JAIPUR, MAY 20 (PTI/ AGENCIES): Prime Minister Narendra Modi urged BJP leaders to alert citizens about attempts being made to trigger controversies on the basis of language and asserted that the saffron party considers all Indian languages the soul of “Bharatiyata” (Indianness) and worthy of reverence. In his virtual address to a meeting of the party officebearers in Jaipur on Friday, Modi said it is the BJP that has linked India’s cultural and linguistic diversity with national pride. “Giving priority to local languages in the National Education Policy manifests our commitment to all regional languages. The BJP considers Indian languages the soul of Bharatiyata and the link to a better future for the country,” he said.

Load shedding in Kohima
D I M A P U R , M AY 2 0 (NPN): power department has informed that 24MVA, 132/33 kV Power Transformer in Kohima has developed some technical problem on May 18, 2022 and was now being catered by only 24 MVA, 132/33kV Transformer. In a press release, executive engineer transmission division Kohima informed that in order to avoid overloading of the transformer, the department was compelled to impose unscheduled load shedding in Kohima town and its surroundings areas. The department stated that unscheduled load shedding would continue till the transformer was rectified. It has, therefore, requested all consumers and public to bear the inconvenience caused.

India confirms first case of Omicron subvariant BA.4 NEW DELHI, MAY 20 (AGENCIES): India’s first case of BA.4 subvariant of the Omicron strain of coronavirus was detected in Hyderabad through a genomic surveillance program, informed sources on Friday. “The Indian SARSCoV-2 Genomics Consortium (INSACOG) has confirmed the first case of the BA.4 Omicron variant in India,” sources told ANI. INSACOG has also conducted a meeting and discussed the BA.4, the group of genetic laboratories are currently working to identify new variants. “After detecting the first case of BA.4, the contact tracing has already been started of those who came in contact with a person who travelled to Hyderabad from South Africa. He was asymptomatic and the sample was collected on May 9,” sources added.

Police issue order to close check gates
D I M A P U R , M AY 2 0 (NPN): A day after the state government ordered immediate removal of all police check gates, barring the inter-state check gates, the state police Friday issued an order for the procedures and effective implementation of the government notification. According to the order, except the existing interstate check gates all other check gates in any form, permanent/semi-permanent/temporary/mobile would be closed with immediate effect. The concerned commissioner of police/superintendent of police have been asked to submit report by 6pm May 21, 2022. The existing inter-state check gates include Khuzama in Kohima district; Khatkati, New Field and Dellai in Dimapur district; Bhandari in Wokha district; Namza (Tizit) and Naginimora in Mon district; Kezhakeno in Phek district; Tsutapela and Watiyongpang in Mokokchung dis-
trict; Maram via Peren in Peren district and Shetap (Yanglok) in Longleng. Police also ordered that the check gates set up by other departments including by civic bodies would be immediately closed throughout the state except the inter-state check gates, which may function till May 31, 2022, and beyond that date shall function only after obtaining a specific approval of the home department. CP Dimapur/SPs have been directed to ensure that except inter-state check gates all other check gates of other departments including municipal and town council in their respective jurisdiction were closed down with immediate effect. A report has to be submitted by 6pm on May 21, 2022. After May 31, 2022, the inter-state check gates by other departments including municipal and town council would be allowed to operate only if they were able to
obtain a specific approval of the home department, the order stated. Fur ther, the order stated that PHQ would set up a control room to be manned on 24x7 basis. It stated that DIGP (NPTO) would earmark a dedicated room (control room for combating illegal collection of money) for this purpose in the state police control room at Kohima. Besides the general helpline number (112), two dedicated mobile numbers would be placed at this control room for receiving complaints regarding illegal collection of money from vehicles. A fortnightly report of the calls received and the action taken by the control room will be made available to the home department. The persons manning the control room shall not insist on revealing the identity of the whistleblower, complainant or informant if one desires, it stated.
DCCI asks Govt to strictly implement ban on check gates AH&VS plea on Swine Fever D I M A P U R , M AY 2 0 (NPN): Welcoming the state government’s order for immediate removal of all check gates within the state, the Dimapur Chamber of Commerce & Industry (DCCI) has appealed to the government and respective district administration to implement the order both in letter and spirit. DCCI president Akashe Zhimomi and DCCI grievances cell convenor Omega Yepthomi pointed out that removal of all check gates has been a long-standing demand of the general public and various organizations, especially the business community. DCCI said the major
contributor of price rise of all goods in Nagaland was due to “illegal taxation” imposed by both government agencies, departments and various groups/organizations. It expressed hope that the removal of check gates would “surely have a positive cascading effect” on prices of commodities. DCCI also said various departments/agencies have been making a mockery of past government ban orders by re-opening check gates and toll booths. DCCI said this time, the recent order should serve as a reminder to be strictly implemented. Meanwhile, DCCI alleged that Dimapur-based
transporters were still facing the brunt of illegal taxation and harassment from various groups and anti-social elements. “These groups and elements are indulging in ‘dalali’ practices and pressure tactics on transporters including force-closure of transport offices and subtle threats through SMSs,” DCCI alleged. DCCI said it had time and again reiterated that the business community and transporters would never bow down to such pressure tactics and therefore it was also the bounden duty of the government to take stringent measures to curb such illegal activities. DCCI said such
illegal activities amounted to daylight robbery, and demanded that the culprits be punished. DCCI said that the business community would be compelled to file FIRs if the responsible authorities failed to take immediate steps to check harassment of transporters and business community as a whole. DCCI expressed hope that with the latest order, various government departments would also fall in line. Further, DCCI pointed out that as per GST regime, collection of municipal toll tax at check gates has become obsolete. It pointed out that by doing away with toll tax, prices of all commodi-
ties would be reduced and in turn benefit the public. Reminding that Dimapur was called as the ‘commercial hub’ of ‘commercial district’ of Nagaland, DCCI, however, lamented that in reality, most activities have shifted to neighbouring towns in Assam due to rampant taxation. It lamented that at present, Dimapur was no longer a vibrant commercial hub due to rampant and illegal taxation by both government agencies/various groups. DCCI reminded that it was the collective responsibility of the government and every citizen of Dimapur to ensure that the city prospered and flourished.
D I M A P U R , M AY 2 0 (NPN): Animal husbandry & veterinary services (AH&VS) department has urged the general public, piggery farmers and pork consumers in the state to cooperate in containing the African Swine Fever (ASF). The department said that without the support and cooperation of all concerned the disease was likely to spread across villages and districts causing a devastating effect on the pig population and severely impacting the economy of the State. In this regard, the department has issued advisory requesting all responsible to report the death of pigs
to the nearest Veterinary Health Centre for necessary sero-monitoring. It has urged all responsible not to consume dead/ diseased pigs, but carry out a deep burial method and subsequent sanitization. The department has advised all concerned not to import live pigs for meat and piglets for breeding purposes from outside without knowing the health status. 2 youth killed in road mishap in Dehradun K O H I M A , M AY 2 0 (NPN): Two Naga youth were killed in a bike accident at Mandhuwala, Dehradun in the wee hours of May 19. The deceased, both studying at Doon PG College, were identified as Aseto Lcho (B.Sc Agri final year) and Vitol (BBA 2 year). Sources said that after completing all formalities at Coronation hospital, the dead bodies were taken to Delhi on Friday evening and will be brought to Dimapur likely by Saturday. NSCN (I-M) hits out at Dr. Jamir DIMAPUR, MAY 20 (NPN): NSCN (I-M) has once again criticized Dr. SC Jamir and appealed to the Central government, which was sincerely interested to solve the intricate Naga political issue, to avoid hobnobbing with a person who no longer represented the voice of Naga people. NSCN (I-M) through its MIP said that SC Jamir had “proved himself as cunning, scheming and devious man” by putting himself at the centre of the show in the past and was now desperately attempting to place himself in the same role that was rejected and condemned by Nagas after he messed up the Naga issue by bringing the 16-Point
Agreement without consulting the stakeholders (Naga national workers) who really mattered at that particular point of time. Mentioning that the bloodshed and killings that followed the 16 Point Agreement was were matter of historical records, MIP alleged that all the discords and factional clashes were rooted in this anti-Naga divisive agreement with Jamir as one of the architects. It accused him of having denied Jawaharlal Nehru from meeting AZ. Phizo, adding that it was Nehru who had sensed something missing in 16 Point Agreement that could ultimately obstruct Naga solution. DIMAPUR: Deputy Commissioner (DC) Peren has notified all concerned that the last date for uploading information regarding Arms License for generations of Unique Identification Number (UIN) in the National Database of Arms License has been extended till March31, 2023.
According to DIPR report, DC Peren has asked all the arms license holders having registered arms covered by the arms license and yet to obtain the UIN to produce the License and Arms along with the required particulars in the prescribed format latest by March 31, 2023.
Special assistant to chief minister passes away; Rio mourns
DIMAPUR: Kuovisieo Rio, special assistant to the chief minister of Nagaland, passed away at a private hospital in Kohima on May 20, 2020. According to family sources, his body has been kept at his private residence at Lower Bayavü Hills and send-off would take place on May 21, 2022 at around 8 am. Funeral service would be held at his native village Tuophema at 1 pm, where
he will be laid to rest. He is survived by wife and two sons and two daughters. State chief minister Neiphiu Rio has expressed grief over the demise of Kuovisieo Rio. In a condolence message to Mrs. Neibounuo Rio, the chief minister said he had been associated with late Kuovisieo for a very long time and shared a close working relationship. Rio said Kuovisieo’s demise
was a personal loss to him and his family, adding “we are at a loss to express our sorrow.” The chief minister described late Kuovisieo as a hardworking and a sincere person, who always made sure that every responsibility assigned to him was completed efficiently. The chief minister also placed on record the appreciation of the state government for the contributions
he made to the chief minister’s office in the service of the state. Rio said Kuovisieo was also the general secretary of NDPP and the contributions and sacrifices he rendered for the party would always remain etched in the records of the party for all times to come. As VDB secretary of Touphema village, Rio said he contributed immensely in the service of the people,
especially the needy and the weaker sections of society. The chief minister extended deepest condolences to the bereaved family members and prayed that Almighty God grant them strength and courage to bear the irreparable loss. DIMAPUR: Mokokchung District Planning and Development Board (DPDB) monthly meeting was held Friday at the Conference Hall of Additional Deputy Commissioner (ADC-Planning) under the chairmanship of Imkong L Imchen, MLA. According to DIPR report, Deputy Commissioner (DC) and vice chairman DPDB Mokokchung, Shashank Pratap Singh solicited the contribution and co-operation of all the departments and civil societies for the upliftment of the district. At the meeting, the members deliberated on approval of translated document of the village Councils Act Nagaland 1078 and decided to set up a special committee for further study on the translated (into local dialect) documents. The members discussed construction and develop-
ment of the Public Park at Mokokchung Town; approved the construction of approach road widening and black topping from Senior Treasury Office junction to DC’s Office Complex; the house discussed and unanimously agreed to alter the project into multi-departmental office complex Mokokchung and the house also considered and approved the project to proceed; approved the registration of the society of Town Higher secondary School Mokokchung. The house also discussed and enquired from the parent de par tment BSNL on the poor network service of BSNL telecom
service in the district. After thorough discussion and respond taken from the department, the house said it expect the BSNL department to provide stable good service to the people in the district. As a part of the “World Environment Day celebration 2022”, a declaration of plantation drive was conducted by DFO Mokokchung Dr.Sentitula; the house also made a pledge for the World Environment Day. DIMAPUR: A monsoon preparedness meeting was held Saturday at the Conference Hall of Deputy Commissioner (DC) Dimapur office under the chairmanship of DC Dimapur, Rajesh Soundararajan. According to DIPR report, during the meeting, disaster preparedness plans were discussed and emphasis was given to the need to prepare a robust disaster management plan to fight natural calamities. Districts to combat illegal collection at check gates
DIMAPUR: Following state government order to immediately remove all check gates set up by police and other departments, barring the interstate check gates, district administrations held emergency meeting to implement the same. Kohima: Kohima district administration held an emergency meeting with Police, Transport and IPR at the Chamber of DC Kohima on Friday. According to DIPR report, at the meeting, DC Kohima, Gregory Thejawelie highlighted the state government notification in detail and briefed the members on the steps and measures to be taken up at the district level. As per the government’s directive, an Inspection Team of the district was constituted with ADC (Hq) as the team leader along with additional SP, regional transport officer and district public relations officer as team members. Thejawelie said the team was constituted to conduct regular inspection of any functional unauthorized check gates and also to conduct comprehensive inspection of illegal collection of money

Assam flood situation remains grim; over 7 lakh affected GUWAHATI, MAY 20 (PTI): The flood situation in Assam continued to remain grim on Friday as waters entered fresh areas affecting a total of 29 districts, though the number of people hit by the deluge decreased marginally to 7,11,905, a government bulletin said. As four more deaths were reported due to the calamity, the toll has gone up to 14 including five in landslides. On Thursday, the number of the affected population was 7,17,500 and that of the district was 27, according to the Assam State Disaster Management Authority (ASDMA). As many as 86,772 people have taken shelter in 343 relief camps, while another 411 relief distribution centres are also operational. The ASDMA bulletin said that 21,884 stranded people have been evacuated with the help of NDRF, SDRF and volunteers.

During his visit, the home minister will also interact with the civil society. This will be Shah’s second visit to Arunachal Pradesh as the Union Home minister. He had last visited Arunachal Pradesh in 2020 to attend the 34th statehood day celebrations. China had then objected to his visit as the neighbouring country lays claim over the territory.

SHILLONG, MAY 20: Former Chief Justice of Tripura High Court T Vaiphei on Friday submitted the judicial inquiry report into the killing of former leader of the outlawed Hynniewtrep National Liberation Council (HNLC) Cherishterfield Thangkhiew to Meghalaya Chief Minister Conrad Sangma. The State government appointed Vaiphei, who is also the chairperson of Meghalaya Human Rights Commission (MHRC) after there was a law and order situation over the death of Thangkhiew at his residence on the wee hours of August 13,2021. Thangkhiew family members and various pressure groups had alleged that the killing of the former militant leader was a “cold blooded murder”. “I have
submitted my report to the government. I cannot disclose as it is the prerogative of the State government. It is upto the government to accept or not on the report and recommendation of the Commission,”Vaiphei told reporters. He said that there were no difficulties in carrying out the inquiry because of the cooperation of both the victims’ families and the police. The one-man inquiry commission concluded its hearing on April 22 and had examined six police officials, and including Jagpal Singh Dhanoa, the district police chief of East Jaintia who led the operation, four family members of Thangkhiew and two doctors. The State police had claimed that Thangkhiew was killed in retaliatory firing as the former militant had tried to attack the police with a knife.

The chief minister also highlighted the need for proper monitoring of biometrics attendance, improved internet and mobile connectivity in the interior parts, provision of sustainable livelihood, etc. The chief minister said that the government has plans to make up for the vehicle shortage for officials, adding that not only the SDOs and other officers but their staff also need to reach their offices. He said that bus services along different routes have already started and if required, more buses can be added. BRO completes excavation of Nechiphu tunnel in Arunachal ITANAGAR, MAY 20 (PTI): Border Roads Organisation (BRO) on Friday completed the excavation of Nechiphu tunnel in West Kameng district of Arunachal Pradesh. The last blast was initiated by BRO Director General Lt Gen Rajeev Chaudhury virtually, Tezpur-based Defence spokesman Lt Col A S Walia informed. The 500 m Nechiphu tunnel between Km 82 to 88 along the BaliparaCharduar-Tawang Road, which connects Balipara in Assam to Tawang in Arunachal Prdesh bordering China, is located at an altitude of 5700 ft. “This is one of the many tunnels conceived by BRO along border areas to improve

The tunnel has been constr ucted by cutting through fragile Himalayan mountains with highly fractured rock under low overburden through strict 3D monitoring and through
proactive application of desired tunnel support system. The new Austrian tunneling method has been used to achieve construction at a fast pace. BRO personnel created a record on the tunnel by excavating 100 m in just 40 days, defence spokesman said. The tunnel will be provided with a state-of-the-art electro-mechanical system including fire fighting devices, auto illumination system and SCADA controlled monitoring systems. It will also accommodate raised footpaths on both sides for safer pedestrian movement which will have ducts to pass power cables, OFC cables and utility lines to strengthen the civic amenities infrastructure.

to stick to the matters of development. “We have been seeing how the ecosystem of some parties is trying with their full strength to distract the country’s attention from its main issues. We never have to fall in the trap of these parties,” Modi added. Noting that the 75th year of Independence, is being observed by the government as “Azadi ka Amrit Utsav”, he said the country is setting itself the goals for the next 25 years and added that this is also the time for the BJP to fix its goals for the next 25 years and work continuously for them. stored post-2014. “This month, the NDA government will complete eight years. These eight years have been of resolutions and accomplishments. These eight years have been committed to service, good governance and welfare of the poor,” he said. Modi said the eight years have been of the fulfillment of the expectations of small farmers, labourers and the middle class. “These eight years have been of the country’s balanced development, social justice and social security. These eight years have been dedicated to the empowerment of mothers, daughters and sisters,” he said. The BJP government post-2014 has restored the faith of the people in the government, its systems and its delivery mechanism, that had been lost earlier, the prime minister added. Modi said the world is looking at India with great expectations. “Similarly, in India, the people have a special affection for the BJP. The people of the country are looking at the BJP with great faith and hope.”
Day after SC sentencing in road rage case, Sidhu surrenders before court PATIALA, MAY 20 (PTI): Congress leader Navjot Singh Sidhu surrendered before a court here on Friday, a day after being sentenced to one-year rigorous imprisonment by the Supreme Court in a 1988 road-rage death case. “He has surrendered before the court,” Sidhu’s media advisor Surinder Dalla told reporters outside the court. Officials said Sidhu was taken for a medical examination and he will be lodged in a jail here. Accompanied by some party leaders including Navtej Singh Cheema, the 58-year-old Sidhu reached the district court, which is closed to his house, in the afternoon. Cheema drove Sidhu, who was in a dark-coloured ‘pathani suit’, to the court in an SUV. (PTI) NEW DELHI, MAY 20 (PTI): The CBI has registered a fresh FIR against former Bihar chief minister Lalu Prasad and family members for allegedly taking over one lakh sq ft land in Patna from candidates in return for group D jobs in Railways during 2004-09 when he was the railway minister in the UPA government, officials said Friday. Following the registration of FIR on May 18 by the Economic Offences wing of the CBI, the agency
started a search operation at 16 locations in Delhi, Patna and Gopalganj at the premises of Prasad, his family members and other accused. The CBI has named Prasad, his wife Rabri Devi, and daughters Misa Bharti and Hema Yadav, in addition to 12 people who were given jobs in Railway zones of Mumbai, Jabalpur, Kolkata, Jaipur, Hajipur, the officials said. The central agency had registered a preliminary enquiry on September 23, 2021
related to the land-for-jobs scam in Railways. The candidates were appointed as substitutes in group D positions within three days of applying in “undue haste” by Railway officials and were later regularised “in lieu thereof the individuals themselves or their family members transferred their land”. The transfers were made through three sale deeds in the name of Rabri Devi and one in the name of Misa Bharti and two gift deeds in the name Hema Yadav. One sale deed was executed in the name of a company A K Infosystems Private Limited in which Rabri Devi became a majority shareholder in 2014 and currently one of the directors of the company, the FIR alleged. Lalu Prasad’s family allegedly paid Rs 3.75 lakh to Rs 13 lakh for the lands acquired by them which according to circle rates were approximately valued at Rs 4.39 crore, the CBI alleged.
NEW DELHI, MAY 20 (PTI): The Supreme Court Friday transferred the civil suit filed by Hindu devotees on Gyanvapi mosque from civil judge (senior division) to district judge, Varanasi saying looking at the complexities and sensitivity of the issue, it is better for a senior judicial officer to handle the case. A bench of Justices DY Chandrachud, Surya Kant, and PS Narasimha said that it is not casting any aspersion on the civil judge (senior division) who was earlier dealing with the suit. The top court directed the district judge to first decide the application under Order 7 Rule 11 of CPC (on maintainability) filed by the Mosque committee saying the civil suit is barred by a law of Parliament be decided upon the

The Allahabad High Court on Friday adjourned the hearing on the Kashi Vishwanath temple-Gyanvapi mosque issue till July 6. After hearing a lengthy petition filed by the Anjuman Intazamiya Masjid of Varanasi and other connected matters, Justice Prakash Padia adjourned the hearing of the case till July 6. The original suit was filed in the Varanasi district court in 1991, seeking restoration of an ancient temple at the site where the Gyanvapi mosque currently stands. On April 8,
2021, the Varanasi court of civil judge (senior division) had ordered a fivemember committee comprising two Hindu, two Muslim members and an archaeological expert, to oversee a “comprehensive physical survey” of the centuries-old Gyanvapi mosque complex. The petitioners challenged the order passed by the Varanasi court in the high court, saying it was illegal and without jurisdiction as the high court had reserved its judgment on the maintainability of the suit pending in the Varanasi court.

Victims of terrorism
M
ay 21 is observed as National Anti-Terrorism Day in India, for it was on this day that former prime minister Rajiv Gandhi was assassinated in 1991 in a brutal act of terror that shook the world. Rajiv Gandhi was assassinated by a suicide bomber belonging to the terror outfit -Liberation Tigers of Tamil Eelam (LTTE)- at Sriperumbudur, 50 km from Chennai, at 10.20 pm at an election rally. He was targeted by the LTTE because he turned against it by sending Indian armed forces to aid the island nation. To commemorate the day, the government of India observesit as Anti-Terrorism Day every year. The purpose of the Anti-Terrorism Day is to wean the youth away from terrorism and violence by highlighting the sufferings of common people and showcasing how it is a direct threat to national security. On that day, all government officials will take the following pledge: “We, the people of India, having abiding faith in our country’s tradition of non-violence and tolerance, hereby solemnly affirm to oppose with all our strength, all forms of terrorism and violence. We pledge to uphold and promote peace, social harmony, and understanding among all fellow human beings and fight the forces of disruption threatening human lives and values.” The LTTE had been tagged as an international terror outfit. The UK had listed it as terror outfit while it was banned in India. On April 25, 2006, after LTTE tried to assassinate Sri Lankan Army Commander Lieutenant General Sarath Fonseka, the European Union proscribed the LTTE as a terrorist organisation. The LTTE continued with its brutal acts of detonating explosives and assassinations throughout Sri Lanka, killing high profile politicians and civilians. Eventually the bloody trial of death and mayhem by the LTTE ended in 2009 after Sri Lankan army decimated the outfit after a year-long war. The act of assassination of unarmed civilians by outfits that profess to fight for a political cause, does not shield any involved of being charged with acts of terror. Those who indulge in terrorism deride and abuse the freedom that society offers. Terrorism is defined in the Oxford Dictionary as “the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims.” On the other hand, the Global Terrorism Database (GTD), defines terrorism as “acts of violence by non-state actors, perpetrated against civilian populations, intended to cause fear, in order to achieve a political objective.” In India, terrorist acts continue to be perpetrate against the people and the state by terror squads from across the Pakistani border. Whether it is purportedly ethno-nationalism or religious reprisal, or left wing movement all acts committed against unarmed civilians and leaders are terrorist acts. Those who espouse terror defend such acts on the ground that it is justified as means to an end. The key problem is that terrorism is difficult to distinguish from other forms of political violence and violent crime, such as state-based armed conflict, non-state conflict, one-sided violence, hate crime, and homicide. Some governments use repressive methods to confront acts considered terrorism. It is like an act where terror is used to fight terror. A case in point is the colonial and repressive law – Armed Forces(Special)Powers Act, 1958 that has aroused much resentment especially among people in the north east in India. Being ever vigilant from the security angle and also spreading awareness on terrorism are acceptable and effective means to fight spread of terror.

We fail because we are ignorant of the way God has made us, and we blame things on the devil that are actually the result of our own undisciplined natures. Just think what we could be when we are awakened to the truth! There are certain things in life that we need not pray about— moods, for instance. We will never get rid of moodiness by praying, but we will by kicking it out of our lives. Moods nearly always are rooted in some physical circumstance, not in our true inner self. It is a continual struggle not to listen to the moods which arise as a result of our physical condition, but we must never submit to them for a second. We have to pick ourselves up by the back of the neck and shake ourselves; then we will find that we can do what we believed we were unable to do. Wrong approach will bring no solution: NSCN (I-M)
I
n pursuit of Naga political solution that is getting more sensitive with every passing day what is crucially important is to follow correct approach. No doubt the picture of SC. Jamir appearing again and again is a sort of discomfort for NSCN. Because he has proved himself as cunning, scheming and devious man who put himself in the center of the show in the past and desperately attempting to place himself in the same role that was rejected and condemned by Naga people after he messed up the Naga issue by bringing the 16 Point Agreement without consulting the stakeholders (Naga national workers) who really matters at that particular point of time. The bloodshed and killings that followed after the 16 Point Agreement is a matter of historical record. All the discords and factional clashes are rooted in this anti-Naga divisive agreement with Jamir as one of the architects and the only survivor architect today. He was also the per-
son who denied Jawaharlal Nehru from meeting A.Z. Phizo. It was Nehru who sensed something missing in 16 Point Agreement that may ultimately obstruct Naga solution that reflects Naga people’s rights. What is to be noted is if the Government of India is sincerely interested to solve the intricate Naga political issue, it would do much good to avoid hobnobbing with person who no longer represents the voice of the Naga people. The very person who has vouched strongly to defend the interests of India rather than Naga people’s political interest have no moral authority to speak for the Naga political rights as he doesn’t represents the Naga political interest anymore. This also goes against the essence of Indo-Naga political talks. The Second Indo-Naga Ceasefire of 1997 was signed to correct the political mistakes of the past like 16 Point Agreement and Shillong Accord by accepting to follow political process after having tasted the bitter and bloody military conflict with the Naga political
movement spearheaded by National Socialist Council of Nagalim (NSCN). The NSCN leaders came back from abroad on the invitation of the GOI with all sincerity for political talks after they pointed out that the 16 Point Agreement was just a futile exercise except to generate bloodshed and wars between India and Nagas and need to be corrected by another agreement. The 16 Point Agreement that created Nagaland state covers only16000 sq.kms. leaving out the rest of the Naga areas covering more than 100000 sq.km. What happened after the Shillong Accord of 1975 was signed? Nothing good comes out other than adding fuel to the fire ignited by the 16 Point Agreement. It is now up to the Government of India whether it will choose to go with the condemned past agreements by taking the advice of the surviving architect of the 16 Point Agreement or to go with the Framework Agreement that was loudly highlighted before the world and thereby finalize the
Indo-Naga political issue once and for all. NSCN also put on record that it is never opposed to early solution except to make it honorable and acceptable. We understand the pressing situation where people are over burdened with multiple factions and taxations and which can only see the end once early Naga solution materialize. Ironically, these factions are not created by Nagas themselves. It was the Government of India who created it in order to burden the Naga public with the sinister design to pull down the Naga nationalism. However, the Naga settlement must be permanent and honorable as the Nagas cannot afford to make another mistake in accepting a settlement which does not guarantee secured future of the Naga people as well as complete eradication of taxes in the name of Naga political struggle. It may be recalled that the then prime minister of India, Narasimha Rao who initiated the first move in 1995 to go for Naga solution made an honest beginning to
solve Naga issue when he was good enough to admit that Naga issue has to be processed with the group who hold the issue. What is of critical importance is that what has begun well should not be made to flitter by leaning on the wrong people. This is no longer the 1960s to allow scheming people like Jamir to manipulate Naga issue. This kind of approach, instead of reaching permanent peaceful solution the situation will go from bad to worse. The habitual betraying character of S.C. Jamir is on record and never forgotten. During the 1998 when the Naga people cried for Naga solution and not election, the Congress in Nagaland under S.C. Jamir went against the will of the people and put themselves in Nagaland Assembly without the mandate of the Naga people. If this Indian agent and traitor to the Naga cause had not obstructed the meeting of Nehru and Phizo Nagas relationship with India would have been in a much better level. Had the call of the people to
boycott election in 1998 not betrayed by Congress led by this man, the Indo-Naga political relationship would not be in this present status. For Jamir, having rendered himself obnoxious to the Naga issue, Naga people will no longer appreciate his pretentious attitude. He is a person who have no respect for the God’s given rights to the Naga people and no matter how loud he speaks on Naga solution with a handful of people by his side, that doesn’t represents the voice of the Nagas. He defended the sovereignty and integrity of India in the ugliest manner by taking the lives of many Nagas and for which he was decorated with Padma Bhushan. NSCN abhor this type of insulting behaviour against the Nagas. And such people should not keep meddling in Naga issue as if it is his personal fieldom. Time’s up for Jamir on Naga issue. W
hat is heavy metals’ contamination? The heavy metals’ contamination in the water would be read within the general frame of environmental pollution, which has become an eminent threat to the living beings of the earth. And, in the simplest term heavy metals can be defined as the health hazardous chemicals or elements which are heavier than water. This form of pollution is stressed to land, water, sky and overall ecology. The pollution can broadly be categorized as Air Pollution, Water Pollution, Soil/Land Pollution, Noise Pollution, Radioactive Pollution and many more. This form of pollution can be defined as the substances which are harmful to human beings and other living beings in a higher scale, which eventually reduces the quality of our environment. Among various pollutions, which we have witnessed globally today, water pollution is also a major challenge. Water pollution poses a great threat to all the living beings including human. And, it also plays a serious role in the global climate change. There are various ways of contaminating these harmful substances (heavy metals) in the water. The common ways which we have been witnessing in daily life include; due to rapid urbanization – improper sewage disposal, fertilizer run-off, oil spills, chemical waste dumping from factories, radioactive waste can be mentioned among many. Among the various forms of the water pollution, contamination of chemical waste into the water is a major health concern. Such contamination can hamper important biological activities in plants and microorganisms too. Chemical contaminants in the water can be broadly be categorized as two types, that
is; heavy metal pollutants and organic pollutants. Organic pollutants It has a wide variety together with varied range of toxicities, such as waste from the organic dyeing industry, plant and animal pharmaceuticals’ waste, personal care products’ waste, agricultural chemicals (organic pesticides and organic herbicides) as well as petroleum pollutants. All these examples can affect to our health, and to the overall ecology in multiple ways. Many of these pollutants contain the endocrine disruptive chemicals which can act as an external agent interfering in hormonal activities of the human beings. Moreover, this can affect the normal homeostatic reproduction, reproductive system disorders, endocrine disruptions, which ultimately lead to obesity and cancer. Among the organic pollutants, organic dyes are chemical soluble in water and considered as carcinogenic and mutagenic. They are frequently used in industries such as textile, food, paper, cosmetics (like hair dye), etc. Such dyes dissolved in water bodies, and it can obstruct the penetration of sunlight resulting in the reduction of oxygen presence in the water bodies. This can lead to the death of various plants and microorganisms and disrupts the ecosystem. Human beings are frequently exposed to the toxicity of these dyes through various ways. Examples can be mentioned, such as consumption of vegetables and fish which have already consumed these toxic chemicals. Heavy Metal Pollutants Heavy metals are elements which are generally heavier than water. Heavy metals including cobalt (Co), copper (Cu), chromium (Cr), iron (Fe), magnesium (Mg), manganese (Mn), molybdenum (Mo), nickel (Ni),
selenium (Se) and zinc (Zn) are essential trace elements necessary for various biological and physiological processes in human beings. While, other metals such as aluminium (Al), antinomy (Sb), arsenic (As), barium (Ba), beryllium (Be), bismuth (Bi), cadmium (Cd), gallium (Ga), germanium (Ge), gold (Au), indium (In), lead (Pb), lithium (Li), mercury (Hg), nickel (Ni), platinum (Pt), silver (Ag), strontium (Sr), tellurium (Te), thallium (Tl), tin (Sn), titanium (Ti), vanadium (V) etc. are considered non-essential. Among the non-essential metals; arsenic, lead, mercury, cadmium, chromium etc, are known for their high toxicity and carcinogenic to health in various forms. Several health issues including mild eye, nose and skin irritations, severe headache, stomach ache, diarrhea, hematemesis, vomiting, dizziness to organ dysfunction such as cirrhosis, necrosis, low blood pressure, hypertension, and gastrointestinal problem and many more, can occur to human beings. These metals are known to be dangerous pollutant in the drinking water for their serious health implications. (I) Arsenic mostly exists in inorganic forms. Contamination of arsenic occurs via soil erosion, volcanoes and industrial products. Several industrial products such as insecticides, herbicides, fungicides, algicides, sheep dips, wood preservatives, and dyeproducts are major sources. The presence of arsenic in drinking water above 10 microgram per litre (WHO guidelines) can cause poisoning to the blood, central nervous system, lung and skin cancer, breathing problems, vomiting and nausea etc. The countries like India, Bangladesh, Taiwan, China, Brazil, Chile, Thailand, and so on, are suffer-
ing with the problems of arsenic contamination in the drinking water. (II) Lead is generally contaminated into the environment through burning of fossil fuels, mining, manufacturing industries, etc. Industrial products including lead-acid batteries, ammunitions, metal products (solder and pipes), and devices to shield X-Rays as well as agricultural products are the main sources of lead for contamination in the environment. Drinking of water contaminated with lead content more than 0.1 milligram per litre (Regulation of water quality, India) can become toxic to the human body. Toxicity of Lead can affect the nervous system, kidneys, hypertension, and reproductive system. Exposure to lead also causes irreversible brain damage. (III) Mercury is another metal which is considered to be highly toxic in its various forms such as mercury vapor, inorganic mercurous, mercuric and organic mercury compounds. Naturally, mercury is contaminated in the environment through volcanic, eruption, weathering of rocks and soils. However, the extensive use of mercury in the industrial production such as electrical products, caustic soda, nuclear reactors, antifungal agents for wood processing, as a solvent for reactive and precious metal, and as a preservative of pharmaceutical products; causes to direct mercury contamination in the water. Contamination of mercury more than 0.004 milligram per litre (Regulation of water quality, India) in the drinking water can severely lead to serious health concerns as all forms of mercury are toxic. The effects of mercury exposure can bemutagenic affects, gastrointestinal toxicity, neurotoxicity, and nephrotoxicity.
(IV) Cadmium is introduced into the environment in various ways. This includes metal-ore refining, industrial products including alloys and electronic compounds, cadmium containing phosphate fertilizers, detergents and refined petroleum products. Nickel-cadmium based rechargeable batteries are also sources of cadmium contamination. The permitted cadmium concentration in the drinking water is up to 0.001 milligram per litre (Regulation of water quality, India). Exposing to the higher content of the cadmium than the permitted in the drinking water can lead to serious damage to kidneys and bones, Bronchitis, emphysema, anemia, renal dysfunction, bone degeneration, liver and blood damage. Sufficient evidence is also available for its carcinogenicity. (V) Chromium also gets contaminated into the environment through natural processes such as volcanic eruptions, geological weathering of rocks, soils and sediments as well as anthropogenic sources. Its largest source is the release of the chromium from industrial establishments. This includes metal processing, stainless steel welding, chrome pigment production, etc. It directly leads to the contamination in water due to the huge release of wastewater containing chromium from these industries. Drinking water containing chromium concentration higher than 0.1 milligram per litre (Regulation of water quality, India) can cause multi organ toxicity such as renal damage, allergy and asthma, cancer of the respiratory tract can be mentioned among many. Fault lines widening amongst Indian Muslim religious leaders

ecent outreach activities by Muslim leaders across India relays very disturbing and hopeless signs, instead of formulating a strategy to unify the Indian Muslims, these leaders are hell bent on further dividing them in various denominations and groupings. As per the reports based on first-person accounts and news circulating on various social media platforms, the Indian Muslims across the country are worried about their and their future generation’s future in the country. The community as a whole is living under a siege mentality and is unable to fathom how to proceed further. One positive fallout of this stress is that now the common Indian Muslim is ready to come out
on the streets and demands his rights and stand against the forceful establishment, in absence of any leadership. This change amongst the common Indian Muslims started in 2019 after the finalisation of the Citizenship Amendment Act (CAA). The protests, which started from Delhi’s Shaheen Bagh, soon spread to many other cities. A novel feature of most of these protests was that Muslim women were at the forefront of these demonstrations. More recently, after the bulldozer politics started in certain Indian states, Muslims in many cities came out once again against the establishment and stood in solidarity with one another. However, one incongruous fact, which has emerged from these de-
velopments, is the absence of any Muslim leader, with an all-India appeal, leading these movements or even coming out in support of these people movements. This once again proves the point that after 1947 the Indian Muslims have been betrayed by their own leaders -- both religious and political. The fact remains that the so-called religious leaders are busy in amassing wealth in the name of the religion and expanding their personal empires. In addition, the social and political leaders pay lip-service to the Muslims’ sentiments and just appear at the right moment to get their mug shots for the photos and videos, making sentimental not practical statements, whilst engaged in serving
their political masters and enjoying their political and financial patronage. However, a rather more worrying is the fact that recently some Muslim leaders have come out to speak against the establishment and its anti-Muslim policies, but in fact their main aim is not to vilify the establishment, but to vilify their religious opponents and divide the community on fissiparous tendencies. Last week, one such conference was held in Hyderabad, Telangana. The main organisers and speakers at the conference looked more intent on creating divisions within the community, instead of offering any cohesive, forward looking and practical plan to counter the anti-Muslim narratives and
operations. The reports say that most of the speakers at the conference were intent on blaming different international organisations like the Muslim Brotherhood, Ikhwan, Al Qaeda and ISIS for the current plight of Indian Muslims, which sounds so incongruous! I fail to comprehend how these scholarly figures were able to draw any parallel between the international organisations and Indian Muslims. Even to make any connection of the Indian Muslims with these organisations is to make them more unsafe and open to a whole lot of criticism, added to the fact that Indian Muslims might be sympathetic to these organisations but they have never been and nor will be associ-
ated with these organisations, and so far no evidence-based study has been able to link the two. So in affect these leaders in the name of serving the Muslim cause were making them vulnerable to more attacks. One of the leaders even went to the extent of urging the Indian Muslims to connect with the rulers and the governments, as per the proper methodology of Islam and to advise them, instead of uprisings and protests to dethrone them and occupy their seats. Kishor predicts Congress rout in Gujarat, Himachal

PATNA, MAY 20 (PTI): Political strategist Prashant Kishor on Friday asserted that the Congress was facing an “impending electoral rout” in Gujarat and Himachal Pradesh, states ruled by the BJP where assembly polls are due later this year. The I-PAC founder, whose proposed induction into the Congress for reviving the grand old party proved to be a non-starter, also expressed the view that the recent ‘chintan shivir’ could not achieve “anything meaningful”. “I have been repeatedly asked to comment on the outcome of #UdaipurChin-
tanShivir...in my view, it failed to achieve anything meaningful other than prolonging the status quo and giving some time to the Congress leadership, at least till the impending electoral rout in Gujarat and HP!” Kishor tweeted. Kishor, whose muchpublicised blueprint for reviving the Congress turned out to be a non-starter, has since launched a political movement ‘Jan Suraaj’, aimed at transforming the politics in his home state of Bihar. The I-PAC founder, who shot to fame after handling the tremendously suc-
cessful election campaign of Narendra Modi in 2014, had previously worked with the Congress in 2017 in Uttar Pradesh and Punjab. While in UP, where Kishor complained that his advice was never heeded, the Congress came a cropper, in Punjab the party wrested power from the Akali Dal-BJP combine under the leadership of Amarinder Singh, who quit the party at the end of his chief ministerial tenure. Kishor’s impressive clientele includes, most notably, West Bengal Chief Minister Mamata Banerjee who trounced the BJP in a high-voltage assembly election held last year. In Bihar, he had in 2015 helped the alliance of archrivals Nitish Kumar and Lalu Prasad, which included Congress as a junior partner, win a handsome victory in assembly polls that had dealt a heavy blow to the image of invincibility the BJP-led NDA had come to enjoy following the Lok Sabha polls a year earlier.

NEW DELHI, MAY 20 (PTI): The Congress on Friday questioned the silence of Prime Minister Narendra Modi on China reportedly creating infrastructure for its military in Ladakh, and said he should openly talk about the Chinese “occupation” and forget about his “fake image”. The party was reacting to reports of China building a second bridge over the Pangong Tso lake in eastern Ladakh. People familiar with the Chinese construction on Wednesday had said that the new bridge is being built in an area that is over 20 km from the Line of Actual Control (LAC). Expressing concern over the matter, Congress spokesperson Pawan Khera said the Ministry of External Affairs should clarify whether China has “occupied” Indian territory. “It is a very serious issue of concern for each one of us and we would call upon the prime minister to forget about his own image, think about the country, think about the brave army, which braving all odds of weather and of the enemy

NEW DELHI, MAY 20 (PTI): The Supreme Court on Friday ordered sharing of the sealed cover report of a three-member inquiry commission on the encounter killings of four accused in a case of gang-rape and murder of a veterinarian in Hyderabad, and transferred the matter to the Telangana High Court for further action. A bench comprising Chief Justice N V Ramana and Justices Surya Kant and Hima Kohli did not agree to the submissions of senior advocate Shyam Divan that the report be kept in a sealed cover. “This relates to the encounter case. There is nothing to keep here. The Commission has found someone guilty. We want to send the matter to the high court,” the bench said. “We have to send the case back to the high court, we cannot monitor this case. A detailed report is submitted. Question is what is the proper action to be taken. They have made some recommendations,” the bench said, adding, “We direct the commission secretariat to

In the previous trade, the precious metal finished at Rs 50,377 per 10 grams. Silver also rallied Rs 585 to Rs 61,657 per kg from Rs 61,072 per kg in the previous trade. Sri Lanka defaults on debt for the first time
COLOMBO, MAY 20 (PTI): Sri Lanka has defaulted on its debt for the first time in the country’s history as the island nation struggles with its worst financial crisis triggered by global shock waves from the pandemic and the war in Ukraine, according to media reports. Sri Lankan Central bank governor P Nandalal Weerasinghe said on Thursday that the country had fallen into a “pre-emptive default” on its debts after the expiry of a 30-day grace period for missed interest payments on two of its sovereign bonds. It is the first default by an Asia-Pacific nation this century, according to the credit rating agency Moody’s. It comes after a 30-day grace period to come up with USD 78 million of unpaid debt interest payments expired on Wednesday. Later on Thursday, two of the world’s biggest credit rating agencies also said Sri Lanka had defaulted, the

Sri Lanka has already suspended repayments for inter national sovereign bonds, commercial bank loans, Exim bank loans, and bilateral loans. However, multilateral lenders and senior creditors were excluded. The debt-ridden country is now negotiating a loan with the IMF. The IMF on Friday said that it remains committed to helping Sri Lanka in line with its policies and is in talks with stakeholders to support a timely resolution of the economic crisis in the country. “There’s currently a virtual IMF staff mission engaged in those technical talks with the Sri Lankan authorities, and we expect that to continue that mission to continue through May 24. So we remain committed to helping Sri Lanka in line with the IMF policies and
will engage with stakeholders in support of a timely resolution of the crisis that is being faced there,” International Monetary Fund spokesman Gerry Rice said. Sri Lanka had to pay USD 106.34 million this year but only managed to pay USD 12.4 million by April. In the month of April, the two sides convened their first round of talks at the IMF headquarters in Washington. Sri Lanka is hoping for a Rapid Finance Instrument (RFI) facility as well as a larger Extended Fund Facility (EFF) from the international financial body to help it deal with its foreign currency shortages, which have triggered an economic crisis. In the last meeting, the IMF assured to help the country with an amount of USD 300 million to USD 600 million. Weerasinghe said on Thursday that the nation has announced a pre-emptive default.

LAUSANNE, MAY 20 (AGENCIES): Not all Russians should be blamed for their government’s decision to invade Ukraine and that includes Russian members of the International Olympic Committee, IOC president Thomas Bach said on Friday, defending his decision not to sanction them. The IOC has called on international federations to move events from Russia and ban Russian and Belarusian athletes and officials from competitions. It has, however, not sanctioned or banned Russian members who sit on the IOC from taking part in Olympic meetings despite widespread calls to do so and has also not sanctioned the Russian Olympic Com-
mittee. “There is no justice if you paint everyone with the same brush,” Bach said in his speech to the IOC session. “This would even be counter-productive because it would play into the propaganda of those who claim that sanctions are just a part of a wider conspiracy directed against their country.” Russia, host of the 2014 Sochi Winter Olympics, currently has two IOC members with former pole vault Olympic champion Yelena Isinbayeva and Shamil Tarpishchev both eligible to take part in Friday’s virtual session. Long-time for mer member Vitaly Smirnov is an honorary IOC member.
Former Russian Olympic Committee chief Alexander Zhukov is currently the State Duma’s First Deputy Chairman. “This war has not been started by the Russian people, the Russian athletes, the Russian Olympic Committee or the IOC members in Russia,” Bach said. The IOC has said its members from Russia were not representatives of their country in the IOC but rather representatives of the IOC in their country. Ashwin remained unbeaten on 40 off 23 balls as RR completed the chase of 151 with two balls to go, grabbing the second place to set up a blockbuster clash with Gujarat Titans in the first play-off next Tuesday. Moeen Ali top-scored for CSK with a 57-ball 93 before RR staged a remarkable comeback to restrict the yellow brigade to 150 for six in the allotted 20 overs. Young Yashasvi Jaiswal (59 off 44 balls) got RR off to a brisk start with back-to-back boundaries off Mukesh Choudhary in the innings’ first over. In fact, by the time the first over of their innings came to an end, RR qualified for the play-offs on net run rate, leaving Royal Challengers Bangalore and Delhi Capitals to fight for the fourth spot. CUNEO (ITALY), MAY 20 (AGENCIES): Frenchman Arnaud Demare won his third stage at this year’s Giro d’Italia with a welltimed sprint at the end of stage 13, a 150km ride from San Remo to Cuneo, on Friday. Sprint leader Demare (Groupama–FDJ) once again proved dominant as he pipped Phil Bauhaus (Bahrain Victorious) to the finish line with Britain’s Mark Cavendish (QuickStep Alpha Vinyl) coming home in third. Spaniard Juan Pedro Lopez retained his 12-second overall lead to hold on to the pink jersey. BANGKOK, MAY 20 (IANS): Double Olympic medallist PV Sindhu advanced to the women’s singles semi-finals of the Thailand Open 2022 by knocking out world champion Akane Yamaguchi of Japan, here on Friday. Sindhu, a former world champion, defeated the world No 1 Japanese shuttler 21-15, 20-22, 21-13 in the quarterfinals of the BWF Super 500 event at the Impact Arena. In the first game, Sindhu and Yamaguchi matched the energy and were levelled at 14-all. The Indian ace won the next five points and went on to take a 1-0 lead in the match. M I A M I , M AY 2 0 (AGENCIES): Marcus Smart returned from injury to spur his Boston Celtics side to victory over the Miami Heat, levelling the Eastern Conference finals at 1-1. A superb all-round effort from Smart saw him contribute 24 points, 12 assists and nine rebounds in the Celtics’ 127-102 win in Florida. Jayson Tatum topscored for the Celtics with 27 points, while Jimmy Butler led the Heat with 29. Smart, who sat out game one with a foot injury, said: “I was pumped.” He added: “I felt bad that I couldn’t be out there
with my team-mates and go to battle with them. Butler had scored 41 points in game one of the series but was hounded by Smart - who scored five three-pointers - on Thursday. Butler said: “This has to hurt. They tried to embarrass us, they did embarrass us. Game three of the best-of-seven series is on Saturday (01:30 BST Sunday) in Boston.
