NEW DELHI, JUL 20 (AGENCIES): The Supreme Court on Tuesday stayed proceedings against 30 army personnel booked by the State police in connection with the killing of 14 civilians in Nagaland’s Mon district in December 2021. According to Bar and Bench, an online portal, a Bench of Justices Indira Banerjee and V Ramasubramanian also recorded that the death of a paratrooper during the incident had not been investigated yet. The Court was hearing two pleas, one of which was filed by Anjali Gupta wife of Major Ankush Gupta, who was one of the army officers booked by Nagaland Police. The petitioner sought quashing of the concerned first information report (FIR), the findings and recommendations of the Special Investigation Team (SIT) appointed by the State government, and all other

C O L O M B O, J U L 2 0 (PTI): Veteran politician Ranil Wickremesinghe was on Wednesday elected as Sri Lanka’s President by lawmakers, in a rare move that could provide continuity for crucial discussions with the IMF for a bailout deal for the cash-strapped nation but a development that has angered anti-government protesters who renewed their demand for his resignation. The 73-year-old Acting President and six-time former prime minister won a parliamentary ballot after his predecessor Gotabaya Rajapaksa fled the country amid escalating protests against his government over an unprecedented economic crisis marked by acute shortages of essentials like fuel, medicine and food. Ranil secured 134 votes in the 225-member House. His comfortable victory with the backing of Rajapaksa’s Sri Lanka Podujana Peramuna party also showed that Rajapaksa family’s firm grip on political power despite the resignations of President Gotabaya Rajapaksa, former prime minister Mahinda Rajapaksa and former finance minister Basil Rajapaksa in recent weeks. On December 4, 2021, two firing incidents occurred in the Tiru-Oting region. The first incident took place around 4:26 pm, and six persons were killed. In the second incident, which followed a few hours later around 9.55 pm, seven villagers were killed. The security forces had mistaken

them for militants, following an intelligence tip-off on the likely movement of militants. The NHRC had filed a complaint against the Army personnel. Further, the Nagaland Police constituted a special investigation team to investigate the incident, which after the probe, filed a chargesheet against the 30 army personnel. The Nagaland government then sought the permission of the Union government to act

against the persons named in the chargesheet. The petitioner claimed that the officials were only “performing their bonafide duties as directed by the Union of India, but the SIT so constituted to conduct a free and impartial investigation into the said incident has acted in a completely arbitrary, unilateral and illegal manner, by picking and choosing the evidence available before it to appease the public outcry and to assuage the concerns of the chose few (sic).” It was contended that the SIT attributed criminality to the accused “in its zest” to conclude the probe and appease a section of society on the basis of a “lopsided investigation”. The plea accused the SIT and State functionaries of having turned a blind eye to the safety of the accused and their family members by revealing their personal

information. Further, intelligence received by the accused was not taken cognisance of. Despite being personnel protected by the Armed Forces Special Powers Act and the Army Act, they are being proceeded against under the Criminal Procedure Code instead, it was pointed out. The petition was filed through advocate Astha Sharma. According to a report by The Wire, the Army Major, heading the operation, knew for about 50 minutes that they had taken the wrong route. The officer discarded the information and ordered his men to carry out the operation. The SIT, in its report, claimed that “all victims were shot with the clear intention to kill”. The Wire, citing forensic report, said all victims were shot multiple times from close range and suffered injuries on their upper bodies.

Ink agreement without delay: NGBF NTC calls for early solution

DIMAPUR, JUL 20 (NPN): Nagaland GB Federation (NGBF) has welcomed the four-point resolution adopted by the Parliamentary Core Committee on Naga Political Issue (PCCoNPI) on July 16, 2022, saying the resolution came “at a right time” for the people of Nagaland. In a press release, NGBF president Sahlem Konyak, general secretary Shikuto Zalipu and media secretary Akhu Naga said that the fourpoint resolution was “essentially an unmistakable appeal” to the Government of India to sign the agreement with Naga negotiating groups, which “formally concluded political talks on 31st October 2019.” Since the elected representatives of Nagaland have officially promised to facilitate and pave the way in the event of a political solution, NGBF expressed belief that it was “an appropriate moment” for the Prime Minister Narendra Modi to fulfill his assurance to the Naga people. Maintaining that the political leadership of India was “now a torchbearer of the democratic world”, the federation said the solution to “Indo-Naga” political problem would add to the statesmanship and stature of India. NGBF has, therefore, urged the government of India to “ink an acceptable and honorable Indo-Naga political agreement without further delay.”

Nagaland Tribes Council (NTC) has urged upon the Central government to immediately conclude the Naga peace process by reaching a solution on the basis of conclusion of the peace talks on October 31, 2019 before the 2023 State Assembly elections. The council in a press release said the objective of Naga Political Groups (NPGs) entering into ceasefire with the Government of India, and under which peaceful environment had prevailed for years, was to arrive at a logical solution. All those official engagements between the entities were not indeed meant for futile exercise, it stressed. While Naga people had now become weary and impatient in view of the political solution being overdue, NTC appreciated the timely interjection of the four-point resolution of the Parliamentary Committee on Naga Political Issue (PCNPI) as one of the facilitators. It welcomed each point of the resolution and congratulated the 60 MLAs for having rightly encouraged and admonished the political negotiators.

Covid-19: Centre asks states to strictly monitor home isolation cases

NEW DELHI, JUL 20 (PTI): Centre on Wednesday urged States and Union territories to strictly monitor home isolation cases of Covid-19 so that the patients do not intermingle in the community, while stressing on awareness regarding hometest kits through the rapid antigen test (RAT) for a timely identification of the disease. States were advised to conduct surveillance and report district-wise SARI (Severe Acute Respiratory Illness) and ILI (Influenza-like Illness) cases on a daily basis and also to send these for genome sequencing to the mapped INSACOG laboratories. They were advised to undertake test indicated proportion of international arriv-

als with genome sequencing of all the positive cases and identify sentinel sites for the Indian SARS-CoV-2 Genomics Consortium (INSACOG) network to send samples for whole genome sequencing, according to a statement issued by the health ministry. These directions were issued by Union Health Secretary Rajesh Bhushan as he chaired a high-level meeting on Wednesday to review the Covid situation in nine states-- Kerala, West Bengal, Tamil Nadu, Maharashtra, Assam, Andhra Pradesh, Himachal Pradesh, Mizoram and Arunachal Pradesh. Expressing concern regarding the surge in the number of cases in these states in

the last one month, Dr Vinod Paul, member (Health) NITI Aayog, said, “We need to be mindful that Covid is not gone... There is poor surveillance, poor testing and below-average vaccination in many states undergoing the present surge.” Bhushan underlined the critical Covid control and management strategies. All districts reporting a high positivity rate need to undertake adequate testing with a higher proportion of RTPCR tests. Any laxity will result in deterioration of the situation in these districts, he said. The states were also urged to send positive samples from large clusters and outbreaks in the community

The states need to be attentive to the changing pattern of clinical manifestation of hospitalised patients, Guleria said.

World Health Organization (WHO) warned on Wednesday that the world must be ready for new variants of the coronavirus as Covid-19 infections rise. Director-General Tedros Adhanom Ghebreyesus made the statement at a press conference amid the onset of new variants that are more transmissible, immune evasive and growing concerns about greater hospitalisations of Covid patients. Earlier, WHO chief scientist Soumya Swaminathan had warned about fresh Covid-19 waves. There is mounting evidence that suggests that Omicron subvariants –BA.4 and BA.5 – are infecting people who have been vaccinated against the infection.

The India Meteorological Department has predicted fairly widespread to widespread light to moderate rainfall with heavy falls very likely over Arunachal Pradesh, Assam, Meghalaya, Nagaland, Manipur, Mizoram and Tripura during the next five days. Arunachal Pradesh will also see isolated very heavy falls on 20 and 21 July. Most states in north India will also receive fairly widespread to widespread rainfall this week, as per forecast by the IMD. The Met department has said that the monsoon trough at mean sea level is near its normal position and is likely to stay there for the next two to three days. Also, a western disturbance as a cyclonic circulation lies over north Pakistan and its neighbourhood.

Over 1.63L Indians applied to give up citizenship in 2021 Nagaland logs 13 fresh Covid cases NEW DELHI, JUL 20 (AGENCIES): A record 1,63,370 Indian nationals renounced their citizenship in 2021, Minister of State for Home Nityanand Rai told the Lok Sabha Tuesday, reports The Print. The highest number of applications to renounce Indian citizenship, the data reveals, came from the United States, with 78,284, followed by Australia, with 23,533, Canada, with 21,597, United Kingdom, with 14,637, and Italy, with 5,986. The minister did not comment on the reasons for the record number, saying only that individuals renounced their citizenship

for “for reasons personal to them”. India, unlike some other countries, does not allow for dual citizenship — and all Indian nationals who acquire foreign nationalities are legally required to renounce their Indian citizenship. Although the law is not always enforceable, most Indians who acquire citizenship overseas voluntarily apply, an official at the Ministry of Home Affairs (MHA) said. Figures released by Ministry of External Affairs in September had shown a significant uptick in citizenship renunciation from 2020, when pandemic-related closures had led the num-

bers to fall to just 85,248, from 1,44,217 in 2019 — the highest until then. The new figures revise total number of people who have renounced their citizenship since 2017 from 8,81,254 to over 9,32,000. A senior official at MHA said the record numbers reflected a sharp drop in applications in 2020, likely because of pandemicrelated closures. “This isn’t some kind of sudden noconfidence vote in India,” the official said, adding: “The numbers only tell us many people who could not apply in 2020, did so last year.” Last year, the government had eased procedures

for Indians to renounce their citizenship, and enabled online applications. In 2020, the United States gave citizenship to 6,25,400 individuals. Indians made up 7.7 per cent of this number, or 48,125 people. The number of Indians who renounced their citizenship in both 2020 or 2021, though, is significantly higher than that number — suggesting that there has indeed been some accumulated backlog in applications. The data does not reveal when those who applied to renounce their citizenship, applied for their new nationalities.

DIMAPUR, JUL 20 (NPN): Nagaland on Wednesday recorded 13 fresh Covid-19 positive cases, pushing the total caseload to 35,641. Of the fresh cases, 10 were from Kohima and one each in Longleng, Mokokchung and Mon. The death toll remained unchanged at 764 (including 5 non-Covid deaths but with positivity). The state currently has 80 active cases, out of which 45 are in Kohima (all under home isolation- UHI) while Dimapur has 20 cases (10 admitted to Covid-19 hospital and 10 UHI). Phek has four cases UHI, three each in Peren and Longleng UHI,

two in Mokokchung (one admitted to Covid hospital and one UHI) and one each in Mon, Wokha and Zunheboto all under home isolation.

India’s active Covid-19 cases rise to 1,45,654

PTI: India added 20,557 new Coronavirus infections taking the total tally of COVID-19 cases to 4,38,03,619, while the active cases increased to 1,45,654, according to the Union Health Ministry data updated on Wednesday. The death toll climbed to 5,25,825 with 40 new fatalities, the data updated at 8 am stated.

NH submits memorandum to PM; calls for durable peace DIMAPUR, JUL 20 (NPN): Naga Hoho (NH) has called for “durable peace between India and Nagas in the spirit of peaceful co-existence as agreed in the Framework Agreement (FA)”. In a memorandum to Prime Minister Narendra Modi, signed by NH president HK Zhimomi and general secretary K Elu Ndang, the hoho said: “Naga people yearn for permanent peace with India during your time and partner together towards progress and prosperity of the two people.” NH recalled how the past agreements–– 9-Point Agreement of 1947, 16-Point

Agreement of 1960 with Naga People Convention and Shillong Accord of 1975– had failed to bring about lasting peace between the Government of India and the Nagas. Employing the same method to resolve the Naga issue would only breed more suspicion than understanding between the two parties, it cautioned. NH said Nagas have become very restive with the way peace talk has been conducted. It said that the signing of the historic Framework Agreement under PM’s guidance and leadership brought about great joy and hope to

the Nagas. However, seven years have passed since the signing of the agreement and instead of resolving the issue, the negotiation has run into brinkmanship, NH stated. “We anticipated the solution which could have arrived early had the Government of India translated the Framework into practical reality,” NH said. NH said that the Nagas were now polarized between the two agreements-- Framework Agreement of 2015 and the Agreed Position of 2017, adding that it was tragic that the long-cherished dream of Naga people to solve the

Naga political issue, which was then so close, was now apparently a distant dream. The memorandum reminded Modi that the current peace process was initiated by Government of India in 1997 with three conditions – i) that the talks should be unconditional, ii) should be at the highest level, i.e., the Prime Ministerial level and iii) the venue of the talks should be outside India, in the third country. While addressing the core issue of Naga political issue, NH said India with a strong global leadership with sensitivity to geo-political dynamics in the region should

realistically formulate a mutually agreeable proposal to resolving the protracted political conflict. As the nature of the case required and demanded a political solution, it urged the Prime Minister to demonstrate statesmanship and will to personally monitor the talks that were the only way forward to resolving the Naga issue. And in order to create a favourable environment for constructive engagement, the hoho demanded repealing of the infamous AFSPA of 1958 from all Naga-inhabited areas. (Cont’d on p-8)

The active cases comprise 0.33 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.47 per cent, the ministry said. An increase of 2000 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The daily positivity rate was recorded at 4.13 per cent while the weekly positivity rate was recorded at 4.64 per cent, according to the ministry. The number of people who have recuperated from the disease surged to 4,31,32,140 and the case fatality rate was recorded at 1.20 per cent.

Party will decide CM candidate, clarifies Azo DIMAPUR, JULY 20 (NPN): Reacting to the NPF press bureau press statement, wherein he was referred as NPF’s chief ministerial candidate, the Naga People’s Front NPF Legislature Party (NPFLP) leader Kuzholuzo (Azo) Nienu said the decision regarding chief ministerial candidate of NPF will be decided by the party. In a clarification, Azo said NPF will disclose the name by December-end or first week of January 2023 just ahead of the Assembly election. Azo also clarified that he had said nothing about lack of confidence on NPF leadership, but had only stated that any party leader or worker from NDPP or BJP joining NPF was “unique, strange and also a blessing in disguise.” In this regard, he said anyone who was not treated well or mistreated or sidelined was most welcome to join NPF and take shelter as NPF was a party for the Nagas.
