UDA for Nagaland political issue: Therie

KOHIMA, SEP 19 (NPN): Just a day after the PDA government and opposition party NPF passed resolution to form an all-party government under the nomenclature United Democratic Alliance (UDA), NPCC president K. Therie derided the new coalition as ‘United Deceiver’s Alliance”. Speaking to Nagaland Post, Therie said all the members parroted the line that the highly unusual and anti-democratic move under the pretext of an early solution was only to deceive the people so as to delay the solution. He has also challenged the joint statement of the PDA and NPF that they have decided to come together for the Naga political issue. Therie made it clear that the opportunistic coming together of PDA and NPF had more to do with the ‘Nagaland Political Issue” and not the Naga political issue. He said it was clear

Foreign tourists may be allowed to visit India soon NEW DELHI, SEP 19 (PTI): Amid a decline in Covid cases in the country, India may soon reopen its doors for foreign tourists for the first time in one-and-ahalf years, officials said. First five lakh foreign tourists will be issued visas free of cost, in an attempt to revive the tourism, hospitality and aviation sectors, badly hit by the Covid-19 pandemic since March 2020 when a nationwide lockdown was announced. Senior Home ministry officials are deliberating with all stakeholders on the expected date and modalities for opening up of the country for foreign tourists. A formal announcement allowing foreign tourists to visit India may come within the next 10 days, an official from the Home Ministry said. The decision is being taken in view of the declining number of Covid-19 cases in the country. The free visa to the tourists will be issued till March 31, 2022 or the issuance of five lakh visa, whichever is earlier. Officials said they are still deliberating whether the entry of foreign tourists will be allowed with certain conditions like limiting it to only vaccinated travellers for now and having a negative list of countries where Covid-19 cases remain a concern.

that both PDA and NPF coming together was to protect their respective interests over monumental corruption worth several thousand crore rupees during the DAN and PDA regimes in case either NIA or CBI begins conduct of investigations. He also said forming of UDA will not have any impact on the Naga political groups since all of them have signed their respective agreements with the government of India through the Interlocutor. Therie further stated that the people of Nagaland have lost confidence in the PDA government and do not expect it to deliver anything good to the people. He also alleged that the legislators were interested only to loot thousands crores of rupees passed in the budget and are not concerned about development percolating to any district except Kohima and Dimapur. Therie said the promise of PDA that “change is coming”, is not visible as development on the ground

was zero and even after CAG report reported unverifiable projects, fraudulent drawal, diversion, misappropriation, even as the state government chose to delay in appointment of Lokayukta to cover up corruption cases. Therie further went on to state that the state government prepares project reports and deceive the government of India which has been happening for the last 18 and half years. He asserted that all these were done intentionally to deceive the people and therefore the proposed UDA should be called as “United Deceiver’s Alliance” than United Democratic Alliance. Therie also said even as retired special director of IB, A.K. Mishra is in Nagaland to meet with NPGs, he will only be working as per the direction of the government of India and wondered whether Mishra could achieve any breakthrough in Naga political issue. Therie pointed out that even as the chief minister Neiphiu Rio repeatedly

Mishra, NSCN (I-M) leaders to meet today DIMAPUR, SEP 19 (NPN): Former special director of the Intelligence Bureau, AK Mishra and the NSCN (I-M) leadership led by Th. Muivah are all set to meet on Monday morning at Police complex, Chümoukedima. Mishra, who is also the advisor (North East) in the Home ministry, will hold formal talks with NSCN (IM) leadership led by its ato kilonser and chief negotiator Th. Muivah. It was learnt that on Sunday, both Mishra and Muivah held an informal talk ahead of Monday’s formal meeting. Though, Mishra is also likely to meet the Working

Committee of the seven NNPGs, the date and time was yet to be made known. After Mishra’s meeting, Assam chief minister and convenor of the North East Democratic Alliance Himanta Biswa Sarma, who would be arriving Dimapur on September 21, will hold meetings with both the negotiating groups. Though it was not clear about the role of Sarma, it may be recalled that Union Home minister Amit Shah, in 2020, tasked Sarma to get everyone on board before a final agreement was inked over the protracted Naga issue. Meanwhile, as reported, UDA legislators are also scheduled to meet Mishra.

stated that Centre has not totally dismissed Naga flag and constitution and integration, he pointed out that in the last meeting of the chief minister and union home minister, it was clear that there was nothing to discuss since “Amit Shah told Rio that flag, constitution and integration was not negotiable”. Therie said Amit Shah reportedly asked Rio to convince NSCN (I-M) chief Th. Muivah about the stand of the government of India that Naga flag and constitution were not negotiable since he (Rio) was working hand in glove with Muivah. Further, Therie informed that government of India might work on Naga political issues after Manipur state general election scheduled in 2022 and said this excuse will go on, elections after elections. To a query, he said it would be good if the NSCN (Nikki) agreed to the points of the seven NNPGs as that was the best solution in the present situation.

World on a ‘catastrophic pathway’ to 2.7°C of heating, says UN chief DUBLIN, SEP 19 (AGENCIES): The world is on a “catastrophic pathway” to 2.7°C of heating by the end of the century unless wealthy countries pull their weight, UN Secretary General António Guterres has warned. Guterres was commenting after the UN’s climate agency (UNFCCC) published an update on national climate action plans– officially known as Nationally Determined Contributions (NDCs)– submitted by the 191 countries which signed Agreement. A similar report in August showed global temperature warming to nearly 1.2 degrees. “The report shows we are breaking the Paris Agreement promise to keep global heating to 1.5°C,” Guterres said in a tweet. The document includes updates to the NDCs of 113 countries that represent around 49% of global emissions, including the nations of the European Union and the US.

that a booster dose of its Covid-19 vaccine can prevent both infections and severe illness in adults older than 60 shortly after the injection. It was also backed by President Joe Biden’s administration. However, the panel has approved a booster shot of Pfizer’s Covid vaccine to people aged 65 and above. “I believe it’s going to turn out that the proper regimen, at least for an mRNA vaccine such as Pfizer’s, is the two original doses, the prime, followed in three to

four weeks by a boost, followed several months later by a third shot,” Fauci, Director of National Institute of Allergy and Infectious Diseases was quoted as saying by the Telegraph. “There is some indication of waning in the UK, which is the reason the UK has or will soon be vaccinating people 50 years of age and older, as well as healthcare providers and those who are immunocompromised,” he noted. The Pfizer study, published in the New Eng-

António Guterres

While the report acknowledges this as an “important step”, Guterres warned: “We need a 45% cut in emissions by 2030, to reach carbon neutrality by mid-century…It is clear that everyone must assume their responsibilities.” 70 countries indicated their embrace of carbon neutrality goals by around the middle of the century. However, with national plans staying the way they are right now for all 191 countries, average global emissions in 2030 compared to 2010, instead of decreasing, will increase by around 16%, it was warned. According to the latest Intergovernmental Panel

on Climate Change (IPCC) findings, that would mean that unless climate action is taken immediately, it may lead to a temperature rise of about 2.7°, by the end of this century. Guterres said: “The recent report of the Intergovernmental Panel on Climate Change was a code red for humanity. But it also made clear that it is not too late to meet the Paris Agreement 1.5° target. He highlighted energy powered by coal as a particular challenge, adding: “If all planned coal power plants become operational, we will not only be clearly above 1.5°– we will be well above 2°. The Paris targets would go up in smoke”. Guterres urged the creation of “coalitions of solidarity” between countries that still depend heavily on coal, and countries that have the financial and technical resources to support transitions to cleaner energy sources.

WC disturbed at ‘unfounded’ allegation of intel agencies DIMAPUR, SEP 19 (NPN): Working Committee (WC) Naga National Political Groups (NNPGs) said it was deeply disturbed at the “unfounded” allegation of Indian intelligence agencies that GPRN/NSCN was procuring arms from Myanmar. Accusing Indian agencies of having a habit of cooking up stories to destabilise the Indo-Naga peace process, the WC, NNPGs through its media cell suspected that this could be one reason. WC, NNPGs claimed that Naga people in Myanmar were undergoing untold misery at the hands of Myanmar junta. Since usurping democraticallyelected government in Feb-

ruary this year, arrests and killings of innocent civilians had risen sharply. Thousands of Nagas fled their homes into Indian side of Naga homeland. “WC will not seek anyone’s permission when our brothers and sisters are facing acute humanitarian crisis. The first aid, food, clothing and shelter are basic human requirements and we will continue to assist our people,” it said. WC further went on to state that it will “not allow our brothers and sisters in Burma to die from hunger and disease. Let Indian military agencies invent stories as they wish. We will continue to offer medicines and other basic needs to our people. Humanitarian

Booster shots necessary to beat Covid-19 virus: Dr Fauci LONDON, SEP 19 (IANS): Booster shots of Covid-19 vaccines will soon become necessary for people to gain maximum protection against Covid-19, US top infectious disease expert Dr Anthony Fauci said on Sunday, after a Food and Drug Administration (FDA) panel rejected the broader use of the third dose among people aged 16 and above. Pfizer made the proposal in a 52-page presentation to the US FDA, which included data from the recent Israeli study which showed

land Journal of Medicine, showed that about 12 days after the booster dose, the rate of infection was elevenfold lower and of severe disease nearly twenty-fold lower in those who received a booster compared with those who had received only two doses. Similarly, Moderna has also claimed that protection from its mRNA vaccine against Covid-19 can last only for about six months, pitching a strong case for booster shots. While many countries

like Israel, the UAE, Russia, France, Germany and Italy have already proceeded with the booster doses, several scientists, including the World Health Organisation, have called against the third Covid shot. In a recent review published in The Lancet, an international group of scientists argued that vaccine efficacy against severe Covid is so high, even for the delta variant, that booster doses for the general population are “not appropriate” at this stage in the pandemic.

assistance to our suffering brethren is our only humble activity and our right.” The committee said it was also seriously viewing the multiple raids conducted by security forces on residences of senior Naga national workers affiliated to various political groups within the committee. It alleged that raids on Ngukato (NSCN/GPRN-Khango/ Isak) were conducted four times within a fortnight. Likewise, pre-dawn raids on the residence of Khekato kilonser (NSCNR) happened four times in the month of September. Similar raids were happening each day with no rhyme or reason, it alleged. Pointing out that ceasefire mechanism was in place,

the committee asked the security forces to respect and understand the “Agreed Position” between government of India and Naga people, especially at a critical time like the present one in the Naga history. Further asking security forces not to run amok at this hour, making mockery of the political negotiations and possible solution, WC demanded that Ceasefire Monitoring Groups chairman must share the status of political talks to the military commanders on the ground. This would ensure that the military strategists on the ground were on the same page as the Prime Minister and Union Home minister on the Indo-Naga issue, WC stated.

CM candidate for Punjab will Amarinder writes to Sonia, expresses anguish AAP’s be pride of state: Raghav Chadha CHANDIGARH, SEP 19 (PTI): Hours before resigning as the Punjab chief minister, Amarinder Singh wrote to Congress president Sonia Gandhi, expressing anguish over recent developments and concern that they may cause instability in the state. Singh had on Saturday written to Gandhi, apprising her of his decision. He said the political events of the last about five months were “clearly not based on full understanding of the national imperatives of Punjab and its key concerns.” “Notwithstanding my personal anguish, I hope this will not cause any damage to the hard-earned peace and development in the state, and that the efforts I have been focusing on during the last few years would continue unabated, ensuring justice to one and all,” Singh wrote in his letter to Gandhi, indicating his apprehension of instability in Punjab as a result of the political developments in the state unit of the Congress. At the same time, he expressed satisfaction at

Amarinder Singh

having done his best for the people as the chief minister of Punjab, which, as a border state, “has many geo-political and other internal security concerns, which I tried to handle effectively without any compromise.” He said he was happy that the state remained “fully peaceful, and there was complete communal harmony with no ill-will towards anyone”. While she (Sonia) herself may be personally aware of some of the things achieved in the last four and a half years, “the people of Punjab are looking up to the Indian National Congress for its mature and effective public policies, which not

only reflect upon good politics, but also address the concerns of the common man that are specific to this border state,” wrote Singh, while informing the Congress president about his decision to demit his post. On the issues on which his gover nment has faced criticism from not just the Opposition but also from a section of party’s state leaders, he gave details of various steps taken by his government on the sacrilege incident and other such issues including the drug menace. C o n g r e s s ve t e r a n Singh resigned as chief minister of Punjab months ahead of the Assembly

polls after a bruising power struggle with state party chief Navjot Singh Sidhu. After submitting his resignation to the Governor on Saturday, Singh said he felt “humiliated” over the way the party handled the protracted crisis. The 79-year-old Singh, one of the Congress’ powerful regional satraps, had put in his papers after speaking to the party president and shortly before a crucial meeting of the CLP here on Saturday evening. Notwithstanding “numerous challenges” faced by him over the last four and half years i n d e l i ve r i n g o n t h e promises made by the state Cong ress in the 2017 Punjab Assembly elections, “my government fulfilled 89.2 per cent of the promises, while work is in progress on the remaining commitments”, Singh said. On the issue of the sacrilege cases and the subsequent police action of 2015, for which his government came under criticism not only from the Opposition but some leaders from the party’s state unit questioning him

for not doing enough, he said the government which he earlier headed was committed to ensuring justice in the matter. The gover nment had established a Judicial Commission of Enquiry headed by retired judge Ranjit Singh, whose report was received on August 16 2018. The report was accepted and full legal action was taken thereon, he said, sharing details of the same. He pointed out that despite legal hurdles and refusal of CBI to return the cases, which were transferred to them by the SAD-BJP government, his government had succeeded in filing 10 challans, while 24 people had been chargesheeted, 15 police personnel suspended, and 10 civilians arrested. “Criminal proceedings in these cases are currently underway and I am sure that justice will be done in due course,” he said. With regard to the power purchase agreements that were signed by the previous government, he said, “the review of the PPAs is currently under way.”

NEW DELHI, SEP 19 (PTI): The Aam Aadmi P a r t y ’s P u n j a b c h i e f ministerial candidate will hail from the state and will be somebody who can be called the pride of the state, party leader Raghav Chadha said. With assembly polls in Punjab set for early next year, the AAP is going all out to win the battle and has already promised free 300 units of power to the people of the state if it forms the next government. Chadha, the AAP’s Punjab co-in charge, told PTI in an interview that people of the state want to give the Arvind Kejriwal led party a chance in the next polls as the Akali Dal has become “irrelevant”, while the Congress has been the most “nikami sarkar” (useless government) ever in the history of electoral politics of Punjab. He said the chief ministerial candidate of the party for Punjab will be decided by the political affairs committee in due course of time. On chances of AAP MP and Party’s Punjab unit president Bhagwant Mann

Raghav Chadha

being chosen, he said at this point and time, “I can only say three characteristics of the CM candidate of AAP. One is that he will hail from the state of Punjab, he will be from the 2.8 crore population of Punjab and thirdly he will be somebody who can be called the ‘aan baan shaan’ (pride) of Punjab. Delhi Chief Minister and Aam Aadmi Party’s national convener Arvind Ke j r i wa l i n Ju n e h a d said that the party’s chief ministerial face for the 2022 Punjab assembly polls would be from the Sikh community. Over reports that Mann’s supporters want that he should be named as the CM candidate, Chadha said, “All are supporters of

Kejriwal and of the Kejriwal model of governance. I don’t wish to comment on individuals but the vote is for Jhaadu (party’s sign) and for Kejriwal”. Several AAP volunteers in Sangrur and Barnala districts are holding meetings to press the party leadership to choose Mann as the chief ministerial face, sources in the party said. Ta l k i n g a b o u t t h e political situation of Punjab, Chadha claimed that the Akali Dal is slowly becoming “irrelevant” because people have “utmost hatred” for the party of Badals and want it to be defeated. As far as the Congress is concerned, it is on a “suicide mission and on self destr uction mode” and they do not need an opposition. They are their own opposition and people are just waiting for the AAP and for elections to happen, he said. On Amarinder Singh’s resignation from the chief minister’s post on Saturday, Chadha has said that governance in Punjab has been the biggest casualty in the Congress party’s ‘’Game of Thrones”.

NEW DELHI, SEP 19 (PTI): External Affairs Minister S Jaishankar and his Saudi counterpart Faisal Bin Farhan Al Saud on Sunday deliberated on the developments in Afghanistan and explored ways to further expand bilateral ties in areas of defence and security, trade, investment and energy. In wide-ranging talks with the visiting Saudi leader, Jaishankar called for further relaxing restrictions on travel from India to the Gulf nation while appreciating the country for the support provided to the Indian community during the COVID-19 pandemic.

Al Saud arrived here on Saturday evening on a three-day visit. It is the first ministerial visit from Saudi Arabia to India since the outbreak of the pandemic. “Both ministers exchanged views on the developments in Afghanistan and other r e g i o n a l i s s u e s,” t h e Ministry of External Affairs (MEA) said in a statement. “Delighted to welcome FM of Saudi Arabia HH Prince @Faisalbinfarhan for his first ever visit to India,” Jaishankar tweeted. NEW DELHI, SEP 19 (PTI): Seizing on outgoing Punjab Chief Minister Amarinder Singh’s charge of anti-national against state Congress president Navjot Singh Sidhu, the BJP on Sunday said Singh has voiced an issue which the countr y had been grappling with and asked the opposition party if it will take cognizance of the allegations and take action. Senior BJP leader Prakash Javadekar termed Singh’s charges “extremely serious” and asked why Congress president Sonia Gandhi and its two other main leaders Rahul Gandhi and Priyanka Gandhi Vadra have kept silence. “Such an extremely serious allegation has been levelled by the chief minister against the party president, and the Congress is silent. What does it mean? We demand that the Congress should speak up and make its stand clear,” he told reporters. “ We wa n t t o a s k if the Congress will take cognizance of

such extremely serious allegations and take action,” Javadekar added. Hours after quitting as Punjab CM, Singh had on Saturday launched a noholds-barred attack against Sidhu, calling him “antinational”, “dangerous” and a “total disaster”. He had mentioned Sidhu’s praise for Pakistan prime minister Imran Khan and him hugging its army chief Qamar Javed Bajwa during a trip to the neighbouring country to slam his bete noire. Javadekar said the country had seen this and had been grappling with this issue.

MUMBAI, SEP 19 (PTI): The Maharashtra Anti-Terrorism Squad has arrested one more person in connection with the Pakistan-supported terror module busted by Delhi Police recently, an ATS official said on Sunday. The man, whose identity was not revealed by the ATS, was nabbed from Mumbra town in neighbouring Thane district on Saturday night after information received about him from Zakir Hussain Shaikh (45), an accused who was arrested by the ATS from Jogeshwari in Mumbai on Friday, he said. Based on information revealed by Shaikh, the state ATS conducted multiple raids and nabbed the man from Mumbra, the official said, adding that they were probing his role into the terror module. The module was allegedly planning to carry out blasts across the country. Jan Mohammad Shaikh, one of the six

The court on Saturday sent Zakir Shaikh in the ATS custody till September 20.

‘Avoid mass gathering’: Centre to 11 states hit by dengue dp-4189

Dengue infections are caused by four closely related viruses called serotypes. Each of these four viruses (DEN-1, DEN2, DEN-3, and DEN-4) has different interactions with the antibodies in human blood serum. Dengue serotype 2 viruses have the potential to cause dengue hemorrhagic fever and have been shown to belong to the Southeast (SE) Asian genotype. The Dengue vir us b e l o n g s t o t h e f a m i ly Flaviviridae and comprises the four antigenically distinct serotypes. Human infections are acquired by the bite of the mosquito, usually by Aedes aegypti, and often present as a self-limited febrile illness, dengue fever. During a review of the Covid-19 situation, the states were asked to implement control measures during the festive season, monitor infections in children as schools reopen as well as breakthrough infections. The Union Health Ministry has asked the states to deploy rapid response teams for the “emerging challenge” to investigate new cases and take up survey of patients in the area, trace contact, and arrest the breeding of mosquitos.

NEW DELHI, SEP 19 (AGENCIES): The Centre has asked 11 states reporting cases of serotype - II dengue, which is a more detrimental form of the disease, to ensure implementation of preventive measures ahead of the festive season and spread necessary awareness among people about the virus. The 11 states that are reeling under DEN-2 virus are Andhra Pradesh, Gujarat, Karnataka, Kerala, Madhya Pradesh, Uttar Pradesh, Maharashtra, Odisha, Rajasthan, Tamil Nadu, and Telangana. The Union health ministry, in a press release, asked the states to ensure “necessary precautions and effective enforcement for avoidance of mass gathering a n d c o n ge s t e d c l o s e d spaces” and to strictly follow guidelines regarding malls, local markets, and places of worship. The health secretary, Rajesh Bhushan, directed the states to ensure early detection of dengue cases, begin helplines and launch w i d e s p r e a d awa r e n e s s campaigns, stock up on a d e q u a t e t e s t i n g k i t s, larvicides, and medicines, the Hindustan Times reported.

I

Dy-nasty politics

t happens only in the Congress where leaders with proven capability and track record and who are valuable assets for the party, can be disposed off if that benefits the Gandhi troika, a.k.a as the ‘high command’. Many tall leaders of the Congress found themselves cut down to size as they were seen to be too big for their shoes. The latest casualty of the dynasty palace intrigue is Captain Amarinder Singh, the man who steered the Congress to power in Punjab in 2017 and also staved off fierce challenge from the Akali and BJP combine in the 2014 Lok Sabha elections. The Captain is of true noble blood and the tenth Maharaja of Patiala since 1971. He was a close friend of late Rajiv Gandhi at Doon School. However being what he is- in frankly speaking out about the inexperience and incompetence of Rahul in 2013 to lead the Congress, the Captain earned a powerful foe in the party. Rahul’s close aides wanted Amarinder to contest the 2014 Lok Sabha election against Arun Jaitley from Amritsar, the stronghold of Sidhu(then BJP). Amarinder refused but when Sonia personally requested, he had no option but to contest. He won handsomely against Jaitley but Congress won only three out of the 13 Lok Sabha seats. In 2015 when Rahul slighted Amarinder on several occasions,Sonia had to curtly remind her son that the Captain was a close friend of Rajiv. Even in the 2017 assembly elections, Rahul did not want Amarinder to lead the party and instead, rooted for Pratap Singh Bajwa but had to back down against popular demand. In 2019 Amarinder reportedly said that Rahul need not campaign in Punjab as he could handle the election for the Congress. In the 2019 Lok Sabha, the Congress under Amarinder won 8 seats (up from three), the SAD won 2, BJP also won 2, and AAP 1. In the latest Amarinder-Rahul/Priyanka tiff, the Gandhi siblings encouraged dissidence when they entertained the rebellious Navjyot Singh Sidhu and later also convened meetings of the Punjab MLAs in Delhi(not Punjab). This was open support to dissidence and ultimately when the MLAs got the message, it was time up for the Captain. What has happened in Punjab had also happened in other states- Karnataka and Madhya Pradesh where the party government fell due to wrong handling. Rajasthan and Chhattisgarh (where Congress is ruling) are also likely to face dissidence. According to analysts, the Gandhi siblings are focused in strengthening their unquestioned supremacy over the party and which means, detractors must fall in line or leave. They have a doting mother whose only desire is to hand over the baton of the party to her children and allow them to create their own durbar system. The Congress in Punjab was moving along fine under Amarinder but somehow, the Gandhi siblings appear to have snatched defeat from the jaws of what looked like a sure shot victory in the 2022 Punjab election. At a time when it called for tactful handling of the Punjab crisis, the Gandhi siblings have only exposed their immaturity in openly humiliating their own chief minister like Amarinder, who is among the tallest leaders of the party. This is going to backfire as the Captain is not one to take such treatment lying down. The way the Congress is imploding from within, it does not need rocket science to know that the Gandhis are pushing their family party into an inglorious and ignominious extinction.

DailyDevotion Are You Going on With Jesus?

You are those who have continued with Me in My trials. —Luke 22:28 It is true that Jesus Christ is with us through our temptations, but are we going on with Him through His temptations? Many of us turn back from going on with Jesus from the very moment we have an experience of what He can do. Watch when God changes your circumstances to see whether you are going on with Jesus, or siding with the world, the flesh, and the devil. We wear His name, but are we going on with Him? “From that time many of His disciples went back and walked with Him no more” (John 6:66). The temptations of Jesus continued throughout His earthly life, and they will continue throughout the life of the Son of God in us. Are we going on with Jesus in the life we are living right now? We have the idea that we ought to shield ourselves from some of the things God brings around us. May it never be! It is God who engineers our circumstances, and whatever they may be we must see that we face them while continually abiding with Him in His temptations. They are Histemptations, not temptations to us, but temptations to the life of the Son of God in us. Jesus Christ’s honor is at stake in our bodily lives. Are we remaining faithful to the Son of God in everything that attacks His life in us? Are you going on with Jesus? The way goes through Gethsemane, through the city gate, and on “outside the camp” (Hebrews 13:13). The way is lonely and goes on until there is no longer even a trace of a footprint to follow— but only the voice saying, “Follow Me” (Matthew 4:19).

NAGALAND POST, DIMAPUR MONDAY, SEPTEMBER 20, 2021

UNCTAD - recovery by 2030, wants public sector revival A n international agency UN Conference Trade and Development (UNCTAD) has predicted highly uneven growth despite possibility of a bounce back but global output trends of 2016-19 would resume not before 2030. The UNCTAD notes that growth has been the slowest since the post 20078 financial crisis, in the 2011-20 decade since 1945. An important UNCTAD recommendation is to revive the public sector as critical instruments of long-term development. The report observes that the pandemic has seen an emergent consensus around the need for significant public sector intervention. A call India needs to heed amid its move for fast-paced privatisation. It suggests that expansionary fiscal measures that most governments are doing may end up “only as fire-fighting tools”. Consolidating these in public sector infrastructure could come up as “critical instruments in long-term development”. The UNCTAD Trade and Development Report 2021 expects India to grow at 7.5 percent in 2021 and 6.5 percent in 2022, but “insufficient to regain the pre-covid19 income level. The world may grow at 5.5

percent, may be the highest in five decades, but amid too many pitfalls on regional, sectoral and income lines. It does not rule out sharper than accelerated deceleration next year. It warns policymakers to trudge carefully particularly on deregulation. The developing economies, which as per it include India also have been hit harder than during the global financial crisis, while “new heavier debt burden reduces their own room for fiscal policy”. India’s growth despite being next to China “is poised to slow down” because of the inherent fragility in coping with the pandemic and restoring employment and incomes. Even the high growth is insufficient to remove “the widened income and wealth inequalities and rising social unrests”. The UNCTAD warns of rising corruption and rent-seeking saying, “Within advanced economies, the ‘rentier’ class has experienced an explosion in wealth, while low-earners struggle”. The classic statement by Rebeca Grynspan, UNCTAD general secretary signifies that the governments would have to be more careful in observing the trends and act with caution to check widening gaps, both domestic and in-

ternational, so that growth luxuries are not enjoyed by “fewer and fewer privileged people”. Even then In 2022, UNCTAD expects global growth to slow to 3.6%, leaving world income still 3.7% below where its prepandemic trend would have put it; an expected cumulative income loss of about $13 trillion, as per 2015 dollar values, in 202022. Timid policy or, even worse, backsliding, could pull growth down further. The world is not out of the woods. Indian efShivaji forts of four-year Rs 96,000 crore reprieve for spectrum dues to telecom companies; Rs 25,938 crore productionlinked incentive (PLI) schemes for automobile sector, Rs 120 crore for drone industry, Rs 10683 crore for textiles and others announced for 13 sectors during the last one year is expected to raise minimum production to around Rs 37.5 lakh crore over five years and create additional jobs of about one crore. While the aim is good and incentives should be welcome, the UNCTAD points out the problem of inflation too. Rising prices in India is a constant concern of the RBI. The WPI inflation in August

has touched 11.39 percent against 11.16 percent in July. It means that retail inflation is galloping. It affects the purchasing power of the people and has affected overall growth, wage and supply conditions. RBI deputy governor Michael Patra on September 16 says that persistent supply shocks pass through of imported price pressures to retail prices and building wage pressures. “The easing of headline inflation from current levels is likely to be grudging and uneven. Inflation will Sarkar remain high till 2024 despite the RBI working for a 9.5 percent growth”, he adds. Despite some seasonal moderation in food prices in India, the UNCTAD believes food prices would rise and could pose a serious threat to vulnerable populations in the South, already financially weakened by the health crisis. The RBI is under pressure to increase its lowest interest rates. This is also affecting yields of depositors and hits the overall economy. The nation has witnessed that higher interest yields in the past had helped the country grow. Interest is mistakenly considered as income where as it is mere hedging against inflation. If

inflation is high and interest rates low on deposits, it hits capital building. The policy parameters as pointed out by UNCTAD need sharpening for having a critical balance. Tax levying in India has also irrationality. Taxing the deposits appears retrograde, GST on selfmanaged housing societies has come under scanner of Madras High Court on September 14; the retrospective tax on corporate has caused serious loss of foreign investment and maligned the country. The policy of taxing commodities and fuel is leading to an overall distress. With over 40 to 45 percent indirect taxes, tolls, cesses, fees, user charges and continuous hike of all other levies like municipal and property taxes, it is necessary to review why the country should have income-tax at all or why it can’t be at par with corporate income tax of 15 percent. Taxes on individuals repress growth and international institutions also feel that tax burdens should reduce. The governments would have larger revenue returns with higher turnovers. The UNCTAD is concerned of the decades of declining wage share and wants wages to rise for

a better balance between wages and profits. Despite a decade of massive monetary injections from leading public sector and central banks, economic stability remains missing. It may be a sequel to this that National Crime Research Bureau finds crimes rising during the pandemic - digital crimes and cyber monetary frauds, including internet banking by 11.8 percent; social disorders rise 21-fold; other IPC crimes four-fold; 12.4 percent rise in offences against public tranquility, and 78.1 percent in environment crimes. Cyber frauds are growing the most in Telangana, Maharashtra, Odisha, Bihar an Assam. It may be a mere tip of the reality as there are many cyber crimes are difficult to investigate like cyber bullying and forcing people to pay money through digital transfers. These hit the growth processes and policing cost is high. The UNCTAD also wants globally reforms to the international economic architecture promised after 2008-09 crisis but abandoned “in the face of ‘rentier’ class” is now implemented for definite growth worldwide”. India needs to take cue for correcting the policies and path for taking the country ahead.

Olympic fever to Olympic temper

or about 3 weeks beginning July 23 to August 13, the headlines reporting on notoriously infamous Novel Corona Virus COVID-19 pandemic all over the globe was eclipsed by the World famous Olympic fever for a short change. Sports enthusiasts all over the globe have eagerly watched the performance of their favorite star and their country’s performance in winning of Olympic medals. For 1.3 billion Indians the spillover of the Olympic fever have continued for sometimes with felicitation and cash awards to the medal winners and participant Olympian having performed ever best Olympic performance winning 7 medals in the Olympic outings since 1900. The first Indian participation in the Olympic was in 1900 at Paris where Norman Pritchard participated and won two silver medals. There was 28 years wait for the next medal and at the Amsterdam Olympic 1928 India won the Gold Medal in Field Hockey and retain the Gold through the 1932 Los Angeles, 1936 Berlin, 1948 London, 1952 Helsinki and 1956 Melbourne

Olympics for straight 6 times. However India lost to Pakistan and settled for Silver Medal in the 1960 Rome Olympic. But in the 1964 Tokyo Olympic, India avenged the defeat of 1960 Rome Olympic and beat Pakistan to reclaim the Gold Medal in hockey. The last Gold to India in the Field Hockey was at Moscow Olympic 1980 which however was luck luster having boycotted the Game by 66 countries protesting against the Soviet Union occupation of Afghanistan. The 1984 Los Angeles Olympic witness another boycott call, this time by Soviet Union in retaliation of the boycott of Moscow Olympic 1980 which was boycotted by 16 countries. At the Los Angeles Olympic India lost the shine of the Gold and returned home empty handed, not even a bronze, being relegated to 4th place. After a hiatus of 41 long years draught in Hockey medal, this time again at Tokyo the Indian Hockey saw resurgence and won the bronze medal driving the whole nation into frenzy celebration. With coming into the

end of Indian monopoly of hockey at the Olympic game, the Gold medal prospect for India came to a grinding halt. Indian sports thing tank was focused mostly on Hockey, Athletics, Wrestling, till the nineties. The first Olympic Medal for India was two silver medals in Athletics in the 1900 Paris Olympic although won by a European thus Athletics is a pioneer Olympic discipline in India. In 1960, Milkha Singh neck named, Flying Sikh came so close to winning a medal but finished fourth in the 400 meters race with a timing of 45.73 seconds. The finishing of the race was so close that photo finish was referred to adjudge the medal winning. From the photo finish it is clearly seen the bronze medal winner thrusting his head forward to reach the finish line whereas Milkha Singh keep his head vertically straight in line with the body and came fourth. Another sensational finish is that of P.T. Usha in the 400 meters hurdle race at 1984 Los Angeles Olympic where she missed the bronze medal by 100th of a second.

NNC (PB) on present political development

T

he official leaders of the Naga National Council (Parent Body) after long deliberations on the present political development taking place in the Naga Homeland regarding the Indo-Naga Talk, on this basis is issuing this statement for all concerned: 1. The NNC (Parent Body) is happy and delighted to state that Mr. R.N. Ravi who was the interlocutor for Indo-Naga Peace Talk is already dropped and transferred to Tamil Nadu as Governor, his exit was quite a humiliated one and also a big relief for the Naga people as a whole. 2. Mr R.N Ravi as an interlocutor for Indo- Naga Peace Talk in June 2018 during the peak of negotiations, in the midst of working out political relationship between the Government of India and the Six Naga National Political Groups has conspired in connivance with certain leaders and victimised the official representative who was one of the negotiators and the signatory of the 17th November 2017 Political Agreement signed between the Government of India and the Six

Naga National Political groups. 3. The NNC (Parent Body) will not forgive nor forget Mr R. N Ravi’s wicked conspiracies and political victimisation towards the Parent Body of the Nagas which is recorded and will go down in the history book. 4. The NNC (Parent Body) is closely watching the new political dispensation in the making of the Indo Naga Peace Talk which is going to officially resume again between the new Interlocutor and the different Naga National Political Groups as desired by the people of Naga Homeland and India 5. Lastly but not the least the NNC Parent Body is seriously contemplating whether the new Interlocutor appointed by the Government of India for Indo-Naga Talk would deliver peace, justice and freedom to all the Naga stakeholders and the people of Naga Homeland as a whole. The much awaited medal in the track and field events (Athletic) has finally happened with Neeraj Chopra’s Gold in Javelin this time at 2020 Tokyo Olympics vindicating the effort of the Athletic Federation of India. This time around, the Ministry of YRS under the able leadership of Mr. Kiren Rijuju as the then MOS YRS have invested colossal sum of money endeavoring to get double digit medals in the Tokyo Olympic. The Annual Championship and Training Calendar (ACTC) was compulsorily asked from all the Federations and training camp were conducted throughout the year and sent the team abroad to participate in the invitational tournament for exposures and experience. Almost all the individual athletes have gone abroad for coaching training with foreign coach for polishing their finer points. Thus the 7 medals India got were at a high cost and effort both by the Ministry, Federation and the individual athletes and was not a cake walk. The high medal hope sports disciplines which failed to achieve any medal

are Archery and Shooting in spite of doing well and carving out a niche in the world elite group, Deepika Kumari being the World Champion. Women’s Wrestling is the third discipline which too faltered away at the neck of the hour. The Men boxing is another discipline which was expected to perform well and expected gold medal from World Champion Amit Panghal thus the aim of double digit medal sadly faltered away. The largest number of athletes to the Tokyo Olympic was from Haryana State with 31 athletes, followed by; Punjab 14, Kerala 9, Tamil Nadu 8, Maharashtra 8, Manipur 5, Orissa 4, Rajasthan 4, Delhi 3, Jharkhand 3, Karnataka 3, West Bengal 3, Andhra Pradesh 2, Gujarat 2, M.P. 2, Telangana 2, Assam 1, Himachal Pradesh 1, Mizoram 1, Sikkim 1, Uttarakhand 1. Having concluded the 2020 Tokyo Olympics, the talk of Olympic fever have died down and now there is talk of Olympic temper. In our own State Million dollar question is being asked why no one from Na-

galand could qualify to the Olympics. The criticism of the Sports Department and the Sports Association, the absence of sports culture, lack of State of art infrastructure, fund constraints are the reasons attributed to our State’s failure to produce Olympian, thus the reason for our failure are multiple and cannot point to a single reason. All the reasons attributed are true and valid, means we are at ground zero. Bottom line, the need of developing sports culture is paramount importance. Sports is not a new thing in our state having produced Dr. T. Ao the first Captain of the Indian Football team to London Olympic way back in the year 1948. Nagaland is also one of the pioneer state to carved out a separate Sports Department dating back to 1978-79 whereas the Ministry of YRS in India was established after the IXTH Asian Games New Delhi 1982 with Mr. Buta Singh as the First Sports Minister with independent charge. LUCKNOW, SEP 19 (PTI): Poverty, unemployment and inflation have soared in the four-and-half-year rule of the BJP in Uttar Pradesh and the report card released by the government highlighting its achievements is all gas and full of lies, the opposition parties charged on Sunday. The Samajwadi Party said, “The-16 page booklet published by the BJP government is 16 aane (hundred per cent) lies.” The Bahujan Samaj Party said the advertisement of transformation of fourand-half years is “all gas and far from reality”. Chief Minister Yogi Adityanath released the report card of his rule of four-and-half years and said Uttar Pradesh remained riot-free since 2017 while governance saw a complete transformation from the past with welfare schemes now reaching the deserving and the state emerging as number two in the ease of doing business. Dismissing the claims as “rhetoric”, SP chief Akhilesh Yadav tweeted, “Six months are left for this government, which has committed atrocities on farmers, poor, women and the youth through unemployment, inflation, hatred and slump in business.” “Do not want a government whose truth is ‘thug ka saath, thug ka vikas, thug ka vishwas, thug ka prayaas’,” he said, taking a swipe at the BJP dispensation. But the BJP’s ‘jhoot ke doot’ (messenger of lies) will only be able to run them in online classes as they are unable to go to the masses.” BSP chief Mayawati said, “The advertisement of transformation of fourand-half years is all gas and far from reality....there has been increase in poverty, unemployment and inflation, and the bad condition of the public is known to everyone.” UP Congress spokesperson Ashok Singh said the Adityanath rule has been full of lies and deceit. “UP has become number one in corruption, crime and in problems faced by the farmers. The BJP government is organising events as a desperate move to save itself ahead of the 2022 assembly polls,” Singh said. Rebutting the claims made by the opposition leaders, UP BJP spokesperson Manish Shukla said, “Akhilesh Yadav, Mayawati and the entire opposition has no logical answer to the development done in the state. It also has no point-wise questions to the development of UP in the past four-and-half years. The opposition sitting in palaces has indulged only in tweeting. After seeing today’s report card, they have accepted their defeat.”

Negating Rama & Krishna and fleeing to Italy : Yogi on Congress

UP Chief Minister Yogi Adityanath releases a book on completing 4.5 years of his government. (PTI)

LUCKNOW, SEP 18 (PTI): Negating Rama and Krishna and fleeing to Italy in times of calamity are the nature of the people of a particular party, Uttar Pradesh Chief Minister Yogi Adityanath on Saturday in an apparent dig at Congress leader Rahul Gandhi. The chief minister took the dig without naming Gandhi while addressing an “enlightened class conference” organised by the BJP. “People of one party flee to Italy in the times of calamity. UP helped their family members become prime ministers but they

go abroad and criticise the state and the country,” said Adityanath. “They want everything from Uttar Pradesh but criticising and humiliating its people and making comments on gods and goddess are their tendency. Negating Ram and Krishna is part of their habit. This is what happens if someone is a Hindu by accident,” the chief minister said. Referring to the ‘bulldozer’ jibe by Samajwadi Party president Akhilesh Yadav, Adityanath said, “There is only one remedy for those who illegally encroach upon the government land and the

people’s property – bulldozers.” Attacking the Samajwadi Party, the chief minister said “during the previous government, people of eastern Uttar Pradesh used to be submerged in floods and children and citizens used to suffer from encephalitis and dengue”. “At that time, the people responsible (to manage it) were busy enjoying dances of film personalities in Saifai. I do not understand how people forget the interests of the nation and society. If the country is strong, everyone will be strong together,” he said. In his address, the chief minister termed the country’s interest above all, including one’s personal interests. “ Pe r s o n a l d e s i r e s, method of worship, freedom of faith and religion are secondary before the ‘rashtra dharma.’ You all have to provide the right vision to the society and show the right path, it is for you to decide whether you want a government of riots and mafia or a Ram Rajya in Uttar Pradesh,” he said.

‘PM to take a call on investments in Afghanistan’ NEW DELHI, SEP 19 (PTI): With Afghanistan coming under the control of the Taliban, Union minister Nitin Gadkari on Sunday said a final decision on continuing infrastructure investments in the war-torn country will be taken by the prime minister along with the external affairs minister after considering the prevailing situation. Gadkari, who is helming the Road Transport and Highways Ministry, also said that while many infrastructure projects in that country have been completed by India, some are yet to be completed. Last month, the Taliban seized control of Afghanistan ousting the previous elected leadership which was backed by the West. “We have built a dam (Salma dam)... we have worked in areas of water resources in Afghanistan,” Gadkari said while responding to a query on whether India will make further investments in the now Taliban-controlled country.

Uttarakhand: Kejriwal promises Govt yet to decide on 68 names I want to stay in playing 11: Babul Supriyo unemployment allowance, job quota sent for appointment as judges

AHMEDABAD, SEP 19 (PTI): An Iranian boat with seven crew members and a huge consignment of heroin was apprehended in Indian waters off the Gujarat coast, in an operation carried out jointly by the state Anti-Terrorist Squad and the Coast Guard, officials said on Sunday. The boat, seized during the operation conducted on Saturday night, carried an estimated 30 to 50 kg of the contraband, worth about Rs 150 to Rs 250 crore in the international markets, but the exact amount of the drug present in the vessel will be known after its rummaging, they said. The

seven crew members, all Iranian nationals, were apprehended, the officials said. “On an intelligence based joint act, @IndianCoastGuard with ATS #Gujarat apprehended #Iranian boat in #Indian waters with 07 crew carrying #drugs. The boat is brought to the nearest port for further rummaging and investigations,” a defence PRO of Gujarat said on their official Twitter handle. Gujarat ATS DIG Himanshu Shukla told PTI that the operation was launched on the basis of an information that an attempt was being made to smuggle in heroin through the sea route.

DAVANGERE (K’TAKA), SEP 19 (PTI): Former Karnataka Chief Minister B S Yediyurappa on Sunday cautioned his party colleagues against taking the opposition lightly in the upcoming elections. “I have a suggestion to all of you. None of you should take the opposition lightly. They have their own calculation and strengths,” Yediyurappa said at the BJP Core Committee meeting here. The Lingayat strong-

man claimed that a few Congress leaders are in touch with some BJP leaders. “You need to tread with confidence without giving chance to such incidents (defection). We have to make a sincere effort for the BJP to come back to power with 140 seats in the next assembly elections,” Yediyurappa, who stepped down as the Chief Minister on July 26, said here. He said the party can be strengthened by inducting into the BJP leaders from SC/ST and OBC communities. Further, he asked to include a team of 20 to 25 women and the BJP youth wing leaders at the booth level organisation. Yediyurappa also appealed to the party functionaries to make the welfare programmes of the Centre and the state government reach every household.

Prior to these recommendations, in a historic decision on August 17, the SC collegium had sent nine names, including three women, for elevation as judges of the Supreme Court. The names were cleared with significant pace by the government leading to their swearing-in as apex court judges on August 31. On Friday, the Supreme Court collegium is learnt to have recommended eight names of judges, including acting chief justice of Calcutta High Court Justice Rajesh Bindal, for their elevation as chief justices of different high courts. Besides, the marathon collegium meetings on Thursday and Friday have led to recommendations of transfer of five high court chief justices, including Tripura High Court Chief Justice Akil Kureshi, and 28 other high courts judges.

DEHRADUN, SEP 19 (PTI): AAP leader Arvind Kejriwal on Sunday promised to take big steps to end migration from Uttarakhand, assuring an unemployment allowance and an 80 per cent job quota for people of the state if his party comes to power in the next assembly elections. Making six promises, Kejriwal said every youth of Uttarakhand would get employment if the AAP is voted to power, and assured a monthly allowance of Rs 5,000 to an individual from every family till they got a job. He also promised to reserve 80 per cent of both private and government jobs for the people of the state and to create one lakh employment opportunities within six months of coming to power. PLI scheme to re-energise car makers

NEW DELHI, SEP 19 (IANS): Government’s productivity linked incentive (PLI) scheme for auto and auto component industry is set to disrupt the industry in a big way pushing existing large players to open their game plan on electric vehicles (EV) and vehicles made using newer technologies while also bringing in several newer players into the fray competing for a share of expanded market. Sources indicated that large auto players such as Hyundai, Tata Motors, Maruti Suzuki have already started studying their production plan keeping in mind the PLI scheme. Several smaller players and the startups, who have just recently begun their journey in the EV space, have also begun discussions to push up production in line with the PLI scheme. “Government support for newer technologies and EVs will continue. Post FAME II and PMP, PLI will further unleash the potential for EVs in 2 and 3 wheelers. PVs and CVs will have to wait till they attain viability from a Total Cost of Ownership (TCO)

perspective. Automotive component companies to see further improvement in cost competitiveness and will help position India as an export hub,” said Hemal Thakkar, Director, CRISIL Research. Another analysis done by Kotak Institutional Equities that the PLI scheme would see rapid adoption by the EV segment, especially two-wheelers and incumbents will have to step up. For auto component manufacturers, the government will provide incentives in the range of 8-13 per cent with additional 5 per cent incentive for manufacturers of battery cell and hydrogen fuel cell components. “Key beneficiaries in

the auto component space will be mostly global MNCs such as Bosch, Continental, Delphi Automotive, Denso Corporation. In our coverage universe, Minda Industries, Endurance Technologies, Varroc Engineering and Schaeffler India can benefit from this scheme,” the brokerage said. The commercial vehicle segment is also steering the opportunity offered under PLI scheme with interest. “As a leading manufacturer and exporter of commercial vehicles, as well as a front runner in technology since inception, Daimler India Commercial Vehicles welcomes the opportunities offered by the newly announced PLI scheme. This initiative will

encourage investment in vital technologies related to sustainability, carbon neutrality and more.” said Satyakam Arya, Managing Director & CEO, Daimler India Commercial Vehicles (DICV). Auto is one of the most important sectors contributing to 7.1 per cent of our GDP and employs about 37 million people directly and indirectly. The sector has been under stress even before CO and then subsequently has been hit hard due to chip shortage. As per a CRISIL overall capacity utilisation rate at the fourwheeler makers dropped to 50-55 per cent at the end of FY21 from 70-75 per cent in FY19. The future of the industry would be driven by new technologies and it is here that PLI pushed manufacturing would come to aid. “This PLI scheme was much awaited and will help in boosting production of new age vehicles which are more clean and environment friendly. It will also help in boosting additional capacity for safety related high tech components which is very critical given the high number of road

accidents in the country,” said Rajeev Singh, Partner and Automotive Leader, Deloitte India. The government on Wednesday approved the PLI scheme for the auto industry with an outlay of Rs 26,400 crore which has been slashed from the initial outlay of Rs 57,000 crore. The current PLI scheme is targeted to enable India to leapfrog to EVs and incentivize emergence of an advanced automotive technologies supply chain in India. The PLI scheme for the auto sector is open to existing automotive companies as well as new investors who are currently not in the automobile or auto component manufacturing business. The scheme has two components, viz. Champion OEM Incentive Scheme -‘sales value linked’ scheme, applicable on BEVs and hydrogen fuel cell vehicles of all segments, and Component Champion Incentive Scheme - ‘sales value linked’ scheme, applicable on advanced automotive technology components of 2-wheelers, 3-wheelers, passenger vehicles, commercial vehicles and tractors.

Centre seeks report from AP govt on Rs 960 crore loans from foreign agencies for EAPs AMARAVATI, SEP 19 (PTI): The Centre has sought a report from the Andhra Pradesh government on Rs 960 crore received as loans from foreign agencies for various Externally-Aided Projects (EAPs) remaining unutilised. The departments that are supposed to get these funds for executing the projects have drawn a blank, while payments running into hundreds of crores of Rupees are yet to be made to contractors on works done so far. The EAPs now remain derailed because the state is unable to draw further loan amounts from the external agencies due to poor progress of the works and non-clearance of payment (dues). The Department of Economic Affairs (DEA) under the Union Finance Ministry has taken a strong view and written a letter last week seeking an explanation from the state Finance Department on the issue. “The overall position of utilisation of advances extended by various authorities is not so encouraging as a very heavy amount of advance is lying in the accounts of Government

of Andhra Pradesh. As on September 7, the amount released as advance is USD 124.65 million, roughly equivalent to Rs 960 crore,” the DEA pointed out in its letter to the Principal Finance Secretary. The DEA also noted that utilisation of the loan amount “is not so high”, which indicated a “situation wherein the interest cost is increasing but the project execution is at a slow pace”. Also, officials of the DEA personally called up top officials of different state departments and “gave us an earful” over the sorry state of affairs, a senior bureaucrat said. “We are being bombarded with queries on the status of works and utilisation of funds (advanced by foreign agencies), but our report card is filled with only blanks. They gave us money but we can’t tell them we actually don’t have it,” the bureaucrat observed. On the one hand, the state government has been scampering for loans but, on the other, the loans secured were obviously not being spent for the intended purpose, he told PTI. Efforts to contact the

Principal Finance Secretary for clarification on the subject did not bear fruit. There are 14 EAPs in execution in AP now, with loans from foreign lenders like World Bank, Asian Infrastructure Investment Bank, International Fund for Agriculture Development, Asian Development Bank, International Bank for Reconstruction and Development, Japan International Cooperation Agency, New Development Bank and KfW of Germany. The DEA, in particular, referred to six of these projects for which ADB, AIIB, IBRD and IFAD have already released a sum of 124.65 million USD in advance. The AP Rural Roads Project is a classic case. The 666 million USD project was taken up in November 2018 with 70 per cent loan (455 million USD) from AIIB to provide road connectivity to unconnected habitations with 250-plus population and also reconstruct existing roads in 137 rural Assembly constituencies in 13 districts. Of the total 6,323 km length of roads proposed under the project, only 865 km has been completed so far.

NAGALAND POST, DIMAPUR MONDAY, SEPTEMBER 20, 2021

Nepal observes Constitution Day; PM Climate change focus for UK PM Boris at UNGA Deuba vows to protect, implement statute

LONDON, SEP 19 (PTI): British Prime Minister Boris Johnson will call upon world leaders to take a “concrete action” on climate change during his meetings at the high-level United Nations General Assembly in New York this week, according to Downing Street on Sunday. More than 100 Heads of State and Government as well as Foreign Ministers and diplomats will participate in-person in the annual General Debate, beginning September 21 through September 27. Prime Minister Johnson, who will also visit the White House for the first time since Joe Biden became the US President, will be joining Prime Minister Narendra Modi at the UNGA meeting among the world leaders scheduled to attend the meeting in person. The visit is seen as an important precursor to the 26th session of the Conference of the Parties (COP 26) UN climate summit, to be hosted by the UK in Glasgow in November. “World leaders have a

Boris Johnson

small window of time left to deliver on their climate commitments ahead of COP26,” Johnson said ahead of the UNGA. “My message to those I meet this week will be clear: future generations will judge us based on what we achieve in the coming months. We need to continue to make a case for a sustainable recovery from coronavirus rooted in green growth. “And we have a responsibility to ensure the benefits of that growth extend to all, no matter where they are born,” he said. According to the UK media reports, Johnson intends to push for an action

on coal, climate, cars and trees in particular. Downing Street said he would focus on supporting developing nations to mitigate the impact of the climate crisis, as well as on adapting to its consequences. Johnson will reportedly attempt to persuade China to quicken its timetable for reducing emissions. UK’s COP26 president-designate Alok Sharma revealed to ‘Sky News’ on Sunday that Chinese President Xi Jinping is yet to confirm attendance at the crucial Scotland summit and said details on the country’s emission cuts are awaited. “There is no doubt that China is going to be part of the key to all of this,” said Sharma. “They are the biggest emitter in the world. What President Xi Jinping has said is that they are going to strictly restrict the use of coal in this next five-year period, from 2026 they are going to phase down. But we want to see the detail of that. That is what we are

pressing them. “They have said to me they want the COP26 to be a success. The ball is in their court. We want them to come forward and make it a success together with the rest of the world,” Sharma said. Experts said that to avoid the worst climate impacts, carbon emissions must be cut by 45 per cent by 2030. However, on current policies, emissions could rise by 16 per cent in this period. Prime Minister Johnson is also set to travel to Washington, where he is expected to hold talks with US President Biden on the future of Afghanistan and further efforts to stem a humanitarian crisis in the region. According to reports, an easing up of UK-US travel is also likely to be taken up, with the US administration having imposed a ban due to soaring rates of the Delta variant of coronavirus earlier this year. The fallout from the new AUKUS military pact between the UK, the US

and Australia is also expected to be under discussion. Under the agreement, Australia is being given the technology to build nuclear-powered submarines. It had triggered a diplomatic row with France, which feels betrayed over its own submarine deal with Australia. The newly-promoted UK Foreign Secretary, Liz Truss, used a column in The Sunday Telegraph to defend AUKUS. “Freedoms need to be defended, so we are also building strong security ties around the world. “This is about more than foreign policy in the abstract, but delivering for people across the UK and beyond by partnering with like-minded countries to build coalitions based on shared values and shared interests,” she said. The alliance – widely seen as an effort to counter China’s influence in the contested South China Sea – was announced by US President Biden, UK Prime Minister Johnson and his Australian counterpart Scott Morrison earlier this week.

KATHMANDU, SEP 19 (PTI): Nepal Prime Minister Sher Bahadur Deuba on Sunday underlined the need to protect and implement the country’s Constitution as the Himalayan nation observed its seventh Constitution Day. Nepal celebrates the promulgation of its Constitution on September 19. In his address to the nation, Deuba expressed pride over the promulgation of the Constitution six years ago by the representatives elected by the people. H e ex p r e s s e d h i s heartfelt condolences to the country’s martyrs and remembered them for their supreme sacrifices. In his speech, Prime Minister Deuba underlined the need to protect and implement the Constitution. “The Constitution of Nepal is a realisation of the dreams of the immortal martyrs and the aspirations of the Nepali people. “Our goal is to bring prosperity in the country along with the happiness of the people through successful implementation of

Sher Bahadur Deuba

the Constitution,” he said. Amidst the COVID-19 pandemic, the government was working to protect the lives of the people from the deadly contagion through acceleration of the vaccination drive, he said. Meanwhile, US Secretary of State Anthony Blinken has said that 75 years of friendly relations with Nepal have been made stronger by the people-topeople cordiality. In a statement issued on the occasion of the Constitution Day of Nepal, he congratulated the Government and the people of Nepal on behalf the US government and people, recalling the collaboration

between the two countries in the past years in facing up common challenges. Blinken said that the two countries worked together in the fight against the coronavirus pandemic and climate change. Nepal’s Constituent Assembly promulgated its new Constitution which was framed by the elected representative body for the first time in September 2015 despite sparking protests in the southern Nepal districts adjoining India. Nepal’s Madhes-based parties, which claim to represent the interests of inhabitants of the southern Terai region who are mostly of Indian-origin, had launched a six-month long protest in the past to press for the Constitution amendment to address their demands in which nearly 60 people were killed. Their demands included redrawing provincial boundaries, recognition of regional languages, addressing issues related to citizenship and representation in the National Assembly.

Australia says France knew Voters choose new Hong Kong electors under pro-Beijing laws of ‘grave’ submarine concerns CANBERRA, SEP 19 (AP): France would have known Australia had “deep and grave concerns” that a submarine fleet the French were building would not meet Australian needs, Prime Minister Scott Morrison said Sunday after the contract’s cancellation set off a diplomatic crisis. France accused Australia of concealing its intentions to back out of the 90 billion Australian dollar (USD 66 billion) contract for French majority state-owned Naval Group to build 12 conventional diesel-electric submarines. President Joe Biden revealed last week a new alliance including Australia and Britain that would deliver an Australian fleet of at least eight nuclearpowered submarines. Morrison blamed the switch on a deteriorating strategic environment in the Indo-Pacific. He has not specifically referred to China’s massive military buildup, which has gained pace in recent years. “The capability that the Attack class submarines

Scott Morrison

were going to provide was not what Australia needed to protect our sovereign interests,” Morrison said. “They would have had every reason to know that we have deep and grave concerns that the capability being delivered by the Attack class submarine was not going to meet our strategic interests and we have made very clear that we would be making a decision based on our strategic national interest,” he added, referring to the French government. France responded to the contract cancellation, which Morrison has said will cost his government at least USD 1.7 billion, by recalling its ambassadors from Australia and the

United States. French Foreign Minister Jean-Yves Le Drian on Saturday denounced what he called the “duplicity, disdain and lies” surrounding the sudden end of the contract and said France was now questioning the strength of the alliance. China has denounced the sharing of such US and British nuclear technology as irresponsible. France won the contract in 2016 over offers from Germany and Japan. The Shortfin Barracuda was to be a nuclear submarine design adapted to be powered by diesel on the surface and battery underwater. Japan was particularly disappointed because thenPrime Minister Tony Abbott had promised the close defense ally the contract before he was deposed by his own party in 2015. The government has talked down media reports of ructions between the partners in the French submarine project and delays on the original delivery date of 2027.

HONG KONG, SEP 19 (AP): Select Hong Kong residents voted for members of the Election Committee that will choose the city’s leader in the first polls Sunday following reforms meant to ensure candidates with Beijing loyalty. The Election Committee will select 40 of 90 lawmakers in the city’s legislature during elections in December, as well as elect the Hong Kong leader during polls in March next year. In May, the legislature amended Hong Kong’s electoral laws to ensure that only “patriots” – people who are loyal to China and the semiautonomous territory – will rule the city. The committee also was expanded to 1,500 members, from 1,200, and the number of direct voters for committee seats was reduced from about 246,000 to less than 8,000. The restructured electoral process guarantees a vast majority of the Elections Committee will be largely pro-Beijing candidates, who are likely to choose a chief executive and nearly half of lawmakers who are aligned with the ruling Chinese Communist Party. “Today’s Election

Committee elections are very meaningful as it is the first elections held after we have improved the electoral system to ensure that only patriots can take office,” Hong Kong leader Carrie Lam said. It’s not yet known if Lam will seek reelection in March. The changes are part of a broad crackdown on Hong Kong civil society following mass pro-democracy protests in 2019. Authorities

have tightened control over the city with a sweeping national security law imposed by China’s Communist Party that effectively criminalized opposition to the government. The law and other changes have forced several civil organizations to disband or seen their leaders arrested. Also Sunday, Hong Kong’s largest opposition trade union — the Hong Kong Confederation of Trade Unions — said it

would disband out of concerns for the safety of its members. The trade union is the latest organization to disband, following the dissolution of a teachers’ union and rally organizer the Civil Human Rights Front last month. Critics say the changes restrict freedoms Hong Kong was promised it could maintain for 50 years following the territory’s 1997 handover to China from

colonial Britain. The nearly 4,900 voters representing different professions and industries who went to polls Sunday under a heavy police presence will choose among just 412 candidates for 364 seats in the Election Committee. Other seats were uncontested or held by people chosen based on their titles. “This election lets us select solid patriots who love our country and Hong Kong to rule Hong Kong, and who demonstrate their strengths in Hong Kong’s administration and politics,” said Armstrong Lee, a candidate representing the social welfare sector. Wang Ting-ting, a voter from the financial sector, said she would vote for candidates who are “patriots who love our country and love Hong Kong.” “This is the most important,” she said. “Secondly, I would vote for those who are capable, because capability matters the most in this position.” Lam said the new Election Committee will be broadly representative as it included more grassroots organizations and associations that represent Hong Kongers who live and work in mainland China.

the U.S.-backed government deposed by the Taliban, university studies had been co-ed, for the most part. On Friday, the Taliban shut down the Women’s Affairs Ministry, replacing it with a ministry for the “propagation of virtue and the prevention of vice” and tasked with enforcing Islamic law. On Sunday, just over a dozen women staged a protest outside the ministry, holding up signs calling for the participation of women in public life. “A society in

which women are not active is (sic) dead society,” one sign read. “Why are they (the Taliban) taking our rights?” said one of the protesters, 30-year-old Basira Tawana. “We are here for our rights and the rights of our daughters.” The protest lasted for about 10 minutes. After a short verbal confrontation with a man, the women got into cars and left, as Taliban in two cars observed from nearby. Over the past months, Taliban fighters had

broken up several women’s protests by force. Elsewhere in the city, interim Kabul Mayor Hamdullah Namony gave his first news conference since being appointed by the Taliban. He said that before the Taliban takeover last month, just under one-third of close to 3,000 city employees were women, and that they had worked in all departments. Namony said the female employees have been ordered to stay home, pending a further decision. He

said exceptions were made for women who could not be replaced by men, including some in the design and engineering departments and the attendants of public toilets for women. Namony did not say how many female employees were forced to stay home. “There are some areas that men can’t do it, we have to ask our female staff to fulfill their duties, there is no alternative for it,” he said. Namony also said the new government has begun removing security barriers in Kabul, a city that has endured frequent bombing and shooting attacks over the years. Such barriers — erected near ministries, embassies and private homes of politicians and warlords — had been commonplace in Kabul for years. The mayor said private citizens would be charged for the work of taking down the barriers. While he said most barriers had been removed, reporters touring the city noted that barriers outside most government installations and embassies had been left in place. The Taliban have tried to present themselves as guarantors of security, in hopes that this will win them support from a public still widely suspicious of their intentions.

CANBERRA, SEP 19 (IANS): Australian Minister for Industry, Science and Technology Christian Porter on Sunday resigned after accepting an anonymous donation to fund personal legal fees. Prime Minister Scott Morrison announced on Sunday afternoon that Porter has stepped down from the Ministry effective immediately, reports Xinhua news agency. It comes five days after Porter revealed that he accepted a donation from a blind trust known as the “Legal Services Trust” to cover part of his legal fees in a discontinued defamation case against a journalist. Morrison had sought advice from his department over whether the anonymous donation breached ministerial standards but said on Sunday that Porter, who previously served as the attorney-general, had made the decision to quit himself. “He has this afternoon taken the appropriate course of action to uphold those standards by tendering his resignation as a minister this afternoon, and I have accepted his resignation,” he told reporters. “All members, when

Christian Porter

they become ministers, understand that when they sign on and become a member of the cabinet and take on the role in the government’s executive. All of my ministers seek to uphold the standards at all times,” said Morrison.

Earlier on Sunday, Finance Minister Simon Birmingham described the donation to Porter as “an unusual one”. Porter’s resignation brought an end to his sixyear career as a government minister. In a three-page resignation letter he said he “ultimately decided” to resign rather than try to break the confidentiality of the donors behind the trust. Minister for Energy and Emissions Reduction Angus Taylor has been appointed to temporarily take over Porter’s ministerial portfolio.

KABUL, SEP 19 (AP): Female employees in the Kabul city government have been told to stay home, with work only allowed for those who cannot be replaced by men, the interim mayor of Afghanistan’s capital said Sunday, detailing the latest restrictions on women by the new Taliban rulers. The decision to prevent most female city workers from returning to their jobs is another sign that the Taliban, who overran Kabul last month, are enforcing their harsh interpretation of Islam despite initial promises by some that they would be tolerant and inclusive. In their previous rule in the 1990s, the Taliban had barred girls and women from schools, jobs and public life. In recent days, the new Taliban government issued several decrees rolling back the rights of girls and women. It told female middle- and high school students that they could not return to school for the time being, while boys in those grades resumed studies this weekend. Female university students were informed that studies would take place in gender-segregated settings from now on, and that they must abide by a strict Islamic dress code. Under

Skin problems: Benefits of light therapy

Vitiligo

Yo u can treat vitiligo with two t y p e s of light t h e r a p y. One uses a narrowband ultraviolet B (nbUVB) light. You sit in a light box or booth, or a doctor uses lasers to apply it. The other is called PUVA, which is ultraviolet A (UVA) light from a booth or the sun along with a medication called psoralen. Both light treatments are about 70% effective at bringing color back to skin, but PUVA can raise your odds of skin cancer.

Psoriasis

L i g h t therapy can treat plaque, palmoplantar, nail, and scalp psoriasis. The nbUVB light from a light box, other light source, or a laser helps slow the growth of skin cells, calm an overactive immune system, and ease inflammation and itching. Doctors can also treat psoriasis with PUVA light therapy. You can take psoralen as a pill or soak in it using bathwater before UVA light treatment.

Choice Award at Toronto festival

he Toronto International Film Fe s t i va l ( T I F F ) , which sets the tone for the Oscar season, picked British actor-director Kenneth Branagh’s family drama ‘Belfast’ for the People’s Choice Award on Saturday. The road drama ‘Nomadland,’ which won the best-picture Oscar this year, was also the winner of the People’s Choice Award at the Toronto film festival last year. Other notable films which won the TIFF top award and then went on to win the Oscar are ‘Slumdog Millionaire’, ‘Green Book’, ‘12 Years a Slave’ and ‘The King’s Speech’. Set in the late 1960s’ Northern Ireland wracked by sectarian violence, the black-and-white ‘Belfast’ is Branagh’s “most personal” film as he spent his childhood in the city of Belfast. This family drama captures the coming-ofage story of Buddy (played by Jude Hill), trying to escape the violence and his

working-class life. Accepting the award, Branagh said he was “deeply grateful” for the honour. “That so many film lovers connected with ‘Belfast’ so profoundly was absolutely overwhelming to myself and Jamie Dornan, and we talked about it long into a memorable night of laughter and tears in your great city,” he said. The British filmmaker said, “Our first showing of Belfast at TIFF was one of the most memorable experiences of my entire career.” The Canadian family drama ‘Scarborough’ and Jane Campion’s western ‘The Power of the Dog,’ with Benedict Cumberbatch in the lead role were the two runners-up. Boxer Amir Khan removed from US flight Larson wins at Bristol while Harvick and Elliott feud

LO N D O N, S E P 1 9 (AGENCIES): British boxer Amir Khan has been removed from a flight in the US after a reported row over face coverings. Khan, 34, said he had been taken off the American Airlines plane along with a colleague by police when someone complained his friend’s mask “was not high enough”. The airline said the flight from Newark Airport to Dallas-Fort Worth returned to the gate after two people reportedly “refused to comply with crew requests”. It denied that police had intervened. A spokesman for the airline said: “Our customer relations team is reaching out to Mr Khan to learn more about his experience and reinforce the importance of policies implemented for the safety of our customers and crew.”

In a video posted to Twitter, Khan said he was flying to a training camp in Colorado after a stay in New York and was left “disgusted” by his treatment. The former light-welterweight world champion, from Bolton, said: “I was taken off the plane today when I was going to training camp to Colorado Springs, by the police. “Obviously a complaint was made by American Airlines staff, they said that my colleague’s mask was not high enough and not up, that they had to

stop the plane and take me and my friend off when I did nothing wrong.” He added: “Now I have to reschedule another airplane to travel back to training camp which is really upsetting, for no reason this was and I’m just so disgusted that American Airlines would do this to us and ban me from travelling.” American Airlines said Flight 700 returned to the gate at Newark Liberty International Airport in New Jersey after two customers “reportedly refused to comply with repeated crew member requests to stow luggage, place cell phones in airplane mode and adhere to federal face covering requirements”. It said “per protocol” police were present when the aircraft returned to the gate but were not involved in asking either passenger to leave the plane and did not intervene.

BRISTOL, SEP 19 (AP): Kyle Larson won at Bristol Motor Speedway — not really a big surprise or even the most interesting part of NASCAR’s first playoff elimination race. The post-race feud between reigning Cup Series champion Chase Elliott and Kevin Harvick stole the show Saturday night, especially when Harvick angrily told the energized crowd: “I’m ready to freakin’ rip somebody’s head off.” T h e f i c k l e c r owd struggled to pick a side before settling firmly behind Elliott, NASCAR’s most popular driver. Harvick took the lead from Elliott with 33 laps remaining but the hard racing caused contact that cut one of Elliott’s tires. After a quick tire change, Elliott exacted his revenge by de-

La Liga: Atletico Madrid held by Athletic Club Bilbao M A D R I D, S E P 1 9 (IANS): Atletico Madrid went to bed as league leaders in Spain on Saturday night, but Diego Simeone’s side will be frustrated after being held to a 0-0 draw by an effective and disciplined Athletic Club Bilbao side that had the best chances to win the match. Atletico Madrid’s best and virtually only chance was a Marcos Llorente shot which bounced off the post in the second half and the visitors would have taken all three points if Inaki Williams, who was making his 200th consecutive league appearance, had been able to finish when one on one with Jan Oblak, or Asier Villalibre had been able to hit the target in injury time with just Oblak to beat. Atletico’s frustration was compounded when Joao Felix was sent off K Y M C

striker Radamel Falcao came on as a substitute and scored on his debut to round off Rayo Vallecano’s 3-0 win over Getafe, Xinhua reports. Oscar Trejo’s ninth minute penalty put Rayo

ahead in a bad-tempered derby and Pathe Ciss’s 78th minute header doubled Rayo’s lead against a rival that has kicked off the season with five consecutive defeats under coach Michel Gonzalez.

Getafe’s misery was complete when Rayo keeper, Stole Dimitrievski saved Enes Unal’s late penalty. Alaves have also lost all of their games at the start of the season after suffering a 2-0 defeat at home to Osasuna, who claimed all three points thanks to a David Garcia header in the 21st minute of the game and a 28th minute penalty from Roberto Torres following a handball in the Alaves area. Elche and Levante drew 1-1 with Jose Luis Morales’ 55th minute goal cancelling out Lucas Perez’s 33rd minute opener for the home side. The round of matches kicked off as Cadiz won 2-1 away to Celta Vigo thanks to goals from Anthony Lozano and Alfonso Espino, who scored from close range after a penalty.

pit road, bounded out their windows, and immediately began jawing at each other. Then came the pitroad confrontation. Harvick had his helmet on at first and Elliott wagged his finger in Harvick’s face. There was brief shoving, Harvick slammed his helmet in anger, and

both drivers blamed the other even after the verbal sparring moved inside Elliott’s hauler for a private conversation. The crowd at that moment was very decidedly on Elliott’s side. Elliott, meanwhile, indicated Harvick pushes people around on the track and the pattern must stop. With that, the Bristol faithful was firmly Team Elliott. But the fans loved Larson, as well, and he was showered with adoration as he moved a step closer to his first NASCAR championship. Larson is the top seed and the favorite to win the Cup. Elliott had led a racehigh 175 laps but finished 25th. Harvick, winless after last year’s series-leading victories, was looking to snap a 36-race winless

streak on the anniversary of his final win in 2020. He instead finished second. Larson’s Cup-high sixth win of the season was a banner night for Hendrick Motorsports. All four of its drivers advanced in the playoffs after Alex Bowman and William Byron were both in danger of elimination at Bristol, the third and final race of the first round when NASCAR cuts the field from 16 to 12. Instead, Tyler Reddick, Aric Almirola, Kurt Busch and Michael McDowell were eliminated. B ow m a n f i n i s h e d third to save his playoffs, while Bowman was fifth and Chevrolet had three cars in the top-five. Three more spots went to Ford with Harvick, then Team Penske teammates Ryan Blaney fourth and Brad Keselowski sixth.

India are a world-class batting lineup: Australia bowling coach Sawyer MACKAY, SEP 19 (IANS): Australia bowling coach Ben Sawyer said on Sunday that India are a world-class batting line-up, having seen a lot of their batting. He also said that the pacer selections for his team will be determined on the match-ups. On Saturday, Australia beat India by 36 runs in a warmup match in Brisbane. “They’re a world-class batting line-up. I thought (Harmanpreet Kaur, Jemimah Rodrigues, Shikha Pandey) might have come out and participated but they were in the nets having a hit, so maybe they’ve got a few niggles and things like that, but I’m sure they’ll be a big part of the tournament. (Kaur and Rodrigues) did really well in The Hundred that just past, and we’ve seen lots of them everyone’s

seen enough of them to know what they’re doing,” Sawyer was quoted as saying by cricket.com.au. On the hosts, currently sitting on a 24-match worldrecord winning run in the ODIs, Sawyer talked about the pace combinations in absence of experienced pacer Megan Schutt. “I think all the quicks have a really good shot (at selection). Obviously Stella (Campbell) did really well

yesterday (with 3-38) but Darcie (Brown) had bowled particularly well as well, so I think all the young fast bowlers have a really great opportunity. “It’s up to ‘Motty’ (head coach Matthew Mott) and the selectors in terms of match-ups. We’ve got good coverage in terms of pace - Hannah Darlington’s a really good change bowler - so whatever the matchups determine is probably who’s going to get selected,” added Sawyer. Sawyer, who served as the head coach of Birmingham Phoenix women’s team in the Hundred, has backed veteran all-rounder Ellyse Perry to come good. Sawyer has spent time with Ellyse while being in Sydney Sixers in the women’s big bash league. K Y M C

IPL: Super Kings beat MI by 20 runs

DUBAI, SEP 19 (IANS): Chennai Super Kings rode on a strong show by the bowlers to hand a 20-run defeat to defending champions Mumbai Indians in the first match of UAE leg of IPL 2021. The win now puts Chennai on top of the points table with 12 points from eight matches. This is just the second time Chennai won a match in the IPL after losing four wickets in the power-play. Mumbai’s chase started on a good note with Quinton de Kock collecting two boundaries off Josh Hazlewood in the second over. Though Ruturaj Gaikwad dropped him on six, de Kock couldn’t make most of the reprieve, trapped in front of stumps by a Deepak Chahar incoming delivery. Hazlewood came in for more thrashing as debutant Anmolpreet Singh carted him for three stylish boundaries in the next over. But Singh’s promising stay at the crease was brought to an end by a knuckleball

from Chahar ratting his offstump. Sur yakumar Yadav tried to loft on the up but mistimed off bottom of the bat off Shardul Thakur. The catch was comfortably snapped by Faf du Plessis

running from mid-off. Ishan Kishan threw his hands at a slower outside off delivery from Dwayne Bravo, only to hit straight to Suresh Raina at cover. Kieron Pollard and Saurabh Tiwary thumped

some boundaries in their 29-run partnership. But Hazlewood struck Pollard past the flick on the back pad with a sharp inswinger that stayed low. In the next over, Krunal Pandya went for a non-existent single and

tried to come back with a desperate dive but fell short of crease. Tiwary, dropped at 41, kept Mumbai in the hunt as Thakur conceded 15 runs off the 19th over, including a six by Adam Milne. With 24 needed off the final over, Milne swung straight to deep mid-wicket in the final over off Bravo. Tiwary brought up a hard-fought half-century. But Bravo took the wicket of Rahul Chahar on the next ball to hand Mumbai their first loss in the UAE leg of the IPL 2021. Mumbai will rue the lack of big partnerships as Chennai put on the choke. Brief scores: Chennai Super Kings 156/6 in 20 overs (Ruturaj Gaikwad 88 not out, Ravindra Jadeja 26, Adam Milne 2/21, Jasprit Bumrah 2/33) beat Mumbai Indians 136/8 in 20 overs (Saurabh Tiwary 50 not out, Quinton de Kock 17, Dwayne Bravo 3/25, Deepak Chahar 2/19) by 20 runs.

Boxing star Manny Pacquiao to run for Philippines president MANILA, SEP 19 (AGENCIES): Philippine boxing star Manny Pacquiao says he is to run for president in next year’s election. He was nominated as a candidate by a faction of the ruling party, PDPLaban. On top of a glittering career as a fighter, Mr Pacquiao, 42, is a senator in the Philippines’ parliament. Incumbent Rodrigo Duterte is barred from another term but has been picked by a rival party faction to run for vicepresident, a move critics say is an attempt to cling to power. He was selected to run alongside a close ally, Christopher “Bong” Go, but Go says he does not want to succeed Duterte. While his party says it wants Mr Go to reconsider his decision, his rejection of the nomination has led

Manny Pacquiao

to suggestions that President Duterte’s daughter Sara Duterte-Carpio could join him on the ticket. As a boxer, Pacquiao won world titles in an unprecedented eight different weight divisions. He lost his most recent bout against a Cuban opponent and said he was considering retiring. Accepting the nomination, he said: “I am a fighter, and I will always be a fighter inside and outside

the ring.” Pacquiao has pledged to campaign against poverty and corruption. He is a popular figure in his home country but faces an uphill battle, trailing in opinion polls consistently topped by Sara Duterte-Carpio. It is not clear which of the PDP-Laban factions will be recognised by the country’s electoral commission for the 2022 election.

Bellator 266: Phil Davis dominates Yoel Romero in San Jose Elite Men’s National Boxing: Shiva in SFs

LO N D O N, S E P 1 9 (AGENCIES): Former light heavyweight champion Phil Davis spoiled Yoel Romero’s debut in the main event of Bellator 266 in San Jose with a splitdecision win. Expectations were high for 44-year-old former UFC middleweight title challenger Romero. But American Davis, 36, dominated the threeround bout to win with scores of 30-27, 28-29, 3026. After the fight Cuban Romero complained to officials that he expected the bout to be five rounds.

But he later showed his class when he heard that one judge had scored the bout in his favour as he waved a finger and pointed

to Davis to signify that his American opponent had won the fight at the SAP Center in California. Davis worked well

behind his jab through the first half of the bout against the notoriously slow-starting Romero. In the second half of the fight ‘Mr Wonderful’ Davis - a former American college wrestling champion - turned to his ground game, landing five takedowns on Olympic freestyle wrestling silver medallist Romero. Davis said: “Man, he’s a monster. I felt that power more times than I wished I had tonight. He’s an incredibly powerful fighter”. “Gotta use the wrestling! God bless wrestling.

Best sport in the world.” In the co-main event of the evening, former welterweight title challenger and noted submission artist Neiman Gracie showcased his improved striking to claim a first-round TKO of Mark Lemminger. Brazilian Gracie, 32, who trained under famed striking coach Rafael Cordeiro, stunned American Lemminger with a huge right uppercut. Gracie followed up with a barrage of punches that forced referee Jason Herzog to intervene after one minute 27 seconds.

NEW DELHI, SEP 19 (IANS): Five-time Asian Championships medallist Shiva Thapa made his way into the semi-finals at the 5th Elite Men’s National Boxing Championships as he defeated Railway Sports Promotion Boards (RSPB) Ankit Narwal in a thrilling quarter-final bout at the Inspire Institute of Sports in Bellary, Karnataka on Sunday. The Assam boxer Thapa showed great footwork and used all his experience to put pressure on the opponent with precise punches. Though Thapa faced a stiff

challenge, he did not let the momentum slip and completed a 4-1 win in the 63.5kg quarter-final. Semi-final matches will be played on Monday. For RSPB Sachin and Varinder Singh (60kg) emerged victors in their respective quarter-finals. Sachin put up a dominating show to outperform Goa’s Roshan Zamir by a unanimous margin in the 54kg quarter-final match. While the 2021 Asian Championships bronze medallist Varinder also defeated Inderjit Singh of Daman, Diu & Nagar Haveli 5-0. On the other hand, Ut-

tar Pradesh’s Ravi Kumar advanced into the semifinals in the 48kg with an aggressive win against Orrisa’s Santosh Pradhan. His powerful blows and continuous attack forced referees to stop the contest and declare him the winner. The 2018 Commonwealth Games bronze medallist Mohammad Hussamuddin of SSCB extended his winning run as he knocked out Maharashtra’s Rushikesh Gaud to enter 57kg semifinals. Meanwhile, reigning youth world champion Sachin beat Jitendra Chaudhary from Rajasthan.

EPL: Chelsea crush Tottenham to go joint top; Man Utd beat West Ham

LO N D O N, S E P 1 9 (AGENCIES): Chelsea’s dominant second-half performance earned a 3-0 win at Tottenham Hotspur thanks to goals by Thiago Silva, N’Golo Kante and Antonio Rudiger as the Blues moved joint top of the Premier League on Sunday. The emphatic scoreline did not look likely in the first half as the hosts shaded it, but Chelsea took complete control after the break to send out an ominous warning in the title race. Thiago’s header gave Chelsea the lead in the 49th minute and when substitute Kante’s deflected shot crept past Spurs keeper Hugo Lloris shortly after there was no way back for the hosts. Rudiger’s late strike

was enough to give Chelsea an identical record to Liverpool with the two sides on 13 points from five games, both having scored 12 goals and conceded one.

Manchester United beat West Ham 2-1

Mark Noble stepped off the bench for an injury time penalty - and saw it saved - as Jesse Lingard’s stunning late goal secured 2-1 victory for Manchester United against his former club West Ham. Lingard, who spent a successful loan spell at London Stadium last season, appeared as a substitute in the second half and with two minutes remaining he cut on to his right foot and fired into the top corner. Further drama followed as Luke Shaw was adjudged to have handballed in the

box and De Gea dived the right way to push away the spot-kick that had been taken by Noble, who was making his first touch after coming off the bench in the 95th minute. Earlier in the contest, Cristiano Ronaldo had converted his fourth goal in three games since

re-signing for Manchester United, poking home from close range on 35 minutes after Lukasz Fabianski had spilled the initial effort. West Ham had taken the lead five minutes before that when Said Benrahma’s strike from outside the area went in after taking a huge

deflection off defender Raphael Varane. Bruno Fernandes had seen a first-time strike superbly tipped on to the post by Fabianski, who made a string of saves for the home side. Victory ensures Ole Gunnar Solskjaer’s side remain unbeaten in the

league this term with four wins and a draw, while West Ham suffered their first loss of the campaign.

Brighton hang on to beat Leicester 2-1

Brighton’s superb start to the Premier League season continued as they held

off a late Leicester rally 2-1 to move up to third place in the table. T h e Fox e s t w i c e thought they had rescued a point in the closing stages but Ademola Lookman and Wilfred Ndidi both saw goals chalked off for Harvey Barnes straying offside. Brighton bossed the opening hour but needed a controversial penalty to set them on their way, Neal Maupay scoring his third goal of the season from the spot after Jannik Vestergaard’s handball. Vestergaard argued a foul by Maupay led him to handle Shane Duffy’s header but, after lengthy deliberations, referee Stuart Attwell awarded a spotkick. Danny Welbeck doubled Brighton’s advantage

early in the second period, glancing home a nearpost header from Leandro Trossard’s free-kick out wide. Leicester finally sprang into life, Jamie Vardy halving the deficit by side-footing Youri Tielemans’ first-time cross in from close range after a fine one-touch move. But they were denied a point as Barnes was twice adjudged to have interfered with play when Lookman scuffed home from a corner and Ndidi headed in from another. Defeat marked a third loss in five games for Leicester City while Brighton registered their first English Premier League victory over the Foxes in nine attempts since their promotion into the top flight four years ago.
