ED summons Sonia, Rahul in NH case
NEW DELHI, JUN 1 (PTI): The Enforcement Directorate on Wednesday summoned Congress president Sonia Gandhi and her MP son Rahul Gandhi for questioning in a money laundering case linked to the National Herald newspaper, officials said. While Sonia Gandhi, 75, has been asked to depose before the federal agency at its headquarters in central Delhi on June 8, Rahul Gandhi has been asked to appear on Thursday (June 2). Congress leader Abhishek Manu Singhvi told at a press conference that Sonia Gandhi will comply with the summons. Rahul Gandhi, 51, has written to the probe agency to postpone the date to after June 5 as he is not in the country, Singhvi and another Congress leader Randeep Surjewala told reporters. “The Modi govern-

ment should know that by registering such fake and fabricated cases, they cannot succeed in their cowardly conspiracy,” Singhvi said. The case to probe alleged financial irregularities in the party-promoted Young Indian that owns the National Herald newspaper was registered recently. The agency, officials said, wants to record the statements of Sonia and Ra-
hul Gandhi under criminal sections of the Prevention of Money Laundering Act (PMLA). The National Herald is published by Associated Journals Limited (AJL) and owned by Young Indian Pvt Limited. The agency recently questioned senior Congress leaders Mallikarjun Kharge and Pawan Bansal as part of the investigation. The questioning of the senior Congress leaders and

the Gandhis is part of ED’s investigation to understand the shareholding pattern, financial transactions and role of the promoters of Young Indian and AJL, officials said. The agency registered a fresh case under the criminal provisions of the PMLA after a trial court here took cognisance of an Income Tax Department probe against Young Indian Pvt Ltd on the basis of a private criminal complaint filed by BJP MP Subramanian Swamy in 2013. The members of the first family of the Congress party, including Sonia Gandhi and Rahul Gandhi, are among the promoters and shareholders of Young Indian. After the ED examined Kharge last month, the Congress’ whip in Lok Sabha Manickam Tagore accused the government of “harassing” him.

NPCC demands dismissal of UDA government Alleges role of facilitator assigned by NSCN (I-M) Correspondent
KOHIMA, JUN 1 (NPN): Nagaland Pradesh Congress Committee (NPCC) has urged upon the governor to immediately dismiss the UDA government in Nagaland since it has been playing the role as ‘facilitator’ to the Naga peace process as assigned to it by the NSCN (I-M) in violation of the constitution of India. Addressing the mediaat Congress Bhavan here on Wednesday, NPCC president K Therie explained his stand that the legislators have been acting the role as ‘facilitator’ for the past 17 years as assigned by NSCN (I-M). He asserted that the UDA government was no longer a people’s government, but acting under the

directive of NSCN (I-M) and playing the role of facilitator. To c h i e f m i n i s t e r Neiphiu Rio’s statement wherein he purportedly said that “as a facilitator I have nothing to say”; Therie opined that if Rio represented NSCN(I-M) and not the Naga people then he should be dismissed. Referring to NSCN (I-M)’s accusing legislators of “overstepping their role as facilitator” and going beyond their assigned role in making bewildering statements on Naga solution, Therie remarked that though the chief minister was expected to deny this accusa-
tion, he had not done so far. He said the NSCN (IM)’s accusation was an admission that the group was running the State government and instead, continued to fund the group through cuts from development funds and al-lowing extortion deliberately on all items, systematically impacting price hike. He said legislators were together (under UDA) for survival and this was the reason legislators had no concrete agenda for solution since the last 25 years but that their sole intent was to survive together without settlement. Therie also pointed out that ‘summons’ by the group was most feared by people and so they take all their disputes to NSCN (I-M) courts as the administration had long collapsed. He said all these were in total violation of the oath of allegiance to the Constitution of India as established by law, to uphold the sovereignty and integrity
of India. Therie reiterated that whatever was “give-able by the Centre and what was acceptable to the people were known” and therefore, in order to deliberately cause delay, statements were made for one solution. He alleged that Rio was still unable to grasp the situation despite the lapse of 25 years of negotiation, which proved that he was not fit to lead, adding “I don’t consider Rio to be an intelligent per-son”. Therie in sarcasm, said the State government should have said that the two agreements – Frame-work Agreement and Agreed Position – be implemented immediately and assure they will pave the way as soon as both were implemented. On the demand of NSCN (I-M) for separate flag and constitution, Therie claimed that the group had an “inner understanding” with the Centre and therefore there was no reason (Cont’d on p-8)
My role is limited, Sarma on Naga issue Six cases of illegal collection being probed: CS
GUWAHATI/DIMAPUR, JUN 1 (AGENCIES/NPN): After the much-hyped about role of Assam chief minister and North East Democratic Alliance (NEDA) convenor Himanta Biswa Sarma in the Naga political talks, Sarma he himself categorically stated that his role was “limited” and cannot mediate in such a big and complex issue. Talking to media persons in Guwahati, ahead of his meeting with the Core Committee on Naga Political Issue (CCoNPI) scheduled to be held at Dimapur on June 2, Sarma said: “I don’t think I can mediate in such a big issue (Naga political issue)”.
DIMAPUR, JUN 1 (NPN): NSCN (I-M) member collective leadership and caretaker kilo kilonser, Rh. Raising said that the Nagas were in the process of entering into a final agreement with the Government of India, “which will be a decisive battle for the Nagas”. Raising, however, said that “if we win, our national future is saved, but if we lose, everything of us will fall.” Mentioning that the group was “looking for an amicable and honorable solution without betraying our principle,” Raising said they were also fully aware of the fact that any kind of agreement that betrays the principle “is no solution”. “This is a very complex issue. The Government of India has already nominated A.K. Mishra to negotiate with NSCN (I-M) and to find out a solution that is acceptable to al,” he said. Though, as per reports, Sarma has been tasked by Union Home minister Amit shah to build a ‘political’ way forward with the leaderships of Naga groups, however, Sarma said: “At the political level and with the political leadership of BJP, NDPP and NPF, we keep on talking because all are within the NEDA. So, my role is limited only to interacting with our NEDA partners and not beyond.”
Sarma is expected to arrive Dimapur by chopper on Thursday evening, and hold a closed-door meeting with the Core Committee members. He will halt for the night at Niathu Resort, and depart for Karbi Anglong the next day. Sarma said that the Naga political issue is a complex issue and must be left to the Government of India and NSCN (I-M) and all others must refrain from commenting on this issue. According to The Economic Times report, Sarma said, “The Naga political issue has been there since the days of independence.

KOHIMA, JUN 1 (NPN): Close to two weeks after the state government ordered removal of all police check gates, barring the interstate check gates, the state chief secretary J Alam Wednesday said the government has so far received eight complaints on illegal taxation and investigation has been initiated. Out of the eight complaints, he said two complaints were found to be “in-actionable” while six cases were under investigation. TJ Longkumer, at the Civil Secretariat here on Wednesday, the chief secretary J. Alam said out of the 34 check gates, 21 were closed and 13 inter-state check gates were operating. The press conference was held to give an overview of post-closing of check gates in the state. Alam informed that a
24x7 control room has been set up at PHQ while two mobile numbers were provided to the citizens and the complaints were received through those numbers and emails. Alam stated that there were positive changes following the removal of the check gates, he expressed hope that it would have a (Cont’d on p-8)

NTC asks NSCN (I-M) to make competencies public NASSA opposes ‘unilateral’
Japanese delegation calls on State officials
absolutely clear on its parameters of negotiations with the understanding that was reached on October 31, 2019, NTC said it was incumbent on NSCN (I-M) to take a call without wasting anymore time. Noting that Core Committee on Naga Political Issue (CCoNPI) formed under UDA tended to misuse its role while projecting itself as the indispensable broker between the Centre and Naga negotiators, NTC said the CCoNPI was at best a facilitator as any other facilitator and therefore its members giving statements on any agenda of the negotiators
was uncalled for. NTC said this was not the season for any facilitator, including CCoNPI, to make claims for political mileage on the prevailing situation by misguiding the gullible public and said that such ambition had to be restrained. “Indeed, everyone’s effort, be it the negotiator or the facilitator, must be focussed on solution alone and not otherwise,” NTC said. Citing local news reports of May 29, 2022 that CCoNPI was also likely to apprise Assam chief minister and NEDA convenor Himanta Biswa Sarma on the outcome of Saturday’s meet-
ing so as to take this forward to the Centre; NTC said this implied that whatever was the outcome of the meeting between NSCN (I-M) and the committee at Chümoukedima had to be submitted to Sarma, who would then convey this to the Centre. NTC however pointed out that there were official Naga negotiators, viz., NSCN (I-M) and WC/ NNPGs, and a legitimate State government that has equal status as Assam. NTC rejected the modus operandi of CCoNPI of involving another personality, as though the Naga negotiators did not have
access to the Central government through their official emissaries and as though Nagaland was secondary to other States. It warned CCoNPI not to over indulge or expose the competencies on the negotiating table sacred to the Nagas. Hits out at UNC: NTC has also taken serious note of United Naga Council (UNC) over the latter’s resolutions on May 27, 2022 which asked, what was the hurry for a solution? NTC in-stead asked UNC as what dividend it expected from a longer period of negotiation which has already completed 25 years? (Cont’d on p-11)
amendment of service rules
DIMAPUR, JUN 1 (NPN): Nagaland Assembly Secretariat Staff Association (NASSA) clarified that their resentment and opposition to the service extension of Dr. P.J. Antony, a retired officer from Lok Sabha secretariat, was against the arbitrary exercise of amending the existing service rules by Antony himself and not against the effects of promotional avenues of the officers and staff of NLA Secretariat. In a statement, NASSA president Pagai Ndang and general secretary Talirenla alleged that Antony had
unilaterally amended the existing Service Rules to suit his interest of service extension by inserting a provision where a superannuated officer can be appointed on deputation in the Assembly Secretariat till the age of 65 years. NASSA said the whole exercise of amending the service rules was arbitrarily done without observing any procedural norms and guidelines issued for this purpose and without consulting any senior administrative officers or the S e r v i c e (Cont’d on p-8)

between the two can produce deeper earthquakes in the IBR and crustal ones in the Eastern Himalayas. The NE fringe of the Indian Plate in the Eastern Himalaya has been found to be seismically active up to a depth of about 40 km, while the seismicity in the Indo-Burma Ranges (IBR) is observed up to a depth of around 200 km. In a study published in
the Tectonophysics Journal, researchers suggested that this seismic structure forms complex tectonics which produced the great Assam earthquake of 1950. The great Assam earthquake was a magnitude 8.6 event that is the largest intracontinental earthquake ever recorded with its epicenter located at the India-China border near the Mishmi Hills
of Arunachal Himalaya. “After the great Assam earthquake, the region between upper Assam and Mishmi Block has not produced any large earthquakes and is considered as a seismic gap region. A previous study has suggested a locked zone in the Mishmi Thrust (MT) zone, which may suggest building up of stress for a future earthquake,” the Ministry of Science & Technology said in a statement. The study suggests that the IBR is more susceptible to deeper earthquakes and significant strain partitioning is anticipated from the variation of pressure indicating the effect of complex tectonics.
DIMAPUR, JUN 1 (NPN): Nagaland Public Works Department (Road & Bridges) has reacted to the allegations made by Pochury organisations particularly the incident that purportedly occurred on April 29, 2022 in the office chamber of the chief engineer (R&B). Pochury Hoho and Pochury Hoho Kohima (PHK) had claimed that the public leaders had gone to lodge official complaint against the contractor for not executing the works, but the contractor attempted to manhandle the leaders and threatened with dire consequences in the presence of the chief engineer. In a press release, en-
gineer-in-chief NPWD, Er. Kahuli Sema, sought to present the sequential event that took place on April 29, 2022 in the office chamber of the chief engineer PWD (R&B). Er. Kahuli stated that on that day, the Kamaleah area village councils submitted ultimatum pertaining to construction of road from Lephori to Molhe Camp (130 Pillars) in the office chamber of the chief engineer PWD (R&B) during office hour. She said the ultimatum was submitted to chief engineer PWD (R&B) office by one individual on behalf of Kamaleah area village councils.
On that particular evening, engineer-in-chief said that she called the contractor Lhuosakuolie Metha (L Metha) to attend the office to discuss a matter pertaining to PMGSY works at around 7 p.m. since officers of the PMGSY cells were about to go out of station the next day. Coincidentally, Er. Kahuli said that Kamaleah area village council members came to the office of the chief engineer PWD (R&B) in the evening at around 7pm to deliberate on the ultimatum, saying they could not meet her the previous day since she was not present in the office.
