Today the MDSC looks like a desolate ancient Roman amphitheatre and used for unsporting activities. The 64.25 acre complex includes the main seating arena for 30,000 spectators while a portion of around 15 acres has been allotted to Sports Authority of India Imphal. Sukhalu suggests lifting NLTP Act, utilize revenue for health & education Staff Reporter

DIMAPUR, JUN 22 (NPN): Admitting that the infrastructure of government schools in the state was very poor, School Education and SCERT adviser KT Sukhalu suggested lifting Nagaland Liquor Total Prohibition (NLTP) Act and the revenue generated could be used for development of health care facilities and education sector. Addressing a “One day Consultative Meeting on School Education” here on Wednesday, Sukhalu said that though may not agree, he would be discussing with chief minister Neiphiu Rio to lift the NLTP Act. “We need good infrastructure for our schools. Unless we have proper infrastructure, what is the purpose of providing computers, smart TVs and digital equipment?” he asked, adding that things

would just get misplaced. Sukhalu remarked that the future of the society was in the hands of teachers and not politicians, adding that politicians would come and go but teachers would be the ones nurturing the future. “You are nurturing the future leaders that will look after your children,” he said. He also lamented that the foundational literacy in the primary and the elementary level was very poor. This was one of the primary reasons why the performance/results in the

secondary level was very saddening, Sukhalu said. He admitted that managing Education Department was challenging as it had to ensure quality education across districts, subdivisions and remote areas. He urged officers to visit schools in their respective areas at least twice a month, while suggesting the directorate to set up a cell to monitor reports submitted by officials and analyse them to know where interventions were required for improving performance of government schools. Expressing hope that government schools would give better results as recruitment of teachers would be done through Staff Selection Board (SSB), the adviser however expressed concern over the merit of the system since primary teachers were generally linguistic based. ing the upscale property into an impenetrable fortress. Rebel Sena leader Eknath Shinde said the ruling MVA was an “unnatural alliance” and it was imperative for his party to walk out of the coalition with the NCP and the Congress for its own sake and that of party workers.

Shinde has claimed that he has the support of 34 MLAs of his party and passed a resolution on Wednesday evening reinstating himself as the leader of the Shiv Sena legislative party, a day after he was removed from the post by the Sena leadership.

Meanwhile, another chartered plane with four MLAs arrived Guwahati on Wednesday to join the rebel MLAs, sources said. ‘Missing’ Sena MLA returns: Shiv Sena MLA Nitin Deshmukh, who had accompanied party rebel Eknath Shinde to Surat, on Wednesday claimed that some people had forcibly admitted him to a hospital there and he was administered injections though he never suffered a heart attack. Negotiations have officially concluded; GoI must take decision: WC DIMAPUR, JUN 22 (NPN): Working Committee (WC), NNPGs convenor and GPRN/NSCN ato kilonser N. Kitovi Zhimomi on Wednesday categorically stated that the Naga civil societies organizations (CSOs) demanding honourable and acceptable political solution based on the understanding reached between Government of India and the Naga negotiating groups on October 31, 2019 “must be respected and honoured” On behalf of the WC, NNPGs, Kitovi appealed to all sections of the Naga so-

ciety that the “negotiations have officially concluded and therefore the political leadership of India must take the decision.” Kitovi maintained that the Naga political issue belonged to all Nagas, whether young or old, and needed equal participation and responsibility. He said that every Naga is a stakeholder and had every right to seek answers on the concluded political matters and that the culture of dictating Nagas through threats and intimidations was a thing of the past.

Kitovi also said that the NGBF extending its elderly platform to 27 CSOs of Nagaland on June 21 at hotel Saramati was a powerful statement in itself. He further said that generalizing and alleging that the Naga political groups were deliberately delaying political solution for personal reasons and ambition was “vague and unfounded.” “The misty cloud over Nagaland and Naga homeland has evaporated and the sky is clear. The dust has settled and it is visible to

the Naga people as to who are playing chameleon’s role and delaying the Indo-Naga solution,” Kitovi said, adding that the people must speak out boldly and call a spade a spade. He also noted that WC had been the emissary and political agent of the Naga tribes, that was “fully integrated and blended with the apex tribal bodies, customary institutions and other ground rooted CSOs to negotiate with GoI and secure honourable and acceptable political solution for the Nagas.”

Asserting that it had sincerely and transparently represented the Nagas, irrespective of state boundaries, he said they have not compromised on core principles and values of Naga history, identity and political rights. K i t ov i , t h e r e f o r e, hoped that the Nagaland CSOs forming the Nagaland People’s Action Committee (NPAC) would re-energize the people to actively take part in the peaceful democratic expression to ensure that Prime Minister Narendra Modi fulfills his declared commitment to the Nagas.

Afghanistan quake kills 1000 people; 1500 injured States have exclusion criteria to weed out KABUL, JUN 22 (AP): A powerful earthquake struck a rugged, mountainous region of eastern Afghanistan early Wednesday, killing at least 1,000 people and injuring 1,500 more in the country’s deadliest quake in two decades, the state-run news agency reported. Officials warned that the already grim toll may still rise. In the remote area near the Pakistani border, residents searched for survivors and the dead by digging with their bare hands through the rubble of collapsed stone and mudbrick houses, according to footage shown by the news agency Bakhtar. diately clear if major rescue equipment was being sent or even if it could reach the area. The 6.1 magnitude quake had its epicenter in Paktika province. The extent of destruc-

tion among the villages tucked among the mountains was still not known. Rutted roads — difficult to pass in the best of times — may have sustained significant damage, and

a UNICEF official said landslides from recent rains have made access even more difficult. At least 2,000 homes were destroyed in the region, where on average every home has seven or eight people living in it, UN Deputy Special Representative to Afghanistan Ramiz Alakbarov told reporters. The disaster posed a major test for Afghanistan’s Taliban government, which seized power nearly 10 months ago as the US and its NATO allies were carrying out their withdrawal from the country and has been largely shunned by the world community since.

wrong PDS beneficiaries: Food ministry

NEW DELHI, JUN 22 (AGENCIES): It’s not just Uttar Pradesh but several other states have their own exclusion criteria to weed out wrong and undeserving beneficiaries under National Food Security Act, popularly known as Public Distribution Scheme , a TOI report stated. Around 4.7 crore ghost/duplicate ration cards benefitting nearly 17 crore “undeserving” persons across states have been deleted so far and they have been replaced with the persons who deserve to get free and highly subsidised ration since 2013, the food ministry said.

A senior official said the law empowers the states to identify the beneficiaries and also to have their own exclusion criteria. “In the past two to two and a half years, states have become active in the right targeting of beneficiaries. We had asked states why they were not cleaning up their beneficiary data when others were doing so. Some states have linked the exclusion to the municipal tax and a certain amount of electricity bill paid by households. In some states, those who pay house tax,” said Union food secretary Sudhanshu Pandey.

Another official said the process to weed out ghost or fake ration cards is not aimed at reducing the overall number of beneficiaries, but to ensure that the deserving persons are not left out. TOI found that in Meghalaya any urban household having accommodation of four or more pucca rooms, four-wheeler and air-conditioners are not entitled to be covered under the NFSA. Similarly, in Himachal Pradesh, any government employee, pensioner and even employee on contract with any PSU are excluded from the list of beneficiaries. K Y M C

GUWAHATI, JUN 22 (PTI): Hitting out at the BJP after the dissident Shiv Sena MLAs from Maharashtra reached Guwahati, the opposition in Assam on Wednesday said that the ruling party was busy playing politics at a time the state was reeling under a devastating flood. Congress MP Gourav Gogoi said the “diversion of government resources” towards guarding Maharashtra MLAs is heartless and cold-blooded amid the devastating floods. “Until the BJP is ousted, Indian people will continue to be a casualty,” he tweeted. Congress state unit president Bhupen Bora said that when 55 lakh people have been affected and 89 people lost their lives due to the floods, Chief Minister Himanta Biswa Sarma was extending “royal hospitality” to the MLAs who flew in from Maharashtra.

“The disgusting politics of the chief minister has brought shame to the people of the state,” he said. Sharing photos of flooded roads and houses, TMC MP Sushmita Dev tweeted, “I hear MLAs of Maharashtra coming to Assam as part of the poaching exercise. Parts

of Assam are so flooded that there is no drinking water or electricity. Pls don’t distract @himantabiswa (Himanta Biswa Sarma) he needs to focus on this grave situation.” AJP president Lurinjyoti Gogoi alleged that the recent political developments in Maharashtra is a blatant

By-polls in 4 Tripura assembly constituencies on June 23

AGARTALA, JUNE 22 (IANS): The last-minute preparations were underway on Wednesday for the politically crucial byelections in four assembly constituencies in Tripura, scheduled to be held on Thursday. Central and state security forces were deployed ahead of the vital by-elections being termed as ‘semi-final’ before the 60-member Tripura assembly’s general elections which are around 8 months away. As the BJP, CPI-M-led Left Front, Congress and the Trinamool Congress and other local parties put up their candidates, the by-polls would be multi-cornered.

The prohibitory orders under section 144 CrPc have been promulgated in the four assembly constituencies -- Agartala, Town Bordowali, Surma, Jubarajnagar in three districts -- West Tripura, North Tripura and Dhalai district. In all, 1,89,032 voters would decide the political fortune of 22 candidates of the BJP, CPI-M-led Left Front, Congress and the Trinamool Congress, and other local parties. The over-a-month-long hectic poll campaign for the four assembly seats in Tripura ended on Tuesday while a tense situation prevailed in some areas of these poll-bound constituencies.

The Achik National Congress (Democratic) is one among the 111 RUPPs in the country that the ECI has decided to delist in its order issued on June 20. Meghalaya Chief Electoral Officer FR Kharkongor said the Achik National Congress (Democratic) had earlier shown its office address as Dakopgre in Tura, West Garo Hills district but when verified, the office address could not be located. Kharkongor said that though the ECI has decided to delist the Achik National Congress (Democratic), the party has been given another opportunity to approach the office of the CEO within 30 days along with evidence that the party is still existing besides other legal and regulatory compliances including year wise annual audited accounts, contribution report, expenditure report, updation of office bearers including authorized signatories for financial transactions including bank account.

government is busy splitting the Shiv Sena. Such is the commitment of BJP to Assam, Maharashtra should take note and give a befitting reply,” he added. A group of Maharashtra MLAs, led by dissident Shiv Sena leader Eknath Shinde, arrived in Guwahati in the morning by a chartered aircraft and were taken to a luxury hotel on the outskirts of the city amid tight security. The Shiv Sena legislators have rebelled against the party, triggering a crisis in the MVA government in Maharashtra. Chief Minister Sarma said that he would welcome people from across the country and abroad to visit the state. He said that he will be happy if Assam becomes an “international political epicentre” as long as revenue comes in when it is in dire need of funds due to the devastating floods.

Himanta’s wife files Rs 100 cr defamation suit against Sisodia GUWAHATI, JUN 22 (PTI): Riniki Bhuyan Sarma, the wife of Assam Chief Minister Himanta Biswa Sarma, has filed a Rs 100 crore defamation suit against Delhi Deputy Chief Minister Manish Sisodia, who had alleged malpractice in giving contracts for PPE at above market rates. Bhuyan Sarma filed the suit at the court of Civil Judge No 1 of Kamrup Metropolitan district on Tuesday and it is likely to come up for hearing on Wednesday, her counsel Padmadhar Nayak said. Another advocate Kishor Kumar Dutta told PTI that Sisodia while addressing a press meet on June 4 in New Delhi had made “some allegations that damaged the reputation and position” of Riniki Bhuyan Sarma. “Sisodia unnecessarily dragged the name of Chief Minister Himanta Biswa Sarma also into the

UCM demands halt of fencing work at Indo-Myanmar border in Imphal on Wednesday. Correspondent IMPHAL, JUN 22: Police in Imphal on Wednesday fired teargas and mock bombs to disperse protesters opposed to border fencing at the disputed Manipur sector of the IndoMyanmar border. A woman scribe and one protester sustained injuries after they were hit by teargas shells and were rushed to JNIMS hospital, Imphal. Some protesters also sustained minor injuries which need no medical attention. The fencing work at the Manipur sector of the Indo-Myanmar recently re-commenced after suspension for a long time following strong objections raised by the various civil

ones and are affected by the recent floods and landslides occurring in Assam and Meghalaya”. “Japan always stands with the people in such dif-

society organizations. The CSOs alleged conceding a large chunk of Manipur’s land on Myanmar side by the fencing work. Expressing strong dissatisfaction over the recommence of the fencing work without addressing the demands of the CSOs, the United Committee Manipur (UCM) has been protesting from Tuesday. On Tuesday, the protesters clashed with the police who used force to disperse the protest staged in front of Imphal’s Kangla western gate. Today, leaders of the UCM including its president Joychandra Konthoujam, along with a large number of people, staged a protest at Khurai Lamlong Bazar.

Mizoram govt making all efforts to bring people stranded in Silchar to state: Minister

A motorcyclist wades through a flooded road, in Kamrup district of Assam, Wednesday, June 22, 2022. (PTI) Kopili have inundated large areas in Nagaon district, necessary steps will be taken to prevent the recurrence of such calamity in the future, he said. Sarma visited Chaparmukh railway station to interact with flood-affected people taking shelter there and took stock of relief materials provided to them. “Assuring them all possible help, I asked district administration to ensure adequate relief to the affected people & be on stand-by,” he said. The flood situation in three districts of the Barak

Valley - Cachar, Karimganj and Hailakandi – remained critical with rising water levels of the Barak and Kushiara rivers inundating vast tracts of land in the valley, the officials said. National Disaster Response Force personnel have been engaged in Cachar districts to evacuate people to safe places, while representatives of State Disaster Response Force and other agencies were deployed in the two remaining districts. Altogether 2,16,851 people have been hit by the flood in 506 villages in Cachar district, 1,47,649 in

Karimganj and nearly one lakh in Hailakandi. The chief minister is scheduled to visit Silchar to review the prevailing flood situation. Transport Minister Parimal Suklabaidya has been camping at Silchar in Cachar and monitoring the flood situation in the Barak valley with the local MLAs, deputy commissioners and senior officials of the three districts. Meanwhile, Ambassador of Japan to India Satoshi Suzuki expressed sympathy to the families who lost their “beloved

controversy. That is why we have claimed that damage,” he added. Sisodia, referring to media reports had told newsmen that while the Assam government procured personal protective equipment kits for Rs 600 each from other companies, Sarma gave urgent supply orders to the firms of his wife and son’s business partners for Rs 990 apiece. The opposition Congress, CPI, CPI(M), CPI(ML)-Liberation, RCPI,

TMC, Raijor Dal, Assam Jatiya Parishad and Anchalik Gana Morcha have demanded a CBI probe into the alleged corruption. On June 1 digital media organisations - New Delhi-based ‘The Wire’ and Guwahati-based ‘The Crosscurrent’ had in a joint investigative report claimed that the Assam government had placed four COVID-19 related emergency medical supply orders, most likely without following proper process.

Assam flood situation remains grim, over 55 lakh people affected

GUWAHATI/ AIZAWL, JUN 22 (PTI): The flood situation in Assam continued to remain grim with rising water levels of the Brahmaputra and Barak rivers inundating fresh areas in the state and impacting over 55 lakh people across 32 districts, officials said on Wednesday. Eighty-nine people have lost their lives since mid-May due to the two deluges, they said. Chief Minister Himanta Biswa Sarma travelled to Nagaon by train to review the situation in flood-hit areas in the district, the officials said, adding that he was also scheduled to visit a few relief camps there. Nagaon was severely affected by the current wave of floods with over 4,57,381 people coming under the impact of the deluge and 15,188 inmates have taken shelter in 147 relief camps. “Undertook a train journey from Guwahati to flood-affected areas in Chaparmukh and Kampur. The journey enabled me to take a closer look at the areas ravaged by flood along the railway tracks, which will help us in taking informed decisions and intervene accordingly,” Sarma said on Twitter. The Mizoram government is making all efforts to bring the state residents, who are stranded at Silchar town in Assam’s Cachar district due to floods triggered by incessant rains, a minister said on Wednesday. State Disaster Management and Rehabilitation minister Lalchamliana said that around 320 people, currently stranded at a mission compound in Silchar due to flood. He said that the government has sent a team to Silchar to bring the stranded travellers. “The state government has learnt that around 320 people, including 16 Mizos, are currently stranded at Mission Compound in Silchar due to flood. We have sent a rescue team with boats to rescue and bring back the stranded residents,” Lalchamliana announced in a tweet. He said that the government is making massive efforts with volunteers of Young Mizo Association (YMA) in Silchar. Lalchamliana, who also holds the Home portfolio, said that Kolasib District Superintendent of Police is also making efforts by sending vehicles to bring the stranded residents. In a series of tweets, the minister said that the state disaster department is currently distributing Rs 6.30 crore from the State Disaster Response Force (SRDF) fund to rehabilitate the damage caused by torrential rains in different parts of the state. He said that several landslides and other calamities have occurred in different parts of the state due to heavy rain and both the state government and NGOs are currently actively engaged in rescue operation and rehabilitation work. A preliminary report revealed that landslides occurred at around 60 places and over 20 houses were damaged in different parts of the state in the past one week due to incessant rains, according to the state disaster management and rehabilitation department.

While staging a sit-inprotest, a police team led by Imphal East SP asked them to end the protest stating that the protest was without necessary permission from the concerned district administration. As the protest continued unheeded, the police fired several rounds of teargas shells and mock bombs in a bid to disperse protesters. A woman scribe Linda Devi of Pandam, and a local daily and a member of the UCM, sustained injuries after they were hit by teargas shells. They were immediately rushed to JNIMS hospital, Imphal with injuries on their legs. UCM president Joychandra Konthoujam, who strongly condemned

the police action against the peaceful protesters, said that the voice of the people cannot be suppressed using force. Alleging that some police personnel meted out excessive force towards the protesters, the UCM president demanded befitting action against them. While alleging that a large portion of Manipur’s land were left on Myanmar side in the border fencing, he slammed the government of India for sacrificing Manipur’s land only to build a good relationship with Myanmar. The UCM president demanded that the state government should make its stand clear over the boundary issue. He said that India was not taking the state’s boundary seriously and alleged that a considerable portion of Manipur’s land will be gone to Myanmar once the fencing work is completed. He accused the Centre of carrying out the fencing work quietly instead of initiating steps to resolve the border dispute first. The UCM will intensify its agitation if the state government fails to give a positive response at the earliest, he warned. The BRTF is currently carrying out the fencing along the Indo-Myanmar border between border pillars 80 and 81, the disputed site.

CBI books DHFL in ‘biggest’ banking PM Modi will have to withdraw ‘Agnipath’: Rahul fraud of Rs 34,615 crore; 17 banks hit

NEW DELHI, JUN 22 (PTI): Congress leader Rahul Gandhi Wednesday alleged the BJP government “which calls itself nationalist” wa s “ we a k e n i n g ” t h e armed forces through the ‘Agnipath’ scheme, and said Prime Minister Narendra Modi will have to withdraw the military recruitment initiative just like he rolled back the farm laws. Taking a dig at the Centre over the ‘Agnipath’ scheme, he also said those who talked about ‘one rank, one pension’ were bringing in ‘no rank, no pension’. Addressing Congress parliamentarians and legislators from across the country who converged at the party headquarters here to express solidarity with him after he was questioned by the Enforcement Directorate, Gandhi said his questioning was an “unimportant” matter and the most important issue in the country is of jobs. “The spine of the country -- small and medium industries -- has been broken by the Modi government. I say to all those who train in the morning to get into Army, Navy and Air force that the prime minister has broken the spine of the country and this country will not be able to give jobs to its youth,” the former Congress chief said. “No matter what the government does, it will not be able to give jobs as Prime

Minister Narendra Modi has handed the country to two-three industrialists who cannot ensure jobs to the youth,” Gandhi said. N o w, t h e y h a v e “closed” even the last resort for the youth -- to get into the armed forces, he said. “Now, train in the m o r n i n g ge t i n t o t h e forces and then go home. I guarantee that after your stint in the military, you will not get any job,” Gandhi said. “The Chinese army is sitting on our land, it has snatched away over 1,000 square kilometre of our land. This truth has been accepted by the g ove r n m e n t ,” G a n d h i claimed. He asserted that the army should be strengthened but this gover nment is “weakening it”.

“When there is a war, results of this will be evident...they are w e a k e n i n g t h e a r my, it will harm the country, and they call themselves nationalists,” Gandhi said, attacking the government. “I had said about farm laws that Modi ji will have to take them back and he did. Now, the Congress is saying Prime Minister Modi will have to withdraw the Agnipath scheme and all the youth are standing with us on this,” he said. Gandhi said the youth of the country knows that real patriotism is about strengthening the armed forces and not in weakening it. Addressing party leaders and workers, he said the party will work together to get “this new betrayal of the army and country by the

government” annulled. The former Congress chief also thanked party workers for their support during his questioning by the Enforcement Directorate in the National Herald case, and said he was not alone during the questioning but all those fighting for democracy were with him. Gandhi said the officials at the ED asked him how come he did not get tired of the questioning and he cited the secondary reason that he practices Vipassana but the real reason was that all party workers and leaders were with him in spirit in that room where he was being questioned. “Officials also asked me about the secret of my patience and I said I cannot tell you that. I did not tell

them but the reason for it I am telling you now is that I have been working in the Congress since 2004 and patience is there in all our leaders,” he said, citing the examples of Sachin Pilot, Siddaramaiah and Randeep Surjewala. Gandhi asserted that a Congress worker never tires or gets scared. Later in a tweet in Hindi, Gandhi said the Chinese army is “sitting on the soil of India”. “Mr. Prime Minister, tr ue patriotism lies in strengthening the army, but you are weakening the army with a ‘new deception’. In this movement to save the future of the country, we are with the youth,” Gandhi said. “I am saying again, you will have to take back ‘Agnipath’,” he added. Addressing the gathering, Congress general secretary organisation K C Venugopal announced that the party has decided to hold a massive nationwide demonstration against ‘Agnipath’ on June 27, demanding the withdrawal of the scheme. Several parts of the country witnessed protests after the announcement of the scheme that seeks to recruit youths between the age bracket of 17-and-half years to 21 for only four years with a provision to retain 25 per cent of them for 15 more years. For 2022, the upper age limit has been extended to 23 years.

(From p-1) Even be-fore major portions of the original works were completed, the project was upgraded to include some major structure and cost shooting up to Rs. 134. 99 crore. It appears that completion would remain elusive as the project will include works and installation items to make the main athletic stadium essentially operational for functional completion of the project. As a result of these additions, the cost of the project has increased to Rs.1 77.00 crore. When contacted by Nagaland Post, the Executive Engineer of YR&S department Swedi Kiso informed that Rs. 134. 99 crore estimated in 2011 was part of the upgraded DPR. The story of incomplete projects in Nagaland is nothing new and has several aspects to it. One is that additional works are included midway which only add to the estimate resulting and cost over-runs. The other is that the state government has not been able to provide its share of funding and as a result, projects get stalled. The E.E. YR&S department also said that from 2013 till 2019 the state has not released funds. From 2019-2020 an amount of Rs.14.4 crore was released but grossly insufficient to

SDEOs, seven SDEOs, 131 vacancies for head masters and asst. headmasters. On the recent demand by All Nagaland Graduate Teachers Forum seeking one-time measure to address the promotion stagnation of graduate teachers, Sukhalu said “promotions just do not come like that. May be as a teacher, which is a different matter, but for the post of HMs/ AHMs the Annual Performance Assessment Report has to be up-to-date.” Meanwhile, delivering the keynote address, commissioner & secretary School Education & SCERT, Kevileno Angami claimed such a consultation on school education was not held in the past, while acknowledging the adviser for his zeal to have

consultation programmes with State, district and block-level officers. She said the meet would allow the department to know problems and challenges, besides the good practices and success stories happening in all corners. In his brief speech, principal director School Education Thavaseelan K acknowledged the shortage of man power in the districts. He, however, reminded officers to utilize available resources to achieve optimal learning outcomes. Nagaland Education Project- Lighthouse (NECTAR) deputy director Avelu Ruho spoke on the activities of NECTAR project under World Bank. She also highlighted about the Performance Incentive Grants (PIG), which was

State stadium in Dimapur languishing cover liabilities of past seven years. While projects in other north eastern states get completed, Nagaland has continued on the path of delays and cost escalations. This being a feature, it was reported that even the DoNER ministry, sports ministry and finance ministry have been reluctant to pump money into the project. The MDSC has proposed works under ‘Schedule Items’ such as roofing, scaffolding, flooring, main approach, main entrance to the stadium internal periphery road etc. The ‘nonSchedule items’ include interior and exterior illumination, play field development, running track, floodlight etc. It may be recalled that in January this year, chief minister Neiphiu Rio disclosed that he and his colleagues in the government have decided to complete the decades-old unfinished “white elephant” –MDSC - whose construction was stalled after funds stopped because the erstwhile Planning Commission was folded up. He said his government will take up the MDSC as “we have hope in the youths.” It may also be pointed out that the sports persons only require quality playing grounds and seats for spectators to compete in sporting

events. Renowned former Indian football captain Baichung Bhutia, during an event in Nagaland, had said

it did not require several hundred crores rupees for expensive facilities to promote sports. Bhutia said

committed financial irregularities, diverted funds, fabricated books, round tripped funds to “create assets for Kapil and Dheeraj Wadhawan” using public money. Both are in judicial custody in connection with previous fraud cases against them. The DHFL loan accounts were declared non-performing assets at different points of time by lender banks, they said. When DHFL was hit by investigation in January 2019 after media reports on allegations of siphoning of funds surfaced, the lender banks held a meeting on February 1, 2019 and appointed KPMG to conducted a “special review audit” of DHFL from April 1, 2015 to December 31, 2018. The banks also issued a Look Out Cirular against Kapil and Dheeraj Wadhawan on October 18, 2019 to prevent them from leaving the country, they said. The UBI has alleged

that KPMG, in its audit, red-flagged diversion of funds in the garb of loans and advances to related and interconnected entities and individuals of DHFL and its directors. The scrutiny of account books showed that 66 entities having commonalities with DHFL promoters were disbursed Rs 29,100 crore against which Rs 29,849 crore remained outstanding. “Most of the transactions of such entities and individuals were in the nature of investments in land and properties,” the bank alleged. It revealed that the DHFL, in number of instances, disbursed funds within one of month, diver ted funds for investment in entities o f S h e t t y, l o a n s we r e rolled over without NPA classification, repayments worth hundreds of crores was untraceable in bank statements and unjustified moratorium on principal and interest was given.

NEW DELHI, JUN 22 (PTI): The CBI has booked Dewan Housing Finance Ltd, its former CMD Kapil Wadhawan, director Dheeraj Wadhawan and others for bank fraud of Rs 34,615 crore, making it the biggest such case probed by the agency, officials said Wednesday. Following the registration of case on June 20, a team of over 50 officials from the agency on Wednesday carried out coordinated searches on 12 premises in Mumbai belonging to FIR-listed accused which also include Sudhakar Shetty of Amaryllis Realtors and eight other builders. The action came on a complaint from the Union Bank of India (UBI), leader of 17-member lender consor tium which had extended credit facilities to the tune of Rs 42,871 crore between 2010 and 2018. The bank has alleged that Kapil and Dheeraj Wadhawan in criminal conspiracy with others misrepresented and concealed facts, committed criminal breach of trust and abused public funds to cheat the consortium to the tune of Rs 34,614 crore by defaulting on loan repayments from May 2019 onwards. The audit of DHFL account books showed that the company allegedly

Ps and MLAs in India will be electing the 15th President of the Union of India on July 18 which will be contested between NDA consensus candidate Droupadi Murmu(64), former Jharkhand Governor and opposition consensus candidate and bureaucrat-turned-politician and former minister Yashwant Sinha(84). Both presidential candidates are in sharp contrast with each other. While Yashwant Sinha is a liberal, media savvy and well versed in political and economic affairs, Draupadi on the other hand is a low profile politician and working away from the glare of media attention. Yashwant Sinha has had stints as union finance minister in 1990 as Janata Dal member under Janata Dal government of prime minister Chandra Shekhar, then joined BJP and appointed as finance minister under in 1998 under Atal Behari Vajpayee and later minister of external affairs during 2002-04 under Vajpayee. Sinha quit the BJP in 2018. His son Jayant Sinha is BJP MP and served a junior minister of finance and civil aviation under the Modi government from 2014 and also 2016. Yashwant joined the TMC in 2021 and was appointed TMC national vice president. While Sinha got the prod from TMC and the nod from Congress as the opposition consensus candidate, Draupadi who has had no stint in the union ministry but became the first governor of Jharkhand to complete the five year term, and the first person, belonging to a scheduled tribe, to be nominated to the post of President of India. Draupadi was hand picked by the BJP to be the NDA consensus candidate. June 29 is the last date for candidates to file papers. Voting is scheduled for July 18 and counting on July 21. Based on the current arithmetic, NDA is around 13,000 votes short and support from either BJD, which has over 31,000 votes in the electoral college, or YSRCP (over 43,000 votes) will ensure smooth sailing for the BJP-led alliance. NDA is estimated to have 5.26 lakh votes out of a possible 10.79 lakh in the electoral college, comprising elected members of the Lok Sabha, and the state legislatures. The numbers could change after the ongoing Rajya Sabha polls, but probably not enough to change the big picture. The YSRCP and BJD, the two regional parties have maintained a low profile but both went with BJP in backing Ramnath Kovind in 2017. There has been a tug-of-war among the opposition parties with regional parties such as TMC, TRS and AAP insisting on a non-Congress joint front against BJP. While the opposition parties continue to be at loggerhead, the BJP-led NDA has been working overtime not only to ensure the victory of the NDA candidate in the presidential polls but also weaning over regional parties in the run up to the assembly elections in 2023 before the big fight in 2024. The current anti-Agnipath nationwide protests is a potent issue against the BJP-led NDA government but opposition disunity may have taken the wind out of the sails. Though it is a foregone conclusion that the NDA candidate will win the July 18 fight, yet it is imperative for the Opposition to put up a valiant fight , in order to regain some semblance of credibility. Failure to do so would put the BJP firmly in pole position for the 2024 battle.

DailyDevotion The Unchanging Law of Judgment With what judgment you judge, you will be judged; and with the measure you use, it will be measured back to you. —Matthew 7:2 This statement is not some haphazard theory, but it is an eternal law of God. Whatever judgment you give will be the very way you are judged. There is a difference between retaliation and retribution. Jesus said that the basis of life is retribution— “with the measure you use, it will be measured back to you.” If you have been shrewd in finding out the shortcomings of others, remember that will be exactly how you will be measured. The way you pay is the way life will pay you back. This eternal law works from God’s throne down to us (see Psalm 18:25-26). Romans 2:1 applies it in even a more definite way by saying that the one who criticizes another is guilty of the very same thing. God looks not only at the act itself, but also at the possibility of committing it, which He sees by looking at our hearts. To begin with, we do not believe the statements of the Bible. For instance, do we really believe the statement that says we criticize in others the very things we are guilty of ourselves? The reason we see hypocrisy, deceit, and a lack of genuineness in others is that they are all in our own hearts. The greatest characteristic of a saint is humility, as evidenced by being able to say honestly and humbly, “Yes, all those, as well as other evils, would have been exhibited in me if it were not for the grace of God. Therefore, I have no right to judge.” Jesus said, “Judge not, that you be not judged” (Matthew 7:1). He went on to say, in effect, “If you do judge, you will be judged in exactly the same way.” Who of us would dare to stand before God and say, “My God, judge me as I have judged others”? We have judged others as sinners— if God should judge us in the same way, we would be condemned to hell. Yet God judges us on the basis of the miraculous atonement by the Cross of Christ.

Post-mortem

As Modi readies to talk to China and Russia virtually, realism rules

P

rime Minister Narendra Modi will participate this week in the BRICS summit virtually hosted by China. This means he will share screen time with Chinese president Xi Jinping, Russia’s Vladimir Putin, Brazil’s Jair Bolsonaro and South Africa’s Cyril Ramaphosa. But the fact that an in-person summit is not being held is certainly an opportunity lost for a group that claims to amplify the dreams of the developing world. If only China had withdrawn to its own side of the Line of Actual Control in Eastern Ladakh, where it has occupied territory for the last two years, Modi may have even taken that flight to Beijing. Reports say China was quite keen that Modi attend the BRICS summit — clearly it wasn’t keen enough, otherwise things at the LAC would have been different. There was widespread speculation in both Delhi and Beijing that a breakthrough might be in the offing; just like the time in 2017 when China was hosting the BRICS meeting in Xiamen and Modi refused to go because Indian and Chinese troops were eyeball-to-eyeball at Doklam, Bhutan. But a compromise was reached after long negotiations and the PM caught that flight in time. This time around, it’s

T

a far more uncertain world. The pandemic has eased, but it’s not over, including in mainland China. Russia’s invasion of Ukraine is still on. Beijing’s occupation of territory in Ladakh means that two of the five BRICS members are in violation of their own principles of sovereignty and territorial integrity. External Affairs Minister S Jaishankar told his fellow BRICS ministers as much in May, when he pointed out that “BRICS has repeatedly affirmed respect for sovereign equality, territorial integrity and international law. We must live up to these commitments.” And yet, Modi is participating in the virtual BRICS summit—15 rounds of talks later, the Chinese haven’t hinted at returning to the status quo ante. So why is the PM, just like National Security Advisor Ajit Doval— who participated in a BRICS NSA meeting on the second anniversary of the Galwan clashes in which 20 Indian soldiers died—still talking to China? The answer is more complicated. Realism is driving Indian policy The Modi government has decided that at least for the time being, it will play according to the classic definition of a “swing state”.

Divided we fall

hree major trends are being witnessed in the country, which look distinct, but are closely interlinked. Firstly, the anger of youth against growing unemployment is spilling out on the streets, triggered by an army recruitment scheme that has crushed their hopes and aspirations of finding a decent job and leading a dignified and fulfilling life. Secondly, communal passions are being stoked against the Muslim community with an alarming undermining of the rule of law as ensured and guaranteed by our Constitution. Thirdly, a dome of heatwave has settled over the subcontinent with temperatures soaring up to 50 degrees celsius putting in peril the lives of animals, humans and plants alike. How are the three interlinked? Explanations of these issues are being carefully pushed aside by mainstream media. What we see, discuss, believe and seek answers to, are the issues thrown at us with rapid fire by the corporate controlled electronic, print and social media. It gives little time and space to us to develop an understanding about the real issues affecting more than 90% of our population. And alternative views are either suppressed using the law enforcement agencies or ridiculed by the troll army of the ruling party, or get buried by the non-availability of disseminating platforms. Perhaps the only mass agitation that forced the central government to eat humble pie and concede to the protestors’ demands was the agitation by the farmers of Punjab, Haryana and Uttar Pradesh, amply supported by about 500 organizations across the country. Now that the government has gone back on the promises it made to farmers to consider their demands, most prominently of forming a committee to discuss and decide the minimum support price for their produce, it would not like another similar agitation. Besides, having closely followed the discourse during the UP election campaign, the issues that figured prominently were unemployment, price rise, the cattle menace, MSP and other economic issues. There was hardly any mention of temples or mosques. Hence the immediate need for a smokescreen or sideshow to create divisions among the masses and distract them. For that, the BJP government, in the last 8 years, has recruited enough rabble rousers, whose voices are easily amplified by compliant media. The whole country then gets plunged into discussing something where facts in the history are hazy or unclear. We are then bombarded through electronic, print and social media with blatant untruths. Muslims and their religion are being targeted with impunity. Those who protest are “punished” by their governments with utter disregard for the Constitution and rule of law. Sadly, very few among the Hindu community express shock or dismay at what is happening to our Muslim brothers, not realizing perhaps that sooner than later this

This means that it will move in the direction of the country or grouping that satisfies its national interest the most. This also means that India will get off the moral high ground and hold its nose if need be, in order to pursue its chosen goal. For example, India has demonstrated incredible realism by refusing to criticise Putin over Russia’s invasion of Ukraine, because it knows on which side its barrel of oil is afloat. Not criticising Putin doesn’t mean that India won’t play a strong suit at the Quad or the G-20, whose summit PM Modi will be attending next week in Germany. Remember that he recently returned from Tokyo, where he participated in an in-person meeting of the Quad, along with Joe Biden, Anthony Albanese (PM of Australia) and Fumio Kishida (PM of Japan). India’s strong commitment to realism is obviously underlined by the fact that its economy is not up to speed; given this uncertain state of affairs at home, the fact that New Delhi is nevertheless determined to remain engaged with actors it is not particularly interested in breaking bread with – namely, China – signals a maturing, a coming of age. Some say China’s territorial occupation in Ladakh

impunity and undermining of law will devour us all. Why have we become so desensitized? Is it not an evolutionary fact that human societies in the past have progressed only because of our altruism, cooperation and coming to the aid of members of our species? Is it not that these qualities are hardwired in our brains? So, what has gone wrong? The “neoliberalism” that we adopted in 1991 has promoted extreme individualism and competition among all of us, pitting everyone against everyone. We have all become extremely individualized. It has weakened the family, social and community bonds that enrich our lives and developed a kind of mistrust across society. An ideal condition for violent and extremist forces to grow and imperil the lives of ordinary citizens. Here the environmental catastrophe we are facing becomes clear. The answer lies in seeing how neo-liberalism in economic policies has destroyed the India that we loved so much. Neoliberal policies have placed market, profit and wealth creation at the center of our existence rather than our social responsibilities. Wealth can come from growth, and uncontrolled growth has gravely injured our planet. The corporates in cahoots with the political, bureaucratic leadership and media are shamelessly exploiting our natural environment and dumping the waste with impunity in our water bodies, on land and polluting the air we breathe. The situation is so bad that there were 35 Indian cities among the top 50 most polluted cities in the world in 2021. It also explains the huge impact of global warming and species extinction rates that we are now witnessing. Does this model of development suit us? Our country has finite resources and so it is true of our planet. There is no way that we can stretch this planet for more resources. We have gone far beyond our requirement and precious resources are being wasted on war machinery, ostentatious lifestyles and the vulgar display of wealth. It is time for us to pursue policies that are in the interests of people and our beloved planet. We have to create bridging networks within society. Let us revive our natural inborn tendency to cooperate with each other rather than othering communities. Most importantly, it is also time to take back democracy from the clutches of moneybags and demagogues that thrive on slogans, symbols and sensations. Agnipath being the latest. The main proponent of neoliberalism, Friedrich Hayek, had said in Chile under the dictator Pinochet: “I would rather live in a liberal economy under dictatorship than democracy without liberalism.” We have to bury this neo-liberalism along with its two main proponents, Hayek and Milton Friedman, before it is too late for all kinds of lives on this planet. Remember the old adage, united we stand, divided we fall. Avinash Mohananey is former Director General of Police, Sikkim (As published in The Citizen)

is a sign of its displeasure at India’s growing proximity to the US. Apart from the fact that this is a terribly childish way of conducting diplomacy, it also signals China’s significant lack of understanding of a fellow Asian power, another ancient civilisation. Be that as it may, it is unfortunate that Chinese intransigence in resolving the Ladakh standoff is coming in the way of Delhi improving its ties with Beijing and the other middling economies in BRICS. India realises that no matter the difficulties, it must play a part at the BRICS high table. Being inside the lakshman rekha has several advantages, including a firsthand knowledge of how the others are functioning. M o r e ove r, t h e f ive BRICS nations together represent 40 per cent of the world’s population, 24 per cent of global GDP and 16 per cent of global trade— no doubt heavily skewed in China’s favour. There is no reason India should want to stay out. Just the way the world works Xi Jinping isn’t just interested in promoting his version of a global order, called the Global Security Initiative, but also wants to expand BRICS. In late May,

the Chinese foreign ministry echoed Russian foreign minister Sergey Lavrov to say that Saudi Arabia and Argentina are deeply interested in joining the organisation. This comes in the wake of the BRICS foreign ministers’ meeting in May, which was accompanied by a dialogue with emerging markets and developing countries called “BRICS Plus” initiative. The foreign ministers and top officials of Kazakhstan, Saudi Arabia, Argentina, Egypt, Nigeria, Senegal, the UAE, and Thailand all took part. Only in December 2021, Egypt became the fourth member of the BRICS Bank— also called the New Development Bank—after the UAE, Senegal, and Bangladesh. So far, the Bank has disbursed $30 billion in 80 projects in its member countries. So, what does India think about the expansion of BRICS? Does it believe that Xi Jinping wants to expand his influence so as to rival Quad? More importantly, should India care? For the moment, India is keeping its views to itself. There is too much volatility, not just in global markets but also in diplomatic interests, and India doesn’t want to be caught on the wrong foot. So it continues to refuse to criticise Vladimir Putin, de-

spite an irritated West starting to push India to choose— although New Delhi may have privately assured these Western governments that India remains on the side of democracies. The Indian argument is as follows: Its economy is flailing as it comes off the pandemic coupled with the aftershocks of the Ukraine war. There is no need for it to further destabilise the lives of its own people by refusing to buy cheap, discounted oil and other energy products from Russia. A Reuters report recently found that Indian importers are “lapping up” Russian coal, oil, and other energy products that have been shunned by European countries following the sanctions. Moreover, Russian companies are accepting payments in Indian rupees and UAE dirhams. And so it goes, in India’s diplomatic circle of life. This week, Modi will virtually meet BRICS leaders, next week he will rub shoulders with leaders of Western economies. India is adjusting its foreign policy to keep pace with the ways of the world. The world must acknowledge equality of all religions

I

ndia, the world’s largest democracy, continues to be run on a Constitution that has secularism built into its framework by way of ‘one man one vote’, equal opportunity provided by the Centre to all citizens, same protection of law given to everybody by the concerned state government that have autonomous control on law and order, a self-regulating Election Commission that prohibits communal appeals during electioneering and the mandate that the political executive governing the nation would not carry a denominational stamp. The rise of BJP through the electoral process in recent years has led the opposition to build certain narratives in an attempt to politically undercut the former - whipping up the fear of ‘majoritarianism’, running down the call for nationalism and stepping up on the traditional advocacy of the ‘Muslim cause’. Domestic politics in India has seen many familiar pulls and pressures and violations of democratic norms but the ruckus raised on an allegedly deprecatory comment about Islam reportedly made by a BJP spokesperson through a reference to Hadis - the record of the sayings of Prophet Muhammad that had been a subject matter of prolonged research by scholars of Islamic jurisprudence - has given anti-Modi lobbies in India and abroad a handle to intensify the political ‘proxy war’ against the BJP regime. A supposed indiscretion made by a ‘party’ functionary is leading to the demand for a ‘national apology’ and the protest is being taken to a point of assertion that one faith stood above all others in the matter of sensitivity of its followers. It is true - and this has to be respected - that according to Koranic injunction, Islam was presented as the ‘perfect’ religion and that too for all times to come because the Prophet was Khatimul Anbia - the last of the messengers of God. However, this is a matter of belief within the Muslim community and cannot obliterate the concept of equal respect for all religions that a democratic secular State like India’s follows. There are strong laws against the offence of hurting the religious sentiments of a community and creating communal disharmony which apply to all faiths and meet the requirements of a multi-religious and multi-cultural society. Religion defines the relationship of an individual with one’s God while culture - which has a positive input from religion - harmonises the relationship of one person with another member of the society. Any religion given to excessive exclusivism can become problematic for democratic polity that derives strength from a shared culture of the land even while respecting all faiths. India puts all religions on an equal footing and makes no distinction among its citizens on the grounds of caste, creed, region, class or gender. This is how Ma-

hatma Gandhi’s call that all Gods are the same found expression in his favourite prayer ‘Ishwar Allah Tero Naam’. While allowing free exchange of thoughts on teachings of religions, this approach did not countenance any deprecatory remarks on any one’s faith and Gods. Handling of any transgressions in this regard by the democratic government of India is an internal matter of the nation. India has the second largest Muslim population in the world and its freedom of religion, including ways of offering prayers and choice of livelihood, are fully protected. Muslim countries do not have to act as the protector of India’s Muslim minority which have full rights to protest against any hurt caused to its religious sentiments by any citizen, through permissible ways. If the protesters indulge in mass violence on the street, however, they would face a deterrent response from the state. This is particularly important because enemy agents are known to have exploited such situations. The Islamic countries can express their concern over an event violating the religious sentiments of Muslims in another country, but they should not take to an offensive against an established democratic dispensation on that count. They would in fact help the cause of democracy if they affirmed their acceptance of all faiths and their Gods, in the first instance. It is not advisable to project religion into national and international politics and use an isolated event of indiscretion of a ‘party functionary’ to run down India as a nation and join the political lobby against the Modi government as such. Any offence relating to spread of communal hatred punishable under the Indian law has to be taken up for investigation by the state police concerned regardless of who committed it and the accountability for that cannot be shifted from the state government to the Centre. Law and order handling must be kept above politics. India’s international relations under Prime Minister Narendra Modi are based on the enlightened strategy of developing bilateral friendships for mutually beneficial economic and security interests aligned with the cause of world peace. This policy was followed towards democratic states, Islamic regimes and even autocracies, in recognition of the sovereignty of every nation. Hopefully these relationships will not be allowed to get diminished by any acts that put religion above nationhood and flaunt superiority of one faith over the other. India would do well to reaffirm its equality of approach to all religions and put down any misdemeanour of using derogatory remarks against any faith and its Gods, sternly under the laws of the

nation. Our diplomacy should specially engage with other countries - including the members of OIC - to make the point that in a democratic and secular dispensation, sensitivities about matters of faith are to be equally respected regardless of the community. Nothing that divides the world on the basis of religion can do any good - modes of worship may differ but this should not come in the way of a culture of unity and should not produce a divide among Indian nationals. The Preamble to our Constitution describes promotion of unity and integrity of the nation as its prime objective even as the Constitution goes on to describe the system of governance of India as a Union of States. It is regrettable that minority politics in this country has led to a tendency to deprecate the idea of nationalism itself and consider the mandate of saluting the national flag or standing up during the singing of the national anthem as an ‘imposition’ on any minority. It is time India moves ahead on the path of national unity and inter-community harmony and puts the focus back on ‘development for all’. Common people of all communities ultimately have the same concerns of livelihood, security and future prospects of their children. In a democracy run on the electoral system of one man one vote, any political party would strive to gain a majority and come into power. It is logical that the majority community may return a much larger number of representatives to Assemblies or Parliament - this would not alter the secular mandate that the Constitution upholds. Any legislation that is against the right to equality will not stand judicial scrutiny. Beyond the personal freedom of worship all Indians are equal politically. However, the reality of caste, creed and regionbased politics has prevailed in independent India - an upshot of this is the realpolitik that made opposition parties realise that against a majority community divided in multiple ways, the support of the large minority is crucial in elections. Injection of religion into domestic politics is injurious enough - the fallout of the controversy about the alleged ‘insult’ caused to a religion by a ‘party functionary’ in India taking the form of protest of the Muslim countries directed against India as a sovereign nation, has created the impression that there is projection of religion into international politics as well. This should stop in the interest of preservation of the identity of the democratic world at large. India on its part remains committed to building mutually beneficial relations with the Islamic countries regardless of their differing systems of governance. D.C. And the results of this approach are evident from the performance of the Indian economy,” he said. “This year, we are expecting 7.5 per cent growth, which makes us the fastest growing major economy. Transformative changes are taking place in every sector in the emerging ‘New India’,” Modi said. He said a key pillar of India’s current economic recovery is technology-led growth and that the government has made inno-

There are more than 100 unicorns in over 70,000 start-ups in India, and their number continues

to grow,” he said. “Second, even during the pandemic, India continued to make many efforts to improve the ease of doing business. Thousands of rules have been changed to reduce the compliance burden on the business,” Modi said. He said the work is going on at a “massive scale” to bring in more transparency and consistency in government policies, adding infrastructure in India is also being improved on a large scale. “India has prepared a National Master Plan. There are investment opportunities of USD 1.5 trillion under our National Infrastructure Pipeline. The value of the Indian digital economy will reach 1 trillion dollars by 2025,” Modi said.

He said the growth of the digital sector also encouraged the participation of women in the workforce. “There are approximately 36 per cent women out of 4.4 million professionals working in our IT sector. The maximum benefit from technology-based financial inclusion has also gone to the women in our rural areas,” he said. Modi said BRICS women business alliance can undertake study in this transformative change in India. “Similarly, we can have a useful dialogue on innovation-led economic recovery. I suggest that the BRICS Business Forum may develop a platform for regular exchanges between our startups,” he said.

Flash floods, landslides as heavy rains, snowfall lash J&K

JAMMU/SRINAGAR, JUN 22 (PTI): Heavy rains lashed Jammu and Kashmir on Wednesday, triggering flash floods and landslides, with authorities

forced to shut schools in several districts including Doda, Kishtwar and Ramban and evacuate people from low-lying areas, while the strategic Jammu-Sri-

nagar national highway remained blocked for the second day leaving hundreds of vehicles stranded. In Kashmir, the Jhelum crossed the danger mark at Sangam in Anantnag district and the water level was rising in other rivers also, officials said. A high alert has been sounded in areas close to river Chenab and its tributaries, they said. Snowfall in the higher reaches including the holy cave shrine of Amarnath has brought down the day temperature substantially, the officials said. Police rescued 50 passengers travelling in ten vehicles which were trapped due to snow-

fall and heavy rains in the high-altitude area in Kishtwar district on Wednesday afternoon, officials said. ‘’Snowfall and heavy rains triggered flash-floods in Simthan top area following which 50 passengers including some women and children, were stranded. The police got the track cleared and after a lot of hard work rescued all the passengers, an official said. The water level at Sangam in Anantnag district was measured at 21.60 ft, marginally above the 21-feet mark for flood declaration, they said. Vaishov stream, which flows mainly through Kulgam district, was flowing dangerously

above the flood alert mark. However, the water level has started receding since 10 am, the officials said. A breach was reported in a temporary diversion along the banks of Vaishov stream as Chamgund in Kulgam, they said adding many areas of the district have been flooded. Authorities have started moving people from low-lying areas to safer locations, they said.

Droupadi Murmu

Yashwant Sinha

NEW DELHI/RAIRANGPUR (ODISHA), JUN 22 (PTI): NDA candidate Droupadi Murmu on Wednesday appeared set for smooth sailing in the presidential election after she received the crucial backing of BJD, but an unfazed Opposition nominee Yashwant Sinha asserted that he is fighting an ideological contest and the country should not have a “rubber-stamp president”. With the support of Naveen Patnaik’s party, Murmu, who belongs to the Santhal tribal community in Odisha, has around 52 percent votes (around 5,67,000 votes) out of a total of 10,86,431 votes of all electors. This includes 3,08,000 votes of MPs of the BJP and its allies. The BJD has around 32,000 votes in the electorate which is around

2.9 percent of the total. BJD president and Odisha Chief Minister Naveen Patnaik, who is currently touring Italy, appealed to all members of the state Assembly to support Murmu, 64, in the July 18 election, describing her as the daughter of the state. On Wednesday morning, Murmu, before heading for Delhi, sought divine blessings as she swept the floor of a Shiva temple in her home in a nondescript tribal-dominated Rairangpur town in Odisha’s Mayurbhanj district at the crack of dawn. It has been a daily ritual for her since she returned in August 2021 after retiring as governor of Jharkhand. Like other days, she offered prayers at the temple after a bath and whispered into the ears of Nandi, the bull ‘vahana’ of Lord Shiva,

GOVERNMENT OF NAGALAND WATER RESOURCES DEPARTMENT NATIONAL HYDROLOGY PROJECT (World Bank FundedProject) E-PROCUREMENT NOTICE

k-1390/22

NEW DELHI, JUN 22 (PTI): Congress president Sonia Gandhi, who was hospitalised for over a week for COVID-19 complications, wrote to the Enforcement Directorate on Wednesday seeking postponement of her appearance in the National Herald case by a few weeks till she recovers completely. The ED is learnt to have accepted her request and may give her a fresh date soon, sources said. The 75-year-old Congress leader, who was discharged from hospital on June 20, had been summoned by the agency for questioning on June 23 in the money laundering case related to the newspaper. Her son and former Congress chief Rahul Gandhi has already been quizzed by the probe agency for over five days. Sonia had earlier been scheduled to appear before the ED on June 8 but had sought more time from the probe agency in view of her COVID-19 infection. The agency had then issued a fresh summons. “Since she has been strictly advised rest at home following her hospitalisation on account of Covid and lung infection, Congress President Smt. Sonia has written to ED today seeking the postponement of her appearance there by a few weeks till she has recovered completely,” Congress general secretary Jairam Ramesh said on Twitter.

The temple was cordoned off by CRPF commandos provided to her after the Centre accorded her Z-Plus security cover soon after she was named the NDA presidential nominee by BJP president J P Nadda on Tuesday night. A threat perception security report generated by central security agencies formed the basis of the decision by the Ministry of Home Affairs, officials said. Hundreds of people gathered to greet Murmu at her house and later when she left for a 285-km journey to Bhubaneswar by car amidst an air of festivity. Congress Legislature Party leader Narasingha Mishra, however, said BJP has fielded Murmu in the presidential poll keeping an eye on BJD’s votes in the electoral college. “We may not support her in the elections even though she is the befitting candidate,” he said. Murmu, who will be the first tribal President and the youngest to occupy the post when elected, is also likely to get the support of other regional parties, including the AIADMK and the YSRCP.

Economy has completely collapsed: SL PM

C O LO M B O, J U N 2 2 (PTI): Sri Lanka’s economy has “completely collapsed” and it is facing a far more serious situation beyond the mere shortages of fuel, gas, electricity and food, Prime Minister Ranil Wickremesinghe warned on Wednesday, underscoring the urgency of arriving at an early agreement with the IMF to obtain an additional credit facility. Sri Lanka has been facing the worst economic crisis since independence in 1948 which has prompted an acute shortage of essential items like food, medicine, cooking gas and fuel across the island nation. Giving an update to Parliament on the government’s mitigation measures taken so far, Wickremesinghe, also the finance minister, said, it is no easy task to revive a country with a “completely collapsed” economy, especially one that is dangerously low on foreign reserves. “If steps had at least been taken to slow down

the collapse of the economy at the beginning, we would not be facing this difficult situation today. But we lost out on this opportunity. We are now seeing signs of a possible fall into the very bottom. However, we must come out of this situation. If not, we will be unable to seek solutions to any other issue in the country,” he said. “We are now facing a far more serious situation beyond the mere shortages of fuel, gas, electricity and food. Our economy has

faced a complete collapse. That is the most serious issue before us today. These issues can only be resolved through the reviving of the Sri Lankan economy. In order to do this, we must first resolve the foreign reserves crisis faced by us,” he said. For Sri Lanka, the Prime Minister said, the only safe option now is to hold discussions with the International Monetary Fund. “In fact, this is our only option. We must take this path. Our aim is to hold discussions with the IMF and

arrive at an agreement to obtain an additional credit facility.” The nearly-bankrupt country, with an acute foreign currency crisis that resulted in foreign debt default, had announced in April that it is suspending nearly USD 7 billion foreign debt repayment due for this year out of about USD 25 billion due through 2026. Sri Lanka’s total foreign debt stands at USD 51 billion. The foreign currency crisis has crimped imports, creating severe shortages of food, fuel, electricity and other essentials like medicines, forcing people to stand in long lines to fulfill basic needs. The Indian credit lines since January this year have provided a lifeline to Sri Lanka amidst growing public dissent over the worsening economic conditions. But Wickremesinghe said India would not be able to keep Sri Lanka afloat for too long. “We have taken loans amounting to USD 4 billion

under the Indian credit line. We have requested more loan assistance from our Indian counterparts. But even India will not be able to continuously support us in this manner. Even their assistance has its limits. On the other hand, we too must have a plan to repay these loans. These are not charitable donations,” he said. Wickremesinghe said that currently, the Ceylon Petroleum Corporation is USD 700 million in debt. “As a result, no country or organisation in the world is willing to provide fuel to us. They are even reluctant to provide fuel for cash,” he said. H e i n f o r m e d l aw makers that USD 70 million from the World Bank and USD 20 million from Sri Lankan Government funds will be paid to import 100,000 MT of gas to solve the issue soon. He said that on Monday, an IMF team arrived in Sri Lanka and the talks with the group will continue for the next several days.

Drone strike hits Russian refinery near Ukraine border MOSCOW, JUN 22 (AP): A drone strike caused a fire at a refinery in southwestern Russia near the border with Ukraine on Wednesday, but no one was hurt and the blaze was contained quickly, officials said. The fire engulfed industrial equipment at the Novoshakhtinsk oil processing plant in the Rostov-on-Don region. The authorities said that dozens of firefighters extinguished the flames in a half-hour and no one was hurt. The refinery said in a statement that the fire was caused by a strike carried out by two drones, describing it as a “terrorist” act. It didn’t give further details, but the state news agency Tass said that two Ukrainian drones flew over the plant and one of them slammed into a heat exchanger, triggering the fire. Ukrainian officials haven’t claimed responsibility for the drone strike. A video posted on a messaging app channel

A fire broke out at an oil refinery in Russia’s Rostov Region on Wednesday after it was allegedly hit by a Ukrainian drone.

showed a drone flying by and hitting what was purported to be the refinery, a giant plume of smoke rising into the sky. The authenticity of the video couldn’t be independently verified. The Rostov regional governor, Vasily Golubev, said that fragments of two drones were found on the territory of the plant. The refinery said it temporarily suspended the operations to assess the damage. Wednesday’s attack on the refinery follows a series of explosions and fires in western Russia

amid Moscow’s fighting in Ukraine in an operation that began nearly four months ago. In April, two Ukrainian helicopter gunships struck an oil depot in Belgorod, according to Russian officials, causing a massive fire. Several other explosions and fires hit refineries, oil depots, and an ammunition storage facility. Ukraine hasn’t officially taken responsibility for the incidents, but some Ukrainian media have lauded them as a result of Ukrainian strikes.

Joko Widodo

J A K A RTA , J U N 2 2 (IANS): Indonesian President Joko Widodo will visit Moscow and Kiev by the end of June and meet with Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky respectively, Indonesian Foreign Minister Retno Marsudi told a press briefing on Wednesday. Retno said that during the visits, Widodo will discuss the food crisis caused by the Russia-Ukraine conflict, Xinhua news agency reported. The “special visits” would show that Indonesia, as the host country of Group of 20 (G20) Summit in November, was “actively responding” to the ongoing geopolitical issue. Indonesia has fully expected that Russia, one of G20 members, will attend the summit, while Ukraine was also invited for the meeting as a guest country. “We fully understand that the situation now is very complicated, and all of the countries in the world know that. Thus, through the visits, the president wants to contribute to overcoming the food crisis that has been caused by the war and has impacted the poor countries. The President wants to push for the spirit of peace,” Retno said. She pointed out that President Widodo would be the first president from the Southeast Asia region to visit both countries since the conflict broke out in February.

South Korean Prez pledges to rebuild nuclear power industry SEOUL, JUN 22 (IANS): South Korea’s President Yoon Suk-yeol pledged on Wednesday to rebuild the nuclear power industry and support its expansion overseas, underscoring his commitment to reversing the nuclear phase-out policy of the previous administration. Yoon made the remark after touring a nuclear reactor factory owned by Doosan Enerbility in Changwon, 300 km southeast of Seoul, Yonhap news agency reported. During the campaign, the president had pledged to resume construction of the Shin-Hanul No. 3 and No. 4 nuclear reactors and to aim to export 10 nuclear reactors

by 2030. “Our nuclear power plants are recognised for their world-class technology and stability,” Yoon said during a meeting with industry and government officials at the Doosan Enerbility headquarters. “The competitiveness of our nuclear plant businesses lies in our ability

to construct on time and on budget, which no other company in the world can imitate,” he said. Yoon took a swipe at the previous Moon Jae-in administration, saying “had we not been foolish over the past five years and further reinforced the nuclear power ecosystem, we probably would not have any competitors now.” Still, the president noted the door to the nuclear power plant export market is “wide open” and that countries such as Saudi Arabia, the Czech Republic, Poland and the United States recognize nuclear power as a key energy source on the path to carbon neutrality.

F

or most of us, the “best” time of day to work out is simple: When we can. Maybe that’s before or after work. Or when the gym offers free daycare. Or when our favorite instructor teaches our favorite class. That’s why we call it a “routine.” And if the results are the same, it’s hard to imagine changing it up. But what if the results aren’t the same? They may not be, according to a new study from a research team at Skidmore College. The r e s u l t s o f a 1 2 - we e k exercise program were different for morning vs. evening workouts. Women who worked out in the morning lost more fat, while those who trained in the evening gained more upper-body strength and power. As for men, the performance improvements were similar no matter when they exercised. But those who did so in the evening had a significant drop in blood pressure, among other benefits. The study is par t of a growing body of research showing different results for different times of day among different populations. As it turns out, when you exercise can ultimately have a big effect. And we’re not just talking strength and fat loss, but also heart health, mood, and quality of sleep. An Accidental Discovery The original goal of the Skidmore study was to test a unique fitness program with a group of healthy, fit, and extremely active adults in early middle age. The program includes four workouts a week, each with a different focus: s t r e n g t h , s t e a dy - p a c e endurance, high-intensity intervals, and flexibility (traditional stretching combined with yoga and Pilates exercises). But because the group was so large – 27 women and 20 men completed the 3-month program – they had to split them into morning and evening workout groups. I t w a s n’ t u n t i l researchers looked at the results that they saw the differences between mor ning and evening exercise, says lead author Paul Arciero, PhD. Arciero stresses that participants in every group got leaner and stronger. But the women who worked K Y M C

country. He added that the two prime objectives of film societies are to propagate film culture and promote better cinema. Mazumder shared the struggles of filmmakers during the initial years of the industry. He also highlighted the changes in filmmaking and screening processes over the years and the impact of social media on films. To understand good films, he stated that one has to watch them again and again, to dissect them frame by frame. He highlighted the various film-related activities taken up by the Federation of Film Society of India all over

out in the morning got much bigger reductions in body fat and body-fat percentage than the evening group. Meanwhile, women in the evening group got much bigger gains in upperbody strength, power, and muscular endurance than their morning counterparts. Among the men, the evening group had significantly larger improvements in blood pressure, cholesterol levels, and the percentage of fat they burned for energy, along with a bigger drop in feelings of fatigue. Strategic Timing for Powerful Results Some of these findings are consistent with previous research. For example, a study published in 2021 showed that the ability to exert high effort and express strength and power peaks in the late afternoon, about the same time that your core body temperature is at its highest point. On the other hand, you’ll probably perform better in the morning when the activity requires a lot of skill and coordination or depends on strategic decision-making. The findings apply to both men and women. Performance aside, exercise timing might offer strong health benefits for men with type 2 diabetes, or at high risk for it. A 2020 study showed that men who exercised between 3 and 6 p.m. saw dramatic improvements in blood sugar management and insulin sensitivity, compared to a group that worked out between 8 and 10 a.m. They also lost more fat during the 12-week program, even though they were doing the exact same workouts. Train Consistently, Sleep Well When you exercise can affect your sleep quality in many ways, says McMaster University neuroscientist Je n n i f e r H e i s z , P h D, author of Move the Body, Heal the Mind: Overcome Anxiety, Depression, and Dementia and Improve Focus, Creativity, and Sleep. First, she says, “exercise helps you fall asleep faster and sleep deeper at night.” (The only exception is if you exercise so intensely or so close to bedtime that your heart rate is still elevated.) Second, “exercising at a consistent time every day helps regulate the body’s circadian rhythms.”

housands of music lovers from Jalukie and neighbouring villages converged at the Jalukie Town Square to celebrate the “World Music Day”-cum-launching of Zeme Music Association Nagaland (ZMAN) on the evening of June 21. The event was organised by Zeme Music Association Nagaland (ZMAN) in collaboration with SoundKing Studio Nagaland. President of ZMAN, Keringsamyibe, in his opening address informed that Zeme Music

Association Nagaland was established recently with the motto “Uplift to Excel”. He highlighted the upcoming singing competition called “Zeme Heleu Ruak” which is to be conducted in a series of online and live performances. Further, the president appealed the Zeme artists of Nagaland to get registered with the Zeme Music Association Nagaland (ZMAN) as the association has collaborated with SoundKing Studio Nagaland for a 30% discount on audio

recording and production. Speaking at the event, president of Zeme Council Nagaland, Dr. Tumda Newme, appreciated the organizers for creating a platform for the budding artists to display their talents. He also added that music is a universal language that can bind together every religion, community, and all ages; and in the music industry talent and ability are the only criteria to reach a h i g h e r l e ve l a n d t h e youngsters have talents but lack determination and hard

work which prevents them from excelling in the field of music despite their vast talents. Therefore, he has advised the young artists to explore their talents, work hard with commitment and also give their time and energy to become successful musicians. Earlier, the event was hosted by Haining Newme and Reguipeuna, while Zeme Music Association Nagaland was launched by Executive Secretary, Zeme Baptist Church Council, Rev. Izieteilung Terieng. Various local artistes and

musical bands such as Corner Light Singers of Nzauna village, Ecopyros of Jalukie B, Panic Station of Jalukie Town, the–Rils of Jalukie, and round 38 Soloist have enthralled t h e c r owd w i t h t h e i r performances. Apart from the huge crowd, the event was also attended my district administration and CSOs of Peren district. The event concluded with a special musical piece performed by Isirangbe (drummer) and Kiriachile Rangkau (guitarist).

It doesn’t matter if the exercise is in the morning, evening, or anywhere in between. As long as it’s predictable, it will help you fall asleep and wake up at the same times. Outdoor exercise is even better, she says. The sun is the most powerful regulator of the circadian clock and works in tandem with physical activity. Third, exercising at specific times can help you overcome jet lag or adjust to an earlier or later shift

at work. “Exercising at 7 a.m. or between 1 and 4 p.m. helps your circadian clock to ‘fall back’ in time, making it easier to wake up earlier,” Heisz says. If you need to train your body to wake up later in the morning, try working out between 7 and 10 p.m. All Exercise Is Good, but the Right Timing Can Make It Even Better “The best time to exercise is when you can fit it in,” Arciero says.

“You’ve got to choose the time that fits your lifestyle best.” But context matters, he notes. “For someone needing to achieve an improvement in their risk for cardiometabolic disease,” his study shows an advantage to working out later in the day, especially for men. If you’re more focused

on building upper-body strength and power, you’ll probably get better results from training in the afternoon or evening. And for fat loss, the Skidmore study shows better results for women who did morning workouts. And if you’re still not sure? Try sleeping on it – preferably after your workout. Lou Schuler

Nagaland girls beat Ladakh 2-1

Players of Nagaland team along with coach and manager in Guwahati. (Azhove) DIMAPUR, JUN 22 (NPN): Nagaland under-17 girls secured a 2-1 victory over Ladakh in the Hero Junior (U-17) Women’s National Football Championship played at Indira Gandhi Athletic Stadium Practice Ground, Guwahati on Wednesday. A first half goal from Dziezechunuo and Chimmushe were enough to secure a victory for Nagaland despite conceding a goal in the second half. Dziezechunuo scored the first goal in the 40th minute and four minutes later Chimmushe added the second goal. Despite Aliya Ashraf scoring for Ladakh in the 69th minute, Nagaland managed to hold on the lead till the final

whistle. Chimmushe was named player of the match. After the match, State coach Ropfu Meyase said it was a well contested match, as Nagaland dominated the first half and Ladakh played better in the second half. “We will try to give our best in next two matches” said the coach. Hockey joins raft of sports reviewing transgender policy LAUSANNE, JUN 22 (REUTERS): The International Hockey Federation (IHF) has joined a raft of governing bodies reviewing their policy on the involvement of transgender athletes in women’s sport following last weekend’s ruling by swimming’s top body FINA. On Sunday, FINA voted to ban anyone who has been through male puberty from elite women’s competitions and to create a working group to establish an “open” category for transgender swimmers in some events as part of its new policy. “We are conducting a review of our transgender policy and this is a current work in progress in consultation with the (International Olympic Committee),” a spokesperson for the IHF told Reuters on Wednesday. World Athletics, soccer’s governing body FIFA and World Netball are reviewing their transgender inclusion policies after FINA’s verdict, the strictest by any Olympic sports body. Rugby league banned transgender players from women’s inter national competition until further notice on Tuesday, while the International Cycling Union (UCI) last week tightened its eligibility

India all-rounder Dhar announces retirement

Rumeli Dhar

KOLKATA, JUN 22 (IANS): India’s pace all-rounder Rumeli Dhar on Wednesday announced her retirement from all formats of the game, ending a career where she starred with crucial match-winning contributions for the national side, including being their captain, for 15 years since her debut against England in 2003. In all, she represented India in four Tests, 78 ODIs and 18 T20Is from 2003 to 2018. She also had the rare achievement of opening both the batting as well as bowling for India in a T20I against the West Indies in 2012. “23 years of my cricket career that started from Shyamnagar in West Bengal, has finally come to an end as I announce my retirement from all formats of cricket. The journey has been a prolonged one with highs and lows. The high was representing the Indian Women’s cricket team, playing the World Cup final in 2005 as well as leading the Women in Blue,” wrote Rumeli through her Insta-

gram account. Overall, Rumeli scored 236 runs at an average of 29.50 and picked eight wickets at an average of 21.75 in Test cricket. In ODI cricket, she amassed 961 runs, including six half-centuries at an average of 19.61 while picking 63 wickets at an average of 27.38. In T20I cricket, Rumeli made 131 runs with a best score of unbeaten 66, averaging 18.71 and took 13 wickets at an average of 23.30. A shoulder injury in 2012 kept her out of the Indian team till a heel injury to veteran pacer Jhulan Goswami paved the way for her comeback into the national set-up mid-way through the T20I series against South Africa in 2018, where she took three wickets in two matches and taking two sharp catches. In the period where she stayed away from the Indian team, Rumeli turned out for Rajasthan, Assam and then Delhi in domestic cricket before moving towards Bengal.

rules. LGBT rights group Athlete Ally said FINA’s new eligibility criteria was “discriminatory” and “harmful”, while transgender cyclist Veronica Ivy described the policy as “unscientific”. Advocates for transgender inclusion argue that not enough studies have yet been done on the impact of transition on physical performance, and that elite athletes are often physical outliers in any case. The IOC said in November that no athlete should be excluded from competition on the grounds of a perceived unfair advantage, while leaving it up to sports federations to decide where the balance between inclusion and fairness lay. “When push comes to shove, if it’s a judgement between inclusion and fairness, we will always fall down on the side of fairness — that for me is nonnegotiable,” World Athletics president Sebastian Coe said in announcing his organisation’s review.

SC intervention ‘out of necessity’: AIFF’s units NEW DELHI, JUN 22 (PTI): The All India Football Federation’s (AIFF) member units on Wednesday met the visiting FIFAAFC team and informed them that the Supreme Court intervention in the national sports body was “out of necessity”. Last month, the SC ousted the Praful Patel-led dispensation in the AIFF and appointed a three-member Committee of Administrators (CoA) to frame a new constitution and hold elections for a new set of office bearers, besides running the day-to-day affairs of the national federation. Since then, there have been speculations about a possible FIFA ban on India for third party intervention in the affairs of the AIFF. However, the apprehensions, to a large extent, were cleared with the visit of FIFA-AFC delegation. On the second day of its visit, the team held discussions with a seven-member committee of the state associations. “It was a very positive and constructive meeting. We explained the visiting team how the Supreme Court came to the scene after the old dispensation (under Patel) did not hold elections even after its term was over,” a top source who attended the meeting told PTI on condition of anonymity.

Serena makes winning return after year out in Eastbourne

Serena Williams EASTBOURNE, JUN 22 (REUTERS): Serena Williams made a winning return to action at the Eastbourne International on Tuesday as she and partner Ons Jabeur came from a set down to beat Sara Sorribes Tormo and Marie Bouzkova 2-6, 6-3, 13-11 in the women’s doubles. The former world number one had not played competitive tennis since limping out of last year’s first-round match at Wimbledon -where she has won seven of her 23 Grand Slam singles titles -- in tears due to a leg injury. Back on court and on the grass again, Williams stepped up preparations for Wimbledon, where the main draw starts next Monday, having been granted a wildcard to enter, alongside Tunisian Jabeur in the open-

ing round at Eastbourne. Looking rusty with some loose early shots, 40-year-old Williams, who has slipped to 1204th in the singles rankings, saw her serve broken in the fourth game and there was no way back as Spaniard Sorribes Tormo and her Czech partner took the opening set. Williams, who was sporting black tape on her face to help with a sinus problem, had no answer as Sorribes and Bouzkova made three successive breaks at the start of the second to help put them in a commanding position. However, a ferocious volley from Williams helped her and Jabeur hold serve to make it 4-3, before the American showed further signs she was starting to find her rhythm with a booming forehand down the line to break their opponents’ serve. Williams served out the next game to take the match to a final set tiebreak, which swung this way and that, with both pairings having match points before Sorribes Tormo missed a volley at the net to gift her opponents victory. “It was so fun to play with Ons,” Williams said. “We had fun. “I caught some fire behind me! I needed that. It was good. We’re just taking it one day at a time.”
