NEW DELHI, OCT 21 (AGENCIES): The Su preme Court on Friday expressed concern over growing incidents of hate speeches in the country and directed the governments and police authorities to take suo motu action in such cases without waiting for lodging of formal com plaints.
“Such action is needed to be taken to preserve the secular character of the country,” the top court said.
The apex court warned any delay on the part of the administration in taking action on this “very serious issue” will invite the court’s contempt.

India envisages a secular nation and fraternity among citizens assuring the dignity of the individual...The unity and integrity of the nation is one of the guiding principles enshrined in the preamble.
“There cannot be fra ternity unless the members of the community from different religions are able to live in harmony. The
petitioner points out despite various penal provisions, no action has been taken and there is a need to serve constitutional principles. We feel this court is charged with a duty to protect the fundamental rights and also protect and serve the consti tution where the rule of law is maintained,” the top court said.

ACAUT asks govt to appoint Lokayukta
DIMAPUR, OCT 21 (NPN): ACAUT Nagaland has urged upon the search committee members to im mediately submit the name for Lokayukta and also de manded that the State gov ernment appoint the right person to the post at the earliest so as to implement the Nagaland Lokayukta Act in letter and spirit.
ACAUT in a press release, also demanded that the Vigilance Commission be restored at the earliest so as to look into mounting corruption cases pertaining to government servants for initiating disciplinary actions against erring of ficials.

State chief minister Neiphiu Rio said the government was in talks with the Eastern Nagaland People’s Organ isation (ENPO) and was hopeful to resolve the issue even as ENPO stepped up pressure for its demand for separate Frontier Nagaland state.
Speaking to media per sons on the sidelines of a programme here, Rio said he
has sought appointment for ENPO leaders to meet with Union Home minister Amit Shah but the date for the meeting was yet to be fixed.
As prime minister Na rendra Modi is likely to visit Nagaland, Rio said he would also request Modi to meet with ENPO leaders during his visit.

tier Nagaland’ state, ENPO said it would “reject any form of special economic package both by the Centre and the State other than a fullfledged statehood.”

NPF president Dr. Shürhozelie Liezietsu on Friday said that the party has “no second thought in extending support to the demand of ENPO.”
He said this while addressing the 60th foundation day of NPF in Kohima. On ENPO’s decision to abstain from taking part in election, Shürhozelie said they (NPF) were for the people and can not afford to go against the wishes of the people. Recalling the “bitter experience” of 1998, he said Congress betrayed the Nagas. “We are on guard not to face any such situation again,” he added.

POCSO court sentences 2 to prison
DIMAPUR: Special Judge POCSO Act, Zunheboto, Ajongba Imchen, has convicted and sentenced one ac cused Vikato Labo (42), arm branch constable, to 20 years rigorous imprisonment under section 376 IPC R/W Sections 4 & 6 POCSO Act for rape of minor girl and another accused Mughavi Wotsami (40) to undergo 10 years rigorous imprisonment under section 376/511 IPC R/W section 4 & 18 POCSO Act for attempt to rape minor girl.
The court has ordered that maximum compensation is awarded to the victim under the victim compensation scheme.
Special judge also recommended the DC Zunhe boto that no male doctor shall examine the victim of sexual assault/abuse in the district. The judgment was pronounced on October 21, 2022.

Delivering his speech, NPF secretary general Achumbemo Kikon gave a glimpse of the party’s his tory, recalling how it was formed “way back” in 1963.
He mentioned that the party was founded on cer tain principles and with objectives, one of the first and foremost being to help resolve the Naga issue.

DIMAPUR: A webinar on “Northeast Region (NER) for Export Potential of Cane and Bamboo Furniture and Decorative Crafts, Focus State: Nagaland” under Ca pacity Building Programme Initiative was organised by the NER Chapter of PHD Chamber of Commerce and Industry (PHDCCI) in as sociation with department of Commerce, Ministry of Commerce & Industry, government of India on October 21.

ZLSUN directs closure of institutions, offices
DIMAPUR: In view of Chaga Gadi/ Lamsimngi celebration, Zeliang Students’ Union, Nagaland (ZLSUN) has directed all the established educational institutions and government offices under Peren dis trict to remain closed on October 30-31.

DIMAPUR: Kohima po lice arrested two persons, identified as Dulon Roy (30) of Karimganj, Assam on October 17 and Manjit Biswas (27) of Hojai, Assam on October 18, on charges of murder.
According to Kohima police PRO, one Manoran jan Nath aged around 45, who was working as a car penter at Tsiesema Basa Village Baptist Church was reported missing since Sep tember 25. Later, on Sep tember 28, police recovered his body below the road covered by jungle bushes.
During investigation, PRO said police found that two persons who were work ing with the deceased were last seen with him, and had also gone missing since September 25. Leads in the
investigation were followed and as a result, one of the accused identified as Dulon Roy was arrested by Ko hima police from an isolated location along NagalandAssam border and the other accused identified as Manjit Biswas, who was sheltering at Hojai under Lanka PS ju risdiction was also arrested from his hideout by Kohima police team led by SDPO (North).
PRO informed that the arrested accused persons confessed to committing the crime and disclosed that they visited the victim’s house on September 25.
The arrested accused also confessed that they con sumed liquor and picked up a quarrel, which led to the assault and strangulation of the victim.

DIMAPUR: Nagaland State Disaster Management Authority, Home depart ment will be conducting the annual Nagaland Emergen cy Preparedness Exercise (NEPEx) on November 16, to test the capability of Na galand in responding to any mega disaster. According to a DIPR report, a capacity development programme will be organised for AHoDs & HoDs, and District Disas ter Management Authority on November 11 at ATI Kohima.
In this regard, AHoDs & HoDs and two officials each from DDMAs have been requested to participate in the programme. The occasion was marked by holding a cer emonial parade at New Police Reserve, Phesama near Kohima to pay trib utes to police personnel who had laid down their lives in the line of duty
during the year. Director General of Police (DGP) T John Longkumer and several senior police offi cers laid wreath and paid respects to 264 policemen and women who had sac rificed their lives across India while maintaining internal security.
Addressing the gath ering, the DGP reminded the police personnel the crucial role they played in the development of a thriving democratic nation like India. Paying trib
ute to the personnel who had lost their lives while maintaining law and order, he also recalled the cour age and sacrifice of lance naik Y Vihekhu Sema of 8th NAP, who was killed while performing duty in New Delhi.

DIMAPUR: Nagaland on Friday observed “Global Iodine Deficiency Disorder Prevention Day” under the theme, “Understanding the importance of Iodine for the body” by creating aware ness on the importance of consuming iodine.
Kohima: Department of Health & Family Wel fare observed “Global IDD Prevention Day” on at Tuo phema Village, Kohima, wherein the principal direc tor, Dr. K. Vikato certified Tuophema Village as ‘‘NonIodised Salt Free Village’’.
The participants of the programme were highlighted on iodised salt and its im portance by joint director H&FW, Dr. Tiasunep Pon gener.
Wokha: Health and Family Welfare Department Wokha observed “Global IDD Prevention Day” at Government High School Wokha Village.
Addressing the school students, district programme officer (NCD) Wokha, Dr. Aseno Rhetso said iodine deficiency leads to goitre, growth retardation, deaf ness, dwarfism, causes abor tion and stillbirth. She also encouraged the students to take iodine regularly and to
check for the iodised salt logo on salt packets before purchasing it. She also ad vised them to ensure salt are stored in a closed container and away from fire.
Dr. Aseno said, “Pre vention of iodine deficiency is easy if we have less than 150 micrograms of iodine in our daily diet.”
The students also wit nessed demonstration of salt analysis by block ASHA coordinators. Painting and essay competitions were also organised and prizes awarded to the winners.

He further stated that sale of non-iodized salt for human consumption was a punishable offence and that the department takes stern measures to enforce the law. Dr. Mhonchan said traders must label non-iodized salt for animals and farms as “not for human consump tion”.
In a short speech, dep uty CMO Zunheboto, Dr. K. Akaho Sema highlighted the consequence of iodine deficiency in the diet. He said the only effective con trol and preventive measure to combat iodine deficiency was sustained supply, proper storage and consumption of good quality iodised salt.

According to him, with 37 deaths, Jammu & Kashmir topped the list this year, overtaking Chhattisgarh (32). Dur ing the period, there were also six States that did not register any death of cops. These States were Arunachal Pradesh, Ma harashtra, Meghalaya, Mizoram, Punjab, and Telangana, he added.

(NPN): Nagaland deputy chief minister Y Patton inaugurated 2320ft-long road leading to St. Joseph University (SJU) Virgin Town, Ikishe Model Village, Chümoukedima district on Friday.
Interacting with media persons in the presence of SJU faculty members, Pat ton said he took up road construction as assured by him during SJU’s first con vocation programme, which was held in March 2022.
The deputy CM had assured to sanction an amount of Rs. 15-20 lakh for the con struction of the road leading to SJU campus and also construct a police station near the University.
Patton said that to tal expenditure for road construction was around Rs.18.30 lakh.

MOKOKCHUNG, OCT 21 (NPN): Minister of Ru ral Development, Metsübo Jamir graced the silver jubi lee celebration of Kichutip ward, under Mokokchung district, at Arok Salang, here, on Friday. Speaking at the programme as guest of honour, Metsübo acknowl edged the sacrifices made by founding members of the ward, who he said, worked tirelessly to create the new ward under Mokokchung district. “It was not easy to live together in harmony for 25 years” the minister stated, and added that God has been pouring blessings, which the residents of the ward should keep counting and thanking.
He stated that the achievement of this mile stone was good news and urged upon the public of the ward, to be the examples of unity. He concluded his speech by pointing out that jubilee was time for forgive ness, sanctification and for change. Terrorism biggest violator of human rights: Shah
NEW DELHI, OCT 21
(PTI): Emphasising that terrorism is the biggest violator of human rights, Home Minister Amit Shah on Friday said cross-border propagation of terrorist ideologies through online radicalisation cannot be considered as “political problem”.
Addressing the con cluding session of the 90th Interpol General Assem bly, he said all countries must come together to have a common definition of terrorism and terrorists.
“We cannot fight ter rorists and terrorism glob ally unless there is a com mon definition of both.
Commitment to fight ter rorism and differentiating good or bad terrorism or classifying terror attacks as big or small cannot go together,” he said.
Shah said there must be a consensus on the crossborder propagation of ter rorist ideologies through online radicalisation.
“We cannot consider this to be a political prob lem. We must all be com mitted to ensuring that an effective fight against
terrorism should be longterm, comprehensive and sustainable,” he said.
Interpol is the best platform to achieve “across border cooperation” which is must to defeat “cross border terrorism”, he said.
The home minister said in many countries Interpol nodal agency and counter terrorism agencies are different.
“Given this situation,
in order to fight terror ism, we will have to bring together all the counterterrorism agencies of the world,” he said.
Shah asked Interpol to develop a permanent communication channel between counter terror agencies of the countries where real time informa tion and intelligence can be shared among coun tries.
CBI court denies bail to Anil Deshmukh, cites dismissed cop Waze’s statement
MUMBAI, OCT 22 (PTI):
A special court for CBI cas es here on Friday rejected a bail application filed by former Maharashtra home minister Anil Deshmukh in an alleged corruption case.
“White-collar” crimes like this harm the country’s economy and it cannot ignore the statement of dismissed police officer and accused-turned-approver Sachin Waze in the case, the court said.
Considering Deshmukh’s “active in volvement” and attempt to obtain “undue advantage for improper and dishon est performance of public duty”, relief should not be granted to him, said the court.
Deshmukh (71) ap proached the CBI court for bail after the Bombay High
Court granted him bail on October 4 in a money laun dering case registered by the Enforcement Directorate (ED).
The bail application, filed through advocates Aniket Nikam and Inderpal Singh, claimed that the case against the NCP leader rested upon “whims and fancies” of the Central Bu reau of Investigation.

Bihar Deputy Chief Min ister Tejashwi Yadav on Friday took an indirect dig at the ‘Rozgar Mela’, scheduled for launch a day later when Prime Minister Narendra Modi will give away appointment letters to 75,000 job aspirants. Yadav claimed that a head start has been made in the direction of job creation in the state and the national event would be “merely an imitation” (nakal) of the initiative in Bihar.
“There are some jumlebaaz (rhetoricians) who hoodwinked people with false promises of two crore jobs every year and Rs 15 lakh in every bank account,” said Ya dav, at a function where appointment letters were given away to nearly 9,500 health department appoin
tees, in addition to launch of projects worth more than Rs 200 crore.
Speaking in presence of Chief Minister Nitish Kumar, among others, Yadav, who holds the health portfolio, said, “We promised 10 lakh jobs and the CM is guiding us in achieving the target. In the health department alone, we are going to provide 1.5 lakh jobs.”
India successfully test fires medium-range ballistic missile
BALASORE, OCT 21 (PTI): India on Friday success fully test-fired indigenously-developed new generation medium-range ballistic missile Agni Prime from the Odisha coast, Defence Research and Development Organisation (DRDO) sources said.
The sleek missile was test fired from a mobile launcher from the APJ Abdul Kalam Island around 9.45 am, they said. The solid-fuelled canisterised missile met all mission parameter during the test, they added. All its navigation was tracked and monitored by radars and telemetry equip ment positioned along various points, the officials said. The missile’s strike range is between 1,000 km and 2,000 km, they said. The last trial of the missile was conducted on December 18 last year from the same base, which was also successful.

Shah said India is pre paring a national database on terrorism and narcotics so that police agencies can use information effectively.
He also said citizens’ security is the first priority of any police force.
“The way criminal syndicates are using mod ern technology to work in ternationally, I do not see why countries across the globe should not cooperate or coordinate. It’s a dual challenge before our po lice and law enforcement agencies, on one side they have to implement law within sovereign boundar ies of a country and on the other hand they have to handle the global nature of criminals operating across borders,” he said.
International cooperation should be joint and reciprocal: CBI director
NEW DELHI, OCT 21 (PTI): International coop eration to combat global threats should be a two way street -- joint and recipro cal, CBI Director Subodh Jaiswal said at the conclud ing session of the Interpol’s 90th General Assembly on Friday.
The director, who is also the de facto chief of Interpol India, also said that the world continues to be vulnerable on account of threats to the common peo ple for which international cooperation is needed.
“...international co operation has to be order of the day but it has to be a two way street -- joint and reciprocal. The deliberations over that in last four days have indeed the same direc tion,” said the director of the CBI, which is the National Central Bureau of India to liaison with the Interpol.
The four-day general assembly hosted by India was attended by delegations of around 165 countries. This is the second time that the country has hosted the assembly in 25 years. Dur ing the jamboree of police chiefs, ministers and se nior officials of national
central bureaus, around 14 countries initiated bilateral meetings on issues related to fugitives, exchange of information and mutual as sistance legal treaty, officials said. The Indian delegation, which was led by a deputy inspector general rank of ficer from the CBI, engaged in bilateral meetings with 22 countries in which 14 were initiated by visiting mem bers, they said. The CBI gave a list of key fugitives to countries such as the US, the UK and the UAE, which ex changed information about the present status, the of ficials said without giving details, citing confidential ity. Sources refused to give the names of the prominent fugitives which were handed over to these countries, but said three to four most-
wanted names were given to them. Some of the countries that had initiated bilateral meetings also gave their lists of fugitives who are believed to be in India.
Over 34 economic criminals from India have found refuge abroad besides 740 others against whom Red Notices have been is sued by the Interpol, they said. Among the countries with whom India held bi lateral meetings were Aus tralia, Bangladesh, Nepal, Sri Lanka, Austria, South Africa, New Zealand, Japan, Bhutan, Namibia, Bahrain, Russia, Canada, Oman, Ser bia, Malaysia and Mongolia.
During the meetings issues such as improvement of criminal intelligence sharing, tracking location of fugi tives, terror financing and online radicalisation besides mechanisms to coordinated prevention of cyber crimes and online child sexual ex ploitation also came up.
The four-day security mega event concluded on Friday with the handing over of the flag to Austria which will host the general assembly in 2023, the centenary year of the organisation which was founded in Vienna.

Thanking the peo ple for giving strength and support for the Bharat Jodo Yatra led by him, he said,
“You have given power for unifying India, stood against hatred and violence. You have protected the Indian flag and taken it up much higher, from the people who are attacking it by spreading hatred and violence in the country.”

When Russian President Vladimir Putin launched an unprovoked attack on Ukraine in February, experts said he was expecting a swift victory and potentially setting off on an effort to restore the Russian Empire or the USSR. Eight months into the Ukraine conflict, India and the world wish it would end soon so that all can get back to the serious business of rebuilding economies. Eight months into the crisis, more than sixty thousand Rus sian soldiers have died in this unnecessary conflict including as many Ukrainian soldiers, the world en ters a dangerous stage of a third world war. Russian dictator Vladimir Putin cares more about fulfilling his insane goal of reviving the glorious Russian past and cares a hoot of the dangerous path he is taking in pushing the world into the edge of a world war. The war in Ukraine has had a serious impact on global economies as economic sanctions on Russia also meant a ban on import of crude oil. Putin has not shied away from declaring his illegal annexation of four Ukrainian regions as Russian territories by the Duma. The war is hurting Russia as much as Ukraine but Putin is hardly bothered if Russians starve in order to achieve his goal even if it means sparking a conflict with NATO which will eventually lead to a nuclear war. After losses to Ukraine and after the explosions that destroyed the Kerch the 19km (12-mile) bridge, Eu rope’s longest, a key supply route for Russian forces in Ukraine linking the Russian annexed Ukraine region with Crimea, Putin ordered firing of hundreds of mis siles into Kyiv targeting civilian areas. Putin justified the targeting of civilian areas as a response to what he called “Ukrainian terrorism” on the Crimean bridge. Ukrainian president Zelenskyy said more than 80 cruise missiles and 150 rockets and drones that killed around 30 people and injuring nearly a hundred. Putin has targeted civilians since launching the invasion of Ukraine. On the frontlines in Ukraine, Putin’s invasion force is suffering from increasingly obvious manpower shortages that make a mockery of attempts to portray Russia as the world’s number two military power. Russia has targeted Ukrainian civilians besides com mitting horrific crimes on civilians. At an emergency special session of the United Nations General As sembly (UNGA) on October 12, India abstained from voting against Russia on a resolution that condemned Russia’s “so called” referendums and annexation of Donetsk, Kherson, Luhansk and Zaporizhzhia. The UNGA said that Moscow’s move has no validity in international law and do form the basis for altering status of “these regions of Ukraine”. The UNGA has also called on Russia to “immediately, completely and unconditionally” withdraw all of its forces from Ukraine’s territory. A total of 143 states voted for the proposal, 35 abstained, while only four nations backed Russia. New Delhi explained that its decision to not vote against Russia was “consistent” with its “well thought out national position” and that India stood ready to support all efforts aimed at de-escalation while underlining the importance of peaceful solu tion through dialogue and diplomacy. The point is that so long Russia is not willing to stop fighting and stop issuing a nuclear threat there is no way that abstaining will do any good. The European countries have demanded that Russia ought to withdraw from Ukraine without which there can be no deal.That won’t happen and so it is up to Putin to stop the war of start another world war.

There was nothing of the nature of impulsive or thoughtless action about our Lord, but only a calm strength that never got into a panic. Most of us devel op our Christianity along the lines of our own nature, not along the lines of God’s nature. Impulsiveness is a trait of the natural life, and our Lord always ignores it, because it hinders the development of the life of a disciple. Watch how the Spirit of God gives a sense of restraint to impulsiveness, suddenly bringing us a feeling of self-conscious foolishness, which makes us instantly want to vindicate ourselves. Impulsive ness is all right in a child, but is disastrous in a man or woman— an impulsive adult is always a spoiled person. Impulsiveness needs to be trained into intui tion through discipline.
Discipleship is built entirely on the supernatural grace of God. Walking on water is easy to someone with impulsive boldness, but walking on dry land as a disciple of Jesus Christ is something altogether different. Peter walked on the water to go to Jesus, but he “followed Him at a distance” on dry land (Mark 14:54). We do not need the grace of God to withstand crises— human nature and pride are suffi cient for us to face the stress and strain magnificently. But it does require the supernatural grace of God to live twenty-four hours of every day as a saint, going through drudgery, and living an ordinary, unnoticed, and ignored existence as a disciple of Jesus. It is in grained in us that we have to do exceptional things for God— but we do not. We have to be exceptional in the ordinary things of life, and holy on the ordi nary streets, among ordinary people— and this is not learned in five minutes.

Political chaos in the United Kingdom
During the last four months, the British public has witnessed a lot, with change of three prime ministers, four chan cellors of exchequer and two monarchs, it definitely is tak ing a toll on the political scene of the country.
British Prime Minister Liz Truss resigned as UK prime minister and leader of the Conservative Party on 20th October after read ing out a statement outside No. 10, Downing Street. She said she was doing so because she could not de liver the mandate on which she was elected as the Tory leader, just 46 days before.
This brings the curtains down on her 44 days tenure as a prime minister, the shortest ever for any British prime minister. The final act was preceded by a period of immature and unviable decisions, taking the Brit ish public for granted and backstabbing and infighting amongst Conservative Party members.
The story more or less unfolded on the same lines as it happened during the last days of the previ ous prime minister Boris Johnson. In BoJo’s case the crisis was precipitated by the resignation of his Chancellor of Exchequer,
Rishi Sunak and in Truss’s case it snowballed after the resignation of her Home Secretary Suella Braverman.
The stormy days Liz Truss, who as sumed office on 6th Sep tember, assured the elec torate that her government will “ride out the storm” together and she’ll do ev erything to bring the living costs down by imposing a cap on energy prices for the next two years.
But her Chancellor of Exchequer, Kwasi Kwarteng who presented a mini-bud get on 23rd September, com pletely rattled the markets. His suggestions included abolishing the 45% rate on earnings over £150,000, and government plans to borrow around £2bn annually.
The not so mini fis cal plan that was intend ed to boost UK growth, spooked the investors, and sent the pound to a record low against the dollar. Ster ling’s fall produced higher import prices, and concerns about skyrocketing borrow ing costs.
It also forced the Bank of England to take emer gency measures, commit ting to buy £65bn in bonds to calm gilt markets after a sell-off - which is due to end on 14 October.
Liz Truss’ mini-budget was seen as overly aggres sive, with her tax proposals and spending initiatives viewed as unsustainable, moreover these cuts were unfunded and affected the investors and market’s confi dence in the U.K. economy.
To undo the damage Truss in an unprofessional manner fired her Chancellor and she has been reported as saying that she was forced to do so to save her own skin.
She further pulled an other rabbit out her the hat on Friday 14th Octo ber when she unexpect edly sacked her Chancellor Kwasi Kwarteng who was summoned to return early from the annual IMF sum mit in Washington.
She replaced Kwarteng with Jeremy Hunt, who made a complete U-turn and abolished majorly all proposals of his predeces sor. Thus, with this, her hu miliation was complete. Her public standing and political savvy took a severe hit.
Another blow was served when her Home Secretary Suella Braverman resigned on 19th October, after backpedalling furiously on her statement calling Indians the biggest visa overstayers in the UK.
This coupled with oth
er related issues also casted doubts on the finalisation of the Free Trade Agreement (FTA) with India before Di wali, a promise much touted by both BoJo and Truss.
But the failure of her fleeting leadership was re ally written by financial mar kets. Investors immediately protested her disastrous “growth plan” when it was revealed in September.
Now who?
The contest to find the next Tory leader and PM has been kick started; the most important man to play a major role in this is Sir Gra ham Brady, chairman of the Conservative Party’s 1922 Committee, who says that that a shorter contest may give a result by next Friday.
Current Chancellor Jeremy Hunt has refused to run but Rishi Sunak, Boris Johnson and Penny Mordaunt are all seen as contenders.
Though Rishi seems to a current favourite of the bookies, yet his policies seem to more in tune with the market forces and no sympathy could be expected from him to overhaul the crumbling social care, health and public housing sectors in Britain.

As people are spec ulating about the coming of our re spected Prime Minister of India, Shri Narendra Modi in Nagaland, many are cu rious and anxious to hear from him. Different political parties, organizations, and individuals are pouring their thoughts and ideas regard ing his coming. Though his visit is purely based on the upcoming Nagaland Legislative Assembly elec tions, in 2023, his timely visit would mean a lot to the Nagas. The Nagas, in general, are still waiting for the Naga Solution which our Prime Minister whom himself had agreed upon, signed and declared publicly on 3rd August 2015. Now, it is almost a decade and no positive sign is seen. Many people are losing their faith in his government since he is failing to keep his word.
It is also common thing to witness and hear lots of election manifestos during the rally, but once they come into power, they remained mute and blind. They keep begging the public by mak ing fake promises. They pretend like religious and good human beings. But, when they are elected and elevated, they become dev ilish. They no longer give importance to the public and their grievances. Although
they are elected to serve the people, they become ar rogant and egocentric. They enjoy all the privileges by diverting public funds into their pockets. In the end, it is the public who faces the con sequences for believing and voting for them. Therefore, the public is fools time and again for their sweet words, money and muscle power.
As everyone knows, Christmas is knocking at the door; the election is also knocking at the door. Shri Narendra Modi is knock ing the Nagaland’s door, and ministers are knocking at our doors. Lots of Satna Claus are roaming in our villages, towns and cities. They have fully packed their vehicles with Christmas gifts. They are getting ready to dispatch to our doorsteps for this Christmas. Many poor and innocent people would be happy and thank God for those Santa Claus because they are making the winter and Christmas sweeter and happier.
Many would enjoy a delicious meal, with great laughter, joy and happiness. It would be like a honey moon where a husband and wife enjoy forgetting the world. But, once the honeymoon gets over, they return to the actual world. They would start facing new challenges and problems
such as misunderstanding, hatred, anger, and jealousy. They would start complain ing and quarrelling for silly reasons and so forth.
Therefore, since many people are anticipating the coming of our honourable Prime Minister, everyone is keeping their fingers crossed. Uncertain of what he will unfold to us. Would it be like Pandora’s Box un veiling miseries? Or would it be like Aladdin’s Lamp unveiling light, wisdom, intellect, and good works? Therefore, whatever mes sage or good news our Prime Minister transmits to us; it is all just a political gimmick without its fulfilment. As Octavia E. Butler writes, “Choose your leaders with wisdom and forethought. To be led by a coward is to be controlled by all that the coward fears. To be led by a fool is to be led by the op portunists, who control the fool. To be led by a thief is to offer up your most precious treasures to be stolen. To be led by the liar is to ask to be told lies. To be led by a tyrant is to sell yourself and those you love into slavery.” Hence, it is absolutely and extremely necessary to be wise to elect the right lead ers. A true leader would not be jumping from one party to the other, creating violence, and confusion, and
using money and muscle power. A true leader would always give priority and listen to the public and their opinions. They would be available whether in good or bad times, whether in sum mer, rainy season, winter or autumn. They would give their lives for the welfare of the nation.
It is a due season that the Nagas must come out from the cocoons of clanism, tribalism, com munalism and regionalism.
To break the barriers of all these evils, one must embrace the quality of truth, love, peace, and honesty. Gandhi says, “My religion is based on truth and nonviolence. Truth is my God. Non-violence is the means of realizing Him.”
Therefore, Nagas are Christians and followers of Jesus Christ. But, if we fail to obey and practice what Jesus had commanded and taught us, we are liars. Jesus said, “But whoever causes one of these little ones to sin, it would be better for him to have a great millstone fastened around his neck and to be drowned in the depth of the sea.”
Therefore, as Chris tians let us walk in truth and spirit and not be deceived.

On the other hand the opposition Labour Party smelling blood has called for a general election. In a state ment on Twitter on 20th October, UK Labour Party’s leader Keir Starmer said the British people deserve “so much better” than this “re volving door of chaos, each one of these crises was made in Downing Street but paid for by the British public.
Each one has left our country weaker and worse off; the Tories cannot re spond to their latest sham bles by yet again simply clicking their fingers and shuffling the people at the top without the consent of the British people.”
To a certain extent Starmer seems right. But if we peep a little bit more deeply in history, then these chaos in the U.K. unfolded with the onset of the Brexit saga. The public was fed
falsified accounts of how the country would benefit from the economic boom and clutches of EU’s red tape, if the U.K. left the E.U. We saw an unwelcome ear of Theresa May’s rule, followed by Boris Johnson’s quirky style of leadership and then a nervous and uninspiring leadership by Truss. These all point to a lack of courage or clear principled politicking by the Conservatives.
The Conservatives seems to have taken the electorate for granted and in fact they have elected two prime ministers without going back to the public and both have been shown the door unceremoniously. And now they are ready to thrust a third unelected prime minister on the Brit ish public and God forbid if that person also ends up to be a non-performer then the Conservatives would have written their own epitaph.

Bye bye trees! But What Next?
It’s a tragedy what hap pened on Supermar ket recently and I can’t imagine the pain the families have gone through losing their loved ones. I feel ter ribly sorry for their loss. I grew up in the supermarket vicinity and have seen things drastically change over the years: buildings erected, shops emerge and all the little changes that happened here.
The strip of eucalyptus was the only constant in that busy space. It gave the area a character and filled the air with sweet minty fragrance during its flowering season.
I never knew how integral to the identity of Supermarket that strip of trees were until it was ordered to cut them all down.
I understand the im portance of public safety, and it should be the key of governance. But what I am appalled at is the blasé at titude of the administrators at the arrival of the decision.
The poor state of the tree that fell have been com mon knowledge for a while to those who live nearby. Even before the current tragedy struck, a falling tree previously hit a car; luckily no one was injured that time.
If the administrators had come then and inspect
ed, they would have found out the real issue. The base of the tree which fell is a hive for the rodents who feed on the waste left by the vegetable vendors. The rodents also feed on the roots of the tree infesting it. If even a small of amount of work and inspection had been done, this whole situation could have been avoided.
Even now instead of identifying the root cause of the problem the easy path is been taken. Chopping off the leg in order to lose weight is an idea but cer tainly not a good one. Gov ernance is key but it is high time the public is served with good governance. Now that they have already pro ceeded with the mammoth task of chopping down the trees my only question is “What next? Who will take care of sanitation situa tion? Will any measure be taken to handle the rodents who are possibly host to a plethora of diseases?” All I can really hope for is that a part of the identity of Supermarket that is being taken away is replaced by something much safer and perhaps more aesthically pleasing.

That, after the submis sion of the 3 (three) repre sentations we have come to a realization that our pleas and appeals are not taken seriously. It has also dawned on us that the Gov ernment is contented with
the irregularity it has made in our appointment. This stance of the Government and the Department is of grave concern, and it wor ries us to the core. Though we have made our appeals very vividly, we would like to once again reiterate that we are the first in Nagaland Nursing history to ever ap pear for any form of exam for regular state service.
As per the Govern ment Notification vide HFW(A) COVID-19/Appt13/17/2020 dated, Kohima 5th July 2020, “as per recom mendation of the Manpower Rationalization Committee (MRP) the Department to fill up 50% of the post of staff Nurse from queue of former Nursing Diploma/ Graduates and remaining 50% to be filled up through direct recruitment and open competition”.
Therefore, the depart ment “in continuation to the Advertisement No. No. DHFW-1-534/COVID-19/ SN/2019-20/5023-26, dat ed 16.07.2020 with regard to the recruitment against newly created post of Staff Nurse110post, under the De partment of Health & Fam ily welfare through Depart mental Recruitment Board it is hereby notified that an additional post of 19 shall be added to the existing 110 post i.e., the total number of posts for the staff nurse should be reads as 129 posts. All other terms & condition remains as notified earlier”.

workers. The 2nd wave of Covid-19 Pandemic was unrelenting and unforgiving, in terms of death and illness. It stretched the very fabrics of our society to its limits. This is when our services were utilized, to cope and tackle with one of the worst tragedies in human history. We had faced a lot of hardships, from getting a travel-pass to reach our place of posting; to being stigma tized. From being posted in remote areas, when towns and villages were in lock downs, and having to adjust in a new environment. To leaving our loved ones and family behind, when most were protecting and taking care of theirs. We faced a lot of challenges, but we are covid warriors, and we did our best in the interest of the people who needed us the most. But, despite these
facts, we have been treated rather unfairly and deprived of what is rightfully ours. Therefore, we de mand:1. Regularization as per Advertisement OrderNo. DHFW-1-534/COVID-19/ SN/2019-20/.
2. To release the pend ing salaries from July to September 2022. Failure to address our demand within 7 days (excluding holidays) w.e.f., 20th October 2022, the association will initiate democratic means/mode of agitation. Previous govts neglected centres of faith: PM

(PTI): Prime Minister Na rendra Modi on Friday ac cused previous governments of leaving centres of faith across the country in a state of neglect and claimed that these places are now being restored to their lost glory.
Citing examples of the Kashi Vishwanath temple, Ujjain and Ayodhya, where major reconstruction works have been carried out in re cent years, Modi attributed the “years of neglect” to a “slave mentality”.
“Slave mentality grips the minds of some people so strongly that they react even to development as if it is a crime,” he said.
Such people never get tired of praising the centres of faith in other countries but they look down upon their own country’s centres of faith, Modi said.
“Pride in our own leg acy and every possible effort for development are the foundations of a 21st cen tury India,” the prime min ister said while addressing a gathering in Uttarakhand’s
Mana village on the IndiaChina border after laying foundation stones of two ropeway projects to Kedar nath and Hemkund Sahib.
Neglect of the centres of faith for decades by pre vious governments reflects a disregard for crores of people who believe in them and the country’s culture which is thousands of years old, the prime minister said.
“Our centres of faith are not just structures, they are symbols of our cultural
legacy which is thousands of years old. They are our life breath,” Modi said.
Reconstruction work carried out in Kedarnath in recent years is bringing unprecedented number of pilgrims to the Himalayan temple, he said.
“Earlier a maximum of four to five lakh people visited Kedarnath in one season but I am told that this year 45 lakh people have visited the temple, breaking all past records,” Modi said.
Action against those justifying innocent civilian killings in coming days: J&K LG

Lieutenant Governor Manoj Sinha on Friday said some people were trying to disturb the communal harmony by justifying the killings of in nocent civilians in the Valley and warned them of strict action as per law.
“We will have to be alert as some elements are trying to disturb communal harmony. We will have to keep an eye on them and deal with them strictly,” Sinha said while addressing the Police Commemoration Day function at Zewan on the outskirts of the city.
The Lieutenant Gover nor said while the Constitu tion guaranteed freedom of expression for all citizens, some elements were trying to justify the killings of civil ians under the garb of this fundamental right.

Joshi slams TRS over Nadda ‘grave’
HYDERABAD, OCT 21 (PTI): Senior BJP leader and Union Minister Pralhad Joshi on Friday lashed out at the ruling TRS in Telangana over a symbolic grave with an image of BJP president J P Nadda allegedly coming up in the state.
The symbolic grave allegedly came up in protest against the Centre not fulfill ing the promise to set up a research centre to address the problem of flouride in water in Nalgonda district of Telangana though Nad da had given an assurance to the effect when he was Union Health Minister.
Joshi, who was on a visit to Hyderabad as part of the BJP’s ‘Lok Sabha Pra vas Yojana’, said the NDA government is committed to setting up the centre and alleged that the TRS gov ernment has not made land allotment for it.
“Research centre on fluorosis. Our national presi dent probably as the then Health Minister he had promised. Today, as a part of the Government of India, we are very committed for that assurance. But, they have not provided the land. Ultimately, land will be the state subject,” he told reporters.
Blaming the TRS for the symbolic grave, he said it only shows the “level” of the state’s ruling party.

If tourism has increased in any region of the union territory, it is not only because of the efforts of tourism department. The atmosphere of sense of security has been created by our jawans that people from all over the country and abroad feel safe to visit,” he added. Sinha said India was “the strongest democratic society” in the world and providing opportunities of development to all citizens was an ongoing endeavour.
“If anyone is trying to sow the seeds of discord among us, it is the respon sibility of the society to go for a social boycott of these elements”.
“Development projects at the Himalayan centres of faith not only make journey to the temples easier for pil grims but also generate job opportunities for locals and boost the local economy,” he added.
He appealed to people going on pilgrimages or to the border areas for tourism to spend five per cent of their budget on buying local products, saying the small step could help boost the local economy in a big way.
The prime minister said a ropeway to the Hem kund Sahib gurdwara will be celebrated by followers of the Sikh faith not only in the country but also in countries like the United Kingdom, Germany and Canada.
He appealed to locals to support the labourers engaged in the construction of ropeway projects as they are in this way serving the almighty.

BANESWAR, OCT 21 (PTI): A low-pressure sys tem over the Andaman Sea is likely to intensify into a cy clonic storm and reach West Bengal-Bangladesh coasts on October 25, causing wind gusting to 110 km per hour, the IMD said on Friday.
Sanjib Bandopadhyay, the deputy director-general of Regional Met Centre in Kolkata, said that the sys tem is likely to cause light to moderate rain in Gangetic West Bengal, with isolated heavy rain in the coastal districts of South 24 Parga nas, North 24 Parganas and Purba Medinipur. He said that it is likely to cause light to moderate rain in Kolkata on October 24 and 25.
“Wind speed of 45 to 55 km gusting to 65 kmph will occur in the coastal districts of South 24 Parga nas, North 24 Parganas and Purba Medinipur on Octo ber 24, while on October 25, wind speed will reach 90 to 100 kmph gusting to 110 kmph,” he told reporters here. Wind speed of 30 to 40 kmph gusting to 50 kmph will occur in Kolkata and adjoining districts of How rah and Hooghly, he said.

Rupala flags off Mobile Veterinary Units

Pointing out that the biggest problem faced by the people in Nagaland was transportation, Rupala said that in such an environment, neither the livestock in need for aid could be reached nor the veterinarians reach could out to them owing to mobility issues.
For a long time, the minister said he has been propagating the need to start artificial insemination across the country. However, he said it was not feasible given the hilly terrain in Nagaland.
“I would like to greet PM Modi from the soils of Nagaland and also thank him for the initiative,” Ru pala said.
He urged those people, who would be involved with the newly launched facilities, to make the best use of it and in turn help the growth of a healthier and more productive state with self-sufficiency in meat, eggs, poultry and fish pro duces. He also wished the best to the state in this ini tiative.
Later, in a short speech, the chief minister Neiphiu Rio said it was a privilege for the state to have been visited by the minister.
He said the newly launched MVUs would make the job of veterinar ians very easy and through the initiative, the PM’s vi sion for not just the people but even for livestock would be achieved.
He said MVUs would now be able to reach out to all the districts. Rio there fore urged the department to make the best use of the facilities.
The chief minister thanked the ministry and also the union minister for having thoughts even for the most backward, difficult and inaccessible terraneous part of the country.
He pointed out that 70% of the state’s popu lation was dependant on agricultural and since there was not enough production the state had to import beef, pork, fish and other farm products.
Since the State was not equipped with the mecha
nism to check the quality and health of the livestock that were brought into the state, he requested the union minister to provide the re quirements.
He also informed the union minister that the State was in dire need of teaching faculty for its only veterinary College, which was not functioning.

T’gana: Setback to BJP ahead of bypoll as 2 quit, return
HYDERABAD, OCT 21 (PTI): In a setback to the Bharatiya Janata Party in Telangana ahead of the Munugode Assembly bypoll, party leaders K Swamy Goud and Sravan Dasoju returned to the TRS on Friday.
Goud and Dasoju joined Telangana Rashtra Samithi in the presence of its working president and State Minister K T Rama Rao.
It was a ‘ghar vapsi’ (returning home) for both
of them as they were in TRS earlier.
Goud, who served as chairman of State Legisla tive Council, joined the BJP in 2020 after quit ting the Telangana Rashtra Samithi.
Dasoju joined BJP over two months ago after being in the Congress. Before working in the Congress, Dasoju was in the TRS.
The BJP got a shot in the arm two days ago when former TRS MP Boora
Narsaiah Goud, a leader from the backward classes, quit the TRS and joined the BJP.

DIMAPUR, OCT 21(NPN): Nagaland State Cooperative Bank (NStCB) Limited observed its 53rd Annual General Meeting (AGM) at its head office, NStCB conference hall, Dimapur on Friday.
Presenting the annual report of directors for the year ended March 31, 2022, NStCB managing director, Abhijit Kumar Deb said that the total business of the bank has grown at 4.87% from Rs. 159144.70 lakh as on March 31, 2021 to Rs. 166901.48 lakh as on March 31, 2022.
Under its Development Action Plan (DAP), the bank has achieved an overall growth of 3.38% deposits with a growth of 7.52% on CASA deposits. The bank has also 7.22% growth on loans and advance. Deb said to help the small business/ street vendors, the bank has extended facilities of Gener al Credit Cards (GCC) to 44 individuals amounting to Rs. 22 lakh during 2021-2022.
Speaking at the meet ing, Registrar of Coopera tive Societies (RCS), Naga land, Temjen Longkumer emphasized on the need for
the banks to reach out to the farmers and educate them on finance management by the banks. While NABARD, General Manager (GM) Tiakala in her speech high lighted various issues and areas that need to be given attention to strengthen the working of the bank. Therie maintained that the ratio should be not less than 51% in favour of Nagaland.
Therie also stated that special pay ment of 2% valorem should be in addi tion to the state’s 51% share. He demand ed that a clause be included whereby the State Government has authority to terminate or restrain. Therie therefore, suggested that the state government examine MoUs of other nations.
According to Therie, Nagaland was not uniform with other states in view of Art.371(A), and that the MoU was, therefore, a “compromise.” He said that this was the reason the state continued to struggle and the matter was still under negotiation. In the matter of Art.371(A), Therie said ever since the Nagaland Ownership and Transfer of Land and its Resources Act 1990, was sent for the President’s assent, it continued to be con tested between the Centre and the State.
He said while the state claimed that the power to frame rules relating to Petroleum and Natural Gas vested with Nagaland as per Art 371(A)IV, the Centre on the other hand, claimed that this power over mineral resources was listed in the Union List.
Therie said the state’s argument was that in the foregoing note of Art.371(A) it clearly stated: “Notwithstanding anything in this Constitution, no Act of Parliament shall apply to the contents of Art 371(A) unless the Legislative Assembly of Nagaland by a resolution so decides.”
In view of the above, Therie said the Union List did not come in the way and therefore, the State government should stand by the above interpretation.
As noted above, Therie said the notification issued under Schedule to the Oil Fields (Regulation and Development Act 1948) with regard to fees and royal ties were not applicable.

ACAUT recalled that the Nagaland Lokayukta Bill, 2017 was given as sent by the governor on December 21,2017 after it along with various civil so ciety organisations, applied pressure through petitions, public rally resolutions, agitations, walkathon from Dimapur to Kohima then resorted to a hunger strike outside Nagaland Civil Sec retariate, Kohima. It was due to these that the Act was published in Nagaland Ga zette on January 31, 2018, ACAUT said.
Thereafter, Justice Uma Nath Singh was sworn in on February 22, 2019 as the first Lokayukta of Na galand, but he was prema turely asked to step down by Supreme Court on February
5, 2020.
ACAUT said the UDA government then made the Upa-Lokayukta in-charge of Lokayukta and the term, as per rules, should not ex ceed six months. However, it said the period expired on August 5, 2021 and in stead, the State government introduced and passed the Lokayukta (Amendment No.2) Bill, 2021 in Naga land Legislative Assembly in Monsoon Session. The bill was passed just before the House was adjourned sine die on August 5, 2021, which only left the head of the anti-corruption ombuds man vacant for a year.
Further, ACAUT said that when the term expired on February 5, 2022, the post of Lokayukta remained headless for the second year,
thereby “giving undue po litical advantage to opposi tion-less UDA government without any checks and balances in place.”
ACAUT said it was condemnable that in Na galand, the most power ful legal institution against corruption does not have a qualified Lokayukta nor complete designated mem bers, but manned by a po litical appointee as Upa Lokayukta. ACAUT said the prestigious post of Upa Lokayukta ought to be oc cupied by a person of im peccable integrity, valid qualification and without any party affiliation.
ACAUT reminded that the NDPP’s 2018 election promise to “fight against corruption, centralization of power, and restore rule
of law in the state” as per its own motto- “Facta Non Verba” proved wrong.
In view of the above, ACAUT said it was only logical that an unchecked opposition-less UDA gov ernment is mired with scams, corruption cases, gross misgovernance and financial mismanagement, leading to CBI and ED knocking on the doors of various departments.
ACAUT asserted that the damning CAG reports over the years of no action taken against erring officials, were proof that the UDA government intended to keep Lokayukta as a deco rative position without any power and functions. This was a worst-case scenario happening in a democracy, it contended.

Job cuts are expected in the com ing months no matter who owns the company, according to the report, which cited interviews and documents, the Guardian reported citing a Wash ington Post report. The news of Musk’s plans, should he ultimately take over the business, come at a difficult moment for
Twitter, the report said.
The company said in July that it had already “significantly slowed hiring” amid a wider economic down turn in the tech industry, where many companies have announced recent hiring freezes and layoffs. According to the report, human resources staff at the social media company have told employees that they were not planning for mass layoffs, but documents showed extensive plans to push out staff and cut down infrastructure costs were already
in place before Musk offered to buy the company.
But while Twitter’s current man agement planned to lay off 25 per cent of the staff by the end of next year, the new report revealed Musk wants to reduce the company’s 7,500 employees down to a “skeleton staff” of around 2,000 people. The layoffs will un doubtedly have an impact on Twitter’s daily operations, including its ability to moderate harmful content and combat security issues, the report said.

The court said action must be taken against those making hate speeches irrespective of their religion to preserve the secular fabric of the nation.

OCT 21 (AP): Two sto ries beneath a modern steel production plant on War saw’s northern edge lies an untouched Cold War relic: a shelter containing gas masks, stretchers, first aid kits and other items meant to help civil defense leaders survive and guide rescue operations in case of nuclear attack or other disasters.
A map of Europe on a wall still shows the Soviet Union — and no indepen dent Ukraine. Old boots and jackets give off a musty odour. A military field switchboard warns: “Atten tion, your enemy is listen ing.” Until now, nobody had seriously considered that the rooms built in the 1950s — and now maintained as a “historical curiosity” by the ArcelorMittal Warszawa plant, according to spokes woman Ewa Karpinska — might one day be used as a shelter again.
But as Russia pounds Ukraine, with shelling

The war has triggered fears across Europe, and these are especially felt in countries like Poland and Romania that border Ukraine and would be high ly vulnerable in case of a

After the Polish gov ernment order, firefight ers visited the steel plant’s shelter last week and listed it in their registry. The all-important 20th Congress of China’s ruling Communist Party, which is widely expected to endorse an unprecedented third fiveyear term for Xi Jinping put ting him on course to be in power for life, will conclude on Saturday after electing the party’s Central Com mittee, a powerful body comprising top leaders.
The key once-in-afive-year Congress of the Communist Party of China (CPC) comprising 2,296 “elected” delegates from its branches all over the coun try will end its week-long meeting with the election of the Central Committee, the main governing body of the party.
The present Central Committee is 376 mem bers strong with 205 full members and 171 alternate members. The Congress will determine the size of the new Central Commit tee as per the published rules of the party.

ISLAMABAD, OCT 21 (PTI): In a major setback to former prime minister Imran Khan, Pakistan’s top election body on Friday dis qualified him from holding public office for five years in the Toshakhana case for hiding proceeds from the sale of gifts he received from foreign leaders.
After the consensus ruling by a four-member bench headed by Chief Elec tion Commissioner Sikan der Sultan Raja, the Paki stan Tehreek-e-Insaf (PTI) chairman cannot become a member of the parliament for five years. The decision was taken unanimously
by the five-member bench. However, the member from Punjab was not present for the announcement.
The ruling coalition government lawmakers had filed a case with the Election Commission of Pakistan (ECP) in August against 70-year-old Khan seeking his disqualification for fail ing to reveal the proceeds from the sale of gifts that he purchased at a discounted price from the state reposito ry, also called Toshakhana.
The ECP after hear ing the case had reserved its judgment on September 19 on the conclusion of the proceedings.

While some countries still maintain their Cold War underground shelters, after the collapse of the Soviet Union some were transformed into museums — relics of an earlier age of nuclear fears that would of fer no real protection today.
Bomb shelters were a key element in the former Yugoslavia’s preparedness doctrine against a nuclear attack.
Russian military personnel in Crimea have been piloting Iranian drones: US
WASHINGTON, OCT 21 (PTI): The US has al leged that Russian military personnel based in Crimea have been piloting Iranian drones and asserted that it will pursue all means to expose, deter and con front Iran’s provision of these munitions against the Ukrainian people.
John Kirby, NSC Coordinator for Strategic Communications, also claimed that there was clear evidence that Iranian mili tary personnel were on the ground in Crimea.
“We can confirm that Russian military personnel that are based in Crimea have been piloting Iranian UAVs, using them to con duct strikes across Ukraine, including strikes against Kyiv in just recent days,” Kirby told reporters during a conference call here on Thursday.

KUALA LUMPUR, OCT 21 (AP): A Malaysian rights group on Friday condemned the government’s move to deport 150 Myanmar na tionals, including six defec tors from the Myanmar military who were all ar rested upon arrival in their homeland and may face capital punishment.
The Malaysian Advi sory Group on Myanmar said the deportation on October 6 was “a breach of the international prin ciple of non-refoulement” as asylum seekers were sent back at risk of their lives and security.

Army helicopter crash : Four bodies recovered
ITANAGAR, OCT 21
(PTI) Four Army person nel were killed in an de fence chopper crash in Upper Siang district of Arunachal Pradesh on Friday and search is on for a fifth person, a defence spokesperson said.
The bodies of the four Army personnel have been recovered from the crash site in a densely wooded mountain area 35 km from the borders with China, he said.
The cause of the crash is not yet known and details are being ascertained, he said.
The advanced light helicopter (ALH) WSI, car rying five Army personnel including two pilots, was on regular sorties when it crashed at 10.43 am around Migging, around 25 km south of Tuting, the district headquarters.
“There were five Army personnel onboard. The mortal remains of four personnel were recovered from the crash site so far.
Search for the other per son is on,” Tezpur based defence spokesperson Lt Col A S Walia said.
A joint search and rescue operation by the Army and Air Force was immediately launched in which a MI-17 and two
ALHs along with three col umns of the Indian Army were deployed and the four bodies were found, he said
The district police sent a team to the spot for the search operation, Upper Siang superintendent of police Jummar Basar said.
Cash-strapped Mizoram yet to receive its Rs 3,000 crore due from Centre: CM

Chief Minister Zoramthan ga on Friday said that cashstrapped Mizoram has not yet received its due of over Rs 3,000 crore from the Centre.
Addressing a confer ence of Mizoram Civil Ser vice Association (MCSA), he said the state is facing a financial crisis due to sev eral reasons, including the pandemic and non-receipt of funds from the Centre.
“Due to the pan demic, we did not receive funds amounting to over Rs 3,000 crore from the Centre. However, amid
also laid emphasis on the importance of sincerity and honesty.
“Good governance and administration are required for the develop ment of a country or state. Government employees should also work diligently and sincerely with a desire to develop their state,” he said.
The Army chopper, also known as HAL Rudra, had taken off from Likabali in Lower Siang district.
The HAL Rudra is an attack helicopter manufac tured by Hindustan Aero nautics Limited (HAL) for the Indian Army. It is a
weapon system integrated (WSI) Mk-IV variant of the Dhruv advanced light helicopter (ALH) and is the first armed helicopter produced indigenously in India.

According to records, Arunachal Pradesh has witnessed 13 crashes since 1995 and 47 people were killed in them.
Crash of ALH-WSI brings into focus accidents involving military platforms
NEW DELHI, OCT 21 (PTI): The crash of a weapon system integrated version of an Advanced Light Helicopter (ALH) of the Indian Army on Friday near Tuting in Arunachal Pradesh once again brought into sharp focus the growing number of accidents involving mili tary choppers and aircraft.
The twin-engine in digenously-developed he licopter belonging to the Army Aviation wing went down at Migging village in Upper Siang district of the border state and a massive search and rescue opera tion has been launched by the Army and the Indian Air Force (IAF) in the highaltitude treacherous region.
A Tezpur-based de fence ministry spokesper son the ALH (weapons system helicopter) took off from Lekabali and crashed at Migging near Tuting, a region which is located around 35 km from the border with China.
The ALH (WSI), also known as Rudra Mark IV, is potent attack helicopter, designed and developed by state-run Hindustan Aero nautics Limited (HAL) to to fill very niche roles in the Indian Army and the IAF.
The multi-role heli copter of 5.8 Ton class is an armed version of the ALH Dhruv. The indigenously designed and developed ALH-Dhruv is a multi-role, multi-mission new genera tion helicopter.
“We do not have any details about the crash. So, it will be unfair to com ment. But my general view is that the fleet must be equipped with more safety equipment including ob stacle avoidance systems,” said a military expert on condition of anonymity.
Another ALH-WSI had crashed into the mas sive Ranjit Sagar reservoir near Pathankot on August 3 last year, in which two Army pilots were killed.
In October 2019, a
Dhruv helicopter of the Indian Army carrying the then Chief of the Northern Command Lt Gen Ranbir Singh and other senior officers had crash landed in Jammu and Kashmir’s Poonch.
India has already sup plied a number of ALH Dhruv to friendly foreign countries.
The accident involv ing the ALH-WSI in Migging came two weeks after a Lt Colonel from the Army’s aviation wing was killed and his co-pilot sus tained severe injuries when their Cheetah helicopter crashed in a forward area near Tawang in Arunachal Pradesh.
Between March 2017 and December 2021, 31 people lost their lives in accidents involving 15 military helicopters that included four ALH, four Cheetah, two ALH (WSI), three Mi-17V5, an Mi-17 and a Chetak, according to official details.

SHILLONG, OCT 21: In one of the largest drug seizures in the country, the Shillong Regional Unit of the Directorate of Revenue Intelligence (DRI) has re covered 2.21 kg of highquality heroin drugs Heroin worth Rs. 15.54 crore, a DRI official said on Friday.
The seized heroin smuggled through the In dia-Myanmar border was seized from makeshift secret cavities in the vehicle at Mawryngkneng area in the outskirts of Meghalaya’s state capital Shillong in the early hours of Thursday.
Sleuths of the DRI in tercepted a vehicle in which the two suspects were trav elling in at Mawryngkneng and on searching the vehicle found 150 soap cases weigh ing 2.22 kgs of pinkish pow der wrapped in polythene sachets from the posses sion of the suspects. Tests conducted with the NDPS field test kit confirmed the presence of heroin in the substance recovered.
Preliminary investi gations revealed that the consignment had come from Manipur and was meant for the Shillong based drug syndicates. The presence of makeshift secret cavities in the vehicle indicates its usage for trafficking of narcotics in the past as well. Follow up searches and further investi gation is in progress.

(AGENCIES): Sikkim has raised the long-pending demand for the installation of an instrument landing system (ILS) at Pakyong airport, reports East Mojo.
The issue was flagged by the Sikkim government to the Centre in the Confer ence for Ministers of Civil Aviation for all states and Union Territories in New Delhi from October 17-18. The conference was at tended by Union Minister for Civil Aviation Jyotira ditya Scidia.

Instrument Landing System( ILS) is a standard International Civil Avia tion Organisation (ICAO) precision landing aid that is used to provide accurate azimuth and descent guid ance signals for guidance to aircraft for landing on the runway under normal or adverse weather conditions. ILS facility is a highly accu rate and dependable means of navigating to the runway in IFR (Instrument Flight Rules) conditions. The ILS provides the lateral and vertical guidance necessary to fly a precision approach.

Over 300 delegates from five regions including Northern ACYA, Southern ACYA, Western ACYA, Kohima Town ACYA, and Chakhroma ACYA, are camping for the sports meet.
In choral competition, Western ACYA emerged as the champion followed by Kohima town ACYA and Northern ACYA in second and third positions respec tively. The judges of the competition were Vituonyü Victor (Northern), Kekuneil Henry (Southern), Roko shüno Angela (Chakhro ma), Aba Albert (Kohima Town) and Rüülhubi Felix (Western).
The first day concluded with the recital of the rosary.
The second day will begin with the unfurling of the flag by ACYA advisor Zeneikho Benedict. The event is hosted by Jakhama Catholic Youth Association.

UTERS): Paul Stirling smashed a glittering halfcentury as Ireland elimi nated two-time champions West Indies from the T20 World Cup and advanced to the Super 12 phase with a nine-wicket thrashing in Hobart on Friday.
The burly redhead’s unbeaten 66 from 48 balls helped Ireland mow down a modest total of 146/5 with 15 balls to spare on a cloudy afternoon at Bellerive Oval.

an unbeaten 62 for the West Indies but had little support as the Caribbeans made their earliest exit from the global showpiece since the inaugural 2007 tournament in South Africa.
Zimbabwe also sailed into the Super 12 for the first time, topping Group B after their five-wicket victory against Scotland.
In the first match, Ire land all-rounder Gareth Delany sucked the wind out of the West Indies’ batsmen, capturing 3/16 with his
legspin in the later middle overs.
The West Indies knew their total was below par but were powerless to defend it as Stirling and captain Andy Balbirnie stormed to a 73-run opening partnership before Balbirnie was caught cutting for 37.
It is only the second time Ireland have made the second round of the T20 tournament since the last time in England in 2009.
After losing their open er to Zimbabwe, Ireland produced a brilliant chase to beat Scotland on Wednes day and were virtually flaw less against the West Indies.
Electing to bat in the second match, Scotland managed 132/6 with opener George Munsey topscoring with 54.
Zimbabwe’s chase was not without hiccups, but Craig Ervine produced a captain’s knock of 54 and Sikander Raza smashed a breezy 40 as they over whelmed the target with nine balls to spare.

DIMAPUR, OCT 21 (NPN): Puiteing FC re turned to the top of the first Peren District Football League (PDFL) on goal difference by thrashing Nsong Area Sports As sociation (NASA) 7-1 at Jalukie ‘B’ village ground on Friday. Puiteing FC moved above Barak Foot ball Academy both on 15 points due to superior goal difference +14 as against Barak +12.
Putiteing FC’s Kawi jibo scored in the 21st min ute. He also scored the team’s third goal in the 43rd minute.
Dominant Puiteing added the second goal in the 23rd minute
through Jangminlen. After the lemon break, Wibon jibou struck in the 51st minute and Kawililakbou made it 5-0 in the 59th minute.

MILAN, OCT 21 (AFP): For mer France and Bayern Munich at tacking mid fielder Franck Ribery announced his retire ment from football on Friday after succumbing to a persistent knee injury which kept him out of action for Serie A club Salernitana.
“The ball stops. The feel ings inside me do not,” 39-yearold Ribery wrote on social media in English, French, Ital ian and German. “Thanks to ev eryone for this great adventure.”
Ribery hasn’t featured for Salernitana, who he joined in 2021, since their opening day loss to Roma and his retirement had been rumoured for several weeks.
