KOHIMA, DEC 20 (NPN): The Nagaland Legislative Assembly (NLA) on Monday unanimously adopted a five-point resolution demanding that the Centre revoke the Armed Forces Special Powers Act (AFSPA) from the Northeast, specifically from Nagaland, so as to strengthen the ongoing efforts to find a peaceful settlement to the Naga political issue. This was among the five-point resolution moved by leader of the house and chief minister Neiphiu Rio at the one-day special session of the 13th Assembly on Monday. Night curfew along border area DIMAPUR, DEC 20 (NPN): As a precautionary measure, additional district magistrate (Adm) Sivasagar, Assam has reinforced night curfew from 6pm to 6am in the 5 km belt in Assam side of Sivasagar district bordering Nagaland with effect from November 18, 2021 for a period of 60 days. According to DIPR report, the curfew has been imposed to prevent occurrence of anti-social elements, extremist, unlawful activities along the border belt of Sivasagar district. The order has prohibited movement of any person, group or vehicular traffic during the period. However, magistrate, security personnel of army, CRPF, police and civil officials deployed on duty have been exempted from the purview of the prohibitory order.

DIMAPUR, DEC 20 (NPN): Nagaland on Monday recorded one fresh Covid-19 positive case while no deaths were reported during the day. The fresh case was reported from Dimapur, taking the total caseload to 32170. Further, the death toll remained unchanged at 701 (including 16 non-Covid deaths but with positivity).

The house further ap-
pealed to citizens of Mon district, civil society organisations (CSOs), mass-based organisations and citizens of the State to extend cooperation to the government and its agencies in the collective efforts to demand justice and restore normalcy in the interest of all citizens. The house also appreciated and supported citizens and CSO in their demand for repealing AFSPA and delivery of justice, while appealing to all sections to follow democratic norms and non-violence in “our” collective endeavour towards realisation of peace and delivery of justice.
Noting that Naga people have been crying for peace and an early solution for the long-pending Naga political issue, the members felt that it was of paramount importance that people’s voice was heard and respected. The House, therefore, once again appealed to the negotiating parties of the Indo-Naga political dialogue to bring the talks to a logical conclusion by inking a final settlement that was honourable and inclusive at the earliest. Prior to the discussion on the controversial AFSPA, the members observed a two-minute silence in memory and honour of the 14 people killed in Oting-Tiru village area on December 4.

KOHIMA, DEC 20 (NPN): The all-party United Democratic Alliance (UDA) government on Monday vehemently opposed the imposition of the draconian law—AFSPA in the state, particularly against the backdrop of the Oting incident where 13 innocent civilians were massacred by the 21 Para special forces on December 4. Initiating the discussions on AFSPA, during the one-day special session of the 13th Assembly here, deputy chief minister, minister in-charge of home, Y Patton said as per Section 3 of the Act, its provisions came into force in any area where the Act was extended after the area was declared “Disturbed” by the Central government or governor of that State if, in the opinion of either, the area was in such a disturbed or dangerous condition that use of armed forces in aid of the civil power was necessary. He mentioned that the Centre had been declaring entire Nagaland as “Disturbed Area” by issuing notifications every six months and thereby keeping the provisions AFSPA opera-

Murry pointed out that the bid to hide the crime and misinform members of Parliament by Union home minister Amit Shah by giving a wrong statement further angered the people of Nagaland. It was an unforgiveable crime and would never be forgotten, he said, adding the army’s ghastly act would definitely be written in the hall of infamous crimes and grievous violation of human rights. DIMAPUR, DEC 20 (NPN): Konyak Civil Society Organisations (CSOs) under the aegis of Konyak Union (KU) at an emergency meeting held on Monday has decided to appeal to all the Naga political groups (NPGs) to avoid any movement with arms and ammunitions within Mon district jurisdiction. In a press release, Konyak Union president S Howing and general secretary Wango Konyak said that any group that disrupted the situation would be “considered as the enemy of Konyaks.”
Further, the union stated that in case if any untoward incident happens, the Konyaks would not be held responsible. Meanwhile, Konyak Union has convened an allKonyak summit on January 18, 2022 to decide the future course of action if the demands were not fulfilled. The Konyak Union has, therefore, requested all the nine Konyak elected legislators, all KU units and KU branches, all Konyak frontal organizations, representatives from every Konyak villages to attend the summit “positively and compulsorily.”

He hoped that Lumding Reserved Forest, where eviction drive was carried out recently and a section cleared from illegal encroachment, would be free from man-elephant conflict. “We can now see wild elephants roaming around in spaces that were earlier occupied by people inside Lumding RF. IRCSN launches campaign to curb COVID-19 surge

DIMAPUR: In view of the festive season, the Indian Red Cross Society Nagaland (IRCSN) state branch has launched a campaign to help stop the spread of COVID-19 in the state. In a press release, IRCSN programme coordinator, Merenyanger Jamir informed that as part of the campaign, face masks were distributed to various churches in Kohima includ-
ing Jama Masjid Kohima. Altogether, around 30 churches were covered. The face mask distribution drive was carried out with an aim to create more awareness on the importance of the use of face masks during the season of social gathering “because of unpredictable nature of COVID-19”. IRCSN informed that distribution of masks campaign would
be carried out in all the districts of Nagaland. It may be mentioned that the campaign was started with the sole purpose of sensitising the churches about the massive role they played in containing the spread of COVID-19 in the society. DIMAPUR: Nagaland State Rural Livelihood Mission (NSRLM) conducted a two-day job mela for youth undergoing training on various trades at Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY) centres empaneled with NSRLM on December 17 and 18 in Dimapur. The job mela was organised with an aim to enable the state team to facilitate the process of job interview, to provide
a platform for DDUGKY trained youth and employers to choose the best potential candidates. It may be mentioned that Deen Dayal Upadhyaya Grameen Kaushalya Yojana is the demand-driven placementlinked skill training initiative of the ministry of rural development (MORD) focused on rural youth between the ages of 15-35 years. In Nagaland, the NSRLM is the nodal agency for implementation of DDUGKY.

DIMAPUR: Food and Agricultural Organisation (FAO) through the initiative of FOCUS-IFAD project organised a threeday training-cum-exposure visit of officers and farmers to Potato Technology Centre, Karnal, Haryana from December 15-17 with the support from International Potato Centre (CIP) India. In a press release, FOCUS-IFAD project accounts officer, Vikiyeto Noel informed that during the field visit, the team held interactions with various progressive potato farmers, entrepreneurs on potato seed production of different generations G-0 to G-3 from basic seeds (minitubers) and on potato farming. GUWAHATI, DEC 20 (PTI): Assam Chief Minister Himanta Biswa Sarma on Monday said the state will continue to be under Armed Forces (Special Powers) Act, 1958 and a decision on withdrawing it will be taken only if the present peace prevails for a longer term. He expressed apprehension that the militant groups might not reciprocate the same way if the AFSPA is withdrawn from Assam. Sarma, however, said that no state government wants to continue with AFSPA if the law and order situation is peaceful and conducive. “The Assam government is of the view that if this kind of peaceful situation continues at a later date we will be able to take a call on whether we need AFSPA in entire Assam or we need it only in some parts,” Sarma told reporters here. He cited the example of Ar unachal Pradesh, which decided to withdraw the Act in consultation with the central home ministry from many parts of the state, except in three districts.

AIZAWL, DEC 20 (AGENCIES): National Health Mission Employees Union of Mizoram (NEUM) on Monday called off their indefinite strike, a day after the state government banned staging of strikes by health employees amid COVID-19 pandemic, reported EastMojo. The staff of National Health Mission, under the aegis of NEUM, has stayed off work since December 17, demanding regularisation under the state government and a regular pay. They also demanded they should avail of medical reimbursement and travelling allowance for transfer. A statement issued by NEUM said the ongoing indefinite strike has been called off at 7 am on Monday following an assurance from Health Minister Dr. R. Lalthangliana that the government would take measures for regularisation of the NHM staff. Besides regular pay, medical reimbursement and transfer travelling allowance, the health minister also assured that he would take measures for the welfare of the NHM staff, and to ensure that more and more staff are recruited in the upcoming recruitment under the state health department, it said.
Health Secretary R. Lalramnghaka also assured that he would make efforts to fulfil the demands and aspirations of the NEUM, the statement said. The union apologised to the general public, especially patients, who faced problems and inconvenience due to the strike. The indefinite strike had affected the healthcare system amid manpower crunch, sources said. The Mizoram government had on Sunday prohibited strikes by employees under the state health department during the COVID-19 pandemic. The order issued by the health department had said that no employees under the health and family welfare department should organise strikes during the pandemic, as defined in the Mizoram Essential Services Maintenance Act, 1990. The order said that COVID-19 is still prevalent in the state. In the wake of Omicron variant of COVID-19, there is urgent need to keep a close vigil on the incidence of local and regional spread of the pandemic and any strike, if organised by any section or category of employees under the health department, would adversely affect the healthcare service, the order had said.

S H I L LO N G, D E C 2 0 (AGENCIES): The Congress in Meghalaya has urged all the Chief Ministers in the North East to be united against the Armed Forces (Special Powers) Act, 1958. The demand came after the recent incident that took place in Nagaland. The Congress stated that the AFSPA has a very dark history and it cannot be in force anymore. The Meghalaya Pradesh Congress Committee said that Union Government through the AFSPA can use the Army and the armed forces for counterinsurgency operations but at the same time, the law prevents the security personnel from being prosecuted if they commit any sort of crime. The MPCC further stated that the AFSPA in states can be imposed by the Centre after consultation with the state government and so now, the CMs in the NE states should unite against it. The MPCC also said the states should clearly tell the Central Government that the police in the state can handle the situation in the state related to law and order.

Nagaland Assembly on Monday unanimously adopted a resolution demanding that the Centre repeal AFSPA from the North East and specially from the state “so as to strengthen the ongoing efforts to find a peaceful political settlement to the Naga political issue”. Thirteen civilians were gunned down by security foces at Oting village of Mon district on December 4 in a botched anti-insurgency operation leading to cries by civil groups and rights activists for repeal of the “draconian law”. The chief ministers of Nagaland and Meghalaya had also sought the revocation of the Act. The Assam government had extended the existing “Disturbed Area” status of the state for another six months with effect from August 28, thereby continuing AFSPA in the state. The Act was imposed in Assam in November 1990 and has been extended every six months since then after a review by the state government.
Assam may bring in law against mob lynching GUWAHATI, DEC 20 (PTI): The Assam government on Monday said that it will discuss and consider a proposal to introduce a bill against mob lynching, in line with states like Manipur, Rajasthan and West Bengal. Replying to the issue of bringing in legislation to stop incidents of mob lynching, Assam Parliamentary Affairs Minister Pijush Hazarika said in the Assembly that the state government has not thought about it so far. “Though we have not enacted any law against mob lynching, we must take steps to prevent it. Many such gruesome incidents have shaken us. We will discuss and consider the acts implemented by other states,” he said. Hazarika said that as of now, the Assam government has not looked at the anti-mob lynching laws of states like Manipur, Rajasthan and West Bengal. “We do not have any information about other states’ laws. However, the Supreme Court, in the judgement in Tehseen Poonawalla case, had issued a set of guidelines to stop mob lynching incidents. It had also said that there was scope of enacting anti-mob lynching laws,” he said. The minister mentioned several cases of mob lynching that took
place in Assam in last few years that are being tried in fast-track courts under various sections of the Indian Penal Code. On November 29, a 28-year-old All Assam Students’ Union (AASU) leader was lynched by a group of people in Jorhat after a heated argument over an accident in front of scores of onlookers, who did nothing to stop it but were busy filming the incident on mobile phones. Raising the issue in the House on the first day of the Winter Session, BJP MLA Mrinal Saikia said that instances of witch-hunting and mob lynching are continuing unabated in different places of Assam despite an act against witch-hunting already in force in the state. Demanding a detailed discussion, Saikia urged the government to bring in a strong act against all forms of mob lynching in the state. The Assam government had notified the Assam Witch Hunting (Prohibition, Prevention and Protection) Act, 2015 on October 1, 2018, making every offence related to witch-hunting as cognisable, non-bailable and non-compoundable, making provisions for imprisonment up to seven years along with a fine of up to Rs 5 lakh for identifying and calling a person “witch”.

IMPHAL, DEC 20: Manipur police have arrested an alleged drug peddler along with heroin powder worth over Rs 1.46 crore in the international market. The arrested alleged drug peddler was identified as Kamlalmuan Vaiphei (36) son of late Zamkhongul Vaiphei of M Molhoi village of Churachandpur district. The narcotic cell of Imphal East district police arrested him from Tribal Market, New Chekon in an operation based on reliable information in Sunday afternoon, the police said on Monday. Heroin powder packed in 47 soap cases weighing 733 grams were recovered from him. The value of the seized drug would be around Rs 1,46,46,000 in the international market, the police said. Rahul dares govt to hold debate in Parliament
NEW DELHI, DEC 20 (PTI): Asserting that it is the government’s responsibility to run Parliament, Congress leader Rahul Gandhi on Monday said if the Centre has the courage, it should allow debate on issues of public importance raised by the opposition. “They are attacking democracy. There is a nonstop attack on democracy and that is why we are fighting here,” Gandhi said, accusing the government of not allowing debate on price rise, Lakhimpur Kheri and other issues. He was asked about the government’s charge that the opposition was not allowing Parliament to function. “What kind of government is this that it does not know how to handle Parliament? They cannot stop our voice in raising issues like price rise, Lakhimpur, MSP, L a d a k h , Pe g a s u s a n d suspended MPs. If you have the courage, allow the discussion to take place,” he said in a tweet in Hindi. The former Congress chief also said the

Rs 400 cr heroin seized from Pakistani boat NEW DELHI, DEC 20 (PTI): A Pakistani fishing boat with six crew members and carrying 77 kg of heroin worth around ₹ 400 crore was caught in the Indian waters off the Gujarat coast, officials said on Monday. The drug seizure was made after Sunday midnight in a joint operation by the Indian Coast Guard and the Gujarat Anti-Terrorist Squad (ATS), around 35 nautical miles off the Jakhau coast in Kutch district of Gujarat, they said. “They caught the Pakistani fishing boat ‘Al Huseini’ with six crew members on board in the Indian waters and seized “77 kg of heroin worth approximately ₹400 crore,” Gujarat’s defence PRO said in a tweet in the morning. The boat was later brought to the Jakhau coast for further investigation, he said. The Gujarat ATS in a release said the Pakistani boat had left the Karachi port and was tr ying to establish contact using very high frequency (VHF) radio channel and code words, ‘Hari-1’ and ‘Hari-2’, for the delivery of the drugs. The joint operation
was carried out after the ATS received a tip-off that the boat from Karachi was to reach around 35 nautical miles off the Jakhau coast, after crossing the International Maritime Border Line between the two countries, it said. The boat, belonging to one Shahbaz Ali, left the Karachi port and its crew members loaded the drugs sent to them on a fibre boat at a distance of six nautical miles from the Karachi port. P r e l i m i n a r y interrogation of the captured Pakistani nationals revealed the heroin was supplied by two Pakistani smugglers, identified as Haji Hasan and Haji Hasam, and according to the tip-off, it was to be delivered to people associated with the underworld in Punjab, the ATS said. It was to be offloaded somewhere along the Gujarat coast in Kutch, it said. When challenged, the boat’s crew members tried to flee. But, the boat was outmaneuvered and the crew members were forced to surrender by the ICG and ATS team, a defence release said.

The talks came two weeks after Putin visited Delhi for the 21st IndiaRussia annual summit that witnessed the inking of 28 pacts to further broad-base bilateral ties. “Spoke with my friend, President Putin, to follow up on our discussions during his recent visit to India. On December 15, CCTV visuals revealed a masked man entering the prominent jewellery shop in Vellore town and decamping with 16 kg of gold.
Police constituted a special investigation team and nabbed a person who is suspected to have committed the theft. He is from Anaicut in Vellore. However, police refused to divulge the details of the burglar. On interrogation, it was revealed that the gold stolen from the jewellery showroom was buried in a graveyard some 40 km away from Vellore at Odukathur.

The quizzing of the 48-year-old daughter-inlaw of superstar Amitabh Bachchan and Samajwadi Party MP Jaya Bachchan comes weeks after her husband Abhishek Bachchan was questioned by the agency in another case emerging from the same set of papers linked to the offshore leaks case, they said. The ED recorded Aishwarya Rai Bachchan’s statement under the provisions of the Foreign Exchange Management Act (FEMA). NEW DELHI, DEC 20 (IANS): Amid intensifying protests over the delay in NEET-PG 2021 counselling, the resident doctors of the Centre-run and other hospitals of Delhi protested outside Nirman Bhawan on Monday. The resident doctors across the country have been protesting since November 27 against the multiple postponements of the NEET PG Counselling 2021 exam. Besides upgradation
A
fter creation of three more new districts, Nagaland will be administratively expanding with the number rising from 12 to 15 districts. The newly created districts-Tseminyu, Chümoukedima and Niuland- will join other districts in the 16,579 square kilometre-state. Of all the three newly named district, demand for Tseminyu district has been the oldest for some decade. Of the three new districts, two will be carved out of Dimapur district-Chümoukdima and Niuland, while Tseminyu will be carved out from Kohima district. Not only increasing the number of districts, but all administrative set ups have been upgraded by various coalitions running the government ,especially in the post -2003 scenario. The massive exercises for upgradation of various administrative set ups since 2004 were populist measures. Whether such rampant upgradation had any administrative logic or not was not the criteria. What was the driving force behind was to pander to political interests of constituents. Although this phenomenon is not restricted to Nagaland but also in a few states of the country; what needs to be understood is that mere expansion of administrative set ups is no guarantee for good governance. It may be justification for obtaining whatever schemes for upgraded set ups but that itself begins and ends there. For instance, prior to upgradation exercise, under EAC circle there used to be six to ten villages. After upgradation to SDO circle, an EAC circle sprung up to administer around three to four villages. Though this was not the rule but only serves to highlight what went behind the upgradation spree in the post 2003-period. If there is any belief that expansion and upgradation will mean bringing services more closer or make the system more efficient; then it has not happened. In the 60s there were only three districts in Nagaland- Kohima, Mokokchung and Tuensang (all established during 1957 when NHTA was formed). The subdivisions under Kohima- Wokha and Phek ; Mokokchung- Zunheboto and Tuensang- Mon were upgraded into districts in 1973. Vociferous demand for upgradation of Dimapur(under Kohima) to a district became a reality, when it was formally established in 1997. After the 2003 election, three sub-divisions were upgraded to districts- Kiphire( under Tuensang), Longleng(under Tuensang) and Peren(under Kohima). Later in 2017 Noklak subdivision(under Tuensang) was upgraded to district in 2017 but officially came into existence in 2021. From all the divisions or creation of new districts, it may be noted that seven districts have been created from Kohima district (including Chümoukedima and Niuland from Dimapur district); one from Mokokchung (Zunheboto) and four from Tuensang. Before creation of the three new districts, the ratio of district per population stood at 1:1.6 lakh people considering that the state has around 20 lakh people. However, every district does not have so many people. Some have below 60,000 and after creation of more districts, the figure in some could be even a fraction less. Area of Dimapur district will be greatly reduced and its population could drop to second place after Kohima. Demarcation of all three districts- Dimapur, Chümoukedima and Niuland will be a delicate task. It is also quite possible that there could be more demands for creation of new districts in the coming days. It is not known as to what criteria or basis the government uses for creation of a district but it is hoped that promotion or upgradation will enhance effectiveness of governance.

You must have a right-standing relationship with Him yourself, and pour your life out in helping others in His way— not in a human way that ignores God. The theme of the world’s religion today is to serve in a pleasant, non-confrontational manner. But our only priority must be to present Jesus Christ crucified— to lift Him up all the time (see 1 Corinthians 2:2). Every belief that is not firmly rooted in the Cross of Christ will lead people astray. If the worker himself believes in Jesus Christ and is trusting in the reality of redemption, his words will be compelling to others. What is extremely important is for the worker’s simple relationship with Jesus Christ to be strong and growing. His usefulness to God depends on that, and that alone. The calling of a New Testament worker is to expose sin and to reveal Jesus Christ as Savior. Consequently, he cannot always be charming and friendly, but must be willing to be stern to accomplish major surgery. We are sent by God to lift up Jesus Christ, not to give wonderfully beautiful speeches. We must be willing to examine others as deeply as God has examined us. We must also be sharply intent on sensing those Scripture passages that will drive the truth home, and then not be afraid to apply them.

It has created challenges especially for the livestock sector, livelihood generation of the rural population of developing countries and global food security. Climate change refers to long-term shifts in temperatures and weather patterns rendering increases in temperatures, rainfall variation, and the frequency and intensity of extreme weather events. Human activities such as urbanization, deforestation, burning fossil fuels like coal, oil, gas, loss of biodiversity and natural habitat are the major causes of climate change. Animals, especially ruminant animals contribute a significant share to climate change through emissions of 18% of total greenhouse gases, of which 9% carbon dioxide, 37% methane, and 65% nitrous oxide. The rapidly changing climate is expected to have negative effect on the feed and water resources as well as animal health and production. This change has posed a great concern for sustainable livestock production worldwide, especially in developing countries owing to poverty, dependence on natural resources and low adap-
tive mechanism. Livestock plays a key role in the upliftment of the socioeconomic status of a large population of developing countries like India. About 20.5 million people depend upon livestock for their livelihood. It also plays a key role in food and nutritional security, globally. Livestock products such as meat, milk and eggs contribute 15% and 31% of the global per capita calorie and protein supply. It has also provided a range of other services, which include as a draught power source, a means of transportation, a source of nutrients for poor soils, a source of income generation and diversification and a source of financial resources, contributing to the overall well-being and resilience of many communities. Climate change has an adverse effect on the sustainable livestock development and livelihoods generation. The major effects of climate change on livestock production are like reduction in the growth, milk yield, meat, egg, wool, and reproductive performance due to impact on normal physiological functions of the body. It has also caused increasing incidences of various diseases due to increased temperature, reduction in the availability of livestock feed and fodder, which is further complicated by the
reduction in cropping area due to increasing population. Almost all the livestock species are adversely affected when the temperature and humidity exceed the threshold level of tolerance because it causes a chain reaction of physiological, behavioural, and anatomical alteration leading to a reduction in growth, productivity and reproductive performances. It is predicted that about 20 to 30 percent of plant and animal species may be at risk of extinction with the increase of 1.5 to 2.5ºC which will result in severe consequences for food and nutritional security in developing countries like India. Climate change has potential effects on the disease transmission pattern of livestock in terms of frequency and intensity. The distribution of infectious diseases, (human, animal, and plant) and the timing and intensity of disease outbreaks are often closely linked to climate. The emergence and re-emergence of vector-borne pathogens have globally provided evidence for the relationship between climate change and effects on the human/animal health interface. In the disease process, three epidemiological factors such as the agent, host and environment are closely associated and persist in ecosystems. Report on increased incidence of clinical
mastitis, foot and mouth disease, tick and tick-borne diseases including east coast fever, cowdriosis, anaplasmosis, babesiosis, ehrlichiosis and many more such infectious diseases are encountered due to the creation of favorable environmental conditions as a result of climate change. The outbreak of African swine fever in the pig population of Northeastern states of India which was previously confined to specific parts of the world may be attributed to climate change which creates a suitable environment for the organism. The impact of climate change is expected to intensify the vulnerability of livestock production systems, reinforcing existing factors, such as rapid population and economic growth, rising demand for food, scarce resources such as land tenure, water, biofuels, etc. The risks of climate-related impacts on livestock are expected to be higher in environments that are already hot and have limited socio-economic and institutional resources for adaptation. Adaptation and mitigation strategies, selection of heattolerant animals, biosecurity measures for disease prevention, early diagnosis and treatment, development of alternate feed resources are the key measures to combat the adverse impact of climate on animal health

Parliament passes NDPS (Amendment) Bill
NEW DELHI, DEC 20 (PTI): Parliament passed a bill to rectify errors that had crept into the Narcotic Drugs and Psychotropic Substances Act, with Rajya Sabha giving its nod to it on Monday. The Narcotics Drugs and Psychotropic Substances (Amendment) Bill-2021 was passed by Lok Sabha on December 13. Moving the bill in the Upper House for its consideration and passage, Finance Minister Nirmala Sitharaman said it replaces the ordinance which was promulgated in September this year as Parliament was not in session then. Rajya Sabha passed the bill by a voice vote. Before the bill was passed, the Congress staged a walkout as Leader of the Opposition Mallikarjun Kharge took strong objection to him not being given an opportunity to speak and expressed his anguish, saying “LoP is given priority to speak...(I am) begging, asking (to speak).” After rasing the issue of suspension of 12 members of Rajya Sabha and mentioning about the Lakhimpur Kheri violence, he along with other Congress members staged a walkout. Moving the bill, Sitharaman said, “There was an order of the High Court of Tripura, which very quickly wanted us to take it up and therefore we had to bring the

Ordinance.” The Narcotic Drugs and Psychotropic Substances (Amendment) Ordinance was promulgated on September 30, 2021. “I wish the opposition participated in this debate and then passes this legislation...,” she said. Before she moved the bill in Rajya Sabha, Congress MP Shaktisinh Gohil moved a resolution for the House to disapprove the Narcotic Drugs and Psychotropic Substances (Amendment) Ordinance, 2021. He was, however, disallowed by Bhubaneswar Kalita, who was in the Chair, to raise the matter of suspension 12 opposition MPs and the Lakhimpur Kheri violence. Taking part in the discussion in Rajya Sabha, Congress MP Digvijaya Singh said that to correct what has been told as “clerical error” it has taken six years since 2014 for the Narcotics Bureau and the government to identify the mistake. He was also not allowed to raise the matter of 12 suspended opposition MPs and the Lakhimpur Kheri violence.
BJP MP GVL Narashima Rao objected to “defamatory words against the government” used by Singh and asked the Chair to delete it from the records. Another BJP MP Suresh Gopi, while supporting the bill, called for a balance in the law for controlling narcotics addiction and availability of opioid medicines, which are required as pain killers to many patients, especially those suffering from cancer. The Chair did not allow Md Nadimul Haque (AITC) to speak when he tried to raise the Lakhimpur Kheri violence matter and Tiruchi Siva (DMK) who tried to raise the matter of the suspension of 12 MPs. The minister further said that the Bill will cleanse the election system and eliminate multiple entries. He said the government wanted a full debate on the Bill but could not do so because of the uproar in the House. Many opposition members suggested for garnering public opinion on such an important legislation. Stressing that intelligence failure and mistaken identity should not be an excuse, he asked the Central government to ascertain the facts before making any statement. In his concluding remark, leader of the House and chief minister Neiphiu Rio thanked all members who participated in the discussion. He said AFSPA had its origin in the Naga political issue due to the armed insurrection. It was enacted by Parliament in 1958 in order to give Indian security forces certain special powers to deal with Naga armed insurgency and was in force only in the then Naga Hills district of Assam. Later on, it spread to other North-eastern States and at present it was still in force in Nagaland, Assam, Manipur (excluding Imphal municipal area) and Naga-inhabited districts of Arunachal Pradesh – Changlang, Longding and Tirap. It was also in force in some areas of Arunachal Pradesh bordering Assam. Outside the Northeast, it was in force only in Jammu & Kashmir since 1990.
In order to deal with the situation, Rio recalled that the then Assam government had imposed the Assam Maintenance of Public Order Act, 1953 in Naga Hills district and intensified police operations. As the situation became worse, he said the Assam Government started deploying Assam Rifles in the Naga Hills, enacted the Assam Disturbed Areas Act, 1955, arming the State police and Assam Rifles with certain special powers to deal with the insurgency. But as the State police and Assam Rifles could not contain the insurgency, Government of India promulgated the Armed Forces (Assam & Manipur) Special Powers Ordinance in 1958, which was subsequently converted into an Act by Parliament in the same year. He alleged that there had been many instances of abuse and misuse of the provisions of AFSPA by the security forces while carrying out their operations in Nagaland and other parts of the Northeast, particularly in Manipur and Assam. The latest instance of such abuse being the killing of 14 innocent civilians at
Oting and Mon, he added. As NLA comprised democratically-elected representatives of the people, the chief minister commented that the Assembly was the “temple of democracy” in the State and the members were duty bound and responsible to reflect the voice of the people and fulfil the aspirations of the masses. “Entire Naga society has been calling for repeal of AFSPA and that voice is at its loudest today. Even as we participate in this discussion, the entire State is eagerly awaiting the result of this special session and contents of the resolutions we will adopt today. This House must reflect the desire of the people,” he insisted. Observing that the desire of the people was to get the undemocratic and draconian law withdrawn, he urged all members to unite and send out a clear and loud message to the world that Nagas did not want to see this Act anymore. Calling for real peace to reach a lasting political solution, he said impediments like AFPSA must be removed so that hurdles in the way for lasting peace were removed.
Removing AFPSA would also contribute towards confidence building, strengthening trust and removing the feeling of alienation from the people’s mind, he added. Asserting that Nagas had made significant contributions towards nation building and that they were keen to continue giving efforts to strengthen the country’s foundation, especially by the youth, he therefore stressed that it was all the more important to make every effort to regain public confidence and trust and remove the impediments. He said ex-gratia and employment to the next of kin of deceased had been assured by the Central Government. However, in case the families of the deceased preferred a job in the State government, he said the government was ready to give Grade III and IV posts as per their qualifications. Medical expenditure of all the injured would be borne by the State, he added. Rio further sought cooperation and support from citizens and CSOs in the government’s “collective effort” to restore normalcy in the interest of all citizens.

AFSPA to the Rowlatt Act, 1919. He alleged that the Act had become a tool for State abuse, oppression and discrimination. He said the Act promoted a culture of impunity, discarded rule of law and granted a licence to kill. He cited various incidents of abuse by the security forces over the years. He called for a humanitarian approach, instead of using force through AFSPA, for lasting peace. He suggested chief minister Neiphiu Rio to appeal to all his counterparts in the North-eastern States to come together and urge the Central government to withdraw the Act from the region. (From p-1) NPF legislator Imkong L Imchen said the “genocide” on December 4 at Oting village was only one of thousands of similar such genocides committed by Indian security forces in the past 70 years, calling it a well and pre-planned incident. Alleging lapses even on the part of the Mon district administration and police, he demanded that these should be thoroughly probed by a competent authority, other than the Special Investigation Team (SIT), preferably a judicial probe headed by a retired judge of Supreme Court or a high court. He condemned Shah’s statement, terming it misleading and not based on the facts. He appealed to NLA to pass a resolution urging the Central government to repeal AFSPA. Regarding Naga political issue, Imchen observed that it was almost 25 years since the ceasefire and peace talks began (in 1997) but, regretted that till date there was no sign of any progress despite countless rounds of talks. He insisted that Naga people deserved to know what was happening, adding that absolute secrecy and confidentiality might be good only up to a certain extent. BJP member and minister Paiwang Konyak lamented that even after attainment of statehood on December 1, 1963, AFSPA continued to be enforced despite resistance by the Nagas and killing of innocent people by forces. He observed that public anger against AFSPA increased after the Oting-Tiru massacre, claiming that there were now demands for justice, repeal of AFSPA and punish those responsible for the tragic killings in Tiru and Mon even at the international level. He claimed that Nagaland was peaceful except for extortions and illegal taxations here and there, with shops and business establishments opening everywhere. So, now was the appropriate moment to repeal AFSPA and remove the Disturbed Area tag to bring the people of Nagaland and North-eastern States closer to the nation, he emphasised. PM Modi meets top Banks recover Rs 13k cr from assets sale of defaulters: FM CEOs for budget inputs NEW DELHI, DEC 20 (PTI): Finance Minister Nirmala Sitharaman on Monday said that banks have recovered Rs 13,109.17 crore from asset sale of fugitives like Vijay Mallya, Nirav Modi and Mehul Choksi. She said this while replying to a discussion on the second batch of Supplementary Demands for Grants which was approved by the Lok Sabha amid uproar by the Opposition over various issues. The Supplementary Demands for Grants authorised the government to spend an additional Rs 3.73 lakh crore during the current fiscal. The extra spending includes an infusion of over Rs 62,000 crore into the company that holds residual assets and liabilities of Air India, Rs 58,430 crore by way of additional fertiliser subsidy, Rs 53,123 crore towards payment of pending export incentives and Rs 22,039 crore to rural development ministry for transfer to the National Rural Employment Guarantee Fund. The latest recovery was Rs 792 crore from the sale of assets belonging to Mallya and others on July 16, 2021, she added. Responding to various issues, including price rise, raised by the Opposition during the debate, she said the government is taking measures to cool down prices of edible oil and other essential commodities. “We are taking measures through the EGOM (Empowered Group of Ministers) for taking care of essential goods. We will attend to the problem of edible oil
price and also some of the essential edible items,” she said. “Public sector banks together have effected a recovery of about Rs 5.49 lakh crore over the last seven financial years. So, these people who are defaulters, who have fled the country, we have got their money back and put it to the public sector banks and therefore the banks are safer today,” she said. She further said that the depositors’ money are safer in public sector banks. On the states’ financial position, the Finance Minister said that the Centre in the first eight months of the fiscal has already transferred 86.4 per cent of what was provided in the full year 2019-20.
From the National Disaster Response Fund (NDRF), “funds are being provided and providing an extra Rs 15,000 crore for emergency COVID-19 response. The financial position of the states is also reflected in the fact that the overall cash balance of states as on November 30, 2021 was Rs 3.08 lakh crore approximately, fairly comfortable positions”, she said. She further said that the states are having substantial cash balance with them and there are only a few exceptions. Out of 28 states, she said, only two states are having negative cash balance. Talking about Supplementary Demands for Grants, Sitharaman said that additional expenditure is of Rs Rs 3.73 lakh crore. Of which, she said, Rs 2.99 lakh crore is the additional cash outgo because of big ticket expenditure going for Air India and rise in fertilizer subsidy due to firming up of global prices. “We have to ensure that the farmers don’t suffer because of it (rise in global prices). And therefore, increase in the subsidy for fertiliser has been provided, which itself is accounting for Rs 58,431 crore,” she
said. Sitharaman also said that the government has so far paid around Rs 93,685 crore since 2014 for oil bonds. The government will have to pay till 2026 when oil bonds matures, she said. Quoting former Prime Minister Manmohan Singh, she said, “I would like the nation to remember that issuing bonds and loading deficits on oil companies is not a permanent solution to this problem. We are only passing our burden to our children who will have to repay this debt.” As per the Supplementary Demands for Grants, there would be net cash outgo of over Rs 2.99 lakh crore, and Rs 74,517 crore extra expenditure would be matched by savings by different ministries. As per the document, Rs 62,057 crore would be given to the Civil Aviation Ministry for equity infusion in Air India Assets Holding Company (AIAHL) for repayment of past government guaranteed borrowing and past dues/liabilities of Air India. As per the supplementary demands for grants, an additional Rs 2,628 crore would be given towards loans and advances to Air India for recoupment
of advance from Contingency Fund of India. Besides, the Department of Food and Public Distribution would be given an additional Rs 49,805 crore for meeting expenditure towards various schemes of food storage and warehousing. About Rs 2,400 crore would be given to Department of Commerce for meeting expenditure towards subsidies under the ‘Interest Equalisation Scheme’, and Investment under the Export Credit Guarantee Corporation (ECGC) scheme, among others. Another over Rs 5,000 crore and over Rs 4,000 crore has been earmarked for additional spending by the ministries of Defence and Home, respectively. The 2021-22 Budget had projected the government’s total expenditure at Rs 34.83 lakh crore. But this is expected to overshoot considering the two batches of supplementary demands for grants presented by the government so far. The government had in August received Parliament nod for net additional spending of Rs 23,675 crore in the first batch of supplementary demands for grants.

NEW DELHI, DEC 20 (PTI): Gold in the national capital on Monday declined by Rs 142 to Rs 47,480 per 10 gram amid rupee appreciation, according to HDFC Securities. In the previous trade, the precious metal settled at Rs 47,622 per 10 gram. Silver also moved lower by Rs 615 to Rs 60,280 per kg from Rs 60,895 per kg in the previous trade. “Spot gold prices for 24 carat at Delhi fell by Rs 142 pressured by rupee appreciation,” HDFC Securities, Senior Analyst (Commodities), Tapan Patel said. In the international market, gold was trading marginally up at USD 1,799 per ounce and silver was flat at USD 22.30 per ounce.

Philippines typhoon death toll hits 375
MANILA, DEC 20 (AP): The death toll from the strongest typhoon to batter the Philippines this year climbed to 375, with more than 50 others still missing and several central provinces struggling with downed communications and power outages and pleading for food and water, officials said Monday. At its strongest, Typhoon Rai packed sustained winds of 195 kilometers (121 miles) per hour with gusts of up to 270 kph (168 mph) before blowing out into the South China Sea on Friday. At least 375 people were killed, 56 were missing and 500 were injured, according to the national police. The toll may still increase because several towns and villages remained out of reach due to downed communications and power outages, although massive cleanup and repair efforts were underway. More than 700,000 people were lashed by the typhoon in central island provinces, including more than 400,000 who had to be moved to emergency shelters. Thousands of residents were rescued from flooded villages, including in Loboc town in hard-hit Bohol province, where residents were trapped on roofs and in trees where they went to escape the rising floodwaters. Coast guard ships ferried 29 American, British, Canadian, Swiss, Russian, Chinese and other tourists who were stranded on Siargao Island, a popular surfing destination that was devastated by the typhoon, officials said.

BANGKOK, DEC 20 (AP): A Myanmar court on Monday postponed the issuing of verdicts in the latest of a series of cases against the country’s ousted leader, Aung San Suu Kyi, a legal official knowledgeable about the case said. The postponed verdict from the court in the capital, Naypyitaw, is for the second among multiple cases brought against the 76-year-old Nobel laureate since the army seized power on Feb. 1, ousting her elected government and arresting top members of her National League for Democracy party. No reason was given for the postponement, according to a legal official who insisted on anonymity for fear of being punished by the authorities, who have restricted the release of information about Suu Kyi’s trials. She is accused of importing and possessing walkie-talkies without following official procedures. The radios that are the focus of the case were seized from the entrance gate of her residence and the barracks of her bodyguards during a search on Feb. 1, the day she was arrested. The charge under the Export-Import Law of having improperly imported the walkies-talkies was the first filed against her and served as the initial justification for her continued detention. The charge of illegally possessing the radios was filed the following month.

The head of the military-installed government, Senior Gen. Min Aung Hlaing, reduced the sentence by half after it was issued by giving her a partial pardon. If found guilty of all the charges she faces, Suu Kyi could be sentenced to more than 100 years in prison. With the win, Australia have now gone 2-0 up in the five-match series despite England wicketkeeper Jos Buttler putting up a defiant stand to show the tourists can put up a fight. Resuming from 82/4 and needing six wickets to win, Australia struck on the 13th ball of the day as Ollie Pope poked at a length ball angled across from Mitchell Starc, getting a thick edge to Steve Smith at second slip. Ben Stokes and Jos Buttler joined forces for a resistance show. But Nathan Lyon got one to slide across and trap Stokes lbw in front of middle and leg-stump. Raducanu, then 18, ended Britain’s 44-year wait for a women’s Grand Slam singles champion with her remarkable victory at Flushing Meadows. Her fair ytale win followed a r un to the Wimbledon fourth round in July on her Grand Slam main draw debut. In a public vote, diver Tom Daley placed second and swimmer Adam Peaty was third. G o l d m a n S a c h s, which had agreed to lend 595 million euros to help restructure the club’s debt in August, will finance the stadium revamp under a 35-year plan, including an initial five-year grace period. The plan won 87.8% backing from 48,623 participants, some 44.2% of the club’s total members. They voted in favour of raising additional funds to a debt plan for financing a wide-ranging project known as ‘Espai Barça’ that was initially planned in 2014. The club’s debts total 1.35 billion euros, 673
million of which is owed to banks. The priority is stadium r e n ova t i o n s a i m e d a t having the new Camp Nou ready by the end of 2025 with work starting next year to expand capacity to 105,000, making it Europe’s largest stadium. Barcelona President Joan Laporta said the club expects to generate 200 million euros of additional revenue annually with the new stadium thanks to sponsorship and naming rights, ticketing, catering, VIP boxes, hospitality, meetings and events. The project will also involve updating the club’s infrastructure such as offices and the Palau Blaugrana, a multi-sports venue that has faced multiple fines for not meeting European competition requirements for basketball games. The new Palau Blaugrana should be completed in 2026 and the ‘Campus Barça’ offices and hotel by 2027.

BEIJING, DEC 20 (AGENCIES): Chinese tennis star Peng Shuai said on Sunday that she had never accused anyone of sexually assaulting her, and that a social media post she had made early last month had been misunderstood, Reuters reported. Pe n g ’s we l l - b e i n g became a matter of concern among the global tennis community and rights groups when she appeared to allege that a former Chinese vice premier, Zhang Gaoli, had sexually assaulted her in the past. After that post, she was absent from public view for nearly three weeks. “First, I need to stress one point that is extremely important, I have never said or written that anyone has sexually assaulted me, I have to clearly stress this point,” Peng said in the video posted by Lianhe Zaobao, a Singapore media outlet. GOA, DEC 20 (IANS): Indian Super League franchise FC Goa on Monday announced that Juan Ferrando has stepped down as the head coach. Speaking on Fe r r a n d o ’s d e p a r t u r e, Director of Football FC Goa, Ravi Puskur said, “We’re very disappointed to lose Juan. His decision to leave the club was rather unexpected and came as a surprise, particularly at this juncture of the season, where we are in the middle of the season.” “We’re particularly d i s a p p o i n t e d t h a t we were kept in the dark until yesterday morning where he communicated his desire to leave the club. However, once he stated his stance and the release clause was activated, we were left with little alternative. I wish Juan the best for his future,” he said. All India Football Federation (AIFF) general secretary Kushal Das confir med during an online interaction on Monday that it will abide by the roadmap that had been drawn in agreement w i t h A s i a n Fo o t b a l l Confederation (AFC) in 2019 and whereby the 202223 I-League champions would get to play in the toptier Indian Super League (ISL). “There is a road map which kicks in from the season 2023-24 whereby the winner of the 2022-23 I-League on sporting merit will play in the ISL. There will be an increase in the number of teams in the ISL. This will continue for two TUESDAY’S MATCH years and after that a clear Northeast United Vs process of relegation and ATK Mohun Bagan promotion (between ISL Time: 7: 30 pm and I-League) will kick in,”

NEW DELHI, DEC 20 (PTI): India’s two-time Olympic medallist shuttler PV Sindhu was on Monday appointed as a member of the Badminton World Fe d e r a t i o n’s ( B W F ) Athletes’ Commission. The-26-year-old former world champion was named alongside five others who will serve as members till 2025. “BWF is pleased to announce the six members of the BWF Athletes’ Commission 2021 – 2025: Iris Wang (USA), Robin Tabeling (NED), Greysia Polii (INA), Kim Soyeong (KOR), Pusarla V Sindhu (IND), Zheng Si Wei (CHN),” the BWF said in a statement. The Chair and Deputy Chair will be decided among the six members. “The new Commission will meet soon and decide the Chair and Deputy Chair of the Commission amongst the six members. The Chair of the BWF Athletes’ Commission, following a vetting process as required for all Council members, will become a member of Council until the next elections in 2025,” the BWF added. MANCHESTER, DEC 20 (AGENCIES): Manchester United (MANU.N) will appoint managing director Richard Arnold as its new chief executive officer in the coming days, effectively replacing executive vicechairman Ed Woodward as the soccer club’s boss, Sky News reported on Monday. A spokesperson for the English Premier League club, which has not had a CEO since David Gill’s departure in 2013, declined to comment on “speculation” when contacted by Reuters. The appointment would mark a second major organisational change in as many months for the club, after it replaced manager Ole Gunnar Solskjaer last month following a catastrophic slump in form this season. Arnold, an accountant by training, was previously
the club’s commercial director until 2013. His appointment would be accompanied by a number of changes to the way the company is run, although it wasn’t expected to result in a formal restructuring, Sky reported, citing an anonymous source. Woodward is expected to remain at Manchester United in a consultancy role for a number of months, the report added. Woodward has been credited with the club’s commercial success in striking global sponsorship deals, but fans have opposed its intention to be part of the breakaway European Super League (ESL), which failed to take off. In April, United had said Woodward would step down at the end of the year, in the wake of the ESL crisis, which had angered fans and the European governing body UEFA.
