KOHIMA, AUG 18 (NPN): A marathon consultative meeting of almost six hours was held between the government (including NPF) and various apex Naga tribal bodies at the State Banquet Hall in the chief minister’s residential office here Wednesday to solicit views and support on various issues. Delivering the keynote address, chief minister Neiphiu Rio read the agendas of the meeting and shared a brief background of the Nagas since coming in to contact with the British in 1832. It was learnt Rio also spoke at length on some of the important issues and the steps taken to address them. These included inter-district border demarcation, Naga Tribunal, RIIN implementa-
tion, women reservation and ULB elections, etc. Dimapur-Peren boundary: On demarcation of boundary between Dimapur and Peren district, Rio said the long-pending demarcation of the administrative boundary between Peren and Dimapur districts needs to be discussed and settled amicably. He said a cabinet subcommittee headed by Health minister Pangnyu Phom after due deliberations and looking into every aspect and the ground situation, suggested an administrative boundary. However, there have been reservations expressed on the proposed demarcation from people on both sides citing their customs and traditions. He therefore, appealed to the 14 Trial Hobos to
put in place the mechanism and work with the spirit of unity and understanding to amicably resolve the issue in the greater interest of the Naga people. Naga Tribunal: Rio said there was an urgent need for documentation and codification of the Naga traditional laws. He cited as an instance, the Chakhesang community who have already codified their traditional law. He said that as per the 16-point Agreement, a Naga Tribunal at the State level can act as an Appellate Authority for the cases to be decided according to customary law. This would consist of those who have expertise in customary law to help settle cases which are of a complex nature, and which would not be easily
decided in modern Courts. He also stressed on the need for documentation and codification of the traditional laws as it will provide clarity on where the traditional laws can be invoked, and where other laws-- Central or State laws --would need to be invoked. With the likelihood of having a separate High Court in the near future, there is a need to codify the customary laws urgently to avoid any possibility of confusion or over-lapping of cases, he added. RIIN: Rio said citizens of India should not be denied their rights, and therefore, decisions on RIIN should be well thought out and should not cause any panic, chaos or harassment to anyone or community. He summarized the view of the government which included-- that every Naga should trace their roots back to the village and the ancestry will be verified through a four-tiered verification mechanism after which he or she will be registered as an indigenous inhabitant of Nagaland. Similarly he said, nonNaga tribes whether Kacharis, Garos, Kukis Mikirs who can trace their ancestry
to a village established before Nagaland’s statehood ie, before 1 December 1963 would be entitled to register as Indigenous Inhabitants of Nagaland. For this, he said the authority to certify inhabitants of villager lies with the concerned Village Council. He, however, cautioned that any wrong or faulty certification will attract punishment as per the customary law. For those Indian citizens who had settled in Nagaland before 1 December, 1963, Rio said most of who are in Dimapur and had continued to live here, would be eligible for Permanent Residence Certificate on the basis of documentary evidence of their stay here prior to statehood and they will be eligible to possess immoveable property and would not require an ILP for movement within the state. Rio also said that the pre-1940 Gorkha settlers would also be categorized as Permanent Residents without any denial or depriving of benefits that they are enjoying now and for those residents of Dimapur district who had settled between December 1, 1963

KOHIMA, AUG 18 (NPN): As both the government and apex tribal hohos deliberated on various issues on the agenda for Wednesday’s consultative meeting held at the State Banquet Hall at the Chief Minister’s residential complex, the need for a Naga tribal apex body encompassing all the tribes in Nagaland was mooted. This was disclosed to media persons by Neiba Kronu, minister planning and coordination, land revenue and parliamentary affairs. Kronu briefed media persons after the end of a marathon meeting lasting nearly six hours. He said the house during deliberations, felt the need to have an apex hoho comprising all tribes of Nagaland, since the Naga Hoho which was once the apex body today no longer has the mandate of Naga tribes of Nagaland. that an apex tribal hoho of tribes within Nagaland has become a necessity just as Naga tribes of Manipur have their United Naga Council (UNC). Similarly, Kronu said Naga tribes of Arunachal Pradesh and Assam could also work out on how to go about it in their respective states. “Today’s meeting was only the beginning of consultations with the tribal bodies and no specific resolution was adopted. More meetings will be held soon,” he said. Kronu said that a committee would soon be constituted to have detailed discussions. According to principal secretary home Abhijit Sinha, out of 12 district sub-committees for RIIN, ten have held meetings while two others were yet to do so and have sought more time. Sinha also disclosed that the government at the meeting, requested the 14 Naga tribe of the state, to intervene with a spirit of brotherhood to resolve the issue. He said the 14 Naga tribes are expected to convene a meeting soon on this matter.

Reproduction number or R refers to how many people an infected person infects, on average. In other words, it tells how ‘efficiently’ a virus is spreading. A smaller R indicates the disease is on a decline. Conversely, if R is greater than 1, the number of infected people is increasing in each round - technically, this is what is called the epidemic phase.
After the devastating second wave that saw hospitals and health infrastructure being overwhelmed by the patients infected by SARSCoV2, the R-value started to decline. During March-May period, thousands of people died due to the infection while lakhs were infected. During May 15-June 26 period, the R value stood at 0.78. However, it slowly started increasing - it was 0.88 from June 20-July 7, 0.95 from July 3-22, 0.96 from July 24-27.

the session 2021-22, prior to verification of applicationsby them for which the INOs would have to provide their Aadhaar numbers on NSP portal. According to DIPR, the department also advised institutes and colleges to complete this process by August 31, without which a student’s scholarship application form cannot be verified online in NSP. Tunyi lamented they lost a prominent leader and a generous man. YWO condemns Aug 12 Chingloiso incident
DIMAPUR: The Yimchungru Women Organisation (YWO) has strongly condemned the incident of August 12 incident at Chinloiso village in Mon district, where the NSCN (KYA) cadre lobbed grenades at the Assam Rifles and villagers while returning back after clearing the landslides. In a condemnation note, YWO president, Shoila Y Richard stated that in the event, one old man got
seriously injured and the excavator (JCB) was badly damaged. “Such act only proved the cowardice and immaturity of the group”, the statement added. The release stated that the incident was shocking as the same excavator (JCB) and driver worked for many days at Thiyang village creating a football ground for the youth of the area. YWO said that the Assam Rifles have been doing commendable jobs

NBHM bags national DC Kohima flags off NStCB’s mobile ATM award under PMVDY
DIMAPUR: Nagaland Beekeeping and Honey Mission (NBHM) bagged national award for “Best innovative and creative product ideas” under Pradhan Mantri Van Dhan Yojna Scheme (PMVDY), on the occasion of 34th foundation day of Tribal Co-operative Marketing Development Federation of India (TRIFED), Ministry of Tribal Affairs. A press release by project coordinator, NBHM, Mhathung T Tsopoe, stated that the occasion was celebrated in presence of Union Minister for Tribal Affairs, Arjun Munda as chief guest and Union Minister for State, Renuka as guest of honour. NBHM bagged the National award for best innovative and creative ideas for “Mushroom cultivation”, in addition, a Self-Help Group clusters (VDVKC), under NBHM received highest
number of State awards in four categories, bagging 9 awards in aggregate. On the event, the managing director TRIFED asserted that Nagaland Honey was the best honey in India and stressed on demand of Nagaland honey in the country. Commissioner & Secretary to Governor and team leader, NBHM, T. Mhabemo Yanthan, in a release said that NBHM, being the designated nodal agency for promotion of overall beekeeping and honey in the State. Yanthan added that it has been implementing PMVDY programme solely for beekeeping activity, as the only Minor Forest Produce (MFP), which was implemented in seven districts, namely Wokha, Mokokchung, Zunheboto Phek,Tuensang, Kiphire and Noklak. The release stated that since honey production is a
seasonal activity and during off season, the beekeepers remain idle. Therefore, inorder to operationalise the activity throughout the year, the State Implementing Agency (NBHM) envisaged to venture for other minor forest produces such as hill broom, oyster mushroom, ginger and nut gall. It stated that NBHM had registered 5700 tribal beneficiaries in the tribes of India portal and in the process of registering the SHG clusters to cooperative society under the Cooperation department, Government of Nagaland. Yanthan further acknowledged TRIFED (Ministry of Tribal Affairs) for implementation of PMVDY scheme in the State, which had substantially impacted lives of tribal people in the state paving way for employment opportunities and income generation from grassroot level.

The programme scheduled is also made available at https://dosenl.in. The sign language interpretation has been incorporated in the video broadcast for the benefit of children with disabilities and broadcast of lessons for students of Classes VII to X will commence shortly. The developed system will be a dynamic repository of health human resources and will help health system digitize recording of key HR functions such as training, transfer, promotion. Moreover, the HRMIS will also digitize and automate the payroll processing of health HR in the state. The web-based HRMIS can be used by all em-
ployees of DoHFW, NHM, and NSACS through a web-based MIS or Android application. The link for the integrated HRMIS is available on the DoHFW website (www.nagahealth. nagaland.gov.in). Each employee can log in the system using their unique login IDs, which can be received through SMS on their registered mobile number. A detailed standard operating process will be made available on the website and communicated to districts in the coming days.

Nagaland State Cooperative Bank. The ATM van will cover all rural areas where banking services was needed. The DC while thanking NABARD for assistance and State Cooperative Bank for bringing such platform for reaching rural
areas, he stated that he was confident that the van would help fill the leakage of expenses incurred by rural people in reaching bank and also save day labour. He further expressed happiness as the mobile ATM will provide banking at doorstep.
Kohima DTF holds meeting
DIMAPUR: The Kohima District Task Force (DTF) held a meeting at the DC’s conference hall on August 18 protracting the status of vaccination progress and covid strategy plan in Kohima district. According to DIPR report, state nodal officer for Kohima district and secretary PHED, Kesonyü Yhome, limiting his views to a particular point on vaccination suggested that to know the status of the district, in the next 15 days, a short-term vision for an intensive drive for certain areas and blocks should be initiated to sensitize and to increase the ratio of vaccination. Correspondent SHILLONG, AUG 18: Retired Chief Justice of Tripura High Court, T Vaiphei, who is the chairperson of Meghalaya Human Rights Commission, would probe the “killing” of surrendered Hynniewtrep National Liberation Council (HNLC) militant leader, Cheristerfield Thangkhiew, Chief Minister Conrad Sangma said on Wednesday. “This judicial inquiry is given complete freedom and independence and full power to look into all aspects of this particular case,” Sangma said. The Meghalaya Cabinet on Monday approved to institute a judicial inquiry commission to probe into all details of the alleged “cold blooded murder” of Thangkhiew by the State police after several political parties, pressure groups and family members of the victim have demanded for an independent probe. Assuring a free and transparent inquiry, Sang-
ma said the government would take action based on the report of the judicial inquiry commission. “The government is committed to doing that, but once the judicial inquiry report comes in giving us all details of the case,” he said after meeting headmen and leaders of the ‘Sur ki Nong Mawlai’ (Voice of. Mawlai), comprising local MDC, community heads and social organizations of Mawlai, who demanded suspension of the police personnel responsible and gave the government one week time. “The government is committed to take action based on the report of the inquiry commission. We assured that such operations in future would be conducted with the full cooperation and permission of local headmen and procedures would be followed,” the Chief Minister said. “Once the reports come to us, only when we find out the details, only then will we be able to identify who are respon-

AIZAWL, AUG 18 (PTI): Highlighting the importance of nurturing good relations between states, Mizoram Chief Minister Zoramthanga Wednesday assured Meghalaya state planning board chairman Lambor Malngiang that his government will do its best to assist the neighbouring state. Malngiang called on the Mizoram chief minister at his official residence here and discussed a wide range of issues, including the economic development of both states. During the interaction, Malngiang, who is also a legislator, expressed hope that the bond between the two north-eastern states will continue to flourish, an official statement said. Zoramthanga is the chairman of the Mizoram planning board. Malngiang informed Zoramthanga that he works closely with Mizo communities and many sub-

Union Min dubs farmers’ stir as ‘brokers struggle’, faces flak M Y S U R U , (KARNATAKA) AUG 18 (IANS): The opposition p a r t i e s h ave s l a m m e d Union Minister of State for Agriculture and Farmers Welfare, Shobha Karandlaje for calling protesting farmers as brokers and middlemen. Farmers are protesting against the three farm laws for nearly nine months at the borders of Delhi. Karandlaje has dubbed protesters as ‘brokers’ and ‘middlemen’. “We can convince the genuine famers not the fake ones,” she had commented. Former minister and JD(S) leader Sa Ra Mahesh on Wednesday urged the Shobha Karandlaje to take back her statement on protesting farmers and apologize. If the new laws on agriculture are in the interest of the farmers, it has to be communicated to the agitating farmers and they have to be convinced about them. BJP protests vandalisation of Maharaja Ranjit Singh’s statue NEW DELHI, AUG 18 (BJP): The BJP and its frontal organisations staged a protest near the Pakistan High Commission here on Wednesday against the vandalisation of a statue of Maharaja Ranjit Singh in the neighbouring country. The protesters including leaders and workers of Yuva Morcha, Purvanchal Morcha and Sikh Cell of the Delhi unit of the Bharatiya Janata Party (BJP) raised slogans against Pakistan Prime Minister Imran Khan demanding his apology. The protesters gathered at Teen Murti area of diplomatic enclave Chanakya Puri were stopped by the police at a barricade near Pakistan High Commission compound. “We are demanding not just an apology from Khan but also asking for his assurance to stop persecution of Hindus and
Sikhs and desecration of their shrines and idols. The Pakistan government must also apologise and install a grand statue of Maharaja Ranjit Singh where it was demolished in Lahore,” said Delhi BJP media cell head Navin Kumar. The nine-feet tall cold bronze statue of the first Sikh ruler Maharaja Ranjit Singh was vandalised on Tuesday at the Lahore Fort in Pakistan’s Punjab province. SHAJAPUR (MP), AUG 18 (PTI): Union Civil Aviation Minister Jyotiraditya Scindia has said the central government will make all efforts, like it did in the ‘Vande Bharat Mission’, to bring back Indian citizens from Afghanistan, which has witnessed re-emergence of the militant group Taliban. The Vande Bharat Mission was carried out last year to bring back Indians stranded in foreign countries after the suspension of regular international flights following the oubreak of COVID-19 pandemic. “The Indian government will bring its citizens back to their homes from Afghanistan, like we did in the Vande Bharat Mission, through Air India and the Indian Air Force (IAF) planes, whichever way is possible,” Scindia told reporters late Tuesday night in Madhya Pradesh’s

Climate ‘code red’
N
umerous environmental disasters occurred across the world in the month of July and August which included forest fires in Australia, US, Ukraine, a storm in Russia, landslides in Myanmar, India, Nepal, China and many flash floods caused by heavy rains. All these are clear signs of global warming. The Intergovernmental Panel on Climate Change(IPCC), in a study has warned of increasingly extreme heat waves, droughts and flooding, and a key temperature limit being broken in just over a decade. The report “is a code red for humanity”, says the UN chief. Scientists say that a global catastrophe can be avoided if the world acts fast. This can be done if all countries agree to drastically cut down on emissions of greenhouse gases in order to stabilise rising temperatures. According to environmentalists, global surface temperature was 1.09C higher in the decade between 2011-2020 than between 1850-1900. They further pointed out that the past five years have been the hottest on record since 1850. It was also noted that the recent rate of sea level rise has nearly tripled compared with 1901-1971. That is why many countries, especially those low lying areas experienced floods. According to figures, rainfall has increased by 6% in the 30-year period leading up to 2018, compared to the previous 30 years. All these are happening due to human influence which is “very likely” (90%) the main driver of the global retreat of glaciers since the 1990s and the decrease in Arctic sea-ice. According to the Status of Ireland Climate 2020 report, sea levels around the coast are rising. Information from NASA’s Earth satellites shows us that every summer, some Arctic ice melts and shrinks, getting smallest by September. Then, when winter comes, the ice grows again. The report states that, since 1979, the September ice has been getting smaller and smaller and thinner and thinner. So, just a small amount of warming can have a huge effect over several years. Warmer temperatures cause glaciers to flow more quickly. Many of the glaciers flow toward the ocean, breaking into huge chunks that fall into the water. More glaciers are melting into the ocean, and the global sea level is rising. Sea level rise is another clue that the Earth’s climate is getting warmer. Also, as the ocean gets warmer, the water actually expands. Scientists have observed that the sea level has risen 7 inches in the last 100 years. India has been experiencing the impact of global warming. Heavy rain has hit several states causing floods or landslides. The effect of global warming on the climate of India has led to climate disasters as per some experts. India is a disaster prone area, with the statistics of 27 out of 35 states being disaster prone, with foods being the most frequent disasters. The process of global warming has led to an increase in the frequency and intensity of these climatic disasters. According to the Ministry of Home Affairs Disaster Management Division (NDMIndia), over 134,000 people have been affected and 568 houses damaged by floods in several states. But every time He meets you at the place where He has pointed, He will simply repeat His words, saying, “If you really mean what you say, these are the conditions.” “Sell all that you have…” (Luke 18:22). In other words, rid yourself before God of everything that might be considered a possession until you are a mere conscious human being standing before Him, and then give God that. That is where the battle is truly fought— in the realm of your will before God. Are you more devoted to your idea of what Jesus wants than to Jesus Himself? If so, you are likely to hear one of His harsh and unyielding statements that will produce sorrow in you. What Jesus says is difficult— it is only easy when it is heard by those who have His nature in them. Beware of allowing anything to soften the hard words of Jesus Christ. I can be so rich in my own poverty, or in the awareness of the fact that I am nobody, that I will never be a disciple of Jesus. Or I can be so rich in the awareness that I am somebody that I will never be a disciple. Am I willing to be destitute and poor even in my sense of awareness of my destitution and poverty? inning a gold medal in Olympics is the ultimate dream for any sportspersons—track, field and other disciplines. Particularly, Indian Olympians carry along with them a huge baggage of expectations as they train in areas that involves punch, run, row, throw, swim, wrestle, play, jump, shoot, surf, skate and lift. Olympiad caught the attention of all the Indians who consider Olympics as supreme and prime. In Olympics, metals of the medals are hierarchically organized. 2020 Olympics at Tokyo amidst a number of speculations was held. Japan managed to complete all the disciplines on the 8th of August, 2021. India had sent a sizable contingent with huge expectations. However, it is disappointing to see the chart as it shows a dismal picture when compared to other countries – not just the rich and developed ones, but the poorer and undeveloped countries. India’s medal tally when compared to the rest of the world from 1896-2020 shows 35 medals India, Ethiopia 58, Iran 74, Kenya 113, Brazil 150, China 634, France 749, Germany 770, Great Britain 916 and United States 2,635. Comparative analysis of the rich (developed) and poor (underdeveloped) countries forces those who govern the country and sports authorities in power to look into
the areas where and why India failed in winning more Olympic medals. Though India’s sports budget which shows a phenomenal rise from Rs. 1200 crores (2013) to Rs. 2600 crores (2021), comparing with the surging population, the projected rise is meagre and paltry. We should not come to conclusion that the GOI is generous to pump several crores of rupees, but hundreds of crores rise when compared GDP, India’s sports budget is just 0.01 per cent of India’s GDP. Countries such as China allocates Rs. 4400 crores ($651 million) and Australia Rs. 1800 crores ($272 million) for sports. Tokyo Olympics unfolds many aspects. For instance, the United States of America at an average level if we put it an Olympic medal costs Rs. 60 lakh – Rs 23 crores (89,000 – 3.4 million dollars) whereas Great Britain spends for an Olympic medal approximately Rs. 38 crores (4.5 million GBP). How do they do it? What is the modus operandi? What is the process with which they select the prospective winners? It is not sheer pumping of money, but the ways with which it is carried out and how the selections are made should be looked at carefully. Two Indian Olympians who competed in the Tokyo Olympics can be taken as referral points. Neeraj Chopra is the first javelin thrower to win gold at Olympics.
India had never won a track and field gold medal at the Olympics which Neeraj Chopra broke, giving India its 7th medal – the only gold medal. To achieve this feat, the GOI had spent on Neeraj’s training preparations is whopping. Aditi Ashok, a 23 -year-old golfer, who was in medal contention from the very first round in the women’s golf competition, missed the podium by a whisker and finished fourth in Tokyo Olympics. Aditi Ashok kept saying that “In a regular tournament whether you finish second or fourth it really doesn’t matter, no one care. But like at this event you need to be in the top 3.

Her parents supported right from training, travel and purchase of equipment and many others required for the golf. Sponsors seldom approached her saying that she was an amateur and not a professional though knowing well that everyone starts as amateur and then become professional. She competed in Rio and was given some tacit assurance. As years passed-by no support was forthcoming. Majority of the golf players competing stayed in hotels near the golf course. In view of the expenses Aditi stayed in the Olympic village provided for the athletes. On the 7th of August, 2021, was the decider – cliffhanger for the 3rd and 4th positions. Aditi was pitched to play against the World No 1 golfer slated early in the morning. From the Olympic Village to the Golf Course the distance is 75 kilometers and to reach the venue it takes about one and half hours. She set the alarm at 2.45 AM got ready and travelled all the way. India needs a ‘distinguished jurist’ judge in the Supreme Court
W
ith Justice Rohinton Fali Nariman’s retirement last week, the Supreme Court is short of 9 judges. One more judge, namely, Justice Navin Sinha is set to retire this week. Then, the top court will have 10 vacancies of judges, out of 34, the total sanctioned strength of judges in the Supreme Court. It is indeed an unprecedented crisis in the Apex Court. Thus, the heavy responsibility lies on the Chief Justice of India (CJI) N. V. Ramana and his four colleagues in the collegium-Justices U. U. Lalit, A M Khanwilkar, Dr. D. Y. Chandrachud, and L. Nageswara Rao to appoint brilliant and competent judges in the Supreme Court from diverse backgrounds on a priority basis. Given the sufficient number of vacancies and opportune time, the collegium may also consider appointing a ‘distinguished jurist’ as a judge in the Supreme Court because no appointment has yet been made from this category ever since the commencement of the Constitution. Let me throw some light on this issue of great public importance. As per Article 124 of the Constitution, the President of India appoints the judges of the Supreme Court in consultation with the Supreme Court collegium headed by the Chief Justice of India. There are three categories of persons eligible to be appointed as judges to the Supreme Court-judges of the High Courts, practicing lawyers of the High Courts, and a ‘distinguished jurist’. Mostly, the judges of the High Courts reach the Supreme Court. Up till now, only 7 lawyers have been appointed to the Supreme Court directly. No ‘distinguished jurist’ as mentioned under Article 124(3)(c) of the Constitution has yet been appointed to the Supreme Court ever since the Constitution came into force. Sadly, the President of India has failed to identify even a single ‘distinguished jurist’ in the country during the last seven decades despite the availability of many eminent jurists. We have had several distinguished scholars and jurists in the country who could have been given opportunities to contribute to the judicial branch at the apex level. Our country is not short of brilliant professors of law who can be considered for judicial appointments in the top court given their marvelous academic contributions and recognition. But nobody
conveys a clear message that Neeraj Chopra made it because he had the backing of the GOI and sponsors, whereas Aditi Ashok could not make it, because she had to spend from her pocket and could not afford professional and logistical support. However, a glimpse at the India’s medal tally with the rest of the world in Tokyo Olympics 2020 shows that USA with 113, China 88, Japan 58, Brazil 21, Kenya 10, Romania and Venezuela 4 each, India 7, Hong Kong 6 and Philippines 4. India could have done better. Identification of talents should be done not at level where they come to state or national levels. Integrate sports within the curricula at the primary levels. Open up all disciplines to everyone irrespective of caste, class and creed. In India, for example, games such as tennis, golf, chess, cricket and badminton by and large belong to higher middle class and ‘dominant castes’, whereas hockey, kabaddi, boxing, volleyball and foot-ball to a large extent represented by the Dalits, Tribals and economically poorer sections. It is interesting to note that only the privileged having their god-fathers and apt pollical connections can climb up and enjoy all the facilities, while those with talents are deprived of professional training and overseas exposures. Therefore, top-down approach currently employed by GOI,

NEW DELHI, AUG 18 (PTI): A plea has been filed in the Delhi High Court challenging the appointment of Gujarat-cadre IPS officer Rakesh Asthana as Delhi Police Commissioner and extension of his service by one year. The petition is listed for hearing on Wednesday before a bench of Chief Justice D N Patel and Justice Jyoti Singh. The 1984-batch IPS officer, serving as the director general of Border Security Force, was appointed Delhi Police Commissioner on July 27, four days before his superannuation on July 31. The petition sought quashing of July 27 order issued by the Ministry of Home Affairs appointing Asthana as the Delhi Police Commissioner and also the order granting inter-cadre deputation and extension of service to him. NEW DELHI, AUG 18 (IANS): Ending the nearly two year long deadlock, Supreme Court Collegium headed by chief justice N.V. Ramana and comprising four senior most judges is learnt to have recommended nine names for appointment to the top court. The list has three women judges, including one who could become the first woman Chief Justice of India. Supreme Court judge Justice Navin Sinha is set to retire on Wednesday, which will leave the 10 vacancies out of 34 in the top court. According to sources familiar with the development, out of these 10 vacancies, the collegium has zeroed in on nine names. There has been no appointment after September 2019. The list of recommendations includes three women judges, including B.V. Nagarathna from the Karnataka High Court, who if elevated now, could become the country’s first woman CJI
be directly appointed from the bar. Other names finalised by the collegium are: justice Abhay Shreeniwas Oka, chief justice of Karnataka High Court; Vikram Nath, chief justice of Gujarat High Court; justice Jitendra Kumar Maheshwari, chief justice of Sikkim High Court; justice C.T. Ravikumar, judge in Kerala HC; and justice M.M. Sundresh, judge in Kerala High Court. The source added that these recommendations have been sent to the law ministry, which has the option of sending the recommendations back to the collegium for review. Jyothimani, the arbitrator. The total outgo for the company as interim relief will be Rs 70.84 crore. As per the order, each of the 3,542 workers of Renault Nissan Automotive will be paid an interim relief of Rs 10,000/month for the period between April 1, 2019 and March 31, 2020 and Rs 5,000/month between April 1, 2020 and July 31, 2021. The company was ordered to pay the wage arrears in three equated monthly installments to the workers starting October this year. At the interbank foreign exchange market, the domestic currency opened strong at 74.30 per dollar. It hovered in a range of 74.24 to 74.31 during the session. The domestic unit finally settled at 74.24 against the greenback, a gain of 11 paise over its last close.“The Indian rupee appreciated against the dollar this Wednesday, tracking gains in regional currencies ahead of the minutes of the Federal Reserve’s latest meeting,” Sriram Iyer, Senior Research Analyst, Reliance Securities, said.

M U M BA I , AU G 1 8 (AGENCIES): Reserve Bank of India (RBI) on Wednesday directed banks to maintain a branch-wise list of vacant lockers as well as a wait-list for the purpose of allotment of lockers and ensure transparency in allotment of lockers. Revised instructions will come into effect from January 1, 2022, the RBI said. “In order to facilitate customers making informed choices, banks shall maintain a branch wise list of vacant lockers as well as a
guidelines, the existing customers of a bank who have made an application for locker facility and who are fully compliant with the CDD (Customer Due Diligence) criteria may be given the facilities of safe deposit lockers/ safe custody article subject to on-going compliance. Customers who are not having any other banking relationship with the bank may be given the facilities of safe deposit locker/safe custody article, it said. The RBI said that banks shall incorporate a clause in the locker agreement that the locker-hirer/s shall not keep anything illegal or any hazardous substance in the Safe Deposit locker. “If the bank suspects the deposit of any illegal or hazardous substance by any customer in the safe deposit locker, the bank shall have the right to take appropriate action

KABUL, AUG 18 (AP): The Taliban violently broke up a protest in eastern Afghanistan on Wednesday, killing at least one person as they quashed a rare public show of dissent. The militant group meanwhile met with former officials from the toppled Western-backed government. As officials work to shape a future government, the United Arab Emirates acknowledged that Afghan President Ashraf Ghani, who fled the Taliban advance, and his family were in that country.
The Taliban’s every action in their sudden sweep to power is being watched closely. They insist they have changed and won’t impose the same draconian restrictions they did when they last ruled Afghanistan, all but eliminating women’s rights, carrying out public executions and harboring al-Qaida in the years before the 9/11 attacks. But many Afghans remain deeply skeptical, and the violent response to Wednesday’s protest could only fuel their fears. Thousands are racing to the air-
port and borders to flee the country. Many others are hiding inside their homes, fearful after prisons and armories were emptied during the insurgents’ blitz across the country. Former President Hamid Karzai and Abdullah Abdullah, a senior official in the ousted government met with Anas Haqqani as part of preliminary meetings that a spokesman for Karzai said would facilitate eventual negotiations with Mullah Abdul Ghani Baradar, the top Taliban political leader.
The US branded the Haqqani network a terrorist group in 2012, and its involvement in a future government could trigger international sanctions. LONDON, AUG 18 (PTI): British Prime Minister Boris Johnson on Wednesday laid out the country’s plans for the resettlement of Afghan refugees, primarily women and children, fleeing the Taliban regime with a new “bespoke” scheme. The Afghan Citizens’ Resettlement Scheme will open with the relocation of 5,000 Afghans at risk due to the current crisis and have the capacity for a total of 20,000 refugees to be relocated over the coming years. Priority will be given to women and girls, and religious and other minorities deemed most at risk of
human rights abuses and dehumanising treatment by the Taliban. “I can announce today that we are committing to relocating another 5,000 Afghans this year, with a new and bespoke resettlement scheme focusing on the most vulnerable, particularly women and children, and we will keep this under review for future years, with the potential of accommodating up to 20,000 over the long-term,” Johnson told the House of Commons, as he opened a debate for a special session on Afghanistan in Parliament.

BEIJING, AUG 18 (AP): China’s ruling Communist Party has expelled a leading internet censor and accused him of a range of crimes and rule breaking from corruption to failing to properly guide public opinion. Peng Bo had been deputy head of the Leading Group for the Prevention and Handling of Cults, a body set up after the party launched a sweeping crackdown against the Falun Gong meditation sect that it viewed as a threat to its authority. An investigation found that Peng’s “ideals and beliefs collapsed, and that he
had been disloyal to the party, deviated from the Party Central Committee decisions on the online public opinion struggle (and) gave up on positions taken on managing the internet,” the party’s disciplinary watchdog body said on its website. Peng also “engaged in superstitious activities and illegally received large amounts of property”, said the notice, dated Tuesday. Along with being expelled from the ruling party, he is stripped of all pay and benefits and is being referred for criminal prosecution for numerous violations of discipline and on suspicion
of bribery, it said. The public announcement was unusual both for the sensitivity of Peng’s position and the accusations of losing faith and defiance of party orders. Such notices are generally brief and provide little information of the charges, almost always related to some form of corruption. The Assistance Association for Political Prisoners, which monitors protestrelated arrests and deaths in Myanmar, said it confirmed two more deaths on Wednesday, bringing the total to 1,001. There has been a
groundswell of protests against the military-led government since Suu Kyi’s ouster. Casualties are also rising among the military and police as armed resistance grows in both urban and rural areas. Teik Naing, secretarygeneral of the AAPP, said most of the people killed were anti-military activists and more than 40 were shot in the head. In addition, a large number died in interrogation centers and prisons after being arrested, Teik Naing said.

JERUSALEM, AUG 18 (AGENCIES): Egypt’s intelligence chief on Wednesday paid a rare visit to Israel to discuss the cease-fire deal between Israel and the Hamas militant group that followed an 11-day war in May, Israel announced. Prime Minister Naftali Bennett’s office said Egyptian official Abbas Kamel also invited the Israeli leader to visit Egypt in the coming weeks. Egypt has played a key mediation role between Israel and Hamas over the
years. Israel and Gaza’s Hamas rulers are bitter enemies that have fought four wars since the Islamic militant group took control of Gaza in 2007, a year after winning Palestinian elections. The most recent war ended in May, but the sides appear to have reached no agreements beyond a halt in fighting. Hamas demands an easing in an Israeli-Egyptian blockade that has crippled the local economy and the resumption of hundreds of
millions of dollars of badly needed assistance from Qatar. leaming, gluey, deathtrap hairs have betrayed the secret identity of a wellknown wildflower: It’s a carnivore. A species of false asphodel (Triantha occidentalis) uses enzyme-secreting hairs on its flowering stem to snare and digest insects, researchers report in the Aug. 17 Proceedings of the National Academy of Sciences. Scientists have known about T. occidentalis since the 19th century, but its taste for meat has gone undetected until now. Sticky hairs by themselves aren’t unusual — many noncarnivorous plants use them to defend a g a i n s t p e s t s. B u t T. occidentalis has qualities that some meat-eating plants share: a love of bright, boggy, nutrient-poor habitats and the absence of a gene that fine-tunes how plants get energy from light. Together, those features felt like pieces of a jigsaw puzzle hinting at carnivory, says botanist Sean Graham of the University of British Columbia in Vancouver. To solve the puzzle, Graham and colleagues needed to know if the wildflower pulls nutrients

Luckily, T. occidentalis grows along North America’s West Coast, from Alaska to California, and can be found on hikes near Vancouver. “They’re right on our doorstep,” Graham says. The team attached fruit flies fed with nitrogen-15, an isotope that can be used to track changes in nitrogen levels, to the flowering stems of bog-dwelling T. occidentalis plants in British Columbia’s Cypress Provincial Park. Over half of the wildflowers’ nitrogen came from the fruit flies, the team found. Those levels are comparable to known car nivorous plants. What’s more, the wildflowers’ sticky hairs oozed phosphatase, a digestive enzyme that many carnivorous plants secrete to consume prey.
Most of the world’s roughly 800 meat-eating plant species set traps and flowers far apart to avoid killing pollinating visitors (SN: 2/6/18). T. occidentalis bucks that trend. “Putting your traps close to your flowers is, on the surface, a really big conflict,” Graham says. But the plant’s hairs may be just sticky enough to catch small flies and beetles without entrapping bigger pollinators such as bees and butterflies. T. occidentalis’ sticky hairs might also hint at how some meat-eating plants evolved. In nutrient-poor soils, it may have been advantageous for some plants to co-opt hairs for carnivory, Graham says. “The insects are being trapped anyway, so might as well use them.” (ScienceNews)

This downregulation causes the cancerous cells to break free from primary cancer and join the bloodstream to be carried to other parts of the body, thereby resulting in metastasis, the researchers explained. “Our research shows that there is orchestrated activation of ESRP1 in breast cancer, depending on the tumour microenvironment,” Shukla noted. hile diabetes, obesity and a history of smoking cigarettes are considered as risk factors for poorer Covid-19 outcomes, a new study claims that people with cannabis use disorder (CUD) may also be at increased risk. The research from the Washington University in St Louis used genetic epidemiological models to determine that genetic predisposition to CUD is related to risk for a severe reaction to Covid-19. Having genetic variants does not mean a person has CUD or that the person has used cannabis. But, comparing people with the variants to their Covid outcomes, the researchers found genetic liability for CUD accounted for up to 40
per cent of genetically influenced risk factors, such as body mass index (BMI) and diabetes, for a severe Covid-19 presentation. This association suggested that heavy and problematic cannabis use may represent a modifiable pathway to minimise severe Covid-19 presentations, the researchers explained, in the journal Biological Psychiatry: Global Open Access. The study point to two possible outcomes: That a predisposition to CUD and severe Covid-19 are due to a common biological mechanism, like inflammatory conditions causing individuals to develop worse symptoms of Covid-19 and/or dependence on cannabis; or that they are associated because of a causal process, said Alexander S. esearchers at the Indian Institute of Science Education and Research (IISER) Bhopal have found the mechanism by which breast cancer cells proliferate and spread. The findings have important implications in designing of therapeutic interventions for breast cancer as in India, it accounted for 11.1 per cent of cancer deaths in 2020, driving the need for aggressive research to understand and treat this malady. The study, published in the peer-reviewed journal Oncogenesis, analysed the regulation of a particular gene, called a ESRP1, in breast cancer. The team found that there is a difference in the expression of the ESRP1 gene between the normal and tumour tissues of breast cancer patients. The researchers explored the regulatory mechanism behind ESRP1 upregulation in breast tumour tissues. “Our research, for the first time, shows the reason behind an elevated expression of a key gene,
to a normal BMI (less that 25 kg/m2). All results are based on consumption of 50 to 200 g of millets per day for a duration ranging from 21 days to four months. T h e s e findings are influenced by comparisons that show that millets are much higher in unsaturated fatty acids, with 2 to 10 times higher levels than refined wheat and milled rice as well as being much higher than whole grain wheat. “Unhealthy diet is a major contributor to the rising incidence of diseases, like cardiovascular disease and diabetes. The results of this study along with our recent study that showed that the consumption of millets reduced the risk of developing type 2 diabetes and helped manage type 2 diabetes, highlights a critical need to look carefully at how to most appropriately bring millets back into the diets in India and ensure this reaches the majority,” National Institute of Nutrition (NIN) Director, Dr Hemalatha, said.

he consumption of millets can reduce total cholesterol, triacylglycerols (commonly known as triglycerides), and BMI, according to a new study analysing the data of 19 studies with nearly 900 people. The study was under taken by five organisations and led by the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT). The results, published in Frontiers in Nutrition, brings critically needed scientific backing to the efforts to popularise and return millets to diets, e s p e c i a l ly a s s t a p l e s, to combat the growing prevalence of obesity and being overweight in children, adolescents, and adults. The study showed that consuming millets reduced total cholesterol by 8 per cent, lowering it from high to normal levels in the people studied. There was nearly a 10 per cent decrease in low and very low-density lipoprotein cholesterol (commonly viewed as ‘bad cholesterol’) and triacylglycerol levels in blood. CHANDIGARH, AUG 18 (PTI): Olympic champion Neeraj Chopra on Wednesday met Haryana chief minister Manohar Lal Khattar and said he would continue to work hard to make the state and the country proud by his achievements. Chopra, who could not attend a felicitation function organized by the state government on August 13 due to illness, said only sports-related topics were discussed during his meeting with Khattar. “It is a great feeling that today I am meeting the
Chief Minister. I will try my level best to make Haryana and the nation proud in the upcoming sports events,” Chopra said. Khattar said Chopra, who won gold in javelin throw in Tokyo Olympics earlier this month, has not only brought laurels for the country but also for his native village, family and Haryana.
