Repealing of AFSPA needs a different approach: Army chief
NEW DELHI, JAN 20 (AGENCIES): Army Chief General MM Naravane said that the argument on repealing the Armed Forces Special Powers Act (AFSPA) needs a different approach, wherein the Disturbed Areas status of states needs to change. Taking the example of Tripura, where the act was repealed, Naravane said that repealing AFSPA from Nagaland is a decision of the state government and Centre but added that the Army will be ‘most happy’ if the Army is relieved from its policing duties in disturbed areas so that it can focus on its primary role of fighting a conventional war. “We (Army) are only the instruments in implementing AFSPA. I will be most happy if a call (to repeal AFSPA) is taken as the Army can focus on the conventional role of the
Will be most happy if a call (to repeal AFSPA) is taken as the Army can focus on the conventional role - Gen. MM Naravane Army,” Naravane said in an exclusive interview to Times Now’s editor-in-chief Rahul Shivshankar. His comments may be viewed on the backdrop of calls to repeal the AFSPA after a botched-up Army operation resulted in the deaths of 13 civilians in the Tiru-Oting area in the Mon district of Nagaland on December 4. He also added that a thorough inquiry has been conducted by the Army’s Eastern Command to ensure that justice is delivered to all the affected parties.
It may be recalled that Gen Naravane on January 12 described as “highly regrettable” the December 4 firing incident in Nagaland’s Mon district in which 14 civilians were killed and said “appropriate action”, as required to uphold the law of the land, would be taken based on the investigation. Gen Naravane said the Army’s Court of Inquiry ordered into the incident was expected to submit its findings “in a day or two”. Meanwhile, the Indian Army will soon get its new

gas. He said the committee would publish a book, which would be distributed to all districts that could later be translated into various dialects for easy understanding, DIPR report stated. He remarked that the rich Naga culture, tradition and customary laws could be preserved if the
dobashis, tribal councils and gaon burahs (GBs) worked together. He recalled that the posts of dobashis – or do bhashis (knower of two languages) – were created by the British as they did not know Naga dialects and Nagas did not know English either. Hence, he said these dobashis were appointed to act as interpreters between the native Nagas and British officials, adding that the dobashis were gradually given administrative powers by the British to resolve small cases. Addressing the gathering, school education adviser KT Sukhalu said he too was the son of a dobashi, recalling (Cont’d on p-8)

NFSA demands fully functional Forensic Laboratory in Nagaland
DIMAPUR, JAN 20 (NPN): Days after Nagaland Post had highlighted the need for a fully operational Forensic Science Laboratory (FSL) in Nagaland, vital for crime investigation especially seen in the light of the delay in report of SIT on Oting massacre, the Nagaland Forensic Science Association (NFSA) has come out to voice the need for a fully operational FSL, especially in the interest of ensuring justice in the Oting incident. It may be recalled that the SIT report on Oting massacre is being delayed unduly for want of FSL report on analysis of material evidence collected at the massacre sites at Oting. The analysis are being done at FSLs at Guwahati and Hyderabad. NFSA president Rito Chophi and general secretary Avibunuo Wezah emphasised that, in the light of increasing crimes, Nagaland is in dire need of a fully operational, independent and (Cont’d on p-5) upgraded FSL (to analyse

NFSA maintained that Nagaland has been sleeping on this issue for far too long and said it was time to wake up and take quick and necessary action. The Association also pointed out that many states in the region had improved forensic equipment and were making rapid advances in the field. While expressing serious concern over rising criminal cases and huge pending court cases, leading to delay in delivery of justice, NFSA pointed out that the Union Ministry of Home Affairs had allocated Rs 1,03,802 crore (from the Union Budget 2021-2022 of Rs 1.66 lakh crore) for strengthening police forces and allied organisations. NFSA also said the recentlyannounced National Forensic Science University and Rashtriya Raksha University had been allocated Rs 60 and
Booster dose effective against Omicron: Lancet LONDON, JAN 20 (PTI): A third dose of COVID-19 vaccine increases the level of antibodies that can effectively neutralize the Omicron variant of coronavirus, according to a study published in The Lancet journal. Researchers from Francis Crick Institute and the National Institute for Health Research (NIHR), UK, found that antibodies generated in people who had received only two doses of either the AstraZeneca or the Pfizer vaccine were less able to neutralize Omicron as compared to Alpha and Delta variants. They also found that antibody levels dropped off in the first three months following the second dose
but a third ‘booster’ dose raised levels of antibodies that effectively neutralise the Omicron variant. The study found that in people who had received the Pfizer vaccine for all three doses, antibody levels against Omicron after a third dose were similar to those previously reached against Delta after only two shots. Overall, antibody levels were nearly 2.5 times higher against Omicron after three doses compared to after two jabs, according to the researchers. Higher levels of antibodies against Omicron were also found in people who received two doses of either vaccine and also reported previously having COVID-19 symptoms, com-
pared to those who didn’t have disease symptoms in the past. While levels of antibodies alone do not predict vaccine effectiveness, they are a very good indicator of protection against severe COVID-19, it said. The study confirms that three doses of vaccine are essential to boost antibodies to quantifiable levels and maximize the amount of protection against severe disease and hospitalization. “People who have queued outside vaccination centres should be reassured that a vaccine booster is the best way of protecting them from Omicron,” said Emma Wall, an infectious diseases consultant at NIHR.
