KO H I M A , J U L 1 8 (NPN): Along with other States and Union Territories, election to choose India’s 15th President was held at Nagaland Legislative Assembly (NLA) complex Monday where 59 State legislators exercised their franchise. Talking to media persons after the voting, chief minister Neiphiu Rio said he was hopeful that there was no crossvoting and exuded confidence that all legislators have voted in favour of the National Democratic Alliance (NDA) candidate Droupadi Murmu. BJP State president and minister of Tribal Affairs and Higher Education Temjen Imna Along also expressed confidence for Murmu considering that UDA had reached a consensus to vote for
New GST rates come into effect NEW DELHI, JUL 18 (AGENCIES): Consumers will have to shell out more starting July 18 as several goods and services will cost higher with the Goods and Services Tax (GST) Council approving rate hike to address inverted duty structures and withdrawing some exemptions. Items that will cost more: Single packages of food items like cereals, pulses and flour weighing up to 25 kg will be considered as ‘prepackaged and labelled’, and liable to 5% GST. Other items such as curd, lassi, and puffed rice too would attract GST at the rate of 5% when pre-packaged and labelled. Printing, writing or drawing ink, knives with cutting blades, paper knives, pencil sharpeners and blades, spoons, forks, ladles, skimmers, and cake-ser vers. These items would now attract 18% instead of 12%. LED lamps and solar water heaters will attract 18% tax. Tetra Pak (or aseptic packaging paper) used for packaging liquid beverages or dairy products will now attract 18% GST instead of 12%. Cut and polished diamonds will be taxed at 1.5% compared to 0.25% earlier. Hotel accommodation rates up to Rs 1,000 per day will now be now taxed at 12%. 5% GST on non-ICU hospital rooms with room rent above Rs 5,000 per day. 18 % Goods and Services Tax (GST) will be applicable on bank cheque book/loose leaf cheques and 12 % on maps, atlas, and (Cont’d on p-8) globes.

Fate of Murmu, Sinha sealed in ballot boxes
NEW DELHI, JUL 18 (AGENCIES): Voting for India’s next President, a spirited contest between the National Democratic Alliance’s candidate Droupadi Murmu and Opposition’s Yashwant Sinha, got over on Monday with the results scheduled to be announced on July 21. Except for 42 lawmakers– eight MPs and 34 MLAs, all other 4,754 – 763 of 771 MPs and 3,991 of 4,025 MLAs – voted in the Presidential election, which is heavily tilted in favour of Murmu against. Prime Minister Narendra Modi, his cabinet colleagues, and former PM Manmohan Singh and other top politicians lined up to cast their votes either at Parliament House or in their respective states. Rajya Sabha Secretary General PC Mody told the reporters that elector turnout was 99.18 per cent. “Out of the 736 electors 730 compris-
ing 721 MPs and 9 Legislative Assembly members cast their votes,” he said. Cross voting: Reports suggest several MLAs crossvoted against their individual party’s stand and instead opted for NDA candidate Droupdi Murmu. Congress MLAs in Haryana and Odisha, while NCP legislators of Gujarat and Jharkhand said they didn’t vote for Yashwant Sinha. Haryana Congress MLA Kuldeep Bishnoi said he voted according to his conscience - a repeat of cross-voting he did in last month’s Rajya Sabha polls. Similarly, Odisha Congress MLA Mohammed Moquim made public his vote for Murmu whom she addressed as a “daughter of Odisha”. Akali Dal MLA Manpreet Singh Ayali announced through a facebook post that he was boycotting the presidential elections owing to “sentiments of Sikh community”.

Mishra invites NSCN (I-M) for talks

KOHIMA, JUL 18 (NPN): Government of India’s representative for Naga political talks, AK Mishra has invited NSCN (I-M) leaders to Delhi to discuss issues that have delayed signing of an agreement for the Naga political issue. Highly placed official sources in Delhi confirmed that Mishra has invited NSCN (I-M) chief negotiator Th. Muivah to Delhi. However, in the event Muivah cannot travel due to health reasons, Mishra will hold discussions with the NSCN (I-M) delegation. However, no date has been fixed yet for the meeting, sources added. UDA chairman T.R. Zeliang also confirmed about the development to media persons after casting his vote for the presidential election at NLA Secretariat here. Zeliang said NSCN (I-M) will hold a meeting either on Monday or Tuesday to take
a call on Mishra’s invitation and if required the Parliamentary Core Committee on Naga Political Issue (PCCoNPI) will follow it up. He also informed that at the recent meeting in Delhi on May 13, the NSCN (IM) delegation had expressed disappointment on seeing the “formulation paper” prepared by A.K Mishra. He said that though NSCN (I-M) had said it would discuss the matter and if required return for talks, the NSCN (I-M) had however decided against going to Delhi as per the decision taken at its “Emergency National Assembly” on May 31. Zeliang said that taking note of this, the Core Committee had requested the Centre to invite the NSCN (I-M) and discuss whether there was any possibility to revise the formulation paper. “The core committee has been persistently insisting on both the parties to continue the dialogue because only
through talk could differences on contentious issue can be hammered out and come to a logical conclusion,” he said. Meanwhile, chief minister Neiphiu Rio told media persons that the Core Committee “will do everything possible to see that success comes” on the Naga political issue. He mentioned that as per the July 16 PCCoNPI resolution point no. 3 an appeal was made on negotiating parties to refer to the competencies as reflected in the Framework Agreement signed with NSCN (I-M). Rio, however, said the word “competencies” was inserted in the Framework Agreement of which the Core Committee was unaware of the contents (competencies). He therefore, said the committee has requested Prime Minister Narendra Modi and Union Home Minister Amit Shah to invite NSCN(I-M) to discuss and sort out the matter. (Cont’d on p-8)

In a press release, WSH said the announcement of enhancement of superannuation age was made by Prime Minister Modi on May 26,2016. However, the hoho maintained that the state government was yet to fulfil the PM’s announcement. WSH said that there was an acute shortage of doctors in Nagaland especially in rural areas. It stated that increasing retirement age would serve as a respite from the acute shortage. Further, the hoho said that the two newly upcom-
ing medical colleges in Kohima and Mon would require a huge number of doctors to run. Also, WSH said with the creation of the four new districts, the state would require additional doctors. WSH has, therefore, appealed to the state government to look into the NIDA’s demand, which it described as “genuine and legitimate.” WSSU: Extending support to NIDA, the Western Sumi Students’ Union (WSSU) claimed that every State/Union Territory in India has already enhanced the supernation age of doctors for 5 years.

On NIDA issue, Rio acknowledged that people had the right to voice for their demand and assured that the government would examine and take a decision. KOHIMA, JUL 18 (NPN): Nagaland BJP president and minister Temjen Imna Along on Monday reaffirmed that the BJP Central leadership was committed to the current alliance with NDPP and would continue to do so even for the 2023 assembly polls. Putting all speculations to rest, Along, while talking to media persons after casting his vote for the Presidential polls here, said his party will not be contesting the 2023 poll on its own but continue the
seat sharing formula with the NDPP. He said “The central leaders have full trust the present coalition.” It may be noted that the NDPP and BJP had announced a pre-poll alliance before the 2018 State Assembly polls and contested the elections on a seat-sharing basis of 40:20. On the other hand, highly placed sources informed that there may be seat adjustments for the 2023 polls in some constituencies between NDPP and BJP, based of mutual understanding.
DIMAPUR, JUL 18 (NPN): Nagaland on Monday reported 10 fresh cases of Covid-19 taking the total caseload to 35,613, according to health department’s daily bulletin. Of the 10 cases, six cases were reported from Kohima, three from Dimapur and one from Mokokchung. Currently, the state has 65 active cases while three patients (one from Dimapur and two from Kohima) have recuperated from the virus taking the recoveries to 33,286. The death toll remained at 764 (including 5 non-Covid deaths but with positivity).

DIMAPUR, JUL 18 (NPN): Rising People’s Party (RPP) has appealed to the North Eastern Council (NEC)—nodal agency for the economic and social development of the North Eastern Region— to withhold/not approve the latest “prioritized project” list of 30 projects amounting to Rs. 120 crore in Nagaland as submitted by the Nagaland cabinet dated June 21, 2022 for approval under NEC 2022-23. H&FW deptt issues advisory on monkeypox DIMAPUR, JUL 18 (NPN): As India reports second confirmed case of monkeypox from Kerala, the state Health & Family Welfare (H&FW) department Friday issued advisory on the prevention and management of monkeypox—a viral zoonotic disease. In an advisory, principal director H&FW, Dr. K Vikato Kinimi, stated that monkeypox and smallpox come from the same virus family, called Orthopoxvirus. Monkeypox is a viral infection that originated in rodents and primates and transmitted to people. The department in-
formed that common symptoms of monkeypox include fever, skin rashes (starting from face spreading to arms, legs, palms and soles), lymph node enlargement, headache, muscle ache or exhaustion, sore throat and cough. It said that typically, the virus is transmitted by contact with an infected animal’s body secretions or a bite. It can be transmitted from human to human through direct physical contact (contact with bodily fluids, sexual contact or lesion material), indirect contact (through contaminated
clothing or linens of affected person) and large respiratory droplets as a result of prolonged close contact. M o n k e y p ox c o u l d cause complications such as pain in the eyes or blurry vision, shortness of breath or difficulty in breathing, chest pain, altered consciousness and seizures and decrease in urine output. Avoid contact with contaminated materials such as bedding, clothes or towels used by the infected individual. Maintain hand hygiene using soap and water or alcohol-based sanitizers.

RPP also said that Nagaland was the Worst Performing State as per State Energy and Climate index (SECI), NITI Aayog 2022. Besides, it said Nagaland ranks as the Worst Performing State under the National Health Index 2019-20 (NITI Aayog) Further, RPP said that state’s budget deficit was perpetual with the latest being minus Rs.2212.74 Crore for the year 2022-23. NSCN (I-M) not responsible for delay in solution: Raising DIMAPUR, JUL 18 (NPN): NSCN (I-M) kilo kilonser and member of collective leadership Rh Raisnig on Monday clarified that the group was not responsible for the delay in reaching a solution to the Naga political issue and that the ball was in Government of India’s court. In a statement, Raising admitted that NSCN (I-M) had been looking for a bilateral agreement that addressed the sovereign right of Nagas and security of India. He said this while speaking at the interactive meeting with Tangkhul civil society
organisations of Nagaland on Naga issue in Dimapur on Monday. Raising also said that the historic Framework Agreement signed on August 3, 2015 will be the foundation of a lasting solution the two people had been looking for and the foundation for a strong relation of the two entities. He claimed that the agreement embraced Nagas of all Naga areas and that as NSCN (I-M) and the entire Naga people honoured and praised authors of the historic Framework Agreement, the group will always abide by it. DIMAPUR, JUL 18 (NPN): Chümoukedima C i r c l e Vi l l a ge s Yo u t h Organisation (CCVYO) Monday said it has “unanimously agreed” to stand on the “One Government, One Tax” resolution adopted on August 24, 2021 by the Chümoukedima Circle Chakhroma Public Organisation. In a press release, CCVYO president David Sekhose and general secretary Kevitsokho Nagi claimed that following the creation of Chümoukedima district, there was increase in taxation from different organisation affecting the business community in particular and the public in general. CCVYO has requested the district administration and police to check the increasing taxation within Chümoukedima district. Expressing strong opposition to the multiple taxation within its jurisdiction, the organisation stated that until there was unity among the various organization the CCVYO would discourage anyone from paying any kind of tax to any organization. Further, affirmed to support the Chümoukedima Town Angami Mechü Krotho and the resolution adopted on July 9, 2022 for “One Government, One Tax”. K Y M C
