Thermal plants coal stock back to normal levels
NEW DELHI, OCT 19 (AGENCIES): Days after several states reported depleting coal supplies at power stations leading to a crisis-like situation, the government has stated that dry fuel stock situation at thermal projects has improved. According to the Central Electricity Authority (CEA) data, the number of projects having less than four days of coal has come down to 58 as on October 18 compared to 69 from a week ago. Earlier this month, more than six states had told the Centre that several of their power plants were left with just four days of coal, which could lead to outages. This had forced the government to take stock of supplies and availability of dry fuel with State-owned Coal India Limited, which is also the largest producer and supplier of the commodity in the country.

It is in this direction that the Northeast, which has rich bioresources, has a pivotal role in the revival of the country’s economy,” he remarked, adding, “Bioresources should fuel economic development.” Under the leadership of Prime Minister Narendra Modi, he claimed that special attention had been given to the Northeast and many developmental projects had been taken up. He also launched
IBSD-ILS collaborative programme on “Capacity Building & Training for Young Researchers of North East Region on Bioresources Management & Advanced Biotechnology”. He handed over quality planting materials of sweet mandarin (Citrus sp.), strawberry & Malbhog to the farmers of Manipur. Union minister of state for external affairs & education Dr RK Ranjan Singh, who also attended the programme, said as Manipur fell in the Indo-Burma biodiversity hotspot, there was a huge potential for economic development through bioresources. He claimed that scientific research and outreach programmes had been conducted throughout the region by IBSD. “The ultimate purpose of research is to benefit people and therefore IBSD should also work to serve the purpose,” he exhorted.
Citizens feel pinch of fuel price hikes DIMAPUR, OCT 19 (NPN): While citizens are feeling the pinch of continuous hike in prices of petrol and diesel, the Central government and state government appear to be unwilling to decrease taxes on auto fuels. Though the stateowned oil marketing companies kept petrol and diesel prices unchanged for the second consecutive on Tuesday, the prices of two auto fuels have touched record high levels across the country. The prices of petrol and diesel in Dimapur stood at Rs.104.25 per litre and Rs.96.72 per litre respectively. Likewise, the petrol and diesel were retailing at record high of Rs.105.25 per litre and Rs.97.52 per litre respectively in Kohima. With rise in fuel prices, the prices of commodities have also been shooting through the roof. A citizen, who wished not to be named, said hike in prices of petrol, diesel and LPG was having a cascading effect on
all the essential commodities and making life difficult. An office-goer, who commutes to work daily on his motorcycle, expressed despair over the rising fuel prices and said he was contemplating buying a bicycle. S Debnath said daily increase in petrol and diesel prices was making daily life more expensive than before. Debnath said his fuel expense has doubled this year
alone, adding “Achhe din has come.” Following rise in crude oil prices to a near three-year high, the retail prices of petrol and diesel, which were already high due to heavy tax rates, has become higher in the country. When cr ude prices dropped, the Centre’s excise duty was increased instead of passing on the benefits to the citizens.
Duty relief on fuel expected
IANS adds: Consumers could expect relief from the surging price of auto fuels this festive season as the government may opt for an excise duty cut on petrol and diesel, for the first time since the outbreak of the pandemic. By doing so, the government aims to prevent rising crude oil prices from adversely affecting the retail price of these two commonly-used products. Petrol and diesel prices have already reached historic high levels across the country and have risen on most days for past one month, burning a larger hole in consumers’ pockets. Sources said that Rs 2-3 per litre cut in excise duty on petrol and diesel might be announced as a shield to prevent a further spike in prices of auto fuels. The announcement may be made ahead of Diwali to sweeten the festivities for consumers who have bore the brunt of rising fuel prices. Sources said, that states are also being asked to look at VAT cut on fuel prices.

States asked to focus on second vax dose coverage NEW DELHI, OCT 19 (PTI): Centre has urged states and Union Territories to focus on increasing the coverage of the second dose in light of adequate availability of shots. Union Health Secretary Rajesh Bhushan, who reviewed the progress of vaccination with Health Secretaries and mission directors of national health missions in states and UTs, through a video conference on Monday, highlighted that the nation is close to administering a billion doses and congratulated the states and UTs for their effort to vaccinate all citizens. At the virtual conference, it was pointed out that many states have adequate doses to vaccinate those people who are awaiting their second jab. The Union government has also sought from the states suggestions in formulating new guidelines for international travel.

DIMAPUR, OCT 19 (NPN): In a significant development, vice president NSCN (Reformation), Akato Chophi, is believed to be mulling to split from the NSCN (R) formed in 2015. Highly placed sources informed Nagaland Post that Akato has decided to split from the parent body (NSCN-R) but the reasons for it has not been divulged. Sources speculated that the reason could be over organisational restructuring etc. Chophi held a meeting over this matter on October 19 at his residence at Hoito Village, attended by “all regional workers, UT-1, Naga Army and secretariat staff, who declared their allegiance to vice president, Akato Chophi,” sources said. However, it was learnt that the declaration of the split was deferred for “some days” at the request of a senior NPG leader. Sources from within the group said

‘Declaration of endorsement kept on hold’ Meanwhile, NSCN (R) through its MIP informed that the meeting held on October 19, at Hoito village was “aimed for endorsement of some very important and impending issue”. It said that majority of regional authorities, UT-1, secretariat staffs, Naga Army, political wing and ACLs attended the meeting. However, MIP said that the declaration for endorsement was kept on hold/in abeyance for two-three days “due to a very personal request of WC, NNPGs convenor, N. Kitovi Zhimomi.” MIP said that the members present-- “HoD, HoM, chairman of UT-1/regional authorities, secretariat staff led by the chief secretary and home secretary, Naga Army officials, in individual capacities and by show of hands, in concurrence and agreement, all re-affirmed, reiterated and declared their loyalty and allegiance to their collective leader, Akato Chophi, echoing and reverberating behind the call of the vice president for ‘Re-Reformation’.” MIP said that some, at the meeting even put forth their allegiance by quoting the maxim “A Lion leading some 100 sheeps is more powerful than a Sheep leading some 100 Lions.”
ANFPSA serves ultimatum on state govt
DIMAPUR, OCT 19 (NPN): All Nagaland Fair Price Shop Association (ANFPSA) has served an ultimatum on the state government to release the transportation and handling charges of fair price shop dealers, which had been pending for about three years, within this month. ANFPSA through its information cell cautioned that the association would launch democratic forms of agitation from November 2021 onwards in the event of the government’s failure to
address its genuine appeal. ANFPSA also warned that the state government would be solely held responsible for any commotion that arises. The association said representation was submitted to the state government with through the office of the food and civil supplies director to release the pending bill, but “the appeal was kept in the dark without paying due urgency.” It pointed out that the transportation and handling commission for fair price shop dealers had a backlog
of nearly three years along with the distribution of Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY). Besides the normal monthly food grain distribution to NFSA 2013 beneficiaries, ANFPSA said the FPS dealers had taken up extra efforts in issuing essential commodities of different scheme announced by the Centre till date since the outbreak of COVID-19 pandemic. The association expressed surprise at the apathy shown by the state government and the depart-
ment towards the FPS dealers despite all their sacrifices and commitment. Asserting that FPS dealers all over the state were facing serious financial constraints, the association has appealed to the state government to immediately address the matter. It also said that FPS dealers could close down owing to nonpayment of the margin. Meanwhile, ANFPSA has informed all its district unit offices to be fully prepared and respond as and when called for agitation.

DIMAPUR, OCT 19 (NPN): Nagaland on Tuesday recorded 14 fresh Covid-19 positive cases while one more patient succumbed to the infection. Of the fresh cases, 10 were from Dimapur, three in Mokokchung and one in Kohima, taking the total caseload to 31641. Further, one more patient succumbed to the virus in Dimapur, pushing the death toll to 676. Meanwhile, a total of 11,52,882 persons have been inoculated against Covid till October 19, out of which 703273 got their first dose and 449609 second dose. PTI: India logged 13,058 new cases, taking the total tally of cases to 3,40,94,373, while the death toll climbed to 4,52,454 with 164 fresh fatalities.
KO H I M A , O C T 1 9 (NPN): A Manipur-bound night bus caught fire near Phesama mini hydro plant near FCI godown on Tuesday morning. The exact cause of the fire could not be ascertained, though it has been suspected to have been caused by a damage on the exhaust pipe of the bus. The incident took place some 7 km from Fire Station South, Kohima. There were however no reports of casualty or injuries caused by the fire, which was contained after three fire tenders reached the spot and doused the flames. the driver about the excessive amount of smoke that had filled up inside the bus. As soon as the bus stopped and the passengers alighted, the bus was on fire. According to a video of the incident that went viral on social media, huge plumes of smoke could be seen rising from the bus.

The 14 Tribal Hohos of Nagaland have condemned the act of violence, which has created social unrest even in the public domain. The hohos in a statement said that act of violence had no place in a civilised society, as it not only created more misunderstandings but brought divisions that could hamper the Naga peace process. Appealing to all Naga political groups (NPGs) to refrain from any
sort of physical confrontation and act of violence, the hohos prayed that the NPGs concerned would take a note of its appeal to maintain peace and tranquillity in the State and society. GNF: Global Naga For um (GNF) also condemned in the strongest possible terms the incident. Aichisaghemi village council (AVC) and Aichisaghemi students’ union (ASU) have expressed pain and displeasure over the killing of late Atoka Kinny of Niki-led NSCN (K), who was also a member from Aichisaghemi, in Dimapur on October 17 night. DIMAPUR, OCT 19 (NPN): GPRN/NSCN issued a statement through its MIP in the light of October 17 “fateful incident” seeking to “elucidate the course of the exact events” and summing up “the concocted stories carried out by certain vested elements.” MIP stated that there was security operating procedures for every designated camp and movement within the stretch was strictly restricted. However, it said that on October 17, at around 11 p.m. “a group of miscreants in a state government
registered vehicle forcefully intruded at GPRN/NSCN camp periphery.” MIP stated that “Naga Army personnel in an abrupt situation halted the intruders” in order to ascertain their actual identities. Upon halting them, MIP said that one of the occupants alighted and “started firing indiscriminately”, which provoked “Naga army on duty to retaliate in self defence.” MIP said as the “assailants were overpowered”, one succumbed in the shoot out” and the remaining escaped in the cover of darkness while
one was later caught in the vicinity of CHQ.” “It is needless to point out the ulterior motives of the adversary. Nevertheless, recovery of huge amounts of ammunition from an apprehended cadre and recovery of an assault weapon from the incident area revealed the true intention of the assailants,” MIP stated. NNC/FGN Ao region informs on ‘tax collection’ DIMAPUR: NNC/FGN Ao region has informed all concerned that the supervisor of the region was the “designated authority” authorised by ‘Brig. (Retd)’ S. Singnya, Kedahge to seek financial assistance in the Ao region.
In a press release, NNC/FGN Ao region supervisor Daniel Jamir informed that no other officer (civil/ army) has been authorised to “collect tax on behalf of the Government under Ao region.” The region has asked all con-
cerned to report “demand(s)” made in the name of NNC/FGN by contacting the supervisor at 9402032193. Further, the region has warned that NNC/FGN would not be held responsible if “tax” was paid without the knowledge of the supervisor.
Diphupar Village Council reiterates ‘one govt, one tax’
DIMAPUR: Reiterating its stand for “one government one tax”, Diphupar Village Council (DVC) has resolved to stand against multiple taxation. In a press release, DVC chairman Ghuzui Shohe and head GB Kekhwetsu Khutsoh has appealed to various Naga political groups to stop “random collection of daily, weekly,
monthly, yearly tax from the business establishments and also refrain from random checking and seizure of expired goods, imposing fines etc.” within the village jurisdiction. The council has also asked its masses not entertain any form of taxation and donation within the village from any of the various Naga political groups and different organisations.

China increases exercises along LAC in Arunachal
RUPA, (ARUNACHAL PRADESH), OCT 19 (IANS): Eastern Army commander Lieutenant General Manoj Pande said that there has been an increase in the number of exercises by China’s People’s Liberation Army (PLA) in the Tibet autonomous region in the last few months as India considers alternate border management. Speaking to the media at a forward location in Arunachal Pradesh about Chinese activities across the Line of Actual Control (LAC) in the Eastern Sector, Lt Gen Pande said: “So far as the activities on the other side of the LAC is concerned there are three to four issues.” He said that firstly, annual training exercises carried out by the PLA have increased. “There has been some increase in the activities but in the depth areas,” he said. Secondly, some of the reserve formations of the PLA which were mobilised have continued to remain in their training areas that again is in the operational depth area, the officer said. Lt Gen Pande pointed out that both sides are attempting to develop infrastructure closer to the line of

where at deployment are thin.” The officer also stated that they have strengthened the deployment, largely in areas where it was thin. “I would say there has been not major increase or increment in terms of the number of forces that are deployed at the LAC. We also are looking at maximising the potential by incorporating the technologies to the maximum extent possible be it in term of increasing our surveillance, ISR capabilities or in terms of communications and likewise,” he pointed. When asked about the Chinese continuously breaching the laid out agreement and protocols, the officer said it is being looked at on a higher level. In terms of larger guidance, the officer said that strategic guidance in terms of dealing with situation on the LAC is to respect the mutually agreed protocols and agreements and that has been India’s effort, not withstanding what has been the action or response from the other side. “Consequent to what happened and what we need to do in the future, is something I reckon is being looked atA the larger level,” he said.

FIR lodged against Barak organisations for defacing govt hoardings in Assamese SILCHAR, OCT 19 (PTI): An FIR has been lodged against local organisations here for allegedly smearing a state government hoarding written in Assamese with black ink in the Barak valley an area predominated by Bengali speakers, a senior police officer said on Tuesday. Government signposts and hoardings in the valley where more than 3.6 million people live have since the 1960s been tri-lingual, including in Bengali. However, new hoardings put up by the Jal Jeevan Mission were in Assamese only. Cachar superintendent of police Ramandeep Kaur said a complaint had been lodged by officials of Jal Jeevan Mission against the defacing of its hoardings in Silchar town. “On the basis of the complaint, we have registered an FIR at Silchar Sadar police station on Monday,” she said. “Appropriate action will be taken against the culprits after investigation,” the SP added. The security in and around the railway stations and bus stands in Jammu and Udhampur has been beefed up as a precautionary measure as people have been arriving in large numbers, desperate to leave ahead of schedule, and more are on the way, officials said. Outside the railway station in Jammu, men,
women and children were seen waiting on the roadside in long queues without basic facilities of water or shelter. As per rough estimates, 3 to 4 lakh migrant labourers, most of them Hindus, from Uttar Pradesh, Bihar, Chhattisgarh, Jharkhand and Uttarakhand come to the Valley every year in early March for skilled and unskilled jobs such as masonry, carpentry, welding and farming, and go back home before the onset of winter in November. HYDERABAD, OCT 19 (IANS): AIMIM President Asaduddin Owaisi on Tuesday slammed the Narendra Modi government for allowing the Indian cricket team to play a T20 match with Pakistan at a time when “our soldiers are being killed in Kashmir”. India is scheduled to play the first match of T20 World Cup against Pakistan in Dubai on October 24. Addressing a public meeting on the eve of Eid Milad-un-Nabi at AIMIM headquarters Darussalam, he said: “Pakistan is playing T20 with Indian lives in Kashmir. How can we play a match against them amid regular terror attacks there?” He recalled how Prime Minister Modi had criticised then Prime Minister Manmohan Singh “for sharing biryani with the Pakistan PM when Indian jawans were being killed on the borders”. If I protest, they book me under UAPA or NSA.” At the press meet, he also discussed how there are lack of opportunities and no inter-mobility among Muslims. When they are clearly aware of our demands then it’s just them and us who need to sit down, talk and reach a decision,” Kohar told PTI. Farmers from different parts of the country have been camping at the Delhi borders since November 26 last year, demanding the
repeal of the three central farm laws. While the farmers have been expressing fear that the laws would do away with the Minimum Support Price system, leaving them at the mercy of the corporations, the government has been projecting them as major agricultural reforms. With the last talk held on January 22, the 11 rounds of talks between the two parties have failed to break the deadlock. The Supreme Court had in January suspended the implementation of the laws. Another farmer leader, Shiv Kumar Kakka, the convener of Rashtriya Kisan Mahasangh, a constituent of Samyukt Kisan Morcha, also said that the government will never allow a mediator as it was adamant over not repealing the three farm laws.

NEW DELHI, OCT 19 (PTI): With Meghalaya Governor Satya Pal Malik offering to mediate between the agitating farmers and the Centre, farmer leaders said on Tuesday that they do need any mediation but the BJP government should listen to the “right thinking people” in the party and resume the dialogue, which is stalled since January. Malik, who has been supporting the protesting farmers, on Sunday asserted that he is ready to mediate if the Centre agrees to give legal guarantee on minimum support price (MSP) for crops. “There is only one thing which will solve the entire issue. If the government agrees to give the MSP guarantee, I will mediate and convince the farmers,” Malik had said at an event in Rajasthan’s Jhunjhunu on Sunday.

ongress has literally hit the nail on the head when it maintained that governance in Nagaland been hit for a six because the state government, since 2003, abdicated its responsibility by resorting to populist measures in holding consultations with public organizations and Civil Society groups to make decisions based on consensus arrived. The Congress hit out at the Progressive Democratic Alliance(PDA) government (comprising of NDPP, BJP and Independent) and now United Democratic Alliance(NDA) after the opposition NPF abandoned its role and position to join the ruling government. Since the NPF has capitulated to the lure for ‘all-party government’ or ‘opposition-less government’ under the pretext of securing early solution to the Naga political issue; Congress has been pitch forked to play the role of an MLA-less opposition. The Congress has been delivering punches at the government for various sins of omission and commission particularly for outsourcing decision making to various public organizations. In a lighter vein, it is hoped that the consultative meetings will also include identifying huge projects across the state, decisions on award of supply and contract works and employment instead of only political issues or administrative decisions. The latest episode that had earned the ire of the MLA-less Congress opposition was the speech purportedly made by state chief minister Neiphiu Rio during the felicitation programme for the victorious party nominee and UDA consensus who won the 58 Shamatore-Chessore by poll unopposed. In that meeting, Rio drew his attention on the government ceding to the demand of protestors against shifting of the DC’s office Dimapur to Chümoukedima. He asked who is to run the government, the mandated government or the civil societies. The Congress picked up the gauntlet from here on to hit out at the chief minister for his doublespeak. The Congress chided the chief minister for attempting to play the victim card. It squarely blamed Rio for negating the role of government in decision making, when it pampered and empowered civil society and voluntary organizations, to co-shoulder decision making at various consultative meetings. Even in the recent episode of ceding to the demand against shifting of the DC’s office from Dimapur, the government appeared to be caught in two minds and in the end, the political decision only resulted in a poor bureaucrat facing the ire of the CSOs. The problem of too many bodies jostling for space and position in raising hackles over any issue and icing demands with ultimatums, is getting out of control. The state government on the other hand, appears to feel that being “ a people’s mandated government” makes it obligatory on its part, to make decisions in tandem with CSOs to maintain “peace and unity”. Such penchant for political rhetoric and populism has replaced governance. It has been commented several times in this column, that the elected government is constitutionally duty-bound to effect good governance instead of using the Naga political issue as red herring or even as a cover up for corruption. It is time that people ensure that their elected representatives is accountable to provide good governance and ensure justice and equality instead of pulling the wool over people’s eyes with the political issue since over 15 years.

hina’s brazen claim on Indian territories from Arunachal Pradesh to Ladakh and time & again pre-planned objections on visits of Indian dignitaries is not new. China’s propaganda Cell do this just to keep the matter alive. Recently, China has made objection to Vice President’s visit to Arunachal Pradesh and repeated its previous parrot-type crying comment treating the State as part of South Tibet. Although, the world never expects from countries like China & Pakistan to respect the territories of neighboring countries. But even more surprising is the policy of Indian Government. If China has not recognized the existing & integral parts of the Indian territories and openly claiming them; why has India recognized the illegally invaded Tibet regions? If China is incorporating Indian territories in its official maps, why is India lagging behind by not including Tibetan territories in its map as an independent nation or an associate State? Tibet was an indepen-

dent nation having rich cultural & political relationship with India. Tibetans are the descendants of Rupati, the Kaurav military general in Mahabharat era. As Tibet itself is not a part of China; then how does it claim the Indian territories, which exist across Tibet ? India had diplomatic mission in Lhasa, which downgraded into a consulate general in 1952 and eventually closed after 1962 war. Tibet’s independence from Chinese paunch is in the interest of Indian border security, territorial peace and saving of huge military expenditures. Before year 1950, Indian forces were deputed in Tibet to guard the trade routes. In 1950, newly established Chinese Communist regime invaded Tibet to make it permanent part of China, which allowed it to militarize the strategically important boundaries with Bharat. It is a historical fact that one month before his death, Sardar Patel, in his letter from hospital bed on 7th November 1950, has cautioned Nehru & the nation regarding Chinese intervention in Tibet and
the security of Indo-Tibet borders. His prophetic letter quotes “The Tibetan put faith in us; they chose to be guided by us; and we have been unable to get them out of the meshes of Chinese diplomacy and Chinese malevolence. In the north and north-east, Communist China has definite ambitions & aims, which does not seem friendly disposed towards us. Hence we have to build military policy regarding Chinese threat to India ” But after his death, Nehru and his Comrades refused to see the writing on the walls for more than one decades until in 1962 Chinese invaders, famous as People’s Liberation Army (PLA), booted the sleepy India. In 1950s, India was a strong advocate for entry of newly emerged Peoples Republic of China (PRC) led by Mao in United Nations & on Permanent Seat of Security Council, which was at that time occupied by Republic of China (Taiwan) led by Chiang Kai Shek. The United States & other western countries were instru-
mental in denying the UN seat to Mao’s PRC. Blinded by dark ideological lenses, the then Indian government refused to see the real face of Mao’s Communist China. At one hand PLA troops were busy in rampaging Tibet, on the other hand the Congress Government was supplying thousand tonnes of rice to Lhasa at the request of Chinese government, which was utilized by the invading troops. Initially to set the foot of China in Tibet, the political leaderships of Congress and Communist were responsible. It is said that those who forget history are condemned to repeat it. India’s recognition of Chinese sovereignty over Tibet was the biggest security blunder. A sizable section of Indian Communists was so mad to march on China’s ideology that after the Chinese betrayal attack on India in 1962, they did not even condemn their spiritual country and lateron formed pro-Chinese new political outfit CPI (Marxist) in 1964. Today’s generation is unaware of the fact that there is an Indian territory

After accession of Tibet, this area has also been grabbed by China; but neither Central government nor any political & social organisation even raised the issue in the international forum. It is the duty of Indian Government to incorporate this historic territory in the official map. China is a land grabbing country and has not invaded only India’s 38000 sqKM territories, but has either encroached or claimed parts of 18 neighbouring nations. Hence, there should be full-proof security preparation at every inch of border and Indian political & social leaders should have constant touch with its natives. Nothing is going to be happen with fruitless unending talks and China & Pakistan are not going to return back the invaded Indian territories in hospitality like a cup of tea. An effective policy for all Actual International Border regions is the need of the hour, which should include some essential mili-
tary training to the natives as well as settling down of retired army men. To counter Chinese day-to-day wrongdoings for Indian territories, India should adopt the tit-for-tat strategy and derecognize Tibet as Chinese part and treat it as buffer State with name “Chinese Occupied Tibet (COT)” on the tune of “Pakistan Occupied Kashmir (POK)”. Accordingly, the official Indian map should be modified aligning forgotten “Minesar” too. The root of the problem is that countries like China, Pakistan act, but India only reacts. It is a historical fact that whenever Indian rulers adopted offensive policy, they ruled almost all the present-day neighbouring countries; but when they went on defensive, internal as well as external forces overpowered them. In the light of the population explosion debate
izoram has made news -- not necessarily for the wrong reasons but certainly for quite unexpected reasons. North-Eastern India generally makes news due to insurgency-related incidents or other instances of violence and killings. This time a mother of 15 children and a widow has been honoured and rewarded with a cash prize of Rs 1 lakh by Mizoram’s Sports Minister Robert Romawia Royte. The reason is that the native Mizo population is dwindling and hence women like her are being awarded and honoured. The unprecedented show had the backing of the influential Young Mizo Association (YMA) and a Presbyterian Church leader Rev P.M. Manikama. The state Sports Minister, Robert Romawia Royte, also loves to be called ‘Triple R’, in fact has distributed Rs 2.5 lakh to 17 women who delivered ‘more children’ at a function held within his Aizawl East-II constituency. The dwindling population and ‘fertility’ issues are of general concern in the North-East. There are also other issues. The local Christian tribals do not believe in the government’s policy of small family or family planning. The Nagas generally use the refrain -- a
mother’s womb is not a graveyard. The population issue remains a vexed problem in the NorthEastern region, which has more than 200 linguistic and ethnic groups across the seven states of Nagaland, Mizoram, Meghalaya, Manipur, Assam, Tripura and Arunachal Pradesh. Of these, three Christianmajority states are Mizoram, Nagaland and Meghalaya. Meghalaya, the hub of Khasis, Garos and Jaintia tribals practises matriarchy. Nagaland has so far not elected any woman legislator and Mizoram has elected only two in the past and more so as an exception. Royte belongs to the regional outfit Mizo National Front, the party led by state Chief Minister Zoramthanga. MNF was once led by a crafty rebel leader, the Late Laldenga. Royte said that the incentives to mothers were given in accordance with ‘more children drive’ launched by different church bodies and denominations and the Young Mizo Association (YMA). Such a gesture is not new to Mizoram. In 2018, a Baptist church in remote Lunglei district town had announced incentives to encourage couples to have more babies in an effort to check their dwindling numbers.
Of course, this disregards the national policy for control population. The church in remote Lunglei town had said it would pay families a one-time cash assistance of Rs 4,000 for a fourth child and an additional Rs 1,000 rupees for each new child. These are very sensitive matters. The issue of dwindling numbers in the region should be understood in a sociopolitical context. Ethnic minority groups fear being swamped by ‘outsiders’ from mainland India and other tribal groups. Nagas witnessed violent days in the mid1990s in their confrontation and clashes with Kukis. The menace hit both Nagaland and parts of Manipur. In Mizoram, the native Lushais are not happy to entertain Brus especially when it comes to casting votes. The Mizo youth leaders would readily tell one that the locals are “not against professionals coming and working in our state”. The fear and objections are of a regular influx. Here too certain complexities work. Mizoram has for months now accommodated and helped ‘refugees’ from Chin province of Myanmar who have taking shelter after facing persecution following the harsh military actions there since the February
coup. Yes, ‘sharing’ ethnic bond is a crucial factor in the entire debate. Moving out of the North-East, we know the population debate is of general concern. India currently is the world’s second most populous nation after China. There is a ‘national policy’ to check population growth even as it is not illegal to have more children. According to the UN figures, in 2019, India had an estimated population of 1.37 billion and China 1.43 billion. Now experts say by 2027, it is possible that India will surpass China’s population. It is estimated that India could add nearly 273 million people to its population between 2021 and 2050. We have one more major dichotomy in handling issues like population growth between “mainland India” and among the tribal majority states of the NorthEast. In July, the BJP government in Uttar Pradesh law commission released the draft of a proposed Bill which made news, and certainly not without good reason. The first draft of the Uttar Pradesh population (Control, stabilization and Welfare) Bill, 2021 had proposed that the benefits of state government-sponsored welfare schemes will be limited to only those with two children or less.
The State Law Commission in UP had also sought comments from the common people. In certain quarters, such moves are being linked to electoral politics and Hindu-Muslim divide. UP Chief Minister Yogi Adityanath had himself said: “There is also a lack of awareness about population in certain communities and we therefore need communitycentric awareness efforts”. The answers to some queries triggered by these debates are not known to us as of now. Nor do I want to hazard a guess. If an answer has to be decided by a democratic process, it is difficult to conceive of a more satisfactory method or system than that is embodied in the existing structures. Family is a private business and the state should have no business. But is it so? Society and policy makers hence come back to the same question posed on a number of occasions pertaining to different pressing problems. The question is - What is the right way for us to get forward? Generally macronutrients are divided into 60% to 70% of daily calories from fats, 5% to 10% carbohydrates and 20% to 30 % protein. Getting this percentage of calories from fat is not easy and as a results unhealthy source of fats maybe included in the diet that could have harmful long-term consequences. The ketogenic diet has gained vast popularity due to the enhancing and enticing concept of breaking fats for energy and initiating a weight loss but only for short-term. Extreme carbohydrate restriction can profoundly affect diet quality, curtailing or limiting on fruits, vegetables, whole grains and legumes and increasing consumption of animal products. Very low carbohydrate diets are often low in thiamine, folate, vitamin A, vitamin E, vitamin B6, calcium, iron, potassium, fiber and phytochemicals found in fruits, veggies and whole grains. Even when on nutrient dense foods, ketogenic diets are reported
to have multiple micronutrient shortfalls often lacking in vitamin K, linolenic acid and water soluble vitamins. Ketogenic diets are low in fiber, which can adversely affect gut health. In the absence of healthy carbohydrates and dietary fiber, gut microbiome would not produce short-chain fatty acid (SCFA). Prebiotics are foods for probiotics, without Prebiotics, probiotics would starve and eventually perish. And prebiotics are foods that are rich in fiber and healthy carbohydrates like fruits, vegetables, legumes and whole grains. A diet devoid of healthy carbohydrates can disrupt gut microbial diversity, resulting in serious health consequences. Carbohydrates get a negative reputation because many of us are eating the not so healthy ones and people tend to overload on refined carbohydrates as they are the base of many junk foods, including, candy bars, soda, chips and sweets to name a few. These refined sugar and refined carbohydrates are unhealthy and may lead to many lifestyle disorders like obesity and as a result, all carbohydrates
including the healthy ones like whole grains, fruits and vegetables bear the brunt of the blame for weight gain. Common short-term side effects resulting from the initiation of ketogenic diet is referred to as “keto flu”, with symptoms like fatigue, headache, nausea, constipation and low exercise tolerance, which typically resolve after a few days to weeks as the body adjusts to the low ketogenic state. Dehydration, hepatitis, pancreatitis, hyperuricemia, hypercholesterolemia, hypomagnesemia and hyponatremia can also occur. Long term side effects include decreased bone mineral density, nephrolithiasis, cardiomyopathy, anemia, micronutrient deficiency and neuropathy of the optic nerve Ketogenic diets have a low long-term tolerability and are not suitable for many individual. Though you may very well lose weight, you will gain the weight back when you go off the diet because following a ketogenic diet is hard. You have to be disciplined, vigilant and hyper-focused on every food choice. You cannot even
simply eat an extra apple because that may push you out of “ketosis”. This is not only a matter of strong will but a question of means, time, energy and resources. Available research on the ketogenic diet for weight loss is still limited. Most studies so far have had a small number of participants and were short-
term. Though ketogenic diet showed benefit of weight loss, these effects after one year when compared with the effects of conventional weight loss diets, are not significantly different. Current evidence suggests that for most individuals, the risks of such diet out-weight the benefits. To summarize, there

Global Media and Information Literacy Week, commemorated from October 24-31, is an important day to celebrate the progress achieved towards “media and information literacy for all.” We have seen an exponential rise in disinformation due to the influence of digital platforms and uncertainty over the COVID-19 pandemic. Each individual needs to be equipped with media and information literacy competencies to understand the stakes and to contribute to and benefit from information and communication opportunities. Media and information literacy are crucial part of every society and it is especially important in India. As we navigate the so-called “post-truth” age on the internet, riddled with potentially misleading content, it becomes more obvious with time that tackling online misinformation requires much more than detection. It is not that disinformation is new, it is that it can now spread fast and wide through the internet. That’s why it is important to teach people to be able to tell the difference between information based on facts and truth and disinformation intentionally meant to cause confusion, seed unrest and cast doubt on decisions through false narratives and distortion of facts. At least 24 dead as heavy rains batter U’khand

Forecasters have also warned of more downpours in the coming days in the southern state of Kerala where floods have already killed at least 27 people since Friday, reports Phy.Org. Officials in the Himalayan state of Uttarakhand said 18 people were killed in fresh landslides on Tuesday after six died in similar incidents a day earlier. At least 13 of them were killed in three separate incidents in Nainital town early Tuesday, after a cloudburst—an ultra-intense deluge of rain—triggered a landslide and destroyed several structures. “Twenty-four people have died in the state in two days. There were six deaths in the state on Monday and so far 18 people have lost their lives on Tuesday,” Ashok Kumar, Uttarakhand police chief, told AFP. Five of the dead were from a single family whose

Landslides are a regular danger in India’s Himalayan north, but experts say they are becoming more common as rains become increasingly erratic and glaciers melt. Experts also blame construction work on hydroelectric dams and deforestation. In February, a ferocious flash flood hurtled down a remote valley in Uttarakhand, killing around 200 people. At least 5,700 people perished there in 2013. In the south, large parts of Kerala have been battered by floods and landslides since late last week, leaving at least 27 people dead. Many dams in the state were nearing the danger mark and authorities were evacuating thousands to safer locations as major rivers overflowed. India’s weather office said heavy rains will again lash the state in the next two days after a brief reprieve on Tuesday.
SC to hear Lakhimpur Kheri matter today
NEW DELHI/ LAKHIMPUR KHERI, OCT 19 (PTI/ IANS): The Supreme Court is scheduled to hear on Wednesday the matter pertaining to the October 3 violence in Lakhimpur Kheri in which eight persons, including four farmers, were killed during a farmers’ protest. A bench comprising Chief Justice N V Ramana and Justices Surya Kant and Hima Kohli, which had on October 8 expressed dissatisfaction over the steps taken by the Uttar Pradesh government in the “brutal” murder of eight persons, would hear the matter. Ten people, including Union Minister of State for Home Ajay Mishra’s son Ashish Mishra, have been arrested so far in connection with the case. The top court is hearing the matter after two lawyers had written a letter to the CJI seeking a highlevel judicial inquiry, also involving the CBI, into the incident. Four farmers were mowed down by an SUV in Lakhimpur Kheri when a group agitating against the Centre’s three new farm laws was holding a demonstration against the visit of Uttar Pradesh Deputy Chief Minister Keshav Prasad

Several farmer organisations are protesting against the passage of three laws -- The Farmers Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, The Essential Commodities (Amendment) Act, 2020 and Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020 since last November. The apex court had stayed the implementation of these laws in January. Initially, the protests started from Punjab in November last year and later spread to Delhi, Haryana, and Uttar Pradesh. While hearing the matter on October 8, the apex court had questioned the Uttar Pradesh government over the non-arrest of all the accused and had directed preservation of evidence. The bench had said, “the law must take its course against all accused” and “the government has to take all remedial steps in this regard to inspire confidence” in the investigation of “brutal murder of eight persons”.The
counsel appearing for the state government had assured the top court on October 8 that all appropriate action would be taken in the case.

A statement released by Prashant Kumar, ADG (law and order) late on Monday night, said: “The accused Sumit Jaiswal, Shishupal, Nandan Singh Bisht and Satya Prakash Tripathi have been arrested by Lakhimpur Kheri Police and SWAT team of Crime branch. Jepito Khala, stated that through the project, the firm was able to assess 2230 construction workers from Dimapur as an initial target. NEW DELHI, OCT 19 (PTI): The government has sanctioned nonproductivity linked or ad hoc bonus for central government employees for fiscal year 2020-21. In an office memorandum, the Department of Expenditure under the Finance Ministry said the employees of central para military forces and armed forces too would be eligible for the bonus. Employees who were in service as on March 31, 2021, and have rendered at least six months of continuous service during 2020-21 fiscal year would be eligible for this ad hoc bonus. The non-productivity linked bonus (ad hoc bonus) would be paid to the central government employees in Group C and all non-gazetted employees in Group B, who are not covered by any productivity- linked bonus scheme.

Pakistan expected to remain on FATF grey list till April 2022 ISLAMABAD, OCT 19 (IANS): Pakistan is expected to remain on the grey list of the Financial Action Task Force (FATF) till April 2022, as the country works towards completing an action plan to counter money laundering and terrorism financing. As per sources, the upcoming three-day meeting of the FATF in Paris, scheduled to start on Wednesday, will be assessing and discussing Pakistan’s progress and compliance to the 27-point action plan to curb money laundering and terrorist financing. Pakistan’s name is expected to remain on the grey list till the next session of the FATF in April 2022, because of its failure to ensure complete compliance with action plan, which it was presented by the watchdog’s regional partner, the Asia Pacific Group (APG). Pakistan failed in completing at least six out of the 27-point action plan in its previous assessment at the FATF, which included enhancing international cooperation and demonstrating that assistance is being sought from foreign

countries in implementing UN Security Council designations. FATF assessments hold great importance for Pakistan as financial donors including International Monetary Fund (IMF), UN and the Egmost Group of Financial Intelligence Units are also going to be part of the FATF meeting as observer organisations. The FATF said in a statement that it “will finalise key reports, including the revised guidance on virtual assets and their service providers and discuss the next steps to strengthen its standards on transparency of beneficial ownership”. On June 25, the FATF decided to keep Pakistan on its grey list, handing over six new anti-money laundering areas to work on. It however, recognised

ISLAMABAD, OCT 19 (PTI): Pakistan’s military on Tuesday claimed that its navy blocked an Indian submarine from entering into the country’s waters last week. The incident occurred on October 16 when an Indian submarine was detected by a Pakistan Navy (PN) patrol aircraft, the military said in a statement. The navy “detected and blocked the Indian submarine on 16 Oct 21 from entering into Pakistani waters,” according to the statement. It said that during the prevailing security milieu, a strict monitoring watch has been kept by the Pakistan Navy to safeguard maritime frontiers of the country. According to the statement, it is the third incident of its kind during which an Indian Naval Submarine has been prematurely detected and tracked by the Pakistan Navy’s Long Range Maritime Patrol Aircraft. These sounds allow scientists and engineers to experience the Red Planet in new ways, NASA said. “It’s like you’re really standing there,” said Baptiste Chide, a planetary scientist who studies data from the microphones at L’Institut de Recherche en Astrophysique et Planetologie in France, in a statement. “Martian sounds have strong bass vibrations, so when you put on headphones, you can really feel it. I think microphones will be an important asset to future Mars and solar system science,” he added. NASA’s Perseverance Mars rover carries two microphones which are directly recording sounds on the Red Planet, including the Ingenuity helicopter and the rover itself at work. It is the first spacecraft to record the sound of the Red Planet using dedicated microphones -- both of which were commercially available, off-the-shelf devices. One rides on the side of the rover’s chassis. The second mic sits on Perseverance’s mast as a complement to the SuperCam laser instrument’s investigations of rocks and the atmosphere.
The body mic was provided by NASA’s Jet Propulsion Laboratory in Southern California, while the SuperCam instrument and its microphone were provided by the Los Alamos National Laboratory (LANL) in New Mexico and a consortium of French research laboratories under the auspices of the Centre National d’Etudes Spatiales (CNES). The rover’s chassis mic is well-positioned to listen to its wheels and other internal systems.
SuperCam studies rocks and soil by zapping them with a laser, then analysing the resulting vapour with a camera. Because the laser pulses up to hundreds of times per target, opportunities to capture the sound of those zaps quickly add up: the microphone has already recorded more than 25,000 laser shots. RSV is a common, dangerous infection: What parents need to know
W
atch closely if your kids appear to have a common cold this fall or winter. It could instead be respiratory syncytial virus, known as RSV, and that makes it more likely to progress to a serious lower lung infection. RSV is back in force this year after a reprieve while many stayed home last year because of the C OV I D - 1 9 p a n d e m i c, according to experts at Penn State Health. “The symptoms are vir tually synonymous with the common cold – runny nose, congestion, maybe a little cough – but RSV is associated with a much higher risk of progression from an upper respiratory cold to a lower lung infection,” said Dr. Patrick Gavigan. He is a pediatric infectious disease physician at Penn State Health Children’s Hospital, in Hershey, Penn. “This includes viral pneumonia or bronchiolitis, which involves inflammation of the small airways in the lung.” Hospitalizations of children with RSV are up at Penn State hospitals, Gavigan said. RSV cases started earlier than usual this year – in July. RSV season is typically from
October through March. About 10% of viral tests are positive for RSV now, when 3% is the average, according to a news release from Penn State. In some locations, such as Pennsylvania’s Hershey Medical Center, rates are at 13% to 16% for the past three weeks, said Wallace Greene, director of the medical center’s diagnostic virology laboratory. Parents who aren’t sure if their child has a cold or RSV should look for signs of trouble feeding or difficulty breathing. A doctor can confirm a diagnosis with a nasal swab. “Are they breathing faster or do you see them sucking in their belly a lot to breathe? Apnea – a pause in breathing – is common in premature babies or infants under 1 month of age who have RSV,” Gavigan said.
“Are they feeding enough to stay hydrated? We often see loss of appetite, or they’re working really hard to breathe while they’re feeding.” Children at high risk of complications from RSV are often prescribed monthly injections of palivizumab (Synagis). This monoclonal antibody helps prevent serious lung infections and hospitalizations, Gavigan said. Who’s most at risk? Premature infants born at 29 weeks’ gestation or less and infants younger than 6 months are among those most at risk from the virus. Children younger than 2 years old who have chronic lung disease or congenital heart disease are also at higher risk, as are kids with a weakened immune system or neuromuscular
disorders. Yet all infants and toddlers might be more at risk this year. In a June health advisory, the U.S. Centers for Disease Control and Prevention warned medical professionals that older infants and toddlers might be at greater than usual risk of severe RSVassociated illness because it was unlikely that they had typical levels of exposure to RSV during the previous 15 months. “By age 2, most children have had RSV, and symptoms usually peak around five to seven days before resolving on its own,” Gavigan said. “However, 1% to 3% of children will be hospitalized with it.” Taking steps to prevent RSV looks similar to what you might do to avoid other respiratory viruses. RSV is spread through respiratory droplets and can live on surfaces. ASA telescopes have captured the colourful blast of a stellar explosion thousands of years ago, shedding new light on the evolution of such cosmic remains. The stellar remnant -formally known as G344.70.1 -- that is located roughly 19,600 light years from Earth, is believed to be between 3,000 and 6,000 years old, according to a statement from NASA’s Chandra X-ray Observatory. Data from NASA’s Chandra X-ray Observatory and Spitzer Space Telescope, along with the National S c i e n c e Fo u n d a t i o n’s Ver y Large Ar ray and the Australia Telescope Compact Array, captured views of the stellar remnant in X-ray, infrared and radio wavelengths, Space.com reported. The new view of G344.7-0.1 shows that stellar debris expands outward after the initial stellar explosion, then encounters resistance from surrounding gas. This resistance slows down the debris, creating a reverse shock wave that travels back towards the centre of the explosion, heating the surrounding debris in its path, according to the statement. “This process is analogous to a traffic jam on a highway, where as time passes an increasing number of cars will stop or slow down behind the accident, causing the traffic jam to travel backwards,” Chandra personnel wrote in the statement. COVID-19-related heart effects, researchers examined the electronic health records of over 151,000 U.S. veterans who had survived the first 30 days of their illness. This included people who had been hospitalized for COVID-19, admitted to the intensive care unit (ICU), or seen as an outpatient. Researchers compared these patients to two similar groups of veterans who did not have COVID-19. Most of the patients were white and male, which may limit how well the results apply to other groups, the authors wrote. Researchers found that people who survived COVID-19 had a higher risk of cardiovascular problems even months later, compared to the group without COVID-19. This included a 48 percent higher risk of stroke, a 79 percent higher risk of atrial fibrillation (AFib), a 61 percent higher risk of heart attack, and a 73 percent higher risk of heart failure. These risks were higher for people who had more severe COVID-19. But even people who were seen as outpatients were at higher risk of heart and related problems. People admitted to the ICU had an almost 6-fold higher risk of any cardiovascular condition compared to people who didn’t have COVID-19. For patients hospitalized but not
admitted to the ICU, the overall risk was around 3-fold higher. Non-hospitalized patients had a 1.4-fold higher risk. In this study, “we provide evidence that beyond the first 30 days of infection, people with COVID-19 exhibited increased risks and 12-month burdens of incident cardiovascular disease,” the authors wrote. Risk of heart-related problems As an observational study, researchers can’t say that COVID-19 directly caused the higher cardiovascular risk. But other researchTrusted Source has found a similar link between COVID-19 and heart problems. “It’s from a reputable team who previously published similar research showing that COVID-19 leaves people with wide-ranging chronic health problems, and does this to a greater degree and more often than seasonal influenza,” wrote Zoë Hyde, PhD, an epidemiologist at The University of Western Australia, on Twitter. Scientists are still trying to determine why people who’ve had COVID-19 have a higher risk of heart and related problems, even months after their initial infection. Possible mechanisms include lingering damage caused when the coronavirus infects cells in the heart. Or an ongoing excessive immune response after coronavirus infection that causes additional damage in the body. The authors of the study point out that indirect factors may also play a role, like the impact of stayat-home orders, job loss, changes in eating habits or physical activity levels during the pandemic, or death of a family member. Australian Open: Unvaccinated players ‘unlikely’ to be allowed
MELBOURNE, OCT 19 (AGENCIES): Australia’s Victoria state will not do special deals with unvaccinated athletes to allow them to compete at major events, an official said on Tuesday, putting Novak Djokovic’s Australian Open title defence and bid for the Grand Slam record in doubt. World number one Djokovic, level on 20 Grand Slam titles with Roger Federer and Rafa Nadal, declined to reveal his vaccination status again this week and said he was unsure if he would defend his Australian Open crown as authorities work out COVID-19 restrictions for the tournament. Victoria Premier Daniel Andrews said he opposed special arrangements to let unvaccinated athletes compete in the state, which is scheduled to host the Grand Slam at Melbourne Park in January. “On the question of vaccination, no,” he told a media briefing. “(The virus) doesn’t care what your tennis ranking is, or how many Grand Slams you’ve won. It’s completely irrelevant. You need to be vaccinated to keep yourself safe and to keep others safe.”

Stimac to endorse biennial WC if it helps small countries MUMBAI, OCT 19 (IANS): The main discussion point in the football world currently is FIFA’s plans to alter the frequency of the Men’s World Cup from four to two years -- a move that has split the community. India coach Igor Stimac is still undecided but will support the move if it helps countries develop their football. Though as India coach, he sees the move as favouring smaller countries, his concern is that such a move should not strictly be for financial reasons. “Of course as India coach, I would love that to happen, but we need to be realistic. Here you know, what is the move, the main reasons behind such intention? Is it more money for the organisation or something else,” Stimac said during a virtual media interaction on Tuesday following the team’s return home after winning the SAFF Championships in Male, Maldives. World’s best golfers set to return for World Challenge
NEW DELHI, OCT 19 (IANS): The Inter national Boxing Association (AIBA) will award the winners of the Men’s World Boxing Championships with beautifully designed medals and belts to commemorate their accomplishments. According to information received here, medals will be made of solid gold and silver respectively. “We hope to give our athletes more reasons to push themselves and achieve greatness,” AIBA president Umar Kremlev said in a statement. “With this prestigious title, not only will the champions receive medals and belts to keep and wear with pride, but also significant prize money. I am confident that this will motivate the younger generation to go into boxing gyms, train hard and reach new heights.” The official gloves of the championships will change colour -- white with colored AIBA logos will replace red and blue. The difference between corners will remain in the colours of the uniform, however, rules allow participants to display national colours on their kits as well.
