Omicron thrice more transmissible than Delta
States/UTs asked to ‘activate’ war rooms, emergency Op centres
NEW DELHI, DEC 21 (PTI): Asserting that the Omicron variant is at least thrice more transmissible than Delta, the Centre Tuesday asked states and union territories to "activate" war rooms, keep analyzing even small trends and surges and keep taking strict and prompt containment action at district and local levels. In a letter to the states and union territories (UTs), Union Health Secretary Rajesh Bhushan advised implementing strategic interventions for containment like imposition of night curfew, strict regulation of large gatherings, curtailing numbers in marriages and funerals besides increasing testing and surveillance. The letter highlighted measures that need to be taken in view of initial signs of surge in cases of CO-

VID-19 as well as increased detection of Omicron in different parts of the country. "At the district level there should be constant review of emerging data regarding the population affected by COVID-19, geographical spread, hospital infrastructure and its utilization, manpower, notifying containment zones, enforcement of perimeter of containment zones etc. In case of all new clusters of Covid positive cases, prompt notification of "containment zones", "buffer zones" should be done, strict perimeter control of con-
tainment zone according to extant guidelines must be ensured. All cluster samples must be sent to INSACOG Labs for Genome Sequencing without delay, Bhushan underlined. Listing some of the strategic areas of intervention focusing on containment, test, track, surveillance, clinical management to be taken, Bhushan asked states and UTs to ensure door to door case search, testing of all SARI/ILI and vulnerable/co-morbid people and right proportion of RT PCR tests in total tests being conducted daily.
Contact tracing of all Covid positive persons and utilizing the access to "AIR SUVIDHA Portal by state surveillance officers and district surveillance officers to monitor the international passengers who have arrived in their states and districts was also stressed. States and UTs have been asked to increase bed capacity, other logistics like ambulances, mechanism for seamless shifting of patients, availability and operational readiness of oxygen equipment, buffer stock of drugs to be ensured by prompt utilization of emergency covid response package (ECRP-II) funds released by Centre and other available resources etc. The existing National Clinical Management Protocol remains unchanged for Omicron, the letter stated. The states and UTs have been asked to ensure 100 per cent coverage of left out first and second dose eligible beneficiaries in an accelerated manner. They have also been asked to ensure advance engagement
Parl clears electoral reforms bill after RS approval

NEW DELHI, DEC 21 (PTI): A Bill to link electoral roll data with the Aadhaar ecosystem was passed by Parliament on Tuesday with the Rajya Sabha approving it amid a walkout by the Opposition and high drama when Derek O’Brien flung a rulebook at the reporters' table after which the TMC MP was suspended from the House for “'unruly behaviour'”.
Rejecting the opposition criticism of the Election Laws (Amendment) Bill, 2021 that seeks to weed out fake voters from electoral rolls, Law Minister Kiren Rijiju said in our democracy, the electoral process should be cleansed and that can happen only if the electoral rolls are clean. The bill, which was approved by voice vote, was cleared by Lok Sabha on Monday.
Calling the Electoral reforms bill as “very good” and a “revolutionary” step, Rijiju also said the linking of electoral rolls to the Aadhaar number is only voluntary and not compulsory, adding it will help end fake and bogus voting and make the electoral process credible. Sources in the government, meanwhile, said the move would solve a “major problem” of multiple enrolment of a person at different places and help in “cleaning” the voters’ list to a great extent. T h e g o ve r n m e n t sources said the Bill incorporates various electoral reforms which have been discussed for a long time, and shared a 2018 statement of the Election Commission (EC) fol-
lowing a meeting of all recognised national and regional parties on various electoral reforms. The Bill seeks to allow electoral registration officers to seek Aadhaar number of people who want to register as voters “for the purpose of establishing the identity”. The Bill was passed after an hour-long discussion with members of several parties supporting the bill though some concerns were voiced. The discussion continued amid protests by opposition members who were in the well throughout raising slogans. Members of the Congress, TMC, CPI-M, CPI, DMK, RJD, Samajwadi Party (SP), AAP and NCP walked out from the House in protest.

minister and home minister were answerable to the people of Nagaland. “They cannot run away from their responsibilities. They should answer whether troops from 21 Para had come with their knowledge. If yes, why? If not, why criminal procedure should not be initiated against them? They cannot take cover under AFSPA. I have already explained earlier,” he specified. Reiterating that people demanded justice, Therie demanded that the culprits must be booked as per law. But, instead of bringing the criminals to book, he observed that the Assembly surprisingly wanted them to apologise and escape from the crime of committing a massacre. He said the resolution was trying to give the impression that the State was innocent and that the army had conducted the operation without authority from the
State government. But, if it was so, then the army had violated the constitution and committed a crime against humanity, he pointed out. And if not, then the army should point out who was responsible, he demanded. Therie insisted that as constitutional provisions the army had no authority to just come from another State and indiscriminately shoot and kill innocent and peaceful citizens. “We are sorry for the people. Given an opportunity, Congress will deliver justice,” he declared. It may be recalled that the NPCC had written to the President of India with a three-point charter of demands, which include constitution of an all-party parliamentary committee to investigate Oting massacre, deliver justice by arresting the culprits and implement political solution under President’s Rule to avoid bias and ill-will.

NPCC attacks Assembly resolution, says people want justice not apology DIMAPUR, DEC 21 (NPN): Condemning the Assembly resolution which called for an “apology” from the appropriate authority…”, Nagaland Pradesh Congress Committee (NPCC) asserted that the people wanted justice not apology. NPCC president K Therie in a press release regretted that the entire resolution on Monday was demeaned by the call for apology. He said that the call for apology over a massacre was an insult to the bereaved families, their villages, the community and to the voice of people crying for justice. Maintaining that the Assembly had shamed Naga brave hearts, Therie asserted that apology over a massacre was not acceptable, adding that killings and apologies could not be made a precedence. Towards justice, he said the resolution was blunt and specified that the chief

formed that the resolution was adopted at a meeting, which was held after the commissioner and secretary, rural development and director RD appealed to DRDAs to call off the ongoing agitation. At the meeting, they said the aggrieved employees expressed dismay that the responsible authority did not assure any deadline to clear the pending salary. F u r t h e r, t h e s i x DRDAs lamented that despite continuous appeals and protests, there has been no favourable outcome till
date.
The aggrieved employees have, therefore, resolved that once it becomes a legal matter, the authority would be held liable for attorney's fee and court cost related to the law suit. They also said that the authority would also be held liable to pay all the accrued interest as required legally. It was also resolved that no employees would “take the situation to get upper hand for personal gain that might obstruct from achieving the intended purpose.”
DIMAPUR, DEC 21 (NPN): Taking serious note of major power disruptions caused by unmindful felling of trees on the Extra High Voltage (EHV) transmission lines, the power department has advised public to avoid felling trees that were likely to fall over the transmission lines. In a press note, chief engineer (T&G) Er. Penrithung Yanthan stated that the latest incident of power disruptions occurred on one of the 66kV EHV transmission lines on December 9, which caused total black-
out to Kiphire and Phek districts for two days. Er. Yanthan stated that such power interruptions, which were non-technical and were avoidable, added up extra workload for the department, which was struggling with the shortage of staff. Depending on the topography of the area of the incident, he said some of the cases even take days and weeks to restore, causing immense hardship to the public as well as the department. CE also said that snapping of the power lines due to felling of trees not only

1280 recognised villages in Nagaland Akato-led NSCN (R) reacts to allegations DIMAPUR, DEC 21 (NPN): There are 1280 recognised villages, 75 unrecognised villages and 111 hamlets as on March 1, 2021, according to the survey on the number of Villages in Nagaland 2021, a publication of the Directorate of Economics & Statistics, Government of Nagaland. DIMAPUR, DEC 21 (NPN): Reacting to the statement issued by NSCN (R) under Wangtin Naga and P. Tikhak, the Akato Chophi-led NSCN (R) maintained that it did not want to involve in cheap gimmicks and stoop low by pointing fingers at esteemed Naga platforms, and thereby avoid amusing scenes in public domain. In a press note issued by NSCN/GPRN, it said that though armed with proof (including audios/ visuals/phone recordings/
documents etc), it did not want to “scatter the dirty litters in the public area by picking names”. NSCN/ GPRN however said that if it was constantly hit below the belt, it would be constrained to do so. “Any person(s) who wants to check these documents are welcome to do so,” it added. Questioning Wangtin/ Tikhak camp (WTC) over “ludicrous and ridiculous” allegation with a personal vendetta against its president Akato Chophi, NSCN pointed out that its consti-
tution clearly mentioned that a two-third majority could impeach a collective leader. Hence, the claim of impeachment of Akato by 15/16 people at the meeting at Thilixu was “obnoxious and a huge embarrassment” to themselves, it added. Referring to the claim by the “so called spokesperson” in the media that Akato Chophi had only 15/16 arms, the group asked then why the question of 46 arms cropped up? It also asked where was its armoury/arsenal
and what types of weapons, how many short hands, or AKs or, MQs, M-16, M4s M22s, HKs, LMGs, etc, as claimed. It therefore asked WTC to specify the details, and not level wild accusations “if you consider yourselves as leaders”. NSCN said that some few weapons (9/10) that were displayed in the media belonged to Tikhak, “who brought it through cross-border exchange from Arunachal, since he was denied TNO (Take Note Of) (Cont’d on p-8) K Y M C
