GUWAHATI, AUG 17 (NPN): In order to strengthen the health infrastructure to fight the pandemic effectively, Centre has allocated Rs 1,352.92 crores for the North Eastern states under Emergency Covid Response Package-II (ECRP). Out of the total amount, Nagaland was allocated Rs.62.46 crore (See graphic) Announcing this during a review meeting on Public Health Response to Covid-19 with the Health ministers of the North Easter States in Guwahati on Tuesday, Union Minister for Health and Family Welfare Mansukh Mandaviya said that fund the would enable the states to enhance the health facilities to combat the pandemic more aggressively. states to procure medicines, keep buffer stock, for keeping adequate stock of oxygen and creation of sufficient numbers of beds in hospitals at district and local levels including beds for ICUs. He also assured that Centre will ensure regular supply of vaccines to the region so that maximum number of people are vaccinated within the next few months. During the review meeting, Mandaviya held in-depth discussions where

the state ministers offered their suggestions to combat the pandemic better in this region and to achieve vaccination for their people at the shortest possible time. The minister appreciated the state governments of the Northeast for their efforts for controlling the spread of the pandemic during the period when this region was hit by the second wave. While discussing about measures taken by the states to tackle any possible third wave of Covid-19, the minister was hopeful that the state governments were fully prepared and equipped to thwart the possible third wave in this region. Mandaviya informed that Centre has been constantly monitoring the situation in the region and was committed to provide all necessary assistance to all the states.

State logs 79 fresh cases, 3 Covid deaths D I M A P U R , AU G 1 7 (NPN): Nagaland on Tuesday recorded 79 fresh Covid-19 positive cases and two more patients succumbed to the infection. Dimapur recorded the highest number of fresh cases at 50, Mokokching-15, Kohima-11 and one each in Longleng, Peren and Wokha, pushing the total caseload to 29274. Further, the deaths of two more patients in Kohima took the death toll to 607 (including 14 non-Covid deaths).

JCPI through its media

As part of the special provision in Article 371(A), for the Naga customary law and procedure, JCPI said the GB being the custodian of customary law should be aboriginal Nagas from the state of Nagaland.

of “Nagaland SDG Vision 2030” and “District SDG Localisation & Integration Manual” during the Statelevel Workshop on SDG India Index 2020-21and Multidimensional Poverty Index at Capital Convention Centre here on Friday, Rio observed

that too many programmes were being carried out without proper knowledge, because of which many got wasted. He remarked that North-eastern States, especially the hill States, lagged behind rest of the country in terms of economic growth due to low investments, adding that there was hardly any elbow room for the State government to meet the large investments needed for capital and infrastructure development in Nagaland.

Ex-MLA Chupfuo passes away DIMAPUR, AUG 17 (NPN): Former legislator of 11 Northern Angami-II assembly constituency, Chupfuo Kense, passed away in Kohima on Tuesday after a brief illness. He was 77. Born on March 3, 1944, late Chupfuo did his early education from Tuophema LP school and graduated in 1975. Besides being elected twice (1977-82), late Chupfuo, who is also the brother-in-law of chief minister Neiphiu Rio, was involved in various social organizations. He was also the vice president of Nagaland People’s Council and later became the president of Nagaland unit Lok Janshakti Party. ZRSU ultimatum on TSPs/ISPs

Health deptt launches web-based online HRMIS

DIMAPUR: Principal director, directorate of health & family welfare (H&FW) Nagaland, Dr. Neikhrielie Khimiao launched a web based online Human Resource Management Information System (HRMIS) including payroll management system on August 17. In a press release, Nagaland Health Project (NHP) informed that Dr. Neikhrielie Khimiao emphasised the need for digital tools to make healthcare service delivery more effective in the state, especially in view of the pandemic. Dr. Neikhrielie also highlighted that Nagaland would be eligible for additional 5-10% of NHM annual budget as per the

incentivized plan of the ministry of health and family welfare (MoHFW) with the implementation of the system. NHRMIS system was developed with the support of the world bank aided NHP as part of its effort to strengthen public healthcare service delivery in the state. NHP informed that the developed system would be a repository of health human resources and would help health system digitise recording of key HR functions such as training, transfer and promotion. The HRMIS would also digitise and automate the payroll processing of

health HR in the state. It may be mentioned that the web-based HRMIS could be used by all employees of H&FW, NHM, and NSACS through a web-based MIS or Android application The link for the integrated HRMIS would be available on www. nagahealth.nagaland.gov. in where each employee could log in the system using unique login ids received through SMS on registered mobile number. A detailed standard operating process would also be made available on the website and communicated to districts in the coming days, NHP informed.

STATE COLKS to empower farming community in Dmu DIMAPUR: Centre of Lear ning, Knowledge and Services (COLKS), a service provider of department of agriculture, would be providing its services in Dimapur district under Mission Organic Value Chain Development - North Eastern Region (MOVCDNER) Phase III. A press release by COLKS stated that the centre would be handholding farmers from four districts of Nagaland – Phek, Peren, Kiphire and Wokha with selected crops namely ginger, maize, large cardamom and king chilli. The centre said farmers would be provided with trainings on ICS management and certification, branding, labelling, quality control, campaign awareness and also be provided with market linkages under the MOVCDNER Phase III plan, over a period of three years. COLKS aims to form one Far mer Producer Company (FPC) each from all the four districts – Phek, Peren, Wokha and Kiphire. So far, COLKS has formed five Farmer Interest Groups (FIGs) from Phek district, 15 FIGs in Peren district.

ZSUN appeals for better connectivity DIMAPUR: Zeliang Students’ Union Nagaland (ZSUN) has urged service providers for better telephone network and internet connectivity in Peren district. In a press release, ZSUN president Kingsalt Hegwang said poor network coverage and internet service has adversely affected the day-to-day activities. The union said call drops, voice break, erratic reception/signal and disconnection of internet during power outages/loadshedding were causing a huge problem during the pandemic especially when work and education have mostly shifted to virtual. In this regard, ZSUN has appealed the service provides namely BSNL, Airtel and Reliance Jio to improve their services in the district.

DIMAPUR: Smoke-free district headquarter campaign was held in the conference hall of the deputy commissioner (DC), Tuensang on August 17. According to a DIPR re por t, DC Tuensang, Kumar Ramnikant said smoking tobacco not only harmed the primary consumer but also the nonconsumer secondary and tertiary individuals around the primary consumer. He also asked the tobacco consumer control cell to expand the campaign across the district and to establish a habilitation centre for de-addiction of tobacco related substances. Meanwhile, SP Tuensang, Amit Nigam also spoke on Section 4 of COTPA 2003 where it states on the ban of smoking in public places and Section 6a and 6b of COTPA 2003

prohibiting selling of tobacco products to underage persons and prohibition of selling tobacco products within 100 yards around the premises of educational institution. He also encouraged the citizens to cooperate with the police and create awareness among the public of COTPA 2003 so that police could enforce the law successfully. Earlier during the programme, junior dental specialist, Dr. Ao Yanger highlighted the aims of the campaign to the house. Certificates were also presented to tobacco free schools and village which were awarded to St John Higher Secondary School, Akum Imlong School and Kuthur village respectively. Mon: Smoke-free district headquarter campaign was launched in the confer-

ence room of the deputy commissioner (DC), Mon on August 16. The campaign was launched by DC Mon Thavaseelan K. The launch was held along with the district level coordination committee review meeting. According to a DIPR report, while speaking at the launching programme, Thavaseelan stressed on the importance of creating awareness on the harmful effects of second hand smoking (passive smoking). He hoped that through the campaign, smokers at home would be made aware of the effects that they were causing to their loved ones. DC also said that the public should be made aware that it was a crime to smoke in public as per Section 4 of the Cigarettes and Other Tobacco Products Act (COTPA) 2003.

Meanwhile, nodal officer, NTCP Mon, Dr. I Simon Sumi highlighted some of the aims and objectives of the campaign which included creating awareness of the harmful effects of smoking and smoking in public places, sensitising people on Section 4 of COPTA 2003. He also laid down strategies for the campaign such as sensitizing all HoDs, district anti-tobacco squads, regular enforcement drives, advocacy with NGOs, civil societies and church and schools as campaign ambassadors. The committee deliberated on activities for the campaign in matters of leaflets/pamphlets, videos on harmful effects of smoking and legal penalties, posting of signage in offices, institutions and strategic locations and choosing the

right school for the campaign ambassador. With 11 schools in the town declared as tobacco free, the committee also deliberated on making more educational institutions and schools across the district tobacco free. Earlier, vote of thanks was delivered by district consultant, NTCP Mon, E. Nyeamying Konyak while St. Joseph’s School Mon received a tobacco free school certificate. Mokokchung: Mokokchung district under the initiative of National Tobacco Control Programme (NTCP) launched the “smoke free district headquarters” campaign at the residence of Deputy Commissioner (DC) Mokokchung. In a press release, Chief Medical Officer (CMO) Mokokchung of-

fice informed that the campaign was launched by DC Mokokchung Limawabang Jamir in the presence of district nodal officer NTCP, Mokokchung, Dr. Taliwaba Ao, dental doctors from IMDH and Run Mokokchung group. In his speech, DC and chairman, District Level Coordination Committee (DLCC), Mokokchung Limawabang Jamir appreciated the initiative and expressed concern over smoking in public places. He assured that the campaign would be strongly implemented within the district specially in all the government offices, banks and public conveyances. The DC said that it has been a “long battle” against smoking in public places but was optimistic that it would slowly gain momentum through the

campaign for a better and healthier environment. Jamir also encouraged the young members of Run Mokokchung group and lauded their enthusiasm towards a fit and healthy lifestyle. Consultant NTCP, Mokokchung, Nukshiwati Longchar highlighted the objectives of the campaign on ban of smoking in public places and how secondhand smoke affects the nonsmokers specially women and children. He emphasised on sensitising the public to discourage smoking through poster campaign at public place and also informed the gathering about activities planned through awareness campaign with different agencies and groups and enforcement of COTPA 2003 Section 4 and 6 around Mokokchung Town.

He then claimed that Nagaland produces “high quality coffee” in comparison to normal coffee available in the market. He also encouraged coffee farmers to put more effort not only in plantation but also in developing coffee drinking culture. He then said coffee plantation can be a part of “nation building income generation”. In his speech, deputy director, LRD C. Vanchamo said majority of Nagaland geographic is micro climate condition which make it suitable for coffee plantation. DIMAPUR: Noklak District Planning & Development Board (DPDB) on August 17 held a meeting in the conference hall of the deputy commissioner, Noklak under the chairmanship of deputy commissioner & vice chairman DPDB Noklak, Hiazu Meru. According to a DIPR report, being his first meeting with DPDB members, Hiazu Meru requested the members to work together so that Noklak district could go forward in all developmental fronts. AIZAWL/HAILAKANDI, AUG 17 (PTI): Three weeks after a violent clash between police forces of Assam and Mizoram, an incident of firing on Tuesday escalated tension on the disputed inter-state border again. While Mizoram alleged that personnel of the Assam police fired on its civilians injuring one, the neighbouring state claimed that the men in uniform only returned the fire after miscreants from the other side of the border sprayed bullets on them. Seven people including six Assam police personnel were killed and over 50 others injured in the clash between forces of the two North-eastern states on July 26 and a process of rapprochement is on. Mizoram’s Kolasib district Deputy Commissioner H Lalthlangliana told PTI that Tuesday’s incident occurred at around 2 am at the disputed Aitlang area bordering Assam’s Hailakandi district when three residents of Vairengte town went there to collect meat from a friend, a resident of Bilaipur in Assam, who

at a meeting convened by the Ministry of Home Affairs in New Delhi that a neutral central force will be deployed along the disturbed Assam-Mizoram border. Chief secretaries and DGPs of the two states attended the meeting chaired by Union Home Secretary Ajay Bhalla. State police forces, however, have continued to guard the border. Representatives of Assam and Mizoram held talks in Aizawl on August 5 and agreed to resolve the inter-state border dispute amicably.

“Representatives of Governments of Assam and Mizoram agree to take all necessary measures to promote, preserve and maintain peace and harmony amongst people living in Assam and Mizoram, particularly in border areas,” a joint statement issued after the meeting had said. The Assam government also revoked an advisory issued earlier against travel to Mizoram on the same day. Assam’s Barak Valley districts of Cachar, Karimganj and Hailakandi share a 164-km border with Mizoram’’s three districts of Aizawl, Kolasib and Mamit. Mizoram was a district of Assam before it was carved out as a separate union territory in 1971 after years of insurgency. The border issue cropped up after that as perceptions over where the boundary should be, differed. While Mizoram wants it to be along the inner line notified in 1875, which Mizo tribals feel is part of their historical homeland, Assam wants it to be demarcated according to district demarcation done much later.

COVID-19 cases further down in Meghalaya Correspondent SHILLONG, AUG 17: The number of daily Covid-19 cases have been on the decline over the past few days with the number of recoveries exceeding new cases of infection as 252 positive cases added up to 3,591 active cases, five deaths increased the fatality figure to 1240 and 417 recoveries surged the number of recovered cases to 67,581 on Tuesday in Meghalaya, which has registered 72,412 confirmed cases so far. Director of Health Services (MI), Dr. Aman War said three of the five COVID-19 related deaths recorded were of patients who were not vaccinated against the viral infection. While two deaths were recorded in the West Garo Hills district, one death each was recorded in East Khasi Hills district, West Khasi Hills district and West Jaintia Hills district. The robust growth of SHGs was a big achievement for the country, especially for womenfolk, he said, adding that it was the Prime Minister’s vision that “we can achieve women’s empowerment only when we empower them financially.” He explained that the SHG was a concept to facilitate women in starting a business to improve the financial condition of their families and help them to become financially independent. He continued that any shortcomings will be sorted out through discussion with the state government as well as at the Central level. The Union minister also commended the SHG members for producing good quality items and said the government will try to ensure that raw materials were locally available.

GUWAHATI, AUG 17 (PTI): Curfew timings have been relaxed and inter-district movement of passengers allowed, except to and from Kamrup Metropolitan district, as per the revised COVID-19 SOP for the state, Assam Health Minister Keshab Mahanta said on Tuesday. The new guidelines, which also permits the opening of final year classes of technical education, will be effective from 5 am on Wednesday until further orders, he added. These orders will be applicable throughout the state. Addressing a press conference here, the minister said the decision to relax the SOP was taken at a meeting on Monday evening, chaired by the chief minister, in view of improvement in the overall COVID situation in the state. He said, “The number of new COVID-19 cases has been coming down in the state. But, the situation in Guwahati is not satisfactory. We are keeping a close watch.” As per the revised guidelines, all shops, commercial establishments, of-

fices, banks, will be allowed to remain open till 6 pm and curfew will be clamped from 7 pm to 5 am. Hotels, resorts, bars, will also be allowed to remain open till 6 pm, though cinema halls will remain closed. Inter-district movement of private passenger vehicles has been allowed, though entry and exit from Kamrup Metropolitan district, under which Guwahati comes, will remain suspended, the minister said. Movement of goods carrying vehicles was already allowed and public transport between the districts remained suspended.

Shillong curfew to be relaxed from 5 am to 4 pm Correspondent SHILLONG, AUG 17: With situation limping back to normalcy, district authorities on Tuesday announced relaxation of the ongoing curfew in Meghalaya’s state capital Shillong from 5 am to 4 pm on Wednesday and essential and non-essential shops will be allowed to remain open till 3 pm. “Curfew will be re-imposed from 4 pm of Wednesday until further orders,” East Khasi Hills District Magistrate, Isawanda Laloo noted in her order issued this evening. “Any public gathering, public meeting, rally, etc is not permitted,” the order laid down. During the period of curfew relaxation, State and Central Government Offices, banks, offices of educational institutions and private offices which have already obtained permission will be permitted at 30 per cent strength and “shall close by 3 pm sharp,” the order said. “For banks, customer transactions may be till 1:30 pm to enable the bank to shut by 3 pm,” the order said.

Meghalaya Gov’s convoy attacked

Correspondent IMPHAL, AUG 17: Manipur Human Rights Commission (MHRC) has insisted the Manipur government to press the Central government for complete repeal of the Armed Forces (Special) Power Act, 1958. Addressing a news conference on Tuesday, MHRC acting chairman Khaidem Mani said that complete repeal of the Act was not within the purview of the state. As such, the Manipur government has been urged to press the Centre to take up necessary steps to repeal the Act from the state, in a recommendation sent by the commission to the state government. He said that the commission had recommended the state government to take up necessary steps to denotify disturbed area status

under the Armed Forces (Special) Power Act, 1958, after hearing a complaint petition filed by one Dr Suresh Singh as petitioner. Mani said that the recommendation regarding the matter was made on August 2 last which copies were forwarded to the state chief secretary, DGP and special secretary (home) seeking their response to be furnished to the commission within three months. The recommendation was made after the commission heard a complaint petition filed by one Dr Suresh from Keishamthong Laisom Leirak against the state chief secretary, DGP and special secretary (home). The acting chairman said that AFSPA is an outdated law besides being draconian by nature. It is not a law that would be extended in a democratic country.

SHILLONG, AUG 17: Miscreants pelted stones on Meghalaya Governor Staya Pal Malik’s convoy after it was returning from Guwahati, dropping Malik at the airport. A police official on condition of anonymity said the incident occurred at about 4 pm during the curfew hours at Jingkieng Mawlai area in which two police and two Raj Bhavan vehicles were damaged. However, nobody was injured in the attack. Till filing of this report, no one have been arrested nor it is known if the police have registered a case in this connection.

Indian Ambassador to Afghanistan Rudrendra Tandon told reporters in Jamnagar that the situation in Kabul is complex and “quite fluid” now and that Indians stuck in the city will be brought back home when the commercial flight services resume. “Happy to be back home safely and securely. We are a very large mission. We are a mission of 192 personnel who were evacuated from Afghanistan literally within three days in a very

orderly fashion in two phases,” he said. Tandon, who assumed charge as Indian ambassador in Afghanistan in August last year, said the embassy assisted and even gave shelter to many distressed Indians following the fast-changing situation in Kabul. “We are continuously monitoring the situation because there are still some Indian citizens who are there. That is why Air India will continue to run its commercial services to Kabul,” he said.

Thank you to the Indian Air Force who flew us out under conditions that are not normal,” Tandon, said, adding continuing to work for the welfare of the Afghan people is very much on India’s mind This is the second evacuation flight. On Monday, another C-17 aircraft had evacuated around 40 people including some Indian embassy staff from Kabul before the operations at the airport in the city were suspended.

NEW DELHI, AUG 17 (IANS): In view of the prevailing critical condition in Afghanistan, the Ministry of Home Affairs (MHA) on Tuesday announced a new category of electronic visas to fast-track applications of Afghans who are willing to come to India. “MHA reviews visa provisions in view of the current situation in Afghanistan. A new category of electronic visa called ‘eEmergency X-Misc Visa’ introduced to fast-track visa applications for entry into India,” the Ministry spokesperson tweeted. Under this category of visa, the applications of Afghans will be processed quickly so that they can come to India as soon as possible. Meanwhile, reviewing the deteriorating condition in the war-torn country, the Central government has asked the Indian Ambassador and the remaining staff to return.

41 Keralites stranded in Kabul; Ker Govt seeks Centre’s intervention

THIRUVANANTHAPURAM, AUG 17 (PTI): The Kerala government on Tuesday said at least 41 Malayalis including women and children have been stranded in Talibancontrolled Kabul and requested the Centre to make necessary arrangements for their safe evacuation to the home country. In the wake of panic calls from the stranded people received at the Department of NORKA, the state-run welfare agency of non-resident Keralites, the government sent letters to the External Affairs Ministry seeking immediate steps for their repatriation. As directed by Chief Minister Pinarayi Vijayan, K Elangovan, Principal Secretary to the state government and Harikrishnan Namboothiri K, the CEO of the NORKA, sent separate letters to the Ministry detailing the plight of the stranded Keralites there. “An estimated 41 Malayalis including women and children working in various companies have requested the government to arrange for their safe evacuation immediately to India,” Elangovan said in the letter. Some of the messages received by the state government even stated that the Talibans were verifying the identity of the stranded Indians and taking away their passports and other important documents, he said. The letter also said that a “huge threat is hanging on the life of the Malayalis”. Khan (50), who has been living in central Kolkata for generations, is the president of the All India Pakhtoon Jirga-e-Hind, the apex body of the community in the country. “We are in constant touch with the central and West Bengal governments, but the situation is fluid and very little information is trickling in from Afghanistan. Phone lines are jammed and visuals from Kabul are disturbing. Those living in India are distraught,” Khan, who has barely slept in the last two nights, told PTI. She said that the

Even in Islamic countries, women are encouraged to get modern education and work alongside men. The Taliban wants to take women back to medieval ages,” she said. Her great-grandfather had set up a school for girls in present-day Khyber Pakhtunkhwa province of Pakistan in 1921. “The school has been closed now. I don’t know what will happen to it later,” she said. Khan said that her organisation will approach the United Nations to intervene in the humanitarian crisis. gust 6, there was heavy rain and floods in nine districts including eight districts of Gwalior and Chambal divisions such as Gwalior, Guna, Shivpuri, Datia, Ashok Nagar, Sheopur, Bhind, Morena and the Vidisha district of Bhopal division. According to the state government report, nearly 2,444 villages across nine districts have been badly affected by floods and excessive rainfall. According to preliminary estimates, crops have been completely de-

stroyed on nearly 1,01,699 hectare area. Nearly 57,527 houses got washed away or were completely destroyed in the floods. Apart from this, government property worth Rs 1735.50 crore was damaged. This includes government buildings, roads, power supply infrastructure, forests, bridges, dams, including many irrigation projects. The government fair price shops for distribution of ration, including foodgrains worth more than Rs 2.5 crore were destroyed by the flood waters.

IAF aircraft from Kabul lands in Gujarat J A M NAG A R ( G U J ) , AUG 17 (PTI): An Indian Air Force plane with 120 people, including the Indian ambassador and staff at the embassy in Kabul, landed on Tuesday at Jamnagar airbase in Gujarat from Afghanistan, an official said. The C-17 aircraft touched down at the IAF airbase at 11.15 am en route to the Hindon airbase near Delhi. It took off for Hindon shortly after 3 pm after refuelling, the official said. The aircraft had taken off from Kabul carrying Indian personnel as part of the emergency evacuation because of the prevailing situation in the Afghan capital following its takeover by the Taliban. Immediately after passengers on board the C-17 heavy-lift transport aircraft deplaned, they were greeted by people present on the tarmac, the official said. Compelling situation

N

agaland Governor R.N.Ravi has reportedly asked the chief minister Neiphiu Rio to take action on the report of the Comptroller and Auditor General (CAG) of India for the year ending March 31,2019 which was tabled on the floor of the house at the recently concluded 8th session. However, whether the Governor’s wish becomes the chief minister’s command, is a moot point. Both the Governor and the chief minister have different concepts shaped by their different backgrounds. Rio is a seasoned and hardboiled politician, having climbed his way from the grass root. Rio joined politics in the early 70s and till date continues to remain in active politics. On the other hand, the Governor R.N.Ravis is a professional civil servant, recruited into the IPS in 1976 and in service for 36 years till his superannuation in 2012. Both chief minister Nephiu Rio(currently 71) and R.N.Ravi( currently 69) are almost of the same age group. The Governor’s expressed demand on the chief minister for action on the CAG report also comes at a time of souring of relationship between the two heads of the state’s executive and legislative pillars of democracy. The Governor, understandably views matters from a bureaucrat’s perspective, especially as one who served and retired as Special Director of the Intelligence Bureau. He was picked up by the newly elected Modi government as the Chairman of the Joint Intelligence Committee and again made the Interlocutor for the Naga political talks in August 29,2014. Ravi was also given charge as Deputy National Security Advisor of India on October 5, 2018. His handling of the Naga issue was appreciated by the Modi government after the signing of the Framework Agreement on August 3,2015 with NSCN(I-M) and subsequently, the Agreed Position with the 7-member Working Committee of the NNPGs on November 17,2017. Ravi was appointed as Governor of Nagaland on July 20,2019 while continuing to function as the Interlocutor. The cases of anomalies detected in several government departments, indicating highly corrupt acts may have led the Governor to seek the chief minister’s intervention. It is true that corruption in the state has become systematized over the past several decades. It is also true that no high ranking government official has ever been held accountable and punished; except the junior officers, who are reinstated without losing their seniority and promotion. Among the current crop of leaders, it may be said that the present chief minister is among the few veteran politicians and also created a record by becoming the chief minister on four occasions (2003-08; 2008-13 and 2014-May 24,2014 and 2018 till date. Corruption in Nagaland is no longer shocking as people have learnt to take it in their stride. In Hindi there is a saying that ‘whoever goes to Lanka (mythological kingdom) becomes Ravana(demon king). Therefore, CAG reports are at best only reminders of how the system has been overcome by those who dare defy the rules and who probably do so under the patronage or tutelage of their political masters. The Governor and chief minister need to work in tandem in order to provide direction or a semblance of such, in a state where political talks have thrown out of gear logic and overshadowed other no less critical issues.

n, inviting your attention to the above referred subject, the Bar begs to lay the following few lines for the kind consideration of the Government. 1. In its meeting held on 17-08-2021, the Bar opined that since the Rules for the Administration of Justice and Police in Nagaland, 1937 covers the administration of customary law, the constitution of Naga Tribunals is unnecessary. In this regard, the Bar resolved to submit a representation to the Government. 2. The Rules of 1937 provides that customary law shall be administered at the Village level and between persons belonging to the same tribe. In the case of disputes between two villages the Rules provide that with the consent of the parties, an attempt should be made to resolve the dispute by a body of elders/ panchayat, appointed by the D.C. Also, the rules are specific in relation to the nonapplication of customary law to those who are not Nagas. 3. The administration of customary law is through the Village Councils, the Dobashis, the District Administration and Judicial Officers recruited under the Nagaland Judicial Service Rules 2006. Therefore, apart from the authorities empowered by law to adjudicate as courts there can be no other courts or Tribunals. 4. There is much talk about the protection afforded by Article 371 A of the Constitution of India, in relation to the Customary Laws of the Nagas. However, there appears to be a general misconception about the scope of the said Article. At this juncture, it may be appreciated that there are standards for valid customary law such as antiquity, continuity, conformity with public policy and reasonableness. Also, there

is a further general principle of law that statutory law overrides customary law unless expressly saved. 5. A reading of the above referred Amendment Act conveys that statutory recognition has been given to the “Tribal Councils”. Section 3 of the said Act states that Tribal Councils means “the various Tribal Councils/Hohos/Unions/Organisations existing in Nagaland”. This definition is open ended. By implication, this Section may be interpreted to include all Tribal Councils/ Hohos/Unions / Organisations in Nagaland. The said Section qualifies the meaning of Tribal Councils as “being constituted by the various tribes in accordance with their respective traditions, customary practices and usages”. The recognition of Tribal Councils per se, appears to be innocuous but could lead to complications. 6. In every District, SubDivision, Area, etc in the State, there is a profusion of Tribal Councils/Hohos/Unions/Organisations. That these bodies should be constituted in accordance with “respective traditions, customary practices” is self contradictory. It may be appreciated that Tribal Councils/ Hohos/Unions/Organisations are a relatively new phenomena in Naga society. Also, most of these bodies are either without any Juristic existence and/or they are creatures of statutes. This would mean that the Tribal Councils, etc. are not constituted under “traditions, customary practices and usages”. 7. The Amendment Act of 2009 has also inserted Section 26. By this Section, certain subjects have been listed where the State may seek the assistance of Tribal Councils /Hohos/ Unions/Organisations. This provision has been interpreted

by Officers of the State as well as the huge number of Tribal Councils/Hohos/Unions/Organisations to mean the empowerment to function as Courts/ Tribunals. This is a patently erroneous interpretation. 8. There has also been much talk about the codification of Customary Laws. This is also related to the constitution of Naga Tribunals .It is the opinion of the Bar that the codification of Customary Laws and the constitution of Naga Tribunals would mean, the demise of Customary Laws. To all affects and purposes, law that is codified becomes statutory law. In our enthusiasm to preserve and protect our customary practices and usages, we should not be the reason for their decimation. 9. In conclusion, the views of the Bar maybe summed up as under:a) The Rules of 1937, provides adequate safeguards for Customary Laws. Therefore, that is no need to constitute Naga Tribunals. b) The Nagaland Village Councils (Fourth Amendment) Act, 2009 is not an enactment for the purposes of conferring Judicial Authority. Consequently, the Amendment Act of 2009, does not confer any sort of judicial authority to the Tribal Councils/ Hohos/ Unions/ Organisations. c) The State Government must ensure, that those entrusted with the responsibility of administering Customary Laws, have the necessary skill sets. 10. We submit this representation for and on behalf of the people. We are guided in this endeavour by public interest. ith a strong focus on ageing positively, senior citizens want to explore new career avenues, pursue their passions, and at the same time engage in social good more actively. Contrary to widespread belief, today’s senior citizens are far from retirement. In celebration of World Senior Citizen’s Day (August 21), Columbia Pacific Communities, India’s largest senior living community operator, launched India’s first ever report on the golden agers, The Positive Ageing Report. Supported by extensive desk research, the report, aims to examine traditional notions and understand evolving needs of seniors while giving key insights on the changing aspirations, needs of senior citizens and their view of ageing in the 21st century. People older than 60 years account for 8 per cent of the Indian population. However, by 2050, the number of elderly will almost double, with over 319 million people aged over 60. This necessitates reimagining of our existing infrastructure and services to support positive ageing and better senior care for the ageing population. In the given scenario, the findings of the Report will help enhance our understanding and drive conversations around what senior citizens feel about ageing and the kind of support they need from society. The Report is based on face-to-face and telephonic interviews conducted by Innovative Research Services (India) Pvt. Ltd. Some of the key findings from the report are as follows: * For people over 60, men (31 per cent) identify themselves with their careers (compared to 19 per cent women), women (30 per cent) believe their identity comes from their passions and interests (compared to 23 per cent men). * The proportion of women over 60 (36 per cent) who spend over four hours daily on social media is greater than millennial and Gen Z men (22 per cent ) and more than double of millennial and Gen Z women (15 per cent). * More than two out of five

respondents over 60 (45 per cent) agree with the statement -- ‘Life begins at 60; no work, only leisure, these are the best years, after all!’ * Nearly a third (31 per cent) of the respondents believe that it is only after 60 that they would have all the time and the wisdom to achieve their ambitions. “The philosophy of positive ageing is central to all our efforts at Columbia Pacific Communities. We strive towards creating an ecosystem that fosters a healthy ageing experience for the elderly. Considering several factors of the rapidly transforming world and the significant shift in our population demographic, we wanted to ascertain the future needs of seniors better. Jesus did not show the least concern that this rich young ruler should do what He told him, nor did Jesus make any attempt to keep this man with Him. He simply said to him, “Sell all that you have… and come, follow Me.” Our Lord never pleaded with him; He never tried to lure him— He simply spoke the strictest words that human ears have ever heard, and then left him alone. Have I ever heard Jesus say something difficult and unyielding to me? Has He said something personally to me to which I have deliberately listened— not something I can explain for the sake of others, but something I have heard Him say directly to me? This man understood what Jesus said. He heard it clearly, realizing the full impact of its meaning, and it broke his heart. He did not go away as a defiant person, but as one who was sorrowful and discouraged. He had come to Jesus on fire with zeal and determination, but the words of Jesus simply froze him. Instead of producing enthusiastic devotion to Jesus, they produced heartbreaking discouragement. And Jesus did not go after him, but let him go. Our Lord knows perfectly well that once His word is truly heard, it will bear fruit sooner or later. What is so terrible is that some of us prevent His words from bearing fruit in our present life. I wonder what we will say when we finally make up our minds to be devoted to Him on that particular point? One thing is certain— He will never throw our past failures back in our faces.

efore Covid-19, said one young woman from Chennai, her mother, Gandhimathi, worked as a domestic staffer in two houses. Now, Gandhimathi’s both employers have told her not to return to work as the pandemic is showing no sign of receding. “With no income, we are struggling with basic expenses like food and rent,” her daughter said. “They also ask us to get vaccinated, but we have not been able to do that yet. We request immediate assistance of any kind to help us tide through these times.” When lockdown in March 2020 prevented domestic workers like Gandhimathi from getting to work, their absence was deeply felt as their employers had to do household chores themselves. Domestic workers were among the worst affected during India’s lockdowns, as they were asked by their employers to stay home, often with little to no wages for the months they did not work and only meagre government support. As the number of cases receded later in 2020, some of them got back their jobs – only to hit a roadblock again in 2021 as the second wave swept across the country. By taking low-paid work such as cooking, cleaning, and caretaking, female domestic workers enable their employers to seek or sustain paid outside employment. But they are largely ignored in any discussions on India’s labour force, made invisible by their gender and the

nature of their work that would have otherwise been unpaid work done by the women of the household. As unorganised labour, and often part-time, they do not have contracts, do not fall under labour legislation, may have no health or accident insurance, and are arbitrarily paid depending on what employers consider fair. In May and June, w h e n C ov i d - 1 9 c a s e s peaked in Tamil Nadu and the state went into lockdown, Mobile Vaani – whose community media platforms have been used by 20,000 domestic workers – ran a survey asking domestic workers about their livelihoods during the pandemic. Nearly 150 women responded from across Chennai, Kancheepuram, Tiruvallur and Chengalpattu districts. Livelihood loss Before the first lockdown in 2020, most respondents (45%) worked in one household. A third of the respondents worked in two households. By the 2021 lockdown, 35% were not working anymore. A third managed to find or retain work in only one household. “During this [2021] lockdown, only one of my three employers asked me to come to work, and today they too told me to stop coming,” said one respondent. “It has been extremely difficult to sustain ourselves with no wages.” Over 50% said their wages had been reduced after the pandemic hit. Thirty-four per cent of the respondents had no income as they had not found any work after last year’s lockdown. Only 14% said

their employers increased their wages in the course of a year. “I work in three households, each paying me Rs 1,000 to Rs 1,500,” said Kala from the Chennai suburbs. “I have worked with them for many years, and yet they have never thought of increasing my wages. When I ask them, they say that they can always find other workers who would be willing to work for less.” Kala said she wished that the government would set a standard for how much domestic workers should get paid for different kinds of work, as they have done for construction workers. “This would help women like me who are hesitant to ask for a raise,” she said. As it turns out, Tamil Nadu does have a minimum wage for domestic workers – Rs 37 an hour for an eight-hour workday. Notwithstanding this low amount, most workers do not spend eight hours in a single household, but an hour or two in several households. This undermines their ability to negotiate wages with their employers. Besides, domestic workers often come from communities marginalised by caste. As women, their precarity is furthered by the threat of violence – economic, sexual, mental, physical – in their employer’s homes and in their own home at the hands of family members. Given these factors, experiences like Kala’s are common, and domestic workers find themselves unable to talk to employers about wages or safe work-

ing conditions. Stigma and fears Since last year, domestic workers have been unfairly stigmatised as potential spreaders of the coronavirus. Nearly one-third of the respondents said their employers wanted them to be vaccinated before they returned to work, but few employers offered any support in the vaccination process. Twelve per cent were told to not ask for an increase in wages, or risk being laid off. Noori from Chennai was concerned about getting her shots. “I am not vaccinated yet because I have breathing trouble and people told me that I would die if I got the vaccine,” she said. “But our union leader has convinced me that it is safe, so I will try to get vaccinated at the earliest.” However, accessing a vaccine is not easy. “I have been going to the vaccination centre every day for a week now, but they are always unavailable,” said Sulochana, also from Chennai, who has been asked to return to work only after she gets vaccinated. Workers’ demand The steep drop in wages forced over 50% of the respondents to take loans to manage their expenses. Another 30% mortgaged their gold. No wonder that their first demand from the government is for a monthly financial package until things get back to the pre-pandemic state. A few respondents asked for a higher minimum wage to be instituted (and strictly monitored) for domestic workers. India is a signatory to the International Labour

Organisation’s Convention on Domestic Workers of 2011, which has guidelines on minimum wages, safe working environments and the right of domestic workers to unionise. But because India has not yet ratified the convention, these are not enforceable. As per the Unorganised Sector Workers’ Act (2008), states need to set up a board for domestic workers and have them register to avail of various benefits, such as insurance, education benefits and more. Tamil Nadu does have a Domestic Workers’ Welfare Board, but awareness and registration remain low. “We estimate that only around 3% of all female domestic workers are registered in the board,” said Palaniammal S, the secretary of the Garment and Fashion Workers’

Union, adding that there has been no census to count the actual number of domestic workers in the state. “The application process is tedious and applications get rejected for reasons such as a mismatch in the spelling of the person’s name in the voter ID compared to the ration card,” said Palaniammal. “Why is the process so inaccessible, given that it is to cater to women who are most often not literate? They are not only making use of their talents but are also paving way for people to buy homemade and homegrown products, foods, etc. It’s very refreshing to see that people are also beginning to notice homegrown businesses, giving the businesses room to flourish and expand. No doubt, COVID-19 came as a nightmare for people, ruining their lives and livelihood. MUMBAI, AUG 17 (PTI): The ED has issued fresh summons to former Maharashtra home minister Anil Deshmukh to appear before it on Wednesday in connection with a money laundering case probe against him and others, official sources said. His son Hrishikesh has also been issued a similar notice for appearance, they said. The development comes a day after the Supreme Court refused interim protection to the 71-year-old NCP politician from any coercive action by the federal agency. A three-judge bench headed by Justice A M Khanwilkar, however, had said that Deshmukh was at liberty to access remedies. A legal expert said this meant the politician can approach a high court seeking anticipatory bail or a similar relief. Deshmukh, sources said, had been asked to depose before the investigating officer of the case on August 18 at the ED office located in south Mumbai. This is the fifth such summon notice to Deshmukh.It has been issued under the provisions of the Prevention of Money Laundering Act (PMLA) as the agency wants to further record his statement in this case, the sources said. A ‘T I f you really want to get your hands clean of bacteria and viruses, you should wash your hands vigorously for at least 20 seconds each time, a study has concluded. Applied mathematician Paul Hammond of South Cambridgeshire created a two-dimensional model that captures the key mechanics of handwashing. It revealed that the effectiveness of handwashing is related to how vigorously you scrub, but that the process still takes time even when done properly. According to the NHS, a good way to make sure you’re washing for long enough is to sing ‘Happy Birthday’ to yourself two times in a row while scrubbing away. Hand washing has long been established as an effective way to combat the spread of disease and infection, its underlying physics had rarely been studied. The model considers hands on a microscopic scale, representing the roughness of skin as a pair

of wavy surfaces, separated by a thin film of liquid, that move past each other when scrubbing. Particles like bacteria and viruses end up trapped in the valleys of these surfaces, stuck in what the researcher refers to as ‘potential wells’. Given this, in order for particles like bacteria and viruses to be dislodged from a hand during washing, the energy from the flow of water must be high enough to get them up and out the valleys. The model revealed that the strength of this flow is dependant on the speed at which you scrub your hands. Specifically, more vigorous motions remove particles more easily. ‘Basically, the flow tells

you about the forces on the particles,’ said Dr Hammond, who runs a scientific consulting firm based in Bourn, near Cambourne. ‘Then you can work out how the particles move and figure out if they get removed.’ When it comes to ensuring your hands are properly clean, the mathematician explained, the process is much like scrubbing out a stain on a shirt. The faster the motion, the more likely viruses and bacteria are to be successfully removed. ‘If you move your hands too gently, too slowly, relative to one another, the forces created by the flowing fluid are not big enough to overcome the force holding

Chennai-based heart surgeon announced he has designed and developed India’s first 3-D printed heart valve, giving hope to several thousands of patients requiring heart valve replacement surgery every year. The currently available artificial heart valves are either made of metal components (mechanical), or from animal tissues (bioprosthetic), each with its own disadvantages or complications, such as the risk of blood clot formation, valve failure due to degeneration, valve infection, the need for long-term blood thinner medications, etc. The new heart valves developed using 3D printers can overcome these problems related to artificial heart valves, Dr Sanjay Cherian, the Vice President and COO at Frontier Lifeline Hospital, said in a statement. The heart valves were manufactured using specialised biopolymers that are very similar to human tissue, which can be directly implanted in heart patients. “We are happy to an-

nounce that we have designed & developed India’s first 3D printed heart valve” Cherian said, calling the innovation “a giant leap in the field of cardiology/cardiac surgery”. “This new 3D printed heart valve could be the future of cardiac surgery, since it overcomes most of the disadvantages/complications associated with the currently available artificial heart valves that are in use today,” he added. Jupiter’s intense auroras superheat its upper atmosphere Sunbirds’ dazzling feathers are hot, in both senses of the word

by turbulence lower in the atmosphere. But observations by O’Donoghue and his colleagues now provide convincing evidence that the auroras pump heat throughout the planet’s upper atmosphere. The researchers used the 10-meter Keck II telescope atop Hawaii’s dormant Mauna Kea volcano to observe Jupiter on one night each in 2016 and 2017. Specifically, the team looked for infrared emissions that betray the presence of positively charged hydrogen molecules (H3+). Those molecules are created when charged particles in the solar wind, among other sources, slam into the planet’s atmosphere at hundreds or thousands of kilometers per second, painting polar auroras. Measuring the intensities of these molecules’ infrared emissions let the team pin down how hot it

gets high above the cloud tops. In those polar regions, temperatures in the upper atmosphere likely top out at about 725° C, the team reports in the Aug. 5 Nature. But at equatorial latitudes, the team’s heat map showed that the temperature falls to about 325° C. That pattern of a gradual drop-off in temperature toward lower latitudes bolsters the notion that Jupiter’s auroras are the source of anomalous heat in the upper atmosphere and that winds disperse that warmth from the polar regions. One of the nights the team observed Jupiter — January 25, 2017 — was particularly well-timed because Jupiter was experiencing a strong solar flare at the time. Besides an intense aurora, data revealed a broad swath of warmer-than-normal gases at mid-latitudes, which the researchers interpret as a wave of warmth rolling southward. (ScienceNews)

Less attention has been paid to how heat interacts with structural color — often vibrant, iridescent hues created by light refracting off of microscopic structures. These structures are found in everything from the scales of deep-sea worms (SN: 5/25/20) to spiders’ exoskeletons (SN: 9/9/16). In the new study, Rogalla and colleagues turned to sunbirds, nectar-feeding birds typically smaller than sparrows that are native to Africa, Asia and Australia. The researchers examined 15 sunbird species preserved at the Field Museum in Chicago, heating the specimens under a lamp that mimics sunlight and then measuring the surface temperatures of feathers and the preserved birds’ skin. Iridescent feathers heated up more than feathers that had only pigment-based colors, the team found. In breast feathers, for example, iridescent feathers averaged about 74° Celsius at the feather surface after a few minutes of light exposure, where feathers with yellow to red carotenoid pigments reached just over 63° C. This heat transferred to the skin, too, with skin under iridescent feathers growing about 5 degrees C and 8 degrees C hotter than skin under feathers with olive or yellow to red pigments.

Light scattering off of microscopic layers of air, the protein keratin and melanincontaining structures called melanosomes creates iridescent feathers’ sheen. But the plentiful melanin also makes the feathers absorb more solar radiation than other lighter-colored, less melanin-rich feathers, Rogalla says, which contributes to heating. What’s more, highpowered microscopes and heat simulations showed that melanosomes’ arrangement in an iridescent feather⁠ encourages heat absorption. Melanosomes in a dark, noniridescent feather sit relatively disorganized in layers. likely heat up more than black feathers because those shimmering plumes have more melanosomes over a given feather area, Rogalla says. The shape of the melanosomes may make a difference too. Iridescent feathers tend to have plateshaped melanosomes, with rod-shaped ones in black feathers and spherical ones in gray feathers. The team’s simulations showed plateshaped melanosomes heating up more than the other two shapes. Iridescence is more pronounced in male sunbirds than females and is used in courtship displays. Rogalla wonders if the flashy colors, by possibly contributing to heat stress, create an evolutionary conflict between mating and staying cool, or thermoregulating. “It could be a trade-off,” she says, “being very colorful to attract females, but then you have a cost when you sit in the sun when it’s hot.” Allison Shultz, an ornithologist at the Natural History Museums of Los Angeles County in California who was not involved with this research, says the flashy plumage may act as a signal demonstrating a male bird’s relative vigor

and resilience. “Maybe it shows [females] that males are able to deal with this higher heat load by having iridescent colors.” Still, there’s a big caveat to the experimental setup. The study’s results may be “difficult to put in perspective” because the experiments were conducted on dead birds, says Vinod Kumar Saranathan, an evolutionary biologist at YaleNUS College in Singapore. “You don’t have the benefit of the live bird [to evaluate], manipulating its body and doing various things to actively thermoregulate.” Sunbirds can release heat by panting or changing feather positions. And the birds rarely stay in the sun for long, Saranathan says, explaining that they dart from flowers in sunny areas to more shaded forest. If iridescent feathers lose heat as quickly as they acquire it, the sunbirds could use shade to cool off, blunting the effect of the hot plumage. “Iridescence has evolved so many times independently across the [bird evolutionary tree],” Saranathan says. If shiny feathers were particularly burdensome to birds, he says, that repeated evolution wouldn’t be likely. (ScienceNews)

upiter’s upper atmosphere is hundreds of degrees warmer than expected. After a decadeslong search, scientists may have pinned down a likely source of that anomalous heat. The culprit, a new study suggests, is the planet’s intense auroras, Jupiter’s version of Earth’s northern and southern lights (SN: 6/8/21). The temperature of the upper atmosphere of Jupiter, which orbits an average distance of 778 million kilometers from the sun, should be about –73° Celsius, says James O’Donoghue, a planetary scientist at the JAXA Institute of Space and Astronautical Science in Sagamihara, Japan. That’s largely due to the feeble illumination of the sun there, which amounts to less than 4 percent of the energy per square meter that hits Earth’s atmosphere. Instead, the region several hundred kilometers above the planet’s cloud tops has an average temperature of about 426° C. Scientists first noticed this mismatch more than 40 years ago. Since then, researchers have come up with several ideas about where the upper atmosphere’s thermal boost might originate, including pressure waves or gravity waves created

M A D R I D, A U G 1 7 (IANS): Real Madrid have confirmed that goalkeeper Thibaut Courtois has signed a new contract until the end of June 2026. The new deal, signed on Monday, extends the Belgian international’s former contract, which was due to expire at the end of June 2024, reports Xinhua. “Real Madrid and Thibaut Cour tois have agreed to extend the player’s contract and he will continue to be linked to the club for the next five years,” explained the club on its official website. The former Chelsea keeper Courtois, on loan at Atletico Madrid for three seasons, joined Real Madrid in the summer of 2018 and made his debut on September 1, 2018. So far he has made 130 appearances for ‘Los Blancos.’ In the 202021 season, Courtois had helped Real Madrid finish second in the La Liga.

NEW DELHI, AUG 17 (IANS): The Board of Control for Cricket in India (BCCI) has “no problem” if the crowd is allowed in the second phase of the Indian Premier League 2021, scheduled to begin from September 19 in the United Arab Emirates. Earlier, the Emirates Cricket Board (ECB) general secretary Mubashir Usmani was quoted as saying that the board will speak to the Indian cricket board (BCCI) and the UAE government regarding allowing crowds back into the stands. To this, BCCI treasurer Arun Dhumal said that the BCCI would “love to have crowd” but not at the cost of players and peoples’ safety. “We are working on that and we are hoping that the UAE government will allow the crowd this time since everyone is vaccinated there. Let’s see what happens. Hopefully, fans will be allowed but not at the coast players’ or peoples’ safety -- that is more important.

Rest is on the UAE government to decide,” Dhumal told IANS. Reports suggested that the UAE government has given the green light to allow 60 per cent capacity of the crowd in the stadium for the remaining matches.
