Ensure unlock process is ‘carefully calibrated’: Centre tells state govts
NEW DELHI, JUN 19 (PTI): The easing of Covidrelated lockdown norms has led to crowding in some markets and other places, the Centre said on Saturday, as it urged states to ensure the “extremely important” five-fold strategy of Covidappropriate behaviour, testtrack-treat and vaccination to prevent the spread of the disease. In a communication to all states and Union Territories (UTs), Union Home Secretary Ajay Bhalla also said that vaccination against COVID-19, in the present scenario, is critical to break the chain of transmission. Therefore, all state and UT governments should step up the pace of vaccination, to cover maximum number of people in an expeditious manner, he said. The home secretary said that during the second Covid wave, a significant surge in cases was witnessed in several states and UTs, and many of them imposed restrictions in order to contain the spread of the infection. “With a decline in the
Delta variant found in two NE states AIZAWL/IMPHAL, JUN 19 (IANS): The Delta variant of coronavirus has been found for the first time in two North Eastern states-Manipur and Mizoram. In Manipur, 18 cases of delta variant of Covid19 were detected from 20 samples sent for testing at a laboratory in Hyderabad. All States asked to step up the pace of vaccination, to cover maximum number of people in an expeditious manner Urges states to ensure five-fold strategy of Covid-appropriate behaviour, test-tracktreat and vaccination No crowding at markets and other places. Ensure complacency does not set in Keep close watch on early signs of a surge in active cases or high positivity rates number of active cases, many states and UTs have started relaxing restrictions. I would like to highlight that the decision to impose or ease restrictions has to be taken, based on the assessment of the situation at the ground level,” he said. Bhalla said while the opening up of activities, after decline in cases is essential, states and UTs must ensure that the whole process is “carefully calibrated”.
“While opening up, it would be extremely important to follow the five-fold strategy of Covid appropriate behaviour, test-tracktreat and vaccination,” he said. The home secretary said regular monitoring of COVID-19 appropriate behaviour is required to prevent relapse. To reiterate, Covid appropriate behaviour includes mandatory use of masks, hand hygiene, social distancing and also proper ventilation of closed spaces, he said. “However, easing of restrictions in some states, have led to resumption of crowding of people in markets etc., without adherence to the norms of Covid appropriate behaviour,” he said. It is, therefore essential to ensure that complacency does not set in, and there is no let-up in adhering to Covid appropriate behaviour, while opening up activities, the home secretary said. Bhalla said to contain the spread of the infection
on a sustainable basis, it is necessary to continue the strategy of test-track-treat. It may especially be ensured that the testing rate does not come down, he said. Bhalla said as the situation is dynamic, a close watch needs to be kept on early signs of a surge in active cases or high positivity rates. He said a system should be in place at the micro-level to ensure that whenever cases rise in a smaller place, it gets checked there itself, through local containment measures as per the existing guidelines issued by Ministry of Health and Family Welfare. “I, therefore, urge you to issue directions to district and all other authorities concerned, to keep a close watch on the situation, while activities are opened in a cautious manner, and to scrupulously ensure that there is no complacency in adhering to Covid appropriate behaviour and in the test-track-treat-vaccinate strategy,” Bhalla said in his communication to states and UTs.

Lockdown to continue till positivity rate drops below 5%, says Pangnyu DIMAPUR, JUN 19 (NPN): State health and family welfare (H&FW) minister S Pangnyu Phom Saturday disclosed that as per the direction of the Centre the ongoing lockdown would continue in the state till the COVID-19 positivity rate dropped below 5 percent, saying current rate stood at 9.3 percent. According to an official bulletin, the health minister disclosed this during review meetings with the Longleng District Tasks Force, NGO, Civil Society groups and Churches at DC’s office complex, Longleng on June 19, 2021. At the meeting, Pangnyu informed that the purpose of his visit was to take stock of the situation and to prepare for the third wave of Covid-19 in the state. Unlike the first wave, health minister said the second wave caused huge casualties in the country not because of lack of medical facilities but due to negligence of the patients who had gone to the hospital at the last hour. The minister informed that the state government has decided to deduct 10 percent from LADP and

In this regard, the minister directed the DTF to make assessment of the required equipment in the district. It may be recalled that the NPF legislature party had earlier objected to the
High Powered Committee’s decision to deduct LADP, saying HPC was not mandated to encroach upon the state plan budgetary mechanism. It therefore said that HPC had no legal authority to divert LADP fund to a different head ”without routing through the legislative assembly.” Meanwhile, Pangnyu stated that PDA government under the chief minister Neiphiu Rio was committed to upgrade the overall health care facilities of the state and cater best service to the needs of the people, with special focus on the health sector to combat the pandemic. The minister further appealed to all the government officers and staff posted in the district to come forward and extend their helping hand to the medical department and the people during this crucial time. He congratulated the DTF led by the deputy commissioner, district administration, police, medical, VGs, NGOs, CSOs and churches for working together as a family to combat the pandemic and making Longleng as one of the successful districts in the state.

more vulnerable during a third wave, Dr Guleria reiterated there is no evidence so far to suggest the same. ‘Third wave likely by Oct’: Several experts have warned against a third Covid wave in India, with some even suggesting that it is inevitable. According to a snap survey by Reuters, a majority of the medical experts believe that India will witness the next Covid wave by October. The experts said that although the next wave is expected to be controlled in a better way than the latest outbreak, the pandemic will continue to remain a public health threat for at least another year. The warnings about the resurgence of Covid come at a time when India is reporting a sharp drop in fresh infections after a devastating second wave of the virus. India on Saturday reported 60,753 new Covid cases and 1,647 fatalities. The active cases now comprise 2.55 per cent of the total infections, according to the Health ministry data.
There needs to be aggressive surveillance strategy in Covid hotspots and lockdowns in case of any significant surge
NEW DELHI, JUN 19 (AGENCIES): AIIMS chief Dr. Randeep Guleria on Saturday warned that India could witness a third wave of coronavirus infections in the next 6-8 weeks if people do not adhere to Covidappropriate behaviour. He said that until a sizeable number of people are vaccinated, everyone must strictly follow Covidappropriate behaviour such as wearing of masks and social distancing. “If Covidappropriate behaviour is not followed, the third wave can happen in six to eight weeks. We need to work aggressively to prevent another large wave till vaccination kicks in,” Guleria told news agency PTI.
So far, India has fully vaccinated only about 5% of its estimated 950 million eligible population, leaving many millions vulnerable to infections and deaths. “There needs to be aggressive surveillance strategy in Covid hotspots and lockdowns in case of any significant surge. The moment a significant surge in cases in noted in a particular area and the positivity rate goes beyond 5 per cent, areaspecific lockdown and containment measures should be implemented,” he said. He, however, said there is no need for a nationallevel lockdown in case there is another surge as that will impact the economy. On the likelihood of children being

He took over as chief minister of Assam after the BJP’s Assembly poll victory in 2016.

should be registered against assaulters and such cases should be fast-tracked. You may also like to invoke provisions of the Epidemic Diseases (Amendment) Act, 2020, where applicable,” he said. DIMAPUR, JUN 19 (NPN): NSCN (I-M) has categorically stated that the “Naga national right is inherent, not a generous gift of the constitution of any country, and that it can never be robbed off or murdered by any force.” In a statement issued through its MIP, NSCN (I-M) further went on to state that it was not a new thing to all that those “opportunists, collaborators, traitors and other pseudonationalists” used to participate in peoples’ revolutionary movements in sheep’s clothing. “With flirtatious mindset they desert here and there in search of fortune,” it said. Asserting that it was pointless on the part of the critics to level false allegations on collection of taxes by the GPRN, NSCN (I-M) maintained that collection of taxes by a government from its citizen was “a legitimate right and it is nothing illegal at all”. “Even the representatives of the Government of India who are engaged in political dialogue with NSCN leaders recognize this right,” it claimed.
