‘Humiliated’ Amarinder quits as Punjab CM CHANDIGARH/NEW DELHI, SEP 18 (PTI): Veteran Congress leader Capt. Amarinder Singh on Saturday resigned as chief minister of Punjab with less than five months to go for the Assembly polls after a bruising power struggle with state party chief Navjot Singh Sidhu. The 79-year-old Amarinder Singh, one of the Congress’ powerful regional satraps, put in his papers after speaking to party president Sonia Gandhi and shortly before a crucial meeting of the Congress Legislature Party in Chandigarh in the evening. He later launched a no-holds-barred attack against Navjot Singh Sidhu, describing his bete noire as a “total disaster”. “I have resigned, let them make anyone (next CM) whom they trust,” said Amarinder Singh, who had led the Congress back to power in Punjab with an overwhelming majority in 2017 polls. “I spoke to the Congress president in the morning and I told her

At another media interaction, Amarinder Singh, when asked about his future course of action, said: “As far as my future politics is concerned, there is always an option and I will use that option when time comes.” “I am in the Congress party. I will talk to my supporters and decide future course of politics.” He said he won’t agree and accept Navjot Singh Sidhu as the chief minister. He dubbed Navjot Singh Sidhu as “anti-national, dangerous, unstable, incompetent” and even a security threat to the state and the country. “He is a total disaster. When he was a minister (in outgoing cabinet), he could not even run one ministry, now can he run entire Punjab? I know that man has no capability at all,” Singh said. If Sidhu is made the face of the Congress for the Punjab polls, Amarinder said he will oppose him “tooth and nail”.

Besides Navjot Singh Sidhu, among the names doing the rounds as Amarinder Singh’s replacement included former PCC chiefs Sunil Jakhar and Pratap Bajwa and state ministers Sukhjinder Randhawa, Sukhbinder Singh Sarkaria and Tript Rajinder Bajwa. Punjab always had a Sikh chief minister after the reorganisation of the state in 1966. As per reports, amid the speculations, the emerging face of the Congress party is former Punjab Congress President Sunil Jakhar. The party wants to represent the state with a non-Sikh chief ministerial face to tackle the Aam Aadmi Party that is gaining traction in the state. The name of Ambika Soni was also doing the rounds. Soni had served as the Union Minister in UPAI from 2006-09 and also as general secretary of AICC.

KOHIMA, SEP 18 (NPN): Setting aside all speculations , the PDA constituents (NDPP, BJP and independent legislators) along with NPF on Friday officially resolved to form an all-party government under the name United Democratic Alliance (UDA) and not ‘Nagaland United Government’ as proposed earlier. The decision was made after a day-long meeting at the State Banquet Hall, at chief minister’s residential complex, Kohima during which, the nomenclature of UDA was proposed by NDPP president Chingwang Konyak and unanimously agreed the house. Drawing examples from other countries that witnessed multiple peaks of COVID-19, he expressed concern over high test positivity being reported in certain pockets of the country. He advised the state health administrators to undertake granular analysis of the Covid trajectory, ramp up their health infrastructure, undertake stocking of essential medicines and augment human resources at the earliest to meet any potential surge in cases.

DIMAPUR, SEP 18 (NPN): State chief secretary, J Alam, inspected the ongoing construction of 200-bedded Hospital for acute medical care at Christian Institute of Health Sciences and Research (CIHSR) here Saturday and expressed satisfaction with the progress of work, which got underway in June 2021. According to a DIPR report, the chief secretary gave a brief outline on how (Read more on p-) the project was initiated in

Lauding the team and the implementing agencies for delivering the best, the chief secretary expressed optimism that the project would be completed within a month and would be inaugurated tentatively during the first week of October. remarked that the hospital can be compared with the other hospitals in the cities. He said that CIHSR had a dedicated team led by its director Dr. Sedevi Angami. Covid-19 mortality rate among pregnant women higher than general population: H&FW DIMAPUR, SEP 18 (NPN): State Health & Family Welfare (H&FW) department has expressed serious concern that the Covid-19 mortality rate among pregnant women was found to be much higher than the general population. “Mor tality rate of 10.3% among pregnant women as against 2% among general population calls for adequate preventive measures,” the department said in its weekly bulletin released on Saturday. It said that nine COVID-19 deaths
were reported among pregnant women and none of them had been vaccinated. “Vaccination for pregnant women is highly advised and to follow all Covid-19 appropriate behaviour to avoid infection,” H&FW stated. A new study by the ICMR has stated that coronavirus can infect a higher proportion of pregnant women who can have moderate to severe infection and the affected women will require immediate medical attention.

The most complications observed among pregnant women were preterm delivery and hypertensive disorders in pregnancy. Upward trend in Covid deaths: Nagaland has witnessed an upward trend
in Covid deaths with 18 deaths recorded during September 11-17, the highest since August 7 last. H&GW said that 16 deaths were reported from Dimapur alone. Though the state recorded a decline in positive
cases, the department once again pointed out that the high fatality rate was due to low vaccination coverage and large number of undetected cases in the population. Fully vaccinated individuals in the State constituted only 9% of all positive cases since March 2021, it said, adding that Meghalaya, Nagaland and Manipur were the least vaccinated states in the North East. The three states also have the highest Covid-19 mortality rate. “Reduction of deaths in
the subsequent waves will mostly depend on the vaccination coverage,” it added. WSPR at below 5%: For the fifth week, the state’s weekly sample positivity rate (WSPR) remained below 5%. The current weekly sample positivity of 1.9 % was the same as the national weekly positivity rate, the department. Meanwhile, the department said that the number of reported cases could be much lesser than the actual cases due to hesitancy in testing, reporting of self-
tests/COVISELF and false negative cases from rapid antigen tests. 60 fresh cases, 1 death: Nagaland on Saturday recorded 60 fresh cases while one more patient succumbed to the infection. Of the fresh cases, 21 were from Tuensang, Dimapur-20, Kohima-12, five in Phek, one each in Mokokchung and Peren, taking the total caseload to 30840. Staff Reporter DIMAPUR, SEP 18 (NPN): National Ser vice Scheme (NSS) conducted a three-day training programme on “leadership and personality development through life skills”, here, at St. Joseph University, Sovima from September 16- 18. Addressing the media at the university campus, regional director, NSS, North East region, Dipak Kumar informed that the t h r e e - d ay p r o g r a m m e was conducted for NSS volunteers to understand the 10 life skills recommended by WHO.
The 10 life skills include problem solving, decision making, creative thinking, critical thinking, self-awareness, empathy, interpersonal relationship, g o o d c o m mu n i c a t i o n , management of stress, and management of emotions. He also stressed on how life skills help volunteers in developing leadership quality and personality. “The main aim of NSS is development of personality through community service”, he said. With regard to the 14 selected volunteers from the state for the prerepublic parade camp, Dipak Kumar said that the
parade would be conducted at Central Institute of Technolog y Kokrajhar (CIT) Assam from October 23 to November 1 to select final NSS volunteers to participate in the Republic day parade. He added that selected volunteers would attend a one-month camp at Delhi, and would also have the opportunity to meet president, vice president and prime minister of India. One camp would also include intellectual and cultural exchange sessions. M e a n w h i l e, s t a t e NSS officer, NSS cell Nagaland, Zeneikho-o Pfukha informed that the
leadership and personality development through life skills conducted in Dimapur was the second batch conducted by NSS cell Nagaland, the first batch conducted at St. Joseph College, Jakhama, from September 9 to 11. He informed that the second batch volunteers included volunteers from Dimapur, Mon, Peren and Longleng. M e a n w h i l e, w i t h regard to the training programme, he said that the volunteers were trained on personality development, youth health awareness, life skills, inter personal r e l a t i o n a n d e f f e c t ive communication, creative a n d c r i t i c a l t h i n k i n g, problem solving and decision making and coping with stress and emotions. The resource persons were comprised of representatives from health d e p a r t m e n t , p hy s i c a l instructors and consulters. The second batch included volunteers from 19 institutions of Dimapur, Peren, Jalukie, Mon and Longleng. It may be mentioned that out of the 14 selected volunteers, three were from Kohima, two from Z u n h e b o t o, o n e f r o m Pfutsero, two from Peren and seven from Dimapur.

She said similar policies were introduced in other North Eastern states but their respective High Courts had intervened and ruled that such draconian policies of making Covid-19 vaccination mandatory as unconstitutional.
Neiteo added that in a democratic country like India, policy makers had constitutional obligations to protects and enforce the rights of people and not take it away. Other speakers at the demonstration included Nagamese Baptist Church, High School, pastor Khi Peter on the topic “covid from Biblical aspect” and evangelist Dieze Iralu on the topic “covid and the economic and adverse side effects”. COVID-19 state level monitoring team visits Mon; meets DTF, CSOs DIMAPUR: Representatives from the state level monitoring team, commissioner & secretary, higher & technical education, W. Honje Konyak and deputy director, NSACS, Dr. Nukshisangla Jamir held a meeting with District Task Force (DTF) for COVID-19, Mon and civil society organisations (CSOs) in the conference room of the DC on September 17. On August 21 last, the 19 Opposition parties announced that they will organize joint protests and demonstrations across the country from September 20 to 30 against the incumbent BJP-led NDA government at the Centre. SHILLONG, SEP 18: In a surprise reshuffle of portfolios, Meghalaya chief minister Conrad K Sangma took away power portfolio from his elder brother, James Sangma and allotted to deputy chief minister, Prestone Tynsong. However in exchange, the health and family welfare department, and food and civil supplies department held by Tynsong were given to James. Apart the portfolio allocated, James was also looking after Forests and Environment, Information and Public Relations, Law, Taxation, Registration and Stamps departments. Tynsong will now handle the Power portfolio, besides Housing, PWD (Roads) and parliamentary affairs. The chief minister relieved the Power portfolio from James after alleged irregularities in the functioning of the Meghalaya Energy Corporation Limited (MeECL) including implementation of Saubhagya Scheme and Smart Meters. Further, Conrad allotted plump portfolios to two ministers, Sniawbhalang Dhar and his nephew Dasakhiatbha Lamare. Dhar now got three more new portfolios- Tourism, General Administration Department and Fisheries, apart from Urban Affairs, Municipal Administration, and Commerce and Industries departments. Dhar’s nephew Lamare, who earlier held the GAD and Fisheries department, will now look after Transport department which was held by Dhar earlier, besides the PWD (Buildings).

Four arrested for floating new ultra outfit in M’laya

S H I L LO N G, S E P 1 8 : Meghalaya police have arrested four persons, including social activist Joannes Lamare for trying to float a new militant outfit with the help of the Isak-Muivah faction of the National Socialist Council of Nagalim (NSCN-IM), police said on Saturday. Police said the other three arrested persons are identified as Vicky Mawnai, Everpearl Mawsor and Aloysius Syiemlieh. “Lamare (35) was arrested along with 3 others for subversive activities by asking for help from the NSCN (I-M) for forming a new militant group,” Sylvester Nongtnger, the district police chief of East Khasi Hills, said. The four persons were intercepted by the police in the wee hours of Saturday at Umiam view point while returning from the NSCN (I-M)’s Hebron Camp in Dimapur. “We are yet to interrogate them as they have been sent for COVID-19 test,” Nongtnger said. Meanwhile, police have registered a case in Mawlai PS under Section 120B/121/121A/34 of the IPC against the four arrested persons.

Singh said that his government was working for the welfare of the people with transparency, sincerity, and honesty. The chief minister was addressing at the launching of a programme for distribution of benefits under Economic Development Programme (EDP) and Pradhan Mantri Jan Vikas Karyakram (PMJVK) held in Imphal’s City Convention Center today. He said that the state government has successfully implemented ‘Go to Hills’ and ‘Go to Village’ missions with an objective to bring governance at people’s doorsteps. He said that there has been a lot of infrastructural development in the last four and half years with the support of the people. The chief minister stressed that the government was trying its best to improve the rural economy of the state.

State works minister Th Biswajit Singh said that the government has implemented different welfare schemes, initiated various capacity and skill development programmes in the state. To overcome the unemployment problem in the state, the government has implemented StartUp scheme and provided subsidized soft loans to entrepreneurs, he added.
He maintained that to fulfill and achieve the Prime Minister’s vision of Atmanirbhar Bharat, the state government was making all its efforts to make a self-reliant state. On the occasion, the chief minister and his cabinet colleagues distributed poultry chicks to 1418 beneficiaries amounting to Rs 1.13 crore, knapsack sprayers to 2544 beneficiaries amounting to Rs 1.25 crore, carpentry items to 135 beneficiaries amounting to Rs 1.37 crore, fish fingerlings to 2803 beneficiaries amounting to Rs 2.8 crore and bicycles to 1277 minority girl students amounting to Rs 57 lakhs.

Boasting about the quality of roads in the state, Khandu took to social media to show multiple supercars speeding away in the rain on the highway surrounded by rocky mountains as John Denver’s famous song ‘Rocky Mountain High’ plays in the background. The video has left many impressed online. “With these beauties rolling on the Damroh-Mariyang highway, the view becomes much more amazing and splendid,” Khandu wrote. “We are proud to say, Arunachal is able to offer itself as one of the best driving destinations for the Supercars,” he said on Facebook.

Ramana called for Indianisation of legal system in the country on Saturday. “Very often our justice delivery poses multiple barriers for the common people. The working and the style of courts do not sit well with the complexities of India. Our system, practices, rules being colonial in origin may not be best suited to the needs of the Indian population,” he said at a function held in Vidhana Soudha in Bengaluru organised by the Karnataka State Bar Council to pay tributes to Late Justice Mohana M. Shantanagaudar. “The need of the hour is the Indianisation of our legal system. When I say Indianisation, I mean the need to adapt to the practical realities of our society and localise our justice de-

livery systems. For example, parties from a rural place fighting a family dispute are usually made to feel out of place in the court,” he observed. They do not understand the arguments or pleadings which are mostly in English, a language alien to them. These days judgments have become lengthy, which further complicates the position of litigants, he

For the parties to understand the implications of a judgment, they are forced to spend more money, he underlined. “Courts need to be litigant centric, as they are the ultimate beneficiaries. The simplification of justice delivery should be our pressing concern. It is crucial to make justice delivery more transparent, accessible and effective,” he noted. Procedural barriers often undermine access to justice. The common man should not be apprehensive about approaching the courts and authorities. While approaching the Court, he should not feel scared of the Judges and Courts. He should be able to speak the truth, he said. It is the duty of the lawyers and the judges to create an environment that is comforting for the litigants and other stakehold-
ers. We must not forget that the focal point of any justice delivery system is “the litigant is the justice seeker”, he explained. In this light, usage of alternate dispute mechanisms such as mediation and conciliation would go a long way in reducing the friction between parties and would save resources. This also reduces the pendency and requirement for having lengthy arguments with lengthy judgments. As Justice Warren Burger, the former Chief Justice of the United States stated, I quote- “The notion that ordinary people want blackrobed judges, well-dressed lawyers in fine courtrooms as settings to resolve their disputes is incorrect. People with problems, like people with pains, want relief and they want it as quickly and inexpensively as possible,” he noted.

NEW DELHI, SEP 18 (PTI): The CBDT on Saturday alleged that actor Sonu Sood and his associates evaded tax of Rs 20 crore and claimed that after the Income Tax Department raided him and a linked Lucknow-based infrastructure group, it was found that he routed his “unaccounted income in the form of bogus unsecured loans from many bogus entities”. It also accused Sood of violating the Foreign Contribution Regulation Act (FCRA) while raising donations from abroad. The department had launched searches against the 48-year-old actor and
the Lucknow-based group of industries involved in the infrastructure sector on September 15 and the CBDT said the action was continuing. “During the course of search at the premises of the actor and his associates,

Will protest till farm laws are withdrawn: Rakesh Tikait SHAHJAHANPUR (UP), SEP 18 (PTI): Bharatiya Kisan Union (BKU) leader Rakesh Tikait on Saturday said the farmers will continue to protest at Delhi’s borders till the three controversial agriculture laws are withdrawn. He alleged a nexus between the central government and corporates to “rob” the farmers of their hard-earned produce. Till the black laws are not withdrawn, the farmers will remain on the borders of Delhi, Tikait, who is the national spokesperson of the BKU, said, adding the farmers were now aware of their rights. Tikait and other farmer leaders had come to Bunda tehsil here on the occasion of the 38th death anniversary of Sant Sukhdev Singh to pay homage to him. National president of BKU (Chanuni faction) Gurnam Singh Chanuni termed the farmers’ movement as a “dharam yudh” being fought to safeguard the rights of the peasants. NEW DELHI, SEP 18 (IANS): With the Centre planning to procure 25 crore of vaccine doses per month, a top government source said that by the end of September, the Centre can procure 1 crore doses of Zydus DNA Covid vaccine. The source said, “India will procure about 20 crore doses of Covishield and 3.5 crore doses of Covaxin this month, and the target is to procure more than 25 crore doses per month.” According to the source, as
many as 100 crore vaccinations are expected by the first week of October. Stating that there is no shortage of vaccines in the country, the source said that the Centre is capable of supplying as many vaccine doses the states need, in real time without any delay. The source said that the Serum Institute of India will give 20 crore doses of Covisheild this month. Last month, the SII supplied 19 crore doses of Covishield. The source also said that the poll-bound states are on top priority list to administer the first dose of the vaccine. India on Friday set a new world record of administering the highsest number of vaccine doses in a single day. Accordingly, India achieved the milestone of admimistering over 2.5 crore vaccine doses under the ‘Vaccine Seva’ campaign to mark the 71st birthday of Prime Minister Narendra Modi.
Centre asks states to analyse Covid situation NEW DELHI, SEP 18 (PTI): States and Union Territories should undertake in-depth analysis of the COVID-19 situation and strengthen health infrastructure, stock essential medicines and augment human resources, Cabinet Secretary Rajiv Gauba said on Saturday, stressing that there is no room for any complacency. Gauba chaired a highlevel meeting to review and discuss the Covid management and response strategy through video conference on Saturday. In the meeting, Gauba told the states that there is no room for complacency and stressed the need to strictly enforce Covid-appropriate behaviour (CAB). Drawing examples from other countries that witnessed multiple peaks of COVID-19, he expressed concern over high test positivity being reported in certain pockets of the country. He advised the state health administrators to undertake granular analysis of the Covid trajectory, ramp up their health infrastructure, undertake stocking

Bhushan brought to the notice of the states/UTs that 70 districts in 15 states are a cause of concern as 34 of these districts have positivity exceeding 10 per cent and in 36 districts, the positivity is in the range of 5-10 per cent. In view of the forthcoming festival season, the Health ministry said the states were directed to ensure all necessary precautions and effective enforcement for avoidance of mass gathering and congested closed spaces. Existing guidelines regarding malls, local markets, and places of worship are to be strictly followed. States were urged to undertake effective IEC for promotion of Covid-appropriate
behaviour and Covid safe festivities. They were advised to closely monitor the case trajectories in all the districts on a daily basis to identify early warning signals and ensure imposition of restrictions and adherence to CAB. The five-fold Covid containment strategy (Test, Treat, Track, Vaccinate, CAB adherence), enhanced testing as an aid to early identification, augmentation of health infrastructure to prepare for future (prioritizing rural areas and paediatric cases), contact tracing, surveillance and containment measures and stringent action in clusters reporting higher cases, among others were also re-emphasised, the statement said. fter the one-day protest closure of all shops across Nagaland on September 16 in response to the demand of the Chambers of CommerceNagaland Chamber of Commerce and Industry (CNCCI) and earlier the Dimapur Chamber of Commerce and Industry (DCCI) to stop rampant and unabated collections in Dimapur and collections of multiple taxes by state agencies; the state government had offered to deal with these demands. It may be mentioned that all these illegal activities are being carried out in the name of at least ten Naga political groups, half a dozen state government agencies, Dimapur municipal council and myriad other social and voluntary organizations. These collections either authorized or unauthorized have caused serious damage to the business environment by subjecting entrepreneurs, traders etc to fear and uncertainty. All these organizations and agencies impose their right to tax and collect money right from the time trucks pass through check gates carrying all kinds of items. First the trucks are allowed to cross only if they have paid road tax to parallel authorities at the amount decided on the number of tyres. Again, taxes are imposed item-wise on trucks. Later the owners of godowns pay tax for storage of the goods. Then the shops selling these items are again subjected to retail tax. Government agencies are as notorious for collection of unauthorized taxes on items for which GST has been paid. Unhealthy animals are also passed at the check gates after paying fines. These are again taxed while being sold in the markets. The government offered to increase deployment of police personnel to check extortions. CNCCI has however said the issue is not restricted to Dimapur but also widespread throughout Nagaland. The belief that mere deployment of police will solve the problem is not based on facts. If that were so, then it would be attributed to good governance. According to most traders and entrepreneurs, such collection will end once there is solution of the Naga political issue. This appears to imply, that the unsolved political issue is the major cause for rampant illegal collections. However, it would be too simplistic to suggest that political solution will end the problem. According to volunteers who had launched a week-long vigil against gate collections in 2019, different groups of police personnel were collecting money to be shared with their respective officers. On stopping multiple tax collections by Dimapur Municipal Council(DMC) and other agencies, there are still various methods or mean by which money can be squeezed from. Perhaps like Hydra, those involved are graduating to market syndicates under various names and will allow only those paying them ‘tax’ to do business. Earlier, according to ACAUT, several syndicates have been set up for various trade activities. After GST and online banking, business firms cannot make extra profit unlike in the past. Toll tax, entry tax or road tax etc should be banned and civic bodies should be discouraged from collecting money under whatever pretexts. Many states have done away with such activities which only promote criminal elements from forming collection syndicates. This problem can be solved once and for all if any form of collections is banned and effectively imposed. All the government’s economic visions and documents will remain on paper only and come to naught, if trade and commerce is remote-controlled by outside market forces.

The temptations of Jesus had no appeal to us as unbelievers because they were not at home in our human nature. Our Lord’s temptations and ours are in different realms until we are born again and become His brothers. The temptations of Jesus are not those of a mere man, but the temptations of God as Man. Through regeneration, the Son of God is formed in us (see Galatians 4:19), and in our physical life He has the same setting that He had on earth. Satan does not tempt us just to make us do wrong things— he tempts us to make us lose what God has put into us through regeneration, namely, the possibility of being of value to God. He does not come to us on the premise of tempting us to sin, but on the premise of shifting our point of view, and only the Spirit of God can detect this as a temptation of the devil. Temptation means a test of the possessions held within the inner, spiritual part of our being by a power outside us and foreign to us. This makes the temptation of our Lord explainable. After Jesus’ baptism, having accepted His mission of being the One “who takes away the sin of the world” (John 1:29) He “was led up by the Spirit into the wilderness” (Matthew 4:1) and into the testing devices of the devil. Yet He did not become weary or exhausted. He went through the temptation “without sin,” and He retained all the possessions of His spiritual nature completely intact.

Epson global survey reveals startling climate reality deficit 73.4% of Indians are still optimistic we will avoid a climate crisis in our Lifetime

Epson’s research discovers a potentially damaging gap between climate reality and people’s understanding of its catastrophic effects. T h e s u r ve y c a p t u r e s global experiences and perceptions of climate change from 15,264 consumers across Asia, Europe, North America and South America, including 1,207 consumers in India. Timed to help frame discussions at COP 26, the goal of the Epson Climate Reality Barometer is to raise greater public awareness of climate change impacts, influence transformative business decisions, and better inform policy makers. Reality deficit: Optimism vs evidence When questioned about their views on

humanity’s ability to avert a climate crisis within their lifetimes, almost three in four (73.4%) of people surveyed in India as part of the Epson Climate Reality Barometer, state they are “very” or “somewhat” optimistic, while just one in 10 (11.4%) claim to be very or somewhat pessimistic. This significantly outweighs the global trend, with close to half of the respondents worldwide (46%) stating that they are optimistic and 27% expressing pessimism in this regard. Results show a worrying climate reality deficit between participants perception of, the scale and immediacy of the climate emergency on one hand and the actions to tackle the same on the other. In India 4.1% of respondents do not believe that there is a climate emergency at all. The US tops the list of climate deniers at 11%. Optimism in India is driven most by the opportunity to use science and technology to solve problems (31.9%), the factthat people are not aware of climate change dangers (26.4%) and the ability to move away from fossil fuels like coal to renewable sources like wind energ y (21.4%). On the other hand, those who are pessimistic are driven mostly by a belief that people are not aware of climate change dangers (32.6%), a lack of
government action (30.4%) - with 17.4% believing we are not switching to renewable energy sources link wind energ y fast enough. Epson’s Climate Reality B a r o m e t e r ’s f i n d i n g s suggest a damaging triumph of optimism over evidence, with potentially devastating consequences. Reality check: Understanding vs. action The Barometer suggests that optimism may be the result of a failure to recognise climate change and, t h e r e f o r e, i t s s c a l e. Around three quarters of respondents in India see the link between climate change and rising global temperatures (81.6%), extreme weather (78.5%) a n d d e c l i n i n g wa t e r supplies (75.6%). In contrast, awareness falls to just over half for other important events such as famine (58.4%), thawing permafrost (54.1%) and insect outbreaks (59.8%). Many in India, however, still believe action should come
from elsewhere: a quarter (25.8%) believe governments are “most responsible for tackling the climate emergency”, and 26.9% say businessesare the “most responsible” for tackling climate. The findings also suggest a lack of consistency between individual intention and action. While 66.2% of Indians are already r e d u c i n g p l a s t i c u s e, worryingly 8.8% of people say they have no intention of doing so, or don’t know how to. Similarly, 42.6% of Indians claim that they are boycotting unsustainable brands but 16.7% of those surveyed say they don’t intend to or aren’t sure how to go about this. And while 65.1% of Indians claim that they are walking or cycling more often, 8.9% still say they don’t intend to change their travel habits. There is evidence, however, that the idea of personal and collective responsibility is gaining currency. Encouragingly, 21% of respondents see that they are personally “most responsible”, while (21.5%) believe that we are all responsible — with action incumbent on governments, businesses, and individuals alike. Business reality — the time to act is now The Climate Reality Barometer suggests that for many, climate crisis remains something that happens to someone else.
As the sur vey reveals that globally only 14% of respondents recognise big businesses as most responsible for tackling the climate emergency, and just 3% small companies (fewer than the 5% of climate change deniers), it also suggests that now is the time for companies of all sizes to play a bigger role. Companies can empower other businesses and consumers with sustainability supporting innovations. At Epson, this has seen the development of, for example: initiatives to reduce customer impact through the use of highly energy efficient Heat-Free printing technology; and R&D into environmental technologies such as naturally derived (nonplastic) materials. The Union government has scaled down the armed security cover of central paramilitary commandos given to Babul Supriyo who left the BJP and joined the Trinamool Congress on Saturday, official sources said. The cover has been reduced from the secondhighest level of Z category to Y category, after an order was issued by the Union home ministry on Friday. The security cover given to VVIPs and highrisk personalities under the central scheme, ranges from the highest Z+ followed by Z, Y+, Y and X categories. On the scaling down of Supriyo’s security category, the sources said that a recommendation in this context was made by central security and intelligence agencies. Supriyo (50), dropped as minister from the Narendra Modi cabinet in July, is being guarded by an armed contingent of the Central Reserve Police Force (CRPF). NEW DELHI, SEP 18 (PTI): About 1,714 cases of human trafficking were registered by the government’s anti-human trafficking units in 2020 with sexual exploitation for prostitution, forced labour and domestic servitude being the top reasons behind it, according to the NCRB data. The data also showed that the case conviction rate of human trafficking was 10.6 per cent. Among states, Maharashtra and Telangana recorded the highest number of such cases at 184 each, followed by Andhra Pradesh at 171, Kerala at 166, Jharkhand at 140 and Rajasthan at 128. The conviction for cases of human trafficking was recorded at 0 in seven states, while the highest conviction rate of such cases was reported from Tamil Nadu at 66 per cent followed by Delhi at 40 per cent. The NCRB, in its report, said it started collecting data on human trafficking cases from these Anti-Human Trafficking Units (AHTU) across the country since As per data provided by states/UTs, 1,714 cases of human trafficking have been registered by AHTUs during 2020.

The maximum trafficking cases were registered for sexual exploitation for prostitution at 1,466 followed by forced labour at 1,452 and domestic servitude at 846. The data on cases recorded of human trafficking have been provided by anti-human trafficking units through their State Crime Records Bureau and this data represents only those cases which have been registered by respective AHTUs. As per the data provided by States/UTs, so far, 696 AHTUs are functional and 20 states/ UTs have achieved their target of setting up AHTUs in all districts. NEW DELHI, SEP 18 (PTI): Businesses that default on filing summary return and paying monthly GST will not be able to file GSTR-1 sales return of the succeeding month from January 1 next year. The GST Council in its Lucknow meeting on September 17 has decided to take a host of measures to streamline compliance, including mandatory Aadhaar authentication for businesses to file refund claims. These moves would help prevent revenue leakage due to evasion of Goods and Services Tax (GST), which was launched on July 1, 2017. The Council decided to amend Rule 59(6) of the
Central GST Rules with effect from January 1, 2022, to provide that a registered person shall not be allowed to furnish Form GSTR-1, if he has not furnished the return in Form GSTR-3B for the preceding month. Currently, the law restricts filing of return for outward supplies or GSTR-1 in case a business fails to file GSTR-3B of preceding two months. While businesses file GSTR-1 of a particular month by the 11th day of the subsequent month, GSTR3B, through which businesses pay taxes, is filed in a staggered manner between 20th-24th day of the succeeding month. The Council has also made Aadhaar
authentication of GST registration mandatory for being eligible for filing refund claim and application for revocation of cancellation of registration. The Central Board of Indirect Taxes and Customs (CBIC) had notified Aadhaar authentication for GST registration with effect from August 21, 2020. The notification also provided that in case businesses do not provide Aadhaar number, then GST registration would be granted only after physical verification of the place of business. The Council has now decided businesses will now have to link their GST registration with biometric Aadhaar for claiming tax refunds as also applying for revocation of cancellation of registration. The Council, comprising central and state finance ministers, in its 45th meeting also decided that GST refunds will be disbursed in the bank account, which is linked with same PAN on which registration has been obtained under GST.

Accordingly, the capacity is being raised from 72.5 per cent, which was set on August 12, 2021. Domestic airlines were allowed to operate at over 80 per cent of per-Covid capacity in December, 2020. It was later reduced due to the second Covid wave. Last month, the Centre had allowed domestic airlines to deploy up to 72.5 per cent of their flight capacity, up from 65 per cent.

WASHINGTON, SEP 18 (PTI): The US military has admitted that a deadly drone strike days before its pullout from Afghanistan was a “tragic mistake” as it did not kill the ISIS-K planners bent on attacking the Kabul international airport, and instead killed 10 innocent civilians, including an aid worker and seven children. Briefing reporters on the results of the investigation of the August 29 drone strike in Kabul, General Kenneth Frank McKenzie, the commander of the US Central Command, also said it was “unlikely that the vehicle and those who died in the attack were associated with Islamic State-Khorasan or were a direct threat to US forces”. The strike by a Hellfire missile in Kabul on August 29, which was launched in an effort to kill ISIS-K planners, instead killed 10 civilians, he said. “Our investigation now concludes that the strike was a tragic mistake,” he admitted. The Pentagon had maintained that at least one ISIS-K facilitator and
three civilians were killed in what Chairman of the Joint Chiefs Gen. Mark Milley had previously called a “righteous strike” on the compound in Kabul last month. However, the strike must be considered in the context of the on-ground situation at the Hamid Karzai International Airport following the ISIS-K attack that killed 13 US soldiers and more than 100 Afghan civilians. Also, a substantial body of intelligence had indicated the imminence of another attack, McKenzie said. He said that having thoroughly reviewed the findings of the probe and supporting analysis, he is convinced that as many as 10 civilians, including up to seven children, were tragically killed in that drone strike. “It was a mistake, and I offer my sincere apology. As the combatant commander, I am fully responsible for this strike and this tragic outcome,” he told reporters. US Defense Secretary Lloyd Austin also apologised for the errant strike.

ROME, SEP 18 (AP): Pope Francis urged European bishops on Saturday to listen to survivors of clergy sexual abuse and consider them partners in reform, warning that their failure to do so risks the very future of the Catholic Church. Francis issued a videomessage to Central and Eastern European bishops who are gathering in Poland starting on Sunday for a four-day child protection conference organised by the bishops’ conference and the Vatican’s child protection advisory commission.

Why kids need daylight to thrive and learn: The benefits of bright light D o kids need daylight? Studies confirm that kids benefit when they are exposed to outdoor levels of illumination — levels that far exceed the lighting of a typical classroom. Bright light boosts mood and concentration. It may help prevent disease, circadian rhythm disorders, and near-sightedness. And new research suggests that bright light has a crucial impact on the brain: It may foster the formation of new synapses, and enhance our ability to learn. Let’s start with a basic observation. It’s very bright outside, even when you compare a brightly lit classroom to a relatively dark, overcast day outdoors. Measured in units called
“lux,” a typical, cloudless day may exceed 100,000 lux. A cloudy day may still be as bright as 10,000 to 40,000 lux, and even a rather gloomy, overcast day in Seattle is likely to reach 1,000 lux. By contrast, the lighting we encounter indoors is much dimmer,
ranging from about 50 lux (watching TV in the living room) to 500 lux (a brightly lit classroom). So we encounter radically different lighting conditions when we spend our lives indoors, and that’s worrying. The bright light levels found outside aren’t just
beneficial to photosynthesizing plants. They are also crucial for human beings. And this is true for children as well as adults. Consider these benefits. Bright light improves mood You’ve probably noticed that bright light has a cheering effect. It improves mood and studies show that bright light therapy is an effective treatment for depression. Daily exposure to very bright light (e.g., 15,000 lux or higher) might protect kids from developing nearsightedness. As I note opens in a new window elsewhere, research has found that outdoor play lowers a child’s risk of developing near sightedness. Researchers
haven’t yet pinned down the reason, but experimental studies point to the effects of light. Animals raised under controlled lighting conditions are less likely to develop nearsightedness if they are exposed to daytime light levels exceeding 15,000 lux. Sunlight helps children produce adequate levels of vitamin D, and vitamin D sufficiency protects kids from a variety of undesirable health outcomes Kids with low vitamin D levels are at increased risk for poor bone health, cardiovascular disease, and reduced muscle function. There is also evidence that low vitamin D status could be a trigger for early puberty in girls. And vita-
min D deficiency has been linked with inferior mental planning skills. Sunlight appears to protect children from developing multiple sclerosis (MS) later in life Numerous studies have reported this link. Lots of sunlight exposure during childhood reduces an individual’s risk of MS, and this appears to be true regardless of an individual’s vitamin D status. The sunlight itself seems to be helpful. Morning sunlight exposure can help prevent delayed bedtimes (and sleeprelated behavior problems). Staying up late might not matter if you also wake up late. But when children have to wake up early for school, delayed bedtimes
can take a toll. Studies suggest that delayed bedtimes — without opportunities for catch-up sleep — are linked with poor school performance and behavior problems. But why don’t kids go to sleep on time? For many kids, part of the problem is lighting: They get too little sunlight during the day, and too much artificial lighting at night. As a result, their “inner clocks” get out of sync with the natural, 24-hour day. Their circadian rhythms are out of whack. And what about mental performance? Does bright daylight make kids smarter? We’ve already noted that vitamin D levels have been linked with mental
planning skills, and late bedtimes can contribute to attention problems. So exposure to bright light might boost mental performance by these indirect routes. We’ve also seen that bright light enhances mood, which could be an important motivator at school. In a study of more than two hundred 10-yearolds, researchers found that kids preferred classrooms that were very brightly lit (1,300 to 4,400 lux) to classrooms that were lit at much lower, more traditional levels (250-740 lux). But it’s likely that bright light has additional benefits. For example, there is evidence that children read more fluently in classrooms that are very brightly-lit. (Parenting Science)

Sure, civilians have flown to the International Space Station before, but it typically required a personal fortune, a little influence and months or even years of training. The idea of plucking people from
obscurity, Wonka-style, and sending them into orbit has been the stuff of science fiction. Until now. As I write this, physician’s assistant Hayley Arceneaux and data engineer Chris Sembroski, both of whom had zero reason as of a year ago to expect they’d ever visit space, are whipping around this planet roughly every 90 minutes. They’re joined by billionaire entrepreneur Jared Isaacman and geologist Sian Proctor, who both have experience as
pilots but no spaceflight experience. The quartet makes up the entirety of the crew of the Inspiration4 mission, now in low Earth orbit. There is no professional astronaut chaperone from NASA on board, just four space novices cr uising above Earth, performing research and making history. The mission is also billed as a fundraiser for St. Jude’s Children’s Research Hospital, where Arceneaux was a patient as a child and now works
as a medical professional. This is all bankrolled by Isaacman and possible thanks to SpaceX and its autonomous Crew Dragon spacecraft, the first new crewed spaceship (outside of China) that we’ve seen since the space shuttle made its debut decades ago. For space fanatics, this is a big deal, but several billion other humans can be forgiven for wondering why it matters that yet another wealthy person has financed a trip to space and invited a few randos to ride along. Inspiration for who? First, it’s important to remember that new methods of transport have typically gone through the same process -- trains and planes were elite experiences at the start and went on to revolutionize our lives. IPL 2021: RCB unveil blue jersey to pay tribute to frontline workers
NEW DELHI, SEP 18 (IANS): Royal Challengers Bangalore (RCB) on Saturday unveiled blue jersey to pay tribute to frontline workers who are working day in and out for fighting against the COVID-19 virus. This will be the franchise’s second special jersey in the IPL after the green jersey worn as part of the ‘Go Green’ movement. The blue jersey will be auctioned after the first match of the second half of IPL 2021 against the Kolkata Knight Riders (KKR) in Abu Dhabi. The revenue generated will be used for vaccination drives throughout India. The blue jersey was unveiled by captain Virat Kohli and chairman Prathmesh Mishra. “This is a different kind of a blue colour I’ll be sporting. It gives a message and it will be a milestone for RCB,” said Kohli while unveiling the jersey. The blue jersey will feature messages on the back to spread awareness in the battle against COVID-19. After the match against KRR ends, the jerseys will be signed and auctioned to raise funds for deployment of vaccines in India.

With the tenures of Ravi Shastri, bowling coach Bharat Arun and fielding coach R Sridhar coming to an end after the World T20 starting next month, the BCCI is set to approach Anil Kumble to take on the role of head coach once again, The Indian Express has learnt. Kumble, the former captain and legendary legspinner, was head coach of the team before he decided to step down in 2017 after reports emerged of serious differences with Kohli. On Thursday, a week after the BCCI named former skipper MS Dhoni as a mentor for the World T20 in UAE, Kohli announced that he would step down as India’s T20 captain, paving the way for the captaincy to be split across formats. Four years ago, soon after Kumble’s exit, Kohli had prevailed upon the BCCI, governed then by a committee led by former CAG Vinod Rai, to get Shastri as the replacement. But now, with a new regime at the helm after the implementation of a Supreme Court-mandated panel’s recommendations, it is learnt that ways to bring Kumble back are being explored. the BCCI is convinced that the team requires a new coach. In its press release Thursday after Kohli’s decision, BCCI secretary Jay Shah had stated that the board has a clear roadmap for Team India. It is believed that BCCI president Sourav Ganguly had wanted Kumble to continue in 2017, despite Kohli’s reservations, when he was a member of the BCCI’s Cricket Improvement Committee (CIC). With Kumble as coach — he was appointed in June 2016 — India reached the final of the 2017 ICC Champions Trophy, which they lost to Pakistan. He is currently in the UAE as head coach and director of cricket operations for the IPL franchise Punjab Kings. Before deciding to approach Kumble, the BCCI is learnt to have
contacted former Sri Lanka captain and current Mumbai Indians coach Mahela Jayawardene with the offer. However, Jayawardene, who has guided Mumbai Indians to multiple IPL titles, is said to be interested in coaching the Sri Lankan team, and the IPL franchise. An India coach cannot take up any other cricketing assignment as the new BCCI constitution doesn’t allow any individual to hold two posts at the same time. If Kumble agrees to come on board, he will also have to give up his IPL assignments — he is also the head of the International Cricket Council’s cricket committee. When Kumble was first appointed head coach in 2016, his combination with Kohli was expected to cover all bases for Indian cricket.

It is also said that England’s tour of the West Indies early next year could be seen as a more likely time for his return to international cricket. Stokes withdrew ahead of the start of England’s Test series against India in August and September for managing his mental well-being and recovery from a finger injury. Stokes wasn’t picked in the England squad for the upcoming men’s T20 World Cup in the UAE. NEW DELHI, SEP 18 (IANS): Former India cricketer Kapil Dev has said that Virat Kohli should have spoken to the Board of Control for Cricket in India (BCCI) and the selectors before taking the decision to step down as the T20 skipper after the ICC T20I World Cup, scheduled in the UAE and Oman later this year. Kohli has taken the decision to manage his workload, which has been quite high in the last 5-6 years as he has led India in all three formats. Though he has been playing in all three formats for “last 8-9 years”, Kohli will continue to do so and said he will continue to contribute as a batsman in T20s. The 1983 World Cupwinning captain, Kapil Dev, told ABP News on Friday that, “These days it is a bit surprising to see cricketers making decisions from themselves. I think a player should talk to the selectors and board before making such decisions. I feel a bit odd as he is a great captain and player.
