NEW DELHI, MAY 18 (NPN): Eight years after the foundation stone for the first medical college (Nagaland Medical College-- NMC) at Phriebagei in Kohima district, was laid by chief minister Neiphiu Rio on March 3,2014, the project has fallen to the same ailment of running behind schedule and consequent cost overrun. The NMC was estimated to cost Rs. 189 crore through joint funding between the ministry of health and family welfare (MoHFW) and Nagaland state in the ratio of 90:10. The MoHFW has already released its entire share of Rs.170.1 crore. Despite requests from the state government, the MoHFW has told the state that no further funds would be forthcoming since it has released its entire share for the project. ‘Some LR&S officials arbitrarily charging fees’ D I M A P U R , M AY 1 8 (NPN): Nagaland Law Students’ Federation (NLSF) has alleged that some officials from the Land Record and Survey (LR&S) department were “arbitrarily charging fees” for land verification/ spot verification from the general public while processing for obtaining NOC, Jamabandi, land holding certificate etc. Nagaland Law Students’ Federation through its media & publicity wing stated that such illegal activities of the concerned officials were liable for prosecution under relevant sections of law. The federation stated
that government officials were expected to discharge duties in a courteous manner and with integrity while dealing with the general public. However, NLSF alleged that some officials on the pretext of speeding up the process were charging fees amounting to a few thousands from the public. It said that taking “pecuniary advantage” over the general public was violative of the service rules. The federation has, therefore, informed the general public especially the residents of Cadastral area/ town area/ surveyed area not to pay any fees to the concerned officials/surveyor

A “Red Alert” has been sounded for Assam and Meghalaya over heavy to extremely heavy rain in the next four days. The IMD on Monday warned of light to moderate rainfall at most places with isolated heavy to very heavy rainfall and isolated extremely heavy rainfall over Assam-Meghalaya, as well as thunderstorms and lightning at isolated places. For Arunachal Pradesh, the IMD has issued an “Orange Warning”, with light to moderate rainfall at most places, heavy to very heavy rainfall in the frontier state. MUMBAI, MAY 18 (PTI): The rupee declined by 17 paise to close at its fresh lifetime low of 77.61 against the US dollar on Wednesday amid unabated foreign fund outflows and concerns over aggressive rate hikes by the US Federal Reserve to tame inflation. A stronger greenback in the overseas markets and crude oil prices surging over 1 per cent to USD 113 per barrel also weighed on the local unit. At the interbank foreign exchange market, the rupee opened lower at 77.57 and later hit the day’s low of 77.61 as the dollar rebound-
ed in global markets following hawkish comments from US Federal Reserve chief Jerome Powell. The domestic currency finally ended at its all-time low of 77.61, showing a loss of 17 paise over its previous close of 77.44. “The dollar index took support near 103.50 and the capital market witnessed profit booking from higher levels, sending rupee into weakness,” said Jateen Trivedi, VP Research Analyst at LKP Securities. Analysts said the rupee weakened on concerns that the US Federal Reserve might consider more rate hikes to control inflation.

DIMAPUR: Additional De puty Commissioner (ADC) Jalukie, Dr. Tinojongshi Chang expressed concerned over low percentage of COVID-19 vaccination coverage in Peren district and urged stakeholders to spread awareness on importance of vaccination. According to a DIPR report, the ADC was addressing the district level multi-stakeholder meeting on COVID-19 Wednesday at CHC Jalukie Conference Hall held under the chairmanship of District Coordinator, Indian Social Responsibility Network (ISRN), Vilie Rhetso. Expressing concern over the low vaccination percentage, Dr. Chang said unless every individual avail the vaccine, there were chances
of upsurge in COVID-19 cases again. However, with the intervention of ISRN, he hoped that the vaccination drive in the district would be a success. The ADC also requested the stakeholders present in the meeting to spread an awareness on the importance of vaccination among the community with limited and right information. Giving a brief introduction on ISRN, state coordinator ISRN, Martha Dukru said ISRN is a national level non-governmental organisation and also an implementing agency supporting the medical department working to amplify the COVID-19 vaccination programme in six selected districts of Nagaland. Speaking on how to eradicate hesitancy among
the people in high-resistant areas, Dukru said it was the social responsibility of all the local leaders to understand the present scenario of COVID-19 and work collectively and spread awareness on the effectiveness of the vaccine as well as educate the people who are misinformed and mislead by various false news. She also highlighted the different types of field activities conducted under IRSN. Earlier, deputy Chief Medical Officer (CMO) Peren, Dr. Lanuakum highlighted the current status of vaccination coverage in the district. Short speeches were also delivered by director of Pro Rural Society, Dr. Paul Lokho, officials from John Snow India (JSI), Delhi, NZPO and ZMO president.
SVSU asks DoSE to deploy teachers at GMS DIMAPUR: Shamator Village Students’ Union (SVSU) on May 13, visited educational institutions at Shamator to address grievances of teachers and students. In a press release, SVSU president Yanrükiu S Tikhir and joint secretary K. Khupanthong stated that during the visit, SVSU found out that the school was short of teachers. The student union claimed that the Department of School Education (DoSE) deployed two more teachers at GMS, Shamator village on March 30, however, one G/T was retained at the same place on May 16. It also said that a P/T who served 19 years at GMS, Shamator Village was “transferred unofficially” to GMS, Yakor Village without the knowledge of SMC Shamator Village. SVSU pointed out that there was no computer, solar facilities and that GMS, Shamator village was running without peon and chowkidar. In this regard, the union urged upon DoSE to look into the matter on priority and deploy teachers.
Organisations flay assault incident in Kohima
DIMAPUR: Various organisations have condemned the physical assault on two students allegedly by a group youth at Pezielietsie (Tinpati), Kohima on May 15. All Sumi Students’ Union (SKK) stated that one student was first attacked without any provocation when his friend, a Sumi student leader identified as Hipito Achumi intervened and tried to pacify. According to SKK, the student leader was asked about his tribe, and after he said he belonged to the Sumi community, the “assaulters” labelled him as thief and “mercilessly” assaulted him. SKK stated that such “act of barbaric aggression and needless name-calling” cannot to be tolerated, adding that “justice needs to prevail.” Further, SKK said the perpetrators deserved to be punished as per the law for the sake of peace and fairness in the Naga community. In this regard, SKK has appealed for fair probe into the matter from the authori-
ties concerned. It also urged other organisations and individuals to take a stand against such atrocities. SKK cautioned that it would not remain a silent spectator if “justifiable actions” were not taken with respect to two injured students, one of whom was a bona fide SKK member. Meanwhile, SKK has lauded Lhisemia youth organisation and students’ union for their prompt action in apprehending the three accused and conveying solidarity to the Kohima Sumi Students’ Union and Sumi Community by vehemently condemning the act. NLSF: Vehemently condemning the assault incident, the Nagaland Law Students Federation (NLSF) said that “certain rogue individuals” with the hatred against certain tribal community committed the “unruly act” NLSF through its media and publicity wing said stated that such an atmosphere in the society needed to be trampled upon by the responsible colony organization. On identifying the perpetrators involved in the heinous act, LYO and LSU said they were handed over to the law enforcement agency on the night of May 17. “We are enraged and utterly shocked at the barbaric act meted out by three of our Khel members which resulted in grievous injuries to the victims,” they said. The two bodies affirmed stand against violence in any forms on tribal lines. LYO and LSU also said they do not stand in support of the offenders involved in the act. The two bodies have conveyed solidarity to the Kohima Sumi Students’
Union and the Sumi community in general. Calling for timely delivery of justice, LYO and LSU said they would ensure that such incidents did not occur in the future. Expressing deep concern and sympathy to the two victims and their families, the two bodies wished them a quick recovery. After scrutiny, the compensation is awarded based on factors such as gravity of the offence, loss of livelihood, age (in case of death), monthly income, number of dependents and if the crime is an isolated incident or part of a series over a period of time.
Police caution public against online fraudsters
DIMAPUR: Nagaland police have cautioned the public that fraudsters were impersonating political executives or senior government officials including police on WhatsApp and asking for financial assistance. In a press release, Nagaland police PRO said the modus operandi of the fraudsters was to register in WhatsApp using black/fake SIM cards, use photograph of the person impersonated as a WhatsApp profile picture, get the name and phone number of potential victims from websites and other social media accounts (friends list) of the person impersonated, share the link of Amazon Pay Gift Cards to the victims asking them to

GUWAHATI, MAY 18 (PTI): Assam Forest Minister Parimal Suklabaidya Wednesday said that 40 new scientifically designed highlands have been constructed to save the wildlife of Kaziranga National Park and other forests and to provide them shelter during floods in the state. Suklabaidya said the forest department is in a state of “complete preparedness” to rescue animals from the ongoing floods in Kaziranga and
other national parks and wildlife sanctuaries across the state. “We have successfully completed the construction of around 40 highlands for tackling the prevailing flood situations in Kaziranga and other national parks and wildlife sanctuaries,” he said. The new highlands have been designed scientifically with provision for adequate grass and plants yielding fruits such as elephant apple and Indian gooseberry, Suklabaidya
said in a statement. “The highlands enable us to reduce the animal casualty during annual floods”, he added. Suklabaidya, who is closely monitoring the flood situation in the national parks and wildlife sanctuaries, said that the department is fully geared to deal with it. “Kaziranga bears the brunt of floods every year, be it small or big. We are fully equipped to tackle any sort of exigency along with food arrangements for officers and forest personnel deployed for rescue operations of animals in Kaziranga,” he said. More than 25 boats are kept ready for rescue of animals in Kaziranga National Park and a slew of initiatives have been taken by his department to deal with any deluge in a better and efficient manner, he said.
IMPHAL, MAY 18: Union minister of state for external affairs and education Dr RK Ranjan on Wednesday said that media must follow official confirmation of sensitive news strictly. Addressing the inaugural function of a one-day workshop ‘“Vartalap”, Dr Ranjan said that journalists must confirm officially while filing sensitive reports, as sometimes it is a matter of national security which cannot be compromised in any manner. Singh lauded the PIB officials for organizing such a workshop that would sensitize the media on government policies and programmes and acknowledged the role of media in creating awareness among the people about various aspects of society through their writings. He said that the media can be treated as an extension of the government and that they play a crucial role in disseminating information regarding important government schemes.

He said that the media has a greater responsibility and a duty towards people and the balancing of news must be done to highlight the positive and negative aspects of news. He stressed on the need for making media persons acquainted with the schemes and projects so that they can disseminate information regarding important government schemes effectively to the masses. He said that the party was finding it difficult to gain acceptance in more than half of the 60 constituencies in the state, especially in the Khasi Jaintia Hills region. “All is not well in the Meghalaya unit of the TMC. At least two MLAs have openly aired their reluctance to contest 2023 on party tickets. Some others have shared similar views, albeit not openly. I have already discussed the matter with our leader Mukul Sangma,” he told PTI on the condition of anonymity. Led by Sangma, the leader of opposition in the Assem-
bly, 12 of the 17 Congress MLAs crossed over to West Bengal-headquartered TMC last November, making it the principal opposition party in the state. “Voters in Khasi Jaintia Hills, which comprises 36 seats, seem reluctant to accept the party. GUWAHATI, MAY 18 ( AGENCIES):Researchers from Developmental Biology & Herpetology Lab, Department of Zoology, Mizoram University, Amity Institute of Forestry and Wildlife, Amity University and Society for South-East Asian Herpetology, Germany have found a new species of snake Herpetoreas murlen from Murlen National Park, Mizoram, reports East Mojo. “We discovered a new species of natricine snake which we named as Herpetoreas murlen commonly known as Murlen Keelback snake from Murlen National
Park in Mizoram, one of the least explored protected areas in the state,” Lal Biakzuala, Senior Research Fellow and doctoral student, Mizoram University told EastMojo. The study has been published in Salamandra journal- a journal of German herpetology. Natricine snakes belong to the sub-family Natricinae (commonly said as natricine snakes) and are accommodated under the huge snake family Colubridae, and most of the members of this sub-family are considered a pretty common snake species.

Congress leader and party spokesperson Shaktisinh Gohil also launched a scathing attack on Patel, calling him “dishonest” and an “opportunist”, and claimed that youth leaders who have switched to the BJP have been reduced to “zero”. Patel, who gained prominence in 2015 after he led the agitation seeking reservation for the Patidar community and was made the Gujarat Congress working president in July 2020, has accused its top leadership of behaving as if they hated Gujarat and Gujaratis. Gohil said the Congress gave opportunities to youth leader Hardik Patel and made him the working president of the Gujarat Congress, but he was lured
by the BJP. “The BJP has got Hardik Patel to resign by using all means, including getting a CD on him, and used agencies like Enforcement Directorate and CBI and used all measures that were below the belt,” he alleged. “There are cases of sedition, rioting and many others and he can’t contest elections,” he said and claimed the BJP government has approached the High Court to take back the cases against him. “Since then this plot was clear that Hardik Patel is moving with the BJP to get cases against him withdrawn,” he said. Gohil said Hardik Patel had called Amit Shah “General Dyer” for the action against Patidar quota agitators. He said none of the demands of the Patidar community after their agitation has been fulfilled and asked Hardik Patel as to what personal agenda and gains he had that he forgot his community which made him a leader. “Why has your attitude changed?” he asked. “Your colleagues of the Patidar community have accused you of selling party tickets given to you by the Congress and you misled the party and did not grant tickets to real workers. It would have been good if
you answered your Patidar colleagues on the charges made out against you,” Gohil also asked. He claimed that after Rahul Gandhi’s rallies in Gujarat, the BJP is rattled and the people of the state have turned against the ruling party. “The BJP is fearing losing power... they have resorted to these kinds of measures by getting Congress leaders to defect to the BJP. “This countr y can never become Congressmukt because the Congress is people’s party. However, the BJP has now turned ‘Congress-yukt’ and that is why they are taking Congress leaders,” he said. He claimed Hardik Patel was trying to put pressure on the party not to take Naresh Patel into the party and “to listen to him only”. ‘’He used to try to remain close to Rahul Gandhi once to gain political ground. Now, he is criticising the leadership. It shows that he is an opportunist,” Gohil said. The Congress party has always encouraged youth leaders and such desertions will not affect this policy, he said.
Cabinet amends biofuels policy, advances ethanol blending target
NEW DELHI, MAY 18 (PTI): The Union Cabinet on Wednesday approved advancing the target of blending 20 per cent ethanol in petrol by 5 years to 202526 as well as allowing more feedstocks for the production of biofuels in a bid to cut reliance on imported oil for meeting the country’s energy needs. The Cabinet, headed by Prime Minister Narendra Modi, at its meeting on Wednesday approved the amendments to the National Policy on Biofuels, an official statement said. The main amendment is for advancing the target of blending 20 per cent ethanol in petrol (20 per cent ethanol, 80 per cent petrol) to 2025-26 from 2030. C u r r e n t l y, a b o u t
10 per cent of ethanol is blended in petrol. Also, more feedstocks have been allowed for the production of biofuels which can be doped with auto fuels. It also provides for promoting the production of biofuels in the country, under the Make in India programme, by units located in Special Economic Zones (SEZ)/ Export Oriented Units (EoUs). These decisions will help India, which depends on imports for meeting 85 per cent of its oil needs, to cut reliance on overseas shipments. The Cabinet also approved granting “permission for export of biofuels in specific cases,” the statement said. The amendments will also attract and foster
developments of indigenous technologies which will pave the way for the Make in India drive and thereby generate more employment. The existing National Policy on Biofuels came up in 2018. “This amendment proposal will pave the way for the Make in India drive thereby leading to a reduction in import of petroleum products by the generation of more and more biofuels. “Since many more feedstocks are being allowed for the produc tion of biofuels, this will promote the Atmanirbhar Bharat and give an impetus to Prime Minister’s vision of India becoming ‘energy independent’ by 2047,” the statement added.

MORBI (GUJ), MAY 18 (PTI): At least 12 l a b o u r e r s we r e k i l l e d when a wall collapsed at a salt packaging factory in Gujarat’s Morbi district on Wednesday, officials said. The incident took place at Sagar Salt factory situated inside the Halvad industrial area, said state Labour and Employment Minister and local MLA Brijesh Merja. “At least 12 workers have died due to the wall collapse. Efforts to rescue others who might have been trapped under the debris are still on,” Merja said.
Prime Minister Narendra Modi expressed grief over the tragedy and announced a compensation of Rs 2 lakh each for the kin of the deceased. “The tragedy in Morbi caused by a wall collapse is heart-rending. In this hour of grief, my thoughts are with the bereaved families. May the injured recover soon. Local authorities are providing all possible assistance to the affected,” Modi tweeted. The PMO also informed on Twitter that a compensation of Rs 2 lakh each will be given to the next of kin of the deceased
from the Prime Minister’s National Relief Fund. The injured would be given Rs 50,000 each, it added. Union Home Minister Amit Shah also took to Twitter to express grief over the tragedy. He spoke to Gujarat Chief Minister Bhupendra Patel over phone about the ongoing rescue work, he said. Chief minister Patel announced a compensation of Rs 4 lakh each for the kin of the victims and gave instructions to the district administration about the rescue and relief work, said a statement by his office.

She also accused the Narendra Modi government of engineering communal disturbances to diver t people’s attention from issues affecting them such as price rise. “The Centre is looting the common people by hiking prices of domestic gas, petrol and diesel… It’s an anti-people government. They have earned over Rs 17 lakh crore by raising fuel and gas prices,” Banerjee claimed at a Trinamool Congress programme at Medinipur College grounds here. She maintained that

NEW DELHI, MAY 18 (PTI): The Supreme Court Wednesday granted bail to former media executive, Indrani Mukerjea, facing trial for the alleged murder of her daughter Sheena Bora in 2012. Indrani Mukerjea was granted bail on Wednesday after she was arrested by the Mumbai police on August 25, 2015, in connection with the Sheena Bora murder case. She was arrested four days after her former driver, Shyamvar Rai, was apprehended by the police with an illegal weapon. Rai told the police that he was present and had participated in the murder of his former employer’s daughter, Sheena Bora, on April 24, 2012. Based on this, the police arrested Rai, Indrani Mukerjea and her former husband, Sanjeev Khanna, in August 2015. A bench of Justices L Nageswara Rao, B R Gavai and A S Bopanna took note of her counsel senior advocate Mukul Rohatgi’s submissions that she had been in jail for more than 6.5 years and also concluded that the trial is not likely to end soon. “We are granting bail…6.5 years is too long a time,” the bench said. The court said, “Indrani Mukherjea has been in custody for 6.5 years. This case is based on circumstantial evidence. We are not

making comments on the merits of the case. Even if 50 per cent of witnesses are given up by the prosecution, the trial would not be over soon. She is granted bail”. The court directed that she will be released on bail subject to satisfaction of the trial court and that the same conditions that were imposed on her then-husband Peter Mukerjea be also imposed on her. Rohatgi told the bench that she was not released on parole either during her years in custody. Peter Mukerjea and Indrani Mukerjea have been accused of murdering their own daughter, he submitted adding this is bizarre. But the bench pointed out that the deceased was only Indrani Mukerjea’s biological daughter. Additional Solicitor General S V Raju told the court that one of the witnesses “has nailed the lady to the hilt” and “turned an approver”. Raju submitted that it is a case where there has been tampering with evidence, destroying the dead body etc.
N E W D E L H I , M AY 18 (PTI): The CBI on Wednesday ar rested S Bhaskararaman, a close associate of Lok Sabha MP Karti Chidambaram, in connection with a Rs 50 lakh alleged bribery case for clearing visas of 263 Chinese nationals working at Talwandi Sabo Power Ltd in Punjab, officials said. The bribery incident is reported to have taken place in 2011 when Karti Chidambaram’s father P Chidambaram was the Union home minister. The CBI took Bhaskararaman for questioning late Tuesday night and he was placed under arrest in the early hours of Wednesday, the officials said. The agency has alleged that Bhaskararaman was a p p r o a c h e d b y Vi k a s Makharia, the then associate vice president of Talwandi Sabo Power Ltd (TSPL), for the reissue of project visas for 263 Chinese workers working at the Mansa-based power plant which was in the process of being set up. The CBI FIR, which contains the findings of the investigating officer who probed the PE, has alleged that Makharia approached Karti through his “close associate/front
man” Bhaskararaman, the officials said. “They devised a back-door way to defeat the pur pose of ceiling ( m a x i mu m o f p r o j e c t visas permissible to the c o m p a n y ’s p l a n t ) b y granting permission to reuse 263 project visas allotted to the said Chinese company’s officials,” they said. Project visas were a special type of visa introduced in 2010 for the power and steel sector for which detailed guidelines we r e i s s u e d d u r i n g P Chidambaram’s tenure as the home minister but there was no provision of reissue of project visas, the FIR alleged. “A s p e r p r eva l e n t guidelines, deviation in rare and exceptional cases could be considered and granted only with the approval of the Home Secretary. However, in view of the
above circumstances, the deviation in terms of reuse of project visas is likely to be approved by the then Home Minister...,” it further alleged. Makharia allegedly submitted a letter to the Home Ministry on July 30, 2011, seeking approval to reuse the project visas allotted to his company, which was approved within a month and permission was issued, the officials said. “On August 17, 2011, Makharia, on being directed by Bhaskararaman, sent a copy of the above letter dated July 30, 2011 to him through e-mail which was forwarded to Karti... Bhaskararaman after discussion with P Chidambaram, the then Home Minister, demanded an illegal gratification of Rs 50 lakh for ensuring the approval,” the FIR alleged.

ndian Men’s Badminton team scripted history by winning the Thomas Cup for the first time ever, dethroning 14-time Champions Indonesia in Bangkok on May 15,2022. Only five countries had won the Thomas Cup, men’s badminton’s world championships, before May 15,2022. The fighting spirit and depth of the Indian squad was witnessed when the players overcome initial setback to overturn their respective matches in their favour. In the 2022 Thomas Cup final, the odds were stacked against India – across the net were the players from Indonesia, 11-time winners of the tournament. They were also the defending champions, having humbled China 3-0 two years ago – and most of the stars of that victory were in the current team that India confronted in the final in Bangkok. Yet, India won 3-0 with three superb performances by singles players Lakshya Sen and Kidambi Srikanth and the doubles team of Satwiksairaj Rankireddy and Chirag Shetty. This triumph matches anything India has ever achieved in any sport because India beat three badminton superpowers in three high-pressure contests – Malaysia, Denmark and Indonesia. It lost only one rubber, 2-3 to a very strong team from Chinese Taipei, before edging out Malaysia and Denmark by the same margin in the knockout stage. Prannoy, who has been outshone by others in the past, was the hero of the wins over Malaysia and Denmark, winning his matches after the scores were tied 2-2. Rankireddy and Shetty were sensational, especially in the final when they saved four match points in putting India 2-0 up. The Indonesians are still a dominant force in world badminton which includes super powers such as - China, Denmark, Japan, S. Korea, England, Sweden, Spain, Japan, Thailand, Chinese Taipei, India, Malaysia, Hongkong, and Singapore. Before the historic win on May 15,2022, India’s best performance was to reach the semi-finals on three occasions with the last being in 1979. In the tournament’s 73-year history, India’s previous best was a semifinals place on three occasions, the last time in 1979. Prior to the men lifting the Cup in a historic feat, the India women’s team had also come close during the past decade through the performances of Saina Nehwal and P.V.Sindhu. However, this time it was a different men’s team which acquired great depth, under the guidance of the Pullela Gopichand. Srikanth, who rose to world No. 1 in 2018, is currently No. 11 while Lakshya Sen is No. 9 and H.S. Prannoy No. 23. Satwiksairaj Rankireddy and Chirag Shetty are as strong and competitive and compliment the team. These players can take on and beat the best. So, though the win over Indonesia may be exhilarating, it was not unexpected. The government of India announced a reward of Rs.1 crore for the entire men’s team. This amount is a pittance when compared with the bonus of Rs.5 crore that Indian men’s cricket team were paid after their win in the Border-Gavaskar trophy 2021-22. A cricket player with a Grade A+ contract earns Rs 7 crore per year while those in Grade A earn Rs 5 crore. Those in Grade B have a salary of Rs 3 crore. The players in Grade C draw Rs 1 crore per year. Also in comparison cricket under ICC is played by only 12 countries, while badminton under Badminton World Federation (BWF) is played by 176 countries organised into 5 continental confederations. It is time that India gave credit where it is due and it is long overdue for badminton.

We cannot discover the source of our natural life through common sense and reasoning, and Jesus is teaching here that growth in our spiritual life comes not from focusing directly on it, but from concentrating on our Father in heaven. Nagaland’s two types of Peace
eginning with the ceasefire between the GoI and the NSCN(IM) in 1997 followed by NSCN(K) and the few other groups too entered into ceasefire with the GoI. The very ceasefire with the GoI begot twin peace in Nagaland. One of the twins is the Privileged Peace and the other is the Suppressive Peace. Since then the people have been reeling under the two typical lopsided environments in Nagaland during the last 25 years. Under the Privileged Peace, certain categories of people have been enjoying their freedom extensively for the last two and half decades. The ceasefire has warded off the necessary interventions of the law maintaining forces from all law violating activities. The Privileged Peace is thus the Paradise for those who indulge in all kind of anti-people activities. Under the Privilege Peace, the freedom is used to threat, intimidate, levy heavy illegal taxes, extort and kidnap for ransom and murder series of targets. Several of the extreme cases were neither reported to Police nor placed in the public domain but the victims born it in solitude. The ceasefire is thus used as the license by those unscrupulous lot to do according to whatever their heart-greed lead them to. Their soft targets are the vulnerable business community in particular with consequential devastating impact on the common man. These people do not value human life and they are found to be mostly sadists as they enjoy at the suffering and the destruction of others. Under Privileged Peace, Nagaland is converted into safe haven under the direct or indirect patronage of the State Govt. for those who are hell bent to make hey while the sun shines. Indeed, the creamy layer of the groups established their economic

kingdoms here in Nagaland and beyond to the extent of acquiring landed assets in cities in India. Many of them sent their children for foreign studies abroad and all these have been at the cost of impoverishing the bona fide citizens of Nagaland. Nevertheless, all the Naga National workers are neither uniformly selfish nor senseless nor irrational. I am sure there are few who remain patriotic upholding the principle of dedication and sacrifice though living in tatters due to their honesty in the fear of God. I salute those honest cadres belonging to any group who remain to be the asset of Naga Nationalism. Under the Privileged Peace, the Govt. of Nagaland virtually remained a mere spectator to all the anti-people activities as it miserably failed to protect the business community in particular from the menace of unabated illegal taxation during the last 25 years. It is reportedly known that there used to be percentage deduction from developmental funds for certain NPGs almost officially as it is normally carried out on regular basis. As observed in the Privileged Peace, the elected Govt. practically plays the role of the second fiddle as it remains liable to be dictated by extraordinary forces. Beside, the State Govt. remains tainted as it never becomes free from the allegations of collecting similar illegal taxes from the public. For instance, the Nagaland Contractors and Suppliers Union (NCSU) lodged complaint to Chief Minister through a representation that “the members of NCSU are taxed heavily by different agencies and groups including Govt. Departments and officials.” “..…after completion of the works allotted, when the contractors approached the concerned Department for release
of payment, instead of releasing the bill to the contractors the concerned Departments demand high percentage (without any written document),” and when the contractors refused percentage cut, the bills are withheld as complained and was published in local papers dated 31.3.2022. The reasons are better known to the elected authority for the lackadaisical attitude of the State Govt. towards its constitutional responsibilities as for redressing the suffering public under the ‘Paradise’. Whenever anyone raises the issue of extortion and illegal taxation, one tends to blame the Naga national cadres alone. Yet, the ground reality is that these cadres are not the only people who harass the gullible business community and the general public but many of the State Govt. officials too indulge in all kinds of illegal taxation as divulged by the affected people. Recently, the RPP demanded for imposition of President’s Rule in Nagaland to which the NDPP promptly reacted in defense of its ministry as though it is fit to throw the first stone at the adulterer. How bitter the criticism may be and how hurting it is to the ego of NDPP might be, no sensible party would have invoked self-embarrassment by claiming that it remains to be transparent, accountable and espouses good governance when its Govt. has the audacity of creating a whooping budget deficit of Rs.2212.74 crores for 2021-22 to cite the least. A Govt. having robbed the salaries of its poor and hand to mouth employees is more aghast than the demand for PR. Whereas the undue advantages on the given situation taken by the privileged sections became the Suppressive Peace as for the gullible and defenseless public. Under such repressive environ-
ment, the business people had to slap the tax burden on the retail rates of the commodities whereby the prices of commodities in Nagaland are costlier than those are in Manipur despite the difference in freight charges between the two States. In the Suppressive Peace, the general public are forced to bear the brunt of the Privileged Peace. Things under peace have been in haywire for too long. In Nagaland, we know not as to how many local nascent entrepreneurs were forced to abandon their business ventures under the hostile environment. The destruction of Nagaland economy under ceasefire in the last 25 years is thus immeasurable. The above being the brief backdrop, the Naga political solution is the sole remedy for the disease from which Nagaland in particular has been suffering all these years. There is no other better option to heal Nagaland from all types of repressive and suppressive activities if not the political solution is worked out between the negotiating parties. The solution may not change our world magically, and yet I am hopeful that it will definitely mitigate a lot of ailments inflicting Nagaland. There is neither ambiguity nor confusion on the rejection of the NSCN(IM)’s demand for Constitution and flag by GoI although it is my gallery observation. Recently, there was hue and cry of NSCN(IM) and its cohorts condemning the Minister and Nagaland BJP President Mr. Imna Along for the divulgence of the GoI’s refusal to grant the two demands for Constitution and flag, it is going to be difficult to prove him wrong. The 16-Point Memorandum of 1960 is now a 62 years old history. During 1960s the ball was not in the court of NSCN(IM), but in the court of the pioneers of Nagaland Statehood including Dr. SC Jamir, former Governor, and they managed to promote it from a Naga District in Assam to that of a full fledged Statehood. Today, that very ball has been in the court of NSCN(IM) for the last 25 years, and here is your opportunity to fetch a higher status than the status of 1960s for the Nagas. Who am I to advise NSCN(IM) not to be so obsessed with Dr. SC Jamir, you have the liberty to hate or to love. The only fact is that Dr. Jamir is not a negotiator but a mere facilitator who has no power to impose his opinion upon any negotiator unlike NSCN(IM) as one of the Naga negotiators having the power to assert. It is time for NSCN(IM) to rise above nitpickery and focus on how to bring about a solution without losing the chance. As and when the political agreement between the GoI and the Nagas evolves, it is going to be on the volition of the respective signatories. Such agreement cannot be under coercion or duress. 25 years is too long a duration for any political negotiation to have its logical end. I have the honor to you, that I am neither NFESA office bearers nor any Divisional office bearers of the Nagaland Forest, environment and climate change Department. However, as a forest guard or the right to freedom of opinion has been given in the Indian constitution in article 19; I, therefore, share the right to you, sir. when I perused that ‘the Nagaland subordinate forest rules 2000’; I have been found some disparity of the given rules, at compared to the present term. In the serial no 11. (B)(ii) of Nagaland subordinate forest rules 2000, showing that the forest guards who have rendered not less than 10 years in satisfactory service in the department and have passed forest guard training from a forest guard training school shall be filled up by promotion to forester grade 2. The rules have been given transparently by the’ principal secretary government of Nagaland’ of the said department; but not gripped the rules that has been given on the subordinate forest rules 2000. Some of my senior friends going to be retired without getting even a single promotion (33 years running now). Sir, why or where stagnated our promotion? The higher ranks are also encountering same stagnation of promotion. I, therefore, request from your esteemed authority to review the matter without delayed. I shall remain grateful to you, sir. VARANASI (UP), MAY 18 (PTI): Hearing in the Gyanvapi mosque case could not take place in a court here on Wednesday as lawyers in the district were on a strike in protest against the remarks of a government official. The Banaras Bar Association and the Central Bar Association, Varanasi had decided to boycott work as they were upset over the remarks of a Special Secretary against lawyers, according to advocate Abhay Yadav, representing the Muslim side in the case. The court was scheduled to hear two petitions related to the case Wednesday. One of them filed by the Hindu side to remove a wall and debris around a “Shivling” which was claimed to have been found during a court-mandated videography survey, and the other moved by District Government Advocate Mahendra Pandey on shifting fish from a pond located on the premises. On Tuesday, Pathak, Vyas and Sahu had filed a fresh plea in the court claiming that there is a basement to the east of the spot where the “Shivling” was claimed to have been found. The basement has been sealed with brick, stone and cement, they have said. Besides, there is also a wall and a basement in front
of an idol of Nandi in the Kashi Vishwanath temple, and this basement has also been blocked with brick, stone, sand and other items, they have said. They have demanded in the petition the removal of the debris and a survey of the area by the court appointed advocate commissioner. They also said the commission should be directed to file a report on the length, width and height of the claimed Shivling. The cour t had accepted the application and scheduled a hearing for Wednesday. had on Tuesday removed Advocate Commissioner Ajay Mishra for displaying “irresponsible behaviour towards the discharge of his duties”, while it also granted two more days to the commission to file the survey report. The removal order by District Civil Judge Ravi Kumar Diwakar had come on an application moved by Special Advocate Commissioner Vishal Singh who informed the court that Mishra had “deployed a personal cameraman RP Singh who was giving wrong byte in the media on a regular basis”. The court had said that all the work of the commission after May 12 will be submitted by Vishal Singh. The lawyers on strike had taken exception to a May 14 letter sent by Uttar Pradesh government Special Secretary to all district magistrates asking them to ensure that any “anarchic action” by advocates in district courts are taken note of and acted against as per the rules.
NEW DELHI, MAY 18 (PTI): Delhi Lieutenant Governor Anil Baijal has resigned citing “personal reasons” and submitted the resignation to President Ram Nath Kovind, a senior official said on Wednesday. Baijal, a 1969-batch IAS officer, was appointed as the 21st Lieutenant Governor of Delhi in December 2016 after the sudden resignation of Najeeb Jung. H i s ove r f ive - ye a r tenure was marked by frequent run-ins with the AAP dispensation over administrative jurisdiction and governance-related issues, including one in which CM Arvind Kejriwal and his ministers staged a dharna at the LG office in 2018. “He (Baijal) has submitted his resignation to the president,” the official said. Baijal’s resignation comes at a time when the terms of the three civic bodies are ending and the Centre has issued notification for the unification of the three civic bodies which will be

NEW DELHI, MAY 18 (PTI): China is constructing a second bridge in an area held by it around the strategically key Pangong Tso lake in eastern Ladakh and it could help the Chinese military to quickly mobilise its troops in the region, according to satellite imagery and people familiar with the development on Wednesday. The bridge is being built amid the lingering standoff between the Indian and Chinese militaries at several friction points in eastern Ladakh for over two years. There is no official reaction or comment by the Indian defence establishment on the new construction. China has been focusing on strengthening its military infrastructure after
Indian troops captured several strategic peaks on the southern bank of the Pangong lake in August 2020 after the Chinese PLA attempted to intimidate them in the area. India too has been constructing bridges, roads and tunnels in the border regions as part of overall efforts to enhance military preparedness. It is learnt that China has recently completed the construction of the first bridge in the area. In the morning, IMD issued an Orange alert for 7 districts, including the four as well as Thrissur, Palakkad and Malappuram. The Orange alert in Thrissur, Palakkad and Malappuram continues to be in effect. An Orange alert was also issued by IMD in Kannur and Kasaragod for Thursday. Various weather forecasting centres in the country have predicted isolated heavy rains across the state today. The Kerala State Disaster Management Authority has predicted widespread rain in the state for the next 5 days with chances of isolated thunder, lightning and strong winds due to the cyclonic circulation in and around Kerala as well as a

The Central Meteorological Department has predicted isolated heavy and very heavy rainfall showers in the state for the next 2 days and heavy rainfall on the 2 days after that. Kerala has been experiencing heavy rainfall for the past few days and it has disrupted normal life in certain places of the state. Considering the heavy rains even as the onset of Southwest monsoon is expected only by the end of this month, the state government had called a meeting of the district collectors and issued directions to deal with any eventualities. The National Disaster Response Force (NDRF) has already deployed five teams to Kerala. A red alert indicates heavy to extremely heavy rains of over 20 cm in 24 hours, while orange alert means very heavy rains from 6 cm to 20 cm of rain. A yellow alert means heavy rainfall between 6 to 11 cm. The State Disaster Management Authority (SDMA) has asked people to stay away from rivers and other water bodies until the rains subside.
BALLIA (UP), MAY 18 (PTI): Five people were injured in a clash between members of two communities over a trivial issue in a village here, police said on Wednesday. A case has been registered against 11 people from both sides and 10 of them have been arrested, they said. Kalicharan Choudhary, a resident of Bharauli village under Narhi police station area, was returning home in his SUV on Tuesday night and found the road blocked as Lala Ansari had parked his motorcycle there. An argument broke out between the two over the issue and others from the two sides joined in, leading to a clash, Narhi police station incharge Madan Lal Patel said. The two sides used lathis to attack each other. Five people from both sides were injured in the clash and they were admitted to the district hospital, he said. Eleven people were booked on the basis of complaints filed by the two sides. Of these, 10 have been arrested, Patel said. He said police have been deployed in the village as a precautionary measure.

The mission met all its objectives. It is the first indigenous air launched anti-ship missile system developed for the Indian Navy, they said. The missile followed the desired sea skimming trajectory and reached the designated target with high degree of accuracy, validating the control, guidance and mission algorithms,, they said. N E W D E L H I , M AY 18 (PTI): The Centre on Wednesday asked state governments to be better prepared during the monsoon so that losses due to natural disasters such as floods, cyclones, and landslides can be minimised. In his address during the annual conference of relief commissioners and secretaries of departments of disaster management of various states and Union Territories, Union Home Secretary Ajay Bhalla stressed the need for building up capacities and response reflexes to ensure round the clock preparedness throughout the year. The home secretary asked officials from the state as well as central government to be better prepared so that losses due to natural disasters such as floods, cyclones, landslides can be minimised, an official statement said. He referred to Prime Minister Narendra Modi’s vision to develop infrastructure for the long term to prevent disasters not only for ourselves, but also for future generations. Bhalla observed that through continued efforts over the last several years, the disaster management system has been able to re-
duce the impact of natural disasters on human lives. The two-day conference is being held to review the preparedness of states and UTs for dealing with any natural disasters that may occur during the coming south-west monsoon season. This conference is being held in physical mode after a gap of two years due to the COVID-19 pandemic. The home secretary observed that Union Home Minister Amit Shah had said that after 2014, there has been a big change in the approach to disaster management as earlier the approach was only relief-centric but now the approach of saving human lives has become an additional component of disaster management. It should be ensured that lives as far as possible should not be lost in incidents such as heat waves and lightning, he emphasised. Bhalla underlined the importance of taking the right steps and investing resources in a timely manner to further reduce risks. Attempts should be made to increase efforts towards risk reduction and mitigation, with the aim to reduce loss of human life to near zero, he said.

NEW DELHI, MAY 18 (PTI): Gold in the national capital on Wednesday fell by Rs 270 to Rs 50,037 per 10 grams, amid the international precious metal prices increasing marginally, according to HDFC Securities. In the previous trade, the precious metal finished at Rs 50,307 per 10 grams. Silver dipped by Rs 49 to Rs 60,920 per kg from Rs 60,969 per kg in the previous trade. In the international market, gold was trading marginally higher at USD 1,815 per ounce and silver was flat at USD 21.65 per ounce. “Gold prices traded firm with spot gold prices at COMEX trading marginally up at USD 1,815 per ounce on Wednesday,” said Tapan Patel, Senior Analyst (Commodities), HDFC Securities.

K A B U L , M AY 1 8 (IANS): The Taliban-led government has ordered female staff members of the UN Assistance Mission in Afghanistan (UNAMA) to wear the hijab. The directive was issued by the Ministry for the Propagation of Virtue and the Prevention of Vice, Khaama Press reported. According to a UNAMA statement, a delegation of Taliban officials from the Ministry said that female employees should consider wearing the hijab, while reporting to duties. The statement also notes that the personnel of the Ministry will stand outside the UN office to “monitor if hijab is used or not”. If a female staffer is found without a hijab, they will talk to her “politely” to wear it as it is mandatory outside, Khaama Press reported. In addition to that, outside the UN office, the Ministry has also placed a poster calling on women to wear the “hijab”.

Urges citizens not to queue up for fuel COLOMBO, MAY 18 (PTI): Crisis-hit Sri Lanka on Wednesday revealed that it does not have foreign exchange to pay for a vessel of petrol anchored in its waters for nearly two months as it appealed to citizens “not to wait in line” for fuel. However, the country has received sufficient stocks of diesel, the government said. Since March 28, a vessel with petrol has been anchored in Sri Lankan waters, power and energy minister Kanchana Wijesekera told Parliament, confirming that the country is facing an issue of petrol availability, online portal newsfirst.lk reported. “We do not have US dollars to make the payment for the vessel with petrol,” he said, adding that another USD 53 million is due for the same vessel for a previous shipment in January 2022. New blood test can detect early-stage bowel cancer

K researchers have developed a novel blood test that can detect early-stage bowel cancer in 80 per cent cases. Bowel cancer is a general term for cancer that begins in the large bowel. Depending on where the cancer starts, bowel cancer is sometimes called colon or rectal cancer. It takes one of the longest waiting times for diagnosis and treatments. Researchers at Swansea University developed the blood test using Raman spectrometry
and a recent trial showed the test picked up about 80 percent of early-stage cancers, BBC reported. Once a patient gives a small sample of blood, lasers are fired through it. It gives a pattern and using Artificial Intelligence, the pattern can be checked to see if the cancer has leaked into the blood. Doctors can then fast-track patients for early treatment. “It’s like a cancer fingerprint,” Ann Tate, CEO of Cancer Research The trial involved 595 Wales, was quoted as patients across west Wales saying. and 79 per cent of earlystage bowel cancers and 100 per cent of advanced AIGDC NAtIoNAl CoNfereNCe bowel cancers were picked
up by the test. The blood test also means people will be able to avoid more invasive tests, like a colonoscopy, the report said. Tate said
the blood test can also be used for screening as well to replace the stool sample people over 60 are currently asked to produce. The samples are not always accurate, meaning people are sometimes called in unnecessarily for a colonoscopy. “It has potential to be a real life changer for all of us. That’s the really exciting thing about this,” Tate said. “The team are beginning to look to see whether this can identify other cancers. Deaflympics: Jerlin Anika wins 3 gold in badminton NEW DELHI, MAY 18 (PTI): J. Jerlin Anika made waves at the recent Deaflympics in Caxias do Sul, Brazil, winning three gold medals in badminton. Jerlin secured a gold each in women’s singles, mixed doubles and mixed team event. Winning three gold medals is a huge achievement in any sport or tournament but not for Jerlin as she rued missing out on a fourth gold on offer. “She is not happy as she missed out on the women’s doubles gold. She hates losing and when we were leaving Brazil, she asked me why people are congratulating me, I could not return with all the four golds,” J. Jeya Ratchagen, Jerlin’s father, told PTI. Jerlin beat Australia’s K. Neudolt for the singles gold medal. In mixed doubles, she and Abhinav Sharma clinched gold by getting the better of Malaysia’s Edmund Seng Keong Teo and Wei Ying Boon. Saravanan at Bose academy in Madurai as an eight-year-old. He used to train with the normal kids but after seeing her, he started learning ways to communicate with her,” Jaya Ratchagan, who is into

It was during a local tournament in 2017 that an official from Madurai district administration told him about it. She went on to win two silver and a bronze at the Asia Pacific Badminton Championship in 2018 in Malaysia. Funding problems However, it was a struggle for Jaya Ratchagan to provide her with proper nutrition and sports accessories due to lack of funds. KO H I M A , M AY 1 8 (NPN): New Market FC continued with their impressive run by humiliating Highlanders 9-0 while Hurricane Boys Phesama overpowered Secretariat United FC (SUFC) 5-0 in the Kohima Super Cup (KSC) at IG Stadium here on Wednesday. In a one-sided match, New Market FC dominated the match right from the first whistle. It took only two minutes for the New Market to open the account through Sinlo Kent’s strike. In the process, he also became the fastest to score in this edition. Kent’s also netted two more goals in the 4th and 59th minutes, to become the third players to score a hattrick of the championship.
