Covid deaths drop, cases rising: WHO

GENEVA, MAY 19 (AP): The number of coronavirus deaths globally dropped by about 21 per cent in the past week while cases rose in most parts of the world, according to the World Health Organization. In its weekly report on the pandemic released Thursday, the U.N. health agency said the number of new COVID-19 cases appears to have stabilized after weeks of decline since late March, with about 3.5 million new cases last week, or a 1 per cent rise. WHO said cases increased in the Americas, Middle East, Africa and the Western Pacific, while falling in Europe and Southeast Asia. Some 9,000 deaths were recorded. Infections rose by more than 60 per cent in the Middle East and 26 per cent in the Americas, while deaths fell everywhere except Africa, where they jumped

by nearly 50 per cent. The Covid-19 figures reported to WHO do not include the recent outbreak figures announced by North Korea, which has yet to officially share requested data. On Thursday, the authoritarian country headed by Kim Jung Un reported more than 262,000 more suspected cases as its caseload approaches 2 million, a week after the country acknowledged the outbreak and scrambled to slow infections in its unvaccinated population. Earlier this week, WHO

chief Tedros Adhanom Ghebreyesus said he was “deeply concerned” about the spread of COVID-19 in North Korea, noting the population was unvaccinated and that there were significant numbers of people with underlying conditions that could put them at risk of more severe disease and death. Tedros said the agency was working to persuade North Korea to share more information and to accept help including technical support, vaccines, tests and medicines, but so far had received no response. In the Western Pacific, WHO said the biggest number of reported cases was in China, which saw a 94 per cent increase, or more than 389,000 new cases. The active cases comprised 0.04 per cent of the total infections, while the national Covid-19 recovery rate was recorded at 98.75 per cent.

LR&S deptt clarifies on charging of fees D I M A P U R , M AY 1 9 (NPN): A day after the Nagaland Law Students’ Federation alleged that some LR&S officials were “arbitrarily charging fees” for land verification/spot verification from the public while processing for obtaining NOC, Jamabandi etc., the land records and survey (LR&S) department has clarified that it has not authorized any surveyor to charge any fees. LR&S director has urged NLSF or public to approach the office with proof and evidence if anyone was found charging extra fees so that necessary disciplinary action could be initiated. Being the nodal department for mapping and land surveys in the state of Nagaland, LR&S through its district offices conduct land surveys and prepare maps for the purpose of land acquisition, land Patta, etc, in consultation with the district administration.

KOHIMA, MAY 19 (NPN): A report carried in Nagaland Post on Thursday has drawn attention of the department of Health and Family Welfare (DoFHW) including the state government as it highlighted the present stage of under construction Nagaland Medical College (renamed- Nagaland Institute of Medical Sciences & Research- NIMSR) at Phriebagie, Kohima district. The project was supposed to have been completed by 2021 but appears to be dogged by various factors. Nagaland Post had reported that the state government had received Rs. 170.10 crore from the Centre as 90% share of the project estimated at Rs. 189 crore with Rs.18.90 crore being state’s share. Union Minister for Health and Family Welfare, Ashwini Kumar Choubey informed the Lok Sabha in November 2019, that

the Central government has released the full central share of Rs 171.10 Crores for the medical college at Naga Hospital, Kohima in Nagaland. According to Principal Director DoHFW Dr. Vikato Kinimi, fund was available with the state government and that so far the department has received Rs. 82.50 crore of which Rs.77.08 crore was utilised for the project. He said the department has earmarked Rs. 154.33 crore out of Rs.170 crore for civil works.

However, the PD said the state government was yet to provide 10% share or Rs. 18.90 crore to the department. The PD informed that the department had sent a proposal to the government for release of Rs. 77.6 crore. PD also confirmed the report carried in Nagaland Post that the union minister of health & family welfare had not agreed to the proposal from the DoHFW to take up the construction works for the NIMSR during his visit to Nagaland.

D I M A P U R , M AY 1 9 (NPN): In a major development, the State government has ordered immediate removal of all police check gates, barring the interstate check gates. In a notification issued through the home commissioner, the government has also ordered immediate removal of those check gates set up by other departments, including municipal and town councils, except the interstate check gates that could function up to May 31, 2022. The interstate check gates could function beyond that date only after obtaining a specific approval from the Home Department.

The order stated that this was done in view of reports of alleged illegal collection of money from vehicles at various check gates by organisations, groups, government agencies, private individuals, etc, and with a view to prevent and curb such illegal collections by any entity or individual. The order ruled that if any organisation, group or private individual, had been set-up a check gate anywhere in the State or kept it functioning for whatsoever reasons, that would also be removed/closed forthwith. And in the event of additional inter or intradistrict check gates required

for unavoidable reasons by any department, including the police, in any part of the State, the matter would be referred through the AHoD/HoD concerned with justifications to the Home Department for consideration. And only after getting prior approval, the check gate would be set up by the department concerned. Further, after closing the check gate at any location, every department concerned shall have to dismantle and completely remove any temporary structure/building standing at the location. As per the order, the

deputy commissioner (DC) in every district will constitute an “Inspection Team” comprising the ADC(Hq), Addl SP/ Addl DCP, DTO and DPRO, which shall be responsible for ensuring that there is no check gate functional on any road in the district. The team will submit detailed report of every inspection being made to the DC for perusal and for taking action as required. The DC through the DPRO will ensure that the observations and findings of the inspection team and the actions taken, if any, are given wide publicity. (Cont’d on p-8)

LPG price hiked by Rs 3.50 CTYO flays Dy. CM’s speech at CNTC meet WSBAK backs NLTP Act

NEW DELHI, MAY 19 (PTI): Cooking gas LPG price was on Thursday hiked by Rs 3.50 per cylinder, the second increase in rate this month following the firming of international energy rates. According to a price notification of state fuel retailers, non-subsidised LPG now costs Rs. 1022 per 14.2-kg cylinder in the State capital, Kohima while in Dimapur it was Rs. 1021.5. Non-subsidised LPG now costs Rs 1,003 per 14.2kg cylinder in the national capital, up from Rs 999.50 previously. This is the second increase in LPG rate this

month and the third in less than two months. The price was hiked by Rs 50 per cylinder on March 22 and again by the same quantum on May 7. Since April 2021, prices have risen by Rs 193.5 per cylinder. Petrol and diesel prices however continue to be on freeze for the 43rd day in a row. The pause followed rates being hiked by a record Rs 10 per litre in a matter of 16 days beginning March 22. Non-subsidised cooking gas is the one that consumers buy after exhausting their quota of 12 cylinders at subsidised or below-market rates.

D I M A P U R , M AY 1 9 (NPN): Chümoukedima Town Youth Organization (CTYO) Thursday condemned what it described as “disgraceful speech” of the state deputy chief minister Y Patton at the recent CNTC programme. CTYO through its media cell, alleged that Patton’s speech was “laced with malicious intent to provoke and create division amongst the Naga family.” CTYO maintained that the open insinuation of nepotism and hatred by pitting one section against the other , while holding the chair of deputy chief minister was

“very unbecoming”. It said that such statement “must be condemned by all right thinking citizens.” It also demanded to know whether the deputy chief minister was in the chair only for CNTC areas. CTYO also wanted to know why was Patton indulging in favouritism and condemning and targeting other sections and areas, specifically Chümoukedima district? DIMAPUR, MAY 19 (NPN): Flights to and from Dimapur airport were cancelled on Thursday after incessant rains during the past two days caused waterlogging on the runway. According to airport officials, the runway was inundated by around 60 mm of rainfall on Thursday. The officials said flights can land and take off only if water logging was a maximum of around 3 mm. The officials also informed Nagaland Post, that Air India flight 710 that landed on Thursday could not take off due to water logging on the runway. They said flights can resume operations by Friday after water logging is cleared. Besides the airport runway, vehicle parking

area in the premises were also inundated due to clogged drains. Meanwhile, passengers stranded at the airport, expressed dismay at the authorities for not giving information about cancellation of flights on Thursday. Some of them recalled that water logging used to be a feature in the past and lamented that the authorities ignored this aspect.

It was learnt that Air India has offered the stranded passengers with the option to either get refund for tickets or reschedule for next flights with no additional charge. It was also learnt that Union Social Justice and Empowerment Minister Dr Virendra Kumar was scheduled to arrive Dimapur Thursday but had to return to Delhi due to cancella-

tion of the incoming flight. None of the airport officials were willing to talk on whether adequate measures are being undertaken to prevent waterlogging at the airport runway. Dimapur airport has become a busy terminal but it has fallen behind other airports in terms of modern facilities especially having an aerobridge.

NEW DELHI, MAY 19 (ANI): Nagaland chief minister Neiphiu Rio on Wednesday said that consultation with the NSCN (I-M) was underway to resolve Naga political issue. Rio’s remarks came after he met with Union Home Minister Amit Shah at his North Block office along with members of the Core Committee on Naga Political Issue. Replying to a question over the NSCN (I-M) issue, Rio told ANI that “consultation with NSCN-IM is on”. Rio, however, did not speak about the issue regarding his meeting with the Home Minister. Centre was of the view that the issue cannot be dragged on indefinitely, but needed to be resolved at the earliest. Centre was also aware that the Election Commission cannot indefinitely postpone the State polls as it was a Constitutional mandate to conduct elections in a time bound manner. KO H I M A , M AY 1 9 (NPN): An awareness camp on African Swine Fever (ASF) and other pig diseases prevalent in the state, was conducted by Chief Veterinary Office (CVO), under the department of Animal Husbandry & Veterinary Services (AH&VS) at the office premises, here on Thursday. In the keynote address, CVO Kohima, Dr Rokozo Dolie said ASF affected all age groups of pigs and that mortality was very high with less clinical symptoms. Capacity building prog held in Kiphire Tree plantation drive at Chozuba DIMAPUR: Nagaland Education Project: The Lighthouse (NECTAR) organised a capacity building on Performance Incentive Grants (PIG) for School Management Committees (SMC) and School Management & Development Committee (SMDCs) at EBRC Hall, Kiphire district, on Thursday. DIMAPUR: In commemoration of “World Environment Day 2022”, ADC Chozuba has informed that the sub-division will organise a “mega tree plantation” on the theme, “One Person, One Tree” along with Phek district on June 4. The ADC has directed all village council chairman/VCMs under the sub-division to identify the areas/ village approach roads/ agri-link roads, etc. and carry out tree plantation in their respective village within a minimum of one third of the population of the village. ADC said the tree saplings shall be arranged/ managed by the concerned village council. Assam Police alerts OIL, ONGC of militant attack

GUWAHATI, MAY 19 (PTI): The Assam Police has issued an advisory to Oil India Ltd (OIL) and ONGC regarding probable subversive activities by banned ULFA(I) militants on their installations in the state as well as their employees, officials said on Thursday. The two PSU energy majors have taken the security input “seriously” and already issued a series of “dos and don’ts” for their staff after meetings with various agencies such as CISF and AISF. A senior official at the Assam Police told PTI that a telephonic advisory was issued to the officials of Oil India on possible strikes, including kidnapping of officials, on its installations by the ULFA(I). “During the monsoon, many places where the oil rigs are located become inaccessible. So, we alert the companies about the security aspect. This is a periodic and routine thing,” he said, without elaborating further. When contacted, OIL

A source at ONGC confirmed receipt of an alert from the security agencies regarding possible activities by the ULFA(I) against the company and its staff. “We have taken some measures to protect our assets and people after due consultations with security agencies,” the source said but refused to share details. On February 22, the Assam Police issued a letter to OIL and warned that “re-

liable intelligence input” indicated ULFA(I) was planning to carry out subversive activities in Dibrugarh. On April 21 last year, three employees of the Oil and Natural Gas Corporation (ONGC) were kidnapped by ULFA(I) militants from the Lakwa oilfield in Sivasagar district along the Assam-Nagaland border. Two employees were rescued on April 24 after an encounter near the IndiaMyanmar border in Mon district of Nagaland, while the third was released by ULFA(I) militants after 31 days on May 22. In April last year, two employees of the Quippo Oil and Gas Infrastructure were released by ULFA(I) after three-and-half months of their kidnap on December 21, 2020. Mizoram reports Fall ArmyWorm outbreak; 7 districts affected AIZAWL, MAY 19 (PTI): Mizoram reported a fresh outbreak of Fall ArmyWorm (FAW), a pest that damaged maize cultivations in several parts of the state, an official said on Thursday. Director of Agriculture Department James Lalsiamliana told PTI that a report about the outbreak was received from some parts of the state on May 13. Following that, agriculture officers in all districts were alerted to take steps to prevent the outbreak, he said. The outbreak has affected 89 villages in seven districts, Lalsiamliana said. FAW was detected in more than 490 hectare of land across the state where maize is cultivated, he said. Mizoram has 11 districts and detailed information from Khawzawl and Siaha districts is awaited. Negligible incidence of FAW was also reported from Serchhip and Hnahthial districts, the official said.

While FAW was detected in 287 hectare of land in 22 villages of Lunglei, it was found in 93.6 hectare of land in 29 villages in Mamit district, he said. In Aizawl district, FAW was found in 38.4 hectares of land, affecting 15 villages, he said. FAW outbreak was first detected in the state in 2019, and a recurrence has happened every year since then during the summers, Lalsiamliana said.

The government is taking steps to contain the outbreak by providing pesticides and insecticides to farmers, he said. Farmers have been instructed to use soap solutions, a concoction of salt and red pepper and also ash to kill the pest, he said. Noting that FAW has a bleak chance of survival during the monsoon, Lalsiamliana hoped that the outbreak would be contained soon. In 2019, Fall ArmyWorm damaged crops worth over Rs 20 crore.

GOALPARA (ASSAM), MAY 19 (PTI): The headmistress of a school in Goalpara district of Assam was arrested and sent to jail for bringing to school cooked beef for her lunch, officials said on Thursday. The headmistress allegedly brought the cooked beef during the ‘Gunotsav 2022’, an exercise to evaluate the performance of the schools in the state, was underway between May 11 to May 14. She was taken to the police station on May 16. Consumption of beef is not illegal in Assam, but The Assam Cattle Preservation Act, 2021 bans cattle slaughter and sale of beef in the areas where Hindus, Jains and Sikhs are in a majority or within a five-km radius of a temple or satra (Vaishnavite monasteries) or any other institution as maybe prescribed by the au-

NEW DELHI, MAY 19 (PTI): A 42-year-old man was killed and six others injured after a fire broke out at a factory in northeast Delhi’s Mustafabad area on Thursday, officials said. A call about the blaze was received at 12.17 pm following which seven fire tenders were rushed to the spot, officials said. The police said Inderjeet Pandey, a resident of Pusta Sonia Vihar, succumbed to burn injuries. He was worker at the factory, a senior police officer said. MATHURA (UP), MAY 19 (PTI): The Mathura district court Thursday said a plea seeking to remove the Shahi Idgah Masjid from the complex it shares with the Katra Keshav Dev Temple here is admissible. The lower court which had earlier dismissed the plea is now bound to hear it. The plea was originally filed in the lower court -- the court of civil judge senior division -- on September 25, 2020 by Lucknow-resident Ranjana Agnihotri and six others as the “next friend of Bhagwan Sri Krishna Virajman”. They had claimed in the plea that Shahi Idgah Masjid is constructed on a part of 13.37 acre land belonging to the Sri Krishna Janmabhoomi Trust. They had demanded the mosque be removed and the land returned to the Trust. However, the civil judge senior division had rejected the suit on September 30, 2020 as non-admissible. The petitioners then moved the the court of district judge, seeking a revision of the order.

Dichotomy of crime

M

ay 21, 2022, will mark the 31st anniversary of a shocking and well-executed grotesque killing that snuffed out the life of an Indian leader believed to be on a comeback trail to power. On May 18, A.G.Perarivalan was released by the Supreme Court, the first among the seven incarcerated in jail for their role in the killing of Rajiv Gandhi in 1991. Perarivalan was awarded death sentence in 1998 but later in 2014, it was commuted to life imprisonment. The release of Perarivalan also indicates that all the remaining six killers will be released. The three-judge bench of the Supreme Court invoked a section of the Indian constitution that grants it extraordinary powers “for doing complete justice in any cause” to release Perarivalan since he has already served over 27 years in prison. Perarivalan in 1991 had just completed a diploma in electronics and communications and was an active supporter of the LTTE. He purchased two 9-volt batteries, which were used in the bomb in the 1991 assassination. The court battle which had been raging on had the Tamils and their politicians playing appeasement politics by openly demanding the release of all the convicted killers. The BJP has been consistently rejecting appeals to release them. The Court judgment was greeted with jubilation by the Tamil people and their political parties such as AIADMK including DMK, an ally of the Congress. However, the Congress leaders said they felt cheated. Congress only has to blame itself for playing opportunistic politics. First it aligned with Jayalalitha and AIADMK in 1991 but the latter backstabbed the Congress in subsequent years. It then aligned with the DMK, an unabashed supporter of the LTTE. Then prime minister Chandrashekar dismissed the DMK government on January 30,1991 under pressure from Congress and AIDMK for blatant LTTE activities. The DMK had come to power in 1989. By 2004 the Congress aligned with the DMK and shared power under the UPA-Itill UPA-II. The Congress was in power at the Centre from June 1991 to May 1996 and again headed the UPA-I in 2004-09 and UPA-II in 2009-14. During these years, the Congress could have made clear that justice and law should be upheld but it dared not displease the DMK for political reasons. By not going against DMK, the Congress exhibited an finity of running with the hare and hunting with the hounds. It is a fact that all the convicts have served close to 27 years as part of their sentence. The convicts deserve to escape life imprisonment and death sentence, if viewed through humanitarian lens. However, it must not be noted that the bigger picture of upholding the law should not be forgotten because India has a different stand on issues of terrorism on the international platform. If the killers of a former Indian prime minister by those who are either members of sympathisers of the LTTE, can be viewed from a humanitarian angle, then India may as well forget about demanding the extradition of Pakistani terrorist Hafeez Saeed for plotting the Mumbai terror attacks. Therefore, once all the Rajiv killers are released on humanitarian grounds, then India’s stand against terrorism will get diluted. Even Pakistan could use this argument in favour of Hafeez Saeed. The issue is whether the law has to be upheld under any circumstances or circumvented? Singapore upholds death penalty for drug smuggling even in the face of world pressure to release and pardon convicted drug pedlars.

I feel sorry for the Christian who doesn’t have something in the circumstances of his life that he wishes were not there. “Shall tribulation…?” Tribulation is never a grand, highly welcomed event; but whatever it may be— whether exhausting, irritating, or simply causing some weakness— it is not able to “separate us from the love of Christ.” Never allow tribulations or the “cares of this world” to separate you from remembering that God loves you (Matthew 13:22). “Shall…distress…?” Can God’s love continue to hold fast, even when everyone and everything around us seems to be saying that His love is a lie, and that there is no such thing as justice? “Shall…famine…?” Can we not only believe in the love of God but also be “more than conquerors,” even while we are being starved? Either Jesus Christ is a deceiver, having deceived even Paul, or else some extraordinary thing happens to someone who holds on to the love of God when the odds are totally against him. Logic is silenced in the face of each of these things which come against him. Only one thing can account for it— the love of God in Christ Jesus. “Out of the wreck I rise” every time.

In crisis-hit Sri Lanka, India holds all the cards

Prime Minister overthrown, a besieged president, a central bank exhausted of dollars and a people gobsmacked by an unprecedented economic crisis. Everyone has lost something in Sri Lanka. There has been only one beneficiary: India. Sri Lanka now increasingly depends on its northern neighbour for basic stuff like fuel, medicine and food items. The country has already been extended credit lines and currency swaps worth over $3 billion by India. New Delhi also continues to defer seeking repayment of at least $2 billion in dues owed through the Asian Clearing Union. India has played a shrewd game till now and ended up with an exceptionally good hand, radically improving its bargaining power in Colombo. It recently sought a rapid finance instrument from the International Monetary Fund on Sri Lanka’s behalf. This was extremely unusual, observers said. More importantly, In-

dia has also quietly been plucking the fruits of its efforts. Delhi-Colombo deals In the past few months, Sri Lanka has finalised an agreement to share ownership of the British-built Trincomalee oil tank farm with the IndianOil Corporation. India has sought such a deal for decades. India’s National Thermal Power Corporation is also going to develop a 100-megawatt power plant in Sampur, a strategic point at the Trincomalee’s natural harbour. This will give India further access to one of the best such facilities in the world. In the past year, the Adani group has also been given a licence to develop and operate a port terminal in Colombo. This will be the first Indian-owned-andoperated terminal within the Colombo port complex, South Asia’s largest. Under Indian pressure, Sri Lanka cancelled a Chinese company’s licence to build a micro electricity grid close to India. Needless to say, China was furious.

In another crucial development, India and Sri Lanka have decided to establish a joint Maritime Rescue Coordination Center. It will strengthen Sri Lanka’s maritime disaster management capability, besides deepening the cooperation between the two countries’ navies and security apparatuses. The Maritime Rescue Coordination Center will have posts set up in every large Sri Lankan port and harbour, including Hambantota, which has considerable Chinese investment. Island’s only ally Only a few years ago, India appeared to have been completely outmanoeuvred in this arena, with China emerging as Sri Lanka’s key strategic partner. Beijing was, till recently, providing the bulk of its foreign investment, loans and expertise for ambitious infrastructure projects. Chinese companies signed enormous deals in Sri Lanka to build and manage major ports like the ones in Colombo and Hambantota. This deepen-

ing friendship, scaffolded by Chinese state-linked companies, was deemed a strategic threat to India. The unravelling of Sri Lanka’s economy – Chinese loans had little to do with this, popular notions aside – has, however, led to an abrupt and inexplicable dissipation of Chinese backing. While China has been willing to roll over Sri Lankan dues, it has failed to offer fresh loans or any significant aid. With its engagement with China and Japan now limited, Sri Lanka is now left with only India as a full-fledged ally, given that the crisis-hit nation approached even the International Monetary Fund extremely late. On its part, India simply cannot afford to have its neighbour collapse into poverty and hunger. The humanitarian factor aside, stepping in with help provides it considerable leverage on the island. No overt opposition While a sense of disquiet about all this is palpable among both the

general population and the country’s strategic affairs community, what is revealing is that there has been no overt opposition to India gaining leverage. Otherwise, at the best of times, Sri Lanka has been suspicious about its bigger, more powerful neighbour’s moves. “Over the past couple of decades, the key questions facing the Sri Lankan state have been internationalised due to comprehensive failures in domestic policy. Economic policy is now determined by an IMF programme, inter-ethnic relations operate within the framework of a UNHRC resolution and our foreign policy is at the mercy of a couple of countries,” said Daniel Alphonsus, former advisor to the Sri Lankan finance ministry. “Medicine, food and electricity are available because of Indian assistance.” Shehan Wanidu Pieris, a student protesting at Galle Face, the epicentre of the ongoing countrywide protest in Colombo, was more direct. “We have bent over for the Indians,”

Pieris said. “If they ask the president for the clothes off his back, he has to give them up, that is how it is.” Yet, such disapproval is being viewed as mere posturing. Being pro-Indian is not exactly a feather in the cap among Sri Lankans, so hardly anyone openly approves of Indian help during this crisis. One observer, who did not want to be identified, pointed to the country’s Buddhist monk community to gauge the mood. These monks, who have been traditionally influential among the populace and government, usually seethe at any indication of “Indian influence”. This time, however, they have been strangely silent. Sri Lanka is increasingly struggling to administer itself. And India offers both capital and administrative capability, making it a very tempting partner. But how far is India itself willing to go? The economic impact of heatwaves is steep

I

ndia is feeling the heat in ways other than the rising prices. The ongoing heatwave, in which temperatures have shot above 45 degree Celsius in many parts of northwest and central India, highlights the rising climate risks and their attendant costs. Heatwaves, beginning earlier than in the past, are part of a changing climate whose defining features, in addition to the gradual rise in temperature, are an increased frequency and intensity of extreme weather events. The human and economic costs of extreme heat conditions often go untraced and uncounted even as adaptation diffuses recognition somewhat. Summed across the population and over time however, the costs are significant. So are the macroeconomic consequences. The current heatwave illustrates some of these. The most obvious is agriculture where the government has just banned wheat exports, the latest and sharpest in a series of responses to the shortfall caused by the sudden rise in temperature in mid-March, a critical time for crop maturity. Expected yield losses are about 15-20%, production is estimated to be 6% less than what was initially projected (111.32 million tonnes), with some reports stating that the internal assessment is less (98 mt) and that the struggling public procurement could be half the original target. Wheat proportions in the food subsidy scheme stand diluted, wheat allocations to 10 states under the food security law have been cut, procurement times

extended, and quality specifications relaxed. Price pressures are never far behind output deficits and, predictably, wheat prices rose almost 10% year-on-year against 8.4% food inflation in April from 7.7% in March; wheat flour or atta prices have risen too. Altogether, the supply-demand developments triggered by the unusual heat impact aggregate output and consumption. The macroeconomic consequences are significant because a large fraction of Indian labour is farm-based, low-earning, with a high marginal propensity to consume. Cumulative costs of such deviations in temperature rarely feature in the public discourse or are recognized, but studies over long periods capture substantial effects of increased temperatures upon crop yields, real wages and rural mortality rates. In this instance, besides denting the macroeconomic outlook and disrupting business plans, the sudden export ban has also damaged India’s credibility because the prime minister himself stated recently that Indian exports would help resolve global scarcities. Other costs are less obvious but not insignificant. For instance, adaptation pushes up demand for cooling and, hence, electricity. But that is a mixed blessing. Sale of air-conditioners have risen. But an exponential increase in power demand in this instance has aggravated an existing coal deficit, elicited emergency measures from the government to restart imported coal-based power plants by import-

ing expensive coal, prompted a new coal-fired power plant by the NTPC and facilitated expensive liquefied natural gas imports. In other words, there has been an increase in the use of coal despite the long-term intended shift to clean and renewable energies where India is progressing well. Two-thirds of our electricity generation is coal-based, a key source of carbon emissions that contribute enormously to global warming. Then, disruptions and costs range from rake shortages and passenger train cancellations to augment coal transportation, halted business operations due to power diversion from industries to residential units, long and unannounced outages, gigantic backup charges and more such. Eventually, these costs will devolve upon ordinary consumers in the form of raised electricity prices. The stock of human capital, which is positively correlated to economic growth, is directly affected by heatwaves through increased mortality rates and reduced productivity of labour. In this instance, Maharashtra is reported to have recorded 374 cases of heatstroke in March-April, registering 25 deaths, the highest in last five years. With the heatwave persisting into May, the total count will be known later; in 2016-20, 5,159 deaths or almost 14% of lives lost to ‘forces of nature’ were attributed to heatstroke according to reports citing official statistics. Besides premature deaths, extreme heat exposure reduces

productivity by lowering capacity for outdoor work and the loss of working hours as workers in heat-exposed occupations and workplaces without cooling/airconditioning cope by not stepping out during peak heat hours. In a 2020 study on liveability and workability in India, the McKinsey Global Institute estimated about 15% of daylight hours were lost on an average across India and could further increase by 15% by 2030, risking 2.5-4.5% of GDP (roughly $150-250 billion). The poorest are the most vulnerable because of their limited adaptability. A large percentage of India’s low-educated, un-skilled, less-skilled, and low-earning population is engaged outdoors (agriculture, mining and quarrying, construction) or works in considerable heat-exposure (manufacturing, hospitality, trade, transport and so on). Many self-employed people, daily wagers, such as rickshawpullers and hawkers, are severely heat-exposed. More than half of India’s GDP requires heat-exposed work, pointing to significant economic costs. Unsurprisingly, a study by the Reserve Bank of India has found that raised temperatures are associated with reductions in total trade as well as manufacturing activity. These are a few costs, but these not exhaustive by any means. But noting these underlines the fact that such costs and losses are not one-off but repetitive. Moreover, these are mounting because of a significant rise in India’s average

annual temperature in the past two decades. They should also prompt thinking about what the future costs could be if, as the Intergovernmental Panel on Climate Change report (2022) finds with high confidence for South Asia, there is a spread of heatwaves and a spike in raised temperatures. The report assesses that vulnerability, including India’s vulnerability, is high because of poverty, challenges to governance, limited access to basic services and resources, violent conflict and high levels of climate-sensitive livelihoods. In fact, studies projecting a persistent increase in temperature in India sans mitigatory actions find that living standards measured by per capita GDP could be lowered by 6.4% by 2100. That is distant but in reality, and as the present heat conditions bear out, the macroeconomic consequences, ranging from inflation, income-consumption effects, disruptions and prospective uncertainties, are significant enough to deter investments, especially in susceptible sectors. If we were to factor in that besides incomes and nature of work, geographical location further aggravates the unequal distribution of the human and economic costs, it will be easy to recognize the socio-political spillovers due to displacement, forced migration and other coping mechanisms. grew up reading and getting inspirations from the great freedom fighters of India. We recited the famous quotes of Indian freedom fighters and had to learn them by heart. Those words uttered by the great freedom fighters of India when she was under the yoke of a foreign Nation left deep imprint. From fleeing to jungles with the whole of my villagers when a tire burst and the army started resorting to blank firing - to watching the Bollywood movies like ‘Border’ which the army graciously screened for whole of the village in our Council ground .I would be lying if I said I didn’t grew up feeling proud about the great country that was India. Of course, after watching the Bollywood movies I wanted to wave at the army convoys and couldn’t understand when my mom shuddered at their sight. We would be led to any hiding spot available whenever we hear the sound of any passing vehicle. As I grew up, I was hor-

rified by the tales of atrocities meted to my grandparents and to all the Nagas. My late grandfather who bore the ire of the Indian army just because he was a Naga used to tell me about the time he almost died from their beatings. At the point when I was about to be unconscious, I pointed up to the sky and uttered, aren’t you afraid of God? They miraculously stopped hitting him after that and he survived. He recounted that they didn’t understand our local dialect but when he pointed up to the heavens something must have touched their conscience if they have any! My grandparents believed that freedom is a God given right and a sovereign Nagaland should be a reality. Like my friend Azo, I grew up being fed with how Indian I was. From school books to Hindi serials on TV, we are systematically brainwashed to consider ourselves Indian but when I landed in Delhi for my graduation, I realized how so not Indian I was, starting from how they treat us to how they

look at us. Reality hit me hard. We are socially, culturally and politically different I discovered the reality on who we really are, that we were never Indians and we never will be. It dawned on me that we never were secessionist but in fact our land was invaded by outsiders and how much they are trying to wipe out the truth and history. I couldn’t fathom how the largest democracy in the world could subject the Nagas with every military might they have. Those ideal values I have learnt from the books is a stark contrast to the Indians we are!! We conclude that we are now faced with multitudes of predicament solely because of some selfish vested interests of certain individuals. The divisive tactics of our oppressors are working right in front of our eyes, we are getting splintered into bits which is preventable. The universal wickedness of mankind which is greed, Nagas are not immune to it and our oppressors have fed on that wickedness more particularly on the greed of some

few vested individuals. These individuals to continue on their easy source of wealth have wreaked havoc on the unity of Nagas. Look at us where we are now? Divided into different regions, blocs and groups. Was this what our forefathers dreamt of ? Was this why our forefathers shed their blood for? Are we not spitting on the blood they selflessly shed? I implore our leaders to kindly come together and think for the common good of the Nagas. To all the youths and laymen please do not remain complacent and speak up, we need to be more unyielding and United now more than ever! This is our future, the legacy we will live with and will leave behind. Lest history judge us. Let us not be blinded by the cheap and easy stuffs offered by our oppressors. he Naga National Council (NNC) raised the Federal Government of Nagaland on the 22nd March 1956. Recognising the importance of our native languages, many national terms were then adopted by the Government. However, it is of great concern that the original spellings of these terms, as adopted by NNC/ FGN, are found to have been erroneously spelled in some recent publications, whether intentionally or inadvertently. The following are some of such official terms erroneously spelled quite often. 1. AHNG, not Angh; 2. AHZA, not Azah: 3. ENO, not Ino; 4. RAJU PEYU, not Razou Peyu, nor Rajah Peyu; 5. KEDAHGE, not Kedaghe. What the pioneering leaders of the Naga struggle have established, let no one alter them. These terms have been inscribed in the annals of history in the declaration of Naga Independence to the UNO and various nations, and in the documentation of the atrocities perpetrated by the Indian Government. NEW DELHI, MAY 19 (PTI): The Supreme Court Thursday granted interim bail to jailed Samajwadi Party leader Azam Khan in a cheating case, saying it is a fit case to invoke its extraordinary power under Article 142 of the Constitution to grant relief. A bench headed by Justice L Nageswara Rao also directed Khan to file for regular bail within two weeks and asked the trial court to decide it on merits without being influenced by any of the observations of the top court. The apex court said the interim bail will operate till the competent court decides on the application for regular bail. “This is a fit case to exercise the powers under Article 142 of the Constitution and grant interim bail to the petitioner,” the bench, also comprising Justices B R Ga-

vai and A S Bopanna, said. Khan is presently lodged in Sitapur jail in connection with several cases, including that of land grabbing, against him in Rampur. Article 142 of the Constitution deals with the Supreme Court’s power to exercise its jurisdiction and pass the order for doing complete justice in any cause or matter pending before it. The Uttar Pradesh government had earlier opposed Khan’s bail plea and termed him as a “land grabber” and a “habitual offender”. Additional Solicitor General S V Raju, appearing for the Uttar Pradesh government, had told the apex court that he had allegedly threatened the investigating officer in the land grabbing case. The apex court on May 17 had reserved its order after hearing the parties. The top court had earlier expressed displeasure over the delay in hearing the bail application of Khan, saying this is a travesty of justice. The Allahabad High Court on May 5 had reserved its order on the bail application of Khan in the case of grabbing enemy property for his Mohammad Ali Jauhar University project.

NEW DELHI, MAY 19 (AGENCIES): Congress leader Navjot Singh Sidhu was on Thursday sentenced by the Supreme Court to one year in jail in a 34-yearold road rage case. The cricketer-turned-politician must surrender and serve a year’s “rigorous imprisonment”, the court said. “Will submit to the majesty of law...,” tweeted the former Punjab Congress chief, who had participated in a protest on fuel prices this morning. The Supreme Court gave its ruling on a petition by the family of a man who died after a brawl with Sidhu and his friend in 1988. The family had asked for graver charges against Sidhu and a review of a 2018 order of the Supreme Court acquitting him of murder charges and imposing a Rs. 1,000-fine. On December 27, 1988, Sidhu got into an argument with Gurnam Singh, a resident of Patiala, over a parking spot. Sidhu and his friend, Rupinder Singh Sandhu, allegedly dragged Gurnam Singh out of his car and hit him. He later died in hospital. In 1999, a sessions court in Patiala acquitted Sidhu citing lack of evidence and giving him the benefit of the doubt. On a petition challenging this verdict, the Punjab and Haryana High court convicted Sidhu in 2006 of culpable homicide and sentenced him to three years in jail. In 2018, Sidhu approached the Supreme Court, which said the case was over 30 years old and Sidhu had not used a weapon. Sidhu was only

COLOMBO, MAY 19 (PTI): Sri Lankan President Gotabaya Rajapaksa has praised the country’s military for ending the brutal conflict with the LTTE in 2009 and ushering in peace through a “humanitarian operation”, saying there was no hatred, anger or revenge involved in the nearly three-decade-long civil war. In a statement issued to mark the War Heroes Day on Wednesday, Rajapaksa, who is also the defence minister, asserted that the armed forces, who “safeguarded the freedom and territorial integrity” of the country will never be forgotten, under any circumstances. “Our armed forces put an end to the war and brought peace to the country through a humanitarian operation. There was no hatred, anger or revenge in it. Therefore, there is no room for racism or any other form of extremism in the motherland where peace was established. We regard it as a unique value in Sri Lankan society,” said Gotabaya Rajapaksa, who was the Defence Secretary during the conflict with the Tamil Tigers.

An investigation is underway by British health officials to detect the cause of the outbreak which has hit mainly London, now affecting nine people, Xinhua news agency reported. “Based on currently available information, infection seems to have been locally acquired in the United Kingdom. The extent of local transmission is unclear at this stage and there is the possibility of identification of further cases,” the WHO added. Three cases from the same household were initially confirmed on May 6, followed by four more cases a few days later. Two additional cases, one in London and one in the South East of England, were also detected. “The latest cases bring the total number of monkeypox cases confirmed in England since May 6 to 9, with recent cases predominantly in gay, bisexual or men who have sex with men (MSM),” the UK Health Security Agency (UKHSA)

The four laboratory confirmed cases were reported amongst people who attended a Sexual Health clinic with a vesicular rash illness in gay, bisexual, and other men who have sex with men (GBMSM), the WHO statement said. ilmmaker Hrishikesh Mukherjee’s classic ‘Anand’, starring the then superstar Rajesh Khanna and Amitabh Bachchan, is set for a remake helmed by Sameer Raj Sippy, grandson of the film’s original producer, N.C. Sippy, and Vikram Khakhar. The director and cast of the film, which is in its scripting stage, are yet to be finalised. Sharing his excitement on the development, producer Vikram Khakhar said in a statement: “Digging into our own classics, we will find invaluable gems rather than scouting for stories, internationally or regionally. Placing Anand in the post-Covid era, where we emphasise on the value of life, will enhance the story of Anand.” The 1971 original featured Rajesh Khanna as a terminally ill cancer patient,

As per Deadline, the plan for the project is to get a festival run and limited theatrical release and be made available exclusively on Disney+. At the heart of the documentary is Elton John’s ‘Farewell Yellow Brick Road Tour’ as the film will capture Elton John’s final months on the road, culminating in his November performance at Dodger

A modern-day sports team has a huge support staff that plays a crucial role in its success. Most of the time, they remain in the background -- training, mentoring, and encouraging the sportspersons. The Indian team defeated Indonesia 3-0 in the final with Lakshya Sen, Kidambi Srikanth, and the doubles pair of Satwinsairaj Rankireddy and Chirag Shetty the first three rubbers of the bestof-five matches encounter. HS Prannoy, M.R Arjun, Krishna Prasad Garaga, Dhruv Kapila, Vishnuvardhan Goud Panjala and Priyanshu Rajawat were the other members of the team. Gopi has trained Kidambi Srikanth. He is the brain behind the planning the course for the Indian players. Here’s a look at the coaches that were there in Bangkok and played a role in India’s maiden title triumph in Thomas Cup: U. Vimal Kumar After an illustrious career as a player, U. Vimal Kumar, who won the national title in 1988 and

89 and was also a member of the India team that won a bronze medal in the 1986 Asian Games in Seoul. Vimal is co-founder and chief coach of the Prakash Padukone Badminton Academy in Bangalore and a former chief coach of the Indian team. Having trained players like Gopichand, Saina Nehwal in the past, Vimal is currently the personal coach of top singles player Lakshya Sen. The 59-year-old who traces his roots to Kerala and has vast experience in coaching, was a member of the Indian men’s team that qualified for the Thomas Cup Finals, playing alongside Padukone and Syed Modi. In Bangkok, he was the senior-most coach and oversaw the training of the singles players. Mathias Boe (Denmark) A top doubles player of his time, Boe won a silver medal in the 2012 Olympics in London and

was a member of the 2016 Thomas Cup-winning Denmark team, Boa had joined the team as coach of the doubles team of Rankireddy-Shetty after his initial contract ended last year after the Tokyo Olympic Games. A multiple-time winner on the BWF circuit, Boa ended his playing career in April 2020 at the age of 39. It was Boa’s inputs and timely interventions that helped RankireddyShetty come up with their best performance of recent times in the final against Mohammad Ahsan and Kevin Sanjaya Sukamuljo, saving four match-points in the second game. Yo o Yo n g - S u n g (South Korea) Yoo is a former South Korean player who won the Olympic silver medals in men’s doubles with Lee Dong-soo in the 2000 and 2004 Games. He is currently the chief coach at the Prakash Padukone Badminton Academy in

Bangalore where he also coaches Lakshya Sen. The 47-year-old from Dangjin, neat Chungcheongnam-do in South Korea, is one of the most successful doubles players in South Korea and has vast experience of playing at the international circuit, having won a silver and two bronze medals in the World Championships, a gold in Asian Games 2002 at Busan, and silver in 1998 Games in Bangkok. He took to coaching after a successful career and has done stints in his native South Korea before joining PPBA. Siyadath Ullah A long-time associate of Pullela Gopichand, Siyadath is coaching the Indian singles players after Indonesian Agus Dwi Santosa late last year. A budding badminton player from Mahbubnagar district in Telangana, Siyadath’s career as a player ended prematurely at the age of 19 due to a shoulder injury.

That prompted the 37-year-old to take up coaching and he joined Gopoichand in 2004 and has been there with him since then. As a senior coach with Gopichand’s academy, Siyadath has played a key role in the development of Saina Nehwal, P.V Sindhu, Kidambi Srikanth, B Sai Praneeth, H.S Prannoy, Gurusaidutt, Parupally Kashyap and Tarun Kona and other protegees of Gopichand’s academy. Vijaydeep Singh Another former doubles player, Vijaydeep has won the national championship multiple times and has been part of many Thomas Cup campaigns as a player. Now a reputed coach at the domestic level, Vijaydeep is very affable and known for his strong, wristy defense. The 49-year-old from Patiala took to coaching after his father Pitamber Singh was the chief national badminton coach at the National Institute of Sport in Patiala. Vijaydeep was one of the first Indian players to concentrate on doubles and was hugely successful despite weighing 90-plus kgs during his peak fitness. He has been working with Indian doubles players for the last many years.

MUMBAI, MAY 19 (PTI): A fired up Virat Kohli roared back to form with a fine halfcentury as Royal Challengers Bangalore stayed alive in the IPL play-off race with a thumping eight-wicket win over table toppers Gujarat Titans here on Thursday. This was after skipper Hardik Pandya scored a gritty 47-ball 62 to lift GT to a competitive 168 for five after opting to bat. Kohli (73 off 54) and captain Fa du Plessis (44 off 38) shared a match-winning 115-run opening stand before Glenn Maxwell (40 not out off 18) went ballistic to ensure the team got home in 18.4 overs. By virtue of this win, RCB moved to fourth place in the standings with 16 points but will have to wait for the Delhi Capitals-Mumbai Indians game on Saturday to know their fate. A loss for Delhi would ensure RCB a play-off berth. RCB limited GT to 72 for three in 10 overs, largely due to their brilliance in the field despite Wriddhiman Saha’s (31 off 22) threatening stay in the middle. Saha provided another brisk start with some clean hitting but his opening partner Shubman Gill perished cheaply. Matthew Wade, who has not been at his explosive best in the IPL, fell to a controversial call which also attracted empathy from Kohli. Wade was sure that he underedged a sweep shot off Maxwell and took no

time in reviewing the onfield decision, which was out. However, despite a clear deviation in the ball’s trajectory before it thudded on to the pads, the UltraEdge did not detect it and the TV umpire stayed with the on-field umpire’s call. Wade had no choice but to grudgingly walk back into the dugout. Saha, who hit four boundaries and a six, had Hardik for company in the middle but following a mix up with his captain, the wicketkeeper fell way short of his crease when Du Plessis came up with stunning direct hit from mid off. Hardik, who was dropped on 14, made it count alongside David Miller (34 off 25), who continued his impressive run in the tournament. Miller smashed three sixes before Wanindu Hasaranga got rid of him with a sharp return catch. Rashid (19 not out off six) joined Hardik in the death overs and did what he has done over the course of the season. In a neck-to-neck match between Sechü FCA and United 4 FC, the former had a lucky break and won the match 2-1. The first goal of the match was scored by Rokovito Nipu for Sechü in the 5th minute which was later doubled by Neisede in the 42nd minute. The tussle between the two teams continued even into the second half as Sechü tried to widen the gap while United 4 FC scrambled to make a dent in the score. United was rewarded with a spot kick after one of their players was faulted and the team registered a face saver goal which was netted by Nunsang in the 75th minute. GWANGJU (S KOREA), MAY 19 (IANS): The Indian women’s recurve team of Ridhi, Komalika Bari and Ankita Bhakat outscored the Chinese Taipei team to win a bronze medal at the ongoing Archery World Cup 2022 stage 2, here on Thursday. The young Indian trio of Ridhi, Komalika and Ankita dominated their opponent from Chinese Taipei 6-2 (56-52, 54-51, 54-55, 5554) in the lopsided playoff after going down against home favourites South Korea in the semis with a similar 6-2 scoreline. While India women were inconsistent against South Korea, they corrected their ways against Chinese Taipei by scoring 3 perfect 10s and eight 9s in the first 2 sets to take a 4-0 lead. The Indian team lost the third set but mounted a comeback and won the match in the 4th set with one 10 and five 9s. This was the second bronze medal for India at the Archery World Cup in Gwangju.
