Suspension of MPs: Oppn walk out in Parl NEW DELHI, NOV 30 (PTI): The suspension of 12 Rajya Sabha members rocked both houses of Parliament Tuesday with the opposition and the government locking horns over the issue and seeking an apology from each other after Chairman M Venkaiah Naidu rejected an appeal by some leaders to revoke the decision. Members of the Congress and other opposition parties staged a walkout from Rajya Sabha and Lok Sabha in protest against the suspensions, even as Naidu justified the action saying they haven’t shown any remorse for their “act of sacrilege” of the House in the previous session in August. The opposition MPs also staged a protest near Mahatma Gandhi’s statue in Parliament complex and raised slogans against the government. The suspended MPs would sit outside Gandhi’s statue starting Wednesday morning in protest. Kharge raises issue: Leader of Opposition in Rajya Sabha Mallikarjun Kharge raised the issue inside the house and alleged the motion for suspension by

Parliamentary Affairs Minister Pralhad Joshi was in gross violation of the rules and action was undemocratic. He again wrote to the chairman urging him to reconsider his decision. In his letter, the Congress leader said excessive action has been taken against the MPs by suspending them without providing them an opportunity to be heard. He noted that the suspension of these members, is an unprecedented excessive action for the

unfortunate incidents. Naidu refuses to revoke suspension: Rajya Sabha Chairman M Venkaiah Naidu on Tuesday said that the suspension of the 12 MPs will not be revoked. “The members who had committed the sacrilege against the house have not shown remorse. So, I think the appeal by the Opposition [to revoke the suspensions] is not worth considering,” Naidu said. “All procedures in the Rajya Sabha were

done according to rules when 12 MPs were suspended on Monday,” he said. Naidu said he was not considering Mallikarjun Kharge’s appeal of revoking the action as the suspended MPs have not shown any remorse, but on the contrary, justified their acts. He added that the action has been taken and “it is final”. If MPs apologise, then we can review: The government was “forced” to suspend 12 opposition MPs

from this Parliament session for “misbehaviour” - related to the events of August 11, the last day of the previous session- but will consider revoking the suspension if they apologise, Parliamentary Affairs Minister Pralhad Joshi said. “To maintain dignity of the House, government was compulsorily forced to place this proposal of suspension... But if these 12 MPs apologise..., the government is ready to consider their proposal positively with an open heart,” he said. Suspended MP react: Binoy Viswam from the CPI, who was one of the members suspended, said there was no plan to apologise, “What apology? We are not Savarkar to apologise. It is not our culture to write letters of apology.” “This is a government that looks down at parliamentary procedure and at the opposition...We will not bend before them,” Binoy added. He also said that he will look at legal avenues to challenge the move. However, Shiv Sena’s Priyanka Chaturvedi and Anil Desai have distanced themselves from this remark.

Centre extends nationwide containment norms till Dec 31  States, UTs asked to ramp up testing  Omicron does not escape RT-PCR, RAT tests NEW DELHI, NOV 30 (PTI):

Amidst a heightened level of concern over the Omicron variant, the Centre on Tuesday advised states and UTs to ramp up testing and undertake effective surveillance of international passengers, asserting that the Omicron variant of SARS-CoV-2 does not escape RT-PCR and RAT tests as it extended the nationwide COVID-19 containment measures till December 31. The strict norms for international passengers arriving in the country, especially from 'at-risk' countries, will also come into effect from December 1 as part of the government's efforts to keep the spread of the new variant at bay. Chairing a high-level meeting with states and UTs to review public health pre-

paredness in the country, Union Health Secretary Rajesh Bhushan advised states and UTs not to let their guard down and keep a strict vigil on the international passengers coming to the country through various airports, ports and land border crossings and stressed on strict monitoring of hotspots. He also noted that the revised guidelines and international travel advisories have been shared with the states. During the meeting, DG, ICMR Dr Balram Bhargava informed the participants that the Omicron variant doesn't escape RT-PCR and RAT and hence, states and UTs were advised to ramp up testing for prompt, an official statement said. The Centre also extended the nationwide COVID-19 containment measures till December 31 and Union Home Secretary Ajay Bhalla wrote to state and UTs, asking them to strictly adhere to the November 25 advisory issued by the Health Ministry, recommending rigorous

screening and testing of all international arrivals. Bhalla also said the contacts of the international travellers must be closely tracked and tested as per the health ministry guidelines, and the samples of travellers turning positive sent to the designated Genome Sequencing Laboratories promptly, as per the Indian SARS-CoV-2 Genomics Consortium (INSACOG) Guidance Document. Under the new travel norms, effective from Tuesday midnight, RT-PCR tests are mandatory for passengers arriving from 'at-risk' countries and they will be allowed to leave the airport only after the test results come. The government has advised international passengers from 'at-risk' countries to prepare to wait at the airports till the report of RT-PCR test was available and not book connecting flights beforehand. Union Health minister Mansukh Mandaviya told Parliament that Omicron has not been reported in India yet.

GGPNL Award: CM calls for documenting oral storytelling Covid: H&FW caution against lowering guard than 22 countries now was believed to be more virulent than the previous variants as notified by health experts. However, they added that no fatality among the patients of the new variant has been recorded so far. Although there was very little information about Omicron, Neikhrielie hoped that more details would be made available by health experts soon so that necessary preparations could be put into place. He of course claimed that not a single case of the new virus variant has been detected either in the State or country as on Tuesday.

Nodal officer, IDSP, Dr Nyan Kikon emphasised that as there was no complete cure for the virus, the only way to avoid it was through prevention. He stressed following CAB since this has proven to be the most effective tool in combating Covid-19. He urged the citizens to be responsible in order to avoid getting infected or spreading the virus. On holding Hornbill Festival, Neikhrielie mentioned that the health department had shared all data on the current situation vis-à-vis the virus with the government, following (Cont’d on p-8)

DIMAPUR, NOV 30 (NPN): All Nagaland Pre-Service Teachers’ Association (ANPSTA) has expressed surprise over chief minister Neiphiu Rio and school education adviser KT Sukhalu’s statements in Nagaland Legislative Assembly (NLA) regarding excess teachers. In a statement, the association termed the statements as unjust, detrimental and an attempt to deprive employable rights of deserving trained teachers through open means. ANPSTA demanded to know how did the State government claim that there were around 10,000 excess teachers and under what head they were recruited, as the last open recruitment was in 2015- the SSA recruitment conducted by the Department of School Education (DoSE).

Citing reliable sources that annually around 250 teachers retired, ANPSTA wondered how did the question of excess teachers arose and requested the government to share in public domain the basis of the information. ANPSTA asserted that it had the right to know how and when were the vacant posts filled, if not done through backdoor, when NPF Legislative Party leader TR Zeliang and MLA Yitachu expressed concern over shortage of teachers due to ban in appointments. The association urged the chief minister to be unbiased, take a stand against unethical practices and walk the talk by “laying down impeccable undefiled decree” for the future of students and teachers by conducting fair recruitment of trained teachers.

India’s second president Dr. S. Radhakrishnan arrived Kohima on December 1, 1963 (Sunday) to officially declare Nagaland as a state. It may be recalled, that Naga Hills Tuensang Area (NHTA) district in Assam, formed in 1957 through merger of Naga Hills District and Tuensang Frontier Division(under NEFA), became the 16th state of the Indian union through an act of Parliament in 1962. P. Shilu Ao who headed the first 5-member Executive Council (of the Interim Body) comprising of representatives of Naga tribes under Naga People’s Convention(NPC), became the first Chief Executive Councilor. After the first general election on January 10,1964 P.Shilu Ao (independent (Cont’d on p-8) from Impur A/C) became the first chief minister of the state.
