DIMAPUR, SEP 30 (NPN): The 12-hour “total shutter-down”programme called by several Dimapurbased civil society organisations (CSOs) against shifting of Dimapur deputy commissioner’s (DC) office from its current location here to Chümoukedima passed off peacefully without any untoward incident. The strike was total except in areas under Kuda village and Chümoukedima town where business was as usual. As shops remain closed, most vehicles also remained off the road, except for some office-goers. KOHIMA, SEP 30 (NPN): With the State government having announced reopening of educational institutions from November 1, principal director School Education Shanavas C has urged school authorities to be cautious and ensure safety of students. Talking to media persons here, Shanavas said physical classes have already started in rural areas for standards V and above, while in urban areas classes would reopen from October 1. He however stressed that the school authorities would have to be very careful and follow Covid-appropriate behaviours. He said that parents wanted to send their children to schools as they felt that there was less learning from home. But, he said ensuring safety of children should be the top priority of the schools and all measures must be put in place.

He appealed to citizens of Dimapur not to turn the issue into a tribal issue, maintaining that DDCF was only against the State government’s order of shifting district election office and disaster management cell from existing DC office here to “elsewhere”. Meanwhile, it has been learnt that DDCF held an emergency meeting with 20 other Dimapur-based CSOs at Tourist Lodge here, where it was resolved not to accept the appeal made by the State government through principal secretary, home. The meeting also decided to form a core committee to take up the issue.

The core committee would be comprised of two members from each CSOs and five senior citizens as members, besides legal advisers. Pointing out that the ultimatum was served to the chief minister and not principal secretary (home), Kikon said that any appeal not coming from the CM’s office would not be accepted. He claimed that forum also did not receive any official letter from the State government so far. Asked about the next step if the State government failed to meet their demands, he replied that the core committee would decide the future course of action. On the other hand, Naga Tribal Union Chümoukedima Town (NTUCT) general secretary Longshi Kikon explained that they did not observe the shutterdown stir called by DDCF as they supported and wel-

comed the State government’s decision of shifting the DC office from its current location to Chümoukedima. Claiming that 19 tribes were under NTUCT, he maintained that the issue was not about tribal discord and requested citizens not to make the entire episode into a tribal issue. He said Chümoukedima was declared as Dimapur district headquarters since its inception. DIMAPUR, SEP 30 (NPN): Wokha village bodies— Wokha Village Youth Organization (WVYO), Wokha Village Students’ Union (WVSU) and Wokha Village Eloe Ekhung (WVEE)— have served a month’s ultimatum on PWD (National Highway) to immediately begin construction of single intermediate lane (NH-61/ NH-2) to two-lane road from Miropen Gate to Hammock Resort under Wokha district. In a joint statement, WVYO president Thungben T Humtsoe, WVSU president Chijamo E Tungoe and WVEE chairperson Nzano Tungoe expressed dismay that the public of Wokha town had been experiencing immense hardships over the years since the highway, which passes through the heart of Wokha town, was in a deplorable condition. Due to the “pathetic” road condition, the signatories said the vehicular movements have been disturbed

posing serious threats to vehicles and commuters. They said that widening of existing highway to two-lane, which commenced three years back, has become “a distant dream” for the people of Wokha town. The signatories claimed that formalities for commencement of excavation work was still under process and the responsible department was not in a position to commence/implement the work during 2021. In this regard, the signatories said that further delay would not be tolerated anymore. They, therefore, served an ultimatum on the PWD (NH) department complete all necessary formalities at the earliest and commence the work within one month with effect from September 29. In the event of any lapses and delay in commencing the work, the signatories warned to “initiate further course of action for which we shall not be held responsible for any eventualities.”

NEW DELHI, SEP 30 (IANS): Centre on Thursday extended the validity of documents related to Motor Vehicles Act, 1988 and Central Motor Vehicle Rules, 1989 till October 31 in the wake of coronavirus pandemic. Taking into consideration the need to prevent the spread of Covid-19, it was advised that the validity of fitness, permit (all types), license, registration or any other concerned document may be treated to be valid till October 31. “This covers all documents whose validity has expired since February 1, 2020 or would expire by October 31, 2021. Enforcement authorities are advised to treat such documents valid till October 31, 2021,” a Road Transport & Highways Ministry statement said. The Centre’s move is expected to help citizens in availing transport-related services while maintaining social distancing.

Fuel prices hiked again DIMAPUR, SEP 30 (NPN): After a day’s hiatus, state-owned oil marketing companies (OMCs) Thursday increased the prices of petrol and diesel prices pushing the prices of two auto fuels to a near-record highs across the country. According to a price notification of the OMCs, petrol price was hiked by 25 paise per litre while diesel was increased by 30 paise per litre. This is the second price increase in petrol since the ending of a three-week-long hiatus in rate revision and the fifth in the case of diesel. After the rate revision, petrol price in Dimapur climbed to Rs.100.17 per litre and diesel proce rose to Rs.91.99 per litre. In the state capital Kohima, petrol and diesel prices soared to Rs.101.17 per litre and Rs.92.80 per litre respectively. According to PTI, the international oil prices are at three-year high with global benchmark Brent trading at USD 78.64 per barrel.

Nagaland logs 25 fresh Covid cases DIMAPUR, SEP 30 (NPN): Nagaland on Thursday recorded 25 fresh Covid-19 positive cases while no deaths were reported during the day. Of the fresh cases, 14 were from Dimapur, seven in Kohima and two each in Mokokchung and Mon, taking the total caseload to 31244. The death toll remained unchanged at 665 (including 15 non-Covid deaths). PTI: India recorded a single-day rise of 23,529 COVID-19 cases on Thursday, taking its infection tally to 3,37,39,980, while the count of active cases dipped to 2,77,020, the lowest in 195 days, according to Health Ministry data. The death toll climbed to 4,48,062 with 311 fatalities recorded during the day.

New tool predicts changes that may make Covid variants more infectious The framework can predict the changes in amino acid-- molecules linked together to form proteins -- in the virus’s spike protein that may improve its binding to human cells and confer increased infectivity to the virus, they said. SARS-CoV-2 uses the spike protein to enter and infect the human cells. “Emerging variants could potentially be highly contagious in humans and other animals,” said Suresh Kuchipudi, a clinical professor at Penn State in the US. “Therefore, it is critical to proactively assess what amino acid changes may likely increase the infectiousness of the virus,” Kuchipudi said. The team used a novel, two-step computa-

tional procedure to create a model for predicting which changes in amino acids may occur in the receptor binding domain (RBD) of SARSCoV-2’s spike protein that could affect its ability to bind to the ACE2 receptors of human and other animal cells. According to Kuchipudi, the currently circulating variants include one or more mutations that have led to amino acid changes in the RBD of the spike protein. “These amino acid changes may have conferred fitness advantages and increased infectivity through a variety of mechanisms. The tool, described in the journal Proceedings of the National Academy of Sciences, could enable the computational surveillance of SARS-CoV-2 and provide advance warning of potentially dangerous variants with an even higher binding affinity potential. This can aid in the early implementation of public health measures to prevent the spread of the virus and perhaps even may inform vaccine booster formulations, the researchers said.

NEW DELHI, SEP 30 (AGENCIES): Former Punjab chief minister Captain Amarinder Amarinder Singh on Thursday dismissed the rumours of him joining the BJP but said he would definitely quit the Congress, which he said was going downhill with senior leaders completely ignored and not given a voice. Amarinder said he would leave the Congress where he had been “utterly humiliated and not trusted”. He also stated that ex-Punjab Congress chief Navjot Singh Sidhu was not the right man for the state, adding, “I won’t let him win from anywhere.” Terming the senior Congressmen as the “thinkers”, critical to the future of the party, Amarinder said the younger leadership should be promoted to implement the plans. DIMAPUR: Excise Dimapur duty party manning Chumukedima checkgate intercepted one Kohimabound Maruti (AS01X1169) and recovered suspected heroin packed in 21 soap cases on a rucksack on September 29. According to superintendent of excise & prohibition, T. Arilong Longkumer, in this connection, one Rachulo Doulo (45), resident of Lerie colony, Kohima was arrested and booked under the relevant sections of the NDPS Act 1985. The accused has been remanded under judicial custody in the court of the special judge NDPS, Arilong informed. The duty party was led by Allen Jami AIE, T.K Medom lady/HC, T. Pangnan informed that the union with the help of the amount received from wellwishers arranged 30 desks and benches. The union handed over 10 pairs of bench and desk to principal of both schools and Wangkhao government college. KSU stated that on its visit, the union learned that even after a representation was served to the concerned authority, government higher secondary school Mon was functioning without a single sociology PGT. It also found that Ukha Changkhong GPS was functioning without a single teacher. In this regard, KSU urged the responsible authority to appoint adequate number of teachers in the said schools at the earliest.

DIMAPUR: As per the directive of the Ministry of Panchayati Raj, District Rural Development Agency (DRDA) Tuensang conducted orientation training for district level line department officials and Block Development Officers (BDOs) on “people’s plan campaign” under Dream Panchayat Development Plan (DPDP). A press release by DRDA Tuensang stated that in a keynote address, Deputy Commissioner (DC) and CEO DRDA Tuensang, Kumar Ramnikant encouraged the officers to sincerely work for GPDP. Stating that with right plan development could not be stopped, Kumar asked officials to ensure development of villages. “Officers need to diligently work on GPDP, so that economic empowerment and social justice can be ensured to people in the grass root,” said Kumar. PD DRDA Tuensang T. Achila Quinker also urged the gathering to be serious in the whole planning process of the GPDP. She also appraised on how proper planning could lead to convergence of schemes among the line departments, so that bigger project could be taken up effectively with conglomeration of technical expertise, funds and ideas of various line departments. SCVC objects to shifting of Longshen EAC Hq DIMAPUR: Sheanghah Chingnyu Village Council (SCVC) has objected to shifting of Longshen EAC headquarters established in 1981 under Mon district. In a press release, chairman SCVC Gangnan Konyak stated that the people of Sheanghah Chingnyu village were “the main land owner”. The release signed by 13 leaders of the village stated that they noticed “gangster type policy” on shifting of EAC hq without the consent of the “main land owners”— Sheanghah Chingnyu village and Tangnyu village. “We have also come to notice that false clearance was written by unauthorised person in the Sheanghah Chingnyu council pad which is totally illegal,” they claimed. They stated that Longshen village and Chinglen Village were not approved by the government of India or Nagaland till date. In a letter, Elderline encouraged senior citizens to feel free to call the tollfree number 14567 to avail services provided to them. The helpline is operative and would be available for calls, 8 a.m. to 8 p.m., seven days of the week. The helpline is mandated to facilitate in providing five crucial services including: informationrelated to elders’ care service providers, pension, government schemes, benefits etc., based on a caller’s requirements; guidance to senior citizens on legal and pension related issues; emotional support – the helpline team would offer counselling support and if required connect with partners specialised in this area; direct field intervention rescue and reunion of homeless elderly where the team would facilitate rescue of homeless senior citizens and arrange accommodations in old age homes managed by NGOs or government run facilities at the same time facilitate the process towards reuniting them with families; abuse – the helpline team will assist senior citizens in getting

their abuse complaint(s) resolved through Maintenance Tribunal or with the help of other stakeholders. GUWAHATI, SEP 30 (IANS): The Indian Army has busted a recruitment module of the ULFA-I and apprehended seven youths, who were on their way to the outlawed outfit’s training camps in Myanmar, defence officials said on Thursday. A defence spokesman said that acting on a specific input of recruitment being carried out by United Liberation Front of AsomIndependent, a joint team of personnel from the Joypur Battalion of the Red Shield Division, along with the Sonari police, busted the module in eastern Assam’s Sivasagar district on Wednesday. “Seven youths of Namtola (under Sivasagar district) were detained while they are on their way to the ULFA-I training camps across the Myanmar border. The group included a cadre who had earlier surrendered in 2016 and one who had already tried to join the banned outfit a couple of years back. During the operation, a pistol with ammunition was also recovered,”

DHEMAJI, SEP 30 (PTI): The Assam cabinet on Thursday approved Rs 2,500 crore to acquire assets of two defunct paper mills of PSU Hindustan Paper Corp (HPC) and waive microfinance loans availed by poor women. Briefing the press after the cabinet meeting here, Chief Minister Himanta Biswa Sarma said Rs 700 crore was sanctioned for the paper mills and Rs 1,800 crore as the first installment to repay microfinance loans. “The cabinet approved a Rs 700-crore package for the two paper mills. Out of this, Rs 570 crore will go as a relief package to pay the dues of the employees, while the remaining will be used to pay other bills like electricity charges and payment to the liquidator,” he said. After the due formalities, the 470 acres of land owned by the HPC’s unit at Panchgram and Nagaon mill in Jagiroad will be transferred to the Assam government, he said.

COVID batters Mizoram, active cases shoot to 16,481

AIZAWL, SEP 30 (PTI): Mizoram reported 1,741 new coronavirus infections on Thursday, taking the number of active cases to 16,841, officials said. Among the new patients were 304 children, they said. One more person died of COVID-19 in the state in the last 24 hours, pushing the toll to 307. Mizoram, one of the worst affected states during the second wave of the pandemic, has so far reported 93,660 COVID-19 cases. The state’s total population is around 11 lakh (2011 census). The single-day positivity rate was

18.44 per cent as the fresh cases were detected after testing 9,440 samples, officials said. Aizawl reported the highest number of new cases at 915, followed by Champhai district (388) and Lunglei district (117), they said. So far, 76,512 people have recovered from the infection in the state. Aizawl also has the highest number of active cases at 11,649, followed by Siaha (1,078) and Lunglei (925). A total lockdown was imposed in Saitual town amid a rising number of cases. The lockdown, imposed on Wednesday evening, will be in place till 7 pm on October 6, as per

a notification issued by the district magistrate. Saitual district has the least number of active cases at 32. Mizoram’s recovery rate is 81.69 per cent and the death rate is 0.32 per cent. His lawyer said in the plea that the accused is having apprehension with regard to a “false and fake encounter” by the police while transiting or on a production warrant. “For the safety of his life, the applicant himself wishes to be brought duly handcuffed and shackled during the course of transit and on production warrant which would be helpful for the police as well as for the accused as apprehension of the police that he may escape would be minimised and so also the apprehension of the applicant with regard to any false encounter,” the plea said. Opposing opposition

O

pposition parties in India talk big but have small hearts and that it why the BJP under Narendra Modi looks like it will certainly return back to power in 2024 with a reduced number but still a majority. The efforts to cobble opposition unity continues with glaring regularity whenever the opposition leaders sense that the Modi government has taken a bad decision and therefore, this should be exploited for votes. A case in point of the most recent issue that the opposition has chosen to exploit is the Farmer’s Bill issue. However, opposition parties are bitter foes when it comes to winning state elections. In Punjab the Congress is imploding due to the war within and which has literally snatched defeat from the jaws of certain victory in the 2022 assembly election. The Congress has a pan-India presence but it is in a self destruct mode mainly due to the inept handling of internal matters by the Gandhi siblings. While the BJP has had no qualms about poaching Congress leaders since 2015 because the saffron party has no pan-India presence, the other non-NDA parties who call themselves as opposition are also poaching on Congress leaders. The BJP has no qualms about sentiments as it has taken a clear stand about communalism versus nationalism. The saffron party has also effectively marginalised the charge of being a “communal party” by successfully roping in political opportunists to form coalition governments. On the other hand, the Congress appears to be fighting its own inability to drive the message and comprehend how people view it from how the party views itself vis-à-vis the dynastic Nehru-Gandhi “high command.” Unlike the BJP and the Sangh Parivar, the Congress lacks a sense of purpose and unanimity to change the narrative from religion or communalism to economy, employment, security and environment etc. That is why the Congress has been falling prey to its own unpreparedness. Of all opposition politicians, Rahul Gandhi is the only one who attacks Modi day in and day out. Rahul has no idea about what are the other issues but is only intent on attacking Modi on anything. Rahul seems to suffer from Modi-fixation which he displayed in 2019 when he walked towards Modi during a house debate and gave him a nice hug to the astonishment of the one who was hugged including all members of the house. Probably the inexperienced and youthful Gandhi feels he is on tract and that it will fetch him the coveted prize of becoming the opposition face to battle Modi. Rahul continues to wrongly gauge Modi by simply dismissing him as a communal and divisive leader and one who is for the interests of corporate India. While other parties are still grappling with how to challenge the BJP, the prime minister Modi has not only consolidated his own position but also clearly indicated that there is no single “leader,” especially among the opposition, who can be considered a real all-India competitor with acceptability among large sections of society.

And for one radiant, flashing moment we see His purpose, and we say, “Here am I! Send me” (Isaiah 6:8). This call has nothing to do with personal sanctification, but with being made broken bread and poured-out wine. Yet God can never make us into wine if we object to the fingers He chooses to use to crush us. We say, “If God would only use His own fingers, and make me broken bread and poured-out wine in a special way, then I wouldn’t object!” But when He uses someone we dislike, or some set of circumstances to which we said we would never submit, to crush us, then we object. Yet we must never try to choose the place of our own martyrdom. If we are ever going to be made into wine, we will have to be crushed—you cannot drink grapes. Grapes become wine only when they have been squeezed. I wonder what finger and thumb God has been using to squeeze you? Have you been as hard as a marble and escaped? If you are not ripe yet, and if God had squeezed you anyway, the wine produced would have been remarkably bitter. Are we going to miss the bus to economic development? C onsidering the changing scenario for accelerated exploration and production (E&P) activities in Northeast region by the central government, we the undersigned Naga Officers working (outside Nagaland) in a public Sector upstream oil and gas Company wish to put forward the following points for information of every Naga inorder to create awareness and garner public support in the context of oil and gas business in Nagaland. While acknowledging the sacrifices made by our elders and older generation to preserve the Naga traditions, culture, land and mineral resources in the past; we are also seeing that the present reality that we Nagas face is quite different from what all of us aspire to be. The younger generation wants economic independence and development for sustainability and purposeful engagement. The world around us is changing so rapidly that we cannot effort to remain in isolation while the rest of the world is moving into more advanced forms of development and progress. Firstly, all of us are aware that almost thirty years have passed by since Nagaland has come to a complete standstill w.r.t. oil exploration and production activities within the State. We also know that the state is in a limbo mired with complications over who owns ‘land, mineral and its resources’. Is it is the Central or State Government, local community or the individual land owners?

There appears to be a confusion over interpretation of Article 371(A) vs Article 246 of the Constitution as to who should prevail over the other in this context. Meanwhile, the Nagaland Legislative Assembly, in exercise of its powers conferred under Article 371A(1)(a), passed a Resolution rendering all the Acts of the Parliament that govern Petroleum and Natural Gas inapplicable to the State of Nagaland and went on to frame the “Nagaland Petroleum and Natural Gas Rules, 2012”.This complex geo-political issue then led to the present Court case PIL (Suo Motto) litigation which again has a connection to an memorandum of understanding (MoU) signed between the state government and Lotha Hoho (LH) for amendment of NP&NG Regulations and Rules 2012 which is yet to be implemented. Notwithstanding the above, the moot point is that Nagaland Government (meaning the Nagas in general) is losing out on major financial benefits, long term gainful employment and business opportunities that can be generated out of oil exploration & production activities. For example, on an average, our neighbour State Assam earns 2000 crores as royalty from oil and gas alone. This is excluding the hundreds of crores spend by the oil PSU in employment, contract works, development activities besides the enormous infrastructure development and other CSR activities carried out in its operational

areas. While our leaders and policy decision makers have been raising the issue at appropriate levels, we do not really know how long it will take for a clarity or judgement to emerge…maybe months, years or even a lifetime. However, we should all realize that we are losing precious time in the waiting. We may miss the bus leading to economic development and industrialization. Secondly, in the recently concluded conference on oil and gas opportunities in North Eastern Region under the theme ‘Exploration & Production (E&P) investment opportunities in the North East’ held on 21st September,2021 at Guwahati, the Union Minister of Petroleum and Natural Gas Shri Hardeep Singh Puri declared that oil and gas projects worth Rs 1 lakh Crore has been approved for North Eastern Region and that the projects will be carried out and likely be completed by 2025. He said that North East Region (NER), with its abundant natural resources, rich cultural heritage and huge opportunities for growth is central to the country’s development agenda. The North-Eastern States of India are perceived to be highly prospective based on available geo-scientific information. Hence ample opportunities for potential oil and gas finds through accelerated exploration exists in the region. He said that the outlook of E&P business in North East Region is indeed promising and urged upon all stakeholders to actively participate and become

part of the national E&P enterprise which is set to gather momentum in the days ahead since it will act as a catalyst for the envisaged future growth of the region. Will Nagaland be part of this growth engine that will accelerate economic development. Thirdly and more worrying is the fact that usage of fossil fuel as energy may not last very long as other countries are already shifting towards renewable energy. Eg. On September 24th, 2021,Tata Motors has announced that it has now crossed the 10,000 unit sales milestone with its electric vehicle (EV) portfolio. Mumbai is already on its way of converting its public city buses into electric bus fleets. There are plans to turn public bus fleets in Aurangabad, Nashik, Pune and Nagpur into electric bus fleets as well. Delhi will start receiving its first fleet of 300 e-buses from January 2022. The move for renewable energy has already begun and will pick up tempo in the near future. At the same time, energy companies are also diversifying their E&P core activities by investing huge capital for research and production for cleaner & renewable energy to meet global energy demand. Under such a scenario, we Nagas stand in a very critical juncture. Do we still decide to wait? Let us also keep in mind that it usually takes 3-4 years upto even 10 years to explore, evaluate the commerciality aspect of an oil discovery before actual production happens. This again will depend on

whether crude oil will still retain its value and relevance by the time we reach this stage. Towards the above, the present generation should not be deprived of economic activities and benefits that can accrue if the process of industrialization takes place in Nagaland. It is not only the State and Central Government, but the role and participation of every Naga to be aware of the oil and gas business and support this move before another demonetizationlike-situation takes place. It will be a good option for the Nagas to go with the flow and support the Central Government’s strategic initiative as it is giving topmost priority for accelerating economic development and industrialization through investments in the NER. The long history of the Rohingyas that Myanmar refuses to acknowledge

M

yanmar’s propaganda often castigates the Rohingya as either Bengalis, Chittagonians or illegal immigrants. It is important to counter this propaganda head-on. Historical evidence supports the identity of the Rohingya as one of the native ethnic groups of Myanmar. Until 1982, the Rohingya were known as Arakanese when the Burma Citizenship Law deleted the term “Arakanese” from the list of eight indigenous groups and replaced the term with “Rakhine”. This change was opposed by Arakanese Muslims because the term “Rakhine” denoted only the Buddhist community in Arakan State. The term “Arakanese” referred to Buddhists, Muslims, Hindus and Christians in Arakan. In 1989, Arakan State was renamed Rakhine State. Burma was renamed Myanmar. It was against this backdrop that the term “Rohingya” gained more traction. The term Rohingya is linked to the ancient local names of Arakan, including Mrohaung and Roshang. Familiar misuse The misuse of nomenclature as a policy of segregation and cultural genocide was seen during the Holocaust. Raphael Lemkin, the lawyer who coined the word genocide, describes in his book Axis Rule in Occupied Europe about how the Nazis changed the Jewish names of public venues as part of erasing any trace of Jewish identity. The removal of “Arakan” and “Arakanese” in Burmese law deprived the Rohingya of their civic identity as stakeholders in the Union of Burma.

Myanmar’s military rulers like to contend that the Rohingya are illegal settlers who arrived during the period of British colonial rule. They are equated with other immigrants from British India, including migrants from North India and South India who proliferated Burmese port cities during British rule. But the truth is that the Rohingya are a native community and an integral part of Arakanese history. Arakan stands out in Southeast Asia for its unique interaction with the Indian subcontinent, particularly Bengal. The historian Pamela Gutman, whose doctoral thesis concerned the cultural history of Arakan, notes that Arakan’s heartland was in its north near the border with Bengal. Separated from Burma proper by the Arakan Mountains, the coastal region of Arakan was open to influence from the Indian subcontinent via Bengal and the Bay of Bengal. Early history Between the 4th and 8th centuries, the Candra dynasty in the city of Vesali ruled Arakan. They were related to the Candra dynasty of Harikela in southeastern Bengal. Archaeological excavations from the pre-Islamic period have also unearthed artefacts containing the proto-Bengali script in Arakan. Historian Paul Wheatley has described the “Indianisation” of Arakan in the pre-Islamic period. The Arakan-Bengal relationship reached its high point in the 15th century. The Na Mi rajawan is a chronicle of Arakanese oral history. It relates to the exile of Min Saw Mun, the ruler of Laungyet who is believed

to have fled to Bengal during a Burmese invasion. Jacques Pierre Leider estimates that Min Saw Mun fled to Bengal in 1406 and returned to Arakan in 1428. This means Min Saw Mun arrived in Bengal during the reign of Sultan Ghiyasuddin Azam Shah (1389-1410) and left during the reign of Sultan Jalaluddin Muhammad Shah (1415-1432). An academic consensus prevails that Min Saw Mun returned to Arakan, regained the throne and shifted the capital from Laungyet to Mrauk-U (erstwhile Mrohaung). The establishment of the capital at Mrauk-U heralded the most significant period in the history of Arakan. In Arakanese traditional history, the restoration of the throne is described in glowing terms. The book BengalArakan Relations (1430 to 1666) by Mohammad Ali Chowdhury provides valuable references regarding the Bengali role in Arakanese affairs. Bengali literary texts are among the chief primary sources to detail the history of Arakan during the MraukU period. Nasrullah Khandakar’s Shariatnamah tells us that a Bengali aristocrat named Burhanuddin settled in Arakan with his group of soldiers. Burhanuddin is the first recorded Muslim defence minister of Arakan. There is much academic literature that speculates that Min Saw Mun regained control of Arakan with the help of forces from Bengal. Arakanese traditional history states that Arakan was a tributary state of the Bengal Sultanate for a certain period. Arakan later became

independent. Islamic influence Between 1430 and 1638, a total of 16 Arakanese kings are recorded to have used Muslim titles. The most enduring evidence of Indo-Islamic influence in Arakan is currency. Coins of the Mrauk-U period provide crucial evidence of the influence of Bengal in Arakan. After the restoration of Min Saw Mun, Arakanese coins were inspired by Bengali currency. Post-restoration Arakanese coinage featured Perso-Arabic and Bengali scripts. It is important to understand the demographics and economy of Arakan during the Mrauk-U period. Arakan became home to a growing Muslim community due to its position as a coastal trading power. While Bengal was famous for its muslin exports, Arakan became a haven for the slave trade in conjunction with the Portuguese. Arakan’s pirate raids against Bengal resulted in the forced deportation of thousands of people into its territory. They included farmers who cultivated the royal lands of the king of Arakan, artists, craftsmen, scholars, horsemen, guards, sailors, rowers, soldiers, archers, weavers, priests and bureaucrats. During the 17th century, Arakan was a haven of Bengali culture. Some of the most prominent poets of the Bengali language in the 17th century lived in Arakan. Alaol, the bard of middle Bengali literature, resided in Arakan. Alaol was a versatile genius. He was an accomplished horseman and a scholar of Sanskrit, Bengali, Arabic, Persian, and

Hindustani. Alaol authored at least six books, including the Padmavati and the Iskandarnama (tales of Alexander the Great). During the 18th century, the Burmese invasion of Arakan resulted in a demographic vacuum. The elite of Arakan were deported to central Burma while many in the general populace migrated to Bengal. The Rakhine community in Barisal are descendants of refugees who came from Arakan in the 18th century. Enter the British British rule in Arakan started with the First AngloBurmese War in 1823. The British were keen to repopulate Arakan. As a result, British policy encouraged migration from the Chittagong Division of Bengal into the Arakan Division of Burma. As both Bengal and Arakan were ruled by the same sovereign power, this migration was lawfully permitted and encouraged. Much of this migration was seasonal instead of permanent. Most Bengalis migrated to Arakan temporarily for jobs. A minority became permanent residents and assimilated with the local Muslim population. British migration policy aimed to stimulate the rice economy in Arakan. It was a relative success. The farmlands south of the Naaf River became an extension of the rice economy in the Chittagong Division. Bengal was one of the principal buyers of Arakanese rice. Due to the civil war in the United States and the opening of the Suez Canal, Europe turned to Arakan and the rest of Burma for rice imports.

In hindsight, these labels were deeply flawed. A person born in Arakan should simply have been called Arakanese and not a Bengali or Chittagonian. In 1937, Burma was separated from British India into a distinct crown colony. Burma’s 1947 constitution promised citizenship to all residents in its territory, including those born in Burma or born “within His Britannic Majesty’s dominions”. When British rule ended in 1948, the Rohingya were legally recognised as Arakanese and enjoyed rights as full citizens in the newly formed Union of Burma. Trivedi said: “What is important is this court’s opinion of the law, that when an insurable incident that potentially results in liability occurs, there should be no fundamental breach of the conditions contained in the contract of insurance.” The bench added that on the date of theft, the vehicle was driven without a valid registration, amount-

ing to a clear violation of Sections 39 and 192 of the Motor Vehicles Act, 1988. “This results in a fundamental breach of the terms and conditions of the policy, as held by this court in Narinder Singh (supra), entitling the insurer to repudiate the policy,” it noted. The top court set aside the judgment of the National Consumer Disputes Redressal Commission (NCDRC), which dismissed a plea by the United Insurance Company Ltd, challenging the Rajasthan state commission’s order to pay Rs 6,17,800 to Sushil Kumar Godara, along with 9 per cent interest, for claims for his new Bolero car, which was stolen from Jodhpur. The bench noted that in the present case,

the temporary registration of Godara’s vehicle had expired on July 28, 2011. Godara, on July 28, went to Jodhpur on business, staying at a guest house at night and parking his vehicle outside the premises. In the morning, he found that car was stolen. The bench noted that Godara plied his vehicle and took it to Jodhpur, where the theft took place. “It is of no consequence, that the car was not plying on the road, when it was stolen; the material fact is that concededly, it was driven to the place from where it was stolen, after the expiry of temporary registration. But for its theft, the respondent would have driven back the vehicle,” it said.

NEW DELHI, SEP 30 (PTI): Border incidents between India and China will continue to occur till a boundary agreement is reached between the two countries, Army Chief General M M Naravane said on Thursday. It hovered in the range of 74.18 to 74.36 per dollar during the day before ending at 74.23 against the American currency. The domestic unit has lost 59 paise in the last five trading sessions. “The Indian rupee depreciated for the fifth

The team used a neural network model -- a type of deeplearning algorithm -- and trained it using experimentally available data on binding in variants with single amino acid changes. They found that they could predict with more than 80 per cent accuracy whether certain amino acid changes improved or worsened binding affinity for the dataset explored. “This combined MM-GBSA with a neural network model approach appears to be quite effective at predicting the effect of amino acid changes not used during model training,” said Maranas. The model also allowed for the prediction of the binding strength of various already observed SARS-CoV-2 amino acid changes seen in the Alpha, Beta, Gamma and Delta variants. This may provide the computational means for predicting such affinities in yet-to-be discovered variants, the researchers said. President Guillermo Lasso decreed a state of emergency on Wednesday, which will give the government powers that include deploying police and soldiers inside prisons. The bloodshed at the Litoral prison in Guayaquil was blamed on gangs linked to international drug cartels fighting for control of the jail. DHAKA, SEP 30 (AP): An international representative of ethnic Rohingya refugees was shot to death in a camp in Bangladesh by unknown gunmen late Wednesday, police said. Mohibullah, who is in his 40s, was a teacher who emerged as a key refugee leader and a spokesman representing the Muslim ethnic group in international meetings. He visited the White House in 2019 for a meeting on religious freedom with then-President Donald Trump and spoke about the suffering and persecution faced by Rohingya in Myanmar. That same year, he was bitterly criticized by Bangladeshi media after he led a massive rally of 200,000 refugees to mark the second anniversary of the crackdown by Myanmar’s military that caused about 700,000 Rohingya, including Mohibullah, to flee to neighboring Bangladesh.

PARIS, SEP 30 (AP): French ex-President Nicolas Sarkozy was convicted and sentenced to a year of house arrest Thursday for illegal campaign financing of his unsuccessful 2012 reelection bid. The court will allow him to serve the sentence at home by wearing an electronic monitoring bracelet. Sarkozy, France’s president from 2007 to 2012, had vigorously denied wrongdoing during the trial in May and June. He can appeal the decision, which would suspend the sentence. Sarkozy wasn’t present at the Paris court for the ruling. He was accused of having spent almost twice the maximum legal amount of 22.5 million euros ($27.5 million) on the reelection bid that he lost to Socialist Francois Hollande. Gen Frank McKenzie said the deal had a “really pernicious effect” on the Afghan government and military. Defence Secretar y Lloyd Austin agreed, saying the agreement had helped the Taliban get “stronger”. Gen McKenzie told the committee the Doha agreement had a strong psychological effect on the Afghan government because it set a

date for “when they could expect all assistance to end”, the report said. He said he had believed “for quite a while” that if the US reduced the number of its military advisers in Afghanistan below 2,500, the Afghan government and military would inevitably collapse. After the Doha agreement, he said the troop reduction ordered by President Biden in April was “the other nail in the coffin”. BEIJING, SEP 30 (PTI): China has delivered the first batch of its USD 31 million humanitarian assistance, comprising emergency supplies such as blankets and jackets, to the Taliban’s interim government in Afghanistan. The China-donated supplies, which arrived at the Kabul International Airport on Wednesday night, have been handed over to the Afghanistan side, state-run Xinhua news agency reported from the Afghan capital. China’s Ambassador to Afghanistan Wang Yu and Acting Minister of Refugee Affairs of the Afghan caretaker government Khalil-urRehman Haqqani attended the handover ceremony at the airport. Wang said that amidst many difficulties, China has managed to arrange the emergency humanitarian aid materials for Afghanistan in a short time, which included blankets, down jackets and other winter supplies urgently needed by the Afghan people. He said China will continue to prepare for other materials, including food aid, which are expected to arrive before long. Haqqani

Winter Olympics to not allow foreign spectators MUMBAI, SEP 30 (IANS): All athletes and Games participants at next years Winter Olympic and Paralympic Games in Beijing will not have to undergo mandatory quarantine if they are fully vaccinated and instead will enter the ‘closed-loop management system upon arrival and will be able to travel and train at the venues, according to the Covid-19 related Standard Operating Protocols (SOP) prepared by the organising committee for the Games. Participants who are not fully vaccinated will have to undergo a 21-day quarantine upon arrival in Beijing for the Games that will be held from February 4-20, 2022. The Winter Paralympic Games will be held from March 4-13, 2022. As of now, the Organising Committee has decided to only allow domestic spectators, and tickets will be sold only to those from mainland China that are fully vaccinated. NEW DELHI, SEP 30 (PTI): More than 10 bouts in the 2016 Rio Olympics boxing competition were manipulated for “money” and other “perceived benefits”, an independent investigation has revealed, prompting the International Boxing Association (AIBA) to promise a “tough” selection process for referees and judges at the upcoming men”s world championship. The first phase report of the McLaren Global Sport Solutions’ independent investigation into boxing, which was accessed by PTI, has been handed to AIBA and revealed that “a system for the manipulation of bouts by officials existed at Rio”. In all, 14 bouts came under the scanner, including two finals. “It was a complete reversal of Santa Clause’s myth of the naughty and the nice. The naughty were gifted an appointment at Rio because they were willing, or under pressure to support any request for manipulation, while the nice were left out,” the report noted referring to the dubious appointment of officials at the Games. MOKOKCHUNG, SEP 30 (NPN): Mokokchung District Football Association (MDFA) will be hosing the 22nd edition of Dr. T. Ao Inter-District Football Championship early next year. Addressing a press conference here Thursday, members of the planning committee and officials of MDFA led by convener Merentoshi R. Jamir, expressed gratitude to Nagaland Football Association (NFA) for giving the privilege to host the championship.

He added that it was a huge responsibility as well as a matter of pride for the district to host such a big state level event. The convener also called upon the people of the district to come forward and contribute to make this championship a success. The convener however lamented that though the host district will not be able to provide proper infrastructure and facilities, he hoped that the championship will be conducted to the best of their abilities.
