With funds exhausted, NMC project in a limbo

Spl. Correspondent

NEW DELHI, MAY 18 (NPN): Eight years after the foundation stone for the first medical college (Nagaland Medical College-- NMC) at Phriebagei in Kohima district, was laid by chief minister Neiphiu Rio on March 3,2014, the project has fallen to the same ailment of running behind schedule and consequent cost overrun. The NMC was estimated to cost Rs. 189 crore through joint funding between the ministry of health and family welfare (MoHFW) and Nagaland state in the ratio of 90:10. The MoHFW has already released its entire share of Rs.170.1 crore. Despite requests from the state government, the MoHFW has told the state that no further funds would be forthcoming since it has released its entire share for the project. The NMC was expected to enrol the first

batch of medical students in 2021-22, but things did not materialize owing to noncompletion of the project. Not only falling behind schedule and landed with cost overrun, unlike other medical colleges where the academic wing and hospital usually are located within the same campus, the NMC academic campus is located at Phriebagei which is around 6.5 Kms away from the hospital (Naga Hospital Authority Kohima-NHAK). Since the project appeared to have been ground-

ed due to delay and cost overrun, Nagaland chief minister Neiphiu Rio in a letter dated September 6, 2021- addressed to the Prime Minister, requested that the Centre take over the construction of medical college and upgrade it to AIIMS like institute or as a Central Institute like RIMS at Imphal. In response, the union minister of health and family welfare, Dr. Mansukh Mandaviya, in a letter dated January 24, 2022 to chief minister Neiphiu Rio, categorically stated that the Centre had

released in full, the Central share of Rs. 170.10 core to Nagaland under Phase-I (Naga Hospital) of the Centrally Sponsored Scheme for ‘Establishment of new medical colleges attached with existing district/referral hospitals’ with 100 MBBs seats’ for the Rs. 189 crore project in the ratio of 90:10. Mandaviya said the since NMC was a State implemented project, it was not possible for the Centre to take over the medical college, presently under construction. He pointed out that as per provisions of the agreement signed (MoU) between the Centre and the State government- recurring expenditure and expenditure in excess of approved cost of the medical college will have to be borne by the respective State government. He also pointed out that the funds released by the Centre (Rs. 170 crore) were provided for upgra-

D I M A P U R , M AY 1 8 (NPN): Nagaland Pradesh Congress Committee (NPCC) will submit a representation to Election Commission of India (ECI) demanding voter-verifiable paper audit trail (VVPAT) printout be used as ballot paper for voting wherein the voter, after verifying the printout from the VVPAT machine, can stamp it and drop it into the ballot box. M e n t i o n i n g t h i s, NPCC president K Therie in a statement said the State Congress was also demanding one-day polling and simultaneous counting. Since the demand for paper ballot raised by NGOs

was pending with ECI, he said Congress had decided to wait for the commission’s reply on this. Meanwhile, Therie claimed that the Congress’ Udaipur declaration of May 15 believed that citizens had to come out of the tragedy of divide-and-rule on religious lines. Besides the religious divide, division of votes through multi-party system was also responsible for keeping the majority in the opposition. He claimed BJP was ruling with only 37.36% while the opposition had 62%. He alleged that the religious divide had polarised not only the society but

even the Executive and the Judiciary, adding that they were used to ill-treat secular leaders. Noting that internal disturbances on religious lines had reached a peak, he said the people had lost peace of mind. The NPCC president claimed that the Congress’ Udaipur Nav Sankalp called for India to unite in removing the communal demon. It also seriously considered that EVMs lacked transparency, could be tampered with and were vulnerable and unreliable. Further, with over 19 lakh EVMs missing, voters had totally lost their trust in the system, he added.

D I M A P U R , M AY 1 8 (NPN): Dimapur district recorded the highest vaccination doses administered in the State, which was appreciated by a Central team from the Union Ministry of Health & Family Welfare during its visit to Dimapur in April this year. Claiming this at a joint meeting of Dimapur District Task Force (DTF) for Covid-19 and DTF for Covid-19 vaccination convened by him at the conference hall of deputy commissioner’s (DC) here on Wednesday, Dimapur DC Rajesh Soundararajan said the Central team had also appreciated the public in general

‘Some LR&S officials arbitrarily charging fees’ D I M A P U R , M AY 1 8 (NPN): Nagaland Law Students’ Federation (NLSF) has alleged that some officials from the Land Record and Survey (LR&S) department were “arbitrarily charging fees” for land verification/ spot verification from the general public while processing for obtaining NOC, Jamabandi, land holding certificate etc. Nagaland Law Students’ Federation through its media & publicity wing stated that such illegal activities of the concerned officials were liable for prosecution under relevant sections of law. The federation stated

that government officials were expected to discharge duties in a courteous manner and with integrity while dealing with the general public. However, NLSF alleged that some officials on the pretext of speeding up the process were charging fees amounting to a few thousands from the public. It said that taking “pecuniary advantage” over the general public was violative of the service rules. The federation has, therefore, informed the general public especially the residents of Cadastral area/ town area/ surveyed area not to pay any fees to the concerned officials/surveyor

while verifying the land for obtaining No Objection Certificate (NOC), Land Patta, Land Holding Certificate etc. except the government prescribed fees. If any official was found indulging in such illegal activities, NLSF said it should be reported to the higher authority for initiating necessary action against the “delinquent officials.” Meanwhile, the federation has informed that public could contact NLSF (8119997222, 9612551127, 9366054219) for taking up the matter with the competent authority for necessary disciplinary action.

for following Covid-19 appropriate behaviour and the support extended by NGOs and civil society groups to the DTF and vaccination team, DPRO report stated. any kind was responsible for nine million deaths in 2019 — equivalent to one in six deaths worldwide. Air pollution — both household and ambient — was responsible for the greatest number of deaths at 6.67 million worldwide. “The health impacts of pollution remain enormous, and low- and middle-income

countries bear the brunt of this burden. Despite its enormous health, social and economic impacts, pollution prevention is largely overlooked in the international development agenda,” said study lead author Richard Fuller, from Global Alliance on Health and Pollution, Geneva, Switzerland. “Attention and fund-

The need for a common bio medical waste management facility at Dimapur was raised by Dr Clement from Christian Institute of Health Sciences and Research (CISHR), to which the DC asked Dimapur Municipal Council (DMC) for initiating a proposal in this regard in coordination with chief medical officer (CMO) Dimapur. CMO highlighted the current Covid-19 situation in the district. Districts immunisation officer Dr Rebecca shared the COVID-19 vaccination status of health workers,

frontline workers, senior citizens and of different age groups till May 15. She explained that for the age group 12 to 14 years Corbevax vaccine was available in 20-dose vial and claimed that the government had been administering the vaccine to children in schools, both government and private, for avoiding vaccine shortage. She claimed that the vaccination team had visited 90 schools so far for vaccinating children in 12 to 14 years age group. The programme was also attended by DTF members and other district officials.

ahead of Rajiv Gandhi’s 31st death anniversary, the apex court also rejected the Centre’s argument that the President exclusively has the power to grant pardon in a case under IPC Section 302(murder), saying this would render Article 161 (power of Governor to grant pardon) functionless. The bench held that states have the power to advise and aid the Governor in the case of pleas of pardon under Article 161 made by convicts in murder cases.

D I M A P U R , M AY 1 8 (NPN): In view of the outbreak of African Swine Flu (ASF) in Longleng district and neighbouring districts of Assam, the deputy commissioner (DC) Mon, Thavaseelan K, has ordered ban on sale and slaughter of pigs and import of pigs from outside the district till further directives. The order also comes a day after Longleng district reported the outbreak of African Swine Fever (ASF) at Tangha village. The district authorities have also imposed ban on slaughtering and sale of pigs in both infected and surveillance zone. NEW DELHI, MAY 18 (PTI): India saw over 23.5 lakh premature deaths due to pollution of all types — including 16.7 lakh fatalities caused by air pollution — in 2019, the highest among all countries globally, according to a new study published in The Lancet Planetary Health journal. The majority of air pollution related deaths — 9.8 lakh — in India were caused by ambient PM2.5 pollution — tiny pollution particles in the air that are two and one half microns or less in “How I missed those days width, the researchers said. Another 6.1 lakh were when children quarrelled over TV programme. Now due to household air polluthey don’t even look at tion, they said. each other.” Globally, pollution of

ing has only minimally increased since 2015, despite well-documented increases in public concern about pollution and its health effects,” Fuller said in a statement. In India, air pollution is most severe in the IndoGangetic Plain (northern India), where topography and meteorology concentrate pollution from energy, mobility, industry, agriculture, and other activities, the researchers said. According to the study, burning of biomass in households was the single largest cause of air pollution deaths in India, followed by coal combustion and crop burning. Populationweighted mean exposure

to ambient air pollution peaked nationally in India at 95 milligrammes per cubic metre (mg/m3) in 2014, was reduced to 82mg/m3 by 2017, but more recently has been rising slowly again, the researchers said. “India has developed a range of instruments for tackling air pollution, including a National Clean Air Program, and in 2019 launched a Commission for Air Quality Management in the National Capital Region. State Pollution Control Boards have regulatory powers to impose and enforce emissions standards on pollution sources,” the authors of the study noted.

MUMBAI, MAY 18 (PTI): The rupee declined by 17 paise to close at its fresh lifetime low of 77.61 against the US dollar on Wednesday amid unabated foreign fund outflows and concerns over aggressive rate hikes by the US Federal Reserve to tame inflation. A stronger greenback in the overseas markets and crude oil prices surging over 1 per cent to USD 113 per barrel also weighed on the local unit. At the interbank foreign exchange market, the rupee opened lower at 77.57 and later hit the day’s low of 77.61 as the dollar rebound-

ed in global markets following hawkish comments from US Federal Reserve chief Jerome Powell. The domestic currency finally ended at its all-time low of 77.61, showing a loss of 17 paise over its previous close of 77.44. “The dollar index took support near 103.50 and the capital market witnessed profit booking from higher levels, sending rupee into weakness,” said Jateen Trivedi, VP Research Analyst at LKP Securities. Analysts said the rupee weakened on concerns that the US Federal Reserve might consider more rate hikes to control inflation.
