Will allow medical officers who want to serve the public further through Government Hospitals or Teaching Hospitals to continue to do so up to 62 years and 70 years respectively. Will not in any way block promotional avenues of any of the junior officers. Will not in any way block recruitment posts for new Graduate/PG doctors. Will increase budgetary allocation towards healthcare vis-à-vis the overall budget of the state.

The Cabinet also noted that NPSC has been requested to take up recruitment against 108 requisitioned posts expeditiously even though almost all the posts are currently manned by doctors engaged on contractual basis. The government based its decisions on the speech of the prime minster over increase of superannuation from 60 to 62 for central employees and state from 62 to 65 in order to meet the shortage of doctors in government hospitals. Also, the government cited the Centre’s order dated May 31,2016 in enhancing superannuation of various categories of medical officers in central services to 65 years but that states may make their own decisions over this matter. NIDA threatens: As per the NIDA meeting minutes, a copy of which was made available, the members present were informed about the Cabinet decision “as received from social media.” A total of 83 members from 10 districts and directorate of health and family

welfare attended the emergency general body meeting held at DBHHS Hall. At the meeting, 10 district units submitted their district meeting minutes wherein majority opted for legal recourse, but two units opted for mass resignation. After discussion, the house resolved to go for mass resignation. In this regard, the house entrusted the directorate committee to prepare a uniform format for the mass voluntary retirement/mass resignation after obtaining legal opinion and disseminate to the district action committees. It also entrusted district action committees to collect the signatures in the voluntary retirement/mass resignation letters from all the regular doctors. For NHM and other contractual doctors, the house resolved that decision to sign would he left to individual discretion. It was also resolved that the duly signed resignation letters would be submitted to the directorate action committee from all the district

action committees latest by April 25, 2022. The house decided that NIDA executive will pursue the issue of mass resignation only after the NIDA office receives 100% submission of the resignation letters from all the members. Till then, it was decided that the ongoing agitation would be kept on hold till further notice. Speaking to media persons after the cabinet meeting, government spokespersons and advisor Mmhonlumo Kikon said that the Cabinet after carefully studying the demand of NIDA agreed to extend the age limit to 62 years on the condition that “they will be reemployed in the clinical set up till 62 years.” Kikon further said that for those who would want to apply for medical college, their age limit has been increased to 65 years, without pension. When contacted NIDA members declined to comment stating that they were yet to receive official intimation from the government.

formed that a Task Force was constituted to make a recommendation for implementation of the policy. In order to create awareness, Dr. Katoni said seminars and workshops were conducted online and offline and attempts were made to spread awareness about guidelines of NEP 2020 in local Naga dialects and so far, only Tenyidie had completed the translated version. With regard to key areas and agenda on equity in NEP 2020, Dr. Katoni pointed out that the state was well balanced in gender parity and in higher education, female student enrollment for the last two years was more than their male counterpart. She informed that so far, out of 69 affiliated colleges

under NU, 40% were NAAC accredited and the state’s policy was to establish at least one government college in each district with subsidised tuition fees, proper facilities, smart classrooms and digitalised libraries to ensure that no one is left out in digital learning and technology. Delivering the keynote speech, member, NEP Committee and vice-chancellor, Mahatma Gandhi University of Horticulture and Forestry, Chhattisgarh, prof. Ram Shankar Kureel highlighted the vision of NEP 2020 which he said was to establish an education system that contributed to an equitable and vibrant knowledge society by providing high-quality education to all, developing a sense of respect towards fun-

damental rights, duties, etc. P r o f . Ku r e e l a l s o briefed on the key principles of NEP 2020. Meanwhile, pro vicechancellor, NU, Prof. A. K. Mishra said for the social transformation of the country, equal opportunities need to be provided for which education was fundamental. Later, dean, School of Humanities & Education, NU, Prof. Buno Zetsuvi said NEP 2020 envisaged a great social change by transforming the educational system, however, she expressed her concern that India being a diverse country would not be possible to bring one whole relevant, perfect, acceptable policy suitable for the entire country. She further stated that flexibility and adjustments without disrupting the main aim of the policy were required. The two-day seminar is sponsored by the Indian Council of Social Science Research and organised by the Department of Teacher Education (DTE), Nagaland University, Kohima Campus, Meriema.

Rothrongki Sangtam and vice president Sethrongba Y Sangtam stated that “Kiphire being the most backward region in the country remains deprived and neglected in every aspect since its inception.” While stating that this issue needs to be addressed at the highest level, USSC said the work order was issued on March 5, 2015, however, work was not even half done. It said that this was denying the Right to Education Act. Pointing out that it took serious note of every developmental activity under its region, USSC said with regard to DIET construction, the conference discussed the issue with the concerned contractor but despite repeated appeals, the work was not progressing “due to non-payment of funds.”

Assam police arrests Guj MLA for post against PM

KOKRAJHAR (ASSAM)/ AHMEDABAD, APR 21 (PTI): Gujarat legislator Jignesh Mevani, who was arrested by Assam Police from the western state for a purported tweet, was on Thursday remanded to three days police custody by a court here. Mevani, who is an independent MLA supported by the Congress, was produced before the court of the Chief Judicial Magistrate here after arrival from Ahmadabad via Guwahati in the evening. “The police sought 14 days custody, to which we objected. After hearing both sides, the court gave three days police remand and said that during this period, he cannot be taken anywhere outside Kokrajhar,” Manoj Bhagawati, advocate appearing for Mewani, said. Bhagawati, who was deputed by Assam Congress to aide Mewani, added that a bail petition moved on Mevani’s behalf was however rejected by the court. The Dalit leader was apprehended from Palanpur town in Gujarat on Wednesday night after a First Information Report (FIR) under various sections of the IPC and the IT Act was filed in Kokrajhar Police Station. He was flown to Guwahati from Gujarat on Thursday morning and then taken to

Korajhar by road. Flaying the arrest, Congress leader Rahul Gandhi termed it as “undemocratic” and “unconstitutional”. Gandhi said it was an insult to the people who elected him as a public representative. According to the FIR that led to Mevani’s apprehension, he had purportedly written a tweet, claiming Prime Minister Narendra Modi “considered Godse as God”. The independent MLA from Vadgam seat in Banaskantha, who has pledged his support to the Congress, had used the same tweet to also urge Modi to appeal for communal harmony during his visit to the Gujarat, the

FIR at Kokrajhar Police Station, which was accessed by PTI, said. Angered over Mevani’s arrest, Gujarat Congress leaders staged a demonstration near Sarangpur circle in the city and demanded his release. “Assam police took custody of Mevani from Palanpur circuit house late on Wednesday night and took him with them to Assam after informing the local police,” an official of Banaskantha police station in Gujarat said. Mevani had won as an independent MLA from Vadgam (SC) seat of Banaskantha in 2017 with Congress support. Though he is “ideologically” with the Congress, he has not joined

the opposition party officially. He has earlier said that he would fight the next elections as a Congress candidate. He was arrested after an FIR under section 153A of the IPC, which deals with offences related to promoting enmity between communities, was registered at Kokrajhar police station in Assam, said Mevani’s aide Suresh Jat. “As per a document shared by the officials of the Assam police, an FIR has been lodged over a tweet by Mevani few days back. However, the tweet has been withheld by Twitter.,” Jat added. Apart from section 153A of the IPC, Mevani has been booked under sec-

tion 295A (malicious acts intended to outrage religious feelings), 504 (provocation with an intention to break public peace) and under relevant sections of the IT Act. After learning about Mevani’s arrest, Gujarat Congress president Jagdish Thakor and other Congress leaders rushed to Ahmedabad airport around 4 am to express solidarity with Mevani. To protest Mevani’s arrest, Congress leaders and workers, including Thakor, Leader of Opposition Sukhram Rathva and former Gujarat Congress chief Siddharth Patel, staged a protest at Sarangpur circle and raised anti-BJP slogans. Following their attempt to block the busy road, local police briefly detained nearly 20 Congress workers and leaders, including Thakor, said an official of the city police control room. In Guwahati, surprisingly, Assam Chief Minister Himanta Biswa Sarma on Thursday claimed that he was not aware of Jignesh Mevani’s identity, hours after the MLA, was arrested and brought to the northeastern state from Gujarat. The state Congress unit, however, smelt a conspiracy behind the arrest and rushed legal experts to the aid of the apprehended

Dalit leader, who recently pledged his support to the grand old party. Assam Pradesh Congress Committee (APCC) president Bhupen Borah, criticising the police action, said it smacked of conspiracy. “Mevani has always been vocal against the BJP and the RSS,” he said, shortly after the arrest. Mahanta also said that the Congress would build up a movement against the government if Mevani was not released on bail. “We will wait for two days owing to the Guwahati Municipal Corporation elections (to be held on Friday). If Mevani is not given bail in the meantime, we will start a movement.” The ruling DMK’s student wing on Thursday expressed shock over Gujarat MLA Jignesh Mevani’s arrest by the Assam police and alleged ulterior political motives behind the arrest. Mevani is one of the special invitees to a proposed DMK convention to be held from April 30, here. The DMK said it stood behind Mevani, while its youth wing secretary and MLA CVMP Ezhilarasan described Mevani as his friend and asked him to remain strong. “Stand courageously my dear friend. The DMK youth wing stands behind you.”

SHILLONG, APR 21: M e g h a l aya Tr i n a m o o l Congress (TMC) Chief, Charles Pyngrope on Thursday said there is no difference between the TMC and the Congress and both the parties can work together if the leadership of both the political parties so desires. “Ideologically, the two parties (TMC and Congress) are the same. There is nothing that differentiates us expect for the leaderships that the each party has other than that we have no issues with the Congress. I also feel that the Congress has no problem with us,” the former Congress turned TMC legislator, said “There can always be an understanding between the two parties if they (Congress) want an understanding with us and if they don’t want that is also ok,” Pyngrope said. “We don’t know what will the high command decide. The TMC may say we will work with the Congress in Meghalaya or

Kishor reportedly joining the Congress, Pyngrope said, “ … , he (Kishor) has offered to join Congress to revamp the party , which I personally feel it is a good move. To have a credible opposition in the country, no party has the capability to cobble up such large numbers… to win more seats and aligning with like-minded parties would benefit democracy in the country.” “Therefore , Prashant’s move would surely change the strategy of the Congress and it will help them to bring the party (Congress) up to its former glory,” he said. Noting that the present leadership in the Congress is “incompetent” and with poll debacle after debacle in every state, Pyngrope expressed confidence that Kishore can turn the tables for the Congress. Meanwhile, Pyngrope refuted reports of TMC MLAs likely to join regional political parties. The TMC President said he has news about such reports and claimed all were with the party.

NAGALAND POST, DIMAPUR FRIDAY, APRIL 22, 2022

Adopt ‘nation-first’ approach: PM to civil servants Hubballi violence: Rioters tried to NEW DELHI, APR 21 (PTI): Emphasising a “nation-first” approach to decision-making, Prime Minister Narendra Modi on Thursday said there cannot be any compromise on the unity and integrity of the country and even decisions at the local level should be made on this touchstone. Addressing civil servants on the 15th Civil Services Day at Vigyan Bhawan here, he said every decision should be evaluated on the basis of its capacity to strengthen the country’s unity and integrity. Modi said in the country’s democratic set-up, “we should be committed to three goals”. “The first goal is that there should be a change in the life of the common people in the country, their life should be easy and they should also be able to feel this ease. The common people should not have to struggle in their dealings with the government, benefits and services should be available to them without hassle,” he said.

Secondly, given the growing stature and changing profile of India, it is imperative that things should be done in the global context, he said. “If we do not follow the activities at the global level, it will be very difficult to ascertain our priorities and focus area. “We need to develop our schemes and governance models keeping this perspective in mind,” he added. Thirdly, Modi said, “Wherever we are in the system, our prime responsibility is the unity and integrity of the country, there

cannot be any compromise. Even local decisions should be measured on this touchstone”. Every decision should be evaluated on the basis of its capacity to strengthen the country’s unity and integrity, Modi said, adding “nation-first (approach) should always inform our decisions”. The prime minister also underlined the need to update systems and governance models regularly, saying “we cannot deal with the challenges of today with systems of the last century”. Referring to

Punjab CM has become a ‘rubber doll’: Navjot Sidhu

Curfew relaxed for four hours in Khargone

Navjot Singh Sidhu CHANDIGARH, APR 21 (PTI): Congress leader Navjot Singh Sidhu on Thursday dubbed Punjab Chief Minister Bhagwant Mann as a “rubber doll”, alluding to the Opposition charge that the state government is being run by the AAP leadership from Delhi. He claimed that the law and order situation in Punjab has “deteriorated drastically” under the Mann government, with 40 people killed in a month. Sidhu, along with former MLAs Navtej Singh C h e e m a a n d A s h wa n i Sekhri, met Punjab Governor Banwarilal Purohit here and raised several issues, including the law and order situation in the state. After the meeting, the Congress leader said, “Does he (Bhagwant Mann) care about Punjab?” “The chief minister has become a ‘rubber da gudda’ (rubber doll),” Sidhu told reporters. “Punjab’s CM should be ‘ankhila’ (a self-respecting man) who could not be pulled by strings,” Sidhu

added. “Someone is playing the game but someone else is dancing and speaking. The person who is playing the game while sitting in Delhi is the masquerader and he is getting unmasked,” said Sidhu in an apparent dig at AAP chief Arvind Kejriwal. The former Punjab Congress chief said the law and order situation in the state has “deteriorated drastically” under the Mann government. He claimed 40 people have been killed in the state in the last month. Sidhu alleged the Punjab government is using the police force to target those who raise their voice against Kejriwal. “You are politicising the police force to use it for your own interests,” he said attacking the AAP government. “Whether it is ‘badlav’ (change) or ‘badla’ (vendetta)... vendetta politics has started,” he said. Sidhu’s remarks came a day after the Punjab Police visited the homes of former AAP leader Kumar Vishwas and Congress’ Alka Lamba in connection with a case registered over “inflammatory statements” against Kejriwal. Both leaders have been summoned for questioning on April 26. Targeting the Aam Aadmi Party, Sidhu accused it of “selling lies” to people in order to grab power in Punjab.

KHARGONE/BHOPAL, APR 21 (PTI): The local administration on Thursday relaxed curfew for four hours in riot-hit Khargone town of Madhya Pradesh. No untoward incident was reported during this period, said a police officer. While restrictions on movement were lifted from 8 am to 12 noon, vehicles were not allowed on the roads. Curfew was imposed in the town after violence broke out during a Ram Navami procession on April 10. Since April 14, the local administration has been relaxing the curfew for intervals of two hours, but on Wednesday it was relaxed for six hours. A government order said that people can purchase essential items from shops in their neighbourhood as the plying of vehicles is not allowed. Petrol pumps will remain closed and the sale of kerosene at Fair Price Shops will remain suspended, it added. Home Minister Narottam Mishra said in Bhopal that so far 159 people have been arrested, while a reward of Rs 10,000 has been announced for whereabouts of each of 106 others who are absconding. Those responsible for violence will not be spared, he said.

‘Amrit Kaal’, the 25-year lead-up to the centenary year of independence in 2047, Modi said it cannot just be a “routine” or simply for celebration or praising the journey from the 75th year to the 100th year of independence. “India @100 cannot be routine. This 25-year period should be seen as one unit and we should have a vision from now onwards itself. This celebration should be a watershed,” he said. Every district of the country should move with this spirit, he said. “The great culture of India, our country, is not made of royal systems and royal thrones,” Modi said, adding that this shows the country’s spirit of accepting change and modernity while preserving ancient wisdom. He said that it is the duty of the governmental system to nurture, unleash and support the capability of society. Citing examples of innovations taking place in the start-up ecosystem and agriculture, Modi asked civil servants

to play a nurturing and supportive role. He exhorted them to think out of the box. “Reform in governance should be our natural stance,” he said, adding that governance reforms should be experimentative and as per the needs of time and the country. The prime minister said “we should not change only under pressure but should try to improve proactively”. “We should not be governed by the regulations and mentality that emerged in the period of scarcity. We should have an attitude of abundance. Similarly, we should anticipate rather than just react to challenges,” he said. During the last eight years, Modi said, many big things have taken place in the country. He asserted that his temperament is not of “rajneeti” (politics) but of “janneeti” (pro-people policies). He urged the officers to adopt the key reforms of governance like cleanliness and promoting digital payments, in their personal lives.

NEW DELHI/ SRINAGAR, APR 21 (PTI): Indian Youth Congress activists were on Thursday detained by the police while staging a protest near Union minister Hardeep Singh Puri’s residence against the anti-encroachment drive conducted by the North MCD in violence-hit Jahangirupri a day before, officials said. The IYC activists were detained from the Akbar Road here while they were trying to reach the Union Housing and Urban Affairs minister’s residence, they said. In an official statement, IYC national president Srinivas BV said the BJP is pushing the country towards hatred and violence. “The ruling party is creating an atmosphere of hatred in the country. BJP’s conspiracy to trample on the truth, non-violence and justice will not succeed,” he said.

Around 25-30 activists were detained and taken to Mandir Marg police station, said a senior police officer. “The BJP is using bulldozers to crush the peace and harmony in the country. “We will keep raising our voice over such incidents, including in Jahangirpuri, where houses and shops of poor people were demolished illegally,” alleged IYC’s national media in-charge Rahul Rao. Bulldozers had razed several concrete and temporary structures close to a mosque in Jahangirpuri as part of an anti-encroachment drive by the BJP-ruled North Delhi Municipal Corporation on Wednesday, days after the northwest Delhi neighbourhood was rocked by communal violence. The Supreme Court had to intervene twice to stop the drive after it took cognizance of a petition filed by Jamiat Ulama-iHind against the demoli-

Meanwhile, the JMFC court has permitted the accused youth Abhisheik Hiremath to attend II PUC examinations beginning from April 22. He will be taken to the examination center in appropriate security cover and he will be provided with textbooks in the prison to study. However, the incident has taken a communal turn

with opposition leaders urging a ban on the RSS, VHP and Sanatana organisation. Ruling BJP leaders have warned that if people do not live in peace, they will have to get ready for ruthless action which has been initiated in BJP ruled states of Uttar Pradesh and Madhya Pradesh. Karnataka police have extended the curfew orders in Hubballi city till April 23, against the backdrop of maintaining law and order in the city. The prohibitory orders were clamped from April 17 to April 20.

HUBBALLI, (KARNATAKA) APR 21 (IANS): Investigation into the Hubballi violence has revealed shocking details of rioters attempting to kill policemen. The number of people arrested in connection with the violence has risen to 126, police said on Thursday. Police constables -Anil Kandekar and Manjunath -- attached to Kasaba police station have stated in their complaint that they had a narrow escape after the rioters attempted to lynch them taking advantage of the situation. On last Saturday night, when the violence broke out, the violent mob went on the rampage indulging in stone pelting and damaging vehicles. The constables rushed near Diddi Hanumantha temple and tried to stop a team of 10 to 15 rioters. The miscreants not only stopped them but tried to hit them on their heads with boulders, police said. The constables managed to escape the attack by a whisker. They escaped

National Commission for Minorities (NCM) member Syed Shahzadi on Thursday said the panel will submit a report to the government on the communal violence in Delhi’s Jahangirpuri area and recommend appropriate action. The chairman of the NCM and other members visited Jahangirpuri, she said. Eight police personnel and a local were injured in stone-pelting and arson after clashes broke out between two communities in Jahangirpuri during a Hanuman Jayanti procession on April 16. Some vehicles were also torched. “A report will be submitted to the Centre and

the (Union) home ministry. If there is anything which warrants action, then we will surely recommend action... If there is anything, the minority commission will definitely respond,” Shahzadi said at a press conference here. Asked about a report by the USbased Genocide Watch warning that a “genocide” of Muslims could take place in India, the NCM member said the “foreigners are totally wrong”. “Had it been like that, then we would not have been here. This is totally wrong and some people want to destroy this country, their thinking is like that only.

Our country is united, our country is India and we are Indians. “Some people want to create a wedge between us (communities), but we should not pay heed to the issue. Rather, we should focus on our development,” she said. S h a h z a d i a l l e ge d some minority organisations and foreign powers do not want Muslims to prosper. “Everything is fine,” she said. Responding to a question about attacks on the minority community in Kashmir, Shahzadi said those who do anything wrong, be it Hindus, Muslims, Christians or Sikhs, should be punished.

Biggest test for PK

t is going to be a delayed homecoming or one pushed out being pulled back and desperately needed when India’s most successful and renowned political strategist and tactician Prashant Kishor rejoins Congress. Prashant Kishor or PK as he is popularly referred to, will await the final nod from Sonia before formally rejoining Congress. PK was working with Congress during In 2016 for Punjab Assembly Elections due in 2017. He was credited with helping Congress win a massive victory in Punjab for Capt. Amarinder Singh in 2017. PK was credited with helping Modi win Gujarat in 2012 and later the historic Lok Sabha mandate for BJP in 2014. He also carved a huge win for the mahagathbandan –RJD, JD(U) and Congress – in Bihar in 2015. Later he worked with Congress in 2017 to help the party win Punjab against the Akalis in 2017. In 2019 PK worked for the success of the TRS’s KCR in Telangana, Jagan Mohan Reddy’s YSRCP in Andhra Pradesh and Shiv Sena in Maharashtra. In 2020, he worked with Arvind Kejriwal, whose AAP won 63 of the 70 seats in the Delhi Assembly election. Again, in 2021 PK’s assignments with TMC’s Mamata Banerjee in West Bengal proved a resounding success and later followed the success with DMK’s MK Stalin in Tamil Nadu. However, despite such remarkable success unrivalled anywhere in India, it appears PK’s huge successes did not ensure longer innings with the parties he worked with. In 2014, PK was “sidelined” by the BJP after differences with the top leadership. Then, in 2017, he had a split with the Congress over who calls the shots. In 2022, Nitish Kumar sacked PK as JDU vice-president when several party leaders started ganged up against him and his tweet on the CAANRC issue became an excuse. In 2022, PK and West Bengal Chief Minister Mamata Banerjee’s TMC fell out after two years of partnership when several party leaders began a pushback. Much of PK’s problems were self-inflicted as he was seen to be pushy and wanted to dictate on what goes on in a party. After falling out with some Congress leaders, who felt threatened by his style or functioning, PK tried to re-enter the party in 2020 but there were disagreements with some of the loyalists. PK maintains that Congress as the only opposition party with a pan-India presence, is best suited to take on the BJP but only if the party goes through a major revamp. Talks for his re-entry began last year and eventually led to warming of hearts this year. Initially many Congress leaders from Rahul’s camp reportedly opposed PK’s induction. Soon, talks broke because PK wanted “certain changes” that were “not acceptable”. However, after Congress lost all five states that went to the polls in February-March 2022, voices of dissent grew louder, triggering the primal fear of complete [electoral] abandonment. Congress then approached Prashant Kishor and was invited for talks where he even presented “a detailed blueprint” for the 2024 polls to party president Sonia Gandhi. With assembly elections this year in Gujarat and Himachal Pradesh followed by nine states in 2023, Prashant has his hands full and will have to deliver before the big fight in 2024 against the BJP.

DailyDevotion Don’t Hurt the Lord

Have I been with you so long, and yet you have not known Me, Philip? —John 14:9

Our Lord must be repeatedly astounded at us— astounded at how “un-simple” we are. It is our own opinions that make us dense and slow to understand, but when we are simple we are never dense; we have discernment all the time. Philip expected the future revelation of a tremendous mystery, but not in Jesus, the Person he thought he already knew. The mystery of God is not in what is going to be— it is now, though we look for it to be revealed in the future in some overwhelming, momentous event. We have no reluctance to obey Jesus, but it is highly probable that we are hurting Him by what we ask— “Lord, show us the Father…” (John 14:8). His response immediately comes back to us as He says, “Can’t you see Him? He is always right here or He is nowhere to be found.” We look for God to exhibit Himself to His children, but God only exhibits Himself in His children. And while others see the evidence, the child of God does not. We want to be fully aware of what God is doing in us, but we cannot have complete awareness and expect to remain reasonable or balanced in our expectations of Him. If all we are asking God to give us is experiences, and the awareness of those experiences is blocking our way, we hurt the Lord. The very questions we ask hurt Jesus, because they are not the questions of a child. “Let not your heart be troubled…” (14:1, 27). Am I then hurting Jesus by allowing my heart to be troubled? If I believe in Jesus and His attributes, am I living up to my belief? Am I allowing anything to disturb my heart, or am I allowing any questions to come in which are unsound or unbalanced? I have to get to the point of the absolute and unquestionable relationship that takes everything exactly as it comes from Him. God never guides us at some time in the future, but always here and now. Realize that the Lord is here now, and the freedom you receive is immediate.

Can the Naga Economy be Energy Independent: A perspective

I

t is a universal fact that energy (fuel and electricity) is the engine that drives and propels an economy towards growth and progress. Without energy, economic development does not take off. For a society to thrive and sustain, energy sufficiency and selfreliance comes first. Other things follow subsequently. Without achieving a selfsustaining and propelling economy, no amount of new job, department or district creation will cure the ailments that plague our society specially unemployment. Without creating avenues for economic activities and income generation through industrialization, all other efforts towards moder nization becomes futile and short lived. Looking at the present energy consumption pattern in Nagaland (i.e. demand and supply for petrol, diesel, gas and electricity etc.), the answer to the subject question is a ‘NO’ because as in the past and present, we rely 100 percent on other states for supply of our basic energy needs. Our energy consumption for different forms of petroleum products was 172 Thousand Metric Tonnes (TMT) in 2020 compared to 154 TMT in the previous year (where 1000 Kg equals 01 Metric Tonne). Going by present trend, we will have to continue being dependent on other states because we still do not have the infrastructure to produce energy even though we may have the resources to do so. Nagaland will literally go dry and come to a standstill if the supply lines for essential petroleum products

and commodities is cut off. Statistics reveal that there are aprox 94 retail outlets for petroleum products. Active LPG customers numbering 246597 in 2019 has increased to 264534 customers in 2020. These consumers are served by 81 LPG Distributors in 2020 compared to 78 Nos in 2019. All these distributors, dealers and outlets of petroleum products feed on supplies that come from outside of Nagaland. Any change in energy fuel rates lead to a series of spiraling effect such as hike in transportation costs leading to increase in price of almost all household commodities. We are aware of the fuel price hike which as of today is hovering around Rs 107 per litre for petrol and Rs 93 per litre for diesel on which we have no control. The common man (as always) will continue to bear the brunt of rising price which impacts his livelihood. Then comes the load shedding and power cuts that have become almost regular. Some may think that this situation can be overcome by running Generator sets which again run on diesel. Our growing dependence on other states is rendering us into a weak unproductive economy. Not by choice but for not wanting to think beyond the box. A major reason can be attributed to the indifference, inaction and complacency of not raising a common voice on vital issues at appropriate authorities and levels. The present young Naga generation ought to realize that we are not self-sufficient in terms of energy needs. I also wonder why Nagas are not utilizing the rich oil

mineral resources when we can? What is holding us back from getting into the process of industrialization? Why can’t we have our own gasbased electricity generation power plants and set up oil refineries that will produce petroleum products from within Nagaland? Every right-thinking Naga ought to ponder over what we are inheriting (or contributing) today in terms of economic activity and development to hand over to the next generation. To quote James E. Faust, the famous American religious leader, lawyer and politician who once said, “Some of our important choices have a timeline. If we delay a decision, the opportunity is lost forever”. This statement very aptly applies to the Nagas at this juncture. It is high time for us to wake up from the slumber of complacency and wake up to the fact that Nagaland today needs an industry that feeds on its own natural mineral resource which is manned by its own human resource. The scope for hydrocarbon exploration and production in Nagaland (which has been lying dormant for decades now) is an opportunity at hand. Nagas have not been able to take advantage of this opportunity because of manmade geopolitical issues on the surface. However as mentioned earlier, if we delay our action, this opportunity will also slip away. Going by what is emerging in the energy sector of neighbouring nations and countries, crude oil and natural gas is slowly losing

April 22 is Earth Day

out its value and worth. Geologically, Nagaland is rated to be very promising for hydrocarbon exploration as it falls within the NagaSchuppen Belt of the prolific Assam Arakan Basin (Category-A basin). NagaSchuppen Belt is considered as a main source area for hydrocarbon generation which till today has been charging major oil and gas producing fields in the neighboring States. Recent hydrocarbon re-assessment carried out by the Govt of India has estimated that this prolific Assam Arakan Basin has 1633 Million Metric Tonnes of oil equivalent (MMTOE) to be in place out of which only 178 MMTOE has been discovered so far i.e. only 11%. The big question now is where is the rest 89 % of yet-to-find oil (YTF)? Is it in the reserves of Nagaland, Assam or Arunachal Pradesh ? How much of hydrocarbon resources are in place in Nagaland? Some estimate it to be 600 million tonnes. However, in no certain terms can anyone say with precision unless a systematic oil exploration activity is carried out by an oil and gas Company of repute. So far, we know that ONGC had gone for exploratory drilling operations and carried out seismic surveys covering 602 Line KMs for 2D Seismic survey and 06 square Kms for 3D survey during the 70’s in and around Wokha, Chumukedima and Dimapur districts. The rest of Nagaland remains unexplored till date devoid of any systematic scientific study and geological & geophysical (G&G) data

and information. In such a scenario, will it not be prudent for the Nagas and Nagaland G o ve r n m e n t t o a l l o w National oil Companies (NOC) who are willing to come and carry out such oil exploration campaigns for the Nagas at no cost to the State Government. They will ascertain how much hydrocarbon we have in our basket and where it lies. We will get to know the volume and its worth. Such an action will also immediately lead to bustling economic activities like development of huge infrastructure in the form of roads, bridges and electrification. Manpower will need to be engaged for skilled, semi-skilled and unskilled works. There will be contracts or material supply, service contracts which will benefit the Nagas only. Royalty or revenue will accrue to all stake holders (individual, village, society and the state government). The oil & gas business is a long-term venture that will usher in growth, prosperity and progress to the people of Nagaland. The Oil & gas industry usually has a lifespan of over a hundred years with the capability of generating e m p l oy m e n t t o a b s o r b hundreds of unemployed youths across all spectrum of work. Towards this, the oil townships of Digboi and Duliajan in Upper Assam are nearest thriving examples for anyone to come and see. Today, we need mass based civil societies, church organizations, tribal Hohos, student bodies, political p a r t i e s ( b e yo n d p a r t y lines) and public at large to understand the urgency and

gravity of the situation. It is time for us to come out collectively and push for early utilization of mineral resources before time runs out and the opportunity lost forever. To me, our independence will be the day we are economically liberated from the bondage of unemployment. Our independence will be the day we are able to sustain the State economy without depending on other States and without having to run to Central Government for financial assistance. Our independence will be the day we have our own power grids that generates electricity to run our very own stateowned oil refinery to produce petroleum products. However as mentioned before, this option comes w i t h a t i m e l i n e. O u r indecision today will render oil & gas mineral resources as redundant very soon. Who will then be blamed? Let us be reminded that every economic activity goes through a systematic process of g rowth. So, the faster we get into the process, the sooner we will be there … AN ENERGY INDEPENDENT STATE. This strategic option if taken will indeed be our way forward into the future. Meyabi A. Niphi (The Author is a concerned Naga crusading for early resumption of oil exploration activities in Nagaland to tide over plaguing issues of unemployment and reducing energy dependency on other States. biggest form of human UK PM Boris Johnson begins 2-day India visit Terrorism rights violation, says Amit Shah

NEW DELHI, APR 21 (PTI): British Prime Minister Boris Johnson will announce a raft of commercial agreements and hail a “new era” in bilateral trade and investment ties during his visit to India, the UK High Commission said on Thursday shortly before he landed in Gujarat. It said the UK and Indian businesses will confirm more than one billion pounds ((1 GBP= Rs 99.63) in new investments and export deals in areas from software engineering to health, creating almost 11,000 jobs across the UK. “As I arrive in India today, I see vast possibilities for what our two great nations can achieve together. From next-generation 5G telecoms and AI to new partnerships in health research and renewable energy -- the UK and India are leading the world,” Johnson was quoted as saying by the high commission. “ O u r p owe r h o u s e partnership is delivering jobs, growth and opportunities for our people, and it will only go from strengthto-strength in the coming years,” he said. Johnson will hold talks

with Prime Minister Narendra Modi in New Delhi on Friday after concluding his engagements in Gujarat on Thursday. The two leaders are expected to delve extensively to further expand ties in various key sectors including defence and trade besides exchanging views on the crisis in Ukraine. In a statement, the high commission said Johnson will use his visit to India to “boost our collaboration with one of the world’s fastest growing economies, slashing trade barriers for

UK businesses and driving jobs and growth at home.” It said the UK will confirm major new science and tech collaboration, including a digital health partnership and a joint investment fund for Indian deep-tech and AI start-ups, supported by the UK and Indian governments. “As he moves on to New Delhi on Friday, the prime minister will also use this week’s visit to drive progress in negotiations on the landmark UK-India free trade agreement, which

is expected to help double our trade and investment by 2030,” the high commission said. “Negotiating teams will hold their third round of formal talks in India next week,” it said. The high commission said work is already progressing on cutting red tape for businesses following the UK-India Enhanced Trade Partnership launched by both prime ministers last year. “And today our governments will announce new measures to make it

easier to export UK-made medical devices to India. This will support UK jobs and create opportunities for British med-tech companies like Redcar-based Micropore Technologies to sell their lifesaving products in India, an import market worth 2.4 billion pounds,” it said. In Gujarat, the British prime minister is scheduled to visit a new factory being opened by a top British firm as well as a biotechnology university working in collaboration with the University of Edinburgh. The new investments worth one billion pounds will include setting up of a new Switch Mobility electric bus R&D centre in the UK and the opening of their Asia Pacific headquarters in Chennai. The new initiatives also include Indian firm Bharat Forge and electric truck maker Tevva Motors expanding to a new site in the south-east and creating 500 new jobs and Indian software company Mastek investing 79 million pounds to create 1600 jobs over the next three years all over the UK, according to the high commission.

Amit Shah addresses the 13th NIA Day programme at Dr Ambedkar International Centre, in New Delhi. (PTI)

NEW DELHI, APR 21 (PTI): Terrorism is the biggest form of human rights violation and action against terrorism cannot be contradictory to human rights, Union Home Minister Amit Shah said on Thursday. Addressing the 13th foundation day of the National Investigation Agency (NIA) here, Shah said strong action has been taken against terror funding in Jammu and Kashmir and against those who had helped terrorism and were living respectfully in society. Terrorism is the biggest curse for the society, he said, adding that if there is any country which bore the maximum brunt of terror-

ism, it is India. “I have some differences with human rights organisations. Whenever there is an anti-terror action, some human rights groups come forward to raise the issue. But I strongly believe that there cannot be a bigger human rights violation than terrorism. It is the biggest form of human rights violation. “Action against terrorism cannot be contradictory to human rights. It is absolutely necessary to root out terrorism to protect human rights,” Shah said amid an applause from officers of the NIA and other security organisations. The home minister said the Narendra Modi government has adopted

a zero-tolerance policy towards terrorism and was working to root out the menace from India. He said the NIA had registered terror funding cases and these cases helped to a great extent to root out terrorism from Jammu and Kashmir. Shah said that earlier, there was no proper action against terror funding. In 2018, cases were registered against terror funding for the first time, and because of that, there is no smooth road for funding terrorism in Jammu and Kashmir, he added. “In 2021-22, the NIA registered many cases which helped in destroying sleeper cells in Jammu and Kashmir. It has taken strong action against the logistics and supply chain and those who had helped terrorism and were living respectfully in society. They were exposed by the NIA and brought to justice. This is a big thing,” he said. In Jammu and Kashmir, fighting against terrorism and terrorists is one thing and action taken to root out terrorism is another thing, Shah said.

Nataraj submitted that the government was bound by the assurance and urged the court to first decide from when the concerned 25 years period would run and then the other issues can be decided on the basis of that. He said the sovereign commitment binds the two countries and the accused cannot claim benefit of the same as a matter of right. At this, Justice Kaul asked: “You don’t want to take a stand?” The bench added that the government took a decision to bring him to India by giving an assurance through a court process. “This court has to be conscious of the fact that in your wisdom you have given an assurance. I don’t understand what the other remedies area,” it said. Justice Kaul told Nataraj: “... don’t appreciate it, the government cannot

not take a stand before the court.” It said the Central government must be unequivocal in what it wanted to say and pointed out that the court did not like many sentences in the affidavit“We will take a decision at an appropriate time”. He emphasised: “Are you sticking to the assurance... no lecturing required by the Home Secretary.” The top court was hearing a plea by Abu Salem stating that his imprisonment cannot extend beyond 25 years, as per the assurances given by the Indian government to Portugal during his extradition. As Nataraj said Abu Salem’s rights, conviction etc is up to the judiciary and as far as the assurance given, it is between two countries, the bench replied: “We asked you if you are standing by the assurance. You are saying that the consideration is premature. How can you say it’s premature? The appeal is right for arguing...”. The Central government had contended that Salem’s contention about the non-compliance of assurance is premature and based on hypothetical surmises and can never be raised in present proceedings.

RPP busts fuel adulteration... fused to name any group or organisation. “Basically, the adulteration racket is like the goose that lays golden eggs and is being run with impunity because everybody has a share,” he mentioned. Mentioning that he was unaware how much the groups were collecting from the racketeers, he however affirmed that the party had proof. “We will reveal the names at the right time,” he assured. The fuel adulteration site was not new as ACAUT had already exposed the adulteration process in 2016, following which a court case was still underway. Joel alleged that the same people (accused in 2016 case) were involved in the racket. Meanwhile, Gorapatti area council member Joseph informed that the alleged mixing unit was known to people in the area as a garage where wielding works were carried out. He assured that the council would take stern action against the individuals involved. When asked about the garage’s owner, he said it belonged to one Srikant.

The AAP chief also referred to the recent alleged suicide of a civil contractor who had accused Karnataka Rural Development and Panchayat Raj Minister K S Eshwarappa of charging 40 per cent commission. “Delhi has zero per cent commission government because there is a hardcore honest government in Delhi. Not a paise is taken as bribe,,” he claimed. Sarcastically stating he got a certificate from Prime Minister Narendra Modi for honesty, Kejriwal said the CBI, Income Tax and Delhi police raids carried out against him, his deputy Manish Sisodia and 17 MLAs but the agencies could not find anything concrete to ‘frame’ them. Referring to the riots in Delhi and elsewhere in Karnataka, Kejriwal said all the rowdies, rogues, uncouth and corrupt across the country go to “one political party”.

He explained that the chemical was mixed in the kerosene to change the fuel’s colour to white for the purpose of mixing it with petrol. He claimed that, as per sources, the State government received around 4,80,000 litre of kerosene every month as part of the State quota, of which he alleged that four lakh litre went to certain individuals use it for fuel adulteration. He claimed that Food & Civil Supply (F&CS) adviser, director and Dimapur Police were aware of the racket. Mentioning that the adulteration was being carried out in broad daylight, Joel further alleged that, as per sources, Naga political groups, civil society organisations (CSOs), student bodies, etc, were also indirectly involved in the racket as they collected tax and received their share from the racketeers. NEW DELHI, APR 21 (IANS): Supreme Court on Thursday strongly objected to some statements made by the Union Home Secretary, in an affidavit on honouring the assurances made to Portugal during gangster Abu Salem’s extradition, saying the judiciary does not need lecturing from the official in the matter. “Home Secretary seems to tell us; we should decide the appeal. It is not for him to tell us,” a bench of Justices Sanjay Kishan Kaul and M.M. Sundresh told Additional Solicitor General K.M. Nataraj. Justice Kaul added: “I don’t understand some part of the affidavit. What we have to do, we will do... He should not be telling us after two opportunities to file the affidavit. I don’t take it kindly”. He asked Nataraj to be clear on the government stand in the matter, whether it will honour the assurance made to Portugal? The Home Secretary in an affidavit informed the Supreme Court that the government was bound by the assurance given to Portugal, while extraditing Abu Salem, a convict in Mumbai serial blasts, and would abide by it at an appropriate time.

BENGALURU, APR 21 (PTI): Eyeing his party’s maiden electoral triumph in the south, Aam Aadmi Party (AAP) National Convenor and Delhi Chief Minister Arvind Kejriwal on Thursday expressed confidence his party will win the 2023 Karnataka elections, after emerging victorious in the national capital and Punjab. Speaking about alleged corruption in Karnataka while addressing a farmers’ rally here, Kejriwal said while the previous Congress government was called “20 per cent commission government”, the incumbent BJP dispensation was being dubbed as “40 per cent commission government.” “We, the common people, were challenged to get into politics when we demanded a law against corruption. We formed a political party. Our first government was formed in Delhi and then in Punjab (this year). Now, we will form our next government in Karnataka,” Kejriwal said in the rally, organised by various farmers’ body, led by the Karnataka Rajya Raitha Sangha (KRRS). KRRS convenor Kodihalli Chandrashekar joined the AAP and called upon the members to extend full support to the party.

ment. He informed that the government has decided to provide quality material for red waist coats and blankets. Expressing concern over the existence of GBs in the towns, he said that the government was reviewing the matter. He said that suggestions have been put forth for the need of GBs in the towns and municipal areas for better coordination and maintenance of law and order. Stating that GBs were part of a government agency, he questioned their involvement in various agitations and political issues. Pointing out that Article 371(A) of the Constitution of India protects the customary law and the land and resources, he said as the guardians of the customary court, GBs should strengthen the customary court without any politi-

cal affiliations and vested interest. The deputy commissioner Phek Razouvolie Dozo said GBs were the backbone of the district administration in various activities. He also put forward suggestions to reconsider the appointment of GBs by increasing the lower age limit and also pondering on the upper age limit to maintain the credibility of GBs. On the occasion, NGBF president L. Shahlem Konyak delivered the keynote address. The session was chaired by NGBF vice president Kashito Yepthomi while the welcome address was delivered by Phek District GB Association president Zadulhu Ringa. Tuensang District GB Association president N. Khoniashem proposed the vote of thanks.

Centre committed to Oct 31, 2019... (From p-1) Isak said Mishra candidly admitted that the delay in settlement was not intentional and that the process was “time consuming”. However, Isak said Mishra assured that government of India was committed to final agreement at the earliest. “Mishra has urged us to be patient as government of India was committed to final agreement on the basis of October 31, 2019 concurrence,” Isak reiterated. Asked whether the delay was because the negotiating parties could not finalise the competencies, Isak said NNPGs and government of India have resolved the issues and that

NNPGs has always maintained transparency and consulted stakeholders. “On the pretext of confidentiality or national security the agenda of the peace talks cannot be shelved in secrecy forever. As another opportunity was coming in 2023 for the people to decide their future government, he advised them to choose their future wisely. Therie expressed his doubts that there would be an early solution, however, the only signal visible was the BJP distancing itself from chief minister Neiphiu Rio, which he said was evident with the Enforcement Directorate (ED) being deployed and PIL filed against CM’s aides. He said although Rio had been supporting BJP at the cost of being a regional party, faith, identity, his future and sacrificing all the sentiments of the Nagas, the recent developments were an indication that all was not well between CM and BJP central leaders. Therie said that BJP by distancing itself from Rio was an indication that it would not go to polls with him. “If they (BJP) plan to fight in the next election alongside him (Rio), they would not be destroying Rio’s his image infront of the nation like this,” Therie said. Urging Congress’ rank and file to stand strong against the odds and work harder to further the party’s ideology, policies and programmes, Therie also appealed for renewing their efforts in the enrolment exercise currently underway. Others who addressed the general session included working presidents Khriedi Theunuo and Bobby Panicker, who also invoked the Almighty’s blessings, and general secretaries Capt GK Zhimomi and S Supongmeren Jamir. Reports from the District Congress Committees (DCCs) and frontal organisations, including Minority Department of NPCC, were presented to the House by respective representatives, while the vote of thanks was proposed by NPCC vicepresident W Akum.

Sitharaman also met John Neuffer, President and CEO of the Semiconductor Industry Association, on the sidelines of IMF-World Bank Spring Meetings 2022. (From p-1) He alleged that corruption had seeped into every layer of governance and the time had come for Naga society to stand up against corruption and dilution of identity and culture. Therie said uncontrolled price hike had affected every citizen while the State government had no programme to control price hike, extortion and corruption. He mentioned that the people were made to pay multiple taxes while development funds were shared without works. “There are so many unverifiable projects, money drawn but work not found, while the State’s deficit has grown to Rs 2,600 crore,” he added. On the political issue, Therie observed that the nine-decades-old issue continued to haunt the young and the old alike, while the current political scenario and delay in implementing political solution was taking its toll on the economy and society. Taking a dig, Therie alleged that those in power was against solution and took former governor and interlocutor RN Ravi’s ouster as an “achievement”. “Chief Minister was proud of removing RN Ravi which was considered the first achievement of the United Democratic Alliance (UDA) government. CM said he wanted to start everything afresh. Now we are not sure as to how long the negotiation would continue,” Therie said. He alleged that Central government’s representative AK Mishra had miserably failed to take forward the two official agreements-- Framework Agreement and Agreed Position that were signed between the Centre and Naga national workers. Accusing Mishra of not being transparent before the stakeholders, he charged the former of continuing to ignore the latter’s demand for urgent settlement while continuing to enjoy the hospitality of the chief minister. Therie also disclosed that the party had received information that Central government was working to appoint a new

Historic India-UAE trade pact effective from May 1: Minister DUBAI, APR 21 (PTI): The historic Comprehensive Economic Partnership Agreement between India and the UAE will come into effect on May 1, an Emirati minister said on Thursday. The agreement will provide significant benefits to Indian and UAE businesses, including enhanced market access and reduced tariffs. Minister of State for Foreign Trade Thani Al Zeyoudi took to Twitter to announce that India and the UAE’S Comprehensive Economic Partnership Agreement (CEPA) will come into effect on May 1. “Are you ready for a new era of opportunity? #IndiaUAECEPA comes into effect on May 1, reducing tariffs, removing barriers to trade to helping our exporters access the world’s sixth-largest economy,” he said in a tweet. CEPA, a comprehensive path-breaking trade agreement between India and the UAE, was signed during a virtual summit between Prime Minister Narendra Modi and Abu Dhabi Crown Prince Sheikh Mohamed bin Zayed al Nahyan on February 18. The agreement was signed and exchanged by Commerce and Industry Minister Piyush Goyal and

UAE Minister of Economy Abdulla bin Touq Al Marri. The CEPA is likely to boost trade between India and the UAE from USD 60 billion to USD 100 billion in the next five years, India’s Ambassador to the UAE Sunjay Sudhir had said. The CEPA was finalised and signed in a record time of just 88 days, according to the Khaleej Times newspaper. In February, External Affairs Minister S Jaishankar, in an exclusive statement to UAE’s official Emirates News Agency WAM, said that the signing of the UAE-India CEPA “is a milestone event in our bilateral relations” and “will open new opportunities in both trade in goods and services, and will lead to enhanced investments”. The UAE is India’s third-largest trading partner and accounts for approximately 40 per cent of its trade with the Arab world, the WAM report said. In September last year, India and the UAE formally launched negotiations for the trade agreement. The pact covers areas including goods, services, rules of origin, customs procedures, government procurement, intellectual property rights, and e-commerce.

The Russian leader said that, for now, he would not risk sending troops into the warren of tunnels under the giant Azovstal plant, instead preferring to isolate the holdouts “so that not even a fly comes through”. Defence Minister Sergei Shoigu said the plant was blocked off, while giving yet another prediction that the site could be taken in days. Shoigu said about 2,000 Ukrainian troops remained in the site, which has a 24 kilometres of tunnels and bunkers that spread out across about 11 square

In a veiled attack, Imran blames Pak Army chief Gen. Bajwa for his ouster

Imran Khan with General Qamar Javed Bajwa.

LAHORE, APR 21 (PTI): In a veiled attack on Pakistan Army chief General Qamar Javed Bajwa, former prime minister Imran Khan has alleged that “some elements” in the powerful establishment who indulged in “bad practices” were responsible for his unceremonious ouster from power. Addressing party workers on Twitter on Wednesday night, Imran said: “There are also humans in institutions. If one or two individuals do something wrong, the entire institution is not responsible. If one person (in an apparent reference to Army chief Gen. Bajwa) makes a mistake, this does not mean that the whole institution is at fault.” Former information minister Fawad Chaudhry told a news channel on Wednesday that relations between the establishment and Khan’s Pakistan Tehreek-e-

Xi calls for Asian unity against outsiders

BEIJING, APR 21 (PTI): Chinese President Xi Jinping on Thursday called on Asian nations to keep the future of the region in their hands and proposed a Global Security Initiative respecting the sovereignty of all countries amidst Russia’s invasion of Ukraine, in a veiled attack on the US’ forays into the region with the Indo-Pacific strategy. President Xi, speaking via video link at the opening ceremony of the Boao Forum for Asia Annual Conference 2022, outlined a six-point proposal for global security which broadly confirms China’s stand on Russia’s war against Ukraine to protect what Moscow states its security interests against Kyiv joining the NATO alliance. China has declined to condemn Russia’s military offensive against Ukraine and highlighted Moscow’s concerns over NATO expansion threatening its security. In his proposals, Xi said that countries should respect the sovereignty

and territorial integrity of all countries, uphold noninterference in internal affairs, and respect the independent choices of development paths and social systems made by people in different countries. “The countries should stay committed to taking the legitimate security concerns of all countries seriously, uphold the principle of indivisible security, build a balanced, effective, and sustainable security architecture, and oppose the pursuit of one’s own security at the cost of others’ security,” he said. Also, the countries should be committed to peacefully resolving differences and disputes between countries through

dialogue and consultation, support all efforts conducive to the peaceful settlement of crises, reject double standards, and oppose the wanton use of unilateral sanctions and long-arm jurisdiction, he said, in an apparent dig at the US using sanctions as a weapon against other nations. The counties should be committed to maintaining security in both traditional and non-traditional domains, and work together on regional disputes and global challenges such as terrorism, climate change, cybersecurity, and biosecurity, he said. Countries around the world are like passengers aboard the same ship. For the ship to navigate the storm and sail toward a bright future, all passengers must pull together, he said. “The thought of throwing anyone overboard is simply not acceptable,” Xi said. He also called on the Asian countries to follow the path of peace and development and seek winwin cooperation.

Insaf (PTI) government had strained for months. “We tried our best, including myself, to remove misunderstandings with the establishment but could not succeed,” he said. The Pakistan Army, which has ruled the coupprone country for more than half of its 73 plus years of existence, has hitherto wielded considerable power in the matters of security and foreign policy. According to experts, Khan, who was ousted on April 10 after the National Assembly passed a no-confidence motion against him, had apparently lost support of the Army after he refused to endorse the appointment of Lt Gen. Nadeem Anjum as the ISI spy agency chief last year. Finally, he agreed but it soured his ties with the Army. Khan, 69, is the only Pakistani prime minister to be ousted in a no-confidence

motion in Parliament. He was replaced by Shehbaz Sharif of the Pakistan Muslim League-Nawaz’s (PMLN). He called on his supporters to reach Minari-Pakistan in Lahore on Thursday to make it the biggest-ever rally in the country’s history. The cricketer-turnedpolitician said that all institutions are not corrupt but “some elements indulge in bad practices”. Khan, in the same breath, praised the Army, saying “Pakistan needs the Armed forces more than Imran Khan. Had the strong Army not been here, Pakistan might have been dismembered into three pieces.” He clarified that his political party has never talked against the armed forces but strengthened them. Since his ouster, there have been anti-Bajwa and anti-judges trends on social media, forcing the Army chief and the chief justice of Pakistan to condemn the smear campaign. Both the Inter-Services Intelligence (ISI) and Federal Investigation Agency launched a crackdown on PTI social media activists and arrested 15 people. Such Twitter trends could not be curbed despite the action.

C O LO M B O, A P R 2 1 (PTI): The Sri Lankan gover nment on Thursday deployed troops as a precautionary measure in the southwestern region of Rambukkana where one person was killed and 13 others were injured in violence after the police opened fire at unarmed anti-government protestors demonstrating against the latest fuel price hike. Earlier, the authorities lifted the curfew at 5 AM (local time) on Thursday. At least three of the 14 hospitalised protesters at Rambukkana, some 90 kilometers northeast of Colombo, were critical at the Kegalle hospital, according to an official. Fifteen police personnel have also been injured. Chaminda Lakshan, a 41-year-old man who died of gunshot wounds, is survived by two children. “I want justice for my father’s death. 9 children burnt to death after fire breaks out in Pak

KARACHI, APR 21 (PTI): At least nine children were killed and 20 others were severely injured after a fire swept through a village in Dadu district in Pakistan’s Sindh province that reduced houses to rubble and caused livestock to perish, eyewitnesses said. The tragic incident took place on Monday at 9 pm after a fire reportedly broke out in the kitchen of a hut in Faiz Mohammad Daryani Chandio village, according to eyewitness accounts. Due to the sweltering heat, the fire raged in no time, reducing all the 50 houses in the village to rubble, and severely injuring at least 20 others. More than 160 livestock also perished in the blaze. Despite repeated calls, no fire service official had arrived more than 12 hours later after the blaze had subsided, the villagers alleged. Sindh Chief Minister Murad Ali Shah said on Thursday that an inquiry was being held to ascertain the tardy response from the fire service officials and vowed to punish whoever was responsible for this incident. Shah also promised compensation to the villagers who have lost their homes and livestock due to the fire.

Meanwhile, the government said that troops have been called in at the Rambukkana area in view of the funeral of the man. They will remain there until Saturday. A special gazette dated April 21 was issued to call the troops to provide security in the area after the curfew was lifted. Foreign Minister G L Peiris told reporters: “We

Top bureaucrat of the public security ministry Jagath Alwis said the protesters tried to set on fire a fuel tanker having 33,000 liters of fuel. The police were forced to open fire to prevent a fuel bowser being set in flames by the protesters. Alwis said a threemember probe committee has been appointed to probe if the police had used excessive power in opening the fire at protesters.

IMF urges India to prioritise food security, expand transfers WASHINGTON, APR 21 (PTI): Applauding India for prioritising public investment in its annual budget, the International Monetary Fund has urged the country to prioritise food security and expand transfers to the vulnerable in the wake of the global economic crisis triggered by the war in Ukraine. Paolo Mauro, Deputy Director, Fiscal Affairs Department of the IMF told reporters on Wednesday during a news conference held here on the sidelines of the annual Spring meeting of the IMF and the World Bank that the challenges coming from the economic consequences of Russia’s invasion of Ukraine were “quite sever”. Observing that inflation in India is somewhat elevated, he said that it is a little bit above the comfort zone for the Central Bank, which is already addressing that issue. On the fiscal front, the budget is approximately neutral, which seems to be sensible at this time, he said in response to a question. “But given the rise in

food prices, given the rise in energy prices, clearly this is a situation in which households are feeling the pain of the situation,” Mauro said. “So, what we recommend here is to prioritise food security first and foremost, expand transfers to the vulnerable. India has an effective history of in kind transfers and also cash transfers to the population. We certainly would want that to continue and to be expanded,” the top IMF official said. Beyond that, in the budget, one good part of that is that public investment is being prioritised, Mauro said. “The country has major infrastructure needs, and we would certainly encourage that that investment on infrastructure be directed in some part to renewables because it is so important for India to transition away from coal and move toward more renewable sources of energy that creates jobs, and also reduces local pollution, which has so many adverse effects on health,” said the top IMF official.

Ukraine scoffed at the idea that a Russian victory in Mariupol was already achieved. “This situation means the following — they cannot physically capture Azovstal. They have understood this. They suffered huge losses there,” said Oleksiy Arestovich, an adviser to Ukrainian President Volodymyr Zelenskyy. By painting the mission as a success even without a head-on storming of the plant, Putin may be seeking to take the focus off the site, which has become a global symbol of defiance. Even without the plant, the Russians appear to have control of the rest of the city

really difficult places where the Ukrainians can hold out in the urban centres, but to try and capture territory and also to encircle the Ukrainian forces and declare a huge victory,” retired British Rear Admiral Chris Parry said. Parry called it a change in “operational approach” as Russia tries to learn from its failures in the eight-weekold conflict, which began with expectations of a lightning offensive that would quickly crush Ukraine’s outgunned and outnumbered forces. Instead, Moscow’s forces became bogged down by a stiffer-than-expected resistance with ever mounting casualties and costs. For weeks now, Russian officials have said capturing the Donbas, Ukraine’s eastern industrial heartland, is the war’s main goal. M o s c ow ’s f o r c e s opened a new phase of the war this week — a deadly drive along a front from the northeastern city of Kharkiv to the Azov Sea — to do just that. Detaching the region from the rest of Ukraine would give Putin a badly needed victory.

kilometres. Ukrainian officials said that about 1,000 civilians were also trapped there along with 500 wounded soldier and demanded their release. Putin’s order may mean that Russian forces are hoping they can wait for the defenders to surrender after running out of food or ammunition. Bombings of the plant could well continue. Russian-backed separatists in the Mariupol area previously seemed bent on taking every last inch of the city, which holds both strategic and symbolic importance. Its fall would represent the biggest victory of the war in Ukraine yet, and the scale of suffering in the city on the Azov Sea has made it a worldwide focal point. Its definitive capture would also complete a land bridge between Russia and the Crimean Peninsula, which Moscow seized in 2014, and allow Putin’s forces to shift their attention to the larger battle for Ukraine’s eastern industrial heartland, where a more important measure of success may lie. “The Russian agenda now is not to capture these

KYIV, APR 21 (AP): Russian President Vladimir Putin on Thursday claimed victory in the strategic city of Mariupol, even as he ordered his troops not to risk more losses by storming the last pocket of Ukrainian resistance in the war’s iconic battleground. Russian troops have besieged the southeastern port city since the early days of the conflict and largely reduced it to ruins. Top officials have repeatedly claimed it was about to fall, but Ukrainian forces have stubbornly held on in the face of overwhelming odds. In recent weeks, they holed up in a sprawling steel plant, as Russian forces pounded the industrial site and repeatedly issued ultimatums ordering their surrender. But on Thursday, as he has done before, Putin seemed to shift the narrative and declared victory without taking the plant. “The completion of combat work to liberate Mariupol is a success,” he said in a joint appearance with his defence minister. “Congratulations.”

riyanka Chopra Jonas and Nick Jonas, who welcomed their baby girl through surrogacy in January this year, have been tightlipped about their little one. However, media reports suggest that their daughter has been named, Malti Marie Chopra Jonas. ‘TMZ’ has seen the birth certificate of the couple’s child and has reported the baby girl’s name. ‘TMZ’ also revealed her time of delivery as January 15, 8 pm (Pacific Standard Time). While Malti is an Indian name of Sanskrit origin, Marie is a Christian name. The newborn has both her parents’ surnames and her names honour both her parents’ heritage and culture. Priyanka and Nick, who tied the knot in 2018, had shared the news of the little one lighting up their hearts with her arrival, a few days after her birth, on their social media. Taking to her Instagram in January, Priyanka had shared a note where she wrote, “We are overjoyed to confirm that we have welcomed a baby via surrogate. We respectfully ask for privacy during this special time as we focus on our family. Thank you so much.” (IANS)

He encouraged the film enthusiasts across the country to visit the NMIC to know about the history of Indian cinema and its evolution. “Spend some time here in NMIC and the museum will take you back 100 years, when cinema was made without any modern day technology or

equipment. “Today we talk about animation, visual effects, graphics, gaming and technology, but here we will get to see how films were made in those days in the absence of these and what progress has been made until today,” he said. The minister highlighted the efforts made by filmmakers and technicians of those times in carrying such big cameras on rough terrain to shoot films. “How technology has brought ease to human life and to filmmaking itself,” he said. As is customary, the minister also planted a sapling in the premises of the NMIC and held a review meeting with the officials of Films Division, NMIC, Central Board of Film Certification and NFDC. In May, the NMIC complex, comprising stateof-the-art auditoriums, will host the 17th Mumbai International Film Festival for Documentary, Shorts and Animation Films. (IANS)

ollywood superstar Akshay Kumar, who was recently seen in an advertisement of a tobacco brand along with Ajay Devgn and Shah Rukh Khan, has issued an apology for featuring in the commercial after it received flak from the netizens. The actor took to his social media to tender an apology through a long note. He wrote, “I am sorry. I would like to apologise to you, all my fans and wellwishers. Your reaction over the past few days has deeply affected me.” Although the advertisement was for an ‘elaichi’ (cardamom) product, given the laws surrounding surrogacy marketing in India, it triggered a slew of memes and reels as people on the Internet dug up an old video of the ‘Bachchhan Paandey’ star where he can be seen promising that he would never work in a tobacco product advertisement. In fact, Goa BJP’s medical cell convenor Shekhar Salkar also urged Prime Minister Narendra Modi to strip Bollywood actors Amitabh Bachchan, Ajay Devgn, Akshay Kumar and Shah Rukh Khan of their Padma Awards for featuring in such ads. However, it is to be noted that the Government of India earned Rs 4,962 crore in taxes for the financial year 2020-2021 from tobacco companies. Continuing his note further, Akshay wrote that he still stands by what he said in that particular video that surfaced

on the Internet, “While I have not and will not endorse tobacco, I respect the outpouring of your feelings in light of my association with Vimal Elaichi. With all humility, I step back. I have decided to contribute the entire endorsement fee towards a worthy cause.” “The brand might continue airing the ads till the legal duration of the contract that is binding upon me, but I promise to be extremely mindful in making my future choices. In return I shall forever continue to ask for your love and wishes(sic)”, he concluded. (IANS)

High Cholesterol in Men About High Cholesterol in Men High cholesterol, also called hypercholesterolemia, puts men at higher risk for heart attacks, strokes, and peripheral artery disease. For many men, the risk from high cholesterol starts in their 20s and goes up with age. High cholesterol tends to run in families, so genes play a role. But a variety of lifestyle choices -- including diet, activity, and weight -- also affect cholesterol levels. The only way to know how high your cholesterol levels are is to get a blood test. Everyone over 20 should get a cholesterol test at least once every 5 years. If your numbers are high, your doctor may recommend the test more often. What Is High Cholesterol? Cholesterol is a waxy, fat-like substance made in the liver and other cells. It’s also found in certain foods, such as dairy products, eggs, and meat. Your body needs some cholesterol to make hormones, vitamin D, and the bile acids that help you digest fat. But the body needs only a limited amount of cholesterol. When there’s too much, health problems, such as heart disease, may develop. There are different kinds of cholesterol, and if there’s too much of certain kinds in your blood, a fatty deposit called plaque can build up on the walls of your arteries. It’s like rust on the inside of a pipe. This plaque buildup can block blood flow to the heart muscle, reducing its oxygen supply. If levels of blood and oxygen to the heart drop far enough, you may start feeling chest pain or find yourself short of breath. A heart attack happens when the plaque completely blocks a blood vessel feeding a section of the heart muscle. If the plaque blocks a blood vessel going to your brain, you can have a stroke. The cholesterol that blocks arteries is called lowdensity lipoprotein (LDL). Another kind of cholesterol called high-density lipoprotein (HDL) is known as good cholesterol because it helps remove LDL from the blood and from the body. For good health, you want to keep the LDL levels down and the HDL levels up. If this balance isn’t maintained, especially if it’s reversed, you are said to have high cholesterol. What Are the Risk Factors for Having High Cholesterol? Your risk of having high cholesterol goes up if: Your diet is high in saturated fat. These fats, found in meat and full-fat dairy products, raise LDL cholesterol. Dietary cholesterol, found in eggs and organ meats, can also raise blood cholesterol levels, but not as much as saturated fat does. You eat foods with trans fats. These are human-made fats found in partially hydrogenated oils. They raise LDL cholesterol and lower HDL cholesterol -- exactly the wrong combination. You eat processed foods or foods high in carbohydrates. These types of foods have also been shown to increase LDL cholesterol. You are overweight or obese. Extra weight increases LDL and lowers HDL. You don’t get much exercise. Studies show that frequent exercise can boost HDL, the good cholesterol. Lack of exercise can lead to weight gain. What’s the Link Between Testosterone and High Cholesterol? Testosterone is an important hormone for men. It helps control growth and development and is linked to sex drive, muscle, and bone mass. Researchers are studying the idea that it’s also linked to cholesterol in some way. Some think it might help prevent heart disease. Studies have found that testosterone doesn’t seem to have any effect on LDL -- “bad” -- cholesterol. But higher testosterone can lead to lower levels of “good” cholesterol in healthy men between the ages of 20 and 50. Researchers haven’t seen that happen in older men who take testosterone supplements, though. Testosterone and heart disease As men age, their bodies make less testosterone. Older men are also more likely to have heart problems and high cholesterol. Testosterone can help get rid of fat and build muscle mass, both of which can make you less likely to have a heart attack. So, can boosting the hormone help prevent heart disease? In 2015, the American Association of Clinical Endocrinologists, who study hormones and how they affect your body, tried to answer that question. They learned that there’s a strong link between low testosterone and

heart attacks and other heart problems, especially in older men. But other studies suggest that some men might be more likely to have heart trouble if they take testosterone supplements. In 2010, researchers cut short a study of testosterone supplements in older men who had problems getting around. Of the 209 men in the study, 23 men who were getting testosterone treatments developed high blood pressure or abnormal heart rhythms or had heart attacks. Since the trial involved a small number of men who were older and unhealthy in other ways, scientists said they couldn’t learn much from the results. The bottom line is that more study is needed for doctors to better understand the risks and benefits of using testosterone supplements. How Does the Doctor Know I Have High Cholesterol? There are two different types of cholesterol tests. The simplest measures total cholesterol levels in the blood. Most doctors use a lipoprotein analysis, which includes: Total cholesterol level LDL cholesterol level HDL cholesterol level Triglycerides (another fat in your blood that raises the risk of heart disease) How Can I Prevent High Cholesterol? Eat a healthier diet. To reduce your cholesterol, one of the most important changes to make is to cut back on the amount of saturated fat and trans fats in your diet. That means cutting back on meat and poultry -- either by eating smaller portions or eating them less often -- and choosing skim or low-fat dairy products. It also means eating less fried food, processed food, and foods high in sugar. It is also important to increase the amount of soluble fiber you eat. This form of fiber, found in oatmeal, kidney beans, and apples, for example, helps remove LDL from the body. Lose weight. If you are overweight or obese, losing even just a few pounds can help lower your cholesterol levels. There is no magical formula for weight loss, of course, but reducing portion sizes and cutting out things you can easily live without, such as beverages sweetened with sugar, are good places to start. The average American now gets more than 20% of calories from beverages. Switching to water is painless and can make a big difference in total calories. Get regular exercise. As little as a brisk 30-minute walk most days raises HDL and may slightly lower LDL. Exercise is especially important if you have high triglyceride and LDL levels and more than your share of abdominal fat. What Are the Treatments for High Cholesterol? The first treatment of choice for high cholesterol is adopting a healthier lifestyle. In many men who have cholesterol in the borderline high category, healthier habits can bring the numbers down to normal. If lifestyle changes are not enough, a variety of cholesterol-lowering medications are available. The leading choice -- statin drugs -- are very effective at lowering LDL. Recent studies have confirmed that, in addition to lowering cholesterol levels, these drugs reduce the risk of heart disease. The medications are most effective when By Peter Jaret Medically Reviewed by James combined with a lowBeckerman, MD, FACC cholesterol diet. OFFICE OF THE

NAGALAND POST, DIMAPUR FRIDAY, APRIL 22, 2022

and Sushma take bronze Dhoni scripts thrilling last ball win for CSK atSarita Asian Wrestling Championship

NAVI MUMBAI, APR 21 (PTI): The great M S Dhoni turned back the clock to script a three wicket victory for Chennai Super Kings against Mumbai Indians in the IPL here on Thursday, following a heart-stopping finish that saw him hit a four off the last ball of the game. CSK pacer Mukesh Choudhary wreaked havoc with the new ball before Tilak Varma’s responsible 51 not out off 43 lifted Mumbai Indians to 155 for seven. Dhoni (28 not out off 13) batted like the finisher of his hey days to help CSK get the required 17 runs off the final over to win their second game of the season and extend Mumbai Indians winless streak this season to seven games. He smashed a six and four off third and fourth ball off Jaydev Unadkat before maintaining his calm to put one past short-fine leg for the match-winning boundary, leaving the bowler and the rest of his Mumbai teammates shattered. CSK were up against it with 48 runs off the last 24 balls and four wickets in hand but Dhoni with the help of Dwaine Pretorius (22 off 14 balls) ensured his team got over the line in an absolute humdinger.

With seven losses in as many games, Mumbai Indians will need a miracle to come back from this position while it was a much needed win for CSK who too are looking for consistency after enduring a poor start to the season. Earlier, Choudhary (3/19) accounted for Rohit Sharma (0) and Ishan Kishan (0) in the first over and then dismissed Dewald

Brewis (4), leaving Mumbai reeling at 23/3. However, Varma’s unbeaten 51 off 43 balls, in which he struck three fours and two sixes, along with Unadkat’s blazing unbeaten 19, helped Mumbai cross the 150 run-mark. While Rohit offered an easy catch to Mitchell Santner at mid-on, Kishan was undone by a swinging yorker, which rattled his

off-stump. Brewis (4) became Choudhary’s third victim. Brewis tried to chase a delivery outside the off stump, but ended up nicking to Dhoni. Suryakumar Yadav (32) started with a boundary, an on drive. He creamed another drive off Choudhary and then launched into mystery spinner Maheesh Theekshana (1/35), sweep-

ing him for a maximum. Mumbai were at 42/3 after the power-play. But it was Mitchell Santner (1/16), who dismissed Surya, whose sweep was easily caught by Choudhary at long-leg and Mumbai were reduced to 47/4. Then Tilak and debutant Hrithik Shokeen (25), tried to rally the innings, but managed to add only 41 runs for the fifth wicket. The duo was brutal on Ravindra Jadeja (0/30), who bled 13 runs in the 11th over, with Varma hitting a six with a slog-sweep. Mumbai lost half their side for 85. Shokeen, who had three boundaries, topedged a Dwayne Bravo (2/36) short-ball only to be caught at Robin Uthappa at mid-on. Wickets kept tumbling for Mumbai with Kieron Pollard (14) and Daniel Sams (5) also falling cheaply. But thanks to a quickfire 35-run eight-wicket stand off 16 balls between Tilak and Unadkat, Mumbai gave their bowlers something to defend.

ULAANBATAAR (MONGOLIA), APR 21 (PTI): Defending champion Sarita Mor was not at her best but still managed to win a bronze medal while Sushma Shokeen also earned a podium finish at the Asian Wrestling Championship here on Thursday. Competing in the fivewrestler 59kg category, Sarita, the 2021 World Championship bronze medallist, began with two defeats -- against Mongolia’s Shoovdor Baatarjav (1-2) and Japan’s Sara Natami (VSU) -- but made a comeback by winning her last two bouts. She first beat Uzbekistan’s Dilfuza Aimbetova by technical superiority and then followed that up with a 5-2 win over Diana Kayumova. “I could have won that bout against Mongolian girl. But since she was from home team, she got some favour from the referees. She was fleing the mat but was not given any caution, she benefitted from that,” Sarita told PTI. “That Japan wrestler was also beatable. It was just not my day. I could not perform the way I want-

ed to. Maybe because of weather. It is high-altitude city, I did not feel active on the mat. Plus, hardly there was any gap between my bouts,” she added. Also winning bronze was Sushma in 55kg category, which also featured only five wrestlers. She lost by technical superiority to Japan’s Umi Imai but bounced back with a 5-0 win over Kazakhstan’s Altyn Shagayeva in the next round. Then she enjoyed a stupendous bout against Uzbekistan’s Sarbinaz Jienbaeva, wining by fall. However, she ended with a heavy defeat against

local girl Otgonjargal Ganbaatar, to whom she lost by technical superiority. The two wins were enough for her to secure a bronze. Manisha was also in reckoning for a bronze in the 50kg but lost the medal match by fall to Uzbekistan’s Jasmina Immaeva. Sonika Hooda (68kg) and Sudesh Kumari (76kg) could not reach the medal round. India have so far won seven bronze medals at the championships. The Greco Roman wrestlers had won five bronze on the first two days of the continental championships.

M A D R I D, A P R 2 1 (IANS): Real Madrid took another step toward winning the La Liga title this season with a 3-1 win away to Osasuna on Wednesday night. The game will probably be remembered for Osasuna keeper Sergio Herrera saving two penalties from Karim Benzema, but it was not enough to deny Real Madrid, who opened the scoring thanks to David Alaba in the 12th minute as he scored from close range. Ante Budimir equalised a minute later after good work from Chimmy Avila, but Marcos Asensio restored Madrid’s lead on the stroke of halftime after Herrera had

saved Dani Ceballos’ shot. Madrid were given two penalties in the second half after fouls on Rodrygo, but Herrera saved both of them, although Lucas Vazquez assured the three points deep into injury time, Xinhua reports. Atletico Madrid moved into second place with a 0-0 draw at home to Granada, who had Aitor Karanka in their dugout for the first time. Atletico had plenty of chances but only managed one shot on target in the entire game. Both Barca and Sevilla will overtake Atletico with draws in their respective matches on Thursday, while a point is not enough to lift Granada

Williams and Hamilton have pledged an estimated 10 million pounds ($13.06 million) each to the bid, Sky Sports reported. Hamilton’s representatives later confirmed that the 37-year-old had joined Broughton’s bid, but said the financial figures quoted in the report were not accurate, without disclosing any details. Reuters have reached out Williams’ representatives for comment. Williams is already an investor in Los Angeles’

Angel City FC, which plays in the National Women’s Soccer League. Final bids for the club, which was put up for sale by owner Roman Abramovich following Russia’s invasion of Ukraine before sanctions were imposed on the oligarch by the British government, were submitted earlier this month. Others on the shortlist to buy the English premiership club are LA Dodgers part-owner Todd Boehly and Boston Celtics co-owner Steve Pagliuca.
