Shortage of funds, staff affecting H&FW dept’s fight against Covid-19

KOHIMA, OCT 31 (NPN): Fund shortage as well as acute shortage of staff due to retirement as well as court halting the process of recruitment has hit the state’s Health & Family Welfare (H&FW) department at a time when it is expected to sustain the fight against Covid-19. Sources confirmed to Nagaland Post that due to financial constraints, there was shortage of Rapid Antigen Test kits at one point of time and incoming travellers could not be tested, especially at the inter-State borders. What has also compounded the problem was the blanket ban on appointments as a result of which, the department could not fill up many posts that fell vacant due to retirement. State logs 11 fresh cases, 1 Covid death DIMAPUR, OCT 31 (NPN): Nagaland on Sunday recorded 11 fresh Covid-19 positive cases while one more patient succumbed to the virus. Of the fresh cases, four were from Kohima, three each in Dimapur and Mokokchung and one in Tuensang, taking the total caseload to 31842. One more patient succumbed to the virus in Dimapur, pushing the death toll to 685 (including 15 non-Covid deaths). According to the sources, other departments have also been hit hard by the blanket ban on new appointments as many posts that became vacant due to retirement could not be filled up. Most of such vacancies were of fourth grade posts which directly affected functioning of many departments. The state government had suspended an Office Memorandum (OM) issued on July 16 allowing “partial lifting of ban on appointments against existing vacancies” following an order issued by the Kohima Bench of the Gauhati High Court on September 1. This was in response to the high court which had ordered suspension of the OM on empowering 76 departments to con-
duct recruitment exams. The court order followed a Public Interest Litigation (PIL) filed by Rising People’s Party. In the PIL, RPP had sought that the proposed Nagaland Staff Selection Board (NSSB) be made functional within one month so that “recruitments to all GroupC posts can be conducted in a transparent manner”. The court listed the matter for urgent hearing after four weeks and ordered that the “OM remains suspended till the returnable date”. It may be recalled that the state government admitted that it had spent around Rs. 245.44 crore (Rs. 180.88 crore during 2020-21 and Rs. 64.56 crore during 2021- 22) for Covid related activities etc. Further the government also said it had decided to use 25% of LADP funds to fight the pandemic in 2021-22, that included 15% Common Pool Fund and additional 10% from normal
funds without touching the iconic projects. The government said these funds would be kept with the respective DPDBs for fighting the pandemic in the respective districts. The Finance department, which issued rebuttal to the then opposition NPF also denied allegations of misappropriation of funds in the name of pandemic by clarifying that all funds mobilised through pro-rata cuts and expenditure were accounted under various heads. The present situation within the department has also created alarm since there is expectation of a likely third wave hitting the north east that could also affect Nagaland. With educational institutions also to reopen, the spectre of children exposed to danger of the mutating Delta variant was also not lost on the department officials who spoke to Nagaland Post recently.

Fuel prices have never been so high in the country and experts are worried that it could seriously impact economic recovery. The preliminary WMO state of the climate report, launched as the UN COP26 climate conference opens, said that global warming from greenhouse gas emissions threatens “far-reaching repercussions for current and future generations”. WhatsApp will stop working on some Android, iOS phones NEW DELHI, OCT 31 (AGENCIES): From November 1, messaging platform WhatsApp will stop working on a number of Android devices as well as iOS devices. The users who have not backed their chats also risk of losing it when the company implements the change. However, the key thing to note is that the end of WhatsApp support will impact only those users which are using old versions of both the operating systems. G Vikhepu Yeptho has appealed to Wokha Village Youth Organisation (WVYO), Wokha Village Student’s Union (WVSU) & Wokha Village Eloe Ekhung (WVEE), to call off the proposed 12-hour total shutdown on November 1 from 6 a.m. According to DIPR, Er. Vikhepu said that the department had already issued letter of award (LOA) for widening of the existing road to two-lane road from km 72.400 to km 83.000 of NH-61 (new NH2) on EPC Mode. planned to start the work immediately after right of way (ROW) was finalised, he said the bill for compensation structure was already forwarded to the Union Ministry of Road Transport & Highways (MoRTH) and the sanction was awaited. Students’ Conference (USSC) has served a 15-day deadline on the School Education department to cancel all orders transferring teachers out of Kiphire district without relievers. In a representation to principal director of School Education submitted through the Sr. SDEO Kiphire, USSC vice-president Sethrongba Y Sangtam and general secretary Lumpili Sangtam expressed dismay that within a year, the department had transferred seven teachers– five without relievers and two along with the posts – from Kiphire district.

Releasing the Bible, Rev Phughoto read out a verse from Hebrew, pen in the handwritten Bible. Lauding the initiative of LGBA, he observed that among the 1,674 Baptist churches and six lakh population, it was the first church to take the initiative of coming out with a handwritten Bible. He encouraged the congregation to not just read
the word of God but also to follow His commandments. He said reading the word of God would help them come closer to God and remind them of His promises that would strengthen their faith and develop spirituality. He encouraged the gathering to “walk the talk” and rededicate their life and be blessed. Delivering the keynote address, LGBA pastor Toluho gave a brief of the initiative.
