DIMAPUR, JUN 18 (NPN): The Nagaland Education Project- The Lighthouse (NECTAR) on Saturday announced Performance Incentive Grants (PIG) for all government schools in the State in three batches over a two-year period, based one certain criteria. PIG which will be made available for all 1953 government schools is part of the governance and capacity building component of NEP-The Lighthouse (NECTAR), a project funded by the World Bank. Performance Incentive Grants available for all 1953 Government schools in three batches over a two year period role as guardians of public institutions. Thavaseelan said, of the total 1953 government schools, 1741 applications were received, out of which 743 applications were shortlisted for the first batch based on specific set of criteria after thorough screening of the applications. Orientation and Capacity Building for the School Management Committees (SMCs) and School Management and

Development Committees (SMDCs) of the shortlisted schools covering all the districts were conducted in the District Headquarters from May 16 to 24. PIG proposals for 738 schools have been approved and the funds will be disbursed directly to the SMC and SMDC accounts by the last week of June 2022 post signing of the memorandum of understanding (MoUs). The work implementation period is from

July 1 to November 15, 2022. In order to ensure accountability, he said a robust monitoring mechanism has been put in place. In the event of any misuse of funds, SMCs/SMDCs may be blacklisted and furthermore excluded from availing future grants from the project/department. All shortlisted schools have been informed to contact the District Project Assistants (NECTAR) or EBRC co-ordinators (SAMAGRA) for signing of the MoU on or before June 24, 2022. Thavaseelan noted that lack of information and capacity of SMCs and SMDCs has hindered their involvement in the school system. Therefore, he said in order to build capacity and to enhance participation and promote commitment of the SMCs and SMDCs, the Performance Incentive Grants is being

made available for all government schools. Criteria: Thavaseelan said SMCs and SMDCs will be given the liberty to make their own need-based proposals (Action Plan). While the guidelines discourage major infrastructural works, the committees are encouraged to focus on improving and augmenting the school learning environment and undertake urgent repair and renovations. As part of community engagement, activities like monthly SMC/SMDC meetings, half yearly Parent Teacher meetings, outreach to dropouts and vulnerable groups have been made mandatory. The committees are also encouraged to come up with innovative activities and ways to revive indigenous practices through story telling sessions, hands-on sessions in handicraft, weaving, gardening, farming, etc.

Agnipath protest: Centre asks states, UTs to be on alert KOLKATA, JUNE 18 (IANS): In the wake of growing tension over Agnipath, the proposed scheme of the Central government for short-term services in the Indian armed forces, spreading from one state to another, the Centre, on Saturday, sent a note of caution to all states and Union Territories (UTs) regarding tackling the continued agitations on this count. The letter signed by deputy secretary to Central government, Archana Varma, has been addressed to all chief secretaries, advisors to administrators of all states and UTs, DGPs, police commissioners of Delhi, Mumbai, Kolkata, and Chennai.

DIMAPUR, JUN 18 (NPN): State BJP president and minister for Higher Education and Tribal Affairs, Temjen Imna Along on Saturday said it was too early to speculate anything about seat sharing with the NDPP for 2023 Assembly elections. Though the Central leadership was committed to the current alliance with NDPP (40:20 seat sharing formula), Along said things would be made clear at the right time. Speaking to Nagaland Post on the sideline of the State BJP Executive meeting here at IMC Hall, Dimapur, Along further said that the party was yet to discuss about seat sharing with the NDPP. He was of the view that nothing was definite as the final call will be made by the Central leadership. After the recent merger of 21 NFP legislators, the ruling NDPP now has 42 legislators in the 60-member House. As reported earlier, the recent merger has all the more created an uneasy within the BJP over the 2018 pre-poll seat sharing pact of 40:20 between the NDPP and BJP. With NDPP con-

sidering two independent MLAs as part of the party, this will obviously mean NDPP will have 42+2= 44 ticket aspirants. NDPP will now have to contend with the claims of all 44 for NDPP tickets. This would arithmetically mean that BJP will have only 12+4=16 seats. Meanwhile, delivering the presidential address at the State BJP Executive meeting, Along, while referring to the seat sharing issue, called upon the party workers to remain steadfast as the Central leadership would decide on what was best for the party. NPCC demands roll back of ‘Agnipath scheme’ India logs over 13,000 Covid-19 cases after 113 days DIMAPUR, JUN 18 (NPN): With massive protest across the country against the Centre’s decision to implement ‘Agnipath’ scheme for the recruitment in the defence forces, Nagaland Pradesh Congress Committee (NPCC) has demanded the roll back of the scheme until the government comes up with a better plan for the future of the youth. NPCC president K. Therie said Agnipath should be withdrawn instead of simply adopting a wait-andwatch policy on the outcomes of the scheme. Stating that the scheme would destroy the future of the youth at their prime age of learn-

ing, Therie said that 75% of the proposed ‘Agniveers’ would be unemployed by their mid 20s with low educational qualifications, which would end up destroying their future prospects. Moreover, he said the intended benefit (Seva Nidhi Package) for approximately 12 lakhs could not be termed as “an adequate resource to sustain lifelong livelihood” and that the 75% of Agniveers could not be left with an uncertain future after making huge sacrifices for the country. He also pointed out the possibility of candidates who would be trained as Agniveers and complete

service but end up in “fringe elements and organisations” which will be detrimental to the interests of the nation. Therie said four years (inclusive of just about 6 months training), along with the current leave was also not adequate to build a strong battle worthy army with camaraderie. He said the army relied to a great extent on this trait which could only be built with time. As soldiers normally require years to train, he said six months training would mean a “short cut in training” and would definitely have serious compromises on a force tasked with defense of the nation.

NEW DELHI, JUN 18 (AGENCIES): India recorded yet another singleday spike on Saturday as the daily case count of new Covid-19 cases crossed 13,000-mark. The health ministry data shows that this is the first time after 113 days that India has seen more than 13,000 cases in a span of 24 hours. The gover nment records show that India logged 13,216 fresh Covid-19 infections in the last 24 hours. The country also recorded 23 Covid deaths, pushing the death toll to 5,24,840. The more troubling

trend is the sharp spike in active case count. The present tally is nearing 70,000mark. The health ministry’s morning bulletin showed 68,108 active cases across India. While the daily positivity rate stands at 2.73 per cent, the weekly positivity rate has been recorded at 2.47 per cent, the Centre’s records show. Genome sequencing: States and Union territories have been asked to submit “larger number” of samples for whole genome sequencing from districts and areas which have seen a surge in COVID-19 cases over a period of seven days, official

The direction was issued during Friday’s meeting by the INSACOG which reviewed the COVID-19 data to check the possibility of any new emerging variant or sub-variant and ascertain the reasons behind the breakthrough infections. “The idea behind asking states and UTs to send larger number of samples is to keep a closer watch over the current circulating sublineagues of Omicron and its correlation to the current epidemiological picture,” an official said. “Also, we want to see if we are missing out any important clues regarding

newer sub variants during routine sequencing through the sentinel surveillance,” the official added. Thirty-two districts in India including eleven from Kerala and five from Maharashtra are reporting a weekly Covid positivity rate of more than 10 per cent while in 35 districts including 9 from Delhi, the weekly positivity is between 5 and 10 per cent, sources said. As on date, 10 states and Union territories -- Maharashtra, Kerala, Delhi, Karnataka, Tamil Nadu, Haryana, Uttar Pradesh, Telangana, West Bengal and Gujarat have over 1,000 cases.

DIMAPUR, JUN 18 (NPN): Global Naga Forum (GNF) delegation, which met Assam chief minister, Himanta Biswa Sarma in Guwahati on June 16, conveyed its desire for a solution based on-“Respect for Naga historical and political rights; official recognition of Naga flag and the constitution; inclusive solution-- a solution for all the Naga political groups and Naga areas; demilitarization of the region and complete autonomy in governance over all the ancestral Naga homeland.”

In a representation to Sarma, jointly signed by GNF convenor Chuba Ozukum, co-convenor Prof Rosemary, secretary, Prof Paul Pimomo, and advisors, James Wanglat and Dr. Visier Sanyu, sought Sarma’s on intervention on their behalf, stating that he was “in a key position to influence a peaceful resolution of the long-running Indo-Naga political problem.” GNF maintained that Nagas believes the government of India understood the nature of Naga cause and that there has “got to

be a meeting place between this understanding and the long-held Naga aspiration for a just and honourable settlement.” “We have confidence that a just solution based on these commitments will restore Naga dignity and rights, end the armed conflicts in the region, and bring permanent peace not only in the region but in India and Myanmar,” GNF stated.
