NEW DELHI, APR 18 (PTI): Lt Gen Manoj Pande will be the next Army chief succeeding Gen MM Naravane whose tenure ends by the end of this month, officials said on Monday. At present, Lt Gen Pande is serving as the Vice Chief of the Army Staff. Gen Naravane’s tenure will come to an end on April 30. Before taking charge as the Vice Chief of the Army Staff, he was heading the Eastern Army Command tasked with guarding the Line of Actual Control (LAC) in the Sikkim and Arunachal Pradesh sectors. Lt Gen Pande was commissioned into the Bombay Sappers in December 1982. In his distinguished career, he has held several prestigious command and staff assignments in conventional as well as counter-insurgency operations in all types of terrain. He also served as chief engineer in the UN mission in Ethiopia and Eritrea. He was also the Commander-inChief Andaman and Nicobar Command (CINCAN).

despite their reluctance to go to the extent of mass casual leave. They said NIDA had no other option by the government but to resort to such measure. They said the medical department was one of the pillars of the government and such a situation should never have happened had the government fulfilled its “written assurance” given on April 17, 2021. The NIDA members said their patience had been tested for the last six years.

NIDA members however expressed hope that the state government will take the matter seriously and resolve the issue soon. At NHAK, the first day witnessed 27 patients, who had arrived for emergency check-up, including pregnant women, paediatrics and ENT while serious cases being referred to private hospitals. Angami Students’ Union (ASU) representatives were also present at NHAK monitoring the situ-

ation. Interacting with media persons, ASU core committee co-convener Khrielievi Chüsi said the union has deployed volunteers at all the health centres under Angami jurisdiction to ensure that patients were not deprived of health services. Chüsi said the issue has flared because of the government’s inability to resolve the issue. He reminded that as it was not a law-andorder issue, deploying police or district administration officials at NHAK was not necessary. He said that after collecting the data of certain issues, ASU will submit the report of the government to resolve the issue. He said that the government should not take the matter lightly. Cong leader Adhir Chowdhury writes to Shah for early resolution of Naga issue

NEW DELHI, APR 18 (PTI): Leader of the Congress in Lok Sabha Adhir Ranjan Chowdhury wrote to Home Minister Amit Shah on Monday urging him to implement the two agreements signed between the central government and the Naga groups for resolving the Naga issue. Chowdhury said the late Rajiv Gandhi had offered to hold unconditional talks with Naga insurgents over three decades ago and the negotiations started in 1997. “At present, we have two official agreements between the central government and Naga insurgents — the Framework Agreement signed at the residence of Prime Minister on August 3, 2015 between R N Ravi, Interlocutor, and Th. Muivah, general secretary of NSCN (I-M), and the Agreed Points signed between R N Ravi and (Cont’d on p-8) the working committee of

the Naga Nation Political Groups (NNPGs) on November 17, 2017,” he said. “Stakeholders, after consideration of the agreed points, are demanding for implementation of the agreements. In view of the above, I request you to kindly implement the above mentioned agreements so that the Nagaland issue is resolved,” Chowdhury said in his letter to the Union Home minister. Adhir Ranjan Chowdhury also said that Governor Ravi, in his address to the Nagaland Assembly in February 2021, had de-

clared that the talks have concluded. “Thereafter, chief minister Neiphiu Rio moved a resolution demanding resumption of talks instead of endorsing the implementation of agreements. This is what we call a flip-flop,” the Congress leader alleged. The Naga issue has been pending for long and peace talks have been stuck over some matters. The Centre has been holding peace talks with various factions of the National Socialist Council of Nagaland (NSCN) and the Naga National Political Groups for resolution to the Naga issue and bringing peace to Nagaland. Even though a framework agreement between the NSCN-(IM) and the Centre had been signed, a final resolution of the peace talks is pending as the talks are stuck over some matters.

KO H I M A , A P R 1 8 (NPN): Miffed by state government’s failure to fulfil its six-point charter of demands, the Eastern Naga Students’ Federation (ENSF) Monday announced launching of an indefinite agitation at the State capital Kohima starting April 21, 2022. The federation, which held a crucial meeting in Kohima on April 8, had unanimously resolved to proceed with “further course of action”. Addressing a press conference at DUDA guest house here on Monday, ENSF president Chingmak Chang, said that even after

waiting for more than a year, the government has failed to give any positive response. He said the federation had asked the government to incorporate the exempted eight departments and posts under the purview of Nagaland Staff Selection Board (NSSB), but the government has not met the demands till date. Besides not fulfilling the demands, he said the two points were not raised even once during the meetings between ENSF and the committee formed to review ENSF demands. Chang pointed out that having run out of all options and waiting long enough, the federation was now compelled to initiate

the democratic form of agitation. He stated that the sole purpose of constituting ENSF was to encourage meritocracy and discontinue backdoor appointments. However, Chang said that by not including those two genuine demands, the whole purpose of having an NSSB would be defeated even before the board began functioning. He disclosed that the proposed agitation was in continuation of ENSF’s five-day agitation that was previously launched in all the Eastern districts. He said the federation was equally serious with its demands and would not concede unless the government comes out with a posi-

tive and concrete response to its demands. ENSF president also clarified that the federation was not against the functioning of NSSB and that the only contentions were the modalities of the board. Former president of ENSF and now advisor, Sepini L Sangtam, supplementing Chang, said the call for agitation was a general appeal to all the Nagas since the demands put forward by the federation was not just for the Eastern people but for benefit all the Nagas. WASHINGTON, APR 18 (PTI): Omicron is more likely than other coronavirus variants to cause upper airway infection (UAI) among children, putting them at risk of heart attack and other severe complications, according to a study. The researchers from the University of Colorado, Northwestern University, and Stony Brook University in the US analysed data from the National COVID Cohort Collaborative pertaining to 18,849 children

under age 19 who were hospitalised with COVID-19. The study, published last week in the journal JAMA Paediatrics, also found that Omicron causes UAI in younger children with the mean age of hospitalised children falling from about four years and five months during the preOmicron period to about two years and one month during the Omicron period. The researchers conducted the study to determine if cases of UAI among

children increased when Omicron became the dominant SARS-CoV-2 variant in the US. The propor tion of children with a paediatric complex chronic condition was not significantly different in the pre-Omicron period compared with the Omicron period, they said. Overall, 21.1 per cent of children hospitalised with both COVID-19 and UAI developed severe disease requiring measures like inserting a tube into the

lungs to assist with breathing, known as intubation. “Children with severe UAI are at risk of cardiac arrest from rapid-onset upper airway obstruction. They may require therapies typically provided in intensive care units, including frequent administration of nebulised racemic epinephrine, helium-oxygen mixtures, and intubation,” the authors of the study noted. Nebulised racemic epinephrine is typically reserved for patients in

the hospital setting with moderate-to-severe respiratory distress. “While the rate of SARS-CoV-2 paediatric UAI is not overwhelmingly high, understanding this new clinical phenotype and the potential for acute upper airway obstruction may help guide therapeutic decision-making,” they said. Omicron strain of SARS-CoV-2 became dominant in the US the week ending December 25, 2021.

Police recover unidentified body DIMAPUR: Dimapur police recovered one unidentified body of a male (around 35 years) inside a ring well at Duncan Bosti, Dimapur on April 15. DIMAPUR: With an objective to make Zhavame a cleaner and greener village, Zhavame Students’ Union (ZSU) conducted the third phase of dustbin installation in the village on Monday. During the programme, APO, Planning and Coordination department, Danyi Domeh installed the dustbins which were painted in green and made out of tin containers and wooden frames. Domeh in his speech highlighted about the harmful effects of nonbiodegradable substances and called upon the villagers to properly dispose plastic wastes. He expressed happiness to see Zhavame be-

come one of the cleanest villages in Phek district. Domeh also briefed on the Smart City development taking place in India and challenged the villagers to make Zhavame village a Smart village through the initiative of Cleaner Zhavame and by encouraging a tourist friendly environment. Meanwhile, head GB, Sanyi Shupao said the village had now become cleaner with the initiative of the students’ union and urged upon the villagers to utilise the bins properly. It may be mentioned that ZSU initiated dustbin installation in the village in the year 2018 and the activity is being carried out in line with the declaration of Zhavame village a “plastic free zone” in 2017. ZSU has also been carrying out sanitation drive and sensitisation program every season in the village in its endeavour to keep the village clean. The dustbins would be installed in and around the village and at Kapamodzü peak.

Book launch at T. Haralu’s 100th birth anniversary

DIMAPUR: Marking the centennial birth anniversary of Thepfurüya Haralu, a book titled “In No Strange Land” was launched on Monday at the residence of Khamba Haralu, the son of late T. Haralu, in Kuda Village, B Khel, Dimapur. The collected writings are a tribute from some of the people who knew him and his children’s memories of a father. Thepfurüya Haralu, was an officer of the Indian Frontier Administrative Service (IFAS) in the North East Frontier Agency (NEFA) and was also the first Naga recipient of the Padma Shree award in 1964 for services rendered during the Chinese invasion in 1962. In 1959, Haralu was involved with rehabilitation of the first wave of Tibetan refugees who came to India along with the Dalai Lama.

Later, he went on to become the first deputy commissioner (DC) of Kameng district from 1963-66. On October 29 1966, the first Indian army team to scale Gorichen Peak was led by him. The same year he was called to serve in Nagaland by the then NNO government where he served briefly as secretary of Agriculture and Animal Hus-

bandry before becoming the first Naga DC of Kohima district on May 1967. Haralu began his administrative services in 1949 as a young development officer in the Naga Hills and spent years in Tuensang frontier division. He later opened the Longleng outpost in 1950 and in 1955 he established Mon HQ. In June 1944, he received a mention in dispatch (MiD) from the British government for his voluntary service as a guide and interpreter and for accompanying the allied troops behind enemy lines. Thepfurüya married Lhusileü who passed away in 2015. Together, they raised four daughters and three sons, one of whom passed away in 2018. The couple is survived by 23 grandchildren and six greatgrandchildren.

GUWAHATI, APR 18 (PTI): Three persons arrested in Tripura for alleged links with a “jihadi’ group based in Bangladesh were brought to Assam on Monday in connection with a case registered against them, a police officer said. The trio was engaged in recruiting and creating sleeper cells for their outfit, he said. The three accused Abdul Kashim, Hamid Ali, and Imran Hussain –were brought to Bongaigaon during the day, the police officer said. “They hail from Sepahijala district of Tripura. A Tripura court handed them to us on transit remand on Saturday on the basis of a case registered against them in Jogighopa police station in our district,” he said. They had been arrested in Tripura on April 8. The suspects are believed to be members of the Ansarullah Bangla Team, a fundamentalist militant outfit in Bangladesh. On possible links between the trio arrested from Tripura and those apprehended in Barpeta district of Assam, the police officer said more details will be known after interrogating them. Eleven suspected “jihadists” have been arrested in Barpeta district since March, including six on Friday. A Bangladeshi national was also among those arrested in March.

CBI now part of Interpol’s anti-child abuse database NEW DELHI, APR 18 (PTI): The Central Bureau of Investigation (CBI) has joined the international child sexual exploitation database of Interpol, a move which will bolster its fight against sex abuse of minors and help in identification of victims and abusers using sophisticated analytics software, officials said. Sources in the agency said the CBI recently joined a select group of agencies of 67 countries that are connected to the database. Interpol database on paedophiles and disseminators of child s ex u a l a b u s e m a t e r i a l (CSAM) on the internet r e l i e s o n mu l t i - m e d i a from various countries which are analysed based on a specialised “image comparison software” to identify the victim and the accused from photos and videos, they said. 90% jump in India’s daily Covid cases; Kerala sees spike in deaths NEW DELHI, APR 18 (AGENCIES): India on Monday recorded a massive jump in its daily Covid counts, raising fears of another spike in infections. As many as 2,183 new Covid cases have been recorded over the past 24 hours, an 89.8 per cent jump from yesterday’s case count of 1,150 cases. A total of 214 deaths have been recorded over the past 24 hours. This, however, includes a backlog of 212 deaths from Kerala -- a backlog of 62 deaths has been cleared following court appeals and the state reported 150 deaths between April 13 and April 16. The daily positivity rate, an indicator of the spread of the infection in the population, has increased from 0.31 per cent yesterday to 0.83 per cent today. The number of active

cases, however, has seen a slim dip from 11, 558 to 11,542. The country has recorded a total of over 4.30 crore cases since the pandemic struck. Among the cities witnessing a surge in cases is national capital Delhi, which reported 517 Covid cases. The total number of Covid-infected patients in Delhi, according to yesterday’s bulletin, is 1,518- the highest since March 3 this year. Several students in Delhi and adjoining cities of Ghaziabad and Noida have tested positive over the past couple of weeks, sparking panic leading to closure of schools. Kyte, who was on a visit to India recently to interact with policymakers, businesses and think tanks about efforts to tackle the climate crisis, says the world will need to make big bets on India as many of the solutions for climate change can originate here. “India not only has the potential to meet its own climate change goals -- becoming a net-zero carbon

T H I R U VA N A N THAPURAM, APR 18 (PTI): Former vicechairman of Rajya Sabha P J Kurien on Monday clarified that by his remarks regarding “stability” of Rahul Gandhi what was meant was that after having made president of the party, he relinquished the post and walked away which indicated “lack of continuity” in his decisions. However, Kurien said his comments on this aspect as well as on who should be president of the Congress party were “misquoted and misinterpreted” by a section of the media. Kurien, speaking to PTI, also clarified that what he had said to a vernacular magazine were the views of the G-23 leaders of the party and he had not made any personal attack against Rahul.

The top court dealt in detail with the rights of victims in criminal cases and said they are “totally independent, incomparable, and are not accessory or auxiliary to those of the state” under the Code of Criminal Procedure (CrPC). “We are, thus, of the view that this court on account of the factors like (i) irrelevant considerations h av i n g i m p a c t e d t h e impugned order granting bail; (ii) the High Court exceeding its jurisdiction by touching upon the merits of the case; (iii) denial of victims’ right to participate in the proceedings; and (iv) the tearing hurry shown by the High Cour t in entertaining or granting bail to the respondent/accused; can rightfully cancel the bail, without depriving the Respondent-Accused (Mishra) of his legitimate right to seek enlargement on bail on relevant considerations,” said a bench of Chief Justice N V Ramana and justices Surya Kant and Hima Kohli. pposition parties in India have been ranting about forging a grand alliance against the BJP-led NDA but every time someone convenes a meeting, some party or parties do not show up. After BJP swept to power in 2014, the party changed the manner in which elections were fought. It was a determined party that left no stone unturned to regain power and at any cost. The biggest contribution for the ascendency of the BJP is the Congress which has totally lost its bearings and has been outplayed and outmanoeuvred at every election. Today, the opposition parties are unable even to get together for a meeting and it is all because of ego. With two states –Gujarat and Himachal Pradesh- to go to the polls by end of 2022, opposition parties are tripping each other to propel themselves as alternative to the ruling BJP in both states. The irony of the so-called efforts to bring all opposition parties on board to forge a united alliance against the BJP in 2024 appears to be a fancy dream if not, a tall order. It may be recalled that in the 2019 Lok Sabha election, the BJP alone received a whopping 37.36 % of the votes cast countrywide. The NDA as a whole received around 45% of the votes. The remaining 55% was shared among all other non-NDA political parties. Based on this premise, opposition parties feel they could still give it a shot in 2024 to beat the BJP especially after former allies Shiv Sena and Akala Dal quit the NDA. Theoretically, the Congress is potentially the alternative to the BJP but unfortunately, the grand old party has been on a downhill slide since 2014. Today, the Congress has been losing leader after leader even as it has also been losing one state after another in elections. The strange case with the Congress, is that it’s “elected” president Rahul resigned in 2019 after the second 2014 disastrous election which he led. The post was reverted back to Sonia by “Family loyalist/sycophants” who remains as interim president since 2019. Veteran leaders known as G 23 have been demanding overhaul of the party and election of a full time president. Instead, the Congress high command sent a strong message that the party needs the family no matter what happens and that those who differ are free to choose whether to go or stay. The last straw on the series of missteps was the Punjab debacle where the new entrant -Priyanka Vadra- bet on Sidhu against Amarinder and what happened is history and ended up handing Punjab to the AAP. Next she brought Congress to its lowest ebb in UP when the party won only two seats with reduced vote share as against four seats it won in 2017. Aam Admi Party’s landslide win in Punjab means the party is ruling in two statesDelhi and Punjab. Mamata Banerjee wants to be projected as the leader of the united opposition bu AAP is not enthusiastic about coming under TMC or Congress. Both TMC and AAP seek to benefit from poaching the Congress yet still talk of an opposition unity. TMC and AAP are confined to a state or two whereas Congress still has a pan-India presence but it appears its high command is only fulfilling the BJP’s goal of Congress-mukt Bharat.

way of imparting education I D espite the efforts made by the independent India so far and a great number of experimentations in the process of education have been undertaken or some of them are underway, but the real needs of the people and the country have not been fulfilled so far. Some of the common or simple reasons which hindrances to the development process and causes disparities for the smooth management of education are not far to seek. 1) The present education policy ensures that students attend classes regularly, more and more children get admitted and there be less drop-outs. In order to ensure regular attendance, the government has introduced several measures such as the mid-day meals and no failure upto class VII (if not mistaken). Here, the stress is on the quantity of students in school, not the quality. 2) Rural residents/ communities are very different from urban areas. Mostly they are lack of awareness about the growing educational importance. Many schools in rural areas do not have good buildings, teachers and proper teaching aids. The government run schools in rural areas, which mainly cater the needs of poor section of people generally, also present an unpleasant picture. 3) There is a clear demarcation found between the rich and the poor in respect of education in big towns and cities. The children of the rich read in private schools, with good infrastructure and teaching environment, big buildings, libraries, playgrounds

etc and the poor children to ill-equipped government schools. Obviously the children belonging to high-clan get a good quality of education and the poor have to be contented with poor standard. 4) The quality of education is becoming expensive day by day as the private elitist schools charge exorbitant fees which are beyond the reach of millions of Indians. They create a wedge between the haves and the have-nots and widen the disparities between the rich and the poor to the betterment of upper classes of the society. 5) There is a general tendency with the school authorities or inclination towards prescribing more and more costly books for various types of study to the young students. Even some prescribed books are found not in accordance with the standard of the classes rather too high standard in the respective classes. Moreover, the school going pupils are seen carrying a heavy satchel with books and note books across their shoulders or on their backs. Parents also render their service by carrying their books. How can we expedite the process of gaining knowledge by prescribing lots of books for study along with home assignment with no time for these growing children without any rest or recreation? Needless to mention, teachers also face problem and always in a hurry to finish the prescribed syllabus by hook or by crook, Sometimes a few chapters remains incomplete. The process should be pleasant experience, not a horrible happening which the children

today are faced to undergo. It results in a sordid state of affair, instead of getting properly educated. Unless we are able to put an end to all such unhealthy trends of education at all levels, we cannot provide both quality and help in achieving the universalization of education or mass education in the country. 6) All basic education should be nationalised and the government should ensure that all schools are equipped will with all facilities so that even the children of the upper crust of the society are to depend on these institutions only. 7) In many schools, where the number of students are more, the children are deprived of getting personal attention from the teacher, The teacher cannot monitor all the students freely and easily. 8) Another disturbing feature is the commercialisation of education at every level. The management of some reputed schools do not hesitate to fleece parents by getting huge sums of money for admission and school fees. Today, vacationalization in the field of higher educational has become a global phenomena as educationists have found tremendous potentiality in it. All over the world there is a tendency to divert the youth towards vocational education, whereas in India there is still crowd of admission seekers for arts, commerce and science degrees. Wildlife includes animals, plants and also aquatic animals and plants. Wildlife meaning is very vast in definition. We cannot explain on a short page. Many of our Naga people never have had knowledge about the importance of wildlife. Even an educated person is not known of its significance; then, how the village inhabitants have knowledge about the importance of wildlife? Therefore, now is the right time to educate and to notify the importance of wildlife to them, if not, it may be late. Now, the world has been encountering the biggest threat called ‘Global warming’. There is only one way to reduce this, i.e. the preservation of wildlife. This threat created by humans; for this reason, we have to minimize itself again. But the other contributions to global warming like industrialization, air pollution, volcanic eruption, developments and so on are less chances to minimize, as of rapidly increasing of population. Most of the factors contributed by human beings of its egocentricity. Most of the people hunting for wild animals is, for appetite, enjoy and for business purposes. On the other hand, most of the people hewing forest trees for business purposes. However, somewhere cutting forest is, for cultivation food grains for the survival too. We have to maintain the ecological balance, not to be cross beyond limitation to do anything. Prior to severe condition happen, we have to pull up that deteriorating. This aggravation cannot fight by single nation; but must take participate every individual on this world. This is the responsibility to each and every human being. Due to the killing rapidly wild animals, many species come to an extinct; some are died due to the temperature disparity; some are died due to the dearth foods; some are died due to the wildfires and for many other factors. Tough Days Ahead for India?

he regional economic and political developments may have nearimmediate affect on the Indian economy, apart from the internal pressures. The recent regional economic and political crises in south Asia, most of them in immediate neighbours of India, have raised concern amongst the Indian establishment. The economic turbulence in Sri Lanka, Nepal and Maldives and the political turmoil in Pakistan may affect India manifold. The economic impact of the various crises is expected to begin manifesting themselves soon, if governments of those countries fail to address the crises quickly. To accord priority to India’s neighbours in their international activities, programmes and projects, was stressed at the first ever Inter-Ministerial Coordination Group (IMCG) meeting organised on April 12 in New Delhi. Sri Lanka’s economic woes The economic turmoil in Sri Lanka is currently viewed as the most pressing foreign challenge by the MEA with diplomatic and trade ramifications. Over the years the Sri Lankan economy has failed to attract much foreign direct investment or spread its export basket, though it has transitioned into an upper-middle income country. For most part, Sri Lankan growth was sustained through international sovereign bonds and expensive short-term external borrowing. These funds were channelled into education, infrastructure, and healthcare, besides maintaining financial liquidity and promoting better macroeconomic policy. However, by April 2021, Sri Lanka’s external debt had touched $35 billion. In March, inflation zoomed to 17.5%, the highest since 2015, and forex reserves dwindled to $1.9 billion, enough only for a month’s imports. Its debt-to-GDP ratio

stands at an alarming 120%. Not surprisingly, on April 12, the government defaulted on all its outstanding foreign dues. The country has to repay $4 billion in debt this year. Deep political and economic mayhem has followed, as there is no money to pay for food and fuel imports. Protests have broken out countrywide. While India is under pressure to continue supporting the island country through a series of lines of credit, political dialogue with the administration of Sri Lankan Prime Minister Mahinda Rajapaksa has not yielded results. While protests rock Sri Lanka demanding Rajapaksa’s resignation, he has resisted both political as well as economic change by spurring plans of urgent economic reforms. Nepal’s economy falters Nepalese finance minister Janardan Sharma on 16 April asked fellow Nepalese citizens living abroad to deposit funds in domestic banks as part of efforts to ensure the financial system has enough liquidity and to preserve foreign exchange reserves. By depositing their savings in Nepal, overseas Nepalese would continue to “maintain their link as well as benefit from 6 to 7 per cent interest” offered by Nepali banks, Sharma said. Though Sharma maintained that the Nepalese economy did not face a crisis and Nepal’s situation could not be compared with Sri Lanka, the fact is that the Himalayan kingdom is facing its worst economic crisis in decades and increasing anti-government protests. In Nepal, remittances by overseas workers, which constitute nearly a quarter of the economy are crucial for external payments, they fell 3 per cent to US$5.3 billion between mid-July to mid-March, compared with a 5 per cent increase in the same period a year earlier. Pakistan politics The political turmoil in

Pakistan has caused a stir in India’s MEA, yet many believe that it may prove to be a positive development. The country’s new prime minister, like his elder brother and former prime minister, is essentially a businessman and he may try to salvage the ties between the two countries by boosting trade amongst them, as his brother tried in the past. Reports speak of a large section of the traders favouring reopening bilateral trade ties with India. Pakistani importers, especially of cotton, textiles, pharmaceuticals and chemicals and exporters of dry fruits and handicrafts are keen on the border being open once more, officials said. They added that the government expects the thaw in bilateral relations to begin from this if they happen at all. Is China to be blamed? Currently many theorists have blamed Sri Lanka’s economic relations with China as the main driver behind the crisis. This has been called “debt-trap diplomacy” by the Untied States. However, in reality loans from China accounted for only about 10 per cent of Sri Lanka’s total foreign debt in 2020. In addition defaults over China’s infrastructure-related loans to Sri Lanka, especially the financing of the Hambantota port, are being cited as factors contributing to the crisis. But the facts don’t add up. The Chinese Exim Bank financed the construction of the Hambantota port. As it was running in losses, the Sri Lankan government leased out the port for 99 years to the Chinese Merchant’s Group, which paid Sri Lanka US$1.12 billion. So in reality it actually bolstered Sri Lanka’s foreign exchange reserves by US$1.12 billion. The situation turned bad due to two economic shocks in 2019. First, there was a series of bomb blasts in churches and luxury hotels in Colombo in April 2019. These led to a steep decline in tourist arrivals, a ma-

jor source of foreign exchange earning for the country. Second, the new Gotabaya government carried out irrational tax reforms. About 2 per cent of the gross domestic product was lost in revenues because of these tax cuts. Thirdly, ill thought out agricultural policies led to a drastic fall in agricultural production making more imports necessary. Due to lower export incomes, there was less money available to import food and food shortages arose. Lastly, Sri Lanka might be forced to follow a deflationary fiscal policy, which may further limit the prospects of economic revival. Though the situation in every country may seem different, yet they may have a cumulative bearing on India in the near future. It might be looked up to, to act as a big brother by Sri Lanka and Nepal. As regards to Pakistan it may prove to be a case for caution both militarily and politically, but indeed the times ahead seem to be challenging for the Indian foreign policy deliverers. Though the Indian economy overall seems resilient to the external forces, yet a word of caution to some Indian states. Some of these states may have the makings of a crisis, due to their populist policies. A recent report states that most of the non-BJP ruled states, such as Punjab, Andhra Pradesh and West Bengal may end up wrecking their economies, which are under strain due to the populist policies being implemented there. Most of the people know how to cut the trees but less of the people know how to plant the trees. We have to change our bad habits and have to “cutting into planting”. Most of the forest trees and plants are absorb or inhale carbon dioxide (CO2), which are harmful for us and released oxygen (O2), which are useful for now and then to every living organism. Forest trees and plants give us water and fresh air to us. By forest trees and plants, we are getting enough waters and rain waters. But due to the constant killing of wild animals and cutting trees the climate change has been happening now. Decades back people had never faced scarcity of water as like today. But examine the present situation, what we are facing? We are not getting rain water in time and globe becomes hotter and hotter. These events are all happened, because of human carelessness and selfishness. Rain water is very important for every living organism. Without rain water the farmers could not cultivate their food grains, which we eat now and then. Without forest trees the rain water never take place in time; finally, the common people definitely face the consequences. So that, “love wildlife as your friends”. Disharmony in diverse India

iverse India which has unity in diversity has actually been divided on caste and religious lines by indian constitution. Though Indian constitution guarantees equal rights to every citizen of the country but caste-based reservation, minority community and non-enactment of uniform civil code are main reason for disharmony in the country. The reservation for SC/ST was planned initially for ten years for social justice for those classes. This has become full grown tree and those who got into elite bracket because of reservation are continuing to enjoy its fruits for generation. This equality and social justice added OBC caste by way of Mandal has made Indians intolerant. The changes brought in Hindu personal laws on marriage and succession act by successive govt has divided Hindu families between brothers and sisters and also created suspicion between husband and wife. The Muslim personals did not provide equality to women is still being followed. Indian politician lack goal of governance which is to accommodate economic prosperity to every citizen as social vision has given way to vote bank politics. The constitution which should have modus Vivaldi has given way to division of society on caste and religious lines. Hindu heartland of UP, Bihar, Rajasthan, MP were vote bank of Congress till OBC leaders came into prominence. But this politics have now changed to social dynamics to Hindutva and Ram Mandir agenda. Political party must think for existing disharmony because of diverse India and therefore should impose their ideas on another group. They must treat and give equal rights to every citizen of the country. Unity in diversity of country like India where Vaisudhaiv kutumbkam is philosophy must be followed. This require implementation of uniform civil code and abolition of castebased reservation. Progress of the society and its upliftment is dependent upon progress of every individual in the society. If there is Ramnavami procession, it must be enjoyed by other community also and if it is to terrorise other community, govt must deal with iron hand. Vice versa must be followed during Moharam procession How in a free democratic country, religious procession is stopped and not allowed to go through certain roads. Economic progress is for rural and ancient economy as vote bank. Industrial revolution which put western world ahead of developing countries, must be worked out for India by way of industrialization. The vibrant economy is feasible if mediocracy which is in main stream of governance by way of caste-based reservation must be abolished. VADODARA, APR 18 (PTI): A minor road accident led to a communal clash in Gujarat’s Vadodara city, with rioters throwing stones, vandalising a shrine and damaging some vehicles, police said on Monday adding that three persons were injured. Police have so far arrested 22 people- 19 for

rioting after the incident that occurred late Sunday night and three others in connection with the road accident involving two-wheelers, officials said. Three persons were injured in the clash, Additional Commissioner of Police Chirag Koradia told reporters. A Karelibaug police station official said that the

clash broke out following a road accident involving twowheelers belonging to people from two communities in the city’s Raopura locality. The matter escalated and in no time people from two communities gathered and hurled stones at each other in the Karelibaug locality, neighbouring the Raopura area. NEW DELHI, APR 18 (PTI): Ashiq Ahmed Nengroo, a commander of banned outfit Jaish-e-Mohammad (JeM), was designated as a terrorist by the Centre on Monday for his involvement in various terror incidents in Jammu and Kashmir. In a notification, the Union home ministry said Nengroo has been involved in the infiltration of terrorists into Jammu and Kashmir and has also been responsible for perpetrating various terror incidents in the Union Territory. Nengroo (34) is running a terror syndicate in Kashmir and is now “engaged in a perilous campaign to orchestrate terror in Jammu and Kashmir”, remote controlled from Pakistan, the ministry said. In view of the danger that Nengroo poses to the security of India and in order to deter him from perpetrating terror acts, he has been designated as a terrorist under the provisions of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967), the ministry said.

(IANS): National Security Advisor (NSA) Ajit Doval said on Monday that any threat in the cyberspace directly impacts the country’s social, economic and national security and therefore India must safeguard its cyberspace. Inaugurating a National Cyber Exercise (NCX) with an aim to train senior management and technical staff of the government on contemporary cyber threats and handling cyber incidents, Doval said that digital revolution is taking place in the country. He further said that with the launch of a large number of digital services by the government, cyber security remains the foundation of any successful digital transformation and any threat to the digital world may impact the country in many ways. The NCX will be conducted as a hybrid exercise from April 18 to 29 in association with the National Security Council Secretariat (NSCS) of the government with the Data Security Council of India (DSCI) as the knowledge partner, supported by the Defence Research and Development Organisation (DRDO). The platform for training is being provided by CyberExer Technologies, an Estonian cyber security company accredited for globally conducting several

The NCX India will help strategic leaders to better understand cyber threats, assess readiness, and develop skills for cyber crisis management and cooperation. Jahangirpuri clashes: DP say nobody involved will be spared

NEW DELHI, APR 18 (PTI): Delhi Police Commissioner Rakesh Asthana on Monday said 23 people from both the communities have been arrested so far in connection with the Jahangirpuri violence, and refuted claims that attempts were made to hoist saffron flags at a mosque during Hanuman Jayanti procession. During a media briefing, Asthana asserted that those involved in the violent clashes will not be spared irrespective of class, creed or religion. “No, there was no attempt to hoist any saffron flag at the mosque during the procession,” Asthana said when asked if the clashes broke out after attempts were made by some to hoist the flag. Several politicians and social media users had alleged that some people tried to hoist a flag on a local mosque in Jahangirpuri that led to stone pelting and violence. Clashes had broken out during a Hanuman Jayanti procession in the city’s Jahangirpuri area on Saturday in which nine policemen and a civilian was injured. The investigation into the Saturday clashes has been handed over to the Crime Branch and 14 teams have been formed to take it forward, Asthana said,

The increase in price varies depending on the model in the range of 0.9% to 1.9%. The weighted average increase across models is 1.3% – Ex Showroom Prices (Delhi), Maruti Suzuki said in a regulatory filing to the stock exchanges. The new prices came into effect from 18th April 2022. Nepal cuts fuel allowance of govt agencies by 20%

KATHMANDU, APR 18 (PTI): The Nepal government has cut fuel allowance of its ministries and state-owned enterprises by 20 per cent, as the country battles a foreign exchange crisis and the price of petroleum products sky-rockets globally, officials said on Monday. The decision was taken at a meeting of the Council of Ministers held on April 13, the Ministry of Finance officials said. It was decided in the wake of an increasing trade deficit, decreasing rate of

remittance inflow and growing pressure on the foreign currency reserve, they said. “Different ministries, line agencies and the public/state-owned enterprises will have to slash fuel budget from their budget under the same heading by 20 per cent. This decision is not applicable, however, to development projects, peace and security, essential service and the upcoming local level election,” the ministry said in a statement. The Russia-Ukraine

Loss of vision leading cause of anxiety, depression in elderly: Experts

A

ge-related macular degeneration (AMD), which accounts for 8.7 per cent of all blindness worldwide, is the most common cause of anxiety, and depression seen among people older than 60 years, health experts said on Monday. AMD is a disease where abnormal blood vessels grow in the macula - centre part of the retina - causing damage to the central vision and making it difficult to cope. Recent projections estimate that globally the number of individuals suffering with AMD will reach 288 million in 2040. In India, the overall prevalence of AMD currently ranges from 1.4 per cent to 3.1 per cent. The earliest symptom of AMD is difficulty in seeing at night. At a later stage, AMD patients see blind spots and their ability to read, watch television, drive and recognise faces gets affected. It later progresses to blindness. The impaired vision disturbs the routine of the patients, makes them dependent and also increases functional disability. “People suffering from AMD, who have lost over 80 per cent of their central vision are more likely to have anxiety and depression. This is mainly as they have plans to retire smoothly, and find it difficult to read and perform recreational activities at this stage in life, which causes frustration and discomfort. Their life involves multiple visits to hospital accompanied with expensive treatments, which adds to deterioration in the quality of life,”

A recent study by International Journal of Environmental Research and Public Health also confirmed that AMD has a negative psychological impact, and it reduces the quality of life to levels comparable to severe illnesses like cancer and stroke. While it is important to go for walks, supervise things at home, to manage depression, Dr. Vishali Gupta, Professor, Vitreoretinal and Uvea, Advanced Eye Centre, PGIMER, Chandigarh suggested the patients to engage in activities that they can do within the comfort zone of their vision. “These patients should use magnifiers, iPads or other low vision aid devices that can help them read the script. Today there are apps that can read books to them. The idea is to keep oneself busy and feel useful,” Gupta told IANS. Another way to fight AMD related stress is to go for regular screening in order to avoid worsening of vision. Early diagnosis of AMD can help early treatment and also halt progression to vision loss. Dr. Daraius Shroff, a retina specialist at Shroff Eye Centre in Delhi, suggested patients with AMD share with family and friends their anxieties to help relieve mental stress as well as to gain support to find solutions to alleviate depression. Scientists claim zinc, copper mix food supplement can fight viruses

sraeli scientists have claimed that a special food supplement containing zinc, copper and chemicals that are found in fruit may help fight viruses. A team from Tel Aviv University showed that a mixture of the three food supplements, each approved by the US Food and Drug Administration (FDA), appears to be avery capable of inhibiting replication of RNA viruses in a remarkable way’, Times of Israel reported. In the study, published in the journal Pharmaceuticals, the team tested the mixture in the lab on cells from human lungs and

elsewhere, along with RNA viruses including those that cause flu and the common cold. Scientists found that virus replication was decreased by at least 50 per cent compared to normal circumstances. “We have a mixture of ingredients, each of which is already approved by the FDA as a food supplement, and together ap-

pear very capable of inhibiting replication of RNA viruses in a remarkable way,” Prof Daniel Segal, from Tel Aviv University’s biomedicine school, was quoted as saying. However, he acknowledged that the peer-rev i e w e d research took place in-vitro and gave no firm indication

so far of what impact on humans the supplements may have, the report said. Beyond the zinc and copper, the compounds in the supplement are flavonoids, which are found in certain fruits and vegetables and are considered safe as a supplement. Zinc is known to have anti-viral qualities, but also to struggle to enter cells. The other ingredients in the new supplement appear to bolster its ability to do so, Segal said.

Gukesh, 15, who went into the final round with seven points, defeated Mikhalevski with white pieces to finish with 8.0 points from nine rounds to top a field comprising 193 players. Armenian GM Haik M. Martirosyan finished second with 7.5 points while Indian GMs R Praggnanandhaa and Raunak Sadhwani finished joint third with three other players -- all five ending their campaigns with 7.0 points from nine rounds. The 16-year-old bettered his personal best time by a whopping 11:48 to stop the clock at 8:17.28, edging past local swimmer Alexander L Bjorn by 0.10 to stand atop the podium on Sunday night. W h i l e Ve d a a n t ’s performance was good enough to fetch him a gold at the meet, it is a long way from international standards. USA’s Robert Finke had won the gold at the Tokyo Olympics in the event last year with a timing of 7:41.87, while the world record for the event stands at 7:32.12. However, Vedaant, son of Indian actor R Madhavan, has shown immense improvement. He has bettered his personal best times in all three events he has participated in in the ongoing meet.

After inaugurating the centre, Kaito said that the government was giving its best effort to develop sports and create opportunities and platform for the

In this regard, he encouraged both young and old to take advantage of the Centre and take up the responsibility of promoting sports culture and create unbiased atmosphere for young talents to develop and achieve excellence. COVID scare in IPL: Marsh hospitalised, Buttler’s ton, Chahal’s hat-trick help Royals beat KKR by 7 runs DC’s count up to 4 with fresh cases MUMBAI, APR 18 (PTI): Australian all-rounder Mitchell Marsh was hospitalised after testing positive for COVID-19 in a second RTPCR test along with two support staff, causing fear and panic among rest of the Delhi Capitals squad here on Monday. “Delhi Capitals allrounder Mitchell Marsh has tested positive for C OV I D - 1 9 , f o l l ow i n g which he has been admitted to a hospital. The Delhi Capitals medical team is closely monitoring Marsh’s c o n d i t i o n ,” t h e I P L franchise said in a release issued late in the evening. It is still not clear if Delhi Capitals’ next game against Punjab Kings in Pune on Wednesday will be called off or not as the entire squad was put in room isolation for the day. The other two who have tested positive are team doctor Abhijit Salvi and the team masseur. The RTPCR reports of all other players have

returned negative. A few days back, team physio Patrick Farhart had tested positive for the virus, thus taking the total number of cases to four. “A few more members from the Delhi Capitals b i o - b u b b l e, i n c l u d i n g support staff members, have returned positive tests as well. Though they are all asymptomatic, their condition is being monitored closely by the franchise,” release further stated. “A l l r e m a i n i n g members of the bubble are currently in isolation in their respective rooms, and will be tested regularly.” During the day, Marsh had undergone two RTPCR tests with the first one coming negative and the subsequent testing returning positive. This was after Marsh complained of sore throat and mild fever. “Mitchell Marsh’s RTPCR first report has come negative. However the second RT-PCR report turned out to be positive. All other playing members

have negative in RT-PCR tests. There is no threat to Wednesday’s match between DC and PBKS,” a senior BCCI official told PTI on Monday. “DC were supposed to travel to Pune today but the entire squad members have been told to retire to their respective rooms and as per protocol RT PCR is being done to ascertain whether there is an outbreak in the camp or it is an isolated case like Patrick Farhart,” a BCCI source had earlier said. With all other players testing negative, the match is likely to go on as scheduled but the team will only travel after another round of RTPCR test on Tuesday. “All teams are staying at Conrad Hotel in Pune where BCCI has created a bio-bubble. They were supposed to travel but now it has been delayed. Obviously all those whose results would be negative would carry on with onward journey tomorrow,” the source said.

A total of 46 participants reached Kohima and a cultural exc h a n ge p r o g r a m m e was held at Hotel Japfu in collaboration with

department of Tourism. International Friendship Car Rally Association (IFCRA),president Pem Sonam said that the objective of the rally was to provide a platform to expose the traditional and cultural association amongst the people from the eight north-eastern states and to encourage the people to explore and experience the myriad cultures and communities across the region. Sonam said that that the rally focuses on the youth in various states to have interaction with each other and look into matters of different communities
