NEW DELHI, JUL 20 (AGENCIES): The Supreme Court on Tuesday stayed proceedings against 30 army personnel booked by the State police in connection with the killing of 14 civilians in Nagaland’s Mon district in December 2021. According to Bar and Bench, an online portal, a Bench of Justices Indira Banerjee and V Ramasubramanian also recorded that the death of a paratrooper during the incident had not been investigated yet. The Court was hearing two pleas, one of which was filed by Anjali Gupta wife of Major Ankush Gupta, who was one of the army officers booked by Nagaland Police. The petitioner sought quashing of the concerned first information report (FIR), the findings and recommendations of the Special Investigation Team (SIT) appointed by the State government, and all other

C O L O M B O, J U L 2 0 (PTI): Veteran politician Ranil Wickremesinghe was on Wednesday elected as Sri Lanka’s President by lawmakers, in a rare move that could provide continuity for crucial discussions with the IMF for a bailout deal for the cash-strapped nation but a development that has angered anti-government protesters who renewed their demand for his resignation. The 73-year-old Acting President and six-time former prime minister won a parliamentary ballot after his predecessor Gotabaya Rajapaksa fled the country amid escalating protests against his government over an unprecedented economic crisis marked by acute shortages of essentials like fuel, medicine and food. Ranil secured 134 votes in the 225-member House. His comfortable victory with the backing of Rajapaksa’s Sri Lanka Podujana Peramuna party also showed that Rajapaksa family’s firm grip on political power despite the resignations of President Gotabaya Rajapaksa, former prime minister Mahinda Rajapaksa and former finance minister Basil Rajapaksa in recent weeks. On December 4, 2021, two firing incidents occurred in the Tiru-Oting region. The first incident took place around 4:26 pm, and six persons were killed. In the second incident, which followed a few hours later around 9.55 pm, seven villagers were killed. The security forces had mistaken
them for militants, following an intelligence tip-off on the likely movement of militants. The NHRC had filed a complaint against the Army personnel. Further, the Nagaland Police constituted a special investigation team to investigate the incident, which after the probe, filed a chargesheet against the 30 army personnel. The Nagaland government then sought the permission of the Union government to act
against the persons named in the chargesheet. The petitioner claimed that the officials were only “performing their bonafide duties as directed by the Union of India, but the SIT so constituted to conduct a free and impartial investigation into the said incident has acted in a completely arbitrary, unilateral and illegal manner, by picking and choosing the evidence available before it to appease the public outcry and to assuage the concerns of the chose few (sic).” It was contended that the SIT attributed criminality to the accused “in its zest” to conclude the probe and appease a section of society on the basis of a “lopsided investigation”. The plea accused the SIT and State functionaries of having turned a blind eye to the safety of the accused and their family members by revealing their personal
information. Further, intelligence received by the accused was not taken cognisance of. Despite being personnel protected by the Armed Forces Special Powers Act and the Army Act, they are being proceeded against under the Criminal Procedure Code instead, it was pointed out. The petition was filed through advocate Astha Sharma. According to a report by The Wire, the Army Major, heading the operation, knew for about 50 minutes that they had taken the wrong route. The officer discarded the information and ordered his men to carry out the operation. The SIT, in its report, claimed that “all victims were shot with the clear intention to kill”. The Wire, citing forensic report, said all victims were shot multiple times from close range and suffered injuries on their upper bodies.

DIMAPUR, JUL 20 (NPN): Nagaland GB Federation (NGBF) has welcomed the four-point resolution adopted by the Parliamentary Core Committee on Naga Political Issue (PCCoNPI) on July 16, 2022, saying the resolution came “at a right time” for the people of Nagaland. In a press release, NGBF president Sahlem Konyak, general secretary Shikuto Zalipu and media secretary Akhu Naga said that the fourpoint resolution was “essentially an unmistakable appeal” to the Government of India to sign the agreement with Naga negotiating groups, which “formally concluded political talks on 31st October 2019.” Since the elected representatives of Nagaland have officially promised to facilitate and pave the way in the event of a political solution, NGBF expressed belief that it was “an appropriate moment” for the Prime Minister Narendra Modi to fulfill his assurance to the Naga people. Maintaining that the political leadership of India was “now a torchbearer of the democratic world”, the federation said the solution to “Indo-Naga” political problem would add to the statesmanship and stature of India. NGBF has, therefore, urged the government of India to “ink an acceptable and honorable Indo-Naga political agreement without further delay.”
Nagaland Tribes Council (NTC) has urged upon the Central government to immediately conclude the Naga peace process by reaching a solution on the basis of conclusion of the peace talks on October 31, 2019 before the 2023 State Assembly elections. The council in a press release said the objective of Naga Political Groups (NPGs) entering into ceasefire with the Government of India, and under which peaceful environment had prevailed for years, was to arrive at a logical solution. All those official engagements between the entities were not indeed meant for futile exercise, it stressed. While Naga people had now become weary and impatient in view of the political solution being overdue, NTC appreciated the timely interjection of the four-point resolution of the Parliamentary Committee on Naga Political Issue (PCNPI) as one of the facilitators. It welcomed each point of the resolution and congratulated the 60 MLAs for having rightly encouraged and admonished the political negotiators.
Covid-19: Centre asks states to strictly monitor home isolation cases
NEW DELHI, JUL 20 (PTI): Centre on Wednesday urged States and Union territories to strictly monitor home isolation cases of Covid-19 so that the patients do not intermingle in the community, while stressing on awareness regarding hometest kits through the rapid antigen test (RAT) for a timely identification of the disease. States were advised to conduct surveillance and report district-wise SARI (Severe Acute Respiratory Illness) and ILI (Influenza-like Illness) cases on a daily basis and also to send these for genome sequencing to the mapped INSACOG laboratories. They were advised to undertake test indicated proportion of international arriv-
als with genome sequencing of all the positive cases and identify sentinel sites for the Indian SARS-CoV-2 Genomics Consortium (INSACOG) network to send samples for whole genome sequencing, according to a statement issued by the health ministry. These directions were issued by Union Health Secretary Rajesh Bhushan as he chaired a high-level meeting on Wednesday to review the Covid situation in nine states-- Kerala, West Bengal, Tamil Nadu, Maharashtra, Assam, Andhra Pradesh, Himachal Pradesh, Mizoram and Arunachal Pradesh. Expressing concern regarding the surge in the number of cases in these states in
the last one month, Dr Vinod Paul, member (Health) NITI Aayog, said, “We need to be mindful that Covid is not gone... There is poor surveillance, poor testing and below-average vaccination in many states undergoing the present surge.” Bhushan underlined the critical Covid control and management strategies. All districts reporting a high positivity rate need to undertake adequate testing with a higher proportion of RTPCR tests. Any laxity will result in deterioration of the situation in these districts, he said. The states were also urged to send positive samples from large clusters and outbreaks in the community
and unusual events for whole genome sequencing. The states were urged to accelerate the free Covid vaccination for the first, second and precaution doses and requested to intensify the implementation of free precaution doses for the 18-plus population till September 30. Director AIIMS-New Delhi, Dr Randeep Guleria advised the states to be attentive to the clinical symptoms of Covid patients and not wait till their genome sequencing is done to identify whether a cluster is emerging. The states need to be attentive to the changing pattern of clinical manifestation of hospitalised patients, Guleria said.

World Health Organization (WHO) warned on Wednesday that the world must be ready for new variants of the coronavirus as Covid-19 infections rise. Director-General Tedros Adhanom Ghebreyesus made the statement at a press conference amid the onset of new variants that are more transmissible, immune evasive and growing concerns about greater hospitalisations of Covid patients. Earlier, WHO chief scientist Soumya Swaminathan had warned about fresh Covid-19 waves. There is mounting evidence that suggests that Omicron subvariants –BA.4 and BA.5 – are infecting people who have been vaccinated against the infection.

Over 1.63L Indians applied to give up citizenship in 2021 Nagaland logs 13 fresh Covid cases NEW DELHI, JUL 20 (AGENCIES): A record 1,63,370 Indian nationals renounced their citizenship in 2021, Minister of State for Home Nityanand Rai told the Lok Sabha Tuesday, reports The Print. The highest number of applications to renounce Indian citizenship, the data reveals, came from the United States, with 78,284, followed by Australia, with 23,533, Canada, with 21,597, United Kingdom, with 14,637, and Italy, with 5,986. The minister did not comment on the reasons for the record number, saying only that individuals renounced their citizenship
for “for reasons personal to them”. India, unlike some other countries, does not allow for dual citizenship — and all Indian nationals who acquire foreign nationalities are legally required to renounce their Indian citizenship. Although the law is not always enforceable, most Indians who acquire citizenship overseas voluntarily apply, an official at the Ministry of Home Affairs (MHA) said. Figures released by Ministry of External Affairs in September had shown a significant uptick in citizenship renunciation from 2020, when pandemic-related closures had led the num-
bers to fall to just 85,248, from 1,44,217 in 2019 — the highest until then. The new figures revise total number of people who have renounced their citizenship since 2017 from 8,81,254 to over 9,32,000. A senior official at MHA said the record numbers reflected a sharp drop in applications in 2020, likely because of pandemicrelated closures. “This isn’t some kind of sudden noconfidence vote in India,” the official said, adding: “The numbers only tell us many people who could not apply in 2020, did so last year.” Last year, the government had eased procedures
for Indians to renounce their citizenship, and enabled online applications. In 2020, the United States gave citizenship to 6,25,400 individuals. Indians made up 7.7 per cent of this number, or 48,125 people. The number of Indians who renounced their citizenship in both 2020 or 2021, though, is significantly higher than that number — suggesting that there has indeed been some accumulated backlog in applications. The data does not reveal when those who applied to renounce their citizenship, applied for their new nationalities.
DIMAPUR, JUL 20 (NPN): Nagaland on Wednesday recorded 13 fresh Covid-19 positive cases, pushing the total caseload to 35,641. Of the fresh cases, 10 were from Kohima and one each in Longleng, Mokokchung and Mon. The death toll remained unchanged at 764 (including 5 non-Covid deaths but with positivity). The state currently has 80 active cases, out of which 45 are in Kohima (all under home isolation- UHI) while Dimapur has 20 cases (10 admitted to Covid-19 hospital and 10 UHI). Phek has four cases UHI, three each in Peren and Longleng UHI,
two in Mokokchung (one admitted to Covid hospital and one UHI) and one each in Mon, Wokha and Zunheboto all under home isolation.
India’s active Covid-19 cases rise to 1,45,654
PTI: India added 20,557 new Coronavirus infections taking the total tally of COVID-19 cases to 4,38,03,619, while the active cases increased to 1,45,654, according to the Union Health Ministry data updated on Wednesday. The death toll climbed to 5,25,825 with 40 new fatalities, the data updated at 8 am stated.
NH submits memorandum to PM; calls for durable peace DIMAPUR, JUL 20 (NPN): Naga Hoho (NH) has called for “durable peace between India and Nagas in the spirit of peaceful co-existence as agreed in the Framework Agreement (FA)”. In a memorandum to Prime Minister Narendra Modi, signed by NH president HK Zhimomi and general secretary K Elu Ndang, the hoho said: “Naga people yearn for permanent peace with India during your time and partner together towards progress and prosperity of the two people.” NH recalled how the past agreements–– 9-Point Agreement of 1947, 16-Point
Agreement of 1960 with Naga People Convention and Shillong Accord of 1975– had failed to bring about lasting peace between the Government of India and the Nagas. Employing the same method to resolve the Naga issue would only breed more suspicion than understanding between the two parties, it cautioned. NH said Nagas have become very restive with the way peace talk has been conducted. It said that the signing of the historic Framework Agreement under PM’s guidance and leadership brought about great joy and hope to
the Nagas. However, seven years have passed since the signing of the agreement and instead of resolving the issue, the negotiation has run into brinkmanship, NH stated. “We anticipated the solution which could have arrived early had the Government of India translated the Framework into practical reality,” NH said. NH said that the Nagas were now polarized between the two agreements-- Framework Agreement of 2015 and the Agreed Position of 2017, adding that it was tragic that the long-cherished dream of Naga people to solve the
Naga political issue, which was then so close, was now apparently a distant dream. The memorandum reminded Modi that the current peace process was initiated by Government of India in 1997 with three conditions – i) that the talks should be unconditional, ii) should be at the highest level, i.e., the Prime Ministerial level and iii) the venue of the talks should be outside India, in the third country. While addressing the core issue of Naga political issue, NH said India with a strong global leadership with sensitivity to geo-political dynamics in the region should
realistically formulate a mutually agreeable proposal to resolving the protracted political conflict. As the nature of the case required and demanded a political solution, it urged the Prime Minister to demonstrate statesmanship and will to personally monitor the talks that were the only way forward to resolving the Naga issue. And in order to create a favourable environment for constructive engagement, the hoho demanded repealing of the infamous AFSPA of 1958 from all Naga-inhabited areas. (Cont’d on p-8)

An increase of 2000 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The daily positivity rate was recorded at 4.13 per cent while the weekly positivity rate was recorded at 4.64 per cent, according to the ministry. The number of people who have recuperated from the disease surged to 4,31,32,140 and the case fatality rate was recorded at 1.20 per cent.
Party will decide CM candidate, clarifies Azo DIMAPUR, JULY 20 (NPN): Reacting to the NPF press bureau press statement, wherein he was referred as NPF’s chief ministerial candidate, the Naga People’s Front NPF Legislature Party (NPFLP) leader Kuzholuzo (Azo) Nienu said the decision regarding chief ministerial candidate of NPF will be decided by the party. In a clarification, Azo said NPF will disclose the name by December-end or first week of January 2023 just ahead of the Assembly election. Azo also clarified that he had said nothing about lack of confidence on NPF leadership, but had only stated that any party leader or worker from NDPP or BJP joining NPF was “unique, strange and also a blessing in disguise.” In this regard, he said anyone who was not treated well or mistreated or sidelined was most welcome to join NPF and take shelter as NPF was a party for the Nagas. Speaking at the inaugural function, the ADC acknowledged the initiative of Thüvopisümi Youth Association (TYA) for construction of the resting shed and said that the youth had the potential to bring changes in the society. She advised them to carry forward their mission and take it to social media, to popularise the place. KOHIMA, JUL 20 (NPN): A state level on orientationcum-sensitisation of officials from the prison and other closed settings was held in the conference hall of the state prison headquarters on Wednesday. In a short speech, director general, Rupin Sharma observed that all the agencies involved in the orientation and sensitisation should focus on collectively solving the problem and not just addressing the symptoms. He said there was enough room for all the organisations to work together, however he said, it should be in a coordinated fashion so that primary goals are achieved. Sharma pointed out the need for agencies to sit together so that they could learn from their past experiences and avoid making the same error twice and to able to reach out to more people. IMPHAL, JUL 20: Northeast Frontier Railways has agreed to pay compensation for the damages caused by the recent devastating landslide at railway line construction site in Manipur’s Noney district, in a memorandum of understanding (MoU) signed on Wednesday. The MoU was signed between Northeast Frontier Railways, Noney District Administration and Makhuam Village Authority at Manipur Chief Minister’s Secretariat today. It was signed in the presence of state chief minister N Biren Singh, relief and disaster management minister Awangbow Newmai and Noney MLA Diganglung Gangmei who is also chairman of the Hill Area Committee (HAC) of state Assembly among others. The MoU was regarding the charter of demands put forth by the Makhuam Village Authority in the matter of addressing issues arising out of the recent massive landslide that occurred at railway line construction site at Maranching of Noney district. Recalling the unfortunate landslide incident at Maraching in Noney district on the intervening night of June 29 and 30, Singh reiterated that of the 79 persons affected by the massive landslide, 18 persons were rescued alive. He continued that out of 61 missing bodies, 56
bodies had been recovered in the search and rescue operations were conducted for more than 20 days till today and that five persons were still missing. It may be noted that the the search and rescue operation has been halted from today evening as decided by a review meeting held on Tuesday. The chief minister said that after thorough discussion with all the stakeholders, the government had decided to officially close the rescue operation on Wednesday. However, individual efforts to retrieve the missing properties, machineries, etc. could still be carried on by any organization or agency, he added. Stating the official number of deceased persons in the landslide as 61, he assured that the state government would take up all necessary steps for the deceased and the injured persons. Prior to signing of the MoU, the chief minister convened a meeting with all stakeholders, including relief and disaster management minister Awangbow Newmai, additional chief secretary MH Khan, NFR chief engineer, among others.

The NCS data and Mizoram disaster management officials said that the quake struck at a depth of 130 km at eastern Mizoram’s Champhai district. There was no report of loss of life or damage to property in any of the quake hit areas. “Earthquake of Magnitude : 4.3, Occurred on 20-07-2022, Lat: 23.57 & Long: 94.49, Depth: 130 Km ,Location: 119 km E of Champhai, Mizoram”, the NCS said in a tweet. SHILLONG, JUL 20: The Meghalaya government on Wednesday made wearing of masks mandatory in public places in the wake of the rise in the number of Covid-19 cases in the State. On Wednesday, Meghalaya reported 102 new Covid-19 infections, the highest daily spike this year, taking the number of people currently infected to the virus in the State to 358, health officials said. So far Meghalaya has registered 94511 confirmed cases, including 1595 cases of fatality and 92558 cases of recovery, including 16 that were recorded on Wednesday, as per government statistics. Of the total new cases registered during the last 24 hours on Wednesday, West Garo Hills, including Tura reported the maximum number of 36 new cases today with the district accounting for 170 active cas-

Covid cases on the rise in Assam, Mizoram and Arunachal
Assam logs 755 COVID cases, 3 deaths
NORTHEAST, JUL 20 (PTI): Assam logged 755 new COVID-19 cases and three more deaths in the last 24 hours, a National Health Mission (NHM), bulletin said. The overall COVID-19 tally in the state has increased to 7,31,662, it said on Tuesday. The new cases were detected from 7,121 sample tests conducted during the day with positivity rate at 10.60 per cent. The state had reported 764 fresh infections with positivity rate at 10.46 per cent the previous day. Baksa district reported the highest new cases at 64, followed by Goalpara
with 63 and Kamrup Metropolitan and Dibrugarh 60 cases each. One death each was reported from Cachar, Kamrup Metropolitan and Udalguri districts with the day’s toll remaining unchanged at three compared to the previous day’s. The overall COVID-19 death toll in the state has increased to 6,654 while another 1,347 positive patients have died due to other reasons since April 2020. Altogether 303 cured patients were discharged during the day from different hospitals. The number of recovered patients has risen to 7,18,798 with the recovery rate at 98.24 per cent. The current active COVID-19 positive caseload
in the state is at 4,858, an increase from 4,409 the previous day. As many as 2,84,55,610 samples have been tested in the state so far for the novel coronavirus. The NHM bulletin also said 4,74,11,258 COVID-19 vaccine doses have been administered in the state till now. These comprise 2,45,96,120 first doses, 2,15,86,688 second doses and 12,28,450 precaution doses.

Itanagar, Jul 20 (PTI): Arunachal Pradesh reported 54 new COVID-19 cases on Wednesday, two less than the previous day, pushing the tally to 65,034, a senior health official said here. The COVID-19 death toll remained unchanged at 296, with no new fatality recorded in the past 24 hours, State Surveillance Officer (SSO) Dr Lobsang Jampa said. Arunachal Pradesh, which remained vir usfree for the last couple of months, had been witness-

The Capital Complex Region reported 25 new cases, followed by five in Upper Siang, four in West Kameng, three each in Papum Pare, Kamle, Lohit, Lower Siang, Namsai and Lower Subansiri districts respectively. East Siang district also reported two new cases. The state currently has 257 active COVID-19 cases, while 64,481 people have recuperated thus far including, 45 on Tuesday, the official said. CHANDIGARH, JUL 20 (AGENCIES): Two gangsters, suspected to be among the shooters in singer Sidhu Moosewala’s murder, were killed in a shootout with the police near Amritsar today. Three policemen were injured too. While Jagroop Singh Roopa was killed first, the other suspect, Manpreet Singh alias Mannu Kussa, continued to fire for about an hour before he was killed around 4 pm, in a shootout that lasted more than four hours, officials said. In the crossfire, a news channel’s cameraperson got a bullet injury in his right leg. State police chief Gaurav Yadav also reached the site by the end of the encounter at Bhakna village, 20 km from Amritsar. “An AK-47 rifle, a pistol and a large number of bullets have been found,” ADGP Pramod Ban, who heads Punjab Police’s Anti-Gangster Task Force, told reporters. The encounter started around noon as the task force had been tailing the two men. They were among three shooters who were still on the run. after depositing a bail bond of Rs 20,000 with Chief Metropolitan Magistrate at Patiala House Court here. “Immediately upon the presentation of the bail bonds, the Superintendent at the Tihar Jail shall take necessary steps to ensure that the petitioner is released from judicial custody....,” it said. It said the investigation into the FIR registered by Delhi Police’s special cell pertains to offences, which have also been invoked in the FIRs lodged in Uttar Pradesh. Union Minister of State for Home Nityanand Rai also said that a whopping 30.41 lakh candidates appeared against 60,210 posts of constables in the Central Armed Police Forces (CAPFs). “A n i n - p r i n c i p l e approval has been given for reservation of 10 per cent of vacancies for ex-Agniveers in the recruitment to the post of constables (general duty) and rifleman in the CAPFs and the Assam Rifles. Relaxation in upper age limit and exemption from the physical efficiency test will also be given,” he said, replying to a written question. NEW DELHI, JUL 20 (PTI): Twenty-four days after his arrest, Alt News cofounder Mohammad Zubair walked free from Tihar jail here on Wednesday night, within hours of the Supreme Court granting him interim bail in all FIRs lodged in Uttar Pradesh against him for allegedly hurting religious sentiments, saying “exercise of the power of arrest must be pursued sparingly”. The court said it finds “no reason or justification for the deprivation of his liberty to persist any further”, ordered the disbanding of the SIT constituted by the Uttar Pradesh police and directed the transfer of all UP cases to Delhi. A bench of justices DY Chandrachud, Surya Kant and AS Bopanna also refused to restrain Zubair from tweeting in the future as sought by the UP government, saying can a lawyer be restrained from arguing. “How can a journalist be restrained from tweeting and writing? If he violates any law by tweeting or for that matter any citizen speaking in public or private,

January 28, 2021. He said a total of 55,913 candidates were provisionally selected. Further, in compliance with various court orders, revised results of 237 candidates were also declared by the SSC. Thus, a total of 56,150 candidates have been provisionally selected against vacancies of the said examination. Rai said out of the 56,150 selected candidates, offer of appointments have been issued to 55,047 candidates as per force allocation done by the SSC and remaining 1,103 candidates could not be issued offer of appointments due to various reasons such as mismatch of bio-metrics, verification of permanent resident certificate, and caste certificate.

NEW DELHI, JUL 20 (PTI): A Go First flight heading from Delhi to Guwahati was diverted to Jaipur after the A320neo aircraft’s windshield cracked mid-air, aviation regulator DGCA officials said. This is the third incident of technical malfunction on a Go First aircraft in two days. The Directorate General of Civil Aviation (DGCA) is investigating all three incidents. After the pilots observed that the windshield on the plane has cracked, they wanted to return to Delhi but could not do so due to heavy rains on Wednesday afternoon, the officials said, adding the A320neo plane was then diverted to Jaipur. In a statement, Go First’s spokesperson confirmed the Wednesday’s incident. “The pilot in command was very well experienced and a qualified TRI (type rating instr uctor) and handled the issue quite diligently and with
maturity, and due to the bad weather at Delhi he took a precautionary measure and diverted the aircraft to Jaipur,” the spokesperson said. The passengers are being accommodated on the alternate aircraft from Jaipur to Guwahati and due care is being taken for their comfort and convenience, the spokesperson noted.

Sri Lanka in debt trap
A
fter weeks of unrest culminating in mob arson and killings resulting in the deaths of at least five people including an MP and wounding almost 200 - ever since the anti-government protests in Sri Lanka- began in April, the island nation struggles to get back to normalcy from an economic crisis that began several weeks ago. The ruling dynast of president Mahinda Rajpaksa, his younger brother and prime minister Gotbaya Rajpaksa, were targeted as the enemies of the state. The fault with the Rajpaksas is that the two brothers had only precipitated the imminent economic catastrophe that awaited Sri Lanka. The nation’s tourism industry, the highest revenue earner took a hit after the Islamic terror bombing on hotels in 2019 and then followed by the curb on travel due to the coronavirus pandemic. Tourism revenues contributed to 5.6 per cent of the Sri Lankan GDP in 2018 but fell to just 0.8 per cent in 2020. To add to the woes, the Rajpaksas cut on VAT to 8 % , corporate tax from 28% to 24% and abolishment of Pay As You Earn(PAYE) tax and 2% nation building tax added to 33.5% decline in registered taxpayers. Again, in April 2021 Rajpaksa hit the most sensitive spot-agriculture when he announced a ban on import of chemical pesticides and fertilisers in favour of organic cultivation. In November 2021, the government abandoned the organic farming plan, but the damage was already done. This led Sri Lanka to import rice worth $450 million in 2021. The Sri Lankan crisis that spilled over to the streets almost took the form of a civil war. The Rajpaksas are gone but they have left their country in ruins and in dire straits. For many, Sri Lanka’s economic downslide has been blamed on China mainly since the Rajpaksas had been favouring the communist giant. Between 2000 and 2020, China extended close to $12 billion in loans to the Sri Lankan government, largely for a slate of major infrastructure projects that turned into white elephants- including a costly port facility in the Rajapaksas’ hometown of Hambantota, which was effectively ceded to Chinese control half a decade ago after Sri Lankan authorities recognized they could no longer pay off the loans. However figures reveal that the biggest debts are owed by Sri Lanka not to China alone but western firms. In May this year, Sri Lanka failed to make an interest payment on its foreign debt for the first time in its history. The country owes more than $51bn (£39bn) to foreign lenders, including $6.5bn to China, which has begun discussions about restructuring its loans. The next government will face insurmountable hurdles since the country doesn’t have enough fuel for essential services like buses, trains and medical vehicles, and doesn’t have enough foreign currency to import more. In late June, the government banned the sale of petrol and diesel for non-essential vehicles for two weeks. Sales of fuel remain severely restricted. Sri Lanka is unable to buy the goods it needs from abroad since it has no foreign exchange reserve balance. A change in government will not rescue Sri Lanka from its bankruptcy and the only hope is for the IMF to pump in millions to get it out of the ICU.Even if Sri Lanka comes out of the ICU, it will be another challenge to recovery.

To “walk and not faint” is the highest stretch possible as a measure of strength. The word walk is used in the Bible to express the character of a person— “…John…looking at Jesus as He walked…said, ‘Behold the Lamb of God!’ ” (John 1:35-36). There is nothing abstract or obscure in the Bible; everything is vivid and real. God does not say, “Be spiritual,” but He says, “Walk before Me…” (Genesis 17:1). When we are in an unhealthy condition either physically or emotionally, we always look for thrills in life. In our physical life this leads to our efforts to counterfeit the work of the Holy Spirit; in our emotional life it leads to obsessions and to the destruction of our morality; and in our spiritual life, if we insist on pursuing only thrills, on mounting up “with wings like eagles” (Isaiah 40:31), it will result in the destruction of our spirituality. Having the reality of God’s presence is not dependent on our being in a particular circumstance or place, but is only dependent on our determination to keep the Lord before us continually. Our problems arise when we refuse to place our trust in the reality of His presence. The experience the psalmist speaks of— “We will not fear, even though…” (Psalm 46:2)— will be ours once we are grounded on the truth of the reality of God’s presence, not just a simple awareness of it, but an understanding of the reality of it. Then we will exclaim, “He has been here all the time!” At critical moments in our lives it is necessary to ask God for guidance, but it should be unnecessary to be constantly saying, “Oh, Lord, direct me in this, and in that.” Of course He will, and in fact, He is doing it already! If our everyday decisions are not according to His will, He will press through them, bringing restraint to our spirit. Then we must be quiet and wait for the direction of His presence.

n reaching Pfütseromi Village to part take in the Celebration of a hundred years friendship between Lhisemia of Kohima Village and Pfütseromi Village (1922-2022) I was welcomed and received at the village gate with a choice to either take bamboo cup of rice beer (Zutho) or Jobstear-beer (Keshi Khe). Both are traditional energy drinks and customary to be offered by the hosts to their guests usually amongst Tenyimia, during those bygone years before Christainity came to Nagaland. I made a very difficult choice by going for a cup of Zutho to quench my thirst and to regain the energy lost travelling on bumpy roads from Kohima Village via Viswema and Kidima Villages. The celebration held at the Pfütseromi Village on 27th April 2022 was for “Reviving and Reaffirming the Age Old Century Friendship”. The celebration lasts for over three hours but I never got tired nor thirsty on that hot dry sunny April day, rescued by the reasonably big bamboo cup of invigorating Zutho, sufficiently enough to last throughout the program. I was sipping every now and then during the whole program and even took some sips after having a sumptuous friendship Centenary feast. So did other participants but none including me, got drunk. Above all, welcoming with a cup of Zutho on the day brought me back memories of many days of my past life. As I went down memory lanes, I could vividly remember my mother offering a cup of Zutho, her own preparation to our visitors both males and femalesneighbours, friends and relatives, usually as soon as they
sit down to chat or have a discussion of any matter. I did remember my mother calling my father that his cup of Zutho is ready. I even remember my mother calling her siblings to gather together over a cup of Zutho, especially during festivals. Those words of my mother calling me “Nu-u come and have your share of drink”. Those sweet words are still ringing in my ears. My mother never complain that my father was drinking too much Zutho or never refuse to hand over a cup of Zutho to her beloved husband. Our parents never restrict us to have Zutho with them. Instead encourages us to have Zutho, sharing even from their cups. Zutho was never considered an alcoholic drink, as of today, but taken as an energy and healthy drink by most of the families of those days. Almost all take locally prepared drinks like Zutho at least to quench their thirst. Only very few used to take tea or water. As late as the late 1960s or the early 70s, taking tea was a taboo for the pagans, particularly during paddy harvesting season, as tea was considered a faministic drink, that is, the drink taken during famine time only. Hardly anyone abuse locally prepared drinks like Zutho, that is, getting drunk and creating problem for individual, family or community. Those were the days when locally brewed drinks like Zutho were taken as a part and parcel of our culture and an important item of hospitality. Majority of the families brewed their respective requirements and there is hardly any need for any person to go to the booze joins. Those days, the now called foreign alcoholic drinks, like beer, whisky, rum etc were sparingly taken as
medicine. Women take one or two bottles of beer as part of their post-birth health care. Rum, Whisky etc were taken as medicines to cure constipation, diarrhoea, dysentery etc. While I was wondering what went wrong, that made liquor, this is inclusive of local and foreign liquor which was taken as a part and parcel of our rich culture and an indispensable item of our hospitality, revolted against us all on a sudden and became so wild, poisonous, devilish, murderous, divisive and destructive to the individuals, families and communities, it was publicly announced loud and clear that the Century old friendship would be celebrated purely in a Christian manner as hundred percent of the Lhisemia and Pfütseromi have already converted to Christianity. On going through the program all the core Committee Members who plan the program of the day were found to be Christians. Likewise, all speakers and others whose names were given in the program were all Christians and there is not an iota of lies in the announcement made. The announcement must be cent percent true. After all Nagaland is a declared Christian state and we fondly like to say, “Nagaland for Christ,” though this is to be ascertained through the test of the fire of the Holy Spirit. When I went deeper, it became crystal clear that consuming liquor of any quantity was historically declared a sin by the Christians, as Christianity took its roots in the Naga country. Since then liquor became a forbidden item adding one more sin to the many prevailing sins for those Christians who touch liquor. Prohibition of liquor
permeated on a war footing from the homes to the churches and Villages that embrace Christianity. In many villages the non- christians were often called drinkers. This may be taken as an all-out war between the traditional culture and the new Christian culture. Correct me, if I am wrong but the writings on the walls and the happenings on the ground seems to be in my favour. It may not be too much to say that a certain Christian community has openly attacked the traditional culture by declaring that drinking liquor of any form, quantity or quality irrespective of the concentration of alcohol content in it is forbidden and sinful as Christianity spread like wild fire. I am nobody to judge whether it is right or wrong. But by their standard, anyone consuming even a small cup of liquor is a sinner. By that standard there is no differentiation between occasional drinkers, regular drinkers and drunkards/ alcoholics. By occasional and regular drinkers I mean those who drink one or two cups of liquor occasionally or regularly but not get drunk or keeping their limits and never abuse liquor. Drunkards/ Alcoholics are those who abuse liquor and get drunk regularly thereby become a burden to themselves, their families and their community at large. Those drunkards drink not only liquor but also their wealth, health and may be their souls. One of my uncles openly declared that he has already drunk one big R.C.C building before he gave up drunkenness. Such an abuse of liquor need to be condemned and forbiddened by one and all and deserve stern punishment. The old tradition did has some restrictions and punishments for
Uplift border villages with holistic approach
T
he Budget presented by Finance Minister Nirmala Sitharaman on February 1, 2022, needs to be lauded for its clear blending of strategic and economic imperatives. It shows too that Prime Minister Modi’s government is adopting a long-term approach and has taken the first substantive step towards countering China’s aggressive grey-zone tactics designed to nibble away territories of its neighbours below the threshold of overt war. The plan envisages strengthening India’s borders and simultaneously generating employment and improving border infrastructure. Inadequate attention has been given to the ‘Vibrant Villages Programme’ scheme, which envisages the construction of essential village infrastructure, energy and road and communications connectivity. It heralds the beginning of a major strategic national initiative that presages what must be a “whole of nation” approach. Though India initiated this effort later than China, the topography and scenic beauty of its border areas have the potential for rapid development of these areas. China commenced construction of its ‘model border defence villages’ in 2017. Construction of these villages was accelerated last year, with the Chairman of the Tibet Autonomous Region (TAR) People’s Government, Yan Jinhai, announcing on January 7, that all 624 ‘xiaokang’ villages had been constructed. More are now planned along the borders with Bhutan and Nepal. China has accelerated the programme in sensitive areas like the Great Bend of the Brahmaputra river in Metok County of Tibet — where China has formalised plans to build the world’s largest dam to divert the Brahmaputra river to its north. The Metok County Party Secretary recently emphasised the importance of maintaining stability and carrying out the struggle against ‘separatism’. Implying that demographic changes will soon be underway in Tibet, he urged “the transfer of people in the central areas to the front line”, and the need to speed up “construction of settlements in the border areas, and
ensure that the people move into new homes as soon as possible”. The Indian government alone can provide only limited assistance for the initiative to succeed. Its role as an enabler will, however, be invaluable. India’s business houses, cooperatives, NGOs etc need to contribute as do the people. The ways they can contribute are many. In a vibrant democracy like India’s, it is not possible as in China to dragoon people into moving to new locations and settling there. In India, unlike China where the ubiq uitous ‘hukou’, or residence permit, confines an individual to a particular place and prohibits the person from travelling anywhere, there is absolute freedom of movement and employment. This means that individuals need to be incentivised. Villages in remote or uninhabited areas need to be made attractive and conditions in these villages and border areas made habitable with a potential for business and leisure opportunities and connectivity. It is essential that the government not lose momentum and unveil easy-to-understand and quick-to-implement schemes. An immediate beneficiary, if properly planned, could be the burgeoning domestic tourism sector. It presently numbers well over 700 million domestic tourists who annually generate a conservatively estimated approximately $97 billion! This can be boosted to provide a selfsustaining revenue stream to the Vibrant Villages Programme. A number of the domestic tourists are young boys and girls willing to explore new places and experience life in the rough. For example, a new Pune-based outfit called Go Magic Trails caters to this segment and operates battlefield tours and military adventure tours. Others are starting up indicating that scope exists for this brand of tourism. The youth have a lot of interest in travelling to battlefields where the Indian Army has won successes. These operators can enlarge the scope of tourism to include the borders. Many border areas remain unexplored as they lie within the ‘Inner Line’. Most of these areas can be opened to adventure tourism as can the
remote areas in hill districts of some provinces. The areas are picturesque and also suitable for adventure sports. Regular tours to these locations will not only populate these locations and nearby areas but attract small business entrepreneurs who will cater to the tourists. It will create permanent population centres in places along the border where today they are disappearing. The Army and paramilitary units deployed at or near these areas can be utilised, when not on duty, to build small shelters which can be used by the border tour outfits. In fact, the battlefield and border tour operators can incorporate such activities as part of their ‘explorer camps’. he demobbed Agniveers, for example, can also be incentivised to settle in these places. Having received military training and experience, they will be useful assets. Many may probably be from farming backgrounds and they can be given grants of land in cultivable areas subject to certain conditions. Many foreign adventure travel groups have expressed interest in adventure tours and camps in some of our border and remote areas. Some years ago, a well-known US-based group was keen on establishing an exclusive seven-star ski resort in Uttarakhand and had even trained local individuals. Regrettably, the scheme fell through although it had considerable potential for generating local employment, and promoting a hospitality logistics network and small businesses to cater to the facility and its employees. Ladakh, parts of Uttarakhand, Himachal Pradesh, Uttar Pradesh, Sikkim, many North-eastern states and Arunachal Pradesh provide ideal settings for such tourism. That the government is determined to strengthen our borders while reinforcing sovereignty is clear from the recent statement by a Union Minister that the next Budget will include plans for rehabilitating people living along the international borders. Then escalates into a full blown war involving not only the churches but the civil societies such as the Women Association, the Student Unions, the Youth Organisations and so on and so forth. The Government of Nagaland was forced to get in with the promulgation of the Nagaland Total Liquor Prohibition Act 1989. Even the National workers or the Freedom Fighters got entangled in the war without invitation. As the years passes by the war became fiercer and fiercer and like any other wars of arm conflict no winners are on sight. But the war still continues and getting murkier day by day with more and more parties getting involved. The whole State Government law and order mechinary is geared to enforce the total liquor prohibition in the State. But the treacherous liquor has gone underground and spread its tentacles through out the length and breadth of the state recruiting more and more of its forces to fight back – drunkards, suppliers, sellers etc. Thus making the State hypocritically dry but wet all over. Foreign liquor in sufficient quantity is available in any place at any point of time. Earlier the war on Foreign liquor was fought meanly in urban areas and townships but now the army of liquor has started conquering even some rural areas and crucial villages killing individuals, ruining families,
exposing the hypocracy of the churches, eating up the very social fabric and peace and tranquillity of the people at large. Well, then, are we fighting a winnable battle? I mean, can the State Government make sure that the Nagaland Total Liquor Prohibition Act 1989 is enforced in letter and spirit? Here we need to ask ourselves whether we are asking the State Government the possible or the impossible? To get an answer to this, let’s critically examine the prevailing ecosystem built around enforcement of the Total Liquor Prohibition Act. At the top, we may all agree that majority of our law makers are liquor drinkers. Please don’t get me wrong, hardly any of them can be categorised as drunkards or alcoholics but the prohibition act doesnot acknowledge any differentiation so do I. Then comes the Administrators and police concerning the enforcement of the act, majority of them are liquor drinkers. Majority of the officials of the Excise Department of the State are liquor drinkers. From where and from whom are they getting their required drinks, as there is blanket ban on consuming and selling liquor of any kind. Capping all, almost all drinkers, suppliers and sellers are Christian, should I say by faith, belonging to one church or the other. This ecosystem, I find, makes the implementation of the Prohibition Act practically almost impossible. Is it possible to change this ecosystem? Or Are we ready to change this ecosystem? How is twin deficit affecting the Indian economy?
I
n its latest ‘Monthly Economic Review’, the Ministry of Finance has reported that “The World is looking at a distinct possibility of widespread stagflation. India, however, is at low risk of stagflation, owing to its prudent stabilization policies,” pointing towards a stable economic condition of India. However, the review points towards a ‘twin deficit’ problem i.e., an increased fiscal and current account deficit. With the Russian invasion of Ukraine hampering the global supply chain leading to trade disruptions, export bans and surge in commodity prices, seems to have adverse effects on the overall economic growth- with crude oil prices mounting over $100 per barrel, inflation rates beyond states capacity and a recession picking up around the world. The two deficits seem to pose a problem for India at such a juncture. The twin deficit is a combination of fiscal and current account deficit. Where, the Fiscal deficit refers to a condition where a governments’ expenditure exceeds the revenue it is getting. Such gaps between the expenditure and revenue are compensated by the market through loans, etc. The current account deficit is a condition where the current account balance of a payments of a country is not equivalent. Current account includes all financial transactions between resident and non-resident entities. Current account deficit depicts that the money going out of a country for the imports, investments, and services is greater than money coming into the country through the exports, investments and services provided by us. It is measured in million USD as a percentage of GDP. What is causing the twin deficit? According to the Union Budget the fiscal and Current Account Deficit for Financial Year 2022-23 was at 6.4 and 1.2 per cent of the GDP respectively. The Finance Ministry’s Monthly
Economic Review notes that the excise duties on petrol and diesel have been decreased twice between November’21 and May’22, which is a major contributor of the Central and states revenues, a reduction in excise duties thus adversely affects the revenues. The increased fertilizer and food subsidies provided by the government has posed an addition Rs. 39 Lakh crore expenditure, widening the fiscal deficit gap. The increased crude oil prices along with edible oil and other commodities leads to costlier imports in dollar bills. This in turn increases the current account deficit and weakens the value of the rupee further aggravating external imbalances. How shall the twin deficit affect the Indian economy? Higher fiscal deficit leads to curtail in the resources available for investment and stresses the repo rates. Increase in interest rates affect private investment and expenditure of the country, thus less internal sales as well which will hamper the economy. An increased current account deficit leads to the weakening of rupee currency which further affects the import bill. A costly import shall then lead to higher payments in dollars and decrease in reserves. \What steps can be taken? The government needs to cut the revenue expenditure in order to mitigate the high fiscal deficit, as capital expenditure should not be cut during the growth period. Further, the Monthly Economic Review has also suggested that “rationalizing non-capex expenditure is critical not only for the protection of growth supportive capex but for avoiding fiscal slippages too.” The government must formulate revised strategies to boost exports ease down the export procedures and release their tax dues in time to lower the import bill to control the current account deficit. Packaged drinking water cans
I have been a daily consumer of the packaged water sold in cans for Rs. 50. Just last month, I found out that one of the packaged drinking water cans smelled of kerosene, which I believe was used in the can before the water was poured in and sold to consumers. This is a very reckless thing to do on the part of the seller. Kerosene is a widely used fuel with so many health risks and I’m sure the seller is also aware of this. I hope that this makes the consumers aware and the shopkeepers who sell the packaged drinking cans also make sure where the water is coming from, and who is selling them. Allem Jamir, Dimapur

CHENNAI, JUL 20 (PTI): The Madras High Court on Wednesday set aside the proceedings of the Tamil Nadu Revenue department locking and sealing the AIADMK headquarters here, following the July 11 violence and directed that the keys of the office be handed over to party chief K Palaniswami. Justice N Sathish Kumar quashed the proceedings, while passing orders on the criminal original petitions from Palaniswami, the party’s interim general secretary and ousted leader O Panneerselvam (OPS). The judge directed the government to remove the seal and hand over the keys to Palaniswami and also asked the police to provide adequate protection to the office, located on Avvai Shanmugam Salai at Royapettah here. The court dismissed Panneerselvam’s plea for granting possession of the party headquarters, ‘MGR Maaligai,’ to him. The judge also directed the party cadres not to enter the headquarters for a month to avoid any untoward incidents.
NEW DELHI, JUL 20 (PTI): The Congress will hold protests across the country against the questioning of its chief Sonia Gandhi by the Enforcement Directorate on Thursday, the opposition party said while slamming the agency’s action against its top leadership as “political vendetta”. The Congress president is set to appear before the ED on Thursday in a money laundering case related to the National Herald-AJL case and top Congress leaders will converge at the AICC headquarters for the protests. Similar protests were held when her son and former party president Rahul Gandhi was quizzed by the agency in June in the case.

A bench headed by Chief Justice N V Ramana, meanwhile, extended the operation of its July 11 order by which it had asked Assembly Speaker not to proceed with a plea seeking disqualification of MLAs of the Uddhav Thackeray faction as sought by CM Eknath Shinde group on the ground of defying the party whip during the trust vote and the election of the speaker. A police constable on vehicle- checking duty died after being run over by a truck in Gujarat’s Anand district early Wednesday morning, an official said. A container tr uck mowed down constable Karansinh Raj (40) around 1 am on a highway near Borsad town, he said. “The constable was grievously injured. He was taken to a hospital where he died around 11.30 am,” said deputy Superintendent of Police D H Desai. The driver left the truck at the spot and ran away, and efforts were on to nab him, the official said, adding that the truck was not found to be carrying any suspicious cargo. Constable Raj was attached to the Borsad town police station and carrying out vehicle checking at the time of the incident. When he tried to wave down the container truck, it did not stop.

NEW DELHI, JUL 20 (PTI): Union Minister Nitin Gadkari on Wednesday said more than 13 lakh electric vehicles are registered in the country. This figure excludes the data of Andhra Pradesh, Madhya Pradesh, Telangana and Lakshadweep, the Road Transport and Highways minister said in a written reply to the Rajya Sabha. Gadkari said under Faster Adoption and Manufacturing of Electric Vehicles (FAME) Phase-II scheme, 2,877 public EV charging stations have been sanctioned in 68 cities and 1,576 EV charging stations across 9 expressways and 16 highways. “The number of electric vehicles in the country is 13,34,385 (excluding data of Andhra Pradesh, Madhya Pradesh, Telangana and Lakshadweep, which is not available in VAHAN 4)

Replying to a separate question, he said there are 27,25,87,170 registered vehicles in India, which is 13.24 per cent of total 2,05,81,09,486 vehicles registered in 207 countries. Asked whether the ministry is receiving complaints that toll is being collected from various toll roads even after the expiry of period of agreement under Build-Operate-Transfer (BOT) and recovery of capital cost in the country, Gadkari replied in the affirmative. “Complaints have been received in the National Highways Authority of India (NHAI) regarding collection of user fee from All India Motor Transport Congress and Kolhapur District Lorry Operators Association,” he said.

Sandhya Topno, a 32-year-old Sub Inspector of Police, was conducting the vehicle checking drive at Tupudana on the outskirts of Ranchi, when the speeding vehicle carrying cattle knocked her down and fled. “She was immediately taken to Ranchi’s RIMS (Rajendra Institute of Medical Sciences). NEW DELHI, JUL 20 (REUTERS): India’s central bank is prepared to sell a sixth of its foreign exchange reserves to defend the rupee against a rapid depreciation after it plumbed record lows in recent weeks, a senior source aware of the central bank’s thinking told Reuters. The rupee has lost over 7% of its value in 2022 and weakened past the psychological level of 80 per U.S. dollar on Tuesday, but the source said the fall would have been far bigger if the Reserve Bank of India (RBI) had not stepped in to stem the decline. The RBI’s currency reserves have fallen by more than $60 billion from its peak of $642.450 billion in early September, in part due
to valuation changes, but largely on the back of dollar selling intervention. Despite the drawdown, the RBI’s reserves of $580 billion remain the fifth largest in the world, giving the central bank confidence in its ability to prevent any sharp, jerky depreciation of the currency. “They have shown that they will use reserves at will to prevent volatility in the rupee. MUMBAI, JUL 20 (PTI): The rupee for the first time dropped below the 80 level against the US currency on Wednesday due to strong dollar demand from importers and fiscal slippage concerns. Crude oil prices remained above the USD 105 per barrel mark despite a correction while fiscal slippage concerns after the government reduced the windfall tax on the export of oil products hit the rupee sentiment. The local unit closed at a record low of 80.05 to a dollar, showing a net loss of 13 paise over the previous close. The rupee had breached the 80 level to hit a low of 80.05 in intra-day trade on Tuesday but settled at 79.92 to a dollar due to suspected RBI intervention and forex inflows. At the

NEW DELHI, JUL 20 (PTI): The government on Wednesday scrapped a windfall tax on the export of petrol and cut the levy on overseas shipments of diesel and ATF as well as on domestically produced crude oil following a decline in global oil prices. While the Rs 6 a litre export duty on petrol was scrapped, the tax on the export of diesel and jet fuel (ATF) was cut by Rs 2 per litre each to Rs 11 and Rs 4 respectively, government notifications showed. The tax on domestically produced crude was also cut to Rs 17,000 per tonne from Rs 23,250, a move that will benefit stateowned Oil and Natural Gas Corporation (ONGC) and Vedanta Ltd. Also, correcting the anomaly that crept in when the windfall taxes were slapped on July 1, the government exempted fuel exports from refineries located in export-focused zones from the levies. ISLAMABAD, JUL 20 (AP): Hundreds of people have been killed in Afghanistan since the Taliban overran the country nearly a year ago, even though security on the whole has improved since then, the United Nations said in a report Wednesday. In its report, the United Nations Assistance Mission in Afghanistan also highlighted the poor situation of women and girls since the Taliban takeover and how they have been stripped of many of their human rights under Afghanistan’s current rulers. “It is beyond time for all Afghans to be able to live in peace and rebuild their lives after 20 years of armed conflict. Our monitoring reveals that despite the improved security situation since 15 August, the people of Afghanistan, in particular women and girls, are deprived of the full enjoyment of their human rights,” said Markus Potzel, deputy special representative of the SecretaryGeneral for Afghanistan. The report said as many as 700 people have been killed and 1,400 wounded since mid-August 2021, when the Taliban
overran the Afghan capital of Kabul as the United States and NATO were in the final weeks of their withdrawal from the country. The majority of those casualties were linked to attacks by the Islamic State group’s affiliate in the country, a bitter rival of the Taliban which has targeted ethnic and religious minority communities in places where they go to school, worship and go about their daily lives. Afghanistan has seen persistent bombings and other attacks on civilians, often targeting the mainly Shiite Muslim ethnic Hazara minority. Most of the attacks have been claimed by the Islamic State group’s affiliate in the country. After their takeover, the Taliban quickly started enforcing a sharply tougher line, harking back to similar radical measures when the Taliban last ruled the country, from 1996 to 2001. They issued edicts requiring women to cover their faces except for their eyes in public, including women presenters on TV, and banned girls from attending school past the sixth grade.

After FSDL, now state associations move Supreme Court against AIFF
NEW DELHI, JUL 20 (IANS): After the Supreme Court appointed Committee of Administrators (CoA) for All India Football Federations (AIFF) rejected their suggestions to amend some clauses in the proposed draft constitution, some state associations have filed an intervention petition in the Apex Court. Sources close to the development said that the AIFF’s 35 state associations have raised over 20 objections to the draft, but did not get a positive response from the CoA. Sources said that during the meeting with CoA on July 6, the sevenmember committee, representing state associations of the AIFF raised various aspects and gave suggestions on the draft constitution. In the two-hour meeting, the SA representatives put
forward several ideas for consideration by the CoA. Now they have lodged an intervention application with the Apex Court. The case will come up for hearing on Thursday. Earlier, the Football Sports Development Limited (FSDL), which manages the Indian Super League (ISL), filed a case in the Supreme Court, requesting to amend some clauses in the Draft Constitution submitted by the Committee of Administrators (CoA). GALLE, JUL 20 (IANS): Opener Abdullah Shafique starred with a sensational knock of 160 not out off 408 balls, his best-ever knock in the longest format of the game, in helping Pakistan to a famous four-wicket victory over Sri Lanka in the first Test at Galle on Wednesday. S h a f i q u e ’s e f f o r t s meant that Pakistan successfully chased down 342, which is a record for the highest successful run chase in Tests at Galle International Stadium. Resuming day five from 222/3 and requiring 120 runs to win, the first 30 minutes were filled with a few close calls, beautiful bowling from Sri Lanka despite losing both of their remaining reviews. A slider from spinner Prabath Jayasuriya struck Shafique on the back-pad, with umpire Kumar Dharmasena signalling the bowler about the height. However, with the game at a crucial stage and Shafique’s prized wicket at stake, Sri Lanka went for the review. NOA announces sports disciplines for NOPG India finish on top in ISSF Shooting WC
DIMAPUR, JUL 20 (NPN): Nagaland Olympic Association (NOA) has announced the list of sports disciplines and medal events to be conducted in the Nagaland Olympic and Paralympic Games 2022 (NOPG) to be conducted from August 22 to 27. According to secretary general Nagaland Olympic Association, Abu Metha, some disciplines will begin at an earlier date and will be notified separately. The list of disciplines has been determined as per the forthcoming North East Olympic Games and also taking into consideration available infrastructure and resources. Metha informed that separate notification related to the Paralympic discipline will be notified by the Paralympic Committee. He said Para sports discipline will be conducted in the form of demonstration sports and not inter-district. The list of medal events for all the disciplines will be notified separately and the contingents will be as per the 16 districts. Registration of players and teams will be done electronically online and the last date for submission of players and officials’ registration will be August 13. Metha informed that once players get registered there will be no change of names. He also informed that preparatory expenditure
will be sanctioned to respective Deputy Commissioners on the basis of number of athletes representing the districts for which separate notification on this matter will be issued. Accommodation, local transport, food and technical competition arrangements in the host city will be provided by the Games Organizing Committee and for which the dates for arrival and departure will be notified separately. On the final day on Wednesday, the Indian trio of Anish Bhanwala, Vijayveer Sidhu and Sameer won silver in the Men’s 25m Rapid Fire Pistol (RFP) Team event, going down to the Czech Republic 15-17 in a nerve-wracking final at the Changwon Interna-
tional Shooting range. The trio had made the final after coming through two rounds of qualification, finishing second with 872 points in the first and topping the second with 578 for a shot at gold. In the final, they started with a bang running away to a 10-2 lead before the experienced Czech trio of Martin Podhrasky, Tomas Tehan and Matej Rampula plotted a sensational comeback as the young Indians lost their nerve. The tie was tied at 15-15 before the Czech closed out the final 16th series with ease. In the other event
of the day, the only Indian pair of Mairaj Ahmad Khan and Mufaddal Deesawala finished ninth out of 17 teams with a score of 138/150 to finish outside the medals. India won all five ISSF World Cup stages in 2019, one in the curtailed 2021 season and yet again this year in the first stage in Cairo, Egypt. Cairo will also be the place for the next assignment of the Rifle/ Pistol squad with the much-awaited ISSF World Championship scheduled in October this year. NEW DELHI, JUL 20 (PTI): Two Commonwealth Games-bound athletes, sprinter S. Dhanalakshmi and triple jumper Aishwarya Babu, have returned positive for banned drugs, as dope shame struck Indian athletics just a few days ahead of the multi-sport event. Both have been ruled out of the upcoming July 28 to August 8 Birmingham Games and have been handed provisional suspensions. The 24-year-old Dhanalakshmi, part of the 36-member Indian athletics team for the Birmingham CWG, returned positive for a banned steroid in a dope test conducted abroad by
the Athletics Integrity Unit (AIU) of the World Athletics. “Dhanalakshmi tested positive in a dope test conducted by AIU. She will not go for Birmingham CWG,” said a source privy to the development. Dhanalakshmi was named in the CWG team for 100m and the 4x100m relay team, along with Dutee Chand, Hima Das and Srabani Nanda. She was also named in the Indian team for the ongoing World Championships in Eugene, USA, but failed to make it to the showpiece, ostensibly due to visa problems.

PM interacts with Indian contingent bound for CWG NEW DELHI, JUL 20 (IANS): Prime Minister Narendra Modi on Wednesday interacted with the Indian contingent bound for the Commonwealth Games via video conferencing. The interaction was attended by both the athletes as well as their coaches. Sports minister Anurag Thakur was also present on the occasion. The Prime Minister wished the Indian contingent for the Games, saying it was an auspicious day as it coincided with the International Chess Day. The Chess Olympiad will take place in Mahabalipuram, Tamil Nadu from July 28, the day the Commonwealth Games begin. The PM informed that more than 65 athletes were participating in the Commonwealth Games for the first time and he wished them to make a tremendous impact. He advised them to “play with all your heart, play hard, play with full force and without any stress”. “You must have heard, ‘Kyu Pade Ho Chakkar Me Koi Nahi Hai Takkar Me’. Just play without any tension.” During the interaction, the Prime Minister enquired from Avinash Sable, an athlete from Maharashtra, about his experience of coming from Maharashtra and serving the nation in Siachen. The Prime Minister then went on to speak with Achinta Sheuli, a weightlifter in the 73kg category who hails from West Bengal and asked him how he manages to strike a balance between his peaceful nature and the power of weightlifting. Achinta said that he has a regular yoga routine that helps him stay calm. The PM
asked him about his family, to which Achinta replied that his mother and elder brother support him through all the highs and lows. The Prime Minister also enquired about how he deals with injury issues that are a part and parcel of the sport. Achinta replied that injuries are a part of the game and that he nurses them very carefully. He further added that he analyses his mistakes that lead to injuries and makes sure they are not repeated. The Prime Minister wished him luck and also praised his family, especially his mother and brother for making sure that all his needs were met when he took up the sport. The Prime Minister interacted with Treesa Jolly, a badminton player from Kerala. He enquired how she chose badminton when Kannur is popular for foot-
ball. She said that her father motivated her to take up the sport. The Prime Minister interacted with Salima Tete, a hockey player from Jharkhand, and showed keen interest in her journey in the sport. She said that she was inspired seeing her father play hockey. Tete, a member of the 2020 Tokyo Olympics side, said she got motivated by interacting with the PM before the Tokyo Games. The Prime Minister interacted with Sharmila, a para athlete in shot put from Haryana. The PM asked her about her inspiration in the sport at the age of 34 and going on to win gold in just two years’ time. Sharmila said she had an interest in sports since childhood but due to the family’s financial condition she was married off at a young age, and had to face
atrocities at the hands of her husband. She and her two daughters had to fall back on her parents’ support for six years. Her relative Tekchand Bhai, supported her and trained her for eight hours a day. The PM went on to ask about her daughters and said that she is a role model for the entire nation and not just for her daughters. Addressing sportspersons after the interaction, the Prime Minister said he was not able to meet them in person due to him being preoccupied with Parliament despite wanting to do so. He promised them that he would meet them when they come back and their victory can be celebrated together. “Today, the spirit of players is also high, the training too is getting better and the atmosphere in the country towards sports is also tremendous. All of you are climbing new peaks, making new peaks,” he said. To those entering the big international arena for the first time, the Prime Minister said, “The goal is to see the tricolour fluttering, to hear the national anthem being played. That’s why don’t take pressure, make an impact with a good and strong game,” he added. The Prime Minister remarked that the athletes are going to the Commonwealth Games at a time when the country is celebrating 75 years of independence and that the sportspersons will showcase their best performance which will be a gift to the country.
