SCAN slams govt inaction on Intangki Ntl Park

Sen ior Citizens’ Associa tion Nagaland (SCAN) has slammed the State govern ment for purportedly failing to take any proactive steps in preventing NSCN (I-M) from encroaching upon the famous Intangki National Park in Peren district.
Addressing a press con ference at Ura Restaurant here on Tuesday, SCAN spokesperson KK Sema said the issue was of utmost con cern for all Nagas as a vast swathe of virgin forest land was now under “complete control” of NSCN (I-M).
Following rumours do ing the rounds since the mid-2019, that managerial establishments of the Forest Department in the national park, including staff quar ters, have been taken over by NSCN (I-M), Sema said SCAN decided to pursue the matter.

Assam ‘custodial death’ case: PSC demands SIT probe

(NPN): Phom Students’ Conference (PSC) has ap pealed to the National Human Rights Commis sion (NHRC) to initiate a Special Investigation Team (SIT) probe into the “custo dial death” of late E Hen veih Phom, who allegedly beaten to death by Assam police at district jail Siva sagar on August 21, 2022.
In a representation to the National Human Rights Commission, the PSC president N Dape Phom and general secre tary C Shame Phom said that despite Phom tribal apex bodies presenting the “details of the facts and nature of the incident” no probe has taken place.
Stating that in a demo cratic country it was the responsibility of the state government to probe the custodial death and pun ish those responsible, the PSC has, however, stated that Assam government was “silent and indiffer ent” since the incident took place. The Phom student body has, therefore, de manded a speedy investi gation by SIT under the supervision of NHRC to reveal the facts and punish all those involved in the “suspicious death of our brother.”

On SCAN’s plea, Raj Bhavan redirected the RTI to the chief secretary on September 15, 2020, who in turn, forwarded the same to the PIO of Environment Forest & Climate Change Department on September 18, 2020.
Sema said Principal Chief Conservator of Forest (PCCF) and head of Forest Force further redirected the RTI to Chief Wildlife War den, Dimapur on September 24, 2020.
However, on October 12, 2020, Sema said the Di rector of Intangki National Park only furnished a vague reply. He disclosed that
SCAN could not take the matter forward earlier, ow ing to Covid-19 pandemic and change of guard in the association. Sema accused the State government of having done nothing over the years and has shown no concern over the vast forest land which was of huge value to every Naga.
Sensing importance of the matter, Sema revealed that Chief Information Officer (CIO) convened a meeting between officials of Forest Department and SCAN representatives for a “face to face hearing” on September 7, 2022 to review the pending issue.
He claimed that during the course of hearing, the department confirmed that
NSCN (I-M) had taken full control of the department’s Intangki establishment.
Sema said the forest department had also admit ted that its staff had gradu ally abandoned their duties in the park after continued threats and intimidations by NSCN (I-M) cadres.
He said the staff/em ployees claimed that they had reported the matter to their immediate superiors but no action has been initi ated. The SCAN spokes person said even though the NSCN (I-M) might not have included Intangki Na tional Park in its compe tency clauses of Framework Agreement, however the group’s actions made it clear that it intended to
rehabilitate its cadres in the occupied land as and when solution was arrived at.
Sema questioned the State government’s silence over the “seizure” of the 202.02 sq km area of the Intangki National Park.
Sema also said he sus pected that the purported harassment (of forest staff) might have started as early as 1993-94 and gathered mo mentum after the signing of ceasefire agreement between the Centre and NSCN (I-M) in 1997.
He claimed that the Forest Department person nel, including officers posted at the National Park, were “harassed” and ordered to vacate the Park by NSCN (I-M) cadres. Due to inces sant threat and harassment, Sema said the forest officers and personnel had to gradu ally vacate the area despite without any response from the state government.
Sema slammed the state government’s inaction when forest personnel post ed at Intangki were threat ened and forced to vacate from the establishments.

Naga issue should be resolved at the earliest: Mizoram minister

Speaking at the inau guration of Collegiate Meet organised by All Nagaland College Students Union on the theme “Metamorphosis” at Sakus Mission College here on Tuesday, he empha sised that the Naga political issue be solved at the earliest and on terms acceptable to all Nagas.
He recalled that Naga political movement start ed with the submission of memorandum to Simon Commission by Naga Club in 1929 that conveyed the desire of Nagas to be inde pendent when the British left India. He also referred
to formation of Naga Na tional Council in 1947 under the leadership of AZ Phizo who met Mahatma Gandhi in 1947 and declaration of Naga independence on Au gust 14, 1947, one day ahead of India’s independence.
He remarked, “Naga political consciousness pre ceded all other political movements. Government of India should also respect the sentiments of forefa thers of Nagas.” Royte said Mizoram was also one of the most dangerous States dur ing Mizo National Front’s (MNF) movement for inde pendence from India. How ever, after signing of Mizo Accord in 1986, it became one of the most peaceful States in the country.
He also congratulat ed Nagaland U-17 foot ball team for winning the prestigious Subroto Cup. “This victory is a clear sign of football talent and the game’s potential in Naga land,” he added. He noted that Nagas had huge talents in archery, wrestling, foot ball, etc, adding that win ning Subroto Cup should serve as a wake-up call.
On the National Ed ucation Policy 2020, the minister said the policy document had the word “sports” mentioned at least 30 times, signifying the importance given to sports in the policy. He stated that all States were preparing to implement the policy.
He mentioned that the Government of Mizoram was committed to make the State fittest in the country and Mizos the fittest people in the country. He claimed that the Mizoram Sports Policy, 2019 and subsequent granting of industry status to sports, along with improve ment in sports infrastructure, had proved very fruitful.
Unpaid salary: NACHO begins phase-II stir
DIMAPUR, OCT 18 (NPN): Nagaland Associa tion of Community Health Officers (NACHO), which launched phase-wise agita tion on October 12 against non-payment of salary and performance-based incen tive (PBI) to some commu nity health officers (CHOs) since April 2022, has begun phase-II protest on Tuesday.
NACHO president Semakchang and general secretary Chumrenthung N Ezung said that altogether 105 CHOs posted in dif ferent health and wellness centres (HWCs) have been affected leading to untold
hardships and financial problems. Even as the dead line of the first phase expired on October 17, NACHO said there was no official response or positive outcome from the department (NHMH&FW) on the issue.
Therefore, NACHO said that at an emergency meeting held on October 16, they decided to initiate the phase-II agitation from October 18, which would extend till November 1, 2022. NACHO cautioned that further “drastic mea sures” would be initiated if demands were not met.

Staff ReporterDIMAPUR, OCT 18 (NPN): A 42-year-old non-Naga woman was seriously injured when a vehicle hit her at Walford area, Dimapur and rammed into a salon injuring an employee on Tuesday afternoon.
According to Bharat Laxman, ADCP & PRO of Dimapur Police, the incident took place around 1:10 p.m. when a Hyundai Eon car driven by one person identified as Niojejhiung (28), reportedly in an inebriated condition, hit a lady pedestrian before ramming into Rütso Salon.
Besides critically injuring the pedestrian, he said a female employee of the salon was also injured. Both were rushed to nearby hospital for treatment. A case had been registered and further investigation was on, PRO said.
NEW DELHI, OCT 18 (IANS): The Gujarat gov ernment has told the Su preme Court that the 11 convicts in the Bilkis Bano case were released after the Centre’s approval.
In an affidavit, the state Home Department’s Under Secretary said that the state government considered all the opinions and decided to release 11 prisoners since they have completed 14 years and above in prisons and their behaviour was found to be good. “The Gov ernment of India conveyed the concurrence/approval of the Central Government un
der section 435 of the CrPC for premature release of 11 prisoners vide letter dated July 11, 2022,” it added. The affidavit said the state government considered the opinions of seven authori ties—IG Prisons, Gujarat, Jail Superintendents, Jail Advisory Committee, Dis trict Magistrate, Police Su perintendent, CBI, Special Crime Branch, Mumbai, and sessions court, Mumbai.
“After approval of the state government, orders have been issued on Au gust 10, 2022 to release the prisoners. Hence, in instant case, the state has consid
ered the proposals under policy of 1992 as directed by this court and not granted under the circular governing grant of remission to prison ers...,” added the affidavit.
The affidavit said that all the convict prisoners have completed 14+ years in the prison under life imprison ment and opinions of the concerned authorities have been obtained as per the policy of July 9, 1992, and submitted to the Home Min istry, by letter dated June 28, 2022 and sought the ap proval/suitable orders of the Centre. The affidavit said the state government is empow
ered to take the decisions on the proposal of premature release of prisoners under the provision of Sec. 432 and 433 of the CrPC.
“However, considering the provision of Sec 435 CrPC, it is indispensable to obtain the sanction of the Government of India in cases in which the in vestigation of the offence was carried out by a central investigation agency. In the present case, the investiga tion was carried out by CBI and the state government has obtained the approval/suit able orders of Government of India,” it added.

Dozo said that India had not been sincere and ready to commit or come forward and address the “In do-Naga” issue in a proper perspective.

A panel that probed the circumstances leading to former chief minister J Jay alalithaa’s death in 2016 indicted VK Sasikala, the late leader’s close confi dante, medical doctor KS Sivakumar, former Health minister C Vijayabaskar and
the then Health decretary J Radhakrishnan and recom mended a probe against them.
Tamil Nadu govern ment, which tabled the Commission of Inquiry’s (CoI) report in the Assem bly Tuesday said it would initiate action after getting
legal opinion. Justice A Aru mughaswamy CoI said, they “have to be found fault with and investigation is to be ordered.” Sasikala is indicted considering several aspects, it said.
The government said that it was decided to initiate appropriate action against “certain individuals,” after obtaining opinion of legal experts. This is in view of CoI’s recommendations in its report. The panel rec ommended investigation against former chief secre tary RM Rao and two doc tors, Dr YVC Reddy and Dr Babu Abraham. It however, did not specify if it found “fault” with them or not.

Social audit public hearing under NSAP in Kohima Medical camp in Kiphire
DIMAPUR: A district level social audit public hearing under National Social As sistance Programme (NSAP) for Kohima district was convened under Social Welfare Department on October 14 at District Conference Hall, Social Welfare Office, Kohima. In a press release, the department stated that 19 villages under Kohima district were audited for FY 2020-21.
At the programme, assistant director of social audit unit, Nagaland, Imlirenla Sanglir gave a brief introduction regarding the National Social Assistance Programme and the importance of social audit under the
programme. Representing the district ad ministration as an observer, Pichano Kikon urged the department to be proactive in dis seminating information and generation of awareness among the village functionaries.
The social audit report was presented by the block resource person, Nyanha Konyak. The resource persons highlighted the audit findings whereby Open Action Taken Reports (ATRS) were being dis cussed and rectifications were produced in written by the District Social Welfare Office and concerned Village Functionaries during the meeting.

MOKOKCHUNG, OCT 18 (NPN): A programme on “contribution of tribal heroes in freedom struggle”, organised by Nagaland Uni versity (NU) in collabora tion with National Com mission for Scheduled Tribe (NCST) under “Azadi ka Amrit Mahotsav”, was held at I. Ihoshe Kinimi hall, NU Lumami, here, on Tuesday.
Speaking at the pro gramme as chief guest, NU vice chancellor, Prof. Jag adish Kumar Patnaik lauded the faculties, staff and stu dents of NU for organising an important programme.
He stated that indi vidual contributions of the tribal communities during India’s struggle for freedom was neglected for so many years after independence.
In this regard, he point ed out that due recognition should be accorded.

through the writings of the erstwhile “colonial masters to suit their benefits.”

KOHIMA, OCT18 (NPN): A study has revealed that teachers of government colleges in the State were co ntent with their salaries and profession in comparison with their counterparts in private colleges due to attractive financial package and career-related growth prospects.
Authored by Oriental College vice-principal Dr Gopal Chetri and assistant professor of the college’s Department of Commerce Dr Ratan Kaurinta, the study – “A comparative study of human resource (HR) management practises in government and private colleges of Nagaland” –was released on the college premises here on Tuesday.
The study revealed that private colleges could not provide competitive salaries and other benefits due to the poor funding patterns and changing policies over the years, noting that the salaries in private colleges were significantly lower than in government colleges and there was no uniformity of salaries even among such colleges.
It also noted that some colleges engaged contract teachers, which sometime proved a hurdle to ensuring quality education as they

were often appointed without conducting proper interviews.
Government college teachers were also governed by established rules of Government and thus enjoyed the benefits of other government employees.
On the other hand, private college teachers were not satisfied with their current jobs due to lack of incentives from the college management, considered themselves less privileged than their counterparts in government colleges and were ready to leave their jobs anytime if they got better options.
The findings and outcome of the study would be useful for the Higher Education Department, Nagaland University and private colleges to take appropriate decisions
LTC launches cleanliness, hygiene campaign
DIMAPUR: With an objective to promote clean and hygienic environment, Longleng Town Council (LTC) Tuesday launched its second phase of cleanliness and hygiene campaign by distributing waste collection kits to its sanitary workers, who have been actively involved in the upkeep of solid waste collection through house to house collection.
According to a DIPR report, LTC, administrator, Trongdiba Tongpi Sangtam stressed on the importance of keeping a clean and wholesome environment whether in home, offices, and public areas.
He said the LTC would continue its effort by focusing on large scale public participation by sensitising the masses on the importance of community participation towards making the town a better place.
Meanwhile, LTC and department of Animal Husbandry and Veterinary Science, Longleng in collaboration with the ward authorities started compulsory registration and vaccination of dogs.

DIMAPUR: Public Health Engineering Department (PHED) Dimapur Division (Rural) in collaboration with Implementation and Support Agency (ISA) Act of Kindness Society organised a Participatory Rural Appraisal (PRA) on Jal Jeevan Mission (JJM) on October 18 at Seluophe village, under Dhansiripar block, Dimapur.
In a press release, the department informed that the PRA was based on focused group discussion, water resource mapping and data collection through questionnaires.

CorrespondentIMPHAL, OCT 18: On the second day of his three-day visit in Manipur, Union minister of state for education Dr Subhas Sarkar Tuesday visited Churachandpur district as part of the public outreach programme of the Union government.
During his visit, the minister took part in a series of events and activities including a meeting with district level officers (DLOs) of the district responsible for the implementation of Central sponsored welfare and developmental schemes.
While reviewing the schemes, the minister insisted that officers should raise problems and challenges they were facing while implementing the schemes.
“The government would like to leave no deserving beneficiaries of every scheme. Achieving the target of each scheme lies with you,” he said.
Sarkar stressed
the need of conducting awareness campaigns on each scheme while asserting that many deserving beneficiaries were left out due to lack of awareness.
He pointed out that due to lack of awareness, the maximum number of people who opened accounts under the Pradhan Mantri Jan-Dhan Yojana (PMJDY) could not avail the benefits of the scheme.
He reminded that the scheme launched by the Central government was to provide easy access to financial services such
as remittance, credit, insurance, pension, savings and deposit accounts to poor and needy sections of our society.
However, most of the account holders were unaware of the benefits they can avail under the scheme. Besides, they have little knowledge about the operation of the account, he said.
While reviewing healthcare delivery in the district, the Union minister was surprised to learn that only 18 doctors were present in the district to run one
CHC, seven PHCs and 58 PHSCs.
He directed the chief medical officer (CMO) to write to the higher authority to depute adequate doctors while stressing that a good healthcare delivery system is critical to achieve the goal of health for all missions of the government.
He said that a healthcare centre should have at least two doctors and facilities like ultrasound, echocardiography, ECG, etc. for a good healthcare delivery.
Earlier, the CMO apprised the union minister of the problems faced by her office due to manpower shortage. She informed that the district has one CHC, seven PHC and 58 PHSC and these centres are functioning with only 18 doctors.
At the concluding part of the review meeting, the Union minister also interacted with beneficiaries of various schemes and also with some youths who enrolled in the electoral roll for the first time.
IndiGo successfully test lands at Donyi Polo Airport
ITANAGAR, OCT 18 (PTI): An aircraft of a private airlines was succesfully test landed at the newly constructed Donyi Polo airport in Arunachal Pradesh near here on Tuesday scripting a new chapter in the country’s aviation history.
The airport after it is commissioned will be the first in Arunachal Pradesh, the eastern most state of the country, and bring it to the aviation map of the country. The Lilabari airport, which is closest to the state capital, is located about 80 km away in North Lakhimpur district of Assam.
The Donyi Polo airport is likely to be inaugurated by Prime Minister Narendra Modi later this month, the officials said.
The new airport has a runway of 2,300 m and is suitable for the landing and take off of Boeing 747. With an area of 4,100 sq m, it will be equipped with all modern facilities for passengers, they said. Two water cannons sprayed water as a welcome gesture when the Airbus A320 flight of IndiGo Airlines test landed at the airport with crew members and a few officials on board.

AGARTALA, OCT 18 (IANS): Prime Minister Narendra Modi is scheduled to visit Tripura on October 27, and this sudden oneday tour -- according to the political pundits -- is to rejuvenate the BJP, and also to tame the antiincumbency factors ahead of the assembly election which is around four months away from now.
Political analysts said that in the backdrop of the anti-incumbency factors of the BJP government, the saffron party is keen to kick-start the electoral preparation with Modi’s visit as the party would take a desperate attempt to retain power in Tripura, once a Left parties’ strong bastion.
As the BJP returned to the power for the second consecutive terms in Assam (2021) and Manipur (2022) -- the party is keen to maintain the same tempo in Tripura.
In Tripura, the BJP is in alliance with the tribalbased party Indigenous People’s Front of Tripura (IPFT) came to power in the 2018 assembly polls thrashing the CPI-M led Left parties, which governed the northeastern state for 35 year in two phases (19781988 and 1993-2018).
To a query, an Election Commission official said that early election to the 60-member Tripura assembly is not possible as the summary revisions of the electoral rolls are going on and the final electoral rolls would be published on January 5, 2023 with January 1 as the qualifying date of birth for inclusion of new voters.
The elections are unlikely to be held before the third week of February next year, the official told IANS, refusing to be named.
Political analyst and writer Sekhar Datta said that the BJP government has been facing so many anti-incumbency factors and they are not in a comfortable position to face the electoral challenge.
“The central leaders of BJP do not want to take any chance to manage all the loopholes,
shortcomings and failures of the government. That’s why they are keen to start the electoral preparations in a big way and well in advance,” Datta told IANS.
To give a positive message to the people, the central leaders had all of a sudden removed Biplab Kumar Deb from the chief ministerial position on May 14, and appointed then state President and Rajya Sabha member Manik Saha as his successor.
The central and state leaders of the party are yet to disclose the reasons behind the removal of Deb from the top post.
In an apparent attempt to tame anti-incumbency and stem any discontent within its organisation in Tripura, the BJP adopted its now successfully tested strategy of going in with a new face in the Assembly polls.
With the strategy of changing the chief minister ahead of polls going in its favour in Uttarakhand, the BJP’s top leaders opted for a similar change in Tripura where the BJP had less than two per cent vote share before the 2018 assembly polls.
The BJP has changed five chief ministers since
2019, including in Gujarat and Karnataka.
Another political commentator Sanjib Deb said that with the visit of the Prime Minister, the ruling BJP would prepare its organisational grounds with the crucial assembly polls in the early next year in mind.
“In less than two months of BJP President J.P. Nadda’s visit to Tripura, PM Modi’s visit is very significant as the party has already started its electoral preparations with all out efforts,” Deb, editor of a leading Tripura daily, told IANS.
However, CPI-M led Left parties and the Congress are also preparing themselves to fight the upcoming elections, he pointed out.
Nadda during his two-day visit to Tripura in August held a series of meetings and addressed public rallies to gear up the party organisations ahead of the Assembly elections.

Army observes 60 years of Battle of Walong
ITANAGAR, OCT 18
(PTI): The Indian Army is celebrating the diamond jubilee of the Battle of Walong which is as an examp le of bravery and sacrifice made by the bravehearts of the force in the face of Chinese aggression in 1962.
Sixty years ago the Indian Army gave a “bloody nose” to the Chinese in the Battle of Walong, Tezpur-based Defence spokesperson Lt Col AS Walia said in a statement.
“The Indian Army launched its only counterattack during the war to stall the advancing People’s Liberation Army (PLA) soldiers. The bravehearts of Indian Army held back the Chinese troops for 27 days, which forced them to deploy its reserve division from Tawang to Walong.
“Outnumbered and with little ammunition and no resource of any kind, the valiant troops continued to hold their ground in a classic example of fighting till last man, last round,” the statement said.
This saga of valour and sacrifice serves as
a tale of inspiration for generations to come, it added.
The month-long celebrations which are aligned with the operations and events as it occurred in between October and November 1962, would include lectures on the Battle of Walong at Army War College Mhow, Defence Services Staff College Wellington and in Kolkata, the statement said.
The event was inaugurated at Walong in Anjaw district of Arunachal Pradesh by General Officer Commanding of Spear Corps on Monday.
He paid homage at the war memorial and interacted with the war veterans and also honoured the porters who participated in the battle.
An equipment display was also organised for the locals as part of ‘Know your Army’ campaign.
The event would also include a motorcycle rally, to be flagged off from Tezpur, which will traverse the battlefields of 1962, collecting soils from those areas, which will thereafter be instated at Walong War Memorial, the statement said. The celebrations would culminate on November 17 at Walong.
A large number of war veterans and their relatives would also be honoured, the statement said.

NEW DELHI, OCT 18 (PTI): Calling the global community to work faster to “eliminate safe havens” for terrorists, criminals and the corrupt, Prime Minister Narendra Modi on Tuesday said when the “forces of good cooperate, the forces of crime cannot operate”.
Inaugurating the 90th General Assembly of In terpol, the prime minister warned about the harmful globalised threats that the world faces -- terrorism, corruption, drug traffick ing, poaching and organised crime. “The pace of change of these dangers is faster than earlier. When threats are global, the response can not be just local! It is high time that the world comes together to defeat these threats,” Modi said.
The prime minister released a commemorative postage stamp and a Rs 100 coin to mark the 90th General Assembly. He was welcomed at the venue by Home Minister Amit Shah, Interpol President Ahmed Naser Al Raisi and Secre tary General Jurgen Stock.
Prime Minister Modi was introduced to the Ex ecutive Committee by the Interpol president.
In his address to the gathering of 195 member countries of Interpol which included a delegation of Pakistan led by its Federal Investigation Agency (FIA) Director General Mohsin Butt, the prime minister said India has been combating trans-national terrorism for several decades.

intelligence exchange, many of these things need to be taken to a new level,” he said. The prime minister said corruption and finan cial crimes have harmed the welfare of the citizens of many countries.
“The corrupt find a way to park the proceeds of crime in different parts of the world. This money belongs to the citizens of the country from which they have been taken. Often, this has been taken from some of the poorest people in the world,” he said.
He said such illicit money is pushed into evil activities and becomes one of the major sources of ter ror funding. “From illegal drugs that destroy young lives to human trafficking, from weakening democra cies to the sale of illegal arms, this dirty money funds many destructive enter prises. Yes, there are diverse legal and procedural frame works to deal with them. However, there is a need for the global community to work even faster to eliminate safe havens,” the PM said.

(PTI): The Union home ministry has been granted yet another extension by the Parliamentary Committees on Subordinate Legislation in the Rajya Sabha and the Lok Sabha to frame the rules of the Citizenship (Amend ment) Act, 2019, sources said on Tuesday.
While the permission has been granted from the Rajya Sabha till December 31, 2022, the Lok Sabha has granted the time till January 9, 2023. This is the sev enth extension given to the home ministry to frame the rules under the Citizenship (Amendment) Act (CAA).
The Modi government wants to grant Indian na tionality to persecuted nonMuslim migrants from Ban gladesh, Pakistan and Af ghanistan -- Hindus, Sikhs,
Jains, Buddhists, Parsis and Christians -- who had come to India till December 31, 2014.
The CAA was passed by the Parliament on De cember 11, 2019, and the presidential nod was re ceived the next day. Subse quently, it was notified by the home ministry.
However, the law is yet to be implemented as rules under the CAA are yet to be framed. Rules under a law have to be framed for its implementation.
According to the Man ual on Parliamentary Work, the rules for any legislation should have been framed within six months of presi dential assent or seek exten sion from the Committees on Subordinate Legislation in Lok Sabha and Rajya Sabha.

7 dead as helicopter ferrying Kedarnath pilgrims crashes
RUDRAPRAYAG (U’KHAND), OCT 18 (PTI): A helicopter ferrying pilgrims from Kedarnath temple to Guptkashi here crashed into a hill due to poor visibility on Tuesday, killing all six pilgrims and the pilot on the spot.
The chopper -- Bell 407 (VT-RPN) and operated by Aryan Aviation -- burst into flames at around 11.45 am at Dev Darshini in Garud Chatti, Rudraprayag Dis trict Disaster Management Officer Nandan Singh said.
Teams from the Na tional Disaster Response Force, disaster response forces of Uttarakhand and Delhi, and police brought the bodies to the Kedarnath helipad. The Rudraprayag disaster management office identified the victims as Poorva Ramanuj (26), Kriti Brar (30) and Urvi Brar (25) from Gujarat, and Sujata (56), Prem Kumar and Kala (60) from Tamil Nadu. Pilot Anil Singh (57) hailed from Maharashtra, it said.

ditya Scindia condoled the loss of lives.
“The news of the death of many pilgrims, including the pilot, in the helicopter crash near Kedarnath Dham is very sad. My deepest condolences to the families who lost their loved ones,” Murmu tweeted in Hindi.
“Anguished by the he licopter crash in Uttara khand. In this tragic hour, my thoughts are with the bereaved families,” Modi was quoted as saying in a tweet by his office.
Scindia wrote, “Deeply saddened by the loss of lives in the tragic crash. My heart felt condolences to the fami lies of the deceased. May God give them the strength
to bear this loss.”
In another tweet, he said the civil aviation minis try was constantly monitor ing the situation.
“The helicopter crash in Kedarnath is extremely unfortunate. We are in touch with the state government to ascertain the magnitude of the loss, and are constantly monitoring the situation,” he said. Chief Minister Pushkar Singh Dhami, too, expressed grief and ordered a detailed inquiry into the crash. In August 2019, three people were killed in a pri vate helicopter crash. The chopper was carrying relief material to the victims of severe floods and cloudburst in Uttarkashi.

Clear-up operation
It was enough to call for felling all hundreds of fast growing trees lined up by the roadside dividing the Arcade with the main road, after the tragic freak incident at Naga Shopping Arcade on Octo ber 12 when two uprooted trees that fell on some vendors, killing one on the spot while another died on way to hospital besides causing serious injuries on seven others. There were previous incidents when uprooted trees fell but thankfully there was no fatality. These trees that lined up the side of the road from beginning from Nagarjan traffic junction to the road leading to the Circuit House had been planted sometime in 1992 as part of plantation drive. The motive was good but the species chosen to be planted on a busy area was not. According to of ficials of the state’s forest department, tree species planted at the roadside included eucalyptus, rain tree and Putranjiva roxburghii. Eucalyptus trees are fast growing but don’t have wildly aggressive root systems but their roots do grow very quickly and are generally, shallow rooting and are prone to branch breakage, limb drop and complete tree failure at the base of the root plate – which is called wind throw. Most eucalyptus trees and windy conditions don’t go well together. Winds tip the tree back and forth, and the swaying loosens the soil around the trunk base. As a result, the tree’s shallow roots tear, uprooting the tree. The other species is commonly known as rain tree which is also fast growing and also prone to tree-fall caused by strong winds. This is more likely to occur when soils are wet and the tree’s roots are unable to securely anchor themselves in the soil. The other species is Putranjiva roxburghii, an evergreen tree,which grows up to a height of 12 meters. Due to frequent tree-fall incidents activists in Mumbai, activists are demanding that the civic authorities plant only indigenous species in the city. The common factor of all the fast growing tree spe cies is that they are prone to tree-fall and breakage of limb branches. Tree-fall is a major problem which is a threat to people, buildings and electric power lines etc. The trees along the dividing wall, running parallel to the above mentioned road stretch have been largely been left unattended. This is one factor that has increased the potential danger of tree-fall. Now that the over-400 trees are to be felled within a few days, the space would be denuded. It is hoped that authorities will not replace the fallen trees with other species. The lesson from the tragedy should not be repeated and so, no more trees should be re planted at the space from where the trees are being felled. This will help beautify the area and allow vis ibility of the Naga Shopping Arcade. As the vendors have been relocated to appropriate stalls, it is also hoped that authorities will also impose the ban on roadside/street vendors. This particular stretch of the road used to be packed with all types of vehicles belonging to shoppers and vendors parked on the roadside and thus causing traffic jam. The tragedy has given authorities an opportunity to clear the area of vendors. Also the Development Authority of Nagaland, has to deal with the hordes of vendors crowding the sidewalks within the Arcade by relo cating them to alternative place.

…they went forth for His name’s sake… —3 John 7 Our Lord told us how our love for Him is to exhibit itself when He asked, “Do you love Me?” (John 21:17). And then He said, “Feed My sheep.” In effect, He said, “Identify yourself with My interests in other people,” not, “Identify Me with your interests in other people.” 1 Corin thians 13:4-8 shows us the characteristics of this love— it is actually the love of God expressing itself. The true test of my love for Jesus is a very practical one, and all the rest is sentimental talk.
Faithfulness to Jesus Christ is the supernatural work of redemption that has been performed in me by the Holy Spirit— “the love of God has been poured out in our hearts by the Holy Spirit…” (Romans 5:5). And it is that love in me that effectively works through me and comes in contact with everyone I meet. I remain faithful to His name, even though the commonsense view of my life may seemingly deny that, and may appear to be declaring that He has no more power than the morning mist.
The key to the missionary’s devotion is that he is at tached to nothing and to no one except our Lord Himself. It does not mean simply being detached from the external things surrounding us. Our Lord was amazingly in touch with the ordinary things of life, but He had an inner detachment except toward God. External detachment is often an actual indication of a secret, growing, inner attachment to the things we stay away from externally.
The duty of a faithful missionary is to concentrate on keeping his soul completely and continually open to the nature of the Lord Jesus Christ. The men and women our Lord sends out on His endeavors are ordinary human people, but people who are controlled by their devotion to Him, which has been brought about through the work of the Holy Spirit.

Intangki National Park under siege
During the mid-2019, there were rather serious rumors afloat that the managerial establishment of the Forest Dept. in the Intangki Na tional Park including the staff quarters of the Forest Dept. had been taken over and was under complete control of NSCN (IM). It was also made apparently clear that the Forest Dept. was helpless in not being able to stop the NSCN (IM) cadre from their activities within the Intangki Nation al Park. Being disturbed by such floating informa tion, the Senior Citizens’ Association of Nagaland (SCAN) felt the need to act responsibly for the sake of our future generation and find out the veracity in this matter. Therefore, on the 14th Sept, 2020, SCAN knowingly filed an RTI not directly to the Forest Dept. but to: The Public Information Officer (PIO); Interlocutor & Governors Secretariat; Raj Bhavan; Govt. of Nagaland, Ko hima with the hope that the Raj Bhavan would influence the concerned Dept. to provide truthful response to the questions raised in this RTI.
The Raj Bhavan redi rected this RTI to the Chief Secretary of Nagaland on 15th Sept, 2020 who fur ther forwarded the same to the PIO, EF &CC Dept. on 18th Sept, 2020. On receipt of the RTI of SCAN, the Principal Chief Conserva tor of Forest & Head of the Forest Force further redirected this RTI to the Chief Wildlife Warden, Nagaland Dimapur on 24th Sept, 2020. Finally, on 12th Oct, 2020 the Di rector, Intangki National Park furnished a vague evasive reply to the RTI questionnaires. Unfortu nately, SCAN could not take the matter forward at an earlier date due to the Covid-19 pandemic during the ensuing period includ ing slowdown of functional continuity caused due to change of guard in the Association. The SCAN
would like to express our thanks to the Office of the Chief Information Com missioner for acknowl edging the public interest involved in this matter and taking the initiative by bringing the official rep resentatives of the Forest Dept. and the representa tives of SCAN together for a face to face hearing in his Honble Court on 7th Sept, 2022 to review this unresolved pending issue. SCAN had raised ten ques tions in this RTI. Apart from other general issues, there were four pointed questions in relation to the subject as follows:
Question No.7 of the RTI: Provide informa tion as to why the Forest Dept.s Staffs on duty for the protection of Intangki Reserved Forest have been issued vacation notice from their quarters built spe cifically for the Dept. of Forest. Answer officially provided by the Director, Intangki National Park: No such vacation order to the Intangki Reserved Forest Staff was received. However, in course of be ing further questioned in the Honble Court aforesaid as to whether it was a fact that the staff quarters of the Forest Dept. were now under physical occupation by the NSCN (IM), the Forest Dept. confirmed this to be a fact. It is now therefore an established and confirmed fact that NSCN (IM) has taken over the full control of the Forest Dept.s Intangki establishment.
Question No. 8: Pro vide photo copies of the official vacation notice served to the Forest Dept. by the State Govt. direct ing them to vacate the premises of the quarters allotted to the staffs of the Forest Dept. stationed at Intangki Reserved Forest. Official Answer provided: No such official vacation notice served to the Forest Dept. by the State Govt. Please refer the enclosed Official Statement of the PIO, Shri T. Aochuba, IFS,
Director, Intangki National Park, Dimapur, Nagaland, for Respondents in the Courts Judgement Or der passed by the Honble Court of the Nagaland Information Commission, Nagaland, Kohima, Date of hearing held on 7th Sept, 2022 at 12:30 PM, on page No 5, para 4 & 5 is quoted as under: The PIO stated that the above developments mentioned by the applicants (now complainants) happened without the knowledge of the Forest Dept. and the matter was intimated to the Govt, however, after the Ceasefire between the NSCN (IM) and the Govt of India, it became appar ent that the Govt. had some plan which is unknown.
Query No. 8 & 9, the PIO stated that as he was told, the Dept. was instructed about the plan of the Govt. to convert the forest colony (Intangki National Park) and hence, the Dept. could not do anything or have any say when the Govt. had directed the Dept..
Now, the Dept/Re spondents volunteered an explanation in the Honble Court of Nagaland In formation Commission that after the Cease-Fire with the GOI, NSCN (IM) had begun their persistent harassment and threats to wards all the Forest Dept. personnel posted within Intangki National Park resulting in all the staffs vacating their quarters one after another in fear. Ques tion No.9: Provide photo copy of the orders, direc tive, resolution of the State Govt. reallocating the staff quarters constructed for the employees of the Forest Dept/Forest Guards to the new occupants, a faction of Naga Political Groups.
Answer: No such orders, directives or resolutions of the State Govt. are avail able in the office record.
The Forest Dept. represen tatives however clarified before the Honble Court that after the vacation of their quarters by the staffs in fear, they categorically
affirmed that all the vacated quarters were later occu pied by the NSCN (IM) cadre and continues to be occupied to date. Question No. 10: Provide informa tion if any environmental clearance has been given to the present aforesaid occupants of the Intangki Reserved Forest for clearing the jungle, deforestation by the Govt. Official Answer: No such environmental clearance was issued by the Govt. On being ques tioned further the Forest Dept/Respondents admit ted that they have lost all control over the Intangki Reserved Forest as of now to such an extent that even their Departmental Officers have to seek prior permis sion from the NSCN (IM) to enter into the Intangki National Park.
The above excerpt is a factual reflection of the actual proceeding in the Honble Court of the Chief Information Com missioner, Nagaland which unambiguously reveals the ground reality as it stands today. According to the Forest Dept/Respondents, the State Govt. had been officially kept informed about the harassment being meted out to the field Offi cers posted at Intangki Na tional Park by the NSCN (IM) from inception but the State Govt. has deliberately been looking the other way without taking any positive steps to stop this contemp tuous act of atrocity by the NSCN (IM). It is because of acts such as this that the people now believe that the forests and sound environmental existence, ecosystem of Nagaland State, the Nation or of the World and the future of the people of Nagaland State are in great danger.
Intangki National Park consists of a vast forests area of 202 square kilo meters, blessed with rich mineral resources of all kinds above and beyond imagination, which shall not be encroached.

Curbing hate speech
The Supreme Court has acknowledged that a petitioner may be right in claiming that the ‘entire atmosphere is getting sullied’ due to hate speech against minorities, even as it has sought responses from the Uttarakhand and Delhi govern ments on action taken by the police against the speak ers who spewed communal venom during Dharam Sansads last year. The court’s remarks come weeks after it had stated that ‘hate speech is like a layered thing, like killing someone, you can do it in multiple ways, slowly or otherwise.’ The court had not only pulled up the Centre for remaining a mute spectator to the goings-on, but also emphasised the need for stricter regulations to monitor TV debates which often degenerated into platforms for hate speech.
Speeches that demonise certain groups often in flame communal passions, posing a threat to peace as well as law and order; what’s worse, they undermine India’s secular credentials. New Delhi had to do a lot of diplomatic firefighting after the controversial statements made by a couple of BJP leaders about
time for complacency. We need to clearly understand that the final solution must be fair and square for all Nagas no matter where they are. In the absence of sovereignty and integration let our brothers in Manipur and Arunachal Pradesh get their share of privileges for their self-dependence through their Autonomous Regional Territorial Coun cil. The Naga people of Nagaland State will be happy for them but in the same breath it needs be said loud and clear that the people of Nagaland State must also have the same uncontaminated privileges without the interference of other brothers from beyond the present boundary of the State of Nagaland. The State of Nagaland cannot whimsically be converted into make-believe Naga Nation without integration and sovereignty, for all Nagas from everywhere to share equal rights with the Nagas of Nagaland while enjoying their exclusive privileges in their own State(s) at the same time in the absence of sovereignty and integration.
Further, without in tegration it is not the re sponsibility of the State of Nagaland to promote a mere population inte gration without land and rehabilitate our national workers belonging to other States with our aforesaid Intangki National Park. Nagaland should take care of its own national work ers and let the other States do the same. Nagas have not suffered these many torturous decades for selfdetermination just so, as to land up losing our own land instead of protecting it for the future generations to come. So as to create a Headquarter for Pan Naga Hoho within the Intangki National Park and allow our younger generation to be arbitrarily dominated by our other Naga brothers from beyond our present State of Nagaland in the post solution era is unac ceptable. The State Govt.
under the Chief Minister ship of Mr. Neiphiu Rio, Mr. T.R. Zeliang and Dr. Shürhozelie Liezietsu has a lot to answer to the people of Nagaland for collabo rating and clandestinely allowing the NSCN (IM) to take over complete control of Intangki National Park even before the final solu tion is arrived at. Naga Po litical Issue should not be used for their petty Political Party survival at the cost of our children’s future.
In conclusion, SCAN charges the State Govt. of Nagaland under the present leadership of Mr. Neiphiu Rio, as Chief Minister for complicity and for compromising the interest of the people of Nagaland State by allow ing the NSCN (IM) to take over the complete con trol of Intangki National Park. SCAN would also like to ask all honorable Nagas of Nagaland: are we going to remain silent while our very own elected State Govt. is clandestinely selling the rights of our younger generation and their future under our very nose? Intangki National Park is the heart and the lungs of the people of Nagaland and of the world. Therefore, it shall have to be protected, reserved and preserved at all cost to prevent climate change and ecological imbalances for the posterity for their survival. Remember what Edmund Burk said: The only thing necessary for the triumph of evil is for good men to do nothing. SCAN believes this is not an issue for compromise, this is an issue that justifies appropriate uprising from all sections of the popula tion from Nagaland.

the Prophet triggered a backlash from Islamic nations. The onus is on the political and religious leadership to restrain the hotheads and rabble-rousers and weed them out whenever they cross the line.
The prompt registration of FIR against the Vishva Hindu Parishad and other organisers of an event in Delhi, where a BJP MP and other speakers allegedly stoked communal tensions, conveys the stern message that nobody is above the law. Hate speech, however, is not always unleashed on minority communities. Sometimes, one minority group may use it to target another, or even direct it at the majority community. During a rally organised by the now-banned Popular Front of India in Kerala in May, a boy raised slogans that called for the killing of Hindus and Christians. The now-banned outfit did not even offer an apology for this extreme form of hate-mongering. With their credibility at stake, law enforcement agencies must crack the whip on all offenders who fan the flames, no matter which community they belong to.

My dear countrymen, We are gathered here today on this important Naga National Day to honour and pay our respect to all those sacrificed lives of our martyred heroes who laid down their lives in the defense of our nation. It is a great honor to stand before you in commemoration of this Martyr’s Day, the 18th of October, 2022. It is an occasion like this that reminds us of the value of both a sacrificial life and a sacrificial death. I stand here to salute and pay my tributes to all those soldiers and civilians, who have laid down their lives for our Naga nation.
It was on the 18th of October 1952, Zasibito Nagi of Jotsoma Village was murdered in cold blood in the street of Kohima by the aggressing Indian forces. Thus, he be came the first martyr. Hence, this day has been marked as Martyr’s Day. Many like him have died. Brave soldiers have died in battlefields while many others were shot, captured and murdered. Besides soldiers, many civilians of men, women and children were murdered. Those who survived are living with the scars and trauma of an unjust war, a war of aggression, perpetrated by India upon Nagaland. To those who have died, I pay my tribute: their legacy will live on in our hearts and lives. Their blood and sweat had not been shed in vain, for it is because of this we continue to survive and thrive under extraordinary situations while also enriching our continual struggle against our aggressors.
To those of the younger generation who have not experienced the worst of our past: I fervently urge you to live exemplary lives as our heroes and martyrs have shown. By this, I do not necessarily mean we must all die to save our nation. The strategies of war have changed. Today, our aggressors fight us with money power, cultural assimilation, propaganda, economic packages in the guise of develop ment. All these are destroying our lives and values. The sacrifice we can make today is to stand firm on the altar of truth and righteousness, lest we die an unholy death while we are still alive. While standing firm in truth, it is also our responsibility to move forward unafraid of our future. This is possible when we possess the clarity of our history and the willingness to serve the nation with integrity as our martyrs have done.
It is my hope that every responsible citizen of Nagaland, both young and old, is reminded of the supreme sacrifice made by our martyrs for Nagaland. Let us all revisit the past and contribute our might in whatever way we can for our future; as our martyrs have done for us. May God bless Nagaland.

We don’t trust in hierarchical world order: Rajnath
GANDHINAGAR, OCT 18 (PTI): Defence Minister Rajnath Singh on Tuesday said India does not believe in a “hierarchical world or der” where a few countries are considered superior to others.
India was steadfast in its commitment to provide support in all arenas to Af rican countries, he said, speaking at the India-Africa Defence Dialogue (IADD2022) here.
A `Gandhinagar Dec laration’ to enhance cooper ation in the fields of training and military exercises was adopted at the end of the event, organised on the side lines of Defence Expo 2020. “India does not believe in a hierarchical world order where a few countries are considered superior to oth ers,” Singh said, addressing the representatives of more than 50 countries including 19 defence ministers.
“India’s international relations are guided by the essence of human equality and dignity which is a part of its ancient ethos. We do not believe in making or becoming a client or satellite
state, and so when we part ner with any nation, it is on the basis of sovereign equal ity and mutual respect,” Singh said.
“India is steadfast in its commitment to provide sup port in all arenas to African countries, for fulfilling their aspirations for peace and stability in the region,” he added.
India’s partnership with Africa was centered on the ten guiding principles articulated by Prime Min ister Narendra Modi in his address to the parliament of Uganda in 2018, he said.
“African priorities are our priorities. We appreciate the efforts made by African countries towards building a common African peace and security architecture,” Singh said.
He was happy that the India-Africa Defence Dialogue was “institution alized” as a forum after the first India Africa Defence Ministers Conclave held in Lucknow in 2020, the de fence minister further said.

(PTI): Peace and tranquilli ty in the border areas clearly remains the basis for normal relations between India and China, External Affairs Minister S Jaishankar said on Tuesday amid the linger ing border row in eastern Ladakh.
Jaishankar said the last few years have been a period of “serious challenge”, both for the relationship and for the prospects of the Asian continent.
“The continuation of the current impasse will not benefit either India or China. New normals of posture will inevitably lead to new normals of respons es,” he said, referring to the border row.
“It is the willingness to take a long-term view of their ties that the two countries must display to day,” Jaishankar said in an address at a conference on ‘China’s Foreign Policy and International Relations in the New Era’.

THIRUVANANTHA PURAM, OCT 18 (PTI):Kerala Chief Minister Pina rayi Vijayan on Tuesday said that while it was difficult to fathom why the Congress party has not taken any ac tion till date against its MLA Eldhose Kunnappilly, who is facing charges of rape and attempt to murder and is still untraceable, the state government was taking a serious view of the matter.
Speaking to reporters at a press conference here in the evening, the Chief Min ister said he was not going to comment on party affairs of the Congress, but it was difficult to understand why they have been unable to take a decision on what ac tion has to be taken against the MLA.
Vijayan said the state government, on the other hand, has taken a serious view of the allegations or complaint of the victim and a proper investigation would be carried out in the case.
“All necessary or requi site actions would be taken in the matter,” he told re porters. Earlier in the day, the Crime Branch wing of the police said that Kunnap pilly has also been booked for attempt to murder un der Section 307 of IPC on the basis of the victim’s statement that the Congress leader tried to kill her.

2 workers from UP killed in grenade attack
SRINAGAR, OCT 18
(PTI): Two migrant la bourers hailing from Uttar Pradesh were killed after terrorists hurled a grenade at them in Shopian district of Jammu and Kashmir in the early hours of Tuesday, police said.
A local “hybrid ter rorist” of proscribed outfit Lashkar-e-Taiba (LeT) and another suspect were arrest ed for the attack, they said.
“Hybrid terrorists” are unlisted radicalised youths who carry out terror strikes and slip back into their rou tine lives often without leav ing any trace. The labourers were injured in the attack and they were shifted to a hospital where they suc cumbed, the Kashmir Zone
Police said. The two men were identified as Monish Kumar and Ram Sagar, both residents of Uttar Pradesh’s Kannauj. Soon after the at tack, the area was cordoned off and a hunt was launched to nab the attackers, it said.
A hybrid terrorist of the LeT, who lobbed the grenade, was arrested, said Additional Director General of Police, Kashmir, Vijay Kumar in a Twitter post.
The arrested terror ist was identified as Imran Bashir Ganie from Harmen, he added. The police officer said the victims were living in a tin shed and the attack ers dropped the grenade there during the night.

KOLKATA, OCT 18 (PTI): CPI(M) general secretary Sitaram Yechury called for bringing together non-political forces includ ing environment and Dalit activists along with secular regional parties to defeat propagators of the “Hindu tva Rashtra”.
He said that efforts should be made to defeat the BJP first at the state level and after that, a national alternative will be formed.
“People’s movements on various issues, like Dalit movements, environment and climate change have to be brought together, thus strengthening Left and dem ocratic forces,” he said.
The CPI(M) leader said that it is necessary to bring together secular par ties, apart from these move ments, to “defeat the poison of communalism”.
This “broad platform” needs to be strengthened to defeat the “Hindutva Rash tra propagators”.

Delhi Riots: HC denies bail to Khalid
NEW DELHI, OCT 18 (PTI): The Delhi High Court on Tuesday refused to grant bail to former JNU student Umar Khalid, in custody for over two years, in a UAPA case related to the alleged conspiracy be hind the riots here in Febru ary 2020, saying he was in constant touch with other co-accused and allegations against him are prima facie true.
The court also said the acts of the accused prima facie qualified as “terrorist act” under the anti-terror law UAPA.
A bench headed by Justice Siddharth Mridul said the anti-CAA protests “metamorphosed into vio lent riots”, which “prima facie seemed to be orches trated at the conspiratorial meetings”, and the state ments of the witnesses in dicate Khalid’s “active in volvement” in the protests.
“The appellant (Kha lid) was in constant touch with other co-accused per sons, including Sharjeel Imam, who arguably is at the head of the conspiracy; at this stage (of bail), it is difficult to form an opinion that there are not reason able grounds for believing that the accusation against the petitioner is prima facie not proved,” observed the bench, also comprising Justice Rajnish Bhatnagar.

Khalid, Sharjeel Imam, and several others have been booked under the anti-terror law Unlawful Activities (Prevention) Act (UAPA) and provisions of the Indian Penal Code for allegedly being the “mas terminds” of the February 2020 riots, which left 53 people dead and over 700 injured.
The violence had erupted during the protests against CAA and NRC.
In its 52-page order, the court observed that the “planned protests” were not the kind that are “normal in political culture or democ
racy (but were) far more destructive and injurious geared towards extremely grave consequences” and the acts of the accused pri ma facie qualified as “ter rorist act” under UAPA.
Taking the charge sheet and other material on face value, the court noted there was intentional blocking of roads to cause disruption in north-east Delhi, and the weapons used, the manner of attack and the resultant deaths and destruction indicate it was pre-planned.
It asserted that acts which threaten the coun try’s unity, cause communal friction and create terror in any section of the people by disturbing the social-fabric is a “terrorist act” and the issue of granting bail in the present case has to be considered in the “larger context of the societal con cerns involved in releasing an accused in juxtaposition with individual liberty”.

Govt gets more time to frame CAA
NEW DELHI, OCT 18 (PTI): The Union home ministry has been granted yet another extension by the Parliamentary Committees on Subordinate Legislation in the Rajya Sabha and the Lok Sabha to frame the rules of the Citizenship (Amend ment) Act, 2019, sources said on Tuesday.
While the permission has been granted from the Rajya Sabha till December 31, 2022, the Lok Sabha has granted the time till January 9, 2023. This is the sev enth extension given to the home ministry to frame the rules under the Citizenship (Amendment) Act (CAA).
The Modi government wants to grant Indian na tionality to persecuted nonMuslim migrants from Ban gladesh, Pakistan and Af ghanistan -- Hindus, Sikhs, Jains, Buddhists, Parsis and Christians -- who had come to India till December 31, 2014.
The CAA was passed by the Parliament on De cember 11, 2019, and the presidential nod was re ceived the next day. Subse quently, it was notified by the home ministry.

Rs 95,000 cr to be invested in aviation sector: Scindia
NEW DELHI, OCT 18 (IANS): Stressing on the importance of helipads in providing last-mile connectivity, Civil Aviation Minister Jyotiraditya Scindia on Tuesday urged the states to set up helipads in every district.
The Minister said that 82 helicopter corridors have been identified. He also talked about augmentation of flight training organisation capacity in the country and facilities for engine servicing.
He said the government recently abolished TNFC/ RNFC charges in 21 states to encourage helicopter operations. The Minister brought attention to the three recent initiatives unveiled at the recent Heli-India Summit in Srinagar, namely Framing of Guidelines for Fractional Ownership, Project Sanjeevani for Helicopter Emergency Medical Services and Project AKASH.
Jyotiraditya ScindiaOn the issue of airports, the Minister said that in the next four years, about Rs 95,000 crore is likely to be invested by the Government and the private sector, which includes greenfield as well as brownfield airports. He informed that as per law, once a piece of forest land was declared as a reserved forest, the land automatically became a property of the government.
“How can we say there is a government when Forest Department staff/ employees have to acquire permission from NSCN (I-M) to carry out duties inside the park area?,” he asked. He also claimed that there were reports of massive deforestation and logging being undertaken in the National Park but in the absence of any surveillance of the forest by government officials, those claims were yet to be ascertained. It was also noted that, interestingly, no environmental clearance was issued by the government to NSCN (I-M) for deforestation and logging.

He said Nagas of Nagaland have been taken for a ride both by NSCM (IM) and the State government. In this, he said SCAN was of the view that a final solution to the Naga political issue must be fair and square for all Nagas.
Supplementing Sema, SCAN adviser Kuolachalie Seyie clarified that the association was not a political organisation and nor against any group.
He however reiterated, that SCAN’s fight was for survival and a divine duty, when huge forest areas were being destroyed that posed real threat to the very survival of Nagas. Seyie maintained that even the Constitution of India acknowledged that the land belonged to Nagas and that “the government cannot not steal and give it to someone else”.
He said the Park area was acquired and therefore, if the government decided to utilise it in any other way, then as per the initial agreement, the landowners have the right to take back land as per Land Regulation Act.
He expressed the hope
that Nagas would wake up to the issue and stand united against any force trying to destroy their land and property.
Asked whether SCAN was willing to join hands with tribe organisations if they came forward to protect the National Park from encroachment, Sema replied that the association was more than willing to sit with them and chalk out possible solution to resolve the issue.
On the next plan of action, Sema said the association wished to see the issue resolved in a most amicable way. He however, warned that SCAN would take to legal recourse, if it was left with no other option and as the last resort to fight for one’s rights.
Intangki was declared a reserved forest on May 7, 1923 and was later declared a national park on March 3, 1993. The Park is governed by laid down rules and regulations under the Nagaland Forest Act, 1968, Wildlife Protection Act, 1972 and various administrative orders of the government from time to time.
Oil price may go up, says Emkay
CHENNAI, OCT 18 (IANS): The reduction in oil production, high logistics cost for Russian oil, expected higher demand, and other factors are expected to push up the crude oil prices, said Emkay Wealth Management.
According to the company, the crude oil prices have been trading in the range of $65-120/bbl in the past 1 year, and are way off the high levels witnessed in the month of June 2022.
Brent crude is currently at around $92 per barrel at a critical level owing to the onset of winter resulting in higher demand for oil in Europe, people moving out on their vehicle during the holiday season, and supplies from Russia to be curtailed by almost 50 per cent by December of this year.
This is because of the disagreement on European
countries’ proposed capping of the price of Russian oil, said Emkay Wealth. Further the purchase of oil by some countries from Russia, including India, is likely to be stopped due to the high freight which borders on almost an additional $7-8 per barrel which makes it more expensive compared to the supplies from the Middle East or Africa.
“Therefore, it is highly
likely that the supply from Russia may be around 2.50 million barrels per day,” Emkay Wealth said.
These aside, the Organisation of the Petroleum Exporting Countries (OPEC) has reduced production and supplies are about three million barrels per day short compared to the target.
“This shortfall has been met with the supply from the
Strategic Petroleum Reserve (SPR) of the US on a weekly basis. In the last couple of weeks, the release from the SPR has been to the tune of 7 million barrels for commercial use,” Emkay Wealth said.
The SPR level is at its lowest level in recent history. According to some reports, the US would replenish the stock that has been released in any case at some point in time.
It will have to move into replenishing the stock once the oil price touches lower levels.
Despite the strength of the US dollar as indicated by the Dollar Index, oil prices are expected to stay northbound mainly on the account of supply-restricting factors, and therefore, we could see a retest of higher levels in the coming weeks, Emkay Wealth added.
Indian general insurance sector logs 15.3% growth
CHENNAI, OCT 18 (IANS): The Indian nonlife industry logged 15.3 per cent growth during the first half of FY23 as compared to 12.6 per cent growth for the same period previous year, CARE Ratings Ltd said.
According to the credit rating agency, the business growth for the first half of FY23 was driven by health (especially the group segment), motor, and crop insurance.
During the period under review, the industry had logged a premium of Rs 125,195.9 crore up from Rs 108,575.3 crore earned during the first half of FY22.
The trend of private players outpacing their public peers has continued, with private companies growing faster than their public counterparts.
The market share of private non-life insurance companies has witnessed a sustained increase to 60 per cent in H1 FY23 from 57 per cent in H1 FY22 and 55 per cent in H1 FY21, CARE Ratings said.

(AP): A court in mili tary-ruled Myanmar ruled Tuesday that the last trial for corruption of the coun try’s ousted leader Aung San Suu Kyi will go ahead after finding that state pros ecutors submitted enough evidence to sustain her indictment.
Suu Kyi, who was arrested when the mili tary seized power from her elected government in February last year, has since been charged with a total of 12 counts under the anti-corruption law, each punishable by up to 15 years in prison and a fine. The corruption cases are among several charges pursued by the military against her. Rights groups and supporters of Suu Kyi say the charges against her are politically motivated and an attempt to discred it her and legitimize the military’s seizure of power while preventing her from returning to politics.
Suu Kyi has already been sentenced to 26 years’ imprisonment after being convicted on charges of illegally importing and possessing walkie-talkies,
violating coronavirus re strictions, breaching the country’s official secrets act, sedition, election fraud and seven other counts of corruption. Win Myat Aye is cur rently serving as minister of Humanitarian Affairs and Disaster Management in the National Unity Gov ernment, an opposition group that lays claim to being the country’s legiti mate, parallel administra tion. A legal official famil iar with Tuesday’s court proceedings confirmed that Suu Kyi and Win Myint pleaded not guilty after they were formally indicted on five counts of corruption. The official, who spoke on condition of anonymity because he is not authorized to release information, said they ap peared to be in good health.

Cai Xia, who worked as a professor for 15 years at CCP’s Central Party School in Beijing, said Xi, a devoted student of Mao, is eager to leave his mark on history.
The Central Party School which was headed by Xi himself when he was the Vice President taught ideological subjects to the CCP cadre at various levels.
“And because previ ous reforms failed to place real checks and balances on the party leader, Xi has suc ceeded. Now, as under Mao, China is a one-man show,” Cai, who migrated to the US after her retirement and turned a dissident, wrote in the Foreign Affairs journal.

EU faces battle to keep energy prices from tanking economy

(AP): European Union leaders enter a crucial stretch this week to make sure runaway energy prices and short supplies do not further tank their strug gling economies and fo ment unrest. At the same time, they need to keep all 27 members united in their opposition to Russian President Vladimir Putin.
Leading up to Thurs day’s start of a key sum mit, the EU’s executive Commission is presenting a blueprint on Tuesday that needs to reconcile the yawning gap between those who want to impose a common gas price cap to keep prices down and those who think it would primarily keep out supplies, further starving industries and businesses.
Then, going into the weekend, EU leaders will seek a compromise during two days of talks, however hard that may be.
EU council president Charles Michel told the 27 leaders in his invitation letter that there were three lines of action: reducing demand, ensuring security
of supply and containing prices. “Europe is facing its week of truth,” Belgian Prime Minister Alexander De Croo said. “This week it is hit or miss.”
It did not take long for EU member countries to realise that the bloc’s dependence on Russian energy was a huge political error.
They figured it out almost as soon as Putin invaded neighbouring Ukraine on February 24. And amid sanctions im posed on Russia’s energy sector, the wealthy bloc of 450 million has since been struggling to find ways to keep freezing temperatures from entering the homes of the poorest and businesses from going down for lack of affordable energy.
With nationalists and right-wing populists com plaining ever more about the EU’s common ap proach, the ability to find a joint exit strategy from the crisis could have a direct impact on the bloc’s future.
“The coming winter could freeze and shatter European sentiment — the shared sense of belong
ing, mutual trust among European countries, and citizens’ emotional attach ment to the idea of Eu rope,” said Pawel Zerka of the European Council on Foreign Relations.
Even De Croo, leader of one of the most EUembracing nations, knows there is no more time to waffle. “The time for ex cuses has gone. if the EU still wants to be meaning ful, contain energy prices and better protect families and businesses in this en ergy war, it finally has to deliver,” he said.
De Croo has been pushing hard in recent weeks to cap the cost of all gas imports to the EU, with other countries like Poland and Greece also increasing the pressure on the EU Commission.
The bloc’s executive arm was set to come for ward with a plan to deal with the shortages on Tues day. Not an easy task in the light of the fundamental differences between jug gernaut Germany, which does not back a full gas price cap, and others who are convinced such a cap
will not lead to a decline of offer on the market.
The Commission is expected to come forward with a compromise that would allow for a tempo rary correction mechanism to kick in in exceptional circumstances and the cre ation of a new LNG gas index better reflecting the market following the dras tic reduction of imports of pipeline gas from Russia.
If any prodding was needed, the International Energy Agency did it early this month by saying that “Europe’s security of gas supply is facing unprec edented risk as Russia in tensifies its use of natural gas supplies as a political weapon.”
Even if hoarding of gas supplies has gone full thrust ahead and reliance on Russian provisions has dwindled to less than 10 per cent, dangers still lurks.
“The possibility of a complete cut-off in Rus sian gas deliveries cannot be dismissed ahead of the 2022/23 heating season — when the European gas system is at its most vulner able,” the IEA said.
The Secretary General also added that Interpol had developed its global stoppayment mechanism, the Anti-Money Laundering Rapid Response Protocol, which in the past 10 months alone had helped members recover more than $60 mil lion in criminal proceeds from cyber-enabled fraud.
“Our Global Crime Trend Report also high lighted the massive increase in online child sexual ex ploitation and abuse, fig ures which are only set to increase. We know that cybercrime and online child abuse are significantly un derreported, often because victims are ashamed or in cases of fraud, embarrassed, which means that the figures we see are just the tip of the iceberg,” Stock said.
Police around the world are overwhelmed with data, and too often they do not have the capacity to deal with the volume of cases, and here Interpol is uniquely placed to provide the sup port they need, he added.

With a month to kick-off, Qatar has added 30,000 rooms to house visitors to the country during the FIFA World Cup 2022 that begins on November 20, organisers said on Monday.
The addition of new rooms comes on top of the two million room-nights that will be used by visitors during the month-long tournament being organised for the first time in the Middle East, said Yasir Al Jamal, Director General, Supreme Committee for Delivery & Legacy, the organiser of the event.
The Japanese squad will be the first to arrive in Doha on November 7, heralding the imminent opening of the first celebration of the beautiful game in winter, organisers said at a press meet that saw FIFA President Gianni Infantino deliver a recorded
video message.
“The world is excited. Qatar is ready. The stage is set. Together, we will deliver the best World Cup ever on and off the field,” the FIFA chief said.
“We have always said that Qatar will deliver the best-ever edition of the FIFA World Cup. And as you look around the country today, at the stateof-the-art stadiums, the training pitches, the metro, the wider infrastructure, everything is ready and everyone is welcome,”

MUMBAI, OCT 18 (IANS): Indian cricket team will not travel to Pakistan and will insist on a neutral venue for next year’s Asia Cup, the BCCI secretary Jay Shah confirmed on Tuesday after board’s Annual Gen eral Meeting, here.
The 2023 edition of the continental champion ship -- Asia Cup -- has been allotted to Pakistan as per the International Cricket Council’s Future Tours Pro gramme.

ACYA sports meet at Jakhama

KOHIMA, OCT 18 (NPN): Angami Cath olic Youth Association (ACYA) will hold the annual sports meet from October 21-24 at Loyala Higher Secondary School Jakhama, to be hosted by Jakhama Catholic Youth Association.
Hundreds of partici pants from five regions in cluding Northern ACYA, Southern ACYA, Western ACYA, Kohima Town ACYA, and Chakhroma ACYA, are expected to be part of the three-day event.
However, the BCCI after their AGM, arrived at a conclusion that it will not travel to its neighbouring country for the tournament and demanded that the tournament be moved to a neutral venue.
“Neutral venue for the Asia Cup is not un precedented and we have decided that we will not travel to Pakistan,” Shah, who is also the president of the Asian Cricket Council (ACC) was quoted as saying by Cricbuzz.
“I have decided that we will play at a neutral venue,” he added.
Notably, the 2022 edi tion of the Asia Cup was also played in a neutral ven ue after an economic and political crisis engulfed host nation Sri Lanka. The tour nament was held in UAE, where Sri Lanka emerged as the champions after beating Pakistan in the final.

KOHIMA, OCT 18 (NPN): Meghalaya based professional football club, Shillong Lajong FC thrashed Dzülouzou FC 11-0 in their debut match in the 22nd NSF Martyrs’ Memorial Trophy at IG Stadium here on Tuesday.
Led by Chanmitre hat-trick, Dzülouzou FC were outplayed by their experienced opponent.
Chanmitre scored six
goals in 34th, 41st, 55th, 58th, 81st and 90th min utes to become the second player to score a hat-trick in this edition.
Kladajied opened the scoring in the 27th minute followed by his second in the 37th minute.
Joining the team’s goal spree were Atlan, Everbrightson and Sangti as each contributed a goal in the 74th, 79th and 87th minutes. Lajong’s player Sangti was adjudged as the
man of the match.
Lajong FC will now face Pochury Students’ Union (PSU) in the prequarter finals on October 22 at 1 p.m. Earlier, in the first match of the day, PSU defeated Phoenix C&C 3-1.

Golap wins amateur body building and fitness title

(IANS): The former India all-rounder Roger Binny on Tuesday was elected as the new president of the Board of Control for Cricket in India (BCCI) during its 91st Annual General Meet ing, here.
Binny, a member of the 1983 World Cup-win ning team, replaced former India skipper Sourav Gan guly in the post.
The 67-year-old Binny has a lot of experience in cricket administration. He has served in different positions at the Karnataka State Cricket Association (KSCA) over the years and has been its president since 2019. Prior to that, he also was part of the KSCA ad ministrations led by Patel
The Maharashtra BJP leader Ashish Shelar who served as Mumbai Cricket Association president be tween 2017 and 2019, has become the treasurer while Saikia is the new joint sec retary.
Meanwhile, Jay Shah, son of Union Home Minis ter Amit Shah, was elected as the BCCI Secretary for a second consecutive term.
The Congress leader Rajiv Shukla was also reelected as the board’s vicepresident.
According to a press release by the board, the members of the General Body appreciated the ef forts of the outgoing office bearers.
