of the recent arrests of a couple of Maoist leaders from Barak Valley, the MP said it was one of the reasons. “This (arrests of Maoist leaders) is one of the reasons behind the proposal to set up an IB office here. On April 3, the NIA detained a married couple from their house in Sonakhira, Patharkandi in Karimganj district on the suspicion that the couple has Maoist links. The couple – Raju Urang and his wife Pinky Urang – was released after interrogation. A laptop, six pencils, newspaper cuttings, a map, two mobile phones and some other items were seized from the couple’s house. Prohibitory orders under Section 144 has been clamped in Hubballi city, police added. “Around 40 people have been arrested and some FIRs have been registered. Twelve of our officers on duty were injured and some police vehicles were damaged. We have taken all precautionary measures so that such incidents do not occur again. We will not spare those who have taken law into their hands,” Hubballi-Dharwad Police Commissioner Labhu Ram told reporters. AMARAVATI, APRIL 17 (IANS): The situation in Andhra Pradesh’s Kurnool town was peaceful Sunday after last night’s stone pelting between two groups during Hanuman Jayanti procession. At least six persons were injured in the stone pelting. Police said the situation was totally peaceful. The clash broke out in the Holagunda area of the town when two groups pelted stones on each other. Trouble began when a procession was passing in front of a mosque in the evening. As it was ‘iftar’ and ‘namaz’ time in the mosque, worshippers raised an objection to loud music being played during the

procession. An argument between the two sides broke out. Both the groups started raising slogans, triggering a tense situation. Kurnool Superintendent of Police Sudheer Kumar Reddy said police intervened to defuse the situation and ensured that the procession moved ahead of the mosque. However, after moving some distance, the organizers of the procession increased the sound of DJ which led to stone pelting. Police took 20 persons into custody based on the video footage of the incident. The SP said they have deployed additional force in the area as a precautionary measure.

DEHRADUN, APR 17 (PTI): A Hanuman Jayanti procession was pelted with stones while it was crossing through a village in Bhagwanpur area near Roorkee in Haridwar district on Saturday evening leaving four persons injured. Tension mounted in the area as people from adjoining villages gathered at the spot but a timely intervention by police brought the situation under control, DIG Garhwal range K S Nagnyal said. Nine persons were arrested and an FIR against 13 was lodged in connection with the incident. Four persons who were part of the procession also sustained minor injuries, he said. The official also visited the spot on Sunday to instill confidence among people in the area. Stones were hurled at the procession from rooftops when it was passing through Dada Jalalpur village. It triggered a stampede like situation as people in the procession began to run for cover but police was informed immediately and the situation was brought under control with deployment of police and PAC personnel, Haridwar’s SP (rural) Pramendra Dobhal said.

NEW DELHI, APR 17 (PTI): The Delhi Police has arrested 14 people over the violence during a Hanuman Jayanti procession in the city’s Jahangirpuri, including one of the “main conspirators” behind the clashes and another person who allegedly fired a bullet that hit a sub-inspector, officials said Sunday. Police said they have also recovered a pistol from Md Aslam (21), a resident of a slum cluster in Jahangirpuri’s CD Park, which he allegedly used during the commission of crime Saturday evening. They said there was stone-pelting and arson during the Saturday evening clashes between two communities that left eight police personnel and a local K Y M C

injured. Some vehicles were torched. Deputy Commissioner of Police (Northwest) Usha Rangnani said an FIR was registered Saturday under sections 307 (attempt to murder), 120 B (criminal conspiracy), 147 (rioting) and other relevant Indian Penal Code and the Arms Act sections. “Nine people have been arrested so far in connection with the FIR,” Rangnani said. Later, she said five more arrests were made. “One of the accused persons, identified as Md. Aslam, fired a bullet that hit a sub-inspector of the Delhi Police. The pistol used by the accused during the commission of crime has been recovered from his possession,” Rangnani said.

The National Commission for Protection of Child Rights (NCPCR) on Sunday sought registration of an FIR against those who allegedly involved children during the violence in northwest Delhi’s Jahangirpuri a day before. In a letter to the Delhi police commissioner, the NCPCR said many children can be seen pelting stones and also seen as part of the mob that started the violence. The Commission noted that use of children is a crime under the Juvenile Justice Act and sought an FIR against persons who are found to be in violation of the Act. “An action taken report should be submitted to the Commission within seven days of receipt of this letter,” it said. According to the police, there was stone-pelting and arson during the clashes between the two communities in Jahangirpuri here. Some vehicles were also torched. wo days ahead of the proposed 3-day mass casual leave by Nagaland In-service Doctors’ Association (NIDA) the state chief secretary has asked the Principal Director (PD) department of health and family welfare (DHFW) to not grant any leave to the doctors including health care workers on the above mentioned period. Government doctors under the banner of Nagaland In-service Doctors Association (NIDA) had been demanding increase of the superannuation from 60 to 65 but later trimmed it to 62 years. According to NIDA the government had given a written assurance of responding to the demand within a period not extending beyond one year on April 17, 2021. However, as the matter passed ten months, NIDA decided to activate itself in order to have the government take a decision before April 17,2022. The government reportedly suggested 60 for doctors working as administrators and 62 for doctors on clinical duties. NIDA’s contention is that separating doctors in administrators and clinical fields was not as easy therefore, has resolved that the superannuation be the same at 62 years. One of the factors for NIDA demand was due to shortage of doctors. The other was that increase in superannuation was accepted in several states after the union government’s decision of raising the retirement bar for central government doctors in 2017 from 60 to 65 years. However doctors holding administrative posts would retire at 62. In view of the stalemate, the chief secretary reminded the PD of the government memorandum dated April 14, that barred government doctors to not communicate with the local press on matters not connected with discharge of official duty. The government further unveiled measures aimed at check mating the proposed 3-day mass casual leave by NIDA members to ensure that health services and ongoing programmes were not affected in any way. A State Level Control Room (SLCR) headed by the PD and assisted by other officers, comes into effect at Kohima, to monitor the scenario across the state. In addition, various districts will have a District Level Control Room (DLCR) headed by an officer not below the rank of ADC/SDO (civil) to monitor the situation in the district and maintain contact with the SLCR to provide updates. The CMO and DC in a district will monitor attendance at government hospitals and when required, deploy available contractual/ temporary medical and ayush doctors or any other health care workers to assist health care services at any part of the district. These measures undertaken by the government across the state was to offset and minimise likely disruption of health care services by the 3-day mass casual leave by NIDA. The chief secretary had made it clear that these measure were intended to minimise any adverse impact during the period of the 3-day strike. While the argument of NIDA is understandable yet the stand taken by Nagaland Medical Students Association (NMSA) that appointment of more doctors instead of increasing superannuation age, as the best solution to a long pending problem, is logical. The state government has to resolve the issue on whether shortage of doctors can be solved by appointing more doctors or increasing superannuation of serving doctors. This issue also brings into focus the need for the government to adopt a positive and helpful strategy towards medical practitioners at various private clinics and hospitals, who have passed the litmus test during the covid pandemic.

On the other hand, NIDA’s statements through numerous platforms such as news paper, press conference, YouTube video and so on, indicate that NIDA has legitimate demand for superannuation age of doctors in the state. From a laymen’s perspective, the genesis of NIDA’s demand is identified as the subsequent initiative to the announcement from the Prime Minister of India, on 26th May, 2016, stated, the retirement age for government

medical doctors in the country is increased to 65 years. The announcement appeared genuine based on the need of more doctors in the country for there are acute shortages of doctors; subsequently, retain senior experienced doctors. Since NIDA has made vivid statement on its demand, it appears clear that the demand is legitimate; whereas Government’s clear statement remains due. Numerous medical colleges are blooming, which includes two new medical colleges in Nagaland where more doctors are inevitable to train new medical aspirants. Most importantly, Nagaland with current situation like, creation of 6 new Districts; certainly require more health centres, more medical doctors, more healthteams staffs, emerging more young graduate medical doctors, the increasing population

in the State and Doctors demand for 62 years from the announced 65 years. These genuine situations in the State portrays clear that NIDA demands focuses on the interest and needs of the common people and the development of the State, not for the benefits of individuals. The indecisive delay response from Government to NIDA’s demand would portray a hungry man that devalues food after filling empty stomach. In an emergency situation like the recent pandemic, for both Government and the people, the paramount priority human resource required in every nook and corner were doctors. The importance of doctors in the State is immeasurable that, situation like NIDA’s demand

needs rigorous analysis, strong attention and support from the people and Government. Eventually, the victims of the indecisive repercussion between Government and Doctors will be the common people. To abrogate and relegate such unexpected victims’ situation, every citizen must be part of the problem and solution in every possible mean, than being mere spectators. The exchange of threat between Government and NIDA for any untoward situation anticipated by the common people will remain a regretful history in the Naga society. Army to hold 5-day conclave from today NEW DELHI, APR 17 (PTI): Top commanders of the Army will carry out an extensive review of India’s national security challenges along the borders with China and Pakistan as well as assess any possible geopolitical implication of the Russia-Ukraine war for the region at a five-day conclave beginning Monday. To be chaired by Army Chief Gen MM Naravane, the commanders’ conference to be held in the national capital from April 18-22 will also focus on specific plans for capability development and boosting operational preparedness of the 1.3 million-strong force, officials said on Sunday. The Army Commanders’ Conference is an apex level biannual event that is held in April and October every year. The conference is an institutional platform for conceptual level deliberations, culminating in making important policy decisions for the Indian Army. The officials said detailed deliberations have been planned to assess the possible implications of the war in Ukraine for regional

security as well as various military aspects of the conflict. The commanders will also carry out a comprehensive review of India’s military preparedness along the 3,400-km-long Line of Actual Control (LAC) in view of the lingering military standoff with China in certain friction points in eastern Ladakh, they said. The anti-terror operation in Jammu and Kashmir as well as the overall situation in the Union Territory will also be deliberated upon extensively at the conference, the officials said. Defence Minister Rajnath Singh is expected to interact with the senior Army commanders and address the conference on April 21. “During the conference, the senior leadership of the Indian Army will review the operational situation along the active borders, assess threats in the entire spectrum of conflict and undertake analysis of capability voids to further focus on capability development and operational preparedness plans,” the Army said.

India and China have been holding high-level military talks to resolve the faceoff in the remaining friction points in eastern Ladakh. On March 11, India and China held the 15th round of high-level military dialogue to resolve the pending issues in the region. As a result of a series of military and diplomatic talks, the two sides completed the disengagement process last year on the north and south banks of the Pangong lake and in the Gogra area.

In response, the majority, 70 per cent of Delhi residents said “No one in the last 15 days”. Breaking down the poll, 11 per cent said “1 or 2”, and 8 per cent said “3-5” while 11 per cent could not say. The findings indicate that 19 per cent of residents of Delhi-NCR say they have 1 or more individuals in their close social network who has had Covid in the last 15 days, according to the survey conducted by LocalCircles. The similar question the firm asked on April 2 had found that only three

per cent residents had someone in their close social network who were infected with Covid in the last 15 days. The survey received inputs from 11,743 citizens located in all districts of Delhi and NCR where 67 per cent of the respondents were men and 33 per cent were women. All participants are validated citizens who had to be registered with LocalCircles to participate in this survey. On April 2, Delhi recorded a test positivity rate of 0.7 per cent and 114 cases.

Tata Motors plans to produce 2 lakh electric vehicles By 2026 NEW DELHI, APR 17 (AGENCIES): Tata Motors is planning to invest INR 2,000 crore at Ford’s Gujarat Plant in Sanand in their bid to manufacture two lakh electric vehicles (EVs) by 2026, according to a leading daily newspaper. The staff employed at the plant had protested against Ford India’s decision of closure of the manufacturing facility amid fears of losing their livelihood. Over 23,000 workers had been employed directly/indirectly at the plant, Financial Express reported. However, according to reports, Tata Motors has assured the Gujarat government that none of the existing workers employed at the Ford facility will be laid off by the new owners. Tata Motors has been seeking a concession on the land transfer rate and has proposed a 20% of jantri rate of the land – that will amount to INR 66 crore. Tata Motors will continue to relish the exclusive in-

Currently, GST is a four-tier structure of 5, 12, 18 and 28 per cent. Besides, gold and gold jewellery attract 3 per cent tax. In addition, there is an exempt list of items like unbranded and unpacked food items which do not attract the levy. Sources said in order to augment revenue the Council may decide to prune the list of exempt items by moving some of the non-food items to 3 per cent slab. Sri Lankan delegation heads to US to seek USD 4 bn bailout package from IMF

C O L O M B O, A P R 17 (PTI): A Sri Lankan government delegation is headed to the US on Sunday to engage with the IMF to secure a USD 4 billion package as it desperately tries to salvage the country’s b e l e a g u e r e d e c o n o my currently reeling under a severe forex crisis. The delegation led by newly-appointed finance minister Ali Sabry will hold talks with the International Monetar y Fund (IMF) between April 19 and April 24. Sabry has said that Sri Lanka is seeking a bail out package of USD 4 billion from the IMF, having earlier resisted calls to seek a facility from the global lender. The visit is taking place days after the finance m i n i s t r y o n Tu e s d ay announced that it is suspending repayments of foreign debt, including bonds and governmentto-government borrowing, pending the completion of a loan restructuring programme with the International Monetary Fund (IMF). RANCHI, APR 17 (IANS): Juned Khan of Haryana and Ramandeep Kaur of Punjab rewrote the men and women’s 35km race walking National Records respectively when winning top honours in the ninth Indian Open Race Walking Competition here on Sunday. The 23-year-old Ramandeep Kaur clipped more than 13 minutes from Priyanka Goswami’s National Recordset in the World Athletics Race Walking Championships in Muscat last month. Her Punjab team-mate Manju was abreast till the 15km mark, but while Ramandeep Kaur soon opened a comfortable lead, Manju came home inside Priyanka Goswami’s mark. In the men’s race, 22-year-old Juned Khan pulled away from Ram Baboo and Chandan Singh after the 20km mark to lower the National Record by five minutes. Eknath Sambhaji Turambekar, who held the National Record, was among the four that were bunched in the lead till the 20km mark but dropped out after being second with 10km to go. Monte Carlo Masters: Tsitsipas beats Fokina to defend men’s singles title MONACO, APR 17 (IANS): Stefanos Tsitsipas of Greece successfully defended his Monte-Carlo Masters title on Sunday, beating Spaniard Alejandro Davidovich Fokina 6-3, 7-6(3) to capture his second ATP Masters 1000 crown. The Greek, who was appearing in his fourth final at this level, struck his forehand shots with fierce topspin and accuracy and recovered from failing to serve out the match at 5-4 in the second set to capture his first trophy of the season. With his one-hour, 34-minute victory, Tsitsipas has become the sixth player to win back-to-back Monte Carlo titles in the Open Era joining Rafael Nadal (2005-12, 2016-18), Juan Carlos Ferrero (2002-03), Thomas Muster (1995-96), Bjorn Borg (19791980) and Ilie Nastase (1971-1973).
