(AGENCIES): In a midnight breakthrough to the stalemate over the top job in Karnataka, Congress has decided to appoint 75-year-old Siddaramaiah as chief minister and D.K. Shivakumar as his deputy in the southern State. The oath-taking ceremony is to take place in Bengaluru on May 20.

The formula was arrived at about 2 a.m. in Congress president Mallikarjun Kharge’s residence. This followed tense negotiations between Shivakumar, who was not ready to stand down, and the party high command among whom Sonia Gandhi is believed to have played a crucial role in turning him around.

formally elected Siddaramaiah as its leader. The Governor accepted their claim and invited them to take oath on Saturday (May 20).

Shivakumar moved the proposal to elect Siddaramaiah as the legislative party leader after the commencement of the meeting and it was supported by all the 135 MLAs.

Power sharing: There were reports that the central leadership had proposed a power-sharing formula as

per which Siddaramaiah will remain as the chief minister for the first two and a half years and then hand over the post to Shivakumar.

Venugopal, however, dismissed any such proposal and said the only formula is to share the power with the people of Karnataka.

“Ours is a democratic party, we believe in consensus and not in dictatorship,” he said.

In an exclusive interview with India Today, Shivakumar did not wish to comment on reports about power-sharing but at the same time said that the “party will take a call at an appropriate time.”

NDTV reported that there is a rough understanding of a 50:50 power sharing, under which Shivakumar can succeed Siddaramaiah in the top post after two and a half years, but this will hinge on the party’s performance in the state in next year’s Lok Sabha elections. Karnataka has 28 Lok Sabha seats.

PTI, quoting sources, reported that around 20 ministers will also be sworn in along with the chief minister and deputy chief minister, including some from the state legislative council, on Saturday.

Senior leaders including party president Mallikarjun Kharge, Sonia Gandhi, Rahul Gandhi, and chief ministers of the Congress ruled states are expected to attend the oath taking ceremony.

The Congress has also invited like-minded parties and their leaders, including Bihar chief minister Nitish Kumar, Telangana CM Chandrashekhar Rao, West Bengal CM Mamata Banerjee, Odisha CM Naveen Patnaik to the swearing in.

Invitation has also been extended to several other opposition leaders including Sitaram Yechuri, Uddhav Thackeray, Sharad Pawar, Farooq Abdullah and Akhilesh Yadav.

(PTI): In a sudden development, Kiren Rijiju was removed as Union law minister on Thursday after less than a two-year stint that was marked by frequent run-ins with the judiciary. He was replaced by Arjun Ram Meghwal. Rijiju has been given the relatively low-profile earth sciences ministry, which was earlier held by Jitendra Singh.

As the Union law minister, Rijiju took on the judiciary on several issues, including the collegium system of appointing Supreme Court and high court judges and described it as being “alien” to the Constitution.

While the decision to abruptly shift Rijiju out of the high-profile law ministry has come as a surprise, sources believe it may have been motivated by the government’s wish to reset its ties with the higher judiciary as a sense of confrontation and one-upmanship appeared to mark their relationship. The comments of Rijiju, dubbing some retired judges as part of “anti-India” forces had also drawn a lot of flak. The appointment of Meghwal, a Dalit face of the BJP from Rajasthan, also comes ahead of the assembly elections in the state slated for later this year.

Congress sets up ‘fact-finding’ team for in-depth study of Manipur violence

Congress, which had dubbed the violence in Manipur “pre-planned” and demanded immediate imposition of President’s Rule in the BJPruled state, has constituted a three-member ‘fact-finding’ team to study the violence in the state, ascertain the causes of widespread hostilities, and evaluate its extent.

The law of the land must be followed, the Supreme Court said on Thursday while expressing displeasure over the Nagaland assembly passing a resolution to repeal the municipal act and resolving not to hold elections to the urban local bodies.

The apex court observed that it respects the local sentiments but asserted authorities cannot let the law of the land not prevail especially when there is nothing affecting the personal rights or personal laws.

A bench of justices S K Kaul and A Amanullah is hearing a petition seeking 33 per cent reservation for women in the elections to local bodies in the state.

During the hearing on Thursday, the bench observed it is not something adverse to the interest of the state which is happening as the people will elect their representatives in the elections. The top court said the Centre have to find a solution in the matter.

“We respect the local sentiments but the law of the land must be followed and it is your duty as the Union government… You have to find a solution. We cannot let the law of the land not being followed,” the bench said.

“You can’t let the law of the land not prevail especially when there is nothing affecting your personal rights or personal laws in this behalf. We are only getting people to represent you who will look after your interest at the grass-root level. How can one have objection to that?” it observed.

The bench told the counsel appearing for Nagaland that it has given long

enough rope to the state in the matter. “We have given you a long rope. Don’t make it so long that you hang yourself,” it observed.

The bench noted that Additional Solicitor General K M Nataraj, appearing for the Centre, and the state’s counsel have submitted that they are at the task and request for a short accommodation. “We have put to them the seriousness of the matter as long rope also has its limitations,” it said while listing the matter for hearing in July.

During the hearing, the bench told the state’s counsel, “In the nutshell, the position is, you are not willing to implement the assurances given to the court on the right or wrong pretext that there are groups who don’t want it and you don’t want to go against them.” It asked if a section of a society have a contrary point of view on the issue, does the government “succumb to the blackmail”.

“We are sensitive to the issue in the state and therefore we gave time. There has to be some end to it,” the bench said, adding the state can’t keep the issue hanging.

“We expected some restraint in the CM’s Affidavit. Mr AG do not let us enter into arena where have to declare sumne customary

laws unconstitutional,” the court said as quoted by the Bar & Bench in a tweet.

The Centre had earlier told the top court that interministerial discussions are on in pursuance to the apex court’s order seeking its stand on whether the constitutional scheme of one-third reservation for women in municipalities and town councils can be violated by state of Nagaland.

Earlier, coming out with this constitutional argument to justify its March 29 decision to repeal the Nagaland Municipal Act under which women reservation was promised, Nagaland chief secretary in an affidavit said that Nagaland faced a “peculiar situation” as municipalities under the Constitution Part IXA apply to the state while the operation of Panchayats under Part IX stand specifically excluded by Article 243M.

“This has created an anomalous situation in the state whereby women living in the urban areas can claim reservation whereas their counterparts in rural areas do not have such a benefit,” the chief secretary said.

The geographical makeup of the state is such that there is often no clear demarcation between village areas and municipal areas and villages often surround and merge with the municipal areas, informed the state.

In view of such peculiar and unique circumstances prevailing in the state, the affidavit said, “The Government will have to consider such disparity, also taking into consideration the fact that Article 371A of the Constitution applies to the entire State of Nagaland.”

This will help over three lakh students and 7,500 educators from 1,925 government-run and aided schools across the State with access to Embibe’s AI-led personalised and adaptive teaching and learning apps.

This initiative is part of Embibe’s public sector learning intervention initiative that is set to impact over four crore students across 20 States in the 2023-24 academic year.

Announcing the launch of the collaboration, Thavaseelan said the partnership with Embibe was in alignment with the State government‘s continued

efforts to impart the best quality education to students. He mentioned that the government was glad to partner with the company to equip teachers and students with Embibe’s AI-powered teaching and learning apps, thereby significantly enhancing the quality of education.

With the app turning into a personal guide, he mentioned that students would be able to identify gaps in their learning, behaviour and skills, while the teachers would be able to significantly scale up personal attention on every child.

Commenting on the partnership, Embibe founder and CEO Aditi Avasthi claimed that the company had completed a decade-long journey

to make truly personalised education accessible to every child, irrespective of his or her socio-economic background or language of learning. She disclosed that Nagaland was the first State in the Northeast to partner with the company. She said that the company was collaborating with the government due to a dedication to create a level playing field for all students, regardless of infrastructure or teaching quality. She said AI-powered products could create a huge impact on teaching-learning equation in Nagaland. She said Embibe was excited to work closely with the schools to achieve higherquality teaching and learning outcomes for the State.

sale of chicken on May 18 since the rate fixed by DMC on May 12 was lower than the prevailing rate at Lahorijan, Karbi Anglong (Assam), from where chicken was purchased from. DMC on May 12, fixed the rate at Rs160 per kg for live broiler chicken and Rs.250 per kg for dressed broiler chicken.

According to PUD the prevalent rate in Lahorijan, was Rs.180 to 190 per kg for live chicken and Rs.300 per kg for dressed chicken.

After PUD called for ban w.e.f. May 17, the DMC on May 18 announced revision of rate by enhancing live chicken (broiler) to Rs.200 per kg and dressed chicken

to Rs.290 per kg. This was stated by DMC administrator W. Manpai Phom who informed media that the revision was “temporary” and done after DMC staff surveyed the prevalent rate sold by wholesalers in Assam. He said DMC in pursuance of the appeal by PUD undertook the survey so as to break the deadlock and to offset the shortage and ensure sale of chicken meat.

In a press note informing about the enhanced rate, DMC also reiterated its right to cancel/withdraw the “temporary rate” for poultry after normalisation of the current crisis.

Illegal structures removed from DPRO office

DIMAPUR, MAY 18 (NPN): As per the directive of deputy commissioner (DC) Dimapur Sachin Jaiswal, district administration led by SDO (C) sadar Yanthungbemo Kikon, GBs and police personnel removed illegal structures constructed at DPRO office here on Thursday.

According to DPRO, Lolano Patton the ongoing construction of a Multimedia-cumState Convention Centre at the site had been hampered due to encroachment by private parties. With the encroached land being now cleared and structures removed, the contractor has now assured to commence the construction work by Monday.

DPRO has expressed gratitude to DC, GBs and commissioner police for the prompt action of removing the illegal structures and protecting government land.

Along with the DPRO, joint director Simon and assistant director Atuzo were also present during the eviction process.

DIMAPUR: Kohima and Zunheboto District Disaster Management Authority (DDMA) held monsoon preparedness meetings for respective districts.

In Kohima, DDMA Kohima held the meeting under the chairmanship of Deputy Commissioner (DC) Kohima, Shanavas C on May 18 at DPDB Meeting Hall, Kohima. According to a DIPR report, during the meeting, the DC briefed the gathering on the possible disaster which may occur any time, and instructed the officers of different departments to be available to handle any kind of vulnerable disaster.

He said that it was likely that the district would expect long monsoon, landslides, forest fire incidents etc., and apprised the officers to identify and survey the likely possible locations for better preparedness.

Shanavas also instructed the departments of

Public Health Engineering (PHE), Chief Medical Officer (CMO), Public Works Department (PWD), State Disaster Response Fund (SDRF), Kohima Municipal Council (KMC), Water Resources, Agri & Allied etc., and other line departments to equip themselves with the required tools and machineries to address any unforeseen incidents.

The DC advised the SDRF and DEF to train their personnel by analyzing the possible situations for better coordination.

He also advised everyone to clean their drainages so that this monsoon rainfall would not create more problems.

According to a DIPR report, chairman of the meeting, DC Zunheboto Rahul Bhanudas Mali said the meeting’s agenda was to avoid any major loss of life during landslides, flash floods. He then directed Nagaland State Disaster Management Authority (NSDMA), Public Works Department (PWD), Health & Family Welfare (H&FW) departments etc., to be on high alert all the times.

The meeting also confirmed that 30 State Disaster Response Force (SDRF) personnel have been briefed and would be ready in case of any disasters or emergencies.

The meeting also discussed fire related incidents, to which the DC asked the OC, Fire Brigade to be on high alert 24/7 with proper equipment in order to avoid such incidents.

The DC reminded the Food & Civil Supplies Department and Zunheboto Chamber of Commerce and industries (ZCCI) to keep food stocks ready for at least three months so as to be ready to combat any kind of disasters.

Regarding the road maintenance, the DC directed the NHIDCL and the contractors to keep the highways pliable at all the times, especially during the monsoon season.

DIMAPUR: Dimapur Municipal Council (DMC) has informed all chairmen and GBs under its jurisdiction that “Reduce, Reuse, Recycle (RRR)” campaign under the theme “Meri Life Mera Swach Shehar”, as per the initiative of Swachh Bharat Mission 2.0 under the Ministry of Housing and Urban Affairs, would be launched on May 20, 11 a.m. at DDSC Stadium, Golaghat Road.

DIMAPUR: A 26-year-old Renjanthung Patton, a business student and founder of a start-up brand, Act for India has recently donated his startup income of Rs. 1 lakh to Patkai Christian College (PCC) and launched a clean drinking water campaign as part of his environmental responsibility venture.

The funds will be used to install a water filter and water cooler in the campus to provide students with

easy access to clean drinking water. With the support of principal PCC, Thepfuvilie Pieru, he also launched a campaign called “Mission Act For Clean Water” a part of his environmental responsibility venture, an ambitious initiative which aims at constructing large sand-and-charcoal filtration system that will provide ROfiltered water.

The RRR Centres will be geo-tagged and every information would be uploaded in MeriLiFE portal as well as Swachhatam Portal, and an evaluation committee will assess the best performing RRRs and award ceremony which will be held on June 5.

The campaign will continue for three weeks and will culminate on June 5 (World Environment Day) with mass cleanliness drives across all Wards and pledge for LiFE drives, one permanent RRR Centre will be retained after the campaign period, KMC stated.

BJP MLAs urge Shah to abrogate SoO with Kuki militants

IMPHAL, MAY 18: Barely a day after 34 MLAs of the ruling BJP and its allies in Manipur pressed the Centre to abrogate the suspension of operation (SoO) truce with the Kuki-based militant groups, four more BJP MLAs on Thursday joined the chorus in a memorandum addressed to Union home minister Amit Shah.

As many as 34 sitting legislators from the ruling coalition, including Naga MLAs, on Wednesday submitted a three-point memorandum to the Union home minister, which included abrogation of the tripartite SoO truce with the Kukibased militants.

The MLAs also demanded deployment of adequate security in Moreh, Churachandpur and other areas of the state for the security of all the commu-

nities residing in the areas.

In the memorandum submitted to the Union home minister through the security advisor to the Manipur chief minister Kuldiep Singh, the MLAs also raised the demand for deployment of adequate numbers of Central security forces in the sensitive areas.

Four BJP MLAs who were not among the 34 MLAs, in the separate memorandum submitted to the Union minister today, stated - “We were never

informed for the meeting and signature campaign of the MLAs regarding nonextension of the SoO agreement with Kuki militants.

Army recovers explosives in Imphal Valley

IMPHAL, MAY 18 (PTI):

Security personnel have recovered explosives and a “Remote Initiation Mechanism” for improvised explosive devices (IED) in Manipur where soldiers continue patrolling areas affected by ethnic clashes, the army said on Thursday.

The Assam Riffles have also cleared roadblocks set up by various organisations on National Highway 37 and escorted truck columns carrying essential supplies to Imphal Valley.

“Indian Army Patrol operating along foothills of Imphal East district recovered explosives and Remote Initiation Mechanism for IEDs in Village Bungbal Khullen on Wednesday.

Three kilograms of TNT, 15 electric detonators, four circuits and remote firing devices have also been found,” the Spear Corps of the Army said.

A major threat was averted by prompt action, the force said.

“Area Domination and offering solace and medical assistance to people are being undertaken by multiple long duration patrols day and night by the Army and Assam Rifles columns. These patrols aptly serve as a conduit for communicating problems faced and ensuring early redressal,” the Spear Corps said.

Meanwhile, the movement of trucks carrying essential commodities such as rice, sugar and pulses to Imphal Valley has resumed.

demand in a joint press release on May 13 and then submitted a memorandum to Union home minister Amit Shah demanding the same on May 15.

In the memorandum submitted to the Union home minister, the Kuki MLAs alleged that the Meitei community was carrying out ethnic cleansing of the tribal people in the valley areas among others.

Following the demand raised by the Kuki MLAs, peaceful demonstrations to protect the territorial integrity of Manipur were being staged across in the valley areas under the aegis of the Coordination Committee on Manipur Integrity (COCOMI). The demonstrations demanded withdrawal of SoO truce with the Kuki militants, implementation of NRC in the state to detect illegal immigrants, among others.

Cong calls out PM, Shah for ‘silence’ on Manipur violence

(PTI): The Congress on Thursday hit out at Prime Minister Narendra Modi for his silence on the Manipur violence even 15 days after it erupted.

Congress general secretary Jairam Ramesh said while every activity in Manipur has been affected and internet banned, Union Home Minister Amit Shah or any other cabinet minister is yet to visit the violence-hit northeastern state.

“15 days since the horrific violence erupted in Manipur and internet was banned. Yesterday, the ban was extended for another 5 days.

“Banking, e-commerce, payments of e-bills, e-tickets, businesses, work from home, education, and many other essential services have come to a grinding halt,” he said on Twitter.

“Meanwhile, Not a single word issued by Prime Minister appealing for peace. Not a single visit by the Union Home Minister or any other Cabinet Minister to the state,” Ramesh said.

IWFNEI, AIPP condemn violence in Manipur

(NPN): Indigenous Women Forum of Northeast India (IWFNEI) and Asia Indigenous People’s Pact (AIPP) have expressed deep sorrow at the outbreak of ethnic violence in Manipur and the carnage that followed.

Strongly condemning the reprehensible violence and calling for an immediate end to it, Khesheli Chishi and Chanmayo Aier of IWFNEI and AIPP respectively in a statement said the events that unfolded had brought to light the totally inept handling of the situation by the State government and its highly questionable role that resulted in loss of lives and properties, displacements, burning of places of worship and other numerous human rights violations, all of which constituted blatant crime against humanity.

They noted that Manipur had been rife with ethnic tensions for long due to divisive majoritarian politics, social discrimination, inequitable distribution of development funds and lack of transparency in recruitment to government jobs. Besides, they alleged that

existing major issues such as immigration, land and territorial rights, drugs and contraband trafficking in Indo-Myanmar border over the years and the ambivalent attitude of successive governments and their failure to appropriately address these problems had ultimately culminated in the current violence.

According to the duo, the modern day politics of Manipur was shaped by divisive vested interests that resulted in eliminating any common ground among the people. However, they stressed that dealing with the current violence

must also necessarily deal with the conditions that created them. To bring about healing, they insisted that politics must emphasise the common good and cooperation as part of the search for meaningful reconciliation or, they cautioned that it would be yet another divisive politics. They said this would offer an alternative perspective that could help people find a common ground towards cooperation and understanding. While appealing to all parties to restrain from hateful speech and provocative misinformation for normalcy to return, the duo

(PTI): Meghalaya Chief Minister Conrad K Sangma said he is likely to meet his Assam counterpart Himanta Biswa Sarma next week in Guwahati for the second round of border talks.

Speaking to reporters, Sangma Wednesday said the logistics were being worked out for the meeting, which is likely to be held on May 24. This would be the first meeting for the second round of border talks between the two states, aimed at resolving the remaining six areas of differences, he said.

Sangma said he has been in touch with Sarma over the skirmishes that have been taking place at

the villages located in the disputed Block I and Block II at the inter-state border.

PRATAPGARH (UP), MAY 18 (PTI): A local court here convicted a man of raping a minor and sentenced him to 25 years of imprisonment, a government advocate said on Thursday. The court of the District Additional Sessions Judge Alok Dwivedi on Wednesday convicted one Ajit Saroj of raping a 13-year-old girl in May 2018, the prosecution said. According to the FIR lodged in the case, the minor girl was at a farm when the accused raped her. Saroj was booked for rape and other sections of the Protection of Children from Sexual Offences (POCSO) Act.

SRINAGAR, MAY 18 (PTI): Two non-local labourers were killed, while seven others sustained injuries when a mini-bus overturned on the Srinagar-Jammu National Highway in Pulwama district, officials said. Two labourers from Madhya Pradesh died on the spot while the injured were taken to a hospital. A case has been registered, officials said.

18 (PTI): Prime Minister Narendra Modi launched railway projects worth Rs 8,200 crore in Odisha on Thursday and flagged off the state’s first Vande Bharat Express that will connect Puri to West Bengal’s Howrah.

Addressing the function through video-conferencing, Modi said new India is building its own technologies and reaching those to the different corners of the country.

“The Vande Bharat Express will further strengthen the religious, cultural and spiritual connection between Howrah and Puri,” he said.

Fifteen Vande Bharat trains are operational in the country at present and those are boosting both connectivity and economy, Modi said.

“There was a time when new technologies and facilities used to remain limited to Delhi or the big cities.

But now, India has chosen a new path. This new India is making technologies on its own and reaching those to different corners of the country,” he said, referring to the indigenously developed semi-highspeed train.

The prime minister said that as the country celebrates the ‘Amrit Kaal’ of its Independence, it’s time to further strengthen its unity. “The more India’s unity is strengthened, the more its collective capacity will increase,” he said.

He also lauded the state for continuing India’s developmental streak amid

challenges.

“Amidst even the most challenging times, India kept its developmental journey intact. The reason behind this has been the participation of all the states, and India’s spirit of walking ahead collectively,” he said.

The Puri-Howrah Vande Bharat Express will be the fastest train on the route, covering the 500 km distance in around 6.5 hours, railway officials said. Modi also laid the foundation stone for the redevelopment of Puri and Cuttack railway stations.

The train, which will run six days a week except Thursdays, will depart Howrah at 6.10 am and reach Puri at 12.35 pm. In the return direction, it will leave Puri at 1.50 pm and arrive at Howrah at 8.30 pm, they said.

The train, with 16 coaches, will stop at Kharagpur, Balasore, Bhadrak, Jajpur Keonjhar Road, Cuttack, Bhubaneswar and Khurda Road.

Asthe premier commercial city of Nagaland, there are several things that need to be fixed in dimapur , if it is to progress in the real sense of the term other than more retail outlets and buildings. The list is long from- sufficient power to drive business and industry, improved traffic management to reduce traffic congestion, earmarking commercial areas and enforcing building regulations, giving priority on disposal of garbage, providing an efficient drainage system within dimapur City so as to prevent overflowing of effluent especially on roads, timely repair of roads, providing space for a common market to serve the needs of at least three to four colonies; providing efficient civic services and last but not the least, maintenance of law and order as a preventive measure to instil a sense of security and well being of the people and particularly, the business community. All these are not requirements that have come up only recently but which have been there since decades in order to provide basic necessities for an ever growing cosmopolitan city. Increasing influx of migrants from within and beyond Nagaland into dimapur, has severely challenged its capacity to maintain and manage. In the past decades till the 80s, life in dimapur was free and economic activities vibrant. Social peace was maintained due to cooperation among its founding fathers, business pioneers and elders of various communities. This changed after the 90s when gun toting elements and tribal hegemony came into prominence and gave rise to the ideology of ‘power flows through the barrel of the gun’ and ‘might is right’. Managing dimapur has never been easy but not impossible provided both the civil and civic authorities stayed on course. dimapur is also the home to hundreds of organisations and unions including Naga political groups. There are over 150 NGOs and voluntary organisations and nearly 50 unions operating in dimapur besides around a dozen political groups. One of the highlights of dimapur has been forcible, illegal and unauthorised taxations, another ‘unique’ phenomenon being that majority are collected multiple times. The curse of illegal, rampant and multiple taxation has damaged the business environment and put many enterprises out of business. The state actors on the other hand also impose forest royalty on marble, granite, wood products for which GST have been paid; and sales tax as applicable etc. These activities have earned dimapur and the state a dubious distinction as the extortion capital and safe haven for other outfits. dimapur has been losing the race in infrastructure development due to several factors since the 90s but unfortunately, no serious effort has been made to analyse the manifestations and undertake remedial measures. Almost all leaders and people in power and positions have residences and properties in dimapur but somehow, development of dimapur escapes attention of their minds. Even past elected members from dimapur have ignored the need to put dimapur back on the tracks of development. If things don’t improve within the next few years, it will only accelerate the obliteration of all the idealistic dreams of dimapur being among the developing towns of the north east. Unless the government is clear about its responsibility in promoting not only business but rule of law, it will be culpable of lending a hand in creating a chaotic environment that is detrimental to the future.

Think of the sea, the air, the sun, the stars, and the moon— all of these simply are as well— yet what a ministry and service they render on our behalf! So often we impair God’s designed influence, which He desires to exhibit through us, because of our own conscious efforts to be consistent and useful. Jesus said there is only one way to develop and grow spiritually, and that is through focusing and concentrating on God. In essence, Jesus was saying, “Do not worry about being of use to others; simply believe on Me.” In other words, pay attention to the Source, and out of you “will flow rivers of living water” (John 7:38). We cannot discover the source of our natural life through common sense and reasoning, and Jesus is teaching here that growth in our spiritual life comes not from focusing directly on it, but from concentrating on our Father in heaven. Our heavenly Father knows our circumstances, and if we will stay focused on Him, instead of our circumstances, we will grow spiritually— just as “the lilies of the field.”

The people who influence us the most are not those who detain us with their continual talk, but those who live their lives like the stars in the sky and “the lilies of the field”— simply and unaffectedly. Those are the lives that mold and shape us.

If you want to be of use to God, maintain the proper relationship with Jesus Christ by staying focused on Him, and He will make use of you every minute you live— yet you will be unaware, on the conscious level of your life, that you are being used of Him.

Government of India is emphasizing on inclusive growth and the Approach Paper to the 11th five-year plan says that, “Plan provides an opportunity to restructure policies to achieve a new vision based on faster, broader based and inclusive growth. There is an obvious market failure and thus governments and financial sector regulators are seeking to create enabling conditions such

that markets become more open, more competitive, affordable and inclusive.

The banking industry has shown tremendous growth in volume and complexity during the last few decades. Despite making significant improvements in all the areas relating to financial viability, profitability and competitiveness, there are concerns that banks have not been able to include vast segment of the population, especially the underprivileged sections of the society, into the fold of basic banking services. The reasons may vary from country to country and hence the strategy could also vary but all out efforts are being made as financial inclusion can truly lift the financial condition and standards of life of the poor and the disadvantaged.

Unrestrained access to public goods and services is the sine qua non of an open and efficient society. As banking services are in the nature of public good, it is essential that availability of banking and payment services to the entire population without discrimination is the prime objective of the public policy.

The scope of financial inclusion: The scope of financial inclusion can be looked into: a) through state-driven intervention by way of statutory enactments (for instance the

US example, the Community Reinvestment Act and making it a statutory right to have bank account in France). b) through voluntary effort by the banking community for evolving various strategies to bring within the ambit of the banking sector the large sections of society. When bankers do not give the desired attention to certain areas, the regulators have to step in to remedy the situation. This is the reason why the Reserve Bank of India is placing a lot of emphasis on financial inclusion. In India the focus of the financial inclusion at present is confined to ensuring a bare minimum access to a savings bank account without frills, to all. Internationally, the financial exclusion has been viewed in a much wider perspective. Having a current account / savings account on its own, is not regarded as an accurate indicator of financial inclusion. There can be multiple levels of financial inclusion and exclusion. At one extreme, are the ‘super-included’, i.e., those customers who are actively and persistently courted by the financial services industry, and who have at their disposal a wide range of financial services and products. At the other extreme, are the financially excluded, who are denied access to even the most basic of financial products. In between are those, who use the banking services only for deposits and withdrawals of money. But these persons may have only restricted access to the financial system, and may not enjoy the flexibility of access offered to more affluent customers.

International Experience for financial inclusion: An interesting feature which emerges from the international practice is that the more developed the society is, the greater the thrust on empowerment

of the common person and low-income groups. It may be worthwhile to have a look at the international experience in tackling the problem of financial exclusion which may be a worthwhile exercise.

The Financial Inclusion Task Force in UK has identified three priority areas for the purpose of financial inclusion, viz., access to banking, access to affordable credit and access to free face-to- face money advice. UK has established a Financial Inclusion Fund to promote financial inclusion and assigned responsibility to banks and credit unions in removing financial exclusion. Basic bank no frills accounts have also been introduced. An enhanced legislative environment for credit unions has been established, accompanied by tighter regulations to ensure greater protection for investors.

A Post Office Card Account (POCA) has been created for those who are unable or unwilling to access a basic bank account. The concept of a Savings Gateway has been piloted. This offers those, on lowincome employment, £1 from the state for every £1 they invest, up to a maximum of £25 per month. In addition, the Community Finance Learning Initiatives (CFLI s) were also introduced with a view to promoting basic financial literacy among housing association tenants.

A civil rights law, namely Community Reinvestment Act (CRA) in the United States prohibits discrimination by banks against low- and moderateincome neighborhoods. The CRA imposes an affirmative and continuing obligation on banks to serve the needs for credit and banking services of all the communities in which they are chartered. Barbie is optimistic about returning to school and friends, as is four-year-old Nancy who is in a kindergarten class and longs to get back to her books.

But Lara, in her early 20s, is aware of the uncertain future that stares the younger kids as well as those who have stepped into adulthood.

She is concerned about whether scores like her in Manipur will be able to appear for the competitive examinations which will determine their career and future life.

Barbie, Nancy and Lara (names changed to protect their identities) are among those who fled Manipur as ethnic clashes raged in their state and are now taking shelter at relative’s places in Guwahati.

While Nancy’s house was torched after they had fled, Barbie’s was stoned when she was still inside with her family. Lara’s place was saved due to protection provided by neighbours as she and her family members took shelter in a relief camp.

“I can’t sleep anymore, I have flashbacks and nightmares. We were fortunate that we had good neighbours (belonging to another community), who gave us shelter on the night violence broke out and stood guard at the doorstep,” Lara said, recounting the horrors that unfolded on the night of May 3 and took them by surprise.

“My friend, who is away in Delhi, lost her mother and brother. Her sister-in-law is fighting for her life in a hospital now,” Lara added in between sobs and wiping her tears.

Barbie is chirpy on the exterior but any mention of her home back in Imphal puts her on the edge.

“Why are people throwing stones at our house? Will they throw stones at us when we go to school? What have we done wrong?” her questions leave her mother baffled.

Barbie was asking her parents what Meiteis and Kukis mean, as she was hearing these terms for the first time. The clashes are taking place mainly between Meiteis and Kukis.

“She doesn’t feel that she is any different from her friends (who come from another community),” Barbie’s mother, who escaped from Imphal with her two daughters, said.

Nancy’s father is also having a hard time explaining to his child what went wrong in their home state.

“She was just in a kindergarten class and loved her school. Now she constantly asks her mother and me when will she be going back again. We don’t even have our house in Imphal anymore to return. I don’t know what to tell her,” he said, staring into the distance.

Apart from the CRA experiment, armed with the sanction of Banking Law, the State of New York Banking Department, with the objective of making available the low-cost banking services to consumers, made mandatory that each banking institution shall offer basic banking account and in case of credit unions the basic share draft account, which is in the nature of low-cost account with minimum facilities. India Vs North Eastern Region: Bank nationalization in India marked a paradigm shift in the focus of banking. Nationalization of commercial banks in 1969 and 1981 was intended to shift the focus from class banking to mass banking, thereby reaching out the unbanked areas through branch expansion. The rationale for creating Regional Rural Banks was also to take the banking services to poor people especially in rural areas. The branches of commercial banks and the RRBs have increased from 8321 in the

year 1969 to 86960 branches as at the end of March 2010. It further increased to 162894 as on March 2023. However, there are certain under-banked states such as Bihar, Orissa, Rajasthan, Uttar Pradesh, Chattisgarh, Jharkhand, West Bengal and a large number of North-Eastern states, where the average population per branch office continues to be quite high compared to the national average. The new branch authorization policy of Reserve Bank encourages banks to open branches in these under banked states and the under banked areas in other states. The new policy also places a lot of emphasis on the efforts made by the Bank to achieve, inter alia, financial inclusion and other policy objectives. Still in March 2023, only about 3 percent banks are in NE Region, out of which about 63 percent of the banks are in Assam, 8 percent in Meghalaya and 4 percent in Nagaland. Within the country, there is a wide variation across states. All the states of North Eastern Region are below all India average No. of accounts per 100 of population as well as No. of accounts per 100 of adult population.

Besides if we look into regional spread of scheduled commercial banks, region wise credit-deposit ratios, penetration of SHGBank linkage and variations within the region, it depicts the picture of low financial inclusion of the north eastern region. Today we have index of financial inclusion which also depicts the poor state of affairs in terms of financial inclusion especially if we talk about this region, where all the states of the region are below 20 ranks.

Both Male and Female candidates are eligible for appointment to the post of Assistant Commandants. An aspirant must have attained the age of 20 years and must not have attained the age of 25 years on 1st August, 2023, i.e. he/she must have been born not earlier than 2nd August, 1998 and not later than 1st August, 2003.

The upper age limit prescribed above will be relaxable upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe, upto a maximum of three years in the case of candidates belonging to Other Backward and there are other reservations too. Om Birla met Modi on Thursday and extended an invitation to inaugurate the new building, the Lok Sabha Secretariat said. The new Parliament building can comfortably seat 888 members in the Lok Sabha chamber and 300 in the Rajya Sabha chamber, it said.

In case of a joint sitting of both the Houses, a total of 1,280 members can be accommodated in the Lok Sabha chamber. PM had laid the foundation stone on December 10, 2020.

Man drowns his two kids in Faridabad well

(PTI): A man allegedly drowned his two kids -both aged under six -- in a well in Faridabad on Thursday as his second wife did not like them, police said. A case of murder was registered against the 37-year-old Bhagat Singh, who originally hails from Palwal and is currently living in Shyam Colony in Sector 58, they said. The accused father was arrested within an hour of the incident, police added.

The children, a four-yearold boy and a five-year-old girl, were from his first marriage.

Inter-state drug peddler held in Hyderabad HYDERABAD, MAY 18 (PTI): A 27-year-old man was arrested here for allegedly trying to sell drugs, including MDMA pills and cocaine, and other “incriminating materials” worth Rs 7.92 lakh, which was seized from his possession, police said on Thursday. The accused, a resident of Goa and a native of West Bengal, was involved in the business of selling contraband substances for three years in Goa, a release from the Rachakonda Police Commissionerate said. “He knew that drugs can be sold at a higher rate in Hyderabad compared to Goa” and decided to start peddling drugs in in the city for drug consumers, “thereby making wrongful gains”, it said.

Bihar caste survey: SC refuses to stay HC order Hectic parleys helped break logjam over K’taka CM pick

NEW DELHI, MAY 18 (PTI): The caste survey in Bihar will remain suspended as the Supreme Court on Thursday declined to stay the Patna High Court’s interim order saying it will have to examine whether the state government was carrying out a census in the garb of survey.

“We will have to see if in the name of survey it is a census,” the top court orally remarked. The first round of caste survey in Bihar was conducted between January 7 and 21. The second round started on April 15 and was supposed to continue till May 15.

Abhay S Oka and Rajesh Bindal said the high court has recorded prima facie findings and we will have to decide whether it is merely a survey or a census. Justice Bindal orally remarked during the hearing that a lot of documents

The apex court noted that the high court had posted the hearing of the main petition on July 3. “We direct that this petition be listed on July 14. If for any reason, the hearing of the writ petition does not commence before the next date, we will hear further submission canvassed by the senior counsel for the petitioner (Bihar),” the bench said. The final decision was made late Wednesday night at Kharge’s residence and was followed up with meeting at AICC general secretary, organisation, K C Venugopal’s residence over breakfast the next day. Ever since the Karnataka Assembly results were declared on May 13, both the leaders (Siddaramaiah and Shivakumar) started garnering support of MLAs close to them while mustering support for themselves.

The supporters of both, meanwhile, started building up the momentum in support of their respective leader and a poster war erupted. As the race for the top post heated up, Kharge appointed three observers -- Sushilkumar Shinde, Ji -

(PTI): The Indian Navy deployed its P-8I maritime patrol aircraft to help in the search and rescue of a Chinese fishing vessel with 39 crew members that capsized in the Indian Ocean two days ago. The P8I aircraft carried out multiple and extensive searches on Wednesday despite adverse weather and located multiple objects possibly belonging to the sunken vessel, the Navy said.

“I n a swift humanitarian action on May 17, Indian Navy deployed its air maritime reconnaissance assets in the Southern Indian Ocean region approximately 900 nautical miles from India, in response to sinking of a Chinese fishing vessel with 39 crew onboard,” the Indian Navy said.

The crew of the vessel includes nationals from China, Indonesia and Philippines.

ordinated search and rescue efforts with other units in the area and guided the PLA(Navy) warships transiting to the scene of the incident,” it added.

The Indian Navy’s assistance came amid the lingering border row in eastern Ladakh.

“The Indian Navy continues to remain deployed to provide all possible assistance to the ongoing search and rescue efforts,” the navy said.

Australia has also extended assistance in the search and rescue efforts.

BJP tried to manipulate civic polls but did not succeed: Mayawati

(PTI): BSP supremo Mayawati on Thursday claimed the BJP did not succeed in the recent urban local body elections in Uttar Pradesh despite its efforts to “manipulate” the polls, except for the mayor’s posts. Accusing the ruling party of misusing official machinery, the Bahujan Samaj Party leader said people did not allow the BJP’s plans to succeed, “except for the mayoral elections” – in which the BJP won all 17 posts.

“If the mayor’s elections were also done by ballot instead of the electronic voting machines, the result would have definitely been different,” she claimed.

However, according to the results of the two-phase urban local body elections held on May 4 and May 11, the BJP won the mayoral elections in all 17 municipal corporations and bagged

813 of the 1,420 corporator posts. The opposition Samajwadi Party bagged 191 corporator posts and the Bahujan Samaj Party 85. The BSP and the SP could not win a single mayoral seat. Mayawati urged the Election Commission to put an effective check on the misuse the official machinery by the ruling party in the elections, as well as curbing the influence of religion in politics. According to a party leader, who attended a review meeting chaired by Mayawati, the BSP also deliberated on contesting the 2024 Lok Sabha elections alone.

18 (PTI): The Enforcement Directorate (ED) questioned former Bihar chief minister Rabri Devi for about five hours and recorded her statement here on Thursday in a money laundering case linked to the alleged land-for-jobs scam, official sources said.

She reached the office of the federal probe agency in central Delhi around 11 am and left around 6 pm. In between, she stepped out for about an hour for lunch.

It was not immediately known if she had been summoned again.

The sources said the statement of 68-year-old Rabri Devi, wife of RJD chief Lalu Prasad, was recorded under the Prevention of Money Laundering Act (PMLA).

Rabri Devi’s children, including Bihar Deputy Chief Minister Tejashwi Ya-

dav, daughters Misa Bharti (RJD MP in Rajya Sabha), Chanda Yadav and Ragini Yadav, have also been questioned by the agency in the case over the last few months.

The ED had raided the premises of Chanda Yadav, Ragini Yadav, Hema Yadav, and former RJD MLA Abu Dojana in Patna, Phulwari Sharif, Delhi-NCR, Ranchi and Mumbai in March this year.

The agency had claimed that it had seized “unaccounted cash” of Rs 1 crore and detected proceeds of crime worth Rs 600 crore during the searches.

The alleged scam pertains to the period when Lalu Prasad was the railway minister in the UPA-1 government, and the money laundering case stems from an FIR of the Central Bureau of Investigation (CBI).

Govt has massive plan for aviation sector: Scindia

NEW DELHI, MAY 18

(PTI): The government has a “massive game plan” and a three-pronged strategy for the country’s fast-growing aviation market, Civil Aviation Minister Jyotiraditya Scindia said on Thursday.

Mentioning the aviation market’s potential, he said domestic passenger numbers rose to 144 million in 2019 from 60 million in 2014, a CAGR (Compound Annual Growth Rate) of about 14.5 per cent.

He was speaking at the curtain raiser event here for the ‘Wing India 2024’ conference to be held next year in Hyderabad.

According to the minister, under the threepronged strategy, the focus is to create capacity, ensure there are no bottlenecks for aviation industry players and have simplified processes and procedures.

The efforts are to increase the number of airports, heliports and waterdromes from 148 currently to more than 200 in the next three to four years,

he said. Civil Aviation Secretary Rajiv Bansal said there is huge potential to increase international air connectivity for India.

Go First insolvency ‘not a great thing’ for aviation sector: Civil Aviation Minister Jyotiraditya Scindia on Thursday said Go First going into insolvency proceedings is not a “great thing” for the country’s civil aviation sector and added that the ministry wants the resumption of flights as early as possible.

While replying to a query on the Go First crisis on the sidelines of an event here, Scindia said it is “certainly something that is not a great thing for civil

aviation”.

Each company has to manage its own issues.

“As far as the ministry is concerned, we are quite steadfast in our resolve in helping airlines...,” he said.

Cash-strapped Go First stopped flying from May 3 and has extended the suspension of operations till May 26.

The airline’s plea for voluntary insolvency resolution proceedings was admitted by the National Company Law Tribunal (NCLT) on May 10.

Some aircraft lessors have moved the National Company Law Appellate Tribunal (NCLAT) against the NCLT’s decision. The appellate tribunal is scheduled to deliver its judgement on the lessors’ petitions on May 22.

To a question on Pratt & Whitney engine issues resulting in the grounding of many planes, Scindia said, “We have impressed upon them (engine manufacturer) that we need to have our planes up and running”.

Rupee falls 25 paise to close at 82.62 against USD

MUMBAI, MAY 18 (PTI):

The rupee fell 25 paise to close at 82.62 against the US currency on Thursday, weighed down by a strong greenback in the overseas market and a negative trend in domestic equities. At the interbank foreign exchange, the domestic unit opened at 82.36 against the dollar, and finally settled at 82.62, down 25 paise from its previous close.

During the day, the rupee touched a high of 82.35 and a low of 82.66 against the greenback. On Wednesday, the rupee had settled at 82.37 against the dollar.

According to Jateen Trivedi, VP Research Analyst at LKP Securities, this depreciation can be attributed to several factors -- the strength of the American currency, rise in crude oil prices and muted domestic equities.

“The rupee’s trading range is currently expected to be between 82.35 and 82.75. These factors collectively indicate a fall in the rupee to continue,” Trivedi said. The dollar index, which gauges the greenback’s strength against a basket of six currencies,

rose 0.21 per cent to 103.10.

Brent crude futures, the global oil benchmark, advanced 0.66 per cent to USD 76.45 per barrel.

Anuj Choudhary - Research Analyst, Sharekhan by BNP Paribas said the rupee depreciated as the US Dollar rose to a seven-week high amid optimism over debt ceiling talks.

Overnight gains in crude oil prices also weighed on the domestic currency.

The US Dollar gained on optimism as US President Joe Biden and House Speaker Kevin McCarthy are working to reach a deal to avoid a default. Upbeat housing starts data from the US also supported the American currency, Choudhary said. Foreign Institutional Investors (FIIs) were net buyers in the domestic capital market on Thursday as they purchased shares worth Rs 970.18 crore, according to exchange data.

The Indian rupee tumbled to the lowest level since March 21 amid weakness in the Chinese Yuan and the absence of the central bank’s intervention, said Dilip Parmar, Research Analyst, HDFC Securities.

Changes in FEMA rules: Debit, credit cards to have parity

NEW DELHI, MAY 18

(PTI): The finance ministry on Thursday said the changes in FEMA rules, which brings overseas international credit card spending under RBI’s liberalised remittance scheme (LRS), are intended to bring in parity in tax treatment of remittances using debit and credit cards.

The ministry said since credit card spending overseas has now been brought under LRS, such remittances would be liable to tax collected at source (TCS) at applicable rates. If the TCS payee is a taxpayer, he or she can claim credit and adjust it against his/her I-T or advance tax liability.

The Union Budget 2023-24 had hiked TCS rates to 20 per cent, from 5 per cent currently, on overseas tour packages and funds remitted under LRS (other than for education and medical purposes). The new TCS rates will come into effect from July 1, 2023.

A day after amending the Foreign Exchange Management (Current Account Transaction) Rules, the ministry issued a list of FAQ (frequently asked

questions) detailing the reasons for inclusion of foreign spending using credit cards.

It said that instances came to notice of the tax authorities that remittances under LRS by some individuals were ‘disproportionately high’ to their disclosed sources of income.

A person on overseas visit can use international debit cards, international credit cards or other methods for undertaking current account transactions.

Although the payments by debit cards were covered under the LRS, expenditures through credit cards were not accounted for under the specified LRS limit, which has led to some individuals exceeding the LRS limits, the ministry said.

The ministry further said that the Reserve Bank of India too had on numerous occasions written to the government pointing to the need to remove the differential treatment to debit and credit card spendings.

“The differential treatment between debit cards and credit cards needed to be removed in the interest of uniformity and equity in the treatment of modes of drawal of foreign exchange and for capturing total expenditures under LRS for prudent foreign exchange management and to prevent by-passing of LRS limits,” the ministry said.

KYIV, MAY 18 (AP): Russia fired 30 cruise missiles against different parts of Ukraine early Thursday in the latest nighttime test of Ukrainian air defences, which shot down 29 of them, officials said.

One person died and two were wounded by a Russian missile that got through and struck an industrial building in the southern region of Odesa, according to Serhiy Bratchuk, a spokesperson for the region’s military administration.

Loud explosions were heard in Kyiv as the Kremlin’s forces targeted the capital for the ninth time this month in a clear escalation after weeks of lull and ahead of a much-anticipated Ukrainian counteroffensive using newly supplied advanced Western weapons.

Debris fell on two Kyiv districts, starting a fire at a garage complex. There was no immediate word about any victims, Serhiy Popko, head of the Kyiv Military Administration, said in a Telegram post. Ukraine also shot down two Russian exploding drones and two reconnaissance drones, according to authorities. Pakistan’s Punjab Police may launch a security operation on Thursday to arrest the “terrorists” allegedly holed up in former prime minister Imran Khan’s home in Lahore as the provincial government’s 24hour deadline to hand them over expired, according to media reports.

The interim government in Punjab on Wednesday claimed that some ‘30 to 40’ terrorists were hiding inside Khan’s Zaman Park residence and gave an ultimatum of 24 hours to the Pakistan Tehreek-e-Insaf (PTI) chief to hand them over or face stern action. All roads leading towards Zaman Park have been blocked and a heavy contingent of law enforcement is in the area, Geo News reported. Citing sources, it said that the inspector general of Punjab police and the capital city police officer have asked the police to remain “vigilant”. Khan, in a tweet on Wednesday, shared a

video of what he claimed were “scenes outside my house while I was addressing the nation”. In the video, a large contingent of policemen and dozens of police vehicles were seen moving in one direction.

In his video address from his Zaman Park residence on Wednesday, Khan said Pakistan was heading towards imminent disaster and may face an East Pakistan-like situation.

“I am having a frightening dream that the country is heading towards an imminent disaster,” he said.

Rejecting the Punjab

government’s claim that some 40 terrorists are hiding inside his Lahore home, Khan said the government must search the house in a lawful manner after obtaining a search warrant because his own life was also in danger in the presence of terrorists.

“But don’t make this an excuse to launch a crackdown on the country’s largest political party, the PTI,” he said. “This is high time that the powers that be should sensibly rethink otherwise the country might face an East Pakistan-like situation,” he said.

World leaders land in Hiroshima for G-7 meeting

(AP): World leaders landed on Thursday for a Group of Seven meeting in Hiroshima, the site of the world’s first atomic bomb attack, with Russia’s war in Ukraine expected to be high on the agenda.

Japanese Prime Minister Fumio Kishida kicked off his summit diplomacy by meeting with US President Joe Biden after his arrival at a nearby military base. He was due to hold talks with British Prime Minister Rishi Sunak a bit later in the day, before the three-day summit opens on Friday.

The Japan-US alliance is the “very foundation of peace and security in the Indo- Pacific region,” Kishida told Biden in opening remarks.

“We very much welcome that the cooperation has evolved in leaps and bounds,” he said.

“When our countries stand together we stand stronger and I believe the whole world is safer when we do,” Biden said.

18 (AP): Rescue crews worked Thursday to reach towns and villages in northern Italy that were cut off from highways, electricity and cell phone service following heavy rains and flooding, as farmers warned of “incalculable” losses and authorities began mapping out cleanup and reconstruction plans.

The death toll from rains that pushed two dozen rivers and tributaries over their banks stood at nine, with some people still unaccounted for, said Stefano Bonaccini, president of the hardest hit northern region of Emilia-Romagna.

Local mayors warned that some remote villages were still completely isolated because landslides had made roads impassable and phone service remained severed. That has prevented rescue teams from reaching residents and authorities from understanding the full

scope of their needs, said Mercato Seraceno Mayor Monica Rossi.“If it rains anymore, the situation will be tragic,” Rossi warned on Sky TG24, standing on a road with a chunk missing from a landslide.

By Thursday morning, some parts of the city of Faenza were still underwater, with cars submerged and basements swamped by thick, gooey mud. One family standing on their balcony said they didn’t have electricity, gas or food. Other residents took shelter at a local gymnasium, where soldiers set up cots on the basketball court for new arrivals.

“At some point they told us all to leave the area, and about one hour later we heard a loud boom,” 29-year-old Faenza resident Claudia said Thursday, recalling the moment early Wednesday that the nearby Lamone river burst its banks. “The water just flooded all over.”

SC stays WB order banning the film ‘The Kerala Story’

The Supreme Court on Thursday stayed the West Bengal government’s May 8 order banning the screening of film “The Kerala Story”.

A bench, headed by Chief Justice of India D.Y. Chandrachud and comprising Justices P.S. Narasimha and J.B. Pardiwala said that prima facie, it is of the view that the prohibition by West Beng al is not tenable on the basis of material before the court and “May 8 order shall remain stayed”.

It said that it will watch the film and it would proceed to define the doctrine of what should be allowed and what shouldn’t be in a movie and suggested that the court could lay down elaborate guidelines in the issue when it takes up the matter in July.

During the hearing, the bench, in connection with the ban on the movie in West Bengal, said: “The exercise of power has to be proportional. Suppose, if you have a problem in one district, you do not have to ban the film in the entire state... if you

don’t watch the film don’t watch, they say bombed at the box office...”. Senior advocate A.M. Singhvi, representing West Bengal, said the problem is with the public exhibition of the film, public display of emotion, and asked the bench to see the teaser of the movie, which has been removed. The Chief Justice replied: “Dr. Singhvi, that is exactly the problem. You cannot make the fundamental right to free speech to be dependent on the public display of emotions. Public display of emotions has to be controlled by the authorities... you do not like these scenes, then do not watch the film”.

Singhvi said the state has objection with the public exhibition of the film and the breach of peace it creates in the public space, “we have no objection on watching the film in other formats, including mobile, OTT etc.” Senior advocate Harish Salve, representing the filmmakers, vehemently argued that state governments cannot sit in appeal over the grant of certification to the movie. He said

West Bengal claims that 12-13 people watched the movie and they said it will cause riots and they are using it to justify the ban on the movie. He said some isolated incident happened in Maharashtra, which West Bengal is citing to ban the movie, but the Maharashtra government did not ban the movie and the ban is in the teeth of film’s certification. The Chief Justice said: “You get 13 people to ban the film, unless you are showing cartoons or sports to the people”.

The top court noted that the film has been released everywhere in the country. Singhvi said West Bengal’s demographic is very different and it has to be considered. The Chief Justice said, “You can’t expect the demographic to be the same everywhere...”

Bengal Cinema Regulation Act) cannot be utilised to put a premium on public intolerance, otherwise films would find themselves in a spot. 18 (AP): Manchester City is three games away from making history. And after the stunning rout of Real Madrid in the Champions League semifinals , Pep Guardiola’s march toward a treble of trophies feels unstoppable.

The 27-year-old, who made his international debut earlier this year, admitted to 232 breaches of the rules, which prohibit players or coaches from betting on the results of all matches,

between February 2017 and January 2021, reports Xinhua. The ban means he will not be able to play again until January 16, 2024, and he cannot train with Brentford until September 17 this year.

“His sanctions were subsequently imposed by

an independent regulatory commission following a personal hearing. He is permitted to return to training only with his club for the final four months of his suspension starting from September 17, 2023,” the FA stated.

Kohli, du Plessis show keep RCB in play-off hunt

MAY 18 (PTI): Virat Kohli conjured up a magical hundred to steal the thunder from Heinrich Klaasen’s maiden IPL ton as Royal Challengers Bangalore stayed in contention for a play-off berth with a comprehensive eight-wicket win over Sunrisers Hyderabad here on Thursday.

Klaasen displayed his big-hitting prowess, slamming six sixes and eight fours during his scintillating 51-ball 104-run knock to lift SRH to 186 for five from 28 for 2 in the fifth over.

But Kohli (100) had other plans as he and du Plessis (71) helped RCB chase down the target with their magnificent ball-striking on way to a 172-run opening stand, the highest partnership of the season, as they romped home with four balls to spare.

Following the victory, RCB climbed to the fourth spot due to their better net run rate although they are tied with Mumbai Indians on 14 points. They will, however, have to win their next match to stay in the mix as Chennai Super Kings and Lucknow Super Giants are at 15 points with one match to go.

Kohli was all class as he hit four maximums and 12 fours in his 63-ball knock, while du Plessis cracked seven fours and two sixes in his 47-ball knock as the two dished out a chasing masterclass.

Punjab FC’s Indian Super League promotion confirmed

NEW DELHI, MAY 18 (PTI): I-League champions RoundGlass Punjab FC’s promotion to the top-tier Indian Super League was on Thursday confirmed after the club secured the requisite licensing criteria from the All India Football Federation (AIFF).

The Club Licensing Committee of the AIFF, which met via video conference on Thursday, granted Punjab FC the Premier 1 License which is required to play in the ISL.

Punjab FC emerged champions in the I-League 2022-23 and they will now feature in the ISL 2023-24.

The club came into being after the RoundGlass Sports Pvt Ltd. completed acquisition of the erstwhile Minerva Punjab FC in April 2020 and rebranded it to RoundGlass Punjab FC.

“ICLS Premier 1 licenses were granted to Mumbai City FC, ATK Mohun Bagan FC, FC Goa, Jamshedpur FC, Bengaluru FC, Chennaiyin

FC, Odisha FC, Kerala Blasters FC and Punjab FC,” the AIFF said in a statement.

“Punjab FC, on the basis of being the Hero ILeague champions in the 2022-23 season, have been promoted to the 2023-24 Hero ISL after securing the Premier 1 License,” it added.

The ISL clubs -NorthEast United FC, Hyderabad FC and East Bengal FC -- failed to secure licenses due to multiple ‘A’ criteria failures.

The Indian Club Licensing system is an annual process through which clubs get the mandatory license to participate in the national and AFC club competitions for each season.

Under the latest regulations, ISL clubs are required to apply for ‘ICLS Premier 1’ license, which would grant them participation in all AFC club competitions (subject to qualification on sporting merit) and the ISL.

Marathon legend Kipchoge wins Asturias award for sports

MADRID, MAY 18 ( AP): Kenyan marathon specialist Eliud Kipchoge has won the Princess of Asturias Award for sports for 2023, the Spanish foundation that organizes the prizes said Thursday.

The reigning Wimbledon champion advanced to her first WTA 1000 semifinal on clay after Swiatek retired at 2-6, 7-6(3), 2-2.

Reigning Wimbledon champion Elena Rybakina advanced to the semifinals of the Italian Open after World No.1 Iga Swiatek was forced to retire in the third set with a right thigh injury.

Rybakina advanced to her first WTA 1000 semifinal on clay after Swiatek retired at 2-6, 7-6(3), 2-2. Rybakina will next face Jelena Ostapenko in the semifinals on Friday. The Pole looked in pain after a desperate chase in the second set tiebreak, when her attempt to slide on the heavy clay at the bottom of the court failed and she immediately felt

Swiatek went for a medical time out off court and returned for the start of the decider with a big bandage, looking very cautious in her movements until she decided to stop early in the third set.

Swiatek, whose majestic 14-consecutivematch winning streak in Rome came to an end, took to social media on Friday morning to confirm she suffered a thigh injury and said “the diagnostic is in progress”.

“Hi guys. I’m sure you’re thinking about what happened last night. We’re checking it. During the

second set I got a thigh injury. The diagnostic is in progress. More info in the following days. Will keep you updated,” Swiatek tweeted.

With wins over Swiatek at the Australian Open and Indian Wells earlier this year, Rybakina is now 3-2 against reigning World No.1s in her career. The 23-year-old is into her third WTA 1000 semifinal of the season.

“It’s never good to finish a match like this, especially because I think it was a good match. I hope it’s nothing serious for Iga, hopefully, she can recover soon,” said Rybakina in her on-court interview.

Kipchoge, 38, who took Olympic gold medals in the marathon in 2016 and 2020 and was the world 5,000 meters champion in 2003 “is considered a legend in world athletics and the best marathon runner of all time,” the foundation panel of judges said in the press release.

Kipchoge has won 10 of the world’s major Marathons, including London and Berlin four times each.

He is the current Olympic marathon champion and holds the world record for the discipline, with a time of 2:01:09 set in Berlin last year. That timing lowered by 30 seconds the record he himself had set in 2018.

Kipchoge is the only athlete in history who has run a marathon in less than two hours, although the timing of 1:59:40 set in Vienna in 2019 is not recognized officially as the race was organized so outside aid could be used to help him.

The 50,000-euro

award ($54,000) is one of eight prizes awarded for outstanding work in areas such as the arts, communication, scientific research and literature. They are handed out annually by the foundation. The Olympic Refugee Foundation and the refugee Olympics team won the sports award in 2022. The prizes are among the most important in the Spanish-speaking world. The award ceremony is held each fall in the northern Spanish city of Oviedo.

IOC, IFs to fight against manipulation

GENEVA, MAY 18

(IANS): The International Olympic Committee (IOC) and International Federations (IFs) had a workshop aiming to prevent competition manipulation at Olympic House in Lausanne, Switzerland, the IOC announced.

Nearly 50 representatives from 37 IFs met with IOC officials on Tuesday to discuss topics in three fields, regulation and legislation, awareness-raising and capacity-building, and intelligence and investigations, reports Xinhua.
