NEW DELHI, APR 18 (PTI): Lt Gen Manoj Pande will be the next Army chief succeeding Gen MM Naravane whose tenure ends by the end of this month, officials said on Monday. At present, Lt Gen Pande is serving as the Vice Chief of the Army Staff. Gen Naravane’s tenure will come to an end on April 30. Before taking charge as the Vice Chief of the Army Staff, he was heading the Eastern Army Command tasked with guarding the Line of Actual Control (LAC) in the Sikkim and Arunachal Pradesh sectors. Lt Gen Pande was commissioned into the Bombay Sappers in December 1982. In his distinguished career, he has held several prestigious command and staff assignments in conventional as well as counter-insurgency operations in all types of terrain. He also served as chief engineer in the UN mission in Ethiopia and Eritrea. He was also the Commander-inChief Andaman and Nicobar Command (CINCAN).

despite their reluctance to go to the extent of mass casual leave. They said NIDA had no other option by the government but to resort to such measure. They said the medical department was one of the pillars of the government and such a situation should never have happened had the government fulfilled its “written assurance” given on April 17, 2021. The NIDA members said their patience had been tested for the last six years.

NIDA members however expressed hope that the state government will take the matter seriously and resolve the issue soon. At NHAK, the first day witnessed 27 patients, who had arrived for emergency check-up, including pregnant women, paediatrics and ENT while serious cases being referred to private hospitals. Angami Students’ Union (ASU) representatives were also present at NHAK monitoring the situ-

Interacting with media persons, ASU core committee co-convener Khrielievi Chüsi said the union has deployed volunteers at all the health centres under Angami jurisdiction to ensure that patients were not deprived of health services. Chüsi said the issue has flared because of the government’s inability to resolve the issue. He reminded that as it was not a law-andorder issue, deploying police or district administration officials at NHAK was not necessary. He said that after collecting the data of certain issues, ASU will submit the report of the government to resolve the issue. He said that the government should not take the matter lightly. PTI adds: NIDA’s demand is under consideration by the state government but no final decision could be arrived at as there are oppositions to it from certain quarters, chief secretary J Alam told PTI.

Cong leader Adhir Chowdhury writes to Shah for early resolution of Naga issue

NEW DELHI, APR 18 (PTI): Leader of the Congress in Lok Sabha Adhir Ranjan Chowdhury wrote to Home Minister Amit Shah on Monday urging him to implement the two agreements signed between the central government and the Naga groups for resolving the Naga issue. Chowdhury said the late Rajiv Gandhi had offered to hold unconditional talks with Naga insurgents over three decades ago and the negotiations started in 1997. “At present, we have two official agreements between the central government and Naga insurgents — the Framework Agreement signed at the residence of Prime Minister on August 3, 2015 between R N Ravi, Interlocutor, and Th. the Naga Nation Political Groups (NNPGs) on November 17, 2017,” he said. “Stakeholders, after consideration of the agreed points, are demanding for implementation of the agreements. In view of the above, I request you to kindly implement the above mentioned agreements so that the Nagaland issue is resolved,” Chowdhury said in his letter to the Union Home minister. Adhir Ranjan Chowdhury also said that Governor Ravi, in his address to the Nagaland Assembly in February 2021, had de-

clared that the talks have concluded. “Thereafter, chief minister Neiphiu Rio moved a resolution demanding resumption of talks instead of endorsing the implementation of agreements. This is what we call a flip-flop,” the Congress leader alleged. The Naga issue has been pending for long and peace talks have been stuck over some matters. The Centre has been holding peace talks with various factions of the National Socialist Council of Nagaland (NSCN) and the Naga National Political Groups for resolution to the Naga issue and bringing peace to Nagaland. Even though a framework agreement between the NSCN-(IM) and the Centre had been signed, a final resolution of the peace talks is pending as the talks are stuck over some matters.

KO H I M A , A P R 1 8 (NPN): Miffed by state government’s failure to fulfil its six-point charter of demands, the Eastern Naga Students’ Federation (ENSF) Monday announced launching of an indefinite agitation at the State capital Kohima starting April 21, 2022. The federation, which held a crucial meeting in Kohima on April 8, had unanimously resolved to proceed with “further course of action”. Addressing a press conference at DUDA guest house here on Monday, ENSF president Chingmak Chang, said that even after

waiting for more than a year, the government has failed to give any positive response. He said the federation had asked the government to incorporate the exempted eight departments and posts under the purview of Nagaland Staff Selection Board (NSSB), but the government has not met the demands till date. Besides not fulfilling the demands, he said the two points were not raised even once during the meetings between ENSF and the committee formed to review ENSF demands. Chang pointed out that having run out of all options and waiting long enough, the federation was now compelled to initiate

the democratic form of agitation. He stated that the sole purpose of constituting ENSF was to encourage meritocracy and discontinue backdoor appointments. However, Chang said that by not including those two genuine demands, the whole purpose of having an NSSB would be defeated even before the board began functioning. He disclosed that the proposed agitation was in continuation of ENSF’s five-day agitation that was previously launched in all the Eastern districts. He said the federation was equally serious with its demands and would not concede unless the government comes out with a posi-

tive and concrete response to its demands. ENSF president also clarified that the federation was not against the functioning of NSSB and that the only contentions were the modalities of the board. Former president of ENSF and now advisor, Sepini L Sangtam, supplementing Chang, said the call for agitation was a general appeal to all the Nagas since the demands put forward by the federation was not just for the Eastern people but for benefit all the Nagas. Addressing the introductory session of the twoday Central Nagaland Students’ Association (CNSA) 4th general conference, which commenced here at Agri expo site, 4th mile on the theme “Beyond boundaries”, Along said: “To make our presence known, we need to make sure that greater unity is achieved traditionally, economically and culturally.”

He also said that “if we take the right path, we will be an epitome for all tribes.” Expressing regret on division within the society, the minister called upon CNSA to foster the spirit of unity among the Nagas. He also asserted on building better narratives of the Naga society in order to usher in a new Nagaland.

“We need to update the narratives in the right way taking guidance from our elders, so that we all be able to exist in prosperity, peace and unity,” he stated. Along also suggested organizing conclaves that would provide platform to speak about new narrative and also focused on digital Nagaland and tribal rights of the people. The minister encouraged CNSA, that being leaders of the future they needed to shoulder the responsibility to build a new Nagaland. WASHINGTON, APR 18 (PTI): Omicron is more likely than other coronavirus variants to cause upper airway infection (UAI) among children, putting them at risk of heart attack and other severe complications, according to a study. The researchers from the University of Colorado, Northwestern University, and Stony Brook University in the US analysed data from the National COVID Cohort Collaborative pertaining to 18,849 children

under age 19 who were hospitalised with COVID-19. The study, published last week in the journal JAMA Paediatrics, also found that Omicron causes UAI in younger children with the mean age of hospitalised children falling from about four years and five months during the preOmicron period to about two years and one month during the Omicron period. The researchers conducted the study to determine if cases of UAI among

children increased when Omicron became the dominant SARS-CoV-2 variant in the US. The propor tion of children with a paediatric complex chronic condition was not significantly different in the pre-Omicron period compared with the Omicron period, they said. Overall, 21.1 per cent of children hospitalised with both COVID-19 and UAI developed severe disease requiring measures like inserting a tube into the

lungs to assist with breathing, known as intubation. “Children with severe UAI are at risk of cardiac arrest from rapid-onset upper airway obstruction. They may require therapies typically provided in intensive care units, including frequent administration of nebulised racemic epinephrine, helium-oxygen mixtures, and intubation,” the authors of the study noted. Nebulised racemic epinephrine is typically reserved for patients in

the hospital setting with moderate-to-severe respiratory distress. “While the rate of SARS-CoV-2 paediatric UAI is not overwhelmingly high, understanding this new clinical phenotype and the potential for acute upper airway obstruction may help guide therapeutic decision-making,” they said. Omicron strain of SARS-CoV-2 became dominant in the US the week ending December 25, 2021.
