NEW DELHI, JUL 18 (AGENCIES): Voting for India’s next President, a spirited contest between the National Democratic Alliance’s candidate Droupadi Murmu and Opposition’s Yashwant Sinha, got over on Monday with the results scheduled to be announced on July 21. Except for 42 lawmakers– eight MPs and 34 MLAs, all other 4,754 – 763 of 771 MPs and 3,991 of 4,025 MLAs – voted in the Presidential election, which is heavily tilted in favour of Murmu against. Prime Minister Narendra Modi, his cabinet colleagues, and former PM Manmohan Singh and other top politicians lined up to cast their votes either at Parliament House or in their respective states. Rajya Sabha Secretary General PC Mody told the reporters that elector turnout was 99.18 per cent. “Out of the 736 electors 730 compris-

Congress MLAs in Haryana and Odisha, while NCP legislators of Gujarat and Jharkhand said they didn’t vote for Yashwant Sinha. Haryana Congress MLA Kuldeep Bishnoi said he voted according to his conscience - a repeat of cross-voting he did in last month’s Rajya Sabha polls. Mishra invites NSCN (I-M) for talks
Correspondent
KOHIMA, JUL 18 (NPN): Government of India’s representative for Naga political talks, AK Mishra has invited NSCN (I-M) leaders to Delhi to discuss issues that have delayed signing of an agreement for the Naga political issue. Highly placed official sources in Delhi confirmed that Mishra has invited NSCN (I-M) chief negotiator Th. Muivah to Delhi. However, in the event Muivah cannot travel due to health reasons, Mishra will hold discussions with the NSCN (I-M) delegation. However, no date has been fixed yet for the meeting, sources added. UDA chairman T.R. Zeliang also confirmed about the development to media persons after casting his vote for the presidential election at NLA Secretariat here. Zeliang said NSCN (I-M) will hold a meeting either on Monday or Tuesday to take
a call on Mishra’s invitation and if required the Parliamentary Core Committee on Naga Political Issue (PCCoNPI) will follow it up. He also informed that at the recent meeting in Delhi on May 13, the NSCN (IM) delegation had expressed disappointment on seeing the “formulation paper” prepared by A.K Mishra. He said that though NSCN (I-M) had said it would discuss the matter and if required return for talks, the NSCN (I-M) had however decided against going to Delhi as per the decision taken at its “Emergency National Assembly” on May 31. Zeliang said that taking note of this, the Core Committee had requested the Centre to invite the NSCN (I-M) and discuss whether there was any possibility to revise the formulation paper. “The core committee has been persistently insisting on both the parties to continue the dialogue because only
through talk could differences on contentious issue can be hammered out and come to a logical conclusion,” he said. Meanwhile, chief minister Neiphiu Rio told media persons that the Core Committee “will do everything possible to see that success comes” on the Naga political issue. He mentioned that as per the July 16 PCCoNPI resolution point no. 3 an appeal was made on negotiating parties to refer to the competencies as reflected in the Framework Agreement signed with NSCN (I-M). Rio, however, said the word “competencies” was inserted in the Framework Agreement of which the Core Committee was unaware of the contents (competencies). He therefore, said the committee has requested Prime Minister Narendra Modi and Union Home Minister Amit Shah to invite NSCN(I-M) to discuss and sort out the matter. (Cont’d on p-8)
NIDA suspends stir for 1 week; to study govt notification Rio vows not to allow encroachment to impede development in Nagaland increase in superannuation age of 62 years for all. NIDA has stated that during the period of one week, the members would study the notification thoroughly and get back to the government for any clarification and rectification for wider acceptance to the NIDA fraternity. The association has expressed gratitude to all the organisations for their support to its legitimate demands. WSH, WSSU support: Western Sumi Hoho (WSH) and Western Sumi Students’ Union (WSSU) have separately extended support to Nagaland InService Doctors’ Associa-
tion (NIDA)’s demand for raising superannuation from 60 to 62 for government inservice doctors. In a press release, WSH said the announcement of enhancement of superannuation age was made by Prime Minister Modi on May 26,2016. However, the hoho maintained that the state government was yet to fulfil the PM’s announcement. WSH said that there was an acute shortage of doctors in Nagaland especially in rural areas. It stated that increasing retirement age would serve as a respite from the acute shortage. Further, the hoho said that the two newly upcom-
ing medical colleges in Kohima and Mon would require a huge number of doctors to run. Also, WSH said with the creation of the four new districts, the state would require additional doctors. WSH has, therefore, appealed to the state government to look into the NIDA’s demand, which it described as “genuine and legitimate.” WSSU: Extending support to NIDA, the Western Sumi Students’ Union (WSSU) claimed that every State/Union Territory in India has already enhanced the supernation age of doctors for 5 years.
infrastructure for the benefit of the people of the state. Talking to media persons after the presidential election here, Rio appealed to all right-thinking people to speak out in unison against such encroachments adding, “We cannot allow benefit of an individual at the cost of all the people”. On massive encroachments taking place in government lands, he admitted that the situation was worse in Dimapur where the airport land had been encroached and a case was pending before the court. Rio cited the airport land
case where the government had purchased a land for extending the present runway, but was later allotted to some individuals. He said the allotment of a security area to individuals was posing grave threat to lives in the airport’s vicinity, adding this constraint has also caused difficulties for landing of bigger aircraft. On NIDA issue, Rio acknowledged that people had the right to voice for their demand and assured that the government would examine and take a decision. He however said that the cabinet decision on NIDA still stood.

seat sharing formula with the NDPP. He said “The central leaders have full trust the present coalition.” It may be noted that the NDPP and BJP had announced a pre-poll alliance before the 2018 State Assembly polls and contested the elections on a seat-sharing basis of 40:20. On the other hand, highly placed sources informed that there may be seat adjustments for the 2023 polls in some constituencies between NDPP and BJP, based of mutual understanding.

H&FW deptt issues advisory on monkeypox DIMAPUR, JUL 18 (NPN): As India reports second confirmed case of monkeypox from Kerala, the state Health & Family Welfare (H&FW) department Friday issued advisory on the prevention and management of monkeypox—a viral zoonotic disease. In an advisory, principal director H&FW, Dr. K Vikato Kinimi, stated that monkeypox and smallpox come from the same virus family, called Orthopoxvirus. Monkeypox is a viral infection that originated in rodents and primates and transmitted to people. The department in-
formed that common symptoms of monkeypox include fever, skin rashes (starting from face spreading to arms, legs, palms and soles), lymph node enlargement, headache, muscle ache or exhaustion, sore throat and cough. It said that typically, the virus is transmitted by contact with an infected animal’s body secretions or a bite. It can be transmitted from human to human through direct physical contact (contact with bodily fluids, sexual contact or lesion material), indirect contact (through contaminated
clothing or linens of affected person) and large respiratory droplets as a result of prolonged close contact. moral obligation not to create an enabling environment to propagate corruption.” RPP stated that justification for the NEC not to approve Nagaland projects was manifold as most of the projects including CSS, NEC or DoNER projects were implemented only in paper. RPP claimed that Nagaland has probably the highest per capita share of projects being implemented in the country but the ground reality was otherwise. Citing the latest CAG Report, RPP said that fiscal mismanagement and fraudulent withdrawals amounting to thousands of Crores was
systemic and unchecked. It stated that according to NITI Aayog, Nagaland was the Worst Performing State in six parameters as per SDGI index, 2021. RPP also said that Nagaland was the Worst Performing State as per State Energy and Climate index (SECI), NITI Aayog 2022. Besides, it said Nagaland ranks as the Worst Performing State under the National Health Index 2019-20 (NITI Aayog) Further, RPP said that state’s budget deficit was perpetual with the latest being minus Rs.2212.74 Crore for the year 2022-23. cations issued by the respective state governments. The issue of lack of jurisdiction of family courts in Himachal Pradesh came to the fore during proceedings of the Himachal Pradesh High Court last year. Another petition in the Himachal Pradesh High Court stated that the Centre had not issued any notification extending the Family Court Act to Himachal Pradesh and the state government directives to establish such courts were without any legal authority. The family courts in Nagaland too were operating without any legal authority since 2008. “As the Family Courts in the states of Himachal Pradesh
and Nagaland are functional ever since the date of their establishment and all actions taken by the state government as well as the Family Courts are required to be validated and saved, it is proposed to amend the said Act,” read the Statement of Objects and Reasons of the Bill introduced by Rijiju on Monday. T h e Fa m i l y C o u r t s (Amendment) Bill seeks to insert a provisio in sub-section 3 of section 1 to provide for the establishment of Family Courts in Himachal Pradesh with effect from the February 15, 2019 and in Nagaland with effect from the September 12, 2008. Contractual employees of NHM Mizoram call off agitation AIZAWL, JULY 18 (PTI): Contractual employees of the National Health Mission (NHM) Mizoram called off their week-long agitation following an assurance from the state government that some of their demands would be met, a union leader said on Monday. The NHM employees went on mass casual leave from July 11 to 13 and thereafter went on indefinite strike from July 14 after their meeting with state officials ended in a deadlock. The contractual NHM employees are demanding regularisation of their service under the state government, regular pay, medical reimbursement and transfer allowances. National Health Mission Employees Union of Mizoram (NEUM) presid e n t M a l s aw m t l u a n g a Hauhnar said that the meeting of the union held late Sunday night unanimously called off the ongoing agitation with effect from 9 am on Monday following an assurance from the state
government to meet their demands. He said that the Central Committee of Young Mizo Association (CYMA), which acted as a mediator between the state government and NEUM on Sunday met concerned state ministers over the demands of the union. During the meeting with deputy chief minister Tawnluia, who also holds the personnel and administrative reforms portfolio, the CYMA representatives were told that the government would publish the recommendation and findings of the a study group, which was constituted last year to assess the problems of the employees, for implementation at the earliest, he said. Health minister Dr R Lalthangliana also assured the CYMA leaders that the NHM employees would be paid regularly and that the order banning holding of strike by healthcare workers issued under the Mizoram Essential Service Maintenance Act, 1990 (amended
in 1995) would be lifted and rectified as it is basically connected with COVID-19 and not due to the strike, Hauhnar said. During the meeting, Lalthangliana also informed the CYMA representatives that the government has paid salaries to the employees till May and salaries for June is under processed. The health minister also assured the revocation of show cause notices served to the NHM employees with immediate effect, Hauhnar said. On Saturday, the government had served show cause notices to the employees and warned that they could be terminated, jailed and fined for violating the Mizoram Essential Service Maintenance Act and not honouring the agreement deed they have signed with the government on their recruitment. The government had also issued an order banning staging of strike by healthcare workers under the Mizoram Essential Service Maintenance Act on July 8.
Barbhuiya, however, did not name the MLAs, but he lashed out at Bora for not inviting AIUDF to a recent meeting of Opposition parties when Sinha had come to Assam to seek support from lawmakers. Reacting to the allegations, Congress Legislature Party (CLP) leader Debabrata Saikia wondered how could Barbhuiya make such “absurd” claims when voting was held through secret ballot. “From the beginning, AIUDF has maintained double standards on the issue of presidential election. But I would not like to assume or speculate on which of their MLAs voted for whom. “Ajmal had participated in two Opposition meetings in New Delhi but did not commit himself. He later said his party will vote for Murmu but again changed his mind a day before the poll. The result will reveal the true picture,” Saikia told PTI.

Modi, who was among the senior leaders who were proposers for his candidature, expressed confidence that Dhankhar will be “an excellent and inspiring Vice President.” The opposition has named Margaret Alva as its candidate for the vice presidential election.
Trouble brews in Chhattisgarh after TS Deo drops portfolio NEW DELHI, JUL 18 (IANS): Chhattisgarh minister T.S. Singh Deo, who was one of the claimants of the Chief Minister’s post, has dropped one of the four portfolios allotted to him. Speaking to IANS over phone, Singh Deo said, “I felt I was not able to do justice to one of the departments allotted to me as I couldn’t act according to people’s wishes. So I have resigned from the Panchayat and Rural Development department.” While the actual reason behind Singh Deo’s move is not clear, some sources said that interference in his work has angered the senior leader, forcing him to relinquish one of the potrtfolios allotted to him. Singh Deo has been pushing for change in leadership in the state after the two-and-a-half-year tenure of present Chief Minister Bhupesh Baghel, but the Congress high command has not been able to resolve the leadership issue so far.
T.S. Singh Deo
In his letter to the Chief Minister on Saturday, Singh Deo stated that he was unable to fulfil the targets of the department as per the poll manifesto given the “current scenario”. Meanwhile, sources said that despite his repeated requests, funds were not sanctioned under the PM Awas Yojna, one of the reasons for which houses could not be constructed for eight lakh people in the state. Singh Deo has been appointed Congress observer for Gujarat polls scheduled later this year.

NEW DELHI, JUL 18 (PTI): The Delhi High Court on Monday rejected public interest litigation (PIL) seeking to stop the operation of SpiceJet airline for allegedly flying its aircraft in breach of professional and safety obligations. The court cannot stay the operation of an airline on the basis of a PIL and press reports, a bench headed by Chief Justice Satish Chandra Sharma said while dealing with the petition by lawyer Rahul Bhardwaj. The bench, also comprising Justice Subramonium Prasad, stated that the law provided a “robust mechanism” for the aviation industry and recorded

the stand of the Directorate General of Civil Aviation (DGCA) that it has already initiated action and issued show cause notices concerning incidents alleged in the present case. In the recent past, the petitioner alleged, there have been instances concerning the “landing” of SpiceJet aircraft, its aircraft taking off without passengers’ baggage, and employees not being paid. The petitioner contended that there have been “regular breaches” in service and there are even cases registered against the SpiceJet promoter. The court said the “DGCA is very much working” and there is no reason
to grant the relief sought by the petitioner. “The court cannot stop a particular airline to operate in the country based on averments in a PIL and press clippings,” it said. The court noted that the Aircraft Act provides for general flying and safety conditions as well as the airworthiness of an aircraft and the DGCA is the competent authority to look into the incidents alleged by the petitioner. As the petitioner’s lawyer urged the court to grant the ad-interim relief of stopping the operation of SpiceJet, the court remarked, “So we start running the airline also?”. “That is not our do-

T H I RU VA N A N T H A PURAM/NEW DELHI, JUL 18 (PTI): A 31-year old man who arrived in Kerala last week from Dubai has tested positive for monkeypox, making it the second case in India this year, state Health Minister Veena George said on Monday. The minister said the patient, who arrived in Kerala on July 13, was a native of Kannur in north Kerala and was undergoing treatment at the Pariyaram Medical College there. His health is stable, she said. The minister also said that all those who were in close contact with the patient are being closely monitored. The first case of monkeypox, a rare but potentially serious viral illness, was reported from Kollam district of south Kerala on July 14. He is currently undergoing treatment at the Government Medical College Hospital, Thiruvananthapuram. Union Health Ministry officials said in New Delhi that the patient in Kannur
had landed at the Mangaluru airport in Karnataka from Dubai on July 13. He was admitted to the hospital after he exhibited symptoms of the disease. His samples were sent to the National Institute of Virology (NIV), Pune, and they tested positive for the virus, the official said. Meanwhile, the Kerala Health Minister held discussions with the central team visiting the southern state to study the situation. After the meeting, she said the state government will introduce the monkeypox diagnosis system in government labs. “There are 28 government labs in the state that can conduct COVID RTPCR tests. In the first phase, test kits for detecting monkeypox will be immediately
made available from NIV Pune to NIV Alappuzha and tests will be conducted in the Alappuzha lab itself,” the minister’s office said in a statement. It said the central team briefed her about the details of their three-day visit to the state. “The team expressed satisfaction over the preventive measures being taken by the state,” the statement said. The minister’s office said the state government is taking strong measures to prevent the spread of the disease. “Help desks have been set up at all international airports and surveillance has been intensified. If any of the passengers show symptoms of infection, they will be safely taken to isolation centres for testing and specialist treatment,” it said. It further said awareness about the disease has been strengthened for those coming from countries where monkeypox has been reported and state-level control rooms and a district level control room were set up to coordinate the activities.

Several other parties, including the AIADMK with five MPs, Apna Dal with two MPs and a few from the Northeast have also pledged their support, making it all but certain that he will be M Venkaiah Naidu’s successor as vice president. In Jaipur, Rajasthan chief minister Ashok Gehlot said Dhankhar is from Rajasthan and is pitted against joint opposition candidate Alva who has been the former governor of the state. “He (Dhankhar) has become a candidate from Rajasthan just like Bhairon Singh Shekhawat once became (the VP candidate). If a candidate is from the state, there may be sentiments (for him) among people here, but the voting pattern will remain based on ideology,” he said. Gehlot said the chairman of both the houses of Parliament from Rajasthan is a pleasant coincidence. Lok Sabha Speaker Om Birla is also from Rajasthan.

The court also noted the DGCA’s stand that whenever any incident, such as those alleged by the petitioner, is pointed out, action is taken with promptitude. Kadam resigns as Sena leader
MUMBAI, JUL 18 (PTI): In a setback to the Uddhav Thackeray-led Shiv Sena, its senior leader and former Maharashtra minister Ramdas Kadam resigned from the party on Monday. Kadam wrote a letter to former Maharashtra chief minister Thackeray, tendering his resignation as “Shiv Sena leader”. Kadam had served as the state environment minister in the BJP-Sena government in the state (2014-19). He was not given any ministerial post when the
Thackeray-led Maha Vikas Aghadi was in power (from November 2019 to June 2022) and was apparently sulking. He was even denied another term as member of the state Legislative Council last year. Last month, Sena MLA Eknath Shinde rebelled against the party along with 39 legislators. Ramdas Kadam’s son Yogesh Kadam, the MLA from Dapoli in Ratnagiri district, had also joined the Shinde camp.

NEW DELHI, JUL 18 (PTI): Set to become India’s next vice president, former West Bengal Governor and NDA candidate Jagdeep Dhankhar filed his nomination on Monday in the presence of Prime Minister Narendra Modi and other senior Union ministers and asserted that he will always strive to enhance democratic values. After filing his nomination, Dhankhar, 71, highlighted his humble origins and told reporters that he had never thought even in his dreams that an ordinary person from a farmer’s family like him would get such a “historic” opportunity. Dhankhar said he was at a loss for words for this opportunity and saluted the founding fathers of the Constitution, India’s great democratic values and the strength of its civilisation. “And I am grateful to
dent J P Nadda said,”his decades of experience in serving the nation in different roles and capacities with his erudition ensures that he is the right candidate to become the vice president of our country.” “His life and commitment are an inspiration to every citizen...A farmer’s son, his nomination is a matter of great pride for every citizen of the country and is representative of the BJP’s ideology of ‘Sabka Sath, Sabka Vikas’,” Nadda added. Before filing his nomination, Dhankhar attended a meeting of MPs from different parties supporting his candidature. The electoral college for the poll comprises members of both Lok Sabha and Rajya Sabha. The BJP alone has 394 MPs out of the current strength of 780 with 391 being the majority mark. The major par ties which have already declared their support to Dhankhar include the JD(U), the BJD and the YSR Congress which have 21, 21 and 31 MPs respectively. This along

OPINION/EDITORIAL
Nagaland Post VOL. XXXII NO. 223 DIMAPUR, TUESDAY, JULY 19, 2022

Gag on law makers
ndia’s democracy has always been chaotic, birthed as it was since the independence movement during the colonial rule, was highlighted by -satyagrahas, bandhs, hartals, gheroas etc even if some may mean the same thing. Even in parliament, democracy is as chaotic as the manner in which law makers, especially when in opposition, are equally guilty of filibuster, protesting around the well of the house or shouting slogans. These are the hallmarks of freedom of speech and action which all political parties, whether BJP while in opposition or the present non-BJP opposition parties have indulged. The sanctum sanctorum of people’s highest forumparliament- has been the scene of every form of protest even spending nights on dharna. All ruling parties have received their fair share of disruptions and agitations from opposition parties within and outside parliament. However, when the Lok Sabha secretariat on issued a new booklet on July 14, where some commonly used words including ‘betrayed’, ‘corrupt’, ‘drama’, ‘hypocrisy’ and abused, along with terms such as ‘jumlajeevi’, ‘baal buddhi’, ‘Covid spreader’ and ‘Snoopgate’ will be considered unparliamentary from now on in both the Lok Sabha and the Rajya Sabha, it literally took everyone by surprise. The entire opposition reacted with outrage at what they saw was a pretext to gag the opposition voices. After the outrage over the issue, Lok Sabha Speaker Om Birla had stepped in and made it clear that no word has been banned from use in Parliament but will be expunged on a contextual basis. This list was issued just four days ahead of the Monsoon session of Parliament on July 18. Opposition members have in the past demonstrated inside Parliament complex and have also staged protests and fasts outside Mahatma Gandhi’s statue inside the complex. A day after the Lok Sabha Secretariat’s booklet on unparliamentary words triggered furore, the Parliament has now banned demonstrations and dharnas within the Parliament premises. “Members cannot use the precincts of the Parliament House for any Demonstration, Dharna, Strike, Fast, or for the purpose of performing any religious ceremony (sic),” the bulletin, issued on July 14 read.In a Parliamentary bulletin, PC Mody, Secretary General said that the members cannot use the Parliament House for performing any religious ceremony. Mahua Moitra MP of the TMC characteristically tweeted : “By the way honourable MP Varanasi performed a religious ceremony on top of new Parliament building just four days ago.” Prime Minister Narendra Modi on July 11, unveiled the national emblem -- made of “highpurity bronze” with a height of 6.5 metre and weighing 9,500 kilogram -- on the top of the New Parliament Building after a ‘puja’, actions that attracted strong reactions from several opposition leaders. Though overwhelmed by sheer numbers of the ruling BJP and its alliance partners, the opposition has been doughty , determined and relentless in attacking the government on several issues of national importance and demanded discussions in the house. However, for whatever reasons, the ruling BJP-led NDA has fought shy of facing a combative opposition. On many occasions, the opposition members were not given the opportunity to speak. Their demand to refer contentious bills to the parliamentary committees were turned down. Bills were passed without discussions through brute majority while bypassed parliament and enacted through ordinances. By banning verbal attacks and protests, the government appears to be depriving the opposition of the articulating the way Indian politics has been practised.
DailyDevotion The Mystery of Believing He said, “Who are You, Lord?” —Acts 9:5 Through the miracle of redemption, Saul of Tarsus was instantly changed from a strong-willed and forceful Pharisee into a humble and devoted bondservant of the Lord Jesus. There is nothing miraculous or mysterious about the things we can explain. We control what we are able to explain, consequently it is only natural to seek an explanation for everything. It is not natural to obey, yet it is not necessarily sinful to disobey. There can be no real disobedience, nor any moral virtue in obedience, unless a person recognizes the higher authority of the one giving the orders. If this recognition does not exist, even the one giving the orders may view the other person’s disobedience as freedom. If one rules another by saying, “You must do this,” and, “You will do that,” he breaks the human spirit, making it unfit for God. A person is simply a slave for obeying, unless behind his obedience is the recognition of a holy God. Many people begin coming to God once they stop being religious, because there is only one master of the human heart— Jesus Christ, not religion. But “Woe is me” if after seeing Him I still will not obey (Isaiah 6:5 , also see Isaiah 6:1). Jesus will never insist that I obey, but if I don’t,I have already begun to sign the death certificate of the Son of God in my soul. When I stand face to face with Jesus Christ and say, “I will not obey,” He will never insist. But when I do this, I am backing away from the recreating power of His redemption. It makes no difference to God’s grace what an abomination I am, if I will only come to the light. But “Woe is me” if I refuse the light (see John 3:19-21).

NAGALAND POST, DIMAPUR TUESDAY, JULY 19, 2022
Post-mortem
Raising’s speech at interactive meeting with Nagaland Tangkhul CSOs
G
reetings to all of you in the precious name of our Lord Saviour and Jesus Christ. Naga politics and the word of God: It is said everything begins from the word of God. History of human race begins from it; Naga history begins from it. The unique identity of the Nagas is a brand stamped by the Creator, and that no power can uproot what has been planted by the Lord. Nagalim for Christ is God’s word revealed to the Nagas and the commitment of the Nagas to God. The Naga national independent movement is inspired and guided by the Spirit of Nagalim for Christ. The Spirit of the Lord has been with us from the very beginning. It was with using the military front; it was with using the diplomatic front; it was with using the political front; it was with us in the spiritual front and it is with us today. The good Lord has given us a portion of land- called Nagalim for Christ to possess. When our national independence was threatened by the aggressor states, our fathers put up tough resistance. They fought for the cause in the face of ruthless persecutions perpetrated by the colossal forces of the aggressors with tears and blood; and they spoke for the cause to the world. They did their best and left the legacy of a living history. After the failure of NNC, the question arises, ‘Who will go and fight for the national cause? Who will go and speak for the cause to the world? Who will go and talk for the cause/ issue with the government of India?’ No individual or group can fight for the cause of the people without mandate of the people, Jack and harry cannot talk on the issue of the people with the government of India without mandate of the people. Indeed, NSCN is mandated by the Naga National Assembly. As mandated we did our best in the confrontation front: We
fought enemies of all hues in the east, in the west and everywhere in defence of our issue; we did our best in the diplomatic front, in the negotiation front and others, which was lauded even by friends and foes. I believe our people are well informed of what we have done. Thousand ran away from the field, but those revolutionary patriots stayed the course and the Lord who we trust has been faithful to His word. If the Lord had not been with us in the battles, we would have been fished by the enemies long time back. But we were saved by his grace and brought us thus far. If we drop the name of the Lord and our national principle to bow down to the enemies, everything of us – our land, our sovereign right, our culture, our identity, our history, our politics, our religion and future will perish. We must keep going. Naga politics and the words of Indian leaders In 1947, Mahatma Gandhi, the father of Indian nation said, “The Nagas have every right to be independent.” On November 28, 1949, Rajagopalachari, Governor General of free India said,” Nagas are at full liberty to become independent if they feel it would be in their interest.” On November 22, 1965, Jaya Prakash Narayan MP, stated in the Parliament, “It is far more important to have friendly Nagas on our frontier closely associated with us in some new constitutional manner rather than unfriendly and discontented Nagas kept forcibly within the Union of India.” In 1966, Mrs. Indira Gandhi, the then Prime Minister of India agreed to solve the Indo-Naga political problem on the basis of ‘Suisa’s proposal,’ which is a kind of solution that respects the sovereign right of the Nagas and guarantees the security of India.” Realising the futility of seeking military solution, Indian
Kudos to 60 MLAs
K
udos to the 60 MLAs for the 4 points resolution on the long awaited Naga political solution adopted on 16.7.2022. The languages in the resolutions are lucid, without any ambiguity and are the most befitting for the facilitators as the Members of the Nagaland Legislative Assembly (NLA). Who, the Naga, having the right sense will not support it? In John 8: 32 “And you shall know the truth, and the truth shall make you free.” NKJV. There is no power under heaven that can demean or defeat truth. The Naga political negotiations between the GoI and the Naga political negotiators had been concluded on 31.10.2019. The 60 Legislators of the NLA reminding all the negotiators of this fact while upholding the truth hits the bull’s eye. Being the forerunner facilitators, the words of appreciation and encouragement to the participant with positivity and reminding the other not to backtrack from its own commitment made already are highly appreciable. The requisite and sufficient message deserves positive response and is now sent to New Delhi for the GoI to become action oriented without hesitance. Z. Lohe
authorities including generals who conducted military operations in Nagalim for decades stated military solution is not possible. It is a political problem, which calls for a political solution. NSCN is also opposed to military solution. NSCN is committed to political solution. Based on commitment of the then Prime Minister Mr P.V. Narasimha Rao, government of India represented by Mr. Rajesh Pilot, Union Minister and NSCN Chief negotiator Th. Muivah agreed on November 17, 1996 that talk will be held on the following principles: i) The talks will be unconditional, ii) The talks will be between the Prime Minister of India and NSCN collective Leadership; iii) The talks will be held outside India. Former Prime Minister I. K. Gujral announced the ceasefire agreement between GoI and NSCN (on 1st August 1997) in the Indian Parliament whereas Mr Isak Chishi Swu, Chairman of NSCN announced it in the General Assembly of UNPO. Former Prime Minister, Mr. Atal Bihari Vajpayee’s government recognised the ‘unique history and situation of the Nagas’ on July 11, 2002. On the contention of ‘cease-fire without territorial limit’ voiced by some people in Manipur state, he clarified stating, “Wherever there is fighting there is cease-fire, cease-fire is everywhere.” Former Prime Ministers Mr Deve Gowda gave his strong commitment to find out honourable political solution, Mersse V.P Singh and Chandra Shekhar too gave their support in written for an honourable political solution. Former Prime Minister Dr. Man Mohan Singh stated ‘solution outside the box.’ which is read as solution outside the parameter of Indian constitution. Sharedsovereignty was proposed by his government. And finally, the present honourable Prime Minister of India
“A
Mr. Narendra Modi took the bold step to make the historic Framework Agreement signed on 3 rd of August, 2015. In the formal talk, Mr. RN. Ravi the then interlocutor of the government of India reiterated saying “Government of India has recognised the sovereignty of the Nagas.” Mr. A.k. Mishra, the present interlocutor of the government of India (GoI) authoritatively stated, “Framework agreement is the cornerstone of solution.” Naga politics and the words of the international leaders Our honourable Chairman and General Secretary of NSCN, Messrs. Isak Chishi Swu and Th. Muivah attended meetings of the United Nations consecutively for five times on invitation. The United Nations acknowledged the right of the Nagas. The then Secretary General of the United Nations late Boutros Boutros-Ghali said, “There is human right situation in Nagaland.” UNPO in its General Assembly recognised the sovereign right of the Naga people. UNPO is the organisation of the struggling peoples and nations, which is parallel to the United Nations. On June 18, 2005, former President of the United State and Director of the Carter Center, Mr. Jimmy Carter sent a letter to the Prime Minister of India, Dr Manmohan Singh and Mr. Th. Muivah, the Ato Kilonser of Nagalim stating ‘…to go ahead with the negotiation to present an acceptable solution that will assure the rights of the Naga people and the security of India.’ In 2007, a prominent British Parliament Member said in a human right meeting held in London ‘The case of the Nagas is genuine. They have a big right; we will support the case of the Nagas to the last.’ Netherland Government took a positive step in the matter of peace process held between the government of India and
NSCN by facilitating our talk team and hosting the talk in the country. The authorities said, “The government of Netherlands is ready to participate in the talk if both the government of India and NSCN invite it.” There are many more others who extend their strong support to the case of the Naga people. Above all, God, the Creator of nations and states has been with the Nagas since day one of the movement. God spoke to our fathers ‘Nagalim for Christ.’ What He says it happens. There is no plan ‘B’ for Him. Indeed, both the government of India and NSCN have invested a lot of time, money, labor and energy in the peace process. Leadership of the National Socialist Council of Nagalim (NSCN) is deeply committed to the peace process and determined of finding an honourable solution based on the agreed Framework Agreement. Framework Ag reement, August 3, 2015 Acknowledging the historical fact of Naga independence, the government of India and NSCN reiterated the recognised ‘unique history and situation of the Nagas’ (July 11, 2002). Basing on the universal principle of democracy, the government of India has recognised the sovereignty of the Nagas stating ‘sovereignty of the Nagas is with the Naga people.’ Scholars affirmatively say, ‘flag and constitution are ingredients of sovereignty.’ The Chief negotiator of NSCN Mr. Th. Muivah repeatedly said in the talks that the Nagas have never been a part of Union of India either by consent or by conquest. So merger with Union of India is not acceptable to the Nagas. That is suicidal. Therefore, convincing the truth, the government of India proposed ‘coexistence of the two entities sharing sovereign power.’ which was agreed by both parties. In subsequent talks on competencies, it was
Why Churches stand for clean election
church that does not speak out against an unjust system is not a true church,” says Dr. Imtisangba Longchar. Naga church does not consider the social problem a theological issue but rather an issue of individual sin. The corporate or structural sin is hardly recognized. Naga church theology is still confined to personal moral uprightness and failed to address the structural sin in the socio-political arena. As a result, people are reluctant to fight against corruption in the election system. Some people think that the church’s responsibility is soul winning alone and should not involve in the clean election campaign. This wrong theology is an obstacle to the collective resistance justice movement against injustice for social transformation. Since the missionary era, the church did involve in social issues. For example, missionaries were the first to fight for the abolishment of slavery, eradica-
tion of inhumane practices of headhunting, and improving the civic and moral life of the people. They were also the first to open schools, hospitals, literature and many others. They were the first to work for the emancipatttion of women. However, the evangelical theology of individual salvation that emphasizes better life beyond this world and the imminent return of Christ-natured individualism failed to give a sense of social responsibility as a theological issue and therefore did not struggle for social transformation. Even today, the church emphasized personal purity and uprightness at the individual levels. Worshipers flood churches; there are singing and praying everywhere. But their theological inadequacy prevented them from seeing beyond individual life. The church theology was/is not deeply rooted in social relations. The revivals and conversion were emotional outbursts that hindered social and moral health.
Theology could not relate to the undercurrent social problem of corruption, poverty, militarism, suppression of rights, and lack of economic development. Naga churches’ involvement in social issues is more situational or issue-based than theological imperative. This is the crux of the problem in Naga church today. In the context of institutionalized and structural social evils, the Naga society is under the grip of social injustice, corruption, bribery, exploitation, and economic dependency. People are also living in insecure conditions with the raising of gun culture. Besides, the educated unemployed youngster is rising while the gap between the rich and poor, powerful and powerless, is widening daily. Election means money and muscle power. Where is democracy? Can the church remain silent? In such a context, the church must involve in the social sphere such as ‘Clean Election’. ‘Clean Election’ is related to the common

he NSCN(IM) who had always believed in the power of the gun to achieved anything and everything they want; must realized the fact that, it is because of their arrogance and an attitude of always right, they have lost the faith and trust of majority of the Naga people. The Nagas who had for so many years dreamt of a separate nation involving thousands of sacrifices stands in disunity today, mostly because of the high-handedness of the NSCN(IM). If the claims of the NSCN(IM) are true and if they had been seriously working for the greater cause of the Naga people than, the simple question is why are so much of opposition against their good deeds? Martin Luther was right when he said that, “the means we use must be as pure as the
ends we seek”. The Naga cause had been always pure and pious with all the ingredients of a separate Nation but the routes choose by IM to achieve the goal change the course of the Naga political movement. The memories are still fresh in our mind as we witnessed the killing of so many prominent members from Tirap-Changlang-Longding (TCL) region that include a Parliamentarian Late. Wangcha Rajkumar and a MLA, Late Terong Aboh. Numerous other civilians were killed, tortured or maimed in their quest to create fear and psychosis in the minds of the innocent citizens of TCL only to expand their extortion network across TCL. The people of TCL and Eastern Nagaland (Pangmi Region) are among the worst affected
agreed that Nagas are the owner of their land: everything on the surface of the land and beneath it belong to the Nagas. It is also mutually agreed that integration of all Naga areas is the legitimate right of the Nagas, however, it will be finalised through political process at the earliest. In the meantime, political institutions will be instituted in Naga areas in Manipur, Assam and Arunachal states in addition to the present Nagaland state which will be transitional to final goal. Government of India proposed PAN NAGA HOHO, a cultural institution which embraces Nagas in all Naga areas. It will be dealing with culture, custom and tradition, literature, social and interests of the Nagas. And it was mutually agreed. But sadly, we find lack of sincerity in the representatives of government of India, who say one thing today and another the other day. We cannot expect an honourable solution from people who believe in political chicanery or forced union. They should keep their words and commitments. Delayed solution is not on account of NSCN. The ball is in the court of GoI. Definitely, NSCN has been looking for a bilateral agreement that addresses the sovereign right of the Nagas and security of India. The historic ‘Framework Agreement’ that was signed on 3rd August 2015 will be the foundation of a lasting solution the two peoples have been looking for, and the foundation of a strong relation of the two entities. It embraces Nagas of all Naga areas. NSCN and the whole Naga people give honour and praise to the authors of this historic Framework Agreement. As for NSCN and the Nagas, we will always abide by it. people in the entire gamut of Indo-Naga political struggle. In the last many decades of Naga political movement, the people of TCL had only witnessed extortion, forceful abduction, kidnapping, harassment, torture from our own so-called Naga Army of NSCN(IM). One can only wonder how many more years will this pain and agony continue and I am sure majority of the Naga people across the Naga homeland are going through the same state of affairs. The hegemony of NSCN(IM) must be halted and brought to an end to end the culture of threat and intimidation. It is now very clear before the Naga people that; the Naga political issue has been hijacked to suit someone’s agenda Therefore, both the Wancho and Pangmi region as claimed
by NSCN(IM) are appealed to introspect and see for themselves if the NSCN(IM) had done at least, one good thing in so many years for TCL, that deserve applause and support. “You must know that, unless if you bent; no one will ride your back”. Your simplicity has been taken for your weaknesses to fulfil their personal agenda. You must know how our people had been socially, economically, politically exploited all these years. Therefore, as a responsible member of TCL let us not fall prey to elements who are up-the-ante to destroy the very fabric of our society but jealously guard our people to protect, prevent and preserved our future. concern of citizens. Christians are a citizen of two worlds – this world and the eternal world and they are inseparably interrelated. Social justice and individual salvation are also interrelated. Since the election affects every system of our existence, the church must confront social evil on all fronts by organizing mass movements and conscientizing people. This is the legitimate right of citizens and followers of Christ who confronted evil forces that led to the Cross. The church alone cannot bring change. The church must extend its cooperation to likeminded civil societies fighting to eradicate corruption in public life. The church’s fight with civil societies on the clean election is not for personal benefits but the whole Naga society. It is impossible to eradicate all the election menace at once, we must commit to doing something for a better Naga future. L. Lima Jamir, (limajamir16@gmail.com)

How clean will the general election be?
Sir,
With the forthcoming general election getting closer, so many churches in the state have been campaigning and advocating for a clean election. I myself am an advocate for such issues and I have faith that we can do this by removing the weed from the root because understanding the root cause is central towards resolving issues. Nagas must vote for politicians who are honest, God-fearing and transparent in what they do. So many politicians love to use the Lord’s name in their award-winning speeches but do their actions exemplify their faith? If Nagaland is for Christ, each and every Naga must vote wisely. We cannot keep complaining about politicians when we ourselves are blinded by money and alcohol. We are the root cause and we need to fix this. Sunep Jamir, Dimapur

to harm India’s interests ‘Vicious cycle’ against Zubair, says SC Attempts must be thwarted, says PM Modi ORDERS NO “PRECIPITATIVE STEPS” IN FIVE UTTAR PRADESH POLICE FIRS
NEW DELHI, JUL 18 (PTI): Former Congress president Rahul Gandhi on Monday hit out at the ruling BJP at the Centre BJP over high taxes and unemployment, accusing it of destroying the world’s fastest growing economy. He said this while sharing a graph on Twitter showing how commodities like curd, paneer, rice, wheat, barley, jaggery and honey are being taxed now. There was no tax on these items of mass consumption earlier. “High taxes, No jobs. BJP’s masterclass on how to destroy what was once one of the world’s fastest growing economies,” Gandhi said on Twitter. He also shared how hospital rooms for which Rs 5,000 is charged will be taxed at 5% and hotel rooms below Rs 1,000 will be taxed at 12% under the GST regime. Gandhi also said the GST on solar water heaters has been increased from 5% to 12% and on LED lamps and lights, from 12% to 18%. The Congress party has attacked the government for increasing GST rates on essential items used by the public.

Human rights group Amnesty India, meanwhile, demanded immediate and unconditional release of Zubair, saying “debunking” fake news is not a crime. During the hearing in the apex court, advocate Vrinda Grover, appearing for Zubair, said so far six FIRs have been registered in UP against Zubair -- two in Hathras and one each in Sitapur, Lakhimpur Kheri, Muzaffarnagar and Ghaziabad. She argued that some of these are old FIRs of last
NEW DELHI, JUL 18 (PTI): Prime Minister Narendra Modi on Monday said attempts from within the country or abroad to harm India’s interests must be thwarted effectively as he cautioned the armed forces against various new challenges including “disinformation” campaigns. Addressing a naval seminar, Modi also batted for a “whole of the nation” approach to combat myriad security challenges, saying they are no longer limited to land, sea and sky and asserted that the armed forces must work together to bolster the country’s military capabilities. Highlighting the importance of self-reliance in the defence sector, the prime minister said dependence on imports for small requirements of the armed forces could pose serious strategic challenges. Cautioning the armed forces against new threats, Modi said contours of national security have become widespread and the challenges are moving towards space, cyberspace, social space and the economic sphere.
“We also have to intensify our war against forces challenging India’s selfconfidence, our self-reliance. “As India is establishing itself on the global stage, there are constant attacks through misinformation, disinformation and false publicity, etc,” he said at the ‘Swavlamban’ seminar. “Keeping faith, the forces harming India’s interests, whether in the country or abroad, have to be thwarted in their every effort. National defence is no longer limited to borders, but is much broader. “Therefore it is equally necessary to make every
citizen aware about it,” he added. The prime minister said: “As we are moving forward with the ‘whole of the government’ approach for a self-reliant India, similarly, the ‘whole of the nation’ approach is the need of the hour for the defence of the nation.” He said that the “collective national consciousness of various people of India is the strong basis of security and prosperity”. The seminar was organised by the Naval Innovation and Indigenisation Organisation (NIIO) and the Society of Indian Defence Manufacturers (SIDM).

NEW DELHI, JUL 18 (PTI): The Monsoon session of Parliament got off to a stormy start on Monday leading to adjournment of the two Houses without transacting much business following an opposition uproar over issues ranging from price rise to the Agnipath scheme. The uproar broke out even as Prime Minister Narendra Modi urged MPs before the start of the parliamentary proceedings to make the session as productive as possible and called for debate, criticism and analysis for positive contribution to policies and decisions. In a lighter vein, he remarked that in Delhi rains have begun, but the heat outside is not reducing and wondered whether the heat will come down inside Parliament.
Presiding over his last session as Chairman of the Rajya Sabha, M Venkaiah Naidu also urged MPs to be “different and better” than they were in the last five years when 57 per cent of House sittings were partly or fully disrupted. Naidu’s fiveyear term as Vice President and Rajya Sabha Chairman ends on August 10. Speaking to reporters, Modi said Parliament functions and takes best decisions with everyone’s ‘prayaas’ (efforts) and urged parliamentarians to make full use of this session in national interest. “We always consider the House an efficient medium of dialogue, a pilgrimage place. Where there is dialogue with an open mind, there are fierce debates if needed, there is also criticism and by very good
analysis of things a very positive contribution can be made to policies and decisions,” the prime minister added. He urged all MPs to undertake deep thinking and discussion, and make the House as productive and fruitful as possible. “For that everyone’s contribution is needed. Democracy functions with everyone’s ‘prayaas’ (efforts), House functions with everyone’s ‘prayaas’, House takes the best decisions with everyone’s ‘prayaas’. And therefore, to enhance the dignity of the House, while fulfilling our duties, we should make the most of this session in national interest,” Modi said. Subject to exigencies of government business, the Monsoon Session will conclude on August 12.
NEW DELHI, JUL 18 (PTI): The Supreme Court on Monday directed all states and Union Territories to ensure payment of compensation to family members of COVID-19 victims without wasting any time. A bench of Justices M R Shah and B V Nagarathna said that if any claimant has grievance with respect to the non-payment of compensation and/or rejection of their claim then they may approach the grievance redressal committee concerned. It also directed the grievance redressal committee to decide the application of the claimant within four weeks. With regard to the plea alleging transfer of funds by the Andhra Pradesh government from the State Disaster Response
Force (SDRF) to personal deposit accounts, the bench directed the funds be transferred to the SDRF account within two days. “We close the proceedings while directing all the states to see that the compensation payable under our earlier order be made to eligible persons without wasting any time and if any claimant has any grievance they may approach the concerned grievance redressal committee,” the bench said. The court had earlier granted a “last opportunity” to the Andhra Pradesh government to file its response on a plea alleging transfer of funds by the state from the SDRF to personal deposit accounts and had restrained the state government from diverting the funds.
Shiv Sena slams Shinde-Fadnavis over cabinet expansion
Eknath Shinde and Devendra Fadnavis
MUMBAI, JUL 18 (PTI): The Shiv Sena on Monday attacked the Eknath Shinde-Devendra Fadnavis dispensation in Maharashtra saying it was taking arbitrary decisions despite being trapped in a “constitutional
dilemma” without a cabinet in place. Shinde and Fadnavis had taken oath as chief minister and deputy chief minister on June 30 but there has been no cabinet expansion since, even as the
new government has gone about taking decisions on the metro rail carshed in Aarey, renaming of Aurangabad and Osmanabad as well as the upcoming Navi Mumbai airport, among others. The Uddhav Thackeray faction of Shiv Sena insists the Shinde-Fadnavis government is illegal since the disqualification plea of rebel MLAs is pending before the Supreme Court. Earlier this month, it had also asked the governor not to administer oath to any minister as a disqualification plea was yet to be decided by the apex court. Dubbing Shinde and Fadnavis as “Vasu and Sap-
na”, the lead characters of the blockbuster film ‘Ek Duje Ke Like”, the party in an editorial in its mouthpiece ‘Saamana’ on Monday said the two-member government is an “unusual” experiment and “political family planning”. “…but due to the Supreme Court resorting to a forced vasectomy, they have to face this situation (of not expanding the cabinet),” the editorial said. An iconic film of 1981 starring Kamal Hasan and Rati Agnihotri, who play Vasu and Sapna, are madly in love with each other but meet a tragic end. “There has been a chief
minister and a deputy chief minister in Maharashtra over the last 15 days, but one cannot call this a government,” the party said. It said over 40 MLAs were herded between Surat, Guwahati and Goa amid the rebellion, but when they came back to Mumbai, only two (Shinde and Fadnavis) took oath. It asked how this “two-pillar” government could call the Uddhav Thackeray dispensation’s order to rename Aurangabad as Sambhajinagar, Osmanabad as Dharashiv and the new Navi Mumbai airport after D B Patil as “unconstitutional”.

bail by the top court in the Sitapur case. The bench noted that Zubair was granted interim bail by the apex court in connection with the case lodged against him in Sitapur district in UP. The interim bail was last week extended till further orders. It also noted that Zubair was granted bail by a Delhi court on July 15 in a separate case lodged against him by the Delhi Police in the national capital. The case relates to an “objectionable tweet” he had posted in 2018 against a Hindu deity. “What seems to be happening is the moment he got bail in Delhi, he got bail in Sitapur, the moment that

Grover refer red to tweets and social media posts where rewards like Rs 1,000 for first FIR filed against the petitioner and the fact checking portal in states and Union Territories were announced to initiate legal action against them. She alleged that a direct threat for Zubair to be killed was made but not a single action has been taken by the UP Police on any of these Twitter handles. “What is the prayer today which you are seeking,” the bench asked. Grover said, “I am seeking interim bail in these FIRs as granted in the Sitapur case, while the matter is before my lords.” She said a probe has been done by the Delhi Police and things have already been seized. Grover said now the UP Police is saying that they need to go to Kolkata and Ahmedabad to be at the offices of Alt News.

Grover termed it as an “abuse of process of law” and said this kind of targeting must end. Solicitor General Tushar Mehta, who was asked by the court to assist in the matter, said as per the chart given by the petitioner’s counsel, so far as Hathras FIR is concerned, application for 14-day police custody remand was filed on July 15 and it was listed for arguments today. “The judge may grant remand, in that case, he would be under police custody, or may not grant remand. Then he would be in judicial custody,” he said. “I don’t think that your lordships will consider passing an order preventing a competent court from passing an order. It can always be set aside, interfered with or modified once it is passed,” Mehta added. Referring to a status report of the Delhi Police Special Cell, Grover said the

WSSU has assured to stand strong with NIDA and “ready” to take up any democratic measures, which could be in the form of protest/ban if the government failed to meet NIDA demands. Further, WSSU appealed to all the right-thinking citizens to come out and show solidarity.

These include various benefits in terms of increased safety of transaction, efficiency in grievance redressal mechanism, etc., being provided to customers. (From p-1) RPP went on to stated that Nagaland was presently the only state in India without a medical college. It stated that the lone medical college project implemented in the year 2014 was still incomplete after nine long years. Besides, RPP said Nagaland High Court building remains incomplete even after 15 years. RPP pointed out that exorbitant amount has been sanctioned by the Centre without any output. According to RPP, PIL with regard to this issue was still pending in the High Court with both the CBI and the ED pursing the matter. Asserting that the Centre was trying to ensure fruits of development reaching all corners of the country, the RPP, however, expressed regret that not even one of the 30 prioritized projects as submitted by the state government was in the “Aspirational District” Kiphire. It has, therefore, requested to NEC dis-engage in undertaking new projects in the Nagaland. RPP demanded that any new project should be undertaken only after an independent survey of all the past NEC projects was carried out in the state.

As a result of the continued reforms in GST undertaken by Centre and states, on the recommendations of the GST Council, the finance minister said, buoyancy in GST revenue has been achieved in the recent months. In reply to another question, the Finance minister said, global factors such as the Russia-Ukraine conflict, soaring crude oil prices and tightening of global financial conditions are the major reasons for the weakening of the Indian rupee against the US dollar.

NEW DELHI, JUL 18 (PTI): Finance minister Nirmala Sitharaman on Monday informed the Lok Sabha that a few states including Telangana have sought a five-year extension for the compensation paid to them for revenue shortfall due to GST implementation. As per section 18 of the Constitution (One Hundred and First Amendment) Act, 2016, Parliament shall, by law, on the recommendation of the Goods and Services Tax (GST) Council, provide for compensation to the states for loss of revenue arising on account of implementation of the goods and services tax for a period of five years. When a nationwide GST subsumed 17 central and state levies from July 1, 2017, it was decided that states will be compensated for any loss of revenue from the new tax for five years. That timeframe has ended on June 30 this year. GST Council, in its 42nd meeting, has recommended extending the period of levy of GST Com-

C H E N NA I , J U L 1 8 (IANS): With the global economic growth slowing, Morgan Stanley in its research report has revised India’s gross domestic product (GDP) growth estimates to 7.2 per cent in FY23 from 7.6 per cent and 6.4 per cent for FY24 from 6.7 per cent. According to the report, the consumer price index (CPI) to average 6.5 per cent, whereas the earlier estimate was 7 per cent. In its latest research report, Morgan Stanley said it sees three aspects -- slower trade growth, tighter financial conditions and changes in commodity prices. While there are signs of moderation in exports, Morgan Stanley said the domestic demand will provide a partial offset with the support from government’s supply side response and the reopening vibrancy to help the informal sector. The report said, the moderation in commodity prices and swifter correction in domestic food prices will improve the near term inflation.

NEW DELHI, JUL 18 (IANS): Finance Minister Nirmala Sitharaman on Monday said in the Lok Sabha that the Reserve Bank of India (RBI) has recommended framing of regulations for cryptocurrencies. The Indian government wants an international collaboration if such a ban has to be put into effect, said Sitharaman. “In view of the concerns expressed by RBI on the destabilising effect of cryptocurrencies on the monetary and fiscal stability of a country, RBI has recommended framing of legislation on this sector. RBI is of the view that cryptocurrencies should be prohibited,” said the Finance minister. Proud of parents-in-law: Sunak hits back over wife’s wealth LONDON, JUL 18 (PTI): The UK’s prime ministerial race frontrunner, Rishi Sunak, spoke of his pride in what his Indian parentsin-law – Infosys co-founder Narayana Murthy and Sudha Murty – had achieved, as he fought back over media commentary around wife Akshata’s family wealth. In a heated televised debate, the 42-year-old UK-born former Chancellor was asked about his wife’s tax affairs which had been in the headlines earlier this year, when she voluntarily relinquished her legal non-domicile status to pay taxes on her Indian income from Infosys shares also in the UK. Sunak was also confronted about his own US Green Card status, which he reportedly gave up after a few months in the Chancellor’s job at No. 11 Downing Street. “So, I’ve always been a completely normal UK taxpayer; my wife is from another country so she’s treated differently, but she explained that in the spring and she resolved that issue,” said Sunak, during the ITV channel debate on Sunday night. “There is a commentary about my wife’s family’s wealth. So, let me just address that head on

because I think it’s worth doing because I’m actually incredibly proud of what my parents-in-law built. “ M y f a t h e r - i n - l aw came from absolutely nothing, just had a dream and a couple of hundred pounds that my mother-in-law’s savings provided him, and with that he went on to build one of the world’s largest, most respected, most successful companies that by the way employs thousands of people here in the United Kingdom,” he said. ‘It’s an incredibly Conservative story, actually it’s a story that I’m really proud of and as Prime Minister, I want to ensure that we can create more stories like theirs here at home,” he said. The exchange was the latest head-on clash between the five remaining candidates in the race to succeed Boris Johnson as Conservative Party leader and new British Prime Minister.

This means that security forces gain the power to search, arrest, seize and remove weapons and explosives, and enter and search premises or persons. Opposition leaders slammed the move to impose an emergency. “Imposition of Emergency is an undemocratic draconian act. Peace loving citizens of our motherland
have the sacred privilege to exercise their fundamental rights in a democratic society. Long live democracy,” Leader of the Opposition and Samagi Jana Balawegaya (SJB) party leader Sajith Premadasa tweeted. O p p o s i t i o n Ta m i l National Alliance (TNA) MP M A Sumanthiran in two separate tweets tagged media reports and wrote “’Ranil Rajapaksa’: Wickremesinghe’s Power Grab Will End Badly for Sri Lanka”, “Why @RW_UNP has become unacceptable to the country to succeed @ GotabayaR as President for the rest of the term? The emergency order comes as Parliament is set to accept on Tuesday the nominations for the post of president, which fell vacant last week after Rajapaksa fled the country and later resigned. Rajapaksa is currently in Singapore. At least four candidates, including Wick-
remesinghe, are in the race to become the new president who will serve the remaining tenure of Rajapaksa till November 2024. The voting in parliament is to take place on Wednesday. On Sunday, the acting president’s office said he had ordered the police to keep track of those who threaten and influence parliamentarians in Wednesday’s vote. The security around the Parliament complex has been tightened and all the entry roads leading to the parliament have been closed off with roadblocks, according to local media. Besides Wickremesinghe and Premadasa, Marxist Janatha Vimukthi Peramuna (JVP) leader Anura Kumara Dissanayake and Dullas Alahapperuma, a breakaway SLPP candidate, are the other two leaders who have so far announced their candidacy to contest the vote in Parliament.
LAHORE, JUL 18 (PTI): Imran Khan has renewed his call for early general elections in Pakistan after a stunning by-election upset saw the former prime minister’s party wrest control of the provincial assembly in Punjab from the ruling PML-N, beating its arch-rival on their home turf. Khan’s Pakistan Tehreek-e-Insaf (PTI) party won 15 of 20 seats up for grabs in the politically crucial province of Punjab on Sunday, dealing a major blow to Prime Minister Shehbaz Sharif and his 13-party alliance led by the ruling Pakistan Muslim League-Nawaz (PML-N). According to unofficial results so far, the PTI has won 15 seats while the Pakistan Muslim League-Nawaz (PML-N) of Sharif has just four. An independent candidate also won. The impressive victory
Imran Khan
in the by-polls has not only allowed the PTI to form the next government in Punjab, considered a stronghold of the PML-N. Lahore, the citadel of the Sharifs also fell to Khan with his party grabbing three of the four seats in Punjab’s capital city. PTI chairman Khan has thanked party workers and voters of Punjab for defeating, what he called, not just PML-N candidates, but the entire state machinery, especially harassment by police and a “totally biased” Election Commission of
Pakistan. Khan also thanked the PTI allies - PML-Q, Majlis-i-Wahdatul Muslimeen (MWM) and Sunni Ittehad Council (SIC) for their support. “The only way forward from here is to hold fair and free elections under a credible ECP. Any other path will only lead to greater political uncertainty and further economic chaos,” 69-year-old Khan, who was ousted as prime minister in April after he lost a confidence vote in Parliament, said. The clear victory of PTI in the Punjab by-polls has turned around the number game in the Punjab Assembly, with Chaudhry Pervez Elahi now most likely to replace Hamza Shahbaz Sharif, prime minister Shehbaz Sharif ’s son, as the new chief minister of the province in the coming days.
3 people and gunman dead in Indiana mall shooting Ukraine war: Zelenskyy suspends
G R E E N WO O D ( U S ) , JUL 18 (AP): Three people were fatally shot and two were injured, including a 12-year-old girl, at an Indiana mall after a man with a rifle opened fire in a food court and an armed civilian shot and killed him, police said. The man entered the Greenwood Park Mall on Sunday evening with a rifle and several magazines of ammunition and began firing in the food court, Greenwood Police Department Chief Jim Ison said. The three people who died were in addition to the man with the rifle. The identity of the gunman and a possible motive weren’t immediately known. A 22-year-old from

nearby Bartholomew County who was legally carrying a firearm at the mall shot and killed the gunman, Ison said at a news conference. “The real hero of the day is the citizen that was lawfully carrying a firearm
in that food court and was able to stop the shooter almost as soon as he began,” Ison said. The mass shooting was just the latest to unnerve Americans in 2022. Schools, churches, grocery
stores and a July Fourth parade in Highland Park, Illinois, have all become killing grounds in recent months. Still, the reality of America’s staggering murder rate can often be seen more clearly in individual deaths that rarely make the news. Officers went to the mall at about 6 p.m. for reports of the shooting. Four of those hit by gunfire were females and one was a male, Ison said. He didn’t immediately know the gender or ages of those who were killed. The 12-year-old girl and the other injured person were in stable condition, he said. Police confiscated a suspicious backpack that was in a bathroom near the food court, Ison said.

C O LO M B O, J U L 1 8 (PTI): Sri Lanka’s Acting President Ranil Wickremesinghe on Monday declared a state of emergency giving him broad powers ahead of the crucial presidential election on Wednesday, a move dubbed as an “undemocratic draconian act” by the opposition leaders amid growing demands for his resignation. W i c k r e m e s i n g h e, who was sworn-in as acting president on Friday after President Gotabaya Rajapaksa fled to the Maldives and then to Singapore from where he resigned in the face of public revolt against his government’s mishandling of the country’s economy, imposed the emergency as protests
demanding his resignation too have continued in most parts of the country. The government gazette dated July 17 imposing a state of emergency in the troubled nation was issued on Monday morning. Wickremesinghe in the notification said that he was of the opinion enforcing public emergency was required in Sri Lanka in the interests of public security, the protection of public order and the maintenance of supplies and services essential to the life of the community. The 225-member Parliament is expected to elect the new president on July 20. The seat fell vacant after Rajapaksa’s resignation last week. Stressing on the importance of music in today’s world, Vitsu said that the students should have interest in music while also keeping priority on their studies. He also stated that the students shouldn’t neglect their traditional musical instruments but rather learn to play them with original songs. Another resource person, Pucho reminded that during the olden days, people sang and played musical
instruments for merry making and during festivals with no wider scope but now in an advanced world a person can make music a career if one has the potential even up to the national and international levels. The resource persons further stressed on the importance of traditional music instruments like Tati and asked the students to learn to preserve and pass on to younger generations.

It can make you more likely to get pancreatic cancer. Stress: People with type A blood tend to have more cortisol, the stress hormone, and may have a harder time with stress. Stress boosts your body’s level of cortisol, the stress

Malaria: The parasite that causes malaria may have a harder time attaching to type O blood cells. Type O blood may help ward off this disease. You can get malaria when an infected mosquito bites you. The parasite that causes it has a harder time attaching itself to type O blood cells. Ulcers: Peptic ulcers seem to occur more often in people with type O blood. Peptic ulcers -- painful open sores that crop up in the lining of your stomach or upper intestine -- seem to happen more often with blood type O. Blood Clots: People with type A, B, or AB blood

Research shows that people with type A, B, or AB blood are at a higher risk of VTE. Life Span: People with type O blood tend to live longer because of a lower risk for cardiovascular disease. Chances are higher you’ll live longer if you have type O blood. Experts think your lowered risk of disease in your heart and blood vessels (cardiovascular disease) may be one reason for this. Fertility: Women with low numbers of healthy eggs are more likely to have type O blood. Your blood type can’t predict whether you’ll

Australia last week as Sri Lanka went on to record a come-from-behind win against the world’s topranked team. Pakistan had an opportunity to dismiss Chandimal when he was on 68, but Hasan Ali put down a return catch. Pakistan also unsuccessfully reviewed a leg-before shout against him. The game was evenly poised when the day began, with Sri Lanka having a lead of 40 runs with nine wickets in hand. Pakistan knocked off nightwatchman Kasun Rajitha
early in the second over of the morning, but a 91-run stand for the third wicket between Kusal Mendis (76) and Oshada Fernando (64) steadied the innings. However, after lunch, Pakistan claimed a few quick wickets to bounce back. Yasir Shah dismissed Kusal Mendis with a ball that pitched well outside the leg-stump and then turned sharply and knocked the top of offstump beating the batter’s defence. The leg-spinner has taken five wickets in his comeback game.
Left-arm orthodox spinner Mohammad Nawaz was the pick of the bowlers for Pakistan, picking up a maiden five-wicket haul in the second innings. At 235 for seven, Pakistan was looking to keep Sri Lanka’s lead below 250, but the tail hurt it. Ramesh Mendis (22) added 32 runs with Chandimal for the eighth wicket, while Maheesh Theekshana (11) added 41 runs for the ninth wicket to take Sri Lanka’s lead beyond 300 and make things almost impossible for the tourist. The host was not done yet as number 11 Prabath Jayasuriya added a further 21 runs for the last wicket with Chandimal. The play was called off early, with six overs remaining due to bad light. The Galle wicket provided a lot of assistance for spin bowlers as it usually does. Sri Lanka has been playing a lot of cricket at this venue recently, having played its last five home games here, and it made most of that advantage.
Nadal set to compete in Canadian Open MONTREAL (CANADA), JUL 18 (IANS): Spanish tennis stalwart and winner of 22 grand slam singles titles, Rafael Nadal is likely to compete in the North American hard-court swing, including the Canadian Open, as he has made his hotel reservations for the event which runs from August 8-14. Nadal had aggravated an abdominal injury during his Wimbledon last-eight win over Taylor Fritz and withdrawn from his semifinal clash against Nick Kyrgios. Nadal has revealed he should recover completely in 3-4 weeks to carry on with a “normal calendar” after that. Canadian Open tournament director Eugene Lapierre has confirmed the Spaniard, who has won the opening two grand slams of the year -- Australian and French Open -- is expected to play in the ATP Masters 1000 event, according to a report in Tennis365.
Narinder Batra steps down from post of FIH president and IOC member NEW DELHI, JUL 18 (IANS): Former Indian Olympic Association (IOA) chief Narinder Batra on Monday resigned from the post of International Hockey Federation (FIH) president, thus relinquishing all three top posts -- IOA chief, International Olympic Committee (IOC) member and FIH head -- he was holding. In a letter to the executive board of the FIH, based in Lausanne, Switzerland, the 65-year-old businessman-cum-sports administrator, said on Monday, “Due to personal reasons, I submit my resignation from the post of president, FIH. Thank you for your support and guidance.” Batra, who had ceased to be the IOA chief when the Delhi High Court on May 25, struck down the post of ‘Life Member’ in Hockey India (HI), on which he had contested the IOA polls in 2017 and won, also resigned from his post of IOC member on Monday.
Hockey at CWG: India aim to end Australia’s dominance NEW DELHI, JUL 18 (PTI): The phenomenal success at the Tokyo Olympics has ignited hopes of an in-form Indian men’s hockey team stopping the Australian juggernaut at the Commonwealth Games in Birmingham. Australia’s dominance at the CWG is a matter of envy. Since the game’s introduction in the quadrennial event 24 years ago, the world No.1 Australia has been the most dominant force, having won all six gold medals till date. Going by renewed optimism and belief among the Indian players, it appears the men’s team has a great opportunity to end

Australia’s gold rush at the event. The Indian team, which won a historic Olympic bronze after a hiatus of 41 years last year, has improved by leaps and bounds
under Australian Graham Reid. India’s best result came in 2010 at home (New Delhi) and in Glasgow (2014) when it finished runner-up. The team finished fourth
twice -- in 1998 in Kuala Lumpur, where the sport made its debut and in 2018 in Gold Coast. In earlier editions, fitness was one area which was a cause of concern but the current Indian team is considered one of the fittest sides in world hockey. The improved fitness has translated into results. After claiming a historic bronze in Tokyo, Indian men finished third in this season’s FIH Pro League behind Belgium and Netherlands. And if the players play to their potential, there is no reason why the Indians can’t bring home their maiden gold from Birmingham.
But it would be easier said than done as competition in hockey at the CWG is pretty tough. Besides Australia, the Indians will also have to get the better of teams like New Zealand, England, arch-rivals Pakistan and Canada. The Indian men are placed in Pool B along side hosts England, Canada, Wales and Ghana, while Pool A consists of Australia, New Zealand, South Africa, Pakistan and Scotland. India’s chief coach Graham Reid is pretty confident about his team doing well in Birmingham. “It is very difficult to predict what will happen but anything is possible (on
winning gold), because the gap between teams in current international hockey is very little,” Reid told PTI. “But we can’t control the uncontrollables. We can only control what is in our capacity.” It is not that everything is hunky dory as there are some visible grey areas -like penalty corner conversion and defence -- which Reid needs to work upon ahead of the quadrennial event. India boast a strong penalty corner line up in vice-captain Harmanpreet Singh, Amit Rohidas, Varun Kumar and young Jugraj Singh but they need to work on their conversion rate.

PORT-OF-SPAIN (TRINIDAD), JUL 18 (IANS): The West Indies recalled former captain and experienced all-rounder Jason Holder to the 13-member squad for the three-match ODI series against India to be played in Trinidad from July 22. Holder was rested for the preceding home T20I series against Bangladesh to manage his workload. The Cricket West Indies (CWI) Selection Panel that met here on Sunday thought it
prudent to recall him for the series against India. “As we all know Jason is one of the leading allround cricketers in the world and we’re happy to have him back in the team. He will be refreshed, re-energized and ready to go and we can expect to see his brilliance on the field as well as meaningful contributions off the field as well,” chief selector Desmond Haynes was quoted as saying by CWI in a release on Sunday.

The bench was hearing the appeal moved by Batra challenging the June 24 order, in which he was restrained from holding the post of IOA president. Aslam Sher Khan, who was a part of the World Cup-winning India team of 1975, had approached the court with a contempt petition against Batra, following non-compliance of an earlier court order on Khan’s plea seeking to quash certain articles of the Hockey India MOA whereby the posts of ‘Life Member’, ‘CEO’ and ‘Life President’ have been created, in blatant contravention of the National Sports Code of India (NSC), Circular 1975 and 2001 Guidelines.

Mendis, Chandimal put SL on top vs Pak
GALLE, JUL 18 (AP): An unbeaten 86 by Dinesh Chandimal put Sri Lanka in a commanding position in the first Test against Pakistan as it finished 329 for nine on day three in Galle on Monday. Sri Lanka has a comfortable 333-run lead and should feel happy as no team has chased that many to win a Test match on this ground. The highest successful run chase in Galle is 268 for four by Sri Lanka against New Zealand in 2019. Former captain Chandimal, the top scorer with 76 runs in the first innings, was a thorn in Pakistan’s flesh again, stitching vital partnerships with the tail. He brought up his 23rd half-century with a single to cover off Naseem Shah. Chandimal closed the day with five fours and two sixes from 121 deliveries. Prabath Jayasuriya was on four. Mairaj Khan wins historic skeet gold in World Cup
Mairaj Ahmad Khan (C) won India’s first individual gold in skeet at ISSF World Cup in Changwon 2022. (PTI)
CHANGWON, JUL 18 (PTI): Veteran Indian shooter Mairaj Ahmed Khan on Monday created history by winning the country’s firstever ISSF World Cup gold medal in men’s skeet here. In the 40-shot final, the 46-year-old from Uttar Pradesh shot 37 to finish ahead of Korea’s Minsu Kim (36) and Britain’s Ben Llewellin (26), who won the silver and bronze respectively. The shooter shot 119/125 over two days of qualifying before coming through in a five-way shootoff enroute his maiden individual gold. The two-time Olympian, who is the oldest member of the Indian contingent in Changwon this year, had won a silver at the 2016 World Cup in Rio de Janeiro.
Earlier in the day, the trio of Anjum Moudgil, Ashi Chouksey, and Sift Kaur Samra won bronze in the women’s 50m rifle 3P team event. The Indians outplayed the Austrian team of Sheileen Waibel, Nadine Ungerank, and Rebecca Koeck 16-6 in the bronze medal match to comfortably secure a podium finish. But the day undoubtedly belonged to Khan. After finishing with 119, he found himself vying for two final qualification spots along with four others, including two-time Olympic medallist Abdullah Al Rashidi of Kuwait. When Shotaro Toguchi of Japan missed his eighth shoot-off shot, he was assured of a top-eight spot. In the ranking round he was up against German
Sven Korte, Korean Minki Cho and Cypriot Nicolas Vasilou for another round of 30 targets. He topped the round with 27 hits as Sven followed him to the medal round with 25 hits. In other results, Vijayveer Sidhu made the ranking round but failed to advance to the medal rounds while Anish and Sameer could not cross the first hurdle in the men’s 25m rapid fire pistol. Vijayveer shot 584 in qualifying to finish sixth while Anish shot 582 for the 12th spot and Sameer 566 for the 30th position. Stokes to retire from ODIs on Tuesday
DURHAM, JUL 18 (IANS): England all-rounder Ben Stokes announced on Monday that he will retire from ODI cricket after Tuesday’s match against South Africa at his home ground, Riverside Ground, at Chester-le-Street in Durham. Stokes made his ODI debut against Ireland in 2011 and has scored 2919 runs in 104 ODIs, averaging 39.44, including three centuries and 21 half-centuries, and picked 74 wickets at an average of 41.79. He captained the ODI side during last summer’s 3-0 series victory against Pakistan when first-choice members were unavailable due to Covid-19 outbreak. “I will play my last game for England in ODI cricket on Tuesday in Durham. I have decided to retire from this format. This has been an incredibly tough decision to make. I have loved every minute of playing with my mates for England. We have had an incredible journey on the way.” “As hard as a decision as this was to come to, it’s not as hard dealing with the

fact I can’t give my teammates 100% of myself in this format anymore. The England shirt deserves nothing less from anyone who wears it,” said Stokes in an official statement by the England and Wales Cricket Board (ECB). Stokes will be remembered for his Player-of-theMatch performance in the 2019 ICC Men’s Cricket World Cup final at Lord’s, where he slammed an unbeaten 84 to send the match
into a Super Over as England claimed their first ICC Men’s Cricket World Cup title on home soil in the most thrilling of circumstances. Stokes cited the workload of playing three formats in international cricket and giving a youngster a chance to make a place for himself as reasons behind retiring from ODIs. “Three formats are just unsustainable for me now. Not only do I feel that my body is letting me down
because of the schedule and what is expected of us, but I also feel that I am taking the place of another player who can give Jos and the rest of the team their all.” “It’s time for someone else to progress as a cricketer and make incredible memories like I have over the past 11 years. I will give everything I have to Test cricket, and now, with this decision, I feel I can also give my total commitment to the T20 format. I would like to wish Jos Buttler, Matthew Mott, the players and the support staff every success going forward. We have made great strides in white-ball cricket over the past seven years, and the future looks bright.” “I have loved all 104 games I have played so far, I’ve got one more, and it feels amazing to be playing my last game at my home ground in Durham. As always, the England fans have always been there for me and will continue to be there. You’re the best fans in the world. I hope we can win on Tuesday and set the series up nicely against South Africa,” concluded Stokes.

Four nations vie to host Asian Cup after China withdrawal DUBAI, JUL 18 (AFP): Australia, South Korea, Qatar and Indonesia are bidding to stage the 2023 Asian Cup after China withdrew citing the Covid pandemic, with a decision to be announced in October, officials said Monday. China had pulled out in May as the host of the 24-team competition as it pursued a zero-Covid policy -- a strategy that makes staging sports events a major challenge. The Asian Football Confederation (AFC) unveiled the new contenders to host the tournament after the deadline for submissions closed on Friday. Australia are aiming to host the competition for
a second time, after staging it in 2015. South Korea have also staged the Asian Cup once before, in 1960. Qatar -- the 2022 World Cup hosts -- have staged the Asian Cup twice, in 1988 and 2011. The tournament has never been held in Indonesia. AFC will announce the new host on October 17. The Asian Cup is staged every four years. Qatar won the last edition in 2019.
