Sarma, Rio hold talks with NSCN (I-M) SARMA SAYS SHAH KEEN FOR EARLY NAGA POLITICAL SOLUTION

DIMAPUR, SEP 21 (NPN): Signalling urgency in getting all stakeholders on board for early agreement to the Naga political issue, Assam chief minister and NEDA convenor Himanta Biswa Sarma and Nagaland chief minister Neiphiu Rio held a closed-door meeting with the NSCN (I-M) leadership headed by ato kilonser and chief negotiator Th. Muivah at Police complex, Chümoukedima Tuesday. Media persons were not allowed inside the police guest house where the closed-door meeting went on for nearly over an hour. Later after the meeting, Rio and Sarma headed straight for Niathu Resort where they held another closed-door meeting with A.K. Mishra, former special director of the Intelligence Bureau, who was detailed by the Centre to reconnect NSCN (I-M). Talking to media persons at Niathu Resort, Rio described the meeting with the NSCN (I-M) as “very positive”. Rio said his Assam counterpart Sarma, conveyed to the NSCN (I-

With talks now on the right track with "full of positivity", Rio said it was decided during the meeting to shift the talks to Delhi. On Mishra being assigned to get NSCN (I-M) back on track, Rio said that the Centre had responded to Th. Muivah’s letter, dated February 2020 and June 2021, to Prime Minister Narendra Modi and accordingly Mishra was authorized to resume the talks.

In the reply to Muivah, written by the union home secretary, Rio said it was mentioned that Prime Minister Modi conveyed his seriousness in resolving the Naga political issue so that peace, economic activities and development can take place in Nagaland. It may be recalled that, in his eight-paged letter dated February 25, 2020 and against the backdrop of deadlock in signing a final agreement with the government of India, Muivah had demanded that the talks resume at the highest level, i.e. Prime Minister level; without pre-condition;

Further, in the letter Muivah stated that “if our stay in India is no more welcome, all necessary arrangement must be made for us to leave India and the political talks be resumed in a third country”. Muivah’s letter also has significance in the light of the contentious issue of Naga flag and constitution, which NSCN (I-M) insisted, should be part of the agreement. No further details were made known about what was discussed at the meeting between the two CMs and NSCN (I-M). The meeting comes a day after Sarma’s purported deliberations with Union Home Minister Amit Shah in Delhi on Monday night. DIMAPUR, SEP 21 (NPN): In yet another setback to road developmental works, the Land Owners Coordination Committee (LOCC) Chumukedima sector (17.94km) Dimapur district has announced “no compensation, no road” on the ongoing construction of two-lane PerenDimapur section on NH-129 A. In a representation addressed to the deputy commissioner (DC) Dimapur, the committee’s convener, Thepfülhouto Shüya, said that the affected land owners (Chumukedima sector) would impose “no compensation, no road” till the compensation was released. LOCC alleged that majority of the land owners,

whose land fell within Dimapur district, have been affected by the construction of twolane Peren-Dimapur section on NH-129 A by National Highways and Infrastructure Development Corporation Limited (NHIDCL), Ministry of Road Transport and Highways (MoRTH). Land Owners Coordination Committee alleged that NHIDCL had “forcibly” taken the possession of their land without initiating any move to acquire, resolve or settle the compensation, rehabilitation and re-settlement issues with them. It claimed that MoRTH had already sanctioned the amount for the construction of the said road, but the affected landowners were yet to receive the compensation. The committee has ap-

pealed to the district administration to initiate steps by directing NHIDCL to immediately initiate steps for acquisition of the land required for the construction and pay fair compensation to the affected landowners. LOCC said that NHIDCL had “no legal authority to claim or develop the land without following the due process of law.” The committee also demanded that NHIDCL be restrained from interfering with the landowners’ right to and/or enjoyment of their land till acquisition, compensation, rehabilitation and /or re-settlement issues were settled. KOHIMA, SEP 21 (NPN): Following the visit of Union minister of state for petroleum & natural gas and labour & employment Rameswar Teli to Nagaland, a meeting on oil exploration in the State was expected to restart at bureaucratic level. Confirming this to Nagaland Post, planning &coordination, land revenue and parliamentary affairs minister Neiba Kronu, who attended a meeting with Teli and his team of officials at Naithu Resort, Dimapur on Tuesday, said the meeting was positive. State minister Kashiho Sangtam too was present at the meeting. He acknowledged that oil exploration could not be taken up in the State for quite some time, and said the meeting proposed resolving the issue soon.

Mughavi said in response, Kakheto threatened the member with dire consequence over phone on September 18 and also warned he would personally ask Niki to take stern action against him (Mughavi).

Kronu said the State government made its stand clear that if oil exploration had to take place, it should be based on the Nagaland Petroleum and Natural Gas Rules, 2012 and should take into consideration the special provision of Article 371 (A). He said the regulation mentions about share of royalty and royalty sharing in disputed area, where were pointed out to the participants of the meeting. According to Kronu, the Teli acknowledged the land peculiarity of the State and expressed confidence that a breakthrough would be achieved on exploration of oil in the State. He said Oil and Natural Gas Corporation (ONGC) representatives, who too were present at the meeting, acknowledged the land ownership system in the State.

Mentioning that the meeting brought the stakeholders together, he said an Oil India Ltd representative had given power point presentation on exploration and production activities. The meeting, which reportedly went on for almost three hours, was also attended by top bureaucrats of the State government led by chief secretary J Alam. Amar Nath, additional secretary (exploration) in the Ministry of petroleum &natural gas, who accompanied Teli, also attended the meeting. In his tweet, Teli said that the Centre was “committed to all round development of Nagaland and will take all possible measures for progress and prosperity.” Teli also met chief minister Neiphiu Rio and discussed several issues. Rio also took to twitter and said that he was happy to highlight certain points of concerns, Rio was hopeful that the outcome of the meeting would be fruitful. In another tweet, minister for soil & water conservation and geology & mining V. Kashiho Sangtam said: “We had a thorough consultative meeting for future exploration of resources, we hope & pray that this meeting will pave way to a prosperous Nagaland.”

Heroin worth `20k cr seized in Gujarat AHMEDABAD, SEP 21 (AGENCIES): Directorate of Revenue Intelligence (DRI), acting on an intelligence input, has seized nearly 3,000 kg of heroin from Afghanistan at the Mundra Port, located in coastal Gujarat’s Kutch district. DRI sources told CNN News 18 that the two consignments of heroin, a banned narcotic substance, were seized on September 15. An initial investigation estimated its street value at Rs 3,500 crore. Six days later, it was found to be worth around Rs 20,000 crore, they said. The containers loaded with Afghan heroin were shipped from Bandar Abbas Port in Iran, and were reportedly imported by a

Vijayawada-based entity-Aashi Trading Company, the agency said in a statement. One of the seized containers was loaded with 1,999.58 kg of heroin, and another contained 988.64 kg, it added.

DIMAPUR: Anguished over the poor state of Primary Health Centre (PHC) Amahator, Health Centre Management Committee (HCMC) of PHC Amahator has asked the department of Health and Family (H&FW) to improve the PHC health facilities. In a press release, HCMC Amahator chairman Khariba Sangtam said the committee held a meeting Tuesday at Amahator Town to discuss the poor state of the PHC, which was in a dilapidated situation. HCMC said the building structure of PHC was on the “verge of collapse” and that only one Auxiliary Nurse and Midwifery (ANM) was functioning the PHC. In this regard, the committee has demanded staff nurse (General Nurse and Midwifery), laboratory technician, pharmacist and a new PHC building. The meeting was attended by village council chairmen, village health committee, PHC staff and GBs from six villages.

NE COVID-19 UPDATE Arunachal logs 56 COVID cases ITANAGAR, SEP 21 (PTI): Arunachal Pradesh’s COVID-19 tally rose to 54,126 on Tuesday as 56 more people tested positive for the infection, while the death of a 101-year-old person in Tirap district pushed the northeastern state’s coronavirus toll to 272, a senior health official said. Arunachal Pradesh now has 410 active cases, while 53,444 people have recovered from the disease thus far, including 67 in the last 24 hours, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The recovery rate marginally improved to 98.74 per cent from 98.71 per cent on the previous day. The state has tested over 11.19 lakh samples for COVID-19 to date, including 4,162 on Monday, Jampa said, adding that the positivity rate stood at 1.34 per cent. Over 10.91 lakh people have been vaccinated so far, State Immunisation Officer Dr Dimong Padung said. Meanwhile, the Rama Krishna Mission School (RKMS) at Narrottam Nagar in Tirap district’s Deomali has been declared a containment zone after 22 students and staffers of the institution tested positive for the infection. Entry or exit of any person, barring those engaged in emergency services, to and from the containment zone has been prohibited for a period of 10 days or unit further orders, a notification issued by Deomali Additional Deputy Commissioner in-charge Akan Regon said.

Sikkim logs 43 new Covid cases

GANGTOK, SEP 21 (PTI): Sikkim on Tuesday reported 43 new COVID-19 cases, 27 more than the previous day, with the tally increasing to 31,014, according to a health department bulletin. East Sikkim registered 29 new cases, followed by eight in West Sikkim, five in South Sikkim and one in North Sikkim. The death toll remained at 380 as no new fatality due to the infection was reported in the last 24 hours, the bulletin said. The Himalayan state now has 627 active cases, while 29,700 people have recovered from the disease. At least 307 patients have migrated out. East Sikkim has logged the highest number of COVID-19 cases thus far at 17,197, followed by South Sikkim at 6,906, West Sikkim at 5,951 and North Sikkim at 653. Over 2.44 lakh samples have been tested in the state till date, including 508 since Monday. The positivity rate stands at 8.4 per cent, and the recovery ratio at 96.7 per cent, the bulletin said. Sikkim has administered the first dose of COVID-19 vaccine to 99.94 per cent of its population, while 60.35 per cent of eligible persons have received both the jabs, it added.

DIPHU/GUWAHATI, SEP 21 (PTI): Two persons were on Tuesday arrested in Assam’s Karbi Anglong district with a consignment of 1.5 kg heroin, estimated to be worth nearly Rs 8 crore in the international market, a day after another batch of 412 gm of the same drug was confiscated in the area, a police officer said. A couple from Nagaland, Besii Mao and Kaiha Mao, was apparently delivering the contraband from Manipur to Guwahati, the officer said. Acting on a tip-off, the police launched an operation at Khatkati in Bokajan police station area and got hold of the contraband hidden in 80 soap boxes, Sub-Divisional Police Officer John Das told reporters. The couple, who was travelling with an infant, was taken into custody, he stated. Taking to Twitter, Chief Minister Himanta Biswa Sarma congratulated the Assam Police for back-to-back drug haul in the state.

In the plea, filed through advocate Prashant Patil, Kundra claimed there was not even an iota of evidence till date with the prosecution that would connect the app ‘Hotshots’, used in the alleged porn films racket, with an offence under law. As per the probe agency, the ‘Hotshots’ app was being used by accused persons for uploading and streaming obscene content. The businessman claimed there was no evidence of him being “actively” involved in creation

of alleged questionable porn content. Kundra alleged he was falsely implicated, was not even named in the FIR and was dragged by the respondent (police) in the case. The businessman claimed in the plea that he is being made a “scapegoat” for reasons best known to investigators. There is not a single allegation in the entire supplementary charge-sheet against Kundra, Patil submitted before the court. Contents of the complaint in the case do not disclose any prima facie offence against Kundra, he said. The public prosecutor opposed Kundra’s application, saying just because the charge-sheet has been filed, it does not imply bail is to be granted to the accused.

NEW DELHI, SEP 21 (AGENCIES): India on Tuesday warned of reciprocal action against UK government’s “discriminatory” move not to ease travel restrictions for Indians who have been fully vaccinated with Covishield. According to new rules announced by the United Kingdom, Indian travellers who have received both doses of the Covishield vaccine manufactured by the Serum Institute of India (SII) will be considered unvaccinated and will have to undergo self-isolation for 10 days and also the mandatory tests. “Have raised the discriminatory nature of UK vaccine recognition for AstraZeneca but not Covishield. Discussions on, but if they do not satisfy us, we would be well within our rights to take reciprocal action,” foreign secretary Harsh Vardhan Shringla said. Shringla also said that external affairs minister S Jaishankar has raised the issue strongly with the new UK foreign secretary. “Non-recognition of Covishield is a discriminating policy and impacts Indian citizens travelling to the UK,” he added.

Britain had on Friday announced to simplify rules for international travel to England, including scrapping the need for fully vaccinated passengers to take expensive Covid-19 tests on arrival from low-risk countries. Under the new proposals, destinations will simply be ranked low or high risk, instead of the original three categories – red, amber and green, depending on the Covid risk. The expanded list of countries whose vaccines are recognised in the UK does not include India. It means Indians vaccinated with Covishield, the SII-produced Oxford-AstraZeneca vaccine, would be required to undergo compulsory PCR tests as well as selfisolation. JAMMU, SEP 21 (PTI): Two pilots were killed when an Army helicopter crashlanded in a dense forest near Patnitop in Jammu and Kashmir’s Udhampur district on Tuesday, officials said. “Today, during a training sortie in Patnitop area, Indian Army’s Cheetah helicopter crash-landed in Shiv Garh Dhar area in the district,” a Jammu-based defence spokesman said. He said that two pilots -- Major Rohit Kumar and Major Anuj Rajput -- were injured in the incident and evacuated to the nearest medical facility but they succumbed later. As a result of a series of military and diplomatic talks, the two sides completed the disengagement process in the Gogra area last month. In February, the two sides completed the withdrawal of troops and weapons from the north and south banks of the Pangong lake in line with an agreement on disengagement. Each side currently has around 50,000 to 60,000 troops along the LAC in the sensitive sector.

N

agaland needs to wake up to the economic realpolitik of fuelling its dreams which, like a tide, does not wait for ever. Since 1992, the issue of oil exploration and extraction has been commented on many occasions in this column as well as highlighted as news item. Nagaland has a substantial deposit of crude oil estimated at around 600 million tonnes besides natural gas. However, the government of Nagaland then under the NNO, did not push for commercial exploitation but only limited extraction on experimental/trial basis. In 1972 the government of Nagaland permitted Oil and Natural Gas Corporation (ONGC) Ltd. The reason is that as per Article 371A of the Indian constitution, land and resources belong to the people governed as per the traditional practices of the people. The government has to get back to the land owners and negotiate before commercializing the resources. The Article 371A is a unique feature in the constitution of India that has better safeguard than the revoked Article 370. The constitution of India provides special provisions for Nagaland under Article 371A wherein: 1) Notwithstanding anything in this Constitution,— (a) no Act of Parliament in respect of— (i) religious or social practices of the Nagas, (ii) Naga customary law and procedure, (iii) administration of civil and criminal justice involving decisions according to Naga customary law, (iv) ownership and transfer of land and resources, shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides. The ONGC had extracted at least ten times more than the quantity it ought to have done as trial basis which was around 1.5 million metric tonnes. Nagaland was paid Rs.33 crore as royalty in 1993 and by the following year, all operations of ONGC were suspended by the government under pressure mid-way. Since 1994 nothing has been done by successive state governments to address the issue of oil and gas operations. During the period ONGC continued to drill oil at Nagaland border and even using horizontal drilling technology to pump out crude from the basins. In 2012 Nagaland government attempted to push through oil operations by enacting the Nagaland Petroleum and Natural Gas Regulation 2012. This pit the state and the Centre. Nagaland maintained it has the right to frame laws for oil and gas the basis of Article 371A. However, the Centre put its foot down and insisted that parliament has authority to frame laws for oil operations as per the Entry 53 of List -1 of the Seventh Schedule and also the Mines and Minerals(Regulation and Development)Act 1957 which extensively invests mines and minerals as the occupied field of the union of India. The issue of who has the right to frame rules vis-à-vis Article 371A is contentious and only going to create impediments. Stretching Article 371A beyond its realm and presuming super power status upon it will also be detrimental. Oil is not only about revenue but benefits that can be obtained if there is a cooperative attitude among all. Oil has brought tremendous boon to Assam where several hundreds of highly trained technocrats occupy premier positions in the ONGC including other oil companies in Assam. And when we are born again we are brought into the realization of God’s great purpose for the human race, namely, that He created us for Himself. This realization of our election by God is the most joyful on earth, and we must learn to rely on this tremendous creative purpose of God. The first thing God will do is force the interests of the whole world through the channel of our hearts. The love of God, and even His very nature, is introduced into us. And we see the nature of Almighty God purely focused in John 3:16— “For God so loved the world….” We must continually keep our soul open to the fact of God’s creative purpose, and never confuse or cloud it with our own intentions. If we do, God will have to force our intentions aside no matter how much it may hurt. A missionary is created for the purpose of being God’s servant, one in whom God is glorified. Once we realize that it is through the salvation of Jesus Christ that we are made perfectly fit for the purpose of God, we will understand why Jesus Christ is so strict and relentless in His demands. Variants of COVID-19 and importance of vaccine

Why is COVID-19 still around?  The virus that causes COVID-19 continues to mutate, and so new variants emerge.  A major worry right now is Delta, a highly contagious virus strain, which was first identified in India in December.  It has been called a variant of concern by the World Health Organization (WHO) because of its high transmissibility.  In Nagaland, 99% of the result of samples sent for Genome sequencing are found to be of the Delta Variant of concern (Source: IDSP, DoHFW)  In Nagaland, 78% of positive cases in the second wave are among the unvaccinated and 14 % of positive cases had received a single dose. (Source: Weekly Bulletin, IDSP, DoHFW) Are there more variants to COVID-19? All viruses, including the virus that causes COVID-19, change over time. Some of these changes may affect the virus’s properties, such as how easily it spreads, the associated disease severity, or the performance of vaccines, therapeutic medicines, diagnostic tools, or other public health and social measures. World Health Organisation (WHO) has classified each emerging variant as either a Variant of Concern (VOC) or a Variant of Interest (VOI). The Alpha, Beta, Gamma and Delta variants fall under Variants of Concern. While, the Eta, Iota, Kappa and Lambda fall under Variants of Interest. What is a Variant of Concern? (source: WHO) For Variant of Concern, clear evidence is available indicating a significant impact and rise on transmissibility, an increase in fatality and significant decrease in effectiveness of vaccines, therapy and other measures.

t’s very depressing to know that even in the 21st century, arts and humanities are considered inferior to the STEM subjects and are perceived to be not worthy of pursuing. But what we fail to acknowledge is that both sets of subjects play complementary roles in developing a nation. So the real question here is; what exactly is the relevance of arts and humanities in the contemporary world? How exactly does it contribute to the development of a nation in itself ? The word “Humanities” originates from the Latin word “humanitas” which means powers or capacities commonly observed in human beings, simply meaning” humane “. So as we can see it primarily concerns human beings. It teaches about lives of people, their histories, their cultures and moreover the prevalence of their live The various disciplines provided under the banner Humanities create curiosity, critical thinking and a mind to analyse. Disciplines like political science, history, sociology and anthropology apprise students with the knowledge about the various incidents that shaped the world history, the historic blunders, the evolution of the society, the influence of the social institutions and many more. All of this is equally important and handy when lawmakers create government policies which would undoubtedly shape the future course of the nation and take effective steps in effectively tackling the central problems faced by the nation and henceforth the world. Understanding the history and politics of the modern world would help the citizens in correctly rebuking and criticising the government when a wrong decision is being made, thus avoiding the historic blunders to repeat itself. Another set of disciplines like geography, geology, economics play a very significant role in the rat race of the nations to be the best of all. These disciplines help the authorities understand the availability of minerals and other exhaustible and inexhaustible resources and provides them with the required information to draft suitable policies for its exploitation while the citizens could craft their plans to use these resources intelligently. Congress got the messaging right in Punjab but the Gandhis and Sidhu can’t celebrate yet

I

f Channi succeeds in doing what Amarinder couldn’t do in over four years, it would be difficult for the Gandhis to boot him out. That will trouble Sidhu. Congress party’s surprise pick of a Dalit Sikh, Charanjit Singh Channi, as the next chief minister of Punjab is a politically smart move, on the face of it. A dalit Sikh as CM and a Jat Sikh, Navjot Singh Sidhu, as state Congress president make a strong combination in a Sikh-majority state. Channi is a Ramdasia Sikh, the same community Kanshi Ram, founder of the Bahujan Samaj Party, belonged to. With this, the Congress may hope to neutralise the alliance between the Shiromani Akali Dal (SAD) and the BSP. The SAD and the Aam Admi Party (AAP), too, have been trying to woo the community with the promise of a Dalit deputy CM. In terms of social engineering, the Congress high command has sought to do in Punjab what Prime Minister Narendra Modi and home minister Amit Shah did in Gujarat by appointing Bhupendra Patel the CM, the first Kadva Patel to occupy that post. Whether these messages will hit home will be known only after elections in these states next year. But for the high commands of the two parties, the shake-ups in Punjab and Gujarat have produced different results. For the BJP, the stakes were different. The idea was to beat anti-incumbency by offering a ‘new government’ to the electorate and an olive branch to the Patidars. So they shunted out CM Vijay Rupani and his entire council

of ministers were packed off lock, stock, and barrel. You can blame Modi-Shah for running the Gujarat government by proxy — through a set of bureaucrats—but it’s Modi the people vote for and he has changed the regents who failed to perform. There was nothing personal at stake. It was about the BJP’s interest in Gujarat and to that extent, the party high command was successful, no matter what happens in next year’s elections. The objectives were, however, different for the Congress high command. It was more personal- the inviolability of the Gandhi family writ. It’s about the Gandhis’ discretionary powers- to reward or sack whosoever they wished at a time of their choosing. Captain Amarinder Singh was expected to act as a mere regent, not as a sovereign. So if the Gandhis wanted Singh to make way for Sidhu, he had better comply. Captain was expected to act like Vijay Rupani who read out from a given text, with bowed head, the reasons for his resignation. A Congress CM looking the high command in the eye was an affront. He had to go. Captain out but Sidhu still waiting But has the Congress high command achieved the desired objective? Just as everyone was praising the Congress for delivering a masterstroke by picking up a Dalit CM, Harish Rawat, the party in-charge of Punjab, made it a point to clarify that the next elections would be fought “with the CM’s Cabinet under Punjab Pradesh Congress Committee, whose chief is Navjot Singh Sidhu, who is very popular.” It was quite

a convoluted statement– almost a veiled apology to the cricketer-turned-politician for the high command’s inability to install him as the CM immediately and an assurance that Channi is there to keep the seat warm for Sidhu. A Dalit CM may happen to be a politically astute move but he symbolises the compromise the top leadership had to make. It had to be a stopgap arrangement, approved by Sidhu. So he vetoed Sunil Jakhar’s candidature. The Gandhis then proposed Ambika Soni’s name. In fact, that gave out the entire gameplan- that Captain’s ouster was to secure Sidhu’s future and establishing the high command’s supremacy. Nothing more, nothing less. Soni is just eight months younger to Singh. So, the Gandhis’ move was not about a generational change, obviously. Soni had given up her position as general secretary in charge of different states due to her inability to travel much at this age. The Gandhis wanting her as Singh’s replacement, therefore, wasn’t about governance either. Soni, a Gandhi family loyalist, would be a perfect stopgap arrangement as she—unlike Jakhar or Sukhjinder Randhawa– would willingly make way for Sidhu in the event of the Congress winning the polls in 2022. She declined the offer. She deserves praise for this, of course. How many would decline a chief ministerial chair even if it’s for six months only? Sidhu wouldn’t accept Randhawa, another Jat Sikh, even as a stop-gap arrangement. An accomplished cricketer that Sidhu was, he was aware even a night watchman

can end up playing a much longer innings. That’s how a Dalit CM got Sidhu’s approval as a compromise candidate, no matter how much Congress leaders gush over the new social engineering formula in Punjab. The Congress high command might have dug itself into a hole though. If Channi cannot deliver on unfulfilled promises in the next five months, what Amarinder Singh couldn’t do in four-and-a-half years, voters may not take kindly to it. But if Channi succeeds, it would be difficult for the high command to boot him out. Mind you, Congress leaders were going gaga on Twitter how installation of a Dalit CM in Punjab would send a message across the country. Well, shunting him out would also send a message across India. And Channi certainly has better credentials than a night watchman. Sidhu must be conscious of it. He has supported Channi thus far watch out for his next move. Success or failure, Channi will be in Sidhu’s crosshairs, sooner than later. Captain’s options As for Amarinder Singh’s successful ouster establishing the high command’s writ, these are early days. To say that the Captain didn’t see the writing on the wall and so was stumped by Sidhu-Gandhis’s sudden move would be presumptuous. He has been one of the shrewdest politicians around. He must have a plan. If he was so stumped, he could very well do what then Karnataka CM Veerendra Patil had done in 1989. Rajiv Gandhi had suddenly announced that Patil would

be replaced in four days and the Congress Legislature Party would meet to elect a new leader. Patil put his foot down. He, as CLP leader, refused to convene the CLP meeting and then Karnataka governor, Bhanu Pratap Singh, said he wouldn’t validate the CLP’s choice without the CM being part of the exercise. Amid this Constitutional impasse, how the Centre had to impose the President’s rule and put the Assembly under suspended animation before Patil had to go is all history. Mind you, Punjab has a governor appointed by Modi-Shah. What if Amarinder Singh sought to repeat history! He chose not to, of course. For someone who was Rajiv Gandhi’s friend from school days and who would visit the latter’s children in their schools to take them out for meals, it must have been heartbreaking to be humiliated by them like that. The Congress high command, with its suprem-

acy ostensibly established through the Punjab experiment, is now expected to follow suit in Rajasthan and Chhattisgarh. Amarinder Singh might not have the stamina or will to fight at 79 although he may still spring a surprise. Ashok Gehlot is 70 and Bhupesh Baghel 60. The Gandhis would be more circumspect in dealing with them. There are also Bhupinder Hoodas, Siddaramaiahs and Oommen Chandys who may choose to jump into the fray to perish or survive together if they feel being preyed on one by one. Modi-Shah could do with party CMs what they did because of their credentials as leaders who can deliver electoral victories to their party. The Gandhis still have to prove their mettle as leaders who can get votes for the Congress. Until they prove it, enforcing their writ will always be a challenge. DK Singh (As published by The Print)

Come rain and various colonies, roads in Dimapur are swamped with stinking surroundings, swarms of mosquitoes and sludge overflow on various roads. We citizens love relying on the municipal authority but many of us are not ready to take the responsibility. The business establishments in Dimapur should do their bit and keep their surroundings clean and people must be made aware of keeping the roads litter-free and clean to ensure that sewers do not choke. The authorities should sensitise people against the use of plastic bags as they are one of the many reasons for blocking sewerage sieves. A good waste management system along with proper drainage systems can make roads free from accumulation of rainwater. Ari Jamir, Dimapur

Kejriwal assures 80% jobs for locals if AAP voted to power in Goa next year PANAJI, SEP 21 (PTI): Aam Aadmi Party (AAP) national convener Arvind Kejriwal on Tuesday said if voted to power in Goa in the 2022 polls, his party will ensure that 80 per cent of jobs, including in the private sector, will be reserved for local people. He also assured a monthly remuneration of Rs 5,000 to families dependent on the mining and tourism industries till these sectors are normalised. Speaking to reporters in Mapusa town, Kejriwal further said that at least one unemployed person from each family in Goa would be given a government job and jobless youths will get a monthly allowance of Rs 3,000 till they find jobs. Assembly elections are due in Goa, currently ruled by the BJP, in February next year. This is the second visit of Kejriwal to Goa in the last two months. In his earlier visit in July, the Delhi chief minister had assured free electric-

While mining came to a standstill after the Supreme Court ban, the COVID-19 induced lockdown has adversely affected the

tourism industry. “Families dependent on the mining and tourism industries will get a monthly remuneration of Rs 5,000 till these sectors are resumed,” he said. In another promise, Kejriwal said a Skills University will be set up in Goa on the lines of Delhi where youth would be skilled and made employment-ready. He said if the AAP comes to power only the deserving people will get jobs in the state government only on merit. “The current practice of recruiting people in government through favours from MLAs or influential politicians will be discarded. The entire system of job recruitment in the government sector would be made transparent and accountable,” he added. Referring to the doorstep delivery of services introduced by the Pramod Sawant government, Kejriwal said a similar initiative was implemented by the Delhi government.

DCP (New Delhi district) Deepak Yadav confirmed to The Indian Express that they have detained five men, who are residents of Northeast Delhi’s Mandoli area. “We detained them from the spot and they claimed during initial questioning that they were agitated with his comments. We are questioning them,” he said. Police came to know about the incident after they received a PCR call that some people were vandalising Owaisi’s Delhi residence.

NEW DELHI, SEP 21 (PTI): The CBDT on Tuesday claimed that the Income Tax Department has detected black money worth crores stashed abroad after it raided a leading business group involved in manufacture of textile and filament yarn. The searches that were launched on September 18 are continuing at the premises of the group including at its corporate offices in Delhi, Punjab and Kolkata. “The group has maintained unaccounted funds of about Rs 350 crore in its foreign bank accounts and has also routed these funds back into its business through shell entities in tax havens,” the Central Board of Direct Taxes (CBDT) claimed in a statement. “The modus operandi detected was related to investment by foreign entities, under control of the group, in foreign currency convertible bonds, issued by its main concern, and subsequently under the

WASHINGTON, SEP 21 (PTI): The maiden bilateral meeting between President Joe Biden and Prime Minister Narendra Modi on Friday will further strengthen the US-India strategic ties and allow the leaders to discuss the situation in Afghanistan and how the two countries can work together to fight terrorism, a senior White House official has said. The first in-person meeting at the White House will also provide added momentum to the Quad grouping, the official said. Mars may be too small to retain enough water: Study

ars may be just too small to hold onto large amounts of water -- essential for life to thrive on the Red Planet, according to a study. While Mars has no liquid water on its surface today, rem ote sensing studies and analyses of Martian meteorites dating back to the 1980s posit that Mars was once water-rich, compared to Earth. NASA’s Viking orbiter spacecraft -- and, more recently, the Curiosity and Perseverance rovers on the ground -- returned dramatic images of Martian landscapes marked by river valleys and flood channels.

R e s e a r c h e r s h av e proposed many possible explanations, including a weakening of Mars’ magnetic field that could have resulted in the loss of a thick atmosphere. But a recent study, published in the Proceedings of the National Academy of Sciences, suggests a more fundamental reason why today’s Mars looks so drastically different from the “blue marble” of Earth. “Mars’ fate was decided from the beginning. There is likely a threshold on the size requirements of rocky planets to retain enough water to enable habitability and plate tectonics, with

mass exceeding that of Mars,” said Kun Wang, Assistant Professor of earth and planetar y sciences in Arts and Sciences at Washington University in St. Louis. For the study, the team used stable isotopes of the element potassium (K) to estimate the presence, distribution and abundance of volatile elements on different planetary bodies. Potassium is a moderately volatile element, but the scientists decided to use it as a kind of tracer for more volatile elements and compounds, such as water. The team measured the potassium

isotope compositions of 20 previously confirmed Martian meteorites, selected to be representative of the bulk silicate composition of the red planet. Using this approach, the researchers determined that Mars lost more potassium and other volatiles than Earth during its formation, but retained more of these volatiles than the moon and asteroid 4-Vesta, two much smaller and drier bodies than Earth and Mars. The researchers found a well-defined correlation between body size and potassium isotopic composition. “It’s indisputable that there used to be liquid water on the surface of Mars, but how much water in total Mars once had is hard to quantify through remote sensing and rover studies alone,” Wang said. “There are many models out there for the bulk water content of Mars. In some of them, early Mars was even wetter than the Earth. We don’t believe that was the case.” The findings also have implications for the search for life on other planets besides Mars, the researchers noted. (IANS)

hile there are numerous health benefits of exercise, physical activity may paradoxically also hasten the build-up of calcium deposits (plaque) in the coronary arteries, the amount of which is used to measure potential risk of cardiovascular disease (CVD), finds a research. However, the study does not outweigh the numerous health benefits of regular exercise that can help ward off obesity, diabetes, hear t attack/ stroke, and death, among other things. Physical activity may increase coronar y atherosclerosis (ar ter y narrowing) through mechanical stress and vessel wall injur y and through the physiological responses it prompts, such as increases in blood pressure and parathyroid hormone, said an international team of researchers from Sungkyunkwan University School of Medicine in Seoul, South Korea and Johns Hopkins Bloomberg School of Public Health in Maryland, US. “The second possibility is that physical activity may increase CAC (coronary artery calcium) scores without increasing

(cardiovascular disease) risk,a they said. CAC is used to guide treatment to ward off a heart attack or stroke. Physical activity may also modify the effect of diet, vitamins, and minerals, suggest the study published online in the journal Heart. The team studied 25,485 healthy adults aged at least 30 who underwent regular comprehensive check-ups at two major health centres in Seoul and Suwon, South Korea, between March 2011 and December 2017. The results showed that those who were more physically active tended to be older and less likely to smoke than less physically active participants. They also had lower total cholesterol, more high blood pressure, and existing evidence of calcium deposits in their coronary arteries.

A graded association between physical activity level and the prevalence and progression of coronary artery calcification emerged over time, irrespective of CAC scores at the start of the monitoring period. But higher physical activity was associated with faster progression of CAC scores both in those with no calcium deposits and in those who already had a CAC score at the start of the monitoring period. This is an observational s t u d y, a n d a s s u c h , c a n’t e s t a b l i s h c a u s e. The researchers also acknowledge several study limitations, including the absence of an objective assessment of physical activity; and no data on incident heart attacks/ stroke or on CAC density or volume. IPL: Tyagi helps Royals beat Punjab by 2 runs

DUBAI, SEP 21 (PTI): Fast bowler Karthik Tyagi bowled a sensational last over as Rajasthan Royals pulled off an incredible two-run win over Punjab Kings in an Indian Premier League (IPL) thriller here on Tuesday. Punjab required four runs off the last six balls but Tyagi dismissed Nicholas Pooran (32) and Deepak Hooda (0) and gave away only one run to snatch the win for his team from the jaws of defeat. Punjab ended their innings at 183 for four, chasing 186 to win. Sanju Samson’s side was seemingly down and out when KXIP opening pair Mayank Agarwal (67) and KL Rahul (49) put on 120 runs in 11.5 overs. With Aiden Markram (26 not out) and Nicholas Pooran (32) going strong, it looked like it would be only a matter of time when Punjab would wrap up the match. But in the end, Punjab made a mess in the last over to suffer their sixth defeat from nine matches. With this win, the Royals moved to the fifth spot after four wins from eight matches.

MACKAY, SEP 21 (IANS): Australian opening batswomen Rachael Haynes (93 not out) and Alyssa Healy (77) and No. 3 Meg Lanning (53 not out) pulverised the Indian bowlers as they took the host to a resounding nine-wicket win over the visitors and take a 1-0 lead in the bilateral ODI series. India women had, earlier, crawled to 225/8 in 50 overs. After a quick start by openers Shafali Verma (8) and Smriti Mandhana (16), who both added 31 for the first wicket in 3.2 overs, India lost two quick wickets as the openers fell. Taliban bans IPL broadcast due to ‘anti-Islam content’

NEW DELHI, SEP 21 (AGENCIES): Broadcast of the Indian Premier League (IPL) has been banned in Afghanistan by the country’s new Taliban government, according to reports. The IPL 2021 season resumed in the United Arab Emirates – which is also an Islamic state – on Sunday (September 19) with a game between Chennai Super Kings and defending champions Mumbai Indians, The Indian Express reported. Former Afghanistan Cricket Board media manager M Ibrahim Momand tweeted stating that due to possible anti-Islam content, girls dancing and the attendance of barred hair women in the Islamic Emirates of the Taliban, IPL broadcast has been banned in the country. Other journalists from the country also reported that the Taliban govern-

ment had banned the IPL being broadcast. Last week, Afghanistan’s new sports chief said that the Taliban will allow 400 sports – but declined to confirm if women can play a single one. “Please don’t ask more questions about women,” Bashir Ahmad Rustamzai told news agency AFP. During the extremists’ brutal and oppressive regime from 1996 to 2001, women were completely banned from playing any sport while men’s sport was tightly controlled. Women were also largely banned from education and work. Many Afghan women and women’s rights activists globally fear a repeat of such policies after the group toppled the USbacked government last month.

PCB chairman Ramiz Raja angry after ENG-NZ pullout LAHORE, SEP 21 (IANS): Pakistan Cricket Board (PCB) chairman Ramiz Raja was left fuming after the England and Wales Cricket Board (ECB) announced that the tour of Pakistan in October by their men’s and women’s teams had been cancelled due to “increasing concerns about travelling to the region.” New Zealand too had called of their white-ball tour of Pakistan recently hours before the start of the opening match in Rawalpindi citing security threats. ECB’s decision to cancel the Pakistan tour has dealt a massive blow to the country’s busiest home season in nearly two decades. In a video message released by the PCB on Tuesday, Ramiz said, “I am severely disappointed in England’s withdrawal but it

There was a sense of anger because first New Zealand got away without sharing information about the threat they were facing. NEW DELHI, SEP 21 (AGENCIES): There was finally some news to cheer about for the domestic cricketers after the BCCI decided to increase the match fees for players across all age groups in men’s and women’s cricket. At the same time, the board announced they will compensate domestic players who suffered financially after last season’s Ranji Trophy and women’s T20 games were curtailed due to the Covid-19 pandemic, The Indian Express reported. The cricketers who participated in the 2019-20 season will be getting 50 percent match fees as compensation for the 2020-21 season. The BCCI also decided to change the pay structure of its domestic cricketers across age groups. Earlier, the players who made it to

the XI earned Rs 35,000 per day while the reserve players got Rs 17,500 in senior tournaments. However, keeping in mind their consistent performances, the BCCI has decided to reward players in domestic cricket and created three slabs for junior and senior players. Senior players, who have played up to 20 matches, will be now entitled to get Rs 40,000 per day while reserves will get rupees Rs 20,000 per day. Those who are in playing eleven and have featured in 21 to 40 matches will now be paid Rs 50,000 (Rs 25,000

for reserves) while players who have played more than 40 matches will be entitled to receive Rs 60,000, with the reserves slated to get Rs 30,000. This means a senior domestic player who used to get paid Rs 1,40,000 for one Ranji match will now earn Rs 2,40,000 per game. In turn, a domestic player who plays a minimum of 50 days of domestic cricket in one season will now earn Rs 30 lakh. The under-25 players who start a match will now get a remuneration of Rs 25,000 per day instead of the current Rs 17,500 while the reserves will get Rs 12,500 per day instead of Rs 8,750. The board has also increased match day fees for under-19 and under-16 players. The under-19 playing players will earn Rs 20,000 per game while reserve players will get Rs 10,000.
