One dead; Railway stns, highways turn into battleground NEW DELHI/SECUND E R A B A D / PAT N A , JUN 17 (PTI): A man was shot dead in police firing in Telangana’s Secunderabad, trains went up in flames, and public and private vehicles attacked, as railway stations and highways turned into battleground in many states on Friday amid burgeoning protests against Agnipath, the contentious defence recruitment scheme. Assurances by Defence Minister Rajnath Singh, Home Minister Amit Shah and the Army chief failed to cut ice with hordes of angry youth, carrying bamboo sticks and stones, storming railway premises across cities and small towns and laying siege to highways, creating a security scare. Over 300 trains have been affected and more than 200 cancelled so far due to the protests, the Railways said, reflecting the enormity of the agitation. Coaches of seven trains have so far been set ablaze by protesters, officials said, adding carriages
India logs over 12k new Covid cases for second day NEW DELHI, JUN 17 (PTI): India reported a single-day rise of 12,847 Covid-19 cases for second consecutive day on Friday, taking the tally of cases to 4,32,70,577, while active cases increased to 63,063, the Health Ministry said. Further, 14 fresh fatalities were reported, pushing the overall death toll to 5,24,817. The active cases now constitute 0.15 per cent of the total infections, while the country’s COVID-19 recovery rate was recorded at 98.64 per cent, the health ministry said. The case fatality rate was 1.21 per cent. An increase of 4,848 cases has been recorded in the active COVID-19 caseload in a span of 24 hours.

of three running trains in the East Central Railway (ECR), headquartered in Bihar’s Hajipur, and one empty rake in Kulharia, also in the same zone, were damaged by protestors. As the depredations against the recruitment scheme continued for the third day across India, from Uttar Pradesh to Telangana and Bihar to Madhya Pradesh, Rajnath Singh, Amit Shah and Army chief Gen Manoj Pande tried to assuage the concerns of the agitators with little success. Centre’s decision to increase the upper age limit will benefit a large number of youth, Shah said. He added that the recruitment process in the Army had been affected for the last two years due to Covid pandemic and Prime Minister Narendra Modi took a sensitive decision by showing concern for the youth of the country. “I appeal to the youth that the process of recruitment in the army is going to start in a few days. They start their preparation for it,” Rajnath Singh tweeted, calling the scheme a “golden opportunity” for the youth. But the protests spread, seemingly uncontrolled, with crowds squatting on tracks and highways, pelting
trains and buses with stones, toppling vending kiosks at train stations and burning used tyres on tracks. Fiery orange flames leapt out of the windows of trains at Secunderabad, and Lakhisarai and Samastipur in Bihar, sending thick plumes of black smoke into the sky that could be seen from several kilometres away. Broken tubelights, benches and stones littered several railway stations across the country. Policemen in anti-riot gear were seen chasing away the protesters, hundreds of whom were rounded up. Demonstrators also blocked highways at several places in Buxar, Bhagalpur and Samastipur with burnt tyres. Besides targeting railway properties, the protesters attacked the house of deputy chief minister Renu Devi and the car of a BJP MLA in Bihar. One person was fatally injured when Railway Protection Force (RPF) personnel fired to disperse the rampaging protesters at Secunderabad station. The injured are being treated in the state-run Gandhi Hospital. Madhya Pradesh’s commercial capital Indore, Haryana’s Narwana and many places in West Bengal
and Jharkhand witnessed protests.
Initial recruitment process by next week
As protests against the Agnipath military recruitment scheme intensified, the Army, Navy and the Air Force on Friday announced that they will start the enrolment process under the new model by next week while Defence Minister Rajnath Singh appealed to the youths wanting to join the armed forces to start preparing for the induction. Air Chief Marshal VR Chaudhari told PTI that the selection process by the Indian Air Force for recruitment under the new scheme will start from June 24 while the Army said it will begin the initial exercise within two days. While the Indian Navy said it will start the recruitment process “very soon”, a senior naval commander said the notification for the recruitment would be out within a week. The three services are planning to deploy the first batches of recruits under the new scheme both in operational and non-operational roles by June next year, senior military officials said.
DIMAPUR, JUN 17 (NPN): Amid a renewed push for the long-expected solution to the Naga political issue, deputy chief minister, Y. Patton on Friday said that elections would be held if solution is not arrived at before the Assembly polls, scheduled to be held by end of February 2023. Patton said this while talking to media persons on the sideline of the felicitation programme held for Viku L Achumi and Imsennaro Walling, who successfully cleared the UPSC civil services examination 2021 with 567th and 585th allIndia ranking respectively. The programme was organized under the aegis of Central Nagaland Students Association (CNSA) at Hotel Saramati. Addressing the programme, Patton urged both

the candidates from Nagaland to be role models for the youth, expressing the hope that many would follow their footsteps. He lauded the duo for bringing laurels to Central Naga Tribes and Nagas in general by clearing the UPSC exam, noted that it was not easy to crack UPSC exams where lakhs of aspirants competed intensely every year. Asserting that there were no shortcuts to success, Patton said it took hard work, dedication and sacrifices to be successful, adding

In the meeting, a resolution was passed to field a common candidate. “In the forthcoming Presidential election which is being held on the 75th anniversary of India’s Independence, we have decided to field a common candidate who can truly serve as custodian of the Constitution and stop the Modi government from doing further damage to Indian democracy and India’s social fabric,” it said.

Appealing to Achumi and Walling to take up any assignment and place of posting with a sense of satisfaction and joy and work with dedication and sincerity, the deputy chief minister remarked that the duo had the added responsibility to proving others that Nagas were second to none and, given the chance, they could be fine officers. He said Nagaland would certainly need their services in later years and hoped that a request would be made at the right time to the authorities concerned by the State government seeking their deputation as and when required. Prez poll: NLA informs MLAs DIMAPUR, JUN 17 (NPN): In view of the election to the office of the President of India scheduled to be held on July 18, the Nagaland Legislative Assembly (NLA) secretariat has informed all the MLAs that in the event of contest, the poll would be taken between 10am and 5pm in the conference hall, Annexe room, Assembly secretariat, Kohima. NASSA resumes duty after two weeks of protest Correspondent
KOHIMA, JUN 17 (NPN): Nagaland Assembly Secretariat Staff Association (NASSA) resumed duty on Friday exactly two weeks after it launched protest against the “arbitrary amendment” of service rules and reappointment of Dr. PJ Antony as the administrative head of department (AHoD). NASSA vice president, Rocus Rino, told Nagaland Post that NLA secretariat resumed normal functioning on Friday. He disclosed that many of the files, which had (Cont’d on p-4) been left pending for the past
two weeks, have now been processed. He said files relating to the Presidential poll with Constitution related procedures were also left pending. However, after the Election Commission had communicated on the urgency of the files to be processed, the same were set into motion. With the assurance and intervention of the high powered parliamentary committee, he said NASSA and JAC have kept the agitation in abeyance till Monday, and hoped that the issue would be resolved positively within the stipulated time.
Notification issued to link Aadhaar with voter list Past accords failed to bring solution: Raising NEW DELHI, JUN 17 (PTI): The government on Friday issued rules allowing linking of electoral roll data with Aadhaar, making electoral law gender neutral for service voters and enabling young citizens register as voters four times a year instead of the present one. Four notifications were issued under the Election Laws (Amendment) Act, 2021 passed by Parliament late last year to bring in the rules. Union Law Minister Kiren Rijiju took to Twitter to announce that four notifications in this regard have been issued in consultation with the Election Commis-
sion. The government has all along maintained that sharing of Aadhaar details will be voluntary. The Election Laws (Amendment) Act seeks to allow electoral registration officers to seek Aadhaar number of people who want to register as voters “for the purpose of establishing the identity”. It also seeks to allow the electoral registration officers to ask for Aadhaar numbers from “persons already included in the electoral roll for the purposes of authentication of entries in the electoral roll, and to identify registration of the name of the same person
in the electoral roll of more than one constituency or more than once in the same constituency”. At the same time, the bill as passed by Parliament makes it clear that “no application for inclusion of name in the electoral roll shall be denied and no entries in the electoral roll shall be deleted for the inability of an individual to furnish or intimate Aadhaar number due to such sufficient cause as may be prescribed”. In an interview to PTI on May 14, the then chief election commissioner Sushil Chandra had said that sharing Aadhaar details will be voluntary for voters, but
those not doing so will have to give “sufficient reasons”. Rijiju shared a chart to say that the notifications will enable “linking of electoral roll data with the Aadhaar ecosystem to curb the menace of multiple enrolment of the same person in different places”. He also said that now a citizen who turns 18 on the January 1 or April 1 or July 1 or October 1 in a calendar year can immediately apply for voter registration. “The four qualifying dates will considerably enhance the voter base,” he said. As of now, January 1 is the only cut off date to register as a voter. (Cont’d on p-8)
DIMAPUR, JUN 17 (NPN): NSCN (I-M) member collective leadership cum care-taker ministry of kilo affairs Rh. Raising on Friday said that the past agreements or accords could not bring solution because they were not principle-based and cautioned Nagas not to repeat the past mistakes. Noting that some said “something is better than nothing” regarding solution, Raising emphasised that there was no early or delayed solution as being talked about as all solutions were principle-based. He said any agreement– small or big – was considerable if it was transi-
tional to the final goal, otherwise no accord or agreement was far better than accord of treason. On the question of sovereignty, Raising said sovereignty did not exist outside the people, but it was with the people. “It is the soul of our nationhood. The principle of democracy says ‘sovereignty is with the people.’ It is one of the main agreed points of the Framework Agreement,” he stated. Claiming that Nagas were the worst victims of “divide and rule” and “define and rule” policies of the aggressors, Raising said that Nagas were divided and placed in different admin-
istrative units so that they were reduced to a negligible minority and colonised. Further, Raising asserted that a political organisation or a party or a political leadership may be mandated by a people to fight for their cause or advocate for their cause. However, he said no organization, party or leadership in history was ever mandated by the people to sell out their rights of the people. He said that treason was the work of traitors, who did not represent the people and nor their issue, adding that traitors and collaborators were two faces of the same coin. (Full text on p-6) K Y M C

Correspondent KO H I M A , J U N E 1 7 (NPN): WHO consultant, Nagaland, Dr. Collins Zekotso Sono on Friday stressed on the need for community participation to remove tuberculosis (TB) discriminations among the people and to consider TB as “just another treatable communicable disease.” Speaking at the programme on “sensitisation on community support for TB patients”, in the IDSP conference hall, department of Health & Family Welfare (H&FW), Dr. Sono while presenting
an overview on National TB Elimination Program (NTEP) said community participation was very important to break the stigma of TB. Pointing out that globally, India was estimated to have the highest tuberculosis infection rate, he said out of around 35-40 crore population, 26 lakh (18-36 lakh) were estimated to develop TB annually. Dr. Sono said the risk of TB depended on several factors with the most important being immunological status, where the risk was increased more than 25 times among contacts of
bacteriologically confirmed TB patients compared to general populations. Presenting the community support for TB patients, WHO medical consultant, Assam, Dr. Palash Talukdar said as per current status (2020), the reduction in number of TB deaths were to be 36 per 100,000 while TB free India targeted by 2025 was 3 per 1,00,000 population. He also stressed on the need to educate patients, caregivers and family members on completing drug/ medicines prescribed to the patient and to ensure that she/he does not relapse to
the treatment course. M e a n w h i l e, s t a t e programme officer, Dr. Tiasunup Pongener, who chaired the programme, also highlighted briefly on the history of TB in the state and appealed to the media to support and aid them on spreading the awareness and to help eliminate TB by 2025 as envisaged by the government of India. It may be mentioned that India is committed to end TB by 2025, five years ahead of the global SDG target. Treatment of TB is free of cost in all the government health facilities.
Peren CSOs on inter-district boundary demarcation DIMAPUR: Peren district civil society organizations (CSOs) and landowners have sought to make the “declaration of final stand” of Peren district on demarcation of inter-district boundary to the state government. In a joint representation to the chief minister, the CSOs stated that inter-district boundary demarcation between Peren district and then Dimapur and now Chümoukedima district had been long due since the creation of Dimapur and Peren districts from undivided Kohima district. They sought to put on record that there was never any dispute on boundary between “traditional land owner tribes of Zeliang and Chakhro Angami till today.” However, they alleged that the “coming of nontraditional Naga tribe from far away Zunheboto and the accord of customary shelter in our traditional land in good faith in the early part of 20th century” created disputes in the said belt of land. According to the CSOs, the contention of Western Sumi Hoho as “the ancestral owner of the land distinctly belie all history of the Naga Tribes.” They said Zeliang tribe on its part was “not against any tribe(s) who advocate peaceful co-existence among communities in prospering together in our God given ancestral land.” Believing in the reality of brotherhood and peaceful co-existence, the CSOs said they reached out to Western sumi villages in September 2020 to live and prosper together by acknowledging each other in the spirit of brotherhood. However, they
said that it was “unfortunately turned down” by those villages at a joint meeting at Thahekhu village on February 10, 2021. The CSOs said the efforts in setting up Ezung Committee in 2003 and the recently formed Cabinet Sub-Committee in 2019 to settle the boundary demarcation “lacked sincerity and political will as political manoeuvring overrode facts and realities.” They said the CSC was formed for the specific purpose of resolving the long-standing boundary dispute, but the government seemed “unwilling” to implement the studied recommendation of CSC. However, CSOs said they “reluctantly” agreed to accept “as rationalized by the government as compromise formula solely for administrative convenience.” They said the “unwillingness” was evident from the June 3, 2022 notification and “subsequent concession to the diktat and political coercion.” The CSOs, therefore, said they would not compromise for anything other than the agreed traditional boundary between Zeliang and Chakhro Angami tribes. While extending full support to creation of Chümoukedima district from Dimapur, the CSOs, however, said “dictating the government by a particular tribe to set inter-district boundary only for their community convenience as bargaining ploy” to join the newly created Chümoukedima district was “nothing but political blackmailing.” They said any state government decision/notification “resulting out of such blackmail” would not be accepted if it involved
the ancestral land of Zeliang in Peren district. They said Peren citizens had full faith on the state government to propagate the spirit of peaceful coexistence among communities along this belt. However, CSOs alleged that since the state government’s decision was based only to “please a particular community”, the government should “evict all illegal unrecognized villages from the traditional land of Lamhai and Jalukie before any inter-district boundary demarcation is undertaken” and that such villages should no longer be reflected in any future notification and documentation (Census) by the state government. The CSOs asked the state government to consider “these facts and realities” if its intention was for solving the problem. Failure to do so, the CSOs cautioned that the government would be held responsible “for development of any situation in future as our ancestral right cannot be bartered for any political interest of any government.” The joint statement was issued by NZPO president Kevipele Iheilung, Zeliangrong Baudi (N) president CR Zeliang, Kuki Inpi vice president Seijalam Hangsing, Zeme Council president Dr. Tumda Newme, Liangmai Council president Khenglubo, Peren district village council chairman union president Hainkieng Hiekha, Peren district GB association vice president Irangdaung, Lamhai village council chairman Haibamko, Kuki GBs union chairman Thanghen Sitlhou and Jalukie Pumling Nko chairman Kumui Nring.

Hundreds of people took part in the protest staged at Muslim dominated Changamdabi area under Yairipok police station of Thoubal district under the banner “Protest against abuser of the holy Prophet.” Placards held by the protesters during the sitin-protest read, “Arrest Nupur Sharma and Navin Jindal”, “We love Prophet Muhammad, peace be upon him”, “Our Prophet our pride”, etc. Changamdabi Muhammadan Club and Changamdabi Ulama Body jointly organized the protest that chanted various slogans

against the two suspended leaders of the BJP. Talking to reporters, Dr Mukti Muhammad Nursalim, a member of the Changamdabi Ulama Body said that the protest was organized in solidarity to the voices across the globe demanding legal action against the two leaders of the BJP. Nupur Sharma and Navin Jindal should be arrested and awarded harsh punishment as their remarks against the Prophet were not only against Muslims but also against the secularism based in the Constitution of India, he said. Their defamatory remarks against the Prophet have desecrated the plural-
ism, secularism and unity in diversity based Constitution of the country, he said. To protect the sanctity of the Constitution and to avoid such kind of insult to a religion in future, they should be arrested and awarded harsh punishment, he demanded. “They have intentionally hurt the sentiments of not only the Muslims of the country but across the globe. Firm action should be taken against them as per law of the nation,” Dr Mukti said. He said, “We believe in law and we should respect it,” and expressed hope that the pertinent authorities of the India government will take up befitting action against them.

Protest against Agnipath scheme in Jorhat district JORHAT (ASSAM), JUN 17 (PTI): A group of youths on Friday protested against the Centre’s ‘Agnipath’ scheme in Assam’s Jorhat district but no incident of violence was reported, police said. Around 100-150 youths gathered at a stadium here to protest against the scheme and were planning to move towards the Army Recruitment office, Superintendent of Police Mohan Meena said. The situation, however, remained “under control” and the demonstration was short-lived, he said. “The protestors were planning to move towards the Army Recruitment Office in Jorhat but after the police intervened, they did not move ahead,” Meena said. The protesters left after
a few hours of sloganeering, he added. The Centre has announced Agnipath scheme, under which jawans will be recruited on a contractual basis for four years, following which 75 per cent of them will have to take compulsory retirement sans pension and the remainder will be allowed to continue. The selection will be made based on their performance. The move has triggered violent protests in several parts of the country, with agitators burning trains and blocking roads demanding the rollback of the scheme. Assam Chief Minister Himanta Biswa Sarma has said that those completing four years of service will be given preference in recruitment to the state police.

Cherrapunji recorded 673.6 mm of rainfall on Thursday, 811.6 mm on Wednesday, 62.6 mm on Tuesday, 293 mm on Monday and 354 mm on Sunday. The spell of extreme rainfall is likely to continue for one or two days. Thereafter, the intensity will decrease, the scientist said. Workers employed at the dam have been asked to move to safety by authorities of National Hydro Power Corporation (NHPC), which is developing the project, official sources maintained. Torrential rain in the frontier state has inundated numerous villages of the two districts of Dhemaji and Lakhimpur, a government official said. No respite for NE: “A trough at mean sea level runs from northwest Uttar Pradesh to Manipur across
Bihar, sub-Himalayan West Bengal and Sikkim and Assam. Moisture incursion is very likely to continue due to strong lower-level southerly/southwesterly winds from the Bay of Bengal during June 17-20,” IMD said in a special bulletin. The system is likely to cause “extremely heavy rainfall at isolated places” in the region till June 20, the bulletin further said. Overall, the North East and East India has received 220.3 mm of rainfall, 39 per cent more than normal, since June 1 when the monsoon season starts.

cyst of boy in Assam hospital
GUWAHATI, JUN 17 (PTI): Doctors of a private hospital in Assam claimed to have successfully performed a robotic surgery to remove a large splenic cyst while preserving the spleen of a 13-year-old boy. This is the first such surgery in the North-eastern region, the hospital where the procedure was conducted said in a statement. Such a large splenic cyst is quite rare in children, it said. Dr Subhash Khanna, a laparoscopic, bariatric and robotic surgeon, led a team that successfully removed the splenic cyst. “As the spleen is a highly vascular organ, chances of bleeding were very high,” said Khanna. The patient was diagnosed to
have cholelithiasis (gallstone disease) with splenomegaly (enlarged spleen) with a large splenic hilar cyst (15 cm x 11 cm) which was clinically palpable. The boy and his parents were counselled by doctors as the spleen is a very important immune organ that filters the blood, fights the germ infecting the blood and removes old or damaged red blood cells. A team of experts, led by Khanna, carried out deroofing and excision of the large splenic cyst robotically on Thursday. Robotic surgery is a procedure that uses mechanical arms controlled by the surgeon with the help of surgical instruments and a camera, especially to avoid the need for large incisions.

rallies its leaders to put stout Each state must target USD 5-tn economy: PM BJPdefence of Agnipath scheme
NEW DELHI, JUN 17 (PTI): Each state must recognise its strength and define a target as this is crucial for India to become a USD 5-trillion economy, Prime Minister Narendra Modi said on Friday. The prime minister was chairing the first three-day national conference of chief secretaries, which concluded on Friday at Dharamshala in Himachal Pradesh. The conference began on June 15. “Had productive deliberations during today’s proceedings at the National Conference of Chief Secretaries. We exchanged views on important policy issues including leveraging technology and strengthening our economy,” the prime minister said in a tweet. Appreciating the extensive sessions, the prime minister said the deliberations were useful in laying out a roadmap for the sectors, an official statement said. “The prime minister said every state must recognise its strength, define its targets and develop a roadmap to achieve the same. This is essential for India to become a 5-trillion-dollar economy,” the statement said, quoting Modi. In 2019, Prime Minister Narendra Modi envisioned to make India a USD 5-trillion economy

Urban areas will be key in future development and employment generation, the statement said, adding that therefore, urban local bodies must be strengthened, and urban planning should be done innovatively. To attract investment in the country, the prime minister said the PM-Gati Shakti should be appropriately implemented and urged that all vacancies across state government departments must be filled. “The prime minister said the states must identify such vacancies under each sector and fill them,” the statement said. He also stressed the need for improving the usage of technology in all government schemes and programmes and for creating interoperability of data
sets of the Centre and states. He said that all new ideas and actionable points must be taken forward, incubated and institutionalised. He said the need of the hour is to perform, reform and transform. According to the statement, Modi stressed that the Centre and states work together as Team India. The action points and fresh ideas discussed at the conference must be implemented without delay, he added. Emphasising on minimum government and maximum governance, the statement said the prime minister stressed the need to ensure greater ease of living in India. He also said that decriminalisation of minor offences should be taken up in mission mode. Modi said states must optimally utilise the GeM portal for purchases made by their departments and lo-
cal bodies, which would result in time and cost savings. According to the statement, in order to achieve the goals of the National Education Policy, the prime minister said the states must try to integrate Anganwadis with primary schools. The statement said the prime minister also spoke on the usage of drones in the service industry, such as for the delivery of essential drugs or horticultural products especially in hilly areas, which would add more economic value to the farmers and service providers. He also appreciated the initiatives being taken by the states to improve municipal finances and said the states and Union Territories have shared unique experiences, and the ideas discussed at the conference must be incubated and institutionalised. The prime minister
recommended the introduction of technology and innovative methods for increasing the efficiency of the collection of taxes and also suggested that city and ward beautification competitions should be held by the states. The statement said that after careful deliberation, suggestions were put forth to work in the areas of agriculture, education and urban governance. Innovative ideas and best practices were discussed for improving citizens’ welfare. This collaborative exercise, between the Centre and the states, will be taken forward by firming up the roadmap for these three sectors through NITI Aayog’s Governing Council meeting where chief ministers and administrators of all states and union territories will be present, the statement added. On the third day, sessions on improving access to and quality of higher education and enhancing urban governance through urban planning and municipal finance were held. According to the statement, discussions were also held on the need for greater Centre-state coordination for ensuring the saturation of government schemes and last-mile delivery and capacity building of civil servants through Mission Karamayogi.

NEW DELHI, JUN 17 (PTI): Facing countrywide protests over the Agnipath scheme, the BJP on Friday rallied its leaders to put up a stout defence of the new recruitment initiative for the armed forces, with its senior leader and Defence Minister Rajnath Singh terming it as a “golden opportunity” for the youth to serve the country. The party leaders also lauded the government’s decision to raise the upper age limit for recruitment under the Agnipath scheme to 23 years from 21 for this year. BJP president J P Nadda said it shows that Prime Minister Narendra Modi is fully seized of the concerns of the country’s youth and is making efforts for their bright future. The government on Thursday night increased the upper age limit for recruitment under the Ag-
nipath scheme to 23 years from 21 for 2022 amid widespread protest against the new model for enrolment of soldiers into the three services. Underlining that the intention of the government is very clear, and it is sensitive, Union Minister Giriraj Singh said that the recruitment process will start in a few days, and requested all youngsters to start preparing for it. Appreciating the government’s decision to raise the upper age limit under the Agnipath scheme, Union minister Pralhad Joshi said that this decision will inspire the youth of the country to show courage and serve the nation through Agnipath scheme. “Our ‘Agniveer’, dedicated to the service of ‘Bharat Mata’, will prove to be an invaluable fund for the nation,” he said.
Amid protests, Union minister Anurag Thakur posted a video on his Twitter, in which he was seen interacting with a group of youngsters in his constituency Hamirpur and clearing their doubts about the scheme. “Cleared the doubts and made youngsters aware of the vision of the Government of India behind this scheme,” Thakur said while adding that he informed them the Agnivpath scheme is an innovative attempt to make youth serve the country through the army and provide them employment-skill opportunities. During the four years of job under the Agnipath scheme, Agniveers would get around Rs 20 lakh in salary besides other benefits and a lump-sum amount of Rs 1012 lakhs on completition of tenure, Thakur said.

NEW DELHI, JUN 17 (PTI): Amid widespread protests against the Agnipath scheme for recruitment in defence services, the Congress on Friday demanded its immediate rollback, saying it is neither in the interest of the country nor its security. The party’s Rajya Sabha MP Deepinder Singh Hooda said the scheme should be taken back immediately and a threeyear age relaxation be announced for youths who could not join the armed forces due to delays in recruitment. Urging the protesters to be patient and not resort to violence, he asked the government to apologise to the youth of the country for bringing the new shortterm recruitment scheme for the armed forces. “ T h e g ove r n m e n t
Deepender Singh should immediately take back the Agnipath scheme. It is neither in favour of national security nor national interests and certainly not in favour of the country’s youth,” he told reporters at a press conference. “We demand an age relaxation of three years as there has been no recruitment for the last three years. Anything less than three years is not acceptable,” Hooda said. Recalling the death

Hooda said the Congress stands by the aspirants for jobs in the defence services and will fight for their rights and demands. The party also demanded that the government convene either a special session of Parliament or an all-party meeting to discuss the armed forces recruitment issue and build a bipartisan consensus on the matter.

Nagaland Post VOL. XXXII NO. 192 DIMAPUR, SATURDAY, JUNE 18, 2022

Jao jawan, jao kisan
n a bid to make the military ‘lean and mean’ the Centre on June 14, launched the Agnipath recruitment scheme for the armed forces. Agnipath is meant to be a reformative step, that targets youth in the armed forces so as to bring down the age profile in the armed forces down by 4-5 years. The idea of the Agnipath recruitment scheme was first floated in 2020. The idea was the brainchild of late Chief of Defence Staff, General Bipin Rawat, who was looking at reducing the burgeoning pension bill as well as revenue expenditure in terms of salaries and other costs. The Agnipath recruitment scheme will only be restricted to jawans and not be extended to the officerlevel, as there is the Short Service Commission (SSC) for officers. Under the new scheme, around 46,000 soldiers between the ages of 17.5 and 21 years will be recruited into the three services in 2022. For two years there was no recruitment due to covid pandemic and several thousand waiting candidates expected a call up. The candidates got the shock of their lives when the new recruitment scheme Agnipath was announced which disqualified them on account of being over age. This triggered mass outrage and protests that turned violent across many states. In a knee-jerk reaction, the government hurriedly raised the age limit for the ‘Agnipath’ military recruitment scheme to 23 from 21 amid nationwide protests against the new model of enrolment of soldiers. This was only a “one time” relaxation in order to enable the dejected candidates to re-apply. This scheme was the government’s call that has accorded more importance to pension savings rather than on security. The annual pension of the Indian armed forces is to the tune of Rs.3,00,000 crore. Agnipath will not reduce that amount but will not add the burden of the 75% Agniveers phased out without pension. Pension savings cannot be compared with external security especially along the 6811 kilometer-long international borders with China(3488 kms) and Pakistan(3323 kms). After induction, the Agniveers will be trained for around 6 to 12 months and then posted for combat duty. The next three to four years will be a practical learning but by the fourth year 75% of the Agniveers will be phased out. That means out of 46,000 soldiers, around 34,500 will be out. The Centre claimed that some would be absorbed in central police forces, BSF etc and even state police. This is not based on reality since state police can only absorbed recruits based on vacancy. It is doubtful if entire states can absorbed over 10,000 out of 34,500 Agniveers each year in police. Even central police forces will find it difficult to absorb thousands of discharged agniveers. The Agniveers will attain 21 or 22 and will be at age disadvantage when they will become junior to younger soldiers. Such a scenario does not bode well for social security. For India, the jawan and the kisan- military and economicare its greatest pride, assets and strength. By trying to muddle with Agnipath and farmers bills, the Modi government has shown disdain. The fact cannot be distorted by deploying serving military brasses to defend the decision at TV studios. Even many within the armed forces do question the utility of Agnipath. India cannot be defended by a few commando like units but a full time and conventional army of trained personnel on long committed duty.
DailyDevotion Beware of Criticizing Others
Judge not, that you be not judged. —Matthew 7:1
Jesus’ instructions with regard to judging others is very simply put; He says, “Don’t.” The average Christian is the most piercingly critical individual known. Criticism is one of the ordinary activities of people, but in the spiritual realm nothing is accomplished by it. The effect of criticism is the dividing up of the strengths of the one being criticized. The Holy Spirit is the only one in the proper position to criticize, and He alone is able to show what is wrong without hurting and wounding. It is impossible to enter into fellowship with God when you are in a critical mood. Criticism serves to make you harsh, vindictive, and cruel, and leaves you with the soothing and flattering idea that you are somehow superior to others. Jesus says that as His disciple you should cultivate a temperament that is never critical. This will not happen quickly but must be developed over a span of time. You must constantly beware of anything that causes you to think of yourself as a superior person. There is no escaping the penetrating search of my life by Jesus. If I see the little speck in your eye, it means that I have a plank of timber in my own (see Matthew 7:3-5). Every wrong thing that I see in you, God finds in me. Every time I judge, I condemn myself (see Romans 2:17-24). Stop having a measuring stick for other people. There is always at least one more fact, which we know nothing about, in every person’s situation. The first thing God does is to give us a thorough spiritual cleaning. After that, there is no possibility of pride remaining in us. I have never met a person I could despair of, or lose all hope for, after discerning what lies in me apart from the grace of God.

Post-mortem
NEP 2020: Making inroads into North East India “Education is the most powerful weapon which you can use to change the world.” — Nelson
M
andela Over the years since the development of civilization Education System has gone through changes and transformations based on circumstantial plus need of the hour requirements. Continuous improvements in Education not only equips a country’s knowledge base but also keeps its citizens ready for all challenges. The education system in India dates back to ancient times where children were taught in Gurukuls. The Guru used to teach as per the interest of the child, subjects varying from Sanskrit to the holy scriptures and from Mathematics to Metaphysics. Currently in the 21st Century the world is undergoing rapid changes in the knowledge landscape both scientific and technological advancements with the rise of big data, machine learning, and artificial intelligence. While India on the global front adheres to the SDG4 in the year 2015 is ambitiously aims to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” by 2030, there is a lot of brainstorming, exercises, calculations worked out to reconfigure the entire education system. Under the leadership of Prime Minister Narendra Modi, the National Education Policy was framed and rolled out in 29th July 2020 to achieve the SDG4 target. Now, besides the challenges of rapid scientific & technological advancements, to quote NEP 2020, “With climate change, increasing pollution, and depleting natural resources, there will be a sizeable shift in how we meet the world’s energy, water, food, and sanitation needs, again resulting in the need for new skilled labour, particularly in biology, physics, chem-
I
istry, agriculture, climate science, and social science. The growing emergence of epidemics and pandemics will also call for collaborative research in infectious disease management and development of vaccines and the resultant social issues heightens the need for multidisciplinary learning.” The curriculum must include basic arts, crafts, humanities, games, sports and fitness, languages, literature, culture, and values, in addition to science and mathematics, to develop all aspects and capabilities of learners; and make education more well-rounded, useful, and fulfilling to the learner. Education must build character, enable learners to be ethical, rational, compassionate, and caring, while at the same time prepare them for gainful, fulfilling employment. The NEP 2020 even renamed the Ministry of Human Resource Development (MHRD) as the Ministry of Education in a bid to bring the focus back on education and learning. Although there are numerous improvements and programs to facilitate the NEP to be implemented across the country to bring back the holistic development of a child through education and development, it also isn’t binding on the states to implement as both central and state governments can make their own laws on education, the proposed reforms can only be implemented if both the governments work collaboratively. Critical challenges for NEP 2020 in North East Now if we consider the North Eastern states of India, comprising of eight states: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura, the Education in Northeast India
(NEI) is quite different from rest of India due to many reasons such as geographical distinction, cultural diversity, religious pluralism, socio-cultural heterogeneity, and linguistic varieties. Even though the multiplicity of life and nature in North East is a boon, it is however over the past 60+ years was being neglected and this has led to alienation from rest of India and created a socio-cultural gap. There are many critics who feel that the present National Education Policy 2020 (NEP 2020) could be another fruitless deal that does not have any bearing on NEI development if it does not implement with practical and strategic commitments. Being one of the most heterogeneous sites in geographical areas and socio-cultural diversity. The eight North East states are bordered with five Indian neighbouring countries: Bangladesh in the south, Bhutan and China in the North, Myanmar in the East, and Nepal in the northwest. Further the population is racially dominated by Mongoloid, and the remaining are Caucasoid, Australoid, and Negroid. The education system is little different from rest of India in terms of the academic session, curriculum, structure, teachinglearning method, language aspects, practical know-how, social behaviours, and psychological features. Unlike the CBSE or ICSE boards which follow the April – March academic year, NEI states follow the January December academic session. Add to the above, English and local languages are the primary languages in the teaching-learning process. For instance, English and Liangmai are utilized among the Liangmai tribe, English and Garo among the Garo tribe, English and Manipuri,
Truth must be told
n view of the unrelenting attack on the Naga national political issue by some people from different quarters, the National Socialist Council of Nagalim (NSCN) has to state its position loud and clear to the people. Every sensible Naga, even friends and foes understands that the case of the Nagas is a national resistance movement against the aggressor-states. It is neither a secessionist movement nor a domestic problem of India as wantonly propagated by the aggressors. A wrong view comes from a wrong perspective. Seeking political solution from the Indian constitutional perspective is tantamount to giving a wrong treatment to a patient. Solution of the problem will come only when it is viewed from the correct perspective. The crux of the Indo-Naga problem is GOI not dealing with the issue in the manner that demands political solution. As people and their land are inseparable from each other, so people and their rights, their identity, their culture, their history, politics and religion are also inseparably interwoven .We are created Nagas with Naga materials by God, the Creator of heaven and earth and that we must live as Nagas, speak as Nagas, act as Nagas and die as Nagas. Recognize it or not by the aggressors, Nagas are also a nation among nations. The Naga nation is our identity and our belongingness and no one should doubt about it. The accepted truth is that all men and women are born free and no one is born slave. Slavery is but the creation of man. However, freedom is not the end of the matter; freedom to choose life or death, God or Baal is the heart of the matter and the end of the matter. Thus, said the Lord God of the Hebrews, “Let my people go, that they may serve me.” Exodus: 9:1. The Israelites led by Moses chose God, the Author of life. Those who chose God chose life and freedom. But those who chose Baal looked back to the accursed world of slavery in Egypt and perished. The Nagas begun their resistance movement from their unshakable rock of national principle and that it will conclude there. Principle is seed. As all trees comes from the seeds, so all nationstates come from their national principles. This takes us to the point that Naga state should come from the Naga principle. There is no early solution or delayed solution as some people talk of. All solutions are naturally principle-based. The past agreements or accords could not bring solution in our land because they were not principle-based. Nagas should not repeat the past mistakes. Some other people talk of development of our land by others.
among the Meiteis and so on. Then there is the issue of rural-urban gap which is one of the biggest challenges for NEP. The urban population divide between the haves and the have-nots is another issue that needs to be seriously addressed. The deprivation of educational services and related resources such as the internet, electricity, newspapers, television, public library, education platforms, compounded by meagre incomes of the rural population and urban daily wage earners, create a colossal divide in society. While many in North East feel that the NEP 2020 that aims to make higher education multi-disciplinary, holistic or all-inclusive is a welcome reform as the policy seeks to achieve a 100 percentage Gross Enrolment Ratio in school education by 2030 and the emphasis on Early Childhood Care and Education (ECCE) as the foundation of learning, but they are sceptical of its proper and extensive implementation in the North Eastern states of India. Multilingualism is another big hurdle what they fear, as there are multihome languages in a single classroom. For example, in Tamei, Manipur, there are at least three to four native languages (mother tongues) such as Liangmai, Rongmei, Zeme, Manipuri, and Hindi are taught in schools among the students in a single classroom, and hence the idea of “home language/mothertongue” as the “medium of instruction” becomes a hurdle. Challenges accepted Making Inroads Over the past 7-8 years, the Modi Government has seriously focused on the development of North East India. With continuous improvements, new schemes, infrastructure projects including construc-
No doubt, we NSCN are also for development, but we are for power to develop our land by ourselves. NSCN focuses on power to make money for development. Politics makes development; politics makes money. There are also people who are fond of talking high of colonial power who they call high command. But politics of the NSCN is to decide the future of the Nagas by the Nagas themselves. Nagas are the master of their world. In the matter of solution, they also say ‘something is better than nothing.’ For NSCN any agreement small or big is considerable if it is transitional to the final goal, otherwise no accord or agreement is far better than accord of treason. On the question of sovereignty, we have to tell to the people that sovereignty does not exist outside the people, it is with the people. It is the soul of our nationhood. The principle of democracy says ‘sovereignty is with the people.’ It is one of the main agreed points of the Framework Agreement. Nagas are the worst victims of ‘divide and rule, ‘define and rule policy’ of the aggressors. We are divided and placed in different administrative units so that we are reduced to a negligible minority and colonized. We have suffered ruthless oppressions in the hands of the colonial power and their agents for decades. We Nagas fight back the aggressors because we don’t want to die. We must live and are determined to live to fulfil our mission on earth. The Naga people know too well that the present Nagaland state is a political bait, not manna. We Nagas are made to live with shame and humiliation in our divided land. We must live together; we must work together for our common cause. And therefore, integration of all Naga ancestral domains under one political roof is a must, not a choice. It is said and we have to repeat that Flag and constitution are ingredients of the recognized sovereignty and unique history of the Nagas. Flag and constitution cannot exist apart from the Naga people. They are symbols of our identity and hallmarks of our nationhood. Last but not the least, a political organization or a political party or a political leadership may be mandated by a people to fight for their cause or advocate for their cause. But no organization or party or leadership in history is ever mandated by the people to sell out the right of the people. Treason is the work of traitors and traitors don’t represent the people and issue of the people. Traitor and collaborator are two faces of the same coin. Rh. tion of roads, mobile towers, schools & hospitals along with stressing on local handicrafts skill development of women and youth the Modi Govt and the Double Engine State Governments of North East has been successful in improving the way of life by lessening the civil disputes, extremism and lawlessness prevailing earlier. The Union Education Minister Shri Dharmendra Pradhan upon whom Prime Minister Shri Narendra Modi has bestowed upon the daunting task of NEP 2020 implementation, has been making lot of travels to the North Eastern states to understand the issues and propagate the NEP 2020 and its all-inclusive methods to improve the Education system in the region. During his address at the inauguration ceremony of the North-East Education Conclave 2021 in Guwahati, Shri Pradhan had said that “all the North Eastern states together inculcate as many as 180 languages – we want Assam to become a laboratory for a caste, tribe, languagebased education system,”. “The government of India will prioritize every resource needed for this.” During his recent visit to attend the XXVII Convocation of the North Eastern Hill University (NEHU) in Meghalaya, the Education Minister laid out the importance of NEP 2020 as a transformative pathway for all of us in creating global citizens. With Meghalaya Govt focused on early childhood care and education in the state in line with the NEP 2020, the Union Education Minister appreciated the move. During the launching of North East Research Conclave (NERC) 2022 at IIT Guwahati in May 2022, the Minister was confident that the conclave will enhance
the ties between industry, academics, and policymakers, as well as reenergize the research, start-up, and entrepreneurial ecosystems in the resource-rich North Eastern Region states and the country. In the words of Shri Pradhan, “No Indian language is less than the other languages used in the country. The National Education Policy (NEP) 2020 focuses on universalization of early childhood care and education and also emphasizes on learning in all Indian languages. Under the new policy, Prime Minister Narendra Modi has mandated that all languages are national languages. Therefore, Garo, Khasi, Jaintia (local languages in Meghalaya) are national languages,”. Summary While there are many fold challenges of implementing National Education Policy in the North Eastern India that has 180 languages, the steps are taken in this regard are impressive with good and continuous State & Central coordination. With double engine government all across the NEI region, there is a better chance of proper implementation of NEP 2020 there. Likewise, the constant support from Central Govt in improving the infrastructure that fuels the educational and skill development including the fund flow in the Budget is a welcome move to facilitate the NEP implementation in the North Eastern region of India. While the Narendra Modi Govt has set a target of 2040 to accomplish implementation of the entire Policy, it’s no doubt a march in the right direction. Let’s say no to hate speeches
A
ll of us want to live peacefully as no one loves to stay in a place where there is hatred or violence or conflicts. Mostly conflicts and violence are not the result of anything wrong that happens overnight. Wrong incidences start with hatred and hatred means starting from hate speeches or comments which are not positive. Let us try to understand about hate speech as it is affecting millions around the world. Hate speech can be conveyed through any form of expression, including images, cartoons, memes, objects, gestures and symbols and it can be disseminated offline or online. Hate speech is “discriminatory” - biased, bigoted, intolerant - or “pejorative” - in other words, prejudiced, contemptuous or demeaning - of an individual or group. In ordinary language, “hate speech” loosely refers to offensive discourse targeting a group or an individual based on inherent characteristics - such as race, religion or gender and that may threaten social peace. Under International Human Rights Law, there is no universal definition of hate speech as the concept is still widely disputed especially in regards to its relation to freedom of opinion and expression, non-discrimination and equality. With the aim to provide an unified framework for the UN system to address the issue globally, the United Nations Strategy and Plan of Action on Hate Speech defines hate speech as…“any kind of communication in speech, writing or behaviour, that attacks or uses pejorative or discriminatory language with reference to a person or a group on the basis of who they are, in other words, based on their religion,
ethnicity, nationality, race, colour, descent, gender or other identity factor.” In July 2021, the United Nations General Assembly highlighted global concerns over “the exponential spread and proliferation of hate speech” around the world and adopted a resolution on “promoting inter-religious and intercultural dialogue and tolerance in countering hate speech”. The resolution recognizes the need to counter discrimination, xenophobia and hate speech and calls on all relevant actors, including States, to increase their efforts to address this phenomenon, in line with international human rights law. The resolution proclaimed 18 June as the International Day for Countering Hate Speech, which will be marked for the first time in 2022. We should be aware that hate speech is not only a denial of the essential values of the Organization, but it also undermines the UN Charter’s very core principles and objectives, such as respect for human dignity, equality, and peace. The International Day of Countering Hate Speech is an initiative that builds on the UN Strategy and Plan of Action on Hate Speech launched on 18 June 2019. The Secretary-General of the UN in his message on the occasion said that “hate speech incites violence, undermines diversity and social cohesion, and threatens the common values and principles that bind us together. It promotes racism, xenophobia and misogyny; it dehumanizes individuals and communities; and it has a serious impact on our efforts to promote peace and security, human rights, and sustainable development.” “Words can be weap-
onized and cause physical harm. The escalation from hate speech to violence has played a significant role in the most horrific and tragic crimes of the modern age, from the antisemitism driving the Holocaust, to the 1994 genocide against the Tutsi in Rwanda”, he added in his message. It is very clear that hate speech is a danger and threat and fighting it is a job for everyone. This first international day is an opportunity for all of us to raise our voice against hate speech. We must ensure that freedom of expression is different and hate speeches are different. Freedom of opinion and expression is, indeed, a cornerstone of human rights and a pillar of free and democratic societies, as it supports other fundamental rights, such as the right to freedom of religion, to peaceful assembly and to participate in public affairs. There is no shadow of doubt that hate speech not only affects the specific individuals and groups targeted, but societies at large and it brings unrest and disturbances in societies. Hate speeches might be more where there is more diversity and some individuals or communities want to be more superior to others. When it comes to hate speeches and religion the situation might be worse as hate speeches lead to conflicts and conflicts lead to violence. Hate speeches through social media or any other digital media is equally dangerous and those hate speeches lead to conflicts and violence. Let’s ensure that we do not spread any hate speech and bring disturbances in our society. Ranjan K Baruah (With inputs from UN publication) bkranjan@gmail.com

JAMMU, JUN 17 (PTI): In the first indication of a timeline for assembly polls in Jammu and Kashmir since it was downgraded to a Union Territory, Defence Minister Rajnath Singh on Friday said there is a possibility of holding the polls “by this year-end”. Addressing a function here to celebrate the 200th year of the coronation of Maharaja Gulab Singh, the defence minister said the delimitation exercise has been completed following which the number of seats has gone up to 90 with Kashmir having 47 seats and Jammu 43. Rajnath Singh, who is on a two-day visit to the Union Territory, said, “By
this year-end, there is a possibility of holding assembly elections in Jammu and Kashmir.” The indication of a timeline comes two days after the Election Commission initiated the revision of electoral rolls in the union territory and prepare the draft rolls by August 31. According to the officials, Chief Election Commissioner Rajiv Kumar and Election Commissioner Anup Chandra Pandey carried out a review and directed the Jammu and Kashmir Chief Electoral Officer to map the redrawn assembly constituencies. During the revision exercise, citizens would be given opportunities to en-
rol, delete and change their particulars in the electoral rolls. Last month, the Central government issued a notification saying the orders of the Delimitation Commission which redrew electoral constituencies and provided six additional assembly seats to the Jammu division and one to Kashmir would come into effect from May 20. According to the orders of the Delimitation Commission, set up under the Jammu and Kashmir Reorganisation Act of 2019, the Union Territory will have 90 assembly constituencies -- 43 in the Jammu division and 47 in Kashmir -- with nine of them being reserved for the Scheduled Tribes. The erstwhile state had 87 seats -- 46 in Kashmir, 37 in Jammu and four in Ladakh. During its reorganisation, Ladakh was declared a separate union territory without a legislature. The three-member delimitation panel was headed by Justice Ranjana Prakash Desai, a retired judge of the Supreme Court. Then chief election commissioner Sushil Chandra (now retired) and Jammu and Kashmir Election Commissioner K K Sharma were its two exofficio members.

In April, the ED had attached assets worth Rs 4.81 crore of Jain’s family and companies “beneficially owned and controlled” by him as part of the probe. Delhi Chief Minister and Aam Aadmi Party (AAP) chief Arvind Kejriwal had defended Jain as a “hardcore honest patriot” who was being “framed in a false case”. The chief had said he hoped Jain would come out clean after the ED probe. The ED had said a provisional order was issued under the PMLA to “attach immovable properties worth Rs 4.81 crore belonging to Akinchan Developers Pvt. The premises linked to the promoters of a prominent school-running business group are also understood to have been covered. Big Tech’s lendings can cause concerns: Das The new Hyundai Venue launched in Dmp
MUMBAI, JUN 17 (PTI): Big Tech’s play in lending activities using customer data and sophisticated algorithms can lead to “systemic concerns” like over-leverage and inadequate quality assessment of borrowers, Reserve Bank Governor Shaktikanta Das said on Friday. The entry of firms like Google, Amazon and Meta, which are referred to as Big Tech, also poses concerns related to competition, data sharing, data protection and operational resilience of critical services, Das said while addressing the ‘Modern BFSI Summit 2022’ organised by The Financial Express here. This is not the first time that the banking regulator has expressed concerns about Big Tech’s foray into financial services. In last year’s Financial Stability Report, it had raised some broad concerns, including about such companies’ products accepting deposits for some regulated financial sector entities. Das said Big Tech players are present in the banking sector either by themselves or through tie-
Shaktikanta Das ups with banks or non-bank lenders. Citing the case of lending, he said they offer sophisticated services which use data from various sources to issue loans to users, including those not having collateral or credit history and added that lenders are using the platforms provided by fintech companies. “Such large scale use of new methodologies in credit assessment can create systemic concerns like overleverage, inadequate quality assessment and similar other risks,” he said, adding that authorities and regulators have to strike a fine balance between enabling innovation and preventing systemic risks. “The Big Techs also pose concerns related to
competition, data protection, data sharing and operational resilience of critical services in situations where banks and NBFCs utilise their services. These concerns can also materialise in sectors other than financial services,” the Governor said. Lending through digital channels, including mobile apps, has brought in issues relating to unfair practices, data privacy, documentation, transparency, and breach of licensing conditions, Das said. To tackle such instances, the RBI will soon be issuing guidelines to make digital lending ecosystems “safe and sound while enhancing customer protection and encouraging innovation”, he said. Making it clear that the risks which are emanating can be wide enough to encompass overall financial or market stability, Das said there can be various ways of regulating the fintechs based on activities they do, or entity-based and outcomebased regulation. The fintechs’ play also requires multiple regulators
to work together because a single technology like blockchain or de-centralised finance (DeFi) can have multiple uses coming under different watchdogs’ ambit, he said. “DeFi poses unique challenges to regulators as it is anonymous. The lack of a centralised governance body and legal uncertainties can make the traditional approach to regulation somewhat ineffective. “There is therefore a case for a globally coordinated regulatory approach and inter-regulatory coordination to enable comprehensive assessment of such activities, activities and mitigation of risks,” the Governor said. He also spoke about artificial intelligence and machine learning being used to determine creditworthiness of a borrower, and flagged risks relating to cybersecurity, software development limitations in transaction capacity, privacy of customer data and data security. The methodology of algorithms underpinning digital financial services has
to be “clear, transparent, explainable and free from exclusionary biases”, he pointed out. In the age of technological changes, the Governor also asked the banks to be geared up and adopt more technology, suggesting that banks should not just work like banking service firms but like technology companies. Das also said deploying harsh recovery methods like calling up borrowers at odd hours or using foul language is “unacceptable” and assured that the RBI is paying “serious attention” to such happenings to ensure necessary action is taken to curb such activities. He said most of such instances are reported from unregulated entities, but added that the central bank has also come across such tactics being used by entities regulated by RBI, and urged all players to give special attention to the same. The comments come at a time when there have been reports of suicides by many borrowers triggered by harsh recovery practices by agents.

(From p-1) Those turning 18 on or before January 1 can register as voters on day one of January. Those turning 18 after that have to wait for one whole year. On making electoral law gender neutral, Rijiju said the word “wife” will be substituted with the word “spouse” making the statutes gender neutral which shall allow the wife or husband of a service voter to avail the voting facility available. Soldiers deployed in far flung areas or members of Indian missions abroad are some of the people considered as service voters. An army man’s wife is entitled to be enrolled as a
service voter, but a woman army officer’s husband is not, according to provisions in the electoral law. But now it will change. The poll panel had asked the law ministry to replace the term wife’ with spouse’ in the provision in the Representation of the People Act related to service voters. Another provision of the proposed bill will allow the youth to enrol as voters on four different dates every year. As of now, those turning 18 on or before January 1 of every year are only allowed to register as voters. Rijiju said the Election Commission can now requisition any premises for storage of poll related mate-
rial and accommodation for security forces and polling personnel. The law minister described it as a “historic step” of the Narendra Modi government to reform the electoral process.

NEW DELHI, JUN 17 (PTI): A panel of state ministers on GST rate rationalisation on Friday failed to reach a consensus as some members opposed changes to tax slabs and rates, sources said. The Group of Ministers will, however, present a status report to the GST Council on the consensus which was arrived at the previous meeting of the GoM on November 20, 2021, they added. The GoM will seek an extension to submit its final report, they said, adding issues of tax rates will also be raised in the upcoming Council meeting later this month. The GST Council,

Alabama church shooting kills 2, wounds 1; suspect detained VESTAVIA HILLS, JUN 17 (AP): A gunman opened fire at a potluck dinner inside a suburban Alabama church, killing two members and wounding a third before being taken into custody on Thursday, authorities said. Emergency dispatchers got a call at around 6.20 pm reporting an active shooter at Saint Stephen’s Episcopal Church in the Birmingham suburb of Vestavia Hills, said Police Capt. Shane Ware. A suspect was detained and the wounded victim was being treated at a hospital, Ware said at a press conference late on Thursday. Police declined to identify the suspect or the victims, or provide further details on the attack. Another briefing was planned on Friday. The event was a “Boomers Potluck” gathering inside the church, said messages posted on the church’s Facebook page by the Rev. John Burruss, the pastor. He said he was in Greece on a pilgrimage with a group of members and trying to get back to Alabama. “More than anything, I ask your prayers for our community, especially those who are injured and the families of the deceased. These are the pillars of our community, and I cannot
begin to fathom how painful this is for our entire church, and the larger community,” he wrote. Thursday’s shooting happened just over a month after one person was killed and five injured when a man opened fire on Taiwanese parishioners at a church in Southern California. It comes nearly seven years to the day after an avowed white supremacist killed nine people during Bible study at Emanuel AME Church in Charleston, South Carolina. In Vestavia Hills, investigators remained at the scene for hours past nightfall, with yellow police tape cordoning off the church complex and emergency police and fire vehicles with flashing lights blocking the route to the church. The FBI, US Marshals Service and the Bureau of Alcohol, Firearms, Tobacco and Explosives dispatched agents to the scene. Nearby, people huddled and prayed. “It is shocking. Saint Stephen’s is a community built on love and prayers and grace and they are going to come together,” the Rev. Kelley Hudlow, an Episcopal priest in the Diocese of Alabama, told broadcast outlet WBRC. “People of all faiths are coming together to pray to hope for healing.”
She said supportive messages were coming in from all over the US and the world. “We need everybody out there. Pray, think, meditate and send love to this community because we are going to need all of it,” she said.

The tourists went missing near the Rani Mahal area of Palpa and were rescued with the help of local people within 45 minutes of the incident, according to the Chief District Officer of Palpa Jagganath Panta. The CDO added that people have been advised not to go boating in the Kaligandaki river as the monsoon season has began and the rivers in the country were flowing with a strong current.

As a measure to tackle the fuel shortages and the resultant transport difficulties the state sector employees are allowed to treat Fridays as holidays starting from June 17, the public administration ministry said in a circular. This will be in force for the next three months. A special holiday was granted on Friday for all schools due to transport difficulties. patent waiver for manufacturing COVID-19 vaccines for a period of five years. Under this, a country would be able to issue a compulsory licence to its domestic pharma firms to make that vaccine without taking approval from the original maker. Besides, it was also decided to permit export of those vaccines. Talks on including therapeutics and diagnostics, as proposed by India and South Africa, under the purview of this waiver would start after six months. On the WTO’s response to pandemic and future pandemics, the members have agreed to come
out with a declaration and it would not change any rights and obligations because there were certain sensitivities involved in the matter. The WTO finalised a proposal to not restrict supplies of food grains to the United Nations World Food Programme (WFP). However, these supplies would be subjected to the domestic requirements. Goyal said that with the efforts of all the members, MC 12 (12th ministerial conference) established the relevance of the WTO and it is a big boost to multilateralism. Briefing media on the last day, Goyal said that talks happened day and night from June 12 on different issues and due to that outcome documents were released on eight issues after a gap of seven years. “Everybody thought that this would be a failed meeting and some countries were raising concerns over the relevance of multiliteralism…. Issues which were pending for long, there was progress on that. ….Today we have no issues and we are not leaving Geneva with concerns,” Goyal said.

A veto-wielding permanent member of the UN Security Council, China was the sole hold-out in the 15-nation body on the bid to blacklist Azhar, blocking attempts by placing a “technical hold”. In 2009, India had moved a proposal by itself to designate Azhar. In 2016 again India moved the proposal with the P3 the US, the UK and France in the UN’s 1267 Sanctions Committee to ban Azhar, also the mastermind of the attack on the air base in Pathankot in January 2016. In 2017, the P3 nations moved a similar proposal again. However, on all occasions, China blocked India’s proposal from being adopted by the sanctions committee. Keeping up the international pressure to designate Azhar as a global terrorist, the US, supported by France and the UK, had moved a draft resolution directly in the UN Security Council to blacklist him.

UNITED NATIONS, JUN 17 (PTI): China has put a hold in the UN at the last moment on a joint proposal by India and the US to list Pakistan-based top LeT militant Abdul Rehman Makki as a global terrorist by the Security Council. Abdul Rehman Makki, a US-designated terrorist, is the brother-in-law of Lashkar-e-Taiba (LeT) chief and 26/11 mastermind Hafiz Saeed. Makki, 74, also known as Abdulrahman Maki, has occupied various leadership roles within LeT, a US-designated Foreign Terrorist Organisation (FTO). It is learnt that New Delhi and Washington had put a joint proposal to designate Makki as a global terrorist under the 1267 ISIL and Al Qaida Sanctions Committee of the UN Security Council but Beijing, a close ally of Pakistan, placed a hold on this proposal at the last minute here. C O LO M B O, J U N 1 7 (PTI): Sri Lanka is awaiting official confirmation from India on a new credit line that would allow the cash-strapped nation to have supplies of petrol and diesel for the next four months, Energy Minister Kanchana Wijesekara said on Friday. Sri Lanka is currently facing its worst economic crisis since independence from Britain in 1948. The economic crisis has prompted an acute shortage of essential items like food, medicine, cooking gas and fuel across the island nation. The state fuel entity Ceylon Petroleum Corporation (CPC) said the final shipment of diesel under the existing Indian Line of Credit of USD 700 million for fuel arrived on Thursday. “We did receive unofficial communication on a new credit line for fuel three to four weeks ago, so far no official confirmation of it being made available,” Wijesekara said. This is a legacy of a bipartisan tradition now that has been the case for more than two decades. This will be a gradual process,” he said in response to a question. “But throughout it all, we have made clear to our Indian partners that we are there for them. We are ready and able, and willing to partner with them. And we’ve done just that,” Price said. “Of course, we had a ‘2+2’ dialogue with our Indian partners not too long ago. We will see Prime Minister Narendra Modi once again in the context of the I2U2, the arrangement we have with the UAE and Israel, along with India, incorporating India into many of the partnerships we have, including of course the Quad,” he said. “And that is a group this administration has sought to revitalise, and it has done so at very high levels,” the official added.

US is there for India: Biden admin
WASHINGTON, JUN 17 (PTI): The US is there for India, the Biden administration has said, reiterating that New Delhi’s relationship with Moscow developed over several decades when Washington was “not prepared or able to be a partner of choice” for the Indian government. State Department spokesperson Ned Price’s remarks came in response to a question about whether the US is talking with the Indian authorities as India and other Asian nations are becoming an increasingly vital source of oil revenues for sanctions-hit Russia, despite strong pressure from America. “We have had a number of discussions with our Indian partners, and the point that we have made is that every country is going to have a different relationship with Moscow,” State Department spokesperson Ned Price told reporters at his daily news conference on Thursday. Origins of the Black Death Pinpointed By Scientists
A
centuries-old mystery as to the origins of the Black Death has been solved, according to an international team of scientists. They said the plague pandemic that killed up to 60% of people in Europe, the Middle East and northern Africa in the mid-1300s originated in central Asia in what is now Kyrgyzstan. Plague first entered the Mediterranean in 1347 on trade ships from the East. The source of the Black Death has been unclear, but one popular theory is that it first appeared in China. However, the authors of this new study say they’ve traced it to an area around Lake Issyk Kul in Kyrgyzstan. An epidemic devastated a local trading community there between 1338 and 1339, and tombstones from the time indicate that people died of an unknown epidemic or “pestilence.” As part of the study, the researchers analyzed DNA from human remains in graves from the area with the year 1338 on their tombstones. They found DNA from the plague bacterium Yersinia pestis. “We could finally show that the epidemic mentioned on the tombstones was indeed caused by plague,” study co-author Phil Slavin said in a news release from the Max
Planck Institute for Evolutionary Anthropology i n G e r m a n y. Slavin is a historian at the University of Stirling in Scotland. But was this the source of the Black Death? Previous research suggested that the Black Death was triggered by a massive diversification of plague strains believed to have happened sometime between the 10th and 14th centuries, but the exact date was unknown. “We found that the ancient strains from Kyrgyzstan are positioned exactly at the node of this massive diversification event. In other words, we found the Black Death’s source strain and we even know its exact date [meaning the year 1338],” said study lead author Maria Spyrou, a researcher at the University of Tübingen in Germany. The next question to answer was whether this strain evolved locally or came from elsewhere. Plague bacterium survives in wild rodent populations worldwide, in what are called plague reservoirs. The researchers said modern strains most closely related to the ancient strain are found today in plague reservoirs around the Tian Shan mountains, a mountain range bordering Kyrgyzstan, Kazakhstan and northwest China -- very close to where the ancient strain was found. This points to an origin of Black Death’s ancestor in central Asia, the scientists explained. By Robert Preidt HealthDay Reporter

Asia-Oceania Para Powerlifting C’ships: Ashok Malik wins gold
Maria Sakkari reaches semis
Coco Gauff
BERLIN, JUN 17 (IANS): American tennis player Coco Gauff knocked out No 4 seed Karolina Pliskova 7-5, 6-4 in 1 hour and 37 minutes to reach the semifinals of the German Open, here on Friday. Gauff had lost her only prior meeting against last year’s Wimbledon runner-up Pliskova, and she had also lost her last four matches against players ranked inside the Top 10. But that all changed as World No. 13 fought off four set points in the first set en route to victory over
seventh-ranked Pliskova. At 5-4 in the opener, Pliskova ended a rally with a stunning forehand winner down the line to line up two set points. But Gauff used excellent serves and deft slices to ward off those two, as well as two more, before holding for 5-5 after a challenging 15-minute game. Gauff ’s determination paid off immediately, as she broke Pliskova in the very next game with a backhand winner down the line. The U.S teenager kept the momentum at 6-5, serving out the set at love.

World No. 6 Maria Sakkari reached the women’s singles semi-finals of the German Open after beating No. 6 seed Daria Kasatkina 6-0, 6-3 in the quarterfinals, here on Friday. It was emphatic revenge for Sakkari, who had not beaten Kasatkina in four previous encounters, including a 3-6, 6-3, 6-1 loss in the second round of Madrid last month. However, the pair had never played on grass before and the 26-year-old used the slick surface to her advantage to enhance her aggressive strategy.

regional competition. The Chinese lifter had a total of 390 kg while the Iranian finished third with 382 kg. In the overall Individual category, Malik won bronze with a best lift of 173 kg. Malik came up with consistent performance as he was the only lifter in the final group with three successful lifts and bagged the gold medal in total combined score. He started with the first lift of 150 kg and followed it up by lifting 168 kg and 173 kg in his next two attempts to finish with a total of 491 kg, which fetched him the gold medal. In the individual category, China’s Zhou came up with a dramatic lift of 196 kg in his final attempt, just one kilogram more than Arangeh of Iran to win the gold medal. Arangeh bagged the silver and Malik (173) had to settle for bronze. On Thursday, veteran powerlifter Farman Basha bagged two silver medals for India in the men’s up to 54 kg category.

India U-17 women’s football T20I: India beat SA by 82 runs; level series 2-2 team to play Italy and Netherlands
RAJKOT, JUN 17 (IANS): On the back of a blistering 55 from Dinesh Karthik and Avesh Khan scalping 4/18, India thrashed South Africa by 82 runs at the Saurashtra Cricket Association Stadium here on Friday. Despite losing the toss for the fourth time in a row, India ended up on the winning side, meaning that the hosts squared the five-match series 2-2, with Sunday’s match at Bengaluru now a winner takes it all affair. After Karthik’s careerbest efforts of 27-ball 55, hitting nine fours and two sixes at a strike-rate of 203.7 apart from sharing a 65-run stand off 33 balls with Hardik Pandya (46 off 31 balls) propelled India to a competitive 169/6, South Africa were never in the chase from the word go, with only three batters reaching double figures and crashed to 87 all out in 16.5 overs. With India’s bowlers hitting hard lengths consistently, seamers finding variable bounce and spinners keeping things tight while getting hint of turn, it was difficult for South
Indonesia Open: Prannoy storms into semifinals JAKARTA (INDONESIA), JUN 17 (IANS): Ace shuttler H.S Prannoy kept India’s hopes alive at the Indonesia Open 2022 by reaching the men’s singles semifinals with a convincing win over Denmark’s Rasmus Gemke in the quarterfinals at the Istoria Stadium, here on Friday. Prannoy, the only Indian still alive in the BWF Super 1000 event, beat Gemke 21-14, 21-12, to set up a semifinal clash against China’s Zhao Junpeng, who beat Hong Kong shuttler Cheuk Yiu Lee in his finaleight clash. Going into the tie, both players had two victories each in their last two headto-head meetings. It was H.S Prannoy, 23rd in the world badminton rankings, who dominated the early exchanges against his Danish opponent, whose mobility seemed to have been limited by an injury. The Indian began with six back-to-back points before Gemke, the world No. 13, could register himself on the scoreboard. The Dane produced some eye-catching shots in the second half of the opening game but the early momentum was enough to see Prannoy through.

David Miller was the next batter to fall as Harshal got one to jag in and uproot the off-stump. In the 14th over, Avesh ensured that the South African challenge was as good as over. He had Rassie van der Dussen holing out to deep mid-wicket, then rattled Marco Jansen with a bouncer and got him holing out to the same region on the very next ball. Avesh closed the over by having Keshav Maharaj caught easily at mid-on. Chahal and Axar wrapped up the innings by taking a wicket each to complete India’s thrashing of the Proteas. Rafael Nadal intends to play WTT Contender: Sathiyan enters round of 16 Wimbledon as foot injury improves
Rafael Nadal
PALMA DE MALLORCA, JUN 17 (AGENCIES): Rafael Nadal said on Friday that he intends to compete at Wimbledon later this month when he will attempt to win a record-extending 23rd Grand Slam title. After winning both the Australian and French Opens this year, Nadal, who turned 36 earlier this month, told a news conference that the pain in his injured foot has eased and he will travel to London on Monday to start his preparation for the tournament. “I’m happy, I haven’t been limping for a week,” Nadal, who won Wimbledon in 2008 and 2010, told a news conference in Mallorca. “I have noticed chang-
es with the treatment, still have strange sensations, sometimes I can’t feel my foot, but the pain that did not allow me to support my weight on my foot has subsided.” Nadal explained that he intends to travel to London on Monday and he will assess how he is feeling after a week of training and exhibition matches. “My intention is to play Wimbledon, but it will all depend on what happens with my body this next week,” Nadal said. “I’m without pain for a week and have been practising, so it tells me there may be a chance to play in the tournament.” Nadal said last month in Paris that he had played Roland Garros with pain-
killing injections prior to each match, but does not want to repeat that at other tournaments. T h e i s s u e, w h i c h forced him to take five months off in 2021, returned in Rome prior to the French Open, after he came back in May from a six-week injury break. Nadal has not played Wimbledon since 2019 when he reached the semifinals. The tournament was not held the following year due to the COVID-19 pandemic and he missed the 2021 edition due to injury. He last reached the Wimbledon final 11 years ago, when he finished runner-up to Novak Djokovic. “I haven’t played on grass for three years and I have to adapt, every day I have been recovering sensations and feeling better. I have a week left before playing and I have to test myself little by little,” Nadal said. “Advancing in the first rounds is crucial. If you advance, you pick up the pace to reach the end. You have to survive no matter what.” Nadal also confirmed that his wife Mery Perello is pregnant with their first child.

Curry knocked down a three-pointer from well beyond the arc to give the Warriors their largest lead of the night at 72-50 with six minutes to go in the third, pointing at his finger to show where his fourth championship ring should go. DEFENSE THE DIFFERENCE The young Celtics team tried to claw their way back but their cause was not helped by 23 turnovers that led to 20 Warriors points, while they also lost the rebounding battle. Celtics rookie head coach Ime Udoka was confident big things lay ahead for his team.
In the thrilling final, Kothari displayed great mastery of cue ball control from the beginning. He notched up breaks of 161, 141, 135 and 117 to take a massive 600-point lead. The Englishman could manage only a solitary century break of 177 during that session. A couple of missed regulation drop cannons by Kothari in the next session saw Hall fight back with a magnificent break of 391 as he reduced the margin to 200 points before overtaking Kothari.
