Patton and minister and state BJP president Temjen Imna Along but without NPF members are currently meeting central leaders in Delhi. As reported earlier, the delegation was scheduled to meet with top BJP leaders in the light of recent move to form an all-party government and opposition-less assembly under ‘Nagaland United Government’. Mon villages warned against taking law into own hands D I M A P U R , AU G 2 1 (NPN): Taking serious note of some villagers taking law into their own hands with the active participation of the appointed village heads, deputy commissioner (DC) Mon, Thavaseelan K, has warned the villages that all developmental works and assistance (both CSS and state schemes) would be stopped indefinitely. In a circular, DC stated that the government appointed GBs, chairmen, VDB secretaries and VGs in different villages across the district as custodial heads of the village and were expected to maintain law and order within their respective villages and also preserve the cordial and peaceful relationship with their neighboring villages. He said that they were also expected to resolve all issues in a civilized manner or report to the district authorities for amicable solutions on all issues. H o w e ve r, D C e x pressed dismay that many villagers with the active participation of the appointed Village heads were taking law into their own hands leading to loss of property and creating apprehensions and mistrust in the society. DC, therefore, warned against creating problem, which was detrimental to peace and tranquility in the society and also warned that village councils and VDBs of erring villages would stand dissolved immediately.

Patton and state BJP president & minister Temjen Imna Along were summoned to Delhi by the BJP Central leadership to discuss about the move for the proposed all-party “United Government” with the inclusion of NPF. Children in India at ‘extremely high risk’ of climate crisis impacts: UNICEF

NEW DELHI, AUG 21 (PTI): India is among four South Asian countries where children are most at risk of the impacts of climate change threatening their health, education, and protection, according to a new UNICEF report. ‘The Climate Crisis Is a Child Rights Crisis: Introducing the Children’s Climate Risk Index’ (CCRI) is UNICEF’s first focussed on children. It ranks countries based on children’s exposure to climate and environmental shocks such as cyclones and heatwaves, as well as their vulnerability to those shocks based on their access to essential services. Pakistan, Bangladesh, Afghanistan and India are among four South Asian countries where children are at extremely high risk of the impacts of climate crisis, with a ranking of 14th, 15th, 25th and 26th respectively. CCRI has placed India as one of the 33 extremely high-risk countries with flooding and air pollution being the repeated environmental shocks leading to socio-economic adverse consequences for women and children. MGNREGA schemes: Cong alleges `935 crore misappropriated over last 4 years NEW DELHI, AUG 21 (PTI): Congress on Saturday alleged that Rs 935 crore had been misappropriated in MGNREGA schemes over the last four years and said the government must be held accountable for failing to check corruption. The party also demanded that the government restore the four per cent quota for differently-abled persons in police forces. Congress spokesperson Pawan Khera said a media report, which assessed publicly available information of the rural development ministry, revealed that Rs 935 crore was misappropriated in schemes under the Mahatma Gandhi Employment Guarantee Act (MGNREGA) over the last four

years. These numbers are the outcome of audits done by social audit units under the rural development department of the ministry of rural development, he told a press conference. Khera said the significant outcome of the social audit unit was that the primary type of misappropriation in most cases was “financial misappropriation” which includes and is not limited to bribery, payments to non-existent persons and to vendors at inflated procurement prices. He said of the “whopping” Rs 935 crore misappropriated, only Rs 12.5 crore, which is 1.34 of the misappropriated amount, stands recovered. The very fact that misappropriations has been

happening is a testament to the lack of accountability and due diligence by the Narendra Modi government, the Congress leader alleged. “The Congress demands that the government of India is held accountable for the misappropriations in the MNREGA scheme and ensures that social audit is undertaken as per the provisions of the MGNREGA,” Khera said. “We also demand that the government of India recovers the misappropriated amount at the earliest and ensures that the recovered money is used to compensate the poor and marginalised who have suffered a lot due to Covid-19 mismanagement,” he said. As per oil industry experts, every $1 change in crude normally affects retail price of petrol and diesel roughly by 45-50 paise a litre with no major change in rupee-dollar exchange rate. If this calculation is applied, retail price of petrol and diesel should have started falling from this week in India with OMCs requiring to bring down rates by over Rs 1.5-2 per litre in few days or at one go. Previous fortnight provided opportunity to OMCs to cut retail fuel rates, but they chose to wait and watch as crude is still swinging on daily basis, said an oil sector expert.

NTWTA objects to ‘illegal’ 2-wheeler taxi DIMAPUR, AUG 21 (NPN): Reiterating the decision of Regional Transport Authority (RTA) Kohima banning private vehicles plying as commercial taxis, the Nagaland Two Wheelers Taxi Association (NTWTA) has objected and “prohibited” private-owned two wheelers “illegally” plying as commercial taxis within Kohima district. In a statement, NTWTA Kohima (HQ) cautioned the private individuals against carrying passengers on the pretext of commercial taxis, adding that any person caught during inspection would be subject to legal action and stringent penalty. The association has also requested its units in other districts to comply with the direction and maintain sanctity of two-wheeler taxis legitimately. Further, NTWTA urged the public to travel only in vehicles with yellow number plates as authorized by the regional transport office. NTWTA asserted that the association would bear no responsibility for the loss of valuables or other “uncalled events” that could arise while travelling in a private two-wheeler taxi.

DPU backs NFHRCC 30-day ultimatum DIMAPUR, AUG 21 (NPN): Dimapur Phom Union (DPU) Saturday extended support to the Nagaland Foothill Road Coordination Committee (NFHRCC) 30-day deadline on the government to positively respond to the plea of making the foot hill road “pliable while waiting for the proposed mega project.” In a press release, DPU vice president NT Thamlong Phom and general secretary H Philip Buchem appealed to the state government to respond positively to the ultimatum failing which “DPU will extend full support to the indefinite agitation threatened by NFHRCC.” DPU has further lauded the initiatives undertaken by NFHRCC for construction of foothill road, which it said would “immensely benefit the border areas in particular and Nagaland in general.” DPU has, therefore, appealed to all the Nagas to extend full support to the project. Speaking at the launching programme, Ihezhe said that he was not a scholar, however, he had the opportunity to learn some of the Naga history during his college and more when he was serving as an elected member in the state legislative assembly.

DIMAPUR: In its endeavour to connect and upgrade skills of teachers during the closure of schools, Nagaland Board of School Education (NBSE) had been conducting series of webinars. DIMAPUR: Tuensang District Task Force (DTF) for COVID-19 held a meeting with state level monitoring team led by secretary, DUDA, Anden Konyak and joint director directorate health & family welfare (H&FW), Dr. Ahu Sekhose at the conference hall of the deputy commissioner (DC) on August 21. The meeting was chaired by DC and chairman Tuensang DTF, Kumar Ramnikant. According to a DIPR report, the state monitoring team leader, Anden Konyak said that the team was a link between the DTF and the state war room. While appreciating the cooperative attitude of the NGOs and civil societies in the fight against COVID, he also encouraged the communities and leaders to give their best to contain the pandemic. DIMAPUR: Kohima traders of main town area (Phulbari to Y junction) have appealed the CEO of Kohima Smart City (KSC) to allot parking space. The central minister for ports, shipping and waterways also asserted that Assam’’s progress has been fast-tracked after the BJP-led NDA government came to power at the Centre in 2014 and the coalition headed by the saffron party assumed charge in the state in 2016. “My aim is to increase the quantum of import and export from the region. We are working on boosting connectivity via the Brah-

maputra, Barak and other major rivers of northeast so that business prospects of the region can also improve,” Sonowal said, addressing a press conference at BJP state headquarters here on his first visit to Assam after being inducted in the central cabinet. He pointed out that the region had direct access to sea ports prior to the Partition of the country, but as it became landlocked after Independence, business suffered. “But we shall once again have access to Chittagong port in Bangladesh. We are working with Myanmar on the Sittwe port. Both Barak and Brahmaputra rivers will be connected once again to these ports and it will give business activities

Two elephants electrocuted in Assam’s Baksa GUWAHATI, AUG 21 (PTI): Two elephants were killed after they came in contact with illegally installed electric fences in Assam’s Baksa district near the Bhutan border, a forest official said on Saturday. The incident happened in the Koroibari area near the Batabari Forest Range on Friday, he said. The elephants, both adult females, came down from the Bhutan Hills in search of food, he added. The Northeast Association for Digital Communication and Media (NADCOM) on Saturday said that it was registered with the Ministry of Corporate Affairs as a not-forprofit company. Guwahati-based East Mojo, G Plus, InsideNE, Northeast Now, Time8 and The News Mill; Shillong-based The Northeast Today (TNT), Garo Hills-based Hub News and Gangtok-based The Sikkim Chronicle are the founding members of the association, NADCOM said in a statement. Sujata Gurung Chowdhury (Northeast Now) was elected as its chairperson for 2021-22, while Afrida Hussain (InsideNE)

IMPHAL, AUG 21: Manipur chief minister N Biren Singh on Saturday announced a cut in the prices of diesel and petrol in the state. The state government has decided to reduce the prices of diesel and petrol by around Rs four each per litre, Singh said, in his speech at a grand reception function of the five Olympiads of the state today. If the state government cut the prices, petrol would cost around Rs 102.96 a litre while it would be Rs 90.64 for the diesel compared to the prices of the fuels in the state as on today. However, the cut in the prices of the fuels would be effective only after the state issues a notification, Singh said, and added it would be issued soon. The chief minister said that the state cabinet has recently decided to cut the prices of the fuels after a thorough review to the current prices and prevailing socio-economic situation of the state in the wake of COVID-19 pandemic crisis. The state government took the decision considering the plights of the commercial service vehicles, particularly passenger services vehicles, he said. “The cut in the prices will certainly help reduce the burdens of the people due to the hike in the prices of fuels, particularly passenger service vehicles,” he said. Although the chief

minister claimed the demand for rolling back fuel price hike was behind the government decision, an official source said that the state government took the decision keeping in view of the low revenue collection from sale of petroleum fuel. The prices of the fuel in the state were much higher compared to some neighbouring states which compelled inter-state service vehicles to avoid refilling their tanks in the state. After the Centre hiked the prices of fuel, states like Meghalaya, Assam and Nagaland had cut down the VAT rate to give relief to their people. As a result, inter-state service vehicles were buying fuel from other states which affected the sale volume as well as revenue collection from petroleum fuel in the state. Transporters’ bodies have recently brought the matter to the notice of the state government. The state was experiencing around Rs 50 crore reductions in revenue collection from the sale of petrol and diesel. After due consideration to the matter coupled with the impact on revenue collection from petroleum products, the state finance department had recently issued a notification to reduce the value added tax (VAT) levied on diesel and petrol. The notification stated reducing the VAT from present 22.5 per cent to 18 per cent on diesel and from 36.5 percent to 32 per cent on petrol, the source said.

The FIR was registered at Hazratganj police station under Sections 153A (Promoting enmity between different groups on ground of religion, race, place of birth

etc.), 295 A (deliberate and malicious acts intended to outrage religious feelings of any class), 505(1)(B) (with intent to cause, or which is likely to cause, fear or alarm to the public) and the SC/ ST atrocities prevention act. Bharti in his complaint alleged that Rana, in his statement, hurt feelings of Dalits by comparing Talian with Valmiki and hurt feelings of Hindus. Rana while talking to a channel had said: “Valmiki became a God after he wrote the Ramayana, before that he was a dacoit. A person’s character can change. Similarly, the Taliban, for now, are terrorists but people and characters change.” “When you talk about Valmiki, you will have to talk about his past. In your religion, you make anyone god. But he was a writer and he wrote the Ramayana, but we are not in competition here,” Rana had said.

13 new FIRs against BJP’s Jan Ashirwad Yatra MUMBAI, AUG 21 (PTI): A total of 32 FIRs have been registered so far in Mumbai, including 13 on Friday, in connection with the BJP’s ‘Jan Ashirwad Yatra’ for violation of coronavirusinduced restrictions, police said. Two FIRs each were registered during the day in Ghatkopar and Khar, and one each in Mulund, Vikhroli, Bhandup, Pantnagar, Santacruz, Powai, MIDC, Sakinaka and Meghwadi police stations, he said. “The FIRs have been lodged under section 188 of the IPC, section 51 of the Disaster Management Act and section 135 of Mumbai Police Act. On Thursday, 19 FIRs were registered against organisers of the Jan Ashirwad Yatra,” the official informed. Recently-inducted Union ministers from the BJP have been organising such yatras across the country to seek blessings from the people for their new assignments as well as to highlight achievements of the Narendra Modi government.

Of the total complaints made in this fiscal, 18 were received in July and 12 in April and June. Out of the 30 complaints, 18 were against group A or B officials and 12 against “chairperson/ member/officer/employee in any body/board/corporation/authority/company/ society/trust/autonomous body” wholly or partially financed by the central government or controlled by it, according to the Lokpal data. The data showed that 11 complaints were closed after preliminary examination, preliminary enquiry was ordered in seven com-

plaints, status report was sought in one complaint and comments were sought in another. The Lokpal has sought additional information from the complainants in three complaints, it stated. A preliminary enquiry report from the Central Bureau of Investigation (CBI) is pending in three complaints, the data for 2021-22 (updated at the end of July) showed. On March 23, 2019, President Ram Nath Kovind had administered the oath of office to Justice Pinaki Chandra Ghose as the chairperson of the Lokpal, the apex body to inquire into and investigate allegations of corruption against public functionaries, including the prime minister. The Lokpal’s eight members -- four judicial and the rest non-judicial -- were

administered the oath of office by Justice Ghose on March 27, 2019. At present, the Lokpal has two vacancies for judicial members. As many as 110 complaints were received by the Lokpal during 2020-21, a decline of over 92 per cent from 1,427 plaints received in 2019-20. Of these 110 complaints, four were against MPs, 57 against group A or group B central government officials, 44 against chair persons, members and employees of different boards/corporations/ autonomous bodies wholly or partially financed by the Centre, and five were in the “others” category. Of the 1,427 complaints received in 2019-20, 613 were related to state government officials and four were against Union ministers and MPs, according to the data.

NEW DELHI, AUG 21 (IANS): West Bengal Chief Minister and Trinamool Congress chief Mamata Banerjee on Friday emphasised on opposition unity and said that those who are not allied with the Congress should also be invited to join hands, sources said. Banerjee made the remarks at the opposition parties’ meeting called by interim Congress chief Sonia Gandhi. As per sources, Banerjee said during the meeting, “Forget who is the leader, let’s keep our personal interests aside. A Northern Railway spokesperson said that the Railways has decided to cancel 19 trains in view of the farmers’ agitation in Ferozpur division of the Northern Railway. He said that 19 trains have been cancelled from August 20 onwards. The sudden agitation of farmers has left several passengers stranded in Jammu and Kashmir. According to another Northern Railway official, since Friday, the Railways has had to cancel 40 trains. Agitating sugarcane farmers in Punjab have blocked highways and railway tracks in Jalandhar, demanding clearance of their dues.

NEW DELHI, AUG 21 (PTI): Senior Congress leader P Chidambaram on Saturday said those who prize freedom above every other right must welcome the pledge of unity made by 19 political parties and supported by the Samajwadi Party. Chidambaram’s remarks came a day after leaders of 19 opposition parties announced that they would organise joint protests across the country from September 20 to 30, and urged people to save India for a better tomorrow. After a virtual meeting of the opposition parties, where they stressed on unitedly moving forward to defeat the ruling Bharatiya Janata Party (BJP) in the 2024 Lok Sabha polls, the leaders also put out an 11-point charter of demands before the government.

PATNA, AUG 21 (IANS): Stepping up the attack on his younger brother Tejashwi Yadav, Tej Pratap Yadav has alleged that the former has left the people of Bihar at a time when floods have ravaged several parts of the state and gone to Delhi. fter the Afghanistan debacle which will certainly have a far worse consequence then the humiliating defeat in Vietnam some 46 years ago, the US needs to take a break and introspect why its cowboys can never win a war. Inevitably, comparisons are being made between America’s panicky withdrawal from Kabul and similar scenes in Saigon, 46 years ago. The USA has only itself to blame for what went wrong with all its interventions from Asia, West Asia to South Asia. The defeat in Afghanistan is, like that in Vietnam, a turning-point. Many fear America’s foes will be emboldened; others hope it will now be more able to confront them and there are many such countries in Asia, Africa, Europe and South America. In some respects, the Afghan situation is more concerning because so much of West Asia is at risk of descending into chaos. Among the key causes, analysts say, are intelligence failures, a more powerful Taliban, corruption, money, cultural differences and willpower. US President Joe Biden will have to take all the biting criticism for a disastrously executed withdrawal. The Afghanistan debacle, in which a 4,00,000-strong United States-trained and equipped Afghan army collapsed in hours serves as a reminder of the limits of American power in the wider West Asia. The US intelligence, which boasts of one of the most powerful in the world, with all the latest gadgetry and space technology, missed the entire plot by miles. The over confident American intelligence were certain, the Talibans will strike and eventually overrun Kabul in 90 days. However, not only the Americans but the NATO alliance were in for a shock when the Talibans managed to capture Kabul in a matter of four to five hours. Like in Vietnam or Iraq or Syria and Afghanistan, the US got involved in the policy to “nation-build” these countries by implanting their concept of liberal democracy. Over the last two decades, the US injected trillions of dollars and deployed over 700,000 troops aimed at counterinsurgency and planting the seeds of liberal values and democracy in Afghanistan. However, liberal values did not blossom in the society, nor did democratic processes take root in U.S.-funded institutions, including the Afghan government. After the US established a pop-up government and constitution in Kabul, it also engineered a civil society from the scratch in the hope that this society birthed with lots of money can nurture liberal democracy. While a thriving civil society in most democratic countries is seen as unpaid social and political activism and hailed as the backbone of democracy; the U.S. government paid Afghans to set up nongovernmental organizations. The NGOs held workshops and seminars, teaching Afghans about liberal values. The artificial civil society created by U.S. money flourished as long as the funds poured into the country. According to observers these new civil society was not organic but accountable only to the donors, rather than to Afghanistan. The US has not only suffered another humiliating retreat but also abandoned the people of Afghanistan and worse, provided nations and terror outfits a free hand to use Afghanistan as home base. Over and above these, the US will also become a favourite punching bag since enemies of the nation have sensed that Americans have neither the stomach nor ability to fight a determined rag-tag army like the Talibans.

He never asks us to decide for Him, but to yield to Him— something very different. At the foundation of Jesus Christ’s kingdom is the genuine loveliness of those who are commonplace. I am truly blessed in my poverty. If I have no strength of will and a nature without worth or excellence, then Jesus says to me, “Blessed are you, because it is through your poverty that you can enter My kingdom.” I cannot enter His kingdom by virtue of my goodness— I can only enter it as an absolute pauper. The true character of the loveliness that speaks for God is always unnoticed by the one possessing that quality. Conscious influence is prideful and unchristian. If I wonder if I am being of any use to God, I instantly lose the beauty and the freshness of the touch of the Lord. “He who believes in Me…out of his heart will flow rivers of living water” (John 7:38). Taking representation of minorities in SC seriously F inally, the Supreme Court collegium has ended the nearlytwo-year long stalemate by recommending the names of 9 persons for appointing them as judges of the Supreme Court. No judge was appointed to the Apex Court since September 2019 because of differences of opinions among the collegium members on issues like seniority considerations, etc. During his tenure, then Chief Justice of India S. A. Bobde called several meetings of the collegium, but all such meetings ended without making a consensus among the members. When Justice N. V. Ramana assumed the office of the Chief Justice of India (CJI) on 24th April this year, people hoped that he will break the impasse. Thankfully, CJI Ramana built a consensus in the collegium that recommended the names of 9 persons, 8 judges of the High Court, and one senior advocate of the Supreme Court to be appointed to the top court. The collegium has also made history by recommending the name of a woman judge, likely to become the Chief Justice of India in 2027 for a few months based on the seniority convention. Three women judges,

for the first time in the country’s judicial history, have been recommended for appointment as judges of the Supreme Court, which has mostly been a male bastion. The collegium okayed the name of a senior Supreme Court lawyer also who would lead the Supreme Court in the future. It is a good practice. More lawyers should be elevated to the Supreme Court bench directly. If the Central Government clears the collegium’s recommendations timely, the Apex Court will have 33 judges, out of 34, the total sanctioned strength of the Court. The collegium led by CJI Ramana deserves appreciation and sincere thanks for choosing bright judges for the Apex Court. The collegium led by Chief Justice Ramana has selected the nine brilliant judges to the Apex Court. It was necessary to fill up the rising vacancies of judges in the Court that had gone to ten. But along with this exercise, the collegium wa s a l s o ex p e c t e d t o consider the interests of the minorities. Sadly, it forgot them. Currently, the Supreme Court has only one Muslim judge and one Christian judge. A Parsi judge retired a few days ago. There is no Sikh, Jain, Buddhist, or Adivasi

judge in the Supreme Court today. As of now, we have two Muslim Chief Justices of High Courts in the country. We also have some senior Muslim judges in the High Courts. At least, one of them should have been brought to the Apex Cour t given the underrepresentation of Muslims in the Court. It was necessary in order to sustain the trust of the minorities in the institution of the judiciar y. The Cour t decides several important issues relating to Islamic law which can be adjudicated easily with the help of a Muslim judge on the bench. In addition to this, there are many brilliant Sikh lawyers and judges in the country who also deserve appropriate opportunities at the apex judicial institution. After Muslims, the Sikhs are the third- largest minority community in the country. We need at least one Sikh judge in the Supreme Court. I am surprised to learn that the collegium could not find even a single Sikh judge/lawyer who could have been elevated to the top court. Also, there is no dearth of brilliant Jain and Buddhists lawyers and judges in some of the High Courts in the country and the collegium had to consider this possibility

as well. Apart from this, no judge has ever been appointed to the Supreme Court from the category of ‘distinguished jurist’ as mentioned under Article 124(3) (c) of the Constitution during the last seven decades. Has not the time come when this dormant constitutional provision should also be implemented? The Apex Court of a country should ref lect the composite culture and constitutional values of the nation. Only a few castes and communities cannot be allowed to dominate the higher judiciary. Let the Apex Court reflect the collective soul of the nation. The media reports suggest that during the tenure of Chief Justice S. A, Bobde a senior collegium member, Justice R. F. Nariman (now retired), was insisting on the elevation of Justice Akil Kureshi, the Chief Justice of Tripura High Court (no.2 in all India seniority) before any other judge was selected. It seems a deadlock occurred in the collegium because of his courageous stand, and no names of judges were finalized for a long time. Significantly, just after few days of his retirement, the Supreme Court collegium met quickly and finalized

the names of 9 judges in a single meeting without any opposition. But the collegium members forgot Justice Kureshi. It raises several questions about the collegium’s decisionmaking process. Needless to say, the collegium had to act urgently to fill up the vacancies of judges in the Supreme Court, but it was equally duty-bound to consider the concerns raised by a senior judge regarding the compliance of seniority norms. I think people have a right to know the reasons for his non-elevation to the top court. Admittedly, the Constitution does not make any provision for reservation in the Supreme Court and High Courts b u t t h e j u d ge - m a k e r s always keep the social considerations in mind. There is always a need to maintain a balance in judicial appointments by selecting deserving people from different castes, communities, religions, and regions. Many constitutional pundits rightly believe that the Supreme Court should always have around 9-10 judges from the minority communities out of 34 judges. It is not a bad idea. So far as the women are concerned, the collegium has rightly recommended the names

of three women judges. Women empowerment in the judicial branch is the need of the hour. So, is the participation of the minorities in the judiciary. G i ve n t h e a b o ve discussion, the Supreme Cour t collegium may consider giving more re presentation to the minorities in the higher judiciary for protecting their constitutional rights and interests. No judge should be rejected because he/she belongs to a particular community or the government does not like him/her because of his/her judgments. Merit must be the principal criterion of judicial appointments, not the executive’s likes or dislikes. The Supreme Court collegium is mandated to exercise its powers within the four corners of the Constitution. It was established to protect the independence of the judiciary, and its actions should reflect its objectives. Its decision-making process needs to be made more transparent, accountable, and impeccable. We need judges who can stand up against anybody including, the powerful government without fear or favour. And with India becoming to be the world’s third largest aviation market by 2024, the Centre is trying to attract investors to Tier-2, Tier-3 airports by amending the AERA (The Airports Economic Regulatory Authority of India). But AERA (Amendment), 2021 is in the news recently as it seeks to amend the original AERA Act, 2008. The Airports Authority of India (AAI) was initially running and managing the airports. A change was made later in the civil aviation policy as some private players were also given airports to run for the reason behind to provide consumers with great services. However airports run the monopoly because cities usually have one airport, which controls all aeronautical ser vices in that area. To safeguard air travelers from misusing the monopoly of private airport operators, the need for an independent tariff regulator in the airport sector was felt. AERA Act, 2008 was set up as a statutory body keeping in mind that the countr y needs to have an independent regulator who has transparent rules and can take care of the interests of the service providers as well as that of the consumers. The AERA regulates tariffs and other charges such as development fee and passenger service fee for aeronautical services for air traffic management, landing and parking of aircraft, ground

handling services at major airports. The major provisions in AERA (Amendment), 2021 propose to amend the definition of major airport to include a group of airports. The 2008 Act designates an airport as a major airport, if it has annual passenger traffic of at least 35 lakh. The government may also designate any airport as a major airport by a notification. It allows AERA to regulate tariff and other charges for aeronautical services for not just major airports with annual passenger traffic of more than 35 lakh, but also a group of airports. The government will be able to club profitable and non-profitable airports as a combination/package to bidders to make it a viable combination for investment under PPP (Public-Private Partnership) mode. The significance of the amendment is that it will help in expanding the air connectivity to relatively remote areas and as a result, expediting the UDAN (Ude Desh Ka Aam Nagrik) regional connectivity scheme. It will also encourage development of smaller airports. But there is a concern about the lack of clarity in the bill on the criterion for deciding which airports will be clubbed together to qualify under ‘a group of airports’ definition, whether it will be the passenger traffic of more than 3.5 million or some other factors too. India’s largest infrastructure airport operator AAHL (Adani Airports Holding Limited) under the group’s flagship company Adani Enterprises Ltd (AEK), Adani Airports won the mandate to modernize and operate airports – Mumbai, Navi Mumbai,

Accordingly, in the national capital, diesel continues to be sold for Rs 89.27 per litre. Diesel was priced at Rs 89.87 a litre on Tuesday but came down to current level in three successive price cuts of 20 paisa each between Wednesday and

NEW DELHI, AUG 21 (PTI): Asserting that the mandatory hallmarking of gold jewellery in 50 days of its first phase of implementation has been a “grand success”, the government on Saturday urged jewellery body GJC to reconsider its decision to go on strike on August 23. The All India Gem and Jewellery Domestic Council (GJC) has called a nationwide ‘token strike’ on August 23, against the government’s arbitrary implementation of mandatory hallmarking of gold jewellery with HUID (hallmark unique identification number). Mandatory gold hallmarking has come into force from June 16 in a phased manner. The government has identified 256 districts from 28 states and union territories for phase-1 implementation. Gold hallmarking, a purity certification of the precious metal, was voluntary in nature prior to June 16. “I heard that some associations have given a call for strike. Strike for what? ... In particular, CO2 accounts for approximately 98% of greenhouse gases emitted by petroleum refineries. In the new study, Guan and his collaborators developed a publicly available global inventory of CO2 emissions from 1,056 oil refineries from 2000 to 2018. CO2 emissions of the refinery industry were about 1.3 Gt in 2018. If all existing and proposed refineries operate as usual, without the adoption of any low-carbon measures, they could emit up to 16.5Gt of CO2 from 2020 to 2030. Based on the

findings, the authors recommend mitigation strategies, such as improving refinery efficiency and upgrading heavy oil-processing technologies, which could potentially reduce global cumulative emissions by 10% from 2020 to 2030. The inventory will be updated and improved in the future as more and better data become available. The study also showed that the average output of global oil refineries gradually increased from 2000 to 2018, in terms of barrels per day. But the results varied by refinery age group. Specifically, the average capacity of young refineries, which are mainly distributed in Asia-Pacific and the Middle

East, increased significantly from 2000 to 2018, while the average capacity of refineries older than 19 years remained stable. “ G ive n t h e g r e a t er committed emissions brought about by the long remaining operating time of young refineries, there is an urgent need for these refineries to adopt low-carbon technologies to reduce their CO2 emissions,” Guan says. “As for middle-aged and old refineries, improving operational efficiency, eliminating the backward capacity, and speeding up the upgrading of refining configuration are the key means to balance growing demand and reducing CO2 emissions.” (Science Daily)

The document, source by The Verge, suggests that to start the said gaming platform, Google will have to first bring “emulated, native, and streamed games” to Windows - something that can be easily made possible with Windows 11, as the upcoming version of Windows will support Android apps natively. ASA has been hard at work on multiple missions, and one of those missions is called DART. Earlier this month, the spacecraft was sitting in the middle of its cleanroom, having its solar arrays coiled into a pair of cylinders on each side of the spacecraft. As DART gets closer to launch, NASA is talking about some of the technology that will be used for the mission. The spacecraft has an internal imaging device known as Didymos Reconnaissance and Asteroid Camera for Optical (DRACO) navigation underneath its panels. Engineers are very close to completing the integration for the spacecraft, getting it one step closer to launch. DART is an interesting mix of existing and new technologies, with some of the technology being demonstrated aboard a spacecraft for the first time. DART, or Double Asteroid Redirection Test, is an experimental spacecraft meant to help NASA determine if the kinetic impact

arge numbers of bats hunt around black-tailed prairie dog colonies, and some may even use abandoned burrows as day roosts, recent sound surveys have revealed. Black-tailed prairie dogs (Cynomys ludovicianus) are well-known ecosystem engineers. They can be a headache for farmers and ranchers, digging burrows where they grow their crops, but they can also be a boon for a number of species that make use of their burrows. However, researchers hadn’t ever documented bats also benefiting from the colonies prairie dogs dig underground. Rick Adams, a professor emeritus of biology at the University of Northern Colorado and the author of a study on the topic published recently in the Journal of Zoology, started his career studying prairie dogs in 1987. He has now published another study on them around his retirement. “I feel like I’ve come

full circle,” he said. Adams was conducting sonar surveys of bat activity around Hall Ranch near Lyons in northern Colorado. During his analysis, Adams surveyed a number of different habitat types around the ranch, including one area that had a long-standing black-tailed prairie dog colony—it had been there for at least a century. When he began to analyze the data, Adams found that the colony was also major hub for bat activity. Open-air foraging species like big brown bats (Eptesicus fuscus) and hoary bats (Lasiurus cinereus) were foraging in these areas more than expected, he found. Adams isn’t yet sure why those bats were drawn to these areas, but he believes the prairie dogs’ ecosystem engineering may play a role. new kind of neural interface system that coordinates the activity of hundreds of tiny brain sensors could one day deepen understanding of the brain and lead to new medical therapies. Brain-computer interfaces (BCIs) are emerging assistive devices that may one day help people with brain or spinal injuries to move or communicate. BCI systems depend on implantable sensors that record electrical signals in the brain and use those signals to drive external devices like computers or robotic prosthetics. Most current BCI systems use one or two sensors to sample up to a few hundred neurons, but neuroscientists are interested in systems that are able to gather data from much larger groups of brain cells. Now, a team of researchers has taken a key step toward a new concept for a future BCI system -one that employs a coordinated network of independent, wireless microscale neural sensors, each about

the size of a grain of salt, to record and stimulate brain activity. The sensors, dubbed “neurograins,” independently record the electrical pulses made by firing neurons and send the signals wirelessly to a central hub, which coordinates and processes the signals. In a study published on August 12 in Nature Electronics, the research team demonstrated the use of nearly 50 such autonomous neurograins to record neural activity in a rodent. The results, the researchers say, are a step

toward a system that could one day enable the recording of brain signals in unprecedented detail, leading to new insights into how the brain works and new therapies for people with brain or spinal injuries. “One of the big challenges in the field of brain-computer interfaces is engineering ways of probing as many points in the brain as possible,” said Arto Nurmikko, a professor in Brown’s School of Engineering and the study’s senior author. “Up to now, most BCIs have

been monolithic devices -- a bit like little beds of needles. Our team’s idea was to break up that monolith into tiny sensors that could be distributed across the cerebral cortex. That’s what we’ve been able to demonstrate here.” The team, which includes experts from Brown, Baylor University, University of California at San Diego and Qualcomm, began the work of developing the system about four years ago. The challenge was two-fold, said Nurmikko, who is affiliated with Brown’s Carney Institute for Brain Science. The first part required shrinking the complex electronics involved in detecting, amplifying and transmitting neural signals into the tiny silicon neurograin chips. The team first designed and simulated the electronics on a computer, and went through several fabrication iterations to develop operational chips. (Science Daily)

The mission will see DART fly directly into a smaller asteroid at a speed of about 15,000 miles per hour. The goal of the impact is to change the course of the asteroid and determine if an impact is sufficient to redirect an asteroid. NASA tracks all sorts of celestial objects and has identified about 40 percent of all potentially hazardous asteroids larger than 459

feet in size. While a small spacecraft like DART isn’t likely to deflect a very large asteroid that poses a significant danger to our planet, trying it on a smaller asteroid will show if the technique is viable at all. DRACO is a critical instrument for the mission and will capture images of the target asteroid called Dimorphos. Among the images it captures will be a last-second glimpse of its own impact site on the asteroid, which NASA says is critical to determining the effectiveness of the mission. TOKYO, AUG 21 (IANS): The Tokyo Paralympic Games organising committee on Saturday confirmed the first two cases of Covid-19 inside the Athletes’ Village. With two days to go for the opening ceremony, the latest figures released by the organising committee reveal a total of 15 new cases in the last 24 hours. No athlete has reported positive so far as the two cases from the Village are among the staff, though a large number of participants have reached Tokyo and some are still in quarantine.Of the 15 cases confirmed on Saturday, five are from among ‘Games Related Persons’, which includes representatives of the International Paralympic Committee, the International Olympic Committee, National Olympic Com-

mittees and international federations. The remaining 10 cases have been reported from among the Paralympic Games contractors and their workers. Those tested positive have been isolated. Till now, 101 confirmed cases of Covid-19 have been reported in relation to the Paralympic Games since August 12. The Paralympic Games will start on August 24 and will continue till September 5. The Tokyo 2020 organising committee, the Tokyo Metropolitan Government and the Government of Japan have put in place elobrare protocols to test, isolate and trace contact to avoid a Covid-19 outbreak among the 10,000 people expected to reach Tokyo for the Paralympic Games, including 4,400 athletes.

M U M BA I , AU G 2 1 (IANS): From attempting suicide thrice to qualifying for his maiden Paralympic Games in Tokyo, life has come a long way for Rakesh Kumar, India’s top compound para-archer. Kumar, who won gold in the Open Compound section in Fazza World Ranking Archery Championship in Dubai, in February this year, is India’s highestranked compound archer with a world rankings of No. 11 and a contender for a medal in the Paralympics, starting on August 24. He will be participating in the Men’s Compound Open and Mixed Compound Open, which will be held on August 27 and 29 respectively. While he was on a high after his recent good performances in para-archery events in the last couple of years, between 2009 and 2014, Kumar went through emotional turmoil following K Y M C

Unable to walk after the accident and with his family’s meagre income stretched to the limit, Kumar was extremely depressed. “I was just getting on my feet, had started earning enough to take care of my family. But the accident turned my world upside down. At an age when I had to take care of my old parents, they had to take care of me. I had become a huge financial burden on my parents and younger brother,” Kumar says. “Suicide looked the only way out,” says Kumar, who won a gold medal in the men’s compound open section of the 7th Fazza Para Archery World Ranking Tournament in Dubai, UAE, in February this year. After the accident, Kumar was confined to a wheelchair and ran a small roadside shop in his hometown Katra, near Jammu when coach Kuldeep Vedwan spotted him.

“The coach felt that I had strong arms and insisted I should try archery and continue if I like it,” recalls Kumar. He tried it and was soon hooked to the sport. He also saw it as a means to support his family, as his younger brother was the sole breadwinner. He got a lot of support from the Shri Mata Vaishno Devi Shrine Board, which has taken care of his funding for equipment and coaching. “The Archery Association of India, the Paralympic Committee of India, and the Sports Authority of India too have chipped in. Otherwise, it would have been impossible for me to take up the sport as I come from a very poor family and didn’t have the financial resources to take up such an expensive sport,” adds Kumar. In the last three years, Kumar has emerged as the best in the country in open compound archery, ranked 10th in the world. He was part of the team that won gold in the team competition at the European Circuit 2nd leg in 2018 and a bronze in the mixed team event at the 5th Fazza Para Archery World Ranking Tournament in 2019. He has had top-10 finishes in the international tournaments he has participated so far. His consistent performance helped him qualify for the Paralympics and is considered India’s best medal hope in compound archery.

Public Health England said 2,295 people were likely to have been infectious with a further 3,404 people potentially acquiring infection at the July 11 match. “Euros final was superspreader event,” declared the Times newspaper.

Khatri won the silver with a timing of 42:17.94. He was in the lead for a good part of the race walk before being overtaken by Kenya’s Heristone Wanyonyi in the last two laps. Eventually, Wanyonyi won the gold medal with a timing of 42:10.84. Spain’s Paul McGrath clinched the bronze medal with a timing of 42:31.11. “As it’s a high altitude, so breathing problem for me. Khatri, who clocked 42 minutes 17.94 seconds, was leading till the final two laps of men’s 10000m race walk in Nairobi but the host country’s Heristone Wanyoni pulled ahead of the 17-year-old Indian to win the gold with a personal best time of 42:10.84s. Chandan said Khatri, from Rohtak district in Haryana, has the potential to become a top-class race walker in the next few years and the aim is to qualify for the 2024 Paris Olympics. “His walking technique is very good and he is a fast learner. He can become a top race walker in the country in the next few years but he will need funds going ahead. So, I request SAI to include him in the TOPS Scheme,” Chandan told PTI from Army Sports Institute in Pune where is he is working. “The aim is to prepare him for the 2024 Olympics. PL champions City thrash Norwich 5-0; Liverpool beat Burnley LIVERPOOL, AUG 21 (AFP): Jack Grealish scored his first goal for Manchester City as the Premier League champions thrashed Norwich 5-0, while title rivals Liverpool extended their perfect start with a 2-0 victory against Burnley on Saturday. Grealish marked his home debut following his British record £100 million ($136 million) move from Aston Villa with a closerange effort to double City’s lead in the first half. Tim Krul’s own goal had given City the lead at the Etihad Stadium. Aymeric Laporte, Raheem Sterling and Riyad Mahrez netted in the second half to ensure City bounced back from last weekend’s defeat at Tottenham. CHANDIGARH, AUG 21 (IANS): Hockey Chandigarh and Tynor on Saturday felicitated the hockey players who participated in the recent Tokyo Olympics at a function here by giving five players a cash award of Rs 5 lakh each. Haryana Governor Bandaru Dattatreya was the chief guest and Punjab Sports Minister Rana Gurmit Singh Sodhi was the guest of honour. Those felicitated were Rupinder Pal Singh, Gurjant Singh, Monika Malik, Sharmila Devi, Reena Khokhar, Shivendra Singh and Gurminder Singh. Two hockey coaches were given a cash award of Rs 2.5 lakh each. The Haryana Governor congratulated the hockey stars who after 41 years won a bronze medal and brought international acclaim to Indian hockey. He said he was happy to see that the hockey team had a lot of players from Haryana and

Punjab. Dattatreya said under the state sports policy, the Haryana government had awarded Rs six crore to Olympians for winning gold, Rs four crore for winning silver, and Rs 2.5 crore for bronze medal winners. The Haryana government had given Rs 23.25 crore as reward to outstanding players, adding that all states should prepare a sports policy to encourage players so that they can perform even better. The Punjab Sports Minister said it was praiseworthy on the part of Hockey Chandigarh to felicitate the hockey stars. Lauding their performance at the Tokyo Olympics, he said it was indeed a proud moment for the state that the players had given an excellent performance. Giving details about sprucing up facilities in Punjab, he said new facilities would be created in the state and the existing ones would be upgraded.
