Fake Covishield vax found in India, Uganda: WHO NEW DELHI/AHMEDABAD, AUG 19 (AGENCIES/PTI): The World Health Organisation (WHO) on Wednesday said fake Covishield vaccines were in circulation in India and Uganda and asked governments of both countries to urgently notify the discovery of false batches to the world body. The WHO asked people who may have used fake doses to report adverse events, if any, to the national drug regulators and pharmacovigilance bodies and other countries to enhance vigilance in their Covid vaccine supply chains. Issuing a medical product alert on falsified Covishield vaccines identified in its African and South-East Asia Regions, the WHO today said, “The falsified products were reported in July and August 2021. NEW DELHI, AUG 19 (NPN): Ministry of Road Transport and Highways (MoRTH) on Thursday notified the Electronic Monitoring and Enforcement of Road Safety, which would enable authorities to monitor traffic movements and also challan online to defaulters who do not follow the rules. The ministry issued a notification amending the Central Motor Vehicle Rules 1989 for “Electronic Monitoring and Enforcement of
Road Safety”. The ministry stated that the notice of offence would be sent within fifteen days of the occurrence of the offence and the electronic record collected by way of electronic monitoring should be stored till the disposal of challan. The ministry directed the State governments to ensure that electronic enforcement devices are placed at high-risk and high-density corridors on National Highways and State Highways, and at critical junctions, at least in major cities with

In an order, the additional deputy commissioner (ADC) Tizit, Pakon Phom, stated that a land dispute between Jaboka and Yannu village over Konhoa Area occurred on August 18,

other offences, including jumping red lights, the ministry said. The ministry also said that all challans issued under Rule 167 in electronic form, using auto-generation of challan through the electronic monitoring and enforcement system, shall be accompanied by information like clear photographic evidence highlighting the offence, the licence plate of the vehicle, date, time and place of the offence and notice specifying the provisions that have been violated.

In this regard, the State government through a notification has rectified the nomenclature “Yimchunger” Naga to “Yimkhiung” Naga. DIMAPUR: Noklak district task force (DTF) on COVID-19 held a review meeting with the district nodal officers for COVID-19, additional secretary, horticulture, Zarenthung Ezung and joint director, H&FW Dr. Thanghoi Lam was held on August 19 at the conference hall of the deputy commissioner (DC) Noklak. According to a DIPR

USSC laments poor network, internet service DIMAPUR: United Sangtam Students Conference (USSC) has expressed deep distress over the poor telecom network connectivity and internet services within Longkhim-Chare jurisdiction under Tuensang district. In a press release, USSC president Samuel B Sangtam and assistant general secretary Tiakaba Sangtam said telecom services and internet has become an integral part of daily life especially for students who depend upon internet for online classes and other important activities. Exercise on COVID information dissemination DIMAPUR: Kohima District Task Force (DTF) culminated the exercise of information dissemination on COVID in vernacular on August 17 with deputy commissioner, Kohima, Gregory Thejawelie releasing the Nagamese brochure. According to a DIPR report, the brochure would also be available in soft copy version for social media. Kohima DTF, through IECC committee launched the brochures in Tenyidie and Rengma. The DTF has so far printed out 5000 copies in Tenyidie and Rengma which have been distributed to public through village councils and faith-based establishments.

DIMAPUR: An awareness and animation programme on “prevention and control of communicable diseases” between human and animal was held on August 10 at Nagaland University, Medziphema campus. A press release by School of Agricultural Sciences and Rural Development (SASRD) NU Medziphema stated that the programme was organised by Indian Council of Agricultural Research (ICAR) - All India Coordinated Research Project on pig, Nagaland Centre. The programme aimed to create awareness among farm attendants as a result of emerging zoonotic diseases such as avian flu, severe acute respiratory syndrome, brucellosis, tuberculosis in the North East region. SASRD stated that animal attendants, paraveterinarians and veterinarians are the first in-contact high risk persons for contracting and or transmitting zoonotic diseases. Therefore, it said the imparting basic preventive measures was all important for the people involved in production of livestock and poultry.

The saffron camp, however, said it is the MLA’s version and not that of the BJP. With an eye on the Tripura Assembly polls in 2023, TMC leaders, including its national general secretary Abhishek Banerjee, are visiting the hilly state frequently to try and build a base and an organisation for the party which till now has been confined to West Bengal. “The TMC is try-

GUWAHATI, AUG 19 (IANS): The Assam government has changed the nomenclature of the state’s six detention centres for foreigners to transit camps, which at present house 181 inmates, 61 of whom are declared foreign nationals and 120 are convicted foreign nationals awaiting deportation, officials said. An official of the state’s Home and Political Department said that the 12-yearold notification was modified to rename the six detention centres as transit camps for detention purposes. According to a notification issued by Niraj Verma, Principal Secretary in the Home and Political Department, “The nomenclature of detention centre is changed to ‘transit camp’ for detention purpose”, in partial modification of a June 2009 notification. Commercial flight operation starts from Tezu airport ITANAGAR, AUG 19 (PTI): The Tezu airport in Lohit district of Arunachal Pradesh started operating commercial flights on Thursday when an ATR 72 aircraft of Flybig Airlines, with 30 passengers on board, flew to Guwahati in Assam. As Chief Minister Pema Khandu flagged off the flight, Tezu became the second Advanced Landing Ground (ALG) in the state to start commercial operations after Pasighat in East Siang district, from where Flybig commenced service to Guwahati in May. “Operationalisation of the Tezu airport will boost connectivity of Eastern Arunachal that will facilitate easy and fast accessibility to economical activities, business and health services to the people,” Khandu said after attending the inaugural flight ceremony virtually from Itanagar. The discovery was made as biologists investigated a group of medium to large sized Cascade Frogs from Northeast India over the last five years. Dr. Abhijit Das, from Wildlife Institute of India, Dehradun, said the new species was discovered while revisiting the century-old Adi expedition in 2018 and named after the land of Adi tribe in Arunachal Pradesh where this species dwells particularly during the post-monsoon season. According to the researchers, the “Cascade Frogs” are named so because of their preference for small waterfalls or cascades in flowing hill streams.

‘National security challenges becoming complex’ Moplah rebellion’s ‘correct’ NEW DELHI, AUG 19 (PTI): Noting that India’s national security challenges are increasing and becoming “complex” in view of the changing geopolitical situation globally, Defence Minister Rajnath Singh on Thursday strongly pitched for a strong, capable and completely ‘self-reliant’ defense industry in the country. S i n g h ’s c o m m e n t s came amid growing concerns in India and elsewhere over the Taliban sweeping across Afghanistan this month, seizing control of Afghanistan following the collapse of the US-backed government. “Today, the security scenario in the whole world is changing very fast. Because of this, the challenges to our national security are increasing and becoming complex. There are constant changes in the global geopolitical situation,” Singh said, without making specific references. He was speaking after launching the ‘Defence India Startup Challenge 5.0, an initiative under the

Last August, Singh announced that India will stop the import of 101 weapons and military platforms like transport aircraft, light combat helicopters, conventional submarines, cruise missiles and sonar systems by 2024. A second negative list, putting import restrictions on 108 military weapons and systems such as nextgeneration corvettes, airborne early warning systems, tank engines and radars, was issued recently. In May last year, the government announced increasing the FDI limit from 49 per cent to 74 per cent under the automatic route in the defence sector. The government has been focusing on reducing dependence on imported military platforms and has decided to support domestic defence manufacturing. The defence ministry has set a goal of a turnover of USD 25 billion (Rs 1.75 lakh crore) in defence manufacturing by 2025 that included an export target of USD 5 billion (Rs 35,000 crore) worth of military hardware.

History says this was an armed revolt staged by the Mappila Muslims of Kerala against the British authorities and their Hindu allies in 1921. The six-month-long rebellion led to the loss of about 10,000 lives, out of which 2,339 were rebels. This is often perceived to be one of the first cases of nationalist uprisings in Southern India. But for long this topic remained highly debated among historians, as to what the real motive of the revolt was and it’s here that Madhav while speaking at an event held here in remembrance of the victims of the violence during the 1921 rebellion in Kerala,

But Madhav drew a parallel to the Moplah rebellion. “For India it was not a new story as this Taliban mindset, born out of certain fundamentalist radical Islamist ideology, first manifested here in the form of the Moplah rebellion and as the media presence then was not what it is now, the atrocities committed then were not widely publicised,” added Madhav.

AYODHYA (UP), AUG 19 (IANS): Mahant Dharam Das, the seer of Hanuman Garhi temple in Ayodhya, has filed a police complaint against Ram Mandir Trust secretary Champat Rai, all trustees, MLA Deep Narayan Upadhyay, Ayodhya mayor’s nephew Rishikesh Upadhyay and sub-registrar of Faizabad tehsil for criminal conspiracy, fraud and misusing the funds donated by devotees of Lord Ram in buying Nazul land. Dharam Das is the disciple of late Mahant Ram Abhiram Das, who had reportedly placed the idols inside the disputed structure on December 22 midnight in 1949. Das, a prominent face of Ram Mandir Movement and one of the main litigants from Hindu side in the Ram Janmabhoomi title suit, lodged the complaint at Ram Janmabhoomi police station. He has accused the members of temple trust of criminal conspiracy, fraud and misuse of funds donated for Ram temple construction. Das has also named Faizabad subregistrar S.B. Singh as accused.

engal 2021 was not a normal election. This was the most audacious political heist attempted in recent times by the party in power at the Centre. Bengal was the final frontier that the BJP needed to cross to consolidate its hegemony over eastern India. The party chose the West Bengal election to launch an all-out attack. It threw everything into it-tons of money, host of pliant media willing to use planted stories, the awesome organisational machine and the king of election campaigns- Narendra Modi. BJP even threw every caution and norm to the winds, from the sanctity of the Election Commission (EC) in scheduling an unbelievable 8-phased polls while covid-19 was peaking across India to deployment of lakhs of security forces to protect BJP voters. West Bengal (with 292 members) had an 8-phased poll whereas Tamil Nadu (with 234 members) had only a single phase and Assam (with 126 members) had a fourphase poll. Elections in West Bengal ended on April 29,2021 and results were declared on May 2,2021. The entire nation awaited what the voters of Bengal will do as Mamata was being pushed to the wall and her close aides began deserting her in droves Mamata fought a lone and lonely battle against the might of the Modi-led government. Her closest aides and party workers began deserting her in droves. It seemed like the beginning of the end of the stormy petrel of West Bengal. Mamata did not back down but fought like a wounded Tigress from a wheel chair against ‘Ashwamedha Yagna’ of the BJP. As the nation waited for the expected, the voters of West Bengal however delivered the unexpected- a huge humiliating blow to the BJP and its turncoats in the state. Voters of Bengal gave Mamata a huge thumbs up with 213 seats, up by three seats it won in 2016. In any state, post-poll violence is a rare phenomenon since everything is forgiven or forgotten. However, in West Bengal the elections were most bitterly fought and every trick was used by both TMC and BJP. In West Bengal, the BJP had the state governor as its inspiration. The governor Jagdeep Dhankhar has never shied away from attacking the TMC government. Even on the day he administered oat of office to the new TMC government, the governor reminded Mamata to quell the post-poll violence. Needless to day, even central probe agencies had been making life difficult for TMC leaders with their now familiar story of summoning them, detaining them and harassing them. These harassments stopped if the targeted leaders switch sides.After the din and dust of the election campaign has settled down almost three months back, yet the BJP continues to kick up the dust in West Bengal. True, that post-poll violence is a serious offence and should be looked into. However, there were also pre-poll violence in West Bengal which are equally serious. The Calcutta High Court has ordered a probe by the Central Bureau of Investigation (CBI) into the post-poll violence in West Bengal this May. The CBI probe will be monitored by the HC. The post-poll violence pertains to instances of murder, crime against women soon after the results of the 2021 West Bengal Assembly elections were declared. Hopefully, the probe will expose those responsible and bringing them to book so as to end goonda-giri in elections.

Taliban need to do more than just make vague promises “W e want the world to trust us.” In the Taliban’s first press conference since seizing control of Afghanistan, this message was intended to allay fears of what a return to power could mean for the country. In the wake of the Taliban’s stunning sweep across Afghanistan, attention is now focused on whether it can translate its rapid military gains to a political victory. This would require negotiating a governing system that can achieve both domestic and international legitimacy. The movement’s media-savvy leadership has attempted to downplay fears of the return of its former repressive regime. However, the Taliban has not yet spelt out an alternative political system, aside from offering vague promises of pardons for government and military personnel and that women could continue to participate in society in accordance with sharia law. In Kabul, which remains under the watchful eyes of the world, the group has largely shown restraint while pursuing an active media campaign. However,

there are reports of summary executions, revenge killings of government officials and soldiers, forced marriages of young girls with Taliban fighters, and communications disruptions coming from other provinces. For many Afghans who remember the previous Taliban regime in the late 1990s, trust will need to be earned. Who are Taliban? T h e Ta l i b a n f i r s t emerged in 1994 during the anarchy and civil war that followed the collapse of the pro-Soviet government of President Najibullah in April 1992. After it took control of Kabul, the movement tortured and killed the president, hanging his body from a pole, and declared a new government, the Islamic Emirate of Afghanistan. The group attracted international headlines for its violent suppression of women and minorities like the Shi’a Hazaras, as well as the restriction of all civil and political rights. It banned women and girls from attending school and joining the workforce and prohibited music and photography. The Islamic Emirate of Afghanistan was led by
Mullah Muhammad Omar, a local religious figure with no notable reputation in Islamic law or Afghan politics. While the Taliban primarily sought to establish its rule over Afghanistan, it also attracted many foreign jihadist groups – most prominently Osama bin Laden’s al-Qaeda. Following the disintegration of the Soviet Union, these groups had shifted their focus to the west, particularly the United States, as their main enemy. The Taliban relied on brutal and excessive force to dominate much of Afghanistan from 1996–2001. The movement did not develop governance institutions that could provide for political representation – such as establishing a parliament – or perform basic state functions such as delivering social services to the people. As a result of its repressive policies, it turned Afghanistan into a pariah state. It was only recognised by Pakistan, Saudi Arabia and the United Arab Emirates. These countries saw the group as a proxy to limit the increasing influence of India, Iran and Russia, which were providing support to a coalition of antiTaliban forces. The Taliban’s
fundamental weaknesses led to its rapid disintegration following the United Statesled military intervention in 2001. The movement’s key leaders then fled to Pakistan, where they launched an insurgency against the new Afghan government and United States-led North Atlantic Treaty Organization forces. After the death of its founder, Muhammad Omar, in 2013, the Taliban selected his deputy, Mullah Akhtar Mohammad, to replace him. He was killed in a US drone attack in 2016. Since then, Haibatullah Akhunzada has been leading the group, though it has been years since he is been seen in public. (There were even rumours he died last year due to Covid-19, which the Taliban denied.) Much of the international focus has instead been on the leaders in the Taliban’s political office in Doha. This was set up in 2013 to facilitate direct negotiations between the Taliban, the United States and the Afghan government. Legitimacy issues In its attempts to establish a new government, the Taliban is likely to face some difficult choices.
First, an attempt to restore the Islamic Emirate is likely to cost it international recognition, legitimacy and aid. This will, in turn, weaken its prospect of consolidating its hold internally and limit its capacity to govern. The challenges facing the group are immense. Afghanistan is on the verge of a humanitarian crisis, exacerbated by Covid-19, a severe drought and a looming hunger emergency. The World Food Program says malnutrition levels are soaring and some 2 million children need nutrition treatment to survive. The Taliban also needs revenue. The previous Afghan government was heavily reliant on foreign aid. But according to a recent United Nation report, the Taliban largely finances itself with criminal enterprises, including drug trafficking, opium production, extortion, and kidnapping for ransom. The UN estimates its annual income as anywhere from $300 million to $1.6 billion. The Taliban spokesperson said in his press conference this week that Afghanistan will no longer be an opium-producing country. Without significant foreign
aid, however, the question remains how the Taliban would sustain its emirate if it abandons its main source of income. Second, if the Taliban embraces a more pluralistic and inclusive political system with fundamental human rights, especially with respect to women, it may face opposition from its more radical factions and rank-and-file members, who have spent years fighting to restore its emirate. Another impor tant constituency that the Taliban will risk alienating is its regional and global jihadist allies. These groups are now celebrating its victory, but they may turn against the Tablian if it is seen as compromising on its core ideological principles. The movement has so far avoided dealing with these questions through vague rhetoric. But now it is in control, these issues are becoming urgent priorities. Caste Census is inevitable for country’s inclusive growth
eople’s voice for complete Caste-based Census is gaining momentum in various corners of the country. In absence of caste census, the country is relying upon a 90-year old data to formulate its holistic developmental policies and schemes for backward and deprived sections of the society. Caste and social justice are interlinked to each other and Caste census will help the government to implement welfare schemes, with pious motto of ‘Jiski Jitni Bhagidari , Uski Utni Hissedari “. For a welfare government, it is a constitutional obligation and commitment for inclusive growth of the weaker sections of the society. So, Caste Census is vital for social equity. A section of people argue that it may allow social tension to develop between communities in the country. Such fictional argument of a handful casteist forces is creating hurdles in way of all-round development with social justice. If religion-based and language-based census had not created division and hatred in the society as per their claim, how a complete caste-based census can create differences in the society? Actually, the various census, conducted after independence, cannot be termed as casteless, since not only castes of Schedule Caste and Schedule Tribes are being recorded, but religion-based
census too is being conducted. It is beyond the perceive of the people that why the Centre is hesitating on a complete Caste-based Census, enumerating OBCs too. The reference to Caste Census is found in the Rigveda and Kautilya’s Artha Shastra; although Caste or Class categorisation was not so nasty as are being seen today. Systematic caste-wise enumeration of population was introduced by the Registrar General of India in 1881 under British Rule, which continued till 1931. In 1941 census too, the caste-wise figures were collected, but the exercise was curtailed due to World War-II and final data could not be published. In 1951, Census exercise was revamped drastically and recording of caste, except SCs and STs, was abandoned. Thus 1931 Census, which included Pakistan and Bangla Desh territories too, became the last caste-based census in India. The first Backward Classes Commission, headed by Kaka Kalelkar, has recommended in its report of 1955 for undertaking caste-wise enumeration of population in Census 1961. The second Backward Classes Commission, i.e. Mandal Commission has highlighted that the report is based on 1931 Census data, which is not adequate and hence next, i.e. 2001, Census should be caste-based. The commission had no way other than to
assume inter se rate of population growth of various communities & religious groups over the last half a century to be remaining same. But this was far from reality. The census record of year 1951 and 2011 reveals that the population of Hindu has decreased from 84.1% to 79.30%, whereas that of Muslim has increased from 9.8% to 14.23%. Similarly, the population of SC and ST has increased from 14% to 16.63% and 6.23% to 8.61% respectively. Obviously, the assumption of constant decadal growth of all communities is farce. In December 1996, the H. D. Deve Gowda Cabinet has taken decision for caste-wise enumeration in Census 2001. But in 2001, Vajpayee led NDA government scuttled the decision on the plead of so-called caste-biases. In June 2010, The UPA government had made commitment for caste census after discussion in both Houses of Parliament. But instead of adding a column in the main decadal Census of 2011, separate SocioEconomic Caste Census (SECC) was initiated, whose final report was neither concluded and nor made public. On 31st August 2018, after reviewing progress for Census 2021, the then Home Minister has promised for collecting data on OBCs first time, but the Government took U-turn in Lok Sabha in 2021 saying No to it.
The demand for complete caste-based census emerges every time in Parliament, when it is due. Usually, such demand comes from OBCs and other deprived sections of the society and it is constantly & aggressively opposed by the representatives from upper castes, who are dominating the power share despite having nominal population share and are afraid of losing their age-long monopoly. Bihar Chief Minister Nitish Kumar is leading the chorus for Caste Census and all political as well as social institutions are in its favour. The proposal for caste census in 2021 was unanimously passed by Bihar Vidhan Sabha on 17th February 2019 and again on 27th February 2020. Such resolution has also been passed in Maharashtra Vidhan Sabha on 8th January 2021. Last year Odisha became third state to urge the centre for holding enumeration of Socially and Educationally Backward Classes along with general census in 2021. The National Commission for Backward Classes has also urged the government for the same. But, as Central Government has not accepted the proposal, the various State Government should come forward to conduct the exercise on its own resources on the pattern of Karnataka. It may be noted that the Karnataka High Court and the
Supreme Court had directed the Karnataka State government to provide the latest percentage of a particular caste in the total population of the state, whenever the government plans to extend reservation facility to a particular caste. So, the State government decided to conduct the caste census to know the current status of various castes in the state. The Maharashtra State Commission for Backward Classes (MSCBC) has recommended for Socio Economic and Caste Census by the State government. Caste Census is the need of the hour, as the unavailability of reliable and authentic data regarding the exact population of each segment of the society, geographical area of their spread & density is posing a huge challenge in ensuring focused and outcome-specific planning. The latest data and statistics are the essential tool for policymaking and research, as it helps the policy-makers to determine the target and direct the course of policies & actions. With fresh assessment of the caste-wise population, the economic deprivation levels of different castes in various states could be determined and it would help to tailor reservation policy to ensure equitable representation of all of them. NEW DELHI, AUG 19 (IANS): The Supreme Court observed if arrest is made routine, it can cause “incalculable harm” to the reputation and self-esteem of a person as it emphasised that it is not mandatory to take the accused in custody at the time of filing a charge sheet. A bench of Justices Sanjay Kishan Kaul and Hrishikesh Roy said: “If the Investigating Officer has no reason to believe that the accused will abscond or disobey summons and has, in fact, throughout cooperated with the investigation, we fail to appreciate why there should be a compulsion on the officer to arrest the accused.” The bench emphasised if trial courts were to insist on the arrest of an accused as pre-requisite formality to take the charge sheet on record in view of the provisions of Section 170 of the
Criminal Procedure Code (CrPC), then “we consider such a course misplaced and contrary to the very intent of Section 170 of the CrPC”. It stressed that personal liberty is an important aspect of the constitutional mandate. “The occasion to arrest an accused during investigation arises when custodial investigation becomes necessary or it is a heinous crime or where there is a possibility of influencing the witnesses or accused may abscond,” it noted. The bench pointed out merely because an arrest can be made because it is lawful does not mandate that arrest must be made. “A distinction must be made between the existence of the power to arrest and the justification for exercise of it. Over 3.86 crore didn’t get 2nd dose of Covid vax within time NEW DELHI, AUG 19 (PTI): Over 3.86 crore people did not get their second dose of anti-Covid vaccines -- Covishield and Covaxin -within the stipulated period of time, the government has said in response to an RTI query. According to information on the CoWIN portal, as of Thursday afternoon 44,22,85,854 people have received their first dose, while 12,59,07,443 have also taken their second. Activist Raman Sharma had filed a query under the Right to Information (RTI) Act, seeking to know from the government the number of people who had received the first dose of vaccines -- Covishield and Covaxin – but did not take the second within the stipulated time period. In response to the query, the COVID-19 Vaccine Administration Cell of the Union Health Ministry said it is recommended the second dose of Covishield be taken within 84-112 days after the first, while in case of Covaxin the gap should

HYDERABAD, AUG 19 (IANS): The oil palm industry has welcomed the Central government’s initiatives to encourage oil palm production in the country. The Oil Palm Developers and Processors Association (OPDPA) said the slew of measures announced by the government on Wednesday will make it viable for the industry to operate and ensure the country is self-sufficient in meeting its edible oil requirements. The Union Cabinet on Wednesday cleared the setting up the Rs 11,040 crore National Mission on Edible Oils-Oil Palm to boost palm oil production in India and reduce dependence on expensive imports from Southeast Asia. The software segment is forecast to achieve the highest growth of 24.7 per cent in 2022 as the adoption of citizen service delivery applications with use of artificial intelligence and machine learning will improve across citizen initiatives. “The pandemic forced the government to shift priorities as supply chains and revenue streams dwindled,” said Apeksha Kaushik, senior principal research analyst at Gartner. “As vaccination rates increase throughout the country and public health improves, the governments will focus on furthering the digitalisation efforts on concerns such as ‘citizen experience’ and digital inclusion,” Kaushik added. While there was no immediate claim of responsibility for the attack in Burkina Faso’s Sahel region, militants linked to al-Qaida and the Islamic State group are increasingly targeting security forces in the West African country. Nepal on Wednesday submitted an application at the Election Commission (EC), for registering a new political party named CPN-UML (Socialist). Earlier on Wednesday, on the recommendation of the Council of Ministers, President Bidya Devi Bhandari issued an ordinance to amend the Political Parties Act 2071, aimed at easing the procedure for political parties to split. The amendment ordinance stipulates that 20 per cent or more members of the parliamentary party and the central committee of a political party can split their mother party. Before the amendment, provisions of the Political Party Act required

BEIJING, AUG 19 (PTI): China on Thursday said it is in talks with the Taliban and called for an “objective judgement” on their actions after it seized power in Afghanistan, saying the militant group appears to be more “clear eyed and rational” and hoped that it will deliver on its promises, including protection of women’s rights. Chinese Foreign Ministry spokesperson Hua Chunying said that although the situation hasn’t cleared up completely, it is believed that the “Afghan Taliban will not repeat the history of the past and now they are clear-eyed and rational” compared to their last rule. “Actually, the rapid resolution in the country shows that there is a lack of objective judgement in this situation and failure to accurately grasp public opinion in Afghanistan, especially certain Western countries should draw lessons from this,” she said. What Your Waist Tells You ?
t’s an easy measuring stick for good health. That’s partly because it helps estimate a type of fat called “visceral,” which forms deep inside your belly area and around your organs. In general, the larger your waist, the more likely you are to have it. Too much of any body fat is bad, but than others. It makes you more likely visceral fat may be worse to get a number of serious illnesses.
It’s another way to check the health of your waistline. You simply divide the distance around your waist by the distance around your hips. Anything higher than 0.85 for women and 0.95 for men could mean your health is at risk. Some doctors prefer the waistto-hip ratio to a simple waist measurement, but studies suggest the two approaches are equally good at predicting health problems.

As it breaks down, visceral fat sometimes puts too many fatty acids into your blood, which raises your chances of heart disease, Alzheimer’s, and high cholesterol. It could also make your body more resistant to insulin, which can lead to type 2 diabetes or prediabetes. Plus, proteins from visceral fat may inflame body tissues and narrow blood vessels, which can raise your blood pressure.
Body mass index (BMI) is another measure of visceral fat that collects around your middle. Online tools will calculate the number for you if you plug in your height and weight. The normal range is from 18.5 on the thinner side to 24.5 on the heavier side. Researchers say Asian Americans should see their doctor if they have a BMI of 23 or higher, since they may have too much visceral fat at that lower BMI range.

Everyone is different, but there are general guidelines about waistlines. In women, 35 inches or more is typically a sign of visceral fat. In men, it’s 40. These numbers may be slightly higher if your body is naturally very large. They’re lower for people with Asian backgrounds: 31.5 for women and 35.5 for men. Talk to your doctor to be sure about your waist size.
Belly Fat vs. Visceral Fat Belly fat that you see and feel pushing against your jeans is often a sign of visceral fat, but not always. It’s possible to have fat just under the skin and very little visceral fat. Sumo wrestlers who train daily, for example, often have very large waists and high BMIs and yet relatively low visceral fat. This can change very quickly, of course, when these athletes stop working out.
Is Lean Always OK? Just as a large waist doesn’t always mean too much visceral fat, a slim waist doesn’t always mean you’re in the clear. Your visceral fat may be too high even if your waist size is in the safe range. Doctors have a term for this: TOFI, which stands for “Thin Outside Fat Inside.”
Metabolic Syndrome The size of your waist is one of five things that can be a sign of a problem called metabolic syndrome. The other four are high levels of triglycerides, cholesterol, blood pressure, and blood sugar. Any one of these by itself could be a sign of serious illness. When you have three or more of them together, it adds up to metabolic syndrome -- a situation that raises your chances of heart disease, diabetes, and stroke.
Accuracy is important. Stand up with your measuring tape. Make sure the tape stays straight as you measure around your waist and above your hip bones -- about in line with your belly button. And sorry, you can’t suck in your gut to get a lower number! You should be relaxed and take the measurement just after you breathe out, not after you breathe in.
Are You an Apple or a Pear? An apple-shaped body, more common in men, means you tend to store fat around your stomach, while your lower body stays thin. That often means more visceral fat and so more health problems. A “pear shape” means your body stores fat in the hip and thigh area. It’s more common among women and might be part of why women typically live longer than men.
Exercise
Even if you don’t lose weight, exercise can burn visceral fat and build muscle. It doesn’t take much. Take the dog for a brisk walk or go for a bike ride. Thirty minutes of physical activity on most days of the week will do the trick. Throw in some muscle-building exercise with weights, push-ups, or yoga to increase your fat-burning at rest. Check with your doctor first if you haven’t been active much, are older, or have health problems.
What You Eat More calcium seems to help women lose visceral fat. Look for it in leafy greens, dairy, and fatty fish like sardines. Trans fats and fructose-sweetened foods, on the other hand, seem to encourage belly fat. Read the nutrition label, and try to avoid the bad stuff. And eat a variety of vegetables, fruits, whole grains like oatmeal and quinoa, and lean protein like skinless chicken, fish, eggs, beans, and low-fat dairy. (Dr. Melinda Ratini, DO)

In brief speech, special guest of the exhibition, rtd director DIPR, Limawati Ao, encouraged youths to take up photography as a profession unhesitatingly since it helps in promoting the State and its culture along with good earning potential. Urging interested photographers to not lose heart because of lack of expensive gadgets, Limawati said one can start with whatever camera they have even if it was cheap ones and gradually upgrade their gears as they progress in their career. “It is not the camera that matters but the person behind the lens who makes the whole difference,” he said. Limawati went on to say that Nagaland was blessed with beautiful landscapes filled with natural and breath-taking sights which had earned a reputation for itself even in the global scene. seize the opportunity and promote the State, he added. An avid photographer himself, Limawati said apart from it being a profession to many people, there was also satisfaction in it. Recalling his time working as a government servant, Limawati said he had come across many talented photographers and photo journalists in the State who were well known even in the national and international fronts. He extended greetings to the gathered youths and also hoped that starting with this celebration there would be more of such events even in the days to come. He later opened the photo exhibition.
Earlier Task Force for Music and Arts (TaFMA), advisor, Theja Meru in a short remark highlighted the important role a photographer plays in the daily lives of the people and the entertainment chain. He announced that Embassy of Israel had informed of its eagerness to hold a photo exhibition and therefore he urged the photographers to come forward to collaborate for the same. Adult metabolism remains stable until 60, study reveals

large study that measured the total amount of energy that people expend as they go about their everyday lives has opposed the idea that metabolism slows in middle age. The study showed that total energy expenditure, adjusted for body size, steadily declines from a peak in infancy until around 20 years of age and then remains stable until about 60. Only then does energy use begin to fall again. The researchers were surprised to discover that, for their size, 1-year-olds burn calories 50% faster than adults. “Of course they’re growing, but even once you control for that, their energy expenditures are rocketing up higher than you’d expect for their body size and composition,” says one of the researchers,

Open Respiratory Research, found that those who receive a diagnosis of obstructive sleep apnea are at a significantly greater risk of dying suddenly than those who do not have the condition. The word apnea means “without breath.” During obstructive sleep apnea, there is a reduction or com-
plete blockage of airflow during sleep. This sleep disturbance manifests itself in various ways, including excessive daytime sleepiness, fatigue, heavy snoring, and non-refreshing sleep. Serious consequences of sleep apnea While these symptoms can potentially affect a per-
son’s quality of life, they can also have even more serious consequences. Researchers at Penn State performed a systematic review of the literature and identified 22 studies focusing on obstructive sleep apnea, cardiac death, and sudden death. The team analyzed the combined data of these studies by meta-analysis. The quantitative analysis included a combined total of over 42,000 individuals across the world. The mean age of participants was 62 years old, and 64% were men. The metaanalysis showed that individuals with obstructive sleep apnea were approximately
twice as likely to experience sudden death than those who did not have the sleep condition. The study also identified that obstructive sleep apnea resulted in a nearly twofold risk of cardiovascular death that increased with age. According to Dr. John S. Oh, assistant professor in the Department of Surgery at Penn State Health Milton S. Hershey Medical Center and one of the study authors, many patients do not realize the seriousness of an apnea diagnosis. “Obstructive sleep apnea is a common condition that can have fatal consequences,” stresses Dr. Oh. MADRID, AUG 19 (AP): As Barcelona continues adjusting to life without Lionel Messi, Antoine Griezmann gets his best chance yet to take a leading role at the Catalan club. Griezmann will be making his 101st appearance with Barcelona when the club visits Athletic Bilbao in the second round of the Spanish league on Saturday. The French striker finally has the opportunity to take center stage and become a protagonist in Messi’s absence. “I hope I get to play another 100 games and carry on giving everything to make history with this club,” Griezmann said. “I want to keep helping the team both on and off the pitch, in attack and defense, and enjoying being at Barça.” He had some key performances while Messi was still on the team but has never fully met the high expectations that came when he signed from Atlético Madrid for 120 million euros (now $140 million) in 2019, a year after he was the man of the match in the World Cup final won by France.

N E W D E L H I , AU G 19 (PTI): Former India opener Gautam Gambhir reckons that India will go into the T20 World Cup as a “far superior” outfit than arch-rivals Pakistan while Afghanistan led by Rashid Khan will be the team to watch out for. India and Pakistan open their group league campaign on October 24 at the Dubai stadium. Gambhir, who scored a memorable 75 against Pakistan in the 2007 World T20 final, said that there will be lot of pressure on India’s neighbours. “Expectations are going to be really high from Pakistan as well, and at the moment, if you see, India is far more superior to Pakistan,” Gambhir told Star Sports. “In a T20 format, anyone can beat anyone because it is a very individual kind of format, and

Zimbabwe to host ICC Women’s Cricket WC Qualifier 2021
DUBAI, AUG 19 (IANS): International Cricket Council announced on Thursday that the ICC Women’s Cricket World Cup Qualifier 2021 will be held in Zimbabwe from November 21 to December 5. The qualifier was originally scheduled to take place in Sri Lanka from July 3 to 19, 2020 but was postponed thrice due to Covid-19 pandemic. The tournament comprising of 10 teams will decide the 3 qualifiers for the ICC Women’s Cricket WC 2022 to be held in New Zealand from March 4 to April 3. The 3 teams will then join 5 teams who have already qualified through the ICC Women’s Championship hosts New Zealand, defending champions England, Australia, India and South Africa in the next stage. The teams that will be seen in action in the fifth edition are Bangladesh, Ireland, Pakistan, Sri Lanka, the West Indies, the Netherlands, Papua New Guinea, Thailand, US and Zimbabwe.

LEICESTER, AUG 19 (AP): Leicester winger Harvey Barnes signed a contract extension Thursday to keep him at his boyhood club until June 2025. The 23-year-old England international had been one of Leicester’s best players in 2020-21, scoring 13 goals in all competitions before undergoing knee surgery that ruled him out of the European Championship. “I’ve been here for so many years now, it feels like home,” Barnes said.
”For me, it was a no-brainer. Of course, I wanted to extend my stay here.” He’s been with Leicester since the age of 9 and rose through the club’s youth academy. Barnes made his debut for England in a win over Wales in a friendly match last October and looked to have a decent chance of making Gareth Southgate’s squad for Euro 2020.
