NEW DELHI, JUL 31 (ANI): As India continues to report over 10,000 Covid-19 cases over the last few days, Prime Minister Narendra Modi on Sunday said the country’s fight against Covid is still on, and holistic healthcare has made an impact across the globe in this fight. “Our fight against Covid is still on, and holistic healthcare has made an impact across the globe in this fight. The death toll remained unchanged at 770 (including 5 non-Covid deaths but with positivity).

India’s reports first Monkeypox death in Kerala T H I RU VA N A N T H A PURAM, JUL 31 (AGENCIES): The death of a man from Punnayur in Thrissur district of Kerala on Saturday could be the first case of a monkeypox casualty in India, State’s health minister, Veena George, said on Sunday. The 22-year-old had tested positive in another country, the minister added. A report from the National Institute of Virology in Alappuzha was expected either late Sunday night or Monday. The youth had landed in Kerala on July 22 from United Arab Emirates. Out of the four monkeypox cases reported so far in India, three were from Kerala. “He had conducted tests a day before coming to India. According to the report, he is monkeypox positive,” George said. The state government has constituted a high-level inquiry.

DIMAPUR, JUL 31 (NPN): Nagaland Pradesh Congress Committee (NPCC) has criticized the recent joint declaration of both NDPP and BJP renewing its ties for the 2023 Assembly elections, stating that the July 16 resolution of the Core Committee, which had given hope for settlement to the Naga issue, had been thrown to the dustbin. In a press note, Therie said he appreciated the July 16, 2022 resolution of Parliamentary Core Committee on Naga Political Issue, as the people’s representatives had finally understood the aspirations of stakeholders for settlement to the agreements between Government of India (GoI) and the negotiating teams. Therie recalled that the committee earlier used to rush to Delhi with the resolutions on the Naga political issue. But surprisingly this

time, he noted that neither the Core Committee nor the allied partners had gone to Delhi to share the resolution or pursue the resolution for settlement. According to Therie, settlement of the agreements would benefit both Nagaland and Nagas outside Nagaland. He claimed that the political structure would improve in Nagaland through delimitation of Rajya Sabha, Lok Sabha, Assembly and creation of Upper House. He mentioned that Nagas outside Nagaland would have Territorial Autonomous Councils under Schedule VI of Indian constitution with direct funding like the States and Union Territories through Finance Commission Award. To this effect, he said the Constitution of India was amended mandating the Finance Commission (FC) to recom-

mend devolution of funds in 2019. The amendment had also transferred 30 departments to the councils sharing powers of State. Resettlement scheme for all Naga national workers and economic package for development were also in the pipeline, he said. Because of the above reasons, the NPCC president said Congress had decided to support the agreements. “It is surely an improvement. It is sad we are missing the opportunity once again and this time roadblock to settlement is the people’s government,” the release stated. Therie, further, said that the forthcoming Assembly elections would be a referendum for the people between settlement or no settlement and between secular government or a government thriving on religious divide.

DIMAPUR, JUL 31 (NPN): After the joint announcement made by the Nationalist Democratic Progressive Party (NDPP) secretary general and national BJP in-charge of Nagaland Nalin Kohli that both parties will stick with the previous seat sharing formula of 40 (NDPP):20 (BJP), the issue has not been well received by the rank and file of the BJP. State BJP’s legislature party leader and deputy chief minister Y. Patton had expressed dismay that he

was not kept in the loop before the decision was made only betrayed the inherent factionalism within the saffron party. According to sources, Patton had reportedly proposed for a 30:30 seat sharing formula, but it went unheeded. It is an open secret that the state BJP is plagued with factionalism especially between Patton and state unit president and minister of H&TE Temjen Imna Along. The latter is seen to be close with chief minister Neiphiu Rio. Another senior member of the state BJP who

spoke under condition of anonymity, told Nagaland Post that the seat sharing formula will be another mortal blow for the party. He explained that the state BJP has been working hard to expand its reach across Nagaland during the past many years. He said Central BJP leaders had also been supporting the work done by state BJP leaders to set up party units across various districts in Nagaland. In 2018, when central leaders such as Ram Madhav chose to go for the 40:20 seat sharing formula

with NDPP, he said the party organisation suffered. According to the BJP functionary, state BJP had set up networks in almost 60 assembly constituencies. He said when the 40:20 formula was agreed, BJP workers in the 40 assembly seats “ceded” to the NDPP had nowhere else to turn to but to support the NDPP. He claimed that in the 2018 assembly election, in almost all 40 constituencies, BJP workers who worked for NDPP eventually joined the latter. After the BJP central let down its state unit work-

ers in 2018, he said the state unit has been working hard to restart the work to regain its base and strengthen itself in the succeeding years. He said state BJP has been able to spread its wings across 60 assembly constituencies due to the hard work of unit leaders and with support of national BJP leaders. However, the seat sharing formula of 40:20 was going to be another blow on the state BJP, he said since it will practically mean leaving the loyal party workers in the 40 constituencies in the lurch and lead to a virtual rebellion. DIMAPUR, JUL 31 (NPN): Nagaland and Assam Governor Prof Jagdish Mukhi has lauded the Sikh community for rendering social services worldwide and mentioned that the community was into humanitar-

ian services both in India and abroad. Prof. Mukhi said this during his visit to Gurudwara Sri Guru Singh Sabha, Marwari Patti here on Sunday, a statement by DPRO stated. In his brief address, governor Mukhi encouraged the Sikh community of Dimapur to continue their philanthropic services, while reminding them that he would always be ready to look into their grievances if any. He mentioned that under his direction check gates had been closed for curbing illegal taxation, adding that overloaded trucks carrying goods above the required limit would be strictly monitored. The governor observed that plying of overloaded trucks was one factor for damaging roads. Prof. Mukhi was accompanied by his wife to the gurudwara.

DIMAPUR, JUL 31 (NPN): Cease Fire Supervisory Board (CFSB) of NSCN (Niki) has clarified that the group did not abduct any shopkeeper as alleged by law enforcing agency in Dimapur, but rather picked up for questioning and subsequently released. In a statement, CFSB claimed that on receiving an official complaint from a kilonser that he was physically assaulted by the shopkeeper for no valid reason in Nagarjan area on July 28, 2022, the group had summoned the shopkeeper to appear ats its office for questioning. It claimed that the “kilonser being a simple and elderly gentleman was manhandled and pushed to the ground but somehow managed to escape after onlookers finally intervened.” As the shopkeeper did not bother to cooperate despite being asked to appear in person before the authority of Naga People’s Government to record his statement of the incident, (Cont’d on p-8)

ENSF demands implementation of relaxation policy DIMAPUR, JUL 31 (NPN): Eastern Naga Students’ Federation (ENSF) has demanded that relaxation policy norms be applied in the recent recruitment drive for Maths, Science and Hindi graduate teachers (GTs) for candidates from Eastern Nagaland. In a press release, ENSF president Chingmak Chang and assistant general secretary Kaibo Konyak said the federation has appealed to the chief secretary to implement the January 9, 2009 ‘relaxation policy’ in connection with the March 16, 2022 advertisement for GT (Maths, Science and Hindi). ENSF recalled that they

had also submitted a representation to the Department of School Education (DoSE) on June 7, 2022 and a reminder subsequently on July 1 for implementation of the relaxation policy during the recent recruitment of GTs. However, they regretted that their genuine demand was “blatantly turned down”. According to ENSF, the relaxation policy states that “the shortlisted candidates belonging to the six (6) tribes shall be given 5 years to obtain professional qualification instead of 2 years as mentioned in the relaxation order” of October 27, 2008. ENSF pointed out that

the relaxation policy was implemented considering lack of human resource development and sound socioeconomic condition due to non-availability of professional institutions in eastern jurisdiction. But despite such a clear government notification, ENSF lamented that DoSE had utterly failed to maintain the same in letter and spirit as witnessed in the recently-held recruitment. It said ENSF was well conversant of the impediments faced by students of eastern areas owing to lack of B Ed colleges for which, they claimed, the federation had been relentlessly submit-

ting a series of representations to the department for allotment of B Ed college in eastern areas. However, they mentioned that they were pained that their persistent implores and reminders to the government had yielded no positive response to date. Therefore, ENSF demanded that the relaxation policy be applied till such time establishment of B Ed colleges in eastern areas materialised. In the event of failing to comply with their genuine demand, they warned that ENSF would be forced to chart its own course of action in the larger interest of the people.

DIMAPUR: National Vector Borne Disease Control Programme (NVBDCP) Nagaland organised refresher training on malaria, Japanese Encephalitis (JE), and dengue for medical officers (MOs) of both private and public sectors on July 29 at Chapel Hall, district hospital Dimapur (DHD). A press release by the department informed that at the programme, joint director and SPO (NVBDCP), Dr. Niesakho Kere highlighted NVBDCP program and presented the current scenario of vectorborne diseases in the state. 20 lakh children affected in flood-hit Assam

GUWAHATI, JUL 31 (PTI): The flood waters have receded in Assam and the affected people are busy trying to rebuild their lives. But the situation is challenging, particularly for the nearly 20 lakh children who have been severely hit by the deluge. Schools have been damaged, books and learning material are destroyed by water, fear of being preyed upon by human traffickers is lurking, coupled with the trauma of witnessing the death of family members during the natural calamity. This year’s flood in two waves affecting 90 lakh people has been the worst in the north-eastern state in terms of fatalities, claiming over 200 lives, of which 70 were children. For 12-year Moina Biswas of Paschim Hatimora village in Hojai district, living in relief camps has been an annual ritual and this year it was particularly heart-breaking when her three-year-old sister was washed away in the flood waters as they were moving to safety in a small country boat. “We lose household goods during floods every year but my sister’s death is something I cannot come

Children of all ages, from newborns to adolescents, are particularly vulnerable during natural disasters and this year’s floods are no exception, experts pointed out. Education, health, hygiene, and security of children are the key areas of concern during natural calamities. Incidents of trafficking increase in the post-flood period with parents facing a loss of livelihoods or the

death of earning members in many families. In the severely affected Barpeta district, 14-year-old Samsur Rahman of Rupaikuchi village said he along with his parents had taken shelter in a relief camp and though they have returned home, he is yet to attend classes as he lost most of his books and his parents, who had no work for the last two months, trying to make ends meet. “The state government has given us money to buy books but what will happen to the notes and assignments that I had prepared before the flood hit us? The deluge

did not only wash away our belongings but all wiped away our efforts, along with the time lost in relief camps where we could not study at all’’, he added. The state government has deposited Rs 1,000 each in the bank accounts of 1,01,537 students who had taken shelter in relief camps while the education department is planning to give additional free textbooks to the affected students by August 15. Indo-Thai bilateral trade touched USD 15bn in FY’22 GUWAHATI, JUL 31 (PTI): The bilateral trade between India and Thailand reached an all time high of around USD 15 billion in 2021-22 as the domestic market remains attractive for Thai investors, said Union Minister of State for External Affairs Rajkumar Ranjan Singh. The economic cooperation between the two countries in trade, investment and tourism have continued to flourish during recent years, Singh said on Saturday at the ongoing second edition of the North East India Festival, being held in Bangkok. “Thailand is the fourth largest trading destination for India in the ASEAN region. Bilateral trade between India and Thailand has reached an all time high of around USD 15 billion in 2021-22. The Indian market remains attractive for Thai investors,” he added. Commerce, Culture and Connectivity define the future focus areas of cooperation between India and Thailand, Singh stressed. “India provides huge opportunities for investment

Flood is an annual phenomenon and when it hit the state this year, the Assam State Commission for Protection of Child Rights (ASCPCR) wrote to the state Chief Secretary to initiate urgent child-centric interventions keeping in mind the health, hygiene, and security of the children, its chairperson Sunita Changkakoti told PTI. “We had asked the government to make necessary arrangements for providing adequate quantities of baby food, safe drinking water, sanitary napkins, and disinfectant items, to make arrangements for sufficient toilets and medical facilities for children, women, and

adolescents in the relief camps’’, she said. The ASCPCR is particularly concerned about the security of children during the floods and “we had asked the Chief Secretary to direct the Deputy Commissioners to take necessary security measures so that no child falls prey to traffickers”, she said. Maintaining personal hygiene during disasters is of particular concern for children, particularly adolescent girls during their menstruation as common toilets and lack of proper disposal of sanitary napkins pose a challenge, social activist Archana Borthakur told PTI. “Sanitary napkins have been included in the relief kits but their disposal creates a problem. Education is also a major area that severely affects the children during their stay in the camps. Ninety per of the affected children could not save their educational equipment’’, the founder of the NGO ‘Priyobondhu’, engaged in flood relief activities for the past several years, said. She suggested that arrangements be made in the camps for holding some form of classes so that studies are not disrupted.

AGARTALA, JUL 31 (PTI): Tripura is set to join on Monday the nationwide drive for linking Aadhaar number with voter identity card, Chief Electoral Officer (CEO) Kiran Gitte said. The two-month-long exercise is aimed at preparing “clean and transparent” photo-based electoral rolls, removing all duplications, he told reporters. Iconic Tripura palace to be turned into museum

AGARTALA, JUL 31 (PTI): The century-old iconic Pushpabanta Palace, built by an erstwhile Maharaja of Tripura, is being developed as a national-level museum and cultural centre. Nestled on a small hillock in the capital city, the old heritage structure was built in 1917 by Maharaja Birendra Kishore Manikya, who himself was a painter and used the picturesque palatial home as a studio. It also doubled up as a guest house of the Manikya kings. Nobel laureate Rabindranath Tagore, who had close ties with the royal family, visited Tripura seven times. During his last visit to the state in 1926, Tagore stayed at the Pushpabanta Palace. Tagore’s 80th birthday was celebrated here by Maharaja Bir Bikram Kishore Manikya during a programme in May 1941, experts said. Documents related to Tagore’s visit to the Pushpabanta Palace, and excerpts of his work will be displayed at the proposed museum. Mizoram logs 136 fresh COVID-19 cases AIZAWL, JUL 31 (PTI): Mizoram’s COVID-19 tally rose to 2,32,738 on Sunday as 136 more people tested positive for the infection, 82 less than the previous day, a health official said. The toll remained unchanged at 710 as no fresh fatality was recorded.The state had reported 218 cases on Saturday. Aizawl district reported the highest number of fresh infections at 47, followed by Lunglei (25) and Mamit (23). The daily positivity rate dipped to 25.14 per cent from 30.28 per cent on the previous day as 541 samples were tested for COVID-19 in the last 24 hours. The state now has 1,012 active cases, while 2,31,016 people have recovered from the infection to date, including 137 on Saturday, he said. The discharge rate stood at 99.26 per cent. The administration has thus far fully vaccinated 7.27 lakh people and administered booster doses to 64,506 people.

Assam reports 520 new Covid cases, one more fatality

GUWAHATI, JUL 31 (PTI): Assam logged 520 fresh COVID-19 cases and one more fatality due to the virus, the National Health Mission (NHM) said. After a gap of two days, a Covid fatality was reported in Tinsukia district during the last 24 hours, pushing the toll to 8,016, it said in a bulletin. A total of 8,112 samples were tested on Saturday at a positivity rate of 6.41 per cent. The coronavirus tally stands at 7,38,946. Assam had recorded 670 cases on Friday. The northeastern state now has 6,032 active cases, while 7,24,898 people have so far recovered from the disease, the bulletin said. Altogether, 4,85,46,662 doses of Covid vaccines were administered in Assam till Saturday, it added.

117 new COVID-19 cases, one fresh fatality in Sikkim GANGTOK, JUL 31 (PTI): Sikkim’s COVID-19 tally rose to 42,233 on Sunday as 117 more people tested positive for the infection, while one fresh fatality pushed the toll to 472, a health bulletin said. The daily positivity rate stood at 17.09 per cent as 830 samples were tested for COVID-19, taking the total number of such examinations to 3,61,017. Sikkim now has 1,051 active cases, while 39,933 people have recovered from the disease so far, and 777 patients have migrated to other states so far.

ITANAGAR, JUL 31 (PTI): Single-day recoveries outnumbered fresh COVID-19 cases in Arunachal Pradesh on Sunday, with 83 more people recovering as against 58 daily infections, a senior health department official said. The state’s coronavirus tally stood at 65,807, while a total of 65,031 people have recovered from the disease so far, he said. The death toll remained unchanged at 296, State Surveillance Officer (SSO) Lobsang Jampa said. Arunachal Pradesh now has 480 active cases, Jampa said.

The countr y’s civil aviation space is “absolutely safe” and all the protocols laid down by the International Civil Aviation Organisation (ICAO) are followed, he said. Against the backdrop of a spate of technical snags suffered by Indian airlines in recent weeks and DGCA curtailing operations of SpiceJet, Kumar stressed that there is no need to panic as none of the events that have been reported/ discussed had the potential to cause havoc. “A l l t h e s n a g s

experienced are routine and happen with all airlines and all types of fleet. In the last 16 days, even for the foreign operators who come to India, we have seen 15 technical snags, which have been attended and rectified,” Kumar told PTI in an interview. Specific details about snags that were faced by the overseas carriers were not disclosed. According to Kumar, the snags faced by the foreign operators were similar to that encountered

by the Indian carriers. In recent times, more than a dozen instances of Indian carriers facing technical snags have become public, especially in the case of SpiceJet, and the DGCA is keeping a close watch on the developments. “What most of them (recent incidents of technical snags) required was troubleshooting, replacement of some component say windshield due to outer layer crack, d e f e c t ive va l ve, h i g h pressure switch, landing gear uplock, hydraulic accumulator or an engine,” Kumar said. The regulator has started a two-monthlong special audit of airlines to address possible issues and has curtailed the operations of SpiceJet, among other measures, amid a spurt in instances of technical snags. After being severely hit by the coronavir us

pandemic, the domestic civil aviation sector is on the recovery path and on average, there are more than 6,000 aircraft movements in the Indian airspace daily. If overflying planes are also taken into account, the total would be over 7,000 movements. Aircraft movements include landings as well as departures. In the three-month period from April 1 to June 30 this year, a total of 150 incidents occurred to the aircraft operated by scheduled airlines due to component and system malfunction, according to the civil aviation ministry. During the period from May 2 to July 13, DGCA undertook a special drive of 353 spot checks. Emphasising that the aviation sector is “processdriven”, Kumar said, “there are hundreds of thousands of components in an

aircraft and if one or two components have issues, it does not always mean that there are high risks or the possibility of fatal incidents”. He also noted that it will be naive to assume that an aircraft, which flies till it is airworthy, does 40-50 thousand hours of flying, will not have a technical snag. On July 27, DGCA directed SpiceJet to operate only 50 per cent of its flights for eight weeks and decided to keep the airline under enhanced sur veillance in the wake of a spate of technical snags suffered by the carrier’s planes. The same day, SpiceJet issued a statement saying that due to the current lean travel season, the airline like others had already rescheduled its flight operations and that there will be absolutely no impact on its flight operations.

n all probability, assembly election in Nagaland will be held on schedule in February-March 2023 in the absence of a clear indication of securing the long awaited agreement over the Naga political issue. The scheduled assembly election had been under a pall of uncertainty since 2020 when the then Interlocutor and also former Nagaland governor R.N.Ravi gave strong indications that the government of India was going to walk the talk after he had declared on October 23,2019 that the central government will not extend the talks which is scheduled to be concluded by October 31. Also in his address on the first day of the seventh session of the 13th Nagaland Legislative Assembly (NLA), on February 12,2021, Ravi as then Governor said that early resolution of the long-drawn Naga political issue had continued to remain the focus of the government. He reiterated that as negotiations had concluded, there was need to redouble efforts to build on the substantial gains made so as to move swiftly for the final solution. The expectations of the eventual solution before Christmas in 2021 and by New Year 2022 has not materialised. Neither has the change of guard when Ravi resigned or had to resign as Interlocutor and also transferred to Tamil Nadu as governor of that state. The state political parties have thrown up an opposition-less government under the name of United Democratic Alliance(UDA) on September 18,2021.It is the second such experiment, the first being when eight Congress MLAs joined the DAN-III government on November 23,2015. Both so-called opposition-less governments are clear proof that state politicians are blinded by greed for power but it is not surprising because the people they represent are no less diseased with opportunism- easy money and who damn care for whart is moral or legal only ‘Khushi-khushi’.The so-called opposition-less governments are a blot on the reputation of the people and the state. It means no one is bothered about anything else but money. Even the ideology of Naga nationalism for which thousands have suffered since the turbulent 50s till the 80s, has been sacrificed at the altar of rhetoric and false narrative. Election for Solution or Solution for Election or even No Solution No Election are slogans that have been diluted or even adulterated for vested interests. The formation of UDA has not brought solution anywhere nearer as in 2015.As it is, the Centre cannot solve Naga problem because it will give what is constitutionally give-able. Leaving aside the narrative of election and solution, voters in Nagaland, if they have any sense or conscience left, will have nothing to choose unlike in the 70s when people voted freely for so-called regionalism, only to experience sky rocketing of corruption and nepotism in the name of Naga solution. Any political party of coalition that tries to mislead people about being politically correct should realise the harm inflicted. Election is about Nagaland state and not about anything else since election as well as the state are governed and defined by the constitution. It is time to rethink about Naga-ism as more with advancement and progress and proving that Nagas can be the best rather than pressing the brake for the mythical past.

It may be a problem arising from our impulsive nature, but again and again, with the most persistent patience, God has brought us back to that one particular point. readed malaria can make a comeback amid global warming-heavy rains and need three times more allocations a year. India suffers a severe economic hardship, wage and production loss as it accounts for 83 percent of malaria cases and 82 percent deaths in South-East Asia regions in 2021, says World Health Organisation. The S-E Asia region has 4.2 million cases and 7341 deaths. Climate change and warming can accentuate the problem, according to Soumya Swaminathan, Chief Economist of WHO amid global commitment to eliminate malaria by 2030. Annually India spends about $ 1.94 billion on malaria or over Rs 11000 crore, according to an estimate in 2017 by Indrani Gupta and Samik Chaudhury of Ambedkar University. But it may have to increase allocations as WHO finds that its own estimates needs at least three times rise a year. Meeting global targets need robust funding. According to the WHO report, current funding levels (estimated at US$3.3 billion in 2020) will need to more than triple, reaching US$ 10.3 billion per year - $ 80.24 billion by 2030, target date for elimination

of the disease. Malaria can strain national economies, impacting some nations’ gross domestic product by as much as an estimated 5–6 percent. It includes 75 percent losses on productivity/wages and the rest on treating the disease, says Gupta. The WHO funding raise is important as it targets malaria elimination by 2030. India has also committed to it. It needs enormous budgetary allocation, a severe strain for a government under financial constraint. It is said that malaria is manageable and controllable. The 15th Finance Commission recommends unconditional grants of Rs 1 lakh crore for the health sector for five years and told the states to spend 8 percent of their budget on health. The Economic Survey 2020-21says that out of pocket expenses by households on health is one of the highest in the world more so if treated in private sector. Mumbai warns of malaria spread as in June 2022 itself it detected 57 cases and 119 cases in the first week of July. Assam has recently issued a warning on vector borne diseases as 74 encephalitis cases have been detected. North-East has very high incidence and malaria related anaemia.

Similarly Delhi reports detection of 126 dengue cases in June itself but is silent on malaria. In western UP, medical officer Dr Avanindra Kumar issues alert and creates special malaria-dengue wards at 10 primary health centres early July. Rajasthan has heavy rains this year. The incidence of malaria in 2021 had increased marginally to 649 cases from 449 cases in 2020 and dengue case 1022 cases from 717 cases foods. malaria services, leading to a marked increase in cases and deaths. According to WHO’s latest World Malaria Report 2021, there were estimated 241 million malaria cases and 627,000 malaria deaths worldwide in 2020. This represents about 14 million more cases in 2020 compared to 2019, and 69,000 more deaths. Approximately two-thirds of these additional deaths (47000) were linked to disruptions in the provision of malaria prevention, diagnosis Sarkar and treatment during the pandemic. Malaria cases and deaths remain unacceptably high and are resurgent in several settings, though recent developments inspire optimism. The report also states between 2.7 and 5.9 million cases for India in 2020 whereas the official data records about 187,000 cases. Director of Malaria No More, Pratik Kumar, says that one of the reasons for disparity remains malaria burden diverted to the private health sector, which now are catering to a large segment of healthcare facilities. The disparity is also noticed in the numbers, 10.9 lakh malaria cases reported in 2016 while the sales of anti-malaria drugs were ten times more. Acknowledging the fac-

Despite gains over the last 15 years, malaria control has stagnated, with resurgence and rising morbidity in several highly endemic countries exacerbated by service disruptions due to the COVID-19 pandemic, says a study ‘Malaria in 2022: Increasing challenges, cautious optimism’ by Prasanna Jagannathan & Abel Kakuru in Nature Communications. Indrani Gupta notes that an analysis of the trend and patterns in public expenditure by the National Vector Borne Disease Control Programme shows a declining focus of the central government on vectorborne diseases. Also, allocation of financial resources among states does not reflect the burden of malaria, the major vector-borne disease in the country. Data reporting in public domain seems to be less during the past few years. It is stated that since larger numbers are treated in private hospitals and clinics data prospecting has suffered. “The fight against malaria has recorded immense progress in the recent years. However, as seen in the past, malaria has a history of bouncing back with a ven-

geance. Through active media attention, key gaps and issues can be regularly highlighted, ensuring that those are addressed in strategic and policy decisions. This will help India expedite efforts towards malaria elimination,” says Kirti Mishra, chief technical officer, Odisha, Malaria No More. The 2020 report of the WHO Strategy Advisory Group on malaria eradication has looked at this in detail and does provide useful information, especially with respect to malaria transmission and the vulnerability of populations to malaria as 95 percent of Indians live in malaria-prone areas. Chief economist of WHO, Soumya Swaminathan says, the basic WHO position is that climate change is likely to increase rather than decrease the risk of malaria transmission. The WHO is testing genetical modification of mosquitoes to counter malaria but warns that India should not use it as field trials are several years away. Malaria manifests in several forms and often goes unreported due to misattribution. Committing to eliminate it by 2030 after a 70-year crusade is not easy and the world may have to wait for some more years.

A Response to NSF’s allegation that the Naga Club was formed only in 2017/18

he Naga Club is appalled to see the allegations made by the Naga Students’ Federation (NSF) stating that the Naga Club was formed in 2017/18 in a statement published in the local media on 25th July, 2022. The Naga Club, being an organization of elderly and matured people considers it inappropriate and childish to respond or issue rejoinder to each and every allegation made against it by individual or organization. H oweve r, l e s t t h e younger generation is misguided by preposterous statements, the Naga Club is constrained to lay bare the facts of history in the interest of truth and justice to the events of the past. The statement made by NSF alleging (quote) “how could it (NSF) pay rent to an organization that was formed only in 2017/18” (unquote) is not only ignorant but also impertinent that defies all acceptable norms and behavior of the Naga people, who are known for honoring their elders with utmost respect and reverence. In view of such and other similar farcical statements, the Naga Club hereby issues this response for the Naga people, especially the younger generation to understand the factual history and the stand of the Naga Club in the right perspective. 1. Formation of the Naga Club: The Naga Club was formed by some educated Govt. servants serving in the DC’s office, Kohima on 7th Jan. 1918 under the Chairmanship of Rheichalie Pienyü, peshkar, and his team served the Naga Club from 1918 to 1942. The humble yet erudite members of the Club, conscious of the consequences that would follow the departure of the British from the Naga Hills, submitted a Memorandum to the British Statutory Commission under the Chairmanship of Sir John Allsebrook Simon, commonly known as the ‘Simon Commission’, on the 10th Jan. 1929 which became the written Magna Carta of the Naga National

Politics, and which has chartered and changed the history of the Naga people. Krusiehou Belho became the Chairman and Ziekroo Theünuo Angami was made the Secy. from 1942 to 1966. Thereafter, Khyomo Lotha, former MP was made Secy. and Caretaker from 1966 to 1969. For a brief period from 1969 to 1981, the Naga Club remained hiatus as the atmosphere was not congenial to hold various activities due to hostile military operations by the Indian security forces against the Naga National Movement except for the existence of Naga Elders’ Conference which took the responsibilities of Naga Club under the Chairmanship of Peselie Suokhrie. On 7th Jan. 1982 at Kohima Vill. Panchayat, the Naga Club was revived with Azüto Rengma as the Chairman, Vilavor Liegise as the Gen. Secy. and Kewezü Mero as Joint Secy, Kewezü Mero held his post as Joint Secy. till the new team of Naga Club took charge of office headed by Krurovi Peseyie as President and K.N. Mhonthung Lotha as Gen. Secy. on 17.08.2017, who were revered for their ‘unpurchaseable integrity’. The elderly former office bearers such as Kewezü Mero and Ex-MP Khyomo Lotha are our Naga Club Advisors till today. Therefore, it is an unthinkable sheer absurdity and ignorance on the part of the NSF to state that the Naga Club was formed in 2017/18 by individuals (quote) “laying claims as the sole owner of the building in Kohima” (unquote). It ill behoves the NSF and is therefore advised not to publish such wild and baseless statements again in future. 2. The Naga Club Building: Insofar as the Naga Club building is concerned, it is to state that prior to the World War II, the Naga Club building was situated below the Mission Compound and which was used as a Morung as well as Guest House with cooking facilities for travelers com-

ing from remote villages. However, during the war, the building was completely destroyed and the present Naga Club building in its current location was constructed in 1946 on the land provided through the benevolent goodwill of Kohima Village. A. Kevichüsa in 1983 had categorically stated that he personally supervised the construction of the building. The materials were brought from Dimapur after dismantling a British Officer’s Club which was transported to Kohima using the DC’s pool vehicle. The CGI sheets were purchased by him from Kohima. As for the ownership of the building, A. Kevichüsa stated (quote) “It does not belong to the Angamis in particular. Neither does it belong exclusively to the Kohima people nor to the Christians. It belongs to the Naga people as a whole” (unquote). It is for a PanNaga community without borders. During the early period of Naga National Movement, the building served as a meeting place for the functionaries of NNC as well as the Naga people. As a matter of fact, even the speech of NNC President, A Z Phizo on the occasion of Naga Plebiscite on 16th May, 1951 was delivered from this building. Taking advantage of the political turmoil following the departure of the British from the Naga Hills, the Indian army forcibly occupied the building till the formation of Nagaland Statehood. In 1963, the Directorate of the Forest Dept. occupied the building till the early part of 1983. On learning that the Forest Dept. were to vacate the Naga Club Building by the end of March 1983 and that the Govt. is contemplating to hand over the building to the Directorate of Education, a prominent concerned Naga citizen, alerted Peselie Suokhrie, Chairman, Naga Elders Conference and Azüto Rengma, Chairman, Naga Club of the impending taking over

by another Govt. Dept. The two leaders on affirming the facts immediately met NSF leaders and directed them to lock up the Naga Club Building, thereby preventing another Dept. of the Govt. from reoccupying the building. As per the statement of the person who alerted the aforementioned elders, a sum of Rs 600/- (six hundred only) was also given to the NSF which facilitated in the transportation and mobilization of youths and to purchase an oversized lock to lock the building. After the Naga Club Building gate was locked, the DC’s police came and found the youths around the Naga Club Building and saw an unconscionably disproportionately large lock barring the entrance to the Naga Club Building. Then they left saying “Oh, it is locked”. (The prominent Naga leader is still alive and if required, can testify to the happenings during this crucial time). We are grateful to NSF for paying our Naga Club house rent for the month of April 1983 and the Forest Dept. for paying our house rent for a sum of Rs. 1,66,603/- by cheque on 28.03.1988, for a period of over 19 years wef 1963 to 1983, records of which testifies to the fact. On vacation of the building by the Forest Dept, the NSF vide letter dt 4th April 1983 wrote a letter addressed to the Gen. Secy, Naga Club with the subject “Application for renting the Building of Naga Club”. Accordingly, the Naga Club through an Order Dt 07/04/1983 allotted some rooms of the building to NSF under the condition which states (quote) “with the good consent of mutual understanding under rental basis with effect from the date of issue of this order” (unquote). Thus, it is evident that while the inherent and intrinsic nature of relation between NSF and Naga Club is ‘familial father-son relationship’, the relation between the two entities with regard to the occupation of the Naga Club

Building by the NSF is akin to that of a ‘transactional Landlord-tenant relationship’. The urgent and imperative need to revamp and rebuild the building which has undergone the severest of depreciation and stand dilapidated without proper amenities projecting our Naga people particularly Naga Club and all that it represents, in a very poor light, has necessitated the need for tenants to vacate the building. The statement of the NSF (quote) “the building then was being claimed by another group of individuals, in the name of another NC, and the dispute matter was lying under the court of the Deputy Commissioner, Kohima for hearing” (unquote), suggests that the NSF is not aware of the matter in toto concerning the claim of the building by some individuals and

thus the unfounded apprehension of its repeated statement of ‘individuals laying claim as the owner of the Naga Club building’. It must be reiterated here for the record and for posterity that neither the Naga Club, nor its building belongs to individuals. It belongs to the Naga people as a whole. It may be stated here for the enlightenment of the office of the NSF that the incident of some individual laying claim of the Naga Club building dates back to 1979. In the period when the Naga Club lay hiatus, the Naga Football Association (NFA) on 8th Sept. 1979 led by a group of few individuals had claimed to form a Naga Club to stake claim as the legitimate Naga Club. More focus needed to promote sports in Nagaland Sir,

It is extremely heartening to see sportspersons like Saikhom Mirabai Chanu and Jeremy Lalrinnunga, from the North Eastern states, winning Gold for the country at the Common Wealth Games 2022. As the country recognizes North East as the power house of sports, Nagaland is still yet to wake up from its slumber. When other states are focusing and excelling in sports with the support of its leadership and the government, Nagaland is yet to realize see the light of the day. No doubt “music industry” is another subject that the Nagas maybe doing well, but we have never heard of the government giving its full throttle to declare/make sports a serious industry. There are many talented and upcoming sportspersons, but they too need the support of the government like it is doing to promote “music industry”. The government of the day should clearly see the writings on the wall and act. We cannot be infamous for just being good at entertainment. One most important factor the government should understand is that employment is scarce in the State. But if it shifts more focus on sports, the youth of the State will see more avenues for their career besides being disciplined in life. Look at our neighboring States, many successful sportspersons have been employed by Central agencies/ institutions—this will lessen the headache of the State government. ‘Azadi Ka Amrit Mahotsav’ turning Sena MP Raut detained in Patra Chawl scam into mass movement,says PM Modi

MUMBAI, JUL 31 (IANS): The Enforcement Directorate (ED) detained Shiv Sena MP Sanjay Raut in connection with an alleged moneylaundering case in the Patra Chawl land scam, here on Sunday evening. He was earlier grilled for several hours prior to shifting him to the ED office for further action -- with arrest not ruled out -- on alleged grounds of ‘noncooperation’ with the probe. As he was escorted out of his ‘Maitri’ bungalow, Raut waved at the hundreds of supporters waiting outside, while his wife Varsha, mother and other family members looked on grimly. En route, Raut told a private news channel on phone that he was “fully cooperating with the ED” and would not be cowed down by the political tactics employed to destroy the Shiv Sena. “I am not scared... There’s no question of noncooperation with the law, I am ready to sacrifice myself for the Shiv Sena. The ED team came without giving any notice early morning, no papers have been found from me on this so-called

case,” Raut said. He reiterated that he was being pressurised in the past to help topple the erstwhile Maha Vikas Aghadi government (which fell on June 29), and termed the ED allegations against him as ‘false’, declaring he would not bend before anybody, but continue to fight against the Bharatiya Janata Party. Raut said that he had sought time from the ED since he was tied up in the upcoming Vice-Presidential elections for which he was coordinating with various

Opposition parties. “The party is behind me, Uddhav Thackeray is supporting me... We shall not surrender before such pressures, intended to silence us and finish off Shiv Sena,” Raut declared. Earlier, his brother MLA Sunil Raut told a private news channel that the ED could not locate certain documents pertaining to the Patra Chawl case, leading to Sanjay Raut’s detention and he would be taken to the ED offices. The ED action came

after its sleuths swooped on Raut’s Bhandup residence, ‘Maitri’ at dawn on Sunday and carried out searches for over 9 hours. The developments followed Raut skipping two ED summons and then seeking time till August 7 as he was tied up in parliamentrelated commitments. H u n d r e d s o f S h iv Sainiks converged outside and staged protests, raised slogans and condemned the detention and arrest of Raut. The ED move comes a day ahead of the crucial hearing before the Supreme Court pertaining to the disqualification of 16 rebel Shiv Sena MLAs which could chart the further course of Maharashtra politics, in an upheaval since June 20. The government had deployed tight security by the Mumbai Police and Central Reserve Police Force, to avoid any untoward incident. ED had earlier questioned Pune businessman Avinash Bhosale into custody in DHFL Yes Bank case, and sources claimed that they wanted to grill Raut in this matter too. Sources claimed that

In April, the ED had attached Raut’s property in connection with the land scam. A property worth Rs 9 crore of Raut’s associate Pravin Raut and assets worth Rs 2 crore belonging to Varsha Raut, the wife of Sanjay Raut, were attached by the ED. Pravin had eight land parcels in Alibaug and a flat registered in the name of Varsha Raut which were attached. The ED had arrested Pravin in connection with the matter. “ We h a d f i l e d a chargesheet in the matter against Pravin, Sarang Wadhawan and Rakesh Wadhawan of HDIL and Guru Ashish Construction and others were named as an accused in the chargesheet,” said an ED official. The ED came to know during the probe that Pravin allegedly paid Rs 55 lakh to Varsha. This was paid from the bank account of Pravin’s wife.

NEW DELHI, JUL 31 (PTI): Prime Minister Narendra Modi on Sunday said the ‘Azadi Ka Amrit Mahotsav’ is turning into a mass movement and urged people to put ‘tiranga’ as profile picture of their social media accounts between August 2 and 15. In his Mann Ki Baat radio broadcast, Modi noted that under the ‘Azadi Ka Amrit Mahotsav’ programme to mark the 75th anniversary of India’s Independence, a special campaign ‘Har Ghar Tiranga’ is being organised between August 13 and 15. He urged people to hoist or display the national flag at their homes during the campaign. “Let us further this movement by hoisting the National Flag at our homes,” he said. Modi also urged people to put from August 2-15 tricolour as the profile picture of their accounts on social media platforms, noting that August 2 is the birth anniversary of Pingali Venkayya who had designed the flag. NEW DELHI, JUL 31 (IANS): The BJP on Sunday claimed that the Trinamool Congress workers “involved in scams and other illegal activities are worried” after West Bengal Chief Minister Mamata Banerjee “dumped” Partha Chatterjee. West Bengal BJP co-incharge Amit Malviya tweeted, “After Mamata Banerjee dumped Partha, her close confidant, every criminal in the Trinamool, from minister to ordinary worker, who are involved in scams, rapes and murders, are worried. They acted on the assurance that Mamata would protect them but now they feel slighted. Law is supreme.” The ED has arrested Chatterjee in the SSC scam and recovered around Rs 50 crore, several kilograms of gold, and documents of several properties from his close associate Arpita Mukherjee. On Thursday, Chatterjee was removed from the state cabinet and the party. Earlier Malviya had asked why West Bengal minister of state for education Paresh Adhikari has not been sacked after an FIR was filed against him.

NEW DELHI, JUL 31 (AGENCIES): The National Investigation Agency (NIA) Sunday conducted searches at 13 locations across six states in a case related to Islamic State conspiracy to spread terror in the country. “NIA conducted searches at 13 premises of suspects in 6 states viz. Bhopal and Raisen districts in Madhya Pradesh; Bharuch, Surat, Navsari and Ahmedabad districts in Gujarat; Arariya district in Bihar; Bhatkal and Tumkur City districts in Karnataka; Kolhapur and Nanded districts in Maharashtra; and Deoband district in Uttar Pradesh in the case pertaining to activities of ISIS. The case was registered suomoto by NIA on 25.06.2022 under sections 153A & 153B of IPC and sections 18, 18B, 38, 39 & 40 of UA(P) Act,” a statement from the NIA read. The agency said searches have led to seizure of “incriminating documents/material”. GURUGRAM, JUL 31 (PTI): The Special Task Force of the Haryana Police has arrested six people for allegedly giving death threats and extortion calls to MLAs, an officer said on Sunday. Four MLAs from the state received such calls from June 24 to 28 from multiple phone numbers which were traced to West Asian countries and operated from Pakistan, STF Inspector General of Police (IGP) Satheesh Balan told the media at the unit’s headquarters in Bondsi here. Some ex-MLAs from Punjab, too, had received similar threats from these numbers. The callers spoke to them in Mumbai accent and in Punjabi, the IGP said. Two members of the gang Dulesh Alam, a native of Bihar, and Badre Alam, hailing from Uttar Pradesh, were arrested from Mumbai. The other four -- Amit Yadav, Saddiq Anwar, Sanoj Kumar, Kash Alam -- all natives of Bihar, were arrested from the state’s Muzaffarpur, he said.

NEW DELHI, JUL 31 (PTI): Sanjay Arora, a Tamil Nadu-cadre IPS officer who headed the paramilitary force ITBP, was appointed as the Delhi Police commissioner on Sunday. Arora, who was once part of the Tamil Nadu Police’s special task force which later hunted down forest brigand Veerappan, will succeed Rakesh Asthana, a Gujarat-cadre IPS officer who retired on Sunday after nearly 38 years in service. Arora, 57, is the second successive non-AGMUT cadre IPS officer to head the Delhi Police and the third since the Delhi Police Act was passed in 1978 and a commissionerate was established. Before Arora and Asthana, Ajai Raj Sharma, a 1966-batch IPS officer of the Uttar Pradesh cadre, was appointed as the Delhi Police chief in 1999 when L K Advani was the Union Home Minister. NEW DELHI, JUL 31 (PTI): After nine consecutive months of relentless selling, foreign investors have turned net buyers and invested nearly Rs 5,000 crore in Indian equities in July on softening dollar index and good corporate earnings. This is in sharp contrast to a net withdrawal of Rs 50,145 crore from the stock market seen in June. This was the highest net outflow since March 2020, when foreign portfolio investors (FPIs) had pulled out Rs 61,973 crore from equities, data with depositories showed. Going forward, Hitesh Jain, Lead Analyst - Institutional Equities, Yes Securities, believes that FPI flows to remain positive during August as the worst for the rupee seems to be over, and oil seems to be confining in a range. “Also, earnings story still remains strong where sturdy revenue growth is offsetting contraction in profit margins,” he added. According to data with depositories, FPIs infused a net amount of Rs 4,989 crore

in Indian equities in July. They were buyers for nine days in the month. The net inflow also propelled the equity markets northwards. FPIs turned net buyers for the first time in July after nine straight months of massive net outflows, which started in October last year. Between October 2021 till June 2022, they sold a mammoth Rs 2.46 lakh crore in the Indian equity markets. The turning point for the net flows in July was US Federal Reserve Chairman Jerome Powell’s statement that currently the US is not in a recession helped improve sentiments and risk appetite globally, Himanshu Srivastava, Associate Director - Manager Research, Morningstar India, said. NEW DELHI, JUL 31 (PTI): Indian Oil Corporation sold petrol at a loss of Rs 10 per litre and diesel at Rs 14 a litre during AprilJune, leading to the firm reporting its first quarterly net loss in over two years, a report said. The nation’s largest oil refining and fuel retailing firm reported a net loss of Rs 1,992.53 crore in April-June compared to Rs 5,941.37 crore of net profit in the same period a year back and Rs 6,021.9 crore in the preceding JanuaryMarch quarter. “IOC (Indian Oil Corporation) reported an 88 per cent year-on-year decline in its standalone EBITDA to

Rs 1,358.9 crore and a net loss of Rs 1,992.5 crore, despite record high gross refining margins (GRMs) of USD 31.8 per barrel for the quarter. “Earnings decline was driven by a sharp fall in retail fuel margins for petrol and diesel with an estimated net loss of Rs 10 per litre for petrol and Rs 14 a litre for diesel for the quarter and inventory loss of Rs 1,5001,600 crore due to excise duty cut in the quarter,” ICICI Securities said. The bidding resumed on Sunday morning with the 31st round, and the subsequent round is currently underway, sources said. The pitched battle in Uttar Pradesh East circle - where demand for 1800 MHz had peaked since Wednesday - seems to be cooling off now, indicating that the auctions may be entering the final leg, according to industry sources. That said, much would depend on how the bidding progresses through the day, they added. India’s concerns have been focused on Hambantota port in particular. In 2017, Colombo leased the southern port to China Merchant Port Holdings, after Sri Lanka was unable to keep its loan repayment commitments, fanning fears over potential use of the port for military purposes. The proposed visit by the vessel comes when Sri Lanka is grappling with a severe economic crisis.
