Nagaland declared ‘disturbed area’ for another 6 months DIMAPUR, JUN 30 (NPN): Centre has declared Nagaland as ‘Disturbed Area’ for another six more months under the Armed Forces (Special Powers) Act with effect from June 30, 2021. Ministr y of Home Affairs in a notification stated that the Centre was of the opinion that the area comprising the whole of Nagaland is in such a “disturbed and dangerous condition” that the use of armed forces in aid of the civil power is necessary. “Now, therefore, in exercise of the powers conferred by Section 3 of the AFSPA, 1958 (No.28 of 1958), the Central Government hereby declares that the whole of the State of Nagaland to be ‘disturbed area’ for a period of six months with effect from 30th June , 2021 for the purpose of the said Act,” stated the notification. Meanwhile, official sources told PTI that the decision was taken as killings, loots and extortion cases have been going on in various parts of the state which necessitated the action for the convenience of the security forces operating there.
DIMAPUR, JUN 30 (NPN): After almost one and a half months of lockdown, the first phase of unlocking economic and other activities in the state would commence from July 1, for a period of 10 days. The High Powered Committee (HPC) on Covid-19 on June 28 decided to ease lockdown curbs in a phased manner. HPC, however, pointed out that Unlock 1 would be an observation period for taking further decision. In order to avoid lockdown in future, the government stressed on adhering to strict Covid-appropriate behaviour, ‘no mask-no movement’ and ‘no mask-no entry’ and also to ramp up testing and vaccination. In an order, chief secretary J Alam issued the fresh guidelines for phase-1 of the ‘unlocking’ process. (See infographic) Further, the government has empowered the District Task Forces (DTFs) to take additional stricter measures in their respective districts/area based on local conditions if, in their opinion, such measures were urgently required for containing the spread of Covid-19. Dimapur: Shops/business establishments dealing with essential goods and commodities and public utility services like LPG and E-commerce services etc could remain open on all the days from 6 a.m. to 2 p.m.

DIMAPUR, JUN 30 (NPN): Seven villages under Longleng–Changtongya two-lane road project have expressed displeasure at the NHIDCL for its failure to fulfil an agreement to compensate major destruction to properties and land caused during execution of the road works by the Nitin Sai and KCPL company. Since compensation was to be made NHIDCL, they said the public had fully co-operated with the survey team initiated by the administrative agency along with the responsible company. However, they asserted that the authority has failed to respond to all the appeals made the landowners and meet all deadlines served so far.

DIMAPUR, JUN 30 (NPN): The ‘odd-even’ rule for vehicular movements in Dimapur district and Kohima municipal areas will remain in force till July 10, 2021. Dimapur: In an order, commissioner of police Dimapur Rothihu Tetseo said that essential movement of all vehicles will be based on oddeven number days already in place. Those under exempted category have been advised to carry ID-cards issued by respective HoDs. Kohima: In an order, deputy commissioner and chairman DTF Kohima, Gregory Thejawelie has notified that movement of private vehicles will be allowed as per odd-even numbered vehicles under Kohima Municipal Council jurisdiction, except on Sundays.

He had urged all the chief minsters to hold discussions, especially with Assam, with which most of the states had boundary issues with. NEW DELHI, JUN 30 (PTI): The Centre has written to 14 states and union territories, including Rajasthan, Tripura, Assam, West Bengal and Kerala, asking them to ensure strict enforcement of containment measures in the districts where the COVID-19 positivity rate was recorded above 10 per cent between June 21-27. With the recent trend of sustained decline in COVID19 cases across the country, it is imperative to maintain a strict watch on the situation with focussed district level and sub-district level action, the Union Health Ministry said in the letter. “Therefore, the flexibilities being allowed and activities being permitted across the state must be done in a calibrated and cautious manner,” the letter by Union Health Secretary Rajesh Bhushan on June 29 said. The letter was written to Rajasthan, Manipur, Sikkim, Tripura, West Bengal, Puducherry, Odisha,
DIMAPUR, JUN 30 (NPN): After maintaining a steady decline, Nagaland on Wednesday recorded 128 fresh Covid-19 positive cases while two more patients succumbed to the infection. Kohima reported 51 fresh cases followed by Dimapur-25, Mokokchnug-23, Peren-12, five in Phek, four in Zunheboto, three each in Mon and Wokha and two in Kiphire taking the total caseload to 25239. Meanwhile, two more patients succumbed to the contagion in Dimapur, pushing the death toll to 495 (including 14 non-Covid deaths).

KOHIMA, JUN 30 (NPN): State Health minister S Pangnyu Phom Wednesday launched home-based Nishtha Teletrack- to manage mild and asymptomatic COVID-19 patients undergoing home isolation. Speaking on the occasion, Pangnyu observed that with the second wave of Covid-19 pandemic that had hit the country, including Nagaland, the need for decentralising care and make it homebased arose. He claimed that
the new arrangement would help in better management of mild Covid-19 patients as well as reduce the burden in the hospitals. He pointed out that the new initiative was in addition to Government of India’s (GoI) guidelines, which stated that very mild/pre-symptomatic patients with requisite facility at residence for selfisolation could be given the option for home isolation. Expressing joy at having launched NISHTHA, which has been developed by the State with support
from USAID’s flagship health system strengthening project and implemented by Jhpiego, Phom said Covid-19 patients would be closely monitored through this platform. He added that the patients too would be able to report their symptoms and record vitals at their homes. He asserted that this was an innovative and end-toend integrated tech-enabled home-based care model for monitoring, care and management of asymptomatic and mild Covid-19 cases in home isolation. Activities conducted in various ‘Anti malaria month’ culminates in Kma, Mkg, Peren districts to combat COVID-19

DIMAPUR: Block Task Force (BTF) for COVID-19, Bhandari held a meeting at the ADC’s conference hall on June 30 to asses and review the state of management and preparation for action in the coming days. According to DIPR report, ADC and BTF chairman Bhandari, Tiameren Chang said that the effort to combat the pandemic would be intensified through awareness, sensitisation and vaccination drives to further ensure public health safety. While observing that the frontline workers have been doing an admirable job in keep the people safe and well informed about the pandemic, ADC said that the public should not be hesitant to get vaccinated for one’s health safety and benefit. CHC Bhandari senior medical officer (SMO), Dr. Caroline highlighted on the activities which were carried out by the medical teams under Bhandari sub-division. She also informed the house on availability status of COVID-19 combat materials and facilities, COVID-19 positive patients, contact tracing, random sample testing and village to village
visitations for awareness campaigns and vaccination drives. Part of the highlight done by SMO included the number of people already vaccinated within Bhandari sub-division since January 18, which stood at 3,476 till date. Owing to the vast area of the sub division, and also due to vaccination hesitancy in some areas, there were several places to be covered by the teams, she informed. The task force decided to conduct more awareness and sensitisation campaign and vaccination drives in populated and strategic areas such as Bhandari town, Merapani and Yimpang village areas on a phase wise manner which would be assisted by members of NGOs and student leaders. Vaccination drive continues at Pungro: A special vaccination drive was carried out for Pungro town and its neighbouring villages on June 30 under the supervision of ADC, Pungro, Abhinav Shivam and medical team. The ADC informed that during the drive, they faced issues due to rumors, however after briefing on the importance of vaccination,
people turned up for vaccination in good numbers and took the vaccine. The vaccination was carried out at rest house ward, officers’ ward, badminton ward, Likimro hydro electrical project, Longkhimong village and Tsurewong village. During the drive, a total of 167 beneficiaries were administered with the vaccine. The medical team was led by Dr. Sato, Dr. Kisheka and Dr. Siku. 3rd phase vaccination for business community in Kohima: A total of 140 beneficiaries from business community within Kohima received the vaccine on June 30 during the 3rd phase of vaccination drive organised by Kohima district task force on COVID-19 in collaboration with Kohima Chamber of Commerce and Industry (KCCI). Along with the vaccination drive, screening for non-communicable disease was also conducted for beneficiaries. A total of 496 from the community were vaccinated till date, which included the first and second phase of the drive. House sealed at Yuching village: In order to take effective measures to prevent the spread of COVID-19, EAC Longshen, Imliwabang Aier on June 30, ordered the immediate sealing of house no.101, Yajong Morung, Yuching village, till further order. The EAC informed that any person violating the containment measures would be liable to be proceeded against as per the provision of Sections 51 to 60 of Disaster Management Act 2005 besides legal action under IPC Section 188 and other legal provisions as applicable.
Kohima DIMAPUR: National Vector Borne Disease Control Program (NVBDCP) Kohima observed anti malaria month from June 1 to 30, under the theme “reaching the zero malaria target”. A press release by DVBO, Dr. Kevilhulie Meyase informed that various activities were conducted in ten villages, Kohima Sardar, Jakhama block, Sechu block, Chiephobozou block, and Tseminyu block. MTS/ SWs and ASHAS from all blocks conducted the activities along with district consultant and DVBO such as advocacy and dissemination of IEC

materials, social mobilisation activities through PA system, proper usages of LLIN campaign was conducted apart from free test for malaria and distribution of drug and leaflets for the other entire vector borne disease. Mokokchung: Along with the rest of the country, Mokokchung also observed “anti malaria month”. A press release from the CMO’s office informed that during the month long programme, the public were made aware of waste management, prevention of water stagnation etc., while activities such as interactive
session, live demonstration, free malaria test and distribution of anti-malaria drugs were undertaken. Meanwhile, sample villages were selected from Mangkolemba, Alongkima, Tsurangkong, Tuli and Changtongya block for IEC activities such as mobile IEC awareness on malaria, importance of LLIN usage, fever screening by ASHAs etc. No malaria cases were detected during the month long screening and Mokokchung also recorded zero malaria cases since 2019. Peren: NVBDCP under CMO Peren observed

Mobile IEC awareness campaign as part covered the selected villages. The activities included malaria awareness and usage of
LLINs which was recently distributed in the district, poster campaign, pamphlet distribution and collection of blood slides. The team under the supervision of Dr. Hedungkiebe and district consultant Vimekhrie-ii Metsieo included MTS of all four blocks, surveillance workers of NVBDCP and ASHAs of Peren district. Further, update received from DVBC Vimekhrie-ii Metsieo stated that AMM activities concluded with a fever screening camp by NVBDCP Peren team at 36 Assam Rifles camp Jalukie.

DIMAPUR: All Nagaland Hindi Teachers’ Union (ANHTU), Kohima unit has appealed to the school education department to release the four-month pending salary of 2012-13 appointed Hindi teachers’ salaries are not been paid from the month of march 2021 to June 2021. In a press release, ANHTU Kohima unit general secretary, Nelson Yhokha stated that the teachers without the salary were facing “untold hardship” as most of them were posted out of their hometowns and made their living in debt. The union has therefore appealed to the responsible authority to intervene and release the pending salaries at the earliest.

DIMAPUR, JUN 30 (NPN): Association of 41 Clubs of India, in association with Round Table India (RTI), donated 50 beds to District Hospital Dimapur (DHD) here on Wednesday. Speaking on the occasion, health & welfare minister S Pangyu Phom said he was very much encouraged to see so many NGOs, churches and individuals coming forward to assist and help the State government through various means. Acknowledging the noble gesture, he said he was overwhelmed to see the work of RTI, maintaining that the organisation did a commendable job under the project “One more breath” by providing medical equipment in bulk. He appreciated the organisation for its efforts to improve the health sector and shouldering the responsibility with the State in these tough times together. “The assistance we received today will tremendously help the needy people,” he contended. He requested DHD authorities to make roper use of the equipment and maintaining cleanliness and hygiene.

Assam government officials added that a team from Hailakandi comprising Divisional Forest Officer Montaj Ali, Border DSP Nirmal Ghosh and others rushed to the border but were stopped by Mizo encroachers and forced to return. The residents of Vairengte work on plantations in the area, which they claim belongs to Mizoram since time immemorial, Ralte said. A host of district officials and police personnel from Assam arrived and forcefully seized the area on Tuesday, he alleged. “It is pure aggression by the neighbouring state as the area belongs to Mizoram. The local farmers were forced to flee for fear of being attacked by armed personnel,” Ralte, who is currently camping at the site, told PTI. Officials of both states held a discussion at the site on Tuesday
but Assam officials refused to withdraw from the area, he alleged. Residents of Vairengte, who rushed to the site, were however sent back home to prevent violence, the police officer added. Kolasib’s deputy commissioner H Lalthlangliana is also in the area. Three districts of Mizoram -- Aizawl, Kolasib and Mamit -- share about a 164.6 km border with Assam’s Cachar,Karimganj and Hailakandi districts. The border dispute between the two neighbouring states is a long pending issue. Several dialogues held since 1995 to resolve the dispute yielded little result. After a massive tussle in 2018, the border row resurfaced in August last year. The matter further escalated in February but was defused after a series of parleys with the intervention of the Centre. In an interview to PTI earlier, Assams chief minister said “Resolving border disputes among our sister states (is) among the important objectives of my government.”

Gangtok, Jun 30 (PTI): Three Army jawans were killed and three other soldiers critically injured when a truck they were travelling in fell into a gorge in East Sikkim on Wednesday, police said. The accident took place at 6th Mile on New Jawahar Lal Nehru Road connecting Gangtok with Tsomgo Lake and Nathula near the India-China border, an officer said. The six jawans of the Kumaon Regiment were travelling towards Gangtok when the driver lost control over the truck and it plunged 600 feet into a gorge, killing the driver and two other soldiers on the spot, he said. The rescue operation was conducted by the Army, BRO, police and locals in the inhospitable terrain amid bad weather and the three survivors were admitted to an Army hospital in Gangtok, from where they were shifted to a medical establishment in West Bengal’s Siliguri, the officer added.
Itanagar, Jun 30 (PTI): The COVID-19 tally of Arunachal Pradesh mounted to 35,571 with 344 single-day cases, while one more fatality raised the death toll to 168, a senior health department official said on Wednesday. The northeastern state now has 2,687 active cases and 32,716 patients have recovered from the disease, he said. The Capital Complex Region reported the highest number of new cases at 84, followed by Kurung Kumey (62), East Siang and Upper Subansiri with 29 each, Changlang (19), Lohit (16), Papumpare (13) and Tawang at 12, State Surveillance Officer Lobsang Jampa said. Arunachal Pradesh’s recovery rate stands at 91.97 per cent and the positivity rate is at 7.01 per cent, Jampa said. Altogether, 7,61,108 samples have been tested for COVID-19 so far, including 4,901 since Tuesday. Meanwhile, State Immunisation Officer Dimong Padung said a total of 5,86,306 people have been inoculated thus far.
Mizoram’s COVID-19 tally tops 20,000-mark with 256 fresh cases
Aizawl, Jun 30 (PTI): Mizoram reported 256 fresh COVID-19 cases on Wednesday, raising the tally past the 20,000-mark, a health department official said. The total number of infections rose to 20,075 with a singleday positivity rate of 7.27 per cent, he said. The new cases - the highest of 154 from Aizawl -include 68 children. Mizoram now has 4,471 active cases, while 15,512 people have recovered from the disease. The death toll stood at 92. The state has so far tested over 4.85 lakh samples for COVID-19, the official said. According to State Immunisation Officer Lalzawmi, more than 5 lakh people have been vaccinated till Tuesday.

However, the bench, in its 66-page judgment, held: “The beneficial provision of the legislation must be literally construed so as to fulfil the statutory purpose and not to frustrate it.” It observed if Centre were to construe the word “shall” as “may”, in the act, it would “defeat its purpose” and object to issue guidelines for minimum standards of relief, including ex-gratia assistance in
the Covid-19 pandemic, which is a disaster. The bench emphasised that the word “shall” used twice in Section 12 of the act significantly imposes a duty cast upon the national authority to issue guidelines for the minimum standards of relief which shall include ex gratia assistance on account of loss of life as also assistance on account of damage to houses and for restoration of means of livelihood. It did not accept the Centre’s contention that even if Covid-19 pandemic is declared and/or considered as a disaster, Section 12 may not be applicable and/ or the word “shall” should be construed as “may” as when the act came. The Centre emphasised that the legislature might not have visualised that such a pandemic/disaster would occur which would have a long-time effect/impact. The court, however, said said it cannot be disputed that Covid-19 pandemic is a disaster within
the meaning of Section 2(d) of the act. Against this backdrop, it directed the NDMA to recommend guidelines, within 6 weeks, for ex gratia assistance to family members of those persons who died due to Covid-19. The bench emphasised it is mandated under Section 12(iii) for the minimum standards of relief to be provided to the persons affected by disaster. However, the court refrained from passing any direction to fix the amount of ex-gratia payment. “What amount to be paid by way of ex-gratia assistance to the family members of the persons who died due to Covid-19 pandemic should be left to the National Authority/Central Government,” said the bench. The top court order came on PILs which were filed by advocates Gaurav Kumar Bansal and Reepak Kansal seeking court’s intervention for payment of Rs 4 lakh ex-gratia amount to the Covid victims’ families.

NEW DELHI, JUN 30 (IANS): The Supreme Court on Wednesday said the Centre failed to perform its statutory duty, under Section 12 of the Disaster Management Act (DMA), to issue minimum standards of relief for families of those people who lost their lives to Covid-19. It directed the National Disaster Management Authority (NDMA) to recommend guidelines for ex gratia assistance, on account of loss of life, to families concerned, within 6 weeks. A bench comprising Justices Ashok Bhushan and M.R. Shah said: “Guidelines for ex gratia assistance on account of loss of life due to Covid-19 pandemic, while recommending other guidelines for the minimum standards of relief, it can be said that the National Authority has failed to perform its statutory duty cast under Section 12..”
CHANDIGARH, JUN 30 (AGENCIES): Haryana Chief Minister Manohar Lal Khattar, facing resistance from farmers protesting the three central agriculture laws, said on Wednesday that political leaders have been patient in the face of protests but it “won’t be good for anyone to cross their limit”. The warning comes after a clash broke out today between anti-farm law protesters camping out at the Uttar Pradesh-Delhi border at Ghazipur and the local BJP workers. “The word kisan (farmer) is pure and everyone holds them in high regard. Due to a few unfortunate incidents the word has become tarnished. Dignity of sisters and daughters is taken away, murders are happening, roads are being blocked. I condemn the incidents that are undemocratic,” Mr Khattar said. On reports that political leaders have been facing intense protests by farmers when they visit villages in the state, Mr Khattar said those running the government have a responsibility to meet people.
The bench noted that if the statutory authority has failed to perform its statutory duty under the statute or constitutional duty, the court would be absolutely justified in issuing a writ of mandamus directing the authority to perform its statutory duty. The Centre had argued that the term “shall” used in Section 12 of the DMA, will have to be read as “may”, thereby making the provision directory/discretionary and not mandatory, in the light of peculiar facts and comprehensive steps taken by the government in mitigating the pandemic. They also demand a legal guarantee to the Minimum Support Price (MSP) regime. The government says the laws will eliminate the role of middlemen in the agriculture sector and enhance farmers’ income. It has promised that the MSP will not be scrapped. Several rounds of centre-farmer talks have failed to end the deadlock.
NEW DELHI, JUN 30 (PTI): The coronavirusinduced suspension of scheduled international passenger flights has been extended till July 31, aviation regulator DGCA said on Wednesday. “However, international scheduled flights may be allowed on selected routes by the competent authority on a case-to-case basis,” the Directorate General of Civil Aviation (DGCA) added. Scheduled international passenger services have been suspended in India since March 23, 2020, due to the coronavirus pandemic. But special international flights have been operating under the Vande Bharat Mission since May 2020 and under bilateral “air bubble” arrangements with selected countries since July 2020. India has formed air bubble pacts with around 24 countries including the US, the UK, the UAE, Kenya, Bhutan and France. Under an air bubble pact between two countries, special international flights can be operated by their airlines between their territories.
NEW DELHI, JUN 30 (PTI): The Union Health Ministry has asked the West Bengal government to inquire into instances of COVID-19 vaccination camps being organised allegedly by unauthorised people in some areas of Kolkata and submit a report in the next two days. Union Health Secretary Rajesh Bhushan has written to Hari Krishna Dwivedi, Chief Secretary of West Bengal, seeking a factual report on the matter. Bhushan referred to a letter written to Union Health Minister Harsh Va r d h a n b y S u ve n d u Adhikari, Leader of Opposition in West Bengal, on June 25 in which attention has been drawn to the instances of COVID-19 vaccination camps being organised allegedly by unauthorised people. It is also pointed out that in some of these camps, and notably in Kasba locality of Kolkata Municipal area, none of the beneficiaries have received any vaccination certificates generated from Co-WIN, giving rise to

NEW DELHI, JUN 30 (PTI): The Supreme Court on Wednesday asked Baba Ramdev to place before it the original record of his statement on the use of allopathic medicine during COVID-19 pandemic. “What is the original thing which he has said? You have not placed the whole thing,” a bench headed by Chief Justice N V Ramana asked senior advocate Mukul Rohatgi, who was appearing for the yoga guru. Rohatgi told the bench, also comprising Justices A S Bopanna and Hrishikesh Roy, that he would file the original video along with the transcript. “Okay,” the bench said and posted the matter for hearing on July 5. The top court was hearing Ramdev’s plea seeking stay on the proceedings in connection with multiple FIRs lodged against him by Indian Medical Association (IMA) in Bihar and Chhattisgarh over his remarks against use of allopathic medicine during COVID-19 pandemic. NEW DELHI, JUN 30 (PTI): The Union Cabinet on Wednesday approved the Rs 6.29-lakh crore relief package announced by Finance Minister Nirmala Sitharaman to support the pandemic-hit economy. This was informed by Information and Broadcasting Minister Prakash Javadekar after the Cabinet meeting. As part of the package to support the COVID-19 pandemic-hit economy, Sitharaman had on Monday announced Rs 1.5 lakh crore of additional credit for small and medium businesses, more funds for the healthcare sector, loans to tourism agencies and guides, and waiver of visa fee for foreign tourists. Together with previously announced Rs 93,869crore spending on providing free foodgrains to the poor till November and additional Rs 14,775 crore fertiliser subsidy, the stimulus package, which is mostly made up of government guarantee

ith Punjab scheduled to go to the polls in March 2022 to elect the next state assembly, all contending political parties are already in a stage where the entire electioneering blueprint is its final stage. However, the ruling Congress in Punjab appears to be house in disarray and far from being in a state where an election blueprint is in the minds of the party leaders. This is because the top Congress leaders- chief minister Captain Amarinder Singh, Johnny-comelately and loudmouth Navjot Singh Sidhu, who parachuted from the BJP in 2017 and PCC chief Sunil Kumar Jakhar are in different planets. Navjot Singh Sidhu is indeed a “misfit” a term used by former chief minister Sukhbir Singh Badal (Akali) to describe the former cricketer and TV show host. It is not unexpected for parties, especially those in power, to have leaders fighting over some issue of the other but these are not so normal. However in Congress, infighting is as much part of the party’s culture as dynastic politics is. Captain Amarinder may not necessarily be a godman or an angel like all other politicians. But what matters in politics is the capability as well as ability of a leader to lead the party to power. Captain, as Amarinder is known, is a performer who has not only held the fort for the Congress in the northern Hindi cow belt but also made it stronger. Everybody knows who Navjot Singh Sidhu is and what his track record has been either in cricket or his tenure in the BJP. Sidhu has been bad mouthing almost all of Punjab’s leaders, as he probably thinks that no one except he, is fit to head the state. By exposing his impertinence against his party government’s chief minister and impatience to get the top job as fast as he could (after only five years in the party), Sidhu has rubbed many the wrong way or stamped on many people’s toes. He had to quit the Punjab cabinet in 2019 after a few rounds of public spat with his chief minister. Such a rebellious behaviour should have earned him immediate suspension from the party with a stern warning of expulsion if he repeats the offence. However, Sidhu has not been shown his place and neither has he learnt how to conduct himself. In all these, the Gandhis (the super high command in the Congress) have not only tolerated but instigated Sidhu to hit Amarinder as they feel he is too independent and needs to be tamed. Whatever be the reason for the Gandhis’ game, Sidhu’s blind firing has caused collateral damage on the party. The ambivalence of the Gandhi siblings to the party crisis in Punjab highlights the factor that has led to exodus from the party. The Punjab crisis could have been better handled by capping the mouth of Sidhu and instead discussing the matter within the inner party fold. The ‘family’ is the Congress party’s super high command and the party constitution can be bent to accommodate either of them. The Congress lost several states was due to mishandling of crisis within party units by the courtiers of the super high command. Madhya Pradesh was lost that way and Rajasthan is also headed that way unless the Gandhis take sane advice from sane people and not the same people.

NDPP reacts to NPFLP demands
he report of the NPF Legislature Party submitting a representation to the Hon’ble Governor is unbecoming of a responsible opposition party, at a time when the entire government machinery is fighting the second wave of CoVID-19 pandemic and at the same time trying to ensure smooth functioning of governmental activities so that the people do not suffer and precious lives are saved. It is without a doubt, the bounden duty of an opposition party to point out the weakness and failings of the government if any. However, there is always the right time and platform to bring up such issues; and a pandemic is not one of those times. The NPF, being a mature political party and its leaders, having enough experience both as an opposition as well as running the government, should well be aware of the etiquettes of behaving as a constructive and responsible opposition. Unfortunately, the NPF party led by its leaders are in fact behaving like a pack of Hyenas waiting for every opportunity to pounce on their prey, the PDA Government. In so far as the 200 bedded hospital to be attached to CISHR is concerned, the medical department and the government has given sufficient explanation however for the benefit of those who are yet to understand with clarity it is being clearly clarified that all laid down procedures under government norms have been followed. Our opposition friends are perhaps unaware that similar type of facilities are being established by several other state governments some of which are being directly funded by even the PM Cares Fund. The people of Nagaland are well aware that the CISHR is a facility that has done yeoman service to not just the citizens of Nagaland but even to neighbouring state. The hospital is backed by the professional experience and management of two internationally renowned Christian institutions at the most reasonable costs for the patients. In fact, the Chief Secretary of Nagaland is the Chairman of the Managing Board. The pre-engineered hospital is not a temporary arrangement but rather it will have all state-ofthe-art health facilities of a
full fledged hospital and will be professionally managed by the expertise and professional Human Resource of CMC Vellore and EHA Delhi. The CISHR not only has the available space for the emergency situation but also the immediate medical Human Resource for active functioning from day one of commissioning without any hitches. With the availability of modern oxygen plant and laboratory facilities, the selection of CISHR for the emergency hospital is indeed laudable and the right decision at the right time, even as we prepare for a third wave. The NDPP takes this opportunity to reach out to the staff and family of CISHR not to be demoralised by the unsubstantiated statements which are politically motivated and without any basis. Rather, the Naga people are thankful to the CISHR family for the untold sacrifices and contributions. All citizens of Nagaland consider ourselves as participating stakeholders in the CISHR journey and we all stand hand in hand with you in our collective journey of humanitarian service. We will not allow a few uninitiated and frustrated persons to come in the way of service to the people. The establishment of the Nagaland Cricket Stadium and it’s ancillary facilities like the Cricket Academy, Indoor Training Centre, etc have been the foundation of our national and international cricketers. Today, our youth are playing at the highest levels of the game and even in foreign countries thanks to the state-of-the-art facilities which have been ranked as amongst the best in the entire NER. Cricketers from all the districts of Nagaland are directly benefiting from the enormous cricket economy wherein they are earning substantial incomes by playing the game at various levels. Nagaland has become a full fledged Ranji Trophy State and our stadium has hosted dozens of first class matches, positively impacting the scenario of sports in Nagaland while also having positive impact on the local economy. facility but after thorough investigation under their regime, no discrepancies were found in any manner. Rather, their political vindictiveness resulted in embarrassment with exposure of their misgovernance during their antipeople regime. The proposed establishment of an airport at Kohima is not due to any personal desire of an individual, rather it is the national policy that all State Capitals of the country must have an airport and air connectivity. For a State with mountainous terrain, the Chiethu area was found to be appropriate and technically viable. The proposed Chiethu Airport in Kohima was a commitment of the NDA Government during the Prime Ministership of late Atal Bihari Vajpayee in 2003 and was one of prominent features in the Common Minimum Program of the DAN which was released by the then NDA Convener and Union Defense Minister Mr. George Fernandes. The proposed Chiethu airport will not only connect our State Capital by air but it is also being viewed as a crucial and strategic facility from various angles including defense. The proposed Chiethu airport and the proposed alternate Greenfield airport at Rüzaphema are two completely different matters having no connection to each other whatsoever. Perhaps the opposition needs to be reminded that their political vindictiveness was so great that their regime had even tried to divert the airport proposal out of the state capital just for their narrow political motives. The PDA Government and the citizens of the State are indeed grateful for the land on which a viable airport can be realized which will ultimately benefit the entire State. We will not be swayed or distracted by the narrow mindedness of few politicians who are unable to accept reality. The State Government and the Finance Department have already given sufficient statements and clarifications on all financial matters but it seems that the opposition NPF will keep repeating their rhetoric’s again and again either due to their ignorance or the total failure on their part in managing the state’s finances during their tenure at the helm of affairs.
The PDA Government will not remain silent spectators to the baseless allegations of the opposition and wherever necessary the appropriate agencies of the Government will ensure that past discrepancies will not be allowed to be buried. It is indeed unfortunate that democratically elected representatives are undermining their own positions and paying disrespect to the masses by placing their concerns at the doorstep of the Hon’ble Governor. In our form of parliamentary democracy, it is the people’s voice that is supreme and is reflected by the elected representatives. It is sad to observe that leaders of a democratic political party seem to have forgotten their own powers and responsibilities and is appealing to Raj Bhawan, perhaps having conveniently forgotten the fact that the Raj Bhawan will procedurally forward their communiqué to the State Government. A party that had carried out a “BEEF FESTIVAL” and invited the Hon’ble Governor for the festival is today making a mockery of themselves once again. Despite the numerous tactics of the opposition NPF trying to dislodge and disrupt the current ruling dispensation, the NDPP stands firm in our commitment to the people of the State especially during these hard and difficult times of fighting the CoVID-19 pandemic. We assure the people that together we will soon overcome this crisis that has disrupted all our lives for the last one and a half years and the PDA Government is doing all it can to protect its citizens. Let us not allow politics and disruptive attitude come in the way of fighting for the survival of humanity. The government is also doing all it can to ensure that the COVID vaccines are made available free of cost to the people of the state and the NDPP further encourages everyone to come forward and get the vaccine. Building up a community of concern
F
or a senior citizen like me, tired of life and retired from work, with nothing much to do and time hanging heavy, everyday dawns with hope of a better world in spite of the bleak surroundings. One can of course look to the past with nostalgia. But then what about the present and the future? So anxiety and tension persist one every day for a silver lining. I live in an apartment complex of fifty odd flats. The residents are owners and tenants; that include seniors, families, children and pets. Although most of the residents are busy through the week, we have cordial relationships with our immediate neighbors and meet each other over the weekend. That leaves the seniors to fend for themselves through the week. They have their pains and aches to distract them though as well the grandchildren to regale them. But then that is life in full circle. Here then is a mini- India of residents from various backgrounds, languages and faiths living together in formal cordiality. B u t t h e C ov i d 1 9 changed all this. As the impact of the virus struck the residents, things changed as the restrictions on mobility, use of gym, the lift, the stairway etc., came to affect us. Yet as the Covid 19 struck a few residents, and people began to work from home, things began to move for the better. Everyone put their hands together - the officers of the association, the watchmen, the manager, the maids and so on and the residents too went out
of the way to reach out to the affected to phone up for help, ambulance, hospital, oxygen, medicines etc., transforming the whole community into one family of concern. This was first evident as residents went out of their way to help when the maintenance man fell sick, and in spite of all help, we lost him. We still have the affected in home quarantine, some are recovering and some are out of the woods too. But we still maintain the Covid protocol of masking, social distancing and keeping our hands clean. Of late the residents with the help of the association of apartments conducted several Covid related testing camps and vaccinations for the nearby residents which was a boon to one and all - the maids, the watchmen, the residents and so on. Covid 19 was thus a blessing in disguise to break the monotony of unconcern and formality, to come out of ourselves to help each other in our crisis and thus to break the barriers of apathy as if it were to form a community of concern. It would seem human concern for others in crisis is still not lost on us! Would this be a clue to building up a community of concern in spite of the apathy and unconcern that surround us - systemic and structural in society. Would this be the path to nation building overcoming all barriers? As they say, there is a silver streak in every cloud, probably, for one who looks for it! Arun Kumar Wesley

I had applied for a ration card sometime back but someone had already collected it even before it reached my hand. The irony here is that this was clearly not my first time applying for the card and definitely not the first time getting it stolen. If the culprits mistook my card for theirs and claimed it, that’s forgivable but claiming it when the details given are clearly not theirs is appalling. As for me, I will happily reapply for the same again but I would like to request the concern department to look into this case. Abemo, Dimapur

NEW DELHI, JUN 30 (PTI): The delimitation commission will undertake a four-day visit to Jammu and Kashmir from July 6-9 and interact with political parties, their leaders and officials of the Union Territory to gather “first hand” inputs on the conduct of the mega exercise to carve out new constituencies there, the EC said on Wednesday. The decision was taken after a meeting was held on Wednesday at the headquarters of the poll panel here that was chaired by delimitation commission chairperson Justice (retd) Ranjana Prakash Desai and Chief Election Commissioner (CEC) Sushil Chandra. “During the visit period, the commission will interact with political parties, public representatives and Union Territory administration officials including district election officers/ deputy commissioners of 20 districts of the UT to gather first hand informa-

tion and input concerning the ongoing process of delimitation as mandated under the Jammu & Kashmir Reorganisation Act, 2019,” an Election Commission (EC) spokesperson said in a statement issued here. The spokesperson added that the delimitation commission already has had a series of meetings related to data/map of the districts/ constituencies related to census 2011. “Earlier, it invited all associate members for interaction, which were participated by two of the associate members. A number of representations have also been received on various aspects concerning delimitation from civil societies and
members of the public from the UT,” the spokesperson said. The delimitation commission has already taken note of all such suggestions and directed that these may be deliberated further in the context of ground realities concerning delimitation, the spokesperson said. India urges EU to exempt Covaxin, Covishield beneficiaries from travel ban
NEW DELHI, JUN 30 (AGENCEIS): India on Wednesday formally requested the European Union member states to include both Covishield and Covaxin in their exemption list for the vaccine passport which is likely to come into effect from July 1. Only four vaccines — Comirnaty of Pfizer/BioNTech, Moderna, Vaxzervria by AstraZeneca-Oxford and, Johnson & Johnson’s Janssen — have been approved by the European Medicines Agency (EMA). Only those inoculated with these vaccines will be given vaccination passports and allowed to travel within the EU during the pandemic.
“Individual member states have the flexibility to also accept vaccines that have been authorised at the national level or by the World Health Organization, “ top government sources told CNN-News18. Urging the member states to accept vaccination certificates issued through the CoWIN portal, Indian authorities said that ‘the genuineness of such vaccination certification can be authenticated through CoWIN’. “We have also conveyed to the EU member states that India will institute a reciprocal policy for recognition of the EU Digital Covid

World Bank approves $500 mn loan to India
New Delhi, Jun 30 (PTI): World Bank on Wednesday said it has approved a USD 500 million (about Rs 3,717.28 crore) loan programme to support India’s informal working class to overcome the current pandemic distress. The loan will create greater flexibility for states to cope with the ongoing pandemic, future climate and disaster shocks, World Bank said in a statement. Of the USD 500 million commitment, USD 112.50 million will be financed by
its concessionary lending arm International Development Association and USD 387.50 million will be a loan from International Bank for Reconstruction and Development (IBRD). The loan has a maturity period of 18.5 years including a grace period of five years. World Bank said its total funding towards strengthening India’s social protection programmes to help the poor and vulnerable households since the start of the pandemic stands at USD 1.65 billion (about Rs
12,264.54 crore). The first two operations approved last year provided immediate emergency relief cash transfers to about 320 million individual bank accounts identified through pre-existing national social protection schemes and additional food rations for about 800 million (80 crore) individuals, World Bank said. States can now access flexible funding from disaster response funds to design and implement appropriate social protection responses. The funds will be utilised in social protection programme for urban informal workers, gig-workers, and migrants, it said. “In a context where countries are increasingly facing cycles of economic, pandemic, and climate shocks, investment in social protection is aimed at building the resilience of economies and livelihoods of communities.

Hyundai rolls out 10 millionth car
New Delhi, Jun 30 (PTI): Gold in the national capital on Wednesday dipped Rs 264 to Rs 45,783 per 10 gram in line with drop-in global precious metal prices, according to HDFC Securities. In the previous trade, the yellow metal had closed at Rs 46,047 per 10 gram. Silver also went lower by Rs 60 to Rs 67,472 per kilogram from Rs 67,532 per kilogram in the previous trade. In the international market, gold was quoting lower at USD 1,755 per ounce and silver was trading flat at USD 25.80 per ounce. “Gold prices extended decline falling to two month low on Wednesday. Gold prices witnessed selling on dollar rally,” according to HDFC Securities, Senior Analyst (Commodities), Tapan Patel. Navneet Damani, VP – Commodities Research, Motilal Oswal Financial Services said, “Gold tumbled to two-month lows, taking a new crack at mid$1,700 lows amidst a sharp rebound in the dollar.”

The increase of Rs 2 per litre translates into 4 per cent hike in MRP (Maximum Retail Price) which is much lower than average food inflation, GCMMF said in a statement on Wednesday. GCMMF has decided to revise the milk prices by Rs 2 per litre in markets of Ahmedabad and Saurashtra of Gujarat and Delhi-NCR with effective from July 1, the statement said. “In the last 1.5 years, Amul has not made any price revision in its fresh milk category. Since then, due to rise in costs of energy, packaging, logistics, overall cost of operation has increased. “Considering the rise in input costs, our member unions have also increased farmers’ price in the range of Rs 45 to Rs 50 per kg fat which is more than 6 per cent over previous year,” GCMMF said. Noting that the cooperative as a policy passes on almost 80 paise of every rupee paid by consumers for milk and milk products to the milk producers, GCMMF said the price revision would help in sustaining remunerative milk prices to its milk producers and to encourage them for higher milk production.

e’s the King Of Pop, she’s the Queen Of Pop, so it’s only right Kylie Minogue is the big-name collaborator on Ed Sheeran’s new album. The pair have joined forces for the song Visiting Hours on his upcoming record, which is expected to be named Subtract. They linked up in March when Ed made a tearful appearance in Australia at the memorial for his late music-mogul pal Michael Gudinski. After playing a short set, he joined Kylie on stage for a rendition of her hits All The Lovers and The Locomotion. An Ed source said: “He wrote Visiting Hours in quarantine in Australia, performed it at the gig and asked Kylie to feature on it as she was there too, with the pair having hit it off. “The song was a dedication to Michael and Kylie felt it right to put her vocals on the track. It was a fitting tribute to the music legend and she was flattered to be asked by Ed.” Also on the track is Aussie singer JIMMY BARNES, who played at Michael’s memorial concert too.

o o d Omens is returning for a second season on Amazon Prime Video, the company announced today, with stars Michael Sheen and David Tennant returning to reprise their roles as the oddcouple angel Aziraphale and demon Crowley. Also back for season 2 is Neil Gaiman, who co-wrote the original novel together with Terry Pratchett and will be returning as showrunner alongside Douglas Mackinnon (who directed the first season). Gaiman will also be writing the second season together with John Finnemore. The six-episode first season was originally conceived as a standalone miniseries, and already covered the entirety of Terry Pratchett and Neil Gaiman’s original novel. So much so that both Gaiman and Rhianna Pratchett, Terry’s daughter, shot down any continuations beyond the scope of the book in
2018. But it’s a well known fact that Terry Pratchett and Gaiman had been planning a sequel to the first book, although the two didn’t manage to actually publish it before Pratchett’s death in 2015. “I got to use bits of the sequel in Good Omens - that’s where our angels came from,” Gaiman explained in a statement obtained by Entertainment Weekly. “Terry’s not here any longer, but when he was, we had talked about what we wanted to do with Good Omens, and where the story went next. And now, thanks to BBC Studios

Oman Cricket eyes $2 million upgrade for its T20 WC venue New Delhi, Jun 30 (IANS): Oman Cricket, expected to host the initial matches of the T20 World Cup which will act as qualifier for the main draw, has a task at hand as it looks to upgrade its facilities within three months after the Indian cricket board took its time to announce its inability to host the mega tournament on its soil. The initial matches reportedly involves eight teams -- Bangladesh, Sri Lanka, Ireland, Netherlands, Scotland, Namibia, Oman and Papua New Guinea - who could be divided into two groups. Matches involving one group (with Oman in it) or even both groups could be hosted at Muscat’s Al Amerat Cricket Stadium, which will be handed over by Oman Cricket to the International Cricket Council (ICC) on October 1. “The estimated cost of upgradation will be $2 million and it will be undertaken by Oman Cricket. It (getting T20 World Cup and playing in it) is beyond our dreams. We are looking to host at least six matches,” said Madhu Jesrani, the secretary of Oman Cricket, to IANS. The ground, at the moment, is very basic with no stands and even the
floodlights are not of high standard. “As per ICC requirements, we need to have four dressing rooms. We only have two at the moment. We will build two more. That apart, we will have to upgrade the lighting to 2500 lux LED from 1100 lux,” added Jesrani who added that a TV tower for shooting and a commentary box will be set up on a scaffolding. The ground will need a scoreboard and a live TV screen. According to those who have seen it, the venue is very basic at the moment and looks more of a club ground. There are no seating arrangements for crowds. The association is looking forward to accommodating 3,000 to 4,000 fans. “At the moment, there is no facility for the crowd. We are looking to build a grandstand with a crowd capacity of 2,000-3,000 fans. That apart, there will be hospitality box/boxes with a capacity of 1000,” added Jesrani. The ICC refused to disclose details of how many matches will be held in Oman and in UAE, which is expected to hold the latter stages involving big teams.

Mittal, Anjum recommended for Khel Ratna New Delhi, Jun 30 (IANS): World champion in double trap shooting, Ankur Mittal, and World Championships silver medallist in 10m air rifle, Anjum Moudgil, were on Wednesday recommended for the Rajiv Gandhi Khel Ratna, the highest sporting honour in India. The two had also been recommended for the Khel Ratna last year. Mittal and Anjum had both won their medals at the 2018 World Championships in Changwon, South Korea. The National Rifle Association of India (NRAI), the governing body for shooting sport in the country, also recommended world No. 1 in women’s 10m air rifle, Elavenil Valarivan, world No. 1 in men’s 10m air pistol, Abhishek Verma, and 50m pistol world champion, Om Prakash Mitherval, for the Arjuna Awards this year. However, the NRAI did not recommend any coach for the Dronacharya awards this year.
Dutee, Srihari qualify for Tokyo Olympics New Delhi, Jun 30 (Agencies/PTI): Ace Indian sprinter Dutee Chand and Indian swimmer Srihari Natraj have qualified for the upcoming Tokyo Olympics. Chand qualified in both 100m and 200m races via the World Rankings quota on Wednesday, while Natraj officially booked himself a Tokyo Olympics berth on Wednesda after the sport’s world governing body FINA approved his ‘A’ standard qualification time in the men’s 100m backstroke time trial at the Sette Colli Trophy in Rome. . 22 spots were available in 100m and 15 spots in 200m via the World Rankings route. Chand’s overall position of World No. 44 in 100m and World No. 51 in 200m were well within the ranks to make her eligible to fly to Tokyo next month, ANI reported. New Delhi, Jun 30 (IANS): Even though Euro 2020 tournament has entered only the quarter-final
stage, some big nations have already fallen. IANS looks at the biggest upsets of the tournament, all of which
have come in the Round of 16 stage. In fact, half of the eight pre-quarterfinals sprang surprises.
Switzerland beat France The 2018 world champions were expected to win Euro 2020 and emulate what their predecessors did over two decades ago -- win World Cup and follow it up with Euro title. France, who had the talismanic Zinedine Zidane in their midst in those days, had won the 1998 FIFA World Cup and then followed it up with the Euro 2000 title. The current team, full of biggest stars of contemporary times, though expected to coast to title, fell at the Round of 16 stage against Switzerland. France are world No. 2 and Swiss are ranked 13th. After leading 3-1, the French conceded two late goals to let the Swiss take the game into extra-time and then to penalties where France’s big star Kylian Mbappe missed a penalty.
Czech Republic beat the Netherlands The Dutch, who are 16th and 24 places above Czech Republic in FIFA rankings, had looked dominant throughout the league stage. They were one of the only three teams, besides Italy and Belgium, who entered the Round of 16 with an all-win record. However, the Oranje brigade was shocked 2-0 by the eastern European nation at their home in Amsterdam. Tomas Holes and Patrik Schick scored in the second half as they saw their team through to the quarter-finals.
Belgium beat Portugal It wouldn’t come out as a surprise if FIFA rankings were considered. Belgium are the top-ranked team while Portugal, include the talismanic Cristiano Ronaldo, are No. 5. However, the fact that the Portuguese are the defending champions and their defeat surprised soccer fans. The title holders enjoyed 56 per cent ball possession and made 24 attempts, which was four times than their rivals. But they lacked efficiency, accuracy and also luck that could earn them victory. Ukraine beat Sweden Ukraine, who are ranked 24th, are six places below Sweden who are 18th and they qualified for Round of 16 as one of the third best-placed teams unlike the Swedes, who finished top of their pool. But the Ukrainians punched above their weight to first hold the Swedes in regulation time and then beat them in the dying minutes of extra time. This is Ukraine’s first entry into the Euro quarter-finals. This is only the third time they are playing in the tournament. After failing to qualify for the 1996, 2000, 2004 and 2008 editions, they competed in 2012 and 2016 but without much success.
Bopanna and Sharan miss cut for men’s doubles at Tokyo Olympics
Rohan Bopanna and Divij Sharan New Delhi, Jun 30 (Agencies): In a setback to India’s medal chances in the tennis event of Tokyo Olympics, Rohan Bopanna and Divij Sharan have missed the cut for men’s doubles, which also rules out the country’s presence in the mixed team competition, its best chance for a podium finish. It was expected that with a low combined ranking of 113, Bopanna (38) and left-handed Sharan’s (75) entry would depend only on large scale withdrawals. “The ITF has confirmed that Bopanna and Divij could not be entered as a team in the men’s doubles team. However, things might change till July 16 (if there are more withdrawals),” an AITA source told PTI. When All India Tennis Association (AITA) Secretary General Anil Dhupar was contacted, he said he will be able to give a clear picture only when he has the complete entry list in his hands. Despite some with-
drawals, the cut for 22 teams out of 24 direct acceptances was as high as in mid-60s, according to sources but the final cut-off could not be confirmed. Even if there are more withdrawals, it will be extremely difficult for India to have a team in men’s doubles. The priority would first be given to singles ranked players, then the singlesdoubles combination and then the doubles-doubles ranking combination. Since many top players are not part of the singles draw, the lower-ranked players, who consistently compete in doubles also, would not miss the chance to play two events at the Olympics. Each player is allowed to be in two events. As per rules, only those players can be a part of the mixed team event who are already in one of the main draws (either singles our doubles). In India’s case, it was imperative for Bopanna to be in men’s doubles so that he can be paired with Sania
Mirza, who is set to compete in her fourth Olympics with Ankita Raina in the women’s doubles event. Sania and Rohan came close to winning a bronze in 2016 but they lost the bronze play-off to Czech Republic’s Radek Stepanek and Lucie Hradecka in straight sets. The limited number of opportunities in terms of tournaments due to the COVID-19 lockdown and travel restrictions made it tough for both Bopanna and Sharan to improve their rankings. Bopanna was ranked 38th at the start of the year while Sharan’s ranking only got worse after starting at number 63. India have never missed out on fielding a men’s doubles team at the Olympics ever since a young Leander Paes and Ramesh Krishnan competed at the 1992 Games in Barcelona. In editions after that, Paes was there mostly with Mahesh Bhupathi. In 2016 Paes and Bopanna competed and lost in the first round.
