Bengal Gov returns recommendation of CM to convene assembly session
KOLKATA, FEB 19 (PTI): West Bengal Governor Jagdeep Dhankhar Saturday sent back chief minister Mamata Banerjee’s recommendation to convene an assembly session from March 7, stating that the proposal did not meet constitutional norms. Dhankhar took to Twitter to inform that he returned the file as the recommendation was not made by the state cabinet as was the norm.“The government sent me a file on Feb. 17 seeking to summon the assembly on March 7. However, that had the endorsement of only the CM. The role of the cabinet decision in this situation is necessary,” he said. “The only option that I had was to send the file back to the government so that they can send it back with constitutional compliance. As and when the file comes the matter will be considered in accordance with the constitution,” he
Govt issues SOP for HSLC, HSSLC exam DIMAPUR, FEB 19 (NPN): State home department has issued safety guidelines (SOP) to be followed by all for safe and smooth conduct of HSLC and HSSLC exams, 2022. According to the SOP, all the invigilators, examiners, teaching/non-teaching staff at the exam centres should be asymptomatic and fully vaccinated against Covid-19 (taken both doses), and if not vaccinated, the person concerned should have been tested negative for COVID-19 through either RT-PCR or TrueNat or CBNAAT once every 15 days. All the examinees/candidates have been advised to get vaccinated against Covid-19 (at least the first dose if above 15 years, and both the doses if above 18 years of age). The number of examinees/candidates in a room/hall at any centre shall be up to 50% capacity. Symptomatic examinee/candidates, physically fit may appear their exam at centre carrying a Covid-19 negative test report (RAT/ RT-PCR/TrueNat or CBNAAT) with the swab taken for testing not earlier than 48 hours. NEW DELHI, FEB 19 (AGENCIES): After results of the state assembly polls are declared and the electoral heat subsides, Congress leader Sonia Gandhi is likely to call another meeting of all opposition parties in yet another effort to unite the parties ahead of the 2024 national elections. Some preliminary discussions have already taken place and all opposition parties, including the Trinamool Congress, might be invited, leaders involved in the plan said. “We held two meetings earlier. On both occasions, all opposition parties were invited. This time, too, they will be invited,” said Communist Party of India (Marxist) general secretary Sitaram Yechury, a key person behind the initiative. The plan is to hold the meeting after the state polls, Yechury said. “Most of the parties are busy in the election now. Any meeting can only be held after the results are out.”

INDORE, FEB 19 (PTI): Prime Minister Narendra Modi on Saturday said the government is making efforts to free thousands of acres of land in the country’s urban areas from piles of garbage, which was being dumped there for decades, and convert these places into green zones in the next couple of years. India logs 22,270 fresh Covid-19 cases, 325 deaths NEW DELHI, FEB 19 (PTI): India’s COVID-19 tally climbed to 4,28,02,505 on Saturday with 22,270 more people testing positive for the viral disease, while the number of active cases came down to 2,53,739, according to Union health ministry data. The death toll reached 5,11,230 with 325 fresh fatalities, the data updated at 8 am stated. Daily COVID-19 cases in the country have remained below one lakh for
13 consecutive days now. The 2,53,739 active cases comprise 0.59 per cent of the total infections. The national COVID-19 recovery rate has further improved to 98.21 per cent, the ministry said. A reduction of 38,353 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The daily positivity rate was recorded at 1.80 per cent, while the weekly positivity rate was recorded at 2.50 per cent, the ministry said. K Y M C

He informed that the state government was focused to upgrade health infrastructure and ensure that as per the population and area, medical officers and health workers would be posted in different locations. Mmhonlumo assured he would do his best to address the memorandum submitted by the area during the meeting. DIMAPUR: Pochury Students’ Union (PSU) has expressed shock at what it described as “unfortunate incident” at Meluri police station where one Türhüli Thupitor, a cadre of GPRN/NSCN, was allegedly found hanging in the cell on February 16. In a condemnation note, PSU president Müphatho Nyuthe and speaker Jakob Thuu stated that the “negligence of the police personnel on duty” at the time of the incident was “totally unprecedented”. The union has acknowledged the administration for prompt action in setting up a judicial enquiry commission to probe into the incident. It has appealed to the commission to expedite investigation without any fear or favour and deliver justice to the bereaved families. DIMAPUR, FEB 19 (NPN): Advisor, AH & veterinary services and women resources development, R Khing on Saturday said that veterinary officers had a major role in doubling farmers’ income by intervening in various ways. This, he said involved getting their households improved through “technology injection and innovation” in their livestock rearing by providing technical, financial and moral support and carrying out research through livestock farming. The advisor was speaking at the officers’ conclave, department of animal husbandry and veterinary services (AH&VS) on the theme “Challenges in the livestock health sector for the North East region with special reference to Nagaland”, organised by Nagaland Veterinarians Association (NVA) at Niathu resort, here Saturday. R Khing said that veterinary officers also had major role to play in environmental protection, research, food safety, and public health. DIMAPUR: Rajeshwari Karuna School (RKS) Tuli, organised a training programme on production of quality mushroom cultivation at the school premises on Saturday. The training was conducted for the Aitlenden Baptist Church Youth department. During the programme, the youth of the church were given hands-on training on
various aspects of producing quality mushrooms. Special lectures and practical sessions were also conducted in order to enhance their skills. Interactive sessions were also held between trainees and experts where the trainees clarified their doubts on future of mushroom farming and its profit to mushroom farmers. Earlier, the training
programme was coordinated by organic kitchen garden trainer, Markumzuk and principal, Rajeshwari karuna School Tuli, Amenla Jamir. The participants expressed gratitude and hoped that more training programmes would be organised on other organic farming techniques for selfreliance and sustainability.

was also the first MBBS gradate of the community was not only a dedicated officer but also contributed in many fields. DIMAPUR: Kripa foundation I TECH India PATH, NSACS and SASO organised an advocacy and sensitisation programme on social network model with stakeholders at Pungro town on February 18. IMPHAL, FEB 19: Father of a NPP candidate was among at least seven persons who sustained bullet injuries in a poll-related clash in the poll-bound Manipur on Friday night. In the clashes among workers and supporters of BJP and NPP candidates from Andro AC of Imphal East district, at least four vehicles and 12 houses were also damaged. The father of the NPP candidate was in critical condition after a bullet that hit on his right shoulder exited on the back side. Injured L Shamjai Singh, father of NPP candidate L Sanjoy Singh from Andro AC was admitted at Shija hospital in Imphal. Thoibimacha Singh, personal driver of the BJP candidate Th Shyamkumar also sustained bullet injuries on his waist, while five others sustained minor bullet injuries, official reports said on Saturday. As per reports from various sources, the clash erupted after the father of the NPP candidate was shot at by armed miscreants when he was walking near his house at Yairipok Tulihal around 9.30 pm on Friday. Moreover, the NPP candidate and his party workers along with his per-
sonal escorts returning from Imphal on being informed about his father’s incident were also shot at by armed miscreants on their way back at Yairipok Yambem. The escort personnel of the candidate reportedly retaliated and candidate and those accompanying him escaped unhurt, reports said. The candidate was in Imphal for a meeting with party (NPP) national president and Meghalaya chief minister Conrad A Sangma when his father was shot at. Following the incident, a large number of workers and supporters of the NPP attacked a group of BJP workers who were cam-

In the clash that followed, as many as six persons, mostly workers of BJP candidate Th Shyamkumar including his personal driver sustained injuries. Meanwhile, NPP national president and Meghalaya chief minister Conrad A Sangma who is camping in Imphal for the party election campaign today visited the injured candidate’s father at Shija hospital today. Sangma later tweeted, “Anguished that our candidate, Sh. L. Sanjoy Singh’s father, Sh. Shamjai Singh was shot & injured in a campaign programme at Yairipok Yambem Leikai.” “These incidents are tarnishing the sacred essence of our democracy. I urge ECI to see into these developments in Manipur,” he further tweeted. Addressing a party election rally in Imphal today, Sangma said “I have
never seen such kind of violence taking place in the state of Manipur in the election.” “This is very unfortunate that some candidates in the fray and leaders of some parties who are not able to fight the election democratically are using violence in politics to win election,” he said. Condemning the incident, he said, “In fact, we, as responsible citizens of the state and country must condemn such violence in democracy and politics.” He asserted that the NPP will not return the violence with violence but will retaliate democratically and urged people to teach them a lesson that there was no place for violence in democracy. On the other hand, state BJP leader and incumbent chief minister N Biren Singh said that an investigation was ordered into last night’s violence in Andro. Talking on the sideline of a BJP election rally in Imphal East, the chief minister said that he had information that state security force personnel deputed as escorts for the NPP candidate had fired.
AMARAVATI, FEB 19 (IANS): Days after being shunted out as the Director General of Police, D. Gautam Sawang has been appointed as the Chairman of the Andhra Pradesh Public Service Commission (APPSC). T h e G o ve r n o r o f Andhra Pradesh, Biswabhusan Harichandan, made the appointment in exercise of the powers conferred under Articles 316 (1) and 316 (2) of the Constitution of India. Chief Secretary Sameer Sharma issued a government order in this regard. The Y.S. Jagan Mohan Reddy-led government issued the order after consultation with Sawang, who was removed as the police chief in a surprise move on February 15. The Indian Police Service (IPS) officer will hold the post of APPSC for a period of six years. However, as per the APPSC’s regulations, he will be deemed retired from service. Sawang’s new appointment is seen as an hon-

Thousands of employees from across the state managed to reach the city for ‘Chalo Vijayawada’ on February 3. This was seen as a big failure of the police. Chief Minister Y.S. Jagan Mohan Reddy had reportedly taken serious note of the incident. The next day he had called the DGP and sought an explanation from him. After assuming office as the Chief Minister in May 2019, Jagan Mohan Reddy had picked Gautam Sawang as the police chief.

Assam government reverses renaming of Kamakhya temple road after public outcry

GUWAHATI, FEB 19 (PTI): The Assam government, which had announced that roads would be renamed to reflect the cultural ethos of the state, withdrew its decision to name a new road after Swami Muktananda Saraswati here in the face of public outcry against it. It had proposed to name a new alternate road leading to the Kamakhya temple atop Nilachal hill in the city after the monk, which had led to the general people taking to the social media to express their opposition to it. Most of the people claimed that the person after whom the road is being named had no connection with Assam or its people. Reverting the decision, state Housing and Urban Affairs Department Minister Ashok Singhal wrote on Twitter on Friday: “The naming of the alternate road to Kamakhya Dham through Pandu Ghat as ‘Swami Muktananda Saraswati Path’ has been withdrawn with immediate effect owing to public objections. “We respect public
opinions!” Singhal added. A public notice issued by the Commissioner of Guwahati Municipal Corporation and published in newspapers on February 14 had said that the residents of the road have “prayed” for naming it as Swami Muktananda Saraswati Road. It had sought objection, if any, from the public in this regard within 15 days of publication of the notice. National award winning film critic and filmmaker Utpal Borpujari, who had questioned the initial proposal, appreciated the government’s decision to withdraw the new name. “Very good decision. Thank you @TheAshokSinghal. It will be interesting to know whose idea was it to bestow the said name, and why,” Borpujari tweeted. Chairman of Liberal Democratic Party (LDP), India, Prodyut Bora also questioned why the government had chosen that particular name. “@TheAshokSinghal just out of curiosity: who is Swami Muktananda Saraswati? I searched on Google
and found several Swami Muktananda (it is a common name among monks). But who was the monk you were specifically referring to? I think you owe this information to the public,” Bora posted on the microblogging platform. Uttam Kumar Sharma lauded the government’s move to reverse its decision. “One good thing about this Government is that, it doesn’t shy away from reversing decisions considering public mood making it a prestige issue. It is necessary sometimes to take one step backward to take two steps forward!” he tweeted. Chief Minister Himanta Biswa Sarma had said on February 16 that a portal would be launched soon to invite suggestions for change of names of places across Assam that do not reflect the culture and civilisation of the state. ‘’There’s much in a name. Name of a city, town or village should represent its culture, tradition and civilisation. We shall launch a portal to invite suggestions on change of names across Assam which are contrary to our civilisation, culture and derogatory to any caste or community’’, the chief minister had tweeted. Several Twitter users had questioned the need for changing names when the government should be concentrating more on constructive works like building proper roads and infrastructure in the state. AIZAWL, FEB 19 (PTI): The BJP Mizoram unit has accused the Mizo National Front (MNF) government headed by Chief Minister Zoramthanga of “violating” the Mahatma Gandhi National Rural Employment Guarantee (MGNREG) Act and “misusing” its funds. The state government, however, denied the allegations and said it acted as per the guidelines and did not misuse funds. CHENNAI/NEW DELHI, FEB 19 (IANS): Prime Minister Narendra Modi has virtually inaugurated the drone manufacturing facilities of Garuda Aerospace at Manesar in Gurugram and in Chennai, said a top company official. The Chennai-based Garuda Aerospace is a drone-as-aservice (DAAS) company. According to Agnishwar Jayaprakash, Founder & CEO, Garuda Aerospace, Modi virtually inaugurated the drone manufacturing facilities in two locations and also pressed a button resulting in the taking off of 100 Kisan drones simultaneously in 100 villages. The 100 drones commenced agriculture spraying operations in 16 different states to celebrate 75 years of Independence as part of the ‘Azadi Ka Amrit Mahotsav’, Jayaprakash added. “Glad to have witnessed Kisan Drones in action at 100 places across the country. This is a commendable initiative by a vibrant start-up, @garuda_india. Innovative technology will empower our farmers and

Garuda has taken a space on lease for making its drones from Defsys Solutions in Gurugram, Jayaprakash said. According to him, the Defsys Solutions’ facility is equipped with advanced design and prototype testing capabilities. The 2.5-acre facility is a hub for drone software design, hardware structural testing, type certification, and manufacturing capacity of 40 drones per day. Garuda’s proposed Chennai plant is located on a 20-acre facility where mass volume manufacturing capacity of 100 drones per day and manufacturing of 100,000 kisan drones are being planned over the next two years, Jayaprakash added.

‘Y’ category security to Kumar Vishwas NEW DELHI, FEB 19 (PTI): The Centre on Saturday decided to give ‘Y’ category security to former leader of Aam Aadmi Party (AAP) Kumar Vishwas, official sources said. The central government had reviewed the security of Vishwas and the threat perception based on intelligence inputs in the wake of his allegations against AAP convenor and Delhi Chief Minister Arvind Kejriwal. After the review, it was decided to give Vishwas ‘Y’ category security through the Central Reserve Police Force(CRPF), the sources said. Under the ‘Y’ category security, Vishwas will be protected by four personal security officers round the clock. Vishwas had accused Kejriwal of supporting separatists during the highvoltage campaign for the assembly elections in Punjab, but the AAP chief has dismissed the allegations. ews that the government of India has succeeded in having both the governments of Assam and Nagaland on board for resumption of oil exploration and extraction is both good and bad news. According to official reports, the Oil and Natural Gas Corporation (ONGC)Ltd., will be responsible for oil operations along the disputed area belt (DAB). Oil has brought tremendous boon to Assam where several hundreds of highly trained technocrats occupy premier positions in the ONGC including other oil companies in Assam. Any effort to put plans for oil operations back on track should be done in a transparent manner so that people can participate in all-round development. The good news is that the shared revenue will certainly provide a huge bonus for cash-strapped Nagaland which, today is in dire straits financially. It is bad news because it means the controversial and much hyped Nagaland Petroleum and Natural Gas Regulation 2012 enacted by the then NPF government is practically infructuous. The people had been promised the moon through the NPNG 2012 for a huge royalty boon. The NPF-led DAN –II had got into a conflict with the union government while enacting the NPNG 2012 by maintain its constitutional prerogative under Article 371(A). No other state has such an exclusive and constitutional safeguard. Nagaland and Mizoram have similar constitutional safeguards which no other state in the region has. The NPF government justified enactment of NPNG Rules on clause (iv) of Article 371(a) (iv) ownership and transfer of land and resources, shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides; the government of India however pointed out that parliament alone has authority to frame laws for oil operations as per the Entry 53 of List -1 of the Seventh Schedule and also the Mines and Minerals (Regulation and Development) Act 1957 which extensively invests mines and minerals as the occupied field of the union of India. Nagaland needs to wake up to the economic realpolitik instead of fuelling dreams and visions, which, like a tide, does not wait for ever. Since 1992, the issue of oil exploration and extraction has been commented on many occasions in this column as well as highlighted as news item. Nagaland has a substantial deposit of crude oil estimated at around 600 million tons besides natural gas. However, the government of Nagaland then under the NNO, did not push for commercial exploitation but only limited extraction on experimental/ trial basis. In 1972 the government of Nagaland permitted Oil and Natural Gas Corporation (ONGC) Ltd. The ONGC had extracted at least ten times more than the quantity it ought to have done as trial basis which was around 1.5 million metric tonnes. Nagaland was paid Rs.33 crore as royalty in 1993 and by the following year, all operations of ONGC were suspended by the government under pressure mid-way. Since 1994 nothing has been done by successive state governments to address the issue of oil and gas operations. The state government has to decide and not yield to unending consultations with various organisations. Article 371A can only be operationalised if the elected members take responsibility instead of outsourcing decisions to various NGOs and CSOs.

Arise, shine… —Isaiah 60:1 When it comes to taking the initiative against drudgery, we have to take the first step as though there were no God. There is no point in waiting for God to help us— He will not. But once we arise, immediately we find He is there. Whenever God gives us His inspiration, suddenly taking the initiative becomes a moral issue— a matter of obedience. Then we must act to be obedient and not continue to lie down doing nothing. If we will arise and shine, drudgery will be divinely transformed. Drudgery is one of the finest tests to determine the genuineness of our character. Drudgery is work that is far removed from anything we think of as ideal work. It is the utterly hard, menial, tiresome, and dirty work. And when we experience it, our spirituality is instantly tested and we will know whether or not we are spiritually genuine. Read John 13. In this chapter, we see the Incarnate God performing the greatest example of drudgery— washing fishermen’s feet. He then says to them, “If I then, your Lord and Teacher, have washed your feet, you also ought to wash one another’s feet” (John 13:14). The inspiration of God is required if drudgery is to shine with the light of God upon it. In some cases the way a person does a task makes that work sanctified and holy forever. It may be a very common everyday task, but after we have seen it done, it becomes different. When the Lord does something through us, He always transforms it. Our Lord takes our human flesh and transforms it, and now every believer’s body has become “the temple of the Holy Spirit” (1 Corinthians 6:19).

Manipur polls: Can the BJP form a majority govt of its own?
T
he election in the Northeastern state of Manipur is going to be a multi-corner contest with many parties joining the fray. The Bharatiya Janata Party (BJP), contesting on all seats, is not only confident that it is going to form the government for the second time but is also claiming that it is going to gain a majority of its own. The state will witness polls in two phases — 28 February and 5 March. The advantage of being the ruling party at centre Although there have been exceptions, it has been a trend that the party at the Centre often gets the maximum support in northeastern states, as they are mostly dependent on the Centre for monetary support. Manipur is no exception. In the past, Congress often benefited in the state for being the ruling party at the Centre. In the 2017 Assembly election, the BJP, which failed to even open its account in both 2007 and 2012, fetched 36.28% votes — more than that of Congress’s 35.11%. In the 2007 polls, even the Bihar-based Rashtriya Janata Dal (RJD), which was then a constituent of
UPA, got three seats with a vote share of 6.67%, while in 2012, another UPA constituent, the Trinamool Congress, emerged as the second-largest party by winning seven seats with a vote share of 17%. One would also find that the BJP’s best performance before 2017 was back in the 2000 election, when it won six seats with a vote share of 11.28%, the time when it was heading the NDA government at the Centre. In the 2002 election, while the BJP won four seats with a 9.55% vote share, another NDA constituent, the Samata Party, registered its best performance by winning three seats with a vote share of 8.33%. Battling disgruntled leaders’ anger After the saffron party announced tickets for all seats in one go, there have been protests by those aspirants – and their supporters – who were denied the tick-
ets. A section alleged that those who worked for the party were ignored, while turncoats were preferred. Many rejected aspirants have joined the Janata Dal (United) and the National People’s Party. Add to this, there has also been an internal rivalry within the saffron party. The rivalry of Thongam Biswajit Singh, a powerful minister, with Biren is an open secret. Last time, there were 18 Assembly seats where the mandate was decided by fewer than 1,000 votes. Out of those seats, the BJP and the Congress won seven and nine respectively, while the NPP and the Nagaland People’s Front (NPF) won one each. The BJP and the Congress came second in eight and six seats, respectively. The NPP came second in three, while an independent came second in the remaining seat. Meitei Manipuris had for long demanded the implementation of Inner Line Permit (ILP), which was granted by the Narendra Modi government in 2019, an issue highlighted by the BJP. The community is also demanding an ST status. As of now, the BJP is undecided on this complicated issue, while the NPP has lent support to the demand. In the plains, there are Muslims too, known as Meitei Pangals. In the 2017 Assembly election, the seats influenced by Meitei Manipuris, like Lilong, Wabgai, Wangkhem, Andro, were won by the grand old party. The two other Muslim-influenced seats — Kshetrigaon and Keirao — were won by the BJP, though with a small margin of fewer than 1,000 votes. Congress and other factors In the 2019 Lok Sabha polls, the BJP got 34.33%, a loss of 2% compared to
the 2017 polls, and won the Inner Manipur Lok Sabha constituency. The Congress got 24.71% votes but failed to retain any of the two seats it won in the 2014 elections, while the NPF fetched the Outer Manipur Lok Sabha constituency and garnered 22.55% votes. In terms of assembly segments, the BJP and the Congress were leading in 26 and 20 seats, respectively, while the NPF and the CPI were leading in 11 and three, respectively. So, it would be naive to completely dismiss the Congress, which has allied with five small parties, including the CPI, in the north-eastern state. Notably, the NPF, which clearly has been stating that it is a constituent of the NDA, is contesting in 10 seats. Unemployment remains a burning issue in the state. Since Manipur became a state in 1972, parties have struggled to get a majority. BENGALURU, FEB 19 (IANS): Principal of a Junior College in Karnataka’s Madikeri district on Saturday lodged a police complaint against a man for issuing a life threat after he sent back hijab-clad students from the college. Based on the complaint of the Principal of Madikeri Junior College, Vijay, the Cyber Crime police have taken up the case for investigation. The complaint has been lodged against one Mohammad Tousif, who has issued a life threat on social media. “You won’t live any longer,” the accused threatened. Principal Vijay explained that he had only tried to explain to children about the government order
and the interim order of the Karnataka High Court. “The children argued over the issue and back answered which hurt us. We are sad but they are innocent. There are good messages also. But, this person has abused and issued threats,” Vijay stated. The video of Principal Vijay, talking to girl students on a high pitch and directing the police to take action against them for wearing hijab and insisting on attending classes, had gone viral on social media. Although the college management, development committee tried to explain to the hijab-clad students the interim order of the High Court, they did not listen and pressed for wearing of hijab, according to the principal. NEW DELHI, FEB 19 (PTI): The ED has arrested Md Enamul Haque, the prime accused in a multicrore cross-border cattle smuggling racket, in connection with a money laundering investigation into the illegal trade that takes place across the India-Bangladesh border in West Bengal. Haque was taken into custody under sections of the Prevention of Money Laundering Act (PMLA). He will be produced before a local court here and the Enforcement Directorate will seek his custody, they said. Haque was arrested by the Central Bureau of Investigation (CBI) in November 2020 as part of its independent probe into the same case. He was granted bail by the Supreme Court last month. The CBI had earlier filed a charge sheet before a special court in West Bengal’s Asansol alleging that Haque was the mastermind of the illegal cattle trade.

He stated that on Friday, minority community legislators submitted a memorandum to him regarding hijab row. “I have told them that school should have uniformity. I have asked them that jointly we should overcome this situation.” Meawhile, Chief Minister Basavaraj Bommai said that he would get all the details regarding hijab row. Education Minister B.C. Nagesh has said that Muslim community leaders are with the interim order issued by the court. “We will continue to explain people about the interim order regarding hijab row and most of them are following the order. There is a propaganda which is trying to put religion over education,” he said.

Campaigning for the Sunday polls had ended on Friday, with senior leaders of the parties making a final effort to woo voters. NEW DELHI, FEB 19 (PTI): The domestic jewellery sector will get a huge export boost in the United Arab Emirates (UAE) market as it would get duty-free access there, while the gulf nation will get greater access to the gold market here as India will give duty concessions on import of up to 200 tonnes, Commerce Secretary B V R Subrahmanyam said on Saturday. India has agreed to concessional import duties on gold imports of up to 200 tonnes per year. India imported about 70 tonnes of gold from the UAE in 2020-21. “We are a major importer of gold. India imports about 800 tonnes of gold every year. In this particular agreement, we have given
them (UAE) a TRQ (tariff rate quota) of 200 tonnes where the tariff (or import duty) in perpetuity will be one per cent less than whatever is the tariff charged for the rest of the world. “Therefore, the UAE has a one per cent price advantage in gold bars. That one per cent tariff difference means those 200 tonnes will be diverted to the UAE,” the secretary told reporters here. He said the biggest gain for India is “that we get zero duty access” to the UAE market for domestic jewellery. There was a five per cent duty on Indian jewellery and now, “it’s gone to zero”, so the gem and jewellery sector is “gung-ho”, he added. TRQ is a quota for a
volume of imports that enter India at specified tariffs. After the quota is reached, a higher tariff applies on additional imports. TRQ would also be there for copper, polyethylene and polypropylene. India and the UAE on Friday signed a comprehensive economic partnership agreement (CEPA), under which a number of domestic goods will get zero duty access to the UAE market. The pact may come into force in April or May. When asked about the inclusion of the digital trade chapter in the agreement, the secretary said that for the first time, this sector is there in the trade agreement signed by India and it shows that India is ready to talk on this bilaterally.

The latest official data showed that India’s trade deficit widened by 20.23 per cent on a year-on-year basis to $17.42 billion in January 2022 from $14.49 billion in the like period of 2021. Accordingly, the sequential improvement is expected to sustain in February 2022, supported by a gradual easing of the supply-side constraints, re-opening of offices and colleges, as well as relaxation in travel restrictions and the measures announced in the FY23 Union Budget. The Nagaland state had not adopted the NCTE norms then at the time of the appointment of the 1379 CSS Hindi Teachers. Therefore, with the adoption of NCTE norms in the year 2017, the state Govt. provided 5 year relaxation period (2022-2027) vide order No. ED/CSS/RLX/1/2021-22, for the untrained Hindi Teachers to undergo training and fulfill the NCTE Criterions. At present the state has only one training centre for Hindi, the Govt. of Nagaland Education Department has sought permission for tie up with IGNOU to provide training facilities for which the permission process to the NCTE has undergone and the results will be announced soon. Also many untrained Hindi Teachers have been trained in 10 years fulfilling NCTE criteria. However, many Hindi Teachers are deprived of their regular allotted salary which has been a huge grievance. MUNICH, FEB 19 (IANS): The World Health Organization’s (WHO) Director-General Tedros Adhanom Ghebreyesus has called for cooperation and collaboration in the face of common threats from the Covid-19 pandemic. The WHO chief made the remarks on Friday at a panel discussion titled “Get Well Soon: Finding a Way Out of the Pandemic” during the ongoing Munich Security Conference (MSC) here, reports Xinhua news agency. He described as “dangerous” the narrative that the pandemic was over with high vaccine coverage in some countries and denied claims that the Omicron variant was less severe. An entire lizard trapped in amber is gazing back at us from 110 million years
T
he unsung star of Jurassic Park was a mosquito frozen in amber. While you can’t really extract blood from specimens like that, you could be transported back in time if you looked at a specimen of fossilized tree sap and found a 110 million-year-old lizard staring back at you. Creatures get trapped in amber all the time, but most prehistoric finds are insects. Amber is a great material for preserving arthropods because of their already tough shells that will hold on even if the insides disintegrate. But what about a lizard? Retinosaurus hkamentiensis is a new extinct species of lizard that was unexpectedly found trapped in Burmese amber. No one expected an entire reptile to be preserved so well, from its scaly skin down to its skeleton. What are now the empty eyes of Retinosaurus may have once seen dinosaurs or giant ferns or dragonflies the size of your head. It was determined to be a juvenile that ran into a sticky situation when it ran into a glob of tree amber that it couldn’t escape. It was so
Liz Lizard in Amber well preserved that paleontologist Andrej Čerňanský of Comenius University and his team, who recently published a study in Scientific Reports, approached the prehistoric lizard almost as if it were alive. “We were able to study not only a skeleton, but even the external appearance (scalation) of the lizard,” Čerňanský told SYFY WIRE. "In fact, we can study the animal in the same way that herpetologists study modern species.” Retinosaurus is no dinosaur (“saurus” actually means “lizard”), but still a fascinating relic from a lost era. CT scanning can be problematic sometimes, but the unreal preservation of the lizard — so much as the double eyelids of the left eye are still there — helped
the researchers turn scans into eerily lifelike renderings of a creature that has not walked the Earth since the mid-Cretaceous. Its organs may have not made it, but the trachea and bronchi were preserved. By taking a closer look at the skeleton and patterns of the scales, they were able to make out that it was not yet mature. This tiny lizard could have huge implications for how its successors ended up where they are now. Morphological comparisons were used to find its closest surviving relatives, as well as phylogenetic analysis, which finds out evolutionary connections through morphology of both extinct and extant species, and molecular data of extant species. What the researchers found from taking a closer
look at the specimen was that it is a scincoid (meaning it resembles a skink) that echoes the features of some xantusiids, which are endemic to North America. So how did the fossil end up in Myanmar? It is possible that Rhetinosaurus spawned somewhere else when its territory moved elsewhere. “This is complicated, because other hypotheses about the origin and paleoposition of the Burma Terrane microplate exist,” Čerňanský said. “It is still rather controversial and leaves room for further interpretations regarding the origin of the animal lineages occurring there during the Cretaceous.” Xantusiids, or night lizards, are thought to have diverged from cordyloformes, heavily armored lizards which first emerged in Africa, sometime during the Jurassic. If Retinosaurus is really is an ancestor of American xantusiids, or night lizards, that could mean they were crawling around more areas of what was once the supercontinent of Gondwana. There were parts of Myanmar still hold-
ing on to Gondwana then. Retinosaurus and related species could have survived for some 50 million years before the Burma Terrane plate drifted to Southeast Asia. Others which were left behind on Gondwana could have then crept over to North and Central America. There is something else Retinosaurus could be telling us if it really is a proto-xantusiid. The left eye, which was better preserved, has eyelids but is missing the brille, a transparent layer that shields the eyes. Some reptiles with a brille have no eyelids at all. Čerňanský thinks it might imply that, if this lizard really is a proto-xantusiid, the brille in xantusiids might have evolved after the protective bony plates and small scales around their eyes. “Retinosaurus shows evolution of these lineages in deep time,” he said. “Elsewhere in the world, a majority of terrestrial lizard fossils of similar age are represented by disarticulated and isolated elements. Burmese amber provides a unique window into the mid-Cretaceous world.”

ASA’s Perseverance rover has successfully completed the first year since touching down on Mars on February 18, 2021. We i g h i n g r o u g h ly 1,025 kgs, Perseverance is the heaviest rover ever to safely land on Mars, and also return with dramatic videos of its landing. The six-wheeled scientist achieved many insights on the Red Planet including the first rock core samples from another planet (it’s carrying six, so far). The rover served as an indispensable base station for Ingenuity, the first helicopter on Mars, and tested MOXIE (Mars Oxygen InSitu Resource Utilisation Experiment), the first prototype oxygen generator on the Red Planet, NASA said. Perseverance also re-
cently broke a record for the most distance driven by a Mars rover in a single day, travelling almost 1,050 feet (320 meters) on February 14, 2022, the 351st Martian day, or sol, of the mission. And it performed the entire drive using AutoNav, the self-driving software that allows Perseverance to find its own path around rocks and other obstacles. The rover has nearly wrapped up its first science campaign in Jezero Crater,
a location that contained a lake billions of years ago and features some of the oldest rocks Mars scientists have been able to study up close. “The samples Perseverance has been collecting, will provide a key chronology for the formation of Jezero Crater,” said Thomas Zurbuchen, associate administrator of NASA’s Science Mission Directorate in Washington, in a statement. “Each one is carefully
considered for its scientific value,” he added. Two more samples will be collected in the coming weeks from the “Ch’al” rock type (named with the Navajo term for “frog”), a set of dark, rubbly rocks representative of what’s seen across much of the crater floor, NASA said. If samples of these rocks are returned to Earth, scientists think they could provide an age range for Jezero’s formation and the lake that was once there. “Right now, we take what we know about the age of impact craters on the Moon and extrapolate that to Mars,” said Katie Stack Morgan, Perseverance’s deputy project scientist at NASA’s Jet Propulsion Laboratory in Southern California, which manages the rover mission. Scientists pinpoint mechanisms linked with severe Covid blood clotting
R
esearchers at the US National Institutes of Health, identified “rogue antibodies” that correlate with severe illness and may help explain mechanisms associated with severe blood clotting. The researchers found circulating antiphospholipid antibodies, which can be more common among people with autoimmune disorders, such as lupus. However, these “autoantibodies”, which target a person’s own organs and systems, can also be activated in response to viral infections and activate other immune responses. The team studied blood samples from 244 patients hospitalised for
Covid-19. They compared the blood samples to those from healthy controls and found the Covid-19 samples contained higher levels of the antibody IgG, which works with other immune cells, such as IgM, to respond to immune threats. Higher levels of IgG were also associated with Covid-19 disease severity, such as in patients who required breathing assistance. The researchers observed similar patterns, but to a lesser extent, after analysing blood samples from 100 patients hospitalised for sepsis, which can leave the body in inflammatory shock following a bacterial or viral infection. DUBAI, FEB 19 (IANS): World No. 1 tennis player, Novak Djokovic of Serbia, will be returning to competition on Monday when he begins his campaign at the Dubai Open on Monday (February 21), after courting controversy at the Australian Open last month. The Dubai Open -- an ATP 500 event -- should be a strong starting point for Djokovic for the upcoming season after he was not allowed to compete in the opening Grand Slam of the year due to his unvaccinated COVID-19 status. Djokovic, the winner of 20 Grand Slam titles and a five-time champion here in Dubai -- 2009, 2010, 2011, 2013 and 2020 -- was quoted as saying by tennis.com that he was “excited” to play in Dubai. “I always love Dubai. I love coming here. I’ve had plenty of tennis success here and I’m excited to go out on the tennis court next Monday. I miss tennis, honestly, after everything that has happened in the previous couple of months (Australian Open fiasco),” said Djokovic.

Mumbai elected to host IOC session in 2023 MUMBAI, FEB 19 (IANS): The city of Mumbai on Saturday was announced as the host of the 2023 International Olympic Committee’s (IOC) session after successfully bidding for it in the 139th IOC session being held in Beijing alongside the ongoing Winter Olympics. This will be the second time India will host an IOC session after hosting it in New Delhi, 1983. Leading the Indian presentation in Beijing were Abhinav Bindra, the country’s first individual Olympics gold medallist in 2008, IOC Member Nita Ambani, Indian Olympic Association (IOA) president Narinder Batra and Youth Affairs and Sports Minister Anurag Thakur. Mumbai received 99 per cent of the votes from the delegates participating in the process, with 75 members endorsing its candidature to host the IOC session in 2023. “I thank Mrs Nita Ambani for her vision and leadership and also thank all my IOC Member colleagues for their support, I cannot wait to see you here in Mumbai next year,” said Batra.

BEIJING, FEB 19 (AGENCIES): Belgium won their first Winter Olympics gold medal for 74 years when speed skater Bart Swings surged to victory in the men’s mass start at Beijing 2022. The 31-year-old, who won silver in 2018, was second going into the final corner but found an extra gear in the sprint for the line. “It’s historical and it’s unbelievable,” he said. “The next thing after silver is gold. I know it was ambitious and it’s a dream to work towards.” It was his country’s first Winter Olympics gold since pairs figure skaters Micheline Lannoy and Pierre Baugniet triumphed in 1948.
