DIMAPUR, SEP 20 (NPN): After the talks between NSCN (I-M) and Centre’s interlocutor for Naga peace talks RN Ravi had hit a deadlock, another round of talks was held here on Monday between former special director of Intelligence Bureau AK Mishra and Th Muivah. Talking to media persons after the meeting, which went on for nearly three hours, NSCN (I-M)’s collective leadership member Rh Raising said the group had reaffirmed its commitment during the meeting to the Framework Agreement in letter and spirit. He clarified that NSCN (I-M) did not ask Government of India to give flag or constitution, but only recognise the already existing constitution and flag of the group. Raising asserted that any agreement that was short of flag and constitution was meaningless and would be unacceptable to the people and NSCN (I-M). ing explained that it was a misleading notion that talks were held back, mentioning that talks were continuing and would continue in the future. He maintained that the foundation (Framework Agreement) was already laid to resolve the Naga political issue and urged other groups to be on board for a final solution to the vexed Naga issue. To a query on whether NSCN (I-M) would sit across the table with other groups for a final solution, he affirmed that solution would be inclusiveand there would be only one solution and one talks. Raising remarked that both 16 Point Agreement and Shillong Accord betrayed the people and hence failed to provide solution.

Asked about the expected time frame for solution, he said any settlement would be “transitional” and depended on the sincerity and commitment of the negotiating parties. On AK Mishra being tasked to carry forward the talks, the NSCN (I-M) leader said Mishra was asked to resume talks with the group at the directive of Prime Minister Narendra Modi. Talks were on hold due to Covid-19 pandemic and resumed after Government of India invited NSCN (I-M) to resume talks with Mishra, he added. On the proposed meeting between NSCN (I-M) leadership and Assam chief minister Himanta Biswa Sarma on Tuesday, Raising said the group had never held talks with any political party leader, except Government of India representatives. He however said talks could be held with the political leaders if they were assigned by the Government of India. Meanwhile, official sources could not provide information about the arrival time of Sarmatill Monday evening.

Nikki Sumi, on Monday maintained that separate agreements with different Naga political groups will not achieve a final and inclusive solution to the Naga political issue therefore, all the “three entities” should respect each other and come together as one. Addressing the media at Hotel Saramati here, ‘lt. gen.’ Nikki Sumi, president of NSCN (K) Nikki group insisted that NSCN (I-M), WC/NNPGs and NSCN (K) must come together on one table and face the Naga public for one solution. He claimed that NSCN (K) was ever ready to join hands with NSCN (I-M) and WC, NNPGs for one solution. “NSCN (K) will never seek separate entity and, if Naga people longs for all three entities to come together, we are every ready. NSCK (K) is not against the formation of one entity,” he clarified, adding that when all the three groups come together on one table, Naga solution would be possible. Nikki urged the public to take the lead in seeking a solution, adding that they

should be the ones instructing the three groups. “Nagas should voice out their concern and instruct NSCN (I-M), NNPGs and NSCN (K) what to do,” he added. On reports about the Centre appointing AK Mishra as interlocutor for Naga talks in place of RN Ravi, Nikki hoped that the appointment of Mishra as the new interlocutor was for the common goal of an “inclusive solution”. Asked if NSCN (K) had submitted any demand before Government of India, he claimed that his group did not submit any demand as doing so would only create another problem. Clarifying that he was not against ‘Framework Agreement’ or ‘Agreed Position’, Nikki said his group

would study both and raise issues concerning Nagas after consultation with the public. Asked if his group would meet Mishra, Nikki informed the media that that they had received “green signal” to meet him though they would do so in Delhi later. On the oppositionless government United Democratic Alliance, Nikki remarked that dissolving the Assembly would have been seen as a much more sincere move on the part of the legislators, if they truly wanted solution. On the issue of separate Naga flag and constitution, he pointed out it was not right on his part to comment and maintained that the public should decide the matter. Regarding multiple taxation, Nikki wondered how a government would function without tax and donations. He, however, admitted that business establishments suffered due to multiple taxations, but maintained that it was not only the “undergrounds”, but also the “over ground” government collecting taxes.

KOHIMA, SEP 20 (NPN): Union minister of state for consumer affairs, food & public distribution and environment, forest & climate change Ashwini Kumar Choubey announced that Centre would allocate Rs. 20 crore to Nagaland as a rehabilitation package for jhum cultivators under Compensatory Afforestation Fund Management and Planning Authority (CAMPA) fund. It was also learnt that five districts from eastern Nagaland and one from Wokha, have been identified under the project. Addressing media at Hotel Vivor here on Monday, he said the fund would be provided to help deserving farmers earn an alternative livelihood. He further announced that 36 schools in the State would also receive Rs 50,000 from the Centre to set up plant nurseries with the objective of promoting environment. DIMAPUR, SEP 20 (NPN): Nagaland Pradesh Congress Committee (NPCC) led by its president and functionaries have decided to launch a state-wide “crusade against the unfaithful government” from September 24 starting from Dimapur. Nagaland on Monday recorded 43 fresh Covid-19 positive cases and one more death. Of the fresh cases, 14 were from Tuensang, Dimapur-13, eight in Mokokchung, three in Kohima, two each in Kiphire and Longleng and one in Wokha, taking the total caseload to 30907. Further, one more patient succumbed to the infection in Dimapur, pushing the death toll to 654. ICAR-NRC on Mithun celebrates ‘Hindi Week’

WDCCI adopts resolution for business activities DIMAPUR: Wokha District Chamber of Commerce & Industry (WDCCI) at its annual business review meeting held on September 19 has adopted various resolutions. According to WDCCI media cell, the members from various affiliated business units at the meeting resolved that Wokha Town Council (WTC) should review the exuberant amount levied upon business community on trade permit and annual renewal fee. It stated that non -compliance with the demand, the traders will not renew their trade permit. It asked WTC to immediately stop the practice of collecting toll tax on GST billed consignments goods and not to issue temporary trade permit to any traders unless adequate slots was available in Town Council complex. The resolution also stated that once a trade permit has been obtained for a specific outlet, then that same permit holder shall not be liable to pay other additional charges to the town council for incoming goods. WDCCI warned of

strong action against any business establishment found manipulating GST bill. For any inter-state/ intra-district movement of goods entering Wokha district market, the WDCCI should be informed by the supplier. The chamber also warned that any non-indigenous inhabitants conducting business activities within the market under the guise/name of any bonafide indigenous inhabitants without obtaining WDCCI registration, their outlets will be shut down without any prior notice. To provide a uniform opportunity to all traders, the business community collectively decided to allot distributorship of only three brands per proprietor subject to adhering to company standard rates by the authorized distributor. It was also unanimously decided that no buildings along the highway/roadside and market hub will be allowed to occupy for godown. Further, all WDCCI registered business owners have been asked to obtain a business ID card at a nominal rate from the office of WDCCI.

Govt issues SOPs for re-opening of cinema halls, swimming pools

DIMAPUR: State government under relaxations of lockdown regulations- Unlock 6, has issued a Standard Operating Procedures (SOPs) for re-opening of cinema halls and theatres and swimming pools in the state. In a notification principal secretary Home de-

Noklak DTF on COVID-19 holds meeting DIMAPUR: Noklak District Task Force on COVID-19 held a meeting on September 18 under the chairmanship of Deputy Commissioner (DC) Noklak, Hiazu Meru at the Conference Hall of DC Noklak. NVCO contests Tokheho’s views on Art 371 (A)

DIMAPUR: Nagaland Voluntary Consumers’ Organisation (NVCO) Monday said it disagreed with the lone Lok Sabha MP Tokheho Yepthomi’s call for flexibility on the issue of Article 371 (A) vis-à-vis oil exploration. NVCO through its press and media cell stated that instead of strengthening Article 371A, MP’s statement was contrary to restoration of the Resolution of the Nagaland Legislative Assembly (NLA) passed on July 26, 2010 in respect of “ownership and transfer

of land and its resources” including mineral oil. In this regard, NVCO said it had submitted a representation to the Interlocutor and Governor of Nagaland RN Ravi on November 4, 2019 to take up the “eroding of Article 371A and its related matters” with the Centre. In the representation, NVCO said it had also appealed for restoring the Resolution of the NLA. NVCO termed as “very unfortunate” that the Centre was “overriding and destroying the so called special provision ‘Article 371A’ at

every turn on its own motion unilaterally.” NVCO has appealed to the Government of India to allow the State of Nagaland to have the power to frame its own laws regarding ownership and transfer of such land and resources including mineral oil under Article 371A. It maintained that the land and its resources including mineral oil, gas and petroleum should belong to the people of Nagaland and “no Act of Parliament shall apply to the state in this respect.” K Y M C

NRC published in Aug 2019 is final, rules FT

GUWAHATI, SEP 20 (PTI): The National Register of Citizens (NRC) published on August 31, 2019 is the “Final NRC”, ruled a Foreigners’ Tribunal (FT) in Assam, even as the Registrar General of India is yet to notify it. Declaring a man Indian citizen, the tribunal in Karimganj district held that though National Identity Cards are yet to be issued, “but there is no doubt that this NRC Assam published in 2019 is nothing but Final NRC”. The ruling was given by Sishir Dey, member (attached), FT-II, Karimganj in a ‘D voter’ (doubtful voter) case against one Bikram Singha of Jamirala village in the Patherkandi police station area of the district. The case was registered first under the Illegal Migrant (Determination by the Tribunal) Act in 1999. It was shifted to FT-I of Karimganj in 2007 after the IM(D)T Act was struck down by the Supreme Court in 2005, and was finally transferred to

FT-II in 2017. The matter was heard on September 1 this year. In its ‘final order and opinion’ issued on September 10, the tribunal said the appearance of Singha’s name in the “Final NRC” establishes his relationship with other members of the family, “though not necessarily and lawfully establishes his citizenship due to pendency of his case” before the FT. Maintaining that the pendency of the case before the tribunal might not be traced by the NRC authority, it said “his inclusion of name in Final NRC may be validated only is this reference case is answered

in his favour”. “The names of other persons of his family in Final NRC may be conclusive proof of their Indian citizenship,” it said, ruling in his favour. Addressing the issue of whether the NRC has “attained finality or not” as raised by the government advocate, the tribunal said the NRC was prepared as per provisions of the Citizenship Act, 1955, and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, and on the directions of the Supreme Court. The SC had directed for the preparation of the

NRC in a time-bound manner, whose last step was mentioned as “Finalisation of Final updated NRC” and the date for the completion of the process was fixed on August 31, 2019, the tribunal mentioned in its order. “Accordingly Final NRC (i.e. Supplementary List of NRC together with Draft NRC) has been published on 31.08.2019 which is available online in the official website of NRC Assam wherein it’s referred and mentioned as “Final NRC”. This legal position is still in force,” it added. The process of updating the NRC had begun in 2015 and the final list was published on August 31, 2019, with the names of 3.11 crore people. Over 19 lakh applicants were left out of it. The Registrar General of India is yet to notify it. Arguing against consideration of Singha’s name in the NRC as valid evidence, the government advocate said that a person who had a case pend-

ing before any Foreigners’ Tribunal was not eligible for inclusion in the ‘Final NRC’ as per the approved standard operating procedure of the authority. Besides, he also expressed doubt about the finality of the NRC published on August 31, 2019. Singha’s lawyer countered the arguments by pointing out that his name was included in the NRC based on legal documents, and as the “Final NRC” was published under the direction and monitoring of the Supreme Court, there should not be any doubt about its finality or legality. She also contended that her client was a citizen of India by birth under Section 3 of the Citizenship Act, 1955. Other documents, including land records in the name of Singha’s grandfather from 1968 and employment records of Singha’s father in the Indian Air Force for 29 years from 1972, were also presented in support of his claim, she told the tribunal.

Heroin worth Rs 3.5 crore seized at Bokajan Correspondent/PTI DIPHU, SEP 20: Karbi Anglong police seized 412 kilograms of heroin worth around Rs. 3.5 crore in the international market on Sunday night at Lahorijan police checkpoint, Bokajan subdivision. Two persons have been arrested for possessing the contraband, official said. Acting on information, police stopped a vehicle Bolero SUV (MN-01AK- 4784) coming from Manipur at Lahorijan check post under Bokajan police station and seized the drug hidden in 30 boxes of soap. Two occupants of the vehicle identified as Amzad Ali (37) and Syed Anish Khan (38), who were taking the heroin to Guwahati from Manipur, were arrested, the official said. In another incident, three persons were arrested from Guwahati on the charge of transporting betel nuts illegally from Meghalaya to Barpeta in Assam. Police also seized their vehicle laden with betel nuts at Garchuk in Guwahati.

However, an attempt to lock down the office was prevented by the police, who rushed to the spot and confronted the students. After a brief struggle, the police pushed back the agitating students outside the office premises and allowed two leaders of the students to proceed and meet with the senior officials of the department to air their voices. Talking at the protest site, Imphal College Students’ Union general secretary Oinam Premdas Khuman alleged that the hike in the admission fees amidst the Covid pandemic was nothing but trying to bleed the students dry. He demanded the resignation of the state education minister while alleging that he did not care about

the interest of the students. The minister remained silent till date even as admission processes in all the government colleges remained suspended due to students’ strike against admission fee hike, he alleged. All admission processes in the government colleges across the state remained suspended since September 12 after the students of each college rose up in protest against hike in admission fee. The students have sealed the administration buildings and major gates of the colleges, thus halting the admission process. Premdas said that a hike in admission fees while the people were suffering at the limit of their woes due to COVID-19 crisis was a huge blow to the student community. This year, college authorities hiked the admission fee ranging from Rs 1000 to Rs 2000 besides setting a policy of depositing the admission fee to a government account, he said.

UDALGURI, SEP 20 (AGENCIES): Normal life came to a standstill during the 12-hour bandh in the Bodoland Territorial Region (BTR) on Monday. According to Northeast Now, the bandh was called in protest against the ‘killing’ of two youths by security forces in an

encounter in Kokrajhar district of Assam. The two youths were suspected to members of newly floated insurgent outfit – the United Liberation of Bodoland (ULB). However, family members and villagers have claimed that of the two youths they were killed in

a fake encounter. Notably, the dawn to dusk bandh was not called by any organization, but people spontaneously observed the bandh. The bandh was total in BTR areas of Tangla, Kalaigaon, Udalguri, Orang, Rowta, Mazbat and Khoirabari. All kinds of vehicular movement, shops and business establishments were seen to be affected during the bandh hours in Udalguri district. GUWAHATI, SEP 20 (PTI): A BJP worker was early on Monday trampled to death by elephants near Rani Reserve Forest on the outskirts of Guwahati city, an official said. The deceased has been identified as 35-year-old Rajib Boro, the convener of shakti kendra in BJP’s Rani Mandal, the forest official said. The range officer at Rani came to know about the incident some time before dawn, following which staff members of the forest department and police personnel rushed to the spot to assess the situation. A herd of elephants had raided the area near Boro’s residence in Andhurijuli village, and the 35-year-old was killed in the attack. His body was recovered from the area and sent for post-mortem by the police, the official said.

Setting up rehabilitation centres to help the drug users give up their addiction is a part of the fight against drugs in which his Ministry is directly involved, he said. Addressing a press conference here, Kumar said, “In border states like Rajasthan, Assam, Punjab and Sikkim, among others, the problem of drugs is a major issue. The government here (in Assam) is already fighting it and the Central government has been extending its full support.” The minister said he visited the rehabilitation centre for addicts run by the Com-

mittee on Social Economic Health Development-ICRA at Khetri on the outskirts of the city earlier in the day and interacted with inmates there. “I met two women who have admitted their husbands there. I met young people who are deeply into drug abuse. The problem runs deep. We have to collectively fight this menace,” he added. Kumar further said the emphasis of his Ministry was on employment generation through skill development of all sections, especially ‘Divyangs’ (people with disabilities), transgenders and beggars. Providing equipment to ‘Divyangs’ to improve their mobility, like motorised tricycles, has been particularly helpful for them in exploring livelihood options, such as selling wares from their special vehicles, the minister said.

Channi takes charge as CM in Punjab

CHANDIGARH, SEP 20 (PTI): Punjab’s first Dalit chief minister, Charanjit Singh Channi, took charge on Monday, promising free water supply to smaller homes, a reduction in power tariff and a transparent gover nment for the “common man” in the pollbound state. Two d e p u t y c h i e f m i n i s t e r s, S u k h j i n d e r Singh Randhawa and O P Soni, were also sworn in by Governor Banwarilal Purohit at a Raj Bhavan ceremony, also attended by Congress leader Rahul Gandhi. At his first press conference later, Channi, 58, teared up as he described himself as an “aam aadmi” -- a common man -- and a poor person, while thanking the Congress high command for picking him for the post. The three-time MLA from Chamkaur Sahib recalled that he has pedalled a rickshaw and his father ran a “tent house”. Channi didn’t offer many details but the sops appear to rival those announced by the Aam Aadmi Party (AAP), which is the main opposition in Punjab. No need to worry about possibility of spillover of Taliban into J&K: Army S R I NAG A R , S E P 2 0 (PTI): There is no need to worry about the possibility of a spillover of Taliban militants into Jammu and Kashmir as people will be kept safe, a top Army official here said on Monday. “This question has been asked to me a number of times on events which are unrelated. Right? So, I will again answer your question: why are you worried? You are safe and you will be kept safe. There is enough effort,” General Officer Commanding (GoC) of the Army’s Srinagar-based 15 Corps or Chinar Corps, Lt Gen D P Pandey, told reporters here. If there is a gentleman who picks up a weapon, he will be neutralised either way -- by getting killed or by getting apprehended and if he comes and offers (to) surrender, we will take surrender,” he said. NEW DELHI, SEP 20 (PTI): The Supreme Court Monday advised a 17-yearold Class 12 student, who sought re-opening of schools across the country, to focus on studies instead of getting involved in seeking Constitutional remedies. The top court said it would not call the plea a publicity gimmick but it was a misplaced petition and children must not get involved in such issues. A bench of Justices DY Chandrachud and BV Nagarathna refused to entertain the petition, saying the student from Delhi may pursue his remedies with the state government. The bench told advocate Ravi Prakash Mehrotra, “Ask your client to focus on studies in school and not get involved himself in seeking Constitutional remedies. You see how misplaced this petition is. Imagine the situation in Kerala, Maharashtra cannot be the same in Maharashtra

NEW DELHI, SEP 20 (PTI): Global pharma major Pfizer and BioNTech SE on Monday said trial results of COVID-19 vaccine showed that it is safe and produced robust neutralizing antibody response in children aged five to 11 years, and they plan to seek regulatory approvals as soon as possible. Children aged five to 11 years were given a two-dose regimen of 10 microgrammes (µg) administered 21 days apart, a smaller dose than the 30 µg dose used for people 12 years and older, the companies said in a joint statement. “In participants 5 to 11 years of age, the vaccine was safe, well tolerated and showed robust neutralizing a n t i b o d y r e s p o n s e s,” the statement said. The companies plan to submit these data to the US Food and Drug Administration (FDA), European Medicines Agency (EMA) and other regulators as soon as possible, the statement said. “Since July, paediatric cases of COVID-19 have risen by about 240 percent

in the US – underscoring the public health need for vaccination. These trial results provide a strong foundation for seeking authorization of our vaccine for children 5 to 11 years old, and we plan to submit them to the FDA and other regulators with urgency,” Pfizer Chairman and Chief Executive Officer Albert Bourla said. For the United States, the companies expect to include the data in a near-term submission for Emergency Use Authorization as they continue to accumulate the safety and efficacy data required to file for full FDA approval in this age group, the companies said. A request to EMA to update the EU Conditional Marketing Authorization is also planned, they added. “We are pleased to be able to submit data to regulatory authorities for this group of school-aged children before the start of the winter season,” BioNTech CEO Ugur Sahin said.

W

ith the formalization of the proposed all-party government sans opposition in the assembly on September 18, subsequent to the resolutions of all parties on August 11 and 13, Nagaland will witness a second such phenomenon, when the present Progressive Democratic Alliance (PDA) - NDPP, BJP and Independents- and the sole opposition party NPF, form the United Democratic Alliance (UDA) from the earlier proposed nomenclature, Nagaland United Government (NUG). Such an all-party government had also been formed during NPF-led DAN-III on November 23,2015 when all eight Congress MLAs eventually merged with the NPF. The all-party government and opposition-less assembly in 2015 arose due to power compulsions caused by dissidence within NPF. However, the NPF at that time claimed that it was to strengthen the efforts to find solution to the Naga political problem. Even this time the formation of the all-party government has been attributed to the ‘Naga political issue.’ In reality, the state government and especially the legislators have no role to play in the negotiations and not even as mute attendants in the negotiations. The political parties have always been one with regard to the Naga political issue. They had Joint Legislators Forum(JLF) which split in 2020 when NPF formed its own Political Affairs Mission(PAM) in August 28, 2020 but eventually all legislators came together again on June 11,2021 under the Core Committee on Naga Political Issue. As ‘facilitators’, legislators unite on the issue and have been urging upon NPGs to come together for solution or flying to Delhi in big numbers at state expense, to plead with the government of India to secure early solution or calling on all sections of society to stand in solidarity for solution. All the while, the coming together of all parties on both occasions under the pretext of the Naga political issue has not exactly inspired the public and neither drawn the attention of the Naga Political Groups(NPGs) the stakeholders in the negotiations. In 2015 the compulsion was tussle for power within a faction-ridden NPF and not Naga political issue; where Congress as the main opposition got involved when its eight MLAs eventually merged with NPF to tip the balance in favour of T.R. Zeliang. This time too, it is believed that political power was the driving force for an opposition-less government as it put paid to any attempt by BJP (12 MLAs) to tie up with NPF (25 MLAs) to form an alternative coalition government. In 2015 and presently, Nagaland has the dubious distinction of having no opposition. This is because the Naga political issue has been made to over ride need for governance; while public continue to suffer on many fronts, chief of which is multiple tax collections by all and sundry. The previous governor had acted as the executive opposition and there used to be two opposition voices –one from Raj Bhavan and the other from Congress Bhavan. However, now with the previous incumbent gone, the people will have only a legislator-less Congress as the opposition. Many have aired their views about the opposition-less assembly and the message is the same- that legislators should not think that they can fool all the people all the time.

While ushering peace in the State, Nagaland Government is losing out on major financial benefits and long term gainful employment and business opportunities that can be

generated out of oil exploration & production activities for the Nagas, but just because of the tussle between the Centre and State Government over the policy decision there are colossal economic losses to the State and the Country. This needs to be immediately addressed so that we should experience the fruit of the State resources instead of wholly depending on the mercy of the Central Government. We would therefore like to make the following point for favour of your considerate action. 1. Open up the DAB (Disturbed Area Belt) area for exploration and extraction on revenue sharing basis between Assam and Nagaland. 2. The Central Government should immediately give clearance to State Government for issuance of PEL license to PSU/ NOC in order to invest in the State and ascertain hydrocarbon prospects and reserves within the awarded Block. The geological & geophysical (G&G) data that will be acquired (at no cost to the State Government) will be processed and analysed to confirm the presence of hydrocarbon reserves which will be of great value and significance to the Government in future. The lone Lok Sabha Member of Nagaland Shri. Tokheho Yepthomi in his press release made very pertinent mention through the queries raised in the parliament regarding oil fields along Assam-Nagaland boundary, when he highlights the fact that While Assam earns thousands of crores as royalty from crude oil, Nagaland loses Rupees 5 crores per day on oil revenue. This is the reality of

our State. We want to be a major contributor in the nation’s GDP. The irony is that while we have been blessed with abundant natural resources, we are languishing in one of the most adverse infrastructure, sinking deep as one of the most unsuitable state in the country to live. The state fiscal deficit is mounting and the state economy is at all time low. The future looks very bleak for the Nagas since we don’t envisage any foreseeable revenue coming our way while sitting on an oil rich resource, unless we open this up for exploration. We’re not going to save ourself by going around with a begging bow as is the practice now. ‘Economic Activities’ through industrialization can only bring about long term sustainability, gainful employment opportunities and all round development for the State and the Nation. Crude oil may lose its value and relevance if global nations push for alternate sources of energy in the near future. Under such circumstances, BAN cannot afford to remain dormant towards the very natural resources trampled useless, while it could transform the entire state. It is time for the State Government to use its privilege and act proactively to bring about this exploration in the State with no more procrastination. The Centre should release all the clutches that had hindered the State to move forward if the State has to contribute its due share in the Nation Building. Death of an ‘Invisible Man’

am writing with heavily disturbed mind while sitting in some distant corner of India away from my beloved Nagaland amidst the majestic company of Himalaya. A news about an incident which was brought to my notice by Benisha, my dear friend and a student who is also a senior member of Tetso Motorcycle Club, ruined my evening and also destroyed my peace of mind. It seems I have lost myself in an oblivion-into deepest, coldest abyss of dark sadness and this Great Himalaya and his trusted companions-the mighty wind and angelic clouds trying to console me but all their efforts are going in vain. How can a right thinking man not get emotional hearing a heart wrenching news of death of a poor, lonely man who died of starvation in some corner of Dimapur? Death undoubtedly is a final destination for all of us. None can escape death. In 2020-21, I have seen deaths in my life-I have lost my father, my maternal uncle, my friends, beloved Prof. Lorin. However, I did not grieve on their death as much as I grieve and cry on a death of a stranger whom I never met, whom I never knew, who died without food, without water, without comfort, without human touch, one who died like an animal or may be a lesser entity under Fly over opposite Traffic Zone I office. What thoughts must have come in his mind in those last moments? I am sure he must have begged, he must have asked people for food, for water. He must have stood near restaurants, near food carts with hopes that he will get something to eat, but o’ cruel, heartless humanity could not spare little food for him. He died, but I know his death was not ordinary. Death of a starving man is never ordinary. His death was a Culpable Homicide and WE are responsible for that. We let him DIE. He could have been saved with little human touch, bowl of rice and glass of water but for us that human touch, food and water became unaffordable, ultra-expensive that we could not offer them to him. Death of a starving man cannot be ignored, nor forgotten. This 21st century, which has brought prosperity

to some, also brought misery to many. On one hand we spent thousands of rupees to satisfy our material desires and on the other, there are people who “Dream” for food and struggle for survival. We should feel ashamedindividually and collectively because we could not save man from starvation. In big cities, where money talks and gold shines, where people inhale venomous gases more than oxygen, where human relations starts and ends with material desires and animal instincts I could not expect survival of human values and humanity. But I know, in our Nagaland humanity still exists, our world is different, human values are still cherished here despite all odds and yet we let a man died right before our eyes. Where were the people, where were civil societies, where were women organizations, where were student bodies, where were Churches, Temples, Mosques, Gurudwaras, where were the preachers of morality and social justice, where were YOU and I? We need all of us to own the responsibility of our actions. The solution of social problems lies in the hands of people. “Death of a starving Man” is a clear-cut symptom of profoundly sick society which is suffering from a disease of amnesia. Blames, excuses and escapism never help humanity to evolve. Laws, Governance, System, Moral Doctrines, Religious Preaching is all useless unless and until we learn to own up the responsibility of our own actions and learn to live and grow like human-as our beloved almighty expect from us. I Pray, that the death of an Invisible Man may awake us. I Pray, that the sin that we unknowingly committed be redeemed and God grant us wisdom to open our minds, hearts, pockets and our kitchens to all those who have been made the victims of time, circumstances and social evils. I Pray, may every soul get food with dignity, may every thirst be quenched. May the eyes of people be opened and they see GOD in fellow Human Being, so that no other INVISIBLE MAN have to die. Amen! Olympic fever to Olympic temper (From previous issue) Let us classify the categories of sports for understanding competitive sports culture. Many of us are involved in one or the other kind of sports. We have sports for recreation, sports for physical heath, sports for hobby and sports for time pass, for some. But the kind of sports we are discussing about is competitive sports that is also sub divided into Amateur sports and Professional sports. We are unfortunate to be at ground zero comparing with others states in India whereas sport is multibillion dollar business the world over today. However, in our own context, we do have something to reckon with, although not in the state of the art position. We Naga’s are football lover therefore every village tries to have a football playing field even in remote village and basketball board here and there. Besides the football field, we also find volleyball ground in different localities in the village. Thus the villagers/ community creates basic playing field for the development of sports at grass root level. Unconsciously the community involvement is the right way of approach which should be encouraged and supported by the Sports Department and the Associations. Sports not necessarily begin from the State of the Art infrastructure but from basic play field/infrastructure at the grass root level. The marathon runners from Kenya start running from the school going age on dirt road. Every morning they run 20-25 kms from their home to the school and after the school they run back to their home as daily routine that automatically develop the sports culture by default and become the Olympic champions. However, sports culture cannot be a mass movement without relative avenues, opportunity for

earning a livelihood and a future trough sports. Naga’s are essentially agrarian community devoid of any ancillary business therefore without any future prospect it will be suicidal to opt for mass sports culture. As sports administrator in the Association, I have worked many years in collaboration with the Sports department in talent search and coaching of the children of below 13 years age and sub juniors round the year. It is a fact that sharp and brainy children learn faster and play better brain game than their average friends. Such children are also good in their study and from class IX onwards they will dropped out from the game and concentrate in their study and once they passed out class X they will completely quit the sports and all the meritorious students will enroll in Science stream aiming for taking up technical education as planned by the parents as there are no opportunities to earn a livelihood through sports in our State. Our Chief Minister has announced a new sports policy that is understood to be in the final stage to be released which is expected to contain new vision and more result oriented program in attaining the national standard and beyond. There could be high priority sports, priority sports, recreational sports, sports for hobby and health. Our approach should be directed towards suitability of the right type of sport to our physical stature, biological built of our body so as to attain excellence without any unplanned disadvantage. In the recently concluded Tokyo Olympic we have very clearly observed the kind of people and race, color and physical built, the country that have dominated the particular type of game. Let us learn from them and pick up the kinds of sport

that would suit us. The state sports planner should have a clear objective and road map for development of sports in the State. The progress and achievement of the State in sports is not measured by the number and the kind of sports infrastructures built up in the state but by the number of medal won at the National Games that is held every 2 years. Qualification to the National games is on the basis of reaching quarter finals in the Senior National championship of the particular sport discipline. Many sports fans are confused and presume that World Cup is the biggest sporting event whereas it is single game competition and carries one gold medal only and cannot compare with the Olympic mantle which is multidimensional Competition. Tokyo Olympics offered a total of 339 gold medals with Athletics alone offering 49 gold medals whereas our fancied football offers only 1 gold. I am trying to come to the point that our priority should be focused in such sports where more medal prospects are available. Team game like football, Volleyball, Basketball etc. have only one gold medal prospect but individual games like athletics, badminton, Table tennis, Tennis, shooting, body contact games have medal prospect by every individual athlete. Practically speaking, it is very difficult to produce a team where all the players in the team have to be equally good to balance the game but in the individual game, development and training and the shine of the individual itself is a medal prospect. There is also equal opportunity for both the competitor in the body contact games where the contest is on the basis of body weight category. The one very important consideration is whether the game we adapt is included in the list of Olympic Sports

or not. Preparing and producing a podium target Athlete is a long strenuous, tidy and costly process. There is no miracle or short cut in sports achievement but sheer effort, dedication and hard work that makes the champion. The only luck in the game is getting a weak opponent in the draw in the first round. In Athletics, the Athletes slug on long 10 -15 years laborious training beating the sweat and brow for a sudden short explode of 15 seconds peak moment. Among the human resources development spheres, sports presents a complexity of scientific planning, investment, infrastructure, management, training and development, nurturing, grooming, harnessing from grass root level to polishing at the creamy layer involving, coaches, physio, Masseur, trainer, medico, dietician, administrator, staffer, photo analyst, psychologist, back up team, maintenance and up keeps etc, etc. Sports being multibillion dollar today, tremendous research and analysis have been done in sports development, physical and biological aspect, material boost and state of the art infrastructural development. The old adage “Practice makes one perfect” is no longer valid today and is transcended to “Right practice makes one perfect.” If Sports is to be taken seriously, the working system along with the funding pattern of the YRS Department of the State Government should be totally overhauled and place the department in the true sense of Youth (human) Resources Development and treat the Department at par with the other developmental department. Adequate initiative of sports technical aspects, infra structure creation, setting up of appropriate sports academies, develop-

ment of sports at grass root level, roping in of Sports Associations with proper funding, Funding of Inter District Championship of priority sports are the area to be seriously considered to produce the desired result. The YRS Department is usually allocated Rs. 100 lakhs annually by the State Govt. for dispensing token grant in aids to 26 Sports Associations and 11 District Sports Councils for development of Sports activities. It is a pathetic truth that if you offer peanuts you will get only monkeys in return, but in our state we will not get even monkeys as we have eaten up all. As long as the present policy, practices and approach of the State Govt. continues, the YRS Department, the Associations and the Athletes shall not be able to carry out the ACTC sporting activities how serious they may contemplate. In the absence of any Industries and Business houses

in the State unlike other States, we have no scope and opportunity to avail CSR funding so our only hope and sources is the State Government funding therefore with the current funding pattern sports would not see much hope and progress. The state political think tank should usher a shift in the State sports policy and the funding pattern, prepare podium target sports development roadmap and go full throttle that within 5-10 years we produce National Champions and within 10 -15 years we produce Olympian which is not impossible if we are sensible. Till now no agency has conducted any Sports SWOT analysis of our youths therefore all sports talents remains untapped and unexplored letting it die and burry in the unmark cemetery. (Concluded) T. Recently, I read an opinion on Nagaland based media, particularly by a concern citizen who said to the point about why there is gender stereotypes if females go out at night, why females can’t wear exposing clothes, etc, no doubt about that. But, there is always two sides of the coin, there is a big difference between old century mindset of males and 21st century mindset of males, in general. Younger males don’t really care what ladies wear, whether you have tatoo or not, whether you’re naughty girl or not, whether ladies colour their hair or not, cause if males care then males would be tag as sexiest, patriarchy, and so on. Infact, the younger Naga ladies are more fashionable, have more freedom than ever. This clearly shows the sign of toxic femininity and modern feminism which have become very toxic, finding way to blame everything which hinders their gender. The difference between males and females is that male’s need to control their ego and for females need to control their attitudes, as attitude holds more pivotal position than ego. N. L. Defamation case: HC junks plea against Rahul Gandhi MUMBAI, SEP 20 (PTI): The Bombay High Court on Monday dismissed RSS functionary Rajesh Kunte’s plea seeking that the transcript of Rahul Gandhi’s speech made in 2014, in which he allegedly blamed the RSS for Mahatma Gandhi’s assassination, be admitted as evidence in a criminal defamation case filed against the Congress leader observing that an accused cannot be compelled to admit or deny any document. Kunte had approached the HC in 2019, challenging an order of the Bhiwandi magistrate’s court passed in September 2018 which dismissed his request to admit the transcript copy in the list of documents under section 294 of the CrPc. On Monday, a single bench of the Bombay HC presided over by Justice Revati Mohite Dere dismissed Kunte’s plea. Rahul Gandhi is facing trial in a criminal defamation case following an FIR filed against him by Kunte in 2014 after the said speech. As per Kunte’s plea, on March 6, 2014, Rahul

Gandhi made a speech in Bhiwandi during an election rally where he allegedly said that “RSS people” had killed Mahatma Gandhi. Soon after, Kunte, who is the secretary of the Bhiwandi unit of the Rashtriya Swayamsewak Sangh, lodged a complaint against Rahul Gandhi. The Congress leader later said his comments had been quoted out of context. In December 2014, Rahul Gandhi moved to the Bombay High Court, challenging the defamation proceedings initiated against him. He had at that time submitted a transcript of the said speech in the HC. In his plea in the HC, Rahul Gandhi said among other things, that the “BJP and RSS were essentially the same” and while he had meant to speak about the BJP’s position on Mahatma Gandhi’s assassination, he had said RSS instead. He had further said that the “imputation made against the RSS was true” and therefore, constituted a ground for his defence to the defamation proceedings.

NEW DELHI, SEP 20 (PTI): The Supreme Court on Monday sought the Centre’s response on doorto-door Covid vaccinations for persons suffering with disability within two weeks. Issuing notice to the Centre, a bench of Justices D Y Chandrachud and B V Nagarathna also sought the assistance of Solicitor General Tushar Mehta about steps taken so far to vaccinate the differently abled and the government’s proposals on the matter. At the outset, advocate Pankaj Sinha, appearing for the NGO Evara Foundation, said there are two documents, including one by the Indian Medical Association that has said COVID-19 vaccination needs to be done door-todoor to ensure maximum coverage. He said Jharkhand and Kerala have successfully done so and it could therefore be carried out for the differently abled.

NEW DELHI, SEP 20 (PTI): Gold in the national capital on Monday gained marginally by Rs 14 to Rs 45,080 per 10 gram supported by rupee depreciation, according to HDFC Securities. In the previous trade, the precious metal had settled at Rs 45,066 per 10 gram. Silver jumped Rs 98 to Rs 58,890 per kilogram from Rs 58,792 per kilogram in the previous trade. The Indian rupee depreciated 34 paise to 73.82 against the US dollar in opening trade on Monday. In the international market, gold was marginally lower at USD 1,753 per ounce and silver was flat at USD 22.47 per ounce. “Gold prices traded weak with spot gold prices at COMEX trading marginally down at $1,753 per ounce on Monday. Gold prices traded under pressure on stronger dollar,” according to HDFC Securities, Senior Analyst (Commodities), Tapan Patel.

WA S H I N G TO N, S E P 20 (PTI): The variants of SARS-CoV-2 are getting better at travelling through the air, and people must wear tight-fitting masks and ensure better ventilation, in addition to getting vaccinated, to help stop spread of the virus that causes COVID-19, according to a study. The team led by researchers at the University of Maryland in the US found that people infected with SARS-CoV-2 exhale infectious virus in their breath, and those infected with the Alpha variant put 43 to 100 times more virus into the air

than people infected with the original strains of the virus. The study, published in the journal Clinical Infectious Diseases, also found that loose-fitting cloth and surgical masks reduced the amount of virus that gets into the air around infected people by about half. “Our latest study provides further evidence of the importance of airborne transmission,” said Don Milton, professor at the University of Maryland School of Public Health. “We know that the Delta variant circulating now is even more contagious than

NEW DELHI, SEP 20 (IANS): The Islamic State (IS) has clamimed responsibility for a series of bomb attacks in Afghanistan which targeted the Taliban, the terror groups Amaaq News Agency said on its Telegram channel. “More than 35 Taliban militia members were killed or wounded in a series of explosions that took place (on Saturday and Sunday),” Al Arabiya reported citing the Agency as saying. China to provide unconditional aid to Afghanistan NEW DELHI, SEP 20 (IANS): The Chinese ambassador to Kabul, Wang Yu, has said that his country is prepared to continue providing unconditional humanitarian aid to the people of Afghanistan. The Chinese ambassador met the acting minister of refugees and repatriates, Khaliluranman Haqqani, and said that Chinese assistance will arrive by winter this year, Khaama News reported. As per the statement of the ministry, China will provide the people of Afghanistan with $15 million in humanitarian aid and one million doses of Covid vaccine. osmologists have found signs of a previously unknown type of dark energy -- a primordial form of the substance -- which may explain why the cosmos now seems to be expanding faster than theory predicts. According to cosmologists, the type of dark energy might have existed in the first 3,00,000 years after the Big Bang, Nature reported. A tentative first trace of this ‘early dark energy’ was detected in data collected between 2013 and 2016 by the Atacama Cosmology Telescope (ACT) in Chile, revealing two separate studies -- posted on the arXiv preprint server, meaning not yet peer-reviewed. The ACT, as well as the South Pole Telescope in Antarctica, is designed to map the cosmic microwave background (CMB) -- primordial radiation sometimes described as the afterglow of the Big Bang. The CMB is one of the pillars of cosmologists’ understanding of the Universe. Interpreting the CMB on the basis of the early dark

energy model and ACT data showed that the Universe is now 12.4 billion years old, about 11 per cent younger than the 13.8 billion years calculated using the standard model, Colin Hill, co-author of the ACT team, who is a cosmologist at Columbia University in New York City, was quoted as saying. Correspondingly, the current expansion would be about 5 per cent faster than the standard model predicts -- closer to what astronomers calculate today. Both researchers noted that while the data found is not yet strong enough to detect early dark energy, further observations from the ACT

and another observatory, the South Pole Telescope, could provide a more stringent test soon. “There are a number of reasons to be careful to take this as a discovery of new physics,” said Silvia Galli, a cosmologist at the Paris Institute of Astrophysics. But Galli also warned that the ACT data seem to be inconsistent. Although the ACT’s polarisation data might favour early dark energy, it is unclear whether its other major set of data -- its map of CMB temperatures -- shows such a preference. She added the need to crosscheck the results using the South Pole Telescope. (IANS)

ABU DHABI, SEP 20 (PTI): An authoritative Kolkata Knight Riders bossed Royal Challengers Bangalore from the beginning to the end to record a convincing ninewicket win in their Indian Premier League match here on Monday. Showing serious intent after their mediocre outing in the first phase of the league earlier this year, the Knight Riders bowlers fired in unison to bundle out Royal Challengers Bangalore for a paltry 92. Then, the opening duo of Shubman Gill and debutant Venkatesh Iyer played some breathtaking shots and made light work of the chase of 93, completing the formality with as many as 10 overs to spare. The supremelytalented Gill got out for a 48 off 34 deliveries while Iyer, who could have been a successful management professional after finishing his MBA in finance and giving up a placement as a tax consultant, was looking good on a 27-ball 41 not out when the winning run

the gifted Devdutt Padikkal smashed the pacer straight over his head to get things moving for RCB. Krishna bowled backto-back no balls (one front foot and one beamer) in the next over and while debutant Srikar Bharat failed to break the shackles, Padikkal capitalised on the extra delivery with a boundary. KKR skipper Eoin Morgan made another bowling change by bringing in Sunil Narine and while the Trinidadian spinner could not get a breakthrough in his first over, Ferguson succeeded in his second when he had Padikkal caught behind when the batsman tried to play the ball fine past the keeper despite hardly getting any room to execute the ramp shot. Russell ended Bharat’s stay in the middle as the pressure mounted on the batsman. And then came the biggest blow for RCB when Russell bowled AB de Villiers for a first-ball duck with a top-notch yorker targeting the leg-stump.

The cur rent Asian champion Sanjeet, representing Services Sports Control Board (SSCB), proved too strong for his opponent Harsh Kaushik from Delhi as he registered a convincing 5-0 win in the 92kg semi-final. In the final to be played on Tuesday, Sanjeet will take on Haryana’s Naveen Kumar, who blanked Punjab’s, Raghav Chaudhary. Another SSCB boxer Hussamuddin, however, faced a tough challenge from the in-form youth world champion, Sachin of Haryana. MADRID, SEP 20 (IANS): Real Madrid came from behind to win 2-1 away to Valencia and open up a twopoint gap at the top of La Liga on Sunday night. Experts question timings of Kohli’s step down announcements

NEW DELHI, SEP 20 (IANS): Former cricketers h av e q u e s t i o n e d t h e timing of Virat Kohli’s announcement that he will step down as Royal Challengers Bangalore captain at the end of the IPL 2021 season, saying “if you want to do that, you probably do it after the tournament”. T h r e e d ay s b a c k , Kohli had also dropped a bombshell -- just a month before the ICC World T20 to begin -- that he will stand down from Team India T20 captaincy after the mega sporting spectacle in UAE and Oman. On Sunday night, he shared the news on Twitter - just hours before their first game in the resumed IPL 2021 on Monday -- that he will quit RCB captaincy as

well. The timings of both the announcements have left the former cricketers a bit “surprised”. They believe that Kohli has “unsettled” his RCB side. The match against Kolkata Knight Riders (KKR) in the United Arab Emirates will be’Kohli’s 200th for Bangalore. Former India opener Gautam Gambhir said Kohli’s timing had sur prised him and would not help Bangalore’s quest for a first IPL title. “If you want to do that, you probably do it after the tourn”ment,” Gambhir said on Star Sp”rts. “Because it makes the team unsettled and emotional as well.” W h e r e a s, f o r m e r batsman Sanjay Manjrekar said, “I am just curious about both the announcements as to why he had to do it before the tournaments,” Manjrekar was quoted as saying by ESPNcricinfo.
