NIDA’s 3-day mass CL from today; govt renews appeal to refrain from stir
DIMAPUR, APR 17 (NPN): On the eve of the government doctors under Nagaland In-service Doctors’ Association (NIDA) going for three-day mass casual leave (CL) from April 18, the State government has renewed its April 10 appeal on NIDA not to go ahead with the proposed agitation in view of the present Covid situation in the state and the threat of another wave. Nagaland chief secretary J. Alam made the appeal, at the meeting with 11 representatives of NIDA led by its president Dr E Phyantsuthung and vice-president Dr Leomnyie held at the conference hall of chief secretary’s office Kohima on Sunday afternoon. The chief secretary also assured NIDA representatives that the State government was actively considering the matter relating to increase in the superannuation age of doctors with the
offer to resolve the matter “within a period not exceeding one year”. The meeting was also attended by principal secretary, health & family welfare Amardeep Bhatia, former principal secretary Menukhol John and home commissioner Abhijit Sinha. The meeting deliberated on the issue of superannuation age of doctors and the proposed agitation of NIDA in this regard. It may be recalled that the state government had on April 17, 2021 requested NIDA to give it time to resolve the issue within a period not exceeding one year. NIDA had outrightly rejected the government’s verbal offer of 60 years for doctors in administrative (office) works and 62 years for doctors in clinical (hospital) works as superannuation age. for all doctors irrespective of clinical or administrative roles to maintain uniformity and smooth practical implementation. However, as the waiting period passed, NIDA decided to re-ignite the issue and with decision still pending, it has decided to go ahead with its proposed agitation. The state government, in a memorandum issued by the chief secretary on April 16 to principal director (PD) H&FW department conveyed the government’s decision to not grant any leave to medical officers including health workers during the proposed 3-day mass casual leave. Further, the chief secretary also reminded the PD on the April 14 that barred government doctors from communication with the media on matters not connected with their official duty. As a measure to minimise the likely impact of the proposed mass-casual leave
on public, the government decided to form the State Level Control Room headed by the PD and other medical officers at Kohima to monitor the scenario at various government hospitals. District Level Control Rooms are being set up at various districts headed by administrative officials including CMOs etc to ensure that health services to public do not suffer. In case of requirement, DLCRs may also utilise services of medical/ ayush doctors on contractual/ temporary appointments. Even as the proposed stir attracts public concern, Nagaland Medical Students Association has differed with NIDA over increasing superannuation for government doctors. NMSA maintained that appointment of more doctors to fill the shortage will solve the shortage of doctors instead of increasing superannuation of serving government doctors.

Let us all commit ourselves to imploring peace, from our balconies and in our streets!”

World closer to nuclear war; Zelenskyy claims Russia will use nukes to decide stalemate KYIV, APR 17 (ANI): Amid the ongoing UkraineRussia war, Ukrainian President Volodymyr Zelenskyy has warned the world to be prepared for the possibility of Russian President Vladimir Putin using tactical nuclear weapons in Ukraine, reported CNN. Zelenskyy, in an interview with CNN, said, “Not only me -- all of the world, all of the countries have to be worried because it can be not real information, but it can be truth.” “Chemical weapons, they should do it, they could do it, for them the life of the people, nothing. That’s why. We should think not be afraid, not be afraid but be ready. But that is not a question for Ukraine, not only for Ukraine but for all the world, I think,” the media outlet quoted him as saying. This comes as the US officials have warned about the possibility of Putin using tactical nuclear weap-

ons in Ukraine if backed into a corner. “Given the potential desperation of President Putin and the Russian leadership, given the setbacks that they’ve faced so far militarily, none of us can take lightly the threat posed by a potential resort to tactical nuclear weapons or low yield nuclear weapons,” the media outlet quoted Central Intelligence Agency (CIA) Director Bill Burns as saying. Meanwhile, comparing the losses of troops incurred by Ukraine to that of Russia, Zelenskyy claimed that as per Ukrainian officials, about
2,500 to 3,000 Ukrainian troops have died in the war, however, Russia’s casualty numbers are 19,000 to 20,000. He added that about 10,000 Ukrainian troops have been injured in the war and it’s “hard to say how many will survive.” Speaking on civilian casualties, he said, “It is very difficult to talk about civilians, since south of our country, where the towns and cities are blocked -Kherson, Berdyansk, Mariupol further east, and the area to the east where Volnovakha is -- we just don’t know how many people have died in that area that is blocked,” according to the media outlet. On February 24, Russia launched a “special militar y operation” in Ukraine, which the West has termed an unprovoked war. As a result of this, the Western countries have imposed several crippling sanctions on Moscow.
Home ministry seeks compulsory India stopping WHO to make global Covid deaths public: NYT central deputation for SPs, DIGs NEW DELHI, APR 17 (AGENCIES): Ministry of Home Affairs (MHA) has sent a proposal to the Prime Minister’s Office, seeking to make it compulsory for IPS officers at the Superintendent of Police (SP) and Deputy Inspector General levels to come for the Central deputation, if they want to be considered for Additional DG and upwards empanelment, failing which they will be barred from the Central posting for their remaining career, according to sources. A DG rank officer at the Centre welcomed the move. “This is doable. Agencies like CBI and IB get of-
ficers at the DIG, SP level on deputation but para military forces, other central organisations struggle for man power. This proposal if implemented would solve the problem,” he told News18. An IG rank officer in a state, however, pointed out how this could unnecessarily victimise the junior officers since without the No Objection Certificate from the state, no officer can go on the central deputation. “Today, states have become very inward looking. Earlier, Tamil Nadu and West Bengal were known to not release officials for central deputation.
Now, the malaise has spread to other states too. If the proposal is implemented, this lacuna of state NOC must be addressed,” he said. The MHA proposal comes after the Centre sent the draft to the states to amend the All India Service Rules that would allow it to call any IAS or IPS or IFS officer on Central deputation. The Centre has been facing a shortage of officials at the DIG and SP level since states have refused to release junior officers. Most opposition-ruled states have opposed this proposal. NEW DELHI, APR 17 (IANS): Terming it “flawed,” the government has questioned the World H e a l t h O r g a n i z a t i o n’s (WHO) methodology for estimating the deaths caused by Covid-19 in India, media report says. According to the New York Times, the Indian government said that the WHO’s methodology to estimate the deaths caused by Covid-19 in India is flawed. “India feels that the process was neither collaborative nor adequately representative,” the Indian government was quoted as saying in a statement to the United Nations Statistical Commission in February. It also argued that the
process did not “hold scientific rigor and rational scrutiny as expected from an organisation of the stature of the WHO”. According to the report, the global death toll from the pandemic has found that vastly more people died than previously believed -- a total of about 15 million by the end of 2021, more than double the official total of six million reported by countries individually. But the release of the staggering estimate has been delayed for months because of objections from India, which disputes the calculation of how many of its citizens died and has tried to keep it from becoming

Bora, as a joint candidate of the opposition parties in Assam, had unsuccessfully contested the recent Rajya Sabha election by losing to the NDA candidate. In last
month’s Rajya Sabha polls, Bora, who had the support of 26 Congress MLAs plus 17 votes from AIUDF, CPI(M) and Raijor Dal, failed to win despite having the numbers, due to cross voting by some opposition MLAs. DIMAPUR, APR 17 (NPN): Government of India’s representative for Naga talks, AK Mishra will be arriving Dimapur on Monday to hold another round of parleys with Naga Political Groups (NPGs) here in Dimapur. He is scheduled to meet leaders of the NSCN (I-M) and the Working Committee of the Naga National Political Groups (NNPs) during his week-long stay. Sources said that the former special director of the Intelligence Bureau, will also meet the Core Committee on Naga Political Issue headed by chief minister Neiphiu Rio. Though Mishra has
held several meetings with the NPG leaders and legislators in Delhi, his visit to Nagaland will be the second. Mishra was sent to Nagaland, in September 2021, to reconnect with the NSCN (I-M) after the talks hit a deadlock following a
fallout between the former Interlocutor RN Ravi and the NSCN (I-M). During his visit, Mishra also held closed-door meetings with the WC/NNPGs and chief minister Neiphiu Rio and his Assam counterpart, Himanta Biswa Sarma.
Extension of ceasefire with NPGs
As the ceasefire agreements with the three NPGs and Government of India set to expire by month end, the Centre will be extending the peace pact for one more year, sources said. In this regard, representatives of the respective NPGs will be meeting Home ministry officials in Delhi this week. It was earlier decided to extend the ceasefire agreements for a further period of one year with effect from April 28, 2021 to April 27, 2022 with NSCN/NK and NSCN/R and from April 18, 2021 to April 17, 2022 with NSCN/K-Khango. These Agreements were signed on April 12, 2021.

So then we’ve subsequently done all sorts of sensitivity analyses, the paper’s actually a lot better because of this wait, because we’ve gone overboard in terms of model checks and doing as much as we possibly can given the data that’s available,” Wakefield said.

KOHIMA/DIMAPUR, APR 17 (NPN): Along with the rest of the Christians across the world, Christians in Nagaland celebrated Easter Sunday, also known as Resurrection Sunday, with religious fervour and piety. Easter Sunday commemorates Jesus Christ’s resurrection from the dead. In Kohima, the day began with Sunrise Service as in previous years despite torrential downpour at Kohima War Cemetery under the aegis of Kohima Baptist Pastors’ Fellowship (KBPF), besides special mass in churches. Bringing the message of Easter, senior pastor of Kohima Ao Baptist Church Rev Sentisashi Aier said the resurrection of Jesus brought joy into human minds. “Our mornings have been turned into joy through the resurrected Lord which ultimately grows into something which cannot be hindered by pain or suffering,” he remarked. Acknowledging that everyone’s short stay on Earth was often marred by hardships and sorrow, he said the joy felt due to resurrection of Jesus lessened human sorrows, Aier proclaimed, adding that resurrection had given Christians a permanent joy despite fac-
