Shortage of funds, staff affecting H&FW dept’s fight against Covid-19

KOHIMA, OCT 31 (NPN): Fund shortage as well as acute shortage of staff due to retirement as well as court halting the process of recruitment has hit the state’s Health & Family Welfare (H&FW) department at a time when it is expected to sustain the fight against Covid-19. Sources confirmed to Nagaland Post that due to financial constraints, there was shortage of Rapid Antigen Test kits at one point of time and incoming travellers could not be tested, especially at the inter-State borders. What has also compounded the problem was the blanket ban on appointments as a result of which, the department could not fill up many posts that fell vacant due to retirement. The sources said the shortage of staff included all categories and this made it increasingly

State logs 11 fresh cases, 1 Covid death DIMAPUR, OCT 31 (NPN): Nagaland on Sunday recorded 11 fresh Covid-19 positive cases while one more patient succumbed to the virus. Of the fresh cases, four were from Kohima, three each in Dimapur and Mokokchung and one in Tuensang, taking the total caseload to 31842. One more patient succumbed to the virus in Dimapur, pushing the death toll to 685 (including 15 non-Covid deaths). According to the sources, other departments have also been hit hard by the blanket ban on new appointments as many posts that became vacant due to retirement could not be filled up. Most of such vacancies were of fourth grade posts which directly affected functioning of many departments. The state government had suspended an Office Memorandum (OM) issued on July 16 allowing “partial lifting of ban on appointments against existing vacancies” following an order issued by the Kohima Bench of the Gauhati High Court on September 1. This was in response to the high court which had ordered suspension of the OM on empowering 76 departments to con-

duct recruitment exams. The court order followed a Public Interest Litigation (PIL) filed by Rising People’s Party. In the PIL, RPP had sought that the proposed Nagaland Staff Selection Board (NSSB) be made functional within one month so that “recruitments to all GroupC posts can be conducted in a transparent manner”. The court listed the matter for urgent hearing after four weeks and ordered that the “OM remains suspended till the returnable date”. It may be recalled that the state government admitted that it had spent around Rs. 245.44 crore (Rs. 180.88 crore during 2020-21 and Rs. 64.56 crore during 2021- 22) for Covid related activities etc. Further the government also said it had decided to use 25% of LADP funds to fight the pandemic in 2021-22, that included 15% Common Pool Fund and additional 10% from normal

funds without touching the iconic projects. The government said these funds would be kept with the respective DPDBs for fighting the pandemic in the respective districts. The Finance department, which issued rebuttal to the then opposition NPF also denied allegations of misappropriation of funds in the name of pandemic by clarifying that all funds mobilised through pro-rata cuts and expenditure were accounted under various heads. The present situation within the department has also created alarm since there is expectation of a likely third wave hitting the north east that could also affect Nagaland. With educational institutions also to reopen, the spectre of children exposed to danger of the mutating Delta variant was also not lost on the department officials who spoke to Nagaland Post recently.

G Vikhepu Yeptho has appealed to Wokha Village Youth Organisation (WVYO), Wokha Village Student’s Union (WVSU) & Wokha Village Eloe Ekhung (WVEE), to call off the proposed 12-hour total shutdown on November 1 from 6 a.m. According to DIPR, Er. Vikhepu said that the department had already issued letter of award (LOA) for widening of the existing road to two-lane road from km 72.400 to km 83.000 of NH-61 (new NH2) on EPC Mode. He said reading the word of God would help them come closer to God and remind them of His promises that would strengthen their faith and develop spirituality. CHOs are trained not only to provide health services but also to provide wellness in the community such as yoga, elderly care etc, she said. DIMAPUR: Central team led by joint secretary (C&NER) Ministry of Housing & Urban Affairs, Government of India, Pankaj Kumar Singh and Director (MC&NER) MoHUA, G.Ravinder visited Wokha district on October 31 to take first hand information and oversee the infrastructure development works under taken by departments of Housing and Municipal Affairs. According to DIPR report, the visiting officials were accompanied by chief engineer, Urban Engineering Wing, Er. Yanbemo Humtsoe, joint secretary, Municipal Affairs to the Government of Nagaland, T. Nchumbemo Odyuo and

other officials. The officials after reaching Wokha visited several sites of developmental projects and schemes and took stock of the ground reality of the on-going infrastructural works under taken by the ministry. Later the officials held a short interaction with the Deputy Commissioner, Wokha Orenthung Lotha along with ULBs officials at the DC residence. Orenthung on behalf of the people of the district thanked both the officials from the Central Government and State Government for visiting Wokha district and for the concern showed towards the district.

Re-orientation trg of health care workers on IHIP DIMAPUR: A three-day re-orientation training of Health Care Workers on IHIP (Integrated Health Information Plateform) for Tuensang and Noklak districts was held from October 28- 30. The resource persons of the training were, State Program Officer SSU IDSP, DH&FW, Dr.Nyanthan Kikon; Senior Program Officer NISHTHA JHPIEGO, Roselyn Lasuh; Surveillance Coordinator NISHTHA JHPIEGO, Angelina Jungti and Training Consultant SSU IDSP, Asang.

The training was supported by the staff of DSU IDSP Tuensang. On day one, Dr.Kikon shared in detail about IHIP and its importance while encouraging health care workers to cope with the transition of paper based reporting system to digitalisation. He said that IHIP was a real time data reporting or near real time data information in places with poor internet connectivity which enables the Surveillance Unit to detect unusual events/ early warning signals/ impending outbreak

of diseases on time and response in time. The topic on “Event Alert and Out Break Investigation” was delivered by Lasuh while “P&L form Reporting” for Medical Officers & Laborator y Technicians and “S-Form Reporting” was taken up by Angelina. The trainees were imparted with hands-on training on the usage of IHIP apps and portals. A total number of 42 healthcare workers under the establishment of CMO office, Tuensang were trained in three batches.

He expressed hope that the work, projects and schemes undertaken by the department will benefit the people of the district immensely. He also assured to extend outmost support and cooperation for the successful implementations of works taken up by the concerned department. The officials from the district also apprised the central team about some of the important requirements to be implemented in the district for the benefit of the community people. Later the team visited Yikhum village with the village authorities and also visited Doyang Hydro Electric Project, Wokha on the same day.

DIMAPUR: Block level ASHA training on Aapke Dwar-Ayushman was held on October 27 and 29, at Peren district. In a press release CMO office, Peren district media officer Shekho Sophie stated that “AapkeDwar- Ayushman” focused on three key objectives- improving awareness, increasing ecard penetration, and establishing a continuum of care which will ultimately lead to increased utilisation under the scheme. The ASHAs were trained on the objectives to increase awareness about the scheme and improve utilisation under the scheme, strategy for awareness drive, AYUSHMAN cards and percentage of family enrolled, key parameters to be monitored. The ASHAs were also trained how to avail services and co-operate with BIS team and operators from partner organisations. During the training the ASHAs were also encouraged to mobilize beneficiaries for enrolment and make e-card. Three houses and a few shops, reportedly owned by members of the minority community, were also ransacked in nearby Rowa Bazar, a senior police official had said earlier. Prohibitory orders under Section 144 CrPC were promulgated for an indefinite period in Panisagar and neighbouring Dharmanagar sub-divisions following the incident.

Mizoram cop held by Assam Police over blast near disputed border released

AIZAWL, OCT 31 (PTI): A Mizoram policeman, who was arrested by the Assam Police for allegedly being involved in a blast in a disputed area along the inter-state border, has been released on bail, an officer said on Sunday. Laldintluanga Ralte, an Indian Reserve Battalion constable of the Mizoram Police, was apprehended by policemen of the neighbouring state when he was found near the site of the “low-intensity blast” which occurred at around 1:30 am on Friday. “Ralte was sent to inspect the site of the blast that took place about 100 metres from an outpost near the border. Soon after he (Ralte) reached the spot, the Assam Police personnel, who were already present there, arrested him. They accused him of possessing explosive materials,” Bairabi Police Station officer incharge Lalrinhlua told PTI. The Mizoram Police claimed the blast took place near Bairabi town in Kolasib district, while the Assam

He did not even carry any firearm when he had gone to inspect the area” Lalrinhlua said. Sikkim reports 22 COVID cases, 1 fatality GANGTOK, OCT 31 (PTI): Sikkim’s COVID-19 caseload rose to 31,979 on Sunday after 22 new cases were reported in the past 24 hours, 12 more than the previous day, a health department bulletin said. The death toll increased to 396 as one more person succumbed to the infection, it said. The Himalayan state now has 195 active cases, while 325 patients have migrated to other states. Altogether 31,063 COVID-19 patients have recovered from the disease. Over 2,61,343 samples have been tested for coronavirus in the state so far. Sikkim’s COVID-19 positivity and recovery rates are 5.4 per cent and 98.1 per cent, respectively, the bulletin said.

Arunachal reports 11 new COVID cases

ITANAGAR, OCT 31 (PTI): Arunachal Pradesh reported 11 new COVID-19 cases, two more than the previous day, pushing the coronavirus tally to 55,154, a senior health department official said here on Sunday. Ten more people recuperated from COVID-19, taking the total number of recoveries in the north-eastern state to 54,765, the official said. The COVID-19 recovery rate in the state remained at 99.29 per cent while the active percentage dipped to 0.20 per cent, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The coronavirus death toll in the frontier state remained at 280 as no new fatality was reported in the last 24 hours, he said. Arunachal Pradesh currently has 109 active COVID-19 cases. Tawang district has the highest number of active cases at 24, followed by Lower Dibang Valley (18), East Siang (16) and West Kameng (15). As many as 11,85,102 samples have been tested for COVID-19 in the state so far, including 608 on Saturday, Jampa said, adding that the positivity rate stands at 1.80 per cent. According to State Immunisation Officer Dr Dimong Padung a total of 13,12,429 people have been administered COVID-19 vaccine so far.

The senior Congress leader also expressed strong concern over the poll-related violent clashes reported in the poll-bound state in the last few weeks. He urged the people not to indulge in such violence and allow the voters to use their franchise free and fearless manner.

NEW DELHI, OCT 31 (PTI): The territorial ambitions of China and Pakistan require the Indian armed forces to remain alert and deployed along disputed borders and coastal areas round the year, Chief of Defence Staff (CDS) Bipin Rawat said on Sunday. The CDS stated this while delivering the Sardar Patel Memorial Lecture at All India Radio. “The quintessential visionary that Sardar Patel was, he had assertively voiced the need of an independent Tibet as a buffer state between India and China, as can be found in his correspondence with the then Prime Minister Pandit Jawaharlal Nehru,” he said. Rawat said history is witness to the fact that whenever a country neglects its armed forces, the external powers are quick to exploit it. Post-1962, we have had several skirmishes against the Chinese — at Nathu La in Sikkim in 1967, at Wangdung in 1986, at Doklam in 2017 and the recent skirmishes in the eastern Ladakh,” he noted. The outcomes have made it clear that the Indian armed forces are alert and determined to defend national territory, he said. This, he

The current border standoff between the Indian and Chinese militaries erupted in May last year following a violent clash in the Pangong lake areas of eastern Ladakh and both sides gradually enhanced their deployment by rushing in tens of thousands of soldiers as well as heavy weaponry. As a result of a series of military and diplomatic talks, India and China completed the disengagement process in the Gogra area in August and in the north and

south banks of the Pangong lake in February. Each side currently has around 50,000 to 60,000 troops along the LAC in the sensitive sector. Rawat, in his speech, also recalled the role of the Indian armed forces in controlling the post-partition violence in India. “No one had fathomed that the scale of mayhem due to the communal frenzy that was unleashed due to the partition of our nation. “Large scale violence between people who once lived as one community resulted in the loss of thousands of innocent lives in 1947,” he said. The police force was limited in numbers, not fully trained or equipped, and was suffering from the trauma of communal fighting, he mentioned. “The communal frenzy of that time was beyond the control of the police. The armed forces were then called in to control the furious rioting and enforce civil order,” he added.

AG declines consent for contempt Will turn govt offices into proceedings against Owaisi ‘grain markets’, warns Tikait NEW DELHI, OCT 31 (PTI): Attorney General K K Venugopal has declined to give his consent for initiation of criminal contempt proceedings against AIMIM president Asaduddin Owaisi for his remarks that an inquiry commission had observed V D Savarkar was complicit in Mahatma Gandhi’s murder. A think tank had written to the AG seeking his consent to initiate contempt proceedings against Owaisi for his remarks. Venugopal said it is true that the judgment of the top court also notes the fact that Savarkar has been found not guilty of Gandhiji’s murder in the criminal trial. However, if one reads the judgement as a whole, it is clear that the court was disinclined to go into the findings of the Justice Kapoor Commission of Inquiry, the AG said. “I may also point out that Justice Kapoor has retired as a judge of the Supreme Court in the year 1962, and hence was a retired

judge when he was appointed as Commission of Inquiry in 1966. The statement made by Owaisi is relatable, therefore, to the finding of Justice Kapoor Commission and not the Supreme Court. “It would therefore be difficult to hold that he has committed contempt of the Supreme Court by suggesting and/or implying that a sitting judge of the Supreme Court had held that Savarkar was complicit in the murder of Mahatma Gandhi, which is completely contrary to factual reality. I am therefore constrained to decline consent for initiation of contempt proceedings against Owaisi,” the AG in his reply dated October 26 said. In a letter to Owaisi, the Abhinav Bharat Congress and its founder Pankaj Phadnis had referred to a Supreme Court judgement dated March 28, 2018 which stated, “The submission of the petitioner that Shri Savarkar has been held guilty for the murder of Gandhiji is misplaced.”

NEW DELHI, OCT 31 (IANS): Bharatiya Kisan Union leader Rakesh Tikait on Sunday war ned the Centre of converting the government offices into “grain markets” if it forcibly evicts the farmers from the protest site where they have been agitating against the three contentious farm laws for the past 11 months. The warning came two days after the Delhi Police removed all the barricades from Tikri and Ghazipur borders for the smooth movement of traffic. t has been over three decades that the Department of Power Nagaland(DoPN) has been lamenting about power loss but the very fact that it is still going on raises pertinent questions about the ability or inability of the department to check the perennial loss. Recently, the DoPN has deployed its special revenue team to conduct a joint operation with police to nab defaulting consumers for non payment of Electricity bill, theft of power through hooking, tampering of Energy meters and pilferage of Energy meters. There may have earlier been such teams deployed to conduct ‘Operation Revenue Loss.’ If so, then it is not understood why the DoPN is giving publicity this time, for what can be described as normal official routine? Be that as it may, the loss is a big challenge to the capability of the planners in the DoPN as they need to find out ways and means on how to plug the loss and increase revenue collection. According to estimates, the DoPN is losing around 30% of power due to two factors- technical loss and commercial loss. Nagaland buys electricity worth around Rs.400 Crores annually which is re-soled to the consumers by the power department. However, the DoPN has been able to collect only around Rs.162 crores (As per 2019-2020). The revenue loss if translated into MW comes to around 30MW to 40 MW annually. Such a massive loss of revenue as well as power is a serious matter and it is strange that the government hasn’t decided to accord it utmost importance. Two major power projects are unable to supply the state’s growing power needs. While the Doyang Hydro Power Project generates 75 MW at peak, Nagaland can get only 12% as free and have to purchase the balance through NEEPCO. The other project, Likimro has a capacity to generate 24MW but it can only generate 50% of the installed capacity due to technical reasons. According to estimates, the demand for power by 2021 is going to total around 450 MW, an increase of around 100 MW from the previous years. Among districts, Dimapur has a huge power demand that is needed to power the economy but instead, fluctuations and long periods of power cuts have caused serious problems. At a time when the state is supposed to have achieved remarkable results going by the tall claims of the past decades, Dimapur, the so-called industrial and trade capital of the state remains without power for long hours. Uninterrupted power, the promise of the past decades, seems to be more distant by the year. The department has faulted the continuing problem to shortage of power by thirty to forty percent over around 40-50 MW requirement at peak hours. It seems that despite having bifurcated the department into two wings – (a) Directorate of Transmission & Generation and (b) Directorate of Distribution & Revenue- the system shift hasn’t worked wonders. Even the Association of Power Engineers of Nagaland(APEN) which has been ringing alarm bells during the past decade, has little answer on how to bring out positive and desired results. There may even be some toying with the idea of outsourcing crucial aspects of distribution and revenue. However, this may merely be another exercise in rebranding or changing name plate but these will end up as putting new wine in old bottles. The situation therefore, calls for setting up an independent and high level technical committee comprising of senior administrative officials and engineers including experts from private power companies to unearth or reveal the truth.

COP 26: India has to be slow, cautious on climate policies

ven as the UN climate change conference COP 26 proceeds, craze for electric vehicles go up, the world faces a new crisis as the lithium-ion battery supply chain hits a number of obstacles, high environmental concerns and shortage affecting the nascent industry. Highest rise in lithium prices may put the search for alternative fuel or even solar energy in jeopardy. Not so rich countries like India need to apply caution on automobile policy, including scrapping of ten-year-old operational, mostly low pollution Euro IV and VI vehicles. The auto industry is not only facing crisis for the electric vehicle industry but also the traditional fuel vehicle industry. The semiconductor shortage has put a number of industries on their toes. Now battery shortages are emerging as blocking growth. The developing and not so developed countries have to take steps to avoid taking a hit on their economy by junking vehicles. This is not required. The pace that countries like India are trying to junk should be a concern. It can put an aspiring, high moving economy to an unprecedented thaw.

The concern is becoming global, though the industry is trying to sweep the problem under the carpet. Is India a special target of the large economies? That is a potential question emerging at the latest COP 26 . The concern for India and targeting it needs to be seen by setting a zero emission procedure. The west is worst polluter but they envy the growth of India as it would make many of the western producers redundant as a rising India would have potential to grow and produce independently. The climate talks are being couched in goody words to keep India dependent on the developed economy by putting up economic barriers, including so called concern for the environment and economy. This hits India hard. India has good record on pollution control but the NGT like organisations have to relook it from a pure swadeshi angle. All that the West says and pontificates are not suitable for India. It cannot take the burden of world’s large sinners on itself. Traditionally India has an impeccable record of concern for the ecology. Industry cannot

be allowed to pollute but that also means that norms in India has to come in practice gradually and not all of a sudden. The production of new vehicles are hit the world over. With the economy just picking up with some rises being seen in GST collections and some other activities, giving up the existing strength of the nation moving on needs to be sustained. Pollution may be a concern but it should not be used to stop the naShivaji tion’s movement because of a policy that may cause more problems and stop the nation’s movement. Wealth is generated gradually. People themselves with better economic health change to new techonologies but forcing them to do without allowing them consolidate their economic positions may cause severe damage to the nation. The auto industr y problems are mounting. Tesla CEO Elon Musk says that his company does not have enough batteries to put new products like semi-heavy duty truck production. It shows that dependence on unproven new technologies can wreck

the economies and most of the benefits imagined are far from reality. Globally now it is realised that scrappage policy has been followed by a temporary boost in demand in the auto manufacturing sector, in the US and Europe. It is also being observed that this has also led to economic slowdown in the manufacturing sector and consumption due to recession. There is much to learn from this failure and rethink on a Sarkar s c r a p p i n g policy. More the world sustains such wealth more it could have a holistic growth. Presently the view is that the world is working for the profits of giants. It is gradually donning on the world that supposed targets to cut carbon emission from China to the US cannot be met without the rechargeable batteries, with an average life decided on the number of charging or at best about 2.5 to three years. Each battery replacement adds to the problems of pollution as the scrapped battery adds to disposal hazards. It leaves toxic traces in large tracts and adds to the same problem of tack-

ling pollution in a more difficult and widespread manner. The latest is the emerging concept of circular economy. In such an economy, products, materials, equipment and infrastructure are kept in use for longer, thus improving productivity. The old vehicles add to the strength of the economy by keeping a significant low-end or marginally growing population highly mobile. India has over an estimated 10.2 million vehicles that are older than 15 years, including 17 lakh commercial vehicles. Actual numbers would be far more. As a drive is on to scrap all these vehicles, it may hit the just rising postcorona pandemic economy hard. Despite high hopes of recovery, RBI monetary policy committee (MPC) says that uncertainty prevails over growth outlook due to global factor. The RBI has not changed policy rates but has called for reviewing tax rates and also pointed out that deposit interest earnings are low and unsustainable. Social Media: A saviour or a predator?

ecent allegations against Facebook, forces us to ponder over the benefits of the social media in real terms, and further how to control them from becoming toxic. The details published by The Washington Post of a misinformation campaign pursued by Facebook against the Covid vaccine, also outlines other irregularities committed by the tech giant. A consortium of media organisations, including The Washington Post, reviewed the information, which was disclosed by the lawyers of Ms Frances Haugen, a former Facebook employee, to the US Securities and Exchange Commission and the Congress. These documents included company’s internal communications on various aspects of running the app and monitoring the content. The Wall Street Journal had previously reported on some of the pandemic-related revelations in the papers, including how Facebook struggled to police anti-vaccine comments. The controversy According to the information available, Facebook researchers allegedly had deep knowledge of how coronavirus and vaccine misinformation moved through the company’s apps. It allegedly itself conducted multiple studies and produced large internal reports on what kinds of users were most likely to share falsehoods about the deadly virus. However, allegedly this information was not shared timely and properly with the academics and lawmakers though the White House urged Facebook for months to be more transparent about the misinformation and its effects on the behaviour of its users, the company refused to share much of this information publicly, resulting in a showdown with the Biden administration. Taken together, the documents underline just how extensively Facebook was allegedly studying

coronavirus and vaccine misinformation on its platform as the virus tore across the world, unearthing findings that concerned its own employees. Yet, in public blog posts and in congressional testimony, executives focused on more positive aspects of the social network’s pandemic response, such as how many pieces of misinformation it had taken down and its work to help its users find vaccine clinics near them. The disconnect between what was known and shared bolsters demands from lawmakers, who are increasingly amenable to proposals to force greater transparency from tech giants, with some directly supporting Haugen’s assertion that a separate regulatory body is needed to study algorithms and internal research and keep an eye on the social media platforms. Facebook’s influence How Facebook, which is particularly popular with older Americans, has affected perceptions around vaccines has been a key part of discussion about the pandemic. In July, as the disease’s delta variant triggered a massive new surge and the rate of new vaccinations levelled off, the White House began placing some of the blame on the social media channels. President Biden told reporters that Facebook was “killing people”, though he later backed off the comment. Haugen left Facebook in May, before the public fight between the company and the White House, so it’s unclear what kind of information the company had during that time. But employees were looking into the issue well before the public spat. Employees noted that algorithmic dynamics created “self-reinforcing” feedback loops, where vaccine-sceptical posts were overwhelmingly supported in the comments and reactions. Anti-vaccine comments got boosted with many “like” and “love” reactions, while people

who posted pro-vaccine content were met with derision in the form of “angry,” “sad” or “haha” reactions, the researchers wrote. Among other things, the reports have claimed that Facebook allegedly sat on research that showed Instagram harmed teenage mental health, and struggled to remove hate speech from its platforms outside the US. In addition, Frances Haugen who is currently in the UK has told British MPs that Facebook is “unquestionably making hate worse”, as the MPs consider what new rules to impose on big social networks. While talking to the Online Safety Bill Committee in London, Ms Haugen said Facebook safety teams were under-resourced, and also warned that Instagram was “more dangerous than other forms of social media”. She said while other social networks were about performance, play, or an exchange of ideas, “Instagram is about social comparison and about bodies... about people’s lifestyles, and that’s what ends up being worse for kids. She said Facebook’s own research allegedly described one problem as “an addict’s narrative” - where children are unhappy, can’t control their use of the app, but feel like they cannot stop using it. The Online Safety Bill Committee is fine-tuning a proposed law that will place new duties on large social networks and subject them to checks by the media regulator Ofcom in the UK. Ms Haugen also urged the committee to include paid-for advertising in its new rules, saying the current system was “literally subsidising hate on these platforms” because of their algorithmic ranking. And she also urged MPs to require a breakdown of who is harmed by content, rather than an average figure - suggesting Facebook is “very good at dancing with data”, but pushes people towards “extreme

content”. Ms Haugen also war ned that Facebook was unable to police content in multiple languages around the world - something which should worry UK officials, she said. She further said that dangerous misinformation in other languages affects people in Britain and US also. “Those people are also living in the UK, and being fed misinformation that is dangerous, that radicalises people,” she warned. “When I worked on counter-espionage, I saw things where I was concerned about national security, and I had no idea how to escalate those because I didn’t had faith in my chain of command at that point,” she told the committee. Similar problems plague Facebook’s Oversight Board, which can overturn the company’s decisions on content, she said. She repeated her claim that Facebook has repeatedly lied to its own watchdog, and said this is

a “defining moment” for the Oversight Board to “step up”. This is not the first time that Facebook has come under criticism and allegations of interfering other country’s internal politics. In the past it has been charged with interfering in two US presidential elections, parliamentary elections in the UK and India and the role played by it during the last year’s Delhi riots. Facebook’s future Meanwhile amid reports that in the current year Facebook has earned $9bn despite whistle blower scandal, came news that Facebook is going to change its name to Meta. Zuckerberg says he’s chosen Meta, because of its meaning in Greek - “beyond”. It also alludes to the “Metaverse”, an online virtual oasis that he wants to build. Critics believe Facebook has done this because the brand has become toxic.

Further, Zuckerberg seems to be more interested in creating virtual worlds, which he thinks will transform the human experience. However, we’ll have to wait and see whether people will go along with it. But meanwhile questions why Facebook alone amongst all tech and social media giants was targeted have also started being aired. Various anti and pro lobby’s are being identified for this but just like whether the Corona pandemic is really a pandemic and not a plandemic, these questions might be answered in the future, by which time we might have experienced the Metaverse. Development in Nagaland

Ever since Nagaland attained statehood, there has hardly been notable level of infrastructural development in the state, as compared to our immediate neighboring states. Health is one issue that is important for all of us. Assam has eight government medical colleges and more are on the cards. The annual enrollment of MBBS students is one thousand plus which translates into one thousand new doctors passing out annually. Manipur has three government medical colleges. And we have none so far. The proposed medical college in Mon has already courted controversies before the actual construction of the same. While we have the necessary human resources with requisite skills, the selfserving leaders often misuse the development funds allocated for various development purposes thus depriving the common citizens of some of the basic amenities that they are entitled to. The district stadium that was built when Nagaland was declared as the 16th State of the Union of India, still stands incomplete. High court building started some years ago and it still stands incomplete. Dimapur, the economic hub of the state has one minor fly over till date. Foundation stones are laid, inaugural ceremonies are held for various projects that usually never see completion and are soon forgotten by the indifferent public. Everyone know what is happening to the pubic exchequer but there are no voices of protest. While it is a virtue to accuse one’s senior in our society, the silence on the part of the society, especially the youth is emboldening the corrupt practices indulged by some of our elected leaders. If today’s youth, our future leaders, are apathetic to the ills of the society now, the future of the coming generations look bleak. And in most probability, they will have to suffer in silence for the collective failure on our part to voice out our genuine grievances and demands for some basic privileges, as bona-fide citizens of the state. The DFS control room responds to maximum calls on Diwali, and fire-fighters need to be on their toes to deal with any emergencies, they said. This year, a complete ban on the sale and bursting of firecrackers has been put in place in the national capital till January 1, 2022. However, despite a complete ban on the usage of all kinds of firecrackers last year, the fire department responded to 205 fire-related calls till Diwali midnight,

NEW DELHI, OCT 31 (PTI): An average 31 children died by suicide every day in India in 2020, according to government data, with experts underlining that the COVID-19 pandemic may have accentuated the psychological trauma faced by children to a great extent. According to the National Crime Records Bureau data, 11,396 children died by suicide in 2020, an 18 per cent rise from 9,613 such deaths in 2019 and 21 per cent rise from 9,413 in 2018. ‘Family Problems’ (4,006), ‘Love Affairs’ (1,337) and ‘Illness’ (1,327) were the main causes of suicide among children (below 18 years of age). Ideological causes or hero worshipping, unemployment, bankruptcy,

impotency or infertility and drug abuse were other reasons behind suicide by some children. Prabhat Kumar, Deputy Director – Child Protection, Save the Children, said COVID-19 and the resultant school closures and social isolation coupled with anxiety among elders have further aggravated the issue of mental health and brought it to the forefront. “While we as a society are cognisant of tangibles such as education and physical health for building national human capital, emotional wellbeing or psycho-social support often takes a back seat. Same inflation but different burdens

MUMBAI, OCT 31 (IANS): Inflation may have slowed down in 2022 but its spread over different categories is having a varied impact on purchasing power of the population with urban poor (bottom 20 per cent) feeling the heat of inflation the most while the impact has been hardest for the top 20 per cent of rural population. According to a Crisil analysis of the impact that inflation on different segments of the population, poorer segments are facing the pressure from price rise more due to high prices of fuel and food, which have the highest weights for the bottom 20 per cent. Also, urban inflation in these two commodity groups was higher than that in the rural areas. Food inflation fell significantly from 5 per cent at the start of this fiscal to 0.7 per cent in September. Fuel inflation rose from 8 per cent to 13.6 per cent. And core inflation remained sticky near 6 per cent. Not only did they diverge, but their burden also varied by income group, primarily because the share of spending on each of these

commodity groups differs across income classes, Crisil said. To show this, the ratings agency segregated the population into three broad groups by expenditure -the bottom 20 per cent, the middle 60 per cent and the top 20 per cent for urban and rural -- using the National Sample Survey Organisation (NSSO) data. Then, the expenditure share of each commodity group was mapped with the relevant inflation during the last and this fiscal so far. Crisil then used these weights to calculate the overall inflation for each class. According to the analysis, for rural areas, food constitutes the majority share in expenditure for the bottom 80 per cent of the popula-

tion. For the upper 20 per cent, core takes the largest share. While the share of fuel is lower than those of food and core for all income groups, it is relatively higher for the bottom 20 per cent than the rest, the analysis found. Overall, rural CPI inflation for food and beverages has been benign at an average 3.5 per cent on-year in this fiscal so far, while it was high for fuel at 10.3 per cent and core at 6.6 per cent. Given that food constitutes the largest share for the majority of the rural population, overall inflationary pressure for them has been lower relative to the upper 20 per cent of the population -- which is receiving the full force of higher core inflation.

In urban areas, too, food and beverages is the largest expenditure item for the bottom 80 per cent though the respective shares are lower than their rural counterparts. Food inflation has also been higher in urban than rural areas this fiscal. Just like in the rural areas, fuel accounts for a larger expenditure share for the bottom 20 per cent compared with other income classes in the urban areas. Fuel inflation in urban areas has been higher than in rural areas in this fiscal so far. The relatively higher food and fuel inflation in urban areas have meant the poor in that geography are facing more heat than their rural counterparts. Core commodities constitute the majority of expenditure share of the upper 20 per cent of the urban population. This share is also larger than that of their rural counterpart. Urban core inflation, however, is under 6 per cent and lesser than in the rural areas. This shows the urban rich have not been hit as much as the rural rich, the agency said. With regard to the con-

sumption pattern of the poor, the analysis found that cereals, fuel and vegetables are the top three commodities for both rural and urban areas. The pressure from high fuel inflation is likely to have been offset by lower inflation in cereals/vegetables this fiscal. However, six out of the 10 commodities have seen inflation above 6 per cent in rural areas this fiscal. In urban areas, there are five such commodities. This implies inflationary pressures are still significant for the poor. In effect, this would mean that containing food inflation, particularly in cereals and vegetables, is the key to saving the poor from price pressure. The recent cooling in food inflation -- even as non-food inflation remains high -- would have benefited the poor more than the rich. However, it also needs to be kept in mind that the share of fuel in total consumption is more for the poor. Hence, the double-digit fuel inflation seen for a major part of this fiscal may have offset the benefit of falling food inflation.

The Indian-origin Cabinet minister, who is leading the UK presidency of the 26th Conference of Parties (COP26) to the United Nations Framework Convention on Climate Change (UNFCCC) at the Scottish Event Campus (SEC), has described his role as “shepherd-inchief ” of the two-weeklong summit. “I believe we can move negotiations forward and launch a decade of ever-increasing ambition and action... but we need to hit the ground running,” Sharma said, in his opening speech on Sunday, which marks the operational launch of the summit. “Six years ago, in Paris, we agreed our shared goals,” he said, referring to the 2015 agreement in the French capital to keep

G L A S G OW, O C T 3 1 (AFP): The years from 2015 to 2021 are on track to be the seven hottest on record, the World Meteorological Organization said on Sunday, warning that the planet was heading into “uncharted territory”. The preliminary WMO state of the climate report, launched as the UN COP26 climate conference opens, said that global warming from greenhouse gas emissions threatens “far-reaching repercussions for current and future generations”. Based on data for the first nine months of the year, the WMO said 2021 was likely to be between the fifth and seventh warmest year on record -- despite the cooling effect of the La Nina phenomenon that lowered temperatures at the beginning of the year. “From the ocean depths to mountain tops, from melting glaciers to relentless extreme weather events, ecosystems and communities around the globe are being devastated,” said United Nations SecretaryGeneral Antonio Guterres in a statement on the report. He added that the two-

week COP26 climate conference “must be a turning point for people and planet”. The WMO found that the average temperature for 2021 was around 1.09 degrees Celsius higher than pre-industrial levels. And the average temperature over the last 20 years (2002-2021) for the first time exceeded the symbolic threshold of 1C above the mid-19th century, when humans began burning fossil fuels on an industrial scale. This will “focus the minds of delegates at COP26 aspiring to keep global temperature rise to within the limits agreed in Paris six years ago”, said Stephen Belcher, chief scientist at Britain’s Met Office. The 2015 Paris Agreement saw countries agree to cap global warming at “well below” 2C above preindustrial levels, and 1.5C if possible. Since then the world has seen a litany of weather disasters including recordshattering wildfires across Australia and Siberia, a once-in-a-thousand-years heatwave in North America and extreme rainfall that caused massive flooding in Asia, Africa, the US and Europe. “Extreme events are the new norm,” said WMO Secretary-General Petteri Taalas. “There is mounting scientific evidence that some

of these bear the footprint of human-induced climate change.” ‘Unimaginable’ consequences: The state of the climate report is a snapshot of planetary health, including temperatures, extreme weather, glacier retreat and ice melt. Ocean acidification due to the absorption of carbon dioxide by the seas was “unprecedented” in at least 26,000 years, the WMO said, adding that this will lessen the ability of the oceans to take in more C02. Meanwhile, sea level rise -- mainly caused by the expansion of warming sea water and the melting of ice on land -- was at a new high. The report is “shocking and deeply disturbing and yet another wake-up call to world leaders that time has run out for talk”, said Jonathan Bamber, Director of the Bristol Glaciology Centre, in comments to the Science Media Centre. He said on the current trajectory, sea level rise could exceed two metres (more than six feet) by 2100, which could displace some 630 million people worldwide. “The consequences of that are unimaginable,” said Bamber. “What is required now is profound and comprehensive action by every nation and state actor to limit further and deeper climate breakdown.”

interconnection initiatives from India and the UK as part of their bilateral cooperation. “This initiative will bring together an international coalition of national governments, financial organisations, and power system operators to accelerate the construction of new infrastructure needed to deliver a massive scale-up of secure, reliable and affordable power, such as modern, flexible grids, charging points, and electricity interconnectors,” the UK’s Department for Business, Energy & Industrial Strategy (BEIS) said, in reference to the joint project.

For many, it will also be the first time they see their extended families and loved ones in over a year. Family gatherings obviously come with feasting, food and drink, however, if you are breastfeeding your baby, then there are some foods that you might want to steer clear of. The key to a good breastfeeding diet is simply to be on a nutritious and healthy meal plan. After the rigorous process of watching what they eat, new mothers can finally relax and eat almost everything they had to give up for nine months. But this must be done in careful moderation because a newborn baby’s diet is still entirely dependent on their mother’s milk. Hence, it is important to make sure

that mothers eat meals that are rich in nutrients, vitamins and minerals such as iron, calcium, potassium, Vitamin A and Vitamin D. The list of foods to avoid during pregnancy is long, but thankfully breastfeeding moms can eat almost anything as long it is in moderation. The following foods should

be consumed in small amounts if a woman is breastfeeding. All food items with alcohol and caffeine content should be kept to a bare minimum. Alcohol especially is tricky, because even after having waited for 2-3 hours after the consumption of a drink, a baby can be exposed to it through breast milk, and

this could potentially harm an infant’s development, growth, and sleep patterns. And as for caffeine, while it is much safer than alcohol, it is recommended that nursing mothers limit their intake to about 300 milligrams per day. Chocolate can be included back in the diet, as long as it is consumed in small quantities. This is because chocolate does contain theobromine, which is a stimulant and there is a small possibility of it leading to a breastfed infant being restless and fussy. Since any nutrient from the food the mother consumes gets transformed into breast milk, care should be taken to consume avoidable food items in very small amounts. Stress producing foods or high calorific foods should be avoided: Carbonated beverages, Caffeine, packaged fruit juices with excess sugar, Peppermint or gums, salad

dressings with high sodium should be completely avoided. Processed foods are quick and easy to prepare especially when you have a baby. However, these foods contain preservatives and additives that are toxic for the baby which should be avoided. An expecting mother is suggested to get proper rest and keep stress at bay. While postpartum stress affects many new mothers, experts suggest that managing stress and anxiety is crucial to the well-being of both the mother and her infant. Stress may lead to reduced lactation and breastfeeding issues. Avoid binge-eating during this time, despite the er ratic hours that new parents are bound to experience. NASA-Roscosmos plan joint training for future space missions

ABU DHABI, OCT 31 (AGENCIES): Glover Teixeira wrote his name into the record books by capturing the UFC light heavyweight title at UFC 267 on Saturday night in Abu Dhabi. Teixeira, who turned 42 on Thursday, set a new record as he became the oldest fighter to win a UFC title for the first time by defeating defending champion Jan Blachowicz in the main event at the Etihad Arena. Teixeira ’s vic tor y came in his second attempt at championship gold, with his first resulting in unanimous decision defeat to Jon Jones at UFC 172 in 2014. Seven years later, the US-based Brazilian returned to the world championship stage and completed a remarkable career renaissance by submitting Blachowicz in the second round with a rear-naked
