India crosses 100 cr vaccination milestone

NEW DELHI, OCT 21 (PTI): India achieved a major milestone in its vaccination programme against COVID-19 as the cumulative vaccine doses administered in the country surpassed the 100-crore mark on Thursday. A series of events were held to mark the milestone at the Red Fort, while the largest khadi tricolour in the country, weighing around 1,400 kg, was displayed at the iconic Red Fort on Thursday.
State logs 11 fresh cases, 1 Covid death DIMAPUR, OCT 21 (NPN): Nagaland on Thursday recorded 11 fresh Covid-19 positive cases while one more patient succumbed to the infection. Four cases were reported in Dimapur, three in Wokha and two cases each in Kohima and Mokokchung, taking the total caseload to 31670. Further, one more patient succumbed to the virus in Dimapur, pushing the death toll to 677 (including 15 non-Covid deaths). Meanwhile, a total of 11,64,695 (including 704836 first dose and 459859 second dose) persons were inoculated as on October 21.

National Covid Task Force chief VK Paul expressed concern over the low numbers in the second dose coverage of the Covid-19 vaccination drive, emphasising that more people need to take it at the earliest. “10 crore Indians are due their second dose and are not taking it. I urge them to shun vaccine hesitancy and prioritise taking the shots now,” Dr VK Paul said in an exclusive interview with India Today. Dr Paul cautioned that though Covid cases may be decreasing in the country, it’s too soon to say that the worst is over, as the threat of a third wave is still looming. When asked whether India will administer booster doses, Dr Paul remarked, “Let science guide the need to take boosters.” On the subject of Covaxin’s pending emergency use authorisation before the WHO, Paul exuded confidence that a positive decision will be coming soon. Dr VK Paul said the final decision on Covid-19 vaccination for children and adolescents will be based on overall scientific rationale.

Absconder, proclaimed offender not entitled to anticipatory bail: SC NEW DELHI, OCT 21 (PTI): An accused who has been declared an absconder or proclaimed offender is not entitled to anticipatory bail, Supreme Court said Thursday while setting aside an order of Patna High Court in a cheating case. A bench of Justices M R Shah and A S Bopanna said the high court committed an error in granting anticipatory bail to the accused ignoring the proceedings under Sections 82 and 83 of CrPC. Power deptt calls for saving energy MOOTS PREPAID ENERGY METERING SYSTEM DIMAPUR, OCT 21 (NPN): Amidst looming power crisis due to shortage of coal in thermal power plants across the country, the Department of Power Nagaland (DoPN) has appealed to power consumers to conserve energy as it was unthinkable to survive or move ahead in any aspect without electricity. This message was contained in a press communiqué from Executive Engineer, Dimapur Electrical Division Er. Y Akito Sema. He pointed out that Nagaland has a meagre generating capacity of 26.54 MW and thus, there was no alternative but to conserve energy. He also mentioned that the domestic consumption of power in Nagaland accounted for approximately 80% and so the need for domestic energy conservation at all level was the need of the hour. Er. Akito further said that the present inefficient revenue collection and high customer debt burden
in Nagaland was due to illegal and rampant use of power by means of theft of energy in the form of hooking, tampering of energy meters and by-passing of energy meters.

NEW DELHI, OCT 21 (PTI): Coal shortage at thermal power plants is lingering on, with 59 nonpit head projects having the dry fuel stocks for less than four days as on Wednesday, according to official data. The number of such projects having less than four days of coal (supercritical stock) stood at 61 on
October 19, the latest data from the Central Electricity Authority (CEA) showed. The count of the plants having supercritical stocks was at 64 on October 13. The latest figures indicate that the coal shortage situation is improving slowly. CEA monitors the coal stock situation of 135
thermal power plants with cumulative generation capacity of over 165 GW. As per the data, the number of power plants with zero days of coal has come down to 15 as on Wednesday with cumulative installed generation capacity of 16,280 MW compared to 17 projects with 17,050 MW capacity a week back.
The number of plants with one day of coal stocks came down to 21 with 25,810 MW capacity as on October 20 as against 27 projects with 36,140 MW capacity as on October 13. Plants with two days of coal decreased to 18 (with 23,814 MW capacity) from 20 (22,175 MW) a week ago.

DIMAPUR, OCT 21 (NPN): State chief secretary, J Alam, has informed that the state level war room on COVID-19 would continue to function from the premises of the Nagaland State Disaster Management Authority (NSDMA), Nagaland civil secretariat until further orders. All the works handled by the state level war room pertaining to data collection, submission of reports to the various authorities and co-ordination with the various district task forces for monitoring of Covid-19 situation in the State would continue to be looked after by the NSDMA, he added. 6 houses gutted in Dimapur
DIMAPUR, OCT 21 (NPN): At least six houses were destroyed in a fire at Rio colony, near Signal Basti area Dimapur on Thursday around 1.30 a.m. A fire department official informed Nagaland Post that properties worth at least Rs. 20 lakh was destroyed in the fire including some machineries and timber. No casualties were reported in the incident, the official said. The fire tenders took around one and half hour to completely douse the fire, the official said adding, that they were able to save properties worth around Rs. 30 lakhs. Though the cause of the fire was yet to be ascertained, officials from the fire department suspected that the fire may have been caused by an electrical short circuit. STATE Horticulture department despatches kiwi DIMAPUR: 500kg Naga organic Kiwi from Chansu Organic Kiwi Producer Company Limited, Pfutsero was despatched through Air Cargo from Dimapur to Kolkata on October 21, 2021. According to the state horticulture department, an online grocery store has committed to procure 150 MT of Kiwi from farmers of Nagaland and Arunachal Pradesh during the current harvesting season. Chansu is a generic name comprising of 500 Kiwi farmers of Chakhasang, Angami and Sumi forming into Organic Kiwi Producer Company Limited. The project is implemented under MOVCD NER in three districts namely Kohima, Phek and Zunheboto. The expected production of Kiwi from the company during the current harvesting season (Oct-Dec) is about 300 metric tonnes.

State-level prog for DEO officials in Kohima DIMAPUR: A state level orientation and sensitisation programme for district education officials, under the Nagaland Education Project (NEP) – The Lighthouse (NECTAR) was conducted on October 21 in Kohima with the aim to inform the participants and on-board them on the project. In a press release, Nagaland Education ProjectThe Lighthouse (NECTAR) informed that during the prog ramme, infor ming the participants about the NECTAR project, principal director, Department of School Education (DoSE) Shanavas C who is also the project director, NEP provided an overview of NEP- the lighthouse project. He informed participants about the implementation plans and progress within the project so far. Key components, results matrix and programme tools were introduced by the project director. DoSE additional director, Razouseyi Vese in his exhortation urged district officers to actively engage themselves and encourage them to be forthcoming in making the project a success. A Training of Trainers (ToT) session on “coping up with COVID 19 pandemic”, measures for prevention and control in schools was conducted by state consultant, UNICEF (DH&FW), Dr.
Longri Kichu. Similar session on COVID-19 would also take place block-wise in the EBRC office in all the blocks for school leaders. The training would percolate down to the school level where trained school leaders would conduct COVID-19 training for school staff. Around 1990 Government schools and over 20,000 teaching and nonteaching staff have been targeted to be covered by end of November. Meanwhile, OSD NSDMA Johnny Ruangmei spoke on “school safety and disaster management” with emphasis on reducing risks and impacts by maintaining school level disaster risk reduction plan. Other sessions during
the programme focused on Environmental and Social Management Framework (ESMF), roles and responsibilities of the participating stakeholders and setting up information desk. The programme was attended by district education officers (DEO), subdistrict education officers (SDEO), EBRC coordinators and assistant district coordinators (ADC) from all 12 districts of the state. A total of 108 participants attended the programme. It may be mentioned that with support from World Bank, DoSE launched Nagaland Education Project- The Lighthouse - Nagaland Enhancing Classroom Teaching and
Resources (NECTAR) with the aim to improve and enhance quality and learning outcomes of government schools in Nagaland. Through the project, the government aims to: enhance the governance of schools across the state; improve system and school management for all 2000 schools of Nagaland, to improve state school governance index; improvement in teaching and enhancement of overall learning environment. It also aims to enhance teaching and learning environment in approximately 15 school complexes to demonstrate school improvement efforts, learnings from which could be scaled in future.

DIMAPUR: Along with the rest of the country, Dimapur police on Thursday observed Police Commemoration Day, here, at the office of the commissioner of police. Addressing the gathering, Dimapur commissioner of police, Rothihu Tetseo stated that the day was observed every year on October 21 in memory of police personnel who had died while performing their duty. CP narrated how on
October 21, 1959, Indian police were patrolling in Ladakh, bordering China, where the patrolling party was ambushed by the Chinese force. He said that in spite of the Indian police’s best efforts they were outnumbered by Chinese forces and captured. Addressing the gathering, CMO Dimapur, Dr. Moatemjen said that many countries was not been able to achieve what India had achieved in terms of Covid vaccination. He stated that although India was behind other countries in many
fields, India had achieved a great milestone with the completion of 100 crore covid vaccination. With regard to state’s data on covid vaccination, he informed that a total of 11,69,659 doses were completed, inclusive of first and second doses, with Dimapur accumulating a total of 4,23,551. He also informed that 99.3% of health care workers and 99.4% frontline workers were vaccinated. In this, he acknowledged the role played by Church, adding that the Church had done tremendous job by creating awareness in regards to Covid
vaccination. He also acknowledged civil society organisations for coming forward to assist medical team in Covid vaccination drive and awareness programme. DIMAPUR: Review meeting on rural development programmes with project directors of DRDAs and BDOs and inauguration of Nagaland Rural Development Service Association (NRDSA) transit building was held on Thursday. During the meeting in the Rural Development (RD) department conference hall, director RD, Liboni Humtsoe who chaired the meeting welcomed RD minister, Metsubo Jamir, senior officers from the secretariat, directorate, project directors and BDOs to the meeting and encouraged a fruitful discussion. In his brief address, Metsubo said that due to COVID-19 and other related issues, the department could not hold regular meetings and as the situation has improved it was time to reorganise and reenergise each individual to improve the performance of the department. He also directed the project directors and BDOs to keep pace with the scheme guidelines and directions issued by the ministries to be equipped with the emerging challenges. He asked the officers to give importance to attend such meetings whenever K Y M C
called for a thorough discussion on challenges and threats faced by officers while implementing schemes and to place appropriate corrective measures wherever required. Metsubo stressed on the need of BDOs to visit their respective fields regularly for effective planning and implementation thereby helping the villages to grow. Project directors of DRDA Dimapur, Mokokchung, Phek, Tuensang, Zunheboto, Kohima and mission director NSRLM presented an overview of the status of work implementation on various programmes of their respective districts. NNC (PB) condemns killings DIMAPUR: NNC (Parent Body) has strongly condemned all the incidents of killings that took place recently. Nagaland University submits landslide risk evaluation report of Noklak town
DIMAPUR: Final report on the presentation on landslide risk evaluation of Noklak town by the department of geology, Nagaland University, was held on October 21 in the conference hall of the deputy commissioner (DC) Noklak. According to a DIPR report, in his PowerPoint presentation of the final report of the project, Prof. G.T. Thong stated that nearly one-fourth of Noklak township was affected by Kiam landslide where the people and their assets were in danger. The landslide has plagued Noklak town and its citizens for more than two decades. Prof. Thong explained in detail the causes of landslide such as tectonic activity, earthquake, high precipitation, poor drainage and anthropogenic activity. The town rests on disang rocks (mostly shale) and slope material (soil & rock Debris) and the depth of soil cover is 3-5m. Most of the rainfall in the northern part of town flows into Kiamong river passing through slide zone, Prof. Thong added. The main objectives of the project were determination of
mechanical properties of soils & rocks of Noklak landslide zones, preparation of landslide susceptible & risk maps of Noklak town and to suggest remedial/ mitigation measures. The overview of study area as found were highly unstable due to weak rocks, steep slopes and sparse vegetation where the situation was aggravated by running water, Prof. Thong stated. Remedial suggestions presented The remedial suggestions for Noklak town in the report suggested: preparation/ modification & implementation of building code essential, plan for expansion of township towards east, conduct awareness programs, good drainage network. The report also suggested not to construct heavy structures on weak slopes, not to initiate developmental activities in the slide zone’ and ensure proper disposal of waste particularly non bio degradable. The mitigation measures reported were: prospect for permanent measures bleak and the viable option are proper line drains along Kiamong river course and check dams to reduce velocity & minimise erosion.
The project was taken by Dr. Temsulemba Walling as principal investigator, Prof. G.T. Thong as Co-PI, Mademshila Jamir as research fellow and Nokendangba Chang as project assistant under the department of geology, Nagaland University Kohima campus, Meriema. The project started on June 1, 2018 and concluded on March 30, 2021. Prof. G.T. Thong acknowledged Noklak district administration, Noklak village council and Kiam landslide committee for their support and cooperation. Officers from Geology Survey of India who were also working on the kiamong landslide highlighted on how there are working on the land slide during the meeting. While welcoming the resource person and his team from geology department of Nagaland University and Geology Survey of India, SDO (C) Noklak C. Phuniang highlighted the problems caused by the landslide in Noklak town and congratulated the successful completion of the project. A copy of the project report was handed over to district administration Noklak.
Meeting on registration drives for enrollment of workers held in Kohima
DIMAPUR: Meeting of the District Level Implementation Committee (DLIC) for mobilising the unorganised workers and undertaking registration drives in respective districts for enrolment of such workers on eShram portal was held on October 21 in the conference hall of the deputy commissioner (DC), Kohima. According to a DIPR report, while chairing the meeting, DC Kohima, Gregory Thejawelie said that the ministry of labour & employment was continuously working on improving life and dignity of labour force of the country. Adding that the ministry developed eShram portal (www.eShram.gov.in) which would be seeded with Aadhaar, consists of name, occupation, addresses, education, skill types, family details etc. for optimum realization of their employability and extent the benefit of the social security schemes to them which is the first ever national database of unrecognised workers. Additional Secretary, labour and employment, Anthony Ngully informed that
any worker who has been working in unrecognised sector aged between 16-59 years would be eligible to register on the eShram portal. This he said also included workers in the organised sector who were not a member of ESIC, EPFO or not a government employee. Highlighting the benefits of registration on eShram portal, assistant labour commissioner, Vikeluto Naki said that eShram portal would be a centralised database of unrecognised workers seeded with Aadhaar. After registering he or she would get an accidental insurance cover of 2 lacs under PMSBY. Informing that in the future, all the social security benefits of the unrecognised workers would be delivered through the portal even in emergency and national pandemic situation like the COVID-19, he said that the database would be utilized for assistance. He informed that the following documents were required for registration in eShram portal: Aadhaar number; mobile number (Aadhaar linked pre-
ferred), bank account with IFSC by self-registration with Adhaar linked mobile number or by visiting nearest CSC and State Seva Kendras (SSKs) with biometrics The implementing committee members dis-

Nurses on strike in Manipur MOVE MAY DERAIL COVID VACCINATION DRIVE
Correspondent IMPHAL, OCT 21: A cease-work strike by nurses of the state family welfare department in Manipur is likely to hit the COVID-19 vaccination campaign in the state. The nurses resorted to the indefinite cease work to demand immediate disbursement of their pending salaries for the last four months. The nurses’ pen-down strike meant suspension of routine immunization and COVID-19 vaccination campaigns at government healthcare centres like community health centres and primary health centres across the state. The nurses under the state family welfare department are posted at healthcare centres across the state. To mark the commencement of the cease work strike, a group of nurses who turned up at the head office of the family welfare department in Imphal, locked the immunization section of the department with a padlock on Thursday. The agitating nurses alleged that they were not paid for the last four months,

a month or two but we are not paid for a stretch four months. In this situation, how can we run our families? ” She asked. She said that they were discharging their duties even during the peak of COVID-19 crisis, leaving behind fear of exposure to the virus, abiding by government orders to continue routine immunization. They were also engaged in the COVID-19 vaccination from the very beginning, she said. She then drew the attention of the state chief minister who is also incharge of the department to intervene and ensure disbursement of their pending salaries at the earliest so that the ongoing COVID-19 vaccination is not affected. “For the nurses, we have resolved to continue the pen-down strike until salaries are cleared,” she declared. The strike of the nurses was amid the intensified COVID-19 campaign of the state government and if the strike continued further it would affect the vaccination campaign as the vaccination was done mostly at the government healthcare centres.
TMC to contest civic body polls in Tripura: Dev
AGARTALA, OCT 21 (PTI): The Trinamool Congress will contest the upcoming civic body elections in Tripura, senior party leader Sushmita Dev said on Thursday. Dev, who is overseeing the party activities in the state, said a final strategy will be formulated once the elections are declared. “Our national general secretary Abhishek Banerjee has declared that the TMC will be contesting all the upcoming elections in Tripura and likewise we are preparing to contest the civic body polls. Let the polls be declared then the party will formulate a final strategy,” she said, addressing a press conference at a hotel here. Dev announced that the party would on Friday launch a campaign -- “Tripurar Jonno Trinamool” (TMC for Tripura) -- to reach out to the people of the state. “The campaign will continue for 10-12 days, covering all 60 assembly constituencies in 58 blocks of eight districts. We will go to the people, interact with them and listen to their problems. Three teams have been formed for the campaign,” she said.

GUWAHATI, OCT 21 (IANS): The Central Empowered Committee (CEC), set up by the Supreme Court, has asked the Assam government to take immediate action to remove illegal construction undertaken in nine identified wildlife corridors of Kaziranga National Park and Tiger Reserve. An Assam Forest Department official said that the CEC’s Member-Secretary Amarnatha Shetty, in a letter to Chief Secretary Jishnu Baruah, asked for an action taken report within four weeks. “It is requested that immediate action be taken to remove all constructions made in violation of the SC order of April 12, 2019 and not to permit any new constructions along the nine identified animal corridors,” the letter said. The CEC has also referred to the inspection report submitted on September 10 by Union Environment, Forest and Climate Change Ministry’s Integrated Regional Office, Guwahati, head Hemen Hazarika, which enclosed the report of Deputy Inspector General of Forest (Central) Lactitia J. Syiemiong, on “Violation of the Supreme Court order of April 12, 2019”. The official said that the Supreme Court earlier barred new construc-
tion on private lands that form part of the nine identified animal corridors of Kaziranga, which is home to more than 2,400 one-horned Indian rhinos. The apex court had also disallowed all kinds of mining on these animal corridors. Accompanied by Kaziranga Director, Karmashree P. Sivakumar, Syiemiong had studied the construction activities on eight of the nine corridors in August. The CEC letter said that inspection was done at the field level after traversing the entire eight of the nine stretches of the animal corridors, where it was found that there has been illegal construction all along. “Apart from illegal constructions, the greatest eye-sore and also a threat to the animals of KNP & TR is the presence of trucks, etc. In the recent past it has been observed that trucks, tankers and other vehicles are stopping to park in road sides from Jakhalabandha to Bokakhat and creating unnecessary hindrance to wild animal movement from the national park to Karbi Anglong Hill side. BOKAJAN, OCT 21: The Karbi Anglong police have seized 584 grams Heroin worth 4 crore along the interstate Assam-Nagaland border in East Karbi Anglong late Wednesday evening. As per reports, the Karbi Anglong police based on a specific information intercepted a night super bus in the Lahorijan area over NH 36 and on thorough search of the passengers and their luggage, 58 soap cases containing 584 grams heroin was recovered concealed inside two rice sacks in the vehicle. Two person identified as Irengbam Kokil (35) and Irengbam Babu Singh (32) have been arrested in connection. Both are resident of West Imphal district in Manipur. The bus was coming from Imphal in Manipur and was bound for Guwahati in Assam. Preliminary interrogation revealed that the drugs was carried from Imphal and was intended to be delivered in Guwahati.

Single-day recoveries surpass fresh COVID-19 cases in Mizoram AIZAWL, OCT 21 (PTI): Single-day recoveries outnumbered fresh COVID-19 cases in Mizoram on Thursday as 1,243 more people recuperated from the disease and 741 new infections were reported, a health department official said. The fresh coronavirus cases pushed the tally in the northeastern state to 1,15,207, he said. Altogether, 1,04,548 people have so far been cured of the disease, the official said. The recovery rate among coronavirus patients in the state now
stands at 90.74 per cent. The single-day positivity ratio dipped to 8.97 per cent from 12.36 per cent on the previous day, as the new patients, including 168 children, were detected from 8,264 sample tests. The death toll rose to 396 as three more people succumbed to the infection in the last 24 hours, the official said. Mizoram now has 10,263 active cases. The state has so far conducted more than 12.46 lakh sample tests for COVID-19. Over 6.92 lakh people have been

The snails having scientific name ‘Georissa mawsmaiensis’ are so small in size that an adult measures less than 2 millimetres in length. The discover y was made by Nipu Kumar Das and NA Aravind, scientists of the Bengaluru-based Ashoka Trust for Research in Ecology and the Environment (ATREE). G A N G TO K , O C T 2 1 (PTI): A Himalayan black bear was rescued from the Raj Bhavan complex in Gangtok on Thursday after a gruelling operation that lasted for hours, officials said. The bear was first spotted by the Raj Bhavan staff around midnight, following which the Forest Department was informed, they said. The bear ate some chickens at the staff quarters of the complex, leading to more panic among the people, officials said. Forest officials patrolled the complex the entire night to keep the bear at bay and as soon as the day broke, an operation was started to capture it, they added. The animal was captured around 12 pm after being tranquilised, officials said. “The bear was hiding under a culvert. We had to shoot it twice as we missed the first shot,” said Divisional Forest Officer (DFO) Dechen Lachungpa. The bear would be released in the Pangalakha Wildlife sanctuary, officials said. The Himalayan black bear is enlisted as a highly endangered species, they said.

The two scientists said their species was a little bit different from Georissa sarrita which was documented in 1851 by WH Benson, a civil servant in British India and an amateur malacologist (who studies shell-less invertebrates). The new species is dif-
ferent in shell size compared to the earlier one. Besides, it has four very prominent spiral striations on body whorls of the shell compared to seven in Georissa sarrita. Until now, five snail species have been found from the caves of Meghalaya and there could be more, they said. However, Meghalaya is famous for its caves and the two scientists are concerned that tourist footfalls could affect the ecology of the area.

MUMBAI, OCT 21 (PTI): Sleuths of the Narcotics Control Bureau visited the residence of Bollywood superstar Shah Rukh Khan on Thursday for seeking certain material related to their investigation into a cruise drugs party case in which the actor’s son is an accused, a senior NCB official said. It was not a raid, he said. Shah Rukh Khan’s son Aryan Khan was arrested with a few others on October 3 after the NCB raided a cruise ship off the Mumbai coast and claimed to have seized drugs, including charas. A team of the NCB’s Mumbai zonal unit visited Shah Rukh Khan’s residence ‘Mannat’ in suburban Bandra on Wednesday afternoon for seeking from him certain material related to the investigation into the case, the official said. Another team of the NCB also visited actor Ananya Pandey’s residence in Bandra, sources said. Pandey was asked to appear before the NCB on Thursday to record her statement, they said. The NCB conducted searches at multiple locations in Mumbai since Wednesday night in connection with its probe into the cruise drugs party case, according to sources. On Thursday morning, Shah Rukh Khan met

Ananya’s actor father Chunky Panday accompanied her to the NCB office located at Ballard Estate in south Mumbai, where they reached around 4 pm. After recording her statement, Ananya left the agency office around 6.15 pm, the sources said adding that she is likely to be called on Friday as well. The NCB’s Mumbai zonal unit, which is probing the cruise drugs seizure case, in which Aryan Khan has been arrested, visited Ananya Panday’s residence in Bandra this morning and summoned her to record her statement later in the day, they said. CHANDIGARH, OCT 21 (PTI): Punjab Congress leader Navjot Singh Sidhu on Thursday called former chief minister Amarinder Singh the “architect” of the Centre’s three farm laws against which farmers have been protesting at the Delhi borders. Sidhu’s remark came two days after Amarinder Singh said he would launch his own political party and that he was hopeful of a seat arrangement with the BJP, provided the ongoing farmers’ stir against farm laws was resolved in the agriculturists’ interest. Flash floods triggered by heavy rainfall have struck the north eastern state of Assam, too, like those that witnessed in the Himalayan state of Uttarakhand only a few months ago. It may be recalled, that in 2018, all 14 districts of Kerala were affected after once-in-a-century floods left around 400 dead. Nationwide rain-related fatalities reached 1,400. In August that year, landslides left several dead in Himachal Pradesh, another Himalayan state.In the Indian subcontinent, the southwest monsoon, a period of heavy rainfall, usually begins in the first week of June and extends up to August and September, petering out after that. A second, smaller wave of rains, often referred to as “retreating monsoon,” waters some parts of the country in October and November. In recent years, however, this natural schedule has been messed up thoroughly as seen in the heavy downpour being experienced now in several parts of the country. The intensity of rainfall, too, has smashed conventions. These changes have caused a huge number of deaths and lakhs of crores of rupees in financial loss, besides draining the nation’s resources. Not surprisingly, environmentalists ominously hear climate change banging on the country’s doors.Worryingly, a report earlier this month by credit agency India Ratings raised concerns over the matter. “It has already become a reality…Reduced agricultural productivity, heightened water insecurity, extreme weather events, stressed ecosystems, and elevated health risks are some of the manifestations of this climate change.” This abnormal weather has an immediate negative impact on the country’s GDP which could shrink by 3% annually with every 1° Celsius rise in temperature. For a country that has an ambitious plan to achieve a $5 trillion economy, this does not auger well.Climate change causes poverty and food shortages, and forces even higher numbers of men, women and children to flee their homes. Across the world, on average, 26 million people are displaced by disasters such as floods and storms every year. From 1970 to 2019, natural hazards accounted for 50 per cent of all disasters, 45 per cent of all reported deaths and 74 per cent of all reported economic losses. A recent a new UN Environment Programme (UNEP) report warns that unless global greenhouse gas emissions fall by 7.6 per cent each year between 2020 and 2030, the world will miss the opportunity to get on track towards the 1.5°C temperature goal of the Paris Agreement. UNEP’s annual Emissions Gap Report says that even if all current unconditional commitments under the Paris Agreement are implemented, temperatures are expected to rise by 3.2°C, bringing even wider-ranging and more destructive climate impacts. Collective ambition must increase more than fivefold over current levels to deliver the cuts needed over the next decade for the 1.5°C goal. India and China along with the top 20 developed nations have committed to decrease fossil fuel emissions in line with the Paris Agreement. Unless technology makes the switch from fossil to wind and solar energy cheap, the goal would be difficult to achieve.

Impulsiveness is all right in a child, but is disastrous in a man or woman— an impulsive adult is always a spoiled person. Impulsiveness needs to be trained into intuition through discipline. Discipleship is built entirely on the supernatural grace of God. Walking on water is easy to someone with impulsive boldness, but walking on dry land as a disciple of Jesus Christ is something altogether different. Peter walked on the water to go to Jesus, but he “followed Him at a distance” on dry land (Mark 14:54). We do not need the grace of God to withstand crises— human nature and pride are sufficient for us to face the stress and strain magnificently. But it does require the supernatural grace of God to live twenty-four hours of every day as a saint, going through drudgery, and living an ordinary, unnoticed, and ignored existence as a disciple of Jesus. It is ingrained in us that we have to do exceptional things for God— but we do not. We have to be exceptional in the ordinary things of life, and holy on the ordinary streets, among ordinary people— and this is not learned in five minutes.

Each village was a republic by itself, self contained and completely independent of any other foreign countries. There were intermittent skirmishes and warfare against alien intruders. Human head was highly prized as trophies on the premises of defending their women, children and common men. The Naga people had no connection with India, they were not Indians and their territories were not a part of the Indian Union. As such, any political negotiation to surrender our territories to India is a crime. The Advent of the British Govt: The exploration of British Govt. into the Naga heartland encountered some of the fiercest battles for 48 years wef 1932. Then British expedition sought peace from the Nagas, to end wars, and a no more fight agreement was made in our tradition in our favor in 1880. Their amiable nature warmed up to the people to find acceptance as a friendly nation in our land. To ensure a peaceful atmosphere, a rule of law was established in our land. Such a rule was never established by way of military conquest or by a treaty terms of surrender. The Naga Sovereignty was never compromised. Tribute Pavment by Neighboring Kingdom: Sir Alexander Mackenzie, in his “History of the Relations of the Govt. with Hill Tribes of North Eastern Frontier Bengal”, in his own language wrote as; “In 1851, no fewer than 22 Naga raids were reported, in which 55 persons were killed, 10 wounded and 113 taken captives. From 1854-1865, there had been 19 Angami raids in which 232 British subjects had been killed, wounded and carried off.and these loss have occurred when a chain of outposts was in existence from Barapathar to Assaloo”. The Birth of Naga National Movement: During the First World War, the British Govt. recruited strong Labor troops from Indian sub-continent, 2,000 Nagas of Naga Hills were recruited, sent to France in 1917. Their exposure to the outside world made them realized that Nagas were one people, one nation and those who returned home joined the “Naga Club in 1918, which has further propelled the ongoing Naga national mo vement with a quest for nationhood with a common voice. Exclusion of Naga Inhabited Areas from India: When the Simon Comission, a Statutory Body, visited Kohima on 10. 01. 1929 to find out whether Nagas would like to join the NEW REFORMED SCHEME OF INDIA, The Naga Club submitted a Memorandum to the Commission in which they had made their legitimate stand very clear that Nagas were never subjugated by any foreign power, therefore, when the British left India, Nagas should be left alone. They told the Commission the fact that Nagas were not Indians and Nagaland was not a part of India and they shall not become part of the New India. Taking note, the Commission placed the Naga inhabited areas outside the ‘reformed scheme of India’ under the title the “Naga Excluded Area.The spirit of Naga nationalism had grown amongst all the tribes including the much larger free Naga areas and finally, the Naga Club consolidated the Naga people as a whole into a political organization called “Naga National Council” (NNC) on 20. 06. 1946. Naga Plebiscite in Favor of Naga Sovereignty: When the British Govt. had set the time to withdraw from India, the NNC declared the Naga Independence on 14th Aug, 1947 and cabled it to the Secy. Gen. of United Nations (UN). This was acknowledged by the UN and recorded in the files of both
the UN and NNC. It was the British Govt. who left the Indian sub-continent in panic hurry helplessly without any clear decision, direction and plan, which left the Nagas into the hands of another illegitimate foreign power, who took the advantage of the unjustified situation which became the genesis of all the Indo-Naga war for the last 76 years in twists and turns. The new Gol came in illegally and occupied the Naga areas, it was greatly resented and opposed. There was much unrest. As such, the NNC held a voluntary Plebiscite’ on 16th May, 1951 in Nagaland in which 99% of the Naga people voted in favor of Naga Sovereignty’ and made known to the world. Rejection of Indian Govt, its Election and Subsequent Reign of Terror: In 1952, the first General Election to the Indian Parliament was held and the Nagas completely rejected this encroachment. In 1953, Jawaharlal Nehru, the then first PM of India came to Kohima, Nagaland with his friend U Nuh, the first PM of Burma. Before they arrived, the then DC Kohima, Borkataki, announced that Nagas could listen to the PM but they would not be allowed to speak or submit memorandum. Naga leaders then shouted, “IF Nehru would not listen to us, what is the use of waiting for him, let us all leave”, and the whole crowd consisting of thousands began to move away. The administrators then shouted over microphone requesting the people to come back promising that Nehru would listen to them, but not a single soul turned back. Nehru, without going into the reason why they left, took it as an insult. As soon as he returned to Delhi, he sent the Indian Army into Nagaland who unleashed terrible violent crimes on the people including mass arrest, theft, rampant beating, rapes, tortures and killings etc. Nagas have lost thousands of precious lives; all the houses including granaries were burnt down
several times, beginning from 1953 and went on unabated for years. Federal Govt. of Nagaland (FGN) was Formed in 1956: Situation became intolerable, and young people took up abandoned II World War weapons and defending the unprotected children, women and people. During this time, NNC formed its Govt. called the Federal Govt of Nagaland (FGN), inaugurated on 22nd Mar.1956. The Naga Army was formed by NNC/ FGN and began to fight with the superior Indian military forces vigorously and spontaneously in self defense, with a policy of non- violence. The Indo-Naga war unknown to the world went on for many years. Words fail to describe in entirety of all the horrors of the crime and the atrocities committed. It was madness all around and the Nagas faced the worst kind of barbaric cruelty on defenceless women and children, in the hands of the despicable Indian army. Mr B.M.Mulik, Chief of Indian Intelligence, in his book “My Years With Nehru” on page 308 writes, “Troops moved into Tuensang by Oct.1955 and the war with the Nagas started from thence.” In their barbaric war they had massacred innocent people in so many villages. Formation of Naga Pe o p l e ’s C o nve n t i o n (NPC) and Statehood by Deception: In 1957, the second General Election in India was held again but the Nagas rejected. The nightmare of violent aggression by the Indian army continued, as such, few Naga voluntary leaders, seeing the untold sufferings of the children, women and common people, came together to diffuse the situation and held a meeting in 1957 and named their group as NPC. When peace was in the offing, the Gol promulgated the “Armed Forces (Special Powers) Act, of 1958”. This Act was passed to perpetuate army rule in Nagaland and the Act exists in force till date. In Oct. 1959, NPC selected a
Negotiating Body (NB) and entrusted them to contact the Gol and the NNC so as to find out a way to bring about a political settlement. Deceptive Trip to Delhi for Signing of 16 Point Agreement After a gap of 8 months, NPC President convened a meeting of NPC at Dimapur on 24th July, 1960 and to the utter shock of the members the President told them that the NB was no more required and said that they were on their way to Delhi to sign an agreement. Many members of the NPC stood up and said that NPC was playing the role of negotiator only and that they have no mandate to sign any agreement. Then the NPC President said that a Dakota airplane was waiting for them and took some of his members in a hurry and left for Delhi. The so called “16-Point Memorandum was signed in panic, itching for soft Ministerial chair, setting aside NNC/ FGN, for whom the settlement was proposed. The “16-Point Agreement” failed to stop bloodshed and Nagas lost so many lives again after this fake agreement which sabotaged the possibility of any political settlement. India’s Ploy to Prevent Nagas from Nationalistic Aspiration: After the surrender of the Revolutionary Govt. of Nagaland (RGN), in 1974 a regional non-congress party with the zeal of Naga nationalism came to power in Nagaland but the Congress party in Delhi resented it for fear that the Naga nationalistic patriotism could sprout further. Subsequently, President’s Rule was imposed in Nagaland without assigning to any reason on 20th May, 1975. Again on June 20, 1975, National Emergency was declared in India by PM Mrs Indira Gandhi. Immediately the Army worked out a “Joint Operation Program in collaboration with the State Govt. and started absolute ruthless army operation. NNC/FGN in many districts surrendered en masse, and the barbaric operation
finally came to Angami and Chakhesang areas. Having observed that it was out of question for the people of these areas to surrender, the Gol then imposed indefinite curfew with 3 degree torture depriving villagers of food, drink, sleep and toiled facilities and any suspect were either shot dead or meted out with barbaric physical violence. Shillong Accord was Signed Under Duress Under the circumstances stated above, the Church leaders came in and took some of the representatives of the Undergrounds (UGs) to Shillong and signed the infamous Shillong Accord under duress to give a relief to the immense distress faced by the people. With this surrender Accord, Indian army operation was stopped, curfew was relaxed and many political prisoners were released. The first and second clauses of the Accord were acceptance of Indian Constitution by the UGs and deposit of arms; the third clause was to let the UGs to formulate other issues for final settlement. For that purpose transit camps were established to enable the, UGs to stay to formulate other issues for final settlement. Ko h i m a Tr a n s i t Camp is Occupied by Adino’s Group of NNC/ FGN: Shillong Accord was signed by the UGs without official sanction. Although NNC/FGN’s name was not implicated in the Accord, yet the Kohima transit camp was occupied by some few of the NNC/ FGN leaders. Even after 46 years, these NNC/FGN leaders did not take up any step to formulate other issues. While the Shillong Accord was already rejected by the people, their continued stay at the camp till date has kept the Accord alive and brought many misunderstandings. (To be concluded) Gen. NEW DELHI, OCT 21 (AGENCIES): A man accused in the 2017 murder of journalist Gauri Lankesh will face tougher charges of organised crime, the Supreme Court ruled today, cancelling a Karnataka High Court order. Charges against accused Mohan Nayak under the Karnataka Control of Organised Crimes Act (KCOCA) were dropped by the High Court in April, after which Gauri Lankesh’s sister Kavita Lankesh had approached the Supreme Court. Gauri Lankesh was shot dead on the night of September 5, 2017, from close range near her house in Rajarajeshwari Nagar in Bengaluru. Kavita Lankesh, a filmmaker, had said in her petition before the Supreme Court that Mohan Nayak, according to a special investigation team (SIT) probe, is part of a ‘syndicate’ responsible for multiple instances
of organised crime, including the murder of her sister and other activists, Narendra Dabholkar and Govind Pansare. According to Kavitha Lankesh’s petition, Nayak is also a close associate of Amol Kale and Rajesh Bangera, both of who are the chief accused in the case. The plea mentions that as defined by the KCOCA, Nayak was involved in “continuous unlawful activity” by providing shelter to the key accused individuals before and after the crime. Lankesh’s counsel also referred to the role of the accused, as noted in the high court order, and said that he had allegedly taken a house on rent in the guise of running an acupressure clinic but it was meant to accommodate members of the syndicate. The high court had struck down the August 14, 2018 order of the police authority granting approval to invoke KCOCA for investigation against Nayak. On September 21, the Supreme Court had reserved its decision on the petition challenging the order of the High Court. The 3-member SC bench that set aside the high court order comprised of Justices A. M. Khanwilkar, Dinesh Maheshwari, and C. T. Ravikumar.

NEW DELHI, OCT 21 (PTI): The Union Cabinet on Thursday approved PM GatiShakti National Master Plan, including implementation, monitoring and support mechanism, for providing multi-modal connectivity. Prime Minister Narendra Modi, on October 13, had launched a Rs 100 lakh crore national master plan for multi-modal connectivity to develop infrastructure to reduce logistic costs and boost the economy. It targets to cut logistic costs, increase cargo handling capacity and reduce the turnaround time. An Empowered Group of Secretaries (EGoS) headed by the Cabinet Secretary and secretaries of 18 ministries as members, among others, will be set up. Briefing the media regarding the decision, Union Minister Anurag Thakur said a Multimodal Network Planning Group (NPG) will be constituted with representation from the heads of the Network Planning Division from various ministries and departments. The NPG will be supported by a technical support unit (TSU) located in the Logistics Division of the Ministry of Commerce and Industry.
Barricades put up by Delhi police: BKU after SC order
The BKU, whose supporters and office-bearers led by Rakesh Tikait are camping on the Delhi-Uttar Pradesh border in Ghazipur since November 2020, on Thursday said the barriers at the protest site have been put by the Delhi police and not farmers. The influential farmers’ outfit, Bhartiya Kisan Union, which is part of the Samyukt Kisan Morcha
(SKM), also trashed reports of vacating the Ghazipur border that emerged in the wake of a Supreme Court observation counselling farmers to lift their blockade from roads. “Farmers have the right to protest but they cannot keep roads blocked indefinitely. You may have a right to agitate in any manner but roads should not be blocked like this. People have the right to go on roads but it cannot be blocked,” an apex court bench of justices S K Kaul and M M Sundresh said. The bench made the observation while hearing a public interest lawsuit by a Noida resident Monicca Agarwal complaining of delays in daily commute due to the protesting farmers blocking roads. The court has asked farmer unions to respond to the PIL within three weeks. Hundreds of farmers are encamping on the Delhi borders at Singhu, Tikri and Ghazipur since November 2020, demanding the repeal of three farm laws and a legal guarantee to retain minimum support price for crops.
Absconder or proclaimed offender not entitled to anticipatory bail: SC NEW DELHI, OCT 21 (PTI): An accused who has been declared an absconder or proclaimed offender is not entitled to anticipatory bail, the Supreme Court said Thursday while setting aside an order of Patna High Court in a cheating case. A bench of Justices M R Shah and A S Bopanna said the high court has committed an error in granting anticipatory bail to the accused ignoring the proceedings under Sections 82 and 83 of Criminal Procedure Code (CrPC). Under section 82 of CrPC, a court can publish a proclamation requiring the accused to appear if the warrant issued against him cannot be executed. According to section 83 of CrPC, after issuing such a proclamation, the court may also order attachment of the proclaimed offender’s properties.
“It is observed and held by this court that if anyone is declared as an absconder/proclaimed offender in terms of section 82 of CrPC, he is not entitled to relief of anticipatory bail,” the bench said. The apex court said that even the observations made by the High Court while granting the anticipatory bail to the accused that the nature of accusation is arising out of a business transaction and therefore the accused is entitled to the anticipatory bail are concerned, the same cannot be accepted. “Even in the case of a business transaction also there may be offences under the IPC more particularly sections 406 (criminal breach of trust), 420 (cheating), 467 (Forgery of valuable security, will), 468 and 470 ( Forged document or electronic record). What is required to be considered is the nature of the allega-
tion and the accusation and not that the nature of accusation is arising out of a business transaction,” the bench said. The top court said it is to be noted that the accused has been chargesheeted for the offences punishable under sections 406 and 420, etc. and a charge sheet has been filed in the court of Magistrate Court. Talking to reporters at the Jollygrant airport here after returning from the survey of affected areas in Kumaon region, Shah said that alertness of the central and state government agencies had helped contain the damage. Relief and rescue operations continued in the worst-hit Kumaon region amid efforts to restore connectivity and evacuate people from vulnerable areas. Earlier, Chief Minister Pushkar Singh Dhami said three days of incessant rains in the state have caused damages worth Rs 7,000 crore. The Union minister did not announce any immediate relief package for Uttarakhand due to the devastation caused by incessant rains, saying a detailed estimate of the losses needs to be prepared first. He said that an amount of Rs 250 crore was sent to the state nearly a month ago considering its vulnerability to natural disasters and it can take care of the relief and rescue measures currently underway.
BENGALURU, OCT 21 (PTI): The Congress in Karnataka on Thursday accused the ruling BJP of distributing Rs 2,000 per vote in the bypoll bound Sindagi and Hangal assembly segments, fearing defeat. Chief Minister Basavaraj Bommai, rejecting the allegation, accused the Congress of having indulged in such activities, and claimed that love and trust of the people was BJP’s strength. “As far as I know, a lot of money is being spent, the information that has spread there (constituencies) is that Rs 2,000 is being paid per vote,” Siddaramaiah said. Speaking to reporters here, he said, “on what basis will they (BJP) seek vote? other than money there is nothing for them, they can’t show any achievement. They could not manage Corona effectively, did not give proper compensation to those dead, the number of deaths itself is lies. In fact they indulged in cor-
ruption in Corona related purchases.” State Congress President D K Shivakumar too alleged that BJP was distributing Rs 2,000 per vote. “It seems that the Chief Minister has got the intelligence report that they (BJP) will lose in both constituencies, so he has sent all the Ministers with bags of money and the money is getting distributed from the neighbouring constituency,” he said addressing the election campaign in Hangal. Muttaqi welcomed the Pakistani delegation at the Kabul International Airport. “The talks between the two sides will cover the entire spectrum of bilateral relations and focus on ways and means to deepen cooperation in diverse areas,” the Foreign Office said. The Foreign Minister will also share Pakistan’s perspective on issues of regional peace and stability, it said.

‘Gravely troubled’ by attacks on Hindus in Bangladesh, says USCIRF
WASHINGTON, OCT 21 (PTI): A US commission on religious freedom has said that it is “gravely troubled” over the recent wave of violence against the minority Hindu community in Bangladesh and urged the government of Prime Minister Sheikh Hasina to launch a crackdown on extremist elements that fan anti-Hindu sentiments. Attacks on Hindu temples have intensified in Bangladesh since last Wednesday after an alleged blasphemous post surfaced on social media during the Durga Puja celebrations. On late Sunday night, a mob damaged 66 houses and set on fire at least 20 homes of Hindus in Bangladesh. Condemning the attack, US Commission on International Religious Freedom (USCIRF) Chair Nadine Maenza said: “the USCIRF is gravely troubled about the recent wave of violence against Hindus that has erupted in Bangladesh”. “We applaud Prime Minister Sheikh Hasina’s response to the heinous

crimes by sending paramilitary forces to contain violence. The USCIRF is especially disturbed by the widespread attacks and desecration of Hindu places of worship, said its Commissioner Anurima Bhargava. “The communal violence has left hundreds injured and a few reportedly killed. USCIRF urges the Bangladeshi government to safeguard the rights and security of Hindus and all religious communities in the country and hold the perpetrators of these gruesome attacks responsible,” she said.
According to an official account in Bangladesh, at least five people were killed in the recent communal clashes in the countr y. Unconfirmed reports suggest the casualty figures to be as high as seven. The police said over 450 suspected temple attackers were arrested so far in different parts of the country and a manhunt was underway to track down more since Wednesday. On Tuesday, Prime Minister Hasina instructed her home minister to initiate immediate action against those who incited violence using religion as she asked the people not to trust anything on social media without factchecking. Hindus make up some 10 per cent of the Muslim-majority Bangladesh’s 169 million population. There have been reports of violence against Hindus in the country over the years. The violence included vandalism of and setting fire to houses, shops and businesses of the Hindu community, rapes and sexual assaults.

According to Bruce Aylward, senior leader at the WHO, this means the Covid crisis could “easily drag on deep into 2022”, the BBC reported. Aylward appealed to wealthy countries to give up their places in the queue for vaccines in order that pharmaceutical companies can prioritise the lowest-income countries instead. He said that wealthy countries needed to “stocktake” where they were with their donation commitments made at summits such as the G7 meeting in St. Ives earlier this year. “I can tell you we’re
not on track. We really need to speed it up or you know what? This pandemic is going to go on for a year longer than it needs to,” he said. Just one in seven of the doses promised by pharmaceutical companies and wealthy countries are actually reaching their destinations in poorer countries, suggest new figures from The People’s Vaccine -- an alliance of charities, the report said. The vast majority of Covid vaccines have been given in high-income or upper middle-income countries. Africa accounts for just 2.6 per cent of doses administered globally. The group of charities, which includes Oxfam and UNAIDS, also criticised Canada and the UK for procuring vaccines for their
own populations via COVAX, the UN-backed global programme to distribute vaccines fairly, the report said. COVAX was initiated so that all countries would be able to acquire vaccines from its pool, including wealthy ones, but most G7 countries decided to hold back once they started making their own one-to-one deals with pharmaceutical companies. Canada and the UK were technically entitled to get vaccines via this route having paid into the Covax mechanism, but it was still “morally indefensible” given that they had both obtained millions of doses through their own bilateral agreements, Oxfam’s Global Health Adviser, Rohit Malpani, was quoted as saying. “They should not have been acquiring these doses from Covax,” he said. “It’s nothing better than doubledipping and means that poorer countries which are already at the back of the queue, will end up waiting longer.”
KATHMANDU, OCT 21 (PTI): The death toll from flooding and landslides triggered by heavy rains in Nepal climbed to 104 on Thursday after 16 more fatalities were reported from various parts of the country, officials said. Forty-one people have gone missing and the same have been injured in the incidents so far, according to the latest data published by the ministry’s Disaster Management Division. According to a Home Ministry statement, the highest number of fatalities, 62 were reported from Province No. 1, followed by Sudur Paschim Province with 31 fatalities and Karnali Province with seven fatalities. At least 104 people lost their lives in the recent incidents of flood, landslides and inundation that hit different parts of the country, following incessant rains over the past three days, health ministry officials said. Three persons were killed in Lumbini province
and one in Bagmati province. In Province 1, where the death toll has reached 62, 20 have been injured and 13 have gone missing. Of the total 62 fatalities, 14 were reported in Ilam, 26 in Panchthar, seven in Dhankuta, eight in Sunsari, two in Udayapur, and one each in Morang, Solukhumbu and Bhojpur. In Sudur Paschim where a total of 31 deaths were reported, 16 cases were reported in Doti, eight in Bajhang, four in Baitadi, two in Dadeldhura and one in Kailali. In Karnali Province, where seven deaths were reported, six from Humla and one from Kalikot. In Lumbini where three deaths were reported, two from Pyuthan and one from Kapilvastu. Similarly, the Sindhuli district of Bagmati Province reported a single fatality in the disaster. The natural disaster hit 20 districts of Nepal. However, weather conditions have started improving from Thursday, the officials said.

NEW DELHI, OCT 21 (IANS): Spanish police on October 17, detained a Dutch gang of cocaine smugglers, mostly of Turkish descent, as they were smuggling cocaine from Latin American countries to Europe by sailboats. Spanish police carried out an operation on the sailboat ‘Goldwasser’ off the coast of the Costa del Sol. The police initially found 2.5 tons of cocaine on the sailboat, but after the boat was towed to Vigo in northwestern Spain, a further 500 kg of cocaine were found. The seized three tons of cocaine makes the operation one of the largest drug busts for the Spanish police.
The police also conducted simultaneous operations in the gang members’ houses, where they seized weapons and approximately 35,000 euros in cash. As part of the operation, at least five people have been detained, including the gang’s 60-year-old leader. The Dutch citizens were of Turkish descent and that among the gang members is also a Swede as well as US citizens and Latin Americans. Turkey has ranked 12th in the Global Organised Crime Index 2021, which was published on September 28, 2021 by the Global Initiative Against Organised Crime. Turkey’s criminality score was 6.89 out of 10, higher than any
other country in Europe as well as in Asia, except for Iran (7.10), Afghanistan (7.08) and Iraq (7.05). The index examines crime in countries and regions in the categories of “criminality”, “criminal market”, “criminal actors” and “resilience” and their sub-categories. With 6.4 points, Turkey ranks 13th worldwide in the criminal market category. As for sub-categories, it scored 7.0 in human trafficking, 9.0 in human smuggling, 4.0 in flora crimes and 3.0 in fauna crimes. Turkey tops the human smuggling ranking while sharing the first place with Democratic Congo and Iraq in the arms trafficking ranking. In the criminal actors index, Turkey scored 7.38 and ranks 12th. It scored 8.0 in the sub-category of “mafia-style groups”, 7.5 in “criminal networks”, 9.0 in “state-embedded criminal actors” and 5.0 in “foreign actors”. In the state-embedded actors category, Turkey is second only to Syria, which scored 10 out of 10. Democratic Congo, South Sudan and Afghanistan also scored 9.0 in this category.

The Chinese mouthpiece said this is the latest attempt by US conservative lawmakers to interrupt the potential recovery of China-US ties and interfere in peaceful solutions between China and other countries on territorial disputes. According to his personal website, US Republican Senator Marco Rubio said he and Democratic Senator Ben Cardin applauded the Senate Committee on Foreign Relations’ passage of their bipartisan South China Sea and East China Sea Sanctions Act. According to the website of the US Congress, the bill requires the president to “impose property-blocking and visa-denial sanctions on Chinese persons and entities that contribute to development projects” in parts of the South China Sea or East China Sea areas where China has disputes with regional countries. The bill prohibits US entities from investing in or insuring projects involving sanctioned entities in either sea. “The President must also impose prohibitions and restrictions on correspondent and payablethrough accounts related to sanctioned entities. The Department of State must periodically report to Congress identifying countries that recognize China’s claims to the contested territories. Certain types of foreign aid may not be provided to such countries,” the bill said.

M A D R I D, O C T 2 1 (IANS): The eruption of the Cumbre Vieja volcano on the island of La Palma, Spain, has now continued for over a month, with experts warning that it is likely spew lava in the “short and medium term”. Over 7,000 people from a total population of 85,000 have been evacuated from their homes since the beginning of the eruption on September 19, after a “swarm” of earthquakes affected La Palma in the Canary Island archipelago, reports Xinhua news agency. During its ongoing er uption, the volcano ejected 80 million cubic
metres of lava covering over 800 hectares of land on the island that has a surface area of just 708.32 square km. On its route to the coast, the lava has split into four different channels and has destroyed almost 300 hectares of agricultural land, including 52 hectares of vineyards and 128 dedicated to banana plantations -- the island’s main crop. Almost 2,000 buildings have been destroyed. One of the flows has reached the sea and created around 40 hectares of new land while a second flow is expected to reach the ocean “in a matter of
hours”. “We are doing everything that is humanly possible, almost the impossible, to limit the damage,” Angel Victor Torres, the Canary Islands regional president, said on Wednesday night as lava moved through the municipality of La Laguna. Meanwhile the island continues to be shaken by constant earthquakes of which over 35,000 have been measured since the start of the event, with the strongest measuring 4.8 on the Richter Scale. An unprecedented drone operation was carried out on Wednesday to rescue stranded dogs.

xposure to deep space radiation could have a big impact on the brain, according to a study on mice. In the study led by University of California, San Francisco, male mice exposed to simulated galactic cosmic radiation (GCR) -- high-energy radiation in space more commonly known as deep space radiation -- experienced impaired spatial learning, Space. com reported Spatial learning in mice is similar to declarative memory in humans, or the ability to remember what happens day-to-day. “There is ample evidence now from our lab and other labs showing that deep space radiation affects the central nervous
system. So we do need to study this stressor, (and) there are many questions still to answer,” Susanna Rosi, a researcher at the varsity was quoted as saying. Further, the team observed the mice over several weeks after five months of being irradiated to see how they behaved. The mice were tasked with finding a hidden platform in water using navigational cues. When compared to control subjects, the male mice exposed to radiation had, on average, more errors in trying to find the platform, showing impairment in their spatial learning. However, the female mice did not show these effects. The findings are published in the journal Science Advances.
“We have previously shown in a study published in 2018 that using a different but similar dosing regimen, female mice were protected from the effects of space radiation,” Rosi said. “Male mice showed activated innate immune system in the brain while female (mice) did not. We believe that these sex differences are due to the way that the innate immune system microglia respond (in male mice) or don’t respond (in female mice) to radiation.” The team also evaluated the mice’s behaviour and indicators of anxiety, sociability and social memory but observed no changes, the report said. ech giant Facebook will start demoting all Groups content from people who have violated its policies elsewhere across the platform. The move is supposed to limit rule-breakers from reaching other people in a community, and it builds on existing policies that prevent them from posting, commenting, or inviting others, reports The Verge. eople with advanced liver scarring caused by obesity, diabetes and related disorders are dying of liver disease, finds a study. The study by Virginia Commonwealth University followed more than 1,700 patients for a median of four years, including some for as many as 10 years, to assess their outcomes. The team found that patients with advanced fibrosis are more likely to die, especially after gastrointestinal haemorrhaging or fluid accumulation in the abdomen and progressive deterioration of brain function due to the liver disease. The results, published in the New England Journal of Medicine, confirmed that people who have very scarred livers are the most at risk for death. “This is the first clear
picture of the true rates of outcomes in those with (non-alcoholic fatty liver disease),” said Arun Sanyal, a liver disease s p e cialist at VCU Health. “A n d t h e study provides teeth to the recent American Diabetes Association guidelines to start screening for liver disease to make the screening more mainstream,” he added. Many people believe that only excess alcohol consumption causes liver diseases. However, a quarter of adults worldwide have non-alcoholic fatty liver disease, a condition where excess fat is stored in the liver and is more closely linked to obesity and diabetes than alcohol consumption. Ronaldo, the competition’s all-time leading scorer scored the winner and completed another Manchester United turnaround on Wednesday night, Atalanta were irresistible for the first 45 minutes as Mario Pašalic and Merih Demiral opened up a 2-0 lead, but there was no stopping United after the break. FIFA says 57 more refugees evacuated from Afghanistan ZÜRICH, OCT 21 (AGENCIES): The evacuation of a second group of 57 refugees from Afghanistan linked to women’s soccer and basketball, comprising mainly women and children, has been completed after negotiations, world soccer’s governing body FIFA said on Friday. There have been numerous evacuations since the Taliban seized control of Afghanistan’s capital Kabul on Aug. 15 and announced a new government last month after U.S.led foreign forces withdrew and the Western-backed government collapsed. Last week FIFA said it had worked with the Qatari government to evacuate almost 100 football players and their families from Afghanistan. The 57 individuals in the second group were also flown to Qatar on a charter flight. VERSAILLES (FRANCE), OCT 21 (IANS): The trial in France football’s famous sex tape and blackmail case has started with Real Madrid striker Karim Benzema accused of complicity in the attempt to blackmail former teammate Mathieu Valbuena. Though Benzema has denied his involvement in the case in which some people tried to blackmail Valbuena after finding some sexually explicit video on his mobile phone, he is charged with intervening on behalf of the main accused. Benzema, who lost his place in the France national team along with Valbuena when the scandal broke out in 2015. The trial started on Tuesday, the day Benzema was in Ukraine playing for Real Madrid against Shatkar Donetsk at Kyiv. Benzema is on trial with four other men accused of trying to blackmail Valbuena, who told the court on Wednesday that football was his life and it would have been ruined if the video On Wednesday, Valbuena told his side of the story about the scandal that started when asked a man in Marseille, Axel Angot, to transfer the content of his mobile phone to another device. Angot found sexually explicit material on the phone, and he and another defendant in the trial, Mustapha Zouaoui, are then accused of trying to blackmail

AL AMERAT, OCT 21 (PTI/IANS): An impressive Scotland cr ushed Oman by eight wickets to register their third consecutive win in the first round and qualify for the T20 World Cup Super 12 stage by topping Group B here on Thursday. Scotland, who had stunned Bangladesh by six runs before beating Papua New Guinea by 17 runs in their previous matches, remained unbeaten and finished their group encounter with six points. Besides Scotland, Bangladesh also qualified for the Super 12s from the group by finishing second with four points. Hosts Oman and PNG are out of the tournament. Scotland are now placed alongside India, Pakistan, New Zealand, Afghanistan and an yet-tobe decided second-placed team from Group A in Group 2 of the Super 12s. World number one Djokovic, who is level with Roger Federer and Rafa Nadal on 20 Grand Slam titles, has declined to reveal his vaccination status, and said he is unsure if he will defend his Australian Open crown. Clarifying Australia’s visa requirements, Minister for Immigration Alex Hawke said foreign players would need to have had two
vaccination shots to play the Grand Slam at Melbourne Park in January. “You’ll need to be double vaccinated to visit Australia. That’s a universal application, not just to tennis players. I mean that every visitor to Australia will need to be double vaccinated,” Hawke told Australian Broadcasting Corporation radio. “I don’t have a message to Novak. I have a message to everybody that wishes to visit Australia. The official Barcelona website confirmed late on Wednesday night that the youngster, who has just returned after almost a year out with a knee injury, will put pen to paper on Thursday. The agreement comes just days after Barca also assured the future of 18-yearold midfielder Pedri, who signed a contract until June 2026, and just like Pedri, Fati will have a 1 billion euro release clause in his new
deal. Fati made his Barca debut in 2019 at just 16, and made 33 appearances in his first season, scoring eight goals and earning a call up to the Spain national team, before his injury limited him last season, reports Xinhua. NEW DELHI, OCT 21 (PTI): Football risks losing its global appeal in the face of myriad challenges posed by a technology-driven and changing world, FIFA president Gianni Infantino has warned. To retain its hold over billions of fans, the world sport, or the spectator’s sport, must embrace new ideas and innovations going forward, one of which appears to be the contentious proposal to organise the men’s and women’s World Cups biennially. Infantino made it clear that his organisation -- a behemoth in the world of sports -- is not solely guided by revenue. After attending the FIFA Council meeting on Wednesday, Infantino spoke on a range of issues including the game’s socio-economic impact across the world, and how the body has become more

inclusive now. “We must take responsibility to ensure that our children and their children will continue to fall in love with our game. Football is risking to lose its appeal and that is why this process of giving everyone the possibility to express themselves is so important for us,” Infantino said after the FIFA Council in a virtual press conference. “We are here to guide football, sort the international match calendar disbalance between national team games and club games which has changed a lot in last couple of decades. “We are looking for a common viewpoint from
everybody. We must rethink the way in which global football is structured. We have to organise more meaningful tournaments for fans without adding financial motivation but sporting motivation... we are speaking about football, not about revenues.” The FIFA boss though admitted that revenue, side by side, is equally important for the game’s sustenance. Following a request by FIFA’s member associations to carry out a feasibility study to explore the possible impact of holding the World Cup every two years instead of four, the apex
body has been engaged in extensive consultation process with all stakeholders. Among other things, the consultation process has focused on addressing international match calendar issues for both women’s and men’s football, coming out with proposals for youth tournaments, besides issues concerning players’ health and well-being. “We are going to change things completely only if it’s beneficial to everybody and if that is the case, than I don’t see why it should be a problem,” Infantino said. “(Through) the feasibility study (that) we have started this time we wanted to reverse the process, starting with the football side and not finance. 166 associations have voted in favour of having the feasibility study including the Europeans (who have raised strong objections to the biennial World Cup proposal).” The FIFA chief added, “We would go ahead only if everyone is better off.” On the issues facing the sport, Infantino is hope-
ful of reaching a “global consensus”. To discuss the future of the sport and the challenges facing it, a global summit has been scheduled on December 20. There is a possibility of FIFA issuing an update on its World Cup proposals during that summit. “We are not only thinking economically but also sportingly. I think there is chance to come to a global consensus. This is my objective, my task. It’s not always easy to be president of FIFA, especially in this particular context. “It’s not only dependent on FIFA president, we all have responsibility in trying to make the game better all over the world. Let’s not forget every sport organisation in the past have taken their opportunity to develop their competitions and everyone have added 100s of game. “It was not done when it should have been,” Infantino said, referring to the previous dispensation headed by Sepp Blatter, who is serving a suspension for multiple breaches of FIFA’s ethics code.
