Zeliang said that the committee expected both the Naga negotiating groups (NNPGs and NSCN-IM) to sit across table along with the facilitators (60 elected members) to arrive at a consensus for solution. Zeliang also disclosed that CCoNPI requested the NSCN (I-M) leadership to
resume talks with the Government of India. He said CCoNPI as “facilitator” will pursue the matter with the government of India on behalf of NSCN (I-M) for a meeting ground. On state political issue, when asked about NPF’s decision to join the ruling PDA government, Zeliang reiterated that NPF had agreed to the “concept of opposition-less government because of the Naga political issue”. had to refund the amount since it was directly transferred into their bank accounts. Besides recovering the amount, Kikheto said the State government would also initiate action against defaulters, if deemed fit. He informed that during a survey, it was found that some of the reasons why the beneficiaries were found ineligible were migration to towns and urban areas for jobs after availing the scheme, deaths, working in government sector, etc, while there were also some farmers who did not wish to avail benefit under PM Kisan. Kikheto remarked that the department launched “ineligibility campaign” in all districts on the directive of Central and state governments, adding that this would continue to ensure that genuine farmers were
not left out from the scheme. In response to a question in Parliament, the Union minister had on July 15 admitted the discrepancies and claimed that the ministry was in the process of recovering Rs 2,992.75 crore that was transferred to 42.16 lakh ineligible farmers under the PM-Kisan scheme across the country, including 524 ineligible farmers from Nagaland. According to the data shared by Tomar, Rs 2,992 crore received by 42.16 lakh ineligible farmers under PM-Kisan scheme as on July 15, 2021 would have to be recovered. The Legislature party spokesperson Imkong L Imchen also asserted that the objective of NPF joining PDA alliance was “for active facilitation”. He said that NPF was there to facilitate the different factions so that a common Naga agenda could be found and be presented to the government of India. Pegasus spyware: NSCN leaders on list of potential target, says report NEW DELHI, JUL 21 (AGENCIES): Phone numbers of top leaders of the NSCN (I-M) were added to a list of numbers of persons of interest believed to be generated by an Indian client of Israeli spyware Pegasus, The Wire reported on Wednesday. The names of the NSCN (I-M) leaders who signed the ‘historic’ Naga Peace Accord with the Prime Minister Modi-led Union government in 2015, are the latest to the be added to the list of potential Pegasus targets worldwide, the report said. The list, a leaked database that forms the basis of the Pegasus Project comprising thousands of numbers and accessed by the French media nonprofit Forbidden Stories contains some that were successfully targeted with Pegasus, a militarygrade surveillance tool that involves hacking a smartphone to compromise its contents. Forbidden Stories, with the help of Amnesty International, has involved 80 journalists from 17 news
organisations in 10 countries in this project. The Wire is the Indian partner for the project. Atem Vashum, Apam Muivah, Anthony Shimray and Phunthing Shimrang are some of the top NSCN (I-M) leaders that have been featured in the list, says The Wire.
West Bengal chief minister and TMC party chief Mamata Banerjee called for all opposition party leaders to unite against the BJP ahead of the 2024 Lok Sabha election, amidst the row over use of the Pegasus spyware on several Indian figures. Banerjee was speaking at the annual Shahid Dibash (martyrs day) function of the TMC. Significantly, she made most of her speech in Hindi and English, signifying intention to reach a national audience. “I don’t know what will happen in 2024. But all the opposition
parties need to start working together, and must start right now…We need to oust BJP to save the country,” she said. “Our phones are getting tapped. BJP is using Pegasus to spy on us. They have demolished all democratic institutions in the country. Today I cannot talk to any other political leaders, I cannot speak to my own party leaders…Pegasus has captured phones of all opposition leaders...BJP is demolishing democracy,” she said. She also appealed to the Supreme Court judges to take suo motu cognisance of Pegasus snooping row.

Congress Committee (NPCC) president K Therie has accused the state government of being responsible for delaying the implementation of Naga political solution as they refused to advise the governor to initiate the process. Since the gover nor functions on the advice of the council of ministers, Therie said it was constitutionally customary that the governor did not act suo motu when the council of ministers was alive unless there was breakdown of the constitutional machinery. “Therefore, solution is lying in cold storage,” Therie said. He said governor had time and again made it clear that “talks are over” even in the State Assembly, which also passed Motion of T h a n k s (Cont’d on p-8)

NSF demands implementation of NSSB Nalin Kohli calls on Rio
DIMAPUR, JUL 21 (NPN): Naga Students’ Federation (NSF) at its emergency presidential council meeting on Wednesday has reiterated its February 22, 2020 resolution for a blanket ban on departmental exams for recruitment to various group ‘C’ posts until Nagaland Staff Selection Board (NSSB) was implemented in the state. NSF’s reiteration of the resolution comes in the wake of the state government issuing office memorandum partially lifting ban on ap-
pointments. The NSF emergency presidential council meeting held at its conference hall, Naga Club Building, Kohima unanimously adopted three-point resolution. Questioning the rationale behind government’s decision to go ahead with departmental exams, but delaying the implementation of NSSB, NSF demanded that all existing vacancies for ‘group c’ post (not within the purview of NPSC) be requisitioned to NSSB and scrap departmental exams “once and for all.”
The house also demanded that the age relaxation for entry into g ove r n m e n t s e r v i c e should be in sync with the period of delay in the recruitment due to nonimplementation of NSSB and not merely one year. The NSF also appealed to the state government to comply with its legitimate demands in the interest of the general public without any delay. Failure to comply, the federation warned that it would be compelled to take up “befitting democratic agitation.”
DIMAPUR, JUL 21 (NPN): National BJP spokesperson and Nagaland in-charge, Nalin Kohli arrived Dimapur on Wednesday, amidst the ongoing political development in the state. Kohli, who is on a two-day visit, called on chief minister Neiphiu Rio at his Dimapur residence, where both discussed about strengthening the PDA government. Rio in a tweet said: “We had a positive meeting and discussed matters related to strengthening the PDA Government. I thank him for his constant support for Nagaland in our collective aspiration of striving for development and progress.” Later, Kohli also held a closeddoor meeting with BJP party leaders and legislators.

Israel-based firm NSO, the developer of Pegasus spyware said it will thoroughly investigate any credible proof of misuse of its technologies amid revelations that the software has been used to snoop on prominent leaders and journalists. NSO, which had denounced the leaked list, reiterated that the numbers on it are not related to the firm. “Any claim that a name in the list is necessarily related to a Pegasus target or potential target is erroneous and false,” it said in a statement titled ‘Enough is Enough’.

“As per the leaked data, while the phone number used by Atem Vashum – widely considered to be the successor of the Th. Muivah, the chairman of the NSCN (I-M) – attracted interest in mid 2017, that of Muivah’s nephew Apam Muivah was added shortly thereafter. Two phone numbers of Anthony Ningkhang Shimray, the commander in chief of the Naga Army of NSCN (I-M), also appear in the leaked records in late 2017. The phone number
of Phunthing Shimrang, the former commander in chief of the NSCN (I-M)’s Naga Army, and that of the NNPG convener, N. Kitovi Zhimomi, appear later, towards the first half of 2019,” the report stated. The report also states that N. Kitovi Zhimomi, convenor of the Naga National Political Groups (NNPGs), was also listed as a potential target. The Modi government had been in talks with NNPGs since the end of 2017 to find ‘one solution’ to the Naga issue. Evidence available with the consortium suggests that Zhimomi’s name was added to list towards the end of 2017 as well. Over the past few days, the Pegasus Project has thrown up names of many politicians, journalists, activists and citizens who were part of the spyware’s potential targets’ list. The Pegasus spyware, is manufactured by the Israeli NSO group. The group has staunchly said that they sell the spyware to government-affiliated agencies only.
Association’s secretary Arijit Sharma in a release hoped that the police had initiated a search operation and investigating the case. Requesting NGOs and public to help the family trace its missing member,
he assured that NMDA too would leave no stone unturned to trace the person. Arijit also urged anyone having any information on the matter to contact the following numbers: 6001192719 and 8794343446.
